    <title>Big Data and Reproductive Health in India: A Case Study of the Mother and Child Tracking System</title>

&lt;h3&gt;Introduction&lt;/h3&gt;
&lt;p&gt;The reproductive health information ecosystem in India comprises of a range of different databases across state and national levels. These collect data through a combination of manual and digital tools. Two national-level databases have been launched by the Ministry of Health and Family Welfare - the Health Management Information System (HMIS) in 2008, and the MCTS in 2009. 4 The MCTS focuses on collecting data on maternal and child health. It was instituted due to reported gaps in the HMIS, which records monthly data across health programmes including reproductive health. There are several other state-level initiatives on reproductive health data that have either been subsumed into, or run in
parallel with, the MCTS.&lt;/p&gt;
&lt;p&gt;With this case study, we aim to evaluate the MCTS as data-driven initiative in reproductive health at the national level. It will also assess its potential to contribute towards the big data landscape on reproductive health in the country, as the Indian state’s imagination of health informatics moves towards big data. The methodology for the case study involved a desk-based review of existing literature on the use of health information systems globally, as well as analysis of government reports, journal articles, media coverage, policy documents, and other material on the MCTS.&lt;/p&gt;
&lt;p&gt;The first section of this report details the theoretical framing of the case study, drawing on the feminist critique of reproductive data systems. The second section maps the current landscape of reproductive health data produced by the state in India, with a focus on data flows, and barriers to data collection and analysis at the local and national level. The case of abortion data is used to further the argument of flawed data collection systems at the
national level. Section three briefly discusses the state’s imagination of reproductive health policy and the role of data systems through a discussion on the National Health Policy, 2017 and the National Health Stack, 2018. Finally, we make some policy recommendations and identify directions for future research, taking into account the ongoing shift towards big data globally to democratise reproductive healthcare.&lt;/p&gt;

&lt;h2&gt;Introduction&lt;/h2&gt;
&lt;p&gt;The first decade of the 21st century has witnessed the simultaneous growth of the Internet and digital technologies on the&amp;nbsp;one hand and political protests and mobilization on the other. As a result, some stakeholders attribute magical powers of&amp;nbsp;social change and political transformation to these technologies.&lt;/p&gt;
&lt;p&gt;In the post-Wikileaks world, governments try to censor the use of and access to information technologies in order to&amp;nbsp;maintain the status quo (Domscheit-Berg 2011). With the expansion of markets, technology multinationals and service providers are trying to strike a delicate balance between ethics and profits. Civil Society Organizations for their part, are&amp;nbsp;seeking to counterbalance censorship and exploitation of the citizens’ rights.&amp;nbsp;Within discourse and practice, there remains&amp;nbsp;a dialectic between hope and despair:&amp;nbsp;Hope that these technologies will&amp;nbsp;change the world, and despair that we do not have any sustainable replicable models&amp;nbsp;of technology-driven transformation despite four decades of intervention in&amp;nbsp;the 6eld of information and communication&amp;nbsp;technology (ICT).&lt;/p&gt;
&lt;p&gt;This paper suggests that this dialectic&amp;nbsp;is fruitless and results from too strong of&amp;nbsp;a concentration on the functional role&amp;nbsp;of technology. The&amp;nbsp;lack of vocabulary to map and articulate the transitions that digital technologies bring to our earlier understanding of the&amp;nbsp;state-market-citizen relationship, as well as our failure to understand technology as a paradigm that defines the domains&amp;nbsp;of life, labour, and language, amplify this knowledge gap.&lt;/p&gt;
&lt;p&gt;This paper draws on a research project that focuses on&amp;nbsp;understanding new technology, mediated identities, and&amp;nbsp;their relationship with processes of change in their immediate&amp;nbsp;and extended environments in emerging information&amp;nbsp;societies in the global south (Shah 2009). We suggest that&amp;nbsp;endemic to understanding digital activism is the need to&amp;nbsp;look at the recalibrated relationships between the state and&amp;nbsp;the citizens through the prism of technology and agency.&lt;/p&gt;
&lt;h2&gt;Context&lt;/h2&gt;
&lt;p&gt;It is appropriate, perhaps, to begin a paper on digital activism, with a discussion of analogue activism[&lt;a href="#1"&gt;1&lt;/a&gt;]&amp;nbsp;(Morozov 2010).&amp;nbsp;In the recent revolutions and protests from Tunisia&amp;nbsp;to Egypt and Iran to Kryzygystan, much attention has been&amp;nbsp;given to the role of new media in organizing, orchestrating,&amp;nbsp;performing, and shaping the larger public psyche and the&amp;nbsp;new horizons of progressive governments. Global media&amp;nbsp;has dubbed several of them as ‘Twitter Revolutions” and&amp;nbsp;“Facebook Protests” because these technologies played an&amp;nbsp;important role in the production of :ash-mobs, which,&amp;nbsp;because of their visibility and numbers, became the face of&amp;nbsp;the political protests in di)erent countries. Political scientists&amp;nbsp;as well as technology experts have been trying to figure out&amp;nbsp;what the role of Twitter and Facebook was in these processes&amp;nbsp;of social transformation. Activists are trying to determine&amp;nbsp;whether it is possible to produce replicable upscalable models&amp;nbsp;that can be transplanted to other geo-political contexts to&amp;nbsp;achieve similar results,[&lt;a href="#2"&gt;2&lt;/a&gt;]&amp;nbsp;as well as how the realm of political action now needs to accommodate these developments.&lt;/p&gt;
&lt;p&gt;Cyber-utopians have heralded this particular phenomenon&amp;nbsp;of digital activists mobilizing in almost unprecedented&amp;nbsp;numbers as a hopeful sign that resonates the early 20th century&amp;nbsp;rhetoric of a Socialist Revolution (West and Raman&amp;nbsp;2009). (ey see this as a symptom of the power that ordinary&amp;nbsp;citizens wield and the ways in which their voices&amp;nbsp;can be ampli6ed, augmented, and consolidated using the&amp;nbsp;pervasive computing environments in which we now live.&lt;/p&gt;
&lt;p&gt;In a celebratory tone, without examining either the complex&amp;nbsp;assemblages of media and government practices and policies&amp;nbsp;that are implicated in these processes, they naively attribute&amp;nbsp;these protests to digital technologies.&lt;/p&gt;
&lt;p&gt;Cyber-cynics, conversely, insist that these technologies&amp;nbsp;are just means and tools that give voice to the seething anger,&amp;nbsp;hurt, and grief that these communities have harboured for&amp;nbsp;many years under tyrannical governments and authoritarian&amp;nbsp;regimes. They insist that digital technologies played no&amp;nbsp;role in these events — they would have occurred anyway,&amp;nbsp;given the right catalysts — and that this overemphasis on&amp;nbsp;technology detracts from greater historical legacies, movements,&amp;nbsp;and the courage and efforts of the people involved.&lt;/p&gt;
&lt;p&gt;While these debates continue to ensue between zealots&amp;nbsp;on conflicting sides, there are some things that remain&amp;nbsp;constant in both positions: presumptions of what it means&amp;nbsp;to be political, a narrow imagination of human-technology&amp;nbsp;relationships, and a historically deterministic view of socio-political&amp;nbsp;movements. While the objects and processes under&amp;nbsp;scrutiny are new and unprecedented, the vocabulary, conceptual&amp;nbsp;tools, knowledge frameworks, and critical perspectives&amp;nbsp;remain unaltered. They attempt to articulate a rapidly changing&amp;nbsp;world in a manner that accommodates these changes.&amp;nbsp;Traditional approaches that produce a simplified triangulation&amp;nbsp;of the state, market and civil society, with historically&amp;nbsp;specified roles, inform these discourses, “where the state is&amp;nbsp;the rule-maker, civil society the do-gooder and watchdog,&amp;nbsp;and the private sector the enemy or hero depending on one’s&amp;nbsp;ideological stand” (Knorringa 2008, 8).&lt;/p&gt;
&lt;p&gt;Within the more diffuse world realities, where the roles&amp;nbsp;for each sector are not only blurred but also often shared,&amp;nbsp;things work differently. Especially when we introduce technology,&amp;nbsp;we realize that the centralized structural entities&amp;nbsp;operate in and are better understood through a distributed,&amp;nbsp;multiple avatar model. For example, within public-private&amp;nbsp;partnerships, which are new units of governance in emerging&amp;nbsp;post-capitalist societies, the market often takes up protostatist&amp;nbsp;qualities, while the state works as the beneficiary rather&amp;nbsp;than the arbitrator of public delivery systems. In technology-state&amp;nbsp;conflicts, like the well-known case of Google’s conflict&amp;nbsp;with China (Drummond 2010), technology service providers&amp;nbsp;and companies have actually emerged as the vanguards of&amp;nbsp;citizens’ rights against states that seek to curb them.&lt;/p&gt;
&lt;p&gt;Similarly, civil society and citizens are divided around&amp;nbsp;the question of access to technology. The techno-publics&amp;nbsp;are often exclusive and make certain analogue forms of&amp;nbsp;citizenships obsolete. While there is a euphoria about the&amp;nbsp;emergence of a multitude of voices online from otherwise&amp;nbsp;closed societies, it is important to remember that these voices&amp;nbsp;are mediated by the market and the state, and often have to&amp;nbsp;negotiate with strong capillaries of power in order to gain&amp;nbsp;the visibility and legitimacy for themselves. Additionally,&amp;nbsp;the recalibration in the state-market-citizen triad means&amp;nbsp;that there is certain disconnect from history which makes&amp;nbsp;interventions and systemic social change that much more difficult.&lt;/p&gt;
&lt;h2&gt;Snapshots&lt;/h2&gt;
&lt;p&gt;We draw from our observations in the “Digital Natives with a Cause?”[&lt;a href="#3"&gt;3&lt;/a&gt;]&amp;nbsp;research program, which brought together over&amp;nbsp;65 young people working with digital technologies towards&amp;nbsp;social change, and around 40 multi-sector stakeholders in&amp;nbsp;the field to decode practices in order to gain a more nuanced&amp;nbsp;understanding of the relationships between technology and&amp;nbsp;politics.&lt;/p&gt;
&lt;p&gt;The first case study is from Taiwan, where the traditionally&amp;nbsp;accepted uni-linear idea of senders-intermediaries-passive&amp;nbsp;receivers is challenged by adopting a digital information&amp;nbsp;architecture model for a physical campaign.[&lt;a href="#4"&gt;4&lt;/a&gt;]&amp;nbsp;The story not&amp;nbsp;only provides insight into these blurred boundaries and&amp;nbsp;roles, but also offers an understanding of the new realm of&amp;nbsp;political intervention and processes of social transformation.&lt;/p&gt;
&lt;p&gt;As YiPing Tsou (2010) from the Soft Revolt project in Taipei&amp;nbsp;explains, "I have realised how the Web has not only virtually&amp;nbsp;reprogrammed the way we think, talk, act and interact&amp;nbsp;with the work but also reformatted our understanding of&amp;nbsp;everyday life surrounded by all sorts of digital technologies."&lt;/p&gt;
&lt;p&gt;Tsou’s own work stemmed from her critical doubt of&amp;nbsp;the dominant institutions and structures in her immediate&amp;nbsp;surroundings. Fighting the hyper-territorial rhetoric of the&amp;nbsp;Internet, she deployed digital technologies to engage with&amp;nbsp;her geo-political contexts. Along with two team members,&amp;nbsp;she started the project to question and critique the rampant&amp;nbsp;consumerism, which has emerged as the state and market&amp;nbsp;in Taiwan collude to build more pervasive marketing infrastructure&amp;nbsp;instead of investing in better public delivery&amp;nbsp;systems. The project adopted a gaming aesthetic where the&amp;nbsp;team produced barcodes, which when applied to existing&amp;nbsp;products in malls and super markets, produced random&amp;nbsp;pieces of poetry at the check-out counters instead of the&amp;nbsp;price details that are expected. The project challenged the&amp;nbsp;universal language of barcodes and mobilized large groups&amp;nbsp;of people to spread these barcodes and create spaces of&amp;nbsp;confusion, transient data doubles, and alternative ways of&amp;nbsp;reading within globalized capitalist consumption spaces. The project also demonstrates how access to new forms of&amp;nbsp;technology also leads to new information roles, creating&amp;nbsp;novel forms of participation leading to interventions towards&amp;nbsp;social transformation.&lt;/p&gt;
&lt;p&gt;Nonkululeko Godana (2010) from South Africa does&amp;nbsp;not think of herself as an activist in any traditional form.&amp;nbsp;She calls herself a storyteller and talks of how technologies&amp;nbsp;can amplify and shape the ability to tell stories. Drawing&amp;nbsp;from her own context, she narrates the story of a horrific&amp;nbsp;rape that happened to a young victim in a school campus&amp;nbsp;and how the local and national population mobilized itself&amp;nbsp;to seek justice for her. For Godana, the most spectacular&amp;nbsp;thing that digital technologies of information and communication&amp;nbsp;offer is the ability for these stories to travel in&amp;nbsp;unexpected ways. Indeed, these stories grow as they are&amp;nbsp;told. They morph, distort, transmute, and take new avatars,&amp;nbsp;changing with each telling, but managing to help the message leap across borders, boundaries, and life-styles. She&amp;nbsp;looks at storytelling as something that is innate to human&amp;nbsp;beings who are creatures of information, and suggests that&amp;nbsp;what causes revolution, what brings people together, what&amp;nbsp;allows people to unify in the face of strife and struggle is&amp;nbsp;the need to tell a story, the enchantment of hearing one,&amp;nbsp;and the passion to spread it further so that even when the&amp;nbsp;technologies die, the signal still lives, the message keeps on&amp;nbsp;passing. As Clay Shirky, in his analysis of the first recorded&amp;nbsp;political :ash-mob in Phillipines in 2001, suggests, "social&amp;nbsp;media’s real potential lies in supporting civil society and the&amp;nbsp;public sphere — which will produce change over years and&amp;nbsp;decades, not weeks or months."&lt;/p&gt;
&lt;h2&gt;Propositions&lt;/h2&gt;
&lt;p&gt;These two stories are just a taste of many such narratives that&amp;nbsp;abound the field of technology based social transformation&amp;nbsp;and activism. In most cases, traditional lenses will not recognize&amp;nbsp;these processes, which are transient and short-lived&amp;nbsp;as having political consequence. When transformative value&amp;nbsp;is ascribed to them, they are brought to bear the immense&amp;nbsp;pressure of sustainability and scalability which might not be&amp;nbsp;in the nature of the intervention. Moreover, as we have seen&amp;nbsp;in these two cases, as well as in numerous others, the younger&amp;nbsp;generation — these new groups of people using social media&amp;nbsp;for political change, often called digital natives, slacktivists,&amp;nbsp;or digital activists — renounce the earlier legacy of political&amp;nbsp;action. They prefer to stay in this emergent undefined&amp;nbsp;zone where they would not want an identity as a political&amp;nbsp;person but would still make interventions and engage with&amp;nbsp;questions of justice, equity, democracy, and access, using the&amp;nbsp;new tools at their disposal to negotiate with their immediate&amp;nbsp;socio-cultural and geo-political contexts.&lt;/p&gt;
&lt;p&gt;In their everyday lives, Digital Natives are in different&amp;nbsp;sectors of employment and sections of society. They can be&amp;nbsp;students, activists, government officials, professionals, artists,&amp;nbsp;or regular citizens who spend their time online often in&amp;nbsp;circuits of leisure, entertainment and self-gratification. However,&amp;nbsp;it is their intimate relationship with these processes,&amp;nbsp;which is often deemed as ‘frivolous’ that enables them, in&amp;nbsp;times of crises, to mobilize huge human and infrastructural&amp;nbsp;resources to make immediate interventions.&lt;/p&gt;
&lt;p&gt;It is our proposition that it is time to start thinking about&amp;nbsp;digital activism as a tenuous process, which might often hide&amp;nbsp;itself in capillaries of non-cause related actions but can be&amp;nbsp;materialized through the use of digital networks and platforms&amp;nbsp;when it is needed. Similarly, a digital activist does not&amp;nbsp;necessarily have to be a full-time ideology spouting zealot,&amp;nbsp;but can be a person who, because of intimate relationships&amp;nbsp;with technologized forms of communication, interaction,&amp;nbsp;networking, and mobilization, is able to transform him/&amp;nbsp;herself as an agent of change and attain a central position&amp;nbsp;(which is also transitory and not eternal) in processes of&amp;nbsp;social movement. Such a lens allows us to revisit our existing&amp;nbsp;ideas of what it means to be political, what the new landscapes&amp;nbsp;of political action are, how we account for processes&amp;nbsp;of social change, and who the people are that emerge as&amp;nbsp;agents of change in our rapidly digitizing world.&lt;/p&gt;

    <title>Between Platform and Pandemic: Migrants in India's Gig Economy</title>

        &lt;b&gt;In response to the rising number of COVID-19 cases in India, the central government announced a nationwide lockdown in March 2020. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Initially this was organised for three weeks, but it stretched on for over three months. With a mere four hours’ notice before banning all non-‘essential’ economic activities overnight, the Indian government imposed what has been described as &lt;a href="https://scroll.in/article/957564/not-china-not-italy-indias-coronavirus-lockdown-is-the-harshest-in-the-world"&gt;one of the most stringent lockdowns worldwide&lt;/a&gt;. It shut down the railways, inter-state bus services, and all industrial, commercial, cultural and religious activities, bringing the economy to a standstill. In the weeks that followed this announcement, hundreds of poor migrant workers &lt;a href="https://www.washingtonpost.com/world/asia_pacific/india-coronavirus-lockdown-migrant-workers/2020/03/27/a62df166-6f7d-11ea-a156-0048b62cdb51_story.html"&gt;walked&lt;/a&gt; thousands of kilometers from major cities back to their villages, as the lockdown gutted their livelihood without providing any safety nets. Images of migrant workers traveling by foot for days forced the Indian public to acknowledge the existence and struggles of migrant workers. The pandemic has exposed the frailty of their livelihoods and brought their vulnerability into sharp focus.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;The ‘gig’ economy in particular shapes the lives and livelihoods of a large migrant workforce. Gig workers working for on-demand platform services have been adversely impacted by the Covid-19 pandemic. Cab-hailing services &lt;/span&gt;&lt;a href="https://indianexpress.com/article/cities/chandigarh/coronavirus-india-lockdown-wheels-stuck-but-worries-are-many-for-ola-uber-drivers-6346527/"&gt;came to a standstill&lt;/a&gt;&lt;span&gt; in several Indian cities as the central government imposed a nationwide lockdown for over two months, restricting people’s movements. Food delivery and home-based services were &lt;/span&gt;&lt;a href="https://www.indiatoday.in/technology/news/story/covid19-lockdown-online-delivery-of-food-items-is-essential-service-but-don-t-rely-on-it-for-your-dinner-1659490-2020-03-25"&gt;deemed ‘essential’ services&lt;/a&gt;&lt;span&gt; and continued to operate during the lockdown. However, migrant workers received &lt;/span&gt;&lt;a href="https://scroll.in/article/959766/by-crowdfunding-benefits-for-embattled-workers-app-based-services-are-evading-their-own-obligations"&gt;little support&lt;/a&gt;&lt;span&gt; from the platform companies as well as the government. Despite the overwhelming presence of migrants in the workforce, discussions of the so-called ‘platform economy’ have rarely focused on their vulnerabilities.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;strong&gt;Neither here nor there&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;In 2000, Omer (all names are pseudonyms) migrated to Hyderabad from a village in the neighbouring Nagarkurnool district. He worked as a cab driver for a travel agency in the city. After working in the city for five years, he brought his wife and children to live with him. When Uber and Ola launched in Hyderabad in 2014, he became a ‘driver partner’ providing on-demand cab services. The nationwide lockdown since March 2020 gutted his livelihood, as movement was severely restricted. The burden of rent and living expenses in the absence of his regular income forced Omer to return to his village in Nagarkurnool district. He weighed his earning potential as a cab driver against the risk of being infected and chose to leave the city.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, the choice to leave the city did not exist for all. Mani, a cab driver now based in Chennai, had moved to the city 10 years ago from a neighbouring town, Ranipet, to find employment as a driver. Before joining Ola, he worked as a night shift driver for an IT company in the city. In the wake of the pandemic and lockdown, he avoided returning to his hometown fearing the wrath of lenders he owed money to. He had taken out a loan while he could still work over 10 hours a day. Lenders in towns such as Ranipet are known to visit the homes of borrowers and harass them in the presence of family and neighbours. Fearing public humiliation, Mani decided to stay in Chennai. Similarly, Jagan, another driver in Hyderabad, also chose not to return to his village which was just 80kms from the city. He explained that only those who owned land could afford to return to the village. Without any land or house, he had nothing to go back to.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Jagan and Mani were unable to earn their livelihood during the lockdown. Fuel prices were a major concern for workers in cab-hailing services as well as food delivery. Within three months of the lockdown, the price of petrol was increased by about Rs. 14 (approx. $0.19). Far from accounting for this rise in fuel prices, on-demand platforms reduced the per kilometer rates for workers. For instance, Swiggy, a popular on-demand food delivery company, &lt;a href="https://thewire.in/labour/swiggy-delivery-executives-strike-in-chennai-and-hyderabad-over-reduction-in-payment"&gt;brought down&lt;/a&gt; the per-kilometer rate for its delivery executives from Rs. 35 (approx. $0.48) per delivery to Rs.15 (approx. $0.21). Since the lockdown in March, platform workers have staged &lt;a href="https://inc42.com/infocus/year-end-review-2020/from-swiggy-to-ola-a-year-of-protests-by-indias-gig-workers/"&gt;repeated strikes&lt;/a&gt;, protesting against the plummeting rates, suspension of incentives and demanding extension of moratorium on loan repayments.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Those who were unable to return to their hometown or village had to find alternate sources of income to continue to sustain their families’ basic needs. Both Jagan and Mani began working as contract labour in nearby construction sites.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For Omer, who returned to his village, things were not great either. A couple of months after his return, he was still on the lookout for a job while occasionally driving a tractor or lorry. Having lived in the city for close to two decades, returning to his village had not been easy. Besides the struggle to find gainful employment, adjusting to rural life had been a challenge:&lt;/p&gt;
&lt;p&gt;&lt;em&gt;I am 40 years old – the chances of me getting a job is negative… my situation has become like ‘Dhobi ka kutta na ghar ka na ghat ka’ [I belong neither here nor there] &lt;/em&gt;– Omer&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Migrant Workers in a Gig Economy&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Even though the above narratives of migrant workers are specific to the challenges presented by COVID-19, the labour and livelihood outcomes are a result of structural conditions long preceding the pandemic’s outbreak.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Reports suggest that a &lt;a href="https://www.livemint.com/companies/start-ups/delhi-and-not-bengaluru-is-the-place-to-be-for-gig-economy-workers-1555013405684.html"&gt;significant proportion of platform workers in Indian cities are migrants&lt;/a&gt; who moved there in search of employment. While the exact magnitude of migrants engaged in digital platforms is hard to discern, our interviews with trade union leaders and migrant platform workers indicated that intra-state migrants from neighboring peri-urban and rural districts constitute a large part of the platform workforce. Dharmendra, who heads Indian Delivery Lions—a union of food delivery partners in Jaipur – pointed out that as rural India remains starved of adequate livelihood opportunities, people are pushed to the city in search of greener pastures. &lt;a href="http://labourbureau.gov.in/RLE%202K%204-5%20Chapter%202.htm"&gt;Even for those engaged in farm activities, seasonal unemployment is a recurrent phenomenon&lt;/a&gt;. This is amplified by the deteriorating climatic conditions, which further pushes seasonal agrarian workers into the urban informal sector. Thus, &lt;a href="https://www.academia.edu/39244178/Climate_change_Agrarian_distress_and_the_role_of_digital_labour_markets_evidence_from_Bengaluru_Karnataka"&gt;rural agrarian workers facing seasonal unemployment engage in digital labour markets as a short-term adaptive strategy.&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In terms of demographic profiles, recent migrants to the city, especially those hailing from a different state, and younger migrants typically opt to work in the food delivery sectorSuch financial constraints also impact migrant workers engaged with ride-hailing apps, as they are less likely to own a car. Owning a bike (for food delivery) is far less expensive than owning a car (for transportation services), which incurs more expenses and leads to a higher debt burden and longer repayment commitments. Instead, they usually &lt;a href="https://cis-india.org/raw/files/ifat-itf-protecting-workers-in-digital-platform-economy-ola-uber-occupational-health-safety-report/"&gt;drive leased cars&lt;/a&gt; from the on-demand service companies, or are employed at a fixed wage by car-owners who have attached themselves to Ola or Uber. In both these arrangements, migrant gig workers are under pressure to pay a fixed daily fee (for the lease) or meet the car-owners’ targets. Hence, they do not enjoy much, if any, agency over their time or work.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Migrant workers who are already in cities tend to transition to on-demand gig work. For migrant workers like Mani and Omer, on-demand work with its lucrative incentives and promise of flexibility presented an appealing alternative to their under-paying jobs that hardly met their needs. Migrant workers are economically more vulnerable; most of their earnings go into paying rent and repaying debt while barely managing their living expenses or sending remittances back home. Vinay Sarathy, the President of Food Delivery Partners Struggle Committee, pointed out that &lt;em&gt;“many migrant bachelors live together cramped up in a single room, to save on rent and send more remittance to cope with financial hardship back home.”&lt;/em&gt; Such struggles, unique to migrants, often remain invisible.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;em&gt;“Landlords are not accommodative, security is an issue. Everything is so much more expensive. Schooling, for instance, is costly. In the village, Rs. 3000 ($41 approx) is sufficient for school fees, but in the city, it is not less than Rs. 8000 ($109 approx). Rent is a major concern too. 80% of income goes on rent and school fees. Only the remaining can be for daily expenditure&lt;/em&gt;”.    – Omer, a gig worker in the transportation sector&lt;/p&gt;
&lt;p&gt;The lack of social institutions to support migrant gig workers in the city and the government’s failure to provide long-due welfare measures frequently leave them on the city’s fringes.&lt;/p&gt;
&lt;p&gt;Against such a backdrop, the platforms’ lucrative income stream fulfilled migrant workers’ basic desire to secure a stable livelihood. So much so that even migrant workers like Mani and Jagan, who were previously engaged in salaried driving jobs, switched to platforms, tempted by the prospect of improved earnings. The chance to be a ‘partner’ with the ‘flexibility’ to decide one’s work timings made platforms an appealing alternative to low-waged precarious work in the &lt;a href="https://www.firstpost.com/business/covid-19-impact-informal-economy-workers-excluded-from-most-govt-measures-be-it-cash-transfers-or-tax-benefits-8354051.html"&gt;unorganised sector, where migrant workers are generally employed&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;While the initial motivation to join platforms resulted from the expectation of better income, improved working conditions, and the perceived social standing of being attached to a company, these &lt;a href="https://www.epw.in/engage/article/ola-uber-workers-platform-gig-economy-earnings"&gt;aspirations remain unfulfilled.&lt;/a&gt; Inadvertently, migrant workers’ movement towards on-demand work ensured a steady supply of gig workers for on-demand service companies, which consolidated their presence in the service sector. After successfully capturing the market, companies started &lt;a href="https://www.theindiaforum.in/article/confronting-precarious-work"&gt;slashing incentives&lt;/a&gt; for all workers. Such impunity and indifference wielded by platforms, in large part, can be attributed to the guaranteed supply of migrant workers. The acute vulnerability of being unemployed compels distressed rural migrants from nearby districts and suburbs to take up any job, regardless of how exploitative it may be. This latent supply of migrant workers gives platform companies the leverage to arbitrarily depress incentives, extract larger commissions, and even dismiss workers. Migrant workers thus become the de-facto &lt;a href="https://rupe-india.org/70/reserve.html#note29"&gt;“reserve army of labour”&lt;/a&gt; for on-demand companies.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Comply or quit?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;In the aftermath of the Covid-19 lockdown, migrant gig worker’s livelihoods have been reduced to a hand-to-mouth existence, foregrounding the fatal overlap between the two axes of vulnerability: migration and gig work.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Historically, migrant workers have been concentrated in occupations characterised by precarity and informal work arrangements without fixed-pay or binding contracts. Workers who transitioned to on-demand platforms were motivated by the promise of better conditions of work and pay. The initial appeal led them to view platforms as a dignified alternative to their profession. Many were also lured by the notion of independence and flexibility afforded by the platform. To be one’s boss and not be answerable to anyone was unheard of and a welcome change to the subservience that most workers had grudgingly internalized as a professional prerequisite. However, contrary to the big claims and initial promises, platforms began to  replicate work arrangements in the informal sector. The result is that workers are rarely provided fair wages, social security, or paid leave. There is no meaningful choice for them to exercise, as they are effectively left with two alternatives—comply or quit.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Trapped between exploitative working conditions and being unemployed, workers lack any real negotiating power. Even as gig workers across the country continue to protest for better work conditions, platforms remain indifferent, assured of the guaranteed labour supply. As summarized by Dharmendra, &lt;em&gt;“the agenda of the platforms presently is to recruit new workers – they have already begun advertising for jobs even amidst the pandemic, as incidents of protests keep rising! We’re expecting that they’ll fire old workers (engaged in protests) and recruit those who are presently unemployed”&lt;/em&gt;.&lt;/p&gt;

    <title>Banking and Accessibility in India: A Study on Banking Accessibility in India — Call for Comments</title>

        &lt;b&gt;The adoption of accessible features and technologies by banks in India is low despite there being legislative and executive push for it. It is important for the banks to understand not just their obligations but also the benefits that will accrue to them if they follow the suggested guidelines.&lt;/b&gt;
        &lt;h3&gt;Executive Summary&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;India is a signatory to the United Nations Convention on the Rights of Peoples with Disability, and has an obligation to provide equal opportunities and facilities to everyone, irrespective of any disabilities they might suffer from. This is guaranteed in the right to equality and the right to life, which are enshrined in the Fundamental Rights in the Constitution of India. There are also specific Reserve Bank of India notifications that mandate banks offer banking facilities in a non-discriminatory manner to all customers. However, there are still many problems faced by people with disabilities when accessing banking and financial services in India. Many banks and ATMs aren’t physically accessible, the staff has no training or expertise in dealing with customers who have special needs, and despite the existence of the technology, ATMs are not equipped to be used by people with disabilities.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There are several guidelines which are in place internationally which can be referred to when formulating policy on banking and accessibility in India. These include guidelines on ATM construction and modification (USA) and guidelines on making websites accessible for people with disabilities (the Web Content Accessibility Guidelines), as well as voluntary standards that have been taken up by Banking Associations in countries like Australia and New Zealand in order to making banking more accessible to people with disabilities and the older population.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Currently the adoption of accessible features and technologies in banks in India is very low, despite there being a legislative as well as executive push for the same. Banks which do not follow these guidelines are not meeting their legal requirements, and it is important for them to understand not just their obligations, but also the benefits that will accrue to them if they follow the suggested guidelines. To that end, this report looks at the current notifications and guidelines that govern this area, the problems faced by people with disabilities, and looks at guidelines from other countries to suggest solutions that can be incorporated by different banks in India.&lt;/p&gt;

    <title>Bangalore Thinkathon Surrogacy: Bodies, States, Networks</title>

        &lt;b&gt;The first workshop of the Habits of Living project will be a Thinkathon (Thinking Marathon) focused on the notion of surrogate structures that have become the visible landmarks of contemporary life and will be hosted by the Centre for Internet &amp; Society, in Bangalore, India.&lt;/b&gt;
        
&lt;p style="text-align: justify;"&gt;Scheduled from 26th to 29th September 2012, the event will bring together a range of multidisciplinary scholars and practitioners from the Global South. The aim of the workshop is to produce new conceptual frameworks to help us understand networks and the ways in which they inform our everyday practice and thought.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The &lt;em&gt;Habits of Living&lt;/em&gt; project begins with this workshop in Bangalore because Surrogacy is central to the ubiquity and universality of contemporary networks. A surrogate is "a person or … a thing that acts for or takes the place of another" (OED).&amp;nbsp; A surrogate is a "simplified" substitute that represents and wields power for another: a deputy, an authorized stand-in. In contemporary network science—widely used in (and drawn from) sociology, economics, biology, and industry—networks operate as surrogates. Surrogate structures that transcend the material boundaries of modernist concepts like Nation States and Bodies have emerged as a way by which new social, cultural, political and economic configurations get assembled. The idea of networked information societies has forced us to revisit the ways in which we understand fluid and aporetic structures that facilitate flow of ideas, capital and ideologies in the rapidly globalizing world.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;As the influential network scientist &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Duncan_J._Watts"&gt;Duncan Watts&lt;/a&gt; has pointed out, "rather than going out into the world and measuring it in great detail, [network scientists] want to construct a mathematical model of a social network, in place of the real thing…" This substitution means "making drastic simplifications" in which real world phenomena are "represented in almost comic simplicity by dots on a piece of paper, with lines connecting them." These simplifications, which cause us to miss real world details, enables network scientists to "tap into a wealth of knowledge and techniques that will enable us to address a set of very general questions about networks that we might never have been able to answer had we gotten bogged down in all the messy details."&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Surrogacy supports the self-referential universe that networks create, where all conditions of exteriority are obliterated and each phenomenon is explained only through its relationality with the other phenomena in that networked condition. This co-dependence promotes the idea of universalized networks which are diverse but homogeneous, and specific but replicable. Simultaneously, there is a contained analytical framework that proposes to offer a comprehensive view but only manages to mimic (Bhabha, reference) the status quo of the dominant power structures. Networks become the reified forms and functions of this condition of Surrogacy.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Surrogacy is thus central to making "networks" universal at both a macro and micro level, for not only do networks stand in for other phenomena, the very basic units of network analyses, nodes and edges, depend on the substitution (and thus universalization) of actors and interactions.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Intriguingly, the direction of this substitution is unstable.&amp;nbsp; Modern networks stem from structures, such as electrical grids and highway systems, deliberately built to resemble nets. Remarkably, though, networks have become both constructed technical structures and actually existing phenomena that are empirically discovered.&amp;nbsp; Systems biology, for instance, presumes the existence of networks in animals, from the genetic to the multi-cellular. Similarly, ecology conceptualizes food webs and less lethal animal interactions—or more precisely the potentiality of these interactions—as networks. This insistence on networks as actually existing empirical entities happens even as network scientists’ analysis itself is framed as an abstraction that replaces real world events with a mathematical model. Networks are thus both theoretical diagrams and things that exist out there.&amp;nbsp; Indeed, they compromise the distinction between the constructed and the natural, the theoretical and the empirical. Like Borges’ imfamous map, the map—the surrogate—has become the territory.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Surrogacy, however, localizes as well as abstracts. A surrogate — something that stands in for more complex and often unsustainable forms of life — is often a potent being that is both temporary and unending. The surrogate emerges as an alternative form of producing specialized life and habits, while also performing a universal viability that stands in for the local specificities. Specific surrogacy networks range from:&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify;"&gt;Global networks of biological surrogacy and reproductive care that mobilize and orchestrate new conditions of labor (in all senses of the word)&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Digital networks that help mobilize certain bodies and skills into the larger conditions of contemporary globalization&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;New combinations of State-Market partnerships enabled by digital and internet technologies that define the precarious conditions of life and living for the citizen subjects&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Complexes of emotional surplus and affective relationships that get codified in massive social network systems, redefining the ways in which we understand relationships and relationality&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Consortial state and state-like structures that transgress the territorial sovereignty of the nation-state and produce new forms of governance and belonging&lt;/li&gt;&lt;/ul&gt;
&lt;p style="text-align: justify;"&gt;For the Bangalore Thinkathon, we are bringing together scholars and practioners whose work touches on at least one of these types of surrogacy in order to outline and comprehend the work networks do. With a special emphasis the emergence and proliferation of large scale networks enabled by the digital turn, the Thinkathon is designed to start a dialogue between these different un-disciplined perspectives and produce a compendium of perspectives on the changing habits of living in contemporary times.&lt;/p&gt;

&lt;h3&gt;&lt;strong&gt;Abstract&lt;/strong&gt;&lt;/h3&gt;
&lt;div&gt;How many people know that, on a fairly
prosaic level, nanoparticles are already in everyday use, enhancing the
functionality of (for example) sun creams and sticking plasters? In
tandem, rumours abound in the media of much more revolutionary
advances, such as tiny machines that can zip around our bloodstream
killing viruses, but these are still far from being realised. So what
is nanotechnology about, and why do we need to know about it?&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;Sharing
a desire to convey scientific information in a non-traditional and
non-scientific way, Julie Freeman, artist, has collaborated with Jeremy
Ramsden, Professor of Nanotechnology, to develop creative works to
advance the understanding of fundamental processes, issues and
techniques within and surrounding nanotechnology.&amp;nbsp;The artist’s
fascination with biology and technology has steered her toward his
subject, where these worlds seem to collide.&amp;nbsp;&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;In
this talk Freeman will discuss her experiences of working with
scientists in the nanotechnology world, how science and it's
methodologies impact her artwork and will display the&amp;nbsp;Nano Novels – sets
of stereo literature and imagery – which help to contextualise
nanotechnology.&amp;nbsp;&lt;/div&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Speaker&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Julie Freeman's work spans visual, audio and digital art forms and
explores the relationship between science, nature and how humans
interact with it. For the past 12 years her work has focused on using
electronic technologies to ‘translate nature’ – whether it is through
the sound of torrential rain dripping on a giant rhubarb leaf; a pair
of mobile concrete speakers who lurk in galleries haranguing passersby
with fractured sonic samples or by providing an interactive platform
from which to view the flap, twitch and prick of dogs’ ears.&lt;/p&gt;
&lt;p&gt;In 2005 she launched her most known digital artwork The Lake, which
used hydrophones, custom software and advanced technology to track
electronically tagged fish and translate their movement into an
audio-visual experience. The work was developed over three years and
supported by Tingrith Coarse Fishery and a two year fellowship from &lt;a title="NESTA" href="http://en.wikipedia.org/wiki/NESTA"&gt;NESTA&lt;/a&gt; (The National Endowment for Science, Technology and the Arts).&lt;/p&gt;
&lt;p&gt;She is currently artist-in-residence at the Microsystems and Nanotechnology Centre at &lt;a title="Cranfield University" href="http://en.wikipedia.org/wiki/Cranfield_University"&gt;Cranfield University&lt;/a&gt;
where she is creating works that aim to increase public understanding
of self-assembly and organising processes at the nanoscale and their
potential social impacts and consequences.&lt;/p&gt;
&lt;p&gt;Julie is a graduate of the MA in Digital Arts at the Centre for
Electronic Arts, Middlesex University, London, and Steering Group Chair
of &lt;a title="FreqOUT! (page does not exist)" class="new" href="http://en.wikipedia.org/w/index.php?title=FreqOUT%21&amp;amp;action=edit&amp;amp;redlink=1"&gt;FreqOUT!&lt;/a&gt; an innovative London based community arts programme, enabling young people to work with wireless technologies.&lt;/p&gt;

The Centre for Internet and Society and the Free Software Users' Group, Bangalore, invite you to a talk by Jose
David Cuartas Correa
 on his project on Augmented Reality (with &lt;a href="http://www.sologicolibre.org/"&gt;Sologico
Libre Foundation&lt;/a&gt;,
with the support of Caldas University, CEMA (Center of Experimental
Media Arts) and Srishti School of Art, Design and Technology). In this presentation, Jose David will discuss the concept of Augmented Reality (fusion of
the real world with the virtual objects and data), and demonstrate how it can be used as an alternative model of manipulation, integration
and interaction for media and information. This new technology
gives us new ways to create and think; Graphical Interfaces
and options for the construction of new worlds, environments and
alternative spaces. Augmented Reality is thus a useful tool that can be used by
artists, designers and expert users.&lt;/p&gt;
&lt;p&gt;
The presentation will also analyse the metaphors used in the development of previous, present and next-generation Graphical User Interfaces (GUI) and look some
examples of interaction interfaces developed by different research
groups around the world.&lt;/p&gt;
&lt;p&gt;Finally, Jose David will demonstrate the &lt;a href="http://www.sologicolibre.or/projects/atomic/en"&gt;ATOMIC
Authoring Tool&lt;/a&gt;,
software initially developed to create Augmented Reality
applications and mind maps, created under the &lt;strong class="western"&gt;GPL&lt;/strong&gt;
licence.&lt;/p&gt;

David Cuartas Correa is a student
of visual design at the Caldas University in Manizales, Colombia,
South America. He is at present an exchange student in the Advanced Diploma
in Experimental Media Arts at CEMA – Srishti School of Art, Design
and Technology, Bangalore, India. He also serves as visiting
faculty at Srishti School of Art, Design and Technology, teaching the
course “Interaction and Interface Design in the Web” at the
foundation level. Jose David is the founder of the Junior Research
Group in Free Software for Design, Caldas University, and current
president of the &lt;a href="http://www.sologicolibre.org/"&gt;SoLógiCo
Libre ONG&lt;/a&gt;, which promotes the use and development of the free software, free
culture and emergent technologies for art, design and
entertainment.&lt;/p&gt;

    <title>Archive and Access: Call for Review</title>

        &lt;b&gt;The Archive and Access research project by Rochelle Pinto, Aparna Balachandran and Abhijit Bhattacharya is a part of the Researchers @ Work Programme at the Centre for Internet and Society, Bangalore. The project that attempts to look at the ways in which the notion of the archive, the role of the archivist and the relationship between the state and private archives that has undergone a transition with the emergence of Internet technologies in India has been put up for public review. &lt;/b&gt;
        &lt;p&gt;The Researchers At Work Programme, at the Centre for Internet and Society, advocates an Open and transparent process of knowledge production. We recognise peer review as an essential and an extremely important part of original research, and invite you, with the greatest of pleasures, to participate in our research, and help us in making our arguments and methods stronger.&lt;/p&gt;
&lt;p&gt;Laying out a theoretical review of the history of technologies of archiving in the country, the project aims at building case studies of public and private archives in the country and the needs for a local capacity building network of historians, archivists, technologists and state bodies which exploits the digital and Internet technologies for building new archives of Indian material.&lt;/p&gt;
The monograph has emerged out of the "&lt;em&gt;Archive and Access&lt;/em&gt;" project that was initiated in September 2008. The first draft of the monograph is now available for public review and feedback.Please click on the links below to choose your own format for accessing the document:

&lt;p style="text-align: justify; "&gt;The Internet Governance programme conducts research around the various social, technical, and political underpinnings of global and national Internet governance, and includes online privacy, freedom of speech, and Internet governance mechanisms and processes:&lt;/p&gt;
&lt;h3&gt;Google Policy Fellowship&lt;/h3&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;a href="https://cis-india.org/internet-governance/chilling-effects-on-free-expression-on-internet"&gt;Intermediary      Liability in India: Chilling Effects on Free Expression on the Internet&lt;/a&gt;&lt;br /&gt;Rishabh Dara, Google Policy Fellow&lt;br /&gt;CIS in partnership with Google India conducted the Google Policy Fellowship 2011. This was offered for the first time in Asia Pacific as well as in India. Rishabh Dara was selected as a fellow. He researched upon issues relating to freedom of expression. The results of the paper demonstrate that the ‘Information Technology (Intermediaries Guidelines) Rules 2011’ notified by the Government of India on April 11, 2011 have a chilling effect on free expression.&lt;/li&gt;
&lt;/ul&gt;

&lt;li style="text-align: justify; "&gt;&lt;a href="https://cis-india.org/internet-governance/cis-joins-gni"&gt;The Centre for Internet &amp;amp; Society Joins the Global Network Initiative&lt;/a&gt;&lt;br /&gt;CIS officially joined the Global Network Initiative. CIS would bring to GNI in-depth expertise on global internet governance as well as online freedom of expression and privacy in India. GNI Executive Director Susan Morgan said “&lt;i&gt;We are delighted to add our first member based in India and welcome CIS’s engagement in support of transparency and accountability in technology&lt;/i&gt;.”&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;Digital Natives with a Cause? is a knowledge programme initiated by CIS and Hivos, Netherlands. It is a research inquiry that seeks to look at the changing landscape of social change and political participation and the role that young people play through digital and Internet technologies, in emerging information societies. Consolidating knowledge from Asia, Africa and Latin America, it builds a global network of knowledge partners who want to critically engage with the dominant discourse on youth, technology and social change, in order to look at the alternative practices and ideas in the Global South. It also aims at building new ecologies that amplify and augment the interventions and actions of the digitally young as they shape our futures.&lt;/p&gt;

&lt;p&gt;Mumbai, India’s financial capital, is also often considered one of the safest cities for women in India, especially in contrast with New Delhi which is infamously dubbed as the “rape capital” within the country. Sensationalised incidents of harassment, molestation and rape serve as anecdotal references and warnings to other women who dare to venture out alone even during the daytime. The Delhi government recently proposed a policy for free transport for women in public buses and metro trains with the objective of increasing women’s affordability and access and to ensure safety in public transportation. [1] Despite such measures to increase women’s visibility and claims to public utilities and spaces, women who use public transport have historically suffered groping and stalking on buses and trains, which uphold self-policing and surveillance narratives. The issue of women’s safety in India remains a priority as well as a good rhetorical claim and goal to aspire to, for public and private initiatives. Ironically, the notion of women’s safety is also advanced to increase moral policing and censure women’s access to public spaces, which also perpetuates exclusion of other marginalised citizens (Phadke 2007). Further, and crucially, whose safety is being imagined, prioritized and designed for (which class of women are central to the imagination of the safety discourse) is often a point of contention.&lt;/p&gt;
&lt;p&gt;In this context, ridehailing services offered by Uber and Ola have come to be frequently cited as safer and more reliable options for women to traverse the cityspace, compared to overcrowded buses and trains. Their mobile applications promise accountability and traceability, enforcing safety standards by way of qualified and well-groomed drivers, SOS buttons and location-sharing features. However, it has increasingly become common knowledge that these alternatives are prone to similar, if not worse, categories of crimes against women. While reports of violence against women in cabs have mostly been outside of Mumbai, due to “platform-effects,” such incidents have widespread ramifications for drivers across the country. Cab drivers who operate via cab aggregator platforms have come under heavy scrutiny not only by the corporate and legal infrastructures of aggregator companies but also in the public eye.  On the other hand, platform companies independently, and in partnership with city and state administrations, continue to launch “social impact” initiatives aimed at women’s safety as well as employment (through taxi-driving training). [2] Incidents of violence against women present jarring narratives of risk not only for female passengers but also for the platform-workers, both of whom are responsible for abiding by the constructed notions of safety for women in urban spaces.&lt;/p&gt;
&lt;p&gt;In this post, I explore women’s presence as workers as well as passengers/customers in the ridehailing platform economy, in the context of women’s safety, situating the analysis with a focus on Mumbai. The related discourses around risk for female commuters give rise to various interventions and women-centric services through female-only cab enterprises and training more women drivers to mitigate this risk. Through these, I will think through the figure of the woman in the ridehailing economy in Mumbai and by extension in India.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Platforms in Gendered Cityscapes&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Mumbai’s public transport is comprised of the local train network, BEST buses and auto rickshaws, with the metro being the newest addition to the mix. Unlike in most of India, kaali-peelis (black-yellow cabs) have been a permanent feature of Mumbai’s landscape since the 1950s and, taking a cab is not necessarily a luxury. Against this backdrop, platform companies have sought to make the claims of democratizing public transport and providing safer travel options to women in the city.&lt;/p&gt;
&lt;p&gt;Cab drivers on ridehailing platforms in Mumbai are usually domestic male migrants or Muslim drivers from within and outside the city, who are more often than not overworked and stressed due to the falling incomes and rising debts. It is important to recognise the ‘veiled masculinities’ (Chopra 2006) which labor to service the emergent platform economy and the hierarchies of caste and class which are sustained through their labor. The incongruence between the masculinity of a working class man and the demands of the service economy (Nixon 2009) exacerbates emotional pressures in customer-facing services, which can offer an explanation for angry outbursts and conflicts between drivers and customers.&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;While Uber and Ola claim that a large number of women drivers work on their platforms, actual experiences of passengers and the male drivers I spoke to, suggested otherwise. Ironically, mass driver-training programs are seen as a quick way to make low-skilled and migrant male workers employable in Indian cities while, despite public-private partnerships to train women, it has been impossible to retain women drivers due to stereotypical perceptions of gender and persistent social stigma. [3] This made the ridehailing passenger woman (upper middle class, affording professional) a stakeholder to design for, while female drivers (but all female workers) appeared as liability for platforms.&lt;/p&gt;
&lt;p&gt;These narratives speak directly to the construction of insecurity and risk for women (Berrington and Jones 2002) on public transport systems as they highlight vulnerabilities due to public exposure of women’s bodies. Pandering to a moral panic standpoint and creating personalised or ‘inside’ safe spaces for women to manage risk (Green and Singleton 2006), these platforms can then be imagined as a boundary-setting exercise. Access to public spaces is encouraged but it is delimited by confining the woman’s body to a singular vehicle in the custody of the cab driver. Autonomy and access afforded by the platform manages to transform women—particularly upper class and upper caste women who can afford these services—into potential customers. Their agency is bounded though by tasking the driver to ferry her across the otherwise hostile cityscape filled with ‘unfriendly bodies’ (Phadke 2013). The production of the city’s gendered space goes hand in hand with the confinement/erasure of female bodies in the public space as they embody patriarchal norms even in a city as ‘progressive’ as Mumbai. As demonstrated by studies mapping the movement of women in the city (Ranade 2007), the spatio-temporal factors lend themselves to creating gendered bodies in order to keep patriarchal norms intact. These norms, as I argue in this post, are detrimental not just to women but also other marginalised sections of the urban population, in this case platform workers.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Terms of Safety&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Male drivers’ social identities as lower class, lower caste individuals do not inspire confidence in the standards of safety boasted by these companies in the eyes of their predominantly upper caste and upper class customer base. Risk to female passengers is further exaggerated due to the closed space in which the service is provided, highlighting the proximity to a potential aggressor by way of these platforms. In specific situations wherein a female passenger is inebriated or is travelling alone at night, drivers report being extra cautious and helpful towards her. Many respondents proudly mention going out of their way to make sure women get home safely, for instance, prolonging waiting time or escorting them to the entrance of their residential buildings or involving the security guard at the gate.&lt;/p&gt;
&lt;p&gt;However, there have also been cases wherein the driver has been under scrutiny either by an overly careful passenger or by the public. One driver reported being surrounded by a crowd at a traffic signal, only to realise that he was being suspected of foul play with the female passenger who had fallen asleep on the backseat of the car. In contrast to their western counterparts, the class differences between drivers and passengers in India exacerbate doubts, fears and insecurities in India which tend to take a caste-purity angle as well. The woman’s body undergoes an exchange of custody in these instances wherein she is deemed incapable of taking care of herself and requires external assistance. Imagining a deterrence effect of ridesharing services (Park et. al 2017) reinforces the logic of guardianship and protectionism for the woman. The risk of carrying her in the vehicle in these situations is borne by the cab driver, operating under a framework of overbearing protectiveness which holds him culpable for any misgivings, assumed or otherwise.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;h5&gt;Cautionary listicles advise women to not take a cab alone at night, carrying pepper sprays/umbrellas as tools for self-defence, refrain from conversations with drivers or talk continuously on the phone, among other things. The onus of the woman’s safety is either on the individual herself or the driver who is ferrying her. &lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Notions of safety and risk are embodied in everyday interactions in urban spaces and mediated by disparate infrastructures of knowledge across distinctions of caste, class and gender. These distinctions define constraints which govern social interactions between actors of these categories. Interactions between lower caste or Muslim men and upper caste/class women are circumscribed by what Tuan (1979) describes as ‘landscapes of fear’. Be it the apprehensions about sharing a ride with a passenger of the opposite sex (Sarriera et. al 2017) or reports of gang-rapes by cab drivers, the boundaries of social conduct are laid out clearly by constructing narratives of risk and safety. The protection of the female body and her sexual safety is not her responsibility alone but that of the society as a whole. The so called preventive measures for rape and violence against women produce the dichotomies of frailty and strength (Campbell 2005) in so far as they project the woman as always at risk with the shadow of a potential assault always looming large.&lt;/p&gt;
&lt;p&gt;When asked about interactions with women as customers or fellow drivers, drivers performed exaggerated respectability for women. The catch in these narratives however was that drivers justified and extended respect only to ‘good’ customers, where a ‘good’ woman was a certain kind of a moral actor.&lt;/p&gt;
&lt;p&gt;Given the prevailing discontent with redressal mechanisms for workers on the platforms, it was not surprising to witness a group of drivers at the Uber Seva Kendra (help centre) in Mumbai, debating whether they should be accepting requests from any female customers at all. Drivers also had to attend mandatory training sessions for ‘good conduct’ with customers wherein they underwent behavioral correction and gender sensitisation lessons. [4] The gendering of the platform economy is baked into these instructions and trainings that reproduce male drivers as figures of safety and constant positive affect.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Gender, Safety, and Enterprise&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;In my fieldwork, I also came across a slew of ventures run by fleet owners and others that sought to service women passengers and employ women drivers exclusively. Claiming to fill in the gaps of inadequate vetting mechanisms in existing platforms, these alternate ventures purportedly smoothened out some anxieties by eliminating the risk of interacting with a man from different socio-economic strata. The premium charged by these companies was telling of the value of safety and affordability of these services for a large section of their intended audience, namely women with higher disposable incomes residing in metropolitan cities.&lt;/p&gt;
&lt;p&gt;On the flipside, these enterprises encouraged women to break stereotypical perceptions about women drivers, also giving a nod to increasing and diversifying opportunities of employment for women. However, these ideas remained attractive only in principle and fizzled out sooner or later as most of these ventures did not succeed. A severe capital crunch due to unsustainable business models, limited funding options and lack of substantial supportive ecosystems for training and upkeep are possible reasons for failure. [5] Even so, the idea of a women-centric service continues to remain valuable because of the promise of safety which is produced through considerations of class, caste, gender and religion (Phadke 2005). Any alternative to avoid interaction with men from a lower class or caste background or from another religion (especially Hindu/Muslim in Mumbai) is welcome in a society which is deeply stratified and entrenched in caste-class systems of religion and economy alike.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Conclusion&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;The pervasiveness of the discourses of safety and risk in the ride hailing space became apparent to me during field research. Respondents indicated a heightened awareness of my gender, referring to me as “madam” and taking measures to ensure my safety. They advised me to use a separate phone to interact with drivers and moderated my interactions with drivers on the Telegram group (run by one of the Unions in Mumbai). Union representatives were also diligent in moderating the group to filter out abusive language as a token of respect for women. My apprehensions in interacting with drivers, most of whom were older men from a lower class/caste community, were also indicative of my social conditioning as an upper class and upper caste woman. Self-policing and boundary setting in both physical and virtual interactions, while necessary to some extent, were often rendered useless as the shifting of risks became apparent to me in my interactions with the drivers.&lt;/p&gt;
&lt;p&gt;In this piece, I have tried to show how gendered norms govern the construction of safety and risk which in turn regulate social interactions. Limiting exposure in a personal cab as opposed to a public bus/train also heightens considerations of intimacy and proximity to a potential aggressor (often from a marginalised sociocultural background). Women-centric cab services mitigate this by promoting the image of the female driver who breaks social norms. However, these services dwindle till they completely disappear due to a capital crunch or insufficient infrastructural support. Patriarchal contexts reaffirm the woman as a risky object by highlighting narratives of vulnerabilities and insecurities in the ridehailing space. Besides the woman, the cab drivers are held accountable for bearing this risk and ensuring her sexual and physical safety. These patriarchal hierarchies of protectionism are sustained by platform workers’ affective labour which lubricate the wheels of the platform economy.&lt;/p&gt;

        &lt;b&gt;We published a Call for Researchers on January 10, 2020, to invite applications from researchers interested in writing a narrative essay that interrogates the modes of surveillance that people of LGBTHIAQ+ and gender non-conforming identities and sexual orientations are put under as they seek sexual and reproductive health (SRH) services in India.  We received 29 applications from over 10 locations in India in response to the call, and are truly overwhelmed by and grateful for this interest and support. We eventually selected applications by 3 researchers that we felt aligned best with the specific objectives of the project. &lt;p&gt;Kaushal is persuing his MPhil in Sociology at Delhi School of Economics, University of Delhi. He completed his Master's in Sociology at Centre for the Study of Social Systems, Jawaharlal Nehru University after getting a BSc honors degree in Biomedical Sciences from Delhi University. He is one of the founding members of Hasratein: a queer collective, New Delhi. He has been an active spokesperson for Queer and Trans Rights in India and have been on a number of panel discussion on Trans Act 2019 in various campuses. He has also delivered a lecture series on Colonialism and Medicine in Ambedkar University, Kashmiri Gate, Delhi.     <title>An Introduction to the Chinese Wikipedia</title>

        &lt;b&gt;A talk at CIS by Ting Chen, a Trustee on the Wikimedia Board, about the Chinese edition of Wikipedia&lt;/b&gt;
        
&lt;p&gt;Ting Chen was born in Shanghai, China in 1968. He grew up in Harbin,
China, in the northeast corner of the country, where he attended
elementary school and middle school. In 1989 he went to Braunschweig,
Germany and began his study of Electrical engineering. He was
especially interested in semiconductors and their physics. He graduated
in 1993 with a diploma and now he works as an IT specialist in Mainz,
Germany.&lt;/p&gt;
&lt;p&gt;His first experience with a virtual community were
during his university time in the German Fido-Net, where he moderated a
forum about science and knowledge for many years. He learned of
Wikipedia and other Wikimedia projects through a news article about the
German Wikipedia achieving a milestone in 2003. From then on Wikipedia
became a new hobby of his. He started on the German Wikipedia and
changed soon to the young Chinese Wikipedia, which was at that time
still starting. Ting Chen attended the first Wikimania (Wikimania 2005)
in Frankfurt, where he took part on a panel discussion and introduced
the Chinese community. He also helped organize the third Wikimania
(Wikimania 2007) in Taipei.&lt;/p&gt;
&lt;p&gt;Ting Chen was elected a Trustee by
the Wikimedia Community in June 2008 and his term started officially in
July 2008. He was re-elected in August 2009. His term on the board would
end at July 2011.&lt;/p&gt;

Provocatively called 'mapping digital humanities in India', this enquiry began with the term 'digital humanities' itself, as a 'found' name for which one needs to excavate some meaning, context, and location in India at the present moment. &lt;p&gt;The 'digital turn' has been one of the significant changes in interdisciplinary research and scholarship in the last couple of decades. The advent of new digital technologies and growth of networked environments have led to a rethinking of the traditional processes of knowledge gathering and production, across an array of fields and disciplinary areas. DH has emerged as yet another manifestation of what in essence is this changing relationship between technologies and the human being or subject. The nature and processes of information, scholarship and learning, now produced or mediated by digital tools, methods or spaces have formed the crux of the DH discourse as it has emerged in different parts of the world so far. It has been variously called a phenomenon, field, discipline and a set of convergent practices – all of which are located at and/or try to understand the interaction between digital technologies and humanities practice and scholarship. DH in the Anglo-American context has seen several changes – from an early phase of vast archival initiatives and digitisation projects, to now exploring the role of big data and cultural analytics in literary criticism. Some of the early scholarship in the field illustrate the problems with defining and locating it within specific disciplinary formations, as the research objects, methods and locations of DH work cut across everything from the archive to the laboratory and social networking platforms. Largely interpreted as a way to explore the intersection of information technology and humanities, DH is grown to become an interdisciplinary field of research and practice today. However, DH is also clearly being posited as a site of contestation – what is perceived as doing away with or reinventing certain norms of traditional humanities research and scholarship. As a result it has largely been framed within the existing narrative of a crisis in the humanities, highlighting the more prominent role of technology which is now expected to resolve in some way questions of relevance and authority that seem to have become central to the continued existence and practice of the humanities in its conventional forms.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;The Problem of Definition&lt;/h2&gt;
&lt;p&gt;The question of what is DH has been asked many times, and in different ways. Most scholars have differentiated between two waves or types of DH – the first is that of using computational tools to do traditional humanities research, while the second looks at the 'digital' itself as integral to humanistic enquiry &lt;strong&gt;[1]&lt;/strong&gt;. However as is apparent in the existing discourse, the problem of definition still persists. As a field, method or practice, is it a found term that has now been appropriated in various forms and by various disciplines, or is it helping us reconfigure questions of the humanities by making available, through advancements in technology, a new digital object or a domain of enquiry that previously was unavailable to us? These and others will continue to remain questions &lt;em&gt;for&lt;/em&gt; the digital humanities, but it would be important to first examine what would be the question/s &lt;em&gt;of&lt;/em&gt; digital humanities. Dave Parry summarises to some extent these different contentions to a definition of the field when he suggests that "what is at stake here is not the object of study or even epistemology, but rather ontology. The digital changes what it means to be human, and by extension what it means to study the humanities." (Parry 2012)&lt;/p&gt;
&lt;p&gt;Some speculation on the larger premise of the field, with specific reference to its emergence in India is what I hope to chart out in this report. This is not in itself an attempt at a definition, but sketching out a domain of enquiry by mapping the field with respect to work being done in the Indian context. In doing so these propositions will assume one or the other (if not all three) of these following suggested threads or modes of thought, which will also inform larger concerns of the DH work at CIS:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;The first is the inherited separation of technology and the humanities and therefore the existing tenuous relationship between the two fields. As is apparent in the nomenclature itself, there seems to be a bringing together of what seem to have been essentially two separate domains of knowledge. However, the humanities and technology have a rather chequered history together, which one could locate with the beginning of print culture. As Adrian Johns points out in the &lt;em&gt;Nature of the book&lt;/em&gt;, "any printed book is, as a matter of fact, both the product of one complex set of social and technological processes and the beginning of another" (Johns 1998:3). The larger imagination of humanities as text-based disciplines can be located in a sense in the rise of printing, literacy and textual scholarship. While the book itself seems to have made a comfortable transition into the digital realm, the process of this transition, the channels of circulation and distribution of information as objects of study have been relegated to certain disciplinary concerns, thus obfuscating and making invisible this 'technologised history' of the humanities. Can DH therefore be an attempt to uncover such a history and bridge these knowledge gaps would be a question here?&lt;br /&gt;
&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;The distance between the practice and the subject. How does one identify with DH practice? While many people engage with what seem to be core DH concerns, they are not all 'digital humanists' or do not identify themselves by the term. While at one level the problem is still that of definition and taxonomy – what is or is not DH – at another level it is also about the nature of subjectivity produced in such practice – whether it has one of its own or is still entrenched in other disciplinary formations, as is the case with most DH research today. This is apparent in the emphasis on processes and tools in DH– where the practice or method seems to have emerged before the theoretical or epistemological framework. One may also connect this to the larger discourse on the emergence of the techno-social subject &lt;strong&gt;[2]&lt;/strong&gt; as an identity meditated by digital and new media technologies, wherein technology is central to the practices that engender this subjectivity.&lt;br /&gt;
&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Tying back to the first question is also the notion of a conflict between the humanities and DH. This comes with the perception of DH being a version 2.0 of the traditional humanities, a result of the existing narrative of crisis and the need for the humanities disciplines to reinvent themselves to remain relevant in the present context, and one way to do this is by becoming amenable to the use of computing tools. DH has emerged as one way to mediate between the humanities and the changes that are imminent with digital technologies, but it may not or even need not take up the task of trying to establish a teleological connection between the two. The theoretical pursuits of both may be different but deeply related, and this is one manner of approaching DH as a field or domain of enquiry; the point of intersection or conflict would be where new questions emerge. This narrative is also located within a larger framing of DH in terms of addressing the concerns of the labour market, and the fear of the humanities being displaced or replaced as a result. Parry’s objective of studying DH works with and tries to address this particular formulation of the field.&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;Locating these concerns in India, where the field of DH is still at an incipient stage comes with a multitude of questions. For one the digital divide still persists to a large extent in India, and is at different levels due to the complexity of linguistic and social conditions of technological advancement. It is difficult locate a field that is so premised on technology in such a varied context. Secondly, the existing discourse on DH still draws upon, to a large extent, the given history of the term which renders it inaccessible to certain groups or classes of people in the global South. Another issue which is not specifically Indian but can be seen more explicitly in this context is the somewhat uncritical way in which technology itself is imagined.  In most spaces, technology is still understood as either ‘facilitating’ something, either a specific kind of research enquiry or as a tool - a means to an end, and as being value or culture neutral. However, if we are to imagine the digital as a condition of being as Parry says, then technology too cannot be relegated to being a means to an end. Bruno Latour indicates the same when he says "Technology is everywhere, since the term applies to a regime of enunciation, or, to put it another way, to a mode of existence, a particular form of exploring existence, a particular form of the exploration of being – in the midst of many others." (Latour 2002)&lt;/p&gt;
&lt;p&gt;DH then in some sense takes us back to the notion of technology or more specifically the digital realm as being a discursive space, and a technosocial or cultural paradigm that generates new objects and methods of study. This has been the impetus of cyber culture and digital culture studies, but what separates DH from these fields is another way to arrive at some understanding of its ontological status. At a cursory glance, the shift from content to process, from information to data seems to be the key transition here, and the blurring of the boundaries between such absolute categories. More importantly however, does this point towards an epistemic shift; a rupture in the given understanding of certain knowledge formations or systems is also a pertinent question of DH.   
There are several questions therefore for DH - in terms of what it means and what it could do for our understanding of the humanities and technology. However the questions of DH still need to be made explicit. This mapping exercise will attempt to explore some of the above thoughts a little further. Through discussions with scholars and practitioners across diverse fields, we will attempt to map and generate different meanings of the ‘digital’ and DH. While one can expect this to definitely produce more questions, we also hope the process of thinking though these questions will lead to an understanding of the larger field as well.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;The Problem of the Discipline&lt;/h2&gt;
&lt;p&gt;Much has been said and written about DH as an emergent field or domain of enquiry; the plethora of departments being set up all across the world, well mostly the developed world is testimony to the claimed innovative and generative potential of the field. However as outlined in the introduction the problem of definition still persists and poses much difficulty in any attempts to engage with the field. While the predominant narrative seems to be in terms of defining what DH or to take it a step back, what the ‘digital’ allows you to do, with respect to enabling or facilitating certain kinds of research and pedagogy, a pertinent question still is that of what it allows you to ‘be’. DH has been alternatively called a method, practice and field of enquiry, but scholars and practitioners in many instances have stopped short of fully embracing it as a discipline. This is an interesting development given the rapid pace of its institutionalisation - from being located in existing Humanities or Computational Sciences and Media Studies departments it has now claimed functional institutional spaces of its own, with not just interdisciplinary research and teaching but also other creative and innovative knowledge-making practices. The field is slowly gaining credence in India as well, with several institutions pursuing research around core questions within the fold of DH.&lt;/p&gt;
&lt;p&gt;So is the disciplinary lens inadequate to understand this phenomenon, or is it too early for a field still considered in some ways rather incipient. The growth of the academic discipline itself is something of a fraught endeavour; as debates around the scientific revolution and Enlightenment thought have established. To put it in a very simple manner, the story of academic disciplines is that of training in reason &lt;strong&gt;[3]&lt;/strong&gt;. Andrew Cutrofello says "In academia, a discipline is defined by its methodological rigor and the clear boundaries of its field of inquiry. Methods or fields are criticized as being 'fuzzy' when they are suspected of lacking a discipline. In a more straightforwardly Foucauldian sense, the disciplinary power of academic disciplines can be located in their methods for producing docile bodies of different sorts" (Cutrofello 1994). The problem with defining DH may lie in it not conforming to precisely this notion of the academic discipline, and changing ideas of the function of critique when mediated by the digital, which is of primary concern for the humanities. DH has in many spaces also emerged as a manifestation of increasing interdisciplinarity and the blurring of boundaries between traditional disciplinary concerns.&lt;/p&gt;
&lt;p&gt;However a prevalent mode of understanding DH has been in terms of the disciplinary concerns it raises for the humanities themselves; this works with the assumption that it is in fact a newer, improved version or extension of the humanities. The present mapping exercise too began with the disciplinary lens, but instead of enquiring about what DH is, it tried to explore what the ‘digital’ has brought to, changed or appropriated in terms of existing disciplinary concerns within the humanities and more broadly spaces and process of knowledge-making and dissemination. This thought stems from the premise that if we have to posit the digital itself as a state of being or existence, then we need to understand this new techno-social paradigm much better. Prof. Amlan Dasgupta, at the School of Cultural Texts and Records at Jadavpur University in Kolkata sees this as useful way of going about the problem of trying to arrive at a definition of the field – one is to understand the history of the term, from its inherited definition in the Anglo-American context, and distinguish it from what he calls the current state of ‘digitality’ – where all cultural objects are being now being conceived of as ‘digital’ objects. In the Indian context, the question of digitality also becomes important from the perspective of technological obsolescence - where there is a great resistance to discontinuing or phasing out the use of certain kinds of technology; either for lack of access to better ones or simply because one finds other uses for it. Prof. Dasgupta interestingly terms this a ‘culture of reuse’, one example of this being the typewriter which for all practical purposes has been displaced by the computer, but still finds favour with several people in their everyday lives. The question of livelihood is still connected to some of these technologies, so much so that they are very much a part of channels of cultural production and circulation, and even when they cease to become useful they have value as cultural artefacts. We therefore inhabit at the same time, different worlds, that of the analogue and digital, or as he calls it 'a multi-layered technological sphere'. The notion of the 'digital' is also multi-layered, with some objects being 'weakly digital', and others being so in a more pronounced manner. The variedness of this space, and the complexities or ‘degrees of use’ of certain technologies or technological objects is what further determines the nature of this space and makes it all the more difficult to define. DH itself has seen several phases in the West, but has seen no such movement or gradual evolution in India, where these phases exist simultaneously.&lt;/p&gt;
&lt;p&gt;This is also true of most technology in underdeveloped world. This further complicates the questions of  access to technology or the 'digital divide' which have been and still are some of the primary approaches concerning the pervasiveness of technology, particularly in the Global South.  The need of the hour therefore is to be able to distinguish between this current state of digitality that we are in, and what is meant by the ‘Digital Humanities’. It may after all be a set of methodologies rather than a subject or discipline in itself– the question is how it would help us understand the ‘digital’ itself much better, and more critically, and the new kinds of enquiries it may then facilitate about this space we now inhabit. This, Prof. Dasgupta feels would go a long way in arriving at some definition of the field.&lt;/p&gt;
&lt;p&gt;One of the important points of departure, from the traditional humanities and later humanities computing as mentioned earlier, has been the blurring of boundaries between content, method and object/s of enquiry. The ‘process’ has become important, as illustrated by the iterative nature of most DH projects and the discourse itself which emphasises the 'making' and 'doing' aspects of the research as much as the content itself. Tool-building as a critical activity rather than as mere facilitation is an important part of the knowledge-making process in the field (Ramsay 2010). In conjunction with this, Dr. Moinak Biswas, at the Department of Film Studies at Jadavpur University, thinks that the biggest changes have been in terms of the collaborative nature of knowledge production, based on voluntarily sharing or creating new content through digital platforms and archives, and crucially the possibility of now imagining creative and analytical work as not separate practices, but located within a single space and time. He cites an example from film, where now with digital platforms and processes ‘image’ making and critical practice can both be combined on one platform, like the online archive Indiancine.ma &lt;strong&gt;[4]&lt;/strong&gt; or the Vectors journal &lt;strong&gt;[5]&lt;/strong&gt; for example, to produce new layers of meaning around existing texts. The aspect of critique is important here, given that the consistent criticism about the field has been the ambiguity of its social undertaking; its critical or political standpoint or challenge to existing theoretical paradigms. Most of the interest around the term has been in very instrumental terms, as a facilitator or enabler of certain kinds of digital practice. While the move away from computational analysis as a technique to facilitate humanities research is apparent, the disciplinary concerns here still seem to be latched onto those of the traditional humanities. Questions about the epistemological concerns of DH itself therefore remain unanswered.&lt;/p&gt;
&lt;p&gt;While reiterating some of these core questions within DH, Dr. Souvik Mukherjee at the Department of English, Presidency University and Dr. Padmini Ray Murray, at the Centre for Public History, Srishti School of Art, Design and Technology, speak of the problem of locating the field in India, where work is presently only being done in a few small pockets.  The lack of a precise definition, or location within an established disciplinary context are some reasons why a lot of work that could come within the ambit of DH is not being acknowledged as such; conversely it also leads to the problem of projects on digitisation or studies of digital cultures/cyber cultures being easily conflated with DH . Related to this is the absence of self-claimed ‘digital humanists’, which makes it all the more difficult to identify the boundaries of their research and practice. More importantly, the lack of an indigenous framework to theorise around questions of the digital is also an obstacle to understanding what the field entails and the many possibilities it may offer in the Indian context. This they feel is a problem not just of DH, but in general for modes of knowledge production in the social sciences and humanities that have adopted Western theoretical constructs. One could also locate in some sense the present crisis in disciplines within this problem. Sundar Sarukkai and Gopal Guru explicate this issue when they talk about the absence of 'experience as an important category of the act of theorising' because of the privileging of ideas in Western constructs of experience (Guru and Sarukkai 2012).  This is also reflective of the bifurcation between theory and praxis in traditional social sciences or humanities epistemological frameworks which borrow heavily from the West. DH while still to arrive at a core disciplinary concern seems to point towards the problem of this very demarcation by addressing the aspect of practice as a very focal point of its discourse.&lt;/p&gt;
&lt;p&gt;Dr. Indira Chowdhury, oral historian and director of the Centre for Public History, who is also a faculty member at the Srishti School of Art, Design and Technology, Bangalore sees this as a favourable way of understanding how the field as such has emerged and what its various possibilities could be in terms of different disciplinary perspectives. She is uncertain that of its emergence as a response to a ‘crisis’ in the humanities as such. She recalls an instance of one of her students who went on to work on hypertext in Canada, several years ago, which for her seemed to be the first instance of something close to DH. The IT revolution in the early 2000s was a significant change, and there were several things that it enabled people to do, in terms of concordance, cross-referencing and getting around texts in certain ways. However, whether key questions in the humanities really changed, whether they were taken any further, is something yet to be explored because it is still such a new field, and one can only be speculative about it, she feels. It perhaps pushes for a new level of interdisciplinarity, and a different kind of collaborative space that the digital enables. What is significant and exciting for her as a historian, however, is that if history has to survive as a discipline, in schools but in terms of public spaces and discourse, it should actively engage with the digital. This not only presents significant challenges, in terms how to represent the past in the digital space, (in short problems with method) but also opens up new possibilities, for example with oral history and the advent of digital sound. The definition of the field will also evolve, as people define it from different spaces of practice and research, which Dr. Chowdhury feels is crucial to keeping it open and accessible by all.&lt;/p&gt;
&lt;p&gt;Even from diverse disciplinary perspectives, at present the understanding of DH is that it facilitates new modes of humanistic enquiry, or enables one to ask questions that could not be asked earlier. As Prof. Dasgupta reiterates, it is no longer possible to imagine humanities scholarship outside of the ‘digital’ as such, as that is the world we inhabit. However, while some of the key conceptual questions for the humanities may remain the same, it is the mode of questioning that has undergone a change – we need to re-learn questioning or question-making within this new digital sphere, which is in some sense also a critical and disciplinary challenge. While this does not resolve the problem of definition, it does provide a useful route into thinking of what would be questions of DH, particularly in the Indian context.&lt;/p&gt;
