    <title>Digital transitions in the newsroom: How are Indian language papers adapting differently?</title>

        &lt;b&gt;In a new report published by the Reuters Institute for the Study of Journalism and Centre for Internet and Society, Zeenab Aneez explores how Indian newsrooms are adapting their workflow and processes to cater to an increasing digital audience and the implications these changes have on how journalists produce news. &lt;/b&gt;

&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Global discussions about how the rise of the Internet has impacted  journalism and news publishers has involved accounts of newspapers  stopping publication altogether, or bringing their presses to a halt in  order to direct resources to publishing solely digital content as in the  case of Newsweek or the Independent. Large newspapers like The New York  Times and The Guardian have successfully managed to transition from  print only publications to multimedia news providers, bringing out both  print and digital news but this is an ongoing and costly process.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the Indian context however, things are a bit different, especially  with regard to Indian language newspapers whose print business remains  profitable, which positively impacts the dynamics of this transition.  For our report, we interviewed over 30 senior editors, managers and  rank-and-file journalists of three newsrooms – &lt;a href="http://www.hindustantimes.com/"&gt;Hindustan Times&lt;/a&gt;, &lt;a href="http://www.jagran.com/"&gt;Dainik Jagran&lt;/a&gt; and &lt;a href="http://www.manoramaonline.com/"&gt;Malayala Manorama&lt;/a&gt; –  to understand how large Indian newspapers are reorganising themselves to cater to the demands of the digital space.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It has always been known than the print industry in India is still  growing and we found that this leaves big Indian newspapers in a more  comfortable position when it comes to investing in digital operations.  Contrary to our assumptions, we discovered that these newspapers are  taking aggressive steps to capture India’s growing digital audience and  while Hindustan Times’ transition is very similar to English-language  newspapers abroad, both Malayala Manorama and Dainik Jagran have adopted  approaches that are specific to their niche audience and their position  as market leaders.&lt;/p&gt;
&lt;h4 style="text-align: justify; "&gt;&lt;b&gt;Expansion rather than transition&lt;/b&gt;&lt;/h4&gt;
&lt;p style="text-align: justify; "&gt;In contrast to the Hindustan Times, which has reorganised and  equipped its existing print newsroom to do print as well as digital and  mobile journalism, both the Indian language newspapers have focused on  launching digital operations that run parallel to the print newspaper  organisation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This involved creating new brands (&lt;a href="http://www.jagran.com/"&gt;Jagran Online&lt;/a&gt;, &lt;a href="http://www.jagranjosh.com/"&gt;Jagran Josh&lt;/a&gt;, &lt;a href="http://www.manoramaonline.com/"&gt;Manorama Online&lt;/a&gt;),  opening up new offices and hiring new personnel geared towards putting  purely digital media products, that are not limited to news.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Sukirti Gupta, &lt;a href="http://www.mmionline.in/"&gt;CEO of MMI Online&lt;/a&gt; explains, “When we started thinking of our digital strategy, we were  not looking so much at news but asking if there are new areas of growth  as a media company and content was the first thing that seemed exciting  for us. We looked at two genres that we thought would be great – health  and education.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Jagran Online includes ten websites covering news, health,  entertainments, blogging and classifieds. Manorama Online lists fifteen  websites as part of their operations, of which about ten are news,  feature or content websites while the rest include a matrimonial site,  classifieds and portals for real estate listings and doctor’s  appointments.&lt;/p&gt;
&lt;h4 style="text-align: justify; "&gt;&lt;b&gt;Changing rhythms in the newsroom&lt;/b&gt;&lt;/h4&gt;
&lt;p style="text-align: justify; "&gt;The production and distribution of digital news content for Malayala  Manorama and Dainik Jagran is handled primarily by their respective  digital counterparts from a separate newsroom. In adopting this  approach, both newspapers have partially shielded their traditional  newsrooms from the difficulties that arise when moving from a print to a  digital newsrooms. At the same time Manorama Online and MMI Online,  which operate as start-ups within these incumbent organisations,  partially avoid the inertia that comes from their established  organisational and professional cultures. Although print reporters are  not directly involved with the digital publication, they continue to be  the primary source of news for the website and mobile applications and  have to adapt their workflow according to the demands of the online  space.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This means that breaking news, a prominent feature of online news,  has been made a priority for all reporters. “The journalism remains the  same,” says Santosh Jacob George, Editor, Manorama Online, “the only  difference is that we have to break the news ourselves while print has  the whole day to produce the story. We’ve requested our print reporters  to file first for online, either directly into the CMS or via WhatsApp.”  At Dainik Jagran, Digital Editor Shekhar Tripathi, has the right to ask  a reporter to file the story immediately for the website. “First our  policy was print but now online is our first priority, but not at the  cost of print. If a story breaks at 8 am, it first comes to me on  WhatsApp. If I’m interested, I ask the reporter for more details and  then to file the story. Our print reporters have gotten into the habit  of filing stories online, they give us the facts first and add  perspective later,” he says.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This change in rhythm has not come easily to the print newsrooms  which are accustomed to filing stories towards an evening deadline but  efforts by management are towards promoting a systematic collaboration  between the print and online desks. Dainik Jagran’s Chief Editor has  made digital a part of every journalist’s Key Result Area (KRA). “So  it’s not just the digital team’s responsibility but now everyone has it  in his list of duties and responsibilities to support digital,” explains  Gupta. At Malayala Manorama, a clear set of guidelines to streamline  workflow were introduced; ‘They called in senior people from print to  have detailed discussions on this and our senior editors also visited  individual bureaus and spoke to reporters there,’ informs an associate  content producer, recalling efforts to sensitise print journalists to  the demands of digital news.&lt;/p&gt;
&lt;h4 style="text-align: justify; "&gt;&lt;b&gt;Emergence of new forms of newswork&lt;/b&gt;&lt;/h4&gt;
&lt;p style="text-align: justify; "&gt;Apart from the changes in workflow, the medium demands the use of  various new tools and methods to gather, publish and distribute news.  This has resulted in the emergence of new kinds of newswork performed by  a new category of news workers. At the Hindustan Times newsroom, this  work is performed by journalists who work on the online and audience  engagement desks while at Dainik Jagran and Malayala Manorama, it is  carried out by ‘content producers’ of the digital newsrooms. Although  writers and editors for Manorama Online are journalism graduates who  have also undergone journalism training specific to MM’s writing styles  and journalistic values, they are designated as ‘content producers’ to  differentiate their role from that of print journalists. At MMI Online,  content producers do not necessarily possess prior journalistic  experience, but have experience in web content production.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These content producers are social media savvy, have an eye for  trending topics, are acutely aware of their competition and feel  directly responsible for performance of their stories and subsequently,  revenue. “We have to be very quick and prepare keyword-stuffed, trending  news in a matter of minutes. It’s a race not just to get clicks but to  retain the audience,” informs a junior content producer at Jagran Josh.  “In print, your job [is], you write your story and you are done. With  online we are more responsible for the outcomes. A well-researched story  may not garner too many views so we have the option and the  responsibility to package and redistribute the story until it finds the  audience,” explains a senior content producer at Manorama Online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Aside from these key observations, our interviews revealed the  increased use of audience analytics combined with the introduction of  new applications like &lt;a href="https://chartbeat.com/"&gt;Chartbeat&lt;/a&gt; and &lt;a href="http://www.parsely.com/"&gt;Parse.ly&lt;/a&gt; that analyse performance of stories and aid in editorial decision  making, the increased use of social media sites like Facebook and  Twitter as a source of news and distribution, experiments with new forms  of storytelling, especially with the use of mobile phones and a renewed  focus on hyperlocal news especially in the case of Indian-language  publications.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Our findings, which are limited to observations of what changes are  taking place within newsrooms and how this is impacting journalists,  open up several questions about the current state of journalism in  India, the increasing interdependence on social media platforms,  especially Facebook, the use of external software to make editorial  decisions, the evolving role of journalists in digital newsrooms and  finally, the question of developing a sustainable business model for  news on the web.&lt;/p&gt;

    <title>Digital Transition in Newspapers in India: A Pilot Study</title>

        &lt;b&gt;This pilot study situates itself at the intersection of global trends in news and journalism, and emergent practises of legacy print media in India. Our aim is to explore how legacy print newspapers are transitioning to the online space. The study will address questions in two thematic clusters: 1) the work of journalism, and 2) how the emergence of the digital, both as a source of news, and the medium of distribution, is shaping the work of newspaper journalists.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Introduction&lt;/h2&gt;
&lt;p&gt;This pilot study situates itself at the intersection of global trends in news and journalism, and emergent practises of legacy print media in India. Our aim is to explore how legacy print newspapers are transitioning to the online space. The study will address questions in two thematic clusters: 1) the work of journalism, and 2) how the emergence of the digital, both as a source of news, and the medium of distribution, is shaping the work of newspaper journalists, which has expanded to include various functions particular to the digital environment. And two, newsroom practices, which focus on the different modalities of convergence emerging in Indian newsrooms, and the organisational re-engineering that is being attempted in order to do journalism in a space where professional editors and journalists no longer have dominance with respect to the production and distribution of content.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;News Culture in Transition&lt;/h2&gt;
&lt;p&gt;The influx of digital technology combined with advancements in the field of telecommunications has had a disruptive effect on the global news industry. This year’s World Press Trends survey, released last month, reports that at least 40 per cent of global internet users read newspapers online and that in most developed countries, readership on digital platforms has surpassed that in print(WAN-INFRA, 2016). However, while revenue from print is said to be declining, it still makes up for more than 92 per cent of all newspapers revenues. At the same time, circulation increased by 4.9 per cent globally, mostly owing to the 7.8 per cent growth in numbers from India, China and other parts of Asia which made up 62% of the global average daily print unit circulation in 2015. This growth, the report suggests, is a function of low prices and expanding literacy in these markets.&lt;/p&gt;
&lt;p&gt;While newspapers are a thriving industry in India, newspaper organisations and journalists are adopting new technology in order to remain relevant in a fast changing environment (Chattopadhyay 2012, Panda 2014). One one hand, they are swept up in the disruptive shifts in the global media economy, while on the other, they are in a unique position to convert this disruption into an opportunity.&lt;/p&gt;
&lt;p&gt;The WPT report also notes, perhaps to the relief of those struggling to find a sustainable revenue model for digital news, that revenue from paid digital circulation has increased 30 per cent in 2015 and that one in five readers from the countries studied are willing to pay for online news. Revenue from digital advertising on the other hand, is growing at the slower pace of 7.3 per cent.&lt;/p&gt;
&lt;p&gt;The report points out that there is a huge opportunity in mobile growth, with more than 70 per cent of readers in countries like USA, UK, Australia and Canada reading newspapers via a mobile device. Similar trends can be seen in India, as internet usage here is increasingly shaped by mobile growth (Google India Report, 2015). The fact that many digital-born news sites are adopting a mobile-first strategy (Sen and Nielsen, 2016) reflects this. More recently, Hindustan Times has hired a mobile editor to build a team of over 700 journalists specialising in mobile journalism.&lt;/p&gt;
&lt;p&gt;Earlier this year the Reuters Institute for the Study of Journalism released a report on digital news start-ups in India (Sen and Nielsen, 2016), which explores how digital-born news start-ups are developing new editorial priorities, funding models and distribution strategies for news in the Indian digital media market. The study, which included observing the practices of The Quint, Scroll, The Wire, Khabar Lahariya, Daily Hunt and InShorts, concluded that India was not short of noteworthy experiments in journalism and online news. It also found that more news publishers are adopting mobile-first approaches, given that internet use in India is increasingly through mobile devices. More relevant to this study, the report established that social media has emerged as a tool for distribution and also stated that digital news start-ups are turning their focus to Hindi and local language content, in order to serve new audiences.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Studying the Effects of Convergence&lt;/h2&gt;
&lt;p&gt;Their digital transition can be witnessed on two counts: publishing with digital and publishing for digital. The first involves a shift towards  using the digital in the process of sourcing and publishing news. Workflow is managed by advanced content management systems, news articles contain multimedia and interactivity that require technical expertise, and the web and social media are increasingly becoming a reliable source of primary and secondary information for journalists. Second, publishing for the highly competitive comes with it’s own challenges.  Distribution and consumption of news is increasingly being carried out on digital platforms, fostering a culture of interdependence that impacts news providers in previously unforeseen ways. As the decision to prioritise their digital products take hold, newsrooms themselves evolve to contain a diverse range of skill and expertise.&lt;/p&gt;
&lt;p&gt;According to the 2015 Trends in Newsroom report, editors and senior reporters in newsrooms across the globe are experimenting with new ways of storytelling using podcasts, chat apps, automation, virtual reality and gamification, as well as dealing with new challenges with respect to source protection in the face of increased surveillance and intermediaries like Facebook and Google and reporting on culturally sensitive subjects(World Editors Forum, 2015).&lt;/p&gt;
&lt;p&gt;The dynamics of these shifts in different countries may be shaped by several factors including the availability of human and financial resources, and pace of adoption of new technologies by the readers. In markets like Japan, complexities of the existing newspaper trade in the country act as a deterrent to technological change (Villi and Hayashi, 2014). Given the pace at which the media ecology of the web evolves; this transition is an ongoing process characterised by experiments in business, marketing and editorial strategies. A good example of such an experiment is last week’s decision by leading Indian newspapers, to make their content unavailable to those consumers who had ad-blocking software installed.&lt;/p&gt;
&lt;p&gt;Such a shift also demands that we ask new questions of news in journalism. In his paper on studying computational and algorithmic journalism, C. W. Anderson tackles how sociologists and media scholars can frame inquiries related to journalism, given its computational turn (Anderson, 2012). He suggests using the added lens of ‘technology’ and ‘institutions and fields’ to Michael Schudson’s (Schudson, 2010) typology on the sociology of news which approaches the study of news from economic, political, cultural and organisational approaches. While most of these are self-explanatory, by institutions and fields, he refers to the ‘field of journalism’ as a whole and the different actors that shape it. This frame will examine the cultural power struggles that occur within the field and the way these struggles shape newsroom practises and news content (Anderson, 2012). Anderson adds that it is imperative to understand that the dynamics of the field of journalism are closely connected to nearby fields which now include computer science, web development and digital advertising.&lt;/p&gt;
&lt;p&gt;We adopted a similar approach for our study. We began our inquiry by asking questions about how the emergence of digital technologies and the Internet are changing the process of producing news and how news organisations are rising up to the challenges posed by the digital space: what technologies and software are being used in the production and distribution of news in India, how are these technologies and softwares influencing the process of news production and distribution, how are the everyday practices and roles with respect to journalistic and editorial work transforming with their transition to digital, how do media agencies conceptualise and measure online viewership, and how do these metrics impact journalistic and editorial practices.&lt;/p&gt;
&lt;p&gt;These questions led us to explore how leading legacy print newspapers across three language markets - English, Hindi and Malayalam - are making the transition from producing news stories exclusively for print to producing multimedia stories for the highly competitive and and diverse media ecology of the web.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Research Plan&lt;/h2&gt;
&lt;p&gt;As already mentioned, the study is divided into two thematic clusters: &lt;strong&gt;work of journalism&lt;/strong&gt; and &lt;strong&gt;newsroom practises&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;The former will include asking questions related to strategies and skills of information gathering and validation, methods and tools of communicating a news story in an online-first (or simultaneously print and online) environment, personal engagements with audiences via social media websites, new methods of performance assessment and sources and practices of learning and capacity building.&lt;/p&gt;
&lt;p&gt;The latter will explore how choice/emphasis of content and reportage is being re-shaped by the digital environment by inquiring into changes in editorial responsibilities, dynamics of decision making, news-making workflows, technical diversity of the work force, and interaction between news producers within an increasingly convergent newsroom.&lt;/p&gt;
&lt;p&gt;This being a pilot study, we will conduct intensive interviews with journalists, editors, and management personnel associated with one newspaper in each language market: 1) &lt;strong&gt;Hindustan Times&lt;/strong&gt; in English, 2) &lt;strong&gt;Dainik Jagran&lt;/strong&gt; in Hindi, and 3) &lt;strong&gt;Malayala Manorama&lt;/strong&gt; in Malayalam. We selected these three languages due to their large market sizes and geographic distribution, and selected the newspapers for either their pioneering efforts in adopting digital technologies, or their dominant position in terms of circulation.&lt;/p&gt;
&lt;p&gt;The research team includes Zeenab Aneez and Sumandro Chattapadhyay from CIS, and RISJ Director of Research Rasmus Kleis Nielsen. Vibodh Parthasarathi from CCMG, Jamia Millia Islamia, will contribute to the study as an advisor.&lt;/p&gt;

    <title>Digital mediation of domestic and care work in India: Project Announcement</title>

        &lt;b&gt;It is our great pleasure to announce that we are undertaking a study on digital mediation of domestic and care work in India, as part of and supported by the Feminist Internet Research Network led by the Association for Progressive Communications (APC), funded by the International Development Research Centre (IDRC). The study is exploring the ways in which structural inequalities, such as those of gender and class, are being reproduced or challenged by digital
platforms.  The project sites are Delhi and Bangalore, where we are conducting interviews with workers, companies, and unions. In Bangalore, we are collaborating with Stree Jagruti Samiti to collect qualitative data from different stakeholders. The outputs of the research will include a report, policy brief, and other communication materials in English, Hindi, and Kannada. This study is being led by Ambika Tandon and Aayush Rathi, along with Sumandro Chattapadhyay.&lt;/b&gt;

&lt;h3&gt;Introduction to the Project&lt;/h3&gt;
&lt;p&gt;This project seeks to investigate the mediation of domestic and care work through digital platforms in India. These forms of labour fall within the informal economy, which employs the largest share of non-agricultural workers in the global South [1]. Workers and economic units in the informal economy differ widely in terms of all metrics, including income levels, size and type of enterprise, and status of worker. According to the International Labour  Organisation’s Resolution on decent work and the informal economy, it refers to “all economic activities by workers and economic units that are - in law of practice - not covered or insufficiently covered by formal arrangements” [2]. What this implies in practice for workers in the informal economy is greater vulnerability to poor work conditions, poverty, and violation of labour rights [3].&lt;/p&gt;
&lt;p&gt;Women, particularly those with intersectional marginalities, including that of caste and class, are overrepresented in the informal economy globally and in India. Domestic work in particular has been stratified along the lines of caste and gender historically. Further, class has become more salient in producing stratifications in labour relations following urbanisation and gentrification. These intersections have shaped employment relations in the sector in different ways, which range from feudal to contractual models. Digital platforms are increasingly becoming intermediaries in this space, mediating between so called ‘semi-skilled’ or ‘low-skilled’ workers from lower classes, and millions of middle and upper class employers in tier I cities. This is expected to shift the stratification of workers and employment relations in key ways.&lt;/p&gt;
&lt;p&gt;Through a feminist approach to digital labour, our project aims to examine platforms offering domestic or reproductive care work. This will be situated within larger feminist critiques around the devaluation and invisibilisation of women’s labour within patriarchal-capitalist economic discourse. The project further seeks to unpack technocratic imaginaries of the platform economy by looking at access and meaningful use of technology and qualifying narratives around labour market optimisation, empowerment, and agency. We will include within this
scope two kinds of platforms: marketplaces for workers to post their profiles; and on-demand platforms with algorithmic matching of workers and employers.&lt;/p&gt;
&lt;h3&gt;Research Questions&lt;/h3&gt;
&lt;p&gt;Our hypothesis is that platforms are reconfiguring labour conditions, which would empower and/or exploit workers in ways qualitatively different than non-standard work off the platform. In order to interrogate this further, we will study wages, conditions of work, social security, skill levels, and worker surveillance off platforms. This will be used to develop contextual knowledge around the conditions of work among (a) domestic workers on and off platforms in particular, and (b) informal sector workers joining the web-based gig economy in general.&lt;/p&gt;
&lt;p&gt;The overarching question that the research will address is, &lt;strong&gt;what are the ways in which structural inequalities are challenged or reproduced through the growth of digital platforms in reproductive and care work?&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;How are relations of social inequality, including along the axes of caste and gender, reworked through digital platforms, especially in a context where domestic and care work remains historically undervalued and dominated by women workers with intersectional marginalities?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;How do workers on platforms envision the role of the state, market, and informal networks of kinship in intervening in employment relations?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;How is inequality and exploitation in informal labour reconfigured through platforms, with specific reference to work conditions (including hours of work, and physical and mental demands of the workplace), wages, social security, and surveillance?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;What strategies of negotiation are being and have been adopted by care workers on and off platforms?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Is collectivisation an aspiration for care workers across different models of employment?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;How can negotiation and collectivisation strategies inform the ongoing challenges faced by both care workers and platform workers?&lt;/li&gt;&lt;/ul&gt;

    <title>Digital Humanities in India?</title>

Provocatively called 'mapping digital humanities in India', this enquiry began with the term 'digital humanities' itself, as a 'found' name for which one needs to excavate some meaning, context, and location in India at the present moment. &lt;h2&gt;Background&lt;/h2&gt;
&lt;p&gt;It has only been a couple of years since I began hearing the term Digital Humanities (henceforth, DH) being uttered quite prominently, though mostly in academic circles. For the uninitiated, it almost sounds like an oxymoron. After all, for most practical purposes the digital and humanities have always been seen almost as contradictory terms, existing in distinct silos.  A couple of workshops and conferences, one national-level consultation, three new centres, and two academic courses later the term still needs a definition in India, if not also in other parts of the world. But what was by then, and even now, is interesting is the emergence of pockets of work in India either claiming to be DH or even remotely related to it, and the interest in the term, either as one full of a seemingly diverse, innovative, and generative potential for interdisciplinary work in academia and practice, or as something that is just a reinvention of old questions that have been the focus of humanistic enquiry for several decades now.&lt;/p&gt;
&lt;p&gt;The enquiry for this mapping began with the term itself, as a 'found' name for which I needed to excavate some meaning, context and location in India at the present moment. A consultation on Digital Humanities for Indian Higher Education organised in Bangalore in July 2013 &lt;strong&gt;[1]&lt;/strong&gt; and a proposed short course in ‘Digital Humanities and Cultural Informatics’ &lt;strong&gt;[2]&lt;/strong&gt; at Jadavpur University, Kolkata, were some of the early prominent instances of the use of the term. I later learnt from one of the people interviewed for this study that DH was already discussed in academic workshops as early as 2010 &lt;strong&gt;[3]&lt;/strong&gt;. The general interest in the term has steadily picked up in the last couple of years however, albeit in specific pockets of the country, and it would be safe to say that it has been approached in markedly different ways by several institutions.&lt;/p&gt;
&lt;p&gt;The source of the term itself is the history and body of literature around humanities computing in the UK and US, which essentially explores the use of computational methods in humanities research and practice. Roberto A. Busa (2010) describes it as “… precisely the automation of every possible analysis of human expression (therefore, it is exquisitely a "humanistic" activity), in the widest sense of the word, from music to the theater, from design and painting to phonetics, but whose nucleus remains the discourse of written texts”. However, locating such a history in India seems not only to be a difficult project, but largely a futile one. It seemed irrelevant to import a concept or discourse that in itself was (and still is to some extent) relatively unstable and undefined even in the Anglo-American context, and then try to locate it here. Instead, what I chose to do was to take a few steps back - firstly to outline a couple of questions/conflicts that seemed to be troubling about this concept to begin with:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Are ‘digital’ and ‘humanities’ really two contradictory terms that are being bridged together?  Is this a reiteration of the ‘two cultures’ (Snow 1990) debate?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;What are the changes in the object(s) of enquiry in humanities disciplines due to the advent of the internet and digital technologies?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;What methods are to be used to study and work with digital objects? How are these affecting the traditional methods of the humanities?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;  
&lt;li&gt;Is DH a fringe academic phenomena, and can it be related to academic disciplines only? With several groups of practitioners engaging with questions and methods akin to DH outside universities, how do we define its institutional boundaries?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt; 
&lt;li&gt;What are the new skills and tools emerging with, and in turn defining, DH practices in India?&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Context&lt;/h2&gt;
&lt;p&gt;An immediate context for the growth of DH has been the steady debate around a ‘crisis’ of the disciplines, the humanities in particular, and how DH in a strange paradox, seemed to be both the phenomenon posing this question and offering an answer to it. Particularly in the Anglo-American context, while there has been a sustained decline in funding for the arts, especially post the global recession in the late 1990s, the Science, Technology, Engineering and Math (STEM) and other disciplines in natural sciences still seem to be on a steady footing. The ‘crisis’ here exists here at several levels - budgetary cuts across universities for liberal arts and humanities programmes, a steep fall in gainful employment for graduates (whose numbers are much more than the jobs available in the market, the adjunct system that has become popular in the US, which has resulted in reduced full-time employment and poor compensation for faculty, and in general a lack of opportunities and resources for research in the arts and humanities. The problem however, of which these are only the symptoms, lies much deeper, at the heart of what is seen as the lack of interest due to the diminishing practical value of the humanities, which further makes them seem most dispensable in a moment of economic crisis. Martha Nussbaum calls this a ‘silent crisis’, spurred by the growth of a profit-driven model of education, which has led to an increased focus on science and technology programmes, and emphasized the fostering of certain specific skills in these domains much to the detriment of arts and humanities programmes at every level of formal education, thus also doing away with “cultivated capacities of critical thinking and reflection, which are crucial in keeping democracies alive and wide awake.”&lt;/p&gt;
&lt;p&gt;Gary Gutting on the other hand sees this definition of crisis in terms of numbers itself as misleading, but proposes that this decline also as a result of a cultural and economic system that is inhospitable to the humanities in general, and the ‘cultural middle class’ in particular. He writes:&lt;/p&gt;
&lt;blockquote&gt;Our economic system works well for those who find meaning in economic competition and the material rewards it brings. To a lesser but still significant extent, our system provides meaningful work in service professions (like health and social work) for those fulfilled by helping people in great need. But for those with humanistic and artistic life interests, our economic system has almost nothing to offer. Or rather, it has a great deal to offer but only for a privileged elite (the cultural parallel to our economic upper class) who have had the ability and luck to reach the highest levels of humanistic achievement. If you have (in Pierre Bourdieu’s useful term) the “cultural capital” to gain a tenured professorship at a university, play regularly in a major symphony orchestra or write mega bestsellers, you can earn an excellent living doing what you love. Short of that, you must pursue your passion on the side. (Gutting 2013)&lt;/blockquote&gt;
&lt;p&gt;Paul Jay and Gerald Graff locate the problem within the notion of the humanities as being inherently averse to a market-driven, utilitarian form of education, which emphasises only credentials, thus rendering the field esoteric and lacking when it comes to solving problems in the ‘real world’. Instead they favour the approach of humanities students developing diverse skill sets, in addition to traditional skills of their disciplines, and being open to engage with opportunities in the larger marketplace outside of academy as well. As the essay states:&lt;/p&gt;
&lt;blockquote&gt;We believe it is time to stop the ritualized lamentation over the crisis in the humanities and get on with the task of making them relevant in the 21st century.  Such lamentation only reveals the inability of many humanists to break free of a 19th-century vision of education that sees the humanities as an escape from the world of business and science. As Cathy Davidson has forcefully argued in her new book, Now You See It, this outmoded way of thinking about the humanities as a realm of high-minded cultivation and pleasure in which students contemplate the meaning of life is a relic of the industrial revolution with its crude dualism of lofty spiritual art vs. mechanized smoking factories, a way of thinking that will serve students poorly in meeting the challenges of the 21st century. (Jay and Duff 2002)&lt;/blockquote&gt;
&lt;p&gt;While many of the traditional humanities scholars may still look at this as the result of a certain techno capitalistic impulse - wherein a new research regime based on knowledge creation to fulfil corporate interests emerges – it is prudent to examine how and why fields like the digital humanities have now emerged around the time of such a crisis, as they seemingly fit well within this nebulous space, and what are their implications for the humanities, education and research at large.&lt;/p&gt;
&lt;p&gt;In the India, the context is a rather chequered one – with most conversations around the internet and digital technologies located within the domain of the development of Information and Communication technologies for Development (ICT4D), in sectors ranging from education to governance. The introduction to the digital has been in multifarious ways for countries in the global south, largely through rhetoric about its potential to address and even resolve social and economic problems, so much so that, as several of the people interviewed in this study also mentioned, now anything digital automatically translates to ‘good’ and ‘beneficial’. Addressing the digital divide has been a mandate of all stakeholders, whether the state and policy-makers, private organisations, NGOs or academia. With around 300 million internet users and counting, India has the second largest internet user base in the world. However, the conditions and quality of access to the internet and other digital technologies, and who is using these and for what purposes continue to remain a bone of contention. The ambitious Digital India initiative of the current government is the latest in a slew of measures undertaken to address some of these concerns in the last several years, and it proposes to do so by tackling three key areas – digital infrastructure, governance and services on demand, and empowerment of citizens through increased digital literacy &lt;strong&gt;[4]&lt;/strong&gt;. As such it seeks to resolve some of the challenges of last mile connectivity that have forever been an issue with many ICT4D initiatives, particularly with countries in the Global South. The advent of a techno-democracy or a model of governance that successfully integrates technology within a framework of rights and social development seems to be larger vision of these proposed initiatives.&lt;/p&gt;
&lt;p&gt;The ICT-fication of education has been a major objective and challenge within this larger vision, specifically with respect to the problem of access, and more importantly quality of access which stands out as pertinent, again a problem attributed to the lack of last mile connectivity. In 2009, the MHRD launched the ambitious National Mission in Education and Information and Communication Technologies (NMEICT) programme &lt;strong&gt;[5]&lt;/strong&gt;, which along with the National Commission for Higher Education and Research (NCHER) Bill &lt;strong&gt;[6]&lt;/strong&gt; and the recommendations of the Yashpal Committee report &lt;strong&gt;[7]&lt;/strong&gt;, was expected to address some long-standing concerns in making higher education more accessible and hospitable to students, particularly those from underprivileged backgrounds. Ashish Rajadhyaksha (2011) argues that the last-mile problem is a more of a conceptual or cultural problem than merely a technological one. This is illustrated in the manner of implementation of several projects under the NMEICT, particularly in the imagination, as Rajadhyaksha says, of technology as neutral and therefore capable of addressing issues of democratisation within higher education.&lt;/p&gt;
&lt;p&gt;Following the NMEICT, several initiatives such as the National Programme on Technology Enhanced Learning (NPTEL) &lt;strong&gt;[8]&lt;/strong&gt; programme, and the use of low-cost devices such as the Aakash tablets &lt;strong&gt;[9]&lt;/strong&gt; were also field tested to get a better understanding of how digital technologies could be integrated seamlessly into classroom instruction. The Indira Gandhi National Open University (IGNOU) &lt;strong&gt;[10]&lt;/strong&gt; and Information and Library Network (INFLIBNET) &lt;strong&gt;[11]&lt;/strong&gt;, and more recently the National Knowledge Network (NKN) &lt;strong&gt;[12]&lt;/strong&gt; are some of the more established efforts in distance education and open courseware. Digitisation initiatives were also launched on a large scale in the last decade, some notable ones being National Mission for Manuscripts &lt;strong&gt;[13]&lt;/strong&gt;, Digital Library of India &lt;strong&gt;[14]&lt;/strong&gt;, and National Library of India &lt;strong&gt;[15]&lt;/strong&gt;, among many others. There is also a growing number of closed/commercial archives, some examples being the South Asia Archive &lt;strong&gt;[16]&lt;/strong&gt; and Asia Art Archive &lt;strong&gt;[17]&lt;/strong&gt;.  Digitisation, while being taken up in the interest of preservation and record, also brought with it a number of challenges, particularly with respect to the manner in which the projects were implemented. Whether with regard to preservation of the original material, problems with copyright or defining metadata standards, digitisation has never been an easy process. The Google Books library project is an example of this, where many books were damaged and had to be discarded in the process of digitisation, and the project itself came under criticism for several copyright violations, errors produced due to conversion of scanned texts using Optical Character Recognition (OCR) software and incorrect or unavailable metadata.&lt;/p&gt;
&lt;p&gt;The move towards digitisation also provided the much needed impetus for archival practice to make a transition to the digital space, this has been an inevitable but rather fraught endeavour to begin with, as some of the observations made in the later chapters will illustrate. The emergence of independent, private online archives, often seen as a fallout of the hegemony of state-funded archives is an important development of this time. An influx of funding from government and private donors, has led to a lot of work in media and communication technologies getting concentrated in so-called ‘alternative’ spaces outside the university. The growth of these in between spaces has been an interesting phenomenon, particularly with respect to the possibilities offered for different kinds of research and other creative practices that are often unable to find a space within the confines of a university or other large, established knowledge institutions.&lt;/p&gt;
&lt;p&gt;In the last decade or so, DH seems to have become one of the most highly funded areas in humanities research and practice. While this has seemingly helped to either save and/or reinvent some the humanities programmes, a lot of traditional humanists also view the field and the term with scepticism – as a threat to more traditional forms of humanities pedagogy and practice. Whether such a context exists in India and is still a matter of question, and hinges largely on how we understand the digital itself - as an object, concept or space. For that seems to be where the questions about the field, its emergence and its epistemological concerns lie.&lt;/p&gt;
&lt;p&gt;This report, therefore, takes a slightly broader look, somewhat like a scoping exercise to see what some present concerns are and what could be the possibilities of DH in India. The areas of focus are few – the notion of crisis, and disciplines, the archive and so forth which form the crux of the debate in India. It also looks at changes that have come about, and are imminent with the ‘digital turn’, from the perspective of selected disciplines, and practices of knowledge-making. More importantly, it tries to extrapolate, from the common issues and conflicts traced across several conversations, larger questions of a conflict of authority that disciplines in the humanities have come to undergo, and whether the digital has amplified of tried to resolve the same. The conflict is tied to questions of ownership/authorship and authenticity that emerge with new collaborative modes of knowledge production, and the politics of circulation. It is reflected in the shift from more traditional spaces of knowledge-making to newer methods, objects, figures and processes in the online world, which seem to at one level replace older ones. This perceived threat of irrelevance or obsolescence is one of the manifestations of this conflict of authority. The Wikipedia is one example of this conflict, wherein the authenticity and authority of its content and recognition as scholarship has been intensely debated owing to, among other things, the fact that it cannot be attributed to any single author. In the ways in which the digital now mediates such activities, what has become the space and understanding of the digital in our lives, in the ways we consume and produce information and knowledge, and increasingly become uneven stakeholders in a dynamic knowledge economy, are some of the questions explored therein.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Methodology&lt;/h2&gt;
&lt;p&gt;With few 'digital humanists' (a term many DH scholars in India have consciously chosen to stay away from) and DH centres around, and the discourse being far from stable in India, the best way to explore this supposedly new phenomenon then seemed to be to understand some of the immediate problems and questions with the notion of the ‘digital’ itself. This approach was not just the result of constraints of the immediate context, but also turned out to be a productive methodological gesture, as it widened the scope of this mapping exercise to include several proto/perhaps-DH initiatives that have come up around the same time, or been in existence for a while and have been trying to work around similar questions. The mapping did not begin with an assumption of a field called DH as being extant in India, and therefore as an examination of its challenges and possibilities, but rather to understand how DH-like practices have evolved and converged at the moment under what appears to be like a place-holder term, and the implications of this for research and learning. Being located in India, it also provided a good vantage point to reflect on some of the literature and discourse around the term being produced in the Anglo-American context. 
The consultation on Digital Humanities for Indian Higher Education held in July 2013 was helpful in bringing together a number of people and key questions of what was then understood as something of a field. It is largely from the discussions at this consultation that this report approaches the term and what it may offer for humanities and related interdisciplinary research in India; somewhere it also hopes to serve as a point of departure. A major concern then was the lack of a proper definition of the field, and its instability, which continued to be a recurrent topic in my discussions with people as part of this exercise. However, the merits of embarking upon an exercise to ‘define DH in India’ were highly contentious, so the mapping took a more descriptive route, and did a discursive analysis of work in DH and allied fields and what people were saying about it in India. What I found were a range of views, some informed by practice and scholarship, others based on conjecture and some purely non-committal. As one of the people interviewed for this mapping pointed out, there is something provisional about which, if I may add, also inhibits us from saying anything definitive about it, just yet.&lt;/p&gt;
&lt;p&gt;Given that the lack of a definition of the field remained one of the main issues, I went into conducting the mapping with a working definition/assumption that DH ‘is an interdisciplinary area of research, practice and pedagogy that looks at the interaction of digital tools, methods and spaces with core concerns of humanistic enquiry’. This definition was developed based on a review of existing literature in the Anglo-American context on DH, and deliberately made expansive enough to include within its fold, the different kinds of practices that had already chosen to adopt the term, and others which seemed to be inclined towards similar theoretical and practical concerns. Another useful definition, from the Digital Humanities Quarterly useful was the following:&lt;/p&gt;
&lt;blockquote&gt;Digital humanities is a diverse and still emerging field that encompasses the practice of humanities research in and through information technology, and the exploration of how the humanities may evolve through their engagement with technology, media, and computational methods. (Digital Humanities Quarterly 2010)&lt;/blockquote&gt;
&lt;p&gt;Deliberating on the interaction between humanities and technology, Susan Schreibman, in one the earliest books on DH describes the 'field' as follows:&lt;/p&gt;
&lt;blockquote&gt;The digital humanities, then, and their interdisciplinary core found in the field of humanities computing, have a long and dynamic history best illustrated by examination of the locations at which specific disciplinary practices intersect with computation. (Schreibman et al 2004)&lt;/blockquote&gt;
&lt;p&gt;One of the popular and most quoted definitions, however, is an early one that appeared in the Digital Humanities Manifesto 2.0 (Institute for the Future of the Book 2009). This describes DH as &lt;em&gt;an array of convergent practices&lt;/em&gt;, and is also reproduced in the book &lt;em&gt;Digital Humanities&lt;/em&gt; (Burdick et al 2012):&lt;/p&gt;
&lt;blockquote&gt;Digital Humanities refers to new modes of scholarship and institutional units for collaborative, transdisciplinary, and computationally engaged research, teaching, and publication. Digital Humanities is less a unified field than an array of convergent practices that explore a universe in which print is no longer the primary medium in which knowledge is produced and disseminated. (Ibid., 122)&lt;/blockquote&gt;
&lt;p&gt;The notion that DH is a “less a unified field than an array of convergent practices” seems to be the most useful way to describe the observations and more so the conditions that led to this mapping exercise, which also seeks to outline some kind of a trajectory of practices that converge at this contemporary moment to engender new meanings of and around the digital, rather than produce a conceptual history of the term in the Indian context or even imagine an extant field of some sort.  This notion of a convergence, as stated in the last definition, although not apparent or expressed by anyone in India, seems to be the best possible way to describe the manner in which certain practices and a discourse has grown around the intersection of humanities and digital technologies in India. This rather organic growth of DH projects, practices and coursework in the absence of a meta-theory that would drive its epistemological concerns is an important conceptual question for the field itself, and a challenge for the study. Thus while the broader conversation around DH spans everything from instructional technology, new media and art practices, integrated science education to cultural analytics, the core concerns often remain the same, that of the intersection of previously separate domains of knowledge that are now coming together, and the crucial role played by the internet and digital technologies in bringing them together.&lt;/p&gt;
&lt;p&gt;Further, three immediate experiences in engaging with digital technologies and questions of knowledge production in India shaped the intellectual concerns of this study. The first of these is the series of monographs produced as part of the ‘Histories of Internets in India’ project at the Researchers at Work (RAW) programme in CIS, during 2008-2011. A key point foregrounded in these monographs was the critical need to approach the internet, as a plural technology, available in and actualised through different forms, practices, and experiences. The second one was the collaborative project on the quality of access to higher education in undergraduate educational institutions at the Higher Education Innovation and Research Applications programme at the Centre for the Study of Culture and Society, Bangalore.The project was conducted in nine undergraduate institutions across three states in India, and included interaction with students and teachers through workshops and campus projects.The experience of working with students – who ranged from those who could barely use a computer to students proficient with the latest software, multimedia tools and internet applications – led to many insightful learnings about the teaching-learning environment, and prevalence of digital technologies and the internet in these spaces. The third one, of course, is the consultation on DH held in Bangalore, which provided an immediate set of questions and a network of people to begin the mapping with.&lt;/p&gt;
&lt;p&gt;In this study, the fieldwork consisted of in-depth and semi-structured interviews with key people involved in the DH-like initiatives in India, and allied areas such as media, archives, art, and higher education. The sample size being small, the conversations were by no means exhaustive, but they were insightful in terms of the present nature of practice and the questions that they further pointed towards. The interviews were largely open-ended conversations focussing on, where possible, questions about DH: its emergence, theory, practice and pedagogy, but emphasising the notion of the ‘digital’ and is diverse perception and formulations. With respondents who were not from an academic space or not involved with DH directly, the questions were more related to the nature of changes that the digital has brought about in their practice, specifically the shifts in content and method. The crisis of disciplines and the move away from more traditional concerns of humanistic enquiry were also discussed. Issues of access, exclusivity and the move towards collaborative spaces of knowledge production and the democratic potential of the internet and digital technologies also came up quite prominently as points of discussion.&lt;/p&gt;
&lt;p&gt;The fieldwork tried to cover not just a range of people from different disciplines and areas of practice, but also institutions: Prof. Amlan Dasgupta, Prof. Sukanta Chaudhuri and Purbasha Auddy, (School of Cultural Texts and Records and Dept. of English), Dr. Moinak Biswas and Dr. Madhuja Mukherjee (Media lab and Dept. of Film Studies); Dr. Abhijit Roy (School of Communication and Culture) at Jadavpur University, Kolkata; Dr. Souvik Mukherjee (Dept. of English) and Dr. Milinda Banerjee (Dept. of History) at Presidency University, Kolkata; Abhijit Bhattacharya (Media Archives) at Centre for the Studies in Social Sciences, Kolkata; Dr. Ravi Sundaram (the Sarai Programme) at Centre for the Study of Developing Societies, New Delhi; Dr. Indira Chowdhury and Dr. Padmini Ray-Murray (Centre for Public History) at Srishti School of Art, Design and Technology, Bangalore; Dr. C. S Lakshmi at the Sound and Picture Archives for Research on Women, Mumbai; Shaina Anand, Namita Malhotra, Lawrence Liang, Jan Gerber, Sebastian Lutgert and Ashish Rajadhyaksha, who have all worked with CAMP, Mumbai and are part of the team behind Indiancine.ma and Pad.ma; Vikram Vincent at the Indian Institute of Technology, Mumbai and S.V. Srinivas, Azim Premji University, who was previously associated with the Centre for the Study of Culture and Society. The individuals and institutions mentioned here have been engaged with these concerns within their respective fields of research and practice. Three institutions - Jadavpur University, Presidency University and the Centre for Public History – have actively adopted the term DH for some of the work they have been doing, whereas the remaining have been working with digital technologies as part of research, pedagogy, and practice. The report presents some part of these conversations and in doing so provides a snapshot of the operational context of the term ‘DH’ in India as well. The attempt was to understand the nature of existing and possible institutional investment in the term, as well as digital technologies (beyond tools, platforms and processes) and their stake in taking these questions further.&lt;/p&gt;

    <title>Digital Humanities in India – Concluding Thoughts</title>

        &lt;b&gt;An extended survey of digital initiatives in arts and humanities practices in India was undertaken during the last year. Provocatively called 'mapping digital humanities in India', this enquiry began with the term 'digital humanities' itself, as a 'found' name for which one needs to excavate some meaning, context, and location in India at the present moment. Instead of importing this term to describe practices taking place in this country - especially when the term itself is relatively unstable and undefined even in the Anglo-American context - what I chose to do was to take a few steps back, and outline a few questions/conflicts that the digital practitioners in arts and humanities disciplines are grappling with. &lt;p&gt;This exercise in mapping ‘digital humanities’ in India has brought to the fore several learnings and challenges, especially in trying to locate the domain of enquiry even as our understanding of what constitutes new objects, methods and forms of research and pedagogy constantly undergo change and redefinition. As some of the people interviewed in the course of this study remarked, DH, with its interdisciplinary approach and porous boundaries is like a moving target that becomes increasingly difficult to define as it is constantly evolving into something new, which then adds another dimension to what is already understood about the field. This is not to say that there is a consensus on what is DH, globally or in India, but just to emphasise that the object or domain of enquiry is not fixed, or demarcated clearly.&lt;/p&gt;
&lt;p&gt;Even as I wrap up this study, some of the key questions or problems of definition, ontology and method remain with us, as the ‘field’ – if there is such a thing – is incipient in India, as with other parts of the world. What it does for us immediately is throw open several questions about how we understand the idea of the ‘digital’, and what may be new areas of enquiry for the humanities at large, post the advent of the digital. This study therefore is not interested in the question of whether there is a field called DH in India, but rather in what questions are raised by and for DH and DH-like projects by a range of practices and scholarship in the humanities post the digital.&lt;/p&gt;
&lt;p&gt;We began with the understanding that DH is a new space of interdisciplinary research, scholarship and practice with several possibilities for thinking about the nature of the intersection of the humanities and technology. The term was a little more than a found term of sorts, in the context of this study, which since then has taken on various meanings and undergone some form of creative re-appropriation. The history of the term in the context of “humanities computing” in the Anglo-American context has helped in locating and defining the field globally within the ambit of certain kinds of practices and scholarship in the contemporary moment. In India, this has been relatively complex endeavour, given that DH, or engagements with humanities-after-digital and/or with digital-through-humanities come out of a different chequered history of humanities and technology. As most of the literature around DH even globally has pointed out, the problem with arriving at a definition is ontological, more than epistemological. The conditions of its emergence and existence are yet to be completely understood, although if one is to take into account the larger history of science and technology studies or the more recent cyber culture and digital culture studies, these ‘epistemic shifts’ have been in the making for some time now. In India particularly, where a clear picture of the ‘field’ as such is still to emerge in the form of a theorisation of its key concerns, it is only through a practice-mapping that one may locate what are at best certain discursive shifts in the way we understand content, structures and methods in the humanities, within the context of the digital. These changes may be visible across only a few domains – particularly in the multi-layered technological landscape in India, and lack a wider consensus in terms of whether they really constitute a larger epistemic shift or new direction of thought. The first couple of chapters in this report tried to lay out ways of understanding the current state of ‘digitality’ that India is in, and the lack of an indigenous framework to theorise or understand it better. The layered technological and media landscape that we inhabit today, where both the analogue and digital co-exist serving various purposes, and access and usage are still contentious points of debate, provides an interesting and dynamic context to understand what are new practices of humanities research and scholarship today.&lt;/p&gt;
&lt;p&gt;The fundamental premise of the nature of the digital and its relation to the human subject still lacks adequate exploration which would be required to define the contours of the field. The inherited separation of humanities and technology further makes this a complex space to negotiate, when the term may now actually indicate the need to decode the rather tenuous relationship between the two supposedly separate domains. If one may locate the question even earlier, the separation of the natural and social sciences lies above this segregation of disciplines, and needs further exploration. There is a need therefore to understand the growth of a ‘technologised’ history of humanities to examine whether this almost forced coming together of two historically separated domains may in itself be something novel, or create new and qualitatively different kinds of practices for humanities. Even so, the disciplinary contexts of the usage of the term DH in India open up certain questions of ontology and method more broadly for humanities research and practice in the digital space. These include changes in the nature of cultural artifacts brought about by digitisation, in a landscape where the analogue and digital co-exist but also are in a state of transition from the first to the second. One example is the digitisation of objects like film posters, lobby cards and other paraphernalia around a film text, which although analogue objects, can now be layered onto a digital film object in online archivel like Indiancine.ma, thus also changing the object or opening it up for more questions. The digital object or image, is a new object of study that also demands a different kind of analysis. The change in the nature of the archival object and the challenges to archival practice are some of the related questions stemming from this context. As mentioned by Dr. Indira Chowdhury in the chapter on archival practice, oral history archives and the practice of creating and maintaining them is fraught with many challenges because of a change in the archival object itself. A digital audio file has its own protocols of storage, retrieval and use, given the problems of format and technological obsolescence. Further the classification of such files, its copies in different formats, and their preservation also demands changes in archival practice. This points to some of the larger challenges that have emerged for archival practice in India today, which include – storage and preservation of materials, cross-referencing and meta-data standards, conditions and structures of access, roles and forms of curation, re-usage of archival materials in research and pedagogy, and the constraints to digitization of archival materials, particularly in terms of rare materials and those in Indian languages. The challenge of working with materials in Indian languages (see section on Data as Text) are several, and will form one of the significant areas of work in DH.&lt;/p&gt;
&lt;p&gt;The question of methodology comes in as the next most important aspect here, as the method of DH is yet to be clearly defined. The proliferation of new disciplines and conflict over methodology is not new, the Gulbenkian Commission report published in 1996 titled ‘Open the Social Sciences’ documents some of these and other concerns with the growth and segregation of disciplines, and the debates it generated both internally, seen in the rise of cultural studies, and in the natural sciences as complexity studies as well (Wallerstein et al 1996).  At present DH seems to be a combination and creative appropriation of methodologies drawn from different disciplines and creative practices. The change in the methodology of the humanities and social sciences itself as no longer remaining discipline-specific has been a contributory factor to the evolving methodology of DH as well. This has raised several methodological questions, as outlined by some of the people interviewed in the study. The foremost is the challenge in rethinking the notion of the text as a digitally mediated object, and the blurring of boundaries between film, audio and print and archival materials as they are transformed into digital objects. The existing methods of reading these texts then are inadequate. An example is the Bichitra variorum at Jadavpur University, or online archives like Indiancine.ma or Pad.ma, where you need new tools to navigate the vast corpus of material on these platforms, and to work with them. The notion of text and textual analysis also demands some rethinking in the light of new terms such as ‘distant reading’ that have come up in the DH discourse. Bichitra and Pad.ma or Indiancine.ma would facilitate some form of such ‘distant reading’ as they involve a method of reading the print or film text using a large number of texts, something possible only with a computer, but also with other kinds of ancillary material, like marginalia, errata, posters, pamphlets and lobby cards of a film. This brings up not just new ways of contextualizing the digital object, but also asking questions of it in terms of its material aspects. Working with collaborative online archives, while creating a new analytical and creative space for work using different kinds of film and film-related material, also pose questions of authorship and privacy. The lack of better transcription tools and other methods to work with sound in the digital space, has posed significant methodological challenges in oral history work as well, as outlined in earlier sections of this report.&lt;/p&gt;
&lt;p&gt;The use of computational methods for humanities research is one of the important shifts that forms part of the growth of DH in India, although there is very little work being done in this area in academic spaces except for a few institutions. The Tagore variorum and the online film archives Indiacine.ma and Pad.ma are two examples in this study that have done some work with computational tools and a large corpus of material. The collation guide in Bichitra, and the use of different tools and filters in the film archives like Pad.ma and Indiancine.ma have been able to add another dimension to the analysis of humanities texts, but whether they help ask any qualitatively new questions still remains open to debate. The other spaces studied as part of this report, such as work on digitisation and archives at the School of Cultural Texts, Centre for Public History, or SPARROW, or media art work at CAMP,  have been more engaged with exploring what the digital turn has meant for certain humanities research. Some of the more recent courses offered in DH, such as the master’s programme at Srishti School of Art Design and Technology, and the certificate course at University of Pune, do engage with some form of building or ‘material making’, by offering workshops and some practical sessions, as well as topics like data mining, and textual computing. As such the skills and infrastructure needed to work with large data sets and new technologised processes of interpretation and visualisation still remain outside the ambit of the mainstream humanities. Through an exploration of allied fields such as media, archival practice, design and education technology, the study tries to locate how certain practices in these areas inform what we understand of DH today.&lt;/p&gt;
&lt;p&gt;The archive, media and now to a certain extent art and design have become the sites for most of the discussions around DH in India, primarily because of the nature of institutions and people who have engaged with the question so far. Archival practice has seen a vast change with the onset of digitisation, and the growth of more public and collaborative archival spaces will also bring forth new questions and concepts around the nature of the archive and its imagination as a dynamic space of knowledge production. The Centre for Public History at the Srishti School focuses on some of these questions, by trying to build more collaborative, online and public archival spaces, and involving in the process a rather diverse group of practitioners and researchers. The objective is also to make not only archives, but history, and oral histories as a discipline more accessible, and dynamic. he notion of the archive as a metaphor, and the possibility of looking at the archive as a database are some new questions which would inform the growth of DH in India. The growth of an open, distributive and collaborative archive, such as Indiancine.ma and Pad.ma also asks questions about the changes in film as an archival object, in its transition to the digital space. The availability of the film text for study, and the layering of different kinds of ancillary material around the film, such as posters, advertisements, literature and errata, opens up possibilities of reading the film text differently.  At a more abstract level, the nature of the text as an unstable object itself, now increasingly being mediated and negotiated in different ways through digital spaces, tools and methods would be one way of locating an object of enquiry in DH and tracing its connection to the humanities, which are essentially still seen as ‘text-based disciplines’.&lt;/p&gt;
&lt;p&gt;What has been a definite shift is the emphasis on process which has become an important point of enquiry, and one of the many axes around which DH is constructed. The rethinking of existing processes of knowledge production, including traditional methods of teaching-learning, and the emergence of new tools and methods such as visualisation, data mapping, distant reading and design-thinking at a larger level would be some of the interesting prospects of enquiry in the field. Though there is little conversation in the above areas in DH in India (even among the institutions and people mentioned in this study), and some work in other fields like the natural sciences, media and communication, its seems to not be part of the larger discourse developing around DH yet. The collation tool developed for the Tagore variorum, or the editing and annotation tools used in Indiancine.ma and Pad.ma are some examples of the tools and methods presently used in what could be DH or DH-like work in India. The method of DH is however, necessarily collaborative and distributed at the same time, as evidenced by its practice in these various areas and disciplines. A lot of the work done on both these platforms has been through collaboration among people across diverse domains of expertise, in the arts and humanities and technological fields. As the description of the variorum suggests, it needed the expertise of people from Computer Science, Library and Information Sciences, English and Bengali departments to set up such a platform. The method of using or working with Indiancine.ma and Pad.ma is necessarily collaborative and distributed, because everything from the primary film material to the annotations and editing is in some way user-generated, as the archive itself is open to different groups of people ranging from the film enthusiast to the film studies scholar.&lt;/p&gt;
&lt;p&gt;The complex and somewhere problematic history of science and technology in India and the growth of  the IT sector also forms part of this context, and will inform the manner in which DH grows as a concept, area of enquiry or even as a discipline. DH is yet another manifestation of changes that we have seen in the existing objects, processes, spaces and figures of learning, particularly the open, collaborative and participatory nature of knowledge production and dissemination that has come about with the advent of internet and digital technologies. More importantly, they also point towards the larger changes in what were earlier considered unifying notions for the university, and the humanities as disciplines founded on the ideas of reason and culture. The idea proposed by Bill Readings that the university is no longer concerned with the production of a radical or liberal subject is also an important one, as it points to a further question of the nature of the subject produced, and who the process of knowledge production is to be aimed at (Readings 1997). If one may extend this argument to DH, the subject of this new discourse around the digital is also now rather unclear.&lt;/p&gt;
&lt;p&gt;One could explore the notion of the 'digital humanist,' or in a more abstract manner the digital subject as one example of this lack of clarity, which is also why it has been of much concern for several scholars, DH and otherwise. As Prof. Amlan Dasgupta says, it is difficult to identify such a category of scholars, although a person who is able to situate his work in the digital space with the same kind of ease and confidence that people of a different generation could do in manuscripts and books would perhaps fit this description, and he is sure that such a person may be found. For example someone who knows Shakespeare well and can write a programme, and he is sure a day will come when this is a possibility. It is a familiarity in which the inherent distance between these two pursuits becomes lesser – DH is at that moment - a composite of these two approaches rather than the difference. While many scholars concur with this explanation, others find the term misleading – humanities scholars do not call themselves ‘humanists’. Also, by virtue of being a digital subject, anybody engaged with some form of digital practice is already a digital humanist of some sort. The problem also is in the rather unclear nature of the practice, all of which is not unanimously identified as DH, as a result of which not many scholars would want to identify with the term.  This poses another question about the skills required of a humanities scholar in the near future, will she have to learn how to code etc. Additionally there is also a concern, as pointed out by some scholars, about the loss of criticality as a result of a relying on algorithms to work with a corpus of texts, among other things.&lt;/p&gt;
&lt;p&gt;However, many of these alternate or liminal spaces have always existed; they are perhaps becoming more visible and acknowledged now. This is also indicative of the larger changes in the landscape of work in the humanities, whether creative, academic or pedagogic. With the advent of the internet and new digital technologies, the nature of cultural artifacts has also been altered significantly, thus demanding a new mode of enquiry and analysis, which often goes beyond interpretation and representation. How these digital objects are constituted, are they ever complete or finished, such as the text in the variorum or the film in the archive which continue to take on layer upon layer of annotation to generate a plethora of meanings, are related questions. They pose a challenge to the existing methods of the humanities, and along with the distributed, collaborative, and networked structures of practice and research that the internet has engendered, they have opened up several possibilities for the humanities. DH, with its emphasis on interdisciplinarity and different kinds of knowledge drawn from a diverse set of practices definitely opens up space for a new mode of questioning; whether all of these different modes of questioning can coalesce as a new discipline or interdisciplinary field in itself will remain to be seen.&lt;/p&gt;
&lt;p&gt;More importantly, it also indicates the changes taking place in the university system in India, which is trying to address multiple anxieties at a larger political and the every-day administrative levels, reflected in problems with quality, equity and access to education (Misra and Singh 2015; Academics for Creative Reforms 2015). The digital turn has been one of the sources of concern, as it has pushed for the need to rethink the role of technology, particularly internet, in teaching and learning practices, both within and outside the classroom. The internet, and the different challenges posed by it in terms of methods, objects and contexts of learning, has contributed greatly to the emergence of some of the digital practices discussed in this study, which also take some of the questions they pose about knowledge production, pedagogy or scholarship, outside the ambit of the classroom or university space. The emergence of DH can be seen as a coming together of these anxieties in some manner, and perhaps indicative of a distinct ontological basis for such a discipline or area of study in India. This is not to conflate the discourse with the narrative of a ‘crisis’ in the university (something that exists in the Anglo-American context of DH) but rather to highlight the changes that it is undergoing, where the internet and digital technologies continue to play a crucial role. In the absence of a history or established traditions for the growth of disciplines like media studies, software/internet studies or digital cultural studies in India, apart from the work done by research programmes like the Sarai programme at CSDS, it is imperative to ask if the emergence of DH is then a push to trace such a history, to understand better its ontological and political stake, and more importantly to explore what the ‘digital’ means not just for the humanities, but for a larger processes of knowledge production today.&lt;/p&gt;

    <title>Digital Humanities and the Alt-Academy</title>

        &lt;b&gt;The emergence of Digital Humanities (DH) has been contemporaneous to the ‘crisis’ in the humanities, spurred by changing social and economic conditions which have urged us to rethink traditional methods, locations and concepts of research and pedagogy. This blog post examines the emergence of the phenomenon of the alt-academy in the West, and examines the nuances and possibilities of such a space in the Indian context.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;From a brief exploration of the problem of new objects and methods of research in the digital context, we have come to or rather returned to the problem of     location or contextualising DH, and whether it may be called a field or discipline in itself.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;As some of the previous &lt;a href="https://cis-india.org/raw/digital-humanities/digital-humanities-problem-of-definition"&gt;blog posts&lt;/a&gt; have illustrated,     most of the prominent debates around DH have largely been within the university context, or have least focussed around the university as the centre, and     therefore emphasise the move away from more traditional ways of doing humanities, or at a larger level the more established and disciplinary modes of     knowledge formation.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In the context of pedagogy, DH seems to be developing in a very specific role, which is that of training in a certain set of skills and areas which the     existing disciplines have so far not been able to provide. The university or more specifically the traditional classroom offers a specific kind of     teachinglearning experience which may not always have within its ambit the necessary resources or strategies to foster new methods of knowledge production,     and a lot of DH work has been posited as trying to plug knowledge gaps in precisely this area.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The notion of a ‘digital classroom’ has been made possible by the proliferation of new digital tools and the internet; with increased access to open access     archives and dynamic knowledge repositories such as &lt;a href="http://en.wikipedia.org/wiki/Main_Page"&gt;Wikipedia&lt;/a&gt;, there is a move towards a more open,     participatory and customised model of learning based on collaboration.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;DH has been characterised by many as a space, or method that intervenes in the traditional ‘hierarchies of expertise’    &lt;a name="_ftnref1" href="#_ftn1"&gt;[1]&lt;/a&gt; —– not only in terms of people but also spaces, methods and objects of learning — to present a significant ‘alternative’ that is now slowly becoming more mainstream. A rather direct example of this is the growth of a number of ‘alt- academics’    &lt;a name="_ftnref2" href="#_ftn2"&gt;[2]&lt;/a&gt; who now inhabit what previously seemed to be a rather nebulous space between academics and an array of     practices in computing, art and community development among many others. However, it is the in-between, or the liminal space that holds the potential for     new kinds of knowledge to be generated. The connotations of this notion however are many and problematic, as seen particularly in the emphasis on new kinds     of skills or competences that is now required to inhabit such a space, as also the narrative of loss of certain critical skills that are part of the     disciplinary method and the resistance from certain quarters to the university to acknowledge such a trend. Conversely, it is also reflective of how     certain kinds of skills in writing, reading, visualisation and curation have now become essential and therefore visible. It may be useful to explore this     change further to arrive at some idea of whether such a space exists in the Indian context, and how it informs the way we conceptualise DH; as     practitioners, researchers, teachers or the lay person.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;This state of being within and to a certain extent outside of a certain predominant discourse is a peculiar one with several possibilities, and DH, owing     to its interdisciplinary content and methods, seems to be a suitable space to foster these new and alternate knowledge-making practices.While the early DH     debates in the Anglo-American context seemed to be dominated by certain disciplines like English, media studies and computational and information sciences,     practitioners and researchers alike have branched out significantly, with research focussing more on questions of data-mining, mapping and visualisation     with an increasing focus on processes and design, and using a diverse range of texts or objects.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In India, which significantly borrows the discourse from the same context, and also is still a multi-layered technological space very much in a moment of     transition to the digital, the debates remain largely confined to the English and History departments and to some extent library and archival spaces.     Outside of the academic circle however, there are a number of initiatives, such as online archival efforts, media, art and design practices and research     (some discussed in the earlier blog posts as well), which would be likely spaces where one may see DH–related work being done. An important part of the     discourse in the context of education is the access to and a more substantial and critical engagement with technology in the classroom. Educational or     instructional technology has grown by leaps and bounds in the last decade or so in India, as evidenced by the number of initiatives taken to introduce ICTs     in the classroom, and this has been supported by several large-scale digitisation projects as well but the digital divide still persists, as a result of which these initiatives come with a peculiar set of problems of their own (as discussed in the    &lt;a href="https://cis-india.org/raw/digital-humanities/living-in-the-archival-moment"&gt;earlier blog post&lt;/a&gt; on archival practice) the most important being     the lack of connection among such practices, research and pedagogy.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;While education technology is a separate field which works on better interactions between teaching-learning practices and technology, it does form part of     the context within which DH is to develop either as a discipline, practice or a pedagogic approach, and the two areas are very often conflated in some     parts of the discourse in India. While moving beyond the ICTs debate — which is premised primarily around access to knowledge, DH has been posited as     making an intervention into prevailing systems of knowledge — so that the mode of understanding both technology and the humanities, and the interaction     between the two domains (assuming that they are separate) undergoes a significant change.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;What then goes into promoting more institutional stability for DH, in other words, in teaching and learning it — will be a question to contend with in the     years to come, as more universities take to incubating research around digital technologies and related components and incorporating this into the existing     curricula.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Dr. Abhijit Roy, Assistant Professor at the Department of Media, Communication and Culture, Jadavpur University speaks about the changes he sees in     pedagogy and research with the advent of digital technologies, particularly in traditional humanities disciplines like History and languages.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;While some of these changes are elementary, such as the use of digital technologies in classroom teaching and learning exercises, it is in the practice of     research, which he sees even with his students now, through the use of blogs and social media and the possibilities to publish and engage in discussions     with other researchers through platforms like Academia.edu or &lt;a href="http://scalar.usc.edu/scalar/"&gt;Scalar,&lt;/a&gt; that he finds a vast change. It not only     makes the process more transparent but also encourages an ethos of constant sharing, dissemination and a network of usage and storage online. This has     transformed the way research and pedagogy can be imagined now, and opened up several possibilities.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;It is in realising this potential for new research and pedagogical models that universities have slowly begun to adopt digital technologies but the     institutional efforts at building curricula specifically around DH-related concerns have been few with the prominent ones in India being the courses at     Jadavpur University and Presidency University in Kolkata.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Curriculum development in DH comes with its own issues too, and they stem largely from the fact that one is still unable to understand fully the nature of     the digital and its facets — we also inhabit a time when there is a transition from analogue to digital — but the rate of change is faster than with other     domains of knowledge, so much so that the curricula developed may often seem provisional or arcane, which makes it doubly challenging to demonstrate its     various facets in practice, particularly in the classroom. A useful distinction would be between DH being brought in as a problem-solving approach to     address the extant issues of the humanities (thus also seen as a threat to the disciplines themselves), and having its own epistemological concerns which     may be related to but also distinct from the humanities - in short to help us ask new questions, or provide new ways of asking old ones.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;What this essentially refers to is the alternate modes of knowledge production that an increased interaction with digital and internet technologies now     engenders. Wikipedia is an existing example of this, and illustrates some of the core concerns of and about DH as it calls into question notions about authorship, expertise and established models of pedagogy and learning. Lawrence Liang describes this as a larger conflict over the authority of knowledge,    &lt;a name="_ftnref3" href="#_ftn3"&gt;[3]&lt;/a&gt; the origins of which he locates in the history of the book, and specifically in the print revolution and     pre-print cultures of the fifteenth to eighteenth centuries. He likens the debate over Wikipedia’s credibility, or more broadly over technologies of     collaborative knowledge production ushered in by the internet to similar phenomena seen before in early print culture and how it contributed to the     construction and articulation of the idea of authority itself. He says: “The authority of knowledge is often spoken of in a value-neutral and a historical     manner. It would therefore be useful to situate authority in history, where it is not seen to be an &lt;em&gt;inherent &lt;/em&gt;quality but a &lt;em&gt;transitive &lt;/em&gt;one     6&lt;a name="_ftnref4" href="#_ftn4"&gt;[4]&lt;/a&gt; located in specific technological changes. For instance, there is often an unstated assumption about the     stability of the book as an object of knowledge but the technology of print originally raised a host of questions about authority. In the same way, the     domain of digital collaborative knowledge production raises a set of questions and con­cerns today, such as the difference between the expert and the     amateur, as well as between forms of production: digital versus paper and collaborative versus singular author modes of knowledge production. Can we impose     the same questions that emerged over the centuries in the case of print to a technology that is barely ten years old?”&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;He further goes on to elaborate that the question of the authority of knowledge should ideally be located within a larger ‘knowledge apparatus’, comprising     of certain technologies and practices, (in this case that of reading, writing, editing, compilation, classification and creative appropriations) which help     inflate the definitions of authority and knowledge even more.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The above argument throws into sharp relief the notion of the ‘alternate’— often posited as the outlier or a vantage point, or even as being in resistance     to a certain dominant discourse or body of knowledge.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;While resistance itself is discursive; the ‘alternate’ has also always existed in various forms, such as the pre-print cultures illustrated in the argument     above, and particularly in India where several kinds of practices and occupations are but alternatives — from alternative medicine to education — to the     already established system in place. As mentioned earlier, these practices may just be increasingly visible and acknowledged now.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The attempts to subsume these alternate practices, which began as and may perhaps have been relegated to the status of a sub-culture for long within     academia then seem to be one way of trying to circumvent the authority of knowledge question. Another aspect of this is the invisible ‘technologised’     history of the humanities, which therefore prompts us to rethink the separation between the humanities and technology as mutually exclusive domains. By     extension then, the term DH itself therefore may be a misnomer or yet another creative re-appropriation of various knowledge practices already in     existence. This is perhaps the underlying challenge to the ontological and epistemological stake in the field.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;At best then DH may be seen as the result of a set of changes in the last couple of decades, the advancements in technology being at the forefront of them,     whereby certain new and alternative modes of knowledge production have been brought to the foreground, which have also challenged the manner in which we     asked questions before to a certain extent. As the field gains institutional stability, it remains to be seen what the new areas of enquiry that emerge     shall then be in the years to come.&lt;/p&gt;

&lt;p&gt;&lt;em&gt;This is the abstract of Sneha's presentation on digital humanities in India and transitions in digitization and cultural archival practices in the postcolonial context. The presentation was part of a session titled 'Community and Knowledge.'&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;The last few decades have seen several large-scale efforts in digitalization across various sectors in India. In space of Galleries, Libraries, Archives and Museums (GLAM) in particular, there have been several initiatives undertaken by state institutions, along with individual and collaborative efforts to digitize and make cultural heritage and educational content available online. The growth of new areas of research and creative practice like digital humanities has also brought to the fore the need for digital corpora, including new technologies and methods of research as ways to engage with cultural content through the development of digital pedagogies and creative practice.&lt;/p&gt;
&lt;p&gt;Many of these questions are located in long-spanning efforts in digitization and digital literacy more broadly, which are still fraught with challenges of access, usage and context. While digitization and archival practice form a significant aspect of the discourse on digital humanities, there still exist a number of anxieties around its practice. Especially in the case of community-led efforts, such as archiving oral histories or GLAM initiatives with collaborative knowledge platforms like Wikimedia, challenges of the digital divide are persistent, reflecting also a larger politics around the growth and sustenance of cultural heritage projects and the humanities and arts more broadly. &amp;nbsp;Drawing upon excerpts from work on mapping the field of DH in India, and ongoing conversations on the digital transition in cultural archives, this presentation seeks to understand the practices and politics of digitization and archival work today, and how it continues to inform the growth of fields like digital humanities in India.&lt;/p&gt;

&lt;h3&gt;&lt;strong&gt;Abstract of the Keynote&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;The discourse around the field of digital humanities in India has emerged at an interesting and crucial juncture, where the ‘digital’ has been the focal point of several changes in governance, policy, industry, education and creative practice among other areas over the last couple of decades. Even as the field has garnered much interest globally, it has also invited criticism, especially due to its largely Anglo-American framing, which traces a history in humanities computing and textual studies, located within a larger neoliberal imagination of the university and academia. Now with increasing efforts to address issues of representation and diversity in emerging digital initiatives, it is imperative to trace where efforts within India have been speaking to these concerns within the global discourse as well. 
In India, as with several parts of the world, a large part of the work and scholarship around digital humanities, as we have seen so far has centered around two key processes/concepts - that of digitization, or the creation of a corpora of cultural content, enabled by the availability of the internet and digital technologies, and the need for new methods and tools to work with or study them. These conversations have largely organized around two thematic areas of work within digital humanities and related digital practices - namely the creation of digital corpora in the form of archives and repositories, and the advancement of digital technologies and methods of research, or more specifically through the development of digital pedagogies. Drawing upon excerpts from a study on mapping digital humanities initiatives in India, and ongoing conversations on digital cultural archiving practices, this talk discussed some pertinent concerns in the field, particularly with respect to the growth of digital corpora and its intersections with teaching learning practices in arts and humanities, including the need to locate these efforts within the context of the emerging digital landscape in India, and its implications for humanities practice, scholarship and pedagogy.&lt;/p&gt;

&lt;p align="justify"&gt;First off, apologies for such a feeble and sad animation. When I was given access to Chirptoons, I was quite confident I would be able to produce a somewhat interesting introduction to this post and get you excited about our next interview. However, between first-time user friction and a couple of glitches in the program, I found myself -a semi-savvy digital native who has been using technology, almost every day of her life, for the last 15 years- struggling to create the cartoon and clearly failing at it. The biggest challenge was translating what I had in mind into a digital format (The demo was very straightforward. I was just particularly inept), and it was frustrating to the point I decided to drop it, leave it as is, publish my unfinished cartoon and turn this post into a reflection on 'design challenges behind digital storytelling', so I could move on with my life.&lt;/p&gt;
&lt;p align="justify"&gt;What I experienced with Chirptoons is what many users: both digital natives and immigrants constantly face due to the pace at which new digital technologies are emerging.&amp;nbsp; While the privileged demographic who has physical access to technology has a decent knowledge of basic web browsing and document processing features, there is still a very large gap in accessibility in terms of how to navigate more complex formats. At the end of the day, producers retain the creative power and determine the functions and flexibility of the technologies we use in the day to day. Just think of Facebook and its constant interface updates. We have all felt the wrenching need for that 'dislike' button to make our interactions a tad more honest, yet we have no power to create it or change Facebook's format to one that enables our needs better.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;So far, we have explored information from different angles: as activism, as visual design, as stories; and how digital technologies have been used strategically to disseminate it. However, our analysis is lacking a better understanding of the &lt;em&gt;digital&lt;/em&gt;. We have been focusing on citizens as technology 'consumers', and we have not looked at whether digital infrastructures are accessible enough for users to become 'producers'. The question is&lt;em&gt;: how&lt;/em&gt; do we do this: how do we engage different users with different digital literacy levels, skills and aptitudes in the production of digital content?&amp;nbsp;With this post we bring a new topic into our series: accessibility and Information infrastructures. This one will focus on design and the role of behavioural science. Our interview with Amruth&amp;nbsp;Bagali Ravindranath, brought a very unique perspective into the conversation, from 
which I would like to highlight three points:&lt;/p&gt;
&lt;p align="justify"&gt;a) The importance of &lt;strong&gt;behavioral science&lt;/strong&gt; for 
design. Amruth stressed why we need a thorough understanding of 
behavioral and cognitive science in the design of digital technologies 
and how crucial it is to investigate the decision processes and 
communication strategies of humans to make technologies user-friendly 
and context appropriate.&lt;/p&gt;
&lt;p align="justify"&gt;b) How&lt;strong&gt; public relations and social marketing&lt;/strong&gt; 
concepts can also provide insight on how to target and engage potential 
users more effectively. This point starts to answer some of the 
questions we raised on the &lt;a href="https://cis-india.org/digital-natives/making-change/tactical-technology-design-activism-1"&gt;Information Design post&lt;/a&gt;: thinking about the citizen as a consumer. This point also works as 
an alternative take on how to target civic engagement through 
technology.&lt;/p&gt;
c) How to engage&lt;strong&gt; different type of users:&amp;nbsp;&lt;/strong&gt;not 
only the digital native, but also digital immigrants&lt;a style="text-align: justify;" href="https://cis-india.org/digital-natives/making-change/storytelling-performance-2#fn1" name="fr1"&gt;[1]&lt;/a&gt;
&lt;p&gt;&amp;nbsp;who 
still play crucial roles as information gatekeepers in fields such as 
education or urban governance.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2 align="justify"&gt;Vita Beans&lt;br /&gt;&lt;/h2&gt;
&lt;h3&gt;&lt;/h3&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;We interviewed &lt;strong&gt;Amruth&amp;nbsp;Bagali Ravindranath&lt;/strong&gt;,&lt;strong&gt;&amp;nbsp;&lt;/strong&gt;Founder of &lt;a href="http://www.vitabeans.com/"&gt;Vita Beans&lt;/a&gt; to answer some of these questions. Vita Beans’ mandate is to create inspiring, easy-to-use applications in areas of education and human resources, to share knowledge in innovative, fun an effective ways.
The logic behind their technological framework is trying to mimic the profile of the human brain linked to decision making -including economic, evolutionary, emotional, and psychological elements- and design their applications based on these patterns. Some of the products they offer are cognitive skill development applications, game based learning applications, educational technology research, among others, and their latest educational product: &lt;strong&gt;Guru G&lt;/strong&gt; was chosen by the &lt;a href="http://unreasonableatsea.com/overview/"&gt;Unreasonable at Sea&lt;/a&gt; program (by Unreasonable institute &amp;amp; co-founder of Stanford d.school) as one of the &lt;a href="http://unreasonableatsea.com/companies22/"&gt;11 companies changing the world&lt;/a&gt;.&lt;/p&gt;
&lt;div align="right" style="text-align: left;" class="pullquote" dir="ltr"&gt;&lt;strong&gt;"We are trying to adapt to how the user wants to use something, rather than expecting the user to learn. This is essential in the education space to make things work".&lt;/strong&gt;&lt;/div&gt;
&lt;p align="justify"&gt;&lt;a href="http://unreasonableatsea.com/vita-beans/"&gt;Guru G&lt;/a&gt; is a "gamified teaching, teacher training &amp;amp; open certification platform", that aims to democratize access to technology for quality teachers. Rather than focusing on the student as most education technologies do, Guru G believes that teachers are the most important element of the education system. Enabling teachers, means quality education will reach the lives of hundreds of students during their professional life time, and with this in mind, Vita Beans designed a platform that is engaging, easy to use and intuitive, designed specifically with teachers, schools and governments in mind.&lt;/p&gt;

&lt;p align="justify"&gt;The idea came from the products Vita Beans had already developed for the education space, such as their text2animation &amp;amp; text2game prototypes. They had produced over 80 collaborative games teachers were using in the classroom. Students play together in teams and learn about different topics through the process of gaming. However, suddenly they realized teachers had great ideas they didn't know how to translate into a&lt;em&gt; &lt;/em&gt;digital form because they did not have the knowledge or the skills to create digital content.&amp;nbsp;This is, according to Amruth, the crisis they are trying to solve in the education space: the quality of teachers, access to good teachers and the difficulty for teachers to adopt new technologies were the biggest challenges.&lt;em&gt;&amp;nbsp;"&lt;/em&gt;&lt;/p&gt;
&lt;h3 align="left"&gt;The design challenge&lt;br /&gt;&lt;/h3&gt;
&lt;p align="justify"&gt;Their initial prototypes were designed with assumptions based on their&amp;nbsp;gamification&amp;nbsp;experiments with students. &lt;em&gt;"We miserably failed with teachers and we discovered what a good gamification system for teachers looks like by prototyping with teachers and looking at the small things. It was an interesting learning experience."&amp;nbsp;&lt;/em&gt;&amp;nbsp;They identified two common reasons why they hesitated to adopt anything new in the classroom.&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Teachers don't want to feel like they can't use something a student can.&lt;/li&gt;&lt;li&gt;Teachers can't visualize themselves using that tool, this there is an element of uncertainty and lack of confidence.&amp;nbsp;&lt;/li&gt;&lt;/ul&gt;
&lt;p align="justify"&gt;It was imperative for Vita Beans to switch focus:&lt;em&gt; "Any tool you design, you expect to train the user to understand your tool, and if they refuse to do that; you blame them." &lt;/em&gt;They used their behavioural science background to come up with infrastructural solutions that solve the limitations from the outset.&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;The solutions&lt;/h3&gt;
&lt;p align="justify"&gt;They started prototyping with &lt;strong&gt;&lt;a href="http://en.wikipedia.org/wiki/Natural_language_processing"&gt;natural language processing&lt;/a&gt;&lt;/strong&gt; for their text2animation &amp;amp; text2game projects. NLP is a branch of computer science concerned with the interactions between computers and human languages. Teachers articulated their ideas in simple English and the program used NLP to take what they said, try to understand what they were trying to visualize and convert into programming language to build an animated movie out of it (like what we used to open this article -but with hopefully better results). Amruth was very confident about the potential of this prototype and shared with us that UNICEF might take it up and implement it as an open source animated video and game creation tool in Africa.&lt;/p&gt;
They also developed an &lt;strong&gt;adaptive navigation engine&lt;/strong&gt; for one of their game based learning platforms; a tool that adapts to what you are trying to do: &lt;em&gt;"There is no fixed way to navigate from one task to another. It tries to learn the closest action that each teacher is trying to do and it executes that. It tries to learn how the teacher wants to use it."' &lt;/em&gt;This was a success.&amp;nbsp;They incorporated touch screens to make the product more intuitive and the teachers picked it up quickly.&lt;em&gt;&amp;nbsp;&lt;/em&gt;
&lt;p&gt;Amruth claims they are the first in the world to develop a gamification platform specifically for teachers and the reason was their solution to the navigation issue. This experience also indirectly helped in designing Guru-G.&lt;/p&gt;

&lt;p align="justify"&gt;These design solutions and the&amp;nbsp;learnings&amp;nbsp;from each project inspired the team to come up with products which have been adopted commercially across 10 states in India, reached 4000+ schools &amp;amp; over 3 million kids internationally through partners in India &amp;amp; North America. They have helped education companies build their primary and secondary school education products, (including one of India's top classroom technologies), have been covered by the media and won several entrepreneurship awards. More information&amp;nbsp;&lt;a href="http://unreasonableatsea.com/vita-beans/"&gt;here&lt;/a&gt; and on &lt;a href="http://www.guru-g.com/"&gt;their website.&lt;/a&gt;&amp;nbsp;Our question is: what is it about behavioral science that helped Amruth's team arrive to this epiphany in tech design?&amp;nbsp;&lt;/p&gt;
&lt;h2 align="justify"&gt;Behavioral Science and Social Marketing&lt;br /&gt;&lt;/h2&gt;

&lt;p align="justify"&gt;Comparing marketing to advocacy is bound to be met by resistance and perhaps controversy. I raised this question when we interviewed Maya Ganesh for the&amp;nbsp;&lt;a href="https://cis-india.org/digital-natives/making-change/tactical-technology-design-activism-1"&gt;Information Design post&lt;/a&gt;, and stated the following in our conclusion:&amp;nbsp;"&lt;em&gt;Our consumption habits in the market are shaping how we process and interact with information in the public space. The possibility of 
'consumer behavior' permeating modalities of activism, reinforces the need 
to explore more interesting strategies for information 
dissemination&lt;/em&gt;." Now that we are starting to look closely at the infrastructure supporting information, I will stubbornly return to the same question: to what extent should we borrow tactics for advocacy from marketing? and add: how much of it should permeate the design of digital technologies?&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;Amruth made a casual reference during our interview that triggered this thought. We were discussing the importance of understanding behavior patterns, when he brought up &lt;strong&gt;&lt;a href="http://en.wikipedia.org/wiki/Edward_Bernays"&gt;Edward Bernays&lt;/a&gt;. &lt;/strong&gt;This man used psychoanalysis, psychology and social science to design public
persuasion campaigns and could get masses to choose what he wanted them to without them realizing it. While this sounds awfully dangerous and manipulative, I would like to rescue the idea of understanding human behavior well enough to design technology around it and I will entertain this thought in the context of
social change -please, don't judge.&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;Pillip Kotler, S. C. Johnson Distinguished Professor of International Marketing at the Kellogg School of Management at Northwestern University, wrote a paper bringing marketing and social change together: &lt;em&gt;“Can social
causes be advanced more successfully through applying principles,
concepts and techniques of marketing?”. &lt;/em&gt;He defines marketing as:&lt;/p&gt;
&lt;blockquote&gt;
&lt;h3 style="text-align: center;"&gt;"a sophisticated technology, that draws heavily on behavioral science for clues to solve communication and persuasion related to&amp;nbsp;influencing&amp;nbsp;accessibility. [...] Most of the effort is spent on discovering the wants of a target audience and creating goods and services to satisfy them" (Kotler, 1971)&lt;/h3&gt;
&lt;/blockquote&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;p align="justify"&gt;This definition is a useful bridge to link marketing with accessibility of digital technologies. G.D. Wiebe wrote an influential paper on social marketing, that coined the question: "&lt;em&gt;Why can't you sell brotherhood and rational thinking like you can sell soap?&lt;/em&gt;", that later influenced public information campaigns by USAID, the WHO, and the World Bank &lt;a href="https://cis-india.org/digital-natives/making-change/storytelling-performance-2#fn1" name="fr1"&gt;[2]&lt;/a&gt;&amp;nbsp;. While he recognized how these models can to an extent &lt;em&gt;commodify &lt;/em&gt;human behavior and social principles, he stressed that knowledge of behavioral science is a useful framework for product planning, that must be given a socially useful implementation. He developed the following criteria of considerations:&lt;/p&gt;

&lt;p align="justify"&gt;Considering this framework is part of recognizing how knowledge circulating market networks affects our behavior. Nishant Shah addressed two ideas along these lines in the thought piece. First, he suggests us to recognize the negotiations that take place in the state-citizen-market ecosystem, and how they affect our rights, demands and&amp;nbsp;responsibilities&amp;nbsp;in society. Second, how this leads to a different understanding of the citizen as an "embodiment of these state-market negotiations". Keeping consumer behavior, and the forces shaping, enabling and constraining it in mind, is an interesting framework when we think of ourselves as information consumers&amp;nbsp;-and as Yochai Benkler posits in The Wealth of Networks- in an ongoing transition to information producers. This also depends on how we think of information. We usually define content as information, but the structure and infrastructure are also pieces of 'information' we continuously shape through our interaction with technology. Hence, when we talk about making information accessible, we are also talking about producing legible and intelligible infrastructures.&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Linking it back to digital technology&lt;/h3&gt;
&lt;p align="justify"&gt;I am aware that the relationship we are trying to draw seems little far-fetched, but Amruth and the Vita Bean's team experience shows this behavioral-science approach, not only has a lot of potential, but is seldom explored in the education technology market. He told us about his success story with a&amp;nbsp;&lt;strong&gt;behavior simulation engine.&lt;/strong&gt; They used neuroscience as a base to build computer based activities and games to predict the behavior of its users on specific situations. They had an accuracy of 86%, which according to Amruth, is larger than every known psychological framework, and according to their &lt;a href="http://www.vitabeans.com/case-studies.php"&gt;testimonial&lt;/a&gt;, above most behavioral tests in the market (which only yield 20-40% of accuracy). Amruth said: &lt;em&gt;"That
 was the first behavior research connection that brought us into the 
start-up space. Exploring games, exploring human behavior."&lt;/em&gt;&lt;/p&gt;
&lt;blockquote style="float: left;"&gt;
&lt;div style="text-align: center;"&gt;&lt;strong&gt;Design challenges in&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;strong&gt;mobile applications**&lt;/strong&gt;&lt;/strong&gt;&lt;/div&gt;

&lt;p align="justify"&gt;We can also link these ideas back to storytelling. Amruth and I discussed what is the best way to use technology to engage users with digital stories. He made a good point at pairing up both processes:&lt;em&gt; "What&amp;nbsp;makes a storytelling session effective is how you contextualize a story for the person you are sitting with. As kids we are used to a one way process. As adults, stories are more interactive, so you may bring a new dimension, and the story might go in a very different direction. The technology must enable and reflect that." &lt;/em&gt;Compelling narratives must motivate the audience to interact with the stories, and digital devices must perform the same function. The infrastructure and interface of technologies must be intuitive, familiar and persuasive enough to sway users into interacting with it.&amp;nbsp;&lt;/p&gt;
&lt;p align="justify"&gt;A way to do this is by pairing up technologies with the criterion above. In terms of functionality: provide them with a &lt;strong&gt;mechanism&lt;/strong&gt; that translates the users ideas into action, that is&amp;nbsp;&lt;strong&gt;efficient&lt;/strong&gt;&amp;nbsp;at enabling&amp;nbsp;them, and that reduces the '&lt;strong&gt;distance &lt;/strong&gt;(the&lt;strong&gt;&amp;nbsp;&lt;/strong&gt;cost or amount of energy needed) to perform a task -as has been accomplished with Guru G in India. As for the &lt;strong&gt;force &lt;/strong&gt;and&lt;strong&gt; direction&lt;/strong&gt; of motivation, Amruth brought up some design challenges when discussing adoption of mobile applications [**"&lt;em&gt;by analysing what increases the probability of a solution / campaign 
growing organically by word of mouth, going viral, and specifically what make something fashionable&lt;/em&gt;". See box on the left]. These challenges may vary from one application to the other but, at the end of day, the analysis and conceptualization of the product must be persuasive and empathetic with its users.&lt;/p&gt;
&lt;h3&gt;Making Change&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;To close our interview, Amruth and I talked about what it means to 'make change' through digital design. He believes 'making change' is composed of three elements:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;&lt;strong&gt;Empathy: &lt;/strong&gt;Your attempt to make change&amp;nbsp;will depend on the amount of empathy you feel towards the people you are trying to create change for.&lt;em&gt; "We spend time interacting with teachers, classrooms, just to get an idea of how the teacher thinks, empathize with prospective users".&lt;/em&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Imagination:&lt;/strong&gt;&amp;nbsp;How you translate this empathy into solutions. &lt;em&gt;"Imagination helps you think of as many solutions as you can to solve the design and adoption challenges"&lt;/em&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Action:&amp;nbsp;&lt;/strong&gt;The most challenging stage according to Amruth: &lt;em&gt;"If your technology is too hard to use, you will lose audience. If it's not impactful enough, it is trivialized. How do you reach a balance in making it effortless and yet, impactful?"&lt;/em&gt;&lt;/li&gt;&lt;/ul&gt;
&lt;p align="justify"&gt;&lt;br /&gt;This post took a step back in our analysis of citizen action, to uncover a less visible space where change is also taking place: the intersection of the user with the machine. We seldom look at the relationship: producer-machine-consumer (and its multiple combinations) and how &amp;nbsp;our behavior is being reconfigured by new digital technologies (in this project). The pace at which we need to upgrade our own operation systems, requires a degree of digital literacy that is not being facilitated by the state, the market or even civil society. Vita Beans, is one of the few examples of market actors working towards cutting the middle-man between users and digital technologies. If widely adopted, this model has the potential of re-organizing the state-citizen-market dynamic: from&amp;nbsp;how citizens interact with the technology market to how new ways of producing and using technology might shape citizens' negotiation with the state.&lt;/p&gt;
&lt;div&gt;This was also a set of explorations. It is a fairly new area in our research that will lead to more conversations with people who understand technology as an infrastructure and as material, as opposed to us- who often understand it as a practice, a space or an actor. Our goal is to bring content and infrastructure closer together, and make a stronger emphasis on inter-disciplinarity and multi-stakeholderism as a strategy to leverage change.&amp;nbsp;

    <title>Digital Activism in Asia Reader: Announcement</title>

        &lt;b&gt;The CIS-RAW programme organized an editorial workshop on March 6-7, 2015, as part of its project on a Digital Activism in Asia Reader. The project is a collaborative effort of the Centre for Internet and Society and the Centre for Digital Cultures, Leuphana University, Germany, which aims to bring together local knowledge, debates and conversations around Digital Activism in Asia.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The proposed reader on Digital Activism in Asia will combine stories in multiple forms, including academic essays, case-studies to grey literature from public discourse that reveals and points to the debates around digital activism that have emerged in this particular context. Most of the audience will consist of academics, practitioners and policy actors internationally.&lt;/p&gt;
&lt;p&gt;One of the main goals of this reader will be to challenge the prevalent notion in the discourse of Digital Activism of universality and uniformity across contexts and cultures. The focus is on new actors (like digital natives), processes, movements, and networks that such digital activism has engendered.&lt;/p&gt;
&lt;p&gt;The editorial workshop was conducted towards completion of the Reader, to better contextualize the material through peer annotations and supporting information. Over the course of two days, a total of six participants worked on two articles each, which had been circulated beforehand, to annotate those using different kinds of material and close reading the texts.&lt;/p&gt;
&lt;p&gt;The workshop was structured in the form of presentations and discussion sessions in the morning, followed by a writing sprint in the afternoon. Apart from a larger discussion around digital activism itself, its modes, approaches and forms, the materials were also categorized along four axes – activists using digital tools, activism around the digital, digital shaping activism and activism shaping the digital – which helped structure the discussions and the process of writing. The suggested annotations took different forms – from introductory paragraphs to references for further reading. Participants were also expected to bring in and build on their own practices, experiences and contexts in discussing the articles.&lt;/p&gt;
&lt;p&gt;The Digital Activism in Asia Reader is expected to be published by the &lt;a href="http://cdc.leuphana.com/structure/hybrid-publishing-lab/" target="_blank"&gt;Hybrid Publishing Lab&lt;/a&gt; in mid-2015.&lt;/p&gt;

        &lt;b&gt;The digital turn might as well be marked as an Asian turn. From flash-mobs in Taiwan to feminist mobilisations in India, from hybrid media strategies of Syrian activists to cultural protests in Thailand, we see the emergence of political acts that transform the citizen from being a beneficiary of change to becoming an agent of change. In co-shaping these changes, what the digital shall be used for, and what its consequences will be, are both up for speculation and negotiation. Digital Activism in Asia marks a particular shift where these questions are no longer being refracted through the ICT4D logic, or the West’s attempts to save Asia from itself, but shaped by multiplicity, unevenness, and urgencies of digital sites and users in Asia. It is our great pleasure to present the Digital Activism in Asia Reader.&lt;/b&gt;

&lt;h2&gt;The Book&lt;/h2&gt;
&lt;p&gt;The Reader took shape over two workshops with a diverse range of participants, including activists, change-makers, and scholars, organised by the Researchers at Work (RAW) programme in June 2014 and March 2015. During the first workshop, the participants identified the authors, topics, and writings that should be included/featured in the reader, based upon their relevance in the grounded practices of the participants, who came from various Asian countries. The second workshop involved open discussions regarding how the selected readings should be annotated, from key further questions to strategies of introducing them, followed by development of the annotations by the participants of the workshop. The full list of contributors, annotators, and editors is mentioned at the end of the book.&lt;/p&gt;

&lt;p&gt;Compiling this Reader on Digital Activism in Asia is fraught with compelling challenges, because each of the key terms in the formulation of the title is sub-ject to multiple interpretations and fierce contestations. The construction of ‘Asia’ as a region, has its historical roots in processes of colonial technologies of cartography and navigation. Asia was both, a measured entity, mapped for resources to be exploited, and also a measure of the world, promising anorientation to the Western World’s own turbulent encounters. As Chen Kuan-Hsing points out in his definitive history of the region, Asia gets re-imagined as­ a­ ‘method’ in cold-war conflicts, becoming the territory to be assimilated through exports of different ideologies and cultural purports. Asia does not have its own sense of being­ a­region. The transactions, interactions, flows and exchanges between different countries and regions in Asia have been so entirely mediated by powers of colonisation that the region remains divided and reticent in its imagination of itself. However, by the turn of the 21st century, Asia has seen­ a­ new awakening. It finds­ a­ regional identity, which, surprisingly did not emerge from its consolidating presence in global economics or in globalised structures of trade and commerce. Instead, it finds­ a­ presence, for itself, through a series of crises of governance, of social order, of political rights, and of cultural productions, that binds it together in unprecedented ways.&lt;/p&gt;
&lt;p&gt;The digital turn might as well be marked as an Asian turn, because with the new networks of connectivity, with Asian countries marking themselves as informatics hubs, working through a circulated logic of migrant labour and dis-tributed resources, there came a sense of immediacy, proximity, and urgencythat continues to shape the Asian imagination in a new way. In the last decade or so, the rapid changes that have emerged, creating multiple registers of modernity, identity, and community in different parts of Asia, accelerated by a­ seamless exchange of ideas, commodities, cultures, and people have created a new sense of the region as emerging through co-presence rather than competition and conflict. Simultaneously, the emergence of global capitals of information, labour and cultural export, have created new reference points by which the region creates its identities and networks that are no longer subject to the tyranny of Western hegemony...&lt;/p&gt;
&lt;p&gt;While the digital remains crucial to this shaping of contemporary Asia, both in sustaining the developmental agenda that most of the countries espouse, and in opening up an inward looking gaze of statecraft and social organisation, the digital itself remains an ineffable concept. Largely because the digital is like­ a­ blackbox that conflates multiple registers of meaning and layers of life, it becomes important to unengineer it and see what it enables and hides. The economic presence of the digital is perhaps the most visible in telling the story of Asia in the now. Beginning with the dramatic development of Singapore as the centre of informatics governance and the emergence of a range of cities from Shanghai to Manilla and Bangalore to Tehran, there has been an accelerated narrative of economic growth and accumulation of capital that is often the global face of the Asian turn. However, this economic reordering is not a practice in isolation. It brings with it, a range of social stirrings that seek to overthrow traditional structures of oppression, corruption, control, and injustice that have often remained hidden in the closed borders of Asian countries. However, the digital marks a particular shift where these questions are no longer being excavated by the ICT4D logic, of the West’s attempts to save Asia from itself. These are questions that emerge from the ground, as more people interact with progressive and liberal politics and aspire not only for higher purchase powers but a better quality of rights. The digital turn has opened up a range of social and political rights based discourses, practices, and movements, where populations are holding their governments and countries responsible, accountable, and culpable in the face of personal and collective loss and injustice...&lt;/p&gt;
&lt;p&gt;In the face of this multiplicity of digital sites and usages that are reconfiguring Asia, it is obvious then, that the very nature of what constitutes activism is changing as well. Organised civil society presence in Asia has often had a strong role in shaping modern nation states, but more often than not these processes were defined in the same vocabulary as that of the powers that they were fighting against.­ Marked by­ a­ strong sense of developmentalism and often working in complement to the state rather than keeping a check on the state’s activities, traditional activism in Asia has often suffered from the incapacity to scale and the inability to find alternatives to the state-defined scripts of development, growth and progress. In countries where literacy rates have been low, these movements also suffer from being conceived in philosophical and linguistic sophistry that escapes the common citizen and remains the playground of the few who have privileges afforded to them by class and region. Digital Activism, however, seems to have broken this language barrier, both internally and externally, allowing for new visualities enabled by ubiquitous computing to bring various stakeholders into the fray... At the same time, the digital itself has introduced new problems and concerns that are often glossed over, in the enthralling tale of progress. Concerns around digital divide, invasive practices of personal data gathering, the nexus of markets and governments that install the citizen/consumer in precarious conditions, and the re-emergence of organised conservative politics are also a part of the digital turn. Activism has had to focus not only on digital as a tool, but digital also as a site of protest and resistance...&lt;/p&gt;
&lt;p&gt;The Reader does not offer an index of the momentous emergence with the growth of the digital or a chronological account of how digital activism in Asia has grown and shaped the region. Instead, the Reader attempts a crowd-sourced  compilation that presents critical tools, organisations, theoretical concepts, political analyses, illustrative case-studies and annotations, that an emerging network of changemakers in Asia have identified as important in their own practices within their own contexts.&lt;/p&gt;

    <title>Data Lives of Humanities Text</title>

        &lt;b&gt;The ‘computational turn’ in the humanities has brought with it several questions and challenges for traditional ways of engaging with the ‘text’ as an object of enquiry.  The prevalence of data-driven scholarship in the humanities offers several challenges to traditional forms of work and practice, with regard to theory, tools, and methods. In the context of the digital, ‘text’ acquires new forms and meanings, especially with practices such as distant reading. Drawing upon excerpts from an earlier study on digital humanities in India, this essay discusses how data in the humanities is not a new phenomenon; concerns about the ‘datafication’ of humanities, now seen prominently in digital humanities and related fields is actually reflective of a longer conflict about the inherited separation between humanities and technology. It looks at how ‘data’ in the humanities has become a new object of enquiry as a result of several changes in the media landscape in the past few decades. These include large-scale digitalization and availability of  corpora of materials (digitized and born-digital) in an array of formats and across varied platforms, thus leading to also a steady prevalence of the use of computational methods in working with and studying cultural artifacts today. This essay also explores how reading ‘text as data’ helps understand the role of data in the making of humanities texts and redefines traditional ideas of textuality, reading, and the reader.&lt;/b&gt;

    <title>Data Infrastructures and Inequities: Why Does Reproductive Health Surveillance in India Need Our Urgent Attention?</title>

&lt;h3&gt;&lt;strong&gt;Framing Reproductive Health as a Surveillance Question&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;The approach of the postcolonial Indian state to healthcare has been Malthusian, with the prioritisation of family planning and birth control (Hodges 2004). Supported by the notion of socio-economic development arising out of a “modernisation” paradigm, the target-based approach to achieving reduced fertility rates has shaped India’s reproductive and child health (RCH) programme (Simon-Kumar 2006).&lt;/p&gt;
&lt;p&gt;This is also the context in which India’s abortion law, the Medical Termination of Pregnancy (MTP) Act, was framed in 1971, placing the decisional privacy of women seeking abortions in the hands of registered medical practitioners. The framing of the MTP act invisibilises females seeking abortions for non-medical reasons within the legal framework. The exclusionary provisions only exacerbated existing gaps in health provisioning, as access to safe and legal abortions had already been curtailed by severe geographic inequalities in funding, infrastructure, and human resources. The state has concomitantly been unable to meet contraceptive needs of married couples or reduce maternal and infant mortality rates in large parts of the country, mediating access along the lines of class, social status, education, and age (Sanneving et al 2013).&lt;/p&gt;
&lt;p&gt;While the official narrative around the RCH programme transitioned to focus on universal access to healthcare in the 1990s, the target-based approach continues to shape the reality on the ground. The provision of reproductive healthcare has been deeply unequal and, in some cases, in hospitals. These targets have been known to be met through the practice of forced, and often unsafe, sterilisation, in conditions of absence of adequate provisions or trained professionals, pre-sterilisation counselling, or alternative forms of contraception (Sama and PLD 2018). Further, patients have regularly been provided cash incentives, foreclosing the notion of free consent, especially given that the target population of these camps has been women from marginalised economic classes in rural India.&lt;/p&gt;
&lt;p&gt;Placing surveillance studies within a feminist praxis allows us to frame the reproductive health landscape as more than just an ill-conceived, benign monitoring structure. The critical lens becomes useful for highlighting that taken-for-granted structures of monitoring are wedded with power differentials: genetic screening in fertility clinics, identification documents such as birth certificates, and full-body screeners are just some of the manifestations of this (Adrejevic 2015). Emerging conversations around feminist surveillance studies highlight that these data systems are neither benign nor free of gendered implications (Andrejevic 2015). In continual remaking of the social, corporeal body as a data actor in society, such practices render some bodies normative and obfuscate others, based on categorisations put in place by the surveiller.&lt;/p&gt;
&lt;p&gt;In fact, the history of surveillance can be traced back to the colonial state where it took the form of systematic sexual and gendered violence enacted upon indigenous populations in order to render them compliant (Rifkin 2011; Morgensen 2011). Surveillance, then, manifests as a “scientific” rationalisation of complex social hieroglyphs (such as reproductive health) into formats enabling administrative interventions by the modern state. Lyon (2001) has also emphasised how the body emerged as the site of surveillance in order for the disciplining of the “irrational, sensual body”—essential to the functioning of the modern nation-state—to effectively happen.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Questioning the Information and Communications Technology for Development (ICT4D) and Big Data for Development (BD4D) Rhetoric&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Information and Communications Technology (ICT) and data-driven approaches to the development of a robust health information system, and by extension, welfare, have been offered as solutions to these inequities and exclusions in access to maternal and reproductive healthcare in the country.&lt;/p&gt;
&lt;p&gt;The move towards data-driven development in the country commenced with the introduction of the Health Management Information System in Andhra Pradesh in 2008, and the Mother and Child Tracking System (MCTS) nationally in 2011. These are reproductive health information systems (HIS) that collect granular data about each pregnancy from the antenatal to the post-natal period, at the level of each sub-centre as well as primary and community health centre. The introduction of HIS comprised cross-sectoral digitisation measures that were a part of the larger national push towards e-governance; along with health, thirty other distinct areas of governance, from land records to banking to employment, were identified for this move towards the digitalised provisioning of services (MeitY 2015).&lt;/p&gt;
&lt;p&gt;The HIS have been seen as playing a critical role in the ecosystem of health service provision globally. HIS-based interventions in reproductive health programming have been envisioned as a means of: (i) improving access to services in the context of a healthcare system ridden with inequalities; (ii) improving the quality of services provided, and (iii) producing better quality data to facilitate the objectives of India’s RCH programme, including family planning and population control. Accordingly, starting 2018, the MCTS is being replaced by the RCH portal in a phased manner. The RCH portal, in areas where the ANMOL (ANM Online) application has been introduced, captures data real-time through tablets provided to health workers (MoHFW 2015).&lt;/p&gt;
&lt;p&gt;A proposal to mandatorily link the Aadhaar with data on pregnancies and abortions through the MCTS/RCH has been made by the union minister for Women and Child Development as a deterrent to gender-biased sex selection (Tembhekar 2016). The proposal stems from the prohibition of gender-biased sex selection provided under the Pre-Conception and Pre-Natal Diagnostics Techniques (PCPNDT) Act, 1994. The approach taken so far under the PCPNDT Act, 2014 has been to regulate the use of technologies involved in sex determination. However, the steady decline in the national sex ratio since the passage of the PCPNDT Act provides a clear indication that the regulation of such technology has been largely ineffective. A national policy linking Aadhaar with abortions would be aimed at discouraging gender-biased sex selection through state surveillance, in direct violation of a female’s right to decisional privacy with regards to their own body.&lt;/p&gt;
&lt;p&gt;Linking Aadhaar would also be used as a mechanism to enable direct benefit transfer (DBT) to the beneficiaries of the national maternal benefits scheme. Linking reproductive health services to the Aadhaar ecosystem has been critiqued because it is exclusionary towards women with legitimate claims towards abortions and other reproductive services and benefits, and it heightens the risk of data breaches in a cultural fabric that already stigmatises abortions. The bodies on which this stigma is disproportionately placed, unmarried or disabled females, for instance, experience the harms of visibility through centralised surveillance mechanisms more acutely than others by being penalised for their deviance from cultural expectations.&amp;nbsp; This is in accordance with the theory of "data extremes,” wherein marginalised communities are seen as&amp;nbsp; living on the extremes of&amp;nbsp; data capture, leading to a data regime that either refuses to recognise them as legitimate entities or subjects them to overpolicing in order to discipline deviance (Arora 2016). In both developed and developing contexts, the broader purpose of identity management has largely been to demarcate legitimate and illegitimate actors within a population, either within the framework of security or welfare.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Potential Harms of the Data Model of Reproductive Health Provisioning&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Informational privacy and decisional privacy are critically shaped by data flows and security within the MCTS/RCH. No standards for data sharing and storage, or anonymisation and encryption of data have been implemented despite role-based authentication (NHSRC and Taurus Glocal 2011). The risks of this architectural design are further amplified in the context of the RCH/ANMOL where data is captured real-time. In the absence of adequate safeguards against data leaks, real-time data capture risks the publicising of reproductive health choices in an already stigmatised environment. This opens up avenues for further dilution of autonomy in making future reproductive health choices.&lt;/p&gt;
&lt;p&gt;Several core principles of informational privacy, such as limitations regarding data collection and usage, or informed consent, also need to be reworked within this context.&lt;sup&gt;[1]&lt;/sup&gt; For instance, the centrality of the requirement of “free, informed consent” by an individual would need to be replaced by other models, especially in the context of reproductive health of&amp;nbsp; rape survivors who are vulnerable and therefore unable to exercise full agency. The ability to make a free and informed choice, already dismantled in the context of contemporary data regimes, gets further precluded in such contexts. The constraints on privacy in decisions regarding the body are then replicated in the domain of reproductive data collection.&lt;/p&gt;
&lt;p&gt;What is uniform across these digitisation initiatives is their treatment of maternal and reproductive health as solely a medical event, framed as a data scarcity problem. In doing so, they tend to amplify the understanding of reproductive health through measurable indicators that ignore social determinants of health. For instance, several studies conducted in the rural Indian context have shown that the degree of women’s autonomy influences the degree of usage of pregnancy care, and that the uptake of pregnancy care was associated with village-level indicators such as economic development, provisioning of basic infrastructure and social cohesion. These contextual factors get overridden in pervasive surveillance systems that treat reproductive healthcare as comprising only of measurable indicators and behaviours, that are dependent on individual behaviour of practitioners and women themselves, rather than structural gaps within the system.&lt;/p&gt;
&lt;p&gt;While traditionally associated with state governance, the contemporary surveillance regime is experienced as distinct from its earlier forms due to its reliance on a nexus between surveillance by the state and private institutions and actors, with both legal frameworks and material apparatuses for data collection and sharing (Shepherd 2017). As with historical forms of surveillance, the harms of contemporary data regimes accrue disproportionately among already marginalised and dissenting communities and individuals. Data-driven surveillance has been critiqued for its excesses in multiple contexts globally, including in the domains of predictive policing, health management, and targeted advertising (Mason 2015). In the attempts to achieve these objectives, surveillance systems have been criticised for their reliance on replicating past patterns, reifying proximity to a hetero-patriarchal norm (Haggerty and Ericson 2000). Under data-driven surveillance systems, this proximity informs the preexisting boxes of identity for which algorithmic representations of the individual are formed. The boxes are defined contingent on the distinct objectives of the particular surveillance project, collating disparate pieces of data flows and resulting in the recasting of the singular offline self into various 'data doubles' (Haggerty and Ericson 2000). Refractive, rather than reflective, the data doubles have implications for the physical, embodied life of individual with an increasing number of service provisioning relying on the data doubles (Lyon 2001). Consider, for instance, apps on menstruation, fertility, and health, and wearables such as fitness trackers and pacers, that support corporate agendas around what a woman’s healthy body should look, be or behave like (Lupton 2014). Once viewed through the lens of power relations, the fetishised, apolitical notion of the data “revolution” gives way to what we may better understand as “dataveillance.”&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Towards a Networked State and a Neo-liberal Citizen&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Following in this tradition of ICT being treated as the solution to problems plaguing India’s public health information system, a larger, all-pervasive healthcare ecosystem is now being proposed by the Indian state (NITI Aayog 2018). Termed the National Health Stack, it seeks to create a centralised electronic repository of health records of Indian citizens with the aim of capturing every instance of healthcare service usage. Among other functions, it also envisions a platform for the provisioning of health and wellness-based services that may be dispensed by public or private actors in an attempt to achieve universal health coverage. By allowing private parties to utilise the data collected through pullable open application program interfaces (APIs), it also fits within the larger framework of the National Health Policy 2017 that envisions the private sector playing a significant role in the provision of healthcare in India. It also then fits within the state–private sector nexus that characterises dataveillance. This, in turn, follows broader trends towards market-driven solutions and private financing of health sector reform measures that have already had profound consequences on the political economy of healthcare worldwide (Joe et al 2018).&lt;/p&gt;
&lt;p&gt;These initiatives are, in many ways, emblematic of the growing adoption of network governance reform by the Indian state (Newman 2001). This is a stark shift from its traditional posturing as the hegemonic sovereign nation state. This shift entails the delayering from large, hierarchical and unitary government systems to horizontally arranged, more flexible, relatively dispersed systems.&lt;sup&gt;[2]&lt;/sup&gt; The former govern through the power of rules and law, while the latter take the shape of self-regulating networks such as public–private contractual arrangements (Snellen 2005). ICTs have been posited as an effective tool in enabling the transition to network governance by enhancing local governance and interactive policymaking enabling the co-production of knowledge (Ferlie et al 2011). The development of these capabilities is also critical to addressing “wicked problems” such as healthcare (Rittel and Webber 1973).&lt;sup&gt;[3]&lt;/sup&gt; The application of the techno-deterministic, data-driven model to reproductive healthcare provision, then, resembles a fetishised approach to technological change. The NHSRC describes this as the collection of data without an objective, leading to a disproportional burden on data collection over use (NHSRC and Taurus Glocal 2011).&lt;/p&gt;
&lt;p&gt;The blurring of the functions of state and private actors is reflective of the neo-liberal ethic, which produces new practices of governmentality. Within the neo-liberal framework of reproductive healthcare, the citizen is constructed as an individual actor, with agency over and responsibility for their own health and well-being (Maturo et al 2016).&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;“Quantified Self” of the Neo-liberal Citizen&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Nowhere can the manifestation of this neo-liberal citizen can be seen as clearly as in the “quantified self” movement. The quantified self movement refers to the emergence of a whole range of apps that enable the user to track bodily functions and record data to achieve wellness and health goals, including menstruation, fertility, pregnancies, and health indicators in the mother and baby. Lupton (2015) labels this as the emergence of the “digitised reproductive citizen,” who is expected to be attentive to her fertility and sexual behaviour to achieve better reproductive health goals. The practice of collecting data around reproductive health is not new to the individual or the state, as has been demonstrated by the discussion above. What is new in this regime of datafication under the self-tracking movement is the monetisation of reproductive health data by private actors, the labour for which is performed by the user. Focusing on embodiment draws attention to different kinds of exploitation engendered by reproductive health apps. Not only is data about the body collected and sold, the unpaid labour for collection is extracted from the user. The reproductive body can then be understood as a cyborg, or a woman-machine hybrid, systematically digitising its bodily functions for profit-making within the capitalist (re)production machine (Fotoloulou 2016). Accordingly, all major reproductive health tracking apps have a business model that relies on selling information about users for direct marketing of products around reproductive health and well-being (Felizi and Varon nd).&lt;/p&gt;
&lt;p&gt;As has been pointed out in the case of big data more broadly, reproductive health applications (apps) facilitate the visibility of the female reproductive body in the public domain. Supplying anonymised data sets to medical researchers and universities fills some of the historical gaps in research around the female body and reproductive health. Reproductive and sexual health tracking apps globally provide their users a platform to engage with biomedical information around sexual and reproductive health. Through group chats on the platform, they are also able to engage with experiential knowledge of sexual and reproductive health. This could also help form transnational networks of solidarity around the body and health&amp;nbsp; (Fotopoulou 2016).&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;This radical potential of network-building around reproductive and sexual health is, however, tempered to a large extent by the reconfiguration of gendered stereotypes through these apps. In a study on reproductive health apps on Google Play Store, Lupton (2014) finds that products targeted towards female users are marketed through the discourse of risk and vulnerability, while those targeted towards male users are framed within that of virility. Apart from reiterating gendered stereotypes around the male and female body, such a discourse assumes that the entire labour of family planning is performed by females. This same is the case with the MCTS/RCH.&lt;/p&gt;
&lt;p&gt;Technological interventions such as reproductive health apps as well as HIS are based on the assumption that females have perfect control over decisions regarding their own bodies and reproductive health, despite this being disproved in India. The Guttmacher Institute (2014) has found that 60% of women in India report not having control over decisions regarding their own healthcare. The failure to account for the husband or the family as stakeholder in decision-making around reproductive health has been a historical failure of the family planning programme in India, and is now being replicated in other modalities. This notion of an autonomous citizen who is able to take responsibility of their own reproductive health and well-being does not hold true in the Indian context. It can even be seen as marginalising females who have already been excluded from the reproductive health system, as they are held responsible for their own inability to access healthcare.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Concluding Remarks&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;The interplay that emerges between reproductive health surveillance and data infrastructures is a complex one. It requires the careful positioning of the political nature of data collection and processing as well as its hetero-patriarchal and colonial legacies, within the need for effective utilisation of data for achieving developmental goals. Assessing this discourse through a feminist lens identifies the web of power relations in data regimes. This problematises narratives of technological solutions for welfare provision.&lt;/p&gt;
&lt;p&gt;The reproductive healthcare framework in India then offers up a useful case study to assess these concerns. The growing adoption of ICT-based surveillance tools to equalise access to healthcare needs to be understood in the socio-economic, legal, and cultural context where these tools are being implemented. Increased surveillance has historically been associated with causing the structural gendered violence that it is now being offered as a solution to. This is a function of normative standards being constructed for reproductive behaviour that necessarily leave out broader definitions of reproductive health and welfare when viewed through a feminist lens. Within the larger context of health policymaking in India, moves towards privatisation then demonstrate the peculiarity of dataveillance as it functions through an unaccountable and pervasive overlapping of state and private surveillance practises. It remains to be seen how these trends in ICT-driven health policies affect access to reproductive rights and decisional privacy for millions of females in India and other parts of the global South.&lt;/p&gt;
