        &lt;h3&gt;What is Editor Growth &amp;amp; Contribution Program on Telugu Wikipedia?&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Editor Growth &amp;amp; Contribution Program is an online outreach program that will help raise the number of active editors on Telugu Wikipedia. The program will provide an entrance point for newcomers to Wikipedia, enabling them to contribute to its contents and share the knowledge they possess, while participating and communicating with existing Wikipedia community members. Such a program will serve as a compliment to off-wiki outreach activities already underway.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Some of the Telugu Wikipedians like Arjuna, Dr. Rajshekhar, Sujatha are in the initial stage of discussing the possibility and ways of running an Editor Growth &amp;amp; Contribution Program on Telugu Wikipedia.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;How will the program run?&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The idea is to run outreach banners using the local site notice on Telugu Wikipedia for three consecutive months. These banners will be in the form of short bios/stories of Telugu Wikipedians who agree to be featured in the editor campaign. Most Wikipedia visitors are unaware of the fact that regular folks write articles on Wikipedia and not scholars or paid writers. These personal stories from active Wikipedians could feature their motivation to contribute, their passion for building and developing Wikipedia, their early experience with Wikipedia as an editor, their invitation to site visitors to become Wikipedia editors, etc. Such personal stories will add a human touch to Wikipedia and will help new visitors related to real life stories. &lt;br /&gt;&lt;br /&gt;Each of these banners will link to a landing page. The landing page will start with a question at its top saying “What would you like to do in Wikipedia?” followed by six buttons each listing an answer to this question, and linking to the corresponding tutorial page. These six buttons will be: create your username, create your userpage, edit an existing article (fix a typo), add a reference, create a new article, and send a message.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Landing page will be designed in a simple way to avoid any visual distraction for the visitor. Each button will provide a detailed graphical explanation on how to perform each of those actions. &lt;h3 style="text-align: justify; "&gt;Why Telugu Wikipedia?&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;As per &lt;a class="external-link" href="http://stats.wikimedia.org/EN/TablesWikipediaTE.htm"&gt;Wikimedia Stats&lt;/a&gt; Telugu speaking population is around 8 crore. Telugu Wikipedia has about 18 lakh page views per month and 21 active editors (5+ edits in a month). In a community with such large numbers of speakers but extremely low number of Wikipedia editors, there seems to be a lot of scope and opportunity to increase Wikipedia's reach and awareness amongst Telugu speaking population and more so amongst reader of Telugu Wikipedia to start improving and expanding Wikipedia articles and foster the growth of Telugu Wikipedia community.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;i&gt;Telugu Wikipedia at a glance July 2012&lt;/i&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Number of speakers of other Dravidian languages like Kannada, Malayalam and Tamil is relatively low but have higher number of page views and active editors as compared to Telugu as seen in the table on the right. KA, ML and TA Wikipedia communities have run different programs over time to increase it's reach, spread more awareness and invite new editors. Some of these programs were TamilWiki Media Contest, Tamil Wikipedia Contribution Campaign, Malayalam Wikipedia Education Program, Kannada Medical Project, etc. Telugu Wikipedia requires a similar high impact project that can help them grow their community.&lt;/p&gt;

&lt;h3 style="text-align: justify; "&gt;Cross pollinating ideas&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Tamil and Arabic Wikipedia communities have already experimented with Editor Growth &amp;amp; Contribution Program and have produced amazing results. Ravi from Tamil Wikipedia and Haitham from Arabic Wikipedia were actively involved in running the contribution programs on their respective language Wikipedias and have offered help to run similar project on Telugu Wikipedia and provide regular guidance and support.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Next steps ahead&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Strong community support will be required to run such a program. The larger Telugu Wikipedia community will plan a meet up sometime in October in Hyderabad to take this program forward. Special thanks to  Dr. Rajshekhar who has offered to organise this meet-up.&lt;/p&gt;

    <title>Economic, Social and Cultural Rights in India: Opportunities for Advocacy in Intellectual Property</title>

        &lt;b&gt;Centre for Internet &amp; Society worked on a three part case study. The first case study on digital protection of traditional knowledge was published by GIS Watch in December 2016. The other two case studies along with the synthesis overview has also been published.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The rights established in the International Covenant on Economic, Social and Cultural Rights (ICESCR) are socioeconomic rights and are easily mapped onto rights to education, work, science and culture. These rights, however, are not as easily mapped onto intellectual property rights. This three-part case study contemplates the ICESCR through aspects of intellectual property in India, namely, mobile patents, free and open source software (FOSS), and India’s Traditional Knowledge Digital Library. Through these, it demonstrates the potential of these technologies in realising ESCRs.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A distinguishing factor of the ICESCR is the emphasis on the progressive realisation of rights within the Covenant, which indicates the necessity of parties to take steps for the realisation of ESCRs to the best of their ability given the resources available, with a view to fully realising these rights in the long term. This is particularly relevant in India, where the large population and scarcity of resources require gradual realisation and sustained planning. This case study advocates for the progressive realisation of the rights outlined below, and sheds light on the current state of progress in India, as well as providing an overview of the framework within which these rights will be realised.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Although these three case studies focus on distinct areas – mobile patents, FOSS and open standards, and traditional knowledge – they can also be understood as tied together through the central theme of a mobile phone. The first case study on mobile patents deals with the hardware of the phone, the second deals with the software in discussing open software and standards, and the third case study on traditional knowledge focuses on the person holding the phone who consumes information-embedded products such as traditional foods and medicines.&lt;/p&gt;

        &lt;b&gt;The e-DIRAP Hangout on Open Government was held on Thursday, 25 July 2013. It brought together nine professionals from Australia, India, Indonesia, Japan, Malaysia and the Philippines to discuss the wide spectrum of issues surrounding open government.

&lt;p style="text-align: justify; "&gt;The idea of open government has been around for hundreds of years but the contemporary use of the term is influenced by the rapid advancement of ICTs and by the open source movement. "Just as open source software allows users to change and contribute to the source code of their software, open government now means government where citizens not only have access to information, documents and proceedings, but can also become participants in a meaningful way."&lt;a href="#fn1" name="fr1"&gt;[1] &lt;/a&gt;There is now increasing pressure for governments to be more open with their digital documents and processes, and to interact with citizens.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;To assess whether your government is open, a good starting point is the Open Government Partnership minimum eligibility criteria that has four key areas:&lt;a href="#fn2" name="fr2"&gt;[2]&lt;/a&gt;&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Fiscal transparency related to open budget system&lt;/li&gt;
&lt;li&gt;Access to information, e.g. an access to information law that guarantees the public’s right to information and access to government data.&lt;/li&gt;
&lt;li&gt;Disclosures related to elected or senior public officials, e.g. public disclosure of their income and assets.&lt;/li&gt;
&lt;li&gt;Citizen engagement.&lt;/li&gt;
&lt;/ol&gt;
&lt;p style="text-align: justify; "&gt;The  panelists discussed open government initiatives in their respective   countries, the challenges they face, and open source tools for open   government.&lt;/p&gt;
&lt;ol&gt; &lt;/ol&gt;
&lt;h3 style="text-align: justify; "&gt;Open Government Initiatives&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;India&lt;br /&gt;&lt;/b&gt;The Government of India has decided to use royalty free open standards for all e-government data. The government has also shortlisted a number of open standards. India’s data portal, data.gov.in was recently launched and the number of datasets has been increasing. In January 2013 there were 89 datasets and in half a year,this has increased to over 3,000 datasets. Forty-five government departments are involved in this initiative and six apps have been created. The Planning Commission recently had a hackathon participated by about 1,900 people.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Indonesia&lt;/b&gt;&lt;br /&gt;Indonesia is one of the founding governments of the Open Government Partnership.&lt;a href="#fn3" name="fr3"&gt;[3]&lt;/a&gt; along with the Philippines and six other countries. The emphasis of open government in Indonesia is not only the "supply side" (i.e. government providing access to data and information). It is also looking at generating demand for open government by empowering citizens to access and analyse data and information, voice their concerns and advocate for openness in government. To empower citizens, the Government of Indonesia has a number of projects such as "Satu Layanan"&lt;a href="#fn4" name="fr4"&gt;[4]&lt;/a&gt; or "One Service", a web portal where citizens can find government information and services; “One Map”, to promote collaboration between different government ministries and agencies, and also civil society in integrating datasets; and "Lapor"&lt;a href="#fn5" name="fr5"&gt;[5]&lt;/a&gt; that allow citizens to report wrongdoings in public services using SMS, Twitter or through the website.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;According to a research study conducted by the World Wide Web Foundation,&lt;a href="#fn6" name="fr6"&gt;[6]&lt;/a&gt; the Government of Indonesia is working on making public data available. Public data includes social - economic data, development data and census data held by the National Statistic Bureau, as well as information on how the data is obtained and measured.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The research report also found that that there is a low demand from civil society and citizens for open government and open data. Moreover, cooperation between civil society and government in the implementation of open government is not strong enough. Several donors in Indonesia have provided support to develop the capacity of civil society groups that are part of the Steering Committee of the Open Government Partnership. Hivos’ Southeast Asia Technology and Transparency Initiative&lt;a href="#fn7" name="fr7"&gt;[7]&lt;/a&gt; is working with both civil society and government in Indonesia and the Philippines to promote transparency and accountability in public institutions.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Japan&lt;/b&gt;&lt;br /&gt;In Japan, the major focus is in the creation and launch of the open data portal this year. How much impact it will make and how it can be measured is a concern, and this is a worldwide challenge.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Malaysia&lt;/b&gt;&lt;br /&gt;The Sinar Project&lt;a href="#fn8" name="fr8"&gt;[8]&lt;/a&gt; in Malaysia promotes transparency, governance and citizen involvement, and uses open source technology to make information accessible to Malaysian citizens. The project has learned that for countries with poor democracy like Malaysia, basic information about government is available but not easily accessible to the public. The government is not familiar with interacting with citizens especially online. Unlike places with advanced statistics and open data, open government in Malaysia is at a nascent stage and is about having information about government representatives online and what bills are being passed in parliament.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Philippines&lt;/b&gt;&lt;br /&gt;In the Philippines, President Aquino announced that the Freedom of Information Bill will be a priority bill for Congress this year, but citizens are cynical about the passing of this bill because it has been under consideration for three years. The Office of the President has received support from the World Bank last year for an Open Data Project using CKAN and the open data portal will be at http://data.gov.ph. The Philippine Government Interoperability Framework was convened last week.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;PhilHealth or the Philippine Health Insurance Corporation&lt;a href="#fn9" name="fr9"&gt;[9]&lt;/a&gt; attempted to open up data, however even though there was political will to open up data, this was insufficient. A clear policy framework and change management (particularly, removing the fear of openness among employees) was needed.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Moreover, PhilHealth did not have the capacity and competency to ensure that the health data released, that includes diagnosis and treatment procedures, will not be reverse engineered to identify people. Health data is particularly sensitive due to the social stigma of certain health disorders, for example, those with tuberculosis may be assumed to have HIV/AIDS. When data is opened up, there are security and privacy implications. Developing countries need help and it is important to work together to come up with policies, protocols and algorithms to protect the health privacy of citizens.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Melbourne, Australia&lt;br /&gt;&lt;/b&gt;In Melbourne, Australia, local government efforts to engage with citizens more fully through online and offline platforms include experimenting with wiki-based policy development, smart cities initiatives and digital strategies. Through conversations with policymakers, some key themes were identified. First, openness is not the same as participation, and encouraging effective participation is a challenge. Public spaces need to be “programmed” to support participation, and opening up data is not sufficient. It is necessary to develop strategies for outreach to a diverse group and encourage substantive participation particularly from those who are not online and not as competent in data management.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Secondly, because many telecommunications platforms that make data available are privately owned, there is a tension between commercial interest for secrecy and public demand to make data open. It is also a challenge for government to engage with citizens over an infrastructure that is privately owned, e.g. Facebook, Twitter and Google that place constraints on how citizens can be engaged.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Malaysia, Singapore and Thailand with high levels of digital broadband penetration and online users are not part of the Open Government Partnership despite the fact that most of the government departments and data are online. This is because these countries do not meet the minimum eligibility criteria for Open Government Partnership. For instance, they do not have freedom of the press and without it media and civil society cannot make use of the data for reporting for fear of prosecution.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There is also a lack of political will to disclose assets of public officials and procurement decisions.&lt;br /&gt;&lt;br /&gt;&lt;span style="text-decoration: underline;"&gt;Challenges&lt;/span&gt;&lt;br /&gt;Open data is often associated with open government, but opening up data does not make a government open. Making data open has a set of challenges, but open government also has an important civil society component to create demand for open government and make meaningful use of the open data. There is also a private sector component that needs to be considered, particularly related to the mechanisms public participation over privately owned telecommunications infrastructure.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Challenges are faced at both the supply and demand sides. From the government side, many countries do not have the capacity to interact effectively with citizens. From the citizens’ side, many countries face the low demand for open government. Yet, in the case of Malaysia, even if public demand for open government is high, the missing component is a strong and large enough civil society base that can handle and analyse data independently and question policy. Dealing with the demand when data is open is another challenge. The challenges of opening up data If the original data is not digitized, how do we ensure that it becomes part of open data as defined by the Open Knowledge Foundation.&lt;a href="#fn10" name="fr10"&gt;[10]&lt;/a&gt; For countries such as Iraq that are simultaneously introducing e-government systems and open government, implementation is hampered by the lack of e-government data standards for specific domains such as human resources management or financial management.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Privacy&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Privacy is one of the biggest concerns that the open data and open government movements faces.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Lack of exposure to privacy issues&lt;/b&gt;: Some open data activists are not aware that privacy should be an exception in disclosure requirement of government open data policies. If no public interest is served through disclosing personal information then there is no need to infringe upon the rights of individuals.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Privacy only for the individual&lt;/b&gt;: There is often a western notion of what constitutes privacy in which people worry about privacy infringement only at the level of the individual. But in India, if the open dataset showed HIV/AIDS prevalence at the village level that could result in stigma and discrimination of particular villages. The privacy problem exists not only at the individual level, but also at the level of family, community and geographical unit.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Underestimating re-identification research&lt;/b&gt;: Today we deal with the privacy challenge by using techniques like anonymization and obfuscation, but the problem is that re-identification research is getting more sophisticated and the more datasets that people have access to and are able to overlay upon one another, the more likely it is to re-identify anonymous or obfuscated data. This is an issue that the open data movement should take seriously.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Conflict with the transparency movement&lt;/b&gt;: The open data movement has not fully adopted principles from the transparency movement. This can be clearly seen in some countries where freedom of information activists are being killed or assaulted, but open data activists are usually safe because they are focused on analyzing the data that the governments have opened up. The provision of large quantities of data by government may be a distraction strategy that takes away what is important for civil society and democracy. Moreover, open data should not be the means to legitimize and increase the levels of surveillance occurring at the bottom of the pyramid. Instead, we need to encourage more eyes to watch the top of the pyramid because single actions there can have dramatic consequences for public interest.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For public participation in local government, FixMyStreet&lt;a href="#fn11" name="fr11"&gt;[11]&lt;/a&gt; is an open source software first developed by MySociety in the UK that allows the public to report on issues on a map. MySociety has also developed a number of other tools to help with government’s engagement with citizens.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;OpenSpending&lt;a href="#fn12" name="fr12"&gt;[12]&lt;/a&gt; is used to visualize budget data and how tax money is being spent. This is a useful tool for transparency developed by the Open Knowledge Foundation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;CKAN&lt;a href="#fn13" name="fr13"&gt;[13]&lt;/a&gt; is an open source data portal platform that many countries have used for their open data portal. This is also an Open Knowledge Foundation project.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Sunlight Foundation&lt;a href="#fn14" name="fr14"&gt;[14]&lt;/a&gt; and Code for America&lt;a href="#fn15" name="fr15"&gt;[15]&lt;/a&gt; are organizations that develop a number of open source tools that can be re-used and adapted by countries in Asia and the Pacific.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A free de-identification software for automated location and removal of protected health information in free text from medical records has been developed by PhysioNet.&lt;a href="#fn16" name="fr16"&gt;[16]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Strategic Alliance Against Impoverishment (SAPA) provides poverty  data on their website and maps the location of their projects.&lt;a href="#fn17" name="fr17"&gt;[17]&lt;/a&gt;&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Final Words for the Way Forward&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Make open government an election issue and elect officials that are open.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Demands for engagement may conflict with political goals of representatives in terms of the election cycle. Perhaps these open government issues need a third space to insulate them from political forces.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For people interested in implementing technical solutions, it is important to also look into non-technical issues raised by the Open Government Partnership and the Declaration on Parliamentary Openness.&lt;a href="#fn18" name="fr18"&gt;[18]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Make data available based on the needs of citizens and provide a platform for citizens’ feedback to inform the kinds of data to open up.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Open government should be relevant to citizens and result in improving the welfare of citizens.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Improve citizens’ data literacy and use open data in decision-making.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Openness is only a means and in the end we need governments that are accountable, that protect the public interest, that protect the weakest members of society, and they are not automatically guaranteed through open government. We should not fetishize the means and forget the ends.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;At the top we need political leadership with strong inclination and will, and on the ground we need close coordination between civil society and government so that government does understand what is needed and sense what impact they can make by opening themselves up to their society or to their own operations. In the long term the key is how much the government can transform itself in terms of its own operations, and how much data they can produce in a reusable format and how much data they can use from other agencies to improve their operations.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The core of open government is about partnership between government, civil society and the private sector, and this is not easy.&lt;/p&gt;

    <title>Doctors and Translators Are Working Together to Bridge Wikipedia's Medical Language Gap </title>

        &lt;b&gt;I interviewed Wikimedian User:CFCF who is managing the entire project to understand how it is going to work and wrote on Global Voices' Rising Voices about it.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;Internet users from around the world often turn to Wikipedia to answer questions of all kinds. The information offered there includes medical subjects, especially important in parts of the world where access to medical professionals may be limited.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, much of this information can be &lt;a href="http://www.bbc.com/news/health-27586356"&gt;unreliable&lt;/a&gt; and is available only in the most oft-spoken languages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A group of experienced Wikipedia editors and medical professionals is trying to change that with the &lt;a href="http://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Translation_Task_Force"&gt;Medicine Translation Project&lt;/a&gt;, an effort to improve health care-related topics in English Wikipedia and translate them into other languages, &lt;a href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Translation_task_force/RTT" target="_blank"&gt;including Hindi, Chinese, Persian, Tagalog, Indonesian and Macedonian&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Recently, the Wikimedia Foundation’s &lt;a href="http://meta.wikimedia.org/wiki/Individual_Engagement_Grants"&gt;Individual Engagement Grant&lt;/a&gt; (IEG), a microgrant supporting work on Wikipedia-related activities, granted 10,000 US dollars to the &lt;a href="https://meta.wikimedia.org/wiki/Grants:IEG/Medicine_Translation_Project_Community_Organizing" target="_blank"&gt;Medicine Translation Project Community Organizing project&lt;/a&gt;, which aims to enhance communication and coordination among the team.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Medical student and Wikipedian &lt;a href="http://en.wikipedia.org/wiki/User:CFCF"&gt;User:CFCF&lt;/a&gt; along with two advisors, Dr. James Heilman&lt;a href="https://en.wikipedia.org/wiki/User:Jmh649"&gt; (User:Doc James&lt;/a&gt;) and Jake Orlowitz (&lt;a href="https://en.wikipedia.org/wiki/User:Ocaasi"&gt;User:Ocaasi&lt;/a&gt;) lead the group. We spoke to founder CFCF over email.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Rising Voices (RV): How did the project get started? What inspired it and how did you identify the needs it would fulfill?&lt;/b&gt;&lt;/p&gt;
&lt;blockquote&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;&lt;b&gt;CFCF&lt;/b&gt;: [...] The project itself started off in 2011 when Dr. &lt;a href="https://en.wikipedia.org/wiki/User:Jmh649"&gt;James Heilman&lt;/a&gt; and a number of translators from &lt;a href="https://en.wikipedia.org/wiki/Translators_Without_Borders"&gt;Translators Without Borders&lt;/a&gt;: &lt;a href="https://en.wikipedia.org/wiki/User:Enrique_Cavalitto"&gt;Enrique Cavalitto&lt;/a&gt; and &lt;a href="https://en.wikipedia.org/wiki/User:Ildiko_Santana"&gt;Ildiko Santana&lt;/a&gt; teamed up in an effort to translate medical articles. Since then, the  project has exploded into a larger translation forum with hundreds of  translators translating articles into almost a hundred different  languages.  [...]&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;For Wikimedia projects with a large pool of editors, we  have been taking help from editors to assess what is needed, and what  should be translated. On smaller projects we have simply set the goal to  get anything on &lt;a href="http://www.who.int"&gt;World Health Organization (WHO)&lt;/a&gt;’s&lt;a href="http://www.who.int"&gt; list of essential medicines&lt;/a&gt;, as well as anything about neglected &lt;a href="http://www.who.int/topics/tropical_diseases/en/"&gt;tropical diseases&lt;/a&gt;, also from a &lt;a href="http://www.who.int/neglected_diseases/diseases/en/"&gt;list&lt;/a&gt; by the WHO. As for these articles the project is still in an early  phase, but we want to cover basically anything that might be relevant to  readers, from cancer to emergency medicine.&lt;/p&gt;
&lt;/blockquote&gt;
&lt;p&gt;&lt;b&gt;RV: How is the process of translation going? &lt;/b&gt;&lt;/p&gt;

&lt;blockquote&gt;&lt;b&gt;CFCF&lt;/b&gt;: [...] The problem is that there are so many  layers of   complications in the translation process. After an article has  been   written and been subject to review to ensure its quality, the  article   needs to be prepared and proofed for translation, after which    translators need to be found.  [...] Many of our translators are medical    professionals and have in-depth knowledge in their native languages.   On  the top of it, they dedicate plenty of time on the content creation   and  translation. This helps to get good quality translations. What  this   also means is they they seldom have any knowledge of Wiki markup  or   Wikipedia. Someone else who knows the language in question has to  go   through links, templates etc. and fix them, proofread the  translated   content so it is up to scratch and readable.&lt;/blockquote&gt;

&lt;p&gt;&lt;b&gt;&lt;b&gt;RV: How do you address this?&lt;/b&gt;&lt;/b&gt;&lt;/p&gt;
&lt;blockquote&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;&lt;b&gt;CFCF&lt;/b&gt;: To fix all this, it is best to have a  local Wikipedian who can integrate the text. Most of the work has  already been done. But, getting these things right is very crucial,  especially on Wikipedias with vast content, where there already is a lot  of content to link in.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;I think the resistance we met early in the project's life  was not against translation of content. But, because we did not spend  enough time getting the translated articles up to shape before sending  them live on the target Wikipedia.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;What we saw on the &lt;a href="http://en.wikipedia.org/wiki/Polish_Wikipedia"&gt;Polish Wikipedia&lt;/a&gt; was that much of the issues were down to how they used different  templates, and after I commissioned a bot to fix this, the articles  started going live very quickly. After this, more and more editors  became interested in helping out [...]&lt;/p&gt;
&lt;/blockquote&gt;
&lt;p&gt;&lt;b&gt;RV: Are you in conversation with the&lt;a href="https://wikimediafoundation.org/wiki/Wikipedia_Zero"&gt; Wikipedia Zero&lt;/a&gt; team — a mobile data project focused on Wikipedia access in the  developing world — about popularising this with their partners in the  developing nations? &lt;/b&gt;&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;CFCF: Currently we are not in touch with the Wikipedia  Zero team specifically, even though our works target the same  communities. The difference between us and them is that we target  developed countries as well as countries where there barely is any  mobile connectivity at all, such as &lt;a href="http://en.wikipedia.org/wiki/Burma"&gt;Burma&lt;/a&gt; where I do not know if we will be seeing Wikipedia Zero in the foreseeable future [...]&lt;/blockquote&gt;
&lt;p class="quoted" style="text-align: justify; "&gt;&lt;b&gt;RV: What are your plans to engage with the larger Wikimedia communities that are multilingual and totally diverse?&lt;/b&gt;&lt;/p&gt;

&lt;p dir="ltr" style="text-align: justify; "&gt;&lt;b&gt;CFCF&lt;/b&gt;: We aim to get high quality content  in as many languages as we can. It is difficult to translate such deeply  technical content, so we are really looking for professional  translators, or individuals with some form of medical background so that  information loss and corruption of content in translation is minimal.We  recruit translators either off-wiki, or on the medical &lt;a href="http://en.wikipedia.org/wiki/Wikipedia:WikiProject"&gt;WikiProjects&lt;/a&gt;.  We are still looking for translators who feel they are comfortable with  such topics, and we especially need them in smaller languages. We are  also searching them at &lt;a href="http://meta.wikimedia.org/wiki/Meta:Babylon"&gt;Babylon&lt;/a&gt; on Meta Wiki.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;&lt;a href="https://meta.wikimedia.org/wiki/Wiki_Project_Med"&gt;WikiProject Med Foundation&lt;/a&gt; was the first attempt to get a truly global organization of medical  Wikipedia editors. Most medical professionals are fluent in English, and  we really try to engage in discussion in other languages when we can,  so I think there is a real benefit in creating a global community for  medical editors.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We are not large enough yet that we have all the relevant people on  English Wikipedia, and we will probably never be because there are  always specialists in other countries with very specific knowledge that  we can leverage. That makes international collaboration really great.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;As for the local language integrators, the idea is to have  editors who are willing help out and be an intermediary between that  community and our translator community. We have&lt;a href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Translation_task_force/RTT"&gt; a page&lt;/a&gt; where all our finished translations are added. An integrator would  patrol that page on a regular basis, inform the respective language  Wikipedia that the new translation is ready. The language Wikipedia’s  reader community share feedback on the translation quality and suggest  for improvement. For us, it is really easy to just add articles without  going through them thoroughly. But, that would not work at all. For  things to work, we need someone who both knows Wiki markup and the  target language so that the integration can go smoothly.&lt;/p&gt;

        &lt;b&gt;Between 1 to 16 September, an online discussion took place on the creation of social media guidelines and strategy for Telugu Wikimedia handles online.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;An online discussion of guidelines and policies for the various Telugu Wikimedia social media handles was conducted.&amp;nbsp;User:Pavan santhosh.s suggested a set of strategies and guidelines that can be taken into consideration for an official Social Media Policy of Telugu Wikimedia Projects. These suggestions included defining objectives, guidelines (with do's and don'ts) and strategies for the Social Media Policy. User:Ravichandra supported the idea and suggested another objective(showcasing best quality works of Wikipedia). User:Viswanadh added some strategies (such as writing a series of posts about technical aspects that help Wikipedians). User:Pranayraj1985 suggested some don'ts in handling Wikipedia pages as well as handles while User:Rajasekhar1961 expanded the strategy to other sister projects(Telugu Wikisource and Wiktionary). Finally, User:Chaduvari suggested not to name any page as official to avoid possible conflicts. User:Swaralasika announced consensus and User:Pavan santhosh.s created a page based on the discussion in order for the community to reflect.&lt;/p&gt;
&lt;p&gt;User:Pranayraj1985 said,&amp;nbsp;"there are pages &amp;amp; groups for Telugu Wikipedia in Facebook for years. We are using them as major social media promotion channels. I(Pranay) am publishing content related to Telugu Wikipedia in those channels. Some of the community members also been admins of page and group. But once or twice, in Facebook page and group, unrelated posts were published and I informed this to Wikimedians active on Facebook and removed those posts. I am glad that this discussion happened and community came up with guidelines and strategy now. This is very much needed.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Although the event was successful in creating guidelines, none of the input included women's voices as there were no female participants. Here's hoping there is a diversity of voices in future discussions.&lt;/p&gt;

        &lt;b&gt;The article is about a mass scale digitization project for Kannada WikiSource by two Wikipedians.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;This was originally published in &lt;a class="external-link" href="http://opensource.com/life/14/3/wikipedia-project-hindu-poetry"&gt;Opensource.com&lt;/a&gt; on March 27, 2014.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;A form of poetry in India called &lt;a href="http://en.wikipedia.org/wiki/Vachana_sahitya" target="_blank"&gt;Vachana sahitya&lt;/a&gt; is part of the popular Indian language, &lt;a href="http://en.wikipedia.org/wiki/Kannada_language" target="_blank"&gt;Kannada&lt;/a&gt;. It evolved in the 11th century and flourished in the 12th as part of the religious &lt;a href="https://en.wikipedia.org/wiki/Lingayatism" target="_blank"&gt;Lingayatha movement&lt;/a&gt;. Since that time, more than 259 Vachana writers, called Vachanakaru, have compiled over 11,000 Vachanas (verses).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;21,000 of these verses were digitally published into 15 volumes, called &lt;a href="http://www.vachanasahitya.gov.in/" target="_blank"&gt;Samagra Vachana Samputa&lt;/a&gt;, by the government of Karnataka. These volumes were then turned into a standalone project called &lt;a href="http://vachana.sanchaya.net/" target="_blank"&gt;Vachana Sanchaya&lt;/a&gt;; this project was taken on by two Kannada Wikimedians, a Kannada linguist, and the author O. L. Nagabhushana Swamy—to enrich the &lt;a href="https://kn.wikisource.org/wiki/ಮುಖ್ಯ_ಪುಟ"&gt;Kannada WikiSource&lt;/a&gt;. This team used Unicode, a standard of consistency for converting text (and code) into a new format.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Swamy was trying to access these poems, and was having trouble because it was in &lt;a href="http://en.wikipedia.org/wiki/Indian_Script_Code_for_Information_Interchange" target="_blank"&gt;ISCII&lt;/a&gt;, an Indian character encoding standard. We began writing scripts to make the Vachanas (poems) searchable by an index. But, in order to do that well, we had to build a platform for everyone to use: the linguistic researchers, students, and the public at large who are interested in reaching this literature.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Omshivaprakash, a Kannada Wikimedian, worked on the architecture of the platform, decided the infrastructure requirements, and chose the open source software tools to use. I was involved in providing critical hacks for digitization and valuable inputs through suggestions, feedback, and quality assurance.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;At present, our repository, Vachana Sanchaya, has around 200,000 unique words that were derived from these poems. The public has been using our repository and accessing Vahanas (poems) from our Facebook, Twitter, and Google+ profiles. There are thousands of people now who read a Vahana as part of their daily routine. Vachana Sanchaya is not just meant for reading the poems, it is also meant for research. So, we have added a way for researchers to help us review the content and will be adding references from various research papers.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;All of the content is currently available to the public through the OpenData API, and once the reviewing the work is complete, it will be distributed in the public domain through WikiSource. This will open up the system for students, developers, researchers, and anyone interested in building linguistic tools for Kannada and other Indic languages. Users will be able to use our code to digitize any book available in the public domain. Early literature in any language is well-respected, so making it available via an open platform allows for reuse of the content for research, publication, and other documentation work.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We encourage other projects of this kind to follow our method and use any part of our process that is helpful.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Going foward, we would like to:&lt;/p&gt;

        &lt;b&gt;Wikimedia India in collaboration with the Centre for Internet and Society is organising a workshop on "Digitization of books for Indic language WikiSource" on August 18, 2013, 2.30 p.m. to 5.30 p.m.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;This workshop will be conducted by Malayalam Wikimedian &lt;a href="http://meta.wikimedia.org/wiki/User:Viswaprabha" title="User:Viswaprabha"&gt;Viswanathan Prabhakaran&lt;/a&gt;.  Anyone interested in learning about the process of digitising old  manuscripts, books and creating text based documents could join this  workshop. The workshop will cover the following topics:&lt;/p&gt;

&lt;li style="text-align: justify; "&gt;Best practices in capturing images using a camera and tripod through demonstration;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;An introduction to the types of scanners;&lt;/li&gt;

        &lt;b&gt;The Malayalam Wiki Grandhasala has announced a competition in digitally preserving rare books in Malayalam.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The article was &lt;a class="external-link" href="http://www.thehindu.com/news/national/kerala/digitising-contest-to-preserve-rare-books-in-malayalam/article5538126.ece"&gt;published in the Hindu&lt;/a&gt; on January 4, 2014.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;‘Digitalisation Contest 2014’, launched by the Wiki community, is aimed at digitising rare books in Malayalam, the copyright of which has expired, and making them available online in Unicode font.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Wiki community wants the books to reach innumerable readers through the Internet.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The competition will be held in separate categories for schools and the general public. The competition involves entering the text on the computer and proof-reading. The prizes include e-book readers and books.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the first phase of the project, 55 books listed by the Kerala Sahitya Akademi have been offered for digitising. They include ‘Samskshepa Vedartham’ (1772), ‘Malayanmayude Vyakaranam’ (1863) and ‘Hasthalakshanadeepika’ (1892).&lt;br /&gt;Copies of magazines such as ‘Rasikaranjini’ and ‘Mangalodayam’ have also been offered for digitising.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Those who wish to take part in the competition should visit the Wiki Grandhasala (ml.wikisource.org) and become a member of the project.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Details of the competition and the list of books may be downloaded. The contest will be open till January 31. It is being organised on the 10th anniversary of the Wiki Source project by the Centre for Internet and Society, IT@School project, Swanthanthra Malayalam Computing and the Kerala Sahitya Akademi.&lt;/p&gt;

        &lt;b&gt;A digitization workshop was held at Vigyan Ashram, following the success of the introductory workshop in February.&lt;/b&gt;
        
&lt;div&gt;On 5 February, an &lt;a class="external-link" href="http://cis-india.org/a2k/blogs/marathi-wikipedia-edit-a-thon-february-5-2017-in-pune"&gt;introductory Wikipedia orientation program&lt;/a&gt; was held in partnership with &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Vigyan_Ashram"&gt;Vigyan Ashram&lt;/a&gt;, for 15 youths from Pabal and surrounding villages in &lt;a href="https://en.wikipedia.org/wiki/Shirur,_Maharashtra"&gt;Shirur&lt;/a&gt;, Maharashtra. Given the keen interest and enthusiasm of the participants, a follow up workshop was held on 3 April, 2017. &lt;br /&gt;&lt;br /&gt;This
 workshop was attended by 30 participants who were trained on Wikimedia 
projects such as Wikimedia Commons and Wikisource. They were given an 
orientation on digitization and OCR tools as well. The workshop aims to 
enable the training of resource persons who can go onto be employed at 
libraries and museums in order to help with their digitization efforts. 
The scanning of old encyclopedias in Marathi has also been proposed for 
the Wiktionary project.&lt;br /&gt;
&lt;div&gt;&lt;br /&gt;Participants were taught how to 
upload books from the Internet Archive to Wikimedia Commons. 
Subsequently,there was also a demonstration of transferring books from 
Commons to Wikisource. There are two ways of doing this: the page by 
page OCR process or 
converting a complete book through &lt;a href="https://goinggnu.wordpress.com/2015/12/28/announcing-ocr4wikisource/"&gt;OCR4Wikisource&lt;/a&gt;.
 As OCRS4Wikisource program runs only on Linux, limitation of machines
at the event was a hurdle in providing all the participants a hands on 
experience. Therefore, the scanning activity could not be completed.&lt;/div&gt;
