        &lt;b&gt;JAKARTA--MI: Perangkat lunak Open Source membuka peluang tak terbatas untuk mengembangkan industri di bidang teknologi informasi dan komunikasi (TIK) dalam negeri sekaligus sumber daya manusia di sektor TIK. 
GCOS '09 was organized by AOSI (Asosiasi open Source Indonesia) and was supported by the State Ministry of Research and Technology and the Ministry Communication Information Technology. The Global Conference on Open Source was held on 26th and 27th of October, 2009 at the Shangri-La Hotel, Jakarta, Indonesia.&lt;/b&gt;
        
&lt;p&gt;Hal itu dinyatakan Menteri Komunikasi dan Informatika Tifatul Sembiring saat memberi sambutan pada Global Conference on Open Source (GCOS) yang dihadiri sejumlah pakar open source dari berbagai negara di Jakarta, Senin (26/10).&lt;/p&gt;
&lt;p&gt;Menurut Tifatul, Free Open Source Software (FOSS) diadopsi dan dimanfaatan pemerintah bukan saja karena model bisnis alami FOSS yang gratis untuk digunakan, bebas sumber kode-nya untuk dimodifikasi dan disebarkan tetapi juga karena kemandirian yang ditawarkan FOSS.&lt;/p&gt;
&lt;p&gt;Bagi pemerintah, FOSS juga mengalihkan masyarakat Indonesia dari masalah pembajakan software (perangkat lunak) karena sifatnya yang gratis, sementara software berlisensi (proprietary) seringkali tak terjangkau masyarakat.&lt;/p&gt;
&lt;p&gt;Ia menyatakan bangga bahwa perangkat lunak sumber kode terbuka ini tumbuh sangat cepat meskipun sempat mengalami banyak hambatan dalam implementasinya. Banyaknya pakar dari berbagai negara yang hadir dan bertukar pengalaman dalam GCOS ini, lanjut dia, diharapkan mampu menghilangkan segala hambatan dalam implementasi FOSS di Indonesia.&lt;/p&gt;
&lt;p&gt;Sementara itu, Ketua Asosiasi Open Source Indonesia (AOSI) Betti Alisjahbana mengharapkan FOSS bisa sukses diimplementasikan di Indonesia dengan memperkuat komunitas open source.&lt;/p&gt;
&lt;p&gt;"Kami berharap Indonesia bisa mengambil manfaat maksimum dari FOSS yang semakin berkembang di dunia untuk kemajuan TIK Indonesia dan pertumbuhan ekonomi umumnya," kata Betti. Menurutnya, sejak Indonesia Go Open Source (IGOS) dideklarasikan pada 30 Juni 2004 Indonesia sudah muncul menjadi pemimpin dalam gerakan open source.&lt;/p&gt;

    <title>Open source in everyday life: How we celebrated the Software Freedom Day in Bengaluru </title>

        &lt;b&gt;The free and open source software (FOSS) enthusiasts just celebrated the Software Freedom Day (SFD) on September 17 all across the world. This year, a small group of six of us gathered to celebrate SFD in the Indian city of Bengaluru. The group consisted of open source contributors from communities such as Mozilla, Wikimedia, Mediawiki, Open Street Map, and users of FOSS solutions. &lt;/b&gt;

&lt;p style="text-align: justify; "&gt;&lt;span&gt;Each participant shared their own  stories of how they got connected with FOSS and what component it plays  in their day-to-day life. From how a father has been trying to introduce  about open source to his young son while migrating from proprietary to  open source back and forth as his job demands so, to an Open Street Map  contributor who truly believes that large-scale contributions to open  source can make the software as robust as proprietary ones and even  better because of the freedom that lies in it. All of those who gathered  agreed with the fact that FOSS has widened their freedom in choosing  how they want to use, share and remix the software they use.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;When Software Freedom Day was started in 2004, only 12 teams from different places joined. It grew to a whopping &lt;/span&gt;&lt;a href="http://fred.dao2.com/?p=273"&gt;&lt;span&gt;1000&lt;/span&gt;&lt;/a&gt;&lt;span&gt; by 2010 across the world. About the aim of the celebration, SFD’s &lt;/span&gt;&lt;a href="http://www.softwarefreedomday.org/index.php/about"&gt;&lt;span&gt;official website&lt;/span&gt;&lt;/a&gt;&lt;span&gt; says,&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;“Our goal in this celebration is to  educate the worldwide public about the benefits of using high-quality  FOSS in education, in government, at home, and in business — in short,  everywhere! The non-profit organization Software Freedom International  coordinates SFD at a global level, providing support, giveaways and a  point of collaboration, but volunteer teams around the world organize  the local SFD events to impact their communities.”&lt;/span&gt;&lt;/p&gt;

And all the  participants also agreed that there is a significant disconnect in  communicating widely about the work that many Indian FOSS and other free  knowledge communities are doing. So they planned to meet more regularly  in events organized by any of the FOSS communities and try to connect  with more people using social media and chat groups so that these  interactions shape into an annual event to bring all open communities  under one roof.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt; &lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What are FOSS, Free Software, Open Source,  and FLOSS?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt; &lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;Free and open source software (FOSS  or F/OSS), and Free/Libre and Open-Source Software (FLOSS) are umbrella  terms that are used to include both Free software and open source  software. Adopted by well-known software freedom advocate Richard  Stallman in 1983, the free software has many names — libre software,  freedom-respecting software, and software libre are some of them. &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;As defined by the &lt;/span&gt;&lt;a href="https://www.gnu.org/philosophy/free-software-intro.html"&gt;&lt;span&gt;Free Software Foundation&lt;/span&gt;&lt;/a&gt;&lt;span&gt;,  one of the early advocates of software freedom, free software allows  users not just to use the software with complete freedom, but to study,  modify, and distribute the software and any adapted versions, in both  commercial and non-commercial form. The distribution of the software for  commercial and non-commercial way, however, depends on the particular  license the software is released under. &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;The &lt;/span&gt;&lt;a href="https://creativecommons.org/share-your-work/licensing-types-examples/"&gt;&lt;span&gt;Creative Commons&lt;/span&gt;&lt;/a&gt;&lt;span&gt; licenses have recommendations for a broad range of &lt;/span&gt;&lt;a href="https://creativecommons.org/share-your-work/public-domain/freeworks/"&gt;&lt;span&gt;free licenses&lt;/span&gt;&lt;/a&gt;&lt;span&gt; that one can choose for the software-related documentations and any creative work they create. Similarly, there are &lt;/span&gt;&lt;a href="https://opensource.com/education/16/8/3-copyright-tips-students-and-educators"&gt;&lt;span&gt;several different&lt;/span&gt;&lt;/a&gt;&lt;span&gt; open licenses for software and many other works that are related to software development.  “&lt;/span&gt;&lt;a href="https://en.wikipedia.org/wiki/The_Open_Source_Definition"&gt;&lt;span&gt;Open Source&lt;/span&gt;&lt;/a&gt;&lt;span&gt;” was coined as an alternative to free software in 1998 by educational advocacy organization &lt;/span&gt;&lt;a href="https://opensource.org/history"&gt;&lt;span&gt;Open Source Initiative. &lt;/span&gt;&lt;/a&gt;&lt;span&gt;Open  source software is created collaboratively, made available with its  source code, and it provides the user rights to study, change, and  distribute the software to anyone and for any purpose. &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;a href="http://www.softwarefreedomday.org/index.php/about/sponsors"&gt;&lt;span&gt;Supported&lt;/span&gt;&lt;/a&gt;&lt;span&gt; by several global organizations like Google, Canonical, Free Software  Foundation, Joomla, Creative Commons and Linux Journal, Software Freedom  Day draws its inspiration from the philosophy that was grown by people  like Richard Stallman who &lt;/span&gt;&lt;a href="http://www.softwarefreedomday.org/index.php/about/sponsors"&gt;&lt;span&gt;argues&lt;/span&gt;&lt;/a&gt;&lt;span&gt; that free software is all about the freedom and not necessarily free of  cost but provides the liberty to users from [proprietary software  developers’] unjust power. SFD &lt;/span&gt;&lt;a href="https://www.fsf.org/blogs/community/its-software-freedom-day"&gt;&lt;span&gt;encourages&lt;/span&gt;&lt;/a&gt;&lt;span&gt; everyone to gather in their own cities (&lt;/span&gt;&lt;a href="http://www.softwarefreedomday.org/map/index.php?year=2015"&gt;&lt;span&gt;map&lt;/span&gt;&lt;/a&gt;&lt;span&gt; of places where SFD was organized this year), educate people around  them about free software, promote on social media (with the hashtag &lt;/span&gt;&lt;a href="https://twitter.com/search?q=%23SFD2016"&gt;&lt;span&gt;#SFD2016&lt;/span&gt;&lt;/a&gt;&lt;span&gt; this year), even hacking with free software, organizing hackathons,  running free software installation camps, and even going creative with&lt;/span&gt;&lt;a href="http://www.htxt.co.za/2015/09/03/flying-freedom-day-gloriously-combines-drones-and-craft-beer/"&gt;&lt;span&gt; flying a drone running free software&lt;/span&gt;&lt;/a&gt;&lt;span&gt;! &lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;span&gt;From South Asia, there were &lt;/span&gt;&lt;a href="http://wiki.softwarefreedomday.org/2016/India"&gt;&lt;span&gt;13 celebratory events in India&lt;/span&gt;&lt;/a&gt;&lt;span&gt;, &lt;/span&gt;&lt;a href="http://wiki.softwarefreedomday.org/2016/Nepal?highlight=%28/bCategoryCountry2016/b%29"&gt;&lt;span&gt;8 in Nepal&lt;/span&gt;&lt;/a&gt;&lt;span&gt;, &lt;/span&gt;&lt;a href="http://wiki.softwarefreedomday.org/2016/Bangladesh?highlight=%28/bCategoryCountry2016/b%29"&gt;&lt;span&gt;1 in Bangladesh&lt;/span&gt;&lt;/a&gt;&lt;span&gt; and &lt;/span&gt;&lt;a href="http://wiki.softwarefreedomday.org/2016/Sri%20Lanka?highlight=%28/bCategoryCountry2016/b%29"&gt;&lt;span&gt;4 in Sri Lanka&lt;/span&gt;&lt;/a&gt;&lt;span&gt;.  South Asian countries have seen the adoption of both free software and  open source software, in both individual and organizational level and by  the government. The &lt;/span&gt;&lt;a href="http://www.fsmi.in/about"&gt;&lt;span&gt;Free Software Movement of India&lt;/span&gt;&lt;/a&gt;&lt;span&gt; was founded in Bengaluru, India in 2010 to act as a national coalition  of several regional chapters working for promoting and growing the free  software movement in India. The Indian government has &lt;/span&gt;&lt;a href="https://data.gov.in/about-us"&gt;&lt;span&gt;launched&lt;/span&gt;&lt;/a&gt;&lt;span&gt; an open data portal at &lt;/span&gt;&lt;a href="http://data.gov.in/"&gt;&lt;span&gt;data.gov.in&lt;/span&gt;&lt;/a&gt;&lt;span&gt; portal for, initiated a &lt;/span&gt;&lt;a href="http://meity.gov.in/sites/upload_files/dit/files/policy_on_adoption_of_oss.pdf"&gt;&lt;span&gt;new policy&lt;/span&gt;&lt;/a&gt;&lt;span&gt; to adopt open source software, and &lt;/span&gt;&lt;a href="https://opensource.com/government/15/6/indian-government-includes-open-source-rfps"&gt;&lt;span&gt;asked&lt;/span&gt;&lt;/a&gt;&lt;span&gt; vendors to include open source software applications while making  Requests for proposals. &lt;h2 style="text-align: justify; "&gt;&lt;b&gt;&lt;i&gt;We promote open source and open Web technologies in the  country. We are open to associate/work with existing open source or  other community-run, public benefit organizations.&lt;/i&gt;&lt;/b&gt;&lt;b&gt;&lt;i&gt;&lt;br /&gt; &lt;/i&gt;&lt;/b&gt;&lt;b&gt;&lt;i&gt;“Internet By The People, Internet For The People” (from &lt;/i&gt;&lt;/b&gt;&lt;a href="https://wiki.mozilla.org/India#Objectives"&gt;&lt;b&gt;&lt;i&gt;Mozilla India wiki&lt;/i&gt;&lt;/b&gt;&lt;/a&gt;&lt;b&gt;&lt;i&gt;) &lt;/i&gt;&lt;/b&gt;&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;Mohammad Jahangir Alam, a lecturer from Southern University Bangladesh argues in a &lt;/span&gt;&lt;a href="http://research.ijcaonline.org/volume42/number18/pxc3878099.pdf"&gt;&lt;span&gt;research paper&lt;/span&gt;&lt;/a&gt;&lt;span&gt; that the use of open source software can help the government save  enormous amount of money that are spent in purchasing proprietary  software, &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;“A large sum of money of government  can be saved if the government uses open source software in different IT  sectors of government  offices and  others sectors,  Because the  government is providing computers to all educational institute from  school to university level and they are using proprietary software. For  this reason, the government is to expend a significant amount of many  for buying proprietary software to run the computers. Another one is  government paying a significant amount of money to the different vendors  for buying different types of software to implement e-Governance  project. So, the Government can use open source software for implanting  projects to minimize the cost of the projects.”&lt;/span&gt;&lt;/p&gt;

    <title>Open Movement in India (2013-23): The Idea and Its Expressions</title>

        &lt;b&gt;This report identifies some broad patterns that have materialized in the Open Movement in the country in the last decade. The report is based on a reading of the available literature on selected projects and conversations with academicians and advocates of the Open. The rough outline of the Open initiatives is accompanied by reflections on the nature of the Open here and the need to envision it differently from what it currently is.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The report was prepared by Soni Wadhwa, and the visual elements of this study have been sourced by Joseph Francis. &lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Open, as an idea, has not received systematic attention in India. Openness as a philosophy is rooted in the belief that sharing ideas and resources is healthy for the knowledge economy, especially in contemporary times. This sharing does not take anything away from any entity; rather, it enables collaboration and innovation for the larger social good. With the Internet and digital technology, one can see the faster spread of such innovation across the globe while also allowing for plenty of room for its adaptation to regional contexts. Anchored in the thought and efforts of individuals such as Richard Stallman (1992; 2002; 2006; 2009) and Tim Berners-Lee (Berners Lee, 2004; Berners-Lee, Hendler and Lassila, 2001; Berners-Lee et al 1992; Berners-Lee and Tim, 2010; Berners-Lee, Tim and Hendler, 2001; Berners-Lee, Tim and Shadbollt, 2011; Bizer, Heath and Berners-Lee 2011) who take a view contrary to that of keeping public funded research and innovation locked away under copyright and patent laws, the Open Movement originated in the Global North.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the West, specifically in the USA, with the support from the institutions such as the Hewlett Foundation and the Bill and Melinda Gates Foundation, the manifestation of the Open Movement through the push for OER (Open Educational Resources) translated into a greater uptake from educational institutions such as Rice University and the MIT (through MIT OCW – Open CourseWare)(Bliss and Smith, 2017). With prestigious universities offering MOOCs (massive open online courses) through platforms such as edX and Coursera, educational resources have come to be seen as a social good: keeping them available for mass access has been an intentional move towards equal access to quality educational materials. In addition to OER, Open Access (the idea that research funded by public funds need to be made available publicly rather than behind a paywall erected by commercial publishers), as an expression of the Open Movement, has also been present in institutional funding mechanisms in the West, again, especially in the USA. A lot of research emerging out of grants extended to individuals and institutions have space for allocation of funds towards the cost of Open Access publishing for dissemination of results. Several other initiatives such as the Creative Commons,  and the Wikimedia Foundation have been working towards making Openness a reality by charting out various projects, pathways, and initiatives to keep knowledge accessible to all for learning as well as collaboration.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In India, the state of the Open Movement is thrown into stark relief by the much longer and much more engaged Western imagination and practice of Openness. Indeed, studying its contours here is equivalent to studying its absences and is therefore very challenging. Here, Open, as an idea, has come via the West and still seems to be struggling to be defined and accepted as an ideal to strive towards. It is an alien concept, deeply misunderstood by the stakeholders who control sharing of knowledge resources: policy makers, legislators, leaders of research and institutions, and researchers and academicians in general.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;To suggest another example, a pilot survey of Indian faculty members’ attitudes towards use of Open Knowledge sources such as Wikipedia in Indian classrooms reveals that faculty members are very suspicious and skeptical of such sources. They see it as a source of misinformation and therefore, as unreliable.What gets missed is the idea that the content on these sources is not merely for consumption of information and knowledge but are also platforms for knowledge creation and collaboration. In contrast to the two scenarios of OER and Open Access mentioned above, India does not show a long history of organized effort towards making information and knowledge accessible to all, not just through earmarking funds or mechanisms for making publicly funded research available in the public domain via Open Access, but through nurturing a culture of the Open as the default mode of dissemination.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;What, then, are we to make of the direction in which the Open Movement is headed in India? Is it possible to shape its trajectory in India? Is it possible to ascertain the ways in which the ideas or benefits of the Open can be made to resonate with the Indian educational and research scenario? Can Indian educators and researchers afford to stay out of the Open ecosystem? What alternative modes of innovation do they champion? These are the questions that this study of the Open Movement in India in the last decade (2013-2023) seeks to explore.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The study is not an exhaustive one: it looks at only some examples that engage with the idea of the Open. The selective nature of the study is informed by two rationales. One, an all-encompassing review would be impossible given the constraints on time and resources: indeed, such a review would be the task of a full-fledged tracking project (which is one of the futures that this report suggests at the end). Two, given that Open does not have a clear pathway or a central, strategic vision to drive it as a movement, the selection of projects themselves is a symptom of the disjointed ways in which the idea of Open struggles to take shape or survive in India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The year 2013 has been chosen as a starting point for this exploration because it was the year the Wikimedia Foundation extended a grant to the Centre for Internet and Society, Bangalore, to work with various Wikipedia communities in India towards the growth of the Open ecosystem in India. This last decade then is of grave importance to the CIS because it helps the organization reflect on their own work vis-a-vis that of other Open advocates CIS’s work, since then, is available on its website through details of its initiatives via its Access to Knowledge and Openness Programmes (see, for instance, their work on &lt;a href="https://cis-india.org/a2k/blogs/bridging-the-gender-gap-in-indian-language-wikimedia-communities"&gt;bridging gender gap&lt;/a&gt; on Indian Wikimedia communities, apart from a host of other training and advocacy initiatives &lt;a href="https://cis-india.org/a2k/cis-a2k"&gt;here&lt;/a&gt;). This study is an aid to survey the idea and expressions of the Open as a broader movement and thus help CIS reflect on new directions and strategies to be pursued in the near future, to begin with.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, there is more to the year 2013 than the happenstance of the grant to CIS per se: indeed, one can spot other organized efforts emerging in the Indian ecosystem since then. NPTEL (National Programme on Technology Enhanced Learning), which was established in 2003, began to offer MOOCs on its platform in 2014. Coincidentally, 2013 was also the year the Bichitra Project (an online variorum of the work of the Indian Nobel laureate Rabindranath Tagore), funded by the Ministry of Culture, went live. Together, the international foray into the Indian Open Movement and the governmental gravitas to strive towards making education and the literature of a great Indian author) accessible provide the rationale for this study’s focus on the examination of the nature of championing for the cause of the Open, its successes, failures, and potential for its growth in the next decade.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The approach or methodology to explore answers to these questions involved: analysis of primary as well as secondary research available on the different initiatives in India; interactions with experts working in the Open domain in India including some Indian academicians, especially on the discussion of Open Access which impacts their publishing record, and in turn, impacts their career advancement. The reading and the conversations supplemented each other in the process of investigation: the existing literature provided facts through texts (blogs, papers, documentation on websites and so on) while the interactions opened up more nuances of intersections through perspectives that do not always make it to the static texts.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Any study on the Open Movement in India owes a huge debt to Arul George Scaria’s gargantuan &lt;a href="https://osf.io/m3q4s"&gt;Open Science India Report (2019)&lt;/a&gt;. At over 350 pages, it is a detailed study of Open Access projects and also includes a survey conducted among academic fraternity. It also offers concrete suggestions to strengthen access in research. It is remarkable for the larger view it takes of access to include access for persons with disabilities and access in terms of language, suggesting that research should also be accessible in Indian languages, and also in jargon-free English for wider audiences. Apart from Scaria’s study, there are journalistic pieces about Open Data in India, given the relevance it has for governance.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This current study does not aspire to be monumental like Scaria’s. However, it is hoped that its relevance to the ongoing conversations about openness would be noted at at least two levels. One, between 2019 (when Scaria’s report was published) and 2023 (the end point of this study), socioeconomic changes such as COVID-19 and the resulting remote work, one expects, have highlighted the significance of openness. For instance, given the serious constraints it posed for travel, a lot of commercial publishers kept their resources open so that further research, within medicine and outside, could keep happening. Thus, it becomes imperative to understand if the Indian ecosystem displayed any stronger endeavor towards openness. To anticipate a couple of suggestions discussed in the report below, certain things such as Indian researchers’ apathy or disdain for Open Access has not quite changed in the span of these four years. However, Government of India’s open initiatives such as Anuvadini and Bhashini around tools for navigating and producing content in Indian languages have started to appear.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Two, Scaria’s study subsumed all knowledge under “science”: in other words, science, in his report, is a metonym for knowledge. This current study, in being inclusive of humanities and the arts, especially as relevant to Open GLAM (Galleries, Libraries, Archives, Museums), engages with knowledge or movement in general irrespective of its disciplinary boundaries.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;With that statement on where this report is situated, some notes about its structure are in order. This study begins with an overview of the legal and policy environment in India. It then moves on to explore the nature of Open projects in India. There are many ways to organize the narrative around Openness, with the domain wise bifurcation of the different aspects of the Open (The OPEN Movements, 2023). In contrast, this goes on to organize the projects around positionalities, rather than the domains. That is, the different projects and initiatives are narrativised as:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Public funded projects: These are endeavors emerging from funds provided by the Ministry of Education and Ministry of Culture and distributed via grants to Higher Education Institutes in India, especially the IITs. They stand out as one category in that they are characterized by:&lt;/p&gt;
&lt;ol&gt; &lt;/ol&gt; 
&lt;ul&gt;
&lt;li&gt;The vision to provide basic      infrastructure of education and archival material in the public domain&lt;/li&gt;
&lt;li&gt;The capacity to think and      execute in terms of massive impact and scale&lt;/li&gt;
&lt;li&gt;A wide scope for aiming higher      in terms of innovation, approach, and access&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Volunteer undertakings:  These are projects undertaken by non governmental organizations such as the Sanchaya Foundation, SFLC (Software Freedom Law Centre) and FOSSUnited characterized by:&lt;/p&gt;
&lt;ol&gt; &lt;/ol&gt; 
&lt;ul&gt;
&lt;li&gt;A niche focus on a language or      a domain or an audience &lt;/li&gt;
&lt;li&gt;A preoccupation with      developing a community rather than delivering an output&lt;/li&gt;
&lt;li&gt;A qualitative aspect to      engagement and documentation, as opposed to impact in terms of numbers&lt;/li&gt;
&lt;/ul&gt;
&lt;p style="text-align: justify; "&gt;Within volunteer undertakings, the role of philanthropic foundations is very briefly touched upon. There are entities such as the SRTT (Sir Ratan Tata Trust) and SDTT (Sir Dorabji Tata Trust) that supported the cause of the Open in the initial stages via their investment in the larger educational and cultural cause. These foundations also seem to have discontinued their efforts in the long term perhaps given the scope of work involved. In addition to philanthropic foundations, mention is also made of international projects. The international Open Knowledge projects in India involve the Wikimedia Foundation and the Mozilla Foundation that have funded various initiatives in India and have continued to stay invested in the larger vision as well as execution of Openness through their grants.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The discussion of the above mentioned types of projects is followed by an examination of the attitudes of academicians teaching at Higher Education Institutes towards Open Access as a specific niche within the Open Movement. Conversation with faculty members in different institutions reveals that Open as an idea is not quite clear to the academia, or at least occupies a space of dissonance: while it is desired as an ideal, it is very strongly constrained by the judgments of fellow peers and employing institutions. In contrast, conversations with experts in Open Access reveals that Open Access deserves a much stronger effort: not just to push for policy changes but also to decolonize Indian academia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The study concludes with some threads that can be pursued from the projects the Open Movement in India has witnessed in the last decade. These points of engagement could become points of reflection for further initiatives in the next decade or two.&lt;/p&gt;

        &lt;b&gt;The third Open World Forum will gather together decision-makers from the open digital world, in Paris. 1,500 participants from 40 countries will come together to analyze the technological, economic and social impact of Open Source, the invisible engine behind the digital revolution. The aim: to interpret future trends and cross-fertilize initiatives.&lt;/b&gt;
        
&lt;p&gt;Paris, 22 July 2010. Technologies – Economic Models – Governance... Year after year the Free/Open Source movement is establishing itself as the invisible engine driving the digital revolution, and the hidden backbone of key digital players like Google, Amazon and Wikipedia, as well as the catalyst for numerous emerging trends including Cloud computing, the Internet of Things, green technologies, new organizational models, new-generation NGOs, open democracy… Following the success of the first two events, the Open World Forum will once again be staged in Paris this year, on 30 September and 1 October, bringing together 1,500 experts and decision-makers from 40 countries. The aim of this ‘Davos’ of open technologies is to debate and cross-fertilize initiatives, to shape the open digital landscape of the future.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Online publishing of Government data in open format shall play an important role in enhancing transparency and accountability of the government. It shall enable new forms of citizen engagement &amp;amp; innovation in citizen service delivery. More customized &amp;amp; personalized services could be offered to citizens. When implemented at large scale it shall bring a paradigm shift in development of e-governance applications. At NIC we have recently developed an Open Government Platform (OGPL) to enable government ministries &amp;amp; departments to launch their open data initiative.&lt;/p&gt;
&lt;h2 style="text-align: justify; "&gt;Conceptual Overview&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;OGPL as a product caters to two sets of users - the government and the citizen/civil societies. It facilitates government departments to contribute their datasets, Apps, tools, documents, services etc., which gets validated and published, after passing through a predefined workflow to the citizen interfacing data portal. The single-point citizen interface is designed in such a way that catalogs can be searched with ease and datasets can be accessed/downloaded in various open formats. It also provides a platform for citizens and civil societies to engage with government on various aspects of socio economic development.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;OGPL also facilitates building of subject specific communities through Citizen engagement modules. Communities shall discuss online the kind of datasets, government should release and also what kind of apps should be developed around these datasets. This shall provide first hand information to government as well as developer communities on public demand and prioritize their schedules accordingly.&lt;/p&gt;
&lt;h2 style="text-align: justify; "&gt;OGPL Components&lt;/h2&gt;
&lt;p&gt;OGPL essentially consists of three major modules:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Dataset Management System&lt;/li&gt;
&lt;li&gt;Data Portal&lt;/li&gt;
&lt;li&gt;Monitoring and Management&lt;/li&gt;
&lt;li&gt;Dashboard&lt;/li&gt;
&lt;/ul&gt;
&lt;h2&gt;Dataset Management System&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;Dataset Management system or DMS shall be used by all contributing ministries, departments as well as organisations using which, authorized officers of the departments can contribute datasets, documents, services, tools and apps which shall then be processed through a predefined workflow of moderation &amp;amp; approval to ensure that datasets being released in public domain are in compliance with existing acts &amp;amp; policies of the government&lt;br /&gt;concerning privacy, security etc.&lt;br /&gt;&lt;br /&gt;Through DMS each Ministry/Department can contribute their datasets in the form containing a set of Standard Metadata elements. After passing through various stages of moderation and approvals, these datasets gets published on the data portal viz. data.gov.in&lt;/p&gt;
&lt;h2 style="text-align: justify; "&gt;Data Portal&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;Data Portal is the citizen facing frontend of the OGPL which shall provide single point access to all the datasets, apps as well as services. Portal has a strong component of search, discovery as well as citizen engagement. The development of the data portal is in compliance with the Guidelines for Indian Government Websites (GIGW).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This Citizen interfacing Data Portal would also have a Communities component built into the system. This component facilitates Forums/Discussions around various datasets, apps available on the portal as well as platform to express and discuss the kind of datasets &amp;amp; apps they would like to have. This shall give first hand input to development community for building new components, apps. It shall also give input to departments as what kind of datasets are more useful and accordingly can raise the priority of their release.&lt;/p&gt;
&lt;h2 style="text-align: justify; "&gt;Monitoring and Management Dashboard&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;Monitoring and management dashboard of OGPL helps government monitor &amp;amp; manage its Open Data Programme through three dimensions&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt; Metrics, analytics &amp;amp; feedback from citizens: Metrics help understand amount of datasets uploaded, updated by different Departments. Frequency of upload is also available on a single dashboard.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Analytics module gives use perspective in terms of their usage of datasets, Number of downloads, aggregated ratings provided to datasets determine their value and to some extent quality of data released by government.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Feedback from citizens provide government with first hand input from citizens on quality, relevance of datasets, new datasets needed, kind of apps need to be developed, etc. &lt;/li&gt;
&lt;/ul&gt;
&lt;p style="text-align: justify; "&gt;Open government platform can be used in multiple ways. One can directly publish their datasets after one time registration &amp;amp; authentication. Departments could build their subject specific catalogues through a cloud based services of OGPL. One can also ask for independent installation of OGPL with customized look &amp;amp; feel. OGPL can be used by any central or state government department, organisations as well as district and panchayat administrations. It can also be used by private organisations as well as non government organization and civil societies to bring in more&lt;br /&gt;transparency in their functioning.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;OGPL isn't simply about setting up a new web platform, moving to cloud computing or adopting open standards but it's about establishing a platform to enhance transparency, accountability &amp;amp; foster development of Innovative applications to better serve the citizens &amp;amp; other stakeholders. Open government data is gaining a lot of popularity &amp;amp; acceptance with governments across the world. Its led by government themselves, development communities, international organisations. OGPL is a perfect platform for them to launch their open data initiative.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;In India, National Data Sharing and Accessibility Policy (NDSAP) has been recently notified by the Government. According to this policy, all government departments shall release their datasets in open format for citizens and other stakeholders to freely use &amp;amp; reuse. To make these datasets easily accessible by citizens, policy has also mandated NIC to provide technology solution for establishing an Open Data Portal (http://data.gov.in) for Departments, Subordinate Offices and Organizations. OGPL implementation in India is being executed by NIC, DeitY in close coordination with DST.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;OGPL is an open source product with generic architecture, which would easily facilitate other organizations and institutions to adopt for their open data initiatives. Communities could also contribute further by developing innovative apps around datasets and also enhancing the product in terms of features &amp;amp; functionalities.&lt;br /&gt;&lt;br /&gt;The purpose of the platform is to enhance access and use of government data to foster innovation, promote transparency, accountability and public participation. I am sure it shall go a long way in democratizing the government information.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Open Government Platform (OGPL) was developed jointly by India &amp;amp; US government as a result of announcement made by President Obama and Prime Minister Manmohan Singh during the Indo-US Open Government Dialogue in 2010. OGPL leverages on the best practices &amp;amp; features of the India’s “India.gov.in” and the “Data.gov” of United States.National Informatics Centre (NIC) from Government of India and General Services Administration (GSA) of United States executed the development of OGPL. Open Government Platform, developed to promote access to government data and information and energize citizen engagement was launched by Hon’ble Minister of Communications &amp;amp; IT and HRD, Govt. of India during a press conference held on 30th March 2012 in New Delhi in presence of Dr. Sam Pitroda, Advisor to Prime Minister of India. Secretary(DEITY), DG(NIC) &amp;amp; Joint Secretary, MEA also participated in the press conference, Senior officers from US Government &amp;amp; US Embassy were also present along with GSA team in India. CIO, US Government along with Deputy CTO also addressed the event over video conference.&lt;/p&gt;

In fact complete management of the collaborative development of OGPL by two teams stationed in two continents of the world was also handled using open source tools.It complies with the best practices of open source development, which helps in leveraging the strengths of future versions of the open source base products used in development of OGPL.&lt;br /&gt;&lt;br /&gt;OGPL being an open source initiative not only facilitates cost saving in terms of software and licenses but also facilitates community participation in terms of further development of product with additional components and&lt;br /&gt;innovative apps around the published datasets. Citizens can view, download datasets as well express their opinion on the quality of datasets, they can rate the datasets on a scale of 1 to 5. One can embed a dataset in their blog or web site as well as contact the owner of the datasets for any query or clarification. One can also publish or connect the datasets on their social media pages such as facebook, twitter etc. for wider reach.&lt;br /&gt;&lt;br /&gt;Ratings given by citizen are transparently shared on the portal in terms of number of views, current star rating which help new visitor understand quality of data sets, its popularity. Portal also enables visitors to submit their ideas, feedbacks and as well suggest datasets they would like government to release in open domain. These ideas are further rated by citizens to help government allocate priority in release of data sets.&lt;/p&gt;

&lt;h2&gt;Open Government Data Study: India&lt;/h2&gt;
&lt;p&gt;India provides one of the most fascinating examples of the use of open government data in a developing country context. It has one of the best right to information laws in the world and the government’s approach to open data builds on this legacy of making open data relevant to Indian citizens. An estimated 456 million Indians live on less than $1.25 a day and a key issue for India, and other developing countries, is how open data can be accessible to them.&lt;/p&gt;
&lt;p&gt;This paper reviews the progress being made towards open government data in India. Using case studies, it examines some of the pressing challenges facing the adoption of OGD in India. These include infrastructural problems, privacy concerns and the power imbalances that improved transparency can unwittingly create.&amp;nbsp; It also examines government attitudes towards open data and related policies and reviews the relationships between open government data, the media and civil society.&lt;/p&gt;
&lt;p&gt;The authors argue that the Indian Government’s responsibility should not stop short at just providing information, but also extend to making it available and accessible in a way that facilitates analysis and enhances offline usability – and ultimately makes it accessible to the poorest.&lt;/p&gt;
&lt;p&gt;The paper concludes by suggesting technical and policy strategies to develop, promote, implement and maintain a robust open government data policy in India.&lt;/p&gt;

        &lt;b&gt;The first draft of the second version of the Open Government Data Report is now online. Nisha Thompson worked on updating the first version of the report. This updated version of the report on open government data in India includes additional case studies as well as a potential policy (National Data Sharing and Accessibility Policy) that would create a central government data portal. The report was distributed for peer review and public feedback.&lt;/b&gt;
        &lt;p&gt;There are additional government case studies regarding e-governance and how they are changing the way data is collected and distributed. The report also looks at the issues around open data at the city and panchayat level and profiles new projects that are working to fill that void. It also includes a deeper account account of the global perspective on open government data and how India's experience with open data will be different from what the west is doing. There are few things more abhorrent to democracies than a lack of transparency in their functioning, and secrecy in public affairs is generally a sign of autocratic rule. Such transparency is the foundation for the seeking of accountability from those who exercise power over public policy issues and governmental functioning, including not only governments but also large corporations, trade unions, civil society organisations (CSOs), funding agencies and special interest groups. This information would also include all information on private bodies that can be accessed by public authorities.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Transparency helps citizens to independently evaluate governmental functioning and thus hold accountable any instances of corruption or mismanagement, whether at the level of policy formulation or at the level of implementation. Thus, the freedom of speech and expression and the right to receive information, which are seen as two sides of the same right under most international covenants, are both vitally important in ensuring transparent and accountable governance.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Making public information that is produced by the government is slightly different from merely making public information on governmental functioning. While many instances of the former are subsumed within the latter (e.g. information collected by the government), there are also areas where the two categories do not overlap. Openness with respect to government-produced information is part of the right of the public to access any output of taxpayer funding. Thus the category of ‘governmental information’ or ‘governmental data’ can be taken to include information about the government and governmental functioning, as well as information collected and produced by the government.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In addition, there can be two related but independent grounds on which the right of the public to governmental information is often founded. The ‘open government data’ movement – it is now a demand cutting across multiple nations and deserves to be so called – is predicated upon there being a certain degree of transparency in public functioning, notably through the existence of ‘right to information’ or ‘freedom of information’ statutes. Specifically, the open data movement generally understands the public’s right to information to include (1) the proactive disclosure of information; (2) the internet being the primary medium for such disclosure; (3) information being made available for access and for re-use free of charge and; (4) information being made available in a machine-readable format to enable computer-based re-use.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As it would be meaningless to demand the additional components that go to make ‘open government data’ in an environment where the basic right to information does not exist, all recommendations here (including initial steps) presume that such a right exists.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Initial steps&lt;/h3&gt;
&lt;p&gt;&lt;b&gt;Goal&lt;br /&gt;&lt;/b&gt;A commitment by the government to provide proactive disclosure of existing digital data on the web.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Justification&lt;/b&gt;&lt;br /&gt;Most governments already rely on computers at least for information storage at most levels even if they often perform information processing and sharing (i.e. conduct governmental transactions whether government-government, government business, or government-civil society) offline. This information that already exists in a digital form – quite often in the form of text documents and spread sheets – can and should be made public, based on a narrow negative blacklist. This blacklist should have a list of categories of information that should not be made available because of a narrow set of concerns such as privacy and properly classified state secrets. While this will undoubtedly result in the haphazard release of files that may be difficult to comprehend or use effectively, this is not a reason for keeping data offline and out of public reach. Once a process has been initiated of continually putting data up online, the data and the process can themselves be bettered through more elaborate technological and process-related improvements. Proactive disclosure steps can and should be taken even without the implementation of a robust procedural back-end &lt;br /&gt;for information gathering, processing and sharing along with the technology that enables it. While such robust information architecture and back-end infrastructure is certainly desirable, it is not necessary for the immediate online release of files that are already in digital format.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Recommendations&lt;/h3&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt;The government should create a minimal front-facing infrastructure, in terms of both technology (namely, a website) and human resources (people who are tasked with the responsibility of uploading governmental records, documents, reports and other information).&lt;/li&gt;
&lt;li&gt;A negative list of information that may not be shared should be drawn up by each public authority so that all other  material can be made publicly available immediately, keeping in mind the more general guidelines that exist in national and sub-national policies and laws on the right to information. &lt;/li&gt;
&lt;li&gt;A timeline should be put in place to ensure that proactive disclosure of existing government information continues to happen on a regular basis, until more rigorous steps are taken towards open government data.&lt;/li&gt;
&lt;/ol&gt;
&lt;h3&gt;More substantial steps&lt;/h3&gt;
&lt;p&gt;&lt;b&gt;Goal&lt;/b&gt;&lt;br /&gt;All government data is made available, in a form that ensures ease of use and reuse.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Justification&lt;/b&gt;&lt;br /&gt;Making government data available online is just the first basic step. All information released requires a proper underpinning in informational policy and technological support to realise full transparency, citizen participation and full social and economic value. Governments should use smarter technologies to ensure that the policy commitment to open government data can be realised in practice. In particular, searchability in the system greatly helps to ensure accessibility for persons with disabilities. Such searchability is often easy when it comes to text, but ends up being more complicated in other areas. For this reason, some of the suggestions on this have been kept for the next section (on proposals for most ambitious steps).&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Recommendations&lt;/h3&gt;
&lt;p&gt;&lt;b&gt;Policy and process&lt;/b&gt;&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;An information policy should be formulated that deals comprehensively with best practices with regard to information collection, storage, retrieval and management at the national level, and that allows for the adoption of that policy either with modification or directly by sub-national governments.&lt;br /&gt; 
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;Part of this policy must ensure that most new information is either created in a digital form, or is digitised from paper as soon as is practicable, and that later transactions of this information happen, as far as possible, over electronic modes of communication.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;This policy must also ensure that as much as electronic receipt of governmental information is seen as a right of citizens, so is non-electronic receipt.&lt;/li&gt;
&lt;/ul&gt;
&lt;/li&gt;
&lt;li&gt;A technological policy should be formulated that mandates the use of open standards in all e-governance to promote interoperability and prevent vendor lock-in, with only temporary and limited exceptions.&lt;br /&gt; 
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;This must be accompanied by a document on technological architecture (whether called an e-governance interoperability framework (e-GIF) policy, or a national enterprise architecture (NEA)) that lays down the broad parameters of the technology framework to enable the information architecture policy, including  the metadata standards.&lt;/li&gt;
&lt;/ul&gt;
&lt;/li&gt;
&lt;li&gt;The ability to reuse the published data must be guaranteed as part of a public sector information/open government data  policy. This is crucial to enable journalists, CSOs and others.&lt;/li&gt;
&lt;li&gt;All information must be provided free of cost at least in cases where:&lt;br /&gt; 
&lt;ul&gt;
&lt;li&gt;The government is not monetising the data, nor has plans to do so; or&lt;/li&gt;
&lt;li&gt;The data is for use by individuals and small and medium enterprises; or&lt;/li&gt;
&lt;li&gt;The data is available without any special fees under right to information/freedom of information statutes.&lt;/li&gt;
&lt;/ul&gt;
&lt;/li&gt;
&lt;/ol&gt;
&lt;h3&gt;Technology&lt;/h3&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt;All public authorities must be made to ensure that they use open standards, such as Unicode, prescribed in the e-GIF/ NEA. In addition, their data processing and publishing processes must comply with those laid out in these architectural documents.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Sector-specific and use-specific metadata must be included in all files and objects made available to the public, so  that when they use the services to retrieve objects they can make sense of the objects and manipulate them appropriately.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;This metadata must be standardised, as this is a crucial requirement to enable easy categorisation and searching of information. An important part of searching through the data is also searching through the full contents of the datasets. &lt;/li&gt;
&lt;/ol&gt;
&lt;h3&gt;Most ambitious steps&lt;/h3&gt;
&lt;p&gt;&lt;b&gt;Goal&lt;/b&gt;&lt;br /&gt;To translate the publishing of open governmental data into better data via input from the public.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Justification&lt;/b&gt;&lt;br /&gt;Public outreach and citizen-oriented tools are crucial to ensuring a vibrant online and offline public sphere where government data are used and discussed and a feedback loop is created, rather than this being a mere data dump. Using service-oriented architecture will help in ensuring platform independence, better scalability, greater code reuse, higher availability of services, parallel development of different components and many other benefits in terms of provision of data for governments. A robust service-oriented architecture will enable citizens to be treated as yet another client asking for information, and will enable useful application programming interfaces (APIs) to be built that will allow for easy access for power users to the data.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Integration with social media is a must, because it allows governments to reach vast networks of people at once and defray costs. Such integration will allow governments to go where many citizens are, rather than trying to get the citizens to come to them. However, care must be taken to ensure that such integration is done with adequate safeguards for privacy, long-term archival capability and data portability.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Recommendations&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Policy and process&lt;/b&gt;&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;The pro-elite bias that is often inherent in online technologies must be actively neutralised through policy. Such a policy must be designed to ensure that there is no elitist capture of the benefits of open government data, and that there is active promotion of ‘offline translation’ of data, especially in technologically divided countries where the gap between those who have access to technology and those who do not is wide.&lt;/li&gt;
&lt;li&gt;Governments must allow for correction of data by the public.&lt;/li&gt;
&lt;li&gt;Offline translation of data must be facilitated, especially in technologically poorer countries.&lt;/li&gt;
&lt;/ol&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Technology&lt;/b&gt;&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Documents should be structured with semantic mark-up, which allows for intelligent querying of the content of the document itself. Before settling upon a domestic usagespecific semantic mark-up schema, well-established XML schemas should be examined for their suitability and should be used wherever appropriate.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Multiple forms of access must be provided to the data, and it must be made available interactively through the web  for non-technical users. For more advanced users, the data must be available for bulk downloads, and it should also be accessible through well-documented open APIs.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;There should be a single-point portal (similar to the UK’s Data.gov.uk) to provide access to different public authorities’ data.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;All data should be Cloud-based to the extent that it ensures lower overheads for the government.&lt;/li&gt;
&lt;/ol&gt;

&lt;p style="text-align: justify; "&gt;&lt;b&gt;What is the general trend around sharing information resources and attribution among students and teachers?&lt;/b&gt;&lt;br /&gt;It is funny to know most students I have spoken to rely on photocopied notes provided by their teachers and try to keep the writing style and sentence structure same as the notes. They don’t know that copying answers or quotes amounts to plagiarism. It is the same for many teachers who teach them to keep the beauty of the author’s writing without modifying it. Also, when I visit universities and interact with professors and students, most consider Google and Wikipedia their best friends, primarily for the quick access to information and imagery. I get a lot of questions about the proper procedure of inserting images that appear in Google search in Wikipedia entries. Many student projects are focused on getting the best pictures available on the internet which means they may download copyrighted images (with watermarks) and modify them. With music and video, it is even worse.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Does the current situation become problematic when you encourage students to contribute to Wikipedia? &lt;br /&gt;&lt;/b&gt;It often does. For instance, when we initiated the &lt;a href="https://en.wikipedia.org/wiki/Wikipedia:India_Education_Program" title="https://en.wikipedia.org/wiki/Wikipedia:India_Education_Program"&gt;&lt;span&gt;India Education Program&lt;/span&gt;&lt;/a&gt;&lt;span&gt; (IEP)&lt;/span&gt;, as a part of &lt;a href="https://outreach.wikimedia.org/wiki/Wikipedia_Education_Program" title="https://outreach.wikimedia.org/wiki/Wikipedia_Education_Program"&gt;&lt;span&gt;Wikipedia Education Program&lt;/span&gt;&lt;/a&gt; (WEP),   to include editing Wikipedia articles as part  of academic curricula. Started in 2011 as a pilot program in the city of  Pune, IEP engaged with over 1000 students on English Wikipedia. But the  lack of education about copyright violation, and a habit of copying  notes from books and other sources affected the program outcome. Many  articles were copied from books and internet portals without even  paraphrasing, which is completely against Wikipedia policies.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What could be the possible reasons for the lack of basic awareness about how to share information among these students?&lt;/b&gt;&lt;br /&gt;Self-taught knowledge about the Internet and the  idea of the Internet as a place with few restrictions could be a few of  the reasons for these problems. Frequently, social media platforms do  not have barriers to downloading and sharing content produced by people  in your network. With mobile devices, all incoming content is downloaded  and stored on your phone. Often, people crop incoming images or modify  them and share them in small networks. Although they do it in good  faith, information keeps getting reused very rapidly without any credits  or metadata.For a new media educator like me, it is easy to  explain why and how to contribute to Open Knowledge projects like  Wikipedia…but attribution, and why appropriate attribution is crucial to  information sharing, are very difficult things to teach.  Most students feel like it is not really important to  attribute correctly as long as you are not using it for profit or  with bad intentions.&lt;/p&gt;
&lt;div style="text-align: justify; "&gt;&lt;b&gt;How do you deal with it individually and as a part of the A2K team? &lt;br /&gt;&lt;/b&gt;&lt;br /&gt;
&lt;div&gt;It is crucial for educators, academics and  everyone else to include education about Copyright and Copyleft in  their syllabus so that students and faculty alike can know how not to  violate copyright. At the same time, I think schools and universities  are a great place to educate students about Open Access journals and the  entire culture of knowledge producing/sharing beyond commercial gains.I often cite the example of &lt;a href="https://commons.wikimedia.org/wiki/File:Printing_with_a_3D_printer_at_Makers_Party_Bangalore_2013_11.JPG" title="https://commons.wikimedia.org/wiki/File:Printing_with_a_3D_printer_at_Makers_Party_Bangalore_2013_11.JPG"&gt;&lt;span&gt;one of my&lt;/span&gt;&lt;/a&gt; &lt;a href="https://commons.wikimedia.org/wiki/File:Printing_with_a_3D_printer_at_Makers_Party_Bangalore_2013_11.JPG" title="https://commons.wikimedia.org/wiki/File:Printing_with_a_3D_printer_at_Makers_Party_Bangalore_2013_11.JPG"&gt;&lt;span&gt;pictures&lt;/span&gt;&lt;/a&gt; that got featured in many international magazines and newspapers including &lt;a href="http://conservationmagazine.org/2013/12/3d-printer-test/" title="http://conservationmagazine.org/2013/12/3d-printer-test/"&gt;&lt;span&gt;The Conservation magazine&lt;/span&gt;&lt;/a&gt; and &lt;a href="http://www.huffingtonpost.com/jeff-pollack/big-bang-xdisruption-and-_b_4086013.html" title="http://www.huffingtonpost.com/jeff-pollack/big-bang-xdisruption-and-_b_4086013.html"&gt;&lt;span&gt;The Huffington post&lt;/span&gt;&lt;/a&gt;&lt;span&gt;,&lt;/span&gt; which  would not have happened if I hadn’t let the copyright go. I tell  students that the biggest perk of contributing works in Creative Commons  licenses is having a wide audience, especially young people.  People release published information in free licensing when they  hear about the opportunity to get enormously popular.&lt;/div&gt;
&lt;/div&gt;
&lt;div style="text-align: justify; "&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;Similarly, &lt;a href="http://www.zdnet.com/creative-commons-gives-the-bbc-uncommon-creativity-3039155936/" title="http://www.zdnet.com/creative-commons-gives-the-bbc-uncommon-creativity-3039155936/"&gt;&lt;span&gt;BBC&lt;/span&gt;&lt;/a&gt; and &lt;a href="http://creativecommons.org/weblog/entry/12049" title="http://creativecommons.org/weblog/entry/12049"&gt;&lt;span&gt;Al-Jazeera&lt;/span&gt;&lt;/a&gt; have  set great examples of mass donating imagery and video footage under CC.  In one of our recent collaborations at the A2K program, the Goa  University, on our request, &lt;a href="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/" title="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/"&gt;&lt;span&gt;changed terms of their licenses for&lt;/span&gt;&lt;/a&gt; &lt;a href="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/" title="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/"&gt;&lt;span&gt;a&lt;/span&gt;&lt;/a&gt; &lt;a href="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/" title="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/"&gt;&lt;span&gt;Konkani language Encyclopedia to Creative Commons license&lt;/span&gt;&lt;/a&gt; that has brought many volunteers to digitize and enrich the Konkani Wikipedia.&lt;/p&gt;

&lt;p&gt;THE information technology (IT) industry in India is bitterly divided over the issue of technological standards to be adopted in e-governance processes. This problem stems from the fact that large, state-funded e-governance projects in the pipeline present the recession-hit IT sector with substantial business opportunities.&lt;br /&gt;&lt;br /&gt;With the guidelines for setting these standards being finalised by the Department of Information Technology (DIT) under the National Policy on Open Standards for E-Governance, the debate on the nature of the standards – critical to the effective delivery of public e-services – is hotting up. Intense lobbying is on by those in favour of proprietary standards and by the Free and Open Source Software (FOSS) movement, which is against it.&lt;br /&gt;&lt;br /&gt;When the draft policy was tabled at the meeting of the apex committee of standards for e-governance in June, the National Association of Software and Service Companies (NASSCOM) and the Manufacturers’ Association for Information Technology (MAIT) pushed for two modifications to it: the replacement of open and free standards with royalty-based ones, and allowing multiple standards in the same technological domain.&lt;br /&gt;&lt;br /&gt;The FOSS community and open source technology firms have opposed these demands strongly. Fosscomm, a FOSS community network, wrote to the DIT seeking the withdrawal of both clauses. Leading open source technology firms such as Sun Microsystems, IBM and Red Hat have pointed out that the NASSCOM-MAIT position is at divergence with theirs and, therefore, does not reflect a unified “industry” perspective.&lt;br /&gt;&lt;br /&gt;The DIT, which made public the first draft of the policy in June 2008, has not placed subsequent drafts for public review. Fosscomm has protested against the “unparticipatory nature” of this policymaking process, which has considerable public-interest implications, not to mention an outlay of over Rs.5,000 crore for 27 national e-governance projects.&lt;br /&gt;&lt;br /&gt;The FOSS community believes that for a standard to be truly open, its specifications must be unconditionally accessible and royalty-free in perpetuity. This includes associated patents and extensions. NASSCOM, on the other hand, has sought standards that are open but tied to royalties, on what in policy parlance is called RAND (reasonable and non-discriminatory) licensing terms.&lt;br /&gt;&lt;br /&gt;However, RAND standards are inextricably linked to intellectual property right (IPR) regimes. The government may have to pay royalties to patent holders throughout the lifetime of the standards. Further, the FOSS community argues that “reasonable/non-discriminatory” is a loose term that can be interpreted to the advantage of the patent holder. And with licence confidentiality being what it is, violations will be hard to monitor, it feels.&lt;br /&gt;&lt;br /&gt;Prabir Purkayastha of the Delhi Science Forum believes that the policy, if implemented in its current form, will create an “anomalous position” for the government. “That would imply that India still does not legally recognise software patents, yet is willing to accept patent protection in its standards.”&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Standards diluted&lt;br /&gt;&lt;/h3&gt;
&lt;p&gt;The first draft of the policy unambiguously states that the open standard chosen must be royalty-free for its lifetime, but subsequent drafts allowed for RAND terms to be invoked in the absence of an existing open standard. This loophole, FOSS supporters fear, may allow powerful lobbies to hijack these standards in a non-transparent environment inside committee rooms.&lt;br /&gt;&lt;br /&gt;If, as the proprietary camp wishes, open standards are redefined as RAND exclusively, a substantial portion of the taxpayers’ money will go towards royalties and software monopolies will be entrenched into this growing segment.&lt;br /&gt;&lt;br /&gt;Leading Indian IT companies have supported proprietary software; this was evident from the debate on India’s vote at the International Standards Organisation (ISO) on the Open Document Format versus Microsoft’s OOXML controversy.&lt;/p&gt;
&lt;h3&gt;&lt;br /&gt;&lt;/h3&gt;
&lt;h3&gt;Open standards&lt;/h3&gt;
&lt;p&gt;“If we do not pay for using weights and measures in the physical world, why should we in the digital world?” asks Venkatesh Hariharan, corporate affairs director, Red Hat. “It’s a trap. Proprietary formats are controlled by monopolistic outfits that drive adoption of a technology, file a thicket of patents, and litigate if royalties aren’t paid.”&lt;br /&gt;&lt;br /&gt;The Internet, built on several open standards, is the best example of how open standards form the basis of major technological innovations. It allows for a level playing field, particularly in developing economies. By framing a purely open standards policy, India can show the way for the developing world.&lt;br /&gt;&lt;br /&gt;Developed countries (such as those of the European Union) are moving towards mandating open standards in government departments, processes and interactions. However, it is developing countries that stand to gain most from open standards. “Proprietary standards place a larger burden on developing economies than developed as they have a greater need to participate in the global network by using standards, but do have lesser capabilities than developed economies in terms of paying for royalties,” writes Pranesh Prakash, Centre for Internet and Society, in his letter to the DIT. The “industry view” is not in the interests of small- and medium-size enterprises.&lt;br /&gt;&lt;br /&gt;An Indian case study of how open standards can cut costs, foster monopoly-free competition and provide interoperability is the Smart Card Operating System for Transport Applications (SCOSTA). A standard for smart card-based driving licences and vehicle registration projects handled by different State governments, SCOSTA was developed by the National Informatics Centre with help from the Indian Institute of Technology, Kanpur.&lt;br /&gt;&lt;br /&gt;The number of vendors providing cards and card readers increased after an open standard was adopted and specifications were made freely available on a website.&lt;br /&gt;&lt;br /&gt;While four foreign companies were marketing smart cards earlier, over a dozen Indian companies are doing the same now, according to a United Nations Development Programme report on e-government interoperability. More significantly, IPR rents dropped and the market price of a card came down from Rs.300 to Rs.30.&lt;br /&gt;&lt;br /&gt;On the second issue – that of allowing multiple standards in a single technological domain – the policy allows adopting additional standards “in national interest”.&lt;/p&gt;

&lt;h3&gt;Multiple standards&lt;/h3&gt;
&lt;p&gt;Public data, like land records, lie at the core of every e-governance process; multiple standards create interoperability issues and increase the cost of conversion from one format to another. In fact, if a standard is truly open, and hence developed in a participative manner, it will automatically grow to incorporate any reasonable requirement of the community.&lt;br /&gt;&lt;br /&gt;Although this tussle appears to be restricted to the e-governance space, much more is really at stake. In a developing economy such as India, open and royalty-free technological standards are critical because they enable domestic industries to grow and compete in a fair and monopoly-free market. And, by enabling access to technology, they foster an innovation-friendly environment.&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
