        &lt;p style="text-align: justify; "&gt;Centre for Internet and Society's Access To Knowledge &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge/Programme_Plan"&gt;(CIS-A2K) team&lt;/a&gt; was  there in &lt;a class="external-link" href="http://www.unigoa.ac.in/"&gt;Goa University&lt;/a&gt; to conduct a four day long Konkani Wikipedia  workshop for the MA Konkani students. During these days Subhashish  Panigrahi of CIS-A2K caught up with Dr. Priyadarshini Tadkodkar, Head,  Konkani department of Goa University and asked about the brief history  of Konkani language. In this video Dr. Tadkodkar shares the origin and  movements that has affected Konkani, influence of other languages on it  and the documentation process of the language. The Census Department of  India, 2001 figures put the number of Konkani speakers in India as  2,489,015. Out of these, around 6 lakh were in Goa, 7 lakh in Karnataka,  3 lakh in Maharashtra, 6 lakh in Kerala and rest live outside of India,  either as expatriates or citizens of other countries (NRIs).&lt;/p&gt;

    <title>Privacy, Free/Open Source, and the Cloud </title>

        &lt;b&gt;A look into the questions that arise in concern to privacy and cloud computing, and how open source plays into the picture. &lt;/b&gt;
        
&lt;h3&gt;Introduction&lt;/h3&gt;
&lt;p&gt;Cloud computing, in basic terms,&amp;nbsp; is internet-based computing where shared resources and services are taken from the primary infrastructure of the internet and provided on demand. Cloud computing creates a shared network between major corporations like Google, Microsoft, Amazon and Yahoo. In this way, cloud systems are related to grid computing systems/service- oriented architectures, and create the potential for the entire I.T. infrastructure to be programmable. Because of this, cloud computing establishes a new consumption and delivery standard for IT services based on the internet. It is a new consumption and delivery model, because it is made up of services delivered through common centers and built on servers which act as a point of access for the computing needs of consumers.&amp;nbsp; The access points facilitate the tailoring and delivering of targeted applications and services to consumers.&amp;nbsp; Details are taken from the users, who no longer need to have an understanding of, or control over the technology infrastructure in the cloud that supports their desired application.&lt;/p&gt;
&lt;p&gt;There are both corporate and consumer implications for such a system. For example, according cloud computing lowers the barriers to entry for corporations and new services. It also enables innovative enterprise in locations where there is an insufficient supply of human or other resources through the provision of inexpensive hardware, software, and applications. The consumer, in turn, is provided with information that he or she is projected to be interested in based on information he or she has already “consumed.”&amp;nbsp; Thus, for example: Google has the ability to monitor a person’s consuming habits through searches and to reduce those habits to a pattern which selects applications to display – and consumption of those reinforces the pattern.&lt;/p&gt;
&lt;h3&gt;Privacy Concerns:&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;Though cloud computing can be a useful tool for&amp;nbsp; consumers, corporations, and countries, cloud computing poses significant privacy concerns for all actors involved. For the consumer, a major concern is that future business models may rely on the use of personal data from consumers of cloud services for advertising or behavioral targeting. This concern brings to light the fundamental problem of cloud computing which is that consumers consent to the secondary use of their personal data only when they are signing up for services, and that “consent” is almost automatically generated. How can the cloud assure users that their private data will be properly protected? It is true that high levels of encryption can be (and are) used, and that many companies also take other precautionary measures, but protective measures vary, and the secondary sources that gain access to information may not protect it as well as the initial source.&amp;nbsp; Moreover, even strong protection measures are vulnerable to hackers. As well, what happens if a jurisdiction, like the Indian government, gains access to information about a foreign national?&amp;nbsp;&amp;nbsp; India still does not have a comprehensive data protection law, nor does it have many forms of redress for violations of privacy. How is that individuals information protected?&lt;/p&gt;
&lt;p&gt;These questions give rise to other privacy concerns with respect to the data that is circulated and stored on the cloud, which are the questions of territory, sovereignty, and regulation. Many of these were brought up at the Internet Governance Forum, which took place on the 16th of September including: Which jurisdiction has authority in cases of dispute or digital crime? If you lose data or your data is damaged, stolen, or manipulated, where do you go? Is the violation enforced under local laws, and, if so, under the law of the violator or the law of the violated?&amp;nbsp; If international law, who can access the tribunals, and which tribunals have this jurisdiction?&amp;nbsp; What if a person's data is replicated in two data centres in two different countries? &amp;nbsp;Are the data subject to scrutiny by the officials of all three?&amp;nbsp; Is there a remedy against abuse by any of them?&amp;nbsp; Does it matter whether the country in which the data centre resides does not require a warrant for government access?&amp;nbsp; And how will a consumer know any of that up front?&amp;nbsp; As a corollary, if content is being sent to one country but resides on a data centre in another country, whose data protection standards apply?&amp;nbsp; For example, certain governments in Europe require data retention for limited amount of time for purposes for law enforcement, but other countries may allow retention of data for shorter or longer periods of time.&lt;/p&gt;
&lt;h3&gt;How are privacy, free/open source, and the cloud related ?&lt;/h3&gt;
&lt;p&gt;Eben Moglen, a professor from Columbia law school, and founder and chairman of the Software Freedom Law Center who spoke on cloud computing, privacy, and free/open software at the Indian Institute for science on Thursday September 25, had another solution to the privacy concerns that arise out of the cloud. His lecture explains how the internet has moved from a tool that once promoted equality between people – no servants and no masters – to a tool that reinforces social hierarchies. The reinforcement of these hierarchies is directly related to the language used and communication facilitated between the computer and the individual.&amp;nbsp; Professor Moglen describes how initially, when computers were first introduced to the public, humans spoke directly to computers, and computers responded directly to humans. This open, two-way communication changed when Microsoft, Apple, and IBM removed the language between humans and computers and created proprietary software based on a server-client computing relationship. By removing the language between humans and computers, these corporations dis-empowered individuals. Professor Moglen used this as a springboard to address the privacy concerns that come up in cloud computing. Privacy at its base is the ability of an individual to control access to various aspects of self, such as decisional, informational, and locational. In having the ability to control these factors, privacy consists of a relation between a person and another person or an entity. Professor Moglen postulated that free/open access to code would make the internet an environment where choices over that relationship were still in the hands of an individual, and, among other protections, the individuals could build up their desired levels of privacy.&lt;/p&gt;
&lt;h3&gt;Is free/open software the solution?&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;Eben Moglen's solution to the many privacy concerns that arise out of cloud computing is the application and use of free software/open source by individuals.&amp;nbsp; Unlike some applications on the cloud, open source is free, and once an individual has access to the code, that person can control how a program functions, including how a program uses personal information, and thus the person would be able to protect their privacy. Of course, this presumes that the consumer of the internet is sophisticated enough to access and manipulate code.&amp;nbsp; But even putting that presumption aside, is the ability to write code enough to protect data (will help you protect data better – add more security)?&amp;nbsp; Perhaps if a person could create his own server and bypass the cloud, but this does not seem like an ideal (or practical) solution. Though free/open source is an important element that should be incorporated into cloud computing, free/open source depends on open standards.&amp;nbsp;According to Pranesh Prakash, in his presentation at the Internet Governance Forum, the role of standards in ensuring interoperability is critical to allowing consumers to choose between different devices to access the cloud, to choose between different software clients, and to shift between one service and another. This would include moving information, both the data and the metadata, from one cloud to another. Clouds would need to be able to talk to one another to enable data sharing, and open source is key to this, though it is important to note that if one uses free/open source, they must set up their own infrastructure.&lt;/p&gt;
&lt;h3&gt;Conclusion&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;Even though Moglen believes that free/open source software brings freedom and provides the solution to protect an individual’s privacy in the context of cloud computing, he was not speaking to the specific context of India. To do that, it is important to expand the definitions that one uses of free/open source and privacy, and then to contextualize them.&amp;nbsp; Looking closely at the words “free/open source,” they are not limited to access to a software's code, even though that is free/open source’s base.&amp;nbsp; For the ideology of free/open source to work, access to code is just a key to the puzzle. A person, community, culture and state must understand the purpose of free/open source, know how to use it,&amp;nbsp; and know how it can be applied in order for it to be transformative, liberating, and protective. There needs to be a shared understanding that free/open source is&amp;nbsp; not just about being able to change code, but about a shared commitment to sharing code and making it transparent and accessible. In the United States and other countries,&amp;nbsp; free/open source did not just enter into American society and immediately fix issues of&amp;nbsp; privacy by bringing freedom, as it seems Professor Moglen is suggesting free/open source will do in India.&amp;nbsp;&amp;nbsp;&amp;nbsp; Though Professor Moglen promises freedom and privacy protection through free/open source, perhaps this is not an honest appraisal of the technology.&amp;nbsp; Free/open source, if not equally accessed or misapplied, protects neither freedom nor privacy.&amp;nbsp; As noted above, even if a person has access to code, he can protect data only to a certain extent.&amp;nbsp; Thus, he might think that he has created a privacy wall around information that actually is readily accessible.&amp;nbsp; In other words, free/open source cannot be the only answer to freedom, but instead a piece to a collective answer.&lt;/p&gt;

    <title>Privacy vs. Transparency: An Attempt at Resolving the Dichotomy</title>

In a few countries where the constitution does not explicitly guarantee such a right, courts have read the right to privacy into other rights (e.g., the right to life, the right to equal treatment under law and also the right to freedom of speech and expression).&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;In other countries where privacy is not yet an explicit or implicit  right, harm to the individual is mitigated using older confidentiality  or secrecy law. After the Snowden affair, the rise of social media and  the sharing economy, some corporations and governments would like us to  believe that “privacy is dead”. Privacy should not and cannot be dead,  because that would mean that security is also dead. This is indeed the  most dangerous consequence of total surveillance as it is technically  impossible to architect a secure information system without privacy as a  precondition. And conversely, it is impossible to guarantee privacy  without security as a precondition.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The right to transparency [also known as the right to information or  access to information] – while unavailable in international law – is  increasingly available in national law. Over the last twenty years this  right has become encoded in national laws – and across the world it is  being used to hold government accountable and to balance the power  asymmetry between states and citizens. Independent and autonomous  offices of transparency regulators have been established. Apart from  increasing government transparency, corporations are also increasingly  required to be transparent as part of generic or industry specific  regulation in the public interest. For instance, India’s Companies Act,  2013, requires greater transparency from the private sector. Other areas  of human endeavor such as science and development are also becoming  increasingly transparent though here it is still left up to  self-regulation and there isn’t as much established law. Within science  and research more generally, the rise of open data accompanied the  growth of the Open Access and citizen science movement.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;So the question before us is: Are these two rights – the right to  transparency and the right to privacy – compatible? Is it a zero-sum  game? Do we have to sacrifice one right to enforce the other?  Unfortunately, many privacy and transparency activists think this is the  case and this has resulted in some conflict. I suggest that these  rights are completely compatible when it comes to addressing the  question of power. These rights do not have to be balanced against one  another. There is no need to settle for a sub-optimal solution. &lt;b&gt;Rather this is an optimization problem and the solution is as follows: privacy protections must be inversely proportionate to power and as Julian Assange says transparency requirements should be directly proportionate to power.&lt;/b&gt;&lt;a href="#fn*" name="fr*"&gt;[*] &lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In most privacy laws, the public interest is an exception to privacy. If  public interest is being undermined, then an individual privacy can be  infringed upon by the state, by researchers, by the media, etc. And in  transparency law, privacy is the exception. If the privacy of an  individual can be infringed, transparency is not required unless it is  in the public interest. In other words, the “public interest” test  allows us to use privacy law and transparency law to address power  asymmetries rather than exacerbate them. What constitutes “public  interest” is of course left to courts, privacy regulators, and  transparency regulators to decide. Like privacy, there are many other  exceptions in any given transparency regime including confidentiality  and secrecy. Given uneven quality of case law there will be a temptation  by the corrupt to conflate exceptions. Here the old common-law  principle of “there is no confidence as to the disclosure of iniquity” –  which prevents confidentiality law from being used to cover malfeasance  or illegality – can be adopted in appropriate jurisdictions.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Around 10 years ago, the transparency movement gave birth to yet another  movement – the open government data movement. The tension between  privacy and transparency is most clearly seen in the open government  data movement. The open government data movement in some parts of the  world is dominated by ahistorical and apolitical technologists, and some  of them seem intent on reinventing the wheel. In India, ever since the  enactment of the Right to Information Act, 2003, 30 transparency  activists are either killed, beaten or criminally intimidated every  year. This is the statistic from media coverage alone. Many more  silently suffer. RTI or transparency is without a doubt one of the most  dangerous sectors within civil society that you could choose to work in.  In contrast, not a single open data activist has ever been killed,  beaten or criminally intimidated. I suspect this is because open data  activists do not sufficiently challenge power hierarchies. Let us look a  little bit closely at their work cycle. When a traditional transparency  activist asks a question, that is usually enough to get them into  trouble. When an open data activist publishes an answer [a dataset  nicely scrubbed and machine readable, or a visualization, or a tool]  they are often frustrated because nobody seems interested in using it.  Often even the activist is unclear what the question is. This is because  open data activist works where data is available. Open data activists  are obsessed with big datasets, which are easier to find at the bottom  of the pyramid. They contribute to growing surveillance practices [the  nexus between Internet giants, states, and the security establishment]  rather that focusing on sousveillance [citizen surveillance of the  state, also referred to as citizen undersight or inverse surveillance].  They seem to be obsessed only with tools and technologies, rather than  power asymmetries and injustices.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Finally, a case study to make my argument easier to understand – Aadhaar  or UID, India’s ambitious centralized biometric identity and  authentication management system. There are many serious issues with its  centralized topology, proprietary technology, and dependence on  biometrics as authentication factors – all of which I have written about  in the past. In this article, I will explain how my optimization  solution can be applied to the project to make it more effective in  addressing its primary problem statement that corruption is a necessary  outcome of power asymmetries in India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In its current avatar – the Aadhaar project hopes to assign  biometric-based identities to all citizens. The hope is that, by doing  authentication in the last mile, corruption within India’s massive  subsidy programmes will be reduced. This, in my view, might marginally  reduce retail corruption at the bottom of the pyramid. It will do  nothing to address wholesale corruption that occurs as subsidies travel  from the top to the bottom of the pyramid. I have advocated over the  last two years that we should abandon trying to issue biometric  identities to all citizens, thereby making them more transparent to the  state. Let us instead issue Aadhaar numbers to all politicians and  bureaucrats and instead make the state more transparent to citizens.  There is no public interest in reducing privacy for ordinary citizens –  the powerless – but there are definitely huge public interest benefits  to be secured by increasing transparency of politicians and bureaucrats,  who are the powerful.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Indian government has recently introduced a biometric-based  attendance system for all bureaucrats and has created a portal that  allows Indian citizens to track if their bureaucrats are arriving late  or leaving early. This unfortunately is just bean counting [for being  corrupt and being punctual are not mutually exclusive] and public access  to the national portal was turned off because of legitimate protests  from some of the bureaucrats. What bureaucrats do in office, who they  meet, and which documents they process is more important than when they  arrive at or depart from work. The increased transparency or reduced  privacy was not contributing to the public interest.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Instead of first going after small-ticket corruption at the bottom of  the pyramid, maximization of public interest requires us to focus on the  top, for there is much greater ROI for the anti-corruption rupee. For  example: constructing a digital signature based on audit trails that  track all funds and subsidies as they move up and down the pyramid.  These audit trails must be made public so that ordinary villagers can be  supported by open data activists, journalists, social entrepreneurs,  and traditional civil society in verification and course correction.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I hope open data activists, data scientists, and big data experts will  draw inspiration from the giants of the transparency movement in India. I  hope they will turn their attention to power, examine power asymmetries  and then ask how the Aadhaar project can be leveraged to make India  more rather than less equal.&lt;/p&gt;

&lt;p&gt;Scholarly communication plays a 
central role in the creation and assimilation of new knowledge, especially 
in the sciences.  In its turn scholarly communication depends on 
developments in technology. Unfortunately, scientists who do cutting edge 
science often follow communication practices of a bygone era and are 
therefore holding back the development of knowledge. In this talk we will 
look at state-of-the-art developments in scholarly  communication and 
literature-based evaluation of science and see how we in India can benefit 
by adopting them.&lt;/p&gt;

&lt;h3&gt;  About &lt;strong&gt;Dr.Subbiah Arunachalam&lt;/strong&gt;  &lt;/h3&gt;

  &lt;br /&gt;
&lt;p&gt; Subbiah Arunachalam is an information scientist. He has been an editor of 
scientific journals, teacher of information science, librarian, and a 
science writer. As Secretary and Editor of publications of the Indian 
Academy of Sciences, Bangalore, during 1973-75, he reorganised the 
publications of the Academy and helped enlarge its Fellowship. Currently he 
is actively promoting open access to science and scholarship. His interests 
include scientometrics, science journalism and ICT-enabled rural 
development. &lt;br /&gt;&lt;/p&gt;

toll-access journal system that was set up some 350 years ago and which
has served well till a few decades ago evolved, for historical reasons,
largely to serve the needs of North-North knowledge exchange and has
failed to take cognizance of the aspirations of the South. The need for
science to be performed everywhere and take roots in all countries is
now well recognized.&amp;nbsp; If OA is so very important to the South, why is
the progress slow? While computers, internet access and bandwidths
continue to pose problems in a number of southern countries, in general
the situation is improving. The more important factor is scientists'
apathy. Scientists in the South, by and large, do not exercise their
rights to the full; often they give away on a platter copyright to
their research papers to journal publishers. The publishers themselves
indulge in practices that would entice publishing scientists and
librarians to act in ways that would benefit the publishers. Funding
agencies and governments of southern countries are not as proactive as
they should be.&amp;nbsp;&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;Focused
advocacy on the advantages of the public commons approach can bring
about some revolutionary changes. Such advocacy should be aimed at all

a research and advocacy organization that was founded in August 2008.&amp;nbsp;
Before then, he was a volunteer for 12 years with the M S Swaminathan
Research Foundation, a Chennai-based NGO, promoting the use of
information and communication technologies to empower the poor and the
marginalized and bring about holistic rural development.&lt;/div&gt;
&lt;div&gt;Arun
is an advocate of open access to scientific and scholarly literature
and has conducted several workshops on knowledge management, electronic
publishing, open access archiving, science communication, and
South-South Exchange for sharing knowledge among development workers

des raisons historiques, le système des publications scientifiques
payantes mis en place il y a trois siècles et demi et qui a produit des
résultats satisfaisants jusqu’aux dernières décennies sert maintenant,
en grande partie, l’échange de connaissances Nord-Nord et ne prend pas
en compte les aspirations du Sud. La nécessité de favoriser partout
l’activité scientifique et de conforter son enracinement dans tous les
pays est aujourd’hui généralement admise. Si le libre accès revêt une
telle importance pour le Sud, pourquoi les progrès sont-ils si lents&amp;nbsp;?
Bien que les ordinateurs, l’accès Internet et la bande passante
continuent de poser problème dans un grand nombre de pays du Sud, la
situation a somme toute tendance à s’améliorer. Le facteur qui joue le
plus est dès lors l’apathie des chercheurs. De façon générale, les
scientifiques du Sud n’exercent pas pleinement leurs droits&amp;nbsp;: ils
cèdent les droits d’auteur sur leur article à l’éditeur de la revue. Et
les éditeurs se livrent à des pratiques qui incitent les auteurs et les
bibliothécaires à agir à leur avantage. Les bailleurs de fonds et les
gouvernements des pays du Sud, quant à eux, ne sont pas aussi proactifs
qu’ils le devraient.&lt;/div&gt;

&lt;div&gt;Un
plaidoyer axé sur les avantages des biens communs pourrait produire des
changements révolutionnaires. Ce plaidoyer doit viser toutes les

&lt;p&gt;In the world of education, the emergence of Wikipedia – an online, user generated, knowledge production referencing system – has drawn strong battle lines. The divide is fairly well drawn between those who swear by Wikipedia and those who swear at it. On the one hand are the students and teachers (more students than teachers) who look upon the democratic modes of knowledge production, the easy access to information, and the multiple perspectives that get embedded in the global system of producing knowledge, as one of the most revolutionary moments in the history of teaching and research in the world. On the other hand are the teachers and students (more teachers than students) who grow green in the face, pointing out the errors and problems within Wikipedia, often layering their objections with much more complex problems of plagiarism, lack of research ethics and absence of rigour.&lt;/p&gt;
&lt;p&gt;Especially in classrooms, where students often bring in information retrieved from Wikipedia to cope and engage with their curricula, there seems to be a strained sense of tension where the students are increasingly depending upon Wikipedia (or other such user generated knowledge production spaces) for their first introductions to different knowledges, and the teachers, used to the sacredness of books and library based research, feel a sense of despair at the click-copy-paste cultures that the students bring to the classrooms. This tension between the students and the teachers, and the concern over authenticity and accuracy, is symptomatic of a much larger changing relationship between students and teachers within academia in emerging information societies.&lt;/p&gt;
&lt;p&gt;While it is possible to, almost infinitely, perpetuate these debates, there is a certain transformative moment which is being lost in the cacophony that emerges from both the sides trying to prove their points, and often delving into pointless, albeit intelligent, chatter. It is this moment that I am interested in articulating, because it captures, for me, a change in the learning-teaching environments in classrooms that is not very clearly articulated in the Wikipedia (or at a much larger level, Internet) and education debates.&lt;/p&gt;
&lt;p&gt;The classroom, across cultures and geographies has been marked by a romantic imagination of being a hallowed space of elevated learning and knowledge. While this is indeed true, it is necessary to place the classroom in another more pragmatic context of Knowledge production industries and services. While there are often certain intangible and affective bonds of faith between the teacher and the students, it is necessary to remind ourselves that the classroom is essentially a site of knowledge industries, where certain information, knowledge and skills are transferred from the teacher – who serves as the access point to relevant data – to the students who need to be trained and taught into becoming possessors of knowledge.&lt;/p&gt;
&lt;p&gt;And it is this particular relationship that the Internet technologies are changing – this hitherto accepted role of the teacher as the bearer of knowledge and the student as a recipient of the same. I want to look at three particular ways in which Wikipedia and other similar spaces have challenged our understanding of the classroom and the teacher-student relationship in the traditional classrooms.&lt;/p&gt;
&lt;p&gt;Wikipedia, which is at the centre of the debates, is actually more demonstrative of this changing knowledge structure because of its contours as well as the larger aesthetics and politics it embodies. In the world of Wikipedia, there are no hierarchies of knowledge dependent upon personal credentials or antecedents. All contributors, are, instead, sorted on the basis of their skill for research, writing, and providing evidence. More often than not, an article on Wikipedia is a collaborative effort which plays on the strengths of many different collaborators. Each contributor is not expected to be a proficient scholar with all the required skills. Instead, different contributors take on different roles and help in producing collaborative knowledge. Such a system of knowledge production challenges the dominant understanding of knowledge production and contribution, especially in the school and university set-ups, which are contingent upon individual genius and comprehensive skills.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;img src="https://cis-india.org/home-images/Wikipedia.jpg/image_preview" alt="Wikipedia" class="image-inline" title="Wikipedia" /&gt;&lt;/p&gt;
&lt;p&gt;A space like Wikipedia thus, produces not only a level field of learning, collaborating and sharing knowledge, which is often at logger-heads with the classrooms as we know them, it also leads to a new flow of knowledge. In traditional classroom conditions, the teacher is envisioned as an expert and the flow of information is meant to be one-way, imitating a broadcast model that earlier technologies like print and cinema have embraced. With Wikipedia, there is a shift from education to learning. Everybody on Wikipedia is imagined to be a valuable person who pools his/her skills into a common database, from which knowledge is now produced and perfected. This dismantling of the teacher figure, the placing of the teacher in a condition of learning rather than teaching is the source of much anxiety that internet technologies bring forth. The recognition that the experiences, the skills, and the information that the students have are equally, if not more valuable, in the process of knowledge production and dissemination, is a significant shift in our understanding of the classroom.&lt;/p&gt;
&lt;p&gt;The last point that I want to touch upon is the way in which the accepted role of curricula is challenged with the emergence of such easy access to different knowledge systems. For younger users of technology, who are being exposed to alternative voices, politics of dissent and a wider horizon of theory and practice, the prescribed curriculum becomes often restrictive and sometimes redundant. Because information is now easily available, the premium is on knowledge – abilities to analyze, sift, research and thinking through questions – thus changing the role of teachers, especially in schools. Many teachers are often faced with situations where the students have more information at their finger tips than is in the text-book or indeed, is available to the teacher around a particular area. In such instances, new forms of coping with curriculum, novel ways of understanding classroom pedagogies, and creative ways of incorporating the students’ experiences and information in the teaching practices need to be developed.&lt;/p&gt;
&lt;p&gt;There is no denying the fact that the emergence of internet technologies are leading to different crises in the classrooms. However, instead of formulating it in binaries – virtual classroom versus physical classroom, Wikipedia versus Encyclopaedia Britannica, Information versus Knowledge, etc. – it is more fruitful to examine the ways in which these technologies are helping us revisit the classroom as one of the most crucial sites of the knowledge industries, and questioning many concepts and ideas that we had taken for granted in our existing education and teaching systems.&lt;/p&gt;

    <title>Pre-Budget Consultation 2016 - Submission to the IT Group of the Ministry of Finance</title>

        &lt;b&gt;The Ministry of Finance has recently held pre-budget consultations with different stakeholder groups in connection with the Union Budget 2016-17. We were invited to take part in the consultation for the IT (hardware and software) group organised on January 07, 2016, and submit a suggestion note. We are sharing the note below. It was prepared and presented by Sumandro Chattapadhyay, with contributions from Rohini Lakshané, Anubha Sinha, and other members of CIS.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;It is our distinct honour to be invited to submit this note for consideration by the IT Group of the Ministry of Finance, Government of India, as part of the pre-budget consultation for 2016-17.&lt;/p&gt;
&lt;p&gt;The Centre for Internet and Society is (CIS) is a non-profit organisation that undertakes interdisciplinary research on internet and digital technologies from policy and academic perspectives. The areas of focus include digital accessibility for persons with diverse abilities, access to knowledge, intellectual property rights, openness (including open data, free and open source software, open standards, open access, open educational resources, and open video), internet governance, telecommunication reform, digital privacy, and cyber-security. We receive financial support from Kusuma Trust, Wikimedia Foundation, MacArthur Foundation, IDRC, and other donors.&lt;/p&gt;
&lt;p&gt;We have divided our suggestions into the different topics that our organisation has been researching in the recent years.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Free/Libre and Open Source Software (FLOSS) is the Basis for Digital India&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;We congratulate the policies introduced by the government to promote use of free/libre and open source software and that of open APIs for all e-governance projects and systems. This is not only crucial for the government to avoid vendor lock-in when it comes to critical software systems for governance, but also to ensure that the source code of such systems is available for public scrutiny and do not contain any security flaws.&lt;/p&gt;
&lt;p&gt;We request the government to empower the implementation of these policies by making open sharing of source code a necessity for all software vendors hired by government agencies a necessary condition for awarding of tenders. The 2016-17 budget should include special support to make all government agencies aware and capable of implementing these policies, as well as to build and operate agency-level software repositories (with version controlling system) to host the source codes. These repositories may function to manage the development and maintenance of software used in e-governance projects, as well as to seek comments from the public regarding the quality of the software.&lt;/p&gt;
&lt;p&gt;Use of FLOSS is not only important from the security or the cost-saving perspectives, it is also crucial to develop a robust industry of software development firms that specialise in FLOSS-based solutions, as opposed to being restricted to doing local implementation of global software vendors. A holistic support for FLOSS, especially with the government functioning as the dominant client, will immensely help creation of domestic jobs in the software industry, as well as encouraging Indian programmers to contribute to development of FLOSS projects.&lt;/p&gt;
&lt;p&gt;An effective compliance monitoring and enforcement system needs to be created to ensure that all government agencies are  Strong enforcement of the 2011 policy to use open source software in governance, including an enforcement task force that checks whether government departments have complied with this or not.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Open Data is a Key Instrument for Transparent Decision Making&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;With a wider set of governance activities being carried out using information systems, the government is increasingly acquiring a substantial amount of data about governance processes and status of projects that needs to be effectively fed back into the decision making process for the same projects. Opening up such data not only allows for public transparency, but also for easier sharing of data across government agencies, which reduces process delays and possibilities of duplication of data collection efforts.&lt;/p&gt;
&lt;p&gt;We request the 2016-17 budget to foreground the National Data Sharing and Accessibility Policy and the Open Government Data Platform of India as two key enablers of the Digital India agenda, and accordingly budget for modernisation and reconfiguration of data collection and management processes across government agencies, so that those processes are made automatic and open-by-default. Automatic data management processes minimise the possibility of data loss by directly archiving the collected data, which is increasingly becoming digital in nature. Open-by-default processes of data management means that all data collected by an agency, once pre-recognised as shareable data (that is non-sensitive and anonymised), will be proactively disclosed as a rule.&lt;/p&gt;
&lt;p&gt;Implementation of the National Data Sharing and Accessibility Policy has been hindered, so far, by the lack of preparation of a public inventory of data assets, along  with the information of their collection cycles, modes of collection and storage, etc., by each union government agency. Specific budgetary allocation to develop these inventories will be crucial not only for the implementation of the Policy, but also for the government to get an extensive sense of data collected and maintained currently by various government agencies. Decisions to proactively publish, or otherwise, such data can then be taken based on established rules.&lt;/p&gt;
&lt;p&gt;Availability of such open data, as mentioned above, creates a wider possibility for the public to know, learn, and understand the activities of the government, and is a cornerstone of transparent governance in the digital era. But making this a reality requires a systemic implementation of open government data practices, and various agencies would require targeted budget to undertake the required capacity development and work process re-engineering. Expenditure of such kind should not be seen as producing government data as a product, but as producing data as an infrastructure, which will be of continuous value for the years to come.&lt;/p&gt;
&lt;p&gt;As being discussed globally, open government data has the potential to kickstart a vast market of data derivatives, analytics companies, and data-driven innovation. Encouraging civic innovations, empowered by open government data - from climate data to transport data - can also be one of the unique initiatives of budget 2016-17.&lt;/p&gt;
&lt;p&gt;For maximising impact of opened up government data, we request the government to publish data that either has a high demand already (such as, geospatial data, and transport data), or is related to high-net-worth activities of the government (such as, data related to monitoring of major programmes, and budget and expenditure data for union and state governments).&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Promotion of Start-ups and MSMEs in Electronics and IT Hardware Manufacturing&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In line with the Make in India and Digital India initiatives, to enable India to be one of the global hubs of design, manufacturing, and exporting of electronics and IT hardware, we request that the budget 2016-17 focus on increasing flow of fund to start-ups and Medium and Small-Scale Manufacturing Enterprises (MSMEs) in the form of research and development grants (ideally connected to government, especially defense-related, spending on IT hardware innovation), seed capital, and venture capital.&lt;/p&gt;
&lt;p&gt;Generation of awareness and industry-specific strategies to develop intellectual property regimes and practices favourable for manufacturers of electronics and IT hardware in India is an absolutely crucial part of promotion of the same, especially in the current global scenario. Start-ups and MSMEs must be made thoroughly aware of intellectual property concerns and possibilities, including limitations and exceptions, flexibilities, and alternative models such as open innovation.&lt;/p&gt;
&lt;p&gt;We request the budget 2016-17 to give special emphasis to facilitation of technology licensing and transfer, through voluntary mechanisms as well as government intervention, such as compulsory licensing and government enforced patent pools.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Applied Mathematics Research is Fundamental for Cybersecurity&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Recent global reports have revealed that some national governments have been actively involved in sponsoring distortion in applied mathematics research so as to introduce weaknesses in encryption standards used in for online communication. Instead of trying to regulate key-length or mandating pre-registration of devices using encryption, as suggested by the withdrawn National Encryption Policy draft, would not be able to address this core emerging problem of weak cybersecurity standards.&lt;/p&gt;
&lt;p&gt;For effective and sustainable cybersecurity strategy, we must develop significant expertise in applied mathematical research, which is the very basis of cybersecurity standards development. We request the budget 2016-17 to give this topic the much-needed focus, especially in the context of the Digital India initiative and the upcoming National Encryption Policy.&lt;/p&gt;
&lt;p&gt;Along with developing domestic research capacity, a more immediately important step for the government is to ensure high quality Indian participation in global standard setting organisations, and hence to contribute to global standards making processes. We humbly suggest that categorical support for such participation and contribution is provided through the budget 2016-17, perhaps by partially channeling the revenues obtained from spectrum auctions.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

By encouraging the use, reuse and free distribution of datasets, governments promote business creation and innovative, citizen-centric services. &lt;p style="text-align: justify; "&gt;Ever felt frustrated while reading a science research journal online,  only to see the message “to continue reading, subscribe now”? That may  soon change.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Department of Science and Technology and the Department of  Biotechnology (DBt) under the Ministry of Science and Technology have  drafted a policy that says publicly-funded scientific work published in  science journals must adhere to open access (OA) norms, enabling anyone  to read online content on science research for free.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;OA is an initiative of Open Archives Initiative (OAI), an organisation  which works for greater reach and free access to online science research  funded by public money.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;T. Vishnu Vardhan, Programme Director, Access to  Knowledge, Centre for Internet and Society, Bangalore, which assisted  DST in drawing up the draft policy, said that in the absence of OA  norms, commercial publishers were making money with content generated by  scientists who used public funds for research.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;However, those sceptical of the DST initiative are asking whether availability on the Net is equivalent to “public domain”. Concerns have also been raised about the quality of content provided through OA, as honing raw research material into scholarly journals requires rigour that commands a cost. Ramakrishna Ramaswamy, Fellow of the Indian Academy of Sciences, Hyderabad, said it was much more important to make reliable information available to the public, at a reasonable charge, because “the price of keeping it free has a cost”. The draft of the DBT-DST Open Access Policy is open to comments from the public till July 25.&lt;/p&gt;

The film evolved out of a project on Oral Citations in India and South Africa funded by the Wikimedia Foundation, and undertaken by Wikimedia Foundation Advisory Board Member Achal Prabhala as a short-term fellowship, to help overcome a lack of published materials in emerging languages on Wikipedia. New Delhi-based filmmaker Priya Sen has directed the film, with additional assistance from Zen Marie who handled the shooting in South Africa. The film explores how alternate methods of citation could be employed on Wikipedia, documenting a series of specific situations with regards to published knowledge, and subsequently, with oral citations.  &lt;/b&gt;
        &lt;p&gt;&lt;span class="Apple-style-span"&gt; &lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;The Problem&lt;/h3&gt;
&lt;p&gt;Imagine a world with every individual having open access to the sum of human knowledge. But there is a problem — the sum of human knowledge is far greater than the sum of printed knowledge. For example, in India and South Africa, the number of books produced every year is nowhere near to the number of books being producing in UK. There is very little citable, printed material to rely on in the indigenous languages of India or South Africa. So it is difficult for the languages of these countries to grow its own Wikipedia. While there are significant media markets for Indian languages within and outside India, there is very little scholarly publishing in any language other than English. On the other hand, South African languages with the exception of English and Afrikaans have had a largely oral existence and only in recent times have started a publishing tradition, which is in nascent stages.&lt;/p&gt;

&lt;p&gt;As a result of such disparity, everyday, common knowledge — things known, observed and performed by millions of people — do not enter Wikipedia as facts because they haven’t been written down in a reliably published source. Hence, Wikipedia in countries like India and South Africa lose out on opportunities for growth.&lt;/p&gt;
&lt;p&gt;While we are enthused about the rise of “small language Wikipedias”, it may not happen soon. Not with the present rules at least. Even if we were to convince every single person in the South with Internet access to become an active editor on Wikipedia, there is still a problem that they are going to run up against. That problem that currently bedevils everyone working in local languages in Asia and Africa, and nobody seems to have a control over it.&lt;/p&gt;
&lt;p&gt;For Wikipedias in languages of the South, citations aren’t a problem when the articles being added are translations (for universally important topics, reliable citations are already there in English and other European languages). Assuming, however, that we all want the sphere of knowledge to be universally expanded — and not merely translated from languages of the North to languages of the South — there are two specific problems with finding citations for important local subject matters.&lt;/p&gt;
&lt;ul style="list-style-type: square; "&gt;
&lt;li&gt;Published, citable resources may simply not exist. This is not just true of Sub-Saharan African languages (many of which use Latin script, have a relatively recent written history, and small or non-existent publishing markets) but also of several South Asian languages (even though they have non-Latin scripts, a relatively ancient written history and thriving publishing markets in news and entertainment).&lt;/li&gt;
&lt;li&gt;Even when published scholarly resources exist, they may be inaccessible and thus effectively rendered invisible to Wikipedians. Libraries and archives in India and South Africa are usually not electronically indexed. Furthermore, they are not always conveniently located, and often impose a massive bureaucratic burden on the user to search, see, borrow from or even enter. &lt;/li&gt;
&lt;/ul&gt;
&lt;div&gt;
&lt;h3&gt;Oral Citations as a Possible Solution&lt;/h3&gt;
&lt;p&gt;Hindi Wikipedia has over 65,000 articles, Malayalam Wikipedia has about 15,000, and Northern Sotho Wikipedia has about 600. Many of these articles — especially when concerning subjects that are specific to a particular people or place — have no citations whatsoever. Yet, an editor — often several editors — created the articles in question. How? Simply put, and barring laziness and carelessness where citations are available, the basis of fact therein is orally circulated knowledge. Even today, in several parts of the world, people are knowledge. Therefore, an exercise where oral citations are collected and assembled — in a manner not different to that by which print sources are cited on Wikipedia, i.e., with diverse viewpoints, several sources, a rationale for authenticity — might be one way to capture this knowledge in a form that is recognisable to Wikipedia.&lt;/p&gt;
&lt;p&gt;Anthropologists have been doing this for years — in the academy, it is called field work. The average Wikipedians certainly don’t have the capacity to replicate the arduous research programme of a doctoral student but they do have common sense and access to basic telecommunication facilities. So oral citations can:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Create externally verifiable authentication for a Wikipedia article that is based on experiential facts, but lacks citations simply because no printed source has recorded these facts to date.&lt;/li&gt;
&lt;li&gt;Add to the set of published scholarly resources that document an existing fact, for example, in cases where the published sources are archaic or primarily foreign, and thus complete existing knowledge or correct its biases.&lt;/li&gt;

&lt;h3&gt;The Experiment&lt;/h3&gt;
&lt;p&gt;Achal Prabhala worked with Wikipedians across three languages in two different countries — Malayalam (40 million speakers) and Hindi (250 million speakers) in India and Northern Sotho (5 million speakers) in South Africa to see how oral citations might be received in the language communities they can benefit, discuss this idea with Wikipedians at large, not as a final solution but as a first step in understanding how we may expand our definition of reliable sources of knowledge beyond what is published in print, and what benefits such an expansion may bring and show this is an idea that takes hold, to create a set of clearly laid-out initial templates that others can use and build upon. Four collaborators: Shiju Alex, Mayur, Mohau Monaledi and Achal Prabhala, with additional help from Vijayakumar Blathur were finalised. Parts of the experiment were then filmed as an edited documentary.&lt;/p&gt;
&lt;h3&gt;The Pitfalls&lt;/h3&gt;
&lt;p&gt;There are numerous potential pitfalls[&lt;a href="#1"&gt;1&lt;/a&gt;] the most glaring of which is the principle of ‘No original research’. Naturally, we’re going to have to find a way to justify our approach, or work around it, or expand its meaning. Several people will welcome it, several people will object on all kinds of grounds, and several others possibly misusing and misinterpreting oral citations (i.e., without care to authenticity, diversity of opinion) in their work on Wikipedia.&lt;/p&gt;
&lt;p&gt;However, this is the right thing to do. The problem is real. The solution being presented is a first step, not a final answer. Sure, people might have a problem with it, and sure, there may be heated objections to it; but overall, if it’s the right thing to do, it should be done, however strange it seems and however unsettling it is.&lt;/p&gt;
&lt;p&gt;After all, if the status quo had to be respected absolutely, we wouldn’t have Wikipedia.&lt;/p&gt;

    <title>Patterns of Gender Aggression and Harassment in Open Tech and Open Culture Communities Online</title>

&lt;p style="text-align: justify; "&gt;I received a grant from the Wikimedia Foundation to participate in Adacamp. While the talk was pegged on my experience of working on Wikipedia's Gender gap in India, the content is equally relevant for other, open online projects, especially those that value the anonymity of its users. The talk ended with a discussion on how to identify and combat these patterns. It was a collaborative talk delivered along with Gretchen McCulloch who spoke on Wikipedia's Gender gap and Fandom. Credits to session rapporteur and participant Maja Frydrychowicz.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Gender disparity among Wikipedia's editors is well-known and well-documented.&lt;a href="#fn1" name="fr1"&gt;[1] &lt;/a&gt;&lt;a href="#fn2" name="fr2"&gt;[2]&lt;/a&gt; A survey conducted by the Wikimedia Foundation in 2011 pegged the number  of female contributors to the English-language Wikipedia at 9%.&lt;a href="#fn3" name="fr3"&gt;[3]&lt;/a&gt; Several outreach, advocacy, and capacity-building efforts have been made to bridge Wikipedia's glaring gender imbalance. In the openness domain, other projects and initiatives have been making similar efforts to bring more women into the fold. To cite an example, the Outreach Program for Women endeavours to recruit more female coders in the world of open source software.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;While the narrative of few women being online has changed, more in some parts of the world than in others, the next barriers of making them stay online and establishing an active presence, remain. Wikipedia, like many other open communities, has a high drop-out rate of female contributors. Many female contributors maintain identities that do not give away their gender or practise self-censorship in order to continue to be a part of the community. Several studies conducted in the past few years have attributed the gender gap to numerous reasons -- women have less time left after fulfilling their tasks at home and work; antagonistic exchanges are emotionally draining; in households where there is only one Internet-enabled device, women have access to it for a shorter time; and so on. A &lt;a class="external-link" href="http://suegardner.org/2011/02/19/nine-reasons-why-women-dont-edit-wikipedia-in-their-own-words/"&gt;blog post&lt;/a&gt; by Sue Gardner former executive director of the Wikimedia Foundation, pithily lays out why women don't edit Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the ways that outreach and advocacy can work towards retaining more contributors and enabling them to participate more fruitfully is by identifying patterns of aggression and harassment that are directed, subtly or otherwise, at them owing to their gender or sexual orientation.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;What are some of the significant patterns that cause a contributor to censor themselves or leave, even if they have just joined?&lt;/h3&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Hostile environment, antagonistic exchanges:&lt;/b&gt; These word clouds&lt;a href="#fn4" name="fr4"&gt;[4]&lt;/a&gt;&lt;a href="#fn5" name="fr5"&gt;[5]&lt;/a&gt;&lt;a href="#fn5" name="fr5"&gt;&lt;/a&gt; display name-calling experienced by female users on Wikipedia. Wikipedia's editorial model stands on building consensus and collaboration but the spirit of debate often gives way to slings and arrows, many of which would violate Wikipedia's policy of being civil to other contributors (WP:Civil) and one of the five pillars of the crowdsourced encyclopedia. Facing hostility can be emotionally draining, especially for a new contributor, and reason enough for them to avoid contributing to certain topics, to censor themselves, or to leave the platform. Verbal violence and use of language considered unacceptable as per the community rules, is one form of harassment/ violence that is relatively easy to spot and call out, and is not uncommon.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Mansplaining:&lt;/b&gt; is more insidious than outright hostile behaviour.  The intent is not constructive criticism but to humiliate the recipient,  make them feel that do not belong in the space, or drive them  underground. It involves the use of what Wikipedia terms "weasel words",  and dismissive and condescending speech. It is difficult to address  because it is less perceptible, difficult to differentiate from advise  or feedback given in good faith (WP: AssumeGoodFaith), and does not  violate the guideline of not attacking newbies but explaining the matter  to them (WP:DontBiteTheNewbies).&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;&lt;a href="https://meta.wikimedia.org/wiki/Deletionism" title="Deletionism"&gt;Deletionism&lt;/a&gt;:&lt;/b&gt; is the practice of reverting edits or deleting/ nominating for deletion  entire pages, projects, or other content out of relatively strict  adherence to policies. Deletionism is often difficult to tell apart from  very strict adherence to standards. Policies are open to  interpretation, and deletionists justify their position by applying  certain policies and contexts that favour their stance. In the context  of issues pertaining to gender or sexuality, a pattern to look out for  is the same user, IP address, or an apparent sockpuppet reverting edits,  making edits, and defending them in a way that makes the article less  gender-sensitive and disproportionately skewed away or towards a certain  gender or orientation.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Subtle Powerplay/ Microaggressions:&lt;/b&gt; find their way into  discussion boards, mailing lists and other areas of debate and  discussion. A study done by the Internet Democracy Project in India  documents some of the remarks that leave women feeling they are  unwelcome, that do not belong in the space, or that they are an  'imposter'. "People will not be outright abusive towards you, which is a  lot I face in my job. When someone does not want you to be a part of  their community, they will not abuse you because they get banned for it.  They will goad and nudge you in ways to tell and make sure that you are  not welcome. So they will ask you, 'Oh, so when did you learn  JavaScript?' knowing that you don’t know JavaScript. Just to make you  feel that only those who have learnt JavaScript have the right to be  there [in the forum].”&lt;/li&gt;
&lt;/ul&gt;
&lt;dl&gt;&lt;dd&gt; &lt;dl&gt;&lt;dd style="text-align: justify; "&gt;One of the factors that inadvertently aids some of these patterns is  the kind of sources that are considered reliable on Wikipedia (WP:RS).  Newspapers, magazines, websites, books, and journals are considered  acceptable references. These sources tend to reflect existing gender  biases and structures of power. Studies conducted on the content  published by newspapers, for example, have shown that news coverage  about men is much higher than that about women.&lt;/dd&gt;&lt;/dl&gt; &lt;/dd&gt;&lt;/dl&gt;
&lt;p&gt;&lt;i&gt;As most of the attendees of the talk were not very well-acquainted  with the intricacies of Wikipedia's Gender gap, I went on to explain  some topics that were not explicitly related to the subject of the talk.&lt;/i&gt;&lt;/p&gt;
&lt;h3&gt;Initiatives to improve diversity and encourage new contributors on Wikipedia&lt;/h3&gt;
&lt;ul&gt;
&lt;li&gt;Beginner-friendly groups such as The Tea House and the Welcoming Committee&lt;/li&gt;
&lt;li&gt;Special Interest Groups (SIGs)&lt;/li&gt;
&lt;li&gt;The &lt;a href="https://meta.wikimedia.org/wiki/Gender_gap" title="Gender gap"&gt;Gender gap project&lt;/a&gt;&lt;/li&gt;
&lt;li&gt;Edit-a-thons geared towards increasing gender-sensitive content on Wikipedia and correcting content with gender bias&lt;/li&gt;
&lt;li&gt;Wikipedia tries to foster positive feedback through barnstars,  Wikilove, and marking a good edit with a “thank you” or a heart icon.&lt;/li&gt;
&lt;/ul&gt;
&lt;h3&gt;How existing editors can work towards increasing diversity and encouraging new editors&lt;/h3&gt;
&lt;ul&gt;
&lt;li&gt;Help get more women mentioned in references or citations in Wikipedia articles.&lt;/li&gt;
&lt;li&gt;Add information about women in biographies (e.g. add the mother's name or female spouse's name in a biography article.)&lt;/li&gt;
&lt;li&gt;One of the traits of communities that do have many women on them is   that a lot of positive interaction happens in response to  contributions.&lt;/li&gt;
&lt;li&gt;Teachers can obtain support for getting students to edit Wikipedia as part of a class project.&lt;/li&gt;
&lt;/ul&gt;
&lt;h3 style="text-align: justify; "&gt;Strategies to recruit more women editors (individuals who self-identify as women, transwomen, genderqueer, genderfluid)&lt;/h3&gt;
&lt;ul&gt;
&lt;li&gt;Aim outreach efforts towards women who blog, or already have a presence online.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Persuade existing editors to encourage women in their family and  social groups to start contributing. In the case of existing male  editors, it works as the two-pronged strategy of sensitising men while  empowering women.&lt;/li&gt;
&lt;li&gt;Organise outreach events where the organisers and participants are all women/ individuals who largely self-identify as women.&lt;/li&gt;
&lt;li&gt;Organise outreach events with gender-sensitive male editors.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;b&gt;Questions-Answers&lt;/b&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;b&gt;What is needed to meet Wikipedia's notability criterion?&lt;/b&gt;&lt;/li&gt;
&lt;/ul&gt;
&lt;dl&gt;&lt;dd&gt; &lt;dl&gt;&lt;dd style="text-align: justify; "&gt;&lt;b&gt;A:&lt;/b&gt; There are different requirements depending on the subject  of the article: a book, a work of art, a public figure, an artist, a  writer, and so on. There are stricter requirements for biography  articles, especially those of living people. Being famous does not  necessarily mean being notable in the Wikipedia context. Notability  requirements end up being gendered; Wikipedia replicates the biases that  are present in the offline world due to its reference structure (WP:RS)&lt;br /&gt;&lt;/dd&gt;&lt;/dl&gt; &lt;/dd&gt;&lt;/dl&gt;
&lt;p&gt;There were several general questions from the attendees about editing  Wikipedia, and about Wikipedia policies and best practices. These were  answered by McCulloch and me in the last 15 to 20 minutes of the talk.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;span&gt;Open Access seeks to return scholarly publishing to its original  purpose: to spread knowledge and allow that knowledge to be built upon.  Price barriers should not prevent students, researchers (or anyone) from  getting access to research they need. Open Access, and the open  availability and searchability of scholarly research that it entails,  will have a significant positive impact on everything from education to  the practice of medicine to the ability of entrepreneurs to innovate.&lt;/span&gt;&lt;/p&gt;

        &lt;b&gt;In order to showcase Romi Konknni on a global platform,  Dalgado Konknni Akademi (DKA) organized a two day Konkani Wikipedia workshop November 16 and November 17 for Romi Konknni writers in collaboration with Centre for Internet and Society’s Access to Knowledge Programme, Bangalore. &lt;/b&gt;

&lt;p style="text-align: justify; "&gt;This was &lt;a class="external-link" href="http://www.daijiworld.com/news/news_disp.asp?n_id=202110"&gt;published in Daijiworld.com&lt;/a&gt; on November 18, 2013.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The workshop which was held at Krishnadas Shama Central Library was  attended by 30 Romi Konknni writers including editors of Romi Konknni  periodicals.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The workshop was conducted by enthusiastic Nitika Tandon, Goa incharge  and Programme Manager of Centre for Internet and Society’s Access to  Knowledge Programme.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Among those who attended the Romi Konknni Wikipedia Workshop were young  writers Nevena Furtado, Frank Fernandes, Venisha Fernandes, Anselmo  Fernandes, tiatrist Mario Menezes, Konkani scholar and researcher Fr  Pratap Naik, besides editor of ‘Gulab’ and ‘The Goan Review’ Fausto V da  Costa, newly appointed editor of ‘Vavraddeancho Ixtt’ Fr Eusebio Gomes  and editor of ‘Amcho Avaz’ weekly Tomazinho Cardozo.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;DKA President Premanand A Lotlikar while welcoming the participants  explained the importance of building up Romi Konknni Wikipedia.  Treasurer Walter Menezes proposed the vote of thanks, and secretary Jose  Salvador Fernandes co-ordinated the two days workshop.&lt;/p&gt;
