&lt;p dir="ltr"&gt;The ‘home’ has been a key line of defence in efforts to curtail the spread of COVID-19. Public health recommendations and governmental measures have enforced numerous restrictions on daily living, including physical distancing and isolation, home confinement, and quarantining. These mandates to be at home have relied on the construction, and assumption, of home as a familiar, stable and safe space.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;However, home has always been a site of intense political contestation—be it through the temporal frames of belonging, ideas of citizenship and regionalism, role in the reproduction of capital accumulation, or as material signifiers of social status. Over the past 2 years, digital infrastructures have played an intensified role in the meaning making of the home. Coming to terms with the pandemic entailed an accelerated embedding of digital systems in many of our relationships. Be it with the state, educational institutions, workplaces, or each other. Solutions to the many challenges of infrastructure and mobility emerging over the last year have been sought in digital technologies. The digital mediation of the pandemic has ushered in visions of the ‘new normal’ as situated wholly in the digital.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;While the initial anxieties of living through the pandemic may have now eased, and we make forays into a changed world, the spectre of the ‘next normal’ awaits. As we continue to come to terms with, and find ways to reorient the disruption of life, being at home has acquired many new meanings. What has it meant to be at home, and what is home? What is and has been the role of the internet and digital media technologies in navigating the contours of a changing ‘normal’? How have/can digital technologies help overcome, or exacerbate existing social, economic and political challenges during the pandemic? What forms of digital infrastructure—tools, platforms, devices and services—help build, sustain and alter the notion of home?&lt;/p&gt;
&lt;p dir="ltr"&gt;For IRC22, we invited sessions across a range of formats and themes to explore and challenge conceptions of the home. Different people imagine and experience the home in various ways—as a space of refuge and comfort, but also as one of violence, care, labour and/or movement-building. We invited contributions that speak to these provocations through one or more of the above thematic areas. A set of 12 sessions were finalised for the conference (including 4 individual presentations), based on peer selection by teams and presenters who proposed sessions as well as an external review.&lt;/p&gt;

&lt;h3&gt;&lt;strong&gt;About the IRC Series&lt;/strong&gt;&lt;/h3&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;Researchers and practitioners across the domains of arts, humanities, and social sciences have attempted to understand life on the internet, or life after the internet, and the way digital technologies mediate various aspects of our being today. These attempts have in turn raised new questions around understanding of digital objects, online lives, and virtual networks, and have contributed to complicating disciplinary assumptions, methods, conceptualisations, and boundaries.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;The&amp;nbsp;researchers@work&amp;nbsp;programme at the Centre for Internet and Society (CIS) initiated the Internet Researchers' Conference (IRC) series to address these concerns, and to create an annual temporary space in India, for internet researchers to gather and share experiences.&lt;/p&gt;
&lt;p dir="ltr"&gt;The IRC series is driven by the following interests:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;creating discussion spaces for researchers and practitioners studying internet in India and in other comparable regions,&lt;/li&gt;
&lt;li&gt;foregrounding the multiplicity, hierarchies, tensions, and urgencies of the digital sites and users in India,&lt;/li&gt;
&lt;li&gt;accounting for the various layers, conceptual and material, of experiences and usages of internet and networked digital media in India, and&lt;/li&gt;
&lt;li&gt;exploring and practicing new modes of research and documentation necessitated by new (digital) objects of power/knowledge.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;span id="docs-internal-guid-e32d113c-7fff-b48f-7af4-0a47077cf4a6"&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;The&lt;a href="https://cis-india.org/raw/irc16"&gt; first edition of the Internet Researchers' Conference&lt;/a&gt; series was held in February 2016. It was hosted by the&lt;a href="https://www.jnu.ac.in/SSS/CPS/"&gt; Centre for Political Studies&lt;/a&gt; at Jawaharlal Nehru University, and was supported by the CSCS Digital Innovation Fund. The&lt;a href="https://cis-india.org/raw/irc17"&gt; second Internet Researchers' Conference&lt;/a&gt; was organised in partnership with the&lt;a href="http://citapp.iiitb.ac.in/"&gt; Centre for Information Technology and Public Policy&lt;/a&gt; (CITAPP) at the International Institute of Information Technology Bangalore (IIIT-B) campus on March 03-05, 2017. The&lt;a href="https://cis-india.org/raw/irc18"&gt; third Internet Researchers' Conference&lt;/a&gt; was organised at the&lt;a href="http://www.sambhaavnaa.org/"&gt; Sambhaavnaa Institute&lt;/a&gt;, Kandbari (Himachal Pradesh) during February 22-24, 2018, and the theme of the conference was *offline*. The&lt;a class="external-link" href="https://cis-india.org/raw/irc19-list"&gt; fourth Internet Researcher's Conference &lt;/a&gt;was held at&amp;nbsp;&lt;a class="external-link" href="https://digital.lamakaan.com/"&gt;Lamakaan, Hyderabad&lt;/a&gt; from January 30 - February 01, on the theme of the 'list'.&lt;/p&gt;

    <title>Platforms, Power, and Politics: Perspectives from Domestic and Care Work in India</title>

        &lt;b&gt;CIS has been undertaking a two-year project studying the entry of digital platforms in the domestic and care work in India, supported by the Association for Progressive Communications as part of the Feminist Internet Research Network. Implemented through 2019-21, the objective of the project is to use a feminist lens to critique platform modalities and orient platformisation dynamics in radically different, worker-first ways. Ambika Tandon and Aayush Rathi led the research team at CIS. The Domestic Workers’ Rights Union is a partner in the implementation of the project, as co-researchers. Geeta Menon, head of DWRU, was an advisor on the project, and the research team consisted of Parijatha G.P., Radha Keerthana, Zeenathunnisa, and Sumathi, who are office holders in the union and are responsible for organising workers and addressing their concerns.

&lt;p style="text-align: justify; "&gt;Paid domestic and care work is witnessing the entry of digital intermediaries over the past decade. More recently, there has been tremendous growth of digital platforms. This holds the potential to impact millions of workers in the sector, which is characterised by a long history of informality and exclusion from rights-according legal frameworks. Digital intermediation of domestic and care work has been a space of high-growth, but also high-attrition. In India, order books of digital platforms providing domestic and care work services were reported to have been growing by upto 60 percent month-on-month in 2016. This is expected to shift the organisation of workers and employment relations profoundly. &lt;br /&gt;&lt;br /&gt;Broadly, the discourse on digital platforms providing home-based services can be summarised as follows: proponents argue that digitisation will act as a step towards bringing formalisation to the sector, while critics argue that platforms could replicate the exploitation of workers by further disguising the employer-employee relationship. Similar debates around lack of protections and precarity have also taken place in other occupations in gig work such as transportation and food delivery. In fact, the similarity in precarity and the informal nature of this relationship across gig work and domestic work has led to domestic workers being labelled the original gig workers. Domestic work is a particularly vulnerable and unprotected sector, which makes work in the sector qualitatively different from most other sectors in the gig or sharing economy.&lt;br /&gt;&lt;br /&gt;Through a feminist approach to digital labour, our project aimed to examine the dynamics of platformisation in, and of domestic or reproductive care work. Our hypothesis was that platforms are reconfiguring labour conditions, which could empower and/or exploit workers in ways qualitatively different from non-standard work off the platform. In order to interrogate this further, we studied several aspects of the work relationship, including wages, conditions of work, social security, skill levels, and worker surveillance off platforms.&lt;/p&gt;
&lt;h3&gt;Methodology&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;We borrowed from ethnographic methods and feminist principles to co-design and implement the research tools with grassroots workers and organisers. Between June to November 2019, we conducted 65 in-depth semi-structured interviews primarily in New Delhi and Bengaluru. A majority of these were with domestic workers who were seeking or had found work through platforms. We also did interviews with workers who had found work through traditional placement agencies to compare our findings, and with representatives from platforms, government labour departments, and workers collectives. Of the workers we interviewed, a majority were women, but men were included as well. Interviews in New Delhi were undertaken by CIS, while interviews with workers in Bengaluru were undertaken by grassroots activists in Bengaluru, affiliated with the Domestic Workers Rights Union (DWRU).&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;In implementing the data collection approach, we employed feminist methodological principles of intersectionality, self-reflexivity, and participation. The methodology draws on standpoint theory, which encourages knowledge production that centres the lived experiences of marginalised groups. We were acutely aware of our own positionality as high income, Savarna researchers studying a sector dominated by Dalit, Bahujan and Adivasi women from low income groups. This power differential was softened partially by involving DWRU through the course of the project. Workers across both field sites were also interviewed in spaces familiar to them, most often their homes, in languages that they were comfortable with including Hindi, Kannada, and Tamil.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;Feminist principles also instrumental during the data analysis, with focus on intersectionality and self-reflexivity. We highlighted the ways in which inequalities of gender, income, migration status, caste, and religion are replicated and amplified in the platform economy. In particular, we discussed the impact of the digital gender gap in access and skills on workers’ ability to find economic opportunities.&lt;/p&gt;
&lt;h3&gt;&lt;/h3&gt;
&lt;h3&gt;Findings&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Our typology of platforms mediating domestic work finds three types of platforms – (i) marketplace, or platforms that list workers’ data on their profile, provide certain filters for automated selection of a pool of workers, and charge a fee from customers for access to workers’ contact details, (ii) digital placement agency, or platforms that provide an end-to-end placement service to customers, identify appropriate workers on the basis of selection criteria, and negotiate conditions of work on behalf of workers, and (iii) on-demand platforms, or companies that provide services or ‘gigs’ such as cleaning on an hourly basis, performed by a roster of workers who are characterised as ‘independent contractors’.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;When it comes to the role played by platforms in determining employment relations, there is a wide variation within and across platform categories. There are both weak and strong models of intervention. On one end of the spectrum are marketplaces, with minimal intervention in the recruitment process, and on the other on-demand platforms, that exact control over each aspect of work. Digital platforms reconfigure the conception of intermediaries in the domestic work sector, functioning as next-generation placement agencies. All three platform types contain aspects that provide workers agency, as well as those that reinforce their positions of low-power. Platform design impacts the role platforms play in setting conditions of work, but does not determine it entirely.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;(Re)shaping the terms of work&lt;/strong&gt;&lt;br /&gt;Across the three types of platforms, wages are slightly higher than or matching those of workers off platforms. Some marketplace platforms have incorporated features to nudge customers towards setting higher wages, such as enforcing minimum wage standards, or informing customers of expected wages in their locality. Conversely, on-demand platforms charge a high rate of commission from workers, despite refusing to recognise them as employees. This indicates that this is a misclassification of an employment relationship, given that workers are unable to set their own conditions or wages for work. Despite the high rates of commission and appropriation of labour by platforms, on-demand workers earn higher wages than workers on other platforms. The relatively high wage is a result of marketing on-demand cleaning as professionalised and more skilled than day-to-day cleaning. Tasks in the sector continue to be distributed along the lines of gender and caste, as has historically been the case. Dalit, Bahujan and Adivasi women are more likely to take up work such as cleaning and washing dishes, while men and women across castes are equally distributed in cooking work. Women dominate tasks such as elderly and childcare, as in the traditional economy. Workers in professionalised tasks such as deep cleaning that requires technical equipment and chemicals are almost entirely men.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;Digital divides and workers’ agency&lt;/strong&gt;&lt;br /&gt;We find that workers are primarily onboarded onto platforms by learning about it from other workers, through onboarding camps held by platforms, or offline advertising by platforms. Such in-person onboarding techniques allows workers with no digital access or literacy to register themselves on marketplace platforms and digital placement agencies.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;However, we find that low levels of education and digital literacy continue to impact platformed labour by creating a strong informational asymmetry between workers and platforms. For instance, we find that women workers from low income communities have very little information about how platforms work, causing deep distrust. Workers with digital devices and literacy (and therefore a relatively better understanding of the functionality of the platform), physical mobility and the resources to bear indirect costs that were outsourced to them were at a significant advantage in finding better-paying jobs. Workers who were seeking flexibility and were not necessarily dependent on the platform for their primary income were also better placed than those entirely dependent on platforms. Women workers tended to be disadvantaged on all these counts, limiting their agency and capacity to reap the benefits of the platform economy.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;Across the three types of platforms, systems of placement and ratings add to the information asymmetry, as workers are not aware of the impact of ratings on their ability to find work or charge better wages. Ratings and filtering systems also hard-code the impact of workers’ social characteristics on their work. Workers are unable to exercise control over their data, further undermining their agency vis-a-vis platforms and employers. We identify a clear need for collective bargaining structures to protect workers’ rights, although platformed domestic workers remained distant from both domestic work unions and emergent unions of platform workers in other sectors.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;Intersectionalities of formalisation&lt;/strong&gt;&lt;br /&gt;We find that inequalities of caste, class, and gender that have historically shaped the sector continue to be replicated or even amplified in the platform economy. What remains clear is that platforms in the domestic work sector adopt the logics of this sector, more than the converse. Platformisation is conflated with formalisation, and it is within this vector, from complete informality to piecemeal formalisation, that platforms operate. Labour benefits do not take the form of labour protections or welfare entitlements that are the central function of formalisation processes. Instead, the so-called benefits are intended to transform domestic workers to participate within the logics and vagaries of the market.&lt;/p&gt;
&lt;h3&gt;Policy Recommendations&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;Recognise and implement labour protections for domestic workers &lt;/strong&gt;&lt;br /&gt;Domestic workers have historically occupied the most vulnerable positions in the workforce, with limited legal protections. Exposed to the regulatory grey areas that platforms operate in, this doubly exposes domestic workers to precarious conditions of work. Despite an avowed move towards formalisation of domestic work, platform-mediated labour continues to retain characteristics of informal labour, even heightening some.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;If pushed to do so, platform companies can be instrumental in resolving some of the implementation challenges that governments have faced in enforcing legislative protections sought to be made available to domestic workers. Platforms have databases of workers, which can be used to mandatorily register them for social security schemes offered by the government. This data can also be used for better policy making, in the absence of reliable statistics particularly on migrant workers in the informal economy.&lt;em&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;/em&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;Reduce the protective gap between employment and self-employment &lt;/strong&gt;&lt;br /&gt;The (mis)classification of “gig” work within labour law frameworks is still a matter that continues to be hotly debated within policy practitioners, legal scholarship, and civil society actors. Three positions, in particular, have been taken—treating gig workers as employees, independent contractors, or occupying a third intermediate category. More recently, there have been some legal victories guaranteeing employment protections and increasing platform companies’ accountability. However, these successes have been more visible in Global North jurisdictions.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;Regardless of the resolution of these ongoing debates over employment status, labour frameworks should provide some universal protections to all categories of labour. Such protections must include universal coverage of social security, in addition to rights such as freedom of association, collective bargaining, equal remuneration and anti-discrimination. Policies geared towards achieving this objective would be significant in reducing the protective gaps between different categories of labour, and would particularly help historical and emerging occupational categories of workers such as “gig” workers and domestic workers.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;Recognise the specific challenge(s) and potential of platformisation of domestic work &lt;/strong&gt;&lt;br /&gt;Platforms hold the potential of acting as effective facilitators in informal labour markets. Even when they do not replace existing recruitment pathways, they provide alternate ones. Workers were more likely to register on a platform if they were entering the domestic work labour market recently (often distress and migration driven), or had not enjoyed success with informal, word-of-mouth networks. However, platforms also heighten labour market insecurities, and create new ones. These potential risks need to be specifically recognised through appropriate frameworks, such as social security, discrimination law and data protection.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;Tailor policy-making to platform models &lt;/strong&gt;&lt;br /&gt;We identify three types of platforms, each of which intervene to varying degrees in the work relationship. We recommend that digital placement agencies and marketplace platforms be registered with governments and enforce basic protections for workers such as provision of minimum wage, preventing abuse (including non-payment of wages) and trafficking. On-demand companies on the other hand, must be treated as employers, and workers be accorded employment protections including social security.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;In addition to rights-based policy actions, legal-regulatory mechanisms geared towards mitigating the precariousness of platform-based work are required. This can take the shape of clarifying and expanding existing legal-regulatory formulations, or preparing new ones. Such policy making should factor in the power and information asymmetry between domestic workers (and gig workers, generally) and platforms.&lt;/p&gt;
&lt;div&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;Further, in the absence of health or retirement benefits, risks and indirect costs of operations are shifted from employers to workers. For instance, workers provide capital in the form of tools or equipment, support the fluctuation of business and income, and can be ‘deactivated’ from an application as a result of poor ratings or periods of inactivity. Any regulation aiming to extend employee status should mandate platforms to support such indirect costs.&lt;/p&gt;

&lt;p&gt;&lt;br /&gt;Between July to November 2019, IFAT and ITF conducted 2,128 surveys across 6 major cities: Bengaluru, Chennai, Delhi NCR, Hyderabad, Jaipur, and Lucknow, to determine the occupational health and safety of app-based transport workers.&lt;/p&gt;
&lt;p&gt;Some of the most startling findings from the survey are below:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;There is a complete absence of social security and protection—a glaring 95.3% claimed to have no form of insurance, accidental, health or medical. This reflects the inability of workers to invest in their own health. This partly is a result of declining wages—after paying off their EMIs, penalties and commission to the companies and having less than Rs. 20,000 left at the end of the month.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Only 0.15% of the respondents reported to have access to accidental insurance, which is the bare minimum companies like Ola and Uber should have provided to their drivers.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Uber and Ola provide no assistance with regard to harassment and violence while drivers are on the road. Ola or Uber for the most part do not intervene if there is any intimidation from traffic police or local authorities, incidents of road rage, violent attack by customers or criminal elements that endanger drivers’ lives, accidents while driving etc.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;On average drivers spend close to 16-20 hours in their cars in a day. 39.8% of the respondents spent close to 20 hours in their vehicle in a day, and 72.8% of the respondents from Bengaluru, Chennai and Hyderabad drive for close to 20 hours a day. Due to long hours, 89.8% of the respondents claim they get less than 6 hours of sleep.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Health issues arising directly as a result of conditions of work is affecting the day-to-day lives of workers. Backache, constipation, liver issues, waist pain and neck pain are the top five health ailments that app-based transport workers suffer from due to their work. 60.7% respondents identified backache as a major health issue.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;App-based drivers/driver partners work in a very toxic and isolated work environment. Drivers can’t exit their current occupational status even if they want to because they are shackled in debts and outstanding EMIs. As a result, they race every day to complete targets so that they may earn just enough to pay these liabilities.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The work these drivers are engaged in cannot be considered to be within the ambit of decent work and in reality, is representative of modern slavery. The algorithm of the companies they work for, pits them against their peers in order to maximize profit, while at the same time denying them social security or protection and essentially refusing to acknowledge them as employees.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Drivers working in various cities and working for different app-based platforms have complained about the lack of transparency in how these app-based companies determine fares, promotional cost, surge pricing, incentives, penalties and bonuses. There is little to no information on how rides are being fixed or are being allocated. There also isn't any effective grievance redressal mechanism to resolve any of the issues faced by workers.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The apathy of the state and the exploitation by app-based companies have brought the transport and delivery workers in a precipitous position across the globe. This is underlined and explained by the absence and lack of any social security or protection for the workforce, there are some other issues that the workforce is battling during the Covid-19 pandemic.&lt;/p&gt;

    <title>Atmanirbhar Bharat Meets Digital India: An Evaluation of COVID-19 Relief for Migrants</title>

        &lt;b&gt;With the onset of the national lockdown on 24th March 2020 in response to the outbreak of COVID-19, the fate of millions of migrant workers was left uncertain. In addition, lack of enumeration and registration of migrant workers became a major obstacle for all State Governments and the Central Government to channelize relief and welfare measures.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;A majority of workers were dependent on relief provided by NGOs, Civil Society Organizations and individuals or credit via kinship networks. With mounting domestic and international pressures, various relief and welfare schemes were rolled out but they were too little, too late and more often than not characterised by poor implementation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The aim of this report is to qualitatively assess health conditions of migrant workers and access to welfare during the first COVID-19 lockdown. The primary focus is on the host states of Tamil Nadu, Maharashtra and Haryana. 20 in-depth interviews were conducted remotely with migrant workers working in various sectors. Their access to welfare schemes of the Central Government as well as of their host states was ascertained. Emphasis was also laid on their access to healthcare facilities in relation to COVID-19 and non-COVID-19 ailments.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The findings of the report showcase a dismal state of affairs. No one in our sample group received any kind of dry ration or cooked food in a sustained manner and, in the rare occasions when they did, it was woefully inadequate. Of the three states considered, we found that relief distribution was the best in Tamil Nadu followed by Maharashtra and then Haryana. Even the Direct Cash Transfer Scheme of the Central Government under ‘&lt;i&gt;Atmanirbhar Bharat&lt;/i&gt;’ did not reach the migrant workers. Moreover, the migrant workers were apprehensive to report any COVID-19 related symptom due to the draconian treatment that followed therein and the crumbling healthcare sector made it impossible to avail facilities in non-COVID-19 related issues. Lastly, a case has been made for the creation of bottom-level infrastructures to further dialogue between various stakeholders, including associations of migrant workers, for the implementation of schemes and policies which can consolidate migrant workers as a relevant political subject. As migrant workers reel from the impact of the second wave, pushing for on-ground infrastructure and supporting community-based organisations becomes even more urgent.&lt;/p&gt;

&lt;p&gt;The COVID-19 pandemic has accelerated flaws in social institutions as never before - threatening food security, public health systems, and livelihood in the informal sector. At the time of writing this report,
India is the second-worst affected country in the world with over 9.8 million confirmed cases and more than 1.4 hundred thousand deaths. Unemployment has been increasing at an alarming rate, from 6.67 to 7 percent in October...&lt;/p&gt;
&lt;p&gt;Following the national lockdown, many families belonging to low-income groups and daily wage earners found themselves stranded without money, food or credit from their employers. During the strict lockdown of the economy between March to June 2020 lakhs of migrants faced starvation in cities and walked back home. The government responded with some urgent measures, although inadequate. To cope with the food and economic crisis the Government of India and state governments initiated several social protection schemes. In Odisha, The central government provided two kinds of support, cash transfer through Direct Benefit Transfer (DBT) MGNREGS, Pradhan Mantri Jan Dhan Yojana (PMJDY) and Pradhan Mantri Ujjwala Yojana (PMUJ), advance release of pension in cash to existing beneficiaries and cash support of Rs. 1000. The Odisha government provided cash support of Rs. 1000
to ration card holding families. Beneficiaries of the Public Distribution System also received free-of-cost food grain under the Pradhan Mantri Garib Kalyan Anna Yojana...&lt;/p&gt;
&lt;p&gt;Over the last couple of years, along with making the Aadhaar mandatory, the government has also been working towards linking mobile numbers and bank accounts of beneficiaries. An increasing number of schemes are shifting to Direct Benefit Transfer from in-kind or cash benefits - 324 schemes under 51 ministries of the Government of India. Such schemes are relying on the linkage of Jan Dhan accounts, the Aadhaar, and mobile numbers (the “JAM trinity”) to facilitate access to Direct Benefit Transfers. The Economic Survey 2015-16 has pointed out that without improving mobile penetration and rural banking infrastructure making the JAM trinity mandatory would continue to lead to exclusions. The issues with each of the components of the JAM trinity worsened during the COVID-19 crisis with restrictions on physical movement, difficulties in topping up mobile phone accounts, and enrolling for the Aadhaar or addressing other technical issues.&lt;/p&gt;
&lt;p&gt;This report assesses the role of the data system in welfare delivery. It focuses on the impact of the three components of the JAM trinity - Jan Dhan Account, mobile numbers and the Aadhaar on Direct Benefit Transfer, social security pension and the Public Distribution System. The objective of this study is to understand the challenges faced by beneficiaries in accessing PDS and pension as a result of digitisation processes. This includes failures in Direct Benefit Transfers and exclusions from databases, particularly during the COVID-19 pandemic. The study focuses on gender as a key component shaping the impact of digitisation on beneficiaries. The sample includes both men and women beneficiaries in order to identify such gendered differences. It will also identify infrastructural constraints in Odisha that impact the implementation of digital systems in welfare. Also, it will analyse policy frameworks at central and state levels, to compare their discourse with the impact on the ground.&lt;/p&gt;

    <title>Media Market Risk Ratings: India</title>

        &lt;b&gt;The Centre for Internet and Society (CIS) and the Global Disinformation Index (GDI) are launching a study into the risk of disinformation on digital news platforms in India, creating an index that is intended to serve donors and brands with a neutral assessment of news sites that they can utilise to defund disinformation.&lt;/b&gt;
        
&lt;h2&gt;Introduction&lt;/h2&gt;
&lt;p style="text-align: justify;"&gt;The harms of disinformation are proliferating around the globe—threatening our elections, our health, and our shared sense of facts.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The infodemic laid bare by COVID-19 conspiracy theories clearly shows that disinformation costs peoples’ lives. Websites masquerading as news outlets are driving and profiting financially from the situation.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The goal of the Global Disinformation Index (GDI) is to cut off the revenue streams that incentivise and sustain the spread of disinformation. Using both artificial and human intelligence, the GDI has created an assessment framework to rate the disinformation risk of news domains.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The GDI risk rating provides advertisers, ad tech companies and platforms with greater information about a range of disinformation flags related to a site’s &lt;strong&gt;content&lt;/strong&gt; (i.e. reliability of content), &lt;strong&gt;operations&lt;/strong&gt; (i.e. operational and editorial integrity) and &lt;strong&gt;context&lt;/strong&gt; (i.e. perceptions of brand trust). The findings in this report are based on the human review of these three pillars: &lt;strong&gt;Content, Operations&lt;/strong&gt;, and &lt;strong&gt;Context&lt;/strong&gt;.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;A site’s disinformation risk level is based on that site’s aggregated score across all of the reviewed pillars and indicators. A site’s overall score ranges from zero (maximum risk level) to 100 (minimum risk level). Each indicator that is included in the framework is scored from zero to 100. The output of the index is therefore the site’s overall disinformation risk level, rather than the truthfulness or journalistic quality of the site.&lt;/p&gt;
&lt;h2 style="text-align: justify;"&gt;Key Findings&lt;/h2&gt;
&lt;p&gt;In reviewing the media landscape for India, the assessment found that:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;Nearly a third of the sites in our sample had a high risk of disinforming their online users.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify;"&gt;Eighteen sites were found to have a high disinformation risk rating. This group includes sites that are published in all the three languages in our scope: English, Hindi and Bengali.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Around half of the websites in our sample had a ‘medium’ risk rating. No site performed exceptionally on all fronts, resulting in no sites having a minimum risk rating. On the other hand, no site performed so poorly as to earn a maximum risk rating.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;Only a limited number of Indian sites present low levels of disinformation risks.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;No website was rated as having a ‘minimum’ disinformation risk.&lt;/li&gt;
&lt;li&gt;Eight sites were rated with a ‘low’ level of disinformation risk. Seven out of these websites served content primarily in English, one in Hindi.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;The media sites assessed in India tend to perform very poorly on publishing transparent operational checks and balances.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify;"&gt;Over one-third of the sites in our sample published little information about their ownership structure, and also failed to be transparent about their revenue sources.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Only ten of the sites in our sample publish any information about their policies on how they correct errors in their reporting.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;Association with traditional media did not play a significant factor in determining risk of disinformation.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;On average, websites associated with TV or print did not perform any differently when compared to websites that solely serve digital content.&lt;/li&gt;&lt;/ul&gt;
&lt;p style="text-align: justify;"&gt;The findings show that on the whole, Indian websites can substantially increase their trustworthiness by taking measures to address these shortfalls in their operational checks and balances. For example, they could increase transparency on the structure of their businesses and have clear policies on how they address errors in their reporting. Both of these measures are in line with universal standards of good journalistic practices, as agreed by the Journalism Trust Initiative.&lt;/p&gt;

        &lt;b&gt;This report, by Indian Federation of App-based Transport Workers (IFAT) and International Transport Workers’ Federation (ITF), New Delhi office, explores the responses to the outbreak of Covid-19 by digital platform based companies, trade unions, and governments to help out workers for digital platform based companies hereafter app based workers during the lockdown. The research work in this article is a characterization of the struggles of app based workers during the global pandemic and how it has affected and changed the world of work for them. The surveys were conducted amongst the workforce working for app based companies like Ola, Uber, Swiggy, Zomato etc. This study is partially supported by CIS as part of the Feminist Internet Research Network led by the Association for Progressive Communications.&lt;/b&gt;

&lt;p&gt;&lt;br /&gt;Between March and June 2020, IFAT and ITF conducted 4 surveys with transport and delivery workers to assess (i) their income levels during the Covid-19 pandemic, (ii) the burden of loan repayment during these months, (iii) the relief provided to them by companies, and (iv) the access to welfare schemes offered by state and central governments.&lt;/p&gt;
&lt;p&gt;The first survey, on income levels and loans administered in March 2020, had 5964 respondents, across 55 cities, in 16 states. The second and third surveys conducted in April 2020, on financial relief from companies and governments, had 1630 respondents, across 59 cities, in 16 states. The fourth survey was conducted in June 2020 to assess income levels as the economies were slowing opening up. Some of the most startling findings from the 4 surveys are:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;The average monthly EMI of the respondents in March 2020 was between Rs. 10,000 - 20,000. 51% of the respondents had taken vehicle loans from 19 national public sector banks.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;30.3% of the respondents worked between 40-50 hours a week, in the week prior to the first national lockdown. Despite high hours of work, the average income of the drivers for the week commencing April 15, 2020 was less than Rs. 2500. 57% of respondents earned between 0 to Rs. 2250.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;89.8% of workers did not receive any ration or food assistance, and 84.5% did not receive any financial assistance from either companies or governments.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Where companies had announced financial assistance programmes, including through donations collected by customers, there was no transparency in disbursement of funds. Other reasons for exclusion included administrative red tape (such as the requirement to produce bills that are GST compliant), and absence of clear criteria for eligibility, leading to random disbursement, among others.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Ola announced waiving off the rental amount for leased vehicles, and asked drivers to return such vehicles. However, there was no announcement of a plan to repossess vehicles once there was an easing of the lockdown, causing great anxiety among workers.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;After the easing of the national lockdown, 69.7% of respondents indicated that they had no earnings, while 20% earned between Rs.500 to 1500.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;2716 respondents from 19 states across gig platforms articulated their support for a peaceful demonstration against company practices.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Mandatory installation of Aarogya Setu by workers raised concerns of privacy, as this would allow companies to surveil workers and collect data on their movements after work hours.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;IFAT organised several meetings and protests after each survey, to bring attention to the vulnerable conditions of workers. At these gatherings, workers raised the following key demands:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Companies must reduce commission rates to 5%, to allow workers to get back on their feet, and compensate for losses over the past few months;&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Adequate protective equipment and health insurance cover to all drivers must be provided;&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;There must be increased transparency in disbursement process of funds, and in the criteria for selection of beneficiaries;&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Compounded interest must be waived on EMIs for the 3 months of moratorium on loan repayment.&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;The nationwide lockdown in response to the ongoing COVID-19 pandemic has had a devastating impact on ‘gig workers’ working for on-demand service platforms such as those providing ride-hailing, home-based work and food delivery services and also e-commerce companies. Those driving for on-demand transportation companies have lost their source of livelihood as services remain suspended.&lt;/p&gt;
&lt;p&gt;Workers for on-demand delivery and home-based services, on the other hand, have been deemed “essential” and continue to work although demand has fallen drastically. Earnings for delivery workers have fallen to as low as INR 100-300 per day for a whole day’s work. Workers face a high risk of contracting COVID-19 due to their exposure to multiple customers. Apprehensions are rising after a &lt;a href="https://indianexpress.com/article/cities/delhi/pizza-man-who-tested-covid-19-positive-also-delivered-food-for-us-zomato-6365513/" target="_blank"&gt;delivery worker for Zomato&lt;/a&gt; tested positive for COVID-19 in New Delhi. Demand has fallen further but delivery workers must continue to put themselves and their families’ health and safety at risk with limited or no provisions for personal protective equipment or other safety measures &lt;a href="https://gadgets.ndtv.com/apps/news/swiggy-zomato-customer-advisory-coronavirus-outbreak-covid-19-india-2193038" target="_blank"&gt;offered by companies&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;The relief works announced by the central and state governments do not specifically provide for ‘gig workers’. At the same time, the measures announced by on-demand service companies are inadequate, ambiguous and inconsistent. The eligibility, manner and quantum of relief and the process of availing relief is unclear to workers.&lt;/p&gt;
&lt;p&gt;We urge you to bolster the socio-economic and healthcare protections for ‘gig workers’ in India in light of the outbreak of COVID-19. Any efforts aimed at directing relief to ‘gig workers’ will have to be combined, involving the central and state governments and on-demand service companies.&lt;/p&gt;
&lt;p&gt;We suggest that the measures adopted incorporate the recommendations outlined below. The recommendations have been drafted after discussion between civil society actors including labour unions from delivery and transportation sectors, researchers, and activists. &lt;p&gt;&lt;strong&gt;The problem:&lt;/strong&gt; The internet we have today is not multilingual enough to reflect the full depth and breadth of humanity. Language is a good proxy for, or way to understand, knowledge – different languages can represent different ways of knowing and learning about our worlds. Yet most online knowledge today is created and accessible only through colonial languages, and mostly English. The UNESCO Report on ‘&lt;a href="https://unesdoc.unesco.org/in/documentViewer.xhtml?v=2.1.196&amp;amp;id=p::usmarcdef_0000232743&amp;amp;file=/in/rest/annotationSVC/DownloadWatermarkedAttachment/attach_import_8df09604-0040-4b44-b53c-110207ac407d%3F_%3D232743eng.pdf&amp;amp;locale=en&amp;amp;multi=true&amp;amp;ark=/ark:/48223/pf0000232743/PDF/232743eng.pdf#685_15_CI_EN_int.indd%3A.7579%3A23" target="_blank"&gt;A Decade of Promoting Multilingualism in Cyberspace&lt;/a&gt;’ (2015) estimated that “out of the world’s approximately 6,000 languages, just 10 of them make up 84.3 percent of people using the Internet, with English and Chinese the dominant languages, accounting for 52 per cent of Internet users worldwide.” More languages become endangered and disappear every year; &lt;a href="http://www.unesco.org/new/en/culture/themes/endangered-languages/atlas-of-languages-in-danger/" target="_blank"&gt;230 languages have become extinct between 1950 and 2010&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;At best, then, 7% of the world’s &lt;a href="https://www.ethnologue.com/statistics" target="_blank"&gt;languages&lt;/a&gt; are captured in published material, and an even smaller fraction of these languages are available online. This is particularly critical for communities who have been historically or currently marginalized by power and privilege – women, people of colour, LGBT*QIA folks, indigenous communities, and others marginalized from the global South (Asia, Africa, Latin America, the Caribbean and Pacific Islands). We often cannot add or access knowledge in our own languages on the internet. This reinforces and deepens inequalities and invisibilities that already exist offline, and denies all of us the richness of the multiple knowledges of the world.&lt;/p&gt;
&lt;p&gt;Some of the issues that shape our abilities to create and share content online in our languages include:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;The internet’s infrastructure (hardware, software, platforms, protocols…);&lt;/li&gt;
&lt;li&gt;Content management tools and technologies for translation, digitization, and archiving (voice, machine-learning systems and AI, semantic web…);&lt;/li&gt;
&lt;li&gt;The experience of those who consume and produce information online in different languages (devices like cell phones and laptops, messaging tools, micro-blogging, audio-video…);&lt;/li&gt;
&lt;li&gt;The experience of looking for content in different languages online, through search engines and other tools.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Understanding the range of these issues will help us map the possibilities and concerns around linguistic biases and disparities on the internet.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Who we are:&lt;/strong&gt; We are a group of three research partners who believe that the internet we co-create should support, share, and amplify knowledge in all of the world’s languages. For this to happen, we need to better understand the challenges and opportunities that support or prevent our languages and knowledges from being online. The Centre for Internet and Society (CIS) is a non-profit organisation that undertakes interdisciplinary research on internet and digital technologies from policy and academic perspectives. The areas of focus include digital accessibility for persons with disabilities, access to knowledge, intellectual property rights, openness (including open data, free and open source software, open standards, open access, open educational resources, and open video), internet governance, telecommunication reform, digital privacy, and cyber-security. The &lt;a href="https://www.oii.ox.ac.uk/" target="_blank"&gt;Oxford Internet Institute&lt;/a&gt; is a multidisciplinary research and teaching department of the University of Oxford, dedicated to the social science of the Internet. &lt;a href="https://whoseknowledge.org/" target="_blank"&gt;Whose Knowledge?&lt;/a&gt; is a global campaign to centre the knowledges of marginalized communities – the majority of the world – online.&lt;/p&gt;
&lt;p&gt;Together we are creating a State of the Internet’s Languages report, as baseline research with both numbers and stories, to demonstrate how far we are from making the internet multilingual. We also hope to offer some possibilities for doing more to create the multilingual internet we want.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Why we need YOU:&lt;/strong&gt; This research needs the experiences and expertise of people who think about these issues of language online from different perspectives.&lt;/p&gt;
&lt;p&gt;You may be a person who:&lt;/p&gt;

&lt;li&gt;Self-identifies as being from a marginalized community, and you find it difficult to bring your community’s knowledge online because the technology to display your language’s script is hard to access or read&lt;/li&gt;
&lt;li&gt;Works on creating content in languages that are from parts of the world, and from people, who are mostly invisible and unheard online&lt;/li&gt;
&lt;li&gt;Is a techie who works on making keyboards for non-colonial languages&lt;/li&gt;
&lt;li&gt;Is a linguist who tries to bring together communities and technologies in a way that is easy and accessible&lt;/li&gt;
&lt;li&gt;... you may be any of these, all of these, or more!&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;We are looking for your experience online to help us tell the story of how limited the language capacities of the internet are, currently, and how much opportunity there is for making the internet share our knowledges in our many different languages. Most importantly: you don’t have to be an academic or researcher to apply, we particularly encourage people experiencing these issues in their everyday lives and work to contribute!&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Some of the key questions we’d like you to explore:&lt;/h3&gt;

&lt;li&gt;How are you or your community using your language online?&lt;/li&gt;

(&lt;em&gt;you might think about, for example, news, social media, education or government websites, e-commerce, entertainment, online libraries and archives, self-published content, etc&lt;/em&gt;)&lt;/li&gt;
&lt;li&gt;How and where and using what technologies do you share or create content in your language? (&lt;em&gt;you might think about, for example, video, audio, writing, social media, digitization…whatever formats, tools, processes or websites you use for creating oral, visual, textual, or other forms of content&lt;/em&gt;.)&lt;/li&gt;
&lt;li&gt;What is challenging to create or share on your language online? (&lt;em&gt;you might think about, for example, access, device usability, platforms, websites, apps and other tools, software, fonts, digital literacy, etc when developing digital archives, online language resources, or just making any presence on the web in general for your language&lt;/em&gt;.)&lt;/li&gt;&lt;/ul&gt;

&lt;p&gt;எல்லா உள்ளடக்கத்தையும் கணக்கில் எடுத்தால் கூட, உலகின் 7% மொழிகளில் தான் ஆக்கங்கள் இருக்கின்றன. இவற்றில் சிலவே இணையத்தில் கிடைக்கின்றன. முற்காலத்தில் ஒடுக்கப்பட்டிருந்த பழங்குடியின சமூகத்தினர், அடக்குமுறைக்கு உட்பட்டிருந்த பெண்கள், நிறவெறிக்கு உட்பட்டிருந்தோர், மாற்று பாலின கருத்தியல் கொன்டோர் ஆகியோருக்கான ஆக்கங்கள் வெகு சில. பெரும்பாலானோர் இணையத்தில் தம் தாய்மொழியில் தகவல்களை தேடிப் பெற முடிவதில்லை. தம் மொழியில் கிடைக்கப்பெறாத பெரும்பாலானோருக்கு இவ்வுலகைப் பற்றிய அறிவுசார் ஆக்கங்கள் மறுக்கப்பட்டு, சமமின்மை வெளிப்படுகிறது.&lt;/p&gt;
&lt;p&gt;நம் மொழியிலேயே இணையத்தில் ஆக்கங்களை உருவாக்குவதிலும் பகிர்வதிலும் சில சிக்கல்களை எதிர்நோக்குகிறோம். அவை:&lt;/p&gt;

    <title>Announcement of a Three-Region Research Alliance on the Appropriate Use of Digital Identity</title>

        &lt;b&gt;Omidyar Network has recently announced its decision to invest in establishment of a three-region research alliance — to be co-led by the Institute for Technology &amp; Society (ITS), Brazil, the Centre for Intellectual Property and Information Technology Law (CIPIT) , Kenya, and the CIS, India — on the Appropriate Use of Digital Identity. As part of this Alliance, we at the CIS will look at the policy objectives of digital identity projects, how technological policy choices can be thought through to meet the objectives, and how legitimate uses of a digital identity framework may be evaluated.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;As governments across the globe are implementing new, digital foundational identification systems or modernizing existing ID programs, there is a dire need for greater research and discussion about appropriate design choices for a digital identity framework. There is significant momentum on digital ID, especially after the adoption of UN Sustainable Development Goal 16.9, which calls for legal identity for all by 2030. Given the importance of this subject, its implications for both the development agenda as well its impact on civil, social and economic rights, there is a need for more focused research that can enable policymakers to take better decisions, guide civil society in different jurisdictions to comment on and raise questions about digital identity schemes, and provide actionable material to the industry to create identity solutions that are privacy enhancing and inclusive.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;...In the absence of any widely-accepted thinking on this issue, we run the risk of digital identity systems suffering from mission creep, that is being made mandatory or being used for an ever-expanding set of services. We believe this creates several risks. First, people may be excluded from services if they do not have a digital identity or because it malfunctions. Second, this approach creates a wider digital footprint that can be used to create a profile of an individual, sometimes without consent. This can increase privacy risk. Third, this approach increases the power of institutions versus individuals and can be used as rationale to intentionally deny services, especially to vulnerable or persecuted groups.&lt;/p&gt;
&lt;p&gt;Three exceptional research groups have undertaken the effort of answering this complex and important question. Over the next six months, these think tanks will conduct independent research, as well as involve experts from across the globe. Based in South America, Africa, and Asia, these institutions represent the collective wisdom and experiences of three very distinct geographies in emerging markets. While drawing on their local context, this research effort is globally oriented. The think tanks will create a set of recommendations and tools that can be used by stakeholders to engage with digital identity systems in any part of the world...&lt;/p&gt;
&lt;p&gt;This research will use a collaborative and iterative process. The researchers will put out some ideas every few weeks, with the objective of seeking thoughts, questions, and feedback from various stakeholders. They will participate in several digital rights and identity events across the globe over the next several months. They will also organize webinars to seek input from and present their interim findings to interested communities from across the globe. Each of these provide an opportunity for you to provide your thoughts and help this research program provide an independent, rigorous, transparent, and holistic answer to the question of when it’s appropriate for digital identity to be used. We need a diversity of viewpoints and collaborative dissent to help solve the most pressing issues of our times.&lt;/p&gt;

&lt;p&gt;The objective of this study is to understand privacy commitments undertaken by fintech companies operating in India as documented in their public facing privacy policies. This exercise will be useful to understand what standards of privacy and security protection fintech companies are committing to via their organisational privacy policies. The research will do so by aiming to understand the alignment of the privacy policies with the requirements mandated under the SPD/I Rules. Contingent on the learnings from this exercise, trends observed in fintech companies’ privacy and security commitments will be culled out.&lt;/p&gt;

&lt;h3&gt;The E-Commerce Policy is a much needed and timely document that seeks to enable the growth of India's digital ecosystem. Crucially, it backs up India's stance at the WTO, which has been a robust pushback against digital trade policies that would benefit the developed world at the cost of emerging economies. However, in order to ensure that the benefits of the digital economy are truly shared, focus must not only be on the sellers but also on the consumers, which automatically brings in individual rights into the question. No right is absolute but there needs to be a fair trade-off between the mercantilist aspirations of a burgeoning digital economy and the civil and political rights of the individuals who are spurring the economy on. We also appreciate the recognition that the regulation of e-commerce must be an inter-disciplinary effort and the assertion of the roles of various other departments and ministries. However, we also caution against over-reach and encroaching into policy domains that fall within the mandate of existing laws.&lt;/h3&gt;

&lt;p&gt;Design has historically been functioning in a closed paradigm, both with regard to practice and education. The design process, resources, and products are largely proprietary and limit who can access them. On the other hand, increased use of digital technology offers the potential for greater access and knowledge sharing. In this setting, a dialogue on design and openness becomes essential. There is a need to build sensitivity among designers towards &lt;a href="https://en.wikipedia.org/wiki/Open_knowledge"&gt;open knowledge&lt;/a&gt; and open access practices. Such an exchange can not only allow for design resources and products to be available in the open domain, but also help designers build an extensive shared knowledge base.&lt;/p&gt;

&lt;p&gt;The discussion was preceded by an introduction to the open knowledge movement and its potential in creating access and inclusion, by &lt;a href="https://meta.wikimedia.org/wiki/User:Satdeep_Gill"&gt;Satdeep Gill&lt;/a&gt;. Satdeep is a community outreach coordinator for India at the Wikimedia Foundation. He is also one of the founding members of &lt;a href="https://meta.wikimedia.org/wiki/Punjabi_Wikimedians"&gt;Punjabi Wikimedians&lt;/a&gt; User Group. Satdeep was the programme leader for the Wikiconference India in 2016. The introduction provided a brief history of copyrights and the beginning of the copyleft movement. It discussed creative commons licensing and the role of Wikipedia in the open knowledge movement.&lt;/p&gt;
&lt;p&gt;The panel included &lt;a href="http://www.aud.ac.in/faculty/permanent-faculty/detail/137"&gt;Suchitra Balasubrahmanyan&lt;/a&gt;, &lt;a href="http://www.matratype.com/"&gt;Pooja Saxena&lt;/a&gt;, and &lt;a href="https://en.wikipedia.org/wiki/User:Shyamal"&gt;Shyamal&lt;/a&gt;. Suchitra Balasubrahmanyan is the dean at the &lt;a href="http://www.aud.ac.in/academic/schools/sd"&gt;School of Design in Ambedkar University Delhi (AUD)&lt;/a&gt;. Her research has been on multiple areas such as history of craft and design, and design education in India. Her practice focuses on social communication design. Pooja Saxena is a typeface and graphic designer whose work centres on multi-script design. She has designed an Ol Chiki typeface for Santali language which is available for free and open use. Pooja also teaches typography at several design schools including &lt;a href="https://pearlacademy.com/"&gt;Pearl Academy&lt;/a&gt;, &lt;a href="http://www.nid.edu/index.html"&gt;National Institute of Design&lt;/a&gt;, and &lt;a href="http://srishti.ac.in/"&gt;Srishti school of Art, Design, and Technology&lt;/a&gt;. Shyamal is an independent researcher and an ornithologist. He has been contributing to Wikipedia for over fifteen years now. In addition to his contributions about the biodiversity of birds, he has also created several illustrations relating to the same. The panel was moderated by Saumyaa Naidu, a designer and researcher at the Centre for Internet and Society (CIS).&lt;/p&gt;
&lt;p&gt;The discussion was aimed at addressing three primary questions around design and the open knowledge movement; how academic materials in design inform unstructured or open knowledge spaces and in what ways do these unstructured spaces come back into design education?, what are the potential means of engagement with open knowledge in design practice?, and in what ways can it be applied in design education?&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
&lt;h2 id="2"&gt;Exchange between Design Academics and Open Knowledge&lt;/h2&gt;
&lt;p&gt;The discussion began with an enquiry into the challenges faced in the design of knowledge production and the knowledge production of design. It was directed at understanding the various ways in which design education and academia interact with open knowledge. Prof. Suchitra responded by saying that it is still early days for such an interaction to take place as the discipline of design itself is very proprietary in its approach. The work created in different areas of design is often guarded. Locating the discussion at the School of Design in AUD, she suggested that the Social Design course, which looks at the social application of design, believes in socially produced knowledge and contributing to it. However, the university is constrained by the academic environment which does not facilitate the open exchange of knowledge. There is a culture of copyright and protection of work in academia, and heavy funding is required for journal subscriptions. There is an imbalanced gatekeeping of knowledge as countries like India, which have weaker currencies, cannot access this knowledge or contribute to it. The social design community, a small community yet, is interested in making this knowledge freely accessible, in community participation, in co-designing, and in challenge the idea of one ‘super-designer’ who gets all the credit.&lt;/p&gt;
&lt;p&gt;Open knowledge spaces such as Wikipedia often make their way into classrooms when students use these resources for assignments. It was pointed out by Prof. Suchitra that there is a lack of regard among students for giving due attribution to material taken from such platforms. Social Sciences universities also consider Wikipedia as an unreliable source, and discourage its use. There is a need to build the culture of knowledge sharing, borrowing, and contribution. She believes that this should be initiated at the level of school education, and not just design schools, so it is internalised at an early stage. She also shared an epistemological concern regarding such a cultural shift in design as it is commonly believed that the knowledge designers produce belongs to them and their livelihoods are connected to it. Hence, open knowledge and open source are antithetical to the profession. This means that the profession itself has to be imagined differently. The social design programme, in this regard, is trying to ensure that when students create work based on interactions with a community, also go back and present it to the community. This is to say that the work produced cannot be exclusively owned by the designers.&lt;/p&gt;
&lt;p&gt;The open knowledge movement in India is closely tied to accessibility of information in Indian languages. The availability of a design knowledge base in Indian languages was discussed in this context. Prof. Suchitra explained that most design education in India is in English and is borrowed from another cultural and geographical setting. Design is a discipline of making, and making has its own language. In that sense, the act and content of design transcends language. But, it is the pedagogy which is held by language. The act of making, which is ubiquitous, and is done naturally by everybody, gets held back when it comes to the transmission in different languages. There can be sanskritised words for design terminology, but the vocabulary of everyday use should be applied to represent this knowledge. The School of Design is looking for ways in which important and more provocative texts in design can be made available in other Indian languages. When students are exploring a career in design and they want to learn about it, the information about courses, programmes, and universities should also be available in their language.&lt;/p&gt;
&lt;p&gt;The students at AUD recently demanded that education at the university be provided in multiple languages. Since AUD is funded by the Delhi state government, the students want the medium of instruction to include languages of the state (Hindi, Urdu, and Punjabi) apart from English. However, in order to accomplish this, the university would require multilingual teachers. At a personal level, Prof. Suchitra feels that the medium of instruction cannot be monolingual, and that it is good to be multilingual. There is also the conflict that it doesn’t do justice to either languages, and there is no neat answer yet. She believes that technology provides some answers in the sense that students can access the material through translations in whichever language they prefer. Being located in Delhi, the university attracts students from all parts of the country, so it needs to be multilingual in different ways. Technology can intervene and provide a layer by which access can be given in the language of one’s choice. She inferred that this is not a question of one or two languages, but of languages everywhere.&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
&lt;h2 id="3"&gt;Potential Means of Engagement with Open Knowledge in Design Practice&lt;/h2&gt;
&lt;p&gt;Presently, there is limited participation from design practitioners on open knowledge platforms. From the perspective of a design practitioner and educator, Pooja Saxena explained that apart from Wikipedia, designers use The Noun Project, which offers both free and paid ways to use icons. She mentioned how students also use this platform but it appears that they are not as interested in contributing to it. They are guarded about the work they create but are fine with using someone else’s work that is available for free. Pooja suggested a much needed change in the understanding that open knowledge simply means that it is open for use. It must be seen as a community which one needs to engage with in whichever capacity and give back to. Agreeing with Prof. Suchitra, Pooja also observed that students fail to give fair attribution when any work is available for free. There is a lack of training and communication around attribution among designers. Regarding open source softwares meant for image making and creating illustrations, Pooja said that despite her several attempts of using them, she has always gone back to proprietary softwares. She believes that there are not enough people contributing to making these open source applications better to work with. A middle path she recommended for designers is creating work in formats which can be edited across applications, so that the work created can be built upon in any application, and is not bound by a proprietary software.&lt;/p&gt;
&lt;p&gt;As an experienced Wikipedian, Shyamal also stressed upon the idea of finding ways to productively give back to the open knowledge community. He talked about the opportunities that design students have in terms of creating quality images and graphics, and making them available for public use. An example of such an opportunity could be creating clipart or icons that can be used for roadside signages or other such public resources. Another possibility he proposed was publishing rough drafts or discarded work on platforms like Wikipedia, so it can be refined and used by others. It is not well known that aside from the textual part of Wikipedia, there exists a larger environment which includes projects like Wikidata, which is a semantic database, and Wikimedia Commons, which is meant for a variety of media such as images, video, audio, and even 3D models now. This offers a variety of options to designers to make their work available for open use. Another aspect that Shyamal brought attention to in this regard is to make the work available in a way that it can be easily found by others, by effectively using metadata and writing appropriate descriptions.&lt;/p&gt;
&lt;p&gt;A relevant example of engagement of design with the open knowledge community was shared by Pooja through her type design project. This included designing a typeface family for the Ol Chiki script, which is used to write in the Santhali language. The project was initiated by Subhashish Panigrahi at CIS in order to set up the Santhali Wikipedia. But, at the time there were no unicode compliant fonts available for Ol Chiki. This was a clear example of how a design intervention in the form of a typeface could lead to knowledge being shared and possibly even created in the future. The project was then funded by the Access to Knowledge programme at CIS. Pooja described the process of designing the typeface. She mentioned that even though the Santhali language is spoken by over 6 million people, Ol Chiki is not a commonly used script. The script itself was invented less than a hundred years ago, which meant that there is little documentation available of the script to look at. The team then engaged with the community to understand how they would like the letters to look like, and whether the letters in the font were correct. This was done through comprehensive feedback forms to test the letters and ask specific questions around their form and placement. The exercise was repeated a number of times to get accurate letters.&lt;/p&gt;
&lt;p&gt;Through this process, Pooja made a key observation on perfection. Designers are often trained to share or show their work only when they think it is perfect. But, in the case of the typeface, it was impossible to achieve something even close to being finished without showing it and seeking help from the community. The project also led to inspiring a design student from the National Institute of Design, who belongs to the Santhal community, to create letters in Ol Chiki script as part of the &lt;a href="http://www.36daysoftype.com/"&gt;‘36 days of type’&lt;/a&gt; challenge on Instagram. The typeface thus, can contribute towards such projects as well. Pooja concluded that the typeface being available for free can also lead to students making a version of it that serves their purpose better.&lt;/p&gt;
&lt;p&gt;Further on open typefaces for Indian languages, Shyamal spoke about the several issues regarding the use of Indian languages, specific to Wikipedia and in general as well. He correlated the lack of academic disciplines in Indian languages with the lack of vocabulary of technical terms. Several people also oppose borrowing words from other languages. In an example of needing to translate the labels of an illustration of a four-stroke engine into an Indian language, the engineer would not know the terms in that language, and the language expert will not know enough about engineering. Shyamal suggested transliterating English words as a first step, so that somebody who doesn’t know English can understand what the word sounds like. Another technical concern is the use of open source fonts of Indian languages for better compatibility on Wikimedia Commons. The platform replaces proprietary fonts with equivalent open source ones during the process of uploading. This changes the typesetting in the illustration in terms of spacing between the letters and sentences, and the resulting design can end up looking different from the intended one. Hence, it is important to include identification and use of open source fonts as part of the learning process in design.&lt;/p&gt;
&lt;p&gt;Shyamal further talked about the need to create more awareness about copyright. He explained that the fact that anything we create is automatically copyrighted is not really understood by most people. People posting images on Facebook and Instagram would allow others to use their work when asked, but would hesitate to give a written permission. It would be useful to license out the work. This lack of copyright awareness hinders the creation of a vast visual database on Wikimedia Commons. There is little visual information available online about objects, monuments, maps, places, etc. in India. The advantage of using systems like Wikipedia is that you can geotag places, you can semantically describe them so that people who speak other languages can find that content. The value of availability of such content online for an outsider is not well understood yet. As a practice, when learning something new, Shyamal himself tries to add it on Wikipedia or on related projects, so that it can be of use to anyone else looking for it as well.&lt;/p&gt;
&lt;p&gt;On encouraging designers to contribute to open knowledge, Pooja advised that designers can contribute through side projects or self-initiated projects as they are not looking to make any money from them to begin with, and would be able to share the work for free. These side projects can take the form of resources or tools that other people can use to build something else. She also pointed out that it is not necessary that designers cannot get paid to do open work, and shared the example of the Ol Chiki typeface, which was paid for by a patron. There are also organisations that commission projects which are supposed to be available for free use because those organisations need that product to be available for free. Google fonts for example, commissions the typefaces to designers which are eventually available as free and open fonts. It is important for designers to be aware that such opportunities exist, and that they need to be sought.&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
&lt;h2 id="4"&gt;Applications of Open Knowledge in Design Education&lt;/h2&gt;
&lt;p&gt;The discussion led to several suggestions on involving design students in the open knowledge movement. Pooja recommended that students can be encouraged to make their assignments available on Wikimedia Commons. Design students are often expected to work on projects that address problems that exist in the real world. In most cases, these projects remain with the students and not get implemented in the real world. If such projects were available on open platforms like Wikimedia Commons, they can be taken forward by others who are tackling the same concerns. It is also something that design students would benefit from because their work will be publicly available.&lt;/p&gt;
&lt;p&gt;In order to address the disregard for attributions pointed out earlier, Prof. Suchitra stressed upon the need to build a culture among design students to attribute fairly. This would allow for acceptable acknowledgement to someone who has produced work and contributed it to the open domain. She added that this is being initiated in other design spaces such as the Decolonise Design group, which some design faculties are a part of. The group looks at ways of finding different cultural anchors for design. One such project is where design faculties have gotten together to share design assignments, in order to see what kind of assignments we set in the classroom for teaching various kinds of concepts in design. The faculties are trying to form an international platform where teaching methods can be shared and a bank of design assignments can be created. These methods and assignments are otherwise considered proprietary.&lt;/p&gt;
&lt;p&gt;Prof. Suchitra also talked about the onus on public funded educational institutions to make their work available on open platforms, at least in projects which have a larger use. The Industrial Design Centre (IDC), Powai already has a portal on which design related educational material is available for anyone who is interested. They offer an online course in design which anyone can register for and attend. It is only for the certification at the end of the course, that one needs to pay to take an exam. Design courses otherwise tend to be quite expensive. She mentioned that the School of Design at AUD has been contemplating sharing the thesis work that students produce on &lt;a href="https://www.academia.edu/"&gt;Academia&lt;/a&gt;, a platform for academics to share research papers, where it can be downloaded for free. This allows for the work to be viewed by people outside the school, which is a significant step for young designers. Design as a profession fundamentally does not allow sharing, and this certainly needs to change. She gave the example of textiles, where the traditional artworks and motifs are picked up from different sources and placed on fabrics. Such reuse borders on unethical practice. Therefore, we need to identify the boundaries of open source. The ethical aspects of it need to be opened up and discussed, otherwise it can lead to asymmetrical knowledge practices. The attribution or acknowledgement that the work individually or culturally belongs to somebody, needs to be recognised.&lt;/p&gt;
&lt;p&gt;On the learning by doing approach in design education, Pooja raised the concern that there is a lack of attention towards ‘learning by reading’. Design related reading materials are not available on open platforms and in different languages. She suggested that even if the readings are available in English, it is also useful for them to be available in a vocabulary that is more acceptable for someone for whom it is not their first language. Further, the ‘doing’ is also framed by a certain perspective, and often that perspective is quite closed. It does not take into account where the students is coming from. For example, a branding assignment for a product for new mothers does not consider how eighteen year old students would understand the product without any interaction with the users. It doesn’t ask why does it have to be branding to begin with. It also limits the objective to ‘selling something’ while there are other ways in which design can intervene. In the assignments where students engage with a community, there is often a clear asymmetry between the students and the people they are designing for. There is a vast gap in the knowledge and experience shared by the two. Consequently, students are forced to either assert themselves in this community or misrepresent themselves. This also takes away from students wanting to share their work on open platforms. Pooja recommended that they would be more willing to put the work out in the open when they are working with their own community because they can then see how it affects people in a much more direct way.&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
&lt;h2 id="5"&gt;Conclusion&lt;/h2&gt;
&lt;p&gt;The discussion brought forward various intersections in design and open knowledge, and the possible ways in which the two can lend to each other. Broader interventions such as a cultural shift in design around sharing work and discussing its ethical aspects, availability of academic material in design on open platforms and in different Indian languages, sensitivity around fair attribution and copyrights among designers, and designers seeking out or self initiating projects that contribute to the open domain were discussed. In terms of specific steps, ideas including design practitioners creating works in formats which are editable on open applications, adding more visual content on platforms like Wikimedia Commons, creating and using more open typefaces in Indian languages, and students sharing their assignments on open platforms were considered. Other ways of engagement with design education could be through internships and workshops that demonstrate the need for open knowledge systems.&lt;/p&gt;
&lt;p&gt;During the interaction with the audience, another key concern was brought up by Govind Sivan, a student at the School of Design at AUD. He spoke about the prevalent approach in design schools of giving primary importance to originality. Students work towards thinking of unique ideas and any similarity between their own and a classmate’s assignment is seen as a failure of creativity. Such an approach goes on to curb shared knowledge and collaborative working, and needs to be changed in order to make way for openness in design. Prof. Suchitra also advised that there is more value to design in thinking of it as a collaborative project.&lt;/p&gt;
&lt;p&gt;Design is also gradually opening up its process to include the people being designed for through open research methods such as co-design and participatory design. All aspects of a design process such as need identification, data gathering, and the end product can be &lt;a href="https://www.designsociety.org/publication/34842/Three+layers+of+openness+in+design%3A+Examining+the+open+paradigm+in+design+research"&gt;conceptualised&lt;/a&gt; for openness. These directions can be explored by both designers and the open knowledge community for the creation of a greater and more accessible knowledge base.&lt;/p&gt;

    <title>Rejuvenating India’s Rivers the Wiki Way</title>

&lt;h2&gt;The Workshop&lt;/h2&gt;
&lt;p&gt;As per a &lt;a href="http://www.indiaenvironmentportal.org.in/files/file/status_trace_toxic_materials_indian_rivers.pdf"&gt;Government of India report&lt;/a&gt; 42 rivers in India are polluted with toxic heavy metal deposits in them. To mitigate this crisis Tarun Bharat Sangh (TBS), an organization working on rejuvenation of rivers in India began documentation of rivers on Wiki. The work was started by TBS’s Maharashtra based group Jal Biradari in Sangli district with the help of the Access to Knowledge team of CIS (CIS-A2K).&lt;/p&gt;
&lt;p&gt;Realizing the potential of the project TBS decided to integrate this as training module in their capacity building workshops conducted at Bhikampura in Rajasthan. The first pilot workshop was conducted by CIS-A2K during 22-25 December 2018 at Tarun Bharat Sangh Ashram, Bhikampura, Alwar in Rajasthan for 34 participants from eight states of India. Dr. Rajendra Singh, Maulik Sisodiya and Subodh Kulkarni, CIS-A2K were the facilitators. The objectives behind organizing the workshop was to build an open knowledge resource on water related issues in all Indian languages, document the river basins of India, train volunteers working in the sector to work in Wikimedia projects, open street mapping exercises and photo walks along the river and post free content on Commons and Wikisource projects.&lt;/p&gt;
&lt;p&gt;The documentation structure for river basin was decided through participatory process. The participants were divided into 6 groups for working on 6 river basins of Arvari district. The resource material available with TBS in the form of maps, reports, training booklets was used to prepare the schematic maps of each river basin. The water bodies such as ponds, manmade structures like dams were also listed.&lt;/p&gt;

&lt;p&gt;After this pre-work, the training on Wikipedia editing started. The participants worked in sandboxes first on their articles. The manual of style, giving offline and online references and categorisation were discussed and practiced on sandboxes. The Commons session started with elaborate discussion on copyrights, licenses and encyclopedic content. The images were uploaded on Commons and used in the articles. The articles in the sandboxes were presented by each working group. Taking into consideration various suggestions, appropriate modifications were done. The finished new articles and the additional content into existing articles were then moved in the main namespace of respective language Wikipedia. TBS has decided to re-license 30 books and training material on river in CC-BY-SA. Participants who attended the workshop have started contributing in various languages.&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
