Transference: Reimagining Data Systems: Beyond the Gender Binary

The Centre for Internet and Society (CIS) invites you to participate in a day-long convening on the rights of transgender persons, specifically right to privacy and digital rights. Through this convening, we hope to highlight the concerns of transgender persons in accessing digital data systems and the privacy challenges faced by the community. These challenges include access to their rights — their right to self-identify their gender and welfare services offered by the State and the privacy challenges faced by transgender and intersex persons in revealing their identity.

As the meaning of the word ‘Transference’ goes, through this convening, as a learning, we hope to capture and transfer the realities of transgender persons with engaging and being a part of digital data systems in India. Given the rapid digitisation of different public and private data systems in India, we hope to initiate a conversation that understands their struggles and challenges to realistically initiate the re-imagination of data systems — digital and otherwise — one that is mindful about their everyday struggles with privacy and access.

Owing to the history of systemic exclusions faced by transgender persons, it is important to highlight their difficulties in accessing technological systems and the impact on their privacy, as central issues that require serious consideration. Presently, their realities seem to be ignored by the State while designing most technology laws and policies governing digital systems.

Background

In the landmark verdict in 2014, NALSA Vs Union of India, the Supreme Court of India for the first time recognised the right of an individual to self-identify their gender as male, female or transgender. This verdict detailed nine directives to be implemented by the central and state governments in India for the inclusion of transgender persons.

Similarly, 2017 was a watershed moment in India’s constitutional history when the Supreme Court held the right to privacy to be a fundamental right. More importantly, the Court expounded on this right and held that the protection of an individual’s gender identity is an essential component of the right to privacy and that privacy at its core includes the preservation of personal intimacies, autonomy, the sanctity of family life, marriage, procreation, the home and sexual orientation.

The 2017 privacy judgement led to the Supreme Court pronouncing the Navtej Johar v Union of India in 2018, striking down the Koushal judgement and decriminalising acts of consensual non-hetrosexual acts of intimacy. In 2019, the Personal Data Protection Bill, 2019 was introduced in Parliament for the regulation and protection of personal data. The PDP Bill classifies data into two categories as (i) personal data; and (ii) sensitive personal data. As per the PDP Bill, data identifying the transgender status and intersex status falls within the ambit of sensitive personal data. Around the time of the PDP Bill being tabled in Parliament, the Transgender Persons (Protection of Rights) Act 2019 was passed by the Parliament despite severe opposition to the Bill from civil society members as well as members of Parliament.

There is a lack of clarity on the interplay between the PDP Bill and the Transgender Act and the challenges the PDP Bill may pose to the transgender community. Moving beyond mere mentions in the definition of the law through a cisgendered heteronormative lens, it is important for the discourse on data and privacy to broaden its scope to realistically include people of different sexual orientations, gender and sexual identities, gender expressions and sex characteristics.

About the Event

Through these panel discussions, we propose to highlight the concerns of transgender persons with accessing digital data systems and the privacy challenges faced by them . These challenges include access to their rights — their right to self-identify their gender and access welfare services offered by the State and the privacy challenges faced by transgender persons in revealing their identity.

The objective of these discussions is to initiate more conversations about the technological and data exclusions faced by this historically marginalised community in India. The intent is to better understand the realities of transgender persons and contribute to the larger advocacy on privacy, intersectionality and (digital) systems design.

Train-the-trainer 2019 (TTT 2019), residential training program to groom leadership among the Indian Wikimedia community members, is going to happen in Visakhapatnam during 31 May, 1 and 2 June 2019 at Fairfield by Marriott Hotel at Visakhapatnam, Andhra Pradesh.

TTT 2019 is the 6th iteration in the earlier iterations happened in 2013, 2015, 2016, 2017, and 2018. Based on internal needs-assessment conducted annually by CIS-A2K tweaks and improvises the design and expected outcomes of TTT every year. This year, A2K planned to involve communities or community members in planning, and organizing the event to be more transparent. This year A2K has two major changes in organising the TTT.

Indic communities were asked to take part in the bidding process in order to express interest to host this iteration of TTT. Based on the bidding process, this year A2K is going to collaborate with VVIT Wikiconnect to host TTT 2019 in Visakhapatnam.

Wikimedians from various language and project communities showed interest to attend TTT 2019. The jury considered these applications and selected 24 participants from 13 language and project communities. A2K involved Experienced Indian Wikimedians who are not part of CIS-A2K in the jury. Apart from the details provided by applicants over application form jury members made attempts to know more about participants and reached out some of them over brief telephone calls. Based on set parameters and analysis jury made decisions. Find the selected participants’ list here.

The exact dates and venue of the event have not been decided still, but like our previous iterations, this year also be a 3-days' residential program.

What's new in TTT 2016

Extensive feedback gathering: The planning of TTT 2016 started in mid-April when we started contacting TTT 2015 participants for their ideas and suggestions to design this year's Train-the-Trainer program. We asked them a number of questions such as "what could be improved in the last TTT?, how can be improve this year's TTT etc." We'll reach mailing lists and village pumps for for further inputs. Based on all these suggestions and feedback, this year's TTT will be designed.

MWT session: Based on the feedback we have received, it seems the participants are interested to learn some topics which were previously discussed during MWT. So, MWT sessions many be included in this year's program.

Registration

Note: Participants will be selected based on their on wiki and off wiki activities and their responses to the questions asked in the Google form. Please write your answers in details. We may contact you if we need further details.

Clarification

In the Google form above you'll find these terms

Pre-event works: The exact pre-event work has not been fixed yet, but it may something like preparing presentation or draft-plan to improve your Wikiprojects.

Post-event works: Post-TTT you'll work to execute your plans, and conduct outreach activities. You will be in touch with CIS-A2K and share your progress and activities.

Train the Trainer — Four-day long Residential Training Workshop in Bangalore

Train the Trainer is a four-day long residential training workshop to enable Indian Wikipedia community members conduct outreach sessions effectively and independently. It is being conducted by the CIS-A2K team in Bangalore in the first week of October.

See the event on the Wikipedia page here. Please note that the exact dates for this event hasn't been finalized. We will let you know once it is done. See the Snippets from Wikimedia Train the Trainer here.

Why CIS-A2K is conducting this Program?

Based on an internal needs assessment exercise undertaken by CIS-A2K, it has been realized that:

bulk of the Indian population does not know about the existence of Indic Wikipedias and sister projects.

there is a lot of potential to do outreach in India but it is hampered by community member's lack of time, lack of availability of support material and/or ability to do outreach.

though many Indic Wikipedia community members have desire to undertake offline outreach they seldom receive support and guidance.

there is a need to further build the capacity of interested community members to conduct effective outreach sessions.

Thus through this program, the CIS-A2K programme wants to support and enable community members who are interested to conduct Wikipedia outreach sessions in their own cities/languages and to spread the word about the Indic Wikipedias.

Overview of the programme

CIS-A2K is organising a 4 day Train the Trainer Program in Bangalore. The program will include:

3 day sessions with interactive training run by professional consultants on how to conduct outreach in an effective manner – training on presentation skills, audience engagement, public speaking etc. It will include mock presentations, with video recording for feedback.

4th day will be a field trip aiming to train the participants on how to organise an effective photothon; in addition, participants will also add pictures from the field trip to Wikimedia Commons for enhancing and improving articles on Indian language Wikipedias.

Selection Criterion

CIS-A2K will conduct this program for approximately 20-25 interested community members from different Indian language communities. We want to make sure that there is equal participation from each language community. The CIS-A2K will use below mentioned parameters for selecting candidates.

CIS-A2K's evaluation of Train the Trainer Program Application Form.

Motivation of the candidate to be a part of the program.

The applicant should have made minimum 200 edits on their respective Indian language Wikipedia.

The applicant should have created at least 5 new articles of start class (as defined by their language community) on their respective Indian language Wikipedia.

The applicant should have conducted at least 1 outreach session before the end of application date and shared the report with the community (via mailing list, village pump, event page, etc.)

Candidates' Deliverable

There are certain deliverables that CIS-A2K expects out of selected candidates. These are:

Take lead in translating outreach documents (including presentations, banners, FAQs, handouts) in their respective language and share it with their respective communities.

Organise at least 2 outreach sessions per month in their respective cities, for a minimum of 6 continuous months and share the report with the community (via mailing list, village pump, event page, etc.).

Take lead in organising at least 1 community meet up in their respective cities, where they would give a small talk/presentation about their experience in the Train the Trainer Program and share ideas and tips they picked from the program with their language community members.

Write a 1500-word report sharing their Train the Trainer Program experience with large emphasis on their learnings and take-aways to be shared with all Indian communities.

What's in it for you?

Get general training and presentation skills which you can apply not only during Wikipedia workshops, but also during delivering personal and professional talks.

Receive detailed feedback about your presentation and training skills from professional consultants.

Help design a training program that serves Wikimedia community in the long term.

Share your skills with others.

Meet fellow Wikimedia editors and have fun.

Third Maps for Making Change Workshop: Using Geographical Mapping Techniques to Support Struggles for Social Justice in India

The third and final workshop in the Maps for Making Change project will take place at Visthar, in Bangalore, from 26 until 28 April. During this workshop, participants will fine-tune and polish their maps; explore ways to connect with broader movements and disseminate their maps among target audiences; and reflect on their own experiences so as to distill learnings that can help us decide where to go from here. While participation in the workshop is closed, the workshop will end with a public event at the CIS office on 28 April, from 4 pm onwards, open to everybody (more information to follow soon). If you, too, share our interest in mapping for social change, then do join us there.

The
aims of the workshop are to:

give
participants an opportunity to fine-tune and polish their maps, with
the assistance of others where needed, so that they can be shared
	with a wider audience;

explore
campaigning tools and strategies for disseminating the maps produced
	among target audiences, including other movements and activists;

distill
the learnings participants have made from this project, both
individually and as a group, and prepare a plan to build upon these
	in the future.

By
the end of the workshop, participants will be able to:

make
informed decisions about every step of the design and implementation
	process of a mapping project.

Also,
participants and organisers will be able to:

identify
the political and ethical challenges of mapping, in particular as
	they apply for social justice in India;

understand
better the particularities of online activism and ways in which it
	can connect better with activism on the ground in the country;

apply
their knowledge of mapping to other campaigns and movements in India
and function as a point of contact for other activists for a network
of activists using maps for making change.

The preliminary schedule of the workshop is as follows:

Sebastian Lütgert and Jan Gerber, the co-initiators of, and the artists/programmers behind the pad.ma (Public Access Digital Media Archive) project will deliver a lecture at CIS on Wednesday, February 03, 6 pm, on their experiences of learnings from running open access online video archives in Germany, India, and Turkey. Please join us for coffee and vada at 5:30 pm.

The Zen of Pad.ma

Eight years after the launch of Pad.ma and three years since the inception of Indiancine.ma, Sebastian Lütgert will take a closer look at some of the strategies -- decisions and decision making processes, foundational principles and accidental discoveries -- that may have helped make these projects sustainable. While most of the lessons begin with concrete questions related to software and technology, most of them will end up pointing beyond that: towards a general theory of collaboration, towards strategies against premature separation of labor, and towards a few practical proposals for successful self-organization on the Internet.

Biographies

Sebastian Lütgert, media artist, programmer, filmmaker and writer, lives and works in Berlin. Co-founder of Bootlab, textz.com, Pirate Cinema Berlin, Pad.ma and Indiancine.ma. Lecturer at the Academy of the Sciences in Berlin, various publications on cinema, copyright, radical subcultures and the politics of technology.

Jan Gerber, video artist and softwate developer, lives and works in Berlin. Co-initiator of Pirate Cinema Berlin, Pad.ma and Indiancine.ma, author of numerous Open Source software projects, most recently Open Media Library.
The Relaunch of Creative Commons India

Wikimedia India, the Centre for Internet and Society, and Acharya Narendra Dev College invite you to the Relaunch of Creative Commons India in New Delhi on November 12, 2013 with the Minister of State for Human Resource Development Dr. Shashi Tharoor as the Chief Guest.

What is Creative Commons?

Creative Commons is a non-profit organization headquartered in Mountain View, California, United States, devoted to expanding the range of creative works available for others to build upon legally and to share. The organization has released several copyright-licenses known as Creative Commons licenses free of charge to the public. These licenses allow creators to communicate which rights they reserve, and which rights they waive for the benefit of recipients or other creators.

In simple words, Creative Commons helps you share your knowledge and creativity with the world.

Some more facts about Internet licenses

Ever wondered what "Some Rights Reserved" means?

Copyright grants to creators a bundle of exclusive rights over their creative works, which generally include the right to reproduce, distribute, display, make adaptations, perform, sell and so on. The phrase “All Rights Reserved” is often used by owners to indicate that they reserve all of the rights granted to them under the law. When copyright expires, the work enters the public domain, and the rightsholder can no longer stop others from engaging in those activities under copyright, with the exception of moral rights reserved to creators in some jurisdictions. Creative Commons licenses offer creators a spectrum of choices between retaining all rights and relinquishing all rights (public domain), an approach we call "Some Rights Reserved."

Is Creative Commons against copyright?

Absolutely not. CC has responded to claims to the contrary. CC licenses are copyright licenses, and depend on the existence of copyright to work. CC licenses are legal tools that creators and other rightsholders can use to offer certain usage rights to the public, while reserving other rights. Those who want to make their work available to the public for limited kinds of uses while preserving their copyright may want to consider using CC licenses. Others who want to reserve all of their rights under copyright law should not use CC licenses.

Relaunch

Dr. Savithri Singh, Principal, Acharya Narendra Dev College will be the Master of Ceremony and the Moderator for the sessions:

The Phishing Society: Why 'Facebook' is more Dangerous than the Government Spying on You - A Talk by Maria Xynou

Next Wednesday, you are all invited to listen to Maria Xynou's crazy - or not-so-crazy theory of the "Phishing Society", in which surveillance, control and oppression is not imposed in a traditional top-down manner, but rather a personal and collective "choice"...come and engage in a heated debate!

We have read and heard a lot of theories on the contemporary "Surveillance Society"...but how much of that is about surveillance per se? Are we being spied on a top-down manner...or are we enabling our own surveillance? Have the masses ever directly or indirectly "pursued" their own surveillance in the past...or are we witnessing a new phenomenon in history?

Most geeks would probably agree that the term "phishing" is used to describe the act of attempting to acquire sensitive information, such as usernames, passwords, private encryption keys and credit card details, by masquerading as a trustworthy entity. In other words, "phishing" is commonly used to describe the acquisition of sensitive, personal data through the use of bait.

The aim of the talk on Wednesday is to discuss the possible existence of a "Phishing Society", through which the act of providing bait — whether it being security, commodities, services or relationships — is a common, contemporary practice on a social, political and economic level in the pursuit of the "Gold of the Digital Age": personal data. Through this discussion, the "Government spying vs. Corporate spying" debate will be looked at, in an attempt to understand why the dynamics of surveillance have changed over the last year.

Everyone with an open mind is welcome to attend this talk and to share all opinions, ideas and concerns!

The Geopolitics of Information Controls: A Presentation by Masashi Crete-Nishihata

Masashi Crete-Nishihata will give a talk on Citizen Lab's activities and present its approach to the study of information controls through recent research and case studies. The talk will be held on June 19, 2013 at TERI Auditorium in Bangalore, 5 p.m. to 7.30 p.m.

The Citizen Lab

The Citizen Lab is an interdisciplinary research group based at the University of Toronto. It explores the intersection of
information technology, global security, and human rights through technical, policy, and legal research.

A central focus of Citizen Lab's research analyzes the prevalence, operation, and impact of information controls. Information controls can be conceptualized as actions conducted in and through the Internet and other information and communication technologies. Such controls seek to deny (as with Internet filtering), disrupt (as in denial-of-service
attacks), or monitor (such as passive or targeted surveillance) information for political ends.

He has published work on information controls during the 2008 Russia-Georgia conflict, cyber security research ethics, cyber attacks against Burmese media groups, and the psychosocial impacts of lifelogging technologies. His research interests include technology policy, information controls, and human computer interaction.

The Future of the Internet, Who Should Govern It and What is at Stake for You?

Internet and Mobile Association of India, Cellular Operators Association of India, Internet Democracy project, Media for Change, SFLC and the Centre for Internet Society is organizing a Multi-stakeholder Dialogue on the future of internet on January 29, 2014 at Multipurpose Hall, India International Center (IIC).

Snehashish Ghosh will participate in the event as a speaker.

Schedule

10.00 - 10.30: Registration

10.30 -13.30: Discussion and Open House

13.30: Lunch

The meeting seeks to address, among others, the following questions:

The issue of governing the internet through a multistakeholder mechanism (including government, business, civil society, academia and the technical community) versus a multilateral one (or an intergovernmental one, including only governments in a decision making role) is leading the global discourse.

What is multistakeholderism? How is it practiced? How is it different from multilateralism or intergovernmental decision making? Why has multistakeholderism assumed such an important role in internet governance?
Moderator – Subi Chutervedi

Several of the arguments are based in a framework document known as ‘Tunis Agenda 2005’.
What is the role of the Tunis Agenda in these debates? Since its formulation 9 years ago, is it still relevant? What does “stakeholders in their respective roles” mean in 2014 and beyond?
Moderator – Subi Chaturvedi

The positions taken by the Government of India at international fora are linked to its cyber security concerns.
Will India’s position of multilateral/intergovernmental governance of the Internet actually address these cyber security concerns?
Moderator – Anja Kovacs

Since the Snowden revelations, mass surveillance by governments has assumed center stage and is driving the recent discourse.
Will a multilateral/inter-governmental mechanism adequately address serious concerns of government surveillance and intrusion into the privacy of internet users and citizens?
Moderator – Anja Kovacs

Innovation, freedom of speech and expression and privacy rights are critical to a free and open internet. How are these impacted under a multistakeholder vis-à-vis a multilateral/inter-governmental mechanism?
Moderator- Chinmayi Arun

Internet governance has both a domestic and a global angle. In 2014, what should be the process of policy making involving stakeholders? Should there be consultation and what should be the process, quality and outcome of such consultation, especially as it relates to Internet Governance?

What process should the government adopt before taking a position internationally and while formulating domestic policy related to internet governance?
Moderator Chinmayi Arun
