Welcome to the CIS newsletter for April 2016. The key issues we worked on this month included the Aadhaar Act 2016, Standard Essential Patents, cyber security of smart grids, and involvement of international agencies in the smart cities project in India.

Early last year, thanks to the fund raising efforts of a friend of CIS - Suhail Kazi, we received Rs. 1.9 lakhs as donations from 19 individuals. In January this year, we set up an online giving feature on our website which would ease the donation process, but we haven’t got a single donation so far! This could be because many of you may be under a false impression that CIS is very wealthy and does not need more support. Unfortunately, this is no longer true. Today, we are unable to find a single donor who is interested in our Accessibility, Telecom, or RAW programmes. In other words, we need your support. Highlights
CIS prepared an FAQ on the Aadhaar / UIDAI project and the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Bill, 2016. Further, two infographics were produced to highlight on the questions of "Can the Aadhaar Act 2016 be Classified as a Money Bill?" and "Can the Matters Dealt with in the Aadhaar Act be the Objects of a Money Bill?". NVDA team prepared a report on the progress of the project for the month of April 2016. CIS submitted its comments to the Department of Industrial Policy and Promotion's Discussion Paper on Standard Essential Patents and their Availability on FRAND Terms. CIS has offered its assistance on other matters aimed at developing a suitable policy framework for SEPs and FRAND in India, and, working towards the sustained innovation, manufacture and availability of mobile technologies in India. A summary of the comments can be accessed here. Responses to the Discussion Paper is available here. Rohini Lakshané's paper titled Patents and Mobile Devices in India: An Empirical Survey has been accepted for publication by the Vanderbilt Journal of Transnational Law. Kiran A.B. in a blog post has documented the availability and openness of data sets in India that are relevant for monitoring the targets under the SDGs. Low-cost Aakash tablet and its previous iterations in India have gone through several phases of technological changes and ideological experiments wrote Sumandro Chattapadhyay and Jahnavi Phalkey in an article published in the Economic and Political Weekly.

CIS members wrote the following pieces:

Sunil Abraham wrote an article in the July 15 edition of Frontline arguing that the Aadhaar project’s technological design and architecture is an unmitigated disaster and no amount of legal fixes in the Act will make it any better.
Amber Sinha wrote an article in The Wire arguing that the Aaddhaar Act is not a money bill, and the Supreme Court may very well question the decision by the Lok Sabha speaker to classify it as such.
Sumandro Chattapadhyay also wrote on The Wire arguing that "the last chance for a welfare state doesn’t rest in the Aadhaar system."
Subhashish Panigrahi's article on the 8 challenges that Indian language Wikipedias have to overcome was published by Global Voices. The article had earlier been published in the Wire.
Elonnai Hickok and Vanya Rakesh co-authored an article on Cyber Security of Smart Grids in India that was published by Dataquest.
Shyam Ponappa in his monthly column published in the Business Standard tell us that it's time the government accepts that current policies are not enough to bring about Digital India.

Accessibility & Inclusion

India has an estimated 70 million persons with disabilities who don't have access to read printed materials due to some form of physical, sensory, cognitive or other disability. As part of our endeavour to make available accessible content for persons with disabilities, we are developing a text-to-speech software in 15 languages with support from the Hans Foundation. The progress made so far in the project can be accessed here.

Access to Knowledge

Our Access to Knowledge programme currently consists of two projects. The Pervasive Technologies project, conducted under a grant from the International Development Research Centre (IDRC), aims to conduct research on the complex interplay between low-cost pervasive technologies and intellectual property, in order to encourage the proliferation and development of such technologies as a social good. The Wikipedia project, which is under a grant from the Wikimedia Foundation, is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

As part of the project grant from the Wikimedia Foundation we have reached out to more than 3500 people across India by organizing more than 100 outreach events and catalysed the release of encyclopaedic and other content under the Creative Commons (CC-BY-3.0) license in four Indian languages (21 books in Telugu, 13 in Odia, 4 volumes of encyclopaedia in Konkani and 6 volumes in Kannada, and 1 book on Odia language history in English).

Work Plan

CIS - A2K Work Plan: July 2016 - June 2017 (CIS-A2K Team; April 2, 2016): We have revised the work plan template taking into account the changed proposal plan sent out by WMF and in light of the feedback that we have received from FDC assessment during last proposal application. The FDC feedback is taken into account at the level of design, RoI and ensuring quality for all our activities.

Highlights
-------------------------------

CIS received 35 engaging abstracts in response to the call for essays on 'Studying Internet in India'. The final essays will be published from June onwards. The ten selected abstracts can be read at http://cis-india.org/raw/studying-internet-in-india-selected-abstracts/ .

CIS submitted its comments to the National Informatics Centre on April 30, 2015 bringing to notice the negligible progress on the front for making Indian government websites conform to the notified standards, and gave recommendations to take the initiatives forward.
Nehaa Chaudhari has prepared a consolidated report that tracks the development of India's National IPR Policy and the requests by CIS to the Department of Industrial Policy and Promotion under the RTI Act and responses elicited from the Department.

Institute of Odia Studies and Research organised 2nd National Language Conference beginning on March 30, 2015 and ending on April 2, 2015 at the Institute of Physics, Bhubaneswar. This conference was organised in collaboration with the Department of Tourism and Culture. Subhashish Panigrahi presented a paper in Odia language in this conference as part of a panel discussion related to Odia language computing.

Sunil Abraham's article titled "Shreya Singhal and 66A" was published in Economic and Political Weekly Vol-L No.15. Vidushi Marda helped in doing the research.

Sunil Abraham in an article in DNA titled " Multiple Aspects Need to be Addressed as the Clamour Grows for Network Neutrality " tells readers that there are four violations of Network Neutrality that are considered particularly egregious.

Jyoti Panday prepared an analysis of the Supreme Court judgement in Shreya Singhal and what it does for intermediary liability in India.
In February 2015, CIS had requested DeitY under RTI Act to provide information clarifying the procedures for blocking in India. The response elicited from DeitY has been published.

CIS sent a joint response to the TRAI Consultation Paper on Regulatory Framework for Over-the-top (OTT) services with scholars from Indian Institute of Management, Ahmedabad. The response was sent on March 27, 2015.

Accessibility and Inclusion

Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The publication has been finalised and is being printed. The draft chapters and the quarterly reports can be accessed on the project page. The second project is on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed here.

Highlights

We have published a compilation of the various central government schemes in a blog post as part of our National Resource Kit project.

The 27^th session of the WIPO Standing Committee on Copyright and Related Rights (WIPO-SCCR) was held in Geneva from April 28 to May 2, 2014. Nehaa Chaudhari participated in the event. CIS made its statements on Technological Measures of Protection on Limitations and Exceptions for Libraries and Archives, Orphan Works, Retracted and Withdrawn Works, and Works out of Commerce on Limitations and Exceptions for Libraries and Archives, and on the WIPO Proposed Treaty for the Protection of Broadcasting Organizations.
CIS signed a memorandum of understanding (MoU) with Mysore University for converting to Unicode and re-releasing their encyclopaedia under Creative Commons License. Dr. U.B. Pavanaja on behalf of the CIS-A2K team signed the MoU.
A two-day global stakeholder meeting on future of internet governance (NETmundial) was organized by the Brazilian Internet Steering Committee in partnership with /1Net at Sao Paulo in Brazil on April 23 and 24, 2014. Achal Prabhala participated in the event. As part of its research to enable productive discussions of the critical internet governance issues at the meeting and elsewhere CIS published a total of 16 blog entries.
We conducted an empirical study of five separate and diverse banks (State Bank of India, Central Bank of India, ICICI Bank, IndusInd Bank, and Standard Chartered Bank) to gain a practical perspective on the existing banking practices and policies in India, and published a Banking Policy Guide.
As part of the Making Change project Denisse Albornoz interviewed Tuhin Paul, an artist and storyteller behind Menstrupedia, an India-based social venture creating comics to shatter the myths and misunderstandings surrounding menstruation around the world. Denisse provides an analysis of ‘menstrual activism’ — a movement that despite its trajectory in feminism remains unnoticed in most accounts of traditional and digital activism.
Six research studies were commissioned by HEIRA-CSCS (over November 2013-March 2014) as part of the collaborative exercise with CIS to map the Digital Humanities within a broad rubric of exploring changes at the intersection of youth, technology and higher education in India. P.P.Sneha in her blog post presents a broad overview of some of the key learnings from these projects.

Accessibility and Inclusion

Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India. We compiled the first draft of the kit (29 states and 6 union territories). The chapters along with the quarterly reports can be accessed on the project page. The second project is on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed here.

Access to Knowledge

As part of the Access to Knowledge programme we are doing two projects. The first one (Pervasive Technologies) under a grant from the International Development Research Centre (IDRC) is for research on the complex interplay between pervasive technologies and intellectual property to support intellectual property norms that encourage the proliferation and development of such technologies as a social good. The second one (Wikipedia) under a grant from the Wikimedia Foundation is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

Internet Governance

As part of its research on privacy and free speech, CIS is engaged with two different projects. The first one (under a grant from Privacy International and International Development Research Centre (IDRC)) is on surveillance and freedom of expression (SAFEGUARDS). The second one (under a grant from MacArthur Foundation) is on studying the restrictions placed on freedom of expression online by the Indian government.

In this issue we bring you an overview of our research programs, updates of events organised by us, events we participated in, news and media coverage, and videos of some of our recent events.

Celebrating 5 Years of CIS
We at the Centre for Internet and Society celebrate 5 years of existence with an exhibition showcasing our work and accomplishments over this time. The exhibition will be held concurrently at both our Bangalore and Delhi offices from May 20 to 24, 2013, from 10 a.m. to 8 p.m.

Google Policy Fellowship
CIS is inviting applications for the Google Policy Fellowship programme. Google is providing a USD 7,500 stipend to the India fellow who will be selected by July 1, 2013. Fellowship focus areas include Access to Knowledge, Openness in India, Freedom of Expression, Privacy, and Telecom Send in your applications for the position by June 15, 2013.

Accessibility

CIS is doing two projects in partnership with the Hans Foundation. One is to create a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India and another is for developing a screen reader and text-to- speech synthesizer for Indian languages. CIS is also working with the World Blind Union and many other organisations to develop a Treaty for the Visually Impaired helped by the WIPO:

Access to Knowledge and Openness

The Wikimedia Foundation awarded CIS a two year grant of INR 26,000,000 to support and develop the growth of Indic language communities and projects by community collaborations and partnerships. This is being carried out by the Access to Knowledge team based in Delhi. CIS is also doing a project (Pervasive Technologies) on examining the relationship between production of pervasive technologies and intellectual property. CIS also promotes openness including open government data, open standards, open access, and free/libre/open source software through its Openness programme.

Beginning from September 1, 2012, Wikimedia Foundation awarded CIS a two-year grant of INR 26,000,000 to support and develop free knowledge in India. The A2K team consists of four members based in Delhi: T. Vishnu Vardhan, Nitika Tandon and Subhashish Panigrahi, and one team member Dr. U.B. Pavanaja who is working from Bangalore office. Noopur Raval, Programme Officer has left the organisation. April 24, 2013 was her last working day.

Vishnu Vardhan gave a talk on A2K’s plans for the growth of Telegu Wikipedia in 2013-14 at the Telegu Wikipedia general meeting on April 11, 2013. Vishnu Vardhan also gave a talk about Access to Knowledge in the digital era at the Wiki Chaitanya Vedika on April 11, 2013.

CIS Intervention on the Treaty for the Visually Impaired at SCCR/SS/GE/2/13 (Geneva, April 18 – 20, 2013). Pranesh Prakash participated in the session and spoke about the rights of the visually impaired.

Internet Governance

The Internet Governance programme conducts research around the various social, technical, and political underpinnings of global and national Internet governance, and includes online privacy, freedom of speech, and Internet governance mechanisms and processes. Currently, CIS is doing a project with Privacy International, London to facilitate research and events around surveillance, and freedom of speech and expression.

Knowledge Repository on Internet Access

CIS in partnership with the Ford Foundation is executing a project on Internet Access. It covers the history of the internet, technologies involved, principle and values of internet access, broadband market and universal access and will touch upon various polices and regulations which has an impact on internet access and bodies and mechanism which are responsible for formulation policies related to internet access. Intermediary Liability in India: Chilling Effects on Free Expression on the Internet
Rishabh Dara, Google Policy Fellow
CIS in partnership with Google India conducted the Google Policy Fellowship 2011. This was offered for the first time in Asia Pacific as well as in India. Rishabh Dara was selected as a fellow. He researched upon issues relating to freedom of expression. The results of the paper demonstrate that the ‘Information Technology (Intermediaries Guidelines) Rules 2011’ notified by the Government of India on April 11, 2011 have a chilling effect on free expression.

The Centre for Internet & Society Joins the Global Network Initiative
CIS officially joined the Global Network Initiative. CIS would bring to GNI in-depth expertise on global internet governance as well as online freedom of expression and privacy in India. GNI Executive Director Susan Morgan said “We are delighted to add our first member based in India and welcome CIS’s engagement in support of transparency and accountability in technology.”

The High Level Privacy Conclave (Paharpur Business Centre, Nehru Place Greens, New Delhi, February 3, 2012): The conclave was organised around two panels: national Security and privacy and internet and privacy. Malavika Jayaram moderated the first panel discussion on national Security and privacy. Sunil Abraham moderated the second panel discussion on internet and privacy. Researchers@Work

RAW is a multidisciplinary research initiative. CIS believes that in order to understand the contemporary concerns in the field of Internet and society, it is necessary to produce local and contextual accounts of the interaction between the Internet and socio-cultural and geo-political structures. To build original research knowledge base, the RAW programme has been collaborating with different organisations and individuals to focus on its three year thematic of Histories of the Internets in India.

Digital Natives with a Cause?

Digital Natives with a Cause? is a knowledge programme initiated by CIS and Hivos, Netherlands. It is a research inquiry that seeks to look at the changing landscape of social change and political participation and the role that young people play through digital and Internet technologies, in emerging information societies. Consolidating knowledge from Asia, Africa and Latin America, it builds a global network of knowledge partners who want to critically engage with the dominant discourse on youth, technology and social change, in order to look at the alternative practices and ideas in the Global South. It also aims at building new ecologies that amplify and augment the interventions and actions of the digitally young as they shape our futures.

Accessibility

Estimates of the percentage of the world's population that is disabled vary considerably. But what is certain is that if we count functional disability, then a large proportion of the world's population is disabled in one way or another. At CIS we work to ensure that the digital technologies, which empower disabled people and provide them with independence, are allowed to do so in practice and by the law. To this end, we support web accessibility guidelines, and change in copyright laws that currently disempower the persons with disabilities.

Internet Governance

Although there may not be one centralized authority that rules the Internet, the Internet does not just run by its own volition: for it to operate in a stable and reliable manner, there needs to be in place infrastructure, a functional domain name system, ways to curtail cyber crime across borders, etc. The Tunis Agenda of the second World Summit on the Information Society (WSIS), paragraph 34 defined Internet governance as “the development and application by governments, the private sector and civil society, in their respective roles, of shared principles, norms, rules, decision-making procedures, and programmes that shape the evolution and use of the Internet.” Its latest endeavour has resulted into these:

CIS is doing a project, ‘Privacy in Asia’. It is funded by Privacy International (PI), UK and the International Development Research Centre, Canada and is being administered in collaboration with the Society and Action Group, Gurgaon. The two-year project commenced on 24 March 2010 and will be completed as agreed to by the stakeholders. It was set up with the objective of raising awareness, sparking civil action and promoting democratic dialogue around challenges and violations of privacy in India. In furtherance of these goals it aims to draft and promote over-arching privacy legislation in India by drawing upon legal and academic resources and consultations with the public.

The growth in telecommunications in India has been impressive. While the potential for growth and returns exist, a range of issues need to be addressed for this potential to be realized. One aspect is more extensive rural coverage and the second aspect is a countrywide access to broadband which is low at about eight million subscriptions. Both require effective and efficient use of networks and resources, including spectrum. It is imperative to resolve these issues in the common interest of users and service providers. While the utility of the new social tool Buzz is still under question, the bold move into social space taken last week by the Google Buzz team has Gmail users questioning privacy implications of the new feature. Principles and Roadmap for Internet governance

As the Internet seeks to add the next two billion users, a significant proportion of these new users will originate from the Asia-Pacific-Oceania region. These new users–particularly those from remote geographies, poor educational & socio-economic backgrounds, diverse linguistic backgrounds, people with disabilities, and women–will need affirmative action to ensure that they are not left behind.People with disabilities are usually outliers in the use of the Internet. Combined with poverty and cultural attitudes against disability, people living with disability—both existing Internet users and new users—would be doubly disadvantaged.The Internet can open up many opportunities. Policies for digital inclusion are having an impact on improved accessibility to the Internet for people with disability, but more needs to be done.

In India, availability of special care facilities to persons with disabilities has been is traditionally very low despite some progressive legislation, but this appears to be changing. The 2013 circular by the Medical Council of India mandates all medical institutions to be disabled-friendly and asked for immediate compliance reporting. This may be a good time to push for further support to accessibility on the Internet.

Specific Issues of Discussions & Description

Based on necessity, innovation in the disability sector is strong. Many mainstream applications started as specific solutions for people with disability. These include the scanner—initially a reading machine for blind people and speech recognition software— which was designed for people who could not use a keyboard because of physical disability. Today, several robust and affordable technology initiatives in different parts of the world, including many based on Open Source software, are available. These include enhanced accessibility services in Operating Systems (including Windows, Linux, MacOS, and Android), screen readers, braille devices, mobile phone apps (including touchscreen and spatial gestures for input), eye/head-driven entry tools, and foot/puff switches.

This workshop will firstly provide context on accessibility to the Internet for people with disability and what impact it has on participation in education and employment and being an active part of the community.

Secondly, international policies will be outlined including the UN Convention on the Rights of Persons with Disabilities and the NETmundial Multi-Stakeholder Statement of Sao Paulo. ISOC’s Issues Paper on Internet Accessibility will be detailed together with the work of G3ict on disability and ICT.

Thirdly, examples of hardware and software applications designed to meet the needs of people with disability will be examined and demonstrated. In addition, the increase use of Internationalized Domain Names (IDNs) on the Internet and its impact on people with disability will also be discussed.

The workshop panelists will suggest ways that accessibility for people with disability and their participation can form an integral part of Internet governance process.

The workshop will include speakers with accessibility expertise in policy and application development on the international and national level.The workshop panelists will give presentations of 15 minutes each. Policy Submissions and Feedback

CIS worked with the Department of Electronics and Information Technology and civil society and industry partners such as the National Centre for Promotion of Employment for Disabled People (NCPEDP), Microsoft Corporation, National informatics Centre (NIC), etc., to formulate and implement a National Electronic Accessibility Policy to ensure that all Indian information and communication technologies and electronic infrastructure (including the Internet) and research which is publically funded, is accessible to persons with disabilities. Nirmita Narasimhan was part of the policy drafting committee.
Accessibility in the New Telecom Policy 2011: CIS made a submission to the Department of Telecommunications, Ministry of Communications & Information Technology, Government of India on December 9, 2011. CIS was one of the 27 organisations that sent a joint letter requesting that accessibility for persons with disabilities be included specifically within the goals and objectives of the policy.
Pilot Project Scheme - Access to ICTs and ICT Enabled Services for Persons with Disabilities in Rural India: CIS worked with USOF of India to design a scheme to launch projects for persons with disabilities. CIS prepared a background paper for the USOF, compiled a comprehensive global report which was later published in cooperation with G3ict and helped to convene a stakeholders meeting in September 2011 to launch the scheme and invite project applications.
Comments to the Rights of Persons with Disabilities Bill, 2014 (Nirmita Narasimhan and Anandhi Viswanathan; October 30, 2014). The comments were submitted to the Parliamentary Standing Committee in October 2014.
CIS joined hands with Daisy Forum of India member Arushi in Bhopal to submit a request for a notification mandating that all communication by the Government of Madhya Pradesh should be accessible to persons with disabilities. The state government issued a notification in Hindi requesting all departments to comply with WCAG 2.0 and use Unicode font. Nirmita Narasimhan drafted this submission.
Accessible ICT Procurement: CIS along with 20 other organisations petitioned the Ministry of Social Justice & Empowerment, Ministry of Finance and the Ministry of Information Technology, Govt. of India to bring in accessibility considerations within the draft Procurement Bill.
Comments to the GIGW (Nirmita Narasimhan; April 30, 2015): CIS submitted its comments to the National Informatics Centre for making Indian government websites conform to the notified standards of the Guidelines for Indian Government Websites.
Recommendations on Accessible ICT Procurement (Pranesh Prakash; May 9, 2016). CIS along with 20 other organisations petitioned the Ministry of Social Justice & Empowerment, Ministry of Finance and the Ministry of Information Technology to bring in accessibility considerations within the draft Procurement Bill.

WIPO

CIS is accredited as an observer at WIPO and regularly participates in the meetings of the Standing Committee for Copyright and Related Rights (SCCR) held in Geneva. CIS is actively involved in matters being discussed there such as the TVI. As part of its work, CIS provides comments at the SCCR and advises the Indian government on these matters through policy briefs, research and interactive discussions and meetings. CIS has given several statements on Treaty for the Visually Impaired and prepared an analysis of the consensus document on an international instrument on limitations and exceptions for persons with disabilities with the Third World Network which was widely circulated amongst the negotiators at the SCCR. CIS’ statements at the SCCR in June 2013, July 2012, December 2011, June 2011, and November 2010 are available on the CIS website.

CIS took part in the WIPO Diplomatic Conference to Conclude a Treaty to Facilitate Access to Published Works by Visually Impaired Persons and Persons with Print Disabilities in Marrakesh, Morocco, June 17 to 28, 2013. The conference concluded with the adoption of the Marrakesh Treaty to Facilitate Access to Published Works for Persons who are Blind, Visually Impaired, or otherwise Print Disabled. CIS's Closing Statement at Marrakesh on the Treaty for the Blind can be seen here.

At the national level CIS has been campaigning for right to read, attending meetings with ministries such as the Ministry of Human Resource Development, Department of Electronics and Information Technology, and the Ministry of Social Justice and Empowerment, and giving feedback on the Copyright Amendment Bills. Earlier this year, CIS gave a detailed analysis of the Copyright (Amendment) Bill 2012 examining the positive changes and the negative ones.

Events

National Workshop on Web Accessibility (Organized by CIS and Society for Promotion of Alternative Computing and Employment; September 25-26, 2009).
National Conference on ICTs for Differently Abled / Under privileged Communities in Education, Employment & Entrepreneurship — NCIDEEE 2009 (Loyola College, Chennai, December 1 – 3, 2009): The event was co-organised by Dr. A. Albert Muthumalai S. J, Principal, Loyola College, & Prof. J. Jerald Inico, Faculty In-charge, Resource Centre for the Differently Abled (RCDA), Loyola College, in association with NASSCOM, Computer Society of India and CIS.
CIS organized Right to Read campaigns in the 4 metro cities of Chennai Kolkata, Delhi and Mumbai. The campaign has gathered thousands of supporters and has succeeded in bringing the problems of the print disabled to the notice of policy makers and the general public.
EdICT 2010 (New Delhi, October 27 to 30, 2010): CIS in collaboration with G3ict, UNESCO, ITU, WIPO, The Deafway Foundation, DEF and SPACE and with the support from Hans Foundation and the Department of Information Technology, Ministry of Information and Communication Technology organised this event. Twenty-nine experts made presentations on a variety of topics, ranging from discussing challenges and solutions in educational institutions, to technology development and policy formulation and implementation. A total of 77 participants attended this event.
Websites Accessibility Evaluation Methodologies at Twentieth International World Wide Web Conference (Hyderabad, March 30 – 31, 2011): CIS co-organised this with G3ict and W3C. The panel discussed web accessibility evaluation methodologies and their challenges and technical survey methodologies alternatives. The panel was moderated by Nirmita Narasimhan and featured four speakers — Shadi Abou Zahra, Neeta Verma, Srinivasu Chakravartula and Glenda Sims.
ITU Tutorial on Audiovisual Media Accessibility (India International Centre, New Delhi, March 14 – 15, 2012): In cooperation with the ITU-APT Foundation of India, CIS hosted a two-day Tutorial on Audio Visual Media Accessibility from March 14 to 15, 2012 at the India International Centre, New Delhi, India.

Internet Governance Forum
CIS has been organising workshops and participating regularly at IGF events since 2008 on topics like accessibility, access to knowledge, openness, internet governance, freedom of expression, etc. Details given below: IGF 2008, Hyderabad, India: CIS joined the Dynamic Coalition on Open Standards and also contributed to the authoring of the Agreement on Procurement in Support of Interoperability and Open Standards. CIS is now a part of the DCOS secretariat. IGF 2009, Sharm El Sheikh, Egypt: Nirmita Narasimhan presented on Accessibility Policy Making: An International Perspective at the Global Internet Access for Persons with Disabilities workshop organised by ITU and EBU on November 16. CIS also co-organised the workshop on ‘Content Regulation, Surveillance and Sexuality Rights – Privacy, Agency and Security’, together with the Association for Progressive Communications, Women’s Networking Support Programme and the Alternative Law Forum. IGF2010, Vilnius, Lithuania: At the UNESCO Open Forum, Anja Kovacs presented the research study ‘Exploring ICT-enabled Education Initiatives for Persons with Disabilities in the Asia-Pacific Region’. The study was undertaken by CIS in cooperation with G3ICT and UNESCO. Besides this, CIS co-organised these workshops: Freedom of Expression or Access to Knowledge: Are We Taking the Necessary Steps towards an Open and inclusive Internet? with the Center for Technology and Society, Brazil, ‘Sexual Rights, Openness and Regulatory Systems’, with the Association for Progressive Communications and the Alternative Law Forum, Open Standards: Ensuring Accessibility and Inclusiveness with the World Wide Web Consortium and the workshop on Data in the Cloud: Where Do Open Standards Fit In? Awards

Nirmita Narasimhan was awarded the National Award for Empowerment of Persons with Disabilities from the Government of India on December 3, 2010 on the occasion of the World Disability Day. The award was presented by Smt. Pratibha Patil, President of India under the Role Model category. The award function took place at Vigyan Bhavan in New Delhi and was telecast live on Doordarshan.
Nirmita Narasimhan received the NIVH Excellence Award from Justice AS Anand (retd), former chairman of the National Human Rights Commission, on International Day of Persons with Disabilities at the National Institute for the Visually Handicapped in Dehradun on December 3, 2011. The Tribune covered the award ceremony.
Girls in ICT Day 2013 (organized by ITU-APT Foundation of India with support from CMAI - Association of India Communication and Infrastructure, FICCI Auditorium, Tansen Marg, New Delhi, May 7, 2013). Dr. Nirmita Narasimhan got a felicitation for her contribution and achievements in the field of Information and Communication Technology. The honour was conferred during the celebration of this event.
Nirmita Narasimhan won the NCPEDP-Mphasis Universal Design Award in the "Persons with Disabilities" category. The awards aim to raise awareness about accessibility.

Technology for Accessibility in Higher Education: Nirmita Narasimhan wrote an article in Enabling Access for Persons with Disabilities to Higher Education and Workplace - Role of ICT and Assistive Technologies. The IIMB Journal was brought out on the occasion of the conference ‘never-the-less’.
The Business Case for Web Accessibility: NASSCOM Foundation published "Understanding Web Accessibility — A Guide to create Accessible Work Environments". In this handbook on web accessibility, Nirmita Narasimhan authored a chapter titled “The Business Case for Web Accessibility”.

The Team

George Abraham

Based on his own experiences and those of hundreds of visually impaired people, George has developed a program whose combination of clinical and non-clinical components will help the seeing impaired stand on their own feet and realize their full potentials. George has designed the Vision Enhancement Center (VEC) to institutionalize comprehensive, non-medical eye care services. Like counseling, equipment, training, medical referrals, information, and rehabilitation services. George's goal is to build the first world-class institution for the visually impaired in the SAARC (South Asian Association for Regional Cooperation) region to be an example that will inspire widespread reform in the way the blind and other people with disabilities are treated, cared for, educated, and employed. To garner support for his work, George is partnering with civil society organizations, medical professionals, the government, and corporations. His latest venture has been a collaboration with Doordarshan to create a 13-episode television series called Nazar Ya Nazariya, that highlights and celebrates visually impaired individuals who have overcome both physical and mental barriers to integrate successfully into the mainstream.

An online community platform for people with different needs

An online community platform designed for the print-impaired, probably the first such in the country, seeks to make the internet accessible to people with different needs.

The platform, inclusiveplanet.com, came about after Chennai based Rahul Cherian realised while taking part in the 2008 discussions of the world blind union centering around the WIPO treaty for the blind, that there was a 'massive resource' problem that technology would fix.

Cherian said he represented India in Washington when WBU drew up a treaty with the aim of enabling people with disabilities.

The platform is basically drawn up for the print-impaired with the aim of facilitating content-sharing, information sharing and relationship building, Cherian said.

"The term 'print-impaired' implies that for some reason, physical (such as visual impairment or bodily paralysis) or cognitive (such as dyslexia), the person is unable to access content that is in a 'print' format i.e. words, images and symbols on paper or on screen."

"For such persons content has to be accessed in a wholly different way. In the past, options were limited to Braille and human voice; today, the digital world enables other solutions 'including text-to-speech software,which effectively ensures that content in most text formats can be 'read out' to print impaired persons."

Cherian and his team worked with organisations working with persons with print impairment to understand what the best solutions would be.

"The more we were exposed to the nature of the problems faced by the community, the more apparent it became what the solutions needed to look like. It is an evolving iterative effort that has been changing shape to meet the problem intelligently. "

It uses technology that helps converts text to speech. The screen readers assist visitors to navigate the website, including text-to-speech software, which effectively ensures that content in most text formats can be 'read out' to print impaired persons.

"Inclusive Planet is a social enterprise and our object is to become sustainable through revenue generation and not through fund raising. We have been supported by the Centre for Internet and Society in Bangalore who have given us office space and countless hours of advice and help," he said.

There are more than 250 million print-impaired persons in the world of whom over 150 million live in developing nations and the site has been designed to address the needs of this community.

Currently, the platform is available in English, Turkish and Arabic. Members created the Turkish and Arabic versions.

"We look forward to creating inclusiveplanet.com in various regional languages. Members from India are already sharing content in various regional languages, including Hindi, Tamil, Kannada, Bengali, Telugu and Gujarati," Cherian said.

The platform was originally offered in English.

Cherian said that most important is what these members have done and are doing' "they have shared 17500 pieces of accessible content (audio, books in text format etc.), created 260 topical channels for discussion and content sharing, published 13605 comment posts and had 100,000 plus conversations on the platform."

Gopalakrishnan, Training Officer in Charge, National Institute of Visually handicapped, finds the site very useful and disabled friendly.

Instead of going to the library, college-going students can upload and download books, utilising it, he said.

He has also started an education channel on the site, beneficial for the disabled. "I post material on the site and those interested can download or upload it," he said.

The software has been designed and created keeping in mind the needs and challenges of the print impaired community. However it is accessible to a wide range of people, due to the simple design, Cherian said.

Asked if a visually impaired person can be taken for a ride while accessing a website like tourism travel, he said "Everything on the page is visible to the screen reader that is used by most visually impaired persons. There is no scope for a visually impaired person to be unaware of whatÂ’s happening on the page.

For InclusivePlanet.com, it makes sense to be inclusive as the target market is the print impaired community.

"We also believe that it makes business sense for all organisations to be inclusive as there are 250 million print impaired people across the world and they form an important market that have specific needs."

There is a huge opportunity for various organisations to develop products and services that include the print impaired community. "For example the travel market in the US for persons with disabilities is a few billions dollars," Cherian said.

Inclusive planet has a staff strength of 15 and is based out of Bangalore, Chennai and Kochi "with few of us living in each city," Cherian added.

An Interview with David Baines

Maureen Agena interviewed David Baines, Deputy Director, Mada (Qatar Assistive Technology Center). Maureen asked questions regarding the status of disabled persons in Qatar, the level of ICT accessibility awareness for PWDs in Qatar, efforts of the Qatar Government towards Mada relating to policy measurements, schemes for PWDs, etc.

Following is the transcript of an interview by Maureen, a CIS consultant from Uganda with David Banes, Deputy Director, Mada Assistive Technology Centre, Qatar:

What is the status of disabled persons in Qatar or Mada in terms of number, age and gender and the kind of the work Mada is engaged in?
There are officially some 10,000 disabled people in Qatar across a wide range of needs. This doesn’t include people who are ageing and acquiring moderate disabilities as a result of their age. Mada works with any disability, any age for any purpose, supporting both Qatari citizens and residents. We work with both men and women including the Arabic and non-Arabic speaking visitors.
What is the level of ICT accessibility awareness for PWDs in Qatar?
As more and more people in Qatar use ICT every day so the awareness of barriers is increasing. Mada has been working hard to raise public awareness through cinema, television and radio ads and even video ads in the local shopping malls! More importantly we are working hard to make sure that disabled people are aware of the potential of technology to change their lives, and so we work closely in partnership with other services for people with a disability to integrate accessibility activity.
Are there any efforts of the Qatar Government towards Mada in terms of policy measures, programmes, schemes for PWDs? How about efforts by companies or universities?
IctQatar currently has an e-accessibility policy out for consultation. The policy is wide ranging and offers detailed expectations across the public sector for websites, but also requires accessible ATM’s, telephone and emergency services to be introduced.
What is the situation of copyright law in Qatar?
Copyright and IPR are both respected in Qatar. We are delighted that creative commons is being introduced to the country allowing for alternative formats of documents to be more readily produced.
Do you have an exception in your copyright law permitting conversion into any format for the disabled without permission?
Not yet.
What is the level of development at Mada in terms of assistive technologies? Specifically screen readers in Arabic.
Mada is extremely busy in supporting both commercial and open source development of AT in Arabic. We have eight projects due to announce in the very near future. Screen readers are well developed in Arabic, but we are looking forward to seeing a more basic text to speech tool created to lower the cost of entry point for blind users on a limited budget.
Does Mada have any collaborative development with surrounding Arabic nations?
We welcome collaborations across the region and internationally. We speak regularly to organisations in Dubai, Abu Dhabi and then more widely to Egypt and Tunisia. Collaboration is very much central to our approach.
Approximately how many organizations are working actively in Qatar on accessibility for Persons with Disabilities? (Name any)
Mada is the hub for accessibility in Qatar. But we work closely with the Shafallah Center for Special Needs, Al Noor Institute for the Blind and Hamad Medical Corporation.
Kindly share some details about the different areas of work of Mada centre?

What do you feel are important factors/ resources which are helpful to you in your advocacy?
Maintaining effective networks both within Qatar and beyond. One ambition is to establish an online forum whereby the views of disabled people on priorities for digital inclusion can be gleaned.
And what are the kinds of resources that PWDs would find useful if they had access to?
Great levels of Arabic accessible digital content and Arabic supported assistive technologies.
There is a draft ICT accessibility legislation. What are the highlights of this draft policy?
The policy is wide ranging and identifies targets for government websites, banks and telecoms.
How long do you think it may take to get it adopted and what are the implications for the Government, NGOs, industry and others?
Unable to answer this currently.
Do you at Mada have any digital libraries for the blind? If yes, approximately how many books are there?
No. But we are collaborating with Bookshare internationally to deliver this.
Is Mada, Centre of Assistive Technology able to exchange books with neighbouring countries?
Yes, where licences allow, we choose Bookshare as our partner to encourage international sharing of books for the disabled community.
At Mada, you do focus a lot on training. What are your different target audiences?
Training people with a disability in both accessible IT training and assistive technologies
Professionals including teachers and therapists
Parents and family
IT professionals including Web developers
Human resource professionals and employers.
How many people have you trained to date?
Over 200 including the first accredited AT training in Qatar for 20 participants.
Anything about Mada disability legislation which is relevant to ICT accessibility?
N/A.
Did Qatar sign the UNCRPD? How is implementation going on?
Yes, Mada is a direct response to that action.
Any specific details about web accessibility, audits/ evaluations conducted to look at accessibility of public web sites- details. (Any report which is available in English?)
We are completing an initial benchmarking study currently – no details have yet been made available. We are completing around 2 full site audits a month on major private and govt sector websites and feedback is being provided directly to those organisations to develop an action plan.

Mada (Qatar Assistive Technology Centre) is committed to using assistive technologies (AT) as a means of creating more accessible workplaces. As part of connecting people with disabilities to the world of information and communication technology, Mada launched a nationwide accessibility initiative with its partners, Qatar Telecom (Qtel) and Vodafone Qatar on 7 December 2010. The purpose of the initiative named "Connected" will ensure that persons with disabilities do not have to pay more than others to use mobile telecommunications technology.

Nirmita Narasimhan is a Programme Manager with the Centre for Internet and Society and works on policy research and advocacy related to IP reform and technology access for persons with disabilities. She was awarded the National Award for Empowerment of Persons with Disabilities by the President of India in recognition of her work in December 2010. Her work ranges from research and policy drafting and review to advocacy through campaigns, workshops etc.

Nirmita’s current work focuses on copyright reform, accessibility, engaging in international discussions on IP related instruments at the World Intellectual Property Organisation, working with disability organisations, governments and UN bodies in advocating for digital accessibility, promoting open access with the Government of India and other issues which are part of the policy space in ICT accessibility in India. Certain specific areas on which she has worked are formulation of the draft National Electronic Accessibility Policy (with the Department of Information Technology), reviewing the Indian Copyright Act and working towards amendments to the Act to include exceptions and limitations for the print challenged, working at a national level towards support of the World Blind Union treaty at the WIPO, organising workshops on web accessibility for web developers in different cities around the country, working towards making accessible materials available for the visually challenged, creating advocacy resources for disability organisations and policymakers on implementing different aspects of the UNCRPD related to ICT accessibility etc. Nirmita’s work can be viewed at www.cis-india.org. Nirmita has presented papers in international fora like the IGF and the Asia Pacific conference on mainstreaming ICT technologies which was held in Bangkok in August 2009. Her focus was primarily policy formulation for ICT and electronic accessibility. She has also contributed to the G3ICT -ITU e-accessibility toolkit for policymakers which was published on line in February 2010and was editor of its print handbook version which was released in Delhi in October 2010. Since then, Nirmita is also part of the G3ict editorial team. Nirmita participated in the Right to Read event held in the European parliament in May 2010 and participated in the UN expert committee on implementation of the UNCRPD with respect to ICT and electronic accessibility for persons with disabilities in developing countries in June 2010. Nirmita has prepared reports in the capacity of expert for ITU and UNESCO on accessible mobile telephony and accessible ICT for education in the Asia Pacific region.

Nirmita is also a proficient Karnatic classical music singer and has been giving performances for many years now.

What would you say are the most challenging and the most satisfying aspects of your work?

One of the most challenging aspects of my work has been to make people from diverse backgrounds realise the need for accessibility and take action on it. I often encounter ignorance about the needs of persons with disabilities and a lack of sensitivity to their need for independence and dignity. It is very difficult to remain objective when faced with attitudes that consider dependence on others as an inevitable side affect of disability, instead of trying to see how attitudes and procedures can be improved to encourage and support independence. Dealing with people who are closed to new ideas and bringing them to an intelligent comprehension of disability is a difficult task. Another really challenging aspect of my work has been to try and build consensus amongst different organisations to work together towards a common goal.

The most satisfying aspect of my work is seeing the value it provides to people and how lives will become better because of some change I have worked towards bringing about. For instance as a result of the Right to Read campaign, the parliamentary Standing Committee recognised that the proposed wording in the new draft copyright bill was discriminatory and recommended that the concerns of disability groups be taken on board. This amendment will open up the world of books and knowledge to approximately 70 million persons with disabilities in India. Similarly when the Government comes out with an electronic accessibility policy, it will mean that eventually 7000 government web sites will become accessible to persons using assistive technologies. Another example of satisfaction was when the USOF started a process for including persons with disabilities in their pilot project scheme.

What qualifications or certifications did you attain in order to reach your professional goals?

I have a Bachelors degree in law. But more than just qualifications or certifications, I have learnt and achieved mostly through my experience and interaction with people around me.

If there is one message you would like to convey to young women to encourage them to consider a profession in the ICT sector, what would it be?

ICT can truly be a great equalizer since it opens up limitless opportunities for persons with disabilities and the world to benefit from each other. As a person with a disability myself, I have experienced firsthand the transforming power of ICT in my life. Despite not having an ICT background to start with, today I am working in the field of ICT and Accessibility. One of the lessons I have learnt on my journey is that one should not be afraid of trying new things for fear of failure or be hesitant to ask for help in the course of one’s life. Failures and dependence upon people are a part of every person’s life and should not be construed as a sign of individual weakness or weakness stemming from disability. For many people around the world, ICT has made it possible to live more or less independently and participate on an equal basis with the rest of society. I strongly urge all girls and women to take up a career using ICT as it will prove to be an invaluable tool to live a more independent life.
