Background Note

As we all are aware, Assistive Technolgy has played an unprecedented role in equalizing opportunities and in improving the quality of life of people with disabilities in last few years, with solutions helping in the elimination of barriers in all kinds of environments.

However, inspite of the advanced development, the Assistive technology for the VI has been confined to special devices leading mostly to disparate solutions. These devices also are most often rendered incompatible with the quickly changing technological landscape interfacing with all sectors of development, making it unaffordable or obsolete for people with disabilities to communicate with the highly digital and networked society in the contemporary world. This disparity further isolates the disabled population calling out for a more holistic approach to make the mainstream technology accessible from the designing stage.

Moreover, increasingly all services in every sphere of life, be it employment, education, communication, entertainment, civic participation, or government functions are moving either primarily or exclusively online worldwide.

While for PWDs, the Internet has a great potential to enhance their freedom to access goods, services and information independently through online services; a sizeable population of people especially with visual impairment are increasingly finding it difficult to access online services and information due to design barriers. This is becoming an alarmingly serious issue in the near future, considering the engagement of vital sectors like banking and publications with technology.

We already face a rate of unemployment that is more than 3 times as high as the rest of the population and experience similar gaps in educational achievement. High levels of inaccessibility on the Web and Internet-enabled mobile technologies are threatening to exclude people with visual impairment even further, who experience disability from the information society.

The potential of an accessible Internet is immense which could not only increase the inclusion of people with disabilities and facilitate online education, telework, participation in e-government, but also would enable social relationships that overcome barriers and challenges presented by the physical world.

We are, therefore, in a situation of necessity, to harness the enormous prospects of technology to create an empowering, economically progressive and inclusive society, with a new approach to implement the public policy to eliminate the virtual barriers that are in place, ensuring that people with disabilities are not marginalized.

Implement and Train in a timely manner

The national conference on ` Harnessing technology for the empowerment for the persons with visual impairments’ being organised by the NIVH, a premier Institute of Government of India in the field of visual disability functioning under the administrative control of Ministry of Social Justice & Empowerment to be held on 19th Nov 2013 aims to create opportunities of exploring the potential of inclusive solutions which are designed to serve all people regardless of their physical abilities.

The conference would bring together best practices models from India and abroad. It would facilitate interaction between the inclusive design experts for online services & accessible information and the officials from all levels of government and PSUs. The conference will in particular address the problems and potential solutions with reference to access to banking services, web and online services, access to documents and publications in digital, Braille and audio formats, and access to Digital Television
On the sidelines of the conference, a small exhibition will display a range of products hardware and software rendering possible solutions.

It is understood that all the participants invited to this conference have a critical role in the implementation of legal commitments and policy decisions for creating an accessible, enabling and empowering environment in which people can access all the services and information intended to benefit all citizens of the country.

National Conference on ICTs for the differently- abled/under privileged communities in Education, Employment and Entrepreneurship 2009 - (NCIDEEE 2009)

A national level conference on the use of Information and Communication Technology for the differently abled / under privileged community in education, employment and entrepreneurship.

The management, staff and students of Loyola College and the Centre for Internet and Society (CIS), Bangalore (in association with department of IT, Government of India and pioneers in educating differently abled and professional bodies like NASSCOM, CSI-Chennai chapter), are proud to announce that we will be hosting a national level conference on the use of Information and Communication Technology for the differently abled / under privileged community in education, employment and entrepreneurship. This conference which will be a momentous occasion will be held from the 1^st to the 3^rd of December and will be attended by individuals from all walks of life including representatives of the differently abled and under privileged community, government officials, educationalists, researchers, program managers, representatives of international business missions, NGOs and students etc.

The main aim of this conference is to devise a successful formula through which the lesser privileged people of our society can be provided the opportunity to use the Information and Communication Technology to grow on par with the modernized world. The program will be a three day event ending on the 3^rd which happens to be e-accessibility day and the World Disability Day and hence in addition to the specific topics with the opinions, ideas and criticisms of each and every individual which will be heard, discussed and analyzed carefully, we will also be recognizing the many individuals who have contributed their tireless efforts in making Information and Communication technology accessible to all.

Some of the main aims and themes of this conference would be the Institutional and national responses to technological change, the intersections of Political economy and educational technology. The architecture of learning, Pedagogy in the evolving tech environment, Informal and formal adult education, Multi-grade education, Instructional design and delivery, evaluation and assessment, Strategies and tools for teaching and learning, simulations and gaming, Effects on training institutions and industry, Impacts on educational institutions: effects on faculty, staff, administration, and students; curriculum and program development Intellectual property, Building communities of teachers/educators, e-governance and leadership and so on.

The focus would be on the various problems faced by the differently abled and the under privileged people in our society especially with respect to education and the use of Information and Communication Technology for their development and tools for language learning especially English, Tamil and Hindi. During the conference, discussions would be made on the ways to implement data mining in such a way that it includes multimedia facilities such as voice over, Globalization and ICT in the labour market, ICT applications and systems contributing to desirable goals, learning, knowledge growth and career patterns in ICT, leadership roles, human needs, skills and competencies needed for proper growth and its effects, etc. These problems and solutions would be discussed on every possible front including the political, the educational the financial level with its usefulness and effects on the under privileged in mind.

We would also strive with our utmost effort to reach our desired goals such as humanization, bridging the digital gap, freedom of expression, peace, sustainability, human welfare and quality of life. The most important of them all will be the devising of important decisions and strategies that could be implemented in order to help the differently abled people use Information and Communication Technology for their employment by means of introduction of newly devised hardware and software that could benefit them and enable them to develop further.

It is hoped that this conference will be a memorable experience for both the participants as well as the hosts resulting in decisions that are aimed at making life better and easier for all the differently abled and under privileged throughout the country.

As a joint venture with some of the departments of the College, the resource center has decided to organize the National Conference on ICTs for the differently- abled/ under privileged communities in Education, Employment and Entrepreneurship 2009 (NCIDEEE 2009).

The Centre for Internet and Society (CIS) is a Bangalore based non-profit organization, bringing together a team of practitioners, theoreticians, researchers and artists to work on the emerging field of Internet and Society in order to critically engage with concerns of digital pluralism, public accountability and pedagogic practices, with particular emphasis on South-South dialogues and exchange.

Capacity building for persons with visual impairments

This track is designed to equip students with visual impairments with skills and information required to face the employment world. It has courses such as goal orientation, soft skills and etiquettes and managing challenges in the work environment. It informs the students on what to expect when they go out to look for jobs and how to deal with potential logistic and attitudinal barriers. This is a very popular module which is currently being offered by Enable India Solutions,Bangalore and is being replicated in two days for the benefit of college students in Chennai.

National Compendium of Laws, Policies, Programmes for Persons with Disabilities

This compendium was compiled by the Centre for Internet & Society in collaboration with the Office of the Chief Commissioner for Persons with Disabilities, Department of Disability Affairs, Ministry of Social Justice & Empowerment, Government of India. Prasanna Kumar Pincha, Chief Commissioner for Persons with Disabilities, has written the Foreword.

Preface

India, one of the longest continuous civilizations in the world is also home to one of the largest populations of persons with disabilities. According to the 2011 census, around 2.21% of its population or around 26.8 million people have disabilities of some form or the other. While the country is developing rapidly, persons with disabilities are often left out of the process. Sometimes they are completely neglected from consideration and measures do not take into account their needs by virtue of being non inclusive. On other occasions, there may be special measures for some disadvantaged groups, but persons with disabilities may not be recognised as a separate group, with distinctive needs.

Overall, there is a clichéd understanding about the needs and abilities of persons with disabilities, limiting efforts made towards their progress. Even in cases where some effort has been made, information about these measures is not available to persons with disabilities and their family members, who are consequently unable to avail of them. Additionally, the insensitivity of rules/ schemes/ procedures/ persons makes it difficult for persons with disabilities to benefit from them. However, regardless of the reason, the fact remains that there is a huge gap in the communication of information from policy makers, administrators and law makers to persons with disabilities as well as their family members, organisations and other concerned groups and institutions.

It is extremely important to bridge this information gap in order to enable persons with disabilities to participate equally in development. Better access to information will enable them to avail of schemes/provisions for their benefit and will consequently enable governments to assess whether they have made adequate provision in various domains as well as identify gaps which need to be addressed.
Finally, accessibility of information will also facilitate the participation of government and persons with disabilities in implementation of measures and increase transparency and accountability

With this aim in mind, The Hans Foundation decided to engage with Centre for Internet and Society (CIS) to put together a comprehensive resource on disability related policies across India. It gives us great pleasure to publish this resource and we hope that it be of great help to the community.

N.C.P.E.D.P. and BarrierBreak Technologies put forward National Policy on Electronic Accessibility

D.N.I.S. News Network: National Centre for Promotion of Employment for Disabled People (N.C.P.E.D.P.) in association with BarrierBreak Technologies has come up with a draft for a National Policy on Electronic Accessibility. The objective of the policy is to provide persons with disabilities equal access to electronic and information and communication technology and services. This policy expands on the United Nations Convention for the Rights of Persons with Disabilities which India has ratified.

Shilpi Kapoor, Managing Director, BarrierBreak Technologies says, “Technology today is there in all aspects of life. Using electronic and information and communication technology, we can bridge the barriers that exist for persons with disabilities. Such a policy needs to be applicable across different ministries and departments.”

The National Policy on Electronic Accessibility emphasizes the importance of creating awareness on accessibility and universal design and creating and implementing standards and guidelines. It also aims at promoting research and development in the area of universal design and assistive technology and independent living aids and schemes in the area of accessible electronic and information and communication technology.

The policy also emphasizes the importance of building capacity to ensure that accessible products and services can be developed in India.

Nirmita Narasimhan, Programme Manager, Centre for Internet and Society, feels positive about the draft. "Having a National Electronic Accessibility Policy would be an extremely positive move for India towards bridging the digital divide; it will serve as a leading example to other developing countries to take similar initiatives and create a truly inclusive and accessible world," she said.

The draft will be placed before N.C.P.E.D.P.’s Core Group on Communication and Information Technology in its meeting on July 23 and the National Committee on the Rights of People with Disabilities on July 24. Once the policy is approved at these two forums, it will be placed before the Ministry of Communications and Information Technology for their consideration.

Most popular smartphone apps inaccessible to disabled: Study

"The national policy for universal electronic accessibility says that all IT products and services should be accessible. However, the government is still unable to implement it. Several government apps are inaccessible," said Nirmita Narasimhan, policy director at CIS. CIS's survey of some key government mobile-based applications like MyGov, EPathshala and Prime Minister Narendra Modi's official app found them to be severely lacking. The illiterate, aged and those not proficient in English would also struggle with the apps, the study found. The guidelines for government websites laid out accessibility standards in 2009. The 2013 national policy on universal electronic accessibility clearly upholds equal rights "ensuring that accessibility standards and guidelines and universal design concepts are adopted and adhered to."

However, most commonly-used app fail to follow this. All 22 of the apps studied were privately-owned but not all were fully compliant with universal standards. Of taxi-hailing apps Meru, Ola and Uber, only Uber was completely accessible to the disabled. The others had mis-labelled or unlabeled buttons and graphics.

When it came to food delivery, Zomato was the best at replicating the user experience for disabled people. Swiggy and Foodpanda were difficult for new users, and Freshmenu was completely inaccessible.

Online grocery delivery apps Grofers and Zop Now were hard for the disabled to use, while Big Basket was relatively better though pages change during orders. Online payment portals Paytm, Oxigen and FreeCharge were relatively accessible, the study found.

"Designers, developers and industries need to realize that there are more people out there who use this technology. The market is much bigger and they should work towards being inclusive," said Narasimhan of CIS.

Albinder Dhinda, co-founder of grocery delivery service Grofers, said their app meets all accessibility requirements. "However, the disability tools provided by Google Play Store or the App Store often don't benefit the user and are hard for them to use. We are trying to make it better. Things like online payments won't be accessible to the disabled as those apps are supported by third-party sites, and don't fall within our settings. We're trying to make it better. We're three years behind the US, in the playground they made. It'll be a while before we reach their level," he said.

According to a study conducted by Centre for Internet and Society last month, many of the most-commonly used mobile apps for food delivery, online payments, grocery shopping and transportation were not accessible to the visually challenged. The study covered 22 apps.

The 2011 census puts the number of disabled in the country at 26 million, while advocacy groups say the real figure is closer to 150 million.Last year, India recorded nearly nine billion downloads of mobile-based applications last year.

"The national policy for universal electronic accessibility says that all IT products and services should be accessible. However, the government is still unable to implement it. Mobile technologies and enlightened service packages help persons with disabilities connect to new opportunities

Innovative approaches from mobile hardware and applications developers as well as operators are helping connect the estimated 15% of the global population that lives with some form of disability to the power of information and communication technology.

A new report released jointly by ITU and civil society partner The Global Initiative for Inclusive ICTs (G3ict) on the occasion of the United Nations Conference on States Parties to the Convention on the Rights of Persons with Disabilities, (New York, 12-14 September), reveals a surge of interest in an as-yet untapped market, with new accessibility applications now being launched almost daily, offering unprecedented ways to empower persons with disabilities to communicate, access information and control their environment.

Senior citizens, people living with disabilities and the illiterate are often marginalized from the ‘mobile miracle’ however, because devices are not equipped with the right kind of accessibility features, or because the price of accessible mobile phones and services is out of reach. That’s now changing, with a host of exciting options coming onto the market.

New screen readers can make mobile phones easily usable for the blind, those with low vision and the illiterate. Visual or vibrating alerts, relay services and hearing aid compatibility devices are making mobile phones accessible for the deaf and hard of hearing, while features such as voice recognition and auto text are proving a boon to those with physical disabilities.

Examples of pioneering solutions highlighted in the report include special text-only billing plans for the deaf and hard-of hearing so that subscribers pay only for messaging and data; a new SMS-to-Avatar translation system being developed by the University of Tunis which converts typed text into real-time, online interpretation in sign language with the help of a dictionary of words and signs; and new GPS-based devices and services that help blind and partially sighted people navigate streets using an interface that announces the nearest points of interest and the user’s current location, with links to Braille readers over Bluetooth.

‘Digital accessibility’ is a relatively untapped market segment that offers potentially lucrative commercial opportunities for mobile service providers, manufacturers and smart phone application developers while ensuring the digital inclusion of persons with disabilities. A handful of leading mobile operators from around the world are already successfully addressing the needs of seniors and persons with disabilities, demonstrating the business case for promoting mobile accessibility.

Unfortunately, not all mobile operators and manufacturers are following suit, and affordability remains a major issue, especially for smart phone solutions and for subscribers in developing markets. “ITU encourages all Member States to implement regulatory and policy measures to promote access and ensure the accessibility needs of all people are met,” said Dr Hamadoun I. Touré, ITU Secretary-General. “This is especially timely given the widespread adoption of the Convention on the Rights of Persons with Disabilities which requires ICT accessibility of all its signatories, most of which are also ITU Member States.”

There are already six billion mobile cellular telephone subscriptions globally. By 2013, ITU estimates that there will be more mobile cellular telephone subscriptions than human beings on the planet. But while some people are hyper-connected, others are yet to be reached.

“This report will help guide all stakeholders as they implement business practices and policies to promote accessible mobile phones and services at home. We want to see affordable, accessible mobile phones and services used to ‘m-power’ persons with disabilities and other users around the globe,” said Brahima Sanou, Director of ITU’s Telecommunication Development Bureau, which led the preparation of the report.

The report also includes a checklist for policy makers which includes steps such as developing a roadmap with operators, supported by organizations of persons with disabilities, to identify and address mobile phone accessibility gaps; facilitating or holding capacity building programmes with mobile operators on disability awareness and ways to reach out and serve persons with disabilities; and identifying areas for which Universal Service/Access Funds may intervene to equalize access for users with disabilities.

Mobile Apps Are Excluding Millions Of Indians Who Want To Use Them

If someone were to ask you how many apps you use in a day, you might need to stop and count. You use apps to book cabs, to order groceries, make payments online, buy diapers, connect with friends... the list goes on. In fact apps, are becoming so intrinsic to daily life that without one handy you may have to think twice about how to complete a transaction.

Apps are uncomplicated, easy to use, at your finger tips and quick. So logically, everyone who has a smartphone should be using them, right? Unfortunately, that is not the case. Much as they would like to, millions of persons living with disabilities are unable to use apps to fulfil their daily living needs. This is because most apps are not accessible to users with a visual disability.

With about 30% of the blind population of the world living in India, it's imperative for service providers to give more thought to universal design and accessibility standards.

In order for an app to be accessible for a blind user, it should be readable by a screen reader -- software which reads out whatever appears on the screen. For it to function effectively, elements on web pages and applications should be properly labelled, otherwise the software will be unable to decipher what it is, not having any cognitive abilities like human beings. It will merely read out the element out as "button" or "graphic".

Here I will look at five very popular apps relating to food, groceries, transportation and mobile bill payment and banking to see how accessible they are for people with disabilities. These apps were tested using Talk Back, an open source Android screen reader.

1. Swiggy

The first app we looked at was Swiggy, which is used to order food from nearby restaurants. Here, the first screen, which shows the discounts/offers available, uses a graphics banner without alternative text, which cannot be deciphered by a screen reader. Another issue is inaccessible navigation. For instance, though we can select a food category like "soup", choosing a particular type of soup is not possible as the focus simply stays on the main category. This means a screen reader cannot read the rest of the information, making it impossible for a visually challenged person to order food.

2. Big Basket

Then we tried Big Basket to order some groceries. One of the issues we found included unlabelled banners; also, the continuous scrolling of the banner, which makes the screen reader try to constantly read the next unlabelled graphic, renders the app practically unusable. When we navigated to the list of products available, only their names were readable and the focus could not be shifted to information like price and quantity. This means the user can add items to the basket, but has no way of knowing the price or deciding the quantity, which obviously makes the app a no-go.

3. Ola

The taxi-hailing app Ola is fairly accessible, with some scope for improvement. The button to pinpoint the location is not labelled, and while trying to select a cab category the focus moves away automatically if there is no action in a few seconds. Hence, a person with vision impairments may need some assistance to use the app.

4. MyAirTel

This app for Airtel customers was found to have limited usability, with several accessibility issues. Many buttons, including Settings and Information are not labelled and hence are not readable by screen readers. The offers and discounts banner is also not labelled and keeps on moving, sending the screen reader into a loop saying "graphic". However, viewing unbilled/billed amounts and paying bills is easy, as those screens are well labelled and use minimal graphic controls.

5. ICICI - Pockets

This digital wallet app from ICICI bank was tested using an ICICI bank internet banking login and unfortunately found to be completely inaccessible for a person using a screen reader. There is no screen reader support and consequently no auditory feedback when using slides or touching the screen. One can tap and access the menus/options but they are not focusable and are not announced by the screen reader.

Over the past few years we have seen how corporates have embraced technological innovations and helped better the lives of common Indians. However, a more inclusive approach will help people with disabilities to enjoy the best technology has to offer, and lead a more independent life. It would be pertinent to mention at this point that the inaccessibility of apps is not a phenomenon which is particular to the ones reviewed above, but a common feature across stakeholder groups, including private and government agencies. With about 30% of the blind population of the world living in India, it's imperative for service providers engaging consumers through information and communication technologies to give more thought to universal design and accessibility standards. It would truly make a difference in the lives of many Indians.

Mobile Accessibility Practices

Over the past few months the Centre for Internet & Society along with some like minded organizations had been working on framing a feasible accessibility guidelines for mobile apps which they could recommend to the Government of India, since there is no single standard in existence at the moment.

Problem Statement

The shift to digital governance and availability of assistive technologies have been both empowering as well as frustrating for persons with disabilities, who comprise approximately 150 million of the Indian population. Government initiatives such as the Digital India campaign are increasingly delivering basic functions of governance through information technologies. In the past year, the government, private sector and the world at large have embraced mobile applications as a preferred medium for user interactions and transactions.

The Mobile Seva App Store hosts 790 government apps, which provide services including voter information, agricultural assistance, welfare scheme signups, and educational content provision. In addition, the overall app market in India has also grown rapidly, with almost 5 times as many apps downloaded in 2015 compared to the previous year. These include apps which let users access everyday services like transportation, communication and entertainment.

However, for persons with disabilities, many of these apps, and consequently the services they provide, are inaccessible and often impossible to use. Research in the past year that looked at several apps, both government and private, found that a majority of the apps are inaccessible and unusable, especially for persons with low vision and blindness.

Meeting on National Policy for e-Access for All

The world over, there is a move towards making the internet more accessible for persons with visual and print disabilities and for elderly persons. Many countries like the USA and UK have adopted legislation to make adherence to web accessibility standards mandatory. In India we are still relatively unaware of the importance of web accessibility. On Nov 7, 2008 at 11:00 am, the Centre for Internet and Society will host a meeting at the CIS office to discuss strategies and a plan of action to launch a campaign for making web content accessibility standards mandatory in India.

The internet has has breathed fresh life and energy into the situations of disabled persons throughout the world. It has enabled and liberated them in the most complete sense of the word and succeeded in elevating levels of independence, competence and confidence. Like any other technology however this comes with its share of problems, related to accessibility. Thankfully, many of these problems can be solved by merely setting some minimum standards in place at no extra cost or effort.

For any technology to be completely useful, it has to meet the criteria of utility, usability, affordability, acceptance and accessibility. Unfortunately, while the internet can surmount most of obstacles that are faced by disabled persons in relation to access to information, navigation or comprehension problems are equally severe barriers to visually and print disabled persons effectively using it. To help better understand the issue, explained below are some features which are quite problematic for persons with visual and reading disabilities. They are accompanied by some simple solutions which can be easily incorporated by web page creators.

Web pages often contain images and graphics which cannot be discerned by screen readers; text descriptions and explanations can be provided for these. Creation of links to skip to content can provide a huge relief for persons using screen readers, instead of them having to listen to unrelated or confusing content. There should be keyboard alternatives for every function that has to be executed with a mouse. Links without references such as “click here” or links without any specific destination should be avoided. Creators of web pages should not rely upon colours to convey meanings. Finally, since screen readers read content as it is in the code, web page creators should ensure that content is read correctly on the page as well as in the code.

Adherence to web accessibility standards can help avoid these problems. Countries like the USA, UK, Canada, and Australia have enacted legislations to make it mandatory for creators of web pages to follow their minimum standards for web page accessibility. India has ratified the UN Convention on the Rights of Persons with Disabilities in October 2007. Unfortunately however, no move, has been made till date to adopt web accessibility guidelines or make such guidelines mandatory in our country. Consequently, a lot of government and private web sites are inaccessible for persons with disabilities, defeating the very purpose of ICT for development.

Considering these factors, we think it is time we make a concerted effort towards enabling a more inclusive online environment for all. Adopting a web accessibility standard does not merely make the web more accessible to disabled persons, it makes navigation and operation easier for everyone. The W3C has come out with a web accessibility standard called the WCAG (Web Content Accessibility Guidelines) which has been adopted by many countries. This makes the tasks of the countries easier in the sense that they already have a ready framework and guidelines available to work with.

Highlights
CIS compiled a report that highlighted four government projects run by various government departments that have made sensitive personal financial information and Aadhaar numbers public on the project websites. Article 19 had put out a call for applications for its Internet of Rights Fellowship in February 2017. Vidushi Marda was selected for Internet of Rights Fellowship. CIS gave inputs on a document on implementing digital accessibility to Ministry of Electronics and Information Technology on May 2, 2017. The 34th session of the Standing Committee on Copyright and Related Rights (SCCR) was held in Geneva from May 1 to 5, 2017. Anubha Sinha participated in the event and a summary report is available here. She made statements on behalf of CIS on the Discussion on Limitations and Exceptions for Libraries and Archives and on the Proposal for Analysis of Copyright Related to the Digital Environment. CIS-A2K’s widely well-regarded flagship skill building program, Train The Trainer and MediaWiki Training was conducted in Kolkata earlier this year. Tito Dutta captured the developments in a blog post. Although it has made the topographic maps or the Open Series Maps available to general public, Survey of India’s (SoI) Nakshe portal will have to go through a variety of litmus test, as the initiative fails to implement the mandates of public sharing of government data using open standards and open license as put forward by the NMP 2005 and NDSAP 2012, said Sumandro Chattapadhyay in an interview with Geospatial World on May 02, 2017. In an interview with nettime.org, Geert Lovink discussed with Ramesh Srinivasan Tech Anthropology Today and "how can we embrace the realities of communities too-often relegated to the margins". In an article published in the Business Standard on May 3, 2017, Shyam Ponappa examined whether policies can be better framed to harness the market potential. India has an estimated 70 million persons with disabilities who don't have access to read printed materials due to some form of physical, sensory, cognitive or other disability. As part of our endeavour to make available accessible content for persons with disabilities, we are developing a text-to-speech software in 15 languages with support from the Hans Foundation. The progress made so far in the project can be accessed here.

Our Access to Knowledge programme currently consists of two projects. The Pervasive Technologies project, conducted under a grant from the International Development Research Centre (IDRC), aims to conduct research on the complex interplay between low-cost pervasive technologies and intellectual property, in order to encourage the proliferation and development of such technologies as a social good. The Wikipedia project, which is under a grant from the Wikimedia Foundation, is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

►Openness

Our work in the Openness programme focuses on open data, especially open government data, open access, open education resources, open knowledge in Indic languages, open media, and open technologies and standards - hardware and software. The Centre for Internet & Society (CIS) welcomes you to the fifth issue of its newsletter for 2013. We bring you an overview of our research, report of events held by us and announcement of upcoming ones, events we participated in, and recent media coverage.

Celebrating 5 Years of CIS
CIS is now 5 years old and we just celebrated this by holding an open exhibition in our offices in Bangalore and Delhi from May 20 to 23, showcasing our work and accomplishments over the period. We had about 170 visitors from the general public coming in to our office. Renowned artists like Tara Kelton, Kiran Subbaiah, Navin Thomas, Abhishek Hazra and Sharath Chandra Ram exhibited their work. The four day event attracted press coverage: Bangalore Mirror (May 18, 2013), DNA (May 19, 2013), Hindu (May 22, 2013), Prajavani (May 23, 2013), Udayavani (May 25, 2013) and Bangalore Mirror (May 31, 2013). Google Policy Fellowship
CIS is inviting applications for the Google Policy Fellowship programme. Google is providing a USD 7,500 stipend to the India fellow who will be selected by July 1, 2013. Accessibility

CIS is doing two projects in partnership with the Hans Foundation. One is to create a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India and another for developing a screen reader and text-to- speech synthesizer for Indian languages. CIS is also working with the World Blind Union and other similar organisations to develop a Treaty for the Visually Impaired helped by the WIPO:

Access to Knowledge and Openness

The Wikimedia Foundation awarded CIS a two year grant of INR 26,000,000 to support and develop the growth of Indic language communities and projects by community collaborations and partnerships. This is being carried out by the Access to Knowledge team based in Delhi. CIS is also doing a project (Pervasive Technologies) on examining the relationship between production of pervasive technologies and intellectual property. CIS also promotes openness including open government data, open standards, open access, and free/libre/open source software through its Openness programme.

Access to Knowledge (Wikipedia)
Beginning from September 1, 2012, Wikimedia Foundation awarded CIS a two-year grant of INR 26,000,000 to support and develop free knowledge in India. The A2K team consists of three members based in Bangalore: T. Vishnu Vardhan, Dr. U.B. Pavanaja and Subhashish Panigrahi and one team member Nitika Tandon who is working from Delhi office. Noopur Raval, Programme Officer has left the organisation. April 24, 2013 was her last working day.

Access to Knowledge Work Plan (April 2013 - June 2014): CIS has announced its detailed plan detailed plan with projection of outcomes and expected impact of the A2K programme activities. The document has been made in consultation with various stakeholders and keeping in mind the objectives, opportunities and challenges faced by each of the Indian language Wikimedia projects. Internet Governance

Analysis of the Copyright (Amendment) Bill 2012
Pranesh Prakash
There are some welcome provisions in the Copyright (Amendment) Bill 2012, and some worrisome provisions. Pranesh Prakash examines five positive changes, four negative ones, and notes the several missed opportunities. The larger concern, though, is that many important issues have not been addressed by these amendments, and how copyright policy is made without evidence and often out of touch with contemporary realities of the digital era. Copyright Madness (Lawrence Liang and Achal Prabhala, Indian Express, May 22, 2012): India’s Copyright Act allows owners of content the right to prevent infringement through the use of injunctions, but these injunctions have to be narrowly construed and applied only to specific instances of infringement. This is to say, take down the infringing video, not the whole website, and don’t intimidate the host. When injunctions threaten freedom of speech and expression, then free speech should necessarily trump copyright claims — and the courts cannot be used as convenient shopping forums for maladies that don’t exist.

Cancel the Subscription (Prof. Subbiah Arunachalam, Indian Express, May 8, 2012): It has been a slow but steady move to make scholarship freely available... In India, though, there appears to be very little enthusiasm among the leaders of the science establishment. Neither the office of the principal scientific adviser nor the department of science and technology seems to have shown any interest in mandating open access to taxpayer-funded research. The National Knowledge Commission has recommended mandating open access to all publicly funded research, but it is not clear who will implement the recommendation. Right now, it is left to individuals to promote open access in India.

Google Policy Fellowship Programme: Call for Applications: CIS is inviting applications for the Google Policy Fellowship programme. Google is providing a USD 7,500 stipend to the India Fellow, who will be selected by August 15, 2012. The focus areas for the present fellowship programme include Access to Knowledge, Openness in India, Freedom of Expression, Privacy, and Telecom. The duration of the fellowship will be for about ten weeks starting from August 2012 upto October 2012. CIS will select the India Fellow. Send in your applications for the position by June 27, 2012.

Citizen Action

Resisting Revolutions: Questioning the Radical Potential of Citizen Action (Nishant Shah, Development, Volume 55, Issue 2, May 2012): In this peer reviewed journal article, Nishant Shah looks into the radical claims and potentials of citizen action that have emerged in the last few years. He seeks to show how citizen action is not necessarily a radical form of politics and that we need to make a distinction between Resistances and Revolutions. It locates resistance as an endemic condition of governmentality within a State–Citizen–Market relationship and shows how it often strengthens the status quo rather than radically undermining it. He examines a campaign against corruption in India to see how the dissonance between the claims of the future and the practices of the present is produced in citizen action.

Telecom

While the potential for growth and returns exist for telecommunications in India, a range of issues need to be addressed. One aspect is more extensive rural coverage and the other is a countrywide access to broadband which is low. Both require effective and efficient use of networks and resources, including spectrum:

Course

Building Knowledge and Capacity around Telecommunication Policy in India: Ford Foundation has given a grant of $200,000 to CIS to build expertise in the area of telecommunications in India over a period of two years. The project involves creating a repository comprising information about telecommunications related issues and policies and online course materials designed for a multi-stakeholder audience, organising interactive public lectures and workshops around the country to disseminate information on telecom issues and using traditional and new forms of media to disseminate information to academia, civil society, policy makers and the general public.

Digital Natives with a Cause?

Digital Natives with a Cause? is a knowledge programme initiated by CIS and Hivos, Netherlands. It is a research inquiry that seeks to look at the changing landscape of social change and political participation and the role that young people play through digital and Internet technologies, in emerging information societies. Consolidating knowledge from Asia, Africa and Latin America, it builds a global network of knowledge partners who want to critically engage with the dominant discourse on youth, technology and social change, in order to look at the alternative practices and ideas in the Global South. It also aims at building new ecologies that amplify and augment the interventions and actions of the digitally young as they shape our futures.

Accessibility

Estimates of the percentage of the world's population that is disabled vary considerably. But what is certain is that if we count functional disability, then a large proportion of the world's population is disabled in one way or another. At CIS we work to ensure that the digital technologies, which empower disabled people and provide them with independence, are allowed to do so in practice and by the law. To this end, we support web accessibility guidelines, and change in copyright laws that currently disempower the persons with disabilities.

Internet Governance

Although there may not be one centralized authority that rules the Internet, the Internet does not just run by its own volition: for it to operate in a stable and reliable manner, there needs to be in place infrastructure, a functional domain name system, ways to curtail cyber crime across borders, etc. The Tunis Agenda of the second World Summit on the Information Society (WSIS), paragraph 34 defined Internet governance as “the development and application by governments, the private sector and civil society, in their respective roles, of shared principles, norms, rules, decision-making procedures, and programmes that shape the evolution and use of the Internet.” Its latest endeavour has resulted into these:

CDT Provides Answers to Questions on Internet Neutrality

CIS is doing a project, ‘Privacy in Asia’. It is funded by Privacy International (PI), UK and the International Development Research Centre, Canada and is being administered in collaboration with the Society and Action Group, Gurgaon. The two-year project commenced on 24 March 2010 and will be completed as agreed to by the stakeholders. It was set up with the objective of raising awareness, sparking civil action and promoting democratic dialogue around challenges and violations of privacy in India. In furtherance of these goals it aims to draft and promote over-arching privacy legislation in India by drawing upon legal and academic resources and consultations with the public.

Telecom

The growth in telecommunications in India has been impressive. While the potential for growth and returns exist, a range of issues need to be addressed for this potential to be realized. One aspect is more extensive rural coverage and the second aspect is a countrywide access to broadband which is low at about eight million subscriptions. Both require effective and efficient use of networks and resources, including spectrum. It is imperative to resolve these issues in the common interest of users and service providers.
