Listed below are profiles of the team members working on the NVDA and eSpeak project.

NVDA Team Members

Dipendra Manocha

Dipendra Manocha is working with the DAISY Consortium which is working in the area of providing publications in accessible formats to persons who cannot read normal print. He is the lead of training and technical support and coordinates DAISY Consortium’s projects in developing countries. He is member of the Executive Committee of the World Blind Union and is managing trustee of Saksham. He is the president of the DAISY Forum of India which is a network of 92 organisations in India serving the persons with blindness and low vision. .

Since 1993, he has been working for the mission of providing technology solutions to limit the limitations of persons with blindness. Key areas of his contribution include computer training to open new areas in education and employment, Indian Language braille translation and screen reading software, DAISY standards for production and distribution of digital talking, braille and e-text books in South Asian Countries.

Manish Aggarwal

Manish has over 14 years of extensive software industry experience successfully leading large teams to design and implement complex business-critical information technology solutions. In his last 12 years at Sapient, Manish has worked for various clients in the Automotive, Healthcare, finance and Insurance industries. Manish also works with CIS on the open source NVDA screen reader project. The purpose of this project is to improve the free NVDA screen reader considering the specific requirements of Indian users and Indian language speaking blind users.

Siddharth Gupta

Siddharth strives to make a difference to the lives of the Visually Impaired persons by making data and information accessible to them. In NVDA, he has made contribution towards Indian Language Phonetics , Unicode Symbols like Mathematical Symbols, Symbols used in Physics, Chemistry, Emoticons and other frequently used Symbols. He has also tried to improve the accessibility of MS Excel. Siddhartha hails from Uttarakhand. He is a graduate in Computer Science Engg. Currently, he is a Project Associate at IIT Delhi. Prior to this, he was SAP ABAP developer at Infosys.

Dinesh Kaushal

Dinesh is currently working for the development of NVDA, an open source screen reader. He has more than 10 year’s experience in assistive technology development and accessibility implementation. Dinesh pioneered development of Hindi screen reader in India allowing persons with blindness to read / write in Hindi independently. He also spearheaded Braille development for Mobile devices for Code Factory and helped many people with blindness all over the world to communicate with other people without significant barriers. Dinesh successfully lead more than 100 accessibility projects in Wipro and helped Wipro win many awards including National Award for the best accessible website.

Suman Dogra

Suman Dogra has experience in accessibility testing on various accessibility products such as screen reader, PACMate, Open Book, MAGic etc. She has involved in non-profit management working in teams to provide various facilities related to technologies and employment to the differently abled persons. In NVDA project, she is involved in testing, training and coordinating the language testing.

eSpeak Team Members

Mahesh Inder Singh Khosla

Mahesh is a resident of Punjab, heading the Digitizing Programme for the Reference Library with Punjab Government. His deep interest in language and technology made him study Masters in Punjabi and to understand the ancient language base he studied Religious scriptures and did his Masters in Religious Science too. Having lost his vision at an early age Mahesh had to struggle hard to learn computers. He has created Punjabi Unicode based Keyboard Layout for the benefit of his community. With all his acquired knowledge on languages and strong technical interest, he worked on Punjabi TTS and in the year 2013, joined as a developer in CIS to contribute in the development of other Indian languages. He is now working on Gujarati, Marathi, Kashmiri and Kannada. He is making the software named espeak for Indian languages for the whole team and its users. Apart from language development and building the programme, he is giving technical support to the language team and is also involved in managing the bug tracking system.

Mahesh is an active Social Worker. He is the Secretary of Navchetna Institute for the Blind which is working to support visually challenged children providing free boarding and lodging along with free education. He is also the Chief Organising Secretary of Welfare Association for the Visually Challenged Employees giving technical support for the benefit of the visually challenged employees so that they are able to perform well in their workplace. He has been honoured by a lot of local Societies for his contribution in different fields. (Lions Club, Dedicated Brothers, Rainbow Club, Triveni, Sahitya kalash, Bharat Netraheen Samaj, Welfare Association for the Visually Challenged Employees).

Prasenjit Sen

Prasenjit is associated with Mahiti. He has 20 years of experience. He manages many projects. Mahiti has worked with numerous organisations since 1998 making a social impact from local to global level. To support them, Mahiti has produced websites, web portals, mobile applications, management information systems, print and online communication material including appeals and short films. Mahiti.org is integrated with Mahiti Infotech that's known to provide end-to-end IT solutions to businesses around the world. Together Mahiti a group of 50+ technocrats and sociologists committed to support social change through imaginative use of technology and creative communication.

Mahiti is strong advocate of principles for free and open source and it actively contributes to the FOSS movement.

Dr. Homiyar Mobedji

Dr. Homiyar is the CEO of National Association for the Blind, New Delhi. He is the training coordinator for NVDA project. He has extensive experience in the non government social work sector. He has worked for Enable India Bangalore, Technical Training Institute of the Pune and Blind Men’s Association, Gujarat. He also worked for physiotherapy college for the blind, Mumbai.

Now, online books for disabled persons

Bangalore: DAISY Forum of India (DFI), who promote talking books in DAISY (Digitally Accessible Information System) format for persons with disability, has provided an accessible consolidated list of DAISY books online for disabled persons across the country to browse.
“At the moment, we have catalogues from Saksham Trust (Delhi), NAB, Mitra Jyoti (Bangalore), BPA (Ahmedabad), Blind Persons Association (Calcutta) and Discipleship Centre. We would get more catalogues in the near future,” said Dipendra Manocha, President DSI, in an email announcement.
Bookbole.com, an online portal designed for persons with disability, is hosting the catalogue. “We have about 600 books in total,” said Nirmita Narasimhan, Project Manager with city-based Centre for Internet and Society (CIS), who have partnered in creating bookbole.
“Accessibility, especially books and printed materials has been a problem for persons with vision challenge. Daisy Talking Books (DTB) have been created to address the dearth of information in accessible format,” Nirmita said. Persons who access the catalogue at bookbole.com can contact the concerned organisation directly and get the book from them.
“On receiving the request for books, we would burn it on a CD (in DAISY format) and post it to the concerned individual. This is the first time we have a consolidated list of DAISY books in the country, which is good for both people looking for books and organisations like us who have been developing them,” Madhu Singhal, Managing Trustee of Bangalore-based Mitra Jyothi.
DAISY format allows readers to access the books both in text and audio format. It is also easier for the readers to understand certain finer aspects of the book such as page numbers. “If someone wants to re-read a particular page in a book, it is entirely not possible in traditional audio format. Whereas, DAISY format lets them know exactly the place they are reading and let them go back and forth quite the same way as an able-bodied person would do with the printed page,” Madhu said.

Anubha Sinha took part in the 35th Session of the World Intellectual Property Organization (“WIPO”) Standing Committee on Copyright and Related Rights (“SCCR”) at Geneva from 13 November, 2017 to 18 November, 2017. She posed a question on the agenda 'Other Matters' on behalf of CIS on Day 5, 17 November, 2017. CIS also gave statements on Limitations and Exceptions for Libraries and Archives and GRULAC Proposal for Analysis of Copyright in the Digital Environment. CIS-A2K signed a Memorandum of Understanding with the Telangana Government’s IT, Electronics & Communications Department with to catalyse the development of the Wikimedia movement in Telangana and improve the state of free-licensed digital content in Telugu and Urdu. The Ministry of Electronics & Information Technology, Government of India has published the Guidelines for Indian Government Websites (GIGW). Nirmita Narasimhan on behalf of the Centre for Internet & Society gave comments on GIGW. The government has already set up a Nudge unit; now, it should apply the Nobel laureate's insights on auctions relating to essential infrastructure wrote Shyam Ponappa in an article in the Business Standard on November 1, 2017. DataMeet and CIS have collaborated on identifying and addressing the challenges to open up and integrate data and information in the water sector. CIS commented on the Consultation Paper on Privacy, Security and Ownership of Data in Telecom Sector published by the Telecom Regulatory Authority of India on August 9, 2017. CIS published a report that compares laws and regulations in the United Kingdom and India to see the similarities and disjunctions in cyber security policy between them. CIS sent comments on TRAI consultation paper on promoting local telecom equipment manufacturing. The submission drew on research primarily done in the Pervasive Technologies project.

Accessibility & Inclusion

India has an estimated 70 million persons with disabilities who don't have access to read printed materials due to some form of physical, sensory, cognitive or other disability. As part of our endeavour to make available accessible content for persons with disabilities, we are developing a text-to-speech software in 15 languages with support from the Hans Foundation. The progress made so far in the project can be accessed here.

Access to Knowledge

Our Access to Knowledge programme currently consists of two projects. The Pervasive Technologies project, conducted under a grant from the International Development Research Centre (IDRC), aims to conduct research on the complex interplay between low-cost pervasive technologies and intellectual property, in order to encourage the proliferation and development of such technologies as a social good. The Wikipedia project, which is under a grant from the Wikimedia Foundation, is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

Highlights

On 13 November, 2014, the Department of Industrial Policy and Promotion had released a Call for Suggestions for India's proposed National IPR Policy. CIS sent its comments.
As part of the Pervasive Technologies we published four methodology documents: Rohini Lakshané wrote on Patent Landscaping for the Indian Mobile Device market ; Anubha Sinha wrote on Intellectual Property in Mobile Application Development in India ; Maggie Huang wrote on Access to Music through the Mobile; and Nehaa Chaudhari wrote on Sub Hundred Dollar Mobile Devices and Competition Law .
Odisha's most circulated newspaper Sambad has collaborated with CIS-A2K to relicense 19 books published by its sister concern "Ama Odisha".
Vipul Kharbanda in a blog entry examines the relationship between privacy and transparency in the context of the right to information in India .
Geetha Hariharan in a blog entry explores what India's ITU proposal means for Internet Governance.
Pranesh Prakash wrote an article in the Economic Times exploring net neutrality.
In her final blog post on the mapping exercise undertaken by CIS-RAW, P.P.Sneha summarises some of the key concepts and terms that emerged as significant in the discourse around Digital Humanities in India.

►Job

Programme Officer (Access to Knowledge - Institutional Partnerships): CIS is seeking applications for the post of Programme Officer for its Access to Knowledge (A2K) Programme. The position will be based in its Bangalore office. Programme Officer will collaboratively work with the A2K Team and would report to the Programme Director, Access to Knowledge at CIS.

Accessibility and Inclusion

Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The publication has been finalised and is currently in the process of being printed. The draft chapters and the quarterly reports can be accessed on the project page. The second project is on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed here.

As part of the project grant from the Wikimedia Foundation we have reached out to more than 3500 people across India by organizing more than 100 outreach events and catalysed the release of encyclopaedic and other content under the Creative Commons (CC-BY-3.0) license in four Indian languages (21 books in Telugu, 13 in Odia, 4 volumes of encyclopaedia in Konkani and 6 volumes in Kannada, and 1 book on Odia language history in English).

Highlights

CIS is pleased to announce the second "Institute on Internet and Society" to be held in Yashada, Pune from February 11 to 17, 2014. Any members from the civil society (students, research scholars, academicians, scientists, legal professionals, etc.) who engage in issues concerning Internet and Society are encouraged to apply.
The National Resource Kit team is pleased to bring you its research for the states of Tripura, Nagaland and Chattisgarh.
CIS-A2K team signed a memorandum of understanding (MoU) with Christ University in Bangalore to introduce Wikipedia in classrooms.
The Access to Knowledge narrative report capturing the work done by CIS-A2K team in the first ten months of the grant along with its strategy for the next 1 year is published.
Last month we organised the Seventh Privacy Round-table in collaboration with FICCI, DSCI, and Privacy International in Delhi. The developments are captured in a report by Elonnai Hickok.
Along with Wikimedia India and Acharya Narendra Dev College, we organised the Relaunch of Creative Commons in India. Dr. Shashi Tharoor was the chief guest.

Accessibility and Inclusion

As part of our project (under a grant from the Hans Foundation) on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India, we bring you draft chapters for the states of Madhya Pradesh and Arunachal Pradesh, and the union territory of Daman and Diu. Internet Governance

CIS is doing a project (under a grant from Privacy International and International Development Research Centre (IDRC)) on conducting research on surveillance and freedom of expression (SAFEGUARDS). So far we have organised seven privacy round-tables and drafted the Privacy (Protection) Bill. Welcome to the newsletter of November 2012 from the Centre for Internet & Society (CIS). Telecom While the potential for growth and returns exist for telecommunications in India, a range of issues need to be addressed. About CIS CIS was registered as a society in Bangalore in 2008. As an independent, non-profit research organisation, it runs different policy research programmes such as Accessibility, Access to Knowledge, Openness, Internet Governance, and Telecom. The policy research programmes have resulted in outputs such as the e-Accessibility Policy Handbook for Persons with Disabilities with ITU and G3ict, and Digital Alternatives with a Cause?, Thinkathon Position Papers and the Digital Natives with a Cause? Pathways for Learning in Higher Education

The Pathways Project for Learning in Higher Education is a collaboration between the Higher Education Innovation and Research Applications (HEIRA) at the Centre for the Study of Culture and Society (CSCS) and the Centre for Internet and Society (CIS). The project is supported by the Ford Foundation and works with disadvantaged students in 9 undergraduate colleges in Maharashtra, Karnataka and Kerala, to explore relationships between Technologies, Higher Education and the new forms of social justice in India.

Accessibility

Estimates of the percentage of the world's population that is disabled vary considerably. But what is certain is that if we count functional disability, then a large proportion of the world's population is disabled in one way or another. At CIS we work to ensure that the digital technologies, which empower disabled people and provide them with independence, are allowed to do so in practice and by the law. To this end, we support web accessibility guidelines, and change in copyright laws that currently disempower the persons with disabilities.

CIS Responds to Privacy Approach Paper
A group of officers was created to develop a framework for a privacy legislation that would balance the need for privacy protection, security, sectoral interests, and respond to the domain legislation on the subject. Shri Rahul Matthan of Tri Legal Services prepared an approach paper for the legal framework for a proposed legislation on privacy. The approach paper is now being circulated for seeking opinions of the group of officers and is also being placed on the website of the Department of Personnel and Training for seeking public views on the subject. The Privacy India team at CIS responded to the approach paper and has called for the need for a more detailed study of statutory enforcement models and mechanisms in the creation of privacy legislation.

Note on the Authorities under the Working Draft of Persons with Disabilities Act, 2011 (9th February 2011)

The Ministry of Social Justice and Empowerment (MSJE) released a revised draft of the Rights of Persons with Disabilities Act which is up for comments on the MSJE website. The Centre for Law and Policy Research, Inclusive Planet and the Centre for Internet and Society jointly submitted a note on the section on statutory authorities.

This Note is on the Working Draft of Persons with Disabilities Act, 2011 (Hereinafter "The PWD Act, 2011") which was released on 9th February, 2011[1] to specifically review the authorities established under the PWD Act, 2011, the powers and functions assigned to the authorities and the effect of the establishment of these authorities.

The Disability Rights Authority
Vague provisions

The main functions of the DRA are to formulate rules, regulations, guidelines, schemes and other activities. Under section 29 (I), the DRA also has the power to monitor enforcment of the Act and to protect the rights of persons with disabilities and to suo moto address violations of rights of perosns with disabilities. In this regard, the provisions of the Act are vague. There are no provisions to indicate what penalties the DRA may impose in the event of any violation of the provisions of the PWD Act 2011. Wide powers are given to the DRA with regard to promotion, protection, monitoring and even enforcement of rights under the Act. However it is not clear as to how exactly these functions, especially the monitoring and enforcement of rights should be performed.

Powers of review and advice

Under Section 29J, the DRA has the power to review and advise the government to take measures with regard to laws that discriminate against persons with disability. This power will affect the functioning of the authorities under the other disability legislations such as the Mental Health Act,1987 and the National Trusts Act, 1999 as these legislations will be considered to be discriminatory on the issue of legal capacity. Therefore these other disability legislations need to be amended before the DRA can act on its review and advice powers.

Further, in many of the provisions of the Act, there is a mention of a 'designated authority' to perform certain functions without specifying what the designated authority is or who designates the authority. It is unclear as to whether the 'designated authority' refers to a new authority to be established under the Act or it refers to the DRA.
The Disability Courts

Multiplicity of Fora for grievance redressal

There is no clarity on the intended structure of the courts at different levels. The word “Court” is not defined anywhere under the Act, which is a great lacuna. There are several different for a provided for grievance redressal under the Act – the DRA, the Court of the National Disability Commissioner, the State Disability Courts and the Grievance Redressal Officer in each establishment. It is not clear as to whether these authorities under the Act have concurrent power or whether a person has to approach one authority and seek remedy before going to another. Over and above these courts and fora, the regular civil courts, family courts, High Courts would also have jurisdiction. It is not clear as to whether the jurisdiction of all other courts is ousted by the Act in setting up the special State Disability Courts and the Court of the National Disability Commissioner.

Section 6(7) and (8) empower “a court or the disability court” to make suitable orders on finding the occurrence of discrimination. These Sections merely mention a ‘court’ without specifying which court is referred to as there is no definition of ‘court’ under the Act. There is also no provision under the Act which allows a person to approach any other ordinary court for reliefs under the Act. Therefore it is not clear as to what this Section refers to when it uses the word ‘court’.
The Court of the National Disability Commissioner

Under Section 29S (2), the Act allows a person to directly approach the National Disability Commissioner only if the person is aggrieved of “discrimination” under the Act and not for other cases of violation. On the other hand, under section 29S (1) (c ) the Court of the National Disability Commissioner has the power to suo moto address all infringment of rights. There is a great contradiction therefore in the jurisdiction of the Court of the National Disability Commissioner.

Further, although there is an entire part of the Act which is dedicated to the imposition of penalties and sanctions, there are no provisions for the National Disability Commissioner to impose any penalties and sanctions.

The National Disability Commissioner acts as the appellate authority on the orders of the DRA. But there is no provision to appeal from the orders of the State Disability Court.
The State Disability Courts

The State Disability Courts have a wider jurisdiction that the National Disability Commissioner in that a person can approach the State Disability Courts complaining of violation of any rights under the Act.
Even in case of the State Disability Court there is no specific provision that allows the court to impose penalties and sanctions detailed under the Act.

Conclusion

The PWD Act, 2011 has made some changes from its earlier draft in December 2010. With regard to the authorities established under the Act, there are many inconsistencies which need to be resolved before the Act can come into force. The powers and the functions of all the authorities need to be clearly demarcated. Further, the empowering provisions should be linked to the provisions which prescribe the procedure through which the powers can be exercised. Provisions imposing penalties and sanctions should be linked to the authorities which have the power to impose the same. There are several authorities which all have power to look into violations of the Act, which can confuse a person seeking remedies under the Act. Unless these issues are addressed, the PWD, Act 2011 would cause major practical problems at the stage of implementing the rights recognised under the Act.

No country for the disabled

A 26-year-old electrical engineer is forced to hide his disability, for fear of losing his job. His current employer is unaware that he uses an artificial limb.

‘I hide my disability to keep my job’

Sameer (name changed) had applied for a job in a well-known company about four months ago. He had informed the HR of the company that he had lost his left leg, in a road accident, and wears an artificial limb. The company did not have a problem with it, at least not until they sent him an offer letter with a joining date.

“I was called for interviews and they selected me for the job,” he says. “I got the offer letter with a joining date and resigned from my previous company after getting the letter. But when the doctor gave my medical certificate for company insurance, they changed their mind. The certificate mentioned that I am physically fit and capable of doing the job but added that I wear an artificial limb. After that, they simply refused to proceed with the offer.”

He also received a written explanation that he is not being considered for the job because he uses an artificial limb. “I have five years of experience. When I contacted them again saying that they cannot deny the job after offering me the letter, they said they have ‘sympathy’ for me. When I insisted that the job will be great for my career, they said they will get back to me in two to three days but I didn’t hear from them again,” he says.

Sameer had to request his previous company to ignore his resignation letter and keep him. Fortunately, they agreed. He adds, “I kept looking for better job opportunities. I even thought of starting a business of my own but did not have enough funds. I am the only earning member in my family. My father passed away sometime ago. My mother and two younger brothers are dependent on me.”

Except for a few of his seniors, no one in his current organisation knows of his disability. He says, “Only a few seniors know because I told them about it. It is not easy to make out that I am using an artificial limb. I can walk fine, do all the chores like an able person. Even when someone comes asking what’s wrong with my leg as I limp a little, I tell them that I had an injury.”

Sameer has completed B Tech and did a diploma in electrical engineering. He adds, “None of my friends whom I lived with, during my graduation and diploma course, know that I use an artificial limb. Until I detach the limb in front of someone, no one gets to know.”

He lost his left leg in an accident when he was three. He says, “I can walk on any terrain, ride bikes and also play badminton for two to three hours without any problem. I am on no medication or therapy. I tried to convince the employers saying all this, but it came to naught.”

Provisions for disabled in law
The Persons with Disability Act 1995 states that the appropriate governments and local authorities shall by notification formulate schemes for ensuring employment of persons with disabilities, and such schemes may provide for the training and welfare of persons with disabilities; the relaxation of upper age limit; regulating the employment; health and safety measures and creation of a non-handicapping environment in places where persons with disabilities are employed; the manner in which and the person by whom the cost of operating the schemes is to be defrayed; and constituting the authority responsible for the administration of the scheme.

Inclusive workplace
The non-discrimination chapter of the Act also states that no promotion shall be denied to a person merely on the grounds of his disability.

Disabled kid? No admission

Mita Sarkar, a mother of a six-year-old girl who has cerebral palsy (CP) had to approach around ten private schools for her daughter’s admission. She heard the same response from every school she approached: “Education is for all and we accept all children, but we are not equipped to school your child”.

Mita says, “When Monali was seven months old, she had a traumatic brain injury. She lost more than half of her brain cells. Now her condition is similar to kids with cerebral palsy.” She has right side hemiparesis - a weakness in the right side of the body. She has difficulties with motor coordination, walking, speech and attention span.

“But according to her doctors, psychologist and therapists, her intelligence level is good and she can continue a regular school curriculum with some facilitation and acceptance from the schools, teachers and peers,” says the mother.

With her tireless pursuit to seek admission for her daughter, Mita finally struck gold with a private school. Monali is currently in LKG.

Inclusive Education
Though the Persons with Disabilities (PWD) Act 1995 and Right to Education states that children with disabilities have equal rights to education and can be admitted in a normal schools, many schools seem to make an excuse that they do not have enough manpower and resources for admitting children with special needs.

The PWD Act recognises CP as a disability.
The Sarva Shiksha Abhiyaan, a programme started by the government for universalisation of elementary education also states that equity, to mean not only equal opportunity, but also creation of conditions in which the disadvantaged sections of the society - children of SC, ST, Muslim minority, landless agricultural workers and children with special needs, etc. - can avail of the opportunity. Access, not to be confined to ensuring that a school becomes accessible to all children within specified distance but implies an understanding of the educational needs and predicament of the traditionally excluded categories - the SC, ST and others sections of the most disadvantaged groups, the Muslim minority, girls in general, and children with special needs.

Nirmita Narasimhan, Policy Director of the Disability Access vertical of Centre for Internet and Society (CIS), says, “Inclusive education is a good model, provided there are good staffs and resources available. The staff should get equal pay as that of other teachers. It is a good method to sensitise normal children about the disability issue as well.”

Separate Wing for Disabled Children
Advocate C V Sudhindra believes the Act that allows inclusive education may not be a practical proposition. He explains, “Children with disability will find it difficult to adjust in a classroom with abled children. It could be demoralising for them. They would mingle with abled children and understand what skills they are deprived of. It is a burden on the institution to have facilities for special children. The needs for every disability vary. You need have not just a trained teacher but also other facilities like toilets. It affects the normal functioning of a school.”

He adds a separate school is ideal for them. He cites an example, “You cannot accommodate people with disabilities in the Olympic competition. That is why we have Paralympic competition. The Act should be in tune with reality and should not affect the regular affairs of the people.”

NMEICT Funds Book Conversion Project for the Print Disabled

IIT, Kharagpur, Daisy Forum of India, Inclusive Planet and the Centre for Internet and Society have joined hands to undertake a project for the print disabled. The National Mission on Education through Information and Communication Technology (NMEICT) is funding this project.

NMEICT has funded a project for converting college level text books into daisy format for the print disabled students. This project is being jointly undertaken by IIT, Kharagpur, the Daisy Forum of India, CIS and Inclusive Planet. The vision of the Mission is to fund education projects using ICT to ensure that knowledge resources are made available to learners in a manner and speed which is attuned to their needs. It seeks to increase enrolment in education at various levels by providing an alternate route to conventional educational practices and bridging the gap with the objective of fully utilizing India's human resource potential.

The present project involves organizations around the country to identify 200 college level text books in Hindi, English and five regional languages for conversion into Daisy over the next year. The converted books will be distributed through CDs and a website to 500 universities and colleges around the country. The details of the stage wise progress of the project, including the methodology, partners, technologies and finances will be updated periodically on the dedicated website.

The pilot project commenced on 1st April 2010 and will finish on 31st March, 2011.

NISH Website to Help the Disabled

The National Institute of Speech and Hearing (NISH) has launched a website on matters related to disabilities. The website www.accesshub.org was launched by Social Welfare Minister M K Muneer here on Wednesday.

The article was published in the New Indian Express on June 26, 2014.

Jointly created by NISH and a team from the School of Information, Michigan University, the website is intended to be a one-stop shop for information that could prove important to people with disabilities, NISH executive director Samuel N Mathew said.

www.accesshub.org can be easily navigated and contains the latest information in this area, services that are on offer worldwide and policy information of various states. The website has been created with a software that enables visually handicapped people also to use it.

Work on the website had started in November 2013 under Dr Anne Varghese of NISH.

Three postgraduate students of the Michigan University provided ample help to the project.

The website will be useful to service providers in this sector as well as government and non-governmental organisations, NISH officials said.

The Centre for Internet and Society, Bangalore, and Inclusive Planet, Chennai, are the organisations that have associated with the website project.

Nirmita receives NIVH Award

Nirmita Narasimhan received the NIVH Excellence Award from Justice AS Anand (retd), former chairman of the National Human Rights Commission, on International Day of Persons with Disabilities at the National Institute for the Visually Handicapped in Dehradun on Saturday, 3 December 2011.

A programme manager with the Centre for Internet and Society, Nirmita says: “I wanted to learn all these things to make my life worthwhile, maybe I wanted to prove a point but it has been a great journey all this while,” she said.

Nirmita Narasimhan wins the 18th NCPEDP-Mindtree Helen Keller Award 2017!

Nirmita Narasimhan been selected for the 18th NCPEDP - Mindtree Helen Keller Awards 2017. The Award will be given away on Saturday, 2 December 2017 at the India International Centre (IIC) in New Delhi.

NCPEDP-Mindtree Helen Keller Award

The story of the Helen Keller Awards started way back in 1999 as a result of the findings of a survey conducted of the Top 100 Companies of India by the National Centre for Promotion of Employment for Disabled People (NCPEDP). The results showed that the average percentage of employment of people with disabilities was as follows: in the public sector: 0.54 percent; in the private sector: 0.28 percent; and in the multinationals: 0.05 percent. While the situation has improved to some extent in the past decade and a half, we are still not even close to covering half the percentage of persons with disabilities living in the country.

The objective of the NCPEDP Helen Keller Awards was to start a discourse on equal opportunities for persons with disabilities in the area of employment at a time when no one was even thinking about it. Organisations and employees with disabilities would become brand ambassadors for the cause of employment of persons with disabilities and take the momentum forward and role models would be identified and celebrated in an attempt to motivate and encourage others. Over the years, these Awards have come to be recognised as the most prestigious Indian benchmark for honouring people and organisations which have been working towards promoting employment opportunities for people with disabilities.

The Awards are given under 3 categories:

Category A: Role Model Disabled Person

Disabled persons from within the disability sector and outside who have been active as ambassadors of the cause of employment for disabled people and are a positive role model for others.

Category B: Role Model Supporter of Increased Employment Opportunities for Disabled People

Individuals from within the disability sector or outside who have contributed substantially to the cause of promoting employment opportunities for disabled people over an extended period of time.

Category C: Role Model Companies/NGOs/Institutions

Organisations from the disability sector or outside who have shown their commitment towards promoting equal employment opportunities for people with disabilities.

Nirmita Narasimhan wins National Award

Nirmita Narasimhan was awarded the National Award for Empowerment of Persons with Disabilities from the Government of India on 3 December 2010 on the occasion of the World Disability Day. The award was presented by Smt. Pratibha Patil, President of India under the Role Model category. The award function took place at Vigyan Bhavan in New Delhi from 11:00 to12:30 and was telecast live on Doordarshan.

Nirmita was given a certificate, cash prize and a citation which reads as follows:

Nirmita Narasimhan has excelled in different and diverse fields, despite having a severe disability. She is a gold medallist in MA (Music) from Delhi University and stood first in M.Phil. in Carnatic music from Delhi University. She is the recipient of the Sahitya Kala Parishad scholarship for advanced studies in Carnatic music from the Delhi Government. She is now working actively for digital inclusion and accessibility issues for persons with disabilities at the Centre for Internet and Society, Bangalore.
