Comments on the Draft Outcome Document of the UN General Assembly’s Overall Review of the Implementation of WSIS Outcomes (WSIS+10)

Following the comment-period on the Zero Draft, the Draft Outcome Document of the UN General Assembly's Overall Review of implementation of WSIS Outcomes was released on 4 November 2015. Comments were sought on the Draft Outcome Document from diverse stakeholders. The Centre for Internet & Society's response to the call for comments is below.

The WSIS+10 Overall Review of the Implementation of WSIS Outcomes, scheduled for December 2015, comes as a review of the WSIS process initiated in 2003-05. At the December summit of the UN General Assembly, the WSIS vision and mandate of the IGF are to be discussed. The Draft Outcome Document, released on 4 November 2015, is towards an outcome document for the summit. Comments were sought on the Draft Outcome Document. Our comments are below.

The Draft Outcome Document of the UN General Assembly’s Overall Review of the Implementation of WSIS Outcomes (“the current Draft”) stands considerably altered from the Zero Draft. With references to development-related challenges, the Zero Draft covered areas of growth and challenges of the WSIS. It noted the persisting digital divide, the importance of innovation and investment, and of conducive legal and regulatory environments, and the inadequacy of financial mechanisms. Issues crucial to Internet governance such as net neutrality, privacy and the mandate of the IGF found mention in the Zero Draft.
The current Draft retains these, and adds to them. Some previously-omitted issues such as surveillance, the centrality of human rights and the intricate relationship of ICTs to the Sustainable Development Goals, now stand incorporated in the current Draft. This is most commendable. However, the current Draft still lacks teeth with regard to some of these issues, and fails to address several others.
In our comments to the Zero Draft, CIS had called for these issues to be addressed. We reiterate our call in the following paragraphs.

(1) ICT for Development

In the current Draft, paragraphs 14-36 deal with ICTs for development. While the draft contains rubrics like ‘Bridging the digital divide’, ‘Enabling environment’, and ‘Financial mechanisms’, the following issues are unaddressed:
Equitable development for all;
Accessibility to ICTs for persons with disabilities;
Access to knowledge and open data.

Equitable development

In the Geneva Declaration of Principles (2003), two goals are set forth as the Declaration’s “ambitious goal”: (a) the bridging of the digital divide; and (b) equitable development for all (¶ 17). The current Draft speaks in detail about the bridging of the digital divide, but the goal of equitable development is conspicuously absent. At WSIS+10, when the WSIS vision evolves to the creation of inclusive ‘knowledge societies’, equitable development should be both a key principle and a goal to stand by.
Indeed, inequitable development underscores the persistence of the digital divide. The current Draft itself refers to several instances of inequitable development; for ex., the uneven production capabilities and deployment of ICT infrastructure and technology in developing countries, landlocked countries, small island developing states, countries under occupation or suffering natural disasters, and other vulnerable states; lack of adequate financial mechanisms in vulnerable parts of the world; variably affordable (or in many cases, unaffordable) spread of ICT devices, technology and connectivity, etc.
What underscores these challenges is the inequitable and uneven spread of ICTs across states and communities, including in their production, capacity-building, technology transfers, gender-concentrated adoption of technology, and inclusiveness.
As such, it is essential that the WSIS+10 Draft Outcome Document reaffirm our commitment to equitable development for all peoples, communities and states.
We suggest the following inclusion to paragraph 5 of the current Draft:

“5. We reaffirm our common desire and commitment to the WSIS vision to build an equitable, people-centred, inclusive, and development-oriented Information Society…”

Accessibility for persons with disabilities

10. Paragraph 13 of the Geneva Declaration of Principles (2003) pledges to “pay particular attention to the special needs of marginalized and vulnerable groups of society” in the forging of an Information Society. Particularly, ¶ 13 recognises the special needs of older persons and persons with disabilities.

11. Moreover, ¶ 31 of the Geneva Declaration of Principles calls for the special needs of persons with disabilities, and also of disadvantaged and vulnerable groups, to be taken into account while promoting the use of ICTs for capacity-building. Accessibility for persons with disabilities is thus core to bridging the digital divide – as important as bridging the gender divide in access to ICTs.

12. Not only this, but the WSIS+10 Statement on the Implementation of WSIS Outcomes (June 2014) also reaffirms the commitment to “provide equitable access to information and knowledge for all… including… people with disabilities”, recognizing that it is “crucial to increase the participation of vulnerable people in the building process of Information Society…” (¶8).

13. In our previous submission, CIS had suggested language drawing attention to this. Now, the current Draft only acknowledges that “particular attention should be paid to the specific ICT challenges facing… persons with disabilities…” (paragraph 11). It acknowledges also that now, accessibility for persons with disabilities constitutes one of the core elements of quality (paragraph 22). However, there is a glaring omission of a call to action, or a reaffirmation of our commitment to bridging the divide experienced by persons with disabilities.

14. We suggest, therefore, the addition of the following language the addition of paragraph 24A to the current Draft. Sections of this suggestion are drawn from ¶8, WSIS+10 Statement on the Implementation of WSIS Outcomes.

"24A. Recalling the UN Convention on the rights of people with disabilities, the Geneva principles paragraph 11, 13, 14 and 15, Tunis Commitment paras 20, 22 and 24, and reaffirming the commitment to providing equitable access to information and knowledge for all, building ICT capacity for all and confidence in the use of ICTs by all, including youth, older persons, women, indigenous and nomadic peoples, people with disabilities, the unemployed, the poor, migrants, refugees and internally displaced people and remote and rural communities, it is crucial to increase the participation of vulnerable people in the building process of information Society and to make their voice heard by stakeholders and policy-makers at different levels. It can allow the most fragile groups of citizens worldwide to become an integrated part of their economies and also raise awareness of the target actors on the existing ICTs solution (such as tolls as e- participation, e-government, e-learning applications, etc.) designed to make their everyday life better. We recognise need for continued extension of access for people with disabilities and vulnerable people to ICTs, especially in developing countries and among marginalized communities, and reaffirm our commitment to promoting and ensuring accessibility for persons with disabilities. In particular, we call upon all stakeholders to honour and meet the targets set out in Target 2.5.B of the Connect 2020 Agenda that enabling environments ensuring accessible telecommunication/ICT for persons with disabilities should be established in all countries by 2020.”

Access to knowledge and open data

15. The Geneva Declaration of Principles dedicates a section to access to information and knowledge (B.3). It notes, in ¶26, that a “rich public domain” is essential to the growth of Information Society. It urges that public institutions be strengthened to ensure free and equitable access to information (¶26), and also that assistive technologies and universal design can remove barriers to access to information and knowledge (¶25). Particularly, the Geneva Declaration advocates the use of free and open source software, in addition to proprietary software, to meet these ends (¶27).

16. It was also recognized in the WSIS+10 Statement on the Implementation of WSIS Outcomes (‘Challenges-during implementation of Action Lines and new challenges that have emerged’) that there is a need to promote access to all information and knowledge, and to encourage open access to publications and information (C, ¶¶9 and 12).

17. In our previous submission, CIS had highlighted the importance of open access to knowledge thus: “…the implications of open access to data and knowledge (including open government data), and responsible collection and dissemination of data are much larger in light of the importance of ICTs in today’s world. As Para 7 of the Zero Draft indicates, ICTs are now becoming an indicator of development itself, as well as being a key facilitator for achieving other developmental goals. As Para 56 of the Zero Draft recognizes, in order to measure the impact of ICTs on the ground – undoubtedly within the mandate of WSIS – it is necessary that there be an enabling environment to collect and analyse reliable data. Efforts towards the same have already been undertaken by the United Nations in the form of ‘Data Revolution for Sustainable Development’. In this light, the Zero Draft rightly calls for enhancement of regional, national and local capacity to collect and conduct analyses of development and ICT statistics (Para 56). Achieving the central goals of the WSIS process requires that such data is collected and disseminated under open standards and open licenses, leading to creation of global open data on the ICT indicators concerned.”

18. This crucial element is missing from the current Draft of the WSIS+10 Outcome Document. Of course, the current Draft notes the importance of access to information and free flow of data. But it stops short of endorsing and advocating the importance of access to knowledge and free and open source software, which are essential to fostering competition and innovation, diversity of consumer/ user choice and ensuring universal access.

19. We suggest the following addition – of paragraph 23A to the current Draft:

"23A. We recognize the need to promote access for all to information and knowledge, open data, and open, affordable, and reliable technologies and services, while respecting individual privacy, and to encourage open access to publications and information, including scientific information and in the research sector, and particularly in developing and least developed countries.”

(2) Human Rights in Information Society

20. The current Draft recognizes that human rights have been central to the WSIS vision, and reaffirms that rights offline must be protected online as well. However, the current Draft omits to recognise the role played by corporations and intermediaries in facilitating access to and use of the Internet.

21. In our previous submission, CIS had noted that “the Internet is led largely by the private sector in the development and distribution of devices, protocols and content-platforms, corporations play a major role in facilitating – and sometimes, in restricting – human rights online”.

22. We reiterate our suggestion for the inclusion of paragraph 43A to the current Draft:

"43A. We recognize the critical role played by corporations and the private sector in facilitating human rights online. We affirm, in this regard, the responsibilities of the private sector set out in the Report of the Special Representative of the Secretary General on the issue of human rights and transnational corporations and other business enterprises, A/HRC/17/31 (21 March 2011), and encourage policies and commitments towards respect and remedies for human rights.”

(3) Internet Governance

The support for multilateral governance of the Internet

23. While the section on Internet governance is not considerably altered from the zero draft, there is a large substantive change in the current Draft. The current Draft states that the governance of the Internet should be “multilateral, transparent and democratic, with full involvement of all stakeholders” (¶50). Previously, the zero draft recognized the “the general agreement that the governance of the Internet should be open, inclusive, and transparent”.

24. A return to purely ‘multilateral’ Internet governance would be regressive. Governments are, without doubt, crucial in Internet governance. As scholarship and experience have both shown, governments have played a substantial role in shaping the Internet as it is today: whether this concerns the availability of content, spread of infrastructure, licensing and regulation, etc. However, these were and continue to remain contentious spaces.

25. As such, it is essential to recognize that a plurality of governance models serve the Internet, in which the private sector, civil society, the technical community and academia play important roles. We recommend returning to the language of the zero draft in ¶32: “open, inclusive and transparent governance of the Internet”.

Governance of Critical Internet Resources

26. It is curious that the section on Internet governance in both the zero and the current Draft makes no reference to ICANN, and in particular, to the ongoing transition of IANA stewardship and the discussions surrounding the accountability of ICANN and the IANA operator. The stewardship of critical Internet resources, such as the root, is crucial to the evolution and functioning of the Internet. Today, ICANN and a few other institutions have a monopoly over the management and policy-formulation of several critical Internet resources.

27. While the WSIS in 2003-05 considered this a troubling issue, this focus seems to have shifted entirely. Open, inclusive, transparent and global Internet are misnomer-principles when ICANN – and in effect, the United States – continues to have monopoly over critical Internet resources. The allocation and administration of these resources should be decentralized and distributed, and should not be within the disproportionate control of any one jurisdiction.

28. Therefore, we reiterate our suggestion to add paragraph 53A after Para 53:

"53A. We affirm that the allocation, administration and policy involving critical Internet resources must be inclusive and decentralized, and call upon all stakeholders and in particular, states and organizations responsible for essential tasks associated with the Internet, to take immediate measures to create an environment that facilitates this development.”

Inclusiveness and Diversity in Internet Governance

29. The current Draft, in ¶52, recognizes that there is a need to “promote greater participation and engagement in Internet governance of all stakeholders…”, and calls for “stable, transparent and voluntary funding mechanisms to this end.” This is most commendable.

30. The issue of inclusiveness and diversity in Internet governance is crucial: today, Internet governance organisations and platforms suffer from a lack of inclusiveness and diversity, extending across representation, participation and operations of these organisations. As CIS submitted previously, the mention of inclusiveness and diversity becomes tokenism or formal (but not operational) principle in many cases.

31. As we submitted before, the developing world is pitifully represented in standards organisations and in ICANN, and policy discussions in organisations like ISOC occur largely in cities like Geneva and New York. For ex., 307 out of 672 registries listed in ICANN’s registry directory are based in the United States, while 624 of the 1010 ICANN-accredited registrars are US-based.

32. Not only this, but 80% of the responses received by ICANN during the ICG’s call for proposals were male. A truly global and open, inclusive and transparent governance of the Internet must not be so skewed. Representation must include not only those from developing countries, but must also extend across gender and communities.

33. We propose, therefore, the addition of a paragraph 51A after Para 51:

"51A. We draw attention to the challenges surrounding diversity and inclusiveness in organisations involved in Internet governance, including in their representation, participation and operations. We note with concern that the representation of developing countries, of women, persons with disabilities and other vulnerable groups, is far from equitable and adequate. We call upon organisations involved in Internet governance to take immediate measures to ensure diversity and inclusiveness in a substantive manner.”

Report on use of eSpeak Bengali with NVDA

NVDA team conducted a training programme at Turnstone Matruchaya, Siligudi, West Bengal from September 7 to 9, 2015. Fourteen delegates attended. Nirmal Verma was the language trainer.

Day 1

Turnstone Matruchaya is an NGO working for the upliftment of Blind and other under privileged sections of the society. Located in midst of tea gardens, Turnstone Matruchaya had a perfect location for conducting a traning session.

The workshop was attended by 14 computer teachers and special educators for the blind. The participants came from Sikkim, Darjeling, various districts of West Bengal etc. The participants had some idea about NVDA, though support for indian languages was a new concept for them. There was a lot of excitement and enthusiasm for learning to read and write in Bengali and Hindi.

The workshop started with a round of introductions, where in each participant also spelt out his or her needs and expectations from the workshop. Most of them expressed the need for learning about an alternative screen reader, which would help them read and write in their vernacular language.

This was followed by understanding the benefits of NVDA in comparision to other screen readers. The participants were taken for a brief tour of the NVDA home page and explained the process of downloading the installer for NVDA.

A hands on demonstration was given about installation of NVDA, followed by the participants installing NVDA on their systems.

This was followed by introduction to the menus of NVDA, and their utility. Each participant was instructed to configure NVDA, as per their requirements. They were instructed to select a suitable voice variant and rate, and also make certain changes in the keyboard and mouce settings.

They were than given Bengali text to read. This text was taken from a Bengali daily newspaper. All the participants were very comfortable with the Espeak TTS, and were able to comprehend the text.

Day 2

Day 2 started with introduction to the Bengali keyboard, followed by practice of typing words and sentences. The afternoon session was dedicated to writing practice, which was followed by a session on Bookshare as a source of accessible reading material.

Day 3

Day 3 began with a revision session for Bengali keystrokes. This was followed by a session on using Espeak on Android. Various other features of the Android platform were also demonstrated during the session.

The afternoon session was dedicated to giving information about different schemes for the benefit of the Blind. The participants were informed about the ADIP scheme, Loan scheme of Saksham, E-card scheme of Railways etc.

The workshop ended with a feed back session. All the participants expressed their deep gratitude for the workshop and have promised to send their feedback on a regular basis.

Report on the Training in the Use of eSpeak Hindi with NVDA

This workshop was organized by the newly established NGO called “Lakshay for the Differently Abled’”. The main objective of the organization is to spread the knowledge of Assistive Technology amongst the Visually Impaired population of the State of Jarkhand.

The event was conducted on-line by Dr. Homiyar over skype, with local support from Mritunjay Kumar and Zainab.

The participants were a mix of Trainers and students from all walks of life. They had come in from all parts of Jarkhand and Bihar.

The event started by an inauguration by the local Municipal Deputy Mayor. The DY. Mayor of Ranchi promised a new premises for the newly formed NGO during his inaugural speech.

The main training began with a round of introductions and Expectations from the participants.

This was followed by sessions on Introduction to NVDA, Advantages of NVDA, Download and Configuration of NVDA and Configuration of Windows for Hindi.

The post lunch session was dedicated to explanation of different menus of NVDA, followed by comprehension of Hindi text using Espeak.

The last session was used to introduce the Hindi Inscript Keyboard.

Day 2 started with a quick revision of the Keyboard followed by an extended session on Hindi typing.

The post lunch session was dedicated to Bookshare and Reading and Writing on the Android platform.

Report on 5 day TOT for Training in Use of Espeak Kannada with NVDA

A unique programme was organized in partnership with Mitra Jyothi – Bangalore, Enable India – Bangalore and NFB Karnataka. The aim of the programme was to empower the Computer Teacherrs for the blind in the use of Espeak Kannada and apprise them with Modern Teaching Techniques for the Blind.

The training programme was held from September 21 - 25, 2015 at Mithra Jyoti in Bangalore. Fourteen delegates attended the programme. Suresh, Sandesh and Moses from Enable India were the trainers. NFB Karnataka helped in sourcing the participants, Mitra Jyothi hosted the event and the female participants and the trainers were from Enable India.

The workshop started with a round of introductions and expectations from the participants. All the participants expressed various needs, which include the following:

Need to learn to read and write in Kannada.
Need to learn new teaching Techniques.
Need to learn how to make accessible materials for teaching computers.
Need for learning EYE tool and /spelling tools.

The participants were a blend of Sighted and Blind Trainers. The Sighted trainers were very keen in knowing all they could about the new Teaching Techniques and the Screen Readers. They were also excited to know more about Assistive Technology for partially sighted students.

The Blind trainers showed special interest in NVDA and Assistive Technology.

The Session began with an introduction to NVDA and its advantages followed by a detailed presentation by Suresh.

The validation function was conducted by Major A. Singh – CEO Mitra Jyothi.

eSpeak Training in Hindi Language

National Association for the Blind, Kullu hosted a 2 day training in the use of eSpeak in Hindi language with NVDA for its special educators, in-service blind, and blind students. The programme was attended by 20 participants who came from all parts of Himachal Pradesh.

The event started with a round of introductions and expectations. Most of the participants expressed their desire to learn Hindi typing in order to either use it in their workplace or use it during their studies.

This was followed by an introduction to NVDA. NVDA was new to most of the participants, and they were amazed to know the benefits of NVDA compared to other commercial screen readers.

The next session was dedicated to installation of NVDA, introducing different menus and configurations options.

This was followed by a comprehension of Hindi text. Barring just 2 candidates, all others were able to understand the text immediately.

The day 2 started with Hindi keyboard. Participants were taught the use of Inscript keyboard. They were also taught configuring hindi keyboard in Windows.

Writing words and short sentences was the next item in the training, in which most of the participants excelled beyond expectations. Most of them started writing sentences with ease.

The post noon session was reserved for spreading awareness about different sources for obtaining accessible reading material, including Bookshare; android and its advantages, different sources for obtaining easy finance for purchase of computers and laptops, information about ADIP schemes.

The workshop was covered by E-TV HP and they filmed the participants typing in Hindi.

The event ended with a vote of thanks from the President NAB Kullu- Mrs. Shalini Vats.

Training in eSpeak Marathi

NVDA team conducted a training programme in Marathi language on August 22 and 23, 2015 at Atmadepam Society in Nagpur. Twenty-two participants attended. Harshad Jadhav was the trainer.

Atmadepam Society, Nagpur conducted a 1st of its kind workshop for the use of Espeak with Marathi at its campus from the 22nd to 23rd August 2015. This workshop was mostly attended by students pursuing higher studies in Marathi and Inn-Service Blind.

The workshop began with understanding the needs of the participants. Most of them expressed the need to learn Marathi typing to enhance their job prospects in the government sector.

This was followed by a session introducing different advantages of NVDA over other screen readers. Installation of NVDA was than demonstrated, followed by a hands-on session of the same for all the participants.

Post lunch the participants were guided for installing eSpeak for Indian Languages, which was followed by a detailed understanding of the Marathi keyboard layout.

Day 2 started with a revision of learnings from day 1, followed by extensive practice of the keyboard.

Post lunch, participants were given information about different sources of obtaining Accessible Reading materials. Bookshare and its benefits were introduced as a part of the reading solutions. This was followed by dissemination of information about the ADIP scheme of the Government of India.

The workshop ended with a session on feedback, where in students expressed their deep satisfaction after achieving their goal of Reading and writing in Marathi.

We are happy to share with you the ninth issue of the Centre for Internet and Society (CIS) newsletter (September 2015). It has been a significant month for public debates on the digital future of governance, citizenship, and economy in India, led by conversations around the draft National Encryption Policy, the Aadhaar number as a basis for provision of welfare services, the investigation of Google for potential abuse of market dominance by the Competition Commission of India, and the Guidelines for Examination of Computer Related Inventions released by the Indian Patents Office. We were busy engaging with these issues, and more.

Internet Researchers' Conference (IRC) 2016 - Studying Internet in India
With great excitement, we are announcing the beginning of an annual conference series titled Internet Researchers' Conference (IRC), the first edition of which is to take place in Delhi during February 25-27, 2016 (yet to be confirmed). We invite you to propose sessions for the conference by Sunday, November 15, 2015.

Highlights

CIS sent an Open Letter to Prime Minister Narendra Modi during his US visit, requesting him to urge USA to ratify the Marrakesh Treaty. During the month, NVDA team organized training programmes for the visually impaired at Kullu, Bangalore and Ranchi. Nehaa Chaudhari in a blog post laid out a series of research questions, potentially seeking to apply actor-network theory as a research methodology. Recently, the Indian Patents Office released the Guidelines for Examination of Computer Related Inventions (“2015 Guidelines/ Guidelines”) in an attempt to clarify examination of software related patents in India. Anubha Sinha analysed the 2015 Guidelines. Read on to understand how the new guidelines will potentially lead to an increase in software patenting activity by expanding the scope of patentable subject matter – in negation of the legislative intent of section 3(k) of the Indian Patents Act, 1970. As a part of its content donation initiative, CIS has brought Nadustunna Charithra magazine under CC BY SA licence. CIS-A2K has received 74 issues as of now from the Telugu Jaati foundation. Sunil Abraham’s article titled Hits and Misses with the Draft Encryption Policy was published in The Wire on September 26, 2015. Vidushi Marda in a blog post titled Data Flow in the Unique Identification Scheme of India analysed the data flow within the UID scheme and highlighted the vulnerabilities at each stage. Vanya Rakesh in a blog post titled Human DNA Profiling Bill 2012 v/s 2015 Bill has analysed the Human DNA Profiling Bill introduced in 2012 with the provisions of the 2015 Bill. CIS sought information from ICANN on their revenue streams by sending them a second request under their Documentary Information Disclosure Policy. This request and their response have been described in a blog post by Aditya Garg. CIS has submitted a joint proposal with DataMeet and Oorvani for the Knight News Challenge 2015. We are proposing the development of "an application for users to search for locally-relevant data, discuss missing data, demand data, explore and respond to data demands by others, and start data crowd-sourcing exercises." CIS made its submission on CCWG-Accountability 2nd Draft Proposal on Work Stream 1 Recommendations to ICANN's CCWG-Accountability. Pranesh Prakash, on behalf of CIS, submitted comments to the Department of Telecom Panel’s report on net neutrality via MyGov. We approach openness as a cross-cutting principle for knowledge production and distribution, and not as a thing-in-itself.

As one of the general stewards of the process, CIS was invited to take part in the final drafting meeting of the International Open Data Charter held before Con Datos 2015 in Santiago, Chile, but we could not take part in it. Apart from organising two public consultations on the draft Charter in Bengaluru and Delhi, we also submitted our detailed comments on the document. The final version of the Charter document has been launched at the United Nation General Assembly meeting, on September 27.

Google's Optical Character Recognition Software Now Works with All South Asian Languages

The Optical Character Recognition (OCR) software by Google now works for more than 248 world languages, including all the major South Asian languages, and it's easy to use and works with over 90 percent accuracy for most languages.

This was published by Global Voices on August 29, 2015.

OCR software has been extremely beneficial for the study of language, helping to extract text from images of virtually any printed text—and sometimes even handwriting, which opens the door to old texts, manuscripts, and more.

Ketan Pratap at NDTV Gadgets writes:

Users can start using the OCR capabilities in Drive by uploading scanned document in PDF or image form after which they can right-click on the document in Drive to open with Google Docs. After choosing the option, a document with the original image alongside extracted text opens, which can be edited. Google notes that users will not be required to specify the language of the document as the OCR in Drive will automatically determine it. The OCR capability in Google Drive is also available in Drive for Android.

Typically OCR software has difficulty reading the text on old documents or pages with blemishes and ink marks, spitting out gibberish instead of legible text.

Google's support page on this project shares additional details about character formatting, like its ability to preserve bold and italicized fonts in the output text:

When processing your document, we attempt to preserve basic text formatting such as bold and italic text, font size and type, and line breaks. However, detecting these elements is difficult and we may not always succeed. Other text formatting and structuring elements such as bulleted and numbered lists, tables, text columns, and footnotes or endnotes are likely to get lost.

For some of the languages, like Malayalam and Tamil, the OCR works with almost 100 percent accuracy, and includes support for formatting things like like auto-cropping, separating text by discarding images, and ignoring color backgrounds, explains Tamil user and Wikimedian Ravishankar Ayyakkannu on Facebook:

[…] Google Tamil OCR works with 100% accuracy ! Keep testing with various samples and comment here. Performance has been the same for many other Indic languages too. […] Auto crops, discards images and colored background. Recognizes different layouts. I could find only 1 mistake in whole page. Testing latest Vikatan – https://docs.google.com/…/1OXre4…/edit.. […]

(Bangla, Malayalam, Kannada, Odia, Tamil, and Telugu-language users have commented in the same post with feedback after testing the updated OCR software. For a few scripts, like Gurmukhi (used to write Punjabi), it turns out that the output after OCR is quite poor, resulting largely in gibberish, when testing a screenshot image from Punjabi Wikipedia.)

This is quite a large leap for the languages with lots of old texts that are not yet digitized. Old and valuable texts in many languages could now be digitized and shared over the internet using platforms like Wikisource and could be preserved and made available for sharing knowledge.

Google's OCR partly uses Tesseract—an OCR engine released as freeware. Developed as a community project between 1995 and 2006 (and later taken over by Google), Tesseract is considered to be one of the world's most accurate OCR engines and works for over 60 languages. The source code is now hosted at https://github.com/tesseract-ocr. Check this link for the OCR outputs in various South Asian scripts.

Open Letter to PM Modi on Intellectual Property Rights issues on His Visit to the United States of America in September, 2015

This is an open letter by CIS to the Prime Minister, Shri Narendra Modi in light of his impending visit to the USA. This letter asks the Prime Minister to urge the USA to ratify the Marrakesh Treaty; and asks that India not be a party to TPP negotiations, in light of recent reports on a study encouraging India to join the TPP.

Dear Sir,

We write on behalf of the Centre for Internet and Society, India [1], a Bangalore and New Delhi based not-for-profit organization engaging in research on among others, accessibility for persons with disabilities, intellectual property rights, openness and access to knowledge. Over the past fifteen months, we have welcomed and support certain initiatives of our government as being in line with some of our research interests, specifically, the "Make in India" and "Digital India" initiatives, and your vision of a digitally empowered India, as we have noted in an earlier open letter to you. [2]

This letter is in light of your visit to the United States of America (“USA”) this month, to articulate a two-fold request: first, that during the course of your visit you request the government of the USA to ratify the Marrakesh Treaty for visually impaired persons (“Marrakesh Treaty”); [3] and second, that the Indian government not enter into any negotiations around the Trans-Pacific Partnership trade agreement (“the TPP”).

On the Marrakesh Treaty

According to figures by the World Blind Union, approximately 90% of all published material is not accessible to blind or print disabled people. [4] The severity of the ‘book famine’ experienced by the world’s estimated 300 million blind or otherwise print or visually disabled people (of which an estimated 63 million are in India) was highlighted by India in its Closing Statement at the Diplomatic Conference convened to conclude the Marrakesh Treaty. [5] India has historically been a strong advocate of the spirit of the Marrakesh Treaty, becoming the first country to ratify it in June, 2014. [6] Amendments in 2012 to India’s copyright law predated the signature to the Marrakesh Treaty. These amendments created disability and works neutral exceptions to our copyright law, well beyond the mandate of the Marrakesh Treaty.

The true realization of the promise of the Marrakesh Treaty however will remain a distant dream until the treaty comes into effect (three months) after 20 Member States have ratified it or acceded to it. [7] According to information available from the World Intellectual Property Organization [8], this number is currently only 9, and the USA is not one of the countries to have done so. The USA is home [9] to some of the largest publishers of both academic and other/leisure material including Penguin Random House, Harper Collins, John Wiley & Sons, the RELX Group, McGraw-Hill Education, Scholastic and Cengage Learning to name a few. It accounts for a large volume of the world’s book and other print material export. The active participation of the USA through the ratification of the Marrakesh treaty is critical if the treaty is to be truly effective.

During your visit, we urge you request the government of the United States of America to ratify the Marrakesh Treaty at the earliest. This will bring us one important step closer to eradicating the book famine.

On the TPP

We are concerned after reports [10] of a recent study authored by C Fred Bergsten that encourages India to join the TPP. On this front, we are in complete agreement with the reported statement of the Hon’ble Ambassador Shri Arun K. Singh, where he disagrees with some of the findings and analysis of this recent report. [11]

The TPP has come into severe criticism [12] over the years [13] from a vast multitude [14] of sources [15] (including a group of 30 law professors in 2012) [16] across the various countries that are a party to the negotiations. Among others and most relevant to us as an organization is the criticism around the secrecy of negotiations [17] as well as the content of the chapter on intellectual property in the TPP. It is our belief that eventually, India stands to lose as a result of the TPP [18] with its possible adverse impact on our economy. [19]

The rigid intellectual property protections (including criminal penalties for unintentional copying) [20] sought to be enforced through the TPP would benefit only US pharmaceutical and entertainment industries. [21] These provisions (among others) mandate the inclusion of TRIPS plus provisions in national laws, envisage possible extensions in term of protection on patents, restrict copyright exceptions and limitations, extend copyright protection terms and impose a higher liability on intermediaries; [22]all of which would be disastrous for an emerging economy such as India’s, which is a heavy user of intellectual property and not a heavy producer of the same.

Historically, India has been a supporter of a transparent, multilateral decision making process, a commitment to which was also reiterated recently by the Hon’ble Minister of State for Commerce and Industry, Smt. Nirmala Sitharaman. [23]India has also raised many of its concerns (on the secrecy of the negotiations as well as substantive provisions themselves) around the TPP and its close cousin, the Anti-Counterfeiting Trade Agreement (“ACTA”) in 2011 [24] and 2012 [25] at the World Trade Organization (“WTO”) TRIPS Council and on the ACTA in 2010, also at the WTO Trips Council. [26]

In light of the above, we strongly urge the Indian government to not engage in negotiations on the TPP. At a minimum, we would request that any engagement in TPP negotiations be preceded by national consultations on the same, soliciting input from various stakeholders with diverging interests, including academia, civil society, industry associations, large Indian corporations, small and medium enterprises and multi- national corporations, rights holders associations and other interest groups.

India’s missing disabled population

The highest rates of disability are amongst those who are vision-impaired, and those who have problems to do with movement.

The article by Sachin P. Mampatta was published in Livemint on September 7, 2015. Nirmita Narasimhan gave her inputs.

Nirmita Narasimhan remembers the census takers coming to her home. They didn’t ask her question number nine. It was about disability. They said that it makes people uncomfortable.

Narasimhan is a policy director who works on disability issues at The Centre for Internet and Society, an NGO. She insisted that they ask questions on disability. Later, she found out that others too had a similar experience. Those conducting the census often skip the question. Sometimes families are reluctant to talk about it too.

The result is that India has far lower reported instances of disability than most other places in the world. This also means that policy action is effectively running blind, unsure of the scale of the disability issues in the country or its specifics.

The World Health Organisation (WHO) in a report in 2011 estimated that 15.3% of the world’s population deals with disability of one kind or the other. The 2011 census puts India’s disabled at 2.21% of the population.

The average number of disabled people in India is lower than the global figure as well as the number for high income countries. It is also lower than the corresponding figures for low-income and middle-income countries (between and including African to Western Pacific in the chart).

The latest census number is not very different from that of the 2001 census when the disabled populace was at 2.13% or from the 2002 National Sample Survey figure which estimated this figure at 1.8%. That just points out for how long the problem has been prevalent in official statistics.

The WHO report used statistics from the Global Burden of Disease estimates for 2004 for comparison. But the situation now is likely to be worse. A WHO factsheet says that “rates of disability are increasing in part due to ageing populations and an increase in chronic health conditions”.

Many people don’t disclose disability because of stigma. Global figures also take into account age-related disability, and those whose function is affected by issues such as diabetes. India does not count these among the disabled. Here, the categories are largely traditional such as blindness and deafness. The highest rates of disability are amongst those who are vision-impaired, and those who have problems to do with movement.

While the scope of definitions is part of the problem, India’s disability estimation problem is not unrecognized.

“In India, the disability sector in general estimates that 4-5% of the population is disabled. The Planning Commission recognizes this figure as 5%. A report by the World Bank states that while estimates vary, there is growing evidence that persons with disability… constitute between 4-8% of India’s population,” said a December 2011 International Labour Organisation report by Meera Shenoy called, “Persons With Disability and the Indian Labour Market: Challenges and Opportunities”.

The lower-than-actual figures have other repercussions. What’s the literacy rate among the disabled, for instance? The census, of course, says that more than 54.51% of India’s disabled population is literate. But policy analysts such as Narasimhan say that may be inflated again because of under-reporting.

“The Sarva Shiksha Abhiyaan has contributed to getting a lot of children into school, and the thrust has largely been seen over the last decade or so. Unfortunately, many may not be able to continue in school, though they do manage to attend for a couple of years. This may be enough for them to pick up sufficient skills to be declared literate, where the test is generally rudimentary, say the ability to write your own name. But this does not translate into employability. The majority would still not be able to meet basic criteria required for landing a job. The resources required to make this happen is far in excess of the current expenditure,” said Dipendra Manocha, president, founder and managing trustee, Saksham Trust.

Census data shows that 63.66% of the disabled population is not working compared to 60.21% of the able-bodied. But those working in the field say that employability figures are likely very poor on account of limited resources and difficulties in providing them with skills which could lead to employability. While some among these in the census are students or draw a pension, the majority remain dependent on others.

The need for greater attention and resources to this segment is clear from the fact that India’s disability numbers, even with the under-reporting, is higher than the population of entire nations.

A 2007 World Bank report says that while India has one of the most progressive disability policy frameworks in the developing world—what with acts such as the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995—implementation is poor. The report’s key recommendation is to “get the basics right”, especially identifying people with disabilities as soon as possible after onset. Almost a decade later, nothing seems to have changed.

Highlights

Researchers at Work programme has published a book titled Digital Activism in Asia Reader exploring in detail digital activism in Asia. The Reader was edited by Nishant Shah, P.P. Sneha, and Sumandro Chattapadhyay with support from Anirudh Sridhar, Denisse Albornoz, and Verena Getahun. The pre-publication drafts of two sections written by Sumandro Chattapadhyay for the third volume (2000-2010) of the Asia Internet History series edited by Prof. Kilnam Chon have been posted for open-review process. As part of the 'Studying Internets in India' series, RAW published blog entries on Governing Speech on the Internet and Mock-Calling - Ironies of Outsourcing and the Aspirations of an Individual. NVDA team conducted a workshop at Jeevan Jyoti School for the Blind, Varanasi from August 26 to 28, 2015. Eighty five students and 13 teachers took part in the training programme. NVDA team had conducted another workshop earlier in Nashik. The workshop was conducted in June. A batch of 17 Special Educators and teachers of the blind attended the workshop. Maggie Huang, Arpita Sengupta and Paavni Anand as part of the Pervasive Technologies project co-authored a research paper that seeks to compare the publicly available information on the websites of music collective management organizations ("CMOs") operating within India, the United States, and the United Kingdom. Amulya Purushothama, Nehaa Chaudhari and Varun Baliga in a blog entry have delved into the question of what the mandate of the Sectoral Innovation Council is, what its activities are, and what vision for IPR development in India has it put forth. An RTI Application has been filed by CIS to attain information on these issues. In a blog post, Amulya Purushothama announced our new MHRD IPR Chair Series and has charted the sequence of events, starting from the establishment of MHRD IPR Chairs, to discussions surrounding their purpose and functioning, to concerns surrounding the lack of information about the IPR Chairs, the first round of RTIs that CIS had filed in regard to this and the responses it solicited. Subhashish Panigrahi interviewed Prateek Pattanaik. Prateek has not just digitized as many as 54 Odia-language poetry dating early 18th century but has also annotated, both poetic and prosaic translation in his blogs "Sri Jagannatha" and "Utkal Sangeet". He has also published a complete book "Kisora chandranana champu" on Odia Wikisource. A recent entrant into the Odia Wikimedia community, Prateek is also the youngest Odia Wikimedian. Rohan George and Elonnai Hickok in a blog post analyzed consent, big data and data protection that examines in detail why the principle of consent is providing us increasingly less of an aegis in protecting our data. Elonnai Hickok, Vipul Kharbanda and Vanya Rakesh on behalf of CIS submitted a clause-by-clause comments on the Human DNA Profiling Bill that was circulated by the Department of Biotechnology on June 9, 2015. Sunil Abraham, Elonnai Hickok and Tarun Krishnakumar co-authored an article titled Security: Privacy, Transparency and Technology. The article was published by Observer Research Foundation, Digital Debates 2015: CyFy Journal Volume 2. Elonnai Hickok in a blog post titled A Review of the Policy Debate around Big Data and Internet of Things has done an analysis as to how regulators and experts across jurisdictions are reacting to Big Data and Internet of Things. The Supreme Court of India has deemed it fit to refer the question of the very existence of a fundamental right to privacy to a Constitution Bench to finally decide the matter, and define the contours of such right if it does exist. Vipul Kharbanda analyses this in a blog entry. Experts and regulators across jurisdictions are examining the impact of Big Data practices on traditional data protection standards and principles. This will be a useful and pertinent exercise for India to undertake as the government and the private and public sectors begin to incorporate and rely on the use of Big Data in decision making processes and organizational operations. Elonnai Hickok has provided an initial evaluation of how Big Data could impact India's current data protection standards. Elonnai Hickok has provided a comparison of Human DNA Profiling Bill 2012 vs. the Human DNA Profiling Bill 2015, CIS's main recommendations vs. the 2015 Bill, Sub-Committee Recommendations vs. the 2015 Bill, and the Expert Committee Recommendations vs. the 2015 Bill. CIS submitted its comments to the non-paper on the UNGA Overall Review of the Implementation of the WSIS outcomes, evaluating the progress made and challenges ahead. In a policy brief, Vipul Kharbanda has analyzed the different laws regulating surveillance at the state and central level in India and calls out ways in which the provisions are unharmonized. The brief then provides recommendations for the harmonization of surveillance law in India. Hardnews interviewed Sunil Abraham about the future of the internet in India. The article was published in their August edition. Shyam Ponappa in an Op-ed published by Business Standard has given an analysis on the reasons of the number of dropped calls on our mobile phones.

Accessibility and Inclusion

Under a grant from the Hans Foundation we are doing a project on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed here. The project on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India got over and the compilation has been printed.

Training in eSpeak Hindi

NVDA team conducted a workshop at Jeevan Jyoti School for the Blind, Varanasi from August 26 to 28, 2015. Eighty five students and 13 teachers took part in the training programme.

This workshop had special focus on training the teachers who teach the Blind students of Jeevan Jyoti School, Varanasi and Special Educators, who are being trained in the School for Special Educators at Jeevan Jyoti Institute, Varanasi. The workshop was also attended by senior students of the Jeevan Jyoti Blind school. It was observed that there was a lot of enthusiasm for learning amongst the students and staff. The students wanted to learn Hindi Reading and Writing for reading a lot of Hindi material, which is being produced at the School. The staff wanted to learn Hindi writing for creating documents for their blind students. The Jeevan Jyoti school has an integrated format, where in it caters to about 200 students, of whom about 80 are girls with visual impairment.

The event started with a welcome song by the senior girls, followed by an understanding of the needs of the participants. This was followed by detailed understanding of NVDA and its comparision to other screen readers. The participants were guided towards the steps for downloading the latest build of NVDA from its website. They were than given detailed instructions for installing NVDA. All the participants than installed NVDA onn their respective systems. This was followed by explanation of the different menus of NVDA. The participants were than encouraged to read hindi text. The initial reactions of the students was as expected. Some could understand the text spoken out by Espeak, and some found it difficult to comprehend.

On the 2nd day the participants were given detailed understanding of the Inscript keyboard. They were made to practice all the keys, followed by typing small words followed by short sentences. The participants were than updated about the different sources of reading, including Bookshare. They were guided as to how to become a member of Bookshare. Details were also given about DFI and the Common Catlogue on the DFI website. The participants were than given information about the different reading solutions, including the Android platform. They were also given information about the ADIP scheme of the Ministry of Social Justice. The ADIP forms were also given to the management, for them to fill up for all the blind students studying in Jeevan Jyoti.

The 3rd day was dedicated to the teachers and students of the Special Educators school, where in they were updated about Modern Techniques for Teaching the Blind.

Konkani voice to guide the blind

Those visually-impaired and well-versed only with the language of Konkani, now need not worry. Neither their blindness nor the language barrier will come between them and the use of mobile phones, computers and other technology.

The article by Gauree Malkarnekar was published in the Times of India on August 9, 2015.

Konkani will soon join 50-odd languages from across the globe, whose text will be recognized by the online engines for the visually impaired that converts text on mobile phone and computer screens into speech, enabling the blind to use the devices. The bank of sounds of Konkani alphabets for this purpose has been developed by Delhi-based NGO Saksham with the help of staffers of Goa's state central library at Patto, Panaji.

Users will be able to take the benefit of the initiative and have Konkani texts read out to them by making use of the open source or free for use text to speech engine eSpeak.

"Saksham, under Centre for Internet Society in Bangalore, is on the quest to enable text in all Indian languages to be converted into speech for the visually-impaired. We approached them to begin work on Konkani as we realized that while Romi Konkani can be read out because of its Roman alphabets, there was no correct pronunciation of the Devanagri Konkani sounds. The Marathi and Hindi alphabets have a different sound," said Taha Haaziq, incharge of the resource room for the disabled at Goa's central library.

A staffer of the library spoke out the entire range of sounds of Devanagri Konkani alphabets, which was recorded and sent by the library to the NGO in Delhi in January, based on which the sounds for use on eSpeak were developed.

"Work is nearly complete and Konkani speaking visually-impaired the world over will be able to benefit from this initiative. Regular Konkani speakers who prefer to use the text to speech option on their mobile phones instead of reading can also make use of Konkani version of eSpeak," said Haaziq.

The text to speech will also help the blind in the use of refreshable Braille display, which enables the visually-impaired to use computers as the display text on their screens are read out to them, in this case, now in Konkani said Central library curator Carlos Fernandes.

Highlights

NVDA team conducted a training at SIES College, Sion, Mumbai. Thirty-four delegates attended the training programme. A training workshop was held at Anne Jane Askwith Higher Secondary School for the Visually Impaired, Palayamkottai, Tirunelveli by NVDA team. Sixteen delegates participated in this. Konkani Wikipedia is the second Wikimedia project after Odia Wikisource that has gone live out of incubation. The project stayed in the incubation for nine long years and the community has gone through a long debate to have a Wikipedia of their own. Subhashish Panigrahi has blogged on this highlighting the three Konkani Wikimedians. The 30^th Session of the WIPO Standing Committee on Copyrights and Related Rights was held in Geneva from June 29 to July 3. Nehaa Chaudhari prepared a statement about the negotiations on the Proposed Treaty for Broadcasting Organisations. Sumandro Chattapadhyay wrote an article in the Hindustan Times about India’s “Digital India” initiative to develop communication infrastructure, government information systems, and general capacity to digitise public life in India. CIS published the first draft of its analysis on technology business incubators ("TBI") in India. The report prepared by Sunil Abraham, Vidushi Marda, Udbhav Tiwari and Anumeha Karnatak looks at operating procedures, success stories and lessons that can be learnt from TBIs in India. Pranesh Prakash did a brief analysis about the Department of Telecommunications Panel Report on Net Neutrality. CIS has participated in the Expert Committee for DNA Profiling constituted by the Department of Biotechnology in 2012 for the purpose of deliberating on and finalizing the draft Human DNA Profiling Bill and appreciates this opportunity. CIS has prepared a dissent note to the Expert Committee on DNA Profiling. In the last few decades, all major common law jurisdictions have decriminalised non-procreative sex – oral and anal sex (sodomy) – to allow private, consensual, and non-commercial homosexual intercourse. Bhairav Acharya brought out the developments from across the world in a blog entry. As part of its project on mapping cyber security actors in South Asia and South East Asia, CIS conducted interviews with a Tibetan security researcher and information activist and Shantanu Ghosh, Managing Director, Symantec Product Operations, India. CIS, the Observer Research Foundation, the Internet Policy Observatory, the Centre for Global Communication Studies and the Annenberg School for Communication, University of Pennsylvania had organized a conference in April in New Delhi. The findings have been condensed in a report titled “Effective research, policy formulation, and the development of regulatory frameworks in South Asia”. Pranesh Prakash in a research paper titled Regulatory Perspectives on Net Neutrality gives an overview on why India needs to put in place net neutrality regulations, and the form that those regulations must take to avoid being over-regulation. Rakshanda Deka undertook an analysis on the anti-spam laws in different jurisdictions. This analysis is a part of a larger attempt at formulating a model anti-spam law for India by analysing the existing spam laws across the world. As part of the 'Studying Internets in India' series, RAW has published blog entries on WhatsApp and the Creation of a Transnational Sociality; Users and the Internet; Effective Activism: The Internet, Social Media, and Hierarchical Activism in New Delhi; Studying the Internet Discourse in India through the Prism of Human Rights; and 'Originality,' 'Authenticity,' and 'Experimentation': Understanding Tagore’s Music on YouTube. The National Optic Fibre Network, a part of the Government's Digital India Initiative, has been in the news since the recent Expert Committee Report. Aditya Garg in a blog entry examined the accountability of the funding of the project.

Accessibility and Inclusion

Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The publication has been finalised and is being printed. The draft chapters and the quarterly reports can be accessed on the project page. The second project is on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed here.

Christ University Undergraduate Programme (Organized by CIS-A2K; Bangalore; July 1 - 8, 2015). Students were initiated into the Wikimedia activities with hands on sessions of typing on Wikisource. Faculty of the Christ University helped the A2K team in deciding on the texts that were to be typed. These texts will provide much needed impetus for Wikisource related activities in Indian Languages. Wikipedia Education Programme at Christ University received support from Ravishankar.A of the Tamil Wikimedia community and Sayant Mahato from Sanskrit Wikimedia community.
Aloysius College (Organized by CIS-A2K; Mangalore; July 1 – 4, 2015). Tulu and Kannada Wikipedia workshops were conducted in St. Aloysis College, Mangalore. Tulu Wikipedia is in Incubator and a small community is growing in Mangalore. Pavanaja U.B. and Rahmanuddin Shaik participated in this events.
Media Wiki Train the Trainer Program (Organized by CIS-A2K; Bangalore; June 24 – 27, 2015): A four-day long train-the-trainer program aimed at building leadership among technical contributors to Indic language Wikimedians in the areas of bugs, bots--Pywikipedia and Auto Wiki Browser, various MediaWiki tools, and translations. Ravishankar A. from Wikimedia India, MediaWiki developers Pavithra H., Yogesh Omshivaprakash H.L. and Harsh Kothari, and Tamil Wikimedian Dineshkumar Ponnusamy provided support for the event.

Participation in Events

Wikimania 2015 (Organized by Wikimedia Foundation; Mexico City; July 15 - 19, 2015): A whole day was dedicated for evaluation of strategies and activities by various major stakeholders of the Wikimedia movement. Community members who lead major activities, Wikimedia chapters, affiliate organizations and Wikimedia Foundation itself took part in the discussions. There were several group activities, exchange of ideas focused on project and community level outreach and other activities, tools and techniques, and best practices. Subhashish Panigrahi participated in this event and gave a talk on How to do Guerrilla GLAM. Subhashish Panigrahi was a panelist along with Rohini Lakshané in the session “Edit-a-thons for Bridging the Gender Gap on Wikimedia: A Panel Discussion”. An Indic Meet-up was also organized. Wikimedians from India, Bangladesh and Nepal representing various language communities, Wikimedia India, Wikimedia Bangladesh, Wikimedia Nepal, and Access to Knowledge (CIS-A2K) gathered to discuss about various challenges, cross-community collaborative projects, organizing larger events, and strategies to grow the Wikimedia movement in South Asia.
Classical Languages in the Digital Era Conference (Organized by Central Institute of Indian Languages, Mysore; July 17, 2015) Tanveer Hasan participated in this conference aimed at discussing about the future of Indian classical languages in the digital era.
