The Centre for Internet and Society's Access to Knowledge team (CIS-A2K) welcomes you to attend the "Train the Trainer Program" in Bangalore.

Train the Trainer (TTT) is a residential training workshop to groom leadership skills among the Indian Wikimedia community members. CIS-A2K is organizing the Wikipedia Train the Trainer Program 2015 (TTT 2015). This is the second iteration of this program. TTT 2015 will be conducted by CIS-A2K during 26 February to 1 March 2015 in Bangalore, India.

Note: All selected participants will be expected to reach the event venue the previous night (i.e. February 25) and leave by the evening of March 1, 2015. The selected participants are requested to kindly confirm their participation by writing to tanveercis-india.org. Registration for TTT 2015 is closed. Please do not register.. Train the Trainer 2018

We are delighted to inform that the Train-the-Trainer (TTT) 2018 programme organised by CIS-A2K will be held from 26-28 January 2018, in Mysore, Karnataka, India.

CIS-A2K believes that in every experienced Wikimedian, there is a trainer. A trainer is like a candle that can light up many other candles. (S)he can inspire many other Wikimedians. The workshop attempts to groom such trainers. After three successful iterations of Train the Trainer in 2013, 2015, 2016, and 2017, CIS-A2K is going to organize the fifth iteration of the program on 26-28 January 2018 (note 25 January is day zero).

What is TTT?
Train the Trainer or TTT is a residential training program. The program attempts to groom leadership skills among the Indian Wikimedia community (including English) members. Earlier TTT have been conducted in 2013, 2015, 2016 and 2017.

Who should join?

An editor who is interested to conduct real-life and online Wiki-events such as outreach, workshop, GLAM, edit-a-thon, photowalk etc.

Any active Wikimedian contributing to any Indic language Wikimedia project is eligible to apply.
The editor must have 500+ global edits before 1 November 2017. Anyone who has already participated in an earlier iteration of TTT, cannot apply.

Train The Trainer 2017

The Centre for Internet and Society’s Access to Knowledge program conducted its annual flagship event, Train The Trainer(TTT), between 19 to 22 February, 2017 at Jayamahal Palace, Bengaluru. The three day residential workshop focussed on training participants to develop the skills and attributes required for conducting events and outreach activities while also, eventually, taking on leadership roles within their respective language communities. The aim of the program is to groom such leadership skills among the Indian Wikimedia community members. 19 participants from nine different language communities from the Indian subcontinent attended the workshop.

The pre-event session on the evening of the 19th consisted of fun games for participants to break the ice and get to know one another. As the evening wound down, the participants, who were invited to bring sweets and savouries from their cities and towns, set up a sweets table. This activity was inspired from Wikimedia Deutschland's candy table at Wikimedia Conference 2015. The idea is to hold an exciting sweet tasting session as the participants attend the workshop. Participants enthusiastically shared trivia about the delicacies they brought to the event and exchanged notes on the various recipes.

Day 1: Introductory discussions, event planning & WikiConference India case study

The first day of the workshop started with a welcome address from the organisers and a formal introductory session for all those present. The participants introduced themselves and spoke about the one Wikipedian they are most inspired by. This was a platform for both participants and organisers to understand each other and their motivation to be a part of the free knowledge movement. Participants also shared the nature of their work on Wikimedia and their pet projects. Most importantly, they spoke about the challenges they have overcome in their journey as a Wikipedian. Pabitra Kumar Panda(User:pkp05) of Odia Wikipedia spoke about how he began editing Wikipedia on his phone using public hotspots in his city(Puri). “I love editing Wikipedia so much that I used to sit for hours together and edit on the street using the wi-fi available. I completely lost track of time,” he said. Another participant, Sumita Roy(User: Sumita Roy Dutta), spoke of how she learned to combine her love for trekking and Wikipedia. She uploads extensively categorised photos on Wikimedia Commons from every trek in order to help potential trekkers or travellers who may wander off the beaten path in the Himalayas.

The interaction gradually transitioned into an activity where participants were asked to present their expectations over the next few days and for the year ahead. Participants were divided into five groups with one CIS-A2K team member at each table to facilitate discussions or clarify doubts. Sanskrit Wikipedian Sidharth Dhodapkar(User:Siddharthdhodapkar) pointed out that while focussing on language communities is important, general outreach activities should also be conducted simultaneously so as to not miss out languages like Sanskrit that are rarely spoken today. Suyash Dwivedi(User:Suyash.dwivedi), an active contributor to Wikimedia Commons, stated that the need of the hour was localisation of global best practices that serve as a guideline for volunteers across Indic language Wikipedias.

Notably, many participants brought up the need for a more concentrated Wikipedia effort in the domain of education in India. Paramjit Singh(User:param munde), a school teacher from Punjab explained how his students would stand to benefit from a reliable learning platform available online. “We need to explore ways by which we can convert Wikipedia articles into basic educational resources at the school level, keeping Indic languages in mind,” he said. Frederick Noronha(User:Fredericknoronha), a journalist from Panaji and English Wikipedia contributor, urged the participants to tap into digital resources already made available by the National Council of Educational Research and Training. Adding to that, Dr. Manavpreet Kaur, Punjabi Wikipedian and forensic scientist, said that students can be taught animal kingdoms, for example, with the help of “Categories” (of photos) on Wikimedia Commons. Reiterating the need for expert knowledge on subjects, Ramakrishna Reddy Palagiri(User: Palagiri) pointed out that these subject expert articles must be translated across the Indic language Wikipedias. These interactions helped the CIS-A2K team understand the various ways in which we can expand our support providing infrastructure to the Indic language communities.

The first master class session began with CIS-A2K team members, Tanveer Hasan and Tito Dutta, talking about Wikimedia Foundation grants. They elaborated on the two types of grants offered by WMF: individual grants and grants for groups and organisations. They answered questions about the practical nature of processing the grants and the expenses covered by these grants. Participants seemed most interested in the procedure of applying to and receiving the Rapid Project Grant that is commonly requested for edit-a-thons, contests, equipments and events, with a funding of USD 1500- 2000 approximately.

This was followed by a session on “Essentials of Conducting an Event” by long time Wikipedian (Retd.) Col. Ashwin Baindur. The session mapped the connect between the spirit of conducting an event and the logistical challenges trainers and volunteers must be prepared to face. He pointed out that professional administrative support and preparedness leads to Wikipedians feeling a sense of purpose. He related a quote from his personal experience and said, “the more you sweat in peace(i.e.planning and preparation), the less you bleed in war(i.e. the actual event). Participants were glad the presentation touched upon new topics such as generating enthusiasm through pre-work, dividing participants into groups so as to facilitate healthy exchanges and following up with sharing of the event’s documentary resources and feedback.

The day came to an end with Dr. Manavpreet Kaur’s presentation on WikiConference India. She put forth a case study on how they prepared for and conducted the pan India event in 2016. This presentation went through the administrative process and challenges as well as tips that helped conduct such a large scale conference.

Day 2: Excursion to Cubbon Park & the Wikipedian’s ethos

The second day involved an excursion for the participants who were geared up to go to Cubbon Park, Bangalore. This was a nature walk conducted by long time Wikipedian, Shyamal Lakshminarayan(User:Shyamal). The organic discussions that took place during the excursion surrounded conducting photo-thons and GLAM activities that drew on local heritage and biodiversity. The participants visited the Government Museum near the park and Shyamal explained the importance of knowing about the available resources of knowledge for every Wikipedian. “It’s cheaper to put wrong information on the web, so physically visiting libraries to find relevant information will help you judge the credibility of a source,” he said. At the late afternoon session back at the conference venue, participants were introduced to the Internet Archive while Col. Baindur helped the participants understand easy reference templates. Participants were even taught hacks that they could use to cultivate new editors. For example, while uploading Commons images with different categories is important, someone who doesn’t know how to do it may still upload the images with the basic categories so that other users may add detailed categories. A new Wikimedian may initially find this useful as he/she is learning the ropes. Reflecting on the morning’s excursion, the participants were encouraged to ponder on the more philosophical question: how does knowledge on Wikipedia reflect the reality around us?

Day 3: Global Initiatives, Gender Gap Bridging on Indic Wikipedias & Feedback

The final day of Train The Trainer 2017 began with a masterclass on global initiatives that the participants could learn from and adapt to their communities. Some of the methodologies for improving community consultation were discussed such as needs assessment, outreach activities and surveys. The participants (who would all ideally be prepared to take on the role of trainers) were introduced to Learning Patterns and how they could document the lessons they have learned regardless of the outcome of their event. Another global strategy, global engagement, was also discussed in detail. Participants were asked to make the fullest use of traditional and social media in promoting their events, whether online or offline. Participants were introduced to Share-A-Fact, an inbuilt option on the Wikipedia mobile application which allows the sharing of any sentence or phrase as per the reader’s choice from a Wikipedia article onto any social media or email application. This is imposed over a photo from the article along with a link to the article itself. Participants who were active on social media pointed out that the social media handle of CIS-A2K team had shared these quick facts during the excursion the previous day.

Following this, Ravi Ayakannu, long time Tamil Wikipedia community member held a session on conducting photo contests such as Wiki Loves Monuments and Wiki Loves Food. He explained that these are held online and help keep the volunteers motivated without requiring their physical presence. Mr. Ayakannu advised the participants to be inclusive in their approach to awarding best photos such as awards for diversity, creativity, etc. He suggested that organisers must give themselves ample time before adjudging the photos and the organisers could involve someone from Commons. "These contests would also get professional non-Wikimedian photographers involved and hence produce high quality images", he added. For promoting the photo contest, Mr. Ayakannu suggested site banners on Wikipedia.

The final session of the workshop was on Wikipedia and Women. Ting Yi Chang, CIS-A2K research intern, working on exploring ways to bridge the gender gap on Indian Wikipedias conducted the session. Participants were introduced to global initiatives for bridging both the women-related content and male to female editor ratio gap on Wikipedia. While speaking on her soon to be published gender gap bridging toolkit(inspired by User:Keilana's Systemic bias kit) for Indic Wikipedias, Ting Yi noted, "women are not periphery subjects and we must avoid treating it as such." Participants appeared interested to learn about projects such as Women in Red that makes an effort to add women-related content on Wikipedia. The session also reminded participants to organize community events during commemorative events such as Women's History Month in March. The session was followed by activities that were aimed at sensitizing the participants and urging them to think critically on issues they could potentially face as organizers, both on and off wiki, regarding the participation of women or women-related content. The session came to an end with a free-wheeling discussion among participants about the various scenarios, biases and mindsets they need to be aware of while attempting to bridge the gender gap on Wikipedia and related projects.

As the three day event drew to a close, the participants shared some of their key takeaways and follow-up action points which included cross-community collaborations and mentorship at least at the regional level, encouraging informal/ semi-formal opportunities for community members to mingle and share their ideas with one another among others.

Train the Trainer 2016

The Centre for Internet & Society (CIS-A2K) team is organizing the Train the Trainer programme at its office in Bengaluru from June 15 to 17, 2016.

After two successful iterations of Train the Trainer in 2013 and 2015, CIS-A2K is planning to organize the third iteration of the program. The exact dates and venue of the event have not been decided still, but like our previous iterations, this year also be a 3-days' residential program.

What's new in TTT 2016

Extensive feedback gathering: The planning of TTT 2016 started in mid-April when we started contacting TTT 2015 participants for their ideas and suggestions to design this year's Train-the-Trainer program. We asked them a number of questions such as "what could be improved in the last TTT?, how can be improve this year's TTT etc." We'll reach mailing lists and village pumps for for further inputs. Based on all these suggestions and feedback, this year's TTT will be designed.
MWT session: Based on the feedback we have received, it seems the participants are interested to learn some topics which were previously discussed during MWT. So, MWT sessions many be included in this year's program.

Note: Participants will be selected based on their on wiki and off wiki activities and their responses to the questions asked in the Google form. In order to fulfil this objectives, preference will be given to Wikimedians who are applying for the first time.

Train the Trainer — Report in Udayavani

Train the Trainer — Four-day long Residential Training Workshop in Bangalore

Train the Trainer is a four-day long residential training workshop to enable Indian Wikipedia community members conduct outreach sessions effectively and independently. It is being conducted by the CIS-A2K team in Bangalore in the first week of October.

Why CIS-A2K is conducting this Program?

Based on an internal needs assessment exercise undertaken by CIS-A2K, it has been realized that:

bulk of the Indian population does not know about the existence of Indic Wikipedias and sister projects.
there is a lot of potential to do outreach in India but it is hampered by community member's lack of time, lack of availability of support material and/or ability to do outreach.
though many Indic Wikipedia community members have desire to undertake offline outreach they seldom receive support and guidance.
there is a need to further build the capacity of interested community members to conduct effective outreach sessions.

Thus through this program, the CIS-A2K programme wants to support and enable community members who are interested to conduct Wikipedia outreach sessions in their own cities/languages and to spread the word about the Indic Wikipedias.

Overview of the programme

CIS-A2K is organising a 4 day Train the Trainer Program in Bangalore. The program will include:

3 day sessions with interactive training run by professional consultants on how to conduct outreach in an effective manner – training on presentation skills, audience engagement, public speaking etc. It will include mock presentations, with video recording for feedback.
4th day will be a field trip aiming to train the participants on how to organise an effective photothon; in addition, participants will also add pictures from the field trip to Wikimedia Commons for enhancing and improving articles on Indian language Wikipedias.

Selection Criterion

CIS-A2K will conduct this program for approximately 20-25 interested community members from different Indian language communities. We want to make sure that there is equal participation from each language community. The CIS-A2K will use below mentioned parameters for selecting candidates.

CIS-A2K's evaluation of Train the Trainer Program Application Form.
Motivation of the candidate to be a part of the program.
The applicant should have made minimum 200 edits on their respective Indian language Wikipedia.
The applicant should have created at least 5 new articles of start class (as defined by their language community) on their respective Indian language Wikipedia.
The applicant should have conducted at least 1 outreach session before the end of application date and shared the report with the community (via mailing list, village pump, event page, etc.)

Candidates' Deliverable

There are certain deliverables that CIS-A2K expects out of selected candidates. These are:

Take lead in translating outreach documents (including presentations, banners, FAQs, handouts) in their respective language and share it with their respective communities.
Organise at least 2 outreach sessions per month in their respective cities, for a minimum of 6 continuous months and share the report with the community (via mailing list, village pump, event page, etc.).
Take lead in organising at least 1 community meet up in their respective cities, where they would give a small talk/presentation about their experience in the Train the Trainer Program and share ideas and tips they picked from the program with their language community members.
Write a 1500-word report sharing their Train the Trainer Program experience with large emphasis on their learnings and take-aways to be shared with all Indian communities.

What is train the trainer program?
Train the trainer is a 4 day program organised by CIS-A2K to build capacity and enable community members to conduct outreach sessions independently or with minimal support to introduce Wikipedia to prospective editors in their respective Indian languages. Train the trainer program will take place in Bangalore for 4 continuous days in the 1st week of October 2013. Exact details of dates and venue will be communicated shortly.

The event is open to all Wikimedia volunteers from India who can and want to support outreach events in the coming year.

CIS-A2K has a budget for Community Development and the team will be able to cover your travel and accommodation.
What will be the timings each day?
The timings of the program will be 9.00am to 7.30pm everyday with sufficient time for lunch, dinner, tea breaks and fun sessions.
Where will I eat?
Light breakfast and lunch will be provided; together with social dinner. Arrangements will also be made for tea and coffee.
What is expected out of me?

Each selected candidate will be given some pre-work. You're expected to come with completed pre-work.
Take lead in translating outreach documents (including presentations, banners, FAQs, handouts) in their respective language and share it with their respective communities.
Post the program, organize at least 2 outreach sessions per month in your respective cities, for a minimum of 6 continuous months and share the report with the community (via mailing list, village pump, event page, etc.).
Post the program, take lead in organising at least 1 community meet up in your respective cities, where you would give a small talk/presentation about your experience in the Train the Trainer Program and share ideas and tips you picked from the program with your language community members.
Write a 1500-word report sharing your Train the Trainer Program experience with large emphasis on learnings and take-aways to be shared with all Indian communities.

Reporting on the learning: 1) As the edit-a-thon was happening on English Wikivoyage and A2K team had not intimated about the event to the larger community, there were instances of accounts being blocked and ip address being blocked as well.

A2K conducted Wikivoyage edit-a-thon and was surprised to see that many tourist places in India do not find mention on this Wikimedia project.

New developments: Interest shown by the faculty of Department of Tourism Studies, Christ University to host the student assignments on Wikimedia projects.

Failures: A2K was unable to help students to upload images onto commons.wikimedia.org during the session. A follow up session is being planned.

To help Wikimedians learn about essential tools that are used across Wikimedia projects, a tools orientation session was organised during the monthly meetup on July 10 at Hyderabad. Six Telugu Wikimedians; Murali Mohan, Pranayraj Vangari, Rajasekhar, Gullapalli Nageswara Rao, Santhosh Panjala and Sravani participated in this session. CIS-A2K member Pavan Santhosh facilitated this event. The major discussions were around Wikipedia citation templates and Twinkle.

“After the training, I have started using the citation templates in a series of articles about Avadhanam,

a literary performance in ancient India and I will use more in coming days. I have also suggedted for creating a thorough documentation about citation templates so that more Wikimedians could find them online” shares Murali Mohan, one of the participants.

Long time Wikimedian Rajasekhar shares, “I am yet to use everything I learnt from this session. I wish I could have learnt these tools much. I also have shared the idea of connecting experienced Wikimedians with those who want to learn using fast online platforms. These could be using social-media based chat clients like WhatsApp or Facebook messenger or anything of that kind that many would otherwise use in life. This will also reduce the pain of the trainers to travel.” “Most tools, gadgets and extensions are available in English and many are not available in Telugu Wikipedia even though they are useful. It would be useful to have more sessions for us to know which of these these could be useful for us to use”, he adds.

To embed a tweet or not?

Experts say it would amount to copyright infringement if the fair use clause is exploited.

On 20 September, a user on Twitter put out details of her intriguing conversation with the driver of a leading cab hailing service that she had used. Simply put, their conversation led to the revelation of a possible scam with a direct competitor of the said cab service.

The subject of the detailed chat easily had the makings of an investigative story and, therefore, a digital news website in India reproduced the string of tweets put out by the user in the form of a story on its platform.

This was done without her consent and hence the user asked the digital platform to take that story down.

In the light of this episode, let’s take a look at the laws governing such a situation. The question is, does the use of the tweet by the digital news website amount to copyright infringement or not? Or, whether Twitter is liable or not?

As it turns out, Twitter has a safety net within the terms of service that a user must agree to before they sign up onto the platform. A company spokesperson confirmed that Twitter was not liable if a user’s Tweet is used by someone else. “On the issue of consent, one (individual/organization) needs to take consent from the other user before using his\her tweets,” the spokesperson said.

Media lawyer Apar Gupta agreed and said that Twitter’s terms of service clearly state a clause in favour of the platform which means it is not legally liable in the above mentioned situation. “They have a worldwide, irrevocable license to publish content on their platform, which is also provided for third party affiliates,” said Gupta.

The next question is whether a user’s tweet published by someone else amounts to copyright infringement.

“The law that’s applicable in such a situation is the Copyright Act. For the purpose of reportage you can path your use within the fair dealing section (52) of the Copyright Act. Secondly, if the content used was a work of literary nature and creative, it would be up for copyright protection, just a mere Twitter rant or factual statements might not be that plausible,” said Anubha Sinha, program officer, at Centre for Internet and Society (CIS).

Both Gupta and Sinha agreed that the ownership of the tweet rests with the user and only the user. “It would amount to copyright infringement if the fair use clause is exploited,” said Gupta.

To be sure, globally, too, media has been grappling with the issue. In a September 2013 article published on leading media platform, Poynter stated, “The legal rights to re-use content really only extend to Twitter, its official partners and anyone pulling tweet data through the Twitter API. So if you embed a tweet using the official Twitter-provided embed code, you should be fine. However, if you just copy and paste the text of a bunch of tweets, or download a Twitter photo and upload it to your own CMS, you may be on shakier ground. The “fair use” exceptions to copyright may still protect you depending on the circumstances, but you might have to prove it.”

Time Out Bengaluru - Software Patenting

In August this year, the US Patents and Trademarks Office granted Microsoft ownership of “page up” and “page down”. So in theory, no other company can scroll without permission and acknowledgement to Microsoft in monetary terms.

A number of seemingly ubiquitous software ideas have been patented: the use of tabs to shift from one hyperlink to another on a web page, the “Add to Shopping Cart” function that appears on every online store, automated online loan requests, and even reducing image size to make a webpage load faster.

“Most companies register defensive patents to protect themselves, not offensive ones,” said Sunil Abraham of Centre for Internet and Society. “Not many actively pursue patent infringement, but it is still very scary for a small-time entrepreneur.”

At a time when the Indian Patent Office is in the process of putting together a new Manual of Patent Practice and Procedure, the Centre for Internet and Society is holding a one-day consultation on the issue of software patenting in the city. Participants include the Delhi Science Forum, RedHat, IT for Change, Open Space, as well as the Alternative Law Forum.

From mobile phone technology to pacemakers in healthcare, everybody is dependent on software. “Each software patent is a 17-year monopoly on an idea,” said Anivar Aravind of the Free Software User Group Bangalore.

“If formulaic Hindi films were protected by patent laws, we would be able to make only one film,” joked Abraham. The system of software patenting wipes out smaller businesses and innovation, he said. “Software, like poetry and literary works, is already protected by copyright. After all, Bill Gates made his fortunes from copyright and not patents. But many software companies are trying to get additional protection.”

Copyright and patents are both part of intellectual property rights, but copyright restricts the expression of an idea while patents restrict the idea itself, according to Abraham. Under a patenting regime, even before a kid writes one line of code he has to read many patents.”

Kiran Patil of Turtle Linux Lab agreed. “If every little thing is patented, there’s nothing a developer can do.” He cited Richard Stallman, founder of the Free Software Movement and the GNU (a recursive acronym for GNU’s Not Unix) Project, who likened patents to explosive devices: “Software patents are the software project’s equivalent of land mines: each design-decision carries a risk of stepping on a patent, which can destroy your project.”

Worst of all, the world sees those with patents as the innovators, said Patil, which, according to him, is a big misconception.

While corporate giants like Microsoft and IBM fix exchange deals through cross-licensing, smaller companies get left out of the loop entirely. Despite not having many patents of their own, several Indian software companies support software patenting because they have huge contracts with the large software companies in the United States and Europe who do.

The Indian Patent Act of 1970 did not allow for software patents until 2002 when an amendment, which ironically excluded “computer programmes per se” from the scope of patenting, was introduced.

The amendment implied that while computer programmes themselves were not eligible for patents, programmes used in combination with hardware were. The Act was further amended through an ordinance in 2005 to narrow the scope of software excluded, but the ordinance was rejected by the Indian

Parliament and the Act effectively reverted to what it was after the 2002 amendment. “The law has left it somewhat ambiguous,” said Abraham. “Nobody is sure what can or cannot be patented. Many people are using the clause “computer programmes per se” to get pure software patents.”

This occurs either due to incompetence among patent officers or by accident, he said. “While many of the patent officers have expertise in the area of industrial inventions or medical inventions, very few know enough about software patents at the moment.”

Thomas Abraham's Rebuttal on Parallel Importation

We engaged in an e-mail conversation with Thomas Abraham, the managing director of Hachette India, on the issue of parallel importation of books into India. We thought it would be in the public interest to publish a substantive part of that conversation. In this post he points at great length how our arguments are faulty. While we still believe that he doesn't succeed, we hope this will clarify matters a bit.

Nature of disagreement

There is essentially fundamental disagreement on principle and definition-and I guess there will always be if you knock actual knowledge and see things as abstract philosophical (and legal) points. Why I think detailed knowledge is necessary is precisely illustrated at the logic (or lack thereof actually) employed by the Ministry. And then there is to me the fundamental problem of disregarding the author's wishes (for no greater good).

Second hand books and libraries

The comparison is not the same. Both (second-hand and libraries) have had a first sale where the copyright holder has got his/her basic right-the designated royalty. (I have explained earlier how export royalties and remainder royalties are much lower and results in losses to the author.) So here we come back to the basic philosophy-who has greater right on deciding on creative works? The creator or the government? A just answer would be the creator provided commercial dissemination fulfilled society's needs-which in India's case would be availability and right pricing keeping in mind socio-economic needs. Both are happening through local publishing and pricing of imports. But parallel imports would take away that right an author has of deriving a rightful income as per existing norms in all mature markets (including India so far). We are heading towards being a mature market and this has come about only because we are in the self-perpetuating framework of publishing, writing, and cultural development.

So the argument is that second hand books and libraries foster reading without depriving the author of rightful royalty or ruining the market.

Parallel importation does both. There is every reason to know that this will happen-that's exactly the substantiation we are offering. And the advocates of parallel importation have none to offer-pricing (where is it high, and by how much should it come down?), what is not freely available and at special prices? So for what reason do we want the existing law-also made by lawmakers-to change the stated remit of exhaustion from national to international.

No book publisher objects to libraries or even second hand books. But they are objecting to parallel importation. So leave it to them to decide. It is a tad patronizing to tell us what will help us, without having a shred of actual knowledge.

Helping libraries and disabled

This is completely false. No library needs to import from Amazon. And if it is a public library then they are wasting taxpayer money. Almost any book in the world they will still get at a special price through Indian publishers or distributors. There are societies for the disabled to whom publishers give rights at almost no cost. The UK has a law that a copy must be made available at near cost for disabled. By all means have such a law here. Why try and use parallel importation as an excuse for this?

Flexibility in the law

To your point: "Even if prices don't fall, it is good to have the flexibility for libraries to import four copies of a book that students need and isn't being made available in India. That flexibility is crucial, for availability, and just on principle, and not just for the sake of prices". By all means pass the law that gives the libraries the right to import 5 copies of any book they want. Publishers won't gripe at that. Libraries would still get it cheaper here than Amazon but that's the libraries' call.

Law should promote fairness and equity, not perpetuate a particular business model

No disagreement here. But the contention is that it will result in exactly the opposite. Sure, so let the lawmakers demonstrate they have done due diligence and outline evidence for their assumptions and how it will promote fairness and equity. What is unfair right now and what is not equitable? And how this law will address that. Why do other markets have it, and why should we not? On no count is there any detailing-just three false assumptions-availability, pricing and current editions.

Equally one can't have the law being made the proverbial ass because the lawmakers won't do their homework.

Export and remainder royalties are lower

I explained export vs domestic royalties in my first rebuttal. Not just remainders. Remainders are near zero royalties. Export surplus even pre-remainders are low royalty-against the author's wishes. And parallel importation will result in further loss of royalties from loss of sales of the hitherto legitimate edition.

Why anti-dumping laws will not be practical

Firstly there will be 40,000-plus titles to track, and the damage would have been done by the time you invoke the law. And assuming we want to invoke anti-dumping law, what parameters will be fixed? what discount are you going to fix? What quantity? I'll explain why this will never work. There are no real averages to draw lines and say this much and no more for either discount or price or quantity. To understand why we need to understand cost to price structures. Indian publishing (both publishing and imports) is low margin. Our books are priced to market; that means from cost our mark up is 2.5 times for imports and about 3-4 on average for local publishing-to enable the prices you see. Abroad it is 8-10 times from cost. To enable low pricing in India, we already have overseas terms that exceed 70% discounts, going into 'net pricing' for the ones that we pick to push big. Once the market is opened up, you will have two things-(a) targeted remainders as against the minor trickle now and (b) surplus clearance or even targeted sale to undercut the existing lawful edition. And I repeat the point that these remainders and 'targeted exports' can still end up undercutting the local edition. Not significantly enough to cause a change in pricing pattern (no benefit to consumer), but enough to undermine existing industry structures.

And yes, parallel importation (the current trickle) does see enforcement the logical way (by which I mean that the intensity of the problem merits the level of redressal). So far (believe me, each of us keeps tabs) we have 'unaware imports' and 'deliberate imports'. It is an irritant but is gradually reducing as the market matures. And the unaware ones are easily remedied by a simple letter asking for infringing stock to be withdrawn. In fact 8 out of 10 cases this simple letter works. For the deliberate ones, as I said earlier, it's just one or two where the impact is not worth the cost. Our margins do not allow us to hire expensive lawyers. But the moment it touches key brands or high revenue, legal action is taken.

Market expansion

Again the inherent assumption that this is some 'fat cat' lobbying protest. For once the lawmakers need to apply themselves-why is everybody from Penguin & Hachette (biggest) to Zubaan and Yatra (amongst smallest) all opposing it? Similarly from Crossword (large chain) to 'The Bookshop' in Jor Bagh (small independent), nobody wants this. Why? Surely that must speak for something? The only ones it will benefit are the remainder stalls you see (of which there must be about 25-30 all over the country). But over time every bookshop will be forced to keep this kind of stocking eroding current shelf space (they will have no choice). This is not market expansion.

Pricing drop

The other thing being ignored is that it's not just short term spoiler pricing. When one thinks in purely theoretical terms and says "open up, prices will drop", one is also not factoring in that the composition of what is stocked will changed. It's no longer status quo at reduced prices. That's the key to a mature market, that what the market needs is available-from bestsellers to literary works to philosophical works-balancing commercial and cultural needs and at prices the market can afford. So sure we can sit back and say we don't care if the history and philosophy shelves are eroded, if local publishing shrinks, let market forces prevail and let there be just foreign mass market novels and old editions (which will flow in by the thousand). But I'd like to hear the government say that.

Not just about copyrighted books but about all copyrighted materials

Yes, and we're not commenting about the others (other materials, i.e.) because we do not know enough. But we cannot have one size fits all if there are legitimate grounds to think about otherwise. Why is there a redressal of authors' needs in the music and film industry and a total disregard of books? Why were there panels created to discuss and thresh the whole thing through for films, and no detailed consultation at all for the books industry?

This Twitter Account Puts a Face to the Unsung Volunteer Editors Behind Wikipedia

The life of a Wikipedia editor is an interesting one. Globally, about 100,000 editors edit the collaborative online encyclopedia's 30 million articles in 287 languages, including over 4.5 million in the English Wikipedia.

They dedicate a tremendous amount of their time to contribute and edit articles, but for no pay (editors work as volunteers) and for little public recognition – their work is credited via their usernames tucked away in the entry's edit history.

Now, one initiative is trying to shine the spotlight on these hard-working “Wikipedians.” WeAreWikipedia is an unofficial project that brings on a different editor each week to curate information regarding their favorite Wikipedia pages and tweet them using the handle @WeAreWikipedia. So far, 19 people representing 17 different language Wikipedias have curated the account.

WeAreWikipedia explains on its blog that it was inspired by a weekly rotation curation handle @WeAreBangalore created by social media strategists from the Indian city of Bangalore in October 2013 to create a space for Bangaloreans to tell their stories, give their opinions or simple connect with other active social media users in the area.

@WeAreBangalore in turn took its cue from the highly successful @sweden, which turns over the Twitter handle to a different Swede every week as a sort of citizen ambassador program.

The WeAreWikipedia curators also tell personal stories and explain the technicalities of publishing and editing Wikipedia to any readers who ask.

Curators often focus tweets on their Wikipedia language community and country. Two women editors from India, Noopur Raval and Netha Hussain, dedicated many of their publications to facts about women’s rights, issues and development in India while curating the handle during Women’s History Month in March. They also drew attention to an edit-a-thon held in Bangalore that brought 90 women to write about 77 articles related to women in India.

Mariona Aragay, an editor for the Catalan Wikipedia, made a related call for more women editors while she was at the helm of @WeAreWikipedia:

Curators also highlight community events, such as Odisha Dibasa 2014, a gathering at the end of March 2014 of the Odia-language Wikipedia community in the capital of the Indian state of Odisha, where the language is predominantly spoken.

Diptiman Panigrahi, an Odia editor who curated @WeAreWikipedia during the event, talked about his week in a blog post for The Centre for Internet and Society in India:

It was a wonderful experience curating WeAreWikipedia without even much time. Meeting the entire Wikimedia global community was even more fun when I was telling happenings of my own community. I hope to take part in more of such collaborative global issues like this.

Ever wondered how many articles the Kannada Wikipedia or the Hindi Wikipedia have relating to India, its social history, literary and cultural heritage and the journey of over 1600 languages?

India has over 235 Geographical Indications (GI) spread over the length and breadth of the 29 states and 7 union territories. GI identifies goods or products as originating in a region or locality and indicates the unique characteristic or particular qualities it has as a result of being made in that area. Out of India's 235 GI, as identified by the Geographical Indications Registry of the Government of India, there exist only about 70 English Wikipedia entries. The state of many Indian language Wikipedias is even worse where a vast majority of the identified GIs and other important topics related to art, craft, cuisine, culture, attire and tradition are missing from Wikipedia. Even Karnataka, which has the maximum number of GIs at 30, has only a handful of articles and a few images on Wikipedia.

This Republic Day, 75 Wikipedia editors who are volunteers and represent 18 Indic languages are coming together online to show their patriotism in a unique way. It is not by hoisting the tri-colour and talking about India's glorious past, but by enhancing Wikipedia content related to the GIs of India in their own languages. Those who are multilingual are even going to create Wikipedia articles in two or three different languages. The multilingual edit-a-thon started on January 25 and will go on until January 31. The event is focused on improving existing Wikipedia content related to GIs of India, translating them into Indic languages and also creating new articles. Being an online event, it has also opened up the door to many contributors outside India. A few participants from Nepal and Bangladesh have signed up for the event.

So little of the great journey of our products with unique quality is available in the public domain. The saddest part is that there is literally a bottom level existence for content related to Indian GIs on Wikipedia, the world's largest online encyclopedia, which is often the first link a web search throws up. This sort of lack of access to knowledge related to India is not new. Even outside of Wikipedia, there is very less that exists about the many stories worth telling from our country. However, crying over the low access to knowledge would never solve the real problem.

This edit-a-thon is just a digital experiment but can be a great way of doing digital activism for the preservation of languages and taking the uniqueness of India to millions of people in their own languages.
