ଓଡ଼ିଶା ହେଉଛି ଭାରତର ପ୍ରଥମ ରାଜ୍ୟ ଯାହା ସ୍ୱାଧୀନ ଭାରତରେ ଭାଷା ଭିତ୍ତିରେ ପ୍ରଥମ ରାଜ୍ୟ ହେଲା । ତେବେ ଓଡ଼ିଆ ଭାଷା, ଯାହାକୁ ଭିତ୍ତି କରି ଓଡ଼ିଶା ଏକ ସ୍ୱତନ୍ତ୍ର ରାଜ୍ୟ ହେଲା ତାହା ନିକଟ ଅତୀତରେ ଶାସ୍ତ୍ରୀୟ ମାନ୍ୟତା ଲାଭ କରିଛି ନିଜର ୨୦୦୦ ବର୍ଷରୁ ଅଧିକ ବର୍ଷର ଗୌରବଜ୍ଜଳ ଇତିହାସକୁ ଜଗତ ସମ୍ମୁଖରେ ଉନ୍ମୋଚିତ କରି । ତେବେ ଏ ମାନ୍ୟତା ଏକ ଭାଷାଭାଷୀ ମୂଳ ବାସିନ୍ଦାଙ୍କ ପାଇଁ କେବଳ ଗୋଟିଏ ବିଶେଷ ସୁଯୋଗ ଆଣିଦିଏ-ତାହା ହେଲା ଭାଷାର ବିକାଶ ନିମନ୍ତେ କେନ୍ଦ୍ର ସରକାରଙ୍କର ୫୦୦ କୋଟିର ଅନୁଦାନ ଯାହା ଭାଷାର ନାନାଦି ସାଧନ ନିର୍ମାଣରେ ସାହାଯ୍ୟ କରେ । ତେବେ ଏକ ଭାଷାର ବିକାଶରେ କେଉଁ କେଉଁ ସାଧନ ଗୁରୁତ୍ତ୍ୱପୂର୍ଣ୍ଣ ଭୂମିକା ନିଭାଏ ତାହା ଜାଣିବା ନିତାନ୍ତ ଜରୁରୀ । ଜଗତର ପ୍ରଥମ ପାଞ୍ଚଟି ସବୁଠାରୁ ଅଧିକ କ‌ଥିତ ଭାଷା: ମାଣ୍ଡାରିନ (ଚାଇନିଜ ଭାଷାଗୋଷ୍ଠୀ), ଇଂରାଜୀ, ହିନ୍ଦୁସ୍ଥାନୀ (ହିନ୍ଦୀ, ଉର୍ଦ୍ଦୁ ଆଦି ଭାଷାସମୂହ), ସ୍ପାନିସ ଓ ରୁସିଆନ‌ ଭାଷାମାନ‌ଙ୍କ ସ‌ହ ଓଡ଼ିଆକୁ ତୁଳନା କଲେ ଆମ ସାମନାରେ ଅନେକ ଅନାଲୋଚିତ ତ‌ଥ୍ୟ ଉନ୍ମୁକ୍ତ ହେବ । ଉପରଲିଖିତ ପାଞ୍ଚୋଟିଯାକ ଭାଷା ଭିତରୁ କେଉଁଟି ବି ମୂଳ ଭାଷା ନୁହେଁ, ଅର୍ଥାତ, ଏ ସବୁଯାକ ଭାଷା ଏକ ମୂଳ ଭାଷାରୁ ବାହାରି ଭିନ୍ନ ଭିନ୍ନ ଭାଷା ଦ୍ୱାରା ପ୍ରଭାବିତ ହୋଇ ଏକ ସ୍ୱତନ୍ତ୍ର ଭାଷା ରୂପେ ଆଧୁନିକ ଦୁନିଆରେ ଜଣାଶୁଣା । ଏମାନଙ୍କ ଭିତରୁ ସବୁଠାରୁ ପୁରାତନ ଭାଷା ମାଣ୍ଡାରିନ ଭାଷାସମୂହର ମୂଳ ତ‌ତ୍କାଳୀନ କଳିଙ୍ଗ ବା ସେମାନଙ୍କ ଉଚ୍ଚାରଣରେ "କ୍ଳିଙ୍ଗ" ଭାଷାର ଢାଞ୍ଚାରେ ନିର୍ମିତ ଯାହା ପ୍ରମାଣିତ କରେ ଆମ ସାଧବ ପୁଅମାନେ ଦୂରଦେଶକୁ କେବଳ ଆମର ପାଟଲୁଗା ଆଉ ମସଲା ନେଇଯାଇ ନଥିଲେ, ଆମର ଭାଷା, ଚଳଣି, ଧର୍ମର ଅନେକ ଧାରା ଦକ୍ଷିଣ-ପୂର୍ବ ଏସିଆକୁ ନେଇଯାଇଥିଲେ । ତେବେ ଅନେକ ଐତିହାସିକ ତ‌ଥ୍ୟ ଅଭିଲେଖର ଅଭାବରେ ପ୍ରମାଣିତ ହୋଇନ‌ପାରି ଇତିହାସ ଆଢ଼ୁଆଳରେ ରହିଯାଇଛି । ଓଡ଼ିଆକୁ ଶାସ୍ତ୍ରୀୟ ଭାଷା ମାନ୍ୟତା ପାଇଁ ବରିଷ୍ଠ ଭାଷାବିଦ ପଦ୍ମଶ୍ରୀ ଦେବୀପ୍ରସନ୍ନ ପଟ୍ଟନାୟକଙ୍କ ନେତୃତ୍ୱରେ ଯେଉଁ କମିଟି ଗଢ଼ାଯାଇଥିଲା ସେଥିରେ ପ୍ରମାଣସ୍ୱରୂପ କେତେକ ଅଭିଲେଖର ଉପସ୍ଥାପନା କରାଯାଇଛି । କିନ୍ତୁ ଖାରବେଳଙ୍କ ଦ୍ୱାରା ଖୋଦିତ ଖଣ୍ଡଗିରିର ହାତୀଗୁମ୍ଫା ଶିଳାଲେଖକୁ ବାଦ‌ଦେଲେ ଆଉ କିଛି ପୁରୁଣା ଲେଖ ମିଳିପାରିଲା ନାହିଁ । ତେବେ ଭାଷାଟିଏ ଜଣାଶୁଣା ହେବା ପାଇଁ ଯେ ଏହା ପୁରାତନ ହେବା ଜରୁରୀ ନୁହେଁ ତାହା ଓଡ଼ିଆ ସ‌ହିତ ପୃଥିବୀର ୫ଟି ଭାଷାକୁ ତୁଳନା କଲେ ସ୍ପଷ୍ଟ ଜଣାପଡ଼େ । ତେବେ କିଭଳି ଭାବେ ଭାଷା ବିଶ୍ୱସାରା ବ୍ୟାପେ, ଏହା ଚିନ୍ତା କରିବାର ବେଳ ଆସିଛି ।

ଭାଷାଟିଏ ସମୃଦ୍ଧ ହୁଏ ବ୍ୟବ‌ହାରରୁ । ଯେଉଁ ଭାଷା ସାଧାରଣ ଜୀବନ ସ‌ହ ଯେତେ ଅଙ୍ଗାଙ୍ଗୀ ଭାବେ ଜଡ଼ିତ ସେ ଭାଷା ସେତେ ଅଧିକ ପ୍ରବ‌ହ‌ମାନ । ଭାଷା ବ୍ୟାପେ ଲିଖନ ଓ ପଠନରୁ । ଜଗତର ସମସ୍ତ ଜଣାଶୁଣା ଭାଷାର ସାହିତ୍ୟ କେବଳ ସେହି ଭାଷାଭାଷୀ ଲୋକଙ୍କ ମଧ୍ୟରେ ସୀମିତ ନ‌ଥାଏ, ତାହା ଅନୁଦିତ ହୋଇ ବିଶ୍ୱସାହିତ୍ୟ ସମାଜରେ ପଠିତ ହୁଏ । ସରଳ ଭାଷାରେ କ‌ହିଲେ ଯେତେ ଓଡ଼ିଆ ସାହିତ୍ୟ, ଓଡ଼ିଶାର କ‌ଥା ବିଶ୍ୱର ବାକି ଭାଷାମାନଙ୍କରେ ଲିଖିତ ହେବ ଓଡ଼ିଆ ବିଶ୍ୱସ୍ତରରେ ସେତେ ପ୍ରସିଦ୍ଧି ଲାଭ କରିବ । ଭାଷାର ନିଅଁ ଦମ୍ଭିଲା ହୁଏ ସରକାରୀ ପ୍ରୋତ୍ସାହ‌ନରୁ । ଯେଉଁ ସମୟରେ ପଶ୍ଚିମ‌ବଙ୍ଗରେ ସରକାରୀଭାବେ ଇଂରାଜୀ ଶିକ୍ଷା, ଇଂରାଜୀରେ ସରକାରୀ ନ‌ଥିପ‌ତ୍ରରେ କାମ କରିବା ଉପରେ ଜୋର ଦିଆଯାଉଥିଲା ସେହି ଏକା ସମୟରେ ବଙ୍ଗଳାଦେଶରେ ବଙ୍ଗଳା ଭାଷାକୁ ସରକାରୀ କଳରେ ବାଧ୍ୟତାମୂଳକ କରି, ଶିକ୍ଷାଦୀକ୍ଷାର ମାଧ୍ୟମ କରିବା କ୍ଷେତ୍ରରେ ଆନ୍ଦୋଳନ ଚାଲିଥିଲା । ଏହି ଆନ୍ଦୋଳନରେ ପ୍ରାଣବଳି ଦେଇଥିଲେ ଅନେକ ଭାଷା ପ୍ରେମୀ ଯାହାଙ୍କ ସ୍ମୃତିରେ ଇଉନେସ୍କୋ ଫେବ୍ରୁଆରି ୧୫କୁ ଅନ୍ତର୍ଜାତୀୟ ମାତୃଭାଷା ଦିବସ ଭାବେ ପାଳନ କରେ । ଯେଉଁ ଭାଷା ଯେତେ ସ‌ହଜରେ ଅଧିକ ଲୋକଙ୍କ ପାଖରେ ପ‌ହ‌ଞ୍ଚିପାରେ ସେ ଭାଷା ସେତେ ଅଧିକ ପଠିତ ହୁଏ । ଏ ତିନୋଟି ମୁଖ୍ୟ ପଦଃକ୍ଷେପ ଭିତରୁ ଜଣେ ସାଧାରଣ ପାଠକ ଓ ଲେଖକର ହାତରେ ପ୍ରଥମ ଓ ତୃତୀୟଟି ସମ୍ପୂର୍ଣ୍ଣ ଭାବେ ର‌ହିଛି । ଓଡ଼ିଆ ଭାଷାରେ ଅଧିକ ବ‌ହିପ‌ତ୍ର ପଢ଼ିବା, ତାହାକୁ ଅନ୍ୟଭାଷାରେ ଅନୁବାଦ କରିବା, ନିଜ ଅଞ୍ଚଳର, ଗୋଷ୍ଠୀର ଅନେକ ନିଆରା ପରମ୍ପରା, ଲୋକସାହିତ୍ୟକୁ ବିଶ୍ୱର ବାକି ଭାଷାରେ ଲେଖି ଜ୍ଞାନର ବିତରଣ କରିବା ଦ୍ୱାରା ଅନେକ ଅନାଲୋଚିତ ବିଷୟବସ୍ତୁ ଉପରେ ପାଠକର ଆଗ୍ରହ ବଢ଼େ । ଏହା ପରୋକ୍ଷରେ ସାହିତ୍ୟ, ଭାଷା, ପରମ୍ପରା ଓ ପର୍ଯ୍ୟଟନର ବିକାଶର ପ‌ଥ ପ୍ରସାରଣ କରେ । ଭାବନ୍ତୁ, ଯଦି ଭାଷାଟିଏକୁ ଛିଡ଼ା କରାଇବା ପାଇଁ ଆନ୍ଦୋଳନ କରୁଥିବା ଯୁବଗୋଷ୍ଠୀଙ୍କ ଭିତରୁ ଇଂରାଜୀରେ ବଙ୍ଗର ଜନ‌ଜୀବନ ଉପରେ ଲେଖିବା ପାଇଁ ରବୀନ୍ଦ୍ରନାଥଟିଏ ବାହାରି ନ‌ଥାନ୍ତା ତାହେଲେ ଆଜି ବଙ୍ଗଳା ଭାଷା ବିଶ୍ୱର ସ‌ପ୍ତମ କ‌ଥିତ ଭାଷା ଭାବେ ପରିଗଣିତ ହୋଇଥାନ୍ତା କି?

ପୁରୁଣା ବ‌ହିର ଅଭିଲେଖ:

୧୮୧୧ ରୁ ଆରମ୍ଭ କରି ୧୯୫୦ ମସିହା ମଧ୍ୟରେ ପ୍ରକାଶିତ ଅନେକ ଓଡ଼ିଆ ବ‌ହି ପୁରୁଣା କାଗଜ, ରକ୍ଷଣାବେକ୍ଷଣା ଅଭାବରୁ ନଷ୍ଟ ହେଇଯାଉଥିବା ଲକ୍ଷ କରି ଭୁବନେଶ୍ୱରର ସୃଜନିକା ଦ୍ୱାରା ସେସବୁ ବ‌ହିର ଡିଜିଟାଲ ସଂସ୍କରଣ ତିଆରି କାମ କିଛି ବର୍ଷ ତଳେ ଆରମ୍ଭ ହୋଇଥିଲା । ଏଯାବତ ପାଖାପାଖି ୭୪୦ ଖଣ୍ଡ ଓଡ଼ିଆ ବ‌ହି, ପ‌ତ୍ରପ‌ତ୍ରିକା ଆଦି ଡିଜିଟାଲ ରୂପରେ ଉପଲବ୍ଧ ଯାହା ଓଡ଼ିଆ ଭାଷାର ଇତିହାସରେ ଏଯାବତ ସର୍ବାଧିକ । ନ୍ୟାସନାଲ ଇନଷ୍ଟିଚ୍ୟୁଟ ଅଫ ଟେକନେଲୋଜି (NIT), ରାଉରକେଲା ସ‌ହ‌ଯୋଗରେ ସୃଜନିକା ବ‌ହିସବୁକୁ ସ୍କାନ କରି ପରେ ସ୍ୱେଚ୍ଛାସେବୀମାନଙ୍କ ସ‌ହାୟତାରେ ପିଡ଼ିଏଫ ଫର୍ମାଟରେ ଏହି ବ‌ହି ଓ ପାଣ୍ଡୁଲିପି ଆଦିର ଡିଜିଟାଲ ଅଭିଲେଖ ତିଆରି କରିଛନ୍ତି । ଅଧୁନା oaob.nitrkl.ac.in ରେ ୨୪୦ ଖଣ୍ଡ ବ‌ହି ଡାଉନଲୋଡ଼ ପାଇଁ ଖୋଲାରେ ବିତରଣ ହେଉଥିବା ବେଳେ ବାକି ବ‌ହି ସୃଜନିକା ଦ୍ୱାରା ସିଡ଼ି/ଡିଭିଡ଼ି/ପେନ‌ଡ୍ରାଇଭରେ ମିଳୁଛି । ଏହି ବ‌ହି ଭିତରେ ରହିଛି ସମ୍ପୂର୍ଣ୍ଣ ପୂର୍ଣ୍ଣଚନ୍ଦ୍ର ଭାଷାକୋଷ, ୧୮୧୧ରୁ ୧୯୪୨ ଭିତରେ ସଂକଳିତ ପାଖାପାଖି ୨୬ ଗୋଟି ଅଭିଧାନ, ୧୮୫୦ରୁ ୧୯୫୦ ଭିତରର ୧୦୦ ବର୍ଷରେ ଛପାଯାଇଥିବା ଅନେକ ବିଜ୍ଞାନ, ସାହିତ୍ୟ, ଇତିହାସ ଓ ଗବେଷଣାଧର୍ମୀ ବ‌ହି । ୬୧ଟି ପ‌ତ୍ରିକା ଓ ୧୪ଟି ତ‌ତ୍କାଳୀନ ଖବରକାଗଜରୁ ପାଖାପାଖି ୧,୨୦,୦୦୦ ପୃଷ୍ଠା ଡିଜିଟାଲ ମାଧ୍ୟମରେ ସଂରକ୍ଷିତ କରାଯାଇପାରିଛି । ନିକଟ ଅତୀତରେ ସଂସ୍କୃତି ବିଭାଗ ତରଫରୁ ପୁରାତନ ଅନେକ ଓଡ଼ିଆ ବ‌ହିର ଡିଜିଟାଲ ସଂସ୍କରଣ ଆରମ୍ଭ କରାଯାଇଛି । ତେବେ କି କି ବ‌ହିର ଡିଜିଟାଲ ରୂପ ସରକାରଙ୍କ ତରଫରୁ କରାଯାଉଛି ତାହା ଅଗୋଚରରେ ରହିଛି । ୨୦୦୪ ପରଠାରୁ ଓଡ଼ିଶା ସରକାରଙ୍କ ଦ୍ୱାରା ପ୍ରକାଶିତ ଉତ୍କଳ ପ୍ରସଙ୍ଗ (ଓଡ଼ିଆରେ) ଓ Orissa Review (ଇଂରାଜୀରେ) http://orissa.gov.in/e-magazine/utkalprasanga/utkalprasanga.htm ୱେବସାଇଟରେ ଉପଲବ୍ଧ ଯେଉଁଥିରେ ଓଡ଼ିଶା ସମ୍ବନ୍ଧିତ ଅନେକ ଗବେଷଣା ସମ୍ବଳିତ ରଚନା ସ୍ଥାନ ପାଇଛି । orissabigyanacademy.nic.in ୱେବସାଇଟରେ ଅନେକ ଉପାଦେୟ ଓଡ଼ିଆ ବିଜ୍ଞାନ ଲେଖା, ବିଶେଷ କରି ବିଜ୍ଞାନ ଦିଗନ୍ତ ପ‌ତ୍ରିକାର ସଂଖ୍ୟାସବୁ ଉପଲବ୍ଧ ଯାହା ପଢ଼ାଯାଇପାରିବ । ପ୍ରମୁଖ ଓଡ଼ିଆ ଖବରକାଗଜ ଓ ପ‌ତ୍ରପ‌ତ୍ରିକାମାନଙ୍କର ୱେବସାଇଟରେ ଖବର ଓ ଲେଖାସବୁ ରହିଛି ଯାହା ଭିତରୁ କିଛି ଆର୍କାଇଭ ହୋଇଛି ଆଉ କିଛି ହୋଇନାହିଁ । ତେବେ ଉପରେ ବର୍ଣ୍ଣିତ ସମସ୍ତ ବ‌ହି କେବଳ ପଢ଼ିହେବ । ତାହା ନାଁ ଇଣ୍ଟରନେଟରେ ଓଡ଼ିଆରେ ଟାଇପ କରି ଖୋଜିହେବ ନାଁ ଲେଖାକୁ ପୁନ‌ବ୍ୟବ‌ହାର କରିହେବ ।

ଓଡ଼ିଆ ଭାଷାରେ ପ୍ରଥମ ଛାପାକଳରୁ ଛପା ହେବା ପରଠାରୁ ଆଜିଯାଏ ହୁଏତ ଅସଂଖ୍ୟ ବ‌ହି ଛପାଯାଇଥିବ । ତେବେ ସେସବୁକୁ ଖୋଜିବସିଲେ ସ‌ହଜରେ ମିଳିବ କି? ଏଠାରେ ଆଉ ଏକ ବିରାଟ ଛିଡ଼ାହୁଏ ଆମ ଆଗରେ, ଯାହା ହେଲା ସ‌ହଜଲବ୍ଧ ଅଭିଲେଖ ବା ଆର୍କାଇଭ । ଯଦି ମୋତେ ଗୀତଗୋବିନ୍ଦ କାବ୍ୟର ଏକ ପଙ୍‌କ୍ତି ପଢ଼ିବାର ଅଛି ତାହେଲେ ମୁଁ ଜୟଦେବଙ୍କ ଲିଖିତ ବିରଳ ତାଳପ‌ତ୍ର ପୋଥିଟି ଖୋଜିବି କି? ମୁଁ ପ୍ରଥମେ ଇଣ୍ଟରନେଟରେ ଖୋଜିବସିବି ଲାଇବ୍ରେରି ଯିବା ଆଗରୁ । ଆଧୁନିକ ଯୁଗରେ ମଣିଷର ବ‌ହି ସ‌ହ ସମ୍ବନ୍ଧ ଯେତେ ଘୁଞ୍ଚି ଘୁଞ୍ଚି ଯାଉଛି ଇଣ୍ଟରନେଟ ଉପରେ ନିର୍ଭରଶୀଳତା ସେତେ ବଢ଼ି ବଢ଼ି ଯାଉଛି । ତେବେ ନୂତନ-ପୁରାତନ ବ‌ହିର ସବୁ ପାଠ ଯଦି ସ‌ହଜରେ ମିଳିପାରନ୍ତା ତେବେ ପାଠକଟିଏ ଯେତେବେଳେ ଯାହା ଚାହିଁବ ତାହା ପଢ଼ିପାରିବ । ଯେଉଁ ଭାଷାରେ ଏ ସାଧନ ଯେତେ ଅଧିକ ସେ ଭାଷା ପାଠକ ତିଆରି କରିବାରେ ସେତେ ସଫଳ । ଏ ବିଷୟରେ ଭାବିଲେ ଆମ ମନରେ ଯେଉଁ ପ୍ରଥମ ଭାଷାଟି ଉଙ୍କିମାରେ ତାହା ହେଲା ଇଂରାଜୀ । ଆମେ ଓଡ଼ିଆ ବା ଓଡ଼ିଶା ବିଷୟରେ ଇଣ୍ଟରନେଟରେ କିଛି ଖୋଜିବା ବେଳେ ଯାହା ଗୁଗଲରେ ଟାଇପ କରୁ ସେ ବି ହେଉଛି ଇଂରାଜୀ ଭାଷା । ତେବେ ଓଡ଼ିଆରେ ଟାଇପ କରି ଓଡ଼ିଆରେ ପଢ଼ିବାରେ ଓ ଲେଖିବାରେ ବାଟ ବି ଖୋଲିଛି ତାହା ଉଣା ଅଧିକେ ଅନେକେ ଜାଣି ନ‌ଥିବେ । ସମ୍ବିଧାନ ସ୍ୱିକୃତୀପ୍ରାପ୍ତ ପ୍ରାୟ ସମସ୍ତ ଭାଷା କମ୍ପ୍ୟୁଟରରରେ ବ୍ୟବ‌ହାରଯୋଗ୍ୟ । ଓଡ଼ିଶାରେ ଆଜିର ସମୟରେ ଅଧିକାଂଶ ବ୍ୟବ‌ହାରକାରୀ ମାଇକ୍ରୋସଫ୍ଟ ଉଇଣ୍ଡୋଜର ଅପରେଟିଙ୍ଗ ସିଷ୍ଟମ ବ୍ୟବ‌ହାର କରିଥାନ୍ତି । ଉଇଣ୍ଡୋଜ ଭିସ୍ତା ନାମକ ଅପରେଟିଙ୍ଗ ସିଷ୍ଟମର ସସ୍କରଣ ଆସିବା ଯାଏଁ ଓଡ଼ିଆରେ କମ୍ପ୍ୟୁଟରରେ ଲେଖାପଢ଼ା ସମ୍ପୁର୍ଣ୍ଣ ଭାବେ ସମ୍ଭବ ହୋଇପାରୁନ‌ଥଲା । ତେବେ ଭିସ୍ତା ପରଠାରୁ ଏହି ଅସୁବିଧା ଆପାତ‌ତଃ ଦୂର ହେଲା । ଆଜିର ସମୟରେ ବିଭିନ୍ନ ଅପରେଟିଙ୍ଗ ସିଷ୍ଟମ ଯଥା: ମାଇକ୍ରୋସଫ୍ଟ ଉଇଣ୍ଡୋଜ, ଲିନ‌କ୍ସ ଓ ଆପଲ ମ୍ୟାକ ଆଦିରେ ଓଡ଼ିଆରେ ପଢ଼ିବା ଓ ଲେଖିବାରେ ବିଶେଷ କିଛି ଅସୁବିଧା ପ୍ରାୟ ନାହିଁ । କିନ୍ତୁ ଯଦି ଓଡ଼ିଆ ଅକ୍ଷର ଚିହ୍ନୁଥିବା ଯେକୌଣସି କମ୍ପ୍ୟୁଟର ବ୍ୟବ‌ହାରକାରୀକୁ କେହି ପଚାରନ୍ତି ଓଡ଼ିଆରେ କିଛି ଟାଇପ କରି ଲେଖିବା ନିମନ୍ତେ, ୧୦୦ରୁ ଜଣେ କି ଦୁଇଜଣ ନିଜର କ୍ଷମତା ପ୍ରକାଶ କରିବେ କି ସେ ସନ୍ଦେହର କ‌ଥା । ଏହାର ମୂଳ କାରଣ ହେଲା ସ୍କ୍ୁଲ, କଲେଜ ପଢ଼ାରେ ଓଡ଼ିଆରେ ଟାଇପିଙ୍ଗ କରିବା କ୍ଷେତ୍ରରେ କିଛି ତାଲିମ ଛାତ୍ରଛାତ୍ରୀମାନେ ପାଇନ‌ଥାନ୍ତି । ଓଡ଼ିଆରେ ଯେ ଲେଖିହେବ ଓ କମ୍ପ୍ୟୁଟରରେ ଏହାକୁ ଇଂରାଜୀ ଭଳି ସ‌ହଜରେ ବ୍ୟବ‌ହାର କରିହେବ ଏହା ଅନେକ‌ଙ୍କୁ ଆକାଶ କଇଆଁ ଭଳି ଲାଗିବ । ତେବେ ଏହା ଶତକଡ଼ା ଶହେ ସମ୍ବବ । ତେବେ ଓଡ଼ିଆରେ ଟାଇପ କରି ଲେଖିବାରେ ଯେଉଁ ମୂଳ ପ୍ରତିବନ୍ଧକଟି ଅଛି ତାହା ହେଲେ ନାନାଦି ଅନ୍ଧବିଶ୍ୱାସ । କେବଳ ବିରାଡ଼ିକୁ ଦେଖି ପଛକୁ ଗାଡ଼ି ନେବା ଅନ୍ଧବିଶ୍ୱାସ ନୁହେଁ, ଭାଷାଶିକ୍ଷଣ କ୍ଷେତ୍ରରେ ମଧ୍ୟ ଅନେକ ନ‌କଲି ଅନ୍ଧବିଶ୍ୱାସ ଅଛି । ତା ଭିତରୁ ପ୍ରଥମଟି ହେଲା ଅନେକେ କମ୍ପ୍ୟୁଟରରେ ଓଡ଼ିଆରେ ଲେଖିବା କ‌ଥା ଆସିଲେ ଭାବି ବସନ୍ତି ଛାପାଖାନାରେ ଛପା ହେଉଥିବା ବ‌ହି ବାବଦରେ । ଆଜି ଡିଜିଟାଲ ପ୍ରକାଶନ (ଡିଟିପି)ର ବ‌ହୁଳତା ଆଗକାଳର ବିଶାଳକାୟ ଛାପାକଳ ସବୁକୁ ଅତୀତକୁ ଠେଲିଦେଇଛି । କିନ୍ତୁ ଆଜି ବି ଆମର ଛପା ପାଇଁ ବ୍ୟବ‌ହାର ହେଉଥିବା ସଫ୍ଟ୍ୱାରଠୁ ଆରମ୍ଭ କରି ଲେଖାରେ ବ୍ୟବ‌ହାର ହେଉଥିବା ଫଣ୍ଟ ବା କମ୍ପ୍ୟୁଟରର ଅକ୍ଷରସଜାଣି ମାନ‌ଧାତା ଅମଳର । ନ‌ବେ ଦଶକର ଶେଷ ଆଡ଼କୁ ଯେଉଁ ISCII (Indian Script Code for Information Interchange) ନାମକ ମାନ‌କର ଆରମ୍ଭ ହୋଇଥିଲା କିଛି ବର୍ଷ ପରେ ଇଉନିକୋଡ଼ ନାମକ ନୂଆ ମାନ‌କ ତାକୁ ଆଜି ବି ଦୂରେଇପାରିନାହିଁ । ଫଳତଃ ଆଜିଯାଏ ଓଡ଼ିଆରେ ଡିଟିପି କରାଯାଇଥିବା ପାଖାପାଖି ସମସ୍ତ ଲେଖା ଇଣ୍ଟରନେଟରେ ନା ଖୋଜିହେବ ନା ଆଉ କାହା ସଙ୍ଗେ ବାଣ୍ଟି କରିହେବ । କେଇ ଦଶନ୍ଧି ତଳେ ଆପଣଙ୍କ କମ୍ପ୍ୟୁଟରରେ ଓଡ଼ିଆ ଫଣ୍ଟ ନ ଥିଲେ ଓଡ଼ିଆ ଅକ୍ଷର ବଦଳରେ ଯେଉଁ ଚାରିକୋଣିଆ ଘର ଦେଖିବାକୁ ମିଳୁଥିଲା ଓଡ଼ିଆ ଡିଟିପିରେ ଆଜି ବି ଯେଉଁ ଫଣ୍ଟ ବ୍ୟବ‌ହାର ହେଉଛି ସେ ସେଇ ଏକା ଫଳ ଦେବ । ଭାଷାର ବିକାଶରେ ଆଧୁନିକ ଜ୍ଞାନ‌କୌଶଳ ବିଶେଷ ଜରୁରୀ ଯାହା ଗତାନୁଗତିକ ଏହି ପ୍ରଚଳିତ ଟାଇପିଙ୍ଗକୁ ଦୂରକୁ ଫିଙ୍ଗିଦେବାକୁ ପଡ଼ିବ। ଦୁଃଖର ବିଷୟ ଆମର ପ୍ରାୟ ସମସ୍ତ ଖବରକାଗଜଙ୍କର ପ୍ରକାଶନ ଏହି ସବୁ ISCII ଫଣ୍ଟରେ ଲେଖାହୋଇଥିବାରୁ ସେସବୁ ଇଣ୍ଟରନେଟରେ ଖୋଜାଯାଇପାରିବ ନାହିଁ ।

ଇଉନିକୋଡ଼ ମାଧ୍ୟମ (Unicode standards):

ଇଉନିକୋଡ଼ ଏକ ଆନ୍ତର୍ଜାତୀକ ମାନ‌କ ଯାହା ଏକ ଭାଷାକୁ ଅନ୍ୟ ଭାଷାର ସମକକ୍ଷ କରାଇଥାଏ ଓ ଏହା ସଙ୍ଗେ ସଙ୍ଗେ ଏଥିରେ ଲେଖାଥିବା ଲେଖାକୁ ଇଣ୍ଟରନେଟରେ ସ‌ହଜରେ ଖୋଜିହୁଏ, କପି କରି ବାକିମାନଙ୍କ ସ‌ହ ବିତରଣ କରିହୁଏ ଆଉ ସବୁଠାରୁ ବଡ଼ କ‌ଥା ହେଲା ଏହା ପାଇଁ କୌଣସି ଫଣ୍ଟ ଇନଷ୍ଟଲ କରିବାକୁ ପଡ଼େନାହିଁ । ଓଡ଼ିଆରେ ବି ଇଉନିକୋଡ଼ର ବିକାଶ ହୋଇଛି । ହେଲେ ଆମର ଖବରକାଗଜ ସମେତ ବାକି ସମସ୍ତ ଛାପାଖାନା ଆଜିଯାଏ ପୁରୁଣା ISCII ମାନ‌କରେ କରା‌ଯାଏ । ତେବେ ଛାପାଖାନାସବୁ ଯେ ଇଉନିକୋଡ଼ର ଉପ‌ଯୋଗୀତା ବୁଝିନାହାନ୍ତି ବା ଆବଶ୍ୟକ‌ତା ଅନୁଭବ କରିନାହାନ୍ତି କିମ୍ବା ନିଜର ଗତାନୁଗତିକ ଧାରାରୁ ବାହାରି କିଛି ଅଲଗା କରିବାକୁ ଇଚ୍ଛୁକ ନୁହ‌ଁନ୍ତି ତାହା ନୁହେଁ, କିନ୍ତୁ ନୂଆ କିଛି ବ୍ୟବ‌ହାର କରିବାକୁ ପଛଘୁଞ୍ଚା ଦେଉଛନ୍ତି । କିଛି ମାସ ତଳେ ସ୍କାଇବସ (Scribus) ସଫ୍ଟ୍ୱାର ବ୍ୟବ‌ହାର କରି ତେଲୁଗୁ ଖବରକାଗଜ "ପ୍ରଜାଶକ୍ତି" ଇଉନିକୋଡ଼ ଫଣ୍ଟରେ ଖବରକାଗଜ ଛପାଇ ଇତିହାସ ତିଆରି କଲା । ଓଡ଼ିଆରେ ବି ଏହା ଅସମ୍ଭବ ନୁହେଁ । ତେବେ ଆମ ପାଖରେ ଉପଲବ୍ଧ ଥିବା ବ‌ହିଗୁଡ଼ିକ ଯେତେବେଳ ଯାଏଁ ଇଣ୍ଟରନେଟରେ ଉପଲବ୍ଧ ନ କରାଯାଇଛି ସେଯାଏଁ କେହି ସେସବୁକୁ ଲାଇବ୍ରେରି ନ ଯାଇ ପଢ଼ିପାରିବେ ନାହିଁ । ଆଜିର ତାରିଖରେ ୨୫-୩୦ ବର୍ଷ ବୟସରୁ କମ ପ୍ରାୟ ଓଡ଼ିଆ ହୁଏତ ଓଡ଼ିଆ ଅକ୍ଷର ଚିହ୍ନିବାକୁ ବି ହୁଡ଼ିବେ । ଭାଷା କେବଳ ଗପ-କବିତା ରଚନା ଓ ଉପାଧୀ-ସମ୍ମାନ ପ୍ରଦାନରେ ସମୃଦ୍ଧ ହୁଏ ନାହିଁ । ଯଦି ଆମ ଭାଷାର ବଡ଼ବଡ଼ୁଆମାନେ ଭାଷାକୁ ସାଧାରଣ ଜୀବନରେ ବ୍ୟବ‌ହାର ନ କରିଥାନ୍ତେ ତାହେଲେ ଆମେ ଆଜି ନିଜକୁ ଭାଷା ଭିତ୍ତିରେ ଏକ ରାଜ୍ୟ ଭାବରେ ପରିଚୟ ଦେଉନ‌ଥାନ୍ତୁ । ଆଉ ମଧୁବାବୁ-ଫକୀରମୋହ‌ନ-ଗଙ୍ଗାଧର-ରାଧାନାଥ ପ୍ରମୁଖ ନିଜ ସମୟଠାରୁ ଯଥେଷ୍ଟ ଆଗରେ ଚାଲୁଥିଲେ । ସେମାନଙ୍କ ଲେଖା ଆଜି ମାନ‌କ ଲେଖାର ମୂଳଦୁଆ ଗଢ଼ିଛି । ଆଜି ଆମେ ଯଦି ଆମ ସମୟର ସମତାଳରେ ନ ଚାଲି ଅପ୍ରଚଳିତ ଟେକନୋଲୋଜିକୁ ଆପଣାଇ ପୃଷ୍ଠା ପରେ ପୃଷ୍ଠା ରଚନା କରିଚାଲିବା ତାହା ଭବିଷ୍ୟତର ପିଢ଼ି ନିମନ୍ତେ ଉପଯୋଗୀ ହେବ ତ? ଆମେ ସମସ୍ତେ ଯଦି ଆମ ଚାରିପାଖର ଘଟଣାବଳୀକୁ ଟିକେ ନିରେଖି ଦେଖିବା ତାହେଲେ ଅନେକ ବିଷୟ ଫର୍ଚା ହୋଇ‌ ଦିଶିବ । ସମ‌ଭାବରେ ଦେଖିଲେ ଯେତେବେଳେ ଭାଷାର ପାଠକ ସଂଖ୍ୟା କମି କମି ଯାଉଛି ସେତେବେଳେ ଆଉ କିଛି ବ‌ହି ଛପାଇ, କିଛି କମିଟି ତିଆରି କରିବା ଠାରୁ ସ୍କୁଲ, କଲେଜ ସ୍ତରରେ ଓଡ଼ିଆ ଶିକ୍ଷାକୁ ସମ୍ପୂର୍ଣ୍ଣ ବାଧ୍ୟତାମୂଳକ କରି ପିଲାଙ୍କୁ କମ୍ପ୍ୟୁଟର, ମଜା ମଜା ଖେଳ ଆଦି ମାଧ୍ୟମରେ ଓଡ଼ିଆ ଶିକ୍ଷା ଦେବା ନିତାନ୍ତ ଜରୁରୀ । ଓଡ଼ିଆ ଶାସ୍ତ୍ରୀୟ ଭାଷା ମାନ୍ୟତା ପାଇବା ପରେ ଯେଉଁ ୫୦୦ କୋଟି ଅର୍ଥ ଭାଷାର ବିକାଶରେ ଖର୍ଚ୍ଚ ହେବା ନିମନ୍ତେ ଯୋଜନା ହେଉଛି ଏଥିରେ ଓଡ଼ିଆରେ କମ୍ପ୍ୟୁଟର ଓ ଇଣ୍ଟରନେଟ ମାଧ୍ୟମରେ ଶିକ୍ଷାଦାନ ଏକ ମୁଖ୍ୟ ପଦଃକ୍ଷେପ ହେବା ଉଚିତ । ଆମ ଭାଷାରେ ଏଯାବତ ଲେଖାଯାଇଥିବା ଅନେକ ପୋଥିପୁସ୍ତକ ଅଭିଲେଖାଗାରରେ ଧୀରେ ଧୀରେ କୀଟଙ୍କ ଦାଉରୁ ନଷ୍ଟ ହୋଇଯାଉଛି । ସେସବୁକୁ ସ୍କାନ କରି ଇଣ୍ଟରନେଟରେ ମାଗଣାରେ ଉପଲବ୍ଧ କରାଇଲେ ତାହା ଅନେକଙ୍କ ଜ୍ଞାନ ପିପାସା ମେଣ୍ଟାଇବ । ଓଡ଼ିଶାରେ ଓଡ଼ିଆ ଭାଷାରେ ଲେଖାଥିବା ପୃଥିବୀର ସର୍ବାଧିକ ତାଳପ‌ତ୍ର ପୋଥି ଅଛି (ଯାହା ୨୦,୦୦୦ ରୁ ଅଧିକ) । ଏଥିରେ ଅନେକ ମୁଖ୍ୟତଃ ରାଜ୍ୟ ସଂଗ୍ରହାଳୟରେ ରଖା‌ଯାଇଛି ଆଉ କିଛି ବ୍ୟକ୍ତିଗତ ମାଲିକାନାରେ ରହିଛି । ଏହି ସବୁ ପୋଥିର ଲେଖାକୁ ମଧ୍ୟ ସର୍ବସାଧାରଣରେ ଉନ୍ମୋଚନ କରିବାର ମାନସିକ ପରିବର୍ତ୍ତନର ଆବଶ୍ୟକ‌ତା ରହିଛି ।

ଜଣାଶୁଣା ବ୍ୟକ୍ତି, ବିଷୟ, ଘଟଣା, ସ୍ଥାନ ଆଦି ବିଷୟରେ ସଂକ୍ଷେପରେ ଲେଖିବା ପାଇଁ ଏନସାଇକ୍ଲୋପିଡ଼ିଆ ବା ଜ୍ଞାନକୋଷର ପରିକଳ୍ପନା। ତାକୁ ପୁଣି ଇଣ୍ଟରନେଟର ଉପଲବ୍ଧ କରିବା ପାଇଁ 2001ରେ ଆରମ୍ଭ ହେଲା ଉଇକିପିଡ଼ିଆ। ପ୍ରଥମେ ଇଂରାଜୀରେ ଆରମ୍ଭ ହୋଇ ପରେ ବିଭିନ୍ନ ଭାଷାକୁ ଏହା ବଢ଼ିଲା। ଆଉ ଇଂରାଜୀ ଉ ଇକିପିଡ଼ିଆ ଆରମ୍ଭ ହବାର ବର୍ଷଟିଏ ପରେ 2002 ମସିହାରେ ଓଡ଼ିଆ, ଅହମିୟା, ପଞ୍ଜାବୀ ଓ ମାଲାୟାଲାମ ଭାଷାରେ ମଧ୍ୟ ଉଇକିପିଡ଼ିଆ ଆରମ୍ଭ ହେଲା। ପ୍ରଥମ ଚାରୋଟି ଭାରତୀୟ ଭାଷାରେ ତିଆରି ଉଇକିପିଡ଼ିଆ ଭିତରୁ ଓଡ଼ିଆ ଗୋଟେ ବୋଲି ଅନେକଙ୍କୁ ଆଜି ବି ଅଜଣା। ଇଣ୍ଟରନେଟରେ https://or.wikipedia.org ରେ ଉପଲବ୍ଧ। ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆ ପାଖାପାଖି 9 ବର୍ଷ ଧରି ସକ୍ରିୟ ସମ୍ପାଦନାର ଅଭାବରୁ 2011 ଯାଏ ଏକ ରକମ ନିଷ୍କ୍ରିୟ ହୋଇ ପଡ଼ିରହିଥିଲା। 2011ରେ ଏଥିରେ ଅନେକ ସ୍ବେଚ୍ଛାସେବୀ ସମ୍ପାଦକ ବଉଇକିଆଳିମାନେ ଯୋଡ଼ିହୋଇ ଲେଖିବା ଆରମ୍ଭ କରିବା ଫଳରେ ଅଧୁନା ଏଥିରେ 10,619 ସଂଖ୍ୟକ ପ୍ରସଙ୍ଗ ଲେଖାସରିଲାଣି। ଆଉ ନିତି ନୂଆ ନୂଆ ଲେଖା ଏଥିରେ ଯୋଡ଼ିହୋଇ ଚାଲିଛି।

ତେବେ ଜଣେ ସାଧାରଣ ପାଠକ ପାଇଁ ଉଇକିପିଡ଼ିଆରେ କ’ଣ ରହିଛି ତାହା ଜାଣିବା ବେଶି ଜରୁରୀ। ଜ୍ଞାନ ଆହରଣର ବାଟ ପିଢ଼ିରୁ ପିଢ଼ିକୁ ବଦଳେ। ଆମ ପିଲାବେଳେ ଆମେ କାଁ ଭାଁ କମ୍ପ୍ୟୁଟର ଓ ଇଣ୍ଟରନେଟର ସୁବିଧା ପାଉଥିଲୁ। ଆଉ ସେତେବେଳେ ଓଡ଼ିଆ ମିଡିୟମ ସ୍କୁଲର ପାଠାଗାର କିଛି ଗପ ଉପନ୍ୟାସ ବହି ଭିତରେ ସୀମିତ ଥିଲା। ନୂଆ ବହିଟିଏ ଦେଖିବା ଆଗରୁ କାନ୍ଥରୁ ଚୂନ ଝଡ଼ିପଡୁଥିଲା। ହେଲେ ଏବେ ଘରେଘେ ଏକାଧିକ ମୋବାଇଲ ଆଉ ସେସବୁ ପୁଣି ଇଣ୍ଟରନେଟ ସୁବିଧା ଥିବା ସ୍ମାର୍ଟଫୋନ ଆସିଲାଣି। ସ୍କୁଲ ପିଲାଏ ଆଉ କିଛି କରନ୍ତୁ ନ କରନ୍ତୁ କିନ୍ତୁ ଗେମ ଖେଳିବା କି ଫେସବୁକ ଆଦିରେ ସାଙ୍ଗମାନଙ୍କ ସଙ୍ଗେ ଚାଟିଂ ଆଦି କରିବାରେ ପୋକ ହେଲେଣି। ଇଣ୍ଟରନେଟ କମ୍ପ୍ୟୁଟରରୁ ସମ୍ପୂର୍ଣ୍ଣ ମୋବାଇଲମୁଖୀ ହୋଇଗଲାଣି। ପିଲାଙ୍କଠୁ ବଡ଼ ଯାଏ କାହା ପାଖେ ଆଉ ଏନସାଇକ୍ଲୋପିଡ଼ିଆ ବ୍ରିଟାନିକା ଭଳି ଓଜନିଆ ପୋଥି ଦେଇ କିଛି ଖୋଜିବା ପାଇଁ ବେଳ ନାହିଁ। ତେଣୁ ଏଭଳି ପରିସ୍ଥିତିରେୌଣସି ବିଷୟକୁ ଅଧିକ ଲୋକାଭିମୁଖୀ କରିବାର ସୁବିଧା ବାଟ ହେଉଛି ସେସବୁକୁ ଇଣ୍ଟରନେଟରେ ଉପଲବ୍ଧ କରାଇବା। ତେବେ ଏହା ବହି ବା ଜର୍ଣ୍ଣାଲର ବିକଳ୍ପ ନୁହେଁ। ବରଂ ବହି ସଙ୍ଗେ ଭିନ୍ନ ଏକ ମାଧ୍ୟମରେ ଜ୍ଞାନ ବିତରଣର ବାଟ ରୂପରେ ଇଣ୍ଟରନେଟ ଅଧିକରୁ ଅଧିକ ଲୋକଙ୍କ ପାଖେ ପହଞ୍ଚିପାରୁଛି।

ବିଭିନ୍ନ ଭାଷାରେ ଇଣ୍ଟରନେଟରେ ଜ୍ଞାନ ଆହରଣର ସ୍ଥିତି ଭିନ୍ନ। ତେବେ ଓଡ଼ିଆ ପାଇଁ ଇଣ୍ଟରନେଟର ଅବସ୍ଥା ଯେତେ ଚିନ୍ତାଜନକ ଓଡ଼ିଆ ଭାଷାକୁ ଇଣ୍ଟରନେଟରେ ଅଧିକ ବ୍ୟବହାର ଉପଯୋଗୀ କରିବା ସେତେ ଅଧିକ ଲୋଡ଼ା। 2011 ଜନଗଣନା ତଥ୍ୟ ଅନୁସାରେ ଓଡ଼ିଶାରେ ମାତ୍ର 1.4 ଭାଗ ଲୋକଙ୍କ ପାଖେ ଇଣ୍ଟରନେଟର ସୁବିଧା ଥିଲା। ଏହି ପାଞ୍ଚ ବର୍ଷ ଭିତରେ ଏହା ବହୁ ଅଧିକ ବଢ଼ିଥିବ। ହେଲେ ସେ ସଭିଏଁ କ’ଣ ସତରେ ଇଣ୍ଟରନେଟର ବ୍ୟବହାର କରୁଛନ୍ତି ନା ସୀମିତ କେତୋଟି ସାଇଟ ଭିତରେ ସୀମିତ। ଅଧିକାଂଶ ତଥାକଥିତ ଇଣ୍ଟରନେଟ ବ୍ୟବହାରକାରୀ ଫେସବୁକରେ ସାଙ୍ଗମାନଙ୍କ ସଙ୍ଗେ ଭାବ ଦିଆନିଆ କି ହୁଆଟସଆପରେ ପରିଚିତଙ୍କ ସଙ୍ଗେ ଆଳାପ ଅଥବା ଇଉଟିଉବରୁ ଗୀତ ଶୁଣିବା ବାହାରେ ବେଶୀ କିଛି ଜାଣନ୍ତି ନାହିଁ। ଏହାର ମୁଖ୍ୟ କାରଣ ହେଉଛି ସେମାନଙ୍କ ପାଇଁ ସବୁଠୁ ବେଶୀ ପରିଚିତ ଭାଷା ଓଡ଼ିଆରେ ବେଶୀ ୱେବସାଇଟ ନାହିଁ। ଖବର ପଢ଼ାଳିଙ୍କ ପାଇଁ ନା ଭଲ ଖବର ୱେବସାଇଟଟିଏ ରହିଛି ନା ଗବେଷକଙ୍କ ପାଇଁ ଆମ ଐତିହ୍ୟ ଓ ପୁରୁଣା ଶିଳ୍ପ ବାବଦରେ ପଢ଼ିବା ପାଇଁ ଆମ ମିଉଜିଅମ ୱେବସାଇଟରେ ସମସ୍ତ କଳାକୃତିର ତଥ୍ୟ ଓଡ଼ିଆରେ ଦିଆଯାଇଛି। ସେମିତି ଭିନ୍ନ ଭିନ୍ନ ବିଷୟରେ ବିଭିନ୍ନ ବିଷୟ ଜାଣିବା ପାଇଁ ଓଡ଼ିଆରେ ନିହାତି ଦରକାରୀ ବିଷୟ ମଧ୍ୟ ଇଣ୍ଟରନେଟରେ ନାହିଁ। ଏଭଳି ଓଡ଼ିଆରେ ପ୍ରକାଶିତ କେଇଶହ ଖବରକାଗଜ ଭିତରୁ କେବଳ ଗୋଟେ କାଗଜର ଖବରଗୁଡ଼ିକ ଇଣଟରନେଟରେ ଖୋଜି ପାଇହେବ। କାରଣ ବାକି ଖବରକାଗଜର ଲେଖା ଇଉନିକୋଡ଼ ଭଳି ଆନ୍ତର୍ଜାତିକ ମାନକକୁ ନ ଆପଣାଇ ଆକୃତି, ଶ୍ରୀଲିପି ଆଦି ପୁରୁଣାକାଳିଆ ଅଣ-ମାନକ ସଫ୍ଟଓଏରରେ ଲେଖି ଛବି ଭାବେ କିମ୍ବା ପିଡିଏଫ ଡକୁମେଣ୍ଟ ଭାବେ ସେମାନଙ୍କ ସାଇଟରେ ଉପଲବ୍ଧ। ସେଗୁଡ଼ିକ ଦେଖିବାକୁ ଭିନ୍ନ ନ ଲାଗିଲେ ମଧ୍ୟ ଗୁଗୁଲ ବା ସର୍ଚ ଇଞ୍ଜିନରେ ଓଡ଼ିଆରେ ଟାଇପ କରି ଖୋଜିହୁଏ ନାହିଁ କିମ୍ବା ମୋବାଇଲ ଆଦିରେ ସଳଖେ ପଢ଼ିହୁଏ ନାହିଁ।

ଓଡ଼ିଆରେ 1930 ମସିହାରେ ପୂର୍ଣ୍ଣଚନ୍ଦ୍ର ଭାଷାକୋଷ ଭଳି ବିଶାଳ ଜ୍ଞାନକୋଷ ରଚନା କାମ ଆଜିଯାଏ ଆଉ କିଛି ହୋଇପାରିନାହିଁ। ଆଧୁନିକ ଟେକନୋଲୋଜି ବ୍ ୟବହାର କରି ଏବେ ଉଇକିପିଡ଼ିଆ ଅତୀତ ସହ ସନ୍ଧିଟିଏ ତିଆରି କରିପାରିବ। ଏହା ସମ୍ପୂର୍ଣ୍ଣ ଭାବେ ଅଣ-ଲାଭକାରୀ ଓ ଏଥିରେ ବିଜ୍ଞାପନ ନ ଥାଏ। ଏଥିରେ ଲେଖାଗୁଡ଼ିକ ଲେଖୁଥିବା ଉଇକିଆଳିଏ ସଭିଏଁ ସ୍ବେଚ୍ଛାସେବୀ ଓ ଲେଖାସବୁ ସେମାନଙ୍କ ସତ୍ବାଧ‍କାରରେ ପ୍ରକାଶିତ। ତେବେ ଜ୍ଞାନ ବିତରଣ ଉଦ୍ଦେଶ୍ୟରେ ତିଆରି ହୋଇଥିବାରୁ ଲେଖାସବୁ କପିରାଇଟ ଦେଇ ନ ରୋକିବା ଲାଗି ସେସବୁ କ୍ରିଏଟିଭ କମନ୍ସ ସେଆର-ଏଲାଇକ ଲାଇସେନ୍ସରେ ବିତରିତ। ଫଳରେ ସଭିଏଁ ମାଗଣାରେ ପଢ଼ିପାରିବେ , ପ୍ରସଙ୍ଗଗୁଡ଼ିକ ପୁନଃବ୍ୟବହାର କରିପାରିବେ ଓ ଉଭୟ ଲାଭକାରୀ ଓ ଅଣଲାଭକାରୀ କାମରେ ବ୍ୟବହାର କରିପାରିବେ। ଏଥି ସହିତ କୌଣସି ଲେଖାରେ ଭୁଲ ପାଇଲେ ଜଣେ ଲେଖା ସମ୍ପାଦନା କରି ସୁଧାରିପାରିବେ। ଏଥିରେ ଲେଖା ଓ ସମ୍ପାଦନା ପଦ୍ଧତି ଏତେ ଖୋଲା ଯେ ପ୍ରାୟ ସବୁ ଲେଖା ଏକ ନୁହେଁ ଅନେକ ଲୋକଙ୍କ ଦେଇ ଏକାଠି ଲିଖିତ। ତେବେ ଲେଖାର ମାନରେ ସମତା ରଖିବା ନିମନ୍ତେ କେତେଗୁଡ଼ିଏ ନିୟମାବଳୀ ତିଆରି ହୋଇଛି। ଏଗୁଡ଼ିକ 293ଟି ଭାଷାରେ ଉପଲବ୍ଧ ସବୁ ଉଇକିପିଡ଼ିଆ ପାଇଁ ମୋଟାମଟି ଏକା ହେଲେ ମଧ୍ୟ ଭିନ୍ନ ଭିନ୍ନ ଭାଷାଭାଷୀ ଉଇକିଆଳିଗଣ ନିଜ ଭାଷା ଓ ସମାଜର ଆବଶ୍ୟକତାକୁ ଆଖିରେ ରଖି ସେଗୁଡ଼ିକୁ ସାମାନ୍ୟ ବଦଳାଇଛନ୍ତି। ବିଭିନ୍ନ ବ୍ୟକ୍ତିବିଶେଷଙ୍କ ବାବଦରେ କିମ୍ବା ଘଟଣା ବାବଦରେ ଲିଖିତ ପ୍ରସଙ୍ଗ ଏକପାଖିଆ ନ ହୋଇ ନିରପେକ୍ଷ ଭାବେ ଲେଖିବା ଏହି ନିୟମାବଳୀ ମଧ୍ୟରୁ ଏକ ମୁଖ୍ୟ ନିୟମ। ସେହି ଭଳି ନିଜ ବ୍ୟକ୍ତିଗତ ମତ ବଦଳରେ କେବଳ ପ୍ରକାଶିତ ତଥ୍ୟ ଲେଖିବା ଆଉ ଏକ ନିୟମ। ସବୁଠାରୁ ମଜାର କଥା ହେଲା ଉଇକିପିଡ଼ିଆ କୌଣସି ଦେଶ ବା ସଙ୍ଗଠ ଅଧୀନରେ ନ ଥାଇ ଏହା ଉପରେ ପ୍ରତିଟି ଉଇକିଆଳିଙ୍କ ସମାନ ଅଧିକାର ରହିଛି। ପୁଣି ସେମାନଙ୍କ ଭିତରେ ସେମାନଙ୍କ କାମକୁ ନେଇ ଦାୟିତ୍ବ ବଣ୍ଟାଯାଇଛି। ବିବାଦ ଉପୁଜିଲେ ବି ସୁଧାରିବାକୁ ରହିଛି କିଛି ସ୍ବେଚ୍ଛାସେବୀଙ୍କୁ ନେଇ ତିଆରି କମିଟିମାନ।

ତେବେ ଉଇକିପିଡ଼ିଆରେ ଥିବା ସବୁଯାକ ଲେଖାକୁ ଆଖିବୁଜି ଗ୍ରହଣ କରାଯାଇପାରିବ ନାହିଁ। କାରଣ ପ୍ୟାରିସ ଉପରେ ଥିବା ଲେଖାଟି ଶହେ କି ହଜାରେ ଲୋକ ମିଶି ଲେଖିଥିବା ବେଳେ ଭୁବନେଶ୍ବର ଉପରେ ଥିବା ଲେଖାଟି ହାତଗଣତି କେତେ ଜଣ ହୁଏତ ଲେଖିଥିବେ। ଯେଉଁ ଲେଖା ଯେତେ ଅଧିକ ଅଭିଜ୍ଞତା ଥିବା ଲୋକଙ୍କ ଦେଇ ଯେତେ ଘସାମଜା ହୋଇ ଲେଖାହୋଇଥିବ ସେ ଲେଖା ସେତେ ଉଜ୍ଜଳ ହୋଇ ଚମକୁଥିବ। ଓଡ଼ିଆ ଓ ଓଡ଼ିଶା ସମ୍ବନ୍ଧିତ ଲେଖାସବୁରୁ ଇଂରାଜୀ ଉଇକିପିଡ଼ିଆରେ ମଧ୍ୟ ଭଲ ଲେଖା ଖୋଜି ପାଇବା କଷ୍ଟ। ଆଉ ଓଡ଼ିଆରେ ଲେଖୁଥିବା ଉଇକିଆଳିଙ୍କ ସଂଖ୍ୟା ପାଖାପାଖି 30 ଭିତରେ। ସାଢ଼େ ଚାରିକୋଟି ଓଡ଼ିଆଙ୍କ ଭିତରୁ ଯଦି ଏତେ କମ ଲୋକ ଏତେ ବଡ଼ କାମର ବୋଝ ଉଠାଉଥିବେ ତେହେଲେ ସବୁ ଲେଖାର ମାନ ଯେ ଏକା ଭଳି ଓ ସବୁ ଲେଖାରେ ଆବଶ୍ୟକ ସବୁ ତଥ୍ୟ ମିଳିବ ତା’ର ମାନେ ନାହିଁ। ତେଣୁ କେବେ କେବେ ବିଭିନ୍ନ ମେଳା ମଉଛବକୁ ଧ ରି ଲେଖାଳିଏ ମିଶି ଗୋଟେ ବିଷୟରେ ଅଧିକ ଲେଖା ଲେଖିବା ପାଇଁ ଗଣ-ସମ୍ପାଦନା କରନ୍ତି। ଜଗନ୍ନାଥ ଚଳଣି ଉପରେ ଲିଖିତ ପ୍ରସଙ୍ଗସବୁ ନବକଳେବର ସମୟରେ ବିଭିନ୍ନ ଖବରକାଗଜ ଓ ପତ୍ରିକା ଆଦିରୁ ତଥ୍ୟ ସଂଗ୍ରହ କରି ବହୁଭାବେ ଉନ୍ନତ କରାଯାଇଥିଲା। ଏବେ ଏ ପ୍ରସଙ୍ଗସବୁ ଉଇକିପିଡ଼ିଆର ବାକି ପ୍ରସଙ୍ଗ ସବୁଠାରୁ ଅଧିକ ତଥ୍ୟରେ ଭରା। ଏଥିରେ ଲେଖିବାକୁ ଆଗ୍ରହୀ ଓଡ଼ିଆମାନେ https://or.wikipedia.org/wiki/WP:CS ପୃଷ୍ଠାରେ ଦିଆଯାଇଥିବା ସରଳ ନିର୍ଦ୍ଦେଶ ପଢ଼ି ନିଜେ ମଧ୍ୟ ବିଭିନ୍ନ ସ୍ଥାନ ଅନ୍ୟାନ୍ୟ ବିଷୟରେ ଲେଖିପାରିବେ।

Noted Odia-language author and art historian Dr Jagannath Prasad Das has donated 30 volumes of his books under CC-by-SA 4.0 so that the books could now be digitised in Odia Wikisource.

Earlier Bhubaneswar based non-profit Srujanika had donated over 700 books. Two hundred and nineteen books including entire Odia Bhagabata and many other classics have already been digitised on Odia Wikisource. The collection is growing slowly with more books being digitised by volunteer Wikisourcers.

ଅଧିକାଂଶ ସମୟରେ ଦେଖାଯାଏ ଯେ ଅବସର ପରେ ଚାକିରୀରେ ଥିବା ଲୋକେ ସ୍ଥାଣୁ ହୋଇପଡ଼ନ୍ତି୤ ଅବସର ସମୟ ବିତେ ଟିଭି ଦେଖିବାରେ କିମ୍ବା ଛୋଟ ମୋଟ ଘର କାମ କରିବାରେ୤ ତେବେ ଜୀବନର ଅଧାରୁ ଅଧିକ ସମୟ ଯାହାର କଟିଥିବ ନିଜ ବୃତ୍ତି-ବେଉସା ପାଇଁ ଅବସର ପରେ ତା' ବିନା ବଞ୍ଚିବା କଷ୍ଟକର ହେଉନ‌ଥିବ କି? ଏ ପ୍ରଶ୍ନଟିର ଉତ୍ତର ଦେବା ଆହୁରି କଷ୍ଟ୤ ଅବସରର ଅର୍ଥ ଦୈନନ୍ଦିନ କାମରୁ ବିରତି ନେଇ ସାମାଜିକ, ପାରିବାରିକ ଓ ଜଞ୍ଜାଳହୀନ ଚାକିରୀରୁ ବିରାମ ନେବା୤ ତେବେ ଅନେକଙ୍କ ପାଇଁ ଏ ବିରାମର ମାନେ କିଛି ନ ଥାଏ୤ ଢିଙ୍କି ସ୍ବର୍ଗକୁ ଗଲେ ବି ଧାନ କୁଟିବା ଭଳି କିଛି ଲୋକ ଅବସର ପରେ ନିଜର ଜ୍ଞାନର ପରିସରକୁ ଆହୁରି ପରିବ୍ୟାପ୍ତ କରାନ୍ତି୤ ଚାକିରୀର ବ୍ୟସ୍ତତା ଭିତରେ ଜ୍ଞାନ ବିତରଣର ସୁଯୋଗଟିକ‌କ ଯେଉଁ କେବେ କେବେ ହାତଛଡ଼ା ହେଇଯାଉଥିବ ତାକୁ ବଢ଼ାନ୍ତି୤ ପୁରା ସମ‌ୟକୁ ବିନି‌ଯୋଗ କରନ୍ତି ଅଧିକ ପଢ଼ିବା ଓ ଅଧିକ ଜ୍ଞାନ ବିତରଣ କରିବାରେ୤ ଏମିତି ଜଣେ ଡାକ୍ତର ଡା ସୁବାସ ଚନ୍ଦ୍ର ରାଉତ୤ ଭୁବନେଶ୍ୱରରେ ଅବସ୍ଥାପିତ ଡା. ରାଉତ ଓଡ଼ିଶା ସରକାରଙ୍କ ଅଧୀନରେ ଅନେକ କାଳ କାମ କରିବା ପରେ ଅବସର ନେଇସାରିଛନ୍ତି୤ ସେ କିଛି କାଳ କିମ୍ସ କଲେଜରେ ସ‌ହକାରୀ ପ୍ରଫେସର ଭାବେ ମଧ୍ୟ କାର୍ଯ୍ୟ କରିଛନ୍ତି୤ ତାଙ୍କର ଅବସର ସମୟ ବିତୁଥିଲା ବ‌ହି ପଢ଼ାରେ ଓ କବୀରଙ୍କ ଦୋହାବଳୀକୁ ଓଡ଼ିଆରେ ଲେଖିବାରେ୤ ଏହି ପଢ଼ାପଢ଼ି-ଲେଖାଲେଖି ଭିତରେ ଥରେ ତାଙ୍କ ଆଖିରେ ପଡ଼ିଲା ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆର ଫେସବୁକ ଗ୍ରୁପ୤ ସେଠି ଦେଖିଲେ ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆରେ ନାନାଦି ପ୍ରସଙ୍ଗ ଲେଖିବା ପାଇଁ ଜଣେ ପ୍ରମୁଖ ସଭ୍ୟ ମୃତ୍ୟୁଞ୍ଜୟ କରଙ୍କର ଆମନ୍ତ୍ରଣ୤ ଜିଜ୍ଞାସୁ ଡାକ୍ତର ମନ ପଚାରିବସିଲା ଉଇକିପିଡ଼ିଆ କଣ, ସେଥିରେ ଜଣେ ସାଧାରଣ ଲୋକର ଭୂମିକା କଣ, କିପରି ଜଣେ ସେଥିରେ ପ୍ରସଙ୍ଗମାନ ଲେଖିପାରିବ୤ ମୃତ୍ୟୁଞ୍ଜୟ ଓ ଅନ୍ୟାନ୍ୟ ସଭ୍ୟଙ୍କ ଆଦର ଓ ସମ୍ମାନ ତାଙ୍କୁ ଆଗଭର କରାଇଲା ଅଧିକ ଜାଣିବା ପାଇଁ ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆ ବାବଦରେ୤ ନୂଆ ନୁଆ ଜିନିଷ ଶିଖିବାକୁ ମିଳୁଥାଏ୤ ପ୍ରଥମେ ସେ ଏକ ପ୍ରକଳ୍ପ ଉଇକିକଥାରେ ନୂଆ ନୂଆ ଅସୁବିଧାକୁ ସାମ୍ନା କରିବା ଭିତରେ ଡା. ରାଉତ ଆରମ୍ଭ କଲେ ନିଜ ସାରାଜୀବନର ସାଇତା ଚିକିତ୍ସା ବିଜ୍ଞାନ ସମ୍ପର୍କିତ ପ୍ରସଙ୍ଗ ଲେଖିବା୤ ଆରମ୍ଭରେ ଅସୁବିଧା ହେଉଥିଲା ୟୁନିକୋଡ଼ ଓଡ଼ିଆରେ ଟାଇପ କରି ଲେଖିବାରେ୤ ପରେ ଧୀରେ ଧୀରେ ଅଧିକ ଲେଖୁ ଲେଖୁ ବାଟ ହୁଡ଼ୁଥିବା ଲୋକଟି ପାଲଟିଗଲା ପଟୁ ଲେଖାଳୀ୤ ୪୨ ଟି ନୂଆ ପ୍ରସଙ୍ଗ ତିଆରିଥିବା ଓ ଅନେକ ପ୍ରସଙ୍ଗକୁ ଶତାଧିକ ଥର ସମ୍ପାଦନା କରିଥିବା ଡା. ରାଉତ କହନ୍ତି, 'ବାକି ଉଇକିଆଳିଙ୍କ ଶ୍ରଦ୍ଧା, ସମ୍ମାନ ଓ ସହଯୋଗ ପାଇଁ ମୁଁ ଆଜି ମୋର ପୁରା ଅବସର ଜୀବନ ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆ ଲେଖିବାରେ ବିନିଯୋଗ କରିଦେଇଛି୤' ଅଗଷ୍ଟ ୭ ରୁ ୧୧ ଯାଏଁ ହଂକଂଠାରେ ଜଗତର ୨୮୬ ରୁ ଅଧିକ ଭାଷାରେ ଉଇକିପିଡ଼ିଆରେ ସମ୍ପାଦନା କରୁଥିବା ଉଇକିଆଳିଙ୍କ ସମାବେଶ "ଉଇକିମାନିଆ ୨୦୧୩"ରେଯୋଗଦାନ କରିଥିବା ଉଇକିଆଳିଙ୍କ ଭିତରୁ ଜଣେ ମାତ୍ର ଓଡ଼ିଆ ଥିଲା ଏ ଲେଖକ୤ ସେଠାରେ ଡା ସୁବାସ ରାଉତଙ୍କ ଭଳି ଆହୁରି କେତେ ଜଣ ବୟୋଜ୍ୟେଷ୍ଠ ଉଇକିପିଡ଼ିଆ ସମ୍ପାଦକଙ୍କ ସହ ଭେଟିବାର ସୁଯୋଗ ମିଳିଥିଲା୤ ଆଗାମୀ ଉଇକିମାନିଆ ଯାହା ଲଣ୍ଡନରେ ଅନୁଷ୍ଠିତ ହେଉଛି ସେଥିରେ ଅଂଶଗ୍ରହଣ କରିବାକୁ ଆଗ୍ରହୀ ଡା. ରାଉତ୤ ସେ ଭୁବନେଶ୍ୱରରେ ଥିବା ବାକି ଯୁବ ସମ୍ପାଦକଙ୍କୁ ଏକାଠି କରି ଅଧିକରୁ ଅଧିକ ସଚେତନତା ତଥା ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆରେ ସମ୍ପାଦନା କରିବା ବାବଦରେ କର୍ମଶାଳାର ଆୟୋଜନ କରୁଛନ୍ତି୤ ସହଜରେ ଓଡ଼ିଆରେ ଲେଖିବା ପାଇଁ ଓଡ଼ିଆ ଉଚ୍ଚାରଣକୁ ନେଇ "ଲେଖନୀ" ନାମରେ ଏକ କି-ବୋର୍ଡ଼ ଲେଆଉଟ ଆମେମାନେ ତିଆରି କରିଥିଲୁ ଯାହା ସହାୟତାରେ କୌଣସି ବି ବ୍ୟକ୍ତି ଓଡ଼ିଆରେ ଟାଇପ କରିପାରିବ୤ ଏଥିରେ ଥିବା ନାନାଦି ଅସୁବିଧାକୁ ଜଣାଇବାରେ ଡା. ରାଉତଙ୍କ ଅବଦାନ କିଛି କମ ନୁହେଁ୤ ଏହା ନିର୍ଭୁଲ ଓଡ଼ିଆ ଟାଇପିଂରେ ସହାୟକ ହେଉଛି୤ ଚାକିରୀ ପରର ଅବସର ଜୀବନ ତାଙ୍କର କଟୁଛି ଉଇକିପିଡ଼ିଆରେ ଡାକ୍ତରୀ ବିଷୟ ସମ୍ପର୍କିତ ପ୍ରସଙ୍ଗ ସମ୍ପାଦନା ଓ କିଛି ମାତ୍ରାରେ କବୀର ଦୋହାର ଓଡ଼ିଆ ଅନୁବାଦ କରିବାରେ୤ ବିଳମ୍ବରେ ଉଇକିପିଡ଼ିଆ ବାବଦରେ ଜାଣିଲେ ବୋଲି କହି ମନ ଉଣା କରି ସେ କହନ୍ତି, “ଆଗରୁ ଜାଣିଥିଲେ ହୁଏତ ଆହୁରି କେତେ ଗୁଡ଼ିଏ ପ୍ରସଙ୍ଗରେ ଲେଖିପାରିଥାନ୍ତି"୤ ନିଜର କୁନି ନାତୁଣୀ ସହିତ ଟିକେ ଖେଳିବା ବ୍ୟତୀତ ବାକି ସମୟ ସେ ଏମିତି ଜଣେ ସ୍ୱର୍େଚ୍ଛାସେବୀ ଭାବରେ ଓଡିଆରେ ଜ୍ଞାନର ବିତରଣର ସବୁଠୁ ବିଶାଳ ମାଧ୍ୟମ ଉଇକିପିଡ଼ିଆରେ ସମ୍ପାଦନାରେ ସମୟ କାଟିବେ ବୋଲି କହନ୍ତି ଡା ସୁବାସ ଚନ୍ଦ୍ର ରାଉତ୤

ଗତ ଦୁଇ ସପ୍ତାହ ସାରା ଇଣ୍ଟରନେଟରେ । ସାରା ଦେଶରୁ ଲୋକେ ନିଆଁରେ ପତଙ୍ଗ ଝାସ ଦେଲା ଭଳି ଫେସବୁକର ନୂଆ ପ୍ରକଳ୍ପ “ଫ୍ରି ବେସିକ୍ସ’ (Free Basics) ବିରୋଧରେ ଭିନ୍ନଭିନ୍ନ ଧରଣର ମତ ଦେଇଚାଲିଛନ୍ତି । ପ୍ରଧାନମନ୍ତ୍ରୀ ମୋଦିଙ୍କ ଆମେରିକା ଗସ୍ତକାଳରେ ସେ ସେଠାରେ ଜୁକରବର୍ଗଙ୍କ ସାଙ୍ଗେ ଭେଟି ଫେସବୁକର ମିଳିତ ସହଯୋଗରେ ଭାରତରେ ସାଧାରଣ ଲୋକଙ୍କ ପାଇଁ ଜ୍ଞାନ ବିତରଣ ଓ ସୂଚନା ପହଞ୍ଚାଇବା ବାବଦରେ ଆଲୋଚନା କରିଥିଲେ । ଆଉ ଫେସବୁକକୁ ଏହା ଭାରତରେ ନିଜର ଚେର ମୋଟା କରିବାକୁ ଏକ ଭଲ ବାଟ ଦେଖାଇଲା । ଫେସବୁକର ପ୍ରତିଷ୍ଠାତା ମାର୍କ ଜୁକରବର୍ଗ ଏ ଫ୍ରି ବେସିକ୍ସ ବାବଦରେ ଘୋଷଣା କରିବାର ଦୁଇ ସପ୍ତାହ ନ ବିତୁଣୁ ଟେଲିକମ ରେଗୁଲେଟରି ଅଥରିଟି ଅଫ ଇଣ୍ଡିଆ (ଟ୍ରାଇ) ପାଖରେ ସାଢ଼େ ଚାରି ଲକ୍ଷ ପାଖାପାଖି ଇମେଲ ଏହାକୁ ରୋକିବା ଲାଗି ପହଞ୍ଚି ସାରିଲାଣି । ଜନନେତା ଓ ଇନଫୋସିସର ସହ ପ୍ରତିଷ୍ଠାତା ଙ୍କଠାରୁ ଆରମ୍ଭ କରି ମିଡ଼ିଆନାମାର ପ୍ରତିଷ୍ଠାତା , ଭେଞ୍ଚର କ୍ୟାପିଟାଲିଷ୍ଟ , ଇଣ୍ଟରନେଟ ଆକ୍ଟିଭିଷ୍ଟ , ଙ୍କ ଯାଏ ସଭିଏଁ ଏହା ପଛରେ ଫେସବୁକ ଲାଭକରୀ ମନୋଭାବ ନିହିତ ଅଛି ବୋଲି କଡ଼ା ନିନ୍ଦା କରି ଲେଖିଲେଣି । ତେବେ କ’ଣ ଏ ଫ୍ରି ବେସିକ୍ସ? କାହିଁକି ଏତେ ବିବାଦ ଏ ସରଳ ସୁବିଧା ବିରୋଧରେ?

ଫେସବୁକ୍‍ ବ୍ୟବହାର କରୁଥିବା ଊଣା ଅଧିକେ ସଭିଏଁ ଜାଣୁଥିବେ ସେ କେଡ଼େ ଅଠାକାଠି! ଫେସବୁକର ପ୍ରାୟ ବ୍ୟବହାରୀ ହେଲେ ଯୁବବର୍ଗ । ତେବେ କି ଯୁବା କି ବୁଢ଼ା ଫେସବୁକରେ ପ୍ରାୟ ଲୋକେ କେବଳ ମଜାମଉଜ ଲାଗି ଆସିଥାନ୍ତି । ଆଉ ଏଥିରେ ଖୁବ୍‍ କମ୍‍ ସମୟରେ ଏତେ ଅଧିକ ଲୋକଙ୍କ ସଙ୍ଗେ ମିଶିବା, ଗପିବା ଓ ଏତେ ଅଧିକ ମଉଜ ପାଇ ଅନେକେ ଫେସବୁକ ପ୍ରେମରେ ପଡ଼ିଯାଆନ୍ତି । ସରଳ ଭାଷାରେ କହିଲେ ଫେସବୁକ ଇଣ୍ଟରନେଟରେ ଉପଲବ୍ଧ ଏକ ହାଟ ବଜାର । ଲୋକେ ସେଠି କିଛି ସମୟ କାଟିବା ପାଇଁ, ଚିହ୍ନା-ଅଚିହ୍ନା ଲୋକଙ୍କ ସହ ମିଶିବା ପାଇଁ, ଆଳାପ-ଆଲୋଚନା ପାଇଁ ଏକାଠି ହୁଅନ୍ତି । ଅଧିକାଂଶ ଆଲୋଚନା କେବଳ ମଉଜ ପାଇଁ ହେଲାବେଳେ କିଛି ଉପଯୋଗୀ ଆଲୋଚନା ମଧ୍ୟ ହୋଇଥାଏ । ଫେସବୁକ ଏକ ବିଶାଳ ଲାଭକରୀ କମ୍ପାନୀ । ଏହାର ଆଉ ଏକ ସହ ପ୍ରକଳ୍ପ ହେଲା ହ୍ୱାଟସ୍‍ଅପ୍‍ । ଏହା ଅନଲାଇନ ଚାଟିଂ ପାଇଁ ବ୍ୟବହାର କରାଯାଏ । ଫଟୋ ଭିଡ଼ିଓରୁ ଆରମ୍ଭ କରି ସାଧାରଣ ଚାଟିଂ ନିମନ୍ତେ ଏହା ଖୁବ୍‍ ଜଣା ।

ନିକଟରେ ଫେସବୁକ Internet.org ନାମକ ଏକ ସହ-ସଙ୍ଗଠନ ଆରମ୍ଭ କରିଛି । ଫ୍ରି ବେସିକ୍ସ ହେଲା ଏ ଇଣ୍ଟରନେଟ ଡଟ ଅର୍ଗ ଅଧୀନରେ ଏକ ଯୋଜନା । ତେବେ ଫେସବୁକ ଓ ଫେସବୁକର ସହ-ପ୍ରକଳ୍ପ ସବୁକୁ ଅଭାବୀ ଦେଶମାନଙ୍କରେ ଅଧିକ ଲୋକପ୍ରିୟ କରିବା ଲାଗି ସେସବୁକୁ ବିନାମୂଲ୍ୟରେ ପହଞ୍ଚାଇବା ପାଇଁ ଏ ଫ୍ରି ବେସିକ୍ସ । ଭାରତ ସମେତ ଜଗତର ୩୦ଟି ଦେଶରେ ଫ୍ରି ବେସିକ୍ସ ଜରିଆରେ ମାଗଣା ସୀମିତ ଫେସବୁକ ସୁବିଧା ଦେବା ଏହାର ଉଦ୍ଦେଶ୍ୟ । ଫ୍ରି ବେସିକ୍ସ ଜରିଆରେ ଆଉ କିଛି ମାଗଣା ୱେବସାଇଟ ମଧ୍ୟ ଉପଲବ୍ଧ ହେବ । ତେବେ ଏଠାରେ ଅନେକ ପ୍ରଶ୍ନ ମନରେ ଉଙ୍କିମାରେ । ଏ ମାଗଣା ୱେବସାଇଟ ସବୁ ବ୍ୟବହାରୀଙ୍କ ପାଇଁ ଲୋଡ଼ା କି ନା ତା’ର ସିଦ୍ଧାନ୍ତ କିଏ ନେବ - ଫେସବୁକ ନା ବ୍ୟବହାରୀ? ଫ୍ରି ବେସିକ୍ସ ଅଧୁନା କିଛି ଦେଶରେ ଉପଲବ୍ଧ ହୋଇଥିବାବେଳେ ଫିଲିପାଇନ୍ସରେ ରହୁଥିବା ଜଣେ ଭାରତୀୟ ଜିତେଶ ଗୋସ୍ୱାମୀ ନିକଟରେ ନିଜେ ନିଜ ମୋବାଇଲରେ ସେଠାର ଫ୍ରି ବେସିକ୍ସ ଇନଷ୍ଟଲ କରି ଯାହା ମତ ଦେଇଛନ୍ତି ତା’ ଭାରି ଚିନ୍ତାର ବିଷୟ । ସାଧାରଣ ଫେସବୁକର ଅଧାରୁ ଅଧିକ ସୁବିଧା ଫ୍ରି ବେସିକ୍ସରେ ନାହିଁ । ଏଥିରେ ଫେସବୁକ ବାହାରେ ଥିବା ଭିଡ଼ିଓ ମାଗଣାରେ ଦେଖିହେବନି କି ଖବର ଆଦି ସମ୍ପୂର୍ଣ୍ଣ ପଢ଼ିହେବନି । ପୁଣି ମାଗଣାରେ ମିଳିବାକୁ ଥିବା ବାକି ୱେବସାଇଟ ସବୁ ବାଛିବାରେ ଫେସବୁକର ଏକଚାଟିଆ ଅଧିକାର ରହିବ । ବ୍ୟବହାରୀଏ କ’ଣ ଚାହାନ୍ତି ନ ଚାହାନ୍ତି ତାହା ଫେସବୁକ ନିର୍ଣ୍ଣୟ କରିବ ।

ଆଉ ‘ଗରିବ ମାଇପ ସବୁରି ଶାଳୀ’ ନ୍ୟାୟରେ ଗରିବଙ୍କୁ ମାଗଣା ତିଅଣର ସୁଆଦ ଚଖାଇ ଫେସବୁକ ସେମାନଙ୍କୁ ଇଣ୍ଟରନେଟ ଯୋଗାଇବା ଆଳରେ କେବଳ ଫେସବୁକର ପରିଧି ଭିତରେ ବାନ୍ଧି ରଖିବ । ଫେସବୁକ ଉଇକିପିଡ଼ିଆ, Mozilla ଭଳି ଖୋଲା ସଫ୍ଟଓଏର ବ୍ୟବହାର କରେନାହିଁ କି ଲୋକଙ୍କ ଉଦ୍ୟମରେ ତିଆରି ନୁହେଁ । ଏହା ସମ୍ପୂର୍ଣ୍ଣ ଭାବେ ଏକ ଲାଭକାରୀ କମ୍ପାନୀ । ତେଣୁ ଫେସବୁକର ସବୁ କାମ ଲୋକଙ୍କ ସ୍ୱାର୍ଥ ନୁହେଁ, ବରଂ ନିଜ ସ୍ୱାର୍ଥ ହାସଲ ପାଇଁ । ଅଭାବୀ ଦେଶର ଲୋକଙ୍କ ମନ ଜିଣିବା ପାଇଁ ଓ ନିଜର ବ୍ୟବହାରୀ ସଂଖ୍ୟା ବଢ଼ାଇବା ପାଇଁ ଏହା ଫେସବୁକର ଏକ ମସୁଧା ବୋଲି ଅନେକ ଚିନ୍ତାଶୀଳ ଲୋକେ ମତ ଦେଇଛନ୍ତି । ଫେସବୁକର ଏହି ଏକଚାଟିଆ କାମ ନେଟ ନିଉଟ୍ରାଲିଟି ବା ନେଟ ସମାନତାର ପକ୍ଷପାତୀ । ପକ୍ଷପାତ ନ କରି ସବୁ ୱେବସାଇଟକୁ ସମାନ ଭାବେ ଗଣିବା ନେଟ ସମାନତା ନାମରେ ଜଣା ।

Highlights for August 2019
The Oxford Internet Institute and CIS are creating a State of the Internet’s Languages report, as baseline research with both numbers and stories, to demonstrate how far we are from making the internet multilingual. The call is available in Arabic, Brazilian Portuguese, English, IsiZulu, Spanish, and Tamil. CIS invites friends and communities to translate the call into other languages. CIS's Access to Knowledge (A2K) team is conducting a free knowledge movement and as part of this initiative it is inviting contributions from the Wikipedia community. Photos, media, content or archives donated by community members would be used worldwide to disseminate information. The content you are donating must be under Creative Commons Share-like content. You must have the copyright of the content under CC licenses. Over the last few years, several digital identity schemes have been initiated in different countries across the world. There has been significant momentum on digital ID, especially after the adoption of UN Sustainable Development Goal 16.9, which calls for legal identity for all by 2030. Authors, Amber Sinha and Pooja Saxena, explore about the uses and design of digital identity systems and ask two core questions a) What are appropriate uses of ID?, and b) How should we think about the technological design of ID? Together with the Institute of Technology & Society (ITS), Brazil, and the Centre for Intellectual Property and Information Technology Law(CIPIT), Kenya, CIS participated at a side event in RightsCon 2019 held in Tunisia, titled Holding ID Issuers Accountable, What Works?, organised by the Omidyar Network. A report of the event is published here. As governments across the globe implement new, foundational, digital identification systems (“Digital ID”), or modernize existing ID programs, there is dire need for greater research and discussion about appropriate uses of Digital ID systems. At RightsCon 2019 in Tunis, we presented working drafts on appropriate use of Digital ID by the partner organisations of this three-region research alliance - ITS from Brazil, CIPIT from Kenya, and CIS from India. CIS gave its comments to the ID4D Practitioners’ Guide: Draft For Consultation released by ID4D in June, 2019. The submission is divided into three main parts. The first part (General Comments) contains the high-level comments on the Practitioners’ Guide, while the second part (Specific Comments) addresses individual sections in the Guide. The third and final part (Additional Comments) does not relate to particulars in the Practitioners' Guide but other documents that it relies upon. The Ministry of Health and Family Welfare had released the National Digital Health Blueprint on 15 July 2019 for comments. CIS submitted its comments. CIS notes that the nature of data which would be subject to processing in the proposed digital framework pre-supposes a robust data protection regime in India, one which is currently absent. Accordingly, it urges the ministry to cease the implementation of the framework until the Personal Data Protection Bill is passed by the Parliament. Aayush Rathi , Vedika Pareek , Divij Joshi and Pranav Bidare co-authored a research paper 'Future of Work in the ASEAN'. The authors reveal that the future of work will be mediated through region and country specific factors such as socioeconomic,geopolitical and demographic change. The report was edited by Elonnai Hickok and Ambika Tandon with research assistance by Sankalp Srivastava and Anjanaa Aravindan. The research is supported by Tides Foundation.

Internet Governance

The Tunis Agenda of the second World Summit on the Information Society has defined internet governance as the development and application by governments, the private sector and civil society, in their respective roles of shared principles, norms, rules, decision making procedures and programmes that shape the evolution and use of the Internet. As part of internet governance work we work on policy issues relating to freedom of expression primarily focusing on the Information Technology Act and issues of liability of intermediaries for unlawful speech and simultaneously ensuring that the right to privacy is safeguarded as well.

Freedom of Speech & Expression

Under a grant from the MacArthur Foundation, CIS is doing research on the restrictions placed on freedom of expression online by the Indian government and contribute studies, reports and policy briefs to feed into the ongoing debates at the national as well as international level. Digital Identity

Omidyar Network is investing in establishment of a three-region research alliance — to be co-led by the Institute for Technology & Society (ITS), Brazil, the Centre for Intellectual Property and Information Technology Law (CIPIT) , Kenya, and CIS. Highlights
Elonnai Hickok wrote a blog post which provided a high level comparison of the 2017 and 2015 DNA Profiling Bill - calling out positive changes, remaining issues, and missing provisions. Rohini Lakshane wrote a blog post on dataset for patent requirements and complex products. The dataset has been released under the Creative Commons-Attribution-Share Alike 4.0 License. A Marathi Wikipedia workshop was held in Sangli, Maharashtra. Subodh Kulkarni shared the developments in a blog post. In an emphatic endorsement of the right to privacy, a nine judge constitutional bench unanimously upheld a fundamental right to privacy. The events leading to this bench began during the hearings in the ongoing Aadhaar case, when in August 2015, Mukul Rohatgi, the then Attorney General stated that there is no constitutionally guaranteed right to privacy. CIS gave its statement on right to privacy judgment.

Access to Knowledge

Our Access to Knowledge programme currently consists of two projects. The Pervasive Technologies project, conducted under a grant from the International Development Research Centre (IDRC), aims to conduct research on the complex interplay between low-cost pervasive technologies and intellectual property, in order to encourage the proliferation and development of such technologies as a social good. The Wikipedia project, which is under a grant from the Wikimedia Foundation, is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

We are happy to share with you the eighth issue of the Centre for Internet and Society (CIS) newsletter (August 2015). The past editions of the newsletter can be accessed at http://cis-india.org/about/newsletters.

Highlights

Researchers at Work programme has published a book titled Digital Activism in Asia Reader exploring in detail digital activism in Asia. The Reader was edited by Nishant Shah, P.P. Sneha, and Sumandro Chattapadhyay with support from Anirudh Sridhar, Denisse Albornoz, and Verena Getahun. The pre-publication drafts of two sections written by Sumandro Chattapadhyay for the third volume (2000-2010) of the Asia Internet History series edited by Prof. Kilnam Chon have been posted for open-review process. As part of the 'Studying Internets in India' series, RAW published blog entries on Governing Speech on the Internet and Mock-Calling - Ironies of Outsourcing and the Aspirations of an Individual. NVDA team conducted a workshop at Jeevan Jyoti School for the Blind, Varanasi from August 26 to 28, 2015. Eighty five students and 13 teachers took part in the training programme. NVDA team had conducted another workshop earlier in Nashik. The workshop was conducted in June. A batch of 17 Special Educators and teachers of the blind attended the workshop. Maggie Huang, Arpita Sengupta and Paavni Anand as part of the Pervasive Technologies project co-authored a research paper that seeks to compare the publicly available information on the websites of music collective management organizations ("CMOs") operating within India, the United States, and the United Kingdom. Amulya Purushothama, Nehaa Chaudhari and Varun Baliga in a blog entry have delved into the question of what the mandate of the Sectoral Innovation Council is, what its activities are, and what vision for IPR development in India has it put forth. An RTI Application has been filed by CIS to attain information on these issues. In a blog post, Amulya Purushothama announced our new MHRD IPR Chair Series and has charted the sequence of events, starting from the establishment of MHRD IPR Chairs, to discussions surrounding their purpose and functioning, to concerns surrounding the lack of information about the IPR Chairs, the first round of RTIs that CIS had filed in regard to this and the responses it solicited. Subhashish Panigrahi interviewed Prateek Pattanaik. Prateek has not just digitized as many as 54 Odia-language poetry dating early 18th century but has also annotated, both poetic and prosaic translation in his blogs "Sri Jagannatha" and "Utkal Sangeet". He has also published a complete book "Kisora chandranana champu" on Odia Wikisource. A recent entrant into the Odia Wikimedia community, Prateek is also the youngest Odia Wikimedian. Rohan George and Elonnai Hickok in a blog post analyzed consent, big data and data protection that examines in detail why the principle of consent is providing us increasingly less of an aegis in protecting our data. Elonnai Hickok, Vipul Kharbanda and Vanya Rakesh on behalf of CIS submitted a clause-by-clause comments on the Human DNA Profiling Bill that was circulated by the Department of Biotechnology on June 9, 2015. Sunil Abraham, Elonnai Hickok and Tarun Krishnakumar co-authored an article titled Security: Privacy, Transparency and Technology. The article was published by Observer Research Foundation, Digital Debates 2015: CyFy Journal Volume 2. Elonnai Hickok in a blog post titled A Review of the Policy Debate around Big Data and Internet of Things has done an analysis as to how regulators and experts across jurisdictions are reacting to Big Data and Internet of Things. The Supreme Court of India has deemed it fit to refer the question of the very existence of a fundamental right to privacy to a Constitution Bench to finally decide the matter, and define the contours of such right if it does exist. Vipul Kharbanda analyses this in a blog entry. Experts and regulators across jurisdictions are examining the impact of Big Data practices on traditional data protection standards and principles. This will be a useful and pertinent exercise for India to undertake as the government and the private and public sectors begin to incorporate and rely on the use of Big Data in decision making processes and organizational operations. Elonnai Hickok has provided an initial evaluation of how Big Data could impact India's current data protection standards. Elonnai Hickok has provided a comparison of Human DNA Profiling Bill 2012 vs. the Human DNA Profiling Bill 2015, CIS's main recommendations vs. the 2015 Bill, Sub-Committee Recommendations vs. the 2015 Bill, and the Expert Committee Recommendations vs. the 2015 Bill. CIS submitted its comments to the non-paper on the UNGA Overall Review of the Implementation of the WSIS outcomes, evaluating the progress made and challenges ahead. In a policy brief, Vipul Kharbanda has analyzed the different laws regulating surveillance at the state and central level in India and calls out ways in which the provisions are unharmonized. The brief then provides recommendations for the harmonization of surveillance law in India. Hardnews interviewed Sunil Abraham about the future of the internet in India. The article was published in their August edition. Shyam Ponappa in an Op-ed published by Business Standard has given an analysis on the reasons of the number of dropped calls on our mobile phones.

Accessibility and Inclusion

Under a grant from the Hans Foundation we are doing a project on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed here. The project on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India got over and the compilation has been printed.

As part of the Access to Knowledge programme we are doing two projects. The first one (Pervasive Technologies) under a grant from the International Development Research Centre (IDRC) is for research on the complex interplay between pervasive technologies and intellectual property to support intellectual property norms that encourage the proliferation and development of such technologies as a social good. The second one (Wikipedia) under a grant from the Wikimedia Foundation is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

Highlights

CIS published a policy guide on Privacy in Healthcare that seeks to understand the legal regulations governing data flow in the health sector - particularly hospitals, and how these regulations are implemented.
Nehaa Chaudhari wrote two articles on the Karnataka Goondas Act in Spicy IP. The first one is an overview on the various provisions of the law and discusses the potential impact of the amendment . The second one is a note on legislative competence .

Andhra Loyola College and CIS entered into a memorandum of understanding (MoU) to steward the growth of Telugu Wikipedia and to make available free knowledge in Telugu to all Telugus across the globe.
In July 2014, the Department of Biotechnology and the Department of Science, Ministry of Science and Technology, Government of India released a draft Open Access Policy. CIS participated in discussions along with experts brought on board by the Drafting Committee to develop and review the open access policy. As a follow-up, CIS prepared comments to the draft Policy .

Anandini K. Rathore wrote a report on the second privacy and surveillance roundtable held in New Delhi at the India International Centre on July 4, 2014.
As part of its project on mapping cyber security experts in Asia with funding from Citizen's Lab, CIS interviewed Tibetan monkGyanak Tsering and Saumil Shah, security expert.

Published a white paper on content removal best practices and put it up for feedback. The draft paper has been created to frame the discussion towards the creation of a set of principles for intermediary liability in consultation with groups of Internet-focused NGOs and the academic community.
Shyam Ponappa's monthly column Transformation, or Drift? published in Business Standard and Organizing India Blogspot was mirrored on the CIS website.
P.P. Sneha blogged on the emergence of the phenomenon of the alt-academy in the West and the nuances and possibilities of such a space in the Indian context .

Accessibility and Inclusion

Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The updated draft is being reviewed by the Office of the Chief Commissioner for Persons with Disabilities. The draft chapters and the quarterly reports can be accessed on the project page. The second project is on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed here.

Accessibility

Access to Knowledge and Openness

As part of its project on developing the growth of Indic language communities with Wikimedia Foundation, CIS-A2K held six Wikipedia workshops. CIS is also doing a project (Pervasive Technologies) on examining the relationship between production of pervasive technologies and intellectual property. CIS also promotes openness including open government data, open standards, open access, and free/libre/open source software through its Openness programme.

Analysing Latest List of Blocked Sites (Communalism & Rioting Edition) (by Pranesh Prakash): Pranesh Prakash did a preliminary analysis on a leaked list of the websites blocked from August 18, 2012 till August 21, 2012 by the Indian government. There were a total of 309 specific items (those being URLs, Twitter accounts, img tags, blog posts, blogs, and a handful of websites) that were blocked. Telecom

While the potential for growth and returns exist for telecommunications in India, a range of issues need to be addressed. One aspect is more extensive rural coverage and the other is a countrywide access to broadband which is low. Both require effective and efficient use of networks and resources, including spectrum:

Building Knowledge and Capacity around Telecommunication Policy in India

Ford Foundation has given a grant of USD 2,00,000 to CIS to build expertise in the area of telecommunications in India. The knowledge repository deals with these modules: Introduction to Telecommunications, Telecommunications Infrastructure and Technologies, Government of India Regulatory Framework for Telecom, Telecommunication and the Market, Universal Access and Accessibility, The International Telecommunications Union and other international bodies, Broadcasting, Emerging Topics and Way Forward. Dr. Surendra Pal, Satya N Gupta, Paranjoy Guha Thakurta, Payal Malik, Dr. Rakesh Mehrotra and Dr. Nadeem Akhtar are the expert reviewers.

The following are the new outputs:

Auctioning and Allocation of Spectrum (by Snehashish Ghosh): Auction of spectrums was introduced in the telecommunication market after the failure of the administrative process of allocating spectrum. Auctions use a price mechanism to allocate spectrum. Auction of spectrum can be used to increase efficiency and earn maximum revenue.
The Telecom Regulatory Authority of India Act, 1997 (by Snehashish Ghosh): The main objective of the TRAI Act was to establish the TRAI and the Telecom Dispute Settlement Appellate Tribunal. Snehashish also touches upon the amendment to the TRAI Act, government control over TRAI, scheme of the TRAI Act, constitution of TRAI, its powers and functions, grounds and procedures for appeal to the tribunal, etc.
Broadband Wireless Access – Standards (by Jürgen Kock): Jürgen tells us about the broadband wireless access standards, why we need technical standards, who define BWA standards, WiMAX standards and long term evolution.
Mesh Networks (by Ravikiran Annaswamy): Ravikiran tells us the definition of Mesh Networks, its importance, applications and the things to explore in future.
National Telecom Policy, 2012 (by Snehashish Ghosh): The National Telecom Policy, 2012 was approved by the Union Cabinet on May 31, 2012. Snehashish tells us about the vision of the National Telecom Policy, 2012, its background, the strategies (broadband rural telephony and universal service obligation fund), licensing, convergence and value-added services, spectrum management, etc.
New Telecom Policy, 1999 (by Snehashish Ghosh): The New Telecom Policy, 1999 was formulated on the basis of the report of Group on Telecommunication. In this unit, Snehashish talks about the objectives of the Policy, its targets, the new category of service providers, role of the regulator, other mandates to the Policy, amendment to the New Telecom Policy, 1999, etc.
National Telecom Policy, 1994 (by Snehashish Ghosh): The National Telecom Policy, 1994 was formulated for the purpose of opening up the Indian markets for foreign direct investment as well as domestic investment in the telecom sector. Snehashish throws light on the objectives of the National Telecom Policy, 1994, the status of telecom services prior to the implementation of the aforesaid Policy; value added services, hardware and technological aspects, basic services, and outcomes of the National Telecom Policy.

Consumers International IP Watchlist 2012 — India Report (by Pranesh Prakash): The India Report for Consumers International IP Watchlist 2012 was published on the A2K Network website. According to the report, India's Copyright Act is a relatively balanced instrument that recognises the interests of consumers through its broad private use exception, and by facilitating the compulsory licensing of works that would otherwise be unavailable. However, the compulsory licensing provision have not been utilized so far, because of both a lack of knowledge and more importantly because of the stringent conditions attached to them.

Copyright Law: More Than a Moral Obligation (by Jaya Bhattacharji Rose, Businessworld, August 9, 2012): “So far, things have worked well because sepia-tinted photographs have generally become part of the public domain. But now, only photographs by photographers who died before 1951 are part of the public domain. This has shrivelled up the public domain in photographs since it is even more difficult to trace the photographer...than to estimate the age of a photograph, determining whether a photograph is in the public domain is laden with uncertainty. Ring Side View: Update on WIPO Negotiations on the Treaty for the Visually Impaired (by Rahul Cherian): As the negotiations between Member States progressed it became clear that the United States and the European Union were blocking the Treaty while everybody else was pushing hard for the Treaty. The United States and the European Union were pushing for some form of non-binding instrument that would be more in the nature of a recommendation. Programme Director – Access to Knowledge: CIS is seeking a Programme Director for its New Delhi office. The Programme Director will manage CIS’s Access to Knowledge programme which is funded by the Wikimedia Foundation, to support the growth of Wikipedia and its sister projects and to advance access to free knowledge in India. The Programme Director will partner with the large Wikimedia community in India to focus on Indic and English languages and will manage a team of four staff members.
Programme Officer – Internet Governance: CIS is seeking an individual with a strong background in legal research and policy work to be part of its internet governance (IG) programme. The candidates must have good knowledge of Indian and international law on freedom of expression and privacy, demonstrable research skills, have strong communication skills and be media savvy with the ability to convey complex legal issues clearly to a general audience, open to travel and work independently.
