    <title>FOSS, Wikimedia and Mozilla Under One Roof at GNUnify 2013, Pune</title>

        &lt;b&gt;GNUnify 2013 organized in the  campus in Pune from February 15 to 17, 2013. The event was organized by Pune Linux/Unix User Group (PLUG) and Symbiosis Institute of Computer Studies &amp; Research (SICSR). Subhashish Panigrahi reports the outcomes in this blog post.&lt;/b&gt;
        &lt;p&gt;&lt;a class="external-link" href="http://www.gnunify.in/"&gt;GNUnify&lt;/a&gt; is an annual gathering consisting of &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Free_and_open-source_software"&gt;Free and Open Source software&lt;/a&gt; workshops, talks, seminars and BOFs (Birds of a feather). This was hosted by the &lt;a class="external-link" href="http://www.plug.org.in/"&gt;Pune Linux User Group&lt;/a&gt; and the &lt;a class="external-link" href="http://sicsr.ac.in/"&gt;Symbiosis Institute of Computer Studies&lt;/a&gt; and Research in Pune, India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Day 1: February 15, 2013&lt;/b&gt;&lt;br /&gt;The first day of the event had many parallel tracks including talks on KDE, Firefox OS, FUEL Project, Wikimedia Localization, OpenSSL, Discussions on Creative Commons, OpenStack and few technical workshops.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Day 2: February 16, 2013&lt;/b&gt;&lt;br /&gt;Few of the full day events includes several talks and discussions about Mozilla and Firefox, Internationalization, Localization and Indic language input method related talks and workshops by the Wikimedia Foundation Engineering team (More details on mediawiki.org), Drupal and workshop and talks on Python. Wikipedians, translators  from various languages, A2K team members Vishnu Vardhan and Subhashish had an open conversation with the Wikimedia Foundation Engineering team.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Day 3: February&lt;/b&gt; &lt;b&gt;17, 2013&lt;/b&gt;&lt;br /&gt;The final day of GNUnify had 3 major parallel day long events; Mozilla India community meetup, Wikipedia translation sprint and Wikipedia gadget workshop. At the end of all the events participants gathered for a group photo and socialized.&lt;b&gt;&lt;br /&gt; &lt;/b&gt;&lt;/p&gt;

    <title>For the love of Konkani: Preserving Goa's official language</title>

&lt;p style="text-align: justify; "&gt;Social networking site Orkut may have lost its lustre but digging through its remnants throws up a group called Aamchigele Bindaas Community (ABC). It was started to bring together Konkani-speaking people across the world.&lt;br /&gt;&lt;br /&gt;The group is now active on Facebook under the name Broad Minded Konkanis (BMK), where people post queries about Konkani words and phrases. "This group has helped members understand the language to a great extent,” says Rajanikanth Shenoy Kudpi, founder and one of the administrators of the 160-member group. BMK has members from Saraswat, Catholic Christian, Bunt, Navayat Muslim, Jain and other communities, who speak Konkani.&lt;br /&gt;&lt;br /&gt;“Konkani as a language will definitely be rejuvenated if contemporaries and scholars put in consistent efforts,” says Kudpi.&lt;br /&gt;&lt;br /&gt;One such effort was a recent four-day workshop organised by the Centre for Internet and Society (CIS) and Access to Knowledge (A2K) for the students of Goa University and St.Xavier’s College. “We want to strengthen the Konkani Wikipedia,” says Nitika Tandon, programme manager, CIS-A2K.&lt;br /&gt;&lt;br /&gt;Tandon quotes the Census Department of India 2001 figures that puts Konkani speakers at 24 lakh but adds that limited documentation is available online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, opinion is divided over the language's fate. “I don’t think  it's dying,” says Roshan Pai, founder, savemylanguage.org. Pai started  the website, a Konkani dictionary that documents the language spoken by  the GSB community in and around Mangalore, in 2005.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The site is dependent on volunteer contributions — people send in  meanings of various words that are validated by others, who also put in  different uses or meanings of the words. All the 17,528 words collected  (belonging to GSB dialects in Mangalore, Goa, Kerala and Cochin) are  stored online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the major factors behind people talking about saving a language  has to do with its links to culture. “It is the essence of life and  contains a lot of information that has been passed on through the  generations,” says Gurudath Baliga, assistant director at World Konkani  Centre, Mangalore.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The centre works towards preserving the language by empowering the  community that speaks it through tech-related grassroot activities,  documenting folklore, appointing teachers in different schools and  publishing books. The centre is now working on Konkanverter.com, an in,  catholic Christian, ter script translator, and World Konkani Archives,  that will serve as a repository for all data and text. With such  initiatives, the language is in safe hands.&lt;/p&gt;

    <title>Follow up to Wikipedia Introductory Session at Bharati Vidyapeeth — More Interested and More Involved Participants</title>

        &lt;b&gt;A Wikipedia introductory session was organised at Bharati Vidyapeeth Engineering College in Delhi early this year and a follow up session was organised by CIS on November 19, 2012. About 12 to 15 participants attended the follow up session. Although most of the participants had  attended the introductory session there were a few who were coming over for the first time.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Many participants had already tried some wiki editing (such as correcting grammar, spellings, punctuations, etc.) after the introductory session but had several queries with respect to advance editing such as wiki markup, adding references, adding wiki interlinks and so on.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The main aim to conduct a follow up session was to clear these editing doubts, provide editing support and more importantly make these new editors feel a part of the wider Wikipedia community. This session gave us a brilliant opportunity to inform and encourage the participants to be part of Wikipedia mailing lists, talk page discussions, Facebook pages, current Wikipedia projects and Wiki meet ups. Participants were taught difference between article and user talk pages, leaving messages on various talk pages, how to add wiki markups, add references, add inter wiki links, send private mails to other users, page view stats, etc.  The good part of organizing a session with second time participants was that they were already familiar with the workings of Wikipedia from the introductory session. They had more intelligent queries especially around editing. In addition, another big advantage was the surety that only those participants will return who are genuinely interested in wiki editing and are not just attracted towards Wikipedia brand or swags.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Albeit being a short two-hour session, the workshop provided a good platform for getting in touch with participants, helping them to gain confidence and edit Wikipedia articles, informing them of different ways in which they could be more involved.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Hopefully, next year we could revisit each of the institutions where we'd organised an introductory Wikipedia session in 2012. Though the number of participants for a follow up session might be small but  it definitely guarantees more interested and more involved participants.&lt;/p&gt;

    <title>Focus on India—WikiConference produces new apps; state government adopts free licenses</title>

        &lt;p style="text-align: justify; "&gt;The second &lt;a class="extiw" href="https://meta.wikimedia.org/wiki/WikiConference_India_2016" title="meta:WikiConference India 2016"&gt;WikiConference India&lt;/a&gt;,  held August 5–7 in the northern Indian city of Chandigarh, drew  hundreds of new and experienced members from 20 language communities of  various Wikimedia projects from India, Bangladesh, Sri Lanka, and Nepal.  This event was &lt;a class="text external" href="https://opensource.com/life/16/8/wikipedia-conference-india-2016" rel="nofollow"&gt;more thematic&lt;/a&gt; than the first WikiConference India (held in 2011), with numerous  presentations, panel discussions and workshops on the gender gap,  Wikipedia in education, Mediawiki, and state of the movement in India.  The event was organized by the Community of Wikimedians in India,  supported by &lt;a class="extiw" href="https://meta.wikimedia.org/wiki/Wikimedia_India" title="m:Wikimedia India"&gt;Wikimedia India&lt;/a&gt; and the &lt;a href="https://en.wikipedia.org/wiki/Centre_for_Internet_and_Society_%28India%29" title="Centre for Internet and Society (India)"&gt;Centre for Internet and Society&lt;/a&gt;, and &lt;a class="extiw" href="https://meta.wikimedia.org/wiki/Grants:PEG/Community_of_Wikimedians_in_India/WikiConference_India_2016" title="meta:Grants:PEG/Community of Wikimedians in India/WikiConference India 2016"&gt;funded by the Wikimedia Foundation&lt;/a&gt;. The newly formed user group &lt;a class="extiw" href="https://meta.wikimedia.org/wiki/Punjabi_Wikimedians" title="m:Punjabi Wikimedians"&gt;Punjabi Wikimedians&lt;/a&gt; hosted the event. WikiConference India's main goal was to build  community and increase participation among Wikimedians in India.  Interest in the event was strong: 452 Wikimedians from more than six  countries applied for ~100 scholarships. Wikipedia's well known gender  gap was evident: only 55 scholarship applicants were women, but a strong  focus on diversity resulted in ~25% of scholarship recipients going to  women, and the inclusion of speakers of ~20 languages. In all, about 250  people attended the conference. Several Foundation staff spoke at the  event, including executive director Katherine Maher, Asaf Bartov, and  Tighe Flanagan.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A highlight of the conference was the hackathon track, which spanned  all three days of the conference. It proved highly productive, yielding  seven apps that are expected to help Wikimedians in a variety of ways. I  spoke with Santosh Shingare (&lt;a href="https://en.wikipedia.org/wiki/User:Cherishsantosh" title="User:Cherishsantosh"&gt;Cherishsantosh&lt;/a&gt;),  the Bangalore-based Wikimedian who organized the hackathon. Santosh had  previously served as an organizer of the 2011 WikiConference, and has  run hackathons annually since then. Santosh's primary motivation for  holding such events is learning; he spoke of limited opportunities to  learn about new areas of technology beyond his core skills in WebRTC and  Android. He enjoys collaborating with other Wikimedians and sharing  technical skills. This event was his first with an international draw,  and he looks forward to opportunities to collaborate beyond India's  borders in the future.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As Santosh outlined in &lt;a class="extiw" href="https://lists.wikimedia.org/pipermail/wikimania-l/2016-August/007857.html" title="mailarchive:wikimania-l/2016-August/007857.html"&gt;a message to the Wikimania email list&lt;/a&gt;, the hackathon's 35 participants made substantial progress with the following projects:&lt;/p&gt;
&lt;ol style="text-align: justify; "&gt;
&lt;li&gt;WikiSpeak with native language (web and Android): Speaking the text of Wikipedia articles&lt;/li&gt;
&lt;li&gt;Edit Tamil Wiktionary (Android)&lt;/li&gt;
&lt;li&gt;Audio file upload to Wikidata (Android): Assists users in uploading  small files that demonstrate the pronunciation of lexical items&lt;/li&gt;
&lt;li&gt;A layer that shows local Wikipedia articles on a Google Map&lt;/li&gt;
&lt;li&gt;&lt;a href="https://en.wikipedia.org/wiki/Optical_character_recognition" title="Optical character recognition"&gt;Optical character recognition&lt;/a&gt; for Hindi and Malayalam&lt;/li&gt;
&lt;li&gt;Communication platform [WebRTC] (Web Application): Santosh wrote this app himself; hackathon participants used it to communicate&lt;/li&gt;
&lt;li&gt;Notifications: browser notifications for Wikipedia functions such as recent changes&lt;/li&gt;
&lt;/ol&gt;
&lt;p style="text-align: justify; "&gt;Santosh highlights that the projects grew out of advance  communication. To identify problems and generate ideas, the hackathon  organizing team posted a survey ahead of the event. Requests from  various language communities, including Hindi, Tamil, Punjabi, and  Malayalam, drove several of the projects. The software is all freely  licensed, and there are no plans to generate revenue.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Santosh is not a prolific Wikipedia writer or editor, but rather sees  value in his ability to communicate among Wikimedians who seek features  from various language communities, including his native Marathi and  other Indic languages in which he has varying degrees of fluency.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;He plans to update the Wikimedia community shortly with further  details on each of the seven projects. He is already planning the next  of India's annual hackathons. Hackathon organizers worldwide might be  interested in learning more about Indian Wikimedians' efforts, and  Wikimedians around the world can expect to benefit from their projects.&lt;/p&gt;

&lt;p&gt;Last week brought a rare piece of good news in the world's uncertain  progress towards the widespread free licensing of information on the  Internet. &lt;a href="https://en.wikipedia.org/wiki/User:Ravidreams" title="User:Ravidreams"&gt;Ravidreams&lt;/a&gt; announced on the &lt;a class="extiw" href="https://lists.wikimedia.org/pipermail/wikimediaindia-l/2016-August/012649.html" title="mailarchive:wikimediaindia-l/2016-August/012649.html"&gt;Wikimedia India mailing list&lt;/a&gt; that the government of one of India's largest and most populous states—&lt;a href="https://en.wikipedia.org/wiki/Tamil_Nadu" title="Tamil Nadu"&gt;Tamil Nadu&lt;/a&gt;—has issued an &lt;a class="extiw" href="https://commons.wikimedia.org/wiki/File:GoTN_Tamil_Development_Departments_order_on_creative_commons_cc_by_sa.pdf" title="commons:File:GoTN Tamil Development Departments order on creative commons cc by sa.pdf"&gt;instruction&lt;/a&gt; to &lt;a href="https://en.wikipedia.org/wiki/Tamil_University" title="Tamil University"&gt;Tamil University&lt;/a&gt; and "all other government departments and institutions to release all  their publications, archives and collections under Creative Commons by  Share-Alike license".&lt;/p&gt;
&lt;p&gt;The move comes one year after the &lt;a class="text external" href="https://ta.wikipedia.org/s/4o7x"&gt;collaboration&lt;/a&gt; between the Global Tamil Wikimedia Community and the &lt;a href="https://en.wikipedia.org/wiki/Tamil_Virtual_Academy" title="Tamil Virtual Academy"&gt;Tamil Virtual Academy&lt;/a&gt;,  an independent institution set up by the state government in 2001 to  provide online resources for Tamil-language communities around the  world. TVA and the &lt;a href="https://en.wikipedia.org/wiki/Tamil_language" title="Tamil language"&gt;Tamil-language&lt;/a&gt; Wikimedia community collaborated to persuade the government to make the order. Wikimedia India (one of three &lt;a class="text external" href="https://wiki.creativecommons.org/wiki/India" rel="nofollow"&gt;Creative Commons affiliates&lt;/a&gt; in the country) served as an institutional partner, signing the initial  agreement on behalf of the Indian Wikimedia community, and funding a  Wikimedian in Residence at TVA.&lt;/p&gt;
&lt;p&gt;Ravi, who also serves on the TVA committee for outreach, told the &lt;i&gt;Signpost&lt;/i&gt; that the TVA is very keen to share its collection of encyclopedic  resources with Tamil Wikimedia projects. The community contributed  strategic knowledge of free-content licensing, providing precedents for  free content release by other governments in India and other countries,  and helped in the drafting of the actual order. "But it takes a lot of  time, effort, high-profile connections to change how government  institutions work", he said.&lt;/p&gt;

&lt;p&gt;Tamil-language Wikipedian &lt;a href="https://en.wikipedia.org/wiki/User:Thamizhpparithi_Maari" title="User:Thamizhpparithi Maari"&gt;Thamizhpparithi Maari&lt;/a&gt; serves as Assistant Director, TVA and state coordinator of its  computing outreach unit, which the government is funding to encourage  students in the state to use open-source media and software; this  program includes the development of mobile apps and the running of  contests to enhance students' computing skills. He described to the &lt;i&gt;Signpost&lt;/i&gt; the elaborate process of finally gaining legal and administrative  approval for the CC-by-SA release order. Thamizhpparithi has already  started a process of digitising books from the universities to share  with the Tamil wiki community, involving between 400,000 and 500,000  pages in some 200 books, using Google &lt;a href="https://en.wikipedia.org/wiki/Optical_character_recognition" title="Optical character recognition"&gt;optical character recognition&lt;/a&gt; (OCR).&lt;/p&gt;
&lt;p&gt;"This is just the beginning; we expect millions of pages to be uploaded to &lt;a class="extiw" href="https://en.wikisource.org/wiki/ta:%E0%AE%AE%E0%AF%81%E0%AE%A4%E0%AE%B1%E0%AF%8D_%E0%AE%AA%E0%AE%95%E0%AF%8D%E0%AE%95%E0%AE%AE%E0%AF%8D" title="wikisource:ta:முதற் பக்கம்"&gt;Tamil Wikisource&lt;/a&gt;",  Ravi said. Most of the content that will become available for uploading  is in Tamil, although some will be in English and other Indian  languages; this will present significant opportunities for the Tamil  Wikimedia community.&lt;/p&gt;

    <title>First Urdu Wikipedia Workshop at Maulana Azad National Urdu University, Hyderabad </title>

        &lt;b&gt;During the second week of February, Centre for Internet and Society (CIS), Bangalore received a call from Dr Faheemuddin, Assistant Professor, Department of Translation Studies, Maulana Azad National Urdu University, Hyderabad requesting an Urdu Wikipedia Workshop in University. We were informed of special interest of Dr Zafaruddin , Head, Department of Translation studies in holding the event as any effort aimed at expanding the Urdu Wikipedia will benefit the Urdu language community across the world. &lt;/b&gt;
        &lt;p&gt;The event was covered by &lt;a class="external-link" href="http://www.taemeernews.com/2014/03/Urdu-wikipedia-workshop-in-MANUU.html"&gt;Taemeer News&lt;/a&gt;, &lt;a class="external-link" href="http://www.aalmiakhbar.com/blog/?p=6387"&gt;Aalami Akhbar&lt;/a&gt;, and &lt;a class="external-link" href="http://discoverbhatkal.com/fikrokhabar"&gt;Firokhabar&lt;/a&gt; on March 5, 2014.&lt;/p&gt;

&lt;p dir="ltr" style="text-align: justify; "&gt;During the course of  discussion and further communication, CIS agreed to hold a day-long  workshop for about 20-30 students. The day-long workshop was scheduled  on March 4, 2013 for 28 students.  These students came from different  levels such as MA, M Phil and Ph D offered by the Department of  Translation Studies. All the participating students had opened their  accounts on Urdu Wikipedia prior to the event. They were well-versed in  the Unicode typing for Urdu.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Prof. Mohammed Zafaruddin said during  the inaugural session that the Dept. of Translation Studies wants its  students to impart training for writing material for Urdu Wikipedia so  that Urdu could be made compatible with the modern technology. Later,  Mr. Vishnu Vardhan, Director, Access to Knowledge, addressed the  students through Skype. He told that Wikipedia has become an important  source of communicating information. Millions of people throughout the  world are getting information through Wikipedia in 287 languages. Urdu  is an important language of the world, the speakers of which are spread  all over the world. In view of its importance, it is obligatory on the  part of Urdu speakers to preserves their language and culture by using  and contributing to Urdu Wikipedia.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;The initial session of the  workshop included a general introduction to Wikipedia, the encyclopaedic  content it showcases and the ways in which the students can contribute.  This was followed by a practical demonstration round.  For this  purpose, the students witnessed the creation of the article on the  famous Urdu poet and Bollywood lyricist Kaif Bhopali. It was pointed out  that while the English Wikipedia already had article on the poet, Urdu  Wikipedia got its version only during the current workshop. The students  were later surprised to see that in the context of many Urdu poets,  more content was available on Wikipedia in English than  in Urdu. In the  case of some of the famous poets, even an article entry is missing in  the Urdu Wikipeda while English Wikipedia has full length articles.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;During the hands-on session,  each of the students was given a bitly link of an Urdu Wikipedia  article. The students were asked to edit the article and expand the  content. The students enthusiastically participated in the event with  some of them creating their own  articles. They also asked questions  pertaining to an advanced level of editing such as uploading images. A  student named Mohammed Asif had taken pictures of the event which he  later uploaded on Wikimedia Commons (&lt;a href="http://bitly.com/urduworkshop"&gt;http://bitly.com/urduworkshop&lt;/a&gt;).&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;The departmental staff  present on the occasion included Dr. Mohammed Khaled Mubbashir-Uz-Zafar,  Associate Professor, Dr. Mohammed Junaid Zakir, Dr. Khakashan Lateef  (Asst. Professors), Prof. Syed Khwaja Moinuddin and Dr. Shaik Sadi  Arshad (Translator). Convener of the workshop, Dr. Faheemuddin Ahmed,  proposed vote of thanks.&lt;/p&gt;

    <title>First Pune Odia Wikipedia Workshop Organized!</title>

        &lt;b&gt;The first Pune Odia Wikipedia workshop was organized in Pune on October 27, 2012. Subhashish Panigrahi recollects his experience about the events through this report.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Recently &lt;a class="external-link" href="http://or.wikipedia.org"&gt;Odia Wikipedia&lt;/a&gt; (&lt;a class="reference external" href="http://or.wikipedia.org"&gt;http://or.wikipedia.org&lt;/a&gt;) crossed 3000 articles. After being dormant for 8 long years, Odia Wikipedia emerged as one of the active South Asian wikipedias. I visited Pune on October 27, 2012 to participate in an Odia Wikipedia workshop celebrating this success with the wikipedians and also attend the &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Wikipedia:Wikipedia_Club_Pune/WikiWomenDay"&gt;WikiWomenDay 2012&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Over the last few months Odia Wikipedia has seen many active faces. One of them is Suratha Parhi, a very active Odia wikipedian. Suratha reached out to his friends, colleagues and existing wikipedians staying in Pune to celebrate the success with an Odia Wikipedia workshop. As it was after Durga Puja only a few Odia people in the city were there to attend. We saw a gathering of 10 people at &lt;a class="external-link" href="http://www.pai-ils.com/"&gt;PAI International Learning Center&lt;/a&gt; for this workshop. Abhishek Suryavanshi from &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Wikipedia:Wikipedia_Club_Pune"&gt;Wikipedia Club Pune&lt;/a&gt; extended his support for organizing the venue for us.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Prior to the workshop I interacted with the participants to understand their interests and efficiency with Odia typing. To my surprise two of the participants were good in typing in phonetic and Inscript. Suratha took the audience through a &lt;a class="external-link" href="http://tiny.cc/odia"&gt;presentation&lt;/a&gt; about Odia Wikipedia explaining the history of Odia language, importance of Wikipedia, how to contribute to Wikipedia, manual of style for writing articles, dos and do nots, rules and regulations and validating articles by adding sources. After the preliminary sessions participants started asking questions about numbers of readers, how to type in Odia, use of Odia Wikipedia and various such questions. Suratha answered their questions with examples and illustrations.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;To demonstrate editing on Odia Wikipedia we invited one of the participants. We helped her to create her user account and others also created their user accounts on Odia Wikipedia. Then we invited Sudhir Patel, a type designer and technologist working with &lt;a class="external-link" href="http://www.cdac.in/?id=pune"&gt;CDAC, Pune&lt;/a&gt; to introduce Odia typing and &lt;a class="external-link" href="https://or.wikipedia.org/wiki/Typing_help"&gt;how to type easily in Odia&lt;/a&gt;. After a small hands-on training for typing, all of the participants were able to start searching for articles they wanted to edit. Some of them created new articles and some edited existing articles. At the end of the session we shared our contacts to stay in touch. We also showed them &lt;a class="external-link" href="http://or.wikipedia.org/wiki/WP:"&gt;Chatasabha&lt;/a&gt;, a friendly desk on Odia Wikipedia and demonstrated how they can ask questions and see the answered questions. New wikipedians will be also connected to the &lt;a class="external-link" href="http://facebook.com/groups/OdiaWiki"&gt;facebook group&lt;/a&gt; to be updated about events and activities. New Wikipedians have decided to meet once again in November for a Odia Wikipedia meetup. Sudhir and Suratha are also planning to organize a introductory session on Odia Wikipedia during the cultural gathering organized by Odia communities.&lt;/p&gt;

        &lt;b&gt;Odia Wikipedians gathered at the Indian Institute of Mass Communication (IIMC), Dhenkanal on November 8, 2012 to start the first Odia Wikipedia Education Program. This program aims to bring students edit articles on Odia Wikipedia through a series of assessments by professors. The local community members from Nalconagar would be supporting the four month program.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Since March 2011, Odia Wikipedia has started growing in terms of readers, editors and content. Last few months have seen many new faces added to the community who are willing to take part in both offline and online outreach. Though many of the community members are staying out of state, there are  community clusters in three different places: Cuttack, Nalconagar and Bhubaneswar. We approached many institutions from these three places and some of them showed interest for an Odia Wikipedia workshop to assess and evaluate students for the education program. We conducted workshops in some of those institutions in the initial level. After successive workshops and meeting with the faculty members, some of the potential institutions were chosen for the education program. One of those colleges was the IIMC in Dhenkanal. We had a meeting with the professor of this organization along with teaching associates and a visiting professor and a full day workshop on editing wikipedia. Odia wikipedians, Mrutyunjaya Kar, Manoranjan Mallick, Srikant Kedia and Kamalakanta Nayak supported for organizing the event.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;IIMC, Dhenkanal is one of the six IIMCs of India and a pioneer in the field of Mass Communication. We met Professor Mrinal Chaterjee along with teaching associates, Sucharita and Bhagaban Sahu, retired professor of Revenshaw University and visiting professor of IIMC. The college is home to 83 students across India. Students enroll for a one year diploma program for Journalism and Mass communication in Odia and English.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The full day session was made to two separate sessions: an introductory session and one hands-on training on editing. Prof. Chaterjee introduced the agenda of the session and why it is needed for the students from a student's point of view. I continued the discussion and presented the key points of wikipedia editing and details of the education program, why and how we are going to start it focussing on the key roles of students and the institution and how it will help them. We announced about the hands on training session post lunch for the interested students. Twenty one students gathered for the second session. Interestingly all of the Odia department students were present and there was one student from English department. Students were briefed about editing. During the workshop we found that majority of them knew a typing layout called "Modular layout" which is used by non-unicode ISCII/ASCII typing softwares like Leap office, I-Lipi, Shreelipi, etc. As this layout is yet to be enabled for Odia we continued explaining about typing using the default typing scheme.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;After the end of the workshop we had another meeting with the professor and other faculty members to assess and discuss about the further steps. IIMC has a very close student-teacher relation which we observed from the beginning of the workshop. Students were really keen and patient to learn and all of the students who attended the hands-on training session stayed back till the end of the session. Apart from their regular assignments and projects, students also publish a daily bilingual newspaper, "The Reporter".&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Writing is a part of their their study and we emphasize much on getting the most of their short program. If Wikipedia could give them a global platform to and larger audience for their work to be read, reviewed and enhanced then why not adding it to their task list?", expresses Prof. Chatterjee. The only hurdle which students are going to face in the initial phase is typing in Odia. So, modular layout needs to be added in "Narayam", the typing tool integrated in Odia Wikipedia. To begin with this program an Odia Wikipedia club was formed at Nalconagar which would primarily support this program at the ground level.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Odia Wikipedia (or.wikipedia.org) is a free online encyclopedia in Odia language which everyone can edit. It is an open source project and the content is available online for free. This three month education program included three workshops to educate students of IIMC about typing in Odia, collecting sources to write articles, writing the articles on Odia Wikipedia and then geting them evaluated by faculty members and wikipedians.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The program was initiated in November and run until January end. During this time 16 students took part and wrote about 12 articles on various topics, starting from the articles of local importance to eminent personalities.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We are very keen on getting more students on board to edit Wikipedia which they read and use everyday. This could be one opportunity for them to showcase their writing abilities and documentation skill. I'd like to invite the Wikipedia team to help us install Odia Unicode fonts and continue such a program for the students again”, says Professor Mrinal Chatterjee.&lt;/p&gt;
&lt;p&gt;This program was supported by Centre for Internet and Society, a grantee of Wikimedia Foundation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“This was the first pilot Education Program ever done for Odia  Wikipedia and I'm overwhelmed with the kind of support from the college  faculty and the enthusiasm of the students will bring us back soon,”  expresses Subhashish Panigrahi, Programme Officer , Centre for Internet  and Society. “This was a great learning experience for us and I'd surely  continue contributing to Odia Wikipedia. Had it been little longer I  could have contributed more on Mass Communication and Journalism.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Odia Wikipedian Mrutyunjya Kar who took a central part in organizing the project and conducting workshops in the institute calls it a great start and a stepping stone for a long term program. Odia Wikipedians Manoranjan Behera, Srikant Kedia and Dr. Subas Rout were part of the education programme as resource persons.&lt;/p&gt;

    <title>First ever Train-the-Trainer Program in India</title>

        &lt;b&gt;Access to Knowledge Programme at the Centre for Internet &amp; Society (CIS-A2K) organized the first ever Train the Trainer Program in India. 20 Wikimedians from 8 different language communities and 10 different cities across India attended CIS-A2K’s Train the Trainer (TTT).&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;The residency program was spread over four days. The event was represented by Wikimedia communities including &lt;a href="http://bn.wikipedia.org/"&gt;Bengali&lt;/a&gt;, &lt;a href="http://gu.wikipedia.org/"&gt;Gujarati&lt;/a&gt;, &lt;a href="http://sa.wikipedia.org/"&gt;Sanskrit&lt;/a&gt;, &lt;a href="http://ml.wikipedia.org/"&gt;Malayalam&lt;/a&gt;, &lt;a href="http://hi.wikipedia.org/"&gt;Hindi&lt;/a&gt;, &lt;a href="http://mr.wikipedia.org/"&gt;Marathi&lt;/a&gt;, &lt;a href="http://te.wikipedia.org/"&gt;Telugu&lt;/a&gt; and &lt;a href="http://or.wikipedia.org/"&gt;Odia&lt;/a&gt;.  The event was organized to help build capacity amongst Wikimedia  volunteers to conduct effective and efficient outreach programs in their  respective regions in an effort to expand the Wikimedia movement to  reach the nooks and crannies of a large nation like India. CIS-A2K  realizes that with a small team of five it cannot cover all communities.  This program would create leadership, which in turn will hopefully take  the movement forward.&lt;/p&gt;

In fact I thought it was a very good idea.&lt;/blockquote&gt;
&lt;p style="text-align: justify; "&gt;It falls in-line  with what is needed to be done with utmost importance for the Indian  Wikipedia community – creating more trainers/mentors who can bring in  editors to Wikipedia or guide the existing ones.”&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Post-Event Survey &amp;amp; Report&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;CIS-A2K conducted a post-event survey to evaluate TTT program and  also review individual training and development activities organized  during the four-day workshop. The main aim of the survey was to  understand how the attendees perceived the event and help CIS-A2K plan a  more successful and well-attended event in the future.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Including a variety of questions ranging from &lt;a href="https://en.wikipedia.org/wiki/Likert_scale"&gt;likert scale&lt;/a&gt; questions, drag and drop list, paragraph text, multiple choices,  provided an interactive and systematic way to gather participant’s  feedback. The survey questions were also designed to cover different  aspects of the event including attendee’s opinions of the sessions,  as  well as what they learned. Results and findings will be used to refine  and improve the next TTT program.&lt;/p&gt;

A vast majority (83 percent) said  they would recommend TTT to fellow Wikipedians. “The overall experience  of the TTT program was quite satisfactory. Each one of the sessions gave a lot of energy to Wikipedians. These  types of programs should be conducted often. Thanks for giving us the  opportunity.”&lt;/li&gt;

This  could be due to the fact that some of the participants already had  sufficient knowledge about the topic or were simply not interested in  the topic.&lt;/dd&gt;&lt;/dl&gt;&lt;/td&gt;

One of the resource  persons from Malayalam community, &lt;a href="https://ml.wikipedia.org/wiki/%E0%B4%89%E0%B4%AA%E0%B4%AF%E0%B5%8B%E0%B4%95%E0%B5%8D%E0%B4%A4%E0%B4%BE%E0%B4%B5%E0%B5%8D:Viswaprabha"&gt;Vishwa Prabha&lt;/a&gt;,  offered to organize the follow-up meet in Kerala. He said, “December  would be a good time for a follow-up meet, I would like to suggest  Alappuzha (Kerala) as a venue. This could be scheduled just before or  just after the &lt;a href="https://meta.wikimedia.org/wiki/WikiSangamotsavam-2013" title="WikiSangamotsavam-2013"&gt;WikiSangamotsavam&lt;/a&gt;,  which is being planned by the ML community. This could also be a great  opportunity for TTT members to interact with the ML community, one of  the most vibrant wiki communities in Asia.”&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Recommendation to other Wikimedians&lt;/i&gt; – 83 percent of the  participants said that if another TTT program was t be organized they  will recommend it to their fellow Wikimedian volunteers; while 17  percent of them won’t.&lt;/li&gt;

&lt;li style="text-align: justify; "&gt;&lt;i&gt;Organize more ice-breaking activities&lt;/i&gt; – Even after a four day  workshop a lot of participants thought they didn’t get enough time to  get to know volunteers from other language communities. This was owing  to the fact that participants had relatively little free time.  Communication in a multilingual environment was also rather difficult  for some.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Provide longer breaks&lt;/i&gt; – Some participants complained that the  length of breaks were too short. “While trying to stuff in so many  topics (all of them being quite essential and worthy) within such a  short time, the breaks seemed too short,” said one participant.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Organize parallel and optional sessions&lt;/i&gt; – There were some  participants who were not interested in technical aspects of Wikimedia  projects such as Python or MediaWiki and would have liked the option of  attending a parallel non-technical session. One of the participants said  “Let us say for example, not everyone is interested in knowing how to  access media wiki data using XML, so why force the participants to  attend, even if they don’t want to. What could have been done is, some  other kind of session/talk or extension of any previous session in  parallel so folks uninterested in XML can attend that.” If scale  permits, CIS-A2K will aim to organize parallel sessions so that the  participants can choose the session they’d like to attend.&lt;/li&gt;

CIS-A2K was  informed that the participants were highly encouraged and motivated to  strengthen their language communities but didn’t know where to start or  whom to reach out for help.&lt;/li&gt;

&lt;li style="text-align: justify; "&gt;&lt;i&gt;Create Wiki Projects for TTT participants&lt;/i&gt; – One of the  attendees suggested that we should initiate some intra-community  collaboration projects (like railway network, Bibliography database,  taxonomy database, reusable standard templates among Indic communities  etc) and ask participants to volunteer on these projects with a common  goal. This will help break barriers as well as help volunteers get to  know each other better. Another attendee said, “Another way could be to  ask them to work towards creating a repository of outreach material  (coursebooks, presentation modules, standards/workflows, PR, media,  publicity and courses) for each Indian language community.”&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Organize advanced technical sessions&lt;/i&gt; – A few participants would  have liked more technical sessions such as bat running, edit tools, web  linkups etc. CIS-A2K got requests to invite experts and organize more  advanced technical sessions.&lt;/li&gt;

        &lt;b&gt;The 54th Wikimedia meet-up in Bangalore was held at the Indian Institute of Management on February 25, 2013. The event was planned and organized by Radhakrishna Arvapally, SIG (Special Interest Group) Chair, Bangalore (a part of the Wikimedia India Chapter) with support from Solutions IQ, Wikimedia India Chapter and CIS.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The proposed agenda was as follows: an introduction to Wikimedia projects by Sudhanwa Jogalekar, President of Wikimedia India Chapter, a talk on accessibility and knowledge by T. Vishnu Vardhan, Programme Director, Access to Knowledge, followed by a session on WikiSpeed – extreme manufacturing of high speed cars by Joe Justice and Vibhu Srinivasan from Solutions IQ. Mr K S Viswanathan, Vice President (NASSCOM) was the chief guest. He spoke to the participants about the importance of developing a digital hub of free knowledge.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Sudhanwa gave a brief introduction to the world of Wikimedia including projects like Wikipedia, Wiktionary, Incubator, MediaWiki and more. He also explained how one could contribute to each of these projects. He mentioned two upcoming projects – Wikivoyage and Wikidata. He answered a few questions after his session and encouraged participants to become members of the Wikimedia India Chapter and get involved in Wikimedia activities in India. Here are the details to become a member.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Vishnu’s talk was about understanding why Wikipedia and what is the importance of enabling access to knowledge resources. He took the example of older technologies and what propelled their invention. In the interactive session, we explored our relationship with knowledge resources, how happy we are with the knowledge we get and how we can make the access better and wider. The discussion also touched upon knowledge resources in Indian languages in the digital domain and the problems associated with them. Participants noted some challenges like affordability, awareness, fonts, low visibility in search etc. They also agreed that given the multilingualism, machine translations are not the solution to knowledge gaps in Indian languages in the digital domain. Another question was about awareness versus access to existing knowledge.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We also discussed how audio technologies could help the cause of Indian languages in education. Radhakrishna coordinated the sessions and answered questions related to content on Wikipedia, authenticity of knowledge on Wikipedia.&lt;/p&gt;

Joe spoke of Kanban and agile engineering. He also explained how the car uses Arduino circuit boards and this project is being scaled so that people across the world can make functional cars collaboratively. He also invited the participants to WikiSpeed event in Bangalore.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Mr Viswanathan then spoke about TEQIP (Technical education and Skill Development Cycle), a program devised to ensure industry exposure and experience to students in technical fields. He also mentioned how the curriculum would be freely available online for all to use. Radhakrishna made the concluding remarks and thanked all the participants and guests for attending.&lt;/p&gt;

&lt;p&gt;The resolution was approved at the Board's November 2013 meeting.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Whereas&lt;/b&gt;, the Wikimedia Foundation (WMF) and the Centre for the Internet and Society (CIS) have engaged in a working relationship in support of the mission goals of the Wikimedia movement in India since September 1, 2012;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Whereas&lt;/b&gt;, the Board would like to ensure that the activities and initiatives of CIS and its grants and payments received from WMF in support of the mission goals of the Wikimedia movement are subject to the review and recommendations of the Funds Dissemination Committee (FDC) to ensure the best consideration and use of donor monies;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Charan Gill and his son Satdeep Gill have written hundreds of articles in English, Hindi and Punjabi in both Shahmukhi and Gurmukhi scripts. The father-son duo recently represented Punjabi in the first ever Train the Trainer Program in India, held at the Centre for Internet and Society (CIS-A2K) in Bangalore. The four-day event was organised for capacity building amongst Wikimedia volunteers for effective and efficient outreach programs in their respective regions to expand the Wikimedia movement in India, informed Charan Gill.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Satdeep Gill, a graduate student at Punjabi University, Patiala was already a contributor to the Punjabi Wikipedia when he attended a workshop held by veteran Punjabi Wikipedian G.S. Guglani. Satdeep became quite active after the workshop and soon his father too joined in. Charan informs he has contributed around 2700 articles, while Satdeep who is one of the administrators, has written around 600 pages. When he started there were around 3000 articles and there were too many factual and other errors, said Charan. He started editing older articles and adding newer ones along with Satdeep. There were others who joined in and now it has around 8700 articles. "Our target is to reach 10,000 by April," said Charan.&lt;/p&gt;

        &lt;b&gt;INTACH (Indian National Trust for Art and Cultural Heritage) and SANDRP (South Asian Network of Dams, Rivers and People) organized “A Dialogue on the Urban Rivers of Maharashtra” on 20-21 April 2018 from 9:00am-5:30pm at Yashada, Pune. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;In the last year, we have developed good rapport with organisations and citizen science groups working on water related issues. Thematic workshops and awareness sessions were conducted with some of them. We have started discussing about 'Wiki Meets/Takes River' Campaign with these networks. INTACH and SANDRP are two potential groups which work on rivers across India with commitment. We have opportunity to collaborate in other states also.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We gave inputs on 'Exploring Wikimedia platforms for spreading knowledge about Water, Dams &amp;amp; Rivers'.&lt;/p&gt;

Last month, we were able to launch process to build knowledge repository called - Van Bodh - related to biodiversity, forest and tribals with Tribal Research &amp;amp; Training Institute &amp;amp; other thematic groups. Through this dialogue, various thematic groups &amp;amp; Govt organisations formed consensus on evolving - Jal Bodh - a knowledge repository on Water related issues. Prof Madhav Gadgil and myself prepared a concept note for further discussions and process development. Yashada will be nodal agency to execute the project.&lt;/p&gt;

    <title>Exploring Knowledge Repositories on Water Resources in India</title>

        &lt;b&gt;This research study explores knowledge repositories on water resources in India, with a focus on how the digital transition has impacted the process of creation &amp; access to these resources and possible collaborations to build open digital repositories around water. The research was undertaken by Subodh Kulkarni, with editorial inputs by Puthiya Purayil Sneha, and Chiara Furtado. This is part of a series of short-term studies undertaken by the CIS-A2K team in 2021–2022.&lt;/b&gt;

&lt;h2&gt;Introduction&lt;/h2&gt;
&lt;p style="text-align: justify;"&gt;Water is the most precious natural resource for the existence of all living organisms on earth. As human beings have not treated it respectfully in recent years, there are increasing challenges with accessibility and availability of water across large parts of the world today. In India, the groundwater levels are depleting at an alarming rate due to over exploitation&lt;sup&gt;.[1]&lt;/sup&gt; The quality of surface water reserves is degenerating due to pollution caused by discharge of wastewater, sewage and untreated industrial effluents.&lt;sup&gt;&lt;a href="https://meta.wikimedia.org/wiki/Research:Exploring_Knowledge_repositories_on_Water_resources_in_India#cite_note-2"&gt;[2]&lt;/a&gt;&lt;/sup&gt; The condition of rivers is getting worse due to illegal and unregulated use of these resources across India. Due to damming almost all the rivers flow for only 8-10 months in a year. Above all, the pollution caused due to solid wastes and effluents have destroyed living organisms and aquatic life. Therefore most of the rivers in India are called ‘dying rivers’.&lt;sup&gt;&lt;a href="https://meta.wikimedia.org/wiki/Research:Exploring_Knowledge_repositories_on_Water_resources_in_India#cite_note-3"&gt;[3]&lt;/a&gt;&lt;/sup&gt; There have been several discussions and debates happening around this degradation of rivers, especially in the last decade.&lt;sup&gt;&lt;a href="https://meta.wikimedia.org/wiki/Research:Exploring_Knowledge_repositories_on_Water_resources_in_India#cite_note-4"&gt;[4]&lt;/a&gt;&lt;/sup&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Efforts by various organisations are afoot to document the state of affairs, spread awareness and undertake activities on the ground with community participation. Citizen-led efforts have also been instrumental in strengthening several water conservation efforts in India. It is seen that these peoples’ movements have been further strengthened due to empowerment through enhanced awareness of these issues around conservation, and better access to knowledge on the subject, especially through scientific studies.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;CIS-A2K has initiated&amp;nbsp;&lt;a title="CIS-A2K/Events/Partnerships under Project Jal Bodh - Knowledge resource on Water" href="https://meta.wikimedia.org/wiki/CIS-A2K/Events/Partnerships_under_Project_Jal_Bodh_-_Knowledge_resource_on_Water"&gt;Project Jalbodh&lt;/a&gt; in 2017 in collaboration with a few organisations to generate water related content. During one of the ‘River dialogues’, a CIS-A2K member was invited to introduce Wikimedia projects to the organisations working on water resources. In the discussions, it was revealed that there is negligible content about rivers, water pollution, floods, irrigation system etc. in Wikimedia projects. Following this, an analysis of content on these subjects on Marathi, Hindi &amp;amp; English Wikipedia and media on Wikimedia Commons was undertaken. The need to develop structured categorisation of content was also felt. As the organisations are trying their best to disseminate knowledge about water issues, they realised the potential of Wikimedia projects due to the high level of searchable content available on these platforms which can be accessed by the general public. In keeping with these objectives, over the last two years, various workshops were conducted with organisations working at the grassroots to develop the structure of articles, categorisation and re-licensing of source material on these topics across various Wikimedia projects.&amp;nbsp;&lt;a class="text external" href="http://tarunbharatsangh.in/" rel="nofollow"&gt;Tarun Bharat Sangh&lt;/a&gt; is leading this process, and has uploaded&amp;nbsp;&lt;a title="c:Category:Books published by Tarun Bharat Sangh, India" class="extiw" href="https://commons.wikimedia.org/wiki/Category:Books_published_by_Tarun_Bharat_Sangh,_India"&gt;90 books &amp;amp; reports on Wikimedia Commons&lt;/a&gt; under free licences, and created articles on rivers in Marathi, Hindi and English Wikipedia projects.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;During these content generation events it was realised that the organisations are working closely with communities which are conversant mostly with local or regional Indian languages only. The availability and access to water related resources in these languages is therefore an important issue. The communities are in need of simple, accessible and ready to use content in various forms. They also require a platform on which they can document/archive their water conservation efforts for other communities to take lessons and motivation from these projects.&lt;/p&gt;
&lt;h2 style="text-align: justify;"&gt;Research Questions&lt;/h2&gt;
&lt;p&gt;This study was framed by the following questions:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;How has the digital transition impacted the process of creation and access to water related resources in India.&lt;/li&gt;
&lt;li&gt;What are possible collaborations and processes to build open digital repositories around water, with special reference to rivers.&lt;/li&gt;&lt;/ol&gt;
&lt;h2&gt;&lt;/h2&gt;
&lt;h2&gt;Methods&lt;/h2&gt;
&lt;p style="text-align: justify;"&gt;The study adopted a qualitative approach, with the method comprising online/offline, semi-structured interviews with organisations working in the water resources sector. Based on desk research and conversations with existing partners in the sector, a long list of organisations was developed.(See Annexure I). Further, eight organisations were shortlisted for interviews based on their experience and impact of work in the water conservation sector. Due to various constraints, eventually interviews with three organisations were completed. The interview questionnaire focused on the nature, objective and scope of the offline and online resources available, human resources involved, language aspects, documentation practices, methods of dissemination, utility, accessibility, training value of the material, intellectual property rights (IPR) policies and public outreach efforts. These interviews were conducted online and in-person and recorded with consent from the participants, along with a clear explanation on the objectives of the study and the data collection. As mentioned above, there were a few constraints with the research process and methods adopted, as well as external factors. These included restrictions on travel and in-person meetings due to the COVID 19 pandemic, and challenges with online platforms. Some of the organisations were not comfortable with online or telephonic interviews and insisted upon physical interactions. The online interviews were less effective with the organisations as they were unaware about the free &amp;amp; open knowledge platforms like Wikimedia, Internet Archive etc. In addition to this, introductory sessions were conducted to give them a background to the work of the programme and context of the study. A general challenge here was also logistical issues related to scheduling conversations etc. given that personnel were located across different departments.&lt;/p&gt;
&lt;h2 style="text-align: justify;"&gt;Description of Organisations Interviewed&lt;/h2&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Advanced Centre for Water Resources Development and Management [ACWADAM]'&lt;/strong&gt;&lt;em&gt;&amp;nbsp;&lt;/em&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;a class="text external" href="https://www.acwadam.org/index.php?option=com_content&amp;amp;view=featured&amp;amp;Itemid=101" rel="nofollow"&gt;ACWADAM&lt;/a&gt; is an organisation dedicated to establish a groundwater management agenda in India. It is a premier education and action research institution engaged in developing and disseminating knowledge on groundwater management. It is also involved in facilitation of projects on groundwater management through action research programmes, training and policy advocacy, with a collaborative, participatory approach. ACWADAM's mission is to facilitate groundwater management programmes in partnership with various organisations spread across the country.&amp;nbsp; Over the years, it has developed expertise on aquifer-based groundwater management based on the science of hydrogeology.&lt;/p&gt;
&lt;div&gt;&lt;strong&gt;Action for Agricultural Renewal in Maharashtra [AFARM]&lt;/strong&gt;&lt;/div&gt;
&lt;p style="text-align: justify;"&gt;&lt;a class="text external" href="https://www.afarm.org/index" rel="nofollow"&gt;AFARM&lt;/a&gt; was founded in 1969 as an apex Institution to coordinate programmes of voluntary organisations engaged in providing drinking water and agricultural extension services to villages in drought affected Maharashtra. It is one of the pioneering networking organisations in the country working in the areas of sustainable agriculture, irrigation, disaster relief and drinking water resource management. It acts as a platform for several civil society organisations for the promotion of sustainable and equitable development. The emphasis is on capacity building of organisations through action research, advocacy and field projects at grassroots. AFARM is providing support and consultancy at the policy level.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;BAIF Development Research Foundation [BAIF]&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;a class="text external" href="https://baif.org.in/" rel="nofollow"&gt;BAIF&lt;/a&gt; was established on the strong foundation of Gandhian values with the aim to improve quality of life through development research and capacity building. BAIF’s vision is to build a self-reliant rural society assured of food security, safe drinking water, good health, gender equity, low child mortality, literacy, high moral values and clean environment. It is striving towards the mission to create opportunities of gainful self-employment for the rural and tribal families with a focus on disadvantaged sections, ensuring sustainable livelihood, healthy environment, better quality of life and good human values. BAIF believes in field research, effective use of local resources, extension of appropriate technologies and upgradation of skills and capabilities with community participation.&lt;/p&gt;
&lt;h2 style="text-align: justify;"&gt;Observations&lt;/h2&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Availability of digital datasets on water resource projects:&lt;/strong&gt; Many organisations in the sector rely on online information and databases on sites such as –&amp;nbsp;&lt;a class="text external" href="https://censusindia.gov.in/census.website/" rel="nofollow"&gt;Census of India&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="https://mausam.imd.gov.in/" rel="nofollow"&gt;IMD&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="https://earth.google.com/web/" rel="nofollow"&gt;Google Earth&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="https://bhuvan.nrsc.gov.in/home/index.php" rel="nofollow"&gt;Bhuvan&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="http://cgwb.gov.in/" rel="nofollow"&gt;CGWB&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="https://gsda.maharashtra.gov.in/" rel="nofollow"&gt;GSDA&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="http://mrsac.maharashtra.gov.in/mahagsda/" rel="nofollow"&gt;MRSAC&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="https://bhulekh.mahabhumi.gov.in/" rel="nofollow"&gt;Bhumi Abhilekh&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="https://www.surveyofindia.gov.in/" rel="nofollow"&gt;Survey of India&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="https://www.indiawaterportal.org/" rel="nofollow"&gt;India Water Portal&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="https://farmer.gov.in/stateagridepartments.aspx" rel="nofollow"&gt;Agriculture Department&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="https://wrd.maharashtra.gov.in/" rel="nofollow"&gt;Irrigation Department&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="http://moef.gov.in/" rel="nofollow"&gt;Forest Department&lt;/a&gt;,&amp;nbsp;&lt;a class="text external" href="https://maharain.maharashtra.gov.in/" rel="nofollow"&gt;Maharain&lt;/a&gt; etc. Many of the global datasets on water resources and related topics such as agriculture, population, topography, forestry, climate change etc. are also in the public domain. However, the updating of data is not done regularly. For example, we have to refer to census data for 2011 even in 2022. Many of the datasets are also at a macro level, providing very little granular data. The water resource projects mostly need micro level data which is collected through on-ground surveys.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Effectiveness of digital platforms, and challenges with internet coverage:&lt;/strong&gt; Organisations have found the use of digital platforms and tools effective for quick exchange of common training modules, process videos, drawings and manuals, as part of their water resource projects. The digital format has also been very effective for dissemination of advisories, alerts etc. through smartphones, which have enabled better access to information on gadgets quickly. However, two-way communication is necessary when timely solutions to queries of the farmers are to be provided, and that has been difficult to set up in a sustained manner through a digital format.&lt;br /&gt;Many organisations in the sector also engage in capacity-building efforts for staff, volunteers and communities. When building these communities and mobilising them for action, the process needs spontaneous feedback, live conversations, reading the expressions and actual interactions with each other. All these things are completely missing from virtual interactions. These organisational processes and capacity-building efforts were grossly hampered during the pandemic due to a reliance on online meetings alone.&lt;br /&gt;There are still challenges of internet connectivity in rural and remote areas where the communities are involved in water management projects. The consistency of bandwidth is a major issue when it comes to streaming of audio-visual content, uploading of content, online workshops, etc.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Lack of documentation skills, and challenges with language:&lt;/strong&gt; Most of the documents used in water resources related projects are technical in nature. The technical team invests more time in the implementation, hence the time and skills required for documentation are limited. This gap between technical skills and documentation skills is challenging. There are ample structures, technological methods, apps etc. for collecting the data but at the same time, the resources for data collection or structured data development are not sufficiently provided. There are also several language-related challenges at the field level. Crucial parts of the training and awareness material need to be translated in the local languages as well.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Mobilisation and motivation for communities and wider public:&lt;/strong&gt; The offline and online content is not very effective to mobilise or motivate the people involved in action at the field level in water conservation efforts. The organisers are exploring all the modes of communication and content available, but there is no alternative for human leadership.&lt;br /&gt;Some organisations like Paani Foundation have beautifully captured the success stories of these efforts in dramatic short films. These films inspire the public temporarily, but the content can not be used often. Also, the production costs of such content are high resulting in very few options for wider outreach to engage a general audience.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Negligible content about water sector in public domain or Wikimedia projects in local languages:&lt;/strong&gt; All the organisations agree upon the lack of searchable content on water related topics on the internet and in the public domain through projects like Wikimedia. The activists looking for solutions on some technical issues, the community searching for good projects in other parts of India or the planners looking for some structured databases on impact of projects, all of them get very little content on the internet. The local language content on water resources has almost negligible presence.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Need for a comprehensive portal giving information to stakeholders at different levels:&lt;/strong&gt; The different stakeholders concerned with water resources seek information and data on various levels and diverse formats according to application and purpose. As of now, no such comprehensive platform in multiple languages exists which caters to these needs. The requirements include a wide range like, sample design of water conservation structures, contour maps of region, rainfall data, estimates of raw material, ground water aquifer maps, water pollution parameters, operation of dams, irrigation systems, water policies, water treaties, government notifications, etc. A well structured and categorised knowledge repository and database on water resources is the need of the hour. Such a knowledge base would strongly support the actions on the ground.&lt;/p&gt;
&lt;h2 style="text-align: justify;"&gt;Recommendations&lt;/h2&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Developing a Process Documentation Strategy:&lt;/strong&gt; The continuous changes in knowledge resources and data regarding various topics related to water resources need to be documented from time to time. The dynamic nature of water related issues requires a proactive process documentation strategy for the organisation as well as the citizen science groups in the society. The ideal example is the trajectory of the monsoon season in India every year and the rainfall in various agro-climatic regions. The watershed conservation projects, river rejuvenation programs, pollution control projects are long term processes with long term impacts. The journey of several years is painstaking, needs patience and struggles on the ground with constant motivational efforts. The persons directly engaged in these efforts may not be able to spend time on documentation of the many resources that are a result of these efforts. Hence, a solid process documentation strategy is required. The process documentation is also crucial for assessment of project impact on environment, livelihoods, economy, geography and people. There are also citizen movements which have been active for a long time, which are instrumental in giving birth to new laws, rules, guidelines, notifications, etc. The different milestones and turning points in these processes are to be documented in time. This documentation can guide the larger citizens’ movements to design their strategies and to resolve issues arising during the course of this work, and across different thematic areas as well.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Accessible datasets open for all in the public domain:&lt;/strong&gt; There is an important need to compile the datasets on water resources developed by different agencies with people’s participation and government funding for the planning of public works or schemes. The open access to such reliable and factual datasets in the public domain serves the purpose of transparency and accountability of public infrastructure programmes. This facility for society would provide impetus to rigorous analysis, studies, research and innovative designing of public infrastructure. The processing and presentation of data in visual formats, including infographics can boost understanding, awareness, and logical thinking processes among enthusiasts who would like to engage with water conservation efforts. Different perspectives can emerge after relating and comparing datasets. The networking of agencies, organisations, experts and citizen forums would further develop complementary datasets. This synergy will definitely create a community data pool beneficial for everyone.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Digital and open access content development for capacity building of field level activists:&lt;/strong&gt; Various organisations have developed training material for field level activists in different formats. Most of this is not online or digitised. Through networking efforts, the integration could be done to develop systematic modules for capacity building. The modules would be hosted as Open Educational Resources (OERs) on Wikimedia projects or other free knowledge platforms. The topic wise categories will make the selection easier. These categories can include local water source, rivers, waste water disposal, pollution, water based livelihoods, water conservation treatments etc. The format combining course work with some hands-on experiments is beneficial to facilitate the process of self-study, self-assessment and self-design. This online repository can be accessed by the field activists working on water resources anytime, anywhere when they need guidance to resolve issues or trouble-shooting on site.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Orientation of organisations towards free knowledge platforms and Wikimedia projects:&lt;/strong&gt; Over the years, the organisations working in this sector have created valuable material for wider circulation to create awareness and empower communities. These resources have been used effectively and in a few locations for a certain period of time. The outreach and dissemination through integration of these resources will have more impact in the coming years if digital platforms are utilised efficiently. The basic orientation of the organisations regarding such free knowledge digital platforms, including copyright issues, Creative Commons licences, digitisation process and internet technologies is necessary to kick start this knowledge dissemination movement. Some pilot projects could be executed to demonstrate the potential of Wikimedia projects in database generation, documentation of case studies, audio-visual repositories and reference libraries.&lt;/p&gt;

&lt;p&gt;
The collaboration between Christ (Deemed to be University) and Centre for Internet and Society (CIS) has enhanced abilities of students to venture into the new learning techniques provided by this organization through WEP. As a platform for learning it has made me assimilate facts on any given topic and later learn the art and skill of editing and typing to put across my views and perspectives. The Continuous Internal Assignments has enabled me to think critically and analyse the given interdisciplinary topic which spreads from an arena covering political, social, economic, psychological, scientific issues etc. Typing in vernacular languages made me technically equipped and also holistically develop from this active initiative. I had the opportunity to meet a facilitator from San Francisco who explained the core objectives and had discussions on the usage and benefits of Wikipedia. This workshop showcased our contributions and provided tutorials for us to carry back and learn from them. The expected learning outcome of the Wikipedia task has helped me do intensive research and made me think and debate on the pros and cons of the given topic.&amp;nbsp; The Professors at Christ (Deemed to be University) and the CIASA2K members have been a constant support and guidance for learning how to deal with it which has personally helped me to a greater extent. They have been approachable at all times which has made the learning process easier. This is not like any other monotonous work but it makes me curious to do a new assignment every time. This kind of communication has helped me realise the fact that information can be accessed at a click of a button as well as we can state our views to the entire world through this initiative. This also sets in a certain discipline as we have to adhere to the standards of Wikipedia and continue contributing quality articles have been the motive of this organisation where each and every student strives to achieve it. To get an outcome from the motto I built my vocabulary and writing style as I was exposed to new terminologies by our facilitators and support staff. These conducted sessions have played as a motivating factor for us to improvise further in our tasks and continue further as active members to continue contributing to Wikipedia.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
This fruitful experience of mine has built my knowledge that is familiarity, awareness, and understanding of facts and building vital skills which I would cherish for life.
