        &lt;b&gt;“मूसलाधार बारिश से जूझ रही चेन्नई में तीसरा फ़्यूल ज़िल्ट कॉन्फरेंस 2015 सफलतापूर्वक रविवार 22 नवंबर को संपन्न हुआ। भाषाई कंप्यूटिंग के लिए मानक भाषाई संसाधन और औज़ार बनाने में पिछले सात सालों से जुटी फ़्यूल परियोजना के द्वारा 2013 में आरंभ किए गए इस सम्मेलन के प्रायोजक और आयोजक दुनिया की जानी-मानी कंपनियां मोज़िला, सी-डैक और रेड हैट हैं। इसके पहले के दोनों सम्मेलन पुणे में आयोजित किए गए थे। यह सम्मेलन लोकलाइजेशन क्षेत्र का ओपन सोर्स का सबसे बड़ा सम्मेलन है।”&lt;/b&gt;

&lt;p style="text-align: justify;" class="normal"&gt;तीन  दिवसीय यह सम्मेलन 20 नवंबर को चेन्नई के अन्ना विश्वविद्यालय के टैग  ऑडिटोरियम में आरंभ हुआ। इसके उद्घाटन सत्र को मोज़िला के लोकलाइजेशन  ड्राइवर एक्सेल हेच्ट, आईआईटी मद्रास की प्रोफ़ेसर हेमा मूर्ति, आईआईटी  मद्रास के ही हेमचंद्रण कराह और सीडैक के सहायक निदेशक जसजीत सिंह ने  संबोधित किया। पहले दिन के शाम के पैनल डिसक्शन में मोज़िला की पेइंग मो और  आर्की तथा अवाया के जी. करूणाकर और फ्यूल प्रोजेक्ट के संस्थापक राजेश  रंजन के मॉडरेशन में खुली परिचर्चा हुई। पहले दिन के कार्यक्रम में भाषाई  कंप्यूटिंग पर काम करने वाले कई जाने-माने विद्वानों ने हिस्सा लिया।&lt;/p&gt;
&lt;p style="text-align: justify;" class="normal"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" class="normal"&gt;तमिलनाडु  के स्थानीय भाषाई तकनीक विशेषज्ञों के अलावा इस सम्मेलन में भारत और नेपाल  के विभिन्न भाषा-भाषाई करीब पचास से अधिक लोग उपस्थित हुए। तीन दिवसीय इस  सम्मेलन का पहला दिन सभी लोगों के लिए खुला था जबकि अगला दो दिन मोज़िला  लोकलाइजेशन हैकाथन का कार्यक्रम चला जिसके लिए सहभागी ख़ास तौर पर आमंत्रित  किए गए थे। लोकलाइजेशन स्रोत भाषा से स्थानीय भाषा में किसी उत्पाद को  बदलने की पूरी तकनीकी प्रक्रिया को कहा जाता है। इसके अंतर्गत मोज़िला के  विभिन्न उत्पादों के लोकलाइजेशन यानी स्थानीयकरण की प्रक्रिया, उसमें सुधार  और भविष्य की कार्ययोजना पर विस्तार से चर्चा हुई। पूरे कार्यक्रम का  संचालन सी-डैक के तकनीकी अधिकारी चंद्रकांत धूताडमल ने किया।&lt;/p&gt;
&lt;p style="text-align: justify;" class="normal"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" class="normal"&gt;उद्घाटन  सत्र का आरंभ करते हुए फ़्यूल प्रोजेक्ट के संस्थापक राजेश रंजन ने फ़्यूल  प्रोजेक्ट के बारे में उपस्थित श्रोताओं को बताया। उन्होंने बताया कि महज  सामुदायिक योगदान और कुछ संगठनों की मदद के बदौलत भाषाई संसाधन का यह  प्रोजेक्ट दुनिया की भाषाई संसाधन जैसे तकनीकी शब्दावली, स्टाइल गाइड आदि  की सबसे बड़ी खुली परियोजना बन गई है। मानक तकनीकी शब्दावली, स्टाइल गाइड,  ट्रांसलेशन एसेसमेंट मैट्रिक्स सहित कई महत्वपूर्ण संसाधनों से लैस यह  प्रोजेक्ट विश्वव्यापी भाषाई संदर्भ का बड़ा अभिलेख बन गया है। गौरतलब है  कि दुनिया की क़रीब 60 भाषाओं के भाषा समुदाय अभी इस परिजोयना से जुड़ी हुई  है। मोज़िला के एक्सेल हेच्ट ने भारत में बढ़ रहे इंटरनेट उपयोगकर्ताओं के  महत्व को रेखांकित करते हुए बताया कि मोज़िला और इसके खुले मूल्यों की  उपस्थिति कितनी इनके लिए कितनी महत्वपूर्ण है। हेमा मूर्ति ने कहा कि अभी  भी भाषाई कंप्यूटिंग की स्थिति काफी अच्छी नहीं हुई है और इस क्षेत्र में  काफी काम होना बाकी हैं। जसजीत सिंह ने कहा कि कुछ और बड़ी कंपनियों के साथ  फ़्यूल का जुड़ाव होना जरूरी है और उन कंपनियों को सामुदायिक रूप से तैयार  किए गए संसाधन के महत्व को समझना चाहिए। ‘समानता के चिह्न और डिजिटल  मानविकी का विकास’ विषय पर हेमचंद्रण का वक्तव्य बेहद उम्दा रहा। उन्होंने  कहा कि डिजिटल मानविकी ने पारंपरिक मानविकी को हैक कर लिया है। उन्होंने  कहा कि हमें महज इंटरफेस स्तरीय लोकलाइजेशन से ऊपर उठना चाहिए।&lt;/p&gt;
&lt;p style="text-align: justify;" class="normal"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" class="normal"&gt;कार्यक्रम  में लिब्रेऑफिस के इटालो विग्नोली, हमारा लिनक्स के विकास तारा, इतिहासकार  रविकांत और जाने-माने ब्लॉगर रवि रतलामी और कनाडा के अमनदीप सिंह सैनी ने  भी अपना वक्तव्य दिया। जहाँ रविकांत ने भाषाई शुद्धतावाद की आलोचना करते  हुए सामुदायिक और खुल प्रयासों की उपयोगिता को रेखांकित किया वहीं रतलामी  ने आईफोन, एंड्रायड और विंडोज फोन से उदाहरण देते हुए फ़्यूल की अनिवार्यता  बताई। अमनदीप ने कनाडा में विभिन्न भाषा-भाषी लोगों के लिए किए गए सरकारी  उपायों को बताया और कहा कि कैसे भारत भाषाई एक्सेसिबिलीटी के मामले में  पीछे है और इसके कारण यहाँ के लोगों को कितनी समस्याओं का सामना करना पड़ता  है। इटली निवासी इटालो ने ओपन डॉक्यूमेंट फॉर्मेट पर चर्चा की और विकास ने  हमारा लिनक्स की गतिविधि पर प्रकाश डाला।&amp;nbsp; भाषाई तकनीक विशेषज्ञ बिराज  कर्माकर, प्रवीण ए, शुभाशीष पाणिग्रही, वीथिका मिश्रा, प्रवीण सतपुते, चंदन  कुमार, राजू विंदाने सहित कई लोगों ने अपना वक्तव्य दिया।&lt;/p&gt;
&lt;p style="text-align: justify;" class="normal"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;मोज़िला  के एक्सेल हेच्ट, पेइंग मो और आर्की के दिशा-निर्देश में अंतिम दो दिन  विभिन्न भाषाओं में काम करने वाले लोगों ने व्यापक परिचर्चा के दौरान कई  विषयों पर बातें की और उपस्थित लोगों ने मोज़िला की स्वयंसेवी गतिविधियों  के भविष्य की कार्ययोजना बनाई।&lt;/p&gt;

    <title>Guerrilla GLAMː An alternate way of doing GLAM in indie-way</title>

        &lt;b&gt; I have been working on a concept called the Guerrilla GLAM. Here is a very quick summary about the concept that was published in the GLAM-wiki newsletter for November.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;&lt;a href="https://outreach.wikimedia.org/wiki/GLAM" title="GLAM"&gt;GLAM&lt;/a&gt; stands for cultural institutions like Galleries, Libraries, Archives  and Museums. It is a globally acclaimed free knowledge movement for  opening up cultural data using various free software platforms as a  tool. GLAM activities include collaboration with cultural institutions,  data mining, meta data and other documentation of institutional  collections, digitization of published works, records and artifacts, and  publishing the collected information in both human and machine readable  forms with open standards. Building partnership with GLAM institutions  is a great way of funneling the cultural content acquisition and  bringing open access to such valuable data. But it is not that easy  given the complications each country have in terms of formal agreement,  organizational framework, and dissemination of information. "Guerrilla  GLAM" techniques are based on the learning curve of institutional  partnership building for large scale GLAM projects and leveraging  personal contacts in small scale GLAM projects. It bring in several  frugal strategies for cutting cost implication and operating in flexible  modes. Guerrilla GLAM's range of work aims to accommodate people of  different core expertise and it targets small to large orgaizations.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Guerrilla GLAM appeared first as a &lt;a class="text external" href="https://wikimania2015.wikimedia.org/wiki/Submissions/How_to_do_GuerillaGLAM"&gt;public presentation during Wikimania&lt;/a&gt; which I presented this year. It later interested many GLAM practitioners of New Zealand who organized a &lt;a class="text external" href="https://blogs.otago.ac.nz/openotago/2015/10/06/how-to-do-guerilla-glam/" rel="nofollow"&gt;webinar&lt;/a&gt; which provided a great platform to add many interesting ideas to my  existing set of ideas. Guerrilla GLAM is still a budding concept that  aims for being implemented by many cultural enthusiasts especially those  who would like to document much about the artifacts, digitize old text  from archives and manuscripts, and create meta data for institutional  collections. Guerrilla GLAM operates with zero or with some informal  institutional partnership with the institution and carried on the  shoulders of the Wikimedians. The Wikimedians seek out for support from  local communities, leverage the permissible access to institutional  property and to some extent the personal relations with the institutions  keeping the legal restrictions in mind, and do their best to acquire as  much data as possible. Often times, near to zero cost Guerrilla GLAM  projects with detailed planning with right kind of people on-board could  yield more or less the same like any conventional GLAM project.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;तीन दिवसीय यह सम्मेलन 20 नवंबर को चेन्नई के अन्ना विश्वविद्यालय के टैग  ऑडिटोरियम में आरंभ हुआ. इसके उद्घाटन सत्र को मोज़िला के लोकलाइजेशन  ड्राइवर एक्सेल हेच्ट, आईआईटी मद्रास की प्रोफ़ेसर हेमा मूर्ति, आईआईटी  मद्रास के ही हेमचंद्रण कराह और सीडैक के सहायक निदेशक जसजीत सिंह ने  संबोधित किया. पहले दिन के शाम के पैनल डिसक्शन में मोज़िला की पेइंग मो और  आर्की तथा अवाया के जी. करूणाकर और फ्यूल प्रोजेक्ट के संस्थापक राजेश  रंजन के मॉडरेशन में खुली परिचर्चा हुई. पहले दिन के कार्यक्रम में भाषाई  कंप्यूटिंग पर काम करने वाले कई जाने-माने विद्वानों ने हिस्सा लिया.&lt;br /&gt;&lt;br /&gt;तमिलनाडु  के स्थानीय भाषाई तकनीक विशेषज्ञों के अलावा इस सम्मेलन में भारत और नेपाल  के विभिन्न भाषा-भाषाई करीब पचास से अधिक लोग उपस्थित हुए. तीन दिवसीय इस  सम्मेलन का पहला दिन सभी लोगों के लिए खुला था जबकि अगला दो दिन मोज़िला  लोकलाइजेशन हैकाथन का कार्यक्रम चला जिसके लिए सहभागी ख़ास तौर पर आमंत्रित  किए गए थे.&lt;br /&gt;&lt;br /&gt;लोकलाइजेशन स्रोत भाषा से स्थानीय भाषा में किसी उत्पाद  को बदलने की पूरी तकनीकी प्रक्रिया को कहा जाता है.&amp;nbsp; इसके अंतर्गत मोज़िला  के विभिन्न उत्पादों के लोकलाइजेशन यानी स्थानीयकरण की प्रक्रिया, उसमें  सुधार और भविष्य की कार्ययोजना पर विस्तार से चर्चा हुई.&amp;nbsp; पूरे कार्यक्रम  का संचालन सी-डैक के तकनीकी अधिकारी चंद्रकांत धूताडमल ने किया. &lt;br /&gt;&lt;br /&gt;उद्घाटन  सत्र का आरंभ करते हुए फ़्यूल प्रोजेक्ट के संस्थापक राजेश रंजन ने फ़्यूल  प्रोजेक्ट के बारे में उपस्थित श्रोताओं को बताया. उन्होंने बताया कि महज  सामुदायिक योगदान और कुछ संगठनों की मदद के बदौलत भाषाई संसाधन का यह  प्रोजेक्ट दुनिया की भाषाई संसाधन जैसे तकनीकी शब्दावली, स्टाइल गाइड आदि  की सबसे बड़ी खुली परियोजना बन गई है. मानक तकनीकी शब्दावली, स्टाइल गाइड,  ट्रांसलेशन एसेसमेंट मैट्रिक्स सहित कई महत्वपूर्ण संसाधनों से लैस यह  प्रोजेक्ट विश्वव्यापी भाषाई संदर्भ का बड़ा अभिलेख बन गया है. &lt;br /&gt;&lt;br /&gt;गौरतलब  है कि दुनिया की क़रीब 60 भाषाओं के भाषा समुदाय अभी इस परिजोयना से जुड़ी  हुई है. मोज़िला के एक्सेल हेच्ट ने भारत में बढ़ रहे इंटरनेट  उपयोगकर्ताओं के महत्व को रेखांकित करते हुए बताया कि मोज़िला और इसके खुले  मूल्यों की उपस्थिति कितनी इनके लिए कितनी महत्वपूर्ण है. हेमा मूर्ति ने  कहा कि अभी भी भाषाई कंप्यूटिंग की स्थिति काफी अच्छी नहीं हुई है और इस  क्षेत्र में काफी काम होना बाकी हैं. जसजीत सिंह ने कहा कि कुछ और बड़ी  कंपनियों के साथ फ़्यूल का जुड़ाव होना जरूरी है और उन कंपनियों को  सामुदायिक रूप से तैयार किए गए संसाधन के महत्व को समझना चाहिए. ‘समानता के  चिह्न और डिजिटल मानविकी का विकास’ विषय पर हेमचंद्रण का वक्तव्य बेहद  उम्दा रहा. उन्होंने कहा कि डिजिटल मानविकी ने पारंपरिक मानविकी को हैक कर  लिया है. उन्होंने कहा कि हमें महज इंटरफेस स्तरीय लोकलाइजेशन से ऊपर उठना  चाहिए. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;कार्यक्रम में लिब्रेऑफिस के इटालो विग्नोली, हमारा लिनक्स  के विकास तारा, इतिहासकार रविकांत और जाने-माने ब्लॉगर रवि रतलामी ने भी  अपना वक्तव्य दिया. भाषाई तकनीक विशेषज्ञ बिराज कर्माकर, प्रवीण ए, शुभाशीष  पाणिग्रही, वीथिका मिश्रा, प्रवीण सतपुते, चंदन कुमार, राजू विंदाने सहित  कई लोगों ने अपना वक्तव्य दिया. मोज़िला के एक्सेल हेच्ट, पेइंग मो और  आर्की के दिशा-निर्देश में अंतिम दो दिन विभिन्न भाषाओं में काम करने वाले  लोगों ने व्यापक परिचर्चा के दौरान कई विषयों पर बातें की और उपस्थित लोगों  ने मोज़िला की स्वयंसेवी गतिविधियों के भविष्य की कार्ययोजना बनाई.&lt;/p&gt;

        &lt;b&gt;Noted Odia-language author and art historian Dr Jagannath Prasad Das has donated 30 volumes of his books under CC-by-SA 4.0 so that  the books could now be digitised in Odia Wikisource.&lt;/b&gt;
        
&lt;p style="text-align: justify;"&gt;Earlier Bhubaneswar based non-profit Srujanika had donated over 700 books. Two hundred and nineteen books including entire Odia Bhagabata and many other classics have already been digitised on Odia Wikisource. The collection is growing slowly with more books being digitised by volunteer Wikisourcers.&lt;/p&gt;

    <title>India and France to Digitise Manuscripts, Artworks &amp; Archives</title>

        &lt;b&gt;The Indian and French governments have signed a memorandum of understanding (MoU) which will assist in technical knowledge sharing, competency, skill building and cultural exchange between the two countries, as per a PIB release. &lt;/b&gt;
        
&lt;p&gt;This was &lt;a class="external-link" href="http://www.medianama.com/2015/10/223-india-france-manuscript-digitisation/"&gt;published by Medianama&lt;/a&gt; on October 29, 2015. CIS memorandum of understanding (MoU) with Goa University was mentioned.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify;"&gt;The MoU will assist a program on digitisation of old manuscripts and documents, which began in France 7 years ago. The Ministry of Culture will benefit from this and build a national  virtual library in India, which will store and share manuscripts,  archives and artworks. This library will also link and share all  knowledge resources from various Indian and French government institutes  and organisations.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The French government is also keen on sorting and deciphering its  collection of thousands of Indian documents in Sanskrit, Tamil and other  Indian languages with the help of the Indian government, which also  incidentally includes correspondence between Rabindranath Tagore and  French scholar Sylvan Levin.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;NMM digitised over 30 lakh manuscripts last year&lt;br /&gt; &lt;/strong&gt;In March, we &lt;a href="http://www.medianama.com/2015/03/223-goi-body-national-mission-for-manuscripts-has-digitised-3-million-manuscripts/"&gt;reported&lt;/a&gt; that the 12 year old government body &lt;a href="http://www.namami.org/"&gt;National Mission for Manuscripts&lt;/a&gt; (NMM) had digitised over thirty lakh manuscripts and 18,588,390 pages  in all as of 31 December 2014. Mahesh Sharma, Union Minister of State  for Culture, Tourism &amp;amp; Civil Aviation said that the &lt;a href="http://nationalarchives.nic.in/"&gt;National Archives of India&lt;/a&gt; (NAI) was set to digitise another 1,100,000 historic records.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Previous digitisation initiatives:&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify;"&gt;In November 2014, around 55 books written by the Indian author and activist Niranjana in Kannada &lt;a href="http://www.medianama.com/2014/11/223-55-books-by-kannada-author-niranjana-being-digitized-released-on-kannada-wikisource/"&gt;would be digitized&lt;/a&gt; and made available on Kannada Wikisource, allowing Kannada speakers to access these books easily.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;In October 2014, the Ministry of Culture &lt;a href="http://www.medianama.com/2014/10/223-digital-repository-for-indian-museums/"&gt;launched a national portal&lt;/a&gt; for museums. Collections in all museums under its control and those under the &lt;a href="http://asi.nic.in/"&gt;Archaeological Survey of India&lt;/a&gt; (ASI) will be digitized and presented on this portal.&lt;/li&gt;
&lt;li&gt;In July 2014, the Department of Biotechnology and Department of Science and Technology &lt;a href="http://www.medianama.com/2014/07/223-government-open-access-policy/"&gt;released the draft of Open Access Policy&lt;/a&gt; under the Ministry of Science and Technology.&lt;/li&gt;
&lt;li&gt;In September 2013, Goa University &lt;a href="http://www.medianama.com/2013/09/223-goa-university-partners-cis-india-to-build-konkani-wikipedia/"&gt;entered into a 3 year MoU&lt;/a&gt; with the Centre for Internet and Society for building the Konkani Wikipedia.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;In June 2013, Tata Communications Media Services &lt;a href="http://www.medianama.com/2013/06/223-tata-communications-to-digitise-historical-documents-in-india-report/"&gt;planned to digitize documents&lt;/a&gt; of historical and cultural significance such as films and documentaries  from the archives of Doordarshan and Films Division of India which go  back to 1947 including speeches of India’s first Prime Minister  Jawaharlal Nehru and other leaders.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;In May 2013, Punjabi Sahitya Akademi Reference Lab &lt;a href="http://www.medianama.com/2013/05/223-punjabi-sahitya-akademi-digitizing-old-manuscripts-for-online-archival/"&gt;scanned and saved&lt;/a&gt; around 1,000 manuscripts, stone-printed scripts, poetry books on  computer hard discs, adding that the digitized editions will be  available across the globe through the internet.&lt;/li&gt;&lt;/ul&gt;

        &lt;b&gt;Mangalore based cultural centre Maand Sobhaann has recently relicensed 3 of their publications under a free license so that the books could be digitised on Konkani Wikisource and enrich Konkani Wikipedia.&lt;/b&gt;
        
&lt;p&gt;&lt;a class="external text" href="http://www.manddsobhann.org/" rel="nofollow"&gt;Mannd Sobhaann&lt;/a&gt;,
 a private organisation working for unification of Konkani people around
 the world, preservation and promotion of Konkani language and culture, 
has recently relicensed 3 of their published books under a &lt;a class="external text" href="https://creativecommons.org/licenses/by-sa/4.0" rel="nofollow"&gt;CC-by-SA 4.0&lt;/a&gt;
 license. Erik Ozario, founder of the organisation has kindly permitted 
to open these books under free license so they get digitised on &lt;a class="external text" href="https://wikisource.org/wiki/Main_Page/Konkani"&gt;Konkani Wikisource&lt;/a&gt; and contribute in enriching the &lt;a title="w:gom:मुखेल पान" class="extiw" href="https://en.wikipedia.org/wiki/gom:%E0%A4%AE%E0%A5%81%E0%A4%96%E0%A5%87%E0%A4%B2_%E0%A4%AA%E0%A4%BE%E0%A4%A8"&gt;Goan Konkani Wikiepdia&lt;/a&gt;. Thanks to Wikimedian &lt;a title="en:User:Outofindia" class="extiw" href="https://en.wikipedia.org/wiki/User:Outofindia"&gt;Harriet Vidyasagar&lt;/a&gt; for her help in acquiring these books. The three books that are relicensed are Konkani pustakaam, a compilation of Konkani books published for last century; Prabhaav, compilation of Konkani stories and writers; and another book containing compilation of songs in praise of Jesus.&lt;/p&gt;
&lt;p&gt;Mannd Sobhaann as an organisation has been quite instrumental in 
taking Konkani language to masses. They have opened up a space called 
Kalangan in Mangalore for Konkani speakers to gather and organise 
various language and cultural celebrations. They have published 13 books
 and 23 music albums on Konkani language and culture. Their publication 
and association of them will hopefully lead to better the Konkani 
Wikimedia projects and unite the Konkani speakers in Mangalore and Goa 
to grow the Wikimedia community.&lt;/p&gt;
&lt;p&gt;CIS-A2K's work with the Konkani Wikipedia received a boost when two prominent organisations working for popularisation and conservation of Konkani culture, Maand Sobhaan and World Konkani Centre decided to join hands with us. They have agreed to not only host GLAM (unleashing cultural data by institutional partnership with galleries, libraries, archives and museums) activities at their premises and the proposed museum at Maand Sobhaan but by donating three invaluable books to be released under CC-BY-SA license have paved the way for introduction of new content and also provided sources for citation and reference.&lt;/p&gt;
&lt;p&gt;These organisations have worked relentlessly in their own capacity to spread the Konkani language, culture, aspects of life and introduce prominent personalities that have worked to promote Konkani language. Their association with the Konkani Wikimedia projects is a sure way of not only addition of content but leads to the definite possibilities of increase in readers, increase in editors. A2K has proposed to digitise their archives which contains invaluable resources (audio, video and text) that shall be of immense help in growing Konkani Wikimedia projects.&lt;/p&gt;
&lt;p&gt;By securing the help of these organisations, CIS-A2K has been able to spread the utility and functionality of Konkani Wikipedia from Goa to Mangalore. CIS-A2K is also considering to conduct and organise events that bring in institutions and organisations from different Konkani speaking parts of India together.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Abstract&lt;/strong&gt;&lt;br /&gt;Building partnership with galleries,  libraries, archives and museums (collectively known as GLAM  institutions) is a great way of funneling the cultural content  acquisition and bringing open access to such valuable data. But it is  not that easy given the complications each country has in terms of  formal agreement, organizational framework, etc. This presentation will  detail about the learning curve of institutional partnership building,  leveraging personal contacts in small scale GLAM projects and bringing  in several indie-projects to cut implication cost, and execute low-cost  models.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;During this presentation I will present two case studies of contrasting nature:  India’s first GLAM project at the National Crafts Museum, New Delhi,  and various small-scale collaborative projects. Where the first one  would have learning from the six months long project, the second one  will draw inspirations from many initiatives that have really no cost or  low cost implication and less implementation time involved.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;At times, institutional collaborations  become liabilities and labor intensive with low Return on Investment.  Training staff and implementing GLAM projects are not always easy and  retaining contributors is a challenge. Alternatively Guerrilla GLAM  could be thought of when having a Wikimedian-in-Residence is not  feasible. This presentation will be useful for those who can mobilize a  small team of volunteers equipped with digital camera, access to local  cultural institutions and some level of expertise of curating data.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Making documentaries and building narratives based on acquired content to creating learning resources and promotional materials will  be another aspect of this presentation. Building partnerships with many  federal or private institutions also needs sustained long-term  engagement and volunteer time is not always enough to devote for a long  term GLAM project. This presentation will detail about going the  guerrilla way to acquire data from GLAM institutions. This will involve  low cost models, leveraging various factors, and getting the most out  from cultural institutions where collaboration and long term engagement  has high cost and time implications.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;About Subhashish&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Subhashish Panigrahi is an India based educator, author, blogger,  Wikimedian, language activist and free knowledge evangelist. Earlier  with Wikimedia Foundation’s India Program and currently at the &lt;a href="http://cis-india.org/" target="_blank"&gt;Centre for Internet and Society&lt;/a&gt;‘s &lt;a href="http://cis-india.org/a2k" target="_blank"&gt;Access To Knowledge&lt;/a&gt; program, Panigrahi works on building partnership with universities,  language research and GLAM (Gallery, Library, Archive and Museums)  organizations for bringing more scholarly and encyclopedic content under  free licenses, designing outreach programs for South Asian language  Wikipedia/Wikimedia projects and communities.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The other hats he wears are as the Editor for Global Voices Odia,  Community Moderator of Opensource.com, and Ambassador for India in  OpenGLAM Local, Juror of 2015 American Alliance of Museum Muse Awards,  and member of OER 2016 Standing Committee. He has presented in various  Indian and international conferences on the free knowledge, GLAM and  Open Access movement. Panigrahi has authored of “Rising Voices:  Indigenous language Digital Activism” in &lt;a href="http://meson.press/books/digital-activism-in-asia-reader" target="_blank"&gt;Digital Activism in Asia Reader&lt;/a&gt; and was winner of the 2015 Opensource.com People’s Choice Award.         &lt;b&gt;The goal of this Wikipedia workshop is to increase awareness about Wikipedia and equip its participants with the rudiments of contributing to Wikipedia, and to introduce it as a concept to them. The participants will be learn about Wikipedia and its sister projects. Furthermore, they will be encouraged to contribute in these projects.&lt;/b&gt;
        
&lt;dl&gt;&lt;dt&gt;Planned activities:&lt;br /&gt;&lt;/dt&gt;&lt;/dl&gt;
&lt;ol&gt;&lt;li&gt;To introduce Wikipedia to the new editors and get them accustomed to the environment.&lt;/li&gt;&lt;li&gt;To promote Marathi Wikipedia and elaborate the use and contribution towards Wikipedia in other Indian languages.&lt;/li&gt;&lt;li&gt;To have an open discussion among the editors the free knowledge movement in general and Wikipedia in particular.&lt;/li&gt;&lt;li&gt;Experienced editors from the Marathi Wikipedia community will demonstrate and educate the participants.&lt;/li&gt;&lt;li&gt;To spread the awareness of Wikipedia as a powerful tool.&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;We are expecting about 30-60 students to participate in this event. Friends from &lt;a class="external-link" href="https://www.hamaralinux.org/"&gt;Hamara Linux&lt;/a&gt; also are planning to join in this workshop and mentor the participants.&lt;/p&gt;

    <title>Wikimedia contributor shares his Linux story</title>

        &lt;b&gt;Computers have fascinated me since childhood, but my first encounter—like many others—was not with Linux. For me, it was with Microsoft Paint. Then, many years later in 2011, it was my Wikipedia mentor, Shiju Alex, who introduced me to Linux. Since then, it's been my life!&lt;/b&gt;
        
&lt;p style="text-align: justify;"&gt;If I recall correctly, Ubuntu 10.04.4 LTS (&lt;a href="http://releases.ubuntu.com/10.04/" target="_blank"&gt;Lucid Lynx&lt;/a&gt;)  was my first distro. It was different, light, and fun. And, I would  often switch back to Windows for something, then back to Ubuntu. The  smoothness—and having a virus-free environment—was wonderful and enticed  me to continue on with Linux. Unlike today, Ubuntu was not a  graphic-rich distro at the time. I was coding less than I am today, so I  was working more with editing images using &lt;a href="http://www.gimp.org/" target="_blank"&gt;GIMP&lt;/a&gt; and &lt;a href="https://inkscape.org/en/" target="_blank"&gt;Inkscape&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Later in 2011, I was in Mumbai for the &lt;a href="https://www.mediawiki.org/wiki/India_Hackathon_2011" target="_blank"&gt;Wiki Conference India hackathon&lt;/a&gt; and got stuck on some jQuery code. I asked someone to help, so he  picked up my Windows-based office notebook to look at the code. That  person was noted academician and Wikipedian &lt;a href="https://en.wikipedia.org/wiki/User:BobCummings" target="_blank"&gt;Bob Cummings&lt;/a&gt;.  After a minute, he looked at me and said, "You are in the wrong OS,  boy." On my personal laptop, I was using Linux to create the &lt;a href="https://commons.wikimedia.org/wiki/File:Wikipedia-logo-v2-or.svg" target="_blank"&gt;logo&lt;/a&gt; for Odia Wikipedia v.2.0, which is used for &lt;a href="http://or.wikipedia.org/" target="_blank"&gt;Odia Wikipedia&lt;/a&gt;, so I defended myself saying, "This is my work computer." He quickly responded, "Well you're in the wrong job, my dear friend."&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;That conversation stuck with me, and is one I'll never forget because  Bob shook me with a feeling that that there exists a better world  outside mine. If I am not a part of that, then I am missing something  big.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;So, in 2012, I joined the &lt;a href="https://meta.wikimedia.org/wiki/India_Access_To_Knowledge/old" target="_blank"&gt;Wikimedia Foundation's India Program&lt;/a&gt; and moved to New Delhi. That exposed me to more free software  activists, and of course Linux advocates. My job demanded me to meet  more people; both virtually and in real spaces. I would often bump into  someone talking about free software and Linux or someone recommending a  specific software program to better do a job without bothering much if a  Mac or Windows version is available or not. And slowly, that black  window with white text, of the Linux terminal, became home. I worked on  fixing bugs with an &lt;a href="https://www.mediawiki.org/wiki/Help:Extension:UniversalLanguageSelector/Input_methods/or-transliteration" target="_blank"&gt;input method&lt;/a&gt;, and I was already working under the guidance of fellow Wikimedian Junain PV, which helped me create a&lt;a href="https://www.mediawiki.org/wiki/Help:Extension:UniversalLanguageSelector/Input_methods/or-lekhani" target="_blank"&gt; fresh new input method&lt;/a&gt; on MediaWiki. While designing manuals and handouts for new  contributors, though Adobe tools were favorite because of the easiness  in use, I enjoyed the perfect rendering of South Asian language scripts  in Linux based tools.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;My Wikipedia mentor, Shiju Alex, was part of my transformation. He is  a great free software enthusiast and encouraged me to use Linux again  when I had lost the desire! Then, I installed Virtual Box on my Macbook  and a lot of free and open source software like LibreOffice, &lt;a href="http://www.gimp.org/" target="_blank"&gt;GIMP&lt;/a&gt;, &lt;a href="https://inkscape.org/en/" target="_blank"&gt;Inkscape&lt;/a&gt;, and my favorite, &lt;a href="http://audacityteam.org/" target="_blank"&gt;Audacity&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Today, I use Ubuntu 14.04.2. At work, my colleagues Sunil Abraham and  Rahimanuddin Shaik are a resorvoir of inspiration. The difference with  Linux is there is a feeling of contributing something back to the hand  that feeds you.&lt;/p&gt;

&lt;p&gt;Users can start using the OCR capabilities in Drive by  uploading scanned document in PDF or image form after which they can  right-click on the document in Drive to open with Google Docs. Google notes that users will  not be required to specify the language of the document as the OCR in  Drive will automatically determine it. The OCR capability in Google  Drive is also available in Drive for Android.&lt;/p&gt;

Old and valuable texts in many languages  could now be digitized and shared over the internet using platforms like  &lt;a href="https://wikisource.org" target="_blank"&gt;Wikisource&lt;/a&gt; and could be preserved and made available for sharing knowledge.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Google's OCR partly uses &lt;a href="https://en.wikipedia.org/wiki/Tesseract_%28software%29" target="_blank"&gt;Tesseract—&lt;/a&gt;an OCR engine released as freeware. Developed as a community project between 1995 and 2006 (and later taken over by &lt;a href="https://code.google.com/archive/p/tesseract-ocr/" target="_blank"&gt;Google&lt;/a&gt;),  Tesseract is considered to be one of the world's most accurate OCR  engines and works for over 60 languages.
