Research

New series from RAW, new Clusters now Online!

From 2012 to 2015, the RAW series will build research clusters in the field of Digital Humanities. The Digital will be used as a way of unpacking the debates in humanities and social sciences and look at the new frameworks, concepts and ideas that emerge in our engagement with the digital. We hope to build knowledge networks and production of new knowledge around questions of body, governance and cultural production in the digital times that we live in. Spearheaded by experts in the field of science, technology, society and culture the clusters aim to produce and document new conversations and debates that shape the contours of Digital Humanities in Asia.

Locating the Mobile: An Ethnographic Investigation into Locative Media in Melbourne, Bangalore and Shanghai

As yet we know little about the impact locative media is having, and will have upon people’s livelihoods and identity, or on public policy around privacy, identity, security and cultural production. Discourse in the field has opened up questions of art, innovation and experimentation. But there is a dearth of nuanced research on locative media that provides in-depth, contextual accounts of its socio-cultural and political dimensions. Not much work has been conducted into locative media as it migrates from art to the ‘messy’ area of everyday. The project seeks to address this knowledge gap by studying locative media in Bangalore, Melbourne and Shanghai.

Interface Intimacies

Users of technologies often express their engagement with technologies in affective terms. The interfaces that we see all around us constantly deflect our attention, emotions and desires on to different surfaces, creating flattened universes with the promises of deep immersion. Digging deep into interfaces, to examine peoples’ relationships with the digital interfaces around them the research cluster examines: What are the affective relationships that people have with their interfaces? What goes into anthropomorphising an interface? What are the larger politics of labour, performance and ownership that surround interface design? What are the ways in which people simulate presence and connections through their interfaces? How is the human presumed in computer-human interface design? What aesthetic and political moves are we witnessing with the rise of interface mediated publics? What and who is made opaque when interfaces become transparent? When interfaces get distributed, what are the possibilities and potential for art, theory and practice to move into new forms of politics?

Habits of Living: Global Networks, Local Affects
Wendy Chun (Professor, Brown University), Kelly Dobson, (Chair, Digital + Media, RISD, Providence), Matthew Fuller, David Gee (Reader in Digital Media, Center for Cultural Studies, Goldsmiths College, University of London) and Eivind Rossaak, (Associate Professor, Department of Research, National Library of Norway, Oslo).
This is a global collaborative project to renew the conceptual power of networks. It concentrates on changing the habits of living. The Department of Modern Culture and Media at Brown University will be an important locus. Habits are crucial to understanding networks not simply as broad organizational structures but also as structures created through constant actions that are both voluntary and involuntary.

Video Contest

Who’s the Everyday Digital Native? A global video contest finds the answer!
CIS and Hivos are excited to announce the top five videos. The finalists will each win EUR 500. According to Nishant Shah, the 12 video proposals show that the everyday digital native does not wake up in the morning and think, ‘today I will change the world’. Yet, in their everyday lives, when they see the possibility of producing a change in their immediate environments, they turn to the digital to find networks that can start a change.

Digital Natives and the Myth of the Revolution: Questioning the Radical Potential of Citizen Action (UC Santa Cruz, Monday, March 5, 2012). Nishant Shah gave a lecture. The lecture focused more on the India against Corruption case-study rather than the theoretical framework to understanding revolutions.

ITU Tutorial on Audiovisual Media Accessibility (India International Centre, New Delhi, March 14 to 15, 2012): At the invitation of the Centre for Internet and Society, in cooperation with the ITU-APT Foundation of India, International Telecommunication Union organized a two-day Tutorial on Audio Visual Media Accessibility. The Tutorial was preceded by the fourth meeting of the Focus Group on Audio Visual Media Accessibility on March 13, 2012. Sunil Abraham participated in the event and was the Master of Ceremony on Day 1, March 14, 2012.

Consumers International Global Meeting 2012 (Kuala Lumpur, March 8 and 9, 2012): Pranesh Prakash participated in the global meeting organised by Consumers International and spoke on UN Consumer Guidelines. Robin Brown, Tobias Schönwetter and Guilherme Varella were the other speakers in the session.
Expert Meeting on Freedom of Expression and Intellectual Property Rights (London, November 18, 2011): The meeting was organized by ARTICLE 19. Nineteen international scholars, experts and human rights activists met to explore the antagonistic relationship between Intellectual Property (IP) and the rights to freedom of expression and information. Pranesh Prakash was one of the participants.

Open DataCamp — 2012 (Google, Old Madras Road, Bangalore, March 24, 2012): This was a one-day unconference for people working with data from various sectors to come together and share their projects and ideas. It was organised by the DataMeet group. Pranesh Prakash participated in the event. Google, India Water Portal, Gramener, Microsoft Research, Akshara Foundation, DataMeet, HasGeek and CIS were the sponsors.
Free Arduino Workshop (For Beginners): (CIS, Bangalore, March 3, 2012). The workshop drew participants such as interaction designers, artists and those enthusiastic to get started with creative projects but didn’t have prior experience with electronics. About 20 people participated in the workshop.

Statutory Motion against Intermediary Guidelines Rules, Pranesh Prakash:A motion to annul the Intermediary Guidelines Rules was moved on March 23, 2012, by Shri P. Rajeeve, CPI (M) MP in the Rajya Sabha from Thrissur, Kerala. We are very glad that Shri Rajeeve has moved this motion, and we hope that it gets adopted in the Lok Sabha as well, and that the Rules get defeated, notes Pranesh Prakash.

India Explores the Balance Points between Freedom of Expression, Privacy, National Security and Law Enforcement (New Delhi, March 5, 2012). Sunil Abraham participated in this closed-door meeting jointly organised with the Global Network Initiative. Issues relating to freedom of expression and privacy were discussed in the meeting.
Climate Change and Controversy Mapping (Indian Institute of Science, Bangalore, March 19 to 21, 2012). The Devechia Centre for Climate Change, the Indian Institute of Science and CIS organized a three-day workshop with Professor Bruno Latour. Doctorate students doing empirical work in various types of ecological crisis participated in the event and experimented with some of the digital tools and methods developed within the "mapping controversies" consortium.
GeekUp with Erica Hagen (CIS, Bangalore, March 1, 2012). HasGeek organized a GeekUp with Erica Hagen of the GroundTruth Initiative. Erica gave a lecture on the theme: "From Information to Empowerment: Unpacking the Equation.
Cartonama Workshop (CIS, Bangalore, March 2 and 3, 2012). HasGeek organized a hands-on training for managing and building location based services. Twenty-two participants attended the workshop.

The Abrams Institute for Freedom of Expression at Yale Law School is holding a conference on global censorship from March 30 to April 1, 2012, at Yale Law School. The programme is sponsored by the Information Society Project at Yale Law School and Thomson Reuters. Rishabh Dara, Google Policy Fellow who worked at CIS office in Bangalore on freedom of expression and internet-related policy issues is participating in the event as a speaker in the panel on Case Studies of Censorship.

This was published by Palgrave Macmillan.
2012 Internet Freedom Fellows: The names of the 2012 Internet Freedom Fellows were announced on June 19, 2012. This was published by the US Department of State. Pranesh Prakash was selected as a Fellow.

Beyond Anonymous: Shit people say on Internet piracy (Nishant Shah, FirstPost, June 7, 2012): FirstPost published Nishant Shah's column along with the video that CIS and ALF had made on 'shit people say about piracy' as a lead story. The post is a series of provocations around piracy, censorship and the state of Internet in India. Like all good tasting things, these observations need to be taken with a pinch of salt. But it is the hope of the author that this serves as a response to otherwise very persistent voices that have been demonizing file-sharing online.

Copyright Amendment Bill

Analysis of the Copyright (Amendment) Bill 2012

There are some welcome provisions in the Copyright (Amendment) Bill 2012, and some worrisome provisions. Pranesh Prakash examines five positive changes, four negative ones, and notes the several missed opportunities. The larger concern, though, is that many important issues have not been addressed by these amendments, and how copyright policy is made without evidence and often out of touch with contemporary realities of the digital era. Copyright Madness (Lawrence Liang and Achal Prabhala, Indian Express, May 22, 2012): India’s Copyright Act allows owners of content the right to prevent infringement through the use of injunctions, but these injunctions have to be narrowly construed and applied only to specific instances of infringement. This is to say, take down the infringing video, not the whole website, and don’t intimidate the host. When injunctions threaten freedom of speech and expression, then free speech should necessarily trump copyright claims — and the courts cannot be used as convenient shopping forums for maladies that don’t exist.

Cancel the Subscription (Prof. Subbiah Arunachalam, Indian Express, May 8, 2012): It has been a slow but steady move to make scholarship freely available... In India, though, there appears to be very little enthusiasm among the leaders of the science establishment. Neither the office of the principal scientific adviser nor the department of science and technology seems to have shown any interest in mandating open access to taxpayer-funded research. The National Knowledge Commission has recommended mandating open access to all publicly funded research, but it is not clear who will implement the recommendation. Right now, it is left to individuals to promote open access in India.

Google Policy Fellowship Programme: Call for Applications: CIS is inviting applications for the Google Policy Fellowship programme. Google is providing a USD 7,500 stipend to the India Fellow, who will be selected by August 15, 2012. The focus areas for the present fellowship programme include Access to Knowledge, Openness in India, Freedom of Expression, Privacy, and Telecom. The duration of the fellowship will be for about ten weeks starting from August 2012 upto October 2012. CIS will select the India Fellow. Send in your applications for the position by June 27, 2012.

Resisting Revolutions: Questioning the Radical Potential of Citizen Action (Nishant Shah, Development, Volume 55, Issue 2, May 2012): In this peer reviewed journal article, Nishant Shah looks into the radical claims and potentials of citizen action that have emerged in the last few years. He seeks to show how citizen action is not necessarily a radical form of politics and that we need to make a distinction between Resistances and Revolutions. It locates resistance as an endemic condition of governmentality within a State–Citizen–Market relationship and shows how it often strengthens the status quo rather than radically undermining it. He examines a campaign against corruption in India to see how the dissonance between the claims of the future and the practices of the present is produced in citizen action.

Course

Building Knowledge and Capacity around Telecommunication Policy in India: Ford Foundation has given a grant of $200,000 to CIS to build expertise in the area of telecommunications in India over a period of two years. The project involves creating a repository comprising information about telecommunications related issues and policies and online course materials designed for a multi-stakeholder audience, organising interactive public lectures and workshops around the country to disseminate information on telecom issues and using traditional and new forms of media to disseminate information to academia, civil society, policy makers and the general public.

Intermediary Liability in India: Chilling Effects on Free Expression on the Internet
Rishabh Dara, Google Policy Fellow
CIS in partnership with Google India conducted the Google Policy Fellowship 2011. This was offered for the first time in Asia Pacific as well as in India. Rishabh Dara was selected as a fellow. He researched upon issues relating to freedom of expression. The results of the paper demonstrate that the ‘Information Technology (Intermediaries Guidelines) Rules 2011’ notified by the Government of India on April 11, 2011 have a chilling effect on free expression.

The Centre for Internet & Society Joins the Global Network Initiative
CIS officially joined the Global Network Initiative. CIS would bring to GNI in-depth expertise on global internet governance as well as online freedom of expression and privacy in India. GNI Executive Director Susan Morgan said “We are delighted to add our first member based in India and welcome CIS’s engagement in support of transparency and accountability in technology.”

Welcome to the Centre for Internet and Society newsletter! In this issue we bring you the updates of our research, events, media coverage and videos of the events organized by us during the month of February 2012!

Accessibility

Around 70 million disabled persons in India are unable to participate in information societies as lack of compliance with accessibility standards make interfaces impossible to use, and retrograde copyright and patent policies make it impossible to access knowledge. Accessibility is denied in banking services, web and mobile interfaces, etc. Material for the disabled therefore needs to be converted into accessible formats. The programme has resulted in outputs such as Web Accessibility Policy Making, Making Mobile Phones and Services Accessible for Persons with Disabilities, Accessibility Policy Making: An International Perspective, e-Accessibility Policy Handbook for Persons with Disabilities, Universal Service for Persons with Disabilities: A Global Survey of Policy Interventions and Good Practices, etc.

Web Accessibility Policy Making: An International Perspective: G3ict and the Centre for Internet and Society are pleased to announce the publication of a new, improved edition of the Web Accessibility Policy Making: An International Perspective. The report published in cooperation with the Hans Foundation provides an updated synopsis of the many policies that governments have implemented around the world to ensure that the Internet and websites are accessible to persons with disabilities.

ITU Tutorial on Audiovisual Media Accessibility (India International Centre,New Delhi, March 14 to 15, 2012): At the invitation of the Centre for Internet and Society, in cooperation with the ITU-APT Foundation of India, International Telecommunication Union is organizing a two-day Tutorial on Audio Visual Media Accessibility. The Tutorial will be preceded by the fourth meeting of the Focus Group on Audio Visual Media Accessibility on March 13, 2012. The meeting will take place in the same venue and will be hosted by the Centre for Internet and Society in cooperation with the ITU-APT Foundation of India.

Access to Knowledge

With the emergence of digital technologies and the unprecedented growth of the Internet and other related technologies, intellectual property rights (IPRs) the questions of ownership and control of information have become crucial. The programme focuses on the inequitable distribution of IPR, royalty, outflows, and beneficiaries of intellectual property regimes, the lack of balance in current IPR regimes [local, national and international] between consumer rights and IPR-owners’/corporation’s rights. The programme has produced analyses such as WIPO Treaty for the Print Disabled, WIPO Broadcast Treaty, Copyright Amendment Bill and Parallel Importation of Books.

Openness

The advent of the Internet has radically defined what it means to be open and collaborative. Even the Internet is built upon open standards and free/libre/open source software. The broad rubric of the ‘Openness’ programme focuses to provide evidence based research that will help inform policy and practice of the local, national, regional, bilateral and international policies and practices around Open Government Data, Open Access to Scholarly Literature, Open Access to Law, Open Content, Open Video, Open Standards and Free/Libre/Open Source Software. The programme has resulted in reports such as Open Government Data Study, Online Video Environment in India, a reader on the Wikipedia titled Critical Point of View: A Wikipedia Reader and a film titled People are Knowledge – Experimenting with Oral Citations on Wikipedia.

Governments and private corporations are engaging in human rights violations online. Many different rights are impacted by internet governance policy changes. The growing phenomenon of illegal electronic surveillance by state and non-state actors and censorship of speech online are some specific problems that the Internet Governance programme seeks to address by providing evidence based research that will help inform policy and practice of the local, national, regional, bilateral and international privacy regime in the interests of the public in sectors key to information societies with a particular focus on information technology, privacy and freedom of expression. The programme has resulted in outputs such as Banking, Telecommunications, Consumer Protection, IT Act, Limitations, Copyright, Internet Protocol, Media, Sexual Minorities, UID and policy submissions such as, NIA Bill, IT Act, National Policy on Electronics, Cyber Café Rules, Security Practices Rules, and Intermediary Due Diligence Rules.

Telecom

The growth in telecommunications in India has been impressive. While the potential for growth and returns exist, a range of issues need to be addressed for this potential to be realized. One aspect is more extensive rural coverage and the second aspect is a countrywide access to broadband which is low at about eight million subscriptions. Both require effective and efficient use of networks and resources, including spectrum. The programme has resulted in reports such as India's untapped potential: Are a billion people losing out because of spectrum?, India Study Tour - Report: The South African Telecommunications Sector: Poised for Change and the Unlicensed Spectrum-Policy Brief for Government of India NTP '11.

Unlicensed Spectrum-Policy Brief for Government of India NTP '11 by Satyen Gupta, Sunil Abraham and Yelena Gyulkhandanyan: The research paper aims to recommend unlicensed spectrum policy to the Government of India based on recent developments in wireless technology, community needs and international best practices, and seeks to demonstrate the need for and importance of unlicensed spectrum as a medium for inexpensive connectivity in rural/remote areas, as well as catalyzing innovation by being a barrier-free and cost-effective platform for the testing and implementing of new technologies.

Digital Natives with a Cause?

Digital Natives with a Cause? is a knowledge programme initiated by the Centre for Internet and Society, India and Hivos, Netherlands. It is a research inquiry that seeks to look at the changing landscape of social change and political participation and the role that young people play through digital and internet technologies, in emerging information societies. The programme has resulted in a four-book collective titled Digital AlterNatives with a Cause? and reports such as Digital Natives with a Cause? A Report and Digital Natives with a Cause? Thinkathon: Position Papers.

Digital Natives with a Cause?

Digital Natives with a Cause? is a knowledge programme initiated by CIS, India and Hivos, Netherlands. It is a research inquiry that seeks to look at the changing landscape of social change and political participation and the role that young people play through digital and internet technologies, in emerging information societies. The major outputs have been a four book collective asking questions about theory and practice around 'digital revolutions' in a post MENA (Middle East - North Africa) world, a position paper, a scouting study and three international workshops.

Accessibility

India has an estimated 70 million disabled persons who are unable to read printed materials due to some form of physical, sensory, cognitive or other disability. This includes persons with blindness, learning disabilities such as dyslexia, cerebral palsy and persons who do not have full control over their limbs. For these people, the material needs to be converted into alternate formats such as Braille, audio or video or electronic formats (text document, word document or PDF) which they can access using assistive technologies. Our key research has focused on a submission to amend the Indian Copyright to the HRD Ministry, publishing a policy handbook on e-accessibility, research on accessible mobile handsets in India and an analysis of the Working Draft of the Rights of Persons with Disabilities Act, 2010.

Upcoming Event

ITU Tutorial on Audiovisual Media Accessibility, organized by the International Telecommunication Union, India International Centre, 14-15 March 2012. CIS is hosting the meeting. The Tutorial will be preceded by the fourth meeting of the Focus Group on Audio Visual Media Accessibility (FG AVA) on 13 March 2012. This meeting will take place at the same venue and will also be hosted by CIS, in cooperation with the ITU-APT Foundation of India.

Access to Knowledge

Access to Knowledge is a campaign to promote the fundamental principles of justice, freedom, and economic development. It deals with issues like copyrights, patents and trademarks, which are an important part of the digital landscape. We prepared the India report for the Consumers International IP Watchlist, made submission to the HRD Ministry on WIPO Broadcast Treaty, questioned the demonization of pirates, and advocated against laws (such as PUPFIP Bill) that privatize public funded knowledge.

Gandhi, Freedom, and the Dilemmas of Copyright: To commemorate Mahatma Gandhi's death anniversary, CIS organised a public lecture. Prof. Shyamkrishna Balganesh of the University of Pennsylvania gave a lecture.

Openness

The advent of the Internet has radically defined what it means to be open and collaborative. Even the Internet is built upon open standards and free/libre/open source software. CIS has been committed and actively campaigned for promotion of open standards, open access and free/libre/open source software.

Decision Analysis for Interest Rates

The discipline of systematic evaluation through applying process-flow and decision analysis — in this example, of financial logic — can help make reasoned, practical decisions, whether for interest rates, or for resolving issues in power supply, or in telecommunications, spectrum and broadband.

Several analysts applauded the Reserve Bank of India’s (RBI’s) resisting cutting interest rates despite declining growth. Some quoted monetary theory to justify this; others praised the regulator’s standing-up-to-government stance. Meanwhile, the nation groaned, waiting for relief. Is this just the vaunted animal spirits in reverse, that perceive a half-full glass as half-empty? Or is there substance to the frustration of those who function in the real-world marketplace, who deliver products or services and expect rational solutions?

Simulation using financial logic

There is a systematic approach to evaluating alternatives for the cost of money and possible outcomes, using decision analysis and the process-flow logic of finance. Figure 1 shows the quarterly results for 2,840 companies from their income statements on March 31, 2012. The first column shows the amount for

each item in crores; the second shows each item as a percentage of total revenues including other income. Consider the expense in the interest and net profit columns, shown in the second column as 11.1 per cent and 8.8 per cent of total revenues.

Total revenues for these companies grew about nine per cent from December 2011 to March 2012. Assume conditions remained the same for the next quarter to June 2012, except for one item: the RBI cuts the repo rate by 20 per cent, so interest expense amounts to 8.9 per cent. Revenues grow as in the previous quarter – because conditions are turbid, to say the least – by nine per cent, and the only change in costs is the drop in interest expense to 8.9 per cent.

The results would look as in Figure 2 for June 2012 (ignoring the change in tax

for simplicity). Note net profit, which was at 8.8 per cent in March 2012, increases to 11 per cent in June 2012. If nothing else changes for the year, no costs, no animal spirits, net profit in succeeding quarters will be 11 per cent instead of 8.8 per cent of revenues.

Now consider the further effects of the ongoing drop in raw material prices. If raw material costs were to reduce so that expenses fell by, say, five per cent, total expenses would fall from 75.2 per cent to 71.5 per cent of revenues, and net profit would grow from 11 per cent to 14.8 per cent of revenues. In other words, in one quarter, this reduction in interest cost could take net profit from 8.8 per cent to 11 per cent — and, if it were possible to capture the drop in input prices, even to 14.8 per cent of revenues. Figure 3 shows what June 2012 would then look like.

This example involves no hypotheses or theories; just arithmetic. The reality is likely to be different, because there will be changes like the extent of pass-through of a cut in RBI rates, inflation, the extent of labour troubles, seasonal effects on sectors that affect buying, production and so on. The purpose of this example is to show that a reduction in borrowing costs would yield higher profits. These profits could enable companies to muster cash and borrowings to capitalise on falling raw material prices, as they have in the past. To the extent that they can do this, net profits would increase, resulting in increased GDP because of increases in corporate and proprietary income, employee compensation, as well as higher tax collections and increased investment.

Global factors

Another level of complexity arises from global responses to these developments in India, assuming for the moment there are no major negative global events. How are investors likely to respond to higher growth in India in the context of problems with stranded power generation, choked logistics, resurgent populist activism with a weak Centre and assertive states, and uncertain telecommunications reforms? Will a reduction in oil prices translate to lower or higher inflows from foreign institutional investors? And so on. The denouement of developments in Greece, Spain and Italy may affect India significantly. Likewise, developments in America will also have significant effects. The point to consider, quite simply, is this: if profits increase, investment is also likely to increase. Would we rather be dealing with these circumstances from a position of relative strength, or of comparative weakness?

Financial logic: Models

It is not clear whether analysts and practitioners, including the RBI, used planning models based on the process flow of financial logic to test their assertions. For instance, for realistic scenarios based on recent circumstances, what are the likely outcomes of increasing interest rates, holding them steady, or, as in the example above, reducing them? Or are such models considered too simplistic? The logic can be evaluated in the process flow, and the possibilities laid out in a decision tree with likely outcomes. Probabilistic forecasts can be input as distributions linked to probabilities to analyse probability-weighted outcomes instead of simplistic point estimates, before deciding on the appropriate action.

This process of decision analysis can be usefully applied not only for interest rates, but also for resolving problematic issues in electricity supply, or telecommunications, spectrum and broadband policies. A second element that is useful for result-oriented decision making in intractable areas like power supply and telecommunications is participative problem solving, as in the process that led to the successful breakthrough of the New Telecom Policy, 1999. If the government and stakeholders adopt this approach, prospects of a higher growth trend may indeed be realised, despite the doubts being expressed about higher sustainable levels.

Growth, India's Highest Priority

The government must focus on reviving corporate profits and, hence, growth, writes Shyam Ponappa. The column was published in the Business Standard on June 8, 2012.

“…people are starting to question the long-term Indian story… For the time being, people are just giving up on it” — a Moody’s analyst.

With growth in the fourth quarter of 2011-12 at 5.3 per cent, India’s economy is on the brink. If higher growth is not addressed as a priority, we will all lose enormous upside potential. We cannot afford disunity on this issue — neither the government’s arbitrary action nor inaction, nor stalling by the United Progressive Alliance allies, nor the irresponsibility of the Opposition. Continuing discord carries the risk of precipitating our own Greek tragedy.

We need to agree on what the biggest problems are, and how to remedy them. Here is the case for focusing on growth above all, and acting to enable it.

Symptom: Rupee Depreciation

The depreciation of the rupee is the acute symptom. Why has the rupee fallen so precipitously, and why might it get worse? Because of foreign currency outflows. Why the outflows? Declining corporate profits, as explained below.

The drop of over 27 per cent against the dollar since August 2011 is crushing for companies with foreign currency convertible bonds (FCCBs) and external commercial borrowings (ECBs). Estimates of redemptions this year range from $5.5 billion to $7 billion. With growing euro problems and global risk aversion, renewing external debt is possible only for the strongest companies. This problem has to be dealt with, despite the temptation to say, “Let them stew”. That works only if we are not all cooking in the same pot — which we are.

Some counter that an overvalued rupee needed depreciation to help exports. In depressed markets, growing market share is less likely. Some object to actions that protect companies with ECBs as “socialising losses”. While policies can have multiple effects, it is net benefits that matter most: whether losses in energy imports outweigh the export advantage in a global downturn, or companies that escaped high domestic interest rates will create more turmoil if they fail compared with bailing them out. These judgement calls need the objective use (to the extent possible) of financial models, balancing the resistance to creating moral hazard.

Declining Profits

We now face a problem of shrinking profits. With weakening global cues, a slowing economy, and lower capital flows, everyone – policy makers, enterprises and citizens – must seek to alleviate what will otherwise be a slow, difficult recovery. Collectively, concerted efforts are needed to improve profits.

High Interest Costs

Lower revenue growth in 2011-12 with higher raw material costs resulted in lower profit margins. In the fourth quarter, higher interest costs were 31 per cent of net profits, compared with 22 per cent for the previous quarter for 1,066 companies, excluding banks and financial entities. Interest costs for over 2,000 companies rose 38 per cent, following increases in the previous three quarters of 42-50 per cent. High interest costs and an unreconstructed budget triggered a downward spiral in profits. This was made worse by negative sentiment because of government ineffectiveness and capriciousness, epitomised by the Vodafone tax case: attempts to seize what the Supreme Court had annulled.

Foreign outflows triggered by decreasing profits were aggravated by a declining rupee — because of high imports with rising prices, particularly for oil and gold, but also for coal imports, because of local supply shortfalls. The consequent fall in stock prices and unstable tax policies combined to reinforce outflows, increasing downward pressure on the rupee.

There were, of course, other reasons:

Mismatches between growing demand and constrained supply, leading to persistent inflation. The Reserve Bank of India’s (RBI’s) raising interest rates to tackle this has only compounded the problem of reduced profits and investments, made worse by central and state government failures to augment supply.
Capriciousness in policies which, like Brazil’s missteps of the ’70s, began with distributing entitlements before assuring growth. Capriciousness now manifests in decisions like the Vodafone tax case.
Paralysis/incapacity, typified by the failure in the coal supply chain to power plants, unviable electricity distribution agreements and tariffs, new power plants running far below capacity, the unwillingness to take constructive decisions on spectrum and telecom policies fearing populist reactions, or the rollback of foreign direct investment in retail. This is compounded by the rise of populists, many of whom act as if good intentions obviate the need for domain knowledge, competence, organisation, or even simple arithmetic.

Solutions

Two salutary steps are possible immediately.

First, cut interest rates, although economists are divided on the merits. What should the RBI do? A big rate cut – 150-200 basis points – can improve profits, capitalising on softening input costs, as well as boost sentiments. Interest as a percentage of profits must be reduced, and sentiment improved to enable increasing investment. Interest rate increases as some suggest, on the other hand, will deplete profits further, accentuating lower growth and exacerbating the decline.
Second, the government should signal an immediate end to arbitrary tax moves.

Thereafter, systematic steps are needed to address difficult issues like telecom policy, fuel supplies and land acquisition. Telecom and spectrum reforms are overdue, as are energy reforms addressing the fuel supply-power generation and distribution-sustainable tariffs chain. Then there are all the structural elements affecting productivity – a big mouthful – that can only be addressed in phases.

In terms of sequence, the next significant effort could focus on the poster boy in trouble, the telecom sector. The empowered group of ministers (EGoM) can decisively abandon short-term government revenues in favour of user benefits, leading in time to even more government revenues. A persuasive case needs to be made, for example, to those who favour goals other than functional objectives — like government collections for purposes extraneous to the sector, such as for sanitation or for food. Such confusion in objectives arises from misinformation or incorrect reasoning, because (a) the primary objectives of a sector are its functional purposes; and (b) government collections increase with the prosperity of enterprises paying reasonable taxes. For this iconic sector, including its spectrum and broadband issues, the EGoM should be made aware of the recent report to the US President’s Council of Advisors on Science and Technology on sharing spectrum.*

National Telecom Policy 2012 — Issues and Concerns

Snehashish Ghosh throws light on some of the issues and concerns surrounding the recently passed National Telecom Policy 2012.

The National Telecom Policy, 2012 (NTP’ 12) was approved by the Cabinet on May 31, 2012.[1] The primary objective of the Policy is to provide reliable and affordable converged telecommunication services, across the whole nation. It aims at transforming mobile devices into instruments of social empowerment by implementing e-governance and m-governance, and has emphasized on security of networks and secure services to consumers.

The Positives

The Policy has exempted additional frequency bands from licensing for public use. It aims to provide small chunks of frequency bands for the purpose of research and development of indigenous technologies and products. NTP’12 further seeks to promote use of white spaces with low power devices, without causing harmful interference to the licensed applications in specific frequency bands by deployment of software defined radios, cognitive radios, etc.
On the issue of transforming mobile devices into instruments of social empowerment, the Policy aims to encourage development of mobile phones based on open platform standards.
The Policy also wishes to implement measures to include disputes between consumers and telecom service providers within the jurisdiction of Consumer Forums.
The NTP '12 will allow spectrum pooling, sharing and later trading of spectrum under the supervision of appropriate regulatory authority. The Policy also dictates regular spectrum audit to ensure efficient and optimum use of spectrum.

Despite the above mentioned positives, the NTP’ 12 has certain issues.

Access to Telecom Services including Broadband

The Policy has ambitious goals with respect to telecommunication coverage throughout India. It aims to increase the teledensity in rural and remote areas from 39 to 70 in the next five years and 100 by the year 2020. In case of broadband, it wishes to provide affordable and reliable broadband-on-demand by 2015 and 175 million broadband connections in the next two years at a minimum speed of 2 Mbps and 600 million by 2020. However, the policy fails to mention any framework for implementation of such policy mandate. Formerly, the National Broadband Plan, 2004 [2] aimed at providing broadband (minimum speed of 256 Kbps) to 20 million households by 2010 but only 13 million households have broadband connectivity as on May, 2012. The target which the policy wishes to achieve is commendable. But the previous experience with such policy implementation could have been taken into consideration before setting such targets.

Research and Development (R&D), Manufacture and Standards

The World Trade Organization (WTO) mandates national treatment wherein a member country cannot discriminate between domestic and foreign products.[3] The Draft Policy ran into conflicts with this particular WTO obligation with regards to giving preference to domestically manufactured telecom products and equipments. However, this has been revised and now the policy only seeks to prefer indigenous telecom equipment in case of government and place where national security is involved. This is a good move as it provides better security in case of confidential government communication. However, it fails to give any directive as to production of such secure telecom equipment as well as security standards of such equipment. Moreover, we don’t have any uniform security standards in place.[4]

The NTP’12 aims at transforming India into a ‘global manufacturing hub’. However, it neither mentions deadlines for achieving such goals nor it lays down any framework to achieve such goals.

Unified Licensing Regime

The NTP’12 aims at moving towards unified licensing regime. Under unified licence, the licensee has the right to provide converged services. But if a service provider wishes to render any specific service only (for example internet service providers), then such service provider does not have any option but to procure licence for converged services i.e. a unified licence. In order to implement such unified licensing regime, the Policy needs to further clarify the terms and conditions of such licence.[5] A better approach would be to provide unified licence as well as licence for specific independent services, so that a service provider has the option to provide converged services or selected services

Concerns regarding Security and Privacy of the Consumers

Implementation of voice over protocol (VoIP) is one of the policy directives of NTP ’12. VoIP can be used for anonymous communication which poses a threat to security of the State. The Policy has been criticised by the Home Ministry on this ground and the Ministry asked the Department of Telecom to consult with them before implementing such policy.

The Policy wants to mandate and enforce telecom service providers to take adequate measures to ensure security of the communication sent or received through the networks. The Policy dictates that this will be achieved through ‘contemporary security standards’. The term ‘contemporary security standards’ has not been defined in the Policy. The Policy might have referred to any of the International Telecommunication Union (ITU) approved standards to define 'contemporary security standards'.

Another concern with security and privacy is that the Policy mentions that Unique Identification (UID) will become an integral part of electronic authentication framework. UID has been widely criticised on various grounds including privacy. It is important to note that UID can be easily misused, and therefore it should be avoided for authentication purposes.

Missed Opportunities

NTP’12 does not include any policy mandate for providing accessibility for person with disabilities. The Policy should mandate implementation of systems that would enable better accessibility for persons with disabilities. This could have included formulation of a Code of good practice for manufactures and service providers, conduct surveys and gather statistics on use of telecommunication services by persons with disabilities, etc.

Conclusion

The NTP’12 is an ambitious policy, it would be a daunting task for the Government of India to fulfill the objectives within the deadline prescribed by it.

What is Mobile Television?

Mobile Television, as the name suggests, is the ability to view regular television channels over your mobile.

Mobile Television – Broadcast – DVB-H

Traditional Television uses a broadcast medium, i.e., different channels are played out from one source and all the listeners of a channel tune in to the particular channel frequency. Keeping the same philosophy, standards like DVB-H evolved from the broadcasting world, to allow viewership on the mobile by tuning into the channel. The DVB-H technology did not take off worldwide mainly because of the high upfront investment in infrastructure and because a separate radio network had to be built exclusively for this purpose. Also the technology was dependent on support in the handsets, which needed an additional radio. Nokia tried to solve the problem by launching a DVB-H antenna accessory that could plug into any Nokia phone and make it DVB-H enabled, but by the time they launched this, the technology was more or less dead.

In India, Doordarshan launched DVB-H on a trial basis in some areas around Akashwani Bhavan in Delhi. This service can be availed using a DVB-H compliant handset. Today, there are no DVB-H compliant handsets in the Indian market. Initially the service was not launched commercially because of lack of spectrum in the UHF band (470-862 Mhz), and a lack of understanding on how to commercialize this model. Now the Information & Broadcasting Ministry in India has already made plans to release this spectrum for auction to use for Broadband Wireless Access (LTE) instead. So this kills the DVB-H story in India.

Mobile Television – Broadcast – MBMS

Another new technology that is now being talked about is Mobile Broadcasting Multimedia Service (MBMS) which is based on cellular technologies. LTE Operators in India like Reliance Industries are running trials for this technology, because it fits well into their plans of LTE deployment with a big focus on video. It is used to bring IPTV services to the mobile, and can work very well with LTE networks. This utilizes the cellular (mobile) network. This technology is used to create the equivalent of IPTV on a mobile network. Each channel is streamed to one multicast IP address and the mobiles in that cell join that multicast group to view the channel. It requires support of MBMS technology on the base stations as well as in the core network equipment. Since each Base station (radio) is responsible for a cell, this helps optimize the bandwidth only if multiple users within that cell are viewing the same program.

Interactive Television – combining satellite television (DVB-S) with mobile

Satellite television uses a one way satellite connection to the television through a dish antenna. This means that the communication with the viewer is one-way. Hence all the users in an area get the same set of programs. To make one way medium more interactive, and personalize television more, an uplink channel from the user to the headend is required. Set top boxes with a broadband port or a wireless dongle can be used to provide this communication from the user to the head end. This can enable many interesting applications like distance learning, true Video On Demand, etc.

IPTV

What is IP TV?
IP TV stands for Internet Protocol Television, i.e., television that is delivered to the house over an IP Network, rather than over traditional satellite, cable or terrestrial networks. This means that the television content is packetized into IP packets and delivered through a high speed access network (like Digital Subscriber Line ( DSL)).

The term IPTV should not be confused with the delivery of television over internet (for example watching YouTube videos or live channels like NDTV on your PC over your broadband connection). Traditionally internet is a best effort network and does not provide any guarantees to an individual service. However, the IP network used for delivery of IPTV is built specially to deliver this service and hence has performance and security features required to build a reliable service which customers will pay for.

Hence, IPTV is usually provided by fixed network providers who already deliver voice and internet services to the last mile (i.e., the customer premises), and have control over the network from the head end up to the customer premise. Traditional TV using satellite or cable only includes Live TV and maybe a fixed small collection of movies that can be viewed as pay per view. IPTV is typically richer with features like gaming, time shift television and Video on Demand (VoD), apart from live TV. More on these features are described in the FAQ.

History
The term IPTV first appeared in 1995 with the founding of Precept Software. Precept developed an internet video product named IP/TV. It was a Windows and Unix-based application that transmitted single and multi-source audio and video traffic, ranging from low to DVD quality. Precept was acquired by Cisco Systems in 1998. Cisco retains the IP/TV trademark.

Kingston Communications, a regional telecommunications operator in the UK, launched KIT (Kingston Interactive Television), an IPTV over DSL broadband interactive TV service in September 1999. Kingston was one of the first companies in the world to introduce IPTV and IP VoD over ADSL.[1]

How does it work?
The figure below gives a very high level view of an IPTV system.

At the head end, content like Live TV channels are picked up from various sources like the satellite, and decrypted. The content is then compressed into a digital format like MPEG-2 or MPEG-4. Multiple programs or channels or sources like this are then packed into a single transport stream (MPEG2-TS) and packetized into IP packets to be multicast over the IP network.

Video on Demand programs are stored in a VoD Server after encrypting them with content protection mechanisms. The VoD servers are either centralized or geographically distributed. The VoD content is accessed by the individual subscriber through a unicast stream, since it is on-demand, catering to one individual.

The IP packets reach the home through a broadband access like DSL, where a splitter is used to separate out the TV from regular broadband.

The TV channels are played out through the Set Top Box, which is programmed to listen to the multicast channels depending on which channel it is tuned to, or the unicast stream for video on demand. It provides the interactive interface to allow the user to navigate different live channels, Video on Demand, movies, games, etc.

In the case of multiple set top boxes and PCs to view the programs, a home gateway can be used. Protocols like DLNA are used for networking within the home.

IPTV viewing on the PC

Viewing IPTV content on a Personal Computer usually requires a client which allows protected content to be viewed, and to provide a TV like view with programming guides, etc. Verimatrix Viewright is an example of a PC client that decodes protected content for PC viewing. More about this will be discussed in Module 8.2 IPTV.

IPTV viewing on cable

This will be discussed in detail in Module 8.7 Cable TV.

IPTV in India

In India, IPTV services are provided by Bharti Airtel in Delhi and Bangalore, as well as by BSNL and MTNL (through Aksh Optifiber (branded as iControl) and Smart TV group (branded as MyWay)). MyWay has recently exited the IPTV market due to insufficient demand.[3] IPTV is expected to pick up again in a few years when there is better last mile connectivity with Fiber to the Home (FTTH) or Long Term Evolution (LTE).

Mobile Television

What is the difference between IPTV and Mobile Television?
Mobile Television is the availability of regular television channels to view on your mobile. The bandwidth available in a wireless network is variable, also, the mobile device sizes are not standardized, and hence the technology requires support to adapt to these varied conditions. On the contrary, IPTV usually uses a reliable and controlled medium like fixed line broadband, or cable as a medium of transmission. It also assumes that the service provider offers some guarantees on the bandwidth allocated for television.

What is the difference between IPTV and Internet television?
Internet television refers to television/video service provided over the internet. In the case of Internet television, the content is streamed over the Web just like any other multimedia service. The internet is characterized by lack of guarantees about the bandwidth, although the variability is less than in the case of mobile networks. Internet television uses unicast point to point streaming because it is a service accessed by individual users from anywhere in the network.

On the contrary, IPTV usually uses a reliable and controlled medium like fixed line broadband, or cable as a medium of transmission. IPTV uses IP multicast over a controlled network with a set of users specifically subscribed to the service. Mobile television and internet television (television viewing on the PC using an internet connection) are also sometimes referred to as Over the Top or unmanaged television.

Which is the difference between broadcast and unicast methods of television?
Broadcast method of television allows multiple users to receive the same transmission from the source, while unicast television is a point to point method where a stream is sent to each user separately.

Which is a better mode of television – broadcast or unicast?
Ideally a combination of the two modes allows maximum flexibility and efficiency. Unicast television makes sense where each user gets personalized services like Video on Demand, recording of programs and so on. Broadcast television is more efficient when many people in the same area are viewing a popular program at the same time. IPTV uses broadcast/multicast technology for the live television and common television channels, and the unicast method for the personalized services.

What are the various technologies defined for mobile broadcast television?
Some of the technologies defined for mobile broadcast television include MediaFlo (A Qualcomm standard), Digital Video Broadcasting (DVB-H), Multimedia Broadcast and Multicast Services (MBMS), Enhanced MBMS (e-MBMS) and Advanced Television Committee Standards (ATSC). Of these, e-MBMS is the latest technology expected to see mass adoption in the future, while DVB-H has been deployed in some places in Europe and MediaFlo in the US in the past. Of these technologies, MediaFlo is a proprietary technology; MBMS has been created by 3GPP, while the DVB-H and ATSC come as an evolution of traditional television standards.

What additional support is required for the handsets to support MBMS?
The handsets should be able to read three control channels defined for MBMS, which indicate the availability of MBMS, understand the frame structure of the transmission, and read the actual broadcast data. It should also support OMA BCAST, which is a standard defined for the Electronic Service Guide (ESG) and renders the television programming guide information.

Are there any MBMS compliant handsets in the market?
MBMS has been trialed by many operators starting from 2007; however, commercial deployments of MBMS have not been announced. It is expected that some of the LTE operators in Asia, especially densely populated countries like India and China will launch MBMS. There are no commercially available handsets that support MBMS in the open market. The handsets used are expected to be custom made and bundled with LTE subscriptions.

Are any additional network elements needed to support MBMS?
An element called BMS-C (Broadcast Multicast Service Center) is introduced; this manages subscription, billing and session information for MBMS. Other network elements like MCE (Multi-cell Coordination Entity) are also required for multi-cell broadcast, in LTE networks, where multiple cells are coordinated to retransmit the same information. More details will be discussed in the technical module 2.8.6.

Where are the standards for MBMS defined?
MBMS was introduced in Release 6 of 3GPP specs, but has been defined in more detail in Release 9, in conjunction with LTE.
