&lt;p&gt;Each researcher is expected to author a narrative essay that presents and reflects on lived experiences of people of LGBTHIAQ+ and gender non-conforming identities and sexual orientations as they seek sexual and reproductive health (SRH) services in India. We expect the essay to contribute to a larger body of knowledge around the increasing focus on data-driven initiatives for public health provision in the country and elsewhere. Accordingly, the researcher may respond to any one or more than one of the following questions, within the context of the geographical focus as specified by the researcher:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;What are the modes of surveillance, especially in terms of generation and exploitation of digital data, experienced by people of marginalised gender identities and sexual orientations in India, as they avail of sexual and reproductive healthcare?&lt;/li&gt;
&lt;li&gt;How are the lived experiences of underserved populations, such as people of marginalised gender identities and sexual orientations, shaped by gendered surveillance while accessing sexual and reproductive services?&lt;/li&gt;
&lt;li&gt;What are the modes of governance and gender ideologies that have mediated the increasing datafication of such provision?&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;We expect the researchers to draw on a) the Indian Supreme Court’s framing of privacy in India, as a fundamental right, and its implications; and b) apply and/or build on feminist conceptualisations of privacy. Further, we expect the researchers to respond to the uncertain landscape of legal rights accessible to people of LGBTHIAQ+ and gender non-conforming identities and sexual orientations, especially in the current context shaped by The Transgender Persons (Protection of Rights) Act, 2019.&lt;/p&gt;
&lt;p&gt;The researchers will undertake field research in locations of their choice, conduct interviews and discussions with people of LGBTHIAQ+ and gender non-conforming identities and sexual orientations seeking such services, and conduct formal and informal interviews with officials and personnel associated with public and private sector agencies involved in the provision of SRH services.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Eligibility and Application Process&lt;/strong&gt;&lt;/h3&gt;
&lt;h4&gt;We specifically encourage people of LGBTHIAQ+ and gender non-conforming identities and sexual orientations to submit their applications for this call for researchers.&lt;/h4&gt;
&lt;p&gt;We are seeking applications from individuals who:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Are based in the place where field study is to be undertaken, for the duration of the study;&lt;/li&gt;
&lt;li&gt;Are fluent in the main regional language(s) spoken in the city where the study will be conducted, and in English (especially written);&lt;/li&gt;
&lt;li&gt;Preferably have a postgraduate degree (current students should also apply) in social or technical sciences, journalism, or legal studies (undergraduate degree-holders with research or work experience should also apply); and&lt;/li&gt;
&lt;li&gt;Have previous research and writing experiences on issues at the intersection of sexual and reproductive health, gender justice and women’s rights, and health informatics or digital public health.&lt;/li&gt;&lt;/ul&gt;

&lt;h3&gt;&lt;strong&gt;Timeline of the Work&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;&lt;strong&gt;February 3-7&lt;/strong&gt; CIS research team will have a call with each researcher to plan out the work to be undertaken by them&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;February - March&lt;/strong&gt; Researchers are to undertake field research, as proposed by the researchers and discussed with the CIS research team&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;March 27&lt;/strong&gt; Researchers are to submit a full draft essay (around 3,000 words)&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;March 30 - April 3&lt;/strong&gt; CIS research team will have call with each researcher to discuss the shared draft essays and make plans towards their finalisation&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;May 15&lt;/strong&gt; Researchers are to submit the final essay (around 5,000 words, without footnotes and references)&lt;/p&gt;
&lt;p&gt;As part of this project, CIS will organise two discussion events in Bengaluru and New Delhi during April-June (tentatively). Event dates are to be decided in conversation with the researchers, and they will be invited to present their works in the same.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Remuneration&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Each researcher will be paid a remuneration of ​Rs. 1,00,000 (inclusive of taxes) ​​over two equal installments: first on signing of the agreement in February 2020, and second on submission of the final essay in May 2020.&lt;/p&gt;
&lt;p&gt;We will also reimburse local travel expenses of each researcher upto Rs. 10,000, and translations and transcriptions expense (if any) incurred by each researcher upto Rs. 10,000. These reimbursements will be made on the basis of expense invoices shared by the researcher.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Description of the Project&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Previous research conducted by CIS on the subject of sexual and reproductive health (SRH) services in India observes that there is a complex web of surveillance, or ‘dataveillance’, around each patient as they avail of SRH services from the state. In this current project, we are aiming to map the ecosystem of surveillance around SRH services as their provision becomes increasingly ‘data-driven’, and explore its implications for patients and beneficiaries.&lt;/p&gt;
&lt;p&gt;Through this project, we are interested in documenting the roles played by both the public and the private sector actors in this ecosystem of health surveillance. We understand the role of private sector actors as central to state provision of sexual and reproductive health services, especially through the institutionalisation of data-driven health insurance models, as well as through extensive privatisation of public health services. By studying semi-private, private, and public medical establishments including hospitals, primary/community health centres and clinics, we aim to develop a comparative analysis of surveillance ecosystems across the three establishment types.&lt;/p&gt;
&lt;p&gt;This project is led by Ambika Tandon, Aayush Rathi, and Sumandro Chattapadhyay at the Centre for Internet and Society, and is supported by a grant from Privacy International.&lt;/p&gt;

    <title>Call for Proposal: Big Data for Development – Initial Field Studies</title>

        &lt;b&gt;The Centre for Internet and Society, as part of a project with the University of Manchester and University of Sheffield, is inviting calls from researchers to undertake a brief initial study of a specific instance of use of big data for development in India. This is an exercise to build preliminary understanding of the landscape of big data for development in India, identify key research questions and priorities, and start developing connections with researchers interested in the field. The studies will be 6 weeks long - running from May to June 2016 - and the researchers are expected to produce a 3,000 words long report. We will support three field studies.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Study Process and Deliverable&lt;/h3&gt;
&lt;p&gt;The researcher is expected to propose and undertake a 6 weeks long study – starting from &lt;strong&gt;May 09&lt;/strong&gt; and ending on &lt;strong&gt;June 17&lt;/strong&gt; – of an instance of big data is being used to inform, target, operationalise, monitor, or support developmental and/or humanitarian activity in India.&lt;/p&gt;
&lt;p&gt;During this period, the researcher is expected to interview &lt;strong&gt;4-5&lt;/strong&gt; persons directly involved in the big data for development project concerned, and &lt;strong&gt;2-3&lt;/strong&gt; other persons to get a wider sense of the context of  the project.&lt;/p&gt;
&lt;p&gt;By the end of the 6 weeks period, the researcher is expected to submit a &lt;strong&gt;3,000 words&lt;/strong&gt; long report. The report will be commented upon by Prof. Richard Heeks (University of Manchester), Dr. Christopher Foster (University of Sheffield), and Sumandro Chattapadhyay (CIS), and revised accordingly during the last weeks of June.&lt;/p&gt;
&lt;p&gt;The individual reports will be published independently and as part of the larger project report, under Creative Commons &lt;a href="https://creativecommons.org/licenses/by/4.0/"&gt;Attribution 4.0 International&lt;/a&gt; license. The authors will be attributed appropriately.&lt;/p&gt;
&lt;p&gt;All researchers will take part in a work-in-progress meeting (held over internet) during last week of May or first week of June.&lt;/p&gt;
&lt;h3&gt;Research Questions&lt;/h3&gt;
&lt;p&gt;The interviews will focus on the following topics:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;&lt;strong&gt;Innovation:&lt;/strong&gt; What is the nature of the innovation being done by the use of big data? What technical systems and/or applications are being deployed and replaced/superceded? Who are key actors in this innovation process?&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Implementation:&lt;/strong&gt; What is the grounded experience of implementing the big data technology? What are the key enablers and constraints being faced, both in the data collection stage, and the analysis and decision making stage?&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Value:&lt;/strong&gt; What is the value being created, and how is it understood? Is it organisational value, or socio-economic value? Who is gaining this value?&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Ethics:&lt;/strong&gt; What ethical concerns are emerging? Do they involve concerns about data quality, representation, privacy, or security? Is there concerns about a data divide being created among people who are represented in data and who are not, or among people who can gain value from the data and who cannot?&lt;/li&gt;&lt;/ul&gt;
&lt;h3&gt;Application, Eligibility, and Remuneration&lt;/h3&gt;

&lt;p&gt;Sahapedia in collaboration with the Azim Premji University, The Centre for Internet and Society and the University of Cape Town is inviting papers in cultural mapping for the Culture For All conference scheduled to be held in March 2021.&lt;/p&gt;
&lt;p&gt;Cultural mapping is a set of activities and processes for exploring, discovering, documenting, examining, analysing, interpreting, presenting, and sharing information related to people, communities, societies, places, and the material products and practices associated with those people and places. It was recognised by UNESCO more than a decade ago as a crucial tool in sustaining the tangible, intangible, and natural heritage of the world.&lt;/p&gt;
&lt;p&gt;However, the exercise is either used inadequately or rarely highlighted in the Indian context thereby limiting accessibility to peer-reviewed work in this area. As part of the #CultureForAll festival and conference, an open call for research papers and action projects in cultural mapping is being made to consolidate knowledge created till date in India and regions with similar cultural history like Asia and Africa. Cultural mapping and documentation are intricate processes that attempt to solve complex questions of who, what, how, and for whom to map. We hope these papers will carve out a space to interrogate, discuss, and reflect upon the same.&lt;/p&gt;
&lt;p&gt;Another central objective of reviewing work in this area is to develop a mapping toolkit/guide that can help make cultural documentation accessible to anyone interested. Without being prescriptive or lending itself to a homogenous practise, the toolkit/guide would be a way to bring together varied approaches, contexts, and innovations in the field. In a sector like culture where financial and non-financial resources are insubstantial, we believe this toolkit/guide will give organisations and individuals a clear roadmap for future mapping projects.&lt;/p&gt;
&lt;h3&gt;Themes&lt;/h3&gt;
&lt;p&gt;All interested academicians, researchers, PhD students, and practitioners are invited to submit their papers under any one of the following themes. All papers will be evaluated by a review committee and select papers in each theme will be awarded INR 10,000 and presented in the #CultureForAll conference. Papers will also get an opportunity to be published in respected peer-reviewed journals and Sahapedia's web platform.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Cultural Mapping—Theory &amp;amp; Practise:&lt;/strong&gt; There is no fixed way to map cultural resources and the approach can be multi-fold. Efforts can also vary in terms of community involvement and collaborative processes. Papers submitted under this topic should explore and elucidate the theoretical and methodological frameworks used in mapping, with an emphasis on issues and challenges faced, the extent of community engagement, and the impact of such projects in policymaking and society, if any.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Technology for cultural mapping:&lt;/strong&gt; Technology and digitisation have shifted approaches to culture and heritage and the recent pandemic has made it indispensable to the society at large. Papers are invited on issues related to techniques and technologies for preservation, management and dissemination of cultural heritage with a focus on innovation and social equity specifically for the Indian context.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Evaluating impact of cultural mapping applications:&lt;/strong&gt; Cultural mapping provides rich cultural data by creating resource inventories that helps address varied issues like sustainability, intergenerational conflict, alienation of youth, and the role of women in society. It can create opportunities for communities to affirm identity and pursue land rights. Cultural mapping can be an informative classroom activity for children, and a valuable methodology for academic research. As a policymaking tool, it can be used to enhance and conserve heritage sites while promoting new tourism development approaches. Papers submitted under this topic should illustrate how cultural mapping has been used in areas like education, tourism, placemaking, conservation, and skilling, the issues and challenges faced, how impacts are measured, and the metrics associated with such measurement.&lt;/p&gt;

        &lt;b&gt;Who is offline, and is it a choice? The global project of bringing people online has spurred several commendable initiatives in expanding access to digital devices, networks, and content, and often contentious ones such as Free Basics / internet.org, which illustrate the intersectionalities of scale, privilege, and rights that we need to be mindful of when we imagine the offline. Further, the experience of the internet, for a large section of people is often mediated through prior and ongoing experiences of traditional media, and through cultural metaphors and cognitive frames that transcend more practical registers such as consumption and facilitation. How do we approach, study, and represent this disembodied internet – devoid of its hypertext, platforms, devices, it's nuts and bolts, but still tangible through engagement in myriad, personal and often indiscernible ways. The researchers@work programme invites abstracts for essays that explore dimensions of offline lives.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Offline&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Does being offline necessarily mean being disconnected? Beyond anxieties such as FOMO, being offline is also seen as disengagement from a certain milieu of the digital (read: capital), an impediment to the way life is organised by and around technologies in general. However, being offline is not the exception, as examples of internet shutdown and acts on online censorship illustrate the persistence and often alarming regularity of the offline even for the ‘connected’ sections of the population.&lt;/p&gt;
&lt;p&gt;State and commercial providers of internet and telecommunication services work in tandem to produce both the “online” and the “offline” - through content censorship, internet regulation, generalised service provision failures, and so on. Further, efforts to prioritise the use of digital technologies for financial transactions, especially since demonetisation, has led to a not-so-subtle equalisation of the ‘online economy’ with the ‘formal economy’; thus recognising the offline as the zones of informality, corruption, and piracy. This contributes to the offline becoming invisible, and in many cases, illegal, rather than being recognised as a condition that necessarily informs what it means to be digital.&lt;/p&gt;

The selected authors are expected to submit the first draft of the essay (2000-4000 words) by &lt;strong&gt;Friday, October 05&lt;/strong&gt;. We will share editorial suggestions with the authors, and the final versions of the essays will be published on the researchers@work blog from November onwards. We will offer Rs. 5,000 as honourarium to all selected authors.&lt;/p&gt;

&lt;li&gt;Terms, objects, metaphors, and events of the internet and their offline remediation and circulation&lt;/li&gt;
&lt;li&gt;Minimal computing, maker cultures, and digital collaboration and creativity in the offline&lt;/li&gt;
&lt;li&gt;Offline economic cultures and transition towards less-cash economy&lt;/li&gt;
&lt;li&gt;Offline as democratic choice: the right to offline lives in the context of global debates on privacy, surveillance, and data justice&lt;/li&gt;
&lt;li&gt;Methods of studying the "offline" at the intersections of offline and online lives&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Please note that the scope of essays need not be limited to the topics mentioned above but may address other dimensions of offline lives.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;For the last several years, #MeToo and #LoSHA have set the course for rousing debates within feminist praxis and contemporary global politics. It also foregrounded the ubiquitous presence of the list in its various forms, not only on the internet but across diverse aspects of media culture. Much debate has emerged about specificities and implications of the list as an information artefact, especially in the case of #LoSHA and NRC - its role in creation and curation of information, in building solidarities and communities of practice, its dependencies on networked media infrastructures, its deployment by hegemonic entities and in turn for countering dominant discourses.&lt;/p&gt;
&lt;p&gt;From Mailing Lists to WhatsApp Broadcast Lists, lists have been the very basis of multi-casting capabilities of the early and the recent internets. The list - in terms of list of people receiving a message, list of machines connecting to a router or a tower, list of ‘friends’ and ‘followers’ ‘added’ to your social media persona - structures the open-ended multi-directional information flow possibilities of the internet. It simultaneously engenders networks of connected machines and bodies, topographies of media circulation, and social graphs of affective connections and consumptions.&lt;/p&gt;
&lt;p&gt;As a media format that is easy to create, circulate, and access (as seen in the number of rescue and relief lists that flood the web during national disasters) or one that is essential in classification and cross-referencing (such as public records and memory institutions), the list becomes an essential trope to understand new media forms today, as the skeletal frame on which much digital content and design is structured and also consumed through.&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;What new subjectivities - indicative of different asymmetries of power/knowledge - do list-making, and being listed, engender? How are they hegemonic or intersectional?&lt;/li&gt;
&lt;li&gt;What new modes of questioning and meaning-making have manifested today in various practices of list-making?
What modalities of creation and circulation of lists affords their authority; what makes them legitimate information artefacts, or contentious forms of knowledge?&lt;/li&gt;
&lt;li&gt;How and when do lists became digital, where are lists on paper? How do we understand their ephemerality or robustness; are they medium or message?&lt;/li&gt;
&lt;li&gt;Are there cultural economies of lists, list-making, and getting listed? Who decides, and who gets invisibilized on lists?&lt;/li&gt;&lt;/ul&gt;

&lt;p&gt;&lt;strong&gt;The problem:&lt;/strong&gt; The internet we have today is not multilingual enough to reflect the full depth and breadth of humanity. Language is a good proxy for, or way to understand, knowledge – different languages can represent different ways of knowing and learning about our worlds. Yet most online knowledge today is created and accessible only through colonial languages, and mostly English. The UNESCO Report on ‘&lt;a href="https://unesdoc.unesco.org/in/documentViewer.xhtml?v=2.1.196&amp;amp;id=p::usmarcdef_0000232743&amp;amp;file=/in/rest/annotationSVC/DownloadWatermarkedAttachment/attach_import_8df09604-0040-4b44-b53c-110207ac407d%3F_%3D232743eng.pdf&amp;amp;locale=en&amp;amp;multi=true&amp;amp;ark=/ark:/48223/pf0000232743/PDF/232743eng.pdf#685_15_CI_EN_int.indd%3A.7579%3A23" target="_blank"&gt;A Decade of Promoting Multilingualism in Cyberspace&lt;/a&gt;’ (2015) estimated that “out of the world’s approximately 6,000 languages, just 10 of them make up 84.3 percent of people using the Internet, with English and Chinese the dominant languages, accounting for 52 per cent of Internet users worldwide.” More languages become endangered and disappear every year; &lt;a href="http://www.unesco.org/new/en/culture/themes/endangered-languages/atlas-of-languages-in-danger/" target="_blank"&gt;230 languages have become extinct between 1950 and 2010&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;At best, then, 7% of the world’s &lt;a href="https://www.ethnologue.com/statistics" target="_blank"&gt;languages&lt;/a&gt; are captured in published material, and an even smaller fraction of these languages are available online. This is particularly critical for communities who have been historically or currently marginalized by power and privilege – women, people of colour, LGBT*QIA folks, indigenous communities, and others marginalized from the global South (Asia, Africa, Latin America, the Caribbean and Pacific Islands). We often cannot add or access knowledge in our own languages on the internet. This reinforces and deepens inequalities and invisibilities that already exist offline, and denies all of us the richness of the multiple knowledges of the world.&lt;/p&gt;
&lt;p&gt;Some of the issues that shape our abilities to create and share content online in our languages include:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;The internet’s infrastructure (hardware, software, platforms, protocols…);&lt;/li&gt;
&lt;li&gt;Content management tools and technologies for translation, digitization, and archiving (voice, machine-learning systems and AI, semantic web…);&lt;/li&gt;
&lt;li&gt;The experience of those who consume and produce information online in different languages (devices like cell phones and laptops, messaging tools, micro-blogging, audio-video…);&lt;/li&gt;
&lt;li&gt;The experience of looking for content in different languages online, through search engines and other tools.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Understanding the range of these issues will help us map the possibilities and concerns around linguistic biases and disparities on the internet.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Who we are:&lt;/strong&gt; We are a group of three research partners who believe that the internet we co-create should support, share, and amplify knowledge in all of the world’s languages. For this to happen, we need to better understand the challenges and opportunities that support or prevent our languages and knowledges from being online. The Centre for Internet and Society (CIS) is a non-profit organisation that undertakes interdisciplinary research on internet and digital technologies from policy and academic perspectives. The areas of focus include digital accessibility for persons with disabilities, access to knowledge, intellectual property rights, openness (including open data, free and open source software, open standards, open access, open educational resources, and open video), internet governance, telecommunication reform, digital privacy, and cyber-security. The &lt;a href="https://www.oii.ox.ac.uk/" target="_blank"&gt;Oxford Internet Institute&lt;/a&gt; is a multidisciplinary research and teaching department of the University of Oxford, dedicated to the social science of the Internet. &lt;a href="https://whoseknowledge.org/" target="_blank"&gt;Whose Knowledge?&lt;/a&gt; is a global campaign to centre the knowledges of marginalized communities – the majority of the world – online.&lt;/p&gt;
&lt;p&gt;Together we are creating a State of the Internet’s Languages report, as baseline research with both numbers and stories, to demonstrate how far we are from making the internet multilingual. We also hope to offer some possibilities for doing more to create the multilingual internet we want.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Why we need YOU:&lt;/strong&gt; This research needs the experiences and expertise of people who think about these issues of language online from different perspectives.&lt;/p&gt;
&lt;p&gt;You may be a person who:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Self-identifies as being from a marginalized community, and you find it difficult to bring your community’s knowledge online because the technology to display your language’s script is hard to access or read&lt;/li&gt;
&lt;li&gt;Works on creating content in languages that are from parts of the world, and from people, who are mostly invisible and unheard online&lt;/li&gt;
&lt;li&gt;Is a techie who works on making keyboards for non-colonial languages&lt;/li&gt;
&lt;li&gt;Is a linguist who tries to bring together communities and technologies in a way that is easy and accessible&lt;/li&gt;
&lt;li&gt;... you may be any of these, all of these, or more!&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;We are looking for your experience online to help us tell the story of how limited the language capacities of the internet are, currently, and how much opportunity there is for making the internet share our knowledges in our many different languages. Most importantly: you don’t have to be an academic or researcher to apply, we particularly encourage people experiencing these issues in their everyday lives and work to contribute!&lt;/p&gt;

(&lt;em&gt;you might think about, for example, video, audio, writing, social media, digitization…whatever formats, tools, processes or websites you use for creating oral, visual, textual, or other forms of content&lt;/em&gt;.)&lt;/li&gt;
&lt;li&gt;What is challenging to create or share on your language online? (&lt;em&gt;you might think about, for example, access, device usability, platforms, websites, apps and other tools, software, fonts, digital literacy, etc when developing digital archives, online language resources, or just making any presence on the web in general for your language&lt;/em&gt;.)&lt;/li&gt;&lt;/ul&gt;

&lt;p&gt;&lt;strong&gt;சிக்கல்:&lt;/strong&gt; மனித குலத்தின் பரந்துவிரிந்த பண்பாட்டுச் சூழலை வெளிப்படுத்தும் அளவுக்கு இன்றைய இணையம் பன்மொழிச் சூழல் கொண்டதாய் இல்லை. தகவல்களை அறிந்துகொள்வதற்கு மொழி ஒரு கருவியாய் இருக்கிறது. ஒவ்வொரு மொழியும் உலகத்தை வெவ்வேறுவிதத்தில் காட்டத்தக்கன. இருந்தபோதும், பெரும்பாலான அறிவுசார் தளங்கள் ஆதிக்க மொழிகளில், குறிப்பாக ஆங்கிலத்தில் அதிகளவில் இருக்கின்றன. ‘இணையவெளியில் பன்மொழிச் சூழலைக் ஊக்குவிக்க பத்தாண்டுகளில் எடுத்த முயற்சி’ (2015) என்ற யுனெசுகோ அறிக்கையில் குறிப்பிட்டுள்ளதாவது: “உலகில் பேசப்படும் சுமார் 6,000 மொழிகளில், வெறும் 10 மொழியை பேசுவோர் மட்டுமே இணையத்தின் 84.3 சதவீதம் பேராக உள்ளனர். இவற்றில், ஆங்கிலமும் மாண்டரின் சீனமும் பேசுவோர் மட்டும் 52 சதவீதத்தினர் என்பது குறிப்பிடத்தக்கது.” ஒவ்வொரு ஆண்டும் அதிகளவிலான மொழிகள் அருகி, அழிந்து வருகின்றன. 1950 – 2010 ஆகிய ஆண்டுகளுக்குள் 230 மொழிகள் அழிந்திருக்கின்றன&lt;/p&gt;
&lt;p&gt;எல்லா உள்ளடக்கத்தையும் கணக்கில் எடுத்தால் கூட, உலகின் 7% மொழிகளில் தான் ஆக்கங்கள் இருக்கின்றன. இவற்றில் சிலவே இணையத்தில் கிடைக்கின்றன. முற்காலத்தில் ஒடுக்கப்பட்டிருந்த பழங்குடியின சமூகத்தினர், அடக்குமுறைக்கு உட்பட்டிருந்த பெண்கள், நிறவெறிக்கு உட்பட்டிருந்தோர், மாற்று பாலின கருத்தியல் கொன்டோர் ஆகியோருக்கான ஆக்கங்கள் வெகு சில. பெரும்பாலானோர் இணையத்தில் தம் தாய்மொழியில் தகவல்களை தேடிப் பெற முடிவதில்லை. தம் மொழியில் கிடைக்கப்பெறாத பெரும்பாலானோருக்கு இவ்வுலகைப் பற்றிய அறிவுசார் ஆக்கங்கள் மறுக்கப்பட்டு, சமமின்மை வெளிப்படுகிறது.&lt;/p&gt;
&lt;p&gt;நம் மொழியிலேயே இணையத்தில் ஆக்கங்களை உருவாக்குவதிலும் பகிர்வதிலும் சில சிக்கல்களை எதிர்நோக்குகிறோம். அவை:&lt;/p&gt;

&lt;p align="justify"&gt;Most of us think of maps as representations of territory. But have you ever wondered why &lt;em&gt;bastis&lt;/em&gt;, slums, unauthorised colonies and monuments of minorities and poor people rarely are given prominence on maps – or at times are even absent altogether? All too often only seats of power, such as big hospitals, the colonies of the rich and diplomatic missions, receive detailed mention. This is because maps simultaneously also function as representations of relations of power and control: which places, communities, historical monuments, townships, colonies and roads are highlighted on a map reflects the power and control that various communities and classes possess or lack. In modern times, this is particularly obvious in planning processes, which incorporate maps as crucial tools in villages and cities alike. To challenge the practice of privileging the powerful on maps, and to create maps from the margins and of margins, therefore has emerged as an important aspect as well as a tool of our fights against injustice in society.&lt;/p&gt;
&lt;p align="justify"&gt;&lt;em&gt;&lt;strong&gt;Maps for Making Change&lt;/strong&gt;&lt;/em&gt;&lt;/p&gt;
&lt;p align="justify"&gt;Today, with the emergence of new technologies such as GPS and the Internet, mapping techniques have advanced beyond the confines of professional cartographers and can be mobilised and used to fight for social justice by anyone with an interest in maps. Are you someone concerned with the state of social justice in the country today? Are you working closely, as an activist or a supporter, with a campaign or social movement? Are you interested in exploring how digital geographical mapping techniques might help facilitate or support your advocacy and awareness raising campaigns and understanding of the power relations in society? Perhaps you already have some ideas on how maps can fit into your work, but you require technical support to put these into practice? Then this is for you.&lt;/p&gt;
&lt;p align="justify"&gt;Maps for Making Change is a two-month project that will provide you with the opportunity to explore how mapping can be used to support your campaigns, struggles and movements to fight against injustice. It is jointly organised by the Centre for Internet and Society (Bangalore) and the Tactical Technology Collective (Bangalore and London), and brings together activists and technologists. Over the course of the project, participants will:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;
&lt;p align="justify"&gt;explore and share ideas about the possible uses of geographical maps within the context of campaigns and movements in India;&lt;/p&gt;
&lt;/li&gt;&lt;li&gt;
&lt;p align="justify"&gt;try out a range of mapping tools and get training and support in the creation and use of maps;&lt;/p&gt;
&lt;/li&gt;&lt;/ul&gt;
&lt;ul&gt;&lt;li&gt;
&lt;p align="justify"&gt;develop and implement your own mapping project, involving the creation and use as well as dissemination of maps, relevant to your campaign's or movement's advocacy and goals.&lt;/p&gt;
&lt;/li&gt;&lt;/ul&gt;
&lt;p align="justify"&gt;&lt;em&gt;&lt;strong&gt;Format&lt;/strong&gt;&lt;/em&gt;&lt;/p&gt;
&lt;p align="justify"&gt;Maps for Making Change will take the form of three workshops, with time in between each for participants to work on a mapping project of their choice. The first workshop will take place in Delhi on 3 December, and will be an introductory event, where tools and tactics will be explored and discussed and participants can determine the nature of the information they need to collect to implement their own mapping project. The second workshop will take place over 3 days during the first week of January (exact dates and location to be decided), and will involve actual work on mapping projects, using data and other resources collected by participants in the intervening time. The third workshop will be a two-day event during the first week of February (exact dates and location to be decided), and will be the time for participants to provide overall feedback, as well as to do the final touches on the projects and launch them. Not only during the workshops, but throughout the two-month project period, and at every stage of the development of your project plan, technical support will be available to help participants make your ideas a reality.&lt;/p&gt;
&lt;p align="justify"&gt;The organisers will cover travel and accommodation expenses of those who are selected to participate in the project. There is no participation fee. By applying, applicants commit themselves, however, to devoting the necessary time to this project. Where relevant, an organisational commitment to allow you to do this would also be required.&lt;/p&gt;
&lt;p align="justify"&gt;&lt;em&gt;&lt;strong&gt;Who should apply?&lt;/strong&gt;&lt;/em&gt;&lt;/p&gt;
&lt;p align="justify"&gt;This is an event for activists and supporters of movements and campaigns based in India. Preference will be given to applicants that intend to use the project directly for their work within a campaign or movement. Applications are welcomed from individuals, but also from groups of people who are working within the same campaign or movement and who would like to develop and implement a mapping project together. Those who have been centrally involved in designing and implementing communication strategies of campaigns and movements are particularly encouraged to apply, but such a role is not at all a prerequisite to be part of Maps for Making Change. Participants from appropriate backgrounds who simply want to explore the technology and its uses without immediately implementing it will be welcome in so far as space allows.&lt;/p&gt;
&lt;p align="justify"&gt;We would like to also encourage applications from students who are involved with campaigns or movements and who would like to learn these skills so as to use them in their advocacy efforts. Students will be provided with special assistance during the programme.&lt;/p&gt;
&lt;p align="justify"&gt;All participants should have some familiarity with computer use. While more advanced technology skills are useful, they are not essential: technology support will be provided as required for all participants to ensure that everyone completes their own mapping project.&lt;/p&gt;
&lt;p align="justify"&gt;Regretfully, we will be able to accommodate translation only from Hindi to English and vice versa, so applicants will need to be comfortable with either of these languages.&lt;/p&gt;

    <title>Buying into the Aakash Dream - A Tablet’s Tale of Mass Education</title>

&lt;em&gt;This research note is based on a project conducted as part of the Max Weber Foundation’s Transnational Research Group on "Poverty and Education in India," and draws from a paper recently published by the authors in History and Technology.&lt;/em&gt;
&lt;h3&gt;Introduction&lt;/h3&gt;
&lt;p&gt;The Aakash tablet, hailed as the vanguard of India's “tablet revolution,” was unveiled at the United Nations. It was to showcase India's technological prowess but was quickly lamented as a failed “dream,” and as India's “object lesson” in how not to do technological innovation. The so-called failure of the device became a metonym for the government that backed it, and for the technology establishment of the country. While our longer paper &lt;strong&gt;[1]&lt;/strong&gt; questions this notion of “failure,” in this note we wish to highlight the role played by the discourse and experiments in technologies of mass education in creating the practical context and the market conditions for low-cost tablets in India.&lt;/p&gt;
&lt;p&gt;A 2011 report by the Ministry of Human Resource Development (MHRD) claimed that although the initiation of the Aakash tablet project met with “skepticism and scorn,” over time it not only developed an affordable device aimed at students in India, but has produced an entirely new market niche of sub-100 USD tablets &lt;strong&gt;[2]&lt;/strong&gt;. This ambitious statement appears to be vindicated by a recent report by IDC, an economic intelligence company, on the tablet market in India. The report notes that the market has grown in the previous year at an annual rate of 8.2%. More importantly, the two companies leading in market share are DataWind (20.7%) and Samsung (15.8%) &lt;strong&gt;[3]&lt;/strong&gt;. Incidentally, after the first quarter of 2014, Samsung had the largest (22.5%) and DataWind the fourth largest (6.8%) share &lt;strong&gt;[4]&lt;/strong&gt;. What is noteworthy here is not the rise of DataWind as the leading seller of tablets alone, but that it is MHRD that heralded this creation of a market niche in India for affordable tablets.&lt;/p&gt;
&lt;h3&gt;Broadcasting Education: Satellite to Internet&lt;/h3&gt;
&lt;p&gt;On May 30, 1974, American National Aeronautics and Space Agency (NASA) launched an ATS-6 satellite that formed the central infrastructural component of the Satellite Instructional Television Experiment (SITE), one of the early initiatives to harness communication technology for primary and adult education. The SITE project involved broadcasting educational and informational audio-visual content, produced by All India Radio and Television, directly to televisions across 2400 selected villages located in Andhra Pradesh, Bihar, Karnataka, Madhya Pradesh, Orissa, and Rajasthan. Operating from August 01, 1975 to July 31, 1976, the Experiment was led by Indian Space Research Organization (ISRO), and was supported by UNESCO, UNDP, UNCF, and International Telecommunication Union &lt;strong&gt;[5]&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;The objective of the SITE project was inspired directly by the importance given to skill-development oriented higher education and adult education in the report of the first Education Commission (1964–1966). However, as Asif Siddiqi notes in a recent publication, the project performed a crucial task of establishing the Indian space research programme through a direct alliance with NASA, which held special geopolitical significance given the Chinese nuclear tests of 1964 &lt;strong&gt;[6]&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;This experiment paved the way for development of INSAT, the first Indian satellite. The entanglement of the Indian space programme with the idea of national-level technological infrastructure for education has continued since. The EDUSAT, launched in 2004, was a collaborative project between ISRO and MHRD to drive satellite-based education across disadvantaged and remote regions of the country. In an audit report in 2013, however, the Department of Space declared that the project has failed, and highlighted three lacks in particular: network connectivity, content generation, and management structure &lt;strong&gt;[7]&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;The earliest initiatives in India to put computers in schools, supplementing and supplanting the television screens, began in the 1980s. These efforts pre-dated extensive terrestrial communication fiber networks and relied almost completely upon the success of the Indian space programme. The UGC Countrywide Classroom, Computer Literacy and Studies in Schools, and Computer Literacy and Awareness Programme are the key examples from this time. The revised Programme of Action of the National Policy on Education (1986) reiterated the need for increased attention to upgrading education technology infrastructure, as well as the development of electronic content for the same. This led to the initiation of the ICT@Schools scheme beginning with the eighth Five Year Plan (1993-1998). Even after twenty years of the introduction of computers in schools across India, a 2006 report on education technology by the National Council of Educational Research and Training (NCERT) noted that computer-based teaching and learning in an actual classroom setting remains more of a 'spectator sport' &lt;strong&gt;[8]&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;With the advent of the internet, the MHRD started experimenting with internet-based delivery of distance education from 2003, beginning with the National Programme on Technology Enhanced Learning (NPTEL). It did so alongside satellite-based distribution of educational content. NPTEL involved five Indian Institutes of Technology (Bombay, Delhi, Kanpur, Kharagpur, and Madras) developing openly available course materials for more than one hundred undergraduate courses in five engineering subjects, as well as courses in basic science. These course materials were later made part of the online learning portal called 'Sakshat,' which eventually became one of the pillars of the National Mission on Education through Information and Communication Technologies (NMEICT), initiated during the 11th Five Year Plan (2007–2012). This portal marked the completion of a conceptual and technological shift from the satellite-based models of delivery of educational content, to an internet-based one.&lt;/p&gt;
&lt;h3&gt;Making and Un-making of the Aakash Tablet&lt;/h3&gt;
&lt;p&gt;With NMEICT, large-scale education technology initiatives of the Indian state moved away from the earlier emphasis on primary education and school-oriented computer literacy, to that on higher education and aids for self-learning. The plan for an affordable tablet computer was announced in mid-2010 as part of this Mission. This “low-cost access-cum-computing device” was aimed at bypassing the institutional, bureaucratic, and infrastructural barriers to access to quality higher education. It’s main audience were students in disadvantaged regions and non-elite institutions, as well as self-learners. The actualisation the device, however, were continuously delayed and blocked by conflicts between the governmental and non-governmental actors, strong skepticism from the media, and several changes in the state's approach to the project.&lt;/p&gt;
&lt;p&gt;The first approach to the project was an international company that approached the MHRD in 2006, with a proposal to sell educational laptops for school students at 100 USD each. N.K. Sinha, then Mission Director of NMEICT, argued against the purchase. The MHRD saw this as an opportunity for developing an indigenous low-cost computer, and initiated a competition among the IITs to come up with a prototype for this device, which was won by the IIT Kanpur team led by Prof. Prem Kumar Kalra, then Professor and Head of the Department of Electrical Engineering. The first publicly exhibited (2010) prototype of the device was the one developed in IIT Kanpur, which was priced initially at 35 USD.&lt;/p&gt;
&lt;p&gt;The MHRD, however, soon decided to buy the device from a commercial manufacturer. The responsibility of procurement and testing went to IIT Rajasthan, under the leadership of Prof. Kalra who joined the newly established institution as its first Director. After the contract with HCL Infosystems was called off in January 2011, DataWind, a Canada and UK based company specialising in internet-access devices, won the new tender to produce the first version of the device. On 5 October 2011, the first version of tablet was launched, priced at Rs 2,500, and co-branded as Aakash and Ubislate: respectively for those bought and redistributed at a subsidised rate by MHRD, and those sold commercially by DataWind &lt;strong&gt;[9]&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;An early controversy about the tablet, apart from its technical capabilities, was around the claim that they were produced and assembled in China. DataWind rejected the allegations and claimed that all the devices were assembled by Quad Electronics in its factory in Secunderabad, (then Andhra Pradesh). Within a year, however, DataWind got involved in serious conflict with IIT Rajasthan on one hand, and Quad Electronics on the other. The MHRD intervened again to change the approach by bringing in IIT Bombay (March 2012) as the new procuring and testing agency, thus removing IIT Rajasthan from the project. DataWind also found a new partner in VMC Systems, who started assembling the “kits” imported from China in its establishments in Amritsar and Delhi.&lt;/p&gt;
&lt;p&gt;With M. M. Pallam Raju becoming the Minister of Human Resource Development in late 2012 by succeeding Kapil Sibal, one might say, the Aakash project gradually moved to what we know as its final form. At first, it was suggested that the state should entirely move out of the business of providing low-cost tablets as there is already a vibrant market. Later on, and with thought leadership from Prof. Rajat Moona, Director General of the Centre for Development of Advanced Computing, and others, it was decided that “Aakash” would become a brand name available for commercial manufacturers of affordable tablets that satisfy a minimum set of technical specifications &lt;strong&gt;[10]&lt;/strong&gt;. The first draft of the specifications list was published in June 2013. The tendering process, however, got delayed, and eventually came to a near-permanent pause with the General Elections in 2014.&lt;/p&gt;
&lt;p&gt;As of November 2015, the MHRD has again shown interest in the idea of a state-subsidised tablet computer for education. The tablet was now called Udaan, and aimed at girl students at the higher secondary level, priced at Rs. 10,000 (against Rs. 2,500 of Aakash), and distributed only to 1,000 students.&lt;/p&gt;
&lt;h3&gt;Government Dream and Device Desire&lt;/h3&gt;
&lt;p&gt;In an interview in late 2013, Kapil Sibal (then Union Minister of Communication and Information Technology, former Union Minister of Human Resource Development) shared that "[the] Aakash tablet was [his] dream but it was not fulfilled" &lt;strong&gt;[11]&lt;/strong&gt;. Sibal, undoubtedly the key political driver of the project, in his admission to failure, raises deep concerns about the present state and the future of the technological infrastructure - and the imagination -  for mass education in the country.&lt;/p&gt;
&lt;p&gt;Tracing the transition of these technologies from SITE to Aakash, we continously find it difficult to delineate the state’s transforming and transformative agenda of mass education from that of building technological capability. At times, though, we wondered if the agenda for mass education did not become one that served the purpose of generating, for lack of a better phrase, a certain familiarity and literacy about personal technological devices among the population. The motivations and goals that informed these mammoth projects become more and more difficult to decipher when we look at the relatively poor attention given to the production of content. Careful monitoring and documentation of how such content is being received and utilised by the actual learners and their educators was not prioritised; and whenever undertaken, such exercises revealed the deep lack of pedagogic concerns at the heart of these education technology programmes.&lt;/p&gt;
&lt;p&gt;Alongside the overwhelming narrative of &lt;em&gt;failure&lt;/em&gt;, however, we cannot ignore the remarkable, but quiet, success of the project in normalising and framing the tablet computer as familiar, and almost essential, object for personal learning and development. Apart from presenting the tablet computer as an everyday media object, almost similar to the way television entered the households, the NMEICT and the Aakash project played a crucial role in normalising the notion of online self-learning, and thus that of the &lt;em&gt;online&lt;/em&gt;, in the Indian public imagination. In an insightful comment, Suneet Singh Tuli, CEO of DataWind, remarked that the Aakash tablet was not an “iPad for the poor”, it was the “the computer and Internet of the masses” – it was not selling a demo version of the real thing, it was shaping the very imagination &lt;strong&gt;[12]&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;These stories, together, conspire to make us wonder if all this eventually amounts to create desires for devices; and that the educational and developmental rhetoric helped frame electronic devices as everyday and household objects. The consequences, as we see, cannot exactly be called unintended.&lt;/p&gt;

&lt;p&gt;India has been under a national lockdown due to the global outbreak of the COVID-19 pandemic since late March 2020. Although transgender persons or individuals who do not identify with the gender of their assigned sex at birth, fall into the eligibility category for the relief measures announced by the State, the implementation of the relief measures has seen to be inefficient in different states [1] of the country [2]. Many transgender persons still do not have proper identification documents in their preferred name and gender that can help them with claiming any welfare that is available [3].&lt;/p&gt;
&lt;p&gt;Historically, the situation of transgender persons in India has been so, even prior to the present pandemic. A qualitative research study titled &lt;em&gt;Gendering of Development Data in India: Beyond the Binary&lt;/em&gt; was undertaken during October 2018 - December 2019, to understand the gendering of development data in India, collection of data and issuance of government (foundational and functional) identity documents to persons identifying outside the cis/binary genders of female and male, and the data misrepresentations, barriers to accessing public and private services, and informational exclusions that still remain.&lt;/p&gt;
&lt;p&gt;The interviews for this study were conducted in late 2018 and this report was completed in the beginning of 2020, after India went through an extended national debate on and finally enactment of the Transgender Persons (Protection of Rights) Act during 2019.  Three key observations from this study are presented in this blog post. Although these observations were made prior to the release of the draft rules of the new law, it is important to note that the law along with the draft rules in its present version will likely aggrevate the data and social exclusions faced by the transgender community in India.&lt;/p&gt;
&lt;h4&gt;Observation 1: The need for data has sidestepped the state’s responsibility to address the human rights of its people&lt;/h4&gt;
&lt;p&gt;The present global development agenda is to &lt;em&gt;leave no one behind&lt;/em&gt; [4]. The effort to leave no one behind has shifted the focus of the state towards collecting data on different population groups. The design of and access to welfare programmes relies heavily on the availability of data. The impact of these programmes are again measured and understood as reflected by data. This shift in focus to data has led to further exclusion of already disenfranchised groups including the transgender community [5]. The problem with this lies in the framing of the development discourse as one that demands data as the prerequisite to access welfare benefits.&lt;/p&gt;
&lt;p&gt;However, there are significant issues with the data on transgender persons that has been fed into different national and state-level databases, beginning with the census of 2011. For the first time, census of 2011 attempted to enumerate transgender persons. However, the enumeration of transgender persons for the census of 2011 has been severely criticised by the transgender community due to lack of&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Clear distinction between sex and gender in the census data collection process,&lt;/li&gt;
&lt;li&gt;Community consultation in designing the enumeration process, and&lt;/li&gt;
&lt;li&gt;Inclusion of all transgender identities, among others.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;However, this flawed data set is being used as the primary data for fund allocation across different states for transgender people’s inclusion, note respondents. Further, any person identifying outside the gender of their assigned sex at birth faces the additional burden of proving their gender identity to access any welfare benefit. However, cisgendered men or women are never asked to prove their gender identity. The need for data from a marginalised population group without addressing the structural problems has only led to further exclusion of this already invisible group of individuals, note respondents. Further, the  Transgender Persons (Protection of Rights) Act, 2019 was passed despite the severe criticisms from the transgender community, human rights activist groups [6] and even opposition political parties [7] in India for several reasons [8].&lt;/p&gt;
&lt;h4&gt;Observation 2: Replication of existing offline challenges by digital systems in multiple data sources, continues to keep transgender persons excluded&lt;/h4&gt;
&lt;p&gt;Digitisation was supposed to remove existing offline challenges and enable more people centric systems [9]. However, digital systems seem to have replicated the existing offline challenges. In several cases, digitisation has added to the complexities involved.&lt;/p&gt;
&lt;p&gt;The replication of challenges begins with the assumption that digital processes are the best way to collect data on transgender persons. Both level of literacy and digital literacy are low among transgender persons in India. According to a report by the National Human Rights Commission [10], nearly 50% of transgender persons have studied less than Class X. This has a significant effect on their access to different rights.&lt;/p&gt;
&lt;p&gt;Access to mobile phones is assumed to bridge this access gap to online systems and services. However, observations from different respondents suggest otherwise. Additionally, due to their gender identity, transgender individuals face different set of challenges in procuring valid identification documents required to enter data systems, note respondents. This includes but not limited to:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Lack of standardised online or offline processes to aid in changing their documents and vary within each state in different documents.&lt;/li&gt;
&lt;li&gt;Procuring any identification document in preferred name and gender requires existing identification documents in given name and assigned gender, in both online and offline processes.  However, due to the stigma with their gender identity, transgender persons often run away from home with no identification document in their assigned name and gender.&lt;/li&gt;
&lt;li&gt;With or without an existing ID document, individuals have to go through a tedious offline legal process to change their name and gender on different documents.&lt;/li&gt;
&lt;li&gt;Information on such processes, digital or otherwise are usually available only to individuals who are educated or associated with a non-profit organisation working with the community. The challenges are higher for individuals with neither.&lt;/li&gt;&lt;/ul&gt;
&lt;h4&gt;Observation 3: Private big data is not good enough as an alternative source of evidence for designing welfare services for transgender persons&lt;/h4&gt;
&lt;p&gt;Globally, public private partnerships for big data are being pushed through different initiatives like Data Collaboratives [11] and UN Global Pulse [12], among others. These private partnerships are being seen as key to using big data for official statistics, which can then aid in making welfare decisions [13]. However, the respondents note that the different private big data sources are not good enough to make welfare decisions for various reasons including but not limited to:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;strong&gt;Dependency on government documents:&lt;/strong&gt; Access to any private service system like banking, healthcare, housing or education by any individual requires verification using some proof of identity. The discrimination and challenges in procuring government issued identification documents impacts the ability of transgender persons to enter private data systems. This in turn impacts their access to services.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Misrepresentation in data:&lt;/strong&gt; The dependency of private services on government issued documents / government recorded data, and hierarchy among such documents/data and the continued misrepresentation of transgender people, impacts the big data generated by private service providers. Due to the stigma faced, many transgender persons avoid using public healthcare systems for other medical conditions. The heavy dependency on private health care and lower usage of public health systems, results in insufficient big data  on transgender persons, created by both public and private medical care and hence cannot be used to design health related welfare services.
&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Social media data issues:&lt;/strong&gt; Different websites and apps also use social media login as the ID verification mechanism. Since not all transgender persons are out to their family and friends about their gender identity, they often tend to have multiple social media accounts with different names and gender to protect their identity. When open about their gender identity, harassment and bullying of transgender persons with violent threats or sexually lucid remarks are quite common on social media platforms. Online privacy therefore continues to be a serious concern for them. Disclosing their transgender status also enables the system to predict user patterns of a vulnerable group with potential for abuse, note respondents.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;In conclusion, the present global pandemic has further amplified the inherent flaws in the present data-driven welfare system in the country and its impacts on a marginalised population group like transgender persons in the country. Globally, gender in development data is seen in binary genders of male and female, leaving behind transgender individuals or those who do not identify with the gender of their assigned sex at birth. So the dominant binary gender data conversation is in fact leaving people behind. With the regressive Transgender Persons (Protection of Rights) Act of 2019 and its rules, this inadequacy in the global development agenda related to gender equality is felt at an amplified scale.&lt;/p&gt;
&lt;p&gt;Building on the work of Dr. Usha Ramanathan, a renowned human rights activist, I say that data collection and monitoring systems that tag, track, and profile transgender persons placing them under surveillance, have consequences beyond the denial of services, and enter into the arena of criminalising for being beyond the binary [14]. The vulnerabilities of their gender identity exacerbates the threat to freedom. With their freedom threatened, expecting people to be forthcoming about self-identifying themselves in their preferred name and gender, so as to ensure that they are counted in data-driven development interventions and can thus access their constitutionally guaranteed rights, goes against the very idea of sustainable development and human rights.&lt;/p&gt;

    <title>Bridging the Information Divide - Political Quotient</title>

&lt;strong&gt;METHOD OF CHANGE&lt;/strong&gt;: Building an information service for citizen grievances, designed to keep elected representatives accountable for what happens in their constituency.

&lt;strong&gt;STRATEGY OF CHANGE&lt;/strong&gt;: Building a new breed of politically conscious youth in India through technology and an interdisciplinary approach to change.&lt;/pre&gt;
&lt;p align="justify"&gt;The deeper we delve into this project, the more the ‘information question’ rises to the surface as the decisive factor shaping political participation in democracies. Most of the initiatives we have learned about are focused on providing spaces, resources and opportunities to enable voices, participation and richer exchanges of information and knowledge. Yet, framing these as ‘empowering’ overlooks citizens who are trapped in an information gap or suffocated by an information overflow. People who find themselves in either side of the spectrum, are for the most part discouraged from engaging with this information, participating in public discussions (Jaeger, 2005), and do not have the same political opportunities as people with wider and freer access to information.&lt;/p&gt;
&lt;p align="justify"&gt;As we continue to explore how youth is redefining civic action in digital and information societies, we must thoroughly understand the different ways in which information barriers are affecting political action. On this post, we will go over a short glossary of terms that will help us understand &lt;strong&gt;information poverty&lt;/strong&gt; better- a problem lying at the very foundation of the crises that inspired this project. These terms will be somewhat similar to each other, but will be unpacked from three different points of view, describing the implications of information poverty for social justice, technology disparity and democracy. The glossary will be coupled by our conversation with Surabhi HR, the founder director of the political consulting firm &lt;a href="http://politicalquotient.in/"&gt;Political Quotient&lt;/a&gt;, an initiative that seeks to change how youth interacts with politics in India. Her background in Economics added new nuances to our analysis, as we explore the workings of political action through the lenses of economic theory.&lt;/p&gt;
&lt;h3&gt;Political Quotient&lt;/h3&gt;
&lt;p align="justify"&gt;Political Quotient wants to “&lt;em&gt;build a new breed of politically conscious youth that engages with the political system and equips them with the necessary skills to do so”. &lt;/em&gt;They have been running two programs: the &lt;strong&gt;‘Political Internship Programme’&lt;/strong&gt; where young people have the opportunity to join party lines and support with legislative research, performance auditing, media management and event organization. And the second program is &lt;strong&gt;‘Politicking’&lt;/strong&gt;, in which they organize Google hangouts and panels between student leaders, political commentators, and party heads to debate and discuss policy-making and politics.&lt;/p&gt;
&lt;p align="center"&gt;&lt;img src="https://cis-india.org/home-images/Politicking.jpg/image_preview" alt="Politicking" class="image-inline image-inline" title="Politicking" /&gt;&lt;/p&gt;
&lt;p align="justify"&gt;Now PQ is moving on to a new phase, in which they recognize it is not only youth who must be empowered. Similarly to &lt;a href="https://cis-india.org/digital-natives/making-change/information-structures-janaagraha"&gt;Janaagraha&lt;/a&gt;, they also believe there must be an information structure in place to support elected representatives, who have been chosen to govern without the resources to effectively do so. &lt;em&gt;“Things are changing, elected representatives are being held accountable, asked to be more transparent and to be more active, but the honest truth is they don’t have the necessary support to do this” &lt;/em&gt;comments Surabhi on the situation that led her and her team to develop a set of services and products to engage people in direct conversation with their elected representatives. These including the following:&lt;/p&gt;
&lt;p align="justify"&gt;a) A &lt;strong&gt;grievance addressing service:&lt;/strong&gt; designed to keep elected representatives accountable for what happens in their constituency. Citizen grievances can be sent by e-mail, smartphone, sms, etc. to the elected representative’s office, where it will reach a multi-platform software that redresses the grievance to the right department; (for example, if the grievance is related to a tree fall, it will be redressed to the forestry department as opposed to staying in the MLA office). The whole process will be transparent, as both the citizen and the MLA will be able to track the status of the complaint, from the day it was issued to the day it was implemented, using technology.&lt;/p&gt;
&lt;p align="justify"&gt;b) A &lt;strong&gt;government schemes and subsidies information service: &lt;/strong&gt;Citizens will have access to information about schemes through digital technologies, and find out if it is reaching the right beneficiaries.&lt;/p&gt;

(or crash course on concepts we should be familiar with when discussing making change in information societies)&lt;/p&gt;
&lt;p align="justify"&gt;To understand what information poverty is and how Political Quotient’s intervention in the information landscape will impact political action, will refer to the work of Johannes Britz, Doctor in Information Science and that of Anthony Downs, Economist specialist in public policy and public administration. This choice is inspired by a natural tension in our research as we continue to negotiate: what change ‘should’ look like from the lens of social justice and sustainable development, and what the ecosystem of change actually looks like when we deconstruct the political and economic structures enabling and constraining intents of change.&lt;/p&gt;
&lt;pre&gt;
&lt;div style="text-align: center;"&gt;1.&lt;strong&gt;Information poverty:&lt;/strong&gt;&lt;/div&gt;
According to Johannes Britz, : “the situation in which individuals and communities do not have the skills, abilities or material means to obtain efficient access to information, interpret it and apply it.”&lt;/pre&gt;
&lt;p align="justify"&gt;Britz believes that information poverty must be addressed from a social justice perspective that considers the social, political and economic consequences of lack of information&amp;nbsp; for our ability to fulfill our capabilities and freedoms.&amp;nbsp; He posits a 'fair information society' as an ideal, in which social institutions work towards eradicating the four main characteristics of information- poor societies (See box below)&lt;a href="https://cis-india.org/digital-natives/making-change/information-divide-political-quotient#fn1" name="fr1"&gt;&lt;/a&gt;&lt;a name="fr1"&gt;&lt;/a&gt;&lt;/p&gt;
&lt;blockquote style="float: right;"&gt;
&lt;p align="center"&gt;&lt;strong&gt;Characteristics of information-poor societies&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;
1. Lack of essential information&lt;br /&gt;2. Lack of financial capital to access information&lt;br /&gt;3. Lack of technical infrastructure to access information&lt;br /&gt;4. Lack of intellectual capacity to filter and evaluate&lt;br /&gt;&lt;strong&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/strong&gt;the benefits of information&lt;/p&gt;
&lt;/blockquote&gt;
&lt;p align="justify"&gt;The third characteristic: &lt;strong&gt;'inefficient information infrastructures'&lt;/strong&gt; is the main gap, both Janaagraha and Political Quotient, are addressing in urban India. They are both providing services to connect the citizen with their elected representatives; establishing a reliable exchange of information between parties, and as a consequence, more autonomy, transparency and accountability in the governance process.&lt;/p&gt;
&lt;p align="justify"&gt;How does Political Quotient brings us closer to a fairer information landscape in governance? Surabhi responds: &lt;em&gt;“The [grievance addressing] system is using the benefits of filling the information gap to create tangible assets: greater accountability, interaction, participation in the citizen-elected representative relationship and thereby fundamentally changing the way they interact.”&amp;nbsp; &lt;/em&gt;&lt;/p&gt;
&lt;p align="justify"&gt;Following Britz's reading of John Rawls' categories of justice&lt;a name="fr1" href="#fn1"&gt;[1]&lt;/a&gt;. PQ’s work addresses social justice in the following ways:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;
&lt;strong&gt;Recognition and participation:&lt;/strong&gt; Enhancing the citizen’s ability to file a complaint is in itself an act of recognition of the citizen’s power to affect its own environment and his possibility to participate in the governance process. &lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Reciprocity: &lt;/strong&gt;The system enables interaction between the elected representative and the citizen, setting forth reciprocity, transparency and a horizontal platform for exchanges where both parties manage the same information. &lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Development of capabilities: &lt;/strong&gt;Assuming a successful implementation, grievances addressed imply the realization of the power of the citizen and a more functional infrastructure that enables their development as individuals. &lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Distribution and enablement: &lt;/strong&gt;Assuming all citizens in Karnataka have access to ICTs, this service distributes power and bridges the distance between them and the government.&lt;/li&gt;&lt;/ul&gt;
&lt;div align="justify" class="pullquote"&gt;&lt;br /&gt;"In a society where we depend on the creation, access and manipulation 
of information, [lack of information] questions the fundamental freedoms
 of people”. Britz, 2004&lt;/div&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p align="justify"&gt;While all these are highly idealistic assumptions, the last one is the most problematic (in a country where the Internet and mobile penetration rate remain as low as &lt;a href="http://timesofindia.indiatimes.com/tech/tech-news/With-243-million-users-by-2014-India-to-beat-US-in-internet-reach-Study/articleshow/25719512.cms"&gt;16%&lt;/a&gt; and &lt;a href="http://www.iamwire.com/2013/06/indian-mobile-landscape-2013/#_am76us06"&gt;26%&lt;/a&gt; respectively). While information and communication technologies do play an important role in bridging the gap between those who have access and produce information and those who don’t, as Britz outlines, the growth of ICT’s takes information poverty to a &lt;em&gt;“whole new dimension”&lt;/em&gt;; in most cases dividing the info-haves and the info-have nots even further. Britz ideal of an fair information society is what we aspire to, yet there are structural limitations in place which might prevent information-based initiatives, such as Political Quotient, from achieving its social justice objectives.&lt;/p&gt;
&lt;pre&gt;
&lt;div style="text-align: center;"&gt;&lt;strong&gt;2.Information Poverty&lt;/strong&gt;&lt;/div&gt;
&lt;div style="text-align: center;"&gt;Information poverty can also be thought of as ‘information inequity’, which for the last 20 years has been strongly correlated to the digital divide. From this perspective, we can define it as the “economic inequality between groups in terms of access to and use of knowledge and ICTs.”&amp;nbsp;&lt;/div&gt;
&lt;/pre&gt;
&lt;p align="justify"&gt;Analyzing information precariousness from the technology perspective brings us to the elements contributing to the digital divide and how they are affecting our ability to be informed by and of digital technologies. According to Britz, the three main elements contributing to the divide are the following:&lt;/p&gt;
&lt;blockquote&gt;
&lt;div align="center"&gt;&lt;strong&gt;Factors Contributing to Digital Divide&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;/div&gt;
a) &lt;strong&gt;Connectivity: &lt;/strong&gt;Lack of infrastructure and material access to ICTs
&lt;br /&gt;b) &lt;strong&gt;Content:&lt;/strong&gt; Inability to access content because it is unaffordable, unavailable or unsuitable.&lt;br /&gt;c) &lt;strong&gt;Human approach:&lt;/strong&gt; Lack of education and digital literacy to understand and use information and data as knowledge.&lt;br /&gt;&lt;/blockquote&gt;
&lt;p align="justify"&gt;This is a paramount consideration for Political Quotient if they aspire to reach all the constituencies in Karnataka; both rural and urban. Surabhi recognizes the firm will have to overcome the socioeconomic barriers that impede a pervasive adoption of her product. &lt;em&gt;“When one travels between rural and urban, the differences are many. Nothing has been done on the ground and there is a lot of potential. What is encouraging is that they want to learn.” &lt;/em&gt;This limitation is conflicting with the amount of information the stakeholders of this project need to handle in order to successfully bridge the information gap (between the elected representatives and the citizens) and have it be a&lt;em&gt; “mutually beneficial relationship between the voter and the voted” &lt;/em&gt;as they envision:&lt;/p&gt;

&lt;p align="justify"&gt;While the service PQ is developing seeks to leverage technology to bridge this gap, digital illiteracy might not only prevent citizens from using the system, but could potentially exclude them further from the democratic process. As Shah posits in the project’s &lt;a href="https://cis-india.org/digital-natives/blog/whose-change-is-it-anyway.pdf"&gt;thought piece&lt;/a&gt; (on increasing the access to ICTS): &lt;em&gt;“the analogue citizen is expected to transition to the emerging new paradigms: earlier categories of discrimination or exclusion are now replaced by technology exclusion.”&lt;/em&gt; The team plans to work with their clients (representatives) in digital technologies and organizational skills capacity building, yet an information inequity strategy needs to be put in place in order to guarantee the fulfillment of all the stakeholders’ capabilities -particularly equitable participation from the citizen’s front.&lt;/p&gt;
&lt;pre&gt;
&lt;div style="text-align: center;"&gt;&lt;strong&gt;3. Information Poverty:&lt;/strong&gt;&lt;/div&gt;
&lt;div style="text-align: center;"&gt;Information poverty can also take the economic avatar of ‘imperfect knowledge’. According to Anthony Downs, “lack of complete information on which to base decisions is a condition so basic to human life that it influences the structure of almost every social institution”.&lt;/div&gt;
&lt;/pre&gt;
&lt;p align="justify"&gt;Downs' perspective is based on &lt;a href="http://en.wikipedia.org/wiki/Public_choice"&gt;public choice theory&lt;/a&gt;, which is &lt;em&gt;“the use of economic tools to deal with traditional problems in political science”&lt;/em&gt;. This is a subset of &lt;a href="http://en.wikipedia.org/wiki/Positive_political_theory"&gt;positive political theory&lt;/a&gt;, that models voters, bureaucrats and politicians as self-interested. He posits in his work &lt;a href="http://www.hec.unil.ch/ocadot/ECOPOdocs/cadot2.pdf"&gt;‘Economic Theory for Political Action in a Democracy’&lt;/a&gt; that political parties in democracies formulate policy and serve interest groups merely as a means to gaining votes.&lt;/p&gt;
&lt;p align="justify"&gt;Surabhi and her team align with this thinking: &lt;em&gt;“Politics is not benevolent; ours is a for-profit model that seeks to engage with the elected representative in providing him a mechanism to ensure that he gets more votes. At the same time, we also engage with citizens in ensuring that their interests and issues are looked into. Our basis is that politicians work for votes and the same should be leveraged to solve problems”&lt;/em&gt;. Downs’ thesis is that given these assumptions, a democracy –a political system where the parties compete for the control of the government –can only function to its fullest potential when there is perfect information and information is costless. This is what makes democracy the gold standard of governance and the great model on paper that promises to secure our equality and freedoms.&lt;/p&gt;
&lt;p align="justify"&gt;Yet, democracy does not cease to bring disappointment and a sense of helplessness towards politics amongst youth. The advent of digital technologies has been a glimpse of hope for their political engagement, and this entire research is grounded on the question of how is it they can renew trust and mobilize youth towards civic engagement. A first step towards this direction is assuming the inherent faults in the system, as opposed to focusing on citizen apathy. Democracy has been implemented in a system where there is imperfect knowledge and where there is a high degree of both voluntary and involuntary ignorance  &lt;a name="fr2" href="#fn2"&gt;[2]&lt;/a&gt;,. This, according to Downs, means that:&lt;/p&gt;
&lt;blockquote&gt;
&lt;div align="center"&gt;&lt;strong&gt;Consequences of imperfect knowledge in governance&lt;/strong&gt;&lt;/div&gt;
&lt;ul&gt;&lt;li&gt;Parties do not know what citizens want &lt;/li&gt;&lt;li&gt;Citizens do not always know what the government is doing or should be doing &lt;/li&gt;&lt;li&gt;Information to overcome this gap is costly&lt;/li&gt;&lt;/ul&gt;
&lt;/blockquote&gt;
&lt;div align="left" class="pullquote"&gt; “Ignorance of politics is not a result of unpatriotic apathy, rather it
 is a highly rational response to the fats of political life in a large 
democracy” Downs, 1957&lt;/div&gt;
If information is costly, so is democracy. The highest risk of deeming citizens apathetic is ignoring the information barriers that prevent them from participating fairly in decision-making processes. Political Quotient cannot intervene by encouraging citizens to be informed, but it can provide them with tools to bring them closer to constituency related information, bringing down the costs of both participation and information. As put by Surabhi: &lt;em&gt;“We want to be an ally of the political system. They need to do good. They are there for 5 years and need to do something.”&lt;/em&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Making Change&lt;/h2&gt;
&lt;p align="justify"&gt;While my glossary of terms may seem repetitive (I did define the same term three times), I want to make an emphasis on how important it is to unpack our concepts through various lens of analysis. We started this project exploring multi-stakeholderism and partnerships on the ground, however we are naturally moving on to spaces of knowledge collaboration where change is conceived through the amalgamation of different disciplines. These convergences do not necessarily happen in the most visible ways though, and one of the project’s objectives is to identify undocumented yet significant interventions to make change in the landscape of information societies.&lt;/p&gt;
&lt;p align="justify"&gt;Political Quotient’s initiative breaks the following paradigms in the discourse of 'change in the digital era':&lt;/p&gt;
&lt;blockquote&gt;
&amp;nbsp;a) It removes the spotlight from the &lt;strong&gt;citizen:&lt;/strong&gt; while the focus of the project is to level citizens-citizen and citizen-government power relations (in terms of access to information), the political firm is focusing on improving the efficiency of the government apparatus, which brings new light to how 'citizen action' unfolds in the context of urban governance. &lt;br /&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;b) Political Quotient’s &lt;strong&gt;methods&lt;/strong&gt; are far from what we see in the ‘spectacle imperative’ where the intent for change is scaled up through visibility in the public sphere. The firm was conceived in the private sector and its work will take place from within the elected representative’s offices.&amp;nbsp;&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;c) The firm, in the same way as Vita Beans, applies an i&lt;strong&gt;nterdisciplinary approach &lt;/strong&gt;to the design of its technology. (Fun fact: Political Quotient is working alongside Amruth’s team to create mobile applications for the service; which means the infrastructure will include both behavioural science and economic thinking behind its design. &lt;div&gt;&amp;nbsp;&lt;/div&gt;
d) &lt;strong&gt;Technology&lt;/strong&gt; is indeed framing their understanding of change, but in this case, the question is how technology can be amplified by human behaviour and education, as opposed to how technology determines or amplifies our ability to make change as it is commonly conceived.&lt;br /&gt;&lt;/blockquote&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;p align="justify"&gt;Not including an analysis of information poverty, and how it both inspires and limits intents of change, devoids the project from understanding the dynamic nature of information and how it interferes in social justice and political action. Furthermore, info-poverty is not a condition characteristic of digital and information societies. Our ability to access information has always determined our dexterity to navigate institutions and infrastructures; indistinctive of what technologies are available at the time. We hope that Political Quotient’s initiative locates not only the information gaps, but also the inherent obstacles the digital divide might represent for their work, and as stated by Surabhi in their theory of change, take them &lt;em&gt;“as an opportunity for a solution. Going from mere ideas to action”.&lt;/em&gt; We wish them the best and will follow up on them after June, once the new elected representatives are in office, to see the extent to which information poverty has been addressed through their service.&amp;nbsp;&lt;/p&gt;

interesting ideas on persuasion: "&lt;em&gt;Persuasion can only occur in the 
midst of ignorance; reality is: there are votes who are less informed 
than others and they need more facts; and we are mostly approached by 
biased versions of facts" &lt;/em&gt;and on rational ignorance:&lt;em&gt; "when 
information is costly, no decision-maker can afford to know everything 
[...] ignorance of politics is not a result of unpatriotic apathy; 
rather it is a highly rational response to the facts of political life 
in a large democracy"&lt;/em&gt;.&lt;/p&gt;

        &lt;b&gt;In this first book of the Digital AlterNatives with a Cause? Collection, we concentrate on what it means to be a Digital Native. Within popular scholarship and discourse, it is presumed that digital natives are born digital. Ranging from Mark Prensky’s original conception of the identity which marked all people born after 1980 as Digital Natives to John Palfrey and Urs Gasser’s more nuanced understanding of specific young people in certain parts of the world as ‘Born Digital’, there remains a presumption that the young peoples’ relationship with technology is automatic and natural. In particular, the idea of being ‘born digital’ signifies that there are people who, at a visceral, unlearned level, respond to digital technologies. This idea of being born digital hides the complex mechanics of infrastructure, access, affordability, learning, education, language, gender, etc. that play a significant role in determining who gets to become a digital native and how s/he achieves it. In this book, we explore what it means to be a digital native in  emerging information societies. The different contributions in this book posit what it means to be a digital native in different parts of the world. However, none of the contribution accepts the name ‘Digital Native’ as a given. Instead, the different authors demonstrate how there can be no one singular definition of a Digital Native. In fact, they show how, contextualised, historical, socially embedded, politically nuanced understanding of people’s interaction with technology provide a better insight into how one becomes a digital native.&lt;/b&gt;

    <title>Blinkit protests: For gig workers, there is no income security – and little legal recourse</title>

&lt;p&gt;By calling themselves 'intermediaries' platforms are reducing workers' incomes, increasing labour insecurity.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;&lt;a class="external-link" href="https://indianexpress.com/article/cities/delhi/why-blinkit-ops-are-hit-in-delhi-ncr-8555370/"&gt;Blinkit delivery agents have been on strike for a week&lt;/a&gt;&lt;/b&gt; as a reaction to changes that will halve their monthly incomes. The protests started after the company changed the basis on which they will get paid, and how much they will get paid. These two factors: The calculation of “wages” and the actual sum of money earned have been at the heart of many gig worker protests over the years. Uber and Ola drivers have protested about big drops in their income over the years. The Blinkit protests last week are a reminder of the kind of problems that are specific to gig-platform workers. Gig-platform worker wages can be changed quickly, and are at the mercy of much larger forces in a platform company like Blinkit.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Despite being labelled self-employed independent contractors by companies, platform workers have little control over their terms of work. They have to get used to platforms dictating how much they earn per task if they want to work. But to change the entire structure of pay has made many workers feel defrauded and lied to. Until these changes, Blinkit used to pay workers through an assured base pay of Rs 25 with incentives on top that nudged workers to work more, faster, or on particular days. As per workers’ accounts, this allowed them to earn Rs 6,000 to 7,000 a week with a degree of certainty, with Rs 1,400 to 1,500 being spent on fuel and other expenses. The base pay had already been reduced last year from Rs 50 despite rising fuel costs and inflation driving up costs of survival. In the current instance of policy change, the company provided no prior information to workers that they would, now, be paid for each kilometre they drive. Platforms like to call this “effort”-based pay. The effort here is how far your motorcycle runs and has little to do with how much real effort it takes to complete a delivery. For Blinkit, which provides grocery delivery within a 2-km radius, the chance for workers to make a secure income is low. Their incomes also depend on the rate for each kilometre ridden. This rate always changes, but most delivery agents do not know when it will change. It can change at any given day or week, or time in the day so that there is no surety on how much a worker will take home any given week.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Incentive-driven payout structures have “gamified” platform work, such that workers are forced to compete for an increasing number of tasks within compressed periods with the promise of bonus pay. These structures are constantly shifting, with workers complaining that companies reduce their task allocations so they are unable to meet their incentives. This level of volatility and uncertainty is a hallmark of taxi and delivery platforms.&lt;/p&gt;

    <title>Big Data and Reproductive Health in India: A Case Study of the Mother and Child Tracking System</title>

&lt;h3&gt;Introduction&lt;/h3&gt;
&lt;p&gt;The reproductive health information ecosystem in India comprises of a range of different databases across state and national levels. These collect data through a combination of manual and digital tools. Two national-level databases have been launched by the Ministry of Health and Family Welfare - the Health Management Information System (HMIS) in 2008, and the MCTS in 2009. 4 The MCTS focuses on collecting data on maternal and child health. It was instituted due to reported gaps in the HMIS, which records monthly data across health programmes including reproductive health. There are several other state-level initiatives on reproductive health data that have either been subsumed into, or run in
parallel with, the MCTS.&lt;/p&gt;
&lt;p&gt;With this case study, we aim to evaluate the MCTS as data-driven initiative in reproductive health at the national level. It will also assess its potential to contribute towards the big data landscape on reproductive health in the country, as the Indian state’s imagination of health informatics moves towards big data. The methodology for the case study involved a desk-based review of existing literature on the use of health information systems globally, as well as analysis of government reports, journal articles, media coverage, policy documents, and other material on the MCTS.&lt;/p&gt;
&lt;p&gt;The first section of this report details the theoretical framing of the case study, drawing on the feminist critique of reproductive data systems. The second section maps the current landscape of reproductive health data produced by the state in India, with a focus on data flows, and barriers to data collection and analysis at the local and national level. The case of abortion data is used to further the argument of flawed data collection systems at the
national level. Section three briefly discusses the state’s imagination of reproductive health policy and the role of data systems through a discussion on the National Health Policy, 2017 and the National Health Stack, 2018. Finally, we make some policy recommendations and identify directions for future research, taking into account the ongoing shift towards big data globally to democratise reproductive healthcare.&lt;/p&gt;
