Code As Communication

Gene Kogan will give a talk at the Centre for Internet & Society's Bangalore office on February 2, 2015. The talk will be from 5 p.m. to 7 p.m. Gene's talk will draw analogies between software, communication, creativity, and expressivity. Programming has a long history of comparison to other written media, with inevitable consequences on our legal policy over authorship and ownership.

With the emergence of free "creative coding" and "live coding" platforms like Processing, OpenFrameworks, PureData, vvvv, and SuperCollider, the boundaries between code and creative expression have further eroded, initiating inquiry as to its overlap with "traditional" creative writing. We are confronted with old questions within new contexts. As existing institutions incorporate emerging technologies into their creative programs and new ones take root and solidify, how do we make an infrastructure which most effectively and transparently fosters the development of creative technology? How do we ensure that this process is fair and democratic, and at greatest benefit and lowest cost to the public? What rights should users and developers receive? As the distinction between art and technology becomes blurry, what relevance does the FOSS movement have in cultivating cultural production?

Gene Kogan is a programmer and artist who writes free software for new and emerging technologies. He creates tools for live music, dance, theatre, and performance art. He contributes to numerous open-source software projects, and frequently gives workshops and demonstrations on topics related to code and art.

Sunil Abraham to speak at the conference 'Housing the Democratic City' in Turin, Italy

The first edition of the Biennale Democrazia, will take place in Turin the 22 – 26 April 2009, it is an international cultural event entirely dedicated to the ethical and political project of democracy a political system which, by definition, is in constant evolution and development, continually facing new challenges to be overcome. The Democracy Biennial is organized by the City of Turin, the Italia Committee and the Piedmont Regional government. It forms part of a series of programmes and public events called Esperienza Italia organized to celebrate the 150th anniversary of the Unification of Italy in 1861. The Democracy Biennial takes its inspiration from the profound studies on democracy carried out by Norberto Bobbio and it is intended to function as a tool for spreading a culture of Democracy that can also be put into practice in everyday life. It aims to create a permanent, ongoing workshop, open to the public, that explores and debates, from both a local and international point of view, the fundamental values of democracy, the forms it has adopted and the challenges it faces today. The event will consist of different preparatory activities (workshops, debates, readings, international forums, in-depth seminars and events actively involving citizens (as well as films, theatre and music events).

In partnership with the Biennale Democrazia the Architects Association of Turin (FOAT), has curated a section, within the event program, entitled “Housing the Democratic City”. The section offers a series of sessions: a workshop, conferences and a call for paper that aim to stimulate reflections on issues related to housing the city, for a future of urban democracy.

In occasion of this important event Cluster, in collaboration with the Architects Association (FOAT), has invited a collaborator from Bangalore, India, Sunil Abraham to speak at the conference “Housing the Democratic City” at Teatro Gobetti on Sunday 26th April. Other participating speakers are Bill Dunster (UK), Cino Zucchi (Italy).

Sunil Abraham is an industrial and production engineer from Bangalore in India. In 1998 he founded Mahiti, an association dedicated to reducing the cost and complexity of information and communication technology for the voluntary sector. In August 2008 he co-founded The Centre for Internet and Society, that brings together a team of practitioners, theoreticians, researchers and artists to work on the emerging field of Internet and Society to critically engage with concerns of digital pluralism, public accountability and pedagogic practices, with particular emphasis on South-South dialogues and exchange. Sunil contributed to the last issue of Cluster, Transmitting Architecture in a dual interview and discussion entitled “Design in Urban democracy:a question of survival?” PDF downloadable here.

Sunil Abraham will also be speaking in two other sections of the Biennial on April 25 ‘Democracy and India’ with Prof. Federico Squarcini, professor of History of Indian Religions, University of Florence and ‘Democracy and Technology’ with the Politecnico of Turin. Classical Odia Language in the Digital Age

Odisha’s documentation and archival history dates back to the pre-Kalinga civilization that existed more than 5,000 years back in which today’s Odisha was a major part of it. It, later was more vibrant when Kalinga kingdom and was widespread from Ganga to Godavari, geographically consisting of modern day Odisha entirely and partly Bangladesh, West Bengal, Bihar, Jharkhand, Madhya Pradesh, Chattishgarh, Andhra Pradesh, Telengana and part of Tamilnadu and Kerala. The epigraphs of cave painting in Gudahandi and stone inscriptions of Hatigumpha in Udayagiri complex are a few examples of the early documentations that the ancestral Kalingan tribes had made. Furthermore, the early Buddhist poets of Kalinga (popularly known as 64 Sidhapada) wrote “ doha ” (spiritual verses) in Pali language. Pali is the language of all of the Buddhist literature and predecessor of modern Odia, Maithili, Bangla and Assamese language and has deep impact on many other Indic languages. Odia has travelled through a long journey of “Tambapata ” (bronze plate inscription), “Talapatra” (palm leaf manuscripts), printed books since early 18th century and e-books in the modern days. Years of history that have perished during invasions by foreign invaders could have told more about this civilization. Modern Odisha state, so far has been able to uphold the pride of having the largest number of palm leaf manuscripts (over 20,000 manuscripts) in the world. Odia printing and publication industry is spread across all the 30 administrative districts of Odisha and other Indian cities like Kolkata and New Delhi and to some extent in some parts of Surat. A few million books would have been printed starting from the first book “New Testament ” that got printed in 1809.[1]

In this chronology there comes the new age reading tools “e-books” or electronic books less formally initiated in the eighties by students of Regional Engineering College, Rourkela (Now National Institute of Rourkela) and now crossed a decade.[2]

Odia got classical status on 20 February this year after 5 other Indian languages on the basis of its literary heritage of over three millennia. Interestingly, it is older than most of the most spoken languages in the world. Like many other mighty civilizations, traders of this region conquered places and took their language and culture to their occupied colonies. Early traders of Kalingan Sadhabas were trading silk and spices with South Asian countries. With them travelled Kalinga’s language and culture. When all of the other language’s have been able to have a strong presence on the Internet, online content available in Odia is way limited compared to even other Indic languages. It has been almost a decade since Odia support is available in most computers across operating systems. But, the digital desktop publishing (DTP) published resources are still not available in a searchable manner – not on internet or in a computer locally. Currently, the Odia publication industry uses proprietary standard fonts for Odia typing. Akruti, LEAP office, Shreelipi are name to few. All of these were the only means for printing books using desktop publishing at one point of time. But, these encoding systems are out-of-date. The major drawback of these fonts is, they have regular Latin characters replaced by Odia characters. If a document is typed using one such fonts is sent to someone it is difficult to even read or reuse if the person in the receiving end does not have the exact font used for typing. As already mentioned the fonts are commercial and proprietary and it is mandatory to buy them to use. In reality most of the users do not buy and use pirated versions of the software for work.

The printed documents typed in one standard is not compatible with the other one. To avoid this problems, an advanced universal standard called “Unicode” was released in early 2000. Unicode has both Odia and Latin characters in a font that allows both the scripts to be displayed correctly at the same time. It is universally compatible and all the operating systems have Unicode fonts installed in the computers. This takes the pain of installing multiple fonts to access any typed text. Searching any text typed in Unicode is as simple as googling something in English. Moreover, documents typed using one Unicode font could be read using another Unicode font. Unfortunately, none of the Odia newspapers have their publications in Unicode at this moment.

This, practically does not allow any reader to search, access, reuse and quote any content. Same is the case for all other published resources like books and magazines. More than 80 per cent of the published content are not even released online and also not archived.

Many publishers, intimidated of online content plagiarism have been protecting their publications. Unfortunately, copyright laws in India are not stringently practiced unlike the west. This has given rise to a parallel piracy market for the movies and music over the years. Interestingly, books are not of that much demand as music and movies are. As a result of the lingua-cultural shift to English from native languages regional language publications are not widely sold in the post-colonial Indian book market as compared to the English publications. The case of the use of Odia language as a language of governance is still not put in place. Odia is still to be used as a medium for official communication in all of the government offices. English medium educational Boards have been domineering over the Odisha state Board. Despite of these challenges, number of Odia dailies is slowly growing. There are around 100 newspapers published daily from various regions of Odisha. It is essential to note that news archives, unlike literary writings have much of any kind of high commercial value. So is in the case of scholarly and research publications. If all of these publications could be made available online in digital form that will take Odia literature to the global audience. This triggers the need of A) making sure the forthcoming publications are not just typed in Unicode but made available online, B) digitization of published books and making them available free on internet.

It is essential to take measures to ascertain the forthcoming publications use Unicode standard and digitizing published matter and publishing them online. Online content could be made available in Unicode and has trillion times reach than printed matter. As a vast number of the users use Microsoft’s Windows XP they could either upgrade their operating system or move to completely free and open source and Linux based operating systems like Ubuntu. At this moment, Odia has far less content on internet.

Odia Wikipedia tops the list of Odia Unicode content websites and is the largest Odia online encyclopaedia with over 8,000 articles. Available for free on or.wikipedia.org, Odia Wikipedia is a community project where any user could create, edit and modify content. The articles being encyclopaedic and referenced from other reliable sources has some level of authenticity. As this is a small project and is developing it needs more voluntary contribution to grow to a larger project that could serve the purpose of an Open Educational Resources (OER) for students. There are a handful of web and news portals maintained by individuals and organizations that have Odia content in Unicode. The other upcoming project is Odia Wikisource which is an online library. Odia books that are useful for the Odia speaking community like classical literature, religious scriptures, dictionaries and lexicons, journals and research papers and manuscripts could go online on this platform. The most important thing about these two projects is that they both have only volunteers as contributors and anyone and everyone could contribute. Any individual or organization who is interested could add a lot of value to Odia language by contributing the process of digitizing content and making them available for free. These projects, additionally are released under Creative Commons Share-Alike licenses that allows free reuse, modification and commercial reproduction of content. Many valuable books could also be part of Odia Wikisource.

Srujanika, a Bhubaneswar based organization in collaboration with National Institute of Technology, Rourkela and Pragati Utkal Sangh, Rourkela has scanned over 760 Odia books. Out of these, over 200 books are hosted in a non-profit project “Open Access to Oriya Books (OAOB)” and hosted at: oaob.nitrkl.ac.in. Organizations like Manik-Smrutinyas and Institute of Odia Studies and Research have re-licensed books of noted author Dr. Jagannath Mohanty and Dr. Debi Prasanna Pattanayak and Subrat Prusty respectively to Creative Commons licenses for free, commercial distribution. Majority of the resourceful magazines like The Utkal Prasanga could be also made available in Unicode standard by changing its copyright terms to Creative Commons licenses. Larger debates are also needed to convince authors and knowledge and information producing organizations/departments like universities and government’s departments (e.g.Information and Public Relations, Department of Mass Education and Department of Statistics.) to migrate from proprietary copyright restrictions to reusable licenses like Creative Commons licenses. This will not only will help for more public-private collaboration and knowledge production but also taking language resources to masses which is discontinued because of lack of updated technological advancement like use of Unicode font and digitizing valuable content. Government portals need Odia localization in Unicode standard so public get access to information in Odia language and this could make e-governance much more easier. Government notifications that often are released publicly are found to be released in image formats. Many such public and private information could just be released in plain text that will increase the searchability, accessibility and reusability million times.

Civic Hacking Workshop

CIS, with the UK Government's Foreign Office and the Cabinet Office Team for Digital Engagement, and Google India, is organizing a workshop on open data (or the lack thereof) and 'civic hacking'.

The UK Government's Foreign Office and the Cabinet Office Team for Digital Engagement, Google India and the Centre for Internet and Society, Bangalore are organizing a 'Civic Hacking Workshop' on Wednesday, July 28, 2010, bringing together civic-minded technologists who've been working with governmental data in India and Britain.

The workshop will discuss the problems of obtaining data, especially in India, the technological solutions that these various groups have encountered, the difficulties of technology as a mass-based civic solution, and the visions that these groups have for a more engaged civil society and the contributions they seek to make to the public.

Civic hackers seek to find their feet in India

In 2006, when Sushant Sinha,who holds a doctorate in Internet security from the University of Michigan, tried to use the Indian government’s judicial rulings website, Judis.nic.in, he found it difficult to get the data he was looking for. “Judis.nic.in didn’t have a good text search or ability to sort results by relevance,” Sinha said. The lack of these two critical functions rendered the wealth of data on the site largely unusable.

Sinha, who currently works at Yahoo India, set about creating the legal search engine Indiankanoon. org, which now has a database of more than 1.4 million judgements. It tries to overcome the deficiencies of the government’s effort, indexing judgements by the Supreme Court, the high courts and various tribunals, and linking them to the underlying Acts.

In November, the portal saw around one million unique visits. Sinha is a “civic hacker”, a programmer driven by the urge to create applications that will allow fellow citizens to help themselves and further the democratic process by using information, often from freely available government databases. (A “cracker”, on the other hand, uses similar tools to break into secure systems with malicious intent.)

Nishant Shah, director, research, at the Centre for Internet and Society (CIS), Bangalore, offers a wider definition for civic hackers.

“In a Web 2.0 world, you needn’t have programming skills to be a civic hacker. When people have access to digital technologies, they are potentially civic hackers, because they have learned how to negotiate with oppression and injustice. In the West, the ubiquitousness of digital technologies has enabled a lot of people to engage with civic hacking—from subversive documentaries by the Yes Men group to parodic YouTube videos that critique state-market policies— all these qualify as civic hacking.”

WikiLeaks, said Shah, is the biggest example of such a civic hacker in recent times. “Civic hackers are always in grey territory,” he said. “Their legality is always being questioned, depending on how far they go. Remember, WikiLeaks was around for five years before they began talking about banning it.”

Much of the online Indian information in the open domain, from the government or autonomous bodies such as the Election Commission (EC), isn’t always served up such that it can be sliced and diced in ways that citizens can digest, making the civic hacker a critical part of the democratic process in the digital age.

A larger presence in the West, they are thin on the ground in the country. “Civic hackers, while present (in India), are not numerous, and it’s unclear to what extent they are conscious of the work that others are doing, although this could be easily remedied through networking efforts both online and offline,” according to a report by CIS.

One of the reasons for their sparse numbers CIS suggests is that the Indian government doesn’t engage yet with the hacking community,

unlike countries such as the US. New York, Washington DC and San Francisco, for instance, have portals that share data with the intention of encouraging application development.

The NYC BigApps competition has a cash prize of $20,000 (nearly `9 lakh) for the best application using the City of New York’s NYC.gov data mine. Around 350 data sets including public safety data, buildings complaints, and real-time traffic numbers are thrown open to participants. In 2009, an application to let New Yorkers findmass transit routes, public school information, etc., based on their location won the prize.

Despite the lack of incentives, some hackers are still mushrooming in the Indian space. In 2009, just ahead of the April-May general election, 25-year-old Akshay Surve, the founder of a think tank for social change called SocialSync.org Labs, was building a Web application to profile members of Parliament.

The application was aimed at generating a snapshot of each legislator based on the debates they participated in, the number of Parliament sessions attended, and other such information that could help voters make an informed choice.

The websites of the EC and the Lok Sabha had much of this data in Excel and Adobe PDF documents, but that didn’t necessarily make it usable. The formats changed every year, and some files didn’t allow text and numbers to be extracted. To build the mashup—an application that throws together data from more than one source, mashing everything up to create a new service—Surve had to parse and standardize the data.

Realizing that the problem he faced was not an isolated one, Surve and his friend, Pavan Mishra, launched OpenCivic.in this year, a set of standards and APIs (application programming interface) that sift data from government websites and make them available in a machine-readable, remixable format.

Surve’s API is the primary engine for Askneta.com and Gov-Check.net, which track the performance of elected representatives and use OpenCivic’s feed. He plans to keep the API free for non-commercial use. Now his team is at work to develop a mobile version of the API. Another example is RTINation. com, built in August 2009 by a group of graduates from the Kanpur and Delhi Indian Institutes of Technology.

RTINation.com enables the online filing of Right to Information (RTI) applications. A 2009 PricewaterhouseCoopers report estimated that more than a quarter of those who file RTI applications have to visit a government office over three times to do so. RTINation.com generates its revenue by charging each user `125 for an application. It is now building a backoffice to handle marketing and promotion.

“Since we launched, we have seen 200,000 unique visitors,” said Rahul Gupta, a cofounder of RTINation.com. Most civic hackers in India entered the field through work related to various e-governance initiatives and the RTI Act, which has put more government data in the public domain than ever before. This data, though, is dumped in a format that makes it difficult for citizens to use or understand. “Few of the publicly accessible databases are open in terms of data reusability (in terms of machine-readability and openness of formats), data reusability (legally), easily accessible (via search engines, for persons with disabilities, etc.), understandable (marked up with annotations and etadata),” according to CIS. Here is where civic hackers such as Sinha and Surve come in.

CIS suggests that networking across civic hacking teams could strengthen this effort. OpenCivic.in has been proactive in its tie-ups. In February, it joined hands with Yes To Politics, a civic participation endeavour by Texas-based software engineer Murali M. Launched in 2009, Yes To Politics offers tools to help communities work on causes. Among these are analytics of previous elections and a tracker of ongoing campaigns. During its peak usage in the four weeks leading up to the 2009 assembly elections in Andhra Pradesh, the website had on an average 43,000 visitors a day, with a oneday surge of 97,457 visitors on 9 April that year. Yes To Politics, inactive since last year’s polls, is going to launch a new version in January. “Once we do that, we contribute our own data feeds to OpenCivic,” said Murali.

Talking about the challenges, Murali said, “The data sets from the Election Commission’s site were raw and not directly presentable to users. So we had to iteratively transform it and correct (it) on the way and make meaningful sets. It took me almost three-and-a-half weeks to get it ready. And when the EC releases any new data, they always release in PDF files that are hard to retrieve and mashup. So I wrote special apps (applications) to scan files, transform data, and automatically correct spelling mistakes in names.” The 36-year-old software engineer works full-time for Alcatel-Lucent and develops the applications when he’s free. Yes To Politics has been steadily adding bells and whistles to its portal. Recently, it integrated Google Maps into an application called Vote2009, layering it with information such as when a constituency is scheduled to have elections. “Another example is, due to delimitation, about 77 assembly and eight parliamentary constituencies in AP (Andhra Pradesh) have been reorganized. We set up a section where users can look at what has changed and find their constituency based on mandal and district information,” Murali said.

CIS-A2K: Work Accomplished on Konkani Wikipedia

The Centre for Internet and Society’s Access to Knowledge (CIS-A2K team) is pleased to share with you the key accomplishments about the work it accomplished on Konkani Wikipedia from September to December 2013 in this report. In accordance with the Centre for Internet and Society’s Access to Knowledge Program’s (CIS-A2K) Konkani Work Plan 2013-14 the program has invested time and effort to build Konkani Wikimedia community and projects.

Highlights

Increased editing activity on Konkani Wikipedia

CIS-A2K has been organising different programs and workshops. The idea is to bring in as many volunteers as possible who can contribute to Konkani Wikipedia for years to come. We have organised these outreach sessions mainly in Devanagari, Romi and Kannada scripts. As a result of these programs we have been able to significantly increase no. of editors, consistently have minimum of 5-6 active editors per month and build a community of volunteers. You can also view level of editing activity on Konkani Wikipedia for the past few months in the chart below:

Increased number of articles on Konkani Wikipedia

Total number of articles increased from 150 in Sep 2013 to 315 in Nov 2013. The number of articles have doubled over a period of 3 months. We should keep in mind that out of those who edited in Devanagari; 95% of them were completely new to the input method and had to spend considerable time learning and practicing it.

Translated Media Wiki messages

CIS-A2K organised translation sprint to help translate Media Wiki interface messages. We achieved translating 79% of these messages in Konkani Devanagari while all 100% messages have already been translated in Romi script

Re-release of Konkani Vishwaksh under Creative Commons License

Upon CIS-A2K‘s explicit request, Goa University has approved the re-release of Vishwakosh under Creative Commons License (CC-BY-SA 3.0) to make it freely available to public, giving them the right to share, use and even build upon the work that has already been done. This is a huge step to help preserve Konkani language and culture in the digital era. Konkani Vishwakosh is a four-volume hard copy encyclopedia (3632 pages) published by Goa University; a work that took over 14 years to develop. It encompasses the world’s information in a nutshell with special emphasis and detailed information on Goa, Konkani, Goan culture, folklore, history, geography etc. To know more about click here and here

Initiated & Completed 30% of Konkani Vishwakosh Digitization Project

Goa University in collaboration with the CIS-A2K is digitizing Konkani Vishwakosh. 37 participants are enrolled in this project who are working to digitize the encyclopedia in a time bound manner. All 3632 pages of Konkani Vishwakosh will be digitized. The program started on 19th October and in just about 2 months 30% of the encyclopedia had already been digitized. Signed an MoU with Goa University

Goa University entered into a three year MoU with CIS for building Konkani Wikipedia. As part of this partnership, Goa University and CIS-A2K will work together to help build Konkani Wikipedia and community.

White paper by a Linguist

Fr. Pratap Naik, S.J. B.Sc., B.Ed. M.A. (Linguistics), M.Phil. (Linguistics), Ph.D. (Linguistics) has written a white paper discussing issues faced by Konkani language and his views on how it should be dealt on Wikimedia projects. We'll soon upload the white paper on Wikimedia Commons and make the link available.

14 Outreach session, over 450 participants, in 3 months

CIS-A2K organised about 14 outreach sessions and reached out to over 450 people to create awareness about Konkani Wikipedia and the community between Sep-Dec 2013. Details of these sessions can be found here.

Got consensus from field experts

Over the past few months CIS-A2K has spoken with Konkani Wikipedians (such as Frederick Noronha, Deepak D'Souza, Seby Fernandes) Konkani linguists (such as Fr. Pratap), professors from Konkani Department at Goa University (Dr. Madhavi Sardesai and Dr. Priyadarshini Tadkodkar), cultural experts (such as Prof. Alito Siqueira and Harriet Vidyasagar) and other experts to propose a solution for Konkani Wikipedia that faces a problem of usage of multiple scripts. To a great extent we have got consensus from different field experts that we should strive to create separate Wikis for each script, at least those which prove to be active.

Wikipedians Speak

One of the ongoing projects of CIS-A2K is 'Wikipedians Speak' which are small videos of Wikipedians that captures their expereinces, learnings and challenges. As a part of this project CIS-A2K published several videos of Konkani Wikipedians.

CIS-A2K, KIIT University and Kalinga Institute of Social Sciences sign MoUs

KIIT University, Kalinga Institute of Social Sciences and the Centre for Internet and Society's Access to Knowledge team (CIS-A2K) have entered into a memorandum of understanding (MoUs) for furthering Odia Wikipedia.

Dr.Achyuta Samanta, Founder-Chairman of KIIT and KISS inaugurated both the collaborations formally. Dr. Sasmitarani Samanta, Registrar, KIIT and Surjya Kanta Mohanty, Chief Operating Officer, KISS signed the MoUs of KIIT and KISS respectively whereas T. Vishnuvardhan, Programme Director, CIS-A2K was there to sign in both the MoUs on behalf of CIS along with Subhashish Panigrahi, Programme Officer, CIS-A2K. Odia Wikipedians Dr. Subas Chandra Rout, Shitikantha Dash, Jnanaranjan Sahu and Sailesh Patnaik, senior faculty and management members; Prof. Parthosen Gupta, Professor-KIIT School of Management, Sucheta Priyabadini, Joint Registrar, KIIT Santosh K. Pani, Dean-KIIT School of Electrical Engineering and other staff members from KISS were there for this event.

CIS-A2K signs MoU with Telangana Government

The Centre for Internet and Society recently signed a Memorandum of Understanding with the Telangana Government’s IT, Electronics & Communications Department with an aim to catalyse the development of the Wikimedia movement in Telangana and improve the state of free-licensed digital content in Telugu and Urdu. The Principal Secretary for IT Department Mr. Jayesh Ranjan and renowned Telugu Wikimedian and Theatre Scholar Pranay Raj were present for the occasion. Mr. Konatham Dileep, Director (Digital Media), IT Department and CIS-A2K Telugu Community Advocate Pavan Santhosh were signatories to the memorandum.

This MoU is the result of successive meetings between the Digital Media wing and Telugu Wikipedians, CIS-A2K members and the Wikimedia Foundation. These discussions enabled all stakeholders to come up with a comprehensive plan to develop the free knowledge movement in Telugu and Urdu.

Katta Srinivas, a historian, teach and long time Telugu Wikipedian, says, “As one of the participants in earlier discussions with the government, I am happy to see progress in this respect. Especially, [the planned] photo archives of museums, photos of historical places and other events can be free-licensed as part of these initiatives. This decision can lead other government organizations to take up similar initiatives in India."

Apart from these, some of the planned activities include releasing encyclopedic photos and media content from government archives, increasing awareness about free licenses and Wikipedia among government officials, etc.

CIS-A2K Narrative Report (September 2012 – June 2013)

Background to the Access to Knowledge Programme

The Wikimedia Foundation approved a grant to support the growth of Indian language Wikimedia communities to the Centre for Internet & Society (CIS) to expand their Access to Knowledge program (A2K) in India. The grant enabled CIS to work with the Wikimedia community of volunteers in India to expand upon Wikimedia’s Indic language free knowledge projects, including Wikipedia in Indic languages. Further, the grant aims to generate improvements in India-relevant free knowledge in Wikimedia’s English projects and wider distribution of Wikimedia’s free knowledge within India.

Section A: Introduction

Objective of the Narrative Report

This narrative report captures the work done by the A2K program during the period of September 2012 to June 2013. It examines projects and activities and its impact and outcomes over a period of the initial Ten months of the Grant. This report will also inform CIS-A2K program’s strategy for the next one year to achieve the goals set out by its donor, Wikimedia Foundation, and goals listed in our Work Plans (which were developed in consultation with the Wikimedia community in India). Importantly, this Narrative Report is critical for the Wikimedia community in India, Global Wikimedia community and the Wikimedia Foundation to get a comprehensive overview of A2K’s work and to critically assess the A2K program’s eligibility for further support.

Context

Though the mandate of the CIS-A2K program was clearly articulated before the commencement of the program, it should be noted, that the context in which the program had to undertake its work was very disturbed. Majority of the Wikimedia community in India saw CIS-A2K as an extension of the India Program as the entire team of the India Program moved into the CIS’s A2K program, except for the Director. Thus the CIS-A2K program inherited the not so conducive image of the India Program that was operational until August 2012. It should be noted that by August 2012, the Wikimedia community in India was extremely critical of the India Program’s work and achievement.[1]

Further, the community explicitly expressed lack of faith and Trust in the India Program’s method of work.[2] Thus, it is important to note that the CIS-A2K program did not start with a clean slate but had to first address multiple challenges, before it could take on active implementation of various programmatic activities. These challenges include:

building trust with the Wikimedia community in India;
building a collaborative relationship with Wikimedia India Chapter;
finding a new leadership to anchor the program that was left vacant in August 2012.

A2K Program Achievements (September 2012 to June 2013)

CIS Access to Knowledge (A2K) team started working on facilitating the improvement of Indian language Wikimedia projects with special focus on Indic Wikipedias in September 2012. Some key activities during the period of September 2012 to June 2013 are:

CIS hired A2K Programme Director, T. Vishnu Vardhan, through an open and multi-stakeholder process of selection.[3] Representatives from Wikimedia India Chapter, Wikimedia community in India and Wikimedia Foundation were actively part of the selection process. This process was extremely critical and ensured participation of the Wikimedia community in India and the WMIN Chapter in deciding the leadership of the program.

Noted academician Dr. Tejaswini Niranjana was hired as Adviser to A2K.[4] This was done upon the request of the selection committee that was constituted for the selection of the program Director and in consultation with the WMF.

A2K proactively interacted with the WMIN Chapter Executive Committee and built collaborative working relationship.
Most of the A2K programs executed in collaboration with WMIN Chapter and community.
Began a new project on visualisation of the growth of Indic Wikipedias [5] [6] Sajjad Anwar and Sumandro are working on this. Two blog posts have been published so far. This was appreciated by the Wikimedia community in India and the WMF. Further, the WMF has expressed interest in extending these visualizations at a global level.
A2K has successfully reached out to the Wikipedians across Indian Language communities through conducting outreach programs, resolving technical bugs, supporting with required logistics, merchandise and media publicity, building public relations and communications.
Work-plans for the growth of Indic Wikipedias[7] were developed in a participatory manner with active collaboration from Wikimedia community in India and Wikimedia India Chapter Executive Committee.
Proactive open disclosure of A2K budget. and proposed revisions to the budget seeking feedback from the Wikimedia community in India towards building transparency.
CIS-A2K gave significant media visibility to Indian Language Wikipedias both in print and electronic media.

Section B: A2K Programme Impact

In discussing the A2K program’s impact we have presented below both the tangible and intangible aspects of our work.

Intangible Impact

The A2K team has left no stone unturned since the commencement of the program in September 2012 to work in a transparent manner. We have taken the following measures in being transparent:

Periodic publication of A2K work and outcomes through monthly newsletters.
Circulation of A2K monthly newsletters and notifications on various India related Wikimedia mailing lists.
Real-time listing and communication of activities on A2K Meta page.
Active documentation of all events and activities, which were published as blogs on CIS.
Prior announcements of all the events organized or supported by A2K.
Open and collaborative process of hiring Program Director.
Keeping the Wikimedia India Chapter EC in the loop on all programmatic developments since March 2013.
Proactive disclosure of A2K program budget and proposed revised budget to the Indian Wikimedia community.

In addition to this A2K has explored various possibilities of collaboration with the Indian Wikimedia community and Chapter alike. The biggest instance is the A2K Wok Planning exercise for 2013-14, where multiple stakeholders were consulted. These include

Some English-language Wikimedia community members from India;
Wikimedia India chapter Executive Committee;
Indian language Wikimedians and
A few of the Wikimedia Foundation staff.

Some of the collaborative and community building efforts of A2K were:

Support to community-led activities and facilitating community participation and ownership (e.g. Wiki Women’s Month).
Mobilization of the Indian Wikimedia community in organizing mega community events like Telugu Wiki Mahotsavam.
Engagement with WMI Chapter EC and built a collaborative relationship.
Wikipedia Education programs in 4 Indian languages done in collaboration with the local Wikimedia community.
Supporting Wikimedians in conducting outreach events.
Almost all the A2K events since February were done in collaboration with WMI Chapter and the Wikimedia community in India.
A2K team actively participated in various community meet-ups.
A2K has provided significant media visibility to Indian Language Wikipedias, especially in mainstream English press.

These transparency and collaboration efforts resulted in building trust among the Wikimedia India communities, where in they have begun to constructively engage with the A2K program’s work. This is a significant achievement since the closure of India program in August 2012. However, there are still some Wikimedians who prefer to ignore the A2K program, which indicates that the A2K program still needs to prove its worth. Thus it could be said that the A2K program has been partly successful in winning the faith of the Indian Wikimedia communities and still needs to put in more effort in this direction. The A2K team is committed to achieve this by demonstrating success through its work during the next phase of this program.

Tangible Impact

It is difficult for the CIS-A2K program to either take direct credit for the growth or direct blame for the lack of it in the Indian language Wikimedia projects. However, we believe that we have been one of the factors — and sometimes a key factor — in impacting the growth of the Wikimedia projects and communities in India since the commencement of the project.

Though the A2K program has done some amount of work with almost all Indian language Wikipedias, the A2K team has had relatively more involvement in 10 Indic languages - Assamese, Bengali, Gujarati, Hindi, Kannada, Malayalam, Marathi, Odia, Punjabi and Telugu - during September 2012 to June 2013.

In addition to this based on the various outreach work done by A2K we have attempted to present an analysis of direct new Wikipedia users that have emerged in languages impacted by the A2K program, keeping in mind that community mobilization will always be an autonomous activity to some extent.

The growth momentum in Indian languages over the eight month period of September 2012 to June 2013 looks healthy.
Some language Wikipedias have been growing at a phenomenal rate than others in terms of percentage change since September 2012.
Punjabi, Assamese and Odia Wikipedias have a growth rate of 82%, 59%, and 37% respectively and are the top 3 Indian language Wikipedia projects during the ten month period.
In terms of absolute number of articles, Tamil, Malayalam, Punjabi and Hindi Wikipedias have grown by about 5,812; 5,008; 3050; and 2,734 articles respectively.
However, given the small size of the Wikipedia communities in Punjabi, Nepali, Kannada, Odia and Sanskrit the growth achieved by them is much commendable and all efforts have to be put to ensure that this momentum continues by strengthening these communities and also expanding them.

There is a fluctuation in the number of active editors in all Indian language Wikipedias.
The active editors on Assamese, Marathi and Gujarati Wikipedias have been consistently coming down, which is a cause of concern.
It is important to note that Tamil, Telugu, Kannada and Nepali Wikipedias where the number of Active Editors were declining earlier have shown a remarkable turnaround. The efforts of the A2K program, especially in Telugu and Kannada, over the last 4 months could have resulted in this positive change.
It seems the Wikipedia Education Program, Nepal has been instrumental in bringing significant number of new active editors on Nepali Wikipedia.
Overall the active editors on Malayalam Wikipedia have crossed the 100 mark numerous times, making it the first Indian language Wikipedia to reach this benchmark. However, in month of May and June 2013 this dropped to a 2 digit figure again.
Looking at the trends Tamil Wikipedia may soon reach the 100 active editor mark.
Even Bengali community could cross 100 active editors if concerted efforts are put in.
The Assamese Wikipedia, which received support from A2K program until January 2013, had a consistent active editor population which was around 20 people. However, once the support from the A2K dwindled since February a declining trend can be noticed. One could deduce that the A2K program has had critical relevance in the growth of Assamese Wikipedia. The decline over the last 5 months also alerts us to the possibility of building dependencies on the A2K program, which is a concern that we need to address going forward.

On an average 94 new editors have joined Indian language Wikipedias every month.
Bengali, Malayalam and Tamil Wikipedias have consistently seen more than 10 new editors joining almost every month since Jan 2013.
Hindi, Marathi and Telugu have many new editors joining per month.
Total of 849 new people have become editors for Indian language Wikipedia since Sep 2012.
However, the conversion rate of new editors into active editors is still a challenge across all Indian language Wikipedias.

Overall the “Page View” trends of Indian Language Wikipedias until April 2013 look positive. but since the last two months the trend is in the decline. However, it should be noted that the month on month “Page View” trends keep fluctuating.
Bengali, Tamil, Malayalam and Punjabi Wikipedias have shown highest percentage growth in page views since September 2012.
In absolute numbers Bengali Wikipedia has seen a spectacular growth of 3,000,000 page-views, Tamil and Malayalam Wikipedias witnessed a growth of about 927,150 and 365,913 a page-views respectively.
Based on the the absolute numbers of “Page Views” for Indian Wikipedias it could be speculated that there is a significant increase in demand for knowledge and information in Indian languages on the internet.

In the below given Graph 5, we have also looked at the direct impact the A2K programme had in cultivating new editors on Indian language Wikipedias through various outreach programs that conducted during September 2012 to June 2013.

It should be noted that during the 10 month period CIS-A2K reached out to a total of 1,314 participants. This is approximate 130 people per month. However, the username data for more than 700 participants could not be ascertained, due to incorrect inefficient data collection and input. This includes participants giving wrong usernames, trouble with the handwriting of some of the participants, etc. We have already taken note of this issue and have put in measures to efficiently capture the new user data. Hence, we have only presented an analysis of 582 participants, whose usernames are valid.

The analysis of this data reveals that more than 120 users have done more than 5 edits, which is about 21 per cent of the participants with valid usernames. Further, 25 participants have done more than 100 edits on English and various Indian language Wikipedias, which constitutes 4 per cent of the total participants that the A2K programme has reached out to. Further 11 users have become very active editors on Indian language Wikipedias with more than 1000 edits to their credit.

Section C: Learning and Challenges

Outreach

One of the biggest constraints with the existing outreach efforts across India including that of CIS-A2K's is that they are all based on light-touch model. We have learned that a light touch outreach with no follow up, no hand-holding, no support system will not be able to yield desired results. We need to have a thoroughly thought out well-designed outreach programs where there should be continuous interaction with the participants for a minimum of 2-3 months. CIS-A2K approach to outreach should be different from usual Wikipedia editing training. Further, any outreach with an educational institution on the lines of a "Wikipedia Education Program" requires at least 3-4 months commitment from everyone concerned (i.e. student, institution, community and CISA2K).

This in no way means diminish the importance of the light-touch model of 1/2 or 1 day Wikipedia editing training workshops, as seldom you get institutions/groups who are willing to commit to a long-term engagement. Thus a mixed approach is more pragmatic, while more energies need to put in long-term engagements.
There is a strand of criticism about effectiveness of physical outreach in general. However physical outreach for Indian languages is extremely essential as this is the lead exercise by which language communities have strengthened themselves over the years, though this has been very slow. The need to involve human element, face-to-face interaction and two-way communication is an extremely important factor of for growth of Indian language communities.
The need for each language community is different with respect to outreach. There are some communities that are more comfortable with conducting physical outreach while other communities are more efficient with outreach on social networking sites. For instance the Odia Wikipedia community where the average age of the active members is less than 25 is more active on Social Media and extensively uses it to network among themselves and to also discuss about the Wikipedia, whereas the Telugu Wikipedia is more comfortable with physical meetings and primarily uses Village Pump for all community discussions.
Based on the interaction with most of the Indian language Wikimedia communities, CIS-A2K noticed that except for some communities like Malayalam, an institutional partnership is something that might not be easily taken up by community members. This is so because it requires high level of effort, time and strong network, amongst several other things. CIS-A2K has been focusing to address this need in general and in the five focus language areas in particular.

Work Plan Development and Community Communications

Even after sending multiple invitations, it took a lot of effort by CIS-A2K to encourage the larger community to engage and participate actively in the development of language focused work plan. CIS-A2K put its best efforts in inviting the community members through meta pages, village pumps, language and city-wide mailing lists, Indian mailing list, India English mailing list, meet-ups, IRCs, social-media channels to give their valuable suggestions and feedback. However, very few community members showed interest and helped in refining the plans. Better feedback could be gathered during physical and informal meetings with the community members.
Less than 10% active volunteers across all Indian language communities are active on Meta and even less on Indian mailing lists. During some informal conversations some community members expressed that it is too much of an additional burden to also visit Meta and engage. Taking into consideration that most of the language communities have less than 20 active volunteers, pragmatically speaking it is a huge ask to expect them to actively participate on Meta or mailing lists. Thus one cannot have a uniform standard and uniform mode of communication with different language communities. Thus CIS-A2K needs to explore various means of engaging with the Wikimedia community in India and should adopt a mixed channel approach of gauging community feedback. Though this is requires additional efforts on the team.
The mediums listed show a significant effort was made to solicit feedback and participation. It's okay and understandable that strategic planning is not for everyone, that volunteers economize their time devoted to the movement. So CIS-A2K does not necessarily see it as a failure that participation was low. What CIS-A2K aimed to do was to make sure participation was solicited, encouraged, and made possible. Of course ideally we would want higher participation, but CIS-A2K is careful not to confuse and turn higher participation in strategizing into a goal in itself.
In spite of this CIS-A2K took the risk and went ahead with a participatory and continuous mode of evaluation. We foresee a challenge in actively involving the community in quarterly evaluation cycles as this would require them also to introspect. In the five focus language communities such an introspection exercise was not done systematically before and a mandatory imposition may not be productive either for the Community or for CIS-A2K. The challenge would be that in the first 2 quarterly cycles CIS-A2K could miss meeting its own evaluation criteria. However, the opportunity here is to train the community to systematically introspect, which will go a long way in strengthening the Indian language Wikipedias and the associated communities.
Some programs, especially institutional partnerships, have a higher risk of failure than others. Though CIS-A2K committed to a very granular break-down of outcomes, it may require significant revisions. Hence it is extremely important for CIS-A2K to review and revise the plans and goals every 3-4 months.

Community Engagement/Development

Indian language communities are able to grow and cultivate new editors who come from similar background as their’s. For example, we find that the Telugu community comprises primarily in the age group of 30-50 years, while on the other hand, the Odia community consists of relatively younger editors between the age group of 20-30 years. Hence, it is essential that the community building programs take this aspect into consideration and work to diversify the community mix by engaging with people belonging to varied backgrounds.
Transparency and accountability are essential to build community trust. CIS-A2K has already taken various measures in this direction. However, there are occasions when more demands are placed on CIS-A2K, which consumes a lot of CIS-A2K's time and effort. The challenge is to struck a balance between the demands of transparency and accountability and the actual work they describe.
Meetups, one-on-one meetings/talk with community members are an essential ingredient to build long-term relationship. This is especially very important for nascent language communities with few editors. These kind of personal interactions help community members to know and connect with other Wikipedians. It also helps build trust and working relationship between community members and the A2K team.
CIS-A2K recognizes the potential role of Wikimedia India Chapter in growing the Wikimedia movement in India. Though CIS-A2K's work doesn't depend on the India Chapter, there is a huge potential for collaboration between the Wikimedia India Chapter and CIS-A2K. CIS-A2K has put in its best efforts to build a cordial working relationship with the India Chapter. However, the extent of the collaboration would depend on the India Chapter's capacity and interest.

Outreach Sessions in September 2012

Note: Although most of these workshops were conducted prior to the grant period, the reports for all of these were written during September 2012:

The First Punjabi Wikipedia Workshop (by Shiju Alex and Subhashish Panigrahi, September 27, 2012). A total of 25 participants came for this workshop. There were 15 new editors (of which 13 were female).
Punjabi Wikipedia Workshop at Punjabi University, Patiala (by Shiju Alex and Subhashish Panigrahi, September 28, 2012). About 30 participants including students and teachers attended the workshop.
Punjabi Wikipedia Workshop at Amritsar (by Shiju Alex and Subhashish Panigrahi, September 30, 2012). Nearly 50 participants including students and teachers from eight different schools apart from the students and teachers of Spring Dale School attended the workshop.
Wikipedia Workshop in British Library, Chandigarh (by Subhashish Panigrahi, September 27, 2012). About 32 participants attended the session on Day 1 and 10 participants attended the session on Day 2.

Outreach Sessions in October 2012

Bengaluru: A Hub for Kannada and Sanskrit Wikipedia and other Wikimedia projects! (October 7, 2012, Bangalore). Nitika Tandon, Subhashish Panigrahi and Jessie Wild led the session. Seven Kannada wikipedians participated in the event.

The Access to Knowledge team was approached by Gaurav Prashar, Assistant Dean at Inmantec College, Ghaziabad to organize the workshop. Outreach Sessions in November 2012

Odia Wikipedia Workshop at AML (Academy of Media Learning, Bhubaneswar, November 10, 2012). Odia Wikipedians like Ansuman Giri, Manoranjan Behera and Diptiman Panigrahi participated in this event.
Follow up to Wikipedia Introductory Session (Bharati Vidyapeeth, Delhi, November 19, 2012). A Wikipedia introductory session was organised at Bharati Vidyapeeth Engineering College in Delhi early this year and a follow up session was organised by CIS on November 19, 2012. About 15 participants attended the follow up session.
An Odia Wikipedia Workshop at KMBB (co-organized with CIS and with Odia Wikipedians, KMBB College, Bhubaneswar November 18, 2012). The agenda for the two-and-a-half hour session was to educate students about open source movement, journey of Wikipedia and how to contribute to Odia Wikipedia and how it would help them. Nine active Odia Wikipedians joined to support this event.

Marathi Wiki Workshop at TISS (co-organised with the Wikimedia India Chapter, Tata Institute of Social Science, Mumbai, December 8, 2012). There were about 25 participants (MA and PhD level) and 5 conductors - Yogesh, Nikita, Moksh, Kartik and Nitika.
Wikipedia Workshop at NMAIT (NMAIT, Karkala Taluk, Karnataka December 21, 2012, co-organised in association with Metawings Institute). Subhashish Panigrahi led the session. About 170 engineering students took part in this event.
Wikipedia Workshop at SRM (SRM University, Chennai, Tamil Nadu, December 17, 2012, co-organised in association with Metawings Institute). Noopur Raval participated in the event. About 40 students from different engineering colleges in Chennai participated in the workshop.

Two-day Wiki Workshop in Goa University: An Introduction (by Nitika Tandon, January 15, 2013). The workshop was conducted on December 12 and 13, 2012 along with the Wikipedia community members for M.A. and Ph.D. students at the Goa University. Over 35 participants attended the two-day workshop.

Promoting GLAM in Goa (by Nitika Tandon, January 24, 2013). The Access to Knowledge team organised an introductory Galleries, Libraries, Archives, Museums (GLAM) session at Goa State Central Library on December 13, 2012. About 45 people from over 10 different GLAM institutes in Goa participated in the event.
Konkani in Wikipedia Incubator — Taking it to the Next Level (by Nitika Tandon, January 25, 2013). An introductory session on Konkani in Wikipedia was conducted at the Konkani Department in Goa University on December 12, 2012. About 30 participants took part in the event.

A Wiki Workshop at Raj Kumar Goel Institute of Technology, Ghaziabad (RKGIT, Ghaziabad, January 17, 2013). Around 65 mechanical engineering students from second and third year participated in this workshop.

Digital Literacy Workshop at Department of Arts, Delhi University (University of Delhi, February 5, 2013). A digital literacy workshop was organised at the Department of Arts, Delhi University for students pursuing their masters in Modern Indian Languages and Literary Studies on February 5, 2013. About 30 students and 4 faculty members attended the workshop.

This orientation workshop on Wikipedia was attended by representatives from about 25 Civil Society organizations across India. This was followed up by a hands-on Wikipedia training workshop.
Kannada Wikipedia workshop for bloggers (June 24, 2013, Suchitra, Bangalore). Dr U.B. Pavanaja conducted the workshop and gave a presentation on Kannada Wikipedia.

Education Programme Updates

Launch of Assamese Wikipedia Education program at Guwahati University (by Nitika Tandon, October 22, 2012). The program was launched on October 14, 2012 with 15 post-graduate students (90 per cent of these are women students) under the guidance of Prof. Dulumoni Goswami, Head of the Department of Education, Guwahati University.
Malayalam Wikipedia Education Program: August to October Updates (by Shiju Alex, October 29, 2012). This program is the first of its kind in an Indic language, and Malayalam community is doing the program in collaboration with the IT@School, a project of the Department of General Education, # Government of Kerala, setup in 2001, to foster the IT education in schools. Gujarati Wikipedia Article Competition – 10 schools, 200 students, 20 articles on Gujarati Wikipedia (by Noopur Raval, October 31, 2012). This was a competition to raise Wikipedia awareness and help students discover the joy of writing articles in their native language and an attempt to connect producers having knowledge in Gujarati to a wide audience of more than 4,00,000 readers.
Gujarat Wikipedia Education program:Rajkot (by Noopur Raval, October 31, 2012). This report analyses a series of meetings and workshops held in Rajkot, a city in Gujarat, India during the month of October 2012 including students from the Galaxy Education System, Christ College students and members from the Wikipedia community.
First Odia Wikipedia Education Program to be Rolled Out (by Subhashish Panigrahi, November 30, 2012). Odia wikipedians launched this program at the Indian Institute of Mass Communications, Dhenkanal on November 8, 2012 to bring students to edit articles on Odia wikipedia through a series of assessments by professors.
Odia Education Program (Indian Institute of Mass Communication, Dhenkanal, Orissa, January 26, 2013). This is the first Odia Education Program which ran for three months and 16 students took active part in contributing on various articles on Odia Wikipedia.
Odia Wikipedia Community Brings Wikipedia Education Program to IIMC, Dhenkanal (by Subhashish Panigrahi, February 28, 2013). Sixteen student wikipedians signed up and took part in editing more than a dozen articles on Odia Wikipedia.

Wikivoyage, November 18, 2012: Ravikiran presented the Wikivoyage project and discussions on Wiki Project Karnataka. A total of 13 participants attended this meeting.
Wikidata, December 2, 2012: Lydia Pintscher presented the Wikidata project. The talk covered history of Wikidata project, state of the project and Wikidata India opportunities. About 13 people attended this event.
Wikimedia Meet-up, Hyderabad (7 Hyderabad based Wikimedians attended this meet-up. Abhijith Jayanthi - SIG Hyderabad, Rahimanuddin Shaik - SIG Telugu, Dr. Rajasekhar; Veera Venkata Chowdary, Tausif, Sai Anudeep, and Akhila Thumma came together for a discussion meeting with the CIS-A2K Program Director T. Wikipedia Community members helped the Higher Education Innovation and Research Applications program (HEIRA) of CSCS Bangalore organizes a day-long workshop on ‘Digital Literacy’ at Ahmednagar College, Ahmednagar, Maharasthra on January 17, 2013. During this period, CIS established partnerships with the Goa University, Tata Institute of Social Science, Mumbai, Regional Research Centre, Udupi, etc.

Section E: Indic Wikipedia Visualisation Project

CIS hired Sumandro Chattapadhyay and Sajjad Anwar to work on visualisation of the growth of Indic Wikipedia. Their project takes basic parameters, like page views, total articles and total editors, and compares them over time and across projects:

They have looked into the different aspects of the past and present activities of Indic Wikipedias, and divided the visualisation into three different focus areas:
1. Basic parameters
2. Geographic patterns of edits
3. Exploring topics that receive greatest number of edits. You can read more about Indic Wikipedia Visualisation Project #1: Visualising Basic Parameters
They also worked on visualisation of the page views statistics and the project specific pages. The page views indicate the number of unique visits Wikipedia project concerned has received in one month. Readership Dashboard: The Readership Dashboard combines a line graph showing the movement of page view for a project across the years and bar graphs showing a separate variable for the same project.
Motion Charts: The motion charts help compare Indic Wikipedia Projects across Languages on various parameters such as new editors, new articles, active editors, total editors etc.
Calendar Charts: The calendar charts limits each chart section to 12 months allowing the user to focus on more granular movements of the variable concerned, say the number of new editors per month or page views per month, etc.

Section F: The Access to Knowledge Work Plan (2013 – 2014)

The Access to Knowledge team assessed 12 of the active Indic-language communities based on the community dynamics, growth patterns in readership, and community and edit contribution for drafting this work plan. In putting together this work plan the Access to Knowledge team has extensively engaged with various stakeholders. These include: a) some Wikimedia community in India members across various Indian-language Wikimedia projects; b) some English-language Wikimedia community members from India; c) Wikimedia India chapter executive committee; d) some potential institutional partners; e) a few like-minded advocates of free knowledge; f) Access to Knowledge program Adviser Dr. Tejaswini Niranjana; and g) a few of the Wikimedia Foundation staff. Five languages were selected as core language areas. These include: Bengali, Kannada, Konkani, Odia and Telegu. Some key factors that determined the selection of languages areas included:

The Access to Knowledge team's existing ties with knowledge institutions, groups and individuals.
Willingness of language community to interact and engage with the Access to Knowledge team.
Considering Wikimedia India Chapter EC's suggestion that Access to Knowledge team should work on at least one incubation project.
Access to Knowledge team's familiarity with the languages.

However, choosing these five languages do not necessarily mean that the A2K program would not focus on the other languages rather there would be more programmatic support and organizational ties to be built.

Overall Community Support

Besides the specific programs mentioned under individual language area plans, A2K team will provide overall support to all Indian-language Wikipedia communities. This includes but is not limited to:
Creating awareness through online editing videos, editing guides and digital coverage all in local Indian languages.
Supporting outreach activities
Capacity building to multiply outreach efforts. This would include training sessions to improve presentation skills, audience engagement skills with mock presentations and video recording for feedback. The first Train-the-Trainer program is being planned in June.
Facilitate more qualitative interactions amongst community members with an aim to foster creation of new project ideas in the form of physical meet-ups, hangouts/Skype calls, and small/large scale conferences.
Organize language specific IRCs where community members from that specific language could discuss their plans, issues, concerns, and anything at all.
Encourage community members to share feedback, suggestions or details of any kind of support on A2K's Meta help page.
Supporting communities for bug reporting and following up for resolution. A detailed overall community support page can be found here.

Section G: Team Orientation and Development

Team’s Professional Development

A one-day orientation was organized in CIS where Wikimedia board members Bishakha Datta and Achal Prabhala helped the Access to Knowledge team members to develop an agenda for a period of 6-7 months. They helped team members to find overlaps, prioritise and recognize possibilities to make best use of available resources. The board members also shared learnings, principles and concepts from other movements that could be applied to the Access to Knowledge program.
A one-day orientation program was organized with Wikimedia India Chapter Executive Committee Members to find common minimum program on which both the Chapter and the Access to Knowledge team could work together to achieve common objectives. The orientation also helped define overlapping areas and how the two oragnisations will handle them.
A one-day orientation program was organised with Wikimedia community in India Members such as Tinu Cherian who gave a talk on how to leverage mainstream and social media; Gautam John who organized a workshop on organisational procedures for greater transparency and accountability, and Arun Ramarathnam who spoke about best practices for working with Wikipedia community. This orientation was organized as a part of training and skill development for the Access to Knowledge team members.
Since March 2013 CIS-A2K started having weekly Team Learning Sessions on every Wednesday. However, given the hectic schedules of the Team these could not be organized in a regular manner.

Exits and New Hires

CIS has an office in New Delhi with a five-member team for the Access to Knowledge program. The team is currently headed by T. Vishnu Vardhan, Program Director (Access to Knowledge). Other team members include Tejaswini Niranjana (Distinguished Fellow), Dr. U.B. Pavanaja (Program Officer, Indian Language Initiatives), Nitika Tandon (Program Manager) and Subhashish Panigrahi (Program Officer).

	T. Vishnu Vardhan: Vishnu Vardhan was hired as the new program Director-Access to Knowledge at CIS. Vishnu Vardhan has over the last 11 years worked in various capacities as researcher, grant manager, teacher, project consultant, information architect and translator. Vishnu Vardhan managed the Art, Crafts and Culture portfolio of Sir Ratan Tata Trust and also worked as Research Coordinator at the Centre for the Study of Culture and Society in Bangalore.
	Dr. U.B. Pavanaja joined the team as program Officer, India Language Initiatives on March 4, 2013. Dr. Pavanaja holds a Master’s degree from Mysore University and Ph.D. from Mumbai University. He was a scientist at Bhabha Atomic Research Centre, Mumbai, for about 15 years. He is one of the earliest editors of Kannada Wikipedia. He has to his credit many firsts, viz., first Kannada website, first Kannada online magazine, first Indian language (Kannada) website to receive Golden Web Award, first Indian language (Kannada) editor for Palm OS, first Indian language (Kannada) editor for WinCE device (HP Jornado 720), first Indian language version (Kannada) of universally popular Logo (programming language for children) software, etc.
	Tejaswini Niranjana is a Senior Fellow at the Centre for the Study of Culture and Society (CSCS), Bangalore, and Visiting Professor at Tata Institute of Social Sciences (TISS), Mumbai joined A2K as an Adviser. She guides the Access to Knowledge team in expanding the Indian language Wikipedias and helps in increasing the number of active editors through strategic partnerships with Higher Education institutions across India.

Notes:

The above table gives a picture of the A2K program budget utilization (un-audited) for the period Sept. 2012 to June 2013. Thus it is important that these figures be read as provisional figures, which could change post the statutory audit as per the Indian laws binding a Registered Society.
Approximately there is a 31% underspending of the Budget during the ten month period. This is mainly because of the transition of the program to CIS took sometime along with delays in the recruitment of the New Program Director. CIS-A2K has requested the WMF for a reallocation of the Budget since then.

CIS' Comments on the Department of Biotechnology and Department of Science Open Access Policy

In July 2014, the Department of Biotechnology and the Department of Science, Ministry of Science and Technology, Government of India released a draft Open Access Policy. CIS participated in discussions along with experts brought on board by the Drafting Committee to develop and review the open access policy. As a follow-up, CIS prepared comments to the draft Policy. This post makes available CIS' comments to the draft Policy.

The Policy was drafted after multiple rounds of consultation with Ministry officials, eminent academics and experts with prior experience of drafting open-access policies, and CIS. COMMENTS ON THE

PROPOSED OPEN ACCESS POLICY OF THE DEPARTMENT OF BIOTECHNOLOGY AND DEPARTMENT OF SCIENCE

THE CENTRE FOR INTERNET AND SOCIETY, INDIA

I. PRELIMINARY

1. This submission presents preliminary clause-by-clause comments by the Centre for Internet and Society (“CIS”) on the Proposed Open Access Policy (“the Policy”) of the Department of Biotechnology (“DBT”) and Department of Science (“DST”).

2. This submission is based on the draft document for an open access policy by the DBT/DST. The draft document may be accessed on the website of the DBT.^¹

3. CIS commends the Ministry of Science and Technology, Government of India for its efforts at seeking inputs from various stakeholders prior to the release of its open access policy. CIS is thankful for the opportunity to have been a part of the discussion during the framing of the Policy; and to provide this clause-by-clause submission, in furtherance of the feedback process continuing from the aforesaid draft Policy.

II. OVERVIEW

4. The Centre for Internet and Society is a non-governmental organization engaged in research and policy work in the areas of, inter alia, access to knowledge and openness.^² This clause-by-clause submission is consistent with CIS’ commitment to safeguarding general public interest, and the interests and rights of various stakeholders involved. Accordingly, the comments in this submission aim to further these principles and are limited to those clauses that most directly have an impact on them.

III. CLAUSE-BY-CLAUSE COMMENTS AND ANALYSIS

5. “An important function of DBT/DST is to support basic, translational and applied scientific research through the creation of suitable infrastructure, by providing funding to individual scientists, institutions and start-ups, and through any other means deemed necessary.”

5.1. CIS has observed the superior standard of scientific research and development performed at DST/DBT^³, and the steps taken to create high quality infrastructure by providing direct and indirect funding to several individual scientists, institutions and start-ups.

5.2. CIS strongly supports DBT/DST’s endeavour to extend the benefits of scientific research to the public produced by the persons in the foregoing comment by creating an open access policy.

5.3. CIS believes that the creation of an open access policy will advance the “creation of suitable infrastructure” by DBT/DST. Further, academic literature argues that open access works have a greater impact than works that are not freely available^⁴ and the public ought to benefit from research funded by the taxpayers’ money.^⁵

6. “Since all funds disbursed by DBT/DST are public funds, it is important that the information and knowledge generated through the use of these funds are made publicly available as soon as possible.”

6.1. The Policy proposes usage of the phrase “made publicly available.”

6.2. It is submitted that the phrase “made publicly available” does not sufficiently convey or establish the specific rights of the public with regard to the use of the information and knowledge generated at DBT/DST.

6.3. Under Indian Copyright law^⁶, the Government is the first owner of research “made or published under the control or direction” of any of its department or public undertaking in the absence of a contract to the contrary. Therefore, the Government is the owner of the knowledge and information generated at DBT/DST.^⁷ The author by virtue of section 57 of the Indian Copyright Act, 1957, however, retains the following rights in the publication:

a. Identification right or attribution right;

b. Right to maintain integrity in the work; and

c. Right to prevent destruction of the work.

These rights are collectively known as the author’s moral rights. They remain with the author even after assignment of the copyright or first ownership vesting with the Government. Whereas, the Policy permits unfettered access to research, there are limitations on further use of the work placed on third parties by virtue of the aforementioned rights.

6.4. CIS, therefore, in support of maintaining precision of the Policy recommends use of the phrase “made publicly available as soon as possible, subject to limitations prescribed under Indian law.”

6.5. CIS strongly supports the Policy’s rationale to make all knowledge openly accessible because it is produced by public funding. The rationale also aligns with academic literature advocating that the public ought to benefit from research funded by the taxpayers’ money.^⁸

7. “Research funded by DBT/DST results in new ideas and knowledge. However, DBT/DST will not underwrite article processing charges levied by some journals.”

7.1. CIS observes that while a majority of open access publications may not charge subscription or other access fees, they usually cover their operating expenses through other sources by levying processing fees paid by or on behalf of authors for submission to or publication in the journal.^⁹

7.2. CIS believes that the Policy should not cause detriment to persons performing research under DBT/DST, safeguard each person’s interest and career advancement. DBT/DST must create suitable infrastructure to accommodate prevalent practices and ensure the best support for its researchers.

7.3. CIS, therefore, suggests the need to establish a durable mechanism for underwriting reasonable publication charges for articles written by its faculty and published in fee-based open-access journals and for which other institutions would not be expected to provide funds.^¹⁰

7.4. The following methods may be elected to further the aforementioned comment:

a. DST/DBT may insert a provision to factor Article Processing Charges into the researcher’s grant; or

b. DST/DBT may establish an OA Publishing Fund. Funding may emerge from potential sources such as the institution al research division responsible with tracking and managing grant funding.

c. DST/DBT may purchase an institutional membership with OA publishers. Several major OA publishers discount their processing charges if an author is affiliated with an institution that has a membership.^¹¹

8. “The DBT/DST affirms the principle that the intrinsic merit of the work, and not the title of the journal in which an author’s work is published, should be considered in making future funding decisions. DBT/DST does not recommend the use of journal impact factors, as a surrogate measure of the quality of individual research articles, to assess an individual scientist’s contributions, or in hiring, promotion, or funding decisions.”

8.1. CIS strongly believes that the policy successfully creates a level playing field for assessment of quality of publications by making the title of the journal irrelevant.

8.2. CIS observes that the particular clause uses “title of the journal” to imply that the title is irrelevant as a factor to judge the merit of the work; whereas in the following sentence uses “DBT/DST does not recommend the use of journal impact factors” as a factor to assess quality of the work. The synonymous use creates an impression that “journal impact factor” is similar to “title of the journal”, which is a specious representation.

8.3. CIS submits that “journal impact factor” is a measure reflecting the average number of citations to recent articles published in the journal, and is only one of the many methods of calculating quality of a publication.^¹²

8.4. CIS suggests that the clause may be amended as follows, insofar as the preceding comments are concerned:

“The DBT/DST affirms the principle that the intrinsic merit of the work, and not the title of the journal in which an author’s work is published, should be considered in making future funding decisions. DBT/DST does not recommend the use of journal impact factors either, as a surrogate measure of the quality of individual research articles, to assess an individual scientist’s contributions, or in hiring, promotion, or funding decisions.”

8.5. Further, CIS submits that open access is in a nascent stage in Indian academia, and a person performing research under DBT/DST may lose external benefits by adhering to this clause. In reality, open access journals are yet to cultivate the high quality readership that certain subscription based journals enjoy. The clause prematurely puts a burden on researchers to not publish in subscription based journals enjoying a stellar reputation. Further, mere posting in online repositories will not ensure that the research will be successfully read and critiqued by other members of the academia.

8.6. CIS believes that DBT/DST should provide sufficient infrastructure and freedom to allow researchers to publish by a method of their choice, and not put unnecessary restrictions on the same.

9. “The DBT/DST believe/s that maximizing the distribution of these publications by providing free online access by depositing them in a gratis open access repository is the most effective way of ensuring that the research it funds can be accessed, read and built upon. This, in turn, will foster a richer research culture.”

9.1. CIS strongly agrees with DBT/DST’s method of disseminating research. The method is in harmony with the principles of open access since it provides free online access by depositing manuscripts in an open access repository.

9.2. CIS submits that the clause may include depositing full-text, metadata and supplementary materials in addition to the paper, in consonance with Clause 12 of this submission.

10. “Grantees can make their papers open-access by publishing in an open-access journal or, if they choose to publish in a subscription journal, by posting the final accepted manuscript to an online repository.”

10.1. The clause indicates that papers may be made open access via two routes, firstly, publishing the paper in an open-access journal, and secondly, publishing the paper in a subscription journal. Publishing the paper in a subscription journal entails the grantee to also post the final manuscript to an online repository.

10.2. CIS strongly supports the Policy’s direction to grantees to deposit “the final accepted manuscript to an online repository” upon adoption of the second route.

10.3. However, CIS believes that to ensure that ends of open access completely meet; the papers should be mandatorily deposited in online repositories which are freely accessible to the public i.e. following the Green OA route completely.

10.4. To strengthen foregoing comment, CIS strongly suggests establishment of a central online repository under the aegis of DST/DBT. This will guarantee open access to the manuscript in the unfortunate case of the institutional repository failing or delaying in tying up with other institutional repositories and the central repository.

10.4. It is submitted that the clause may be accordingly amended as follows^¹³:

“Grantees can make their papers open-access by publishing in an open-access journal and posting the final manuscript to a central online repository, or by publishing in a subscription journal and posting the final accepted manuscript i.e. the pre-print version to the central online repository. A preprint is any version of the paper prior to peer-review and publication, usually the version submitted to a journal.”

What should be deposited?

11. “The final accepted manuscript (after refereeing, revision, etc.) resulting from research projects fully or partially funded by DBT/DST or performed using infrastructure built with the support of DBT/DST and to appear in peer-reviewed professional journals. This also includes review articles, both invited and author initiated, for those who received funding from DBT/DST during that period.”

11.1. It is submitted that the clause fails to declare the applicability of the Policy to non-peer reviewed works, inter alia, doctoral dissertations.

11.2. CIS observed that the DBT offers post-graduate programs, including the DBT Postdoctoral Fellowship (DBT- PDF) programme and Post-Graduate programs, inter alia.^¹⁴

11.3. CIS supports the extension of the policy to works produced under all programs at DBT/DST (mentioned in the foregoing comment) to increase the efficacy of the Policy and to fulfil greatest dissemination of public funded research.

12. “The full-text of the paper and metadata should be deposited. Supplementary materials should be made available along with the publication. At the end of the full-text the acknowledgement should carry the grant number.”

12.1. CIS strongly supports the deposit of metadata, full-text of the paper to be made available along with other supplementary materials.

12.2. This clause rightly seeks supplementary material to ensure holistic access to the research.

12.3. CIS believes that DST/DBT should ensure that the aforementioned material is deposited in a machine readable format thereby permitting accurate search across the open access infrastructure and supporting interoperability. This will lead to a high degree of openness and foster a more rigorous academic culture.

12.4. In furtherance of the preceding comment, CIS submits that DBT/DST may use Digital Object Identifiers (“DOI”) to create persistent citations of publications available online. DOI ensures interoperability across systems and accurate linking of all material in relation to a publication. OECD has successfully implemented the system in its library system, namely, the OECD iLibrary.^¹⁵

12.4. CIS encourages DBT/DST to develop a more detailed policy on issues affecting the infrastructure required to successfully implement open access at it.

13. “Papers resulting from funds received from the fiscal year 2012-13 onwards are required to be deposited. Authors are strongly urged to also deposit final accepted manuscripts from funding received in earlier years.”

13.1. CIS strongly agrees with the scheme of depositing papers.

13.2. It is submitted that this clause will dispel ambiguity for requirement of depositing papers published prior to 2012.

Where to deposit?

14. “The manuscript should be deposited in the grantee’s own institution’s interoperable institutional repository (IR). If the institution does not yet have an IR of its own, then the paper should be deposited in the central repository, which will be created by DBT/DST.”

14.1. CIS strongly supports depositing papers in the aforementioned repositories.

14.2. It is submitted that the manuscript may be mandatorily be deposited in a central online repository (as suggested in the preceding comments), in addition to the grantee’s own institution’s interoperable institutional repository.^¹⁶ This will guarantee open access to the manuscript in the unfortunate case of the institutional repository failing or delaying in tying up with other institutional repositories and the central online repository.

When to deposit?

15. “Deposits should be made within one week of acceptance by the journal. However, if the journal insists on an embargo, the material should still be deposited, but the repository will keep the deposited papers non-OA and only make it fully OA at the end of the embargo period.²Suggest that the period of embargo not be greater than one year.”

15.1. CIS strongly supports the time-frame provided for depositing the paper, and the subsequent clause for keeping the paper “dark OA” in the case of an embargo placed on the paper by the publisher.

15.2. CIS suggests that the sentence “Suggest that the period of embargo not be greater than one year” be re-framed to reflect a conclusive position of the DST/DBT.

15.3. CIS submits that the clause may be amended as follows:

“Deposits should be made within one week of acceptance by the journal. However, if the journal insists on an embargo, the material should still be deposited, but the repository will keep the deposited papers non-OA and only make it fully OA at the end of the embargo period. The embargo should operate for a maximum period of one year.”

Who should deposit?

16. “This policy applies to individual scientists/institutions who have directly received ad-hoc funding or other support/benefits/infrastructure from DBT/DST as well as to scientists working at DBT/DST-aided autonomous institutions who benefit directly or indirectly from the infrastructure and core funding provided by DBT/DST.”

16.1. CIS strongly supports the inclusion of scientists and researchers into the scope of the Policy.

16.2. It is submitted that extending the scope of the Policy to apply to direct beneficiaries as well as indirect beneficiaries of DBT/DST funding/infrastructure shall ensure open access to a large amount of invaluable research.

16.3. The clause may be amended as follows:

“This policy applies to individual scientists/researchers/institutions who have directly received ad-hoc funding or other support/benefits/infrastructure from DBT/DST as well as to scientists/researchers working at DBT/DST-aided autonomous institutions who benefit directly or indirectly from the infrastructure and core funding provided by DBT/DST.”

17. “The principal investigator (PI) or someone authorized by the PI, or anyone authorized by the head of the institution where the work is carried out (such as the librarian), can deposit the papers. Both the PI and the head of the institution will be responsible for timely deposit of the paper.”

17.1. CIS supports the process chalked out to deposit the papers.

17.2. It is submitted that a formal procedure shall ensure efficient and timely deposit of the papers.

Depositing in a repository is mandatory

18. “Unless the deposit ID is quoted in the project report as well as in future proposals for funding, the proposals will not be considered.

In the rare case where the PI or head of the institution has some valid reasons for not complying with these requirements they should give a suitable explanation in the final report.

For research carried out in institutions under the administrative control of DBT/DST:

Authors of papers that will have no such deposit ID shall not be considered for promotion/appointment/ award/Fellowship/Research Grant.”

18.1. CIS supports the procedure to ensure mandatory deposits in a repository.

18.2. It is submitted that creating unique deposit IDs shall ensure that the PI or head of the institution oversees the process of making a paper open access more efficiently. Further, the clause incentivises authors to gain a deposit ID by depositing their papers in a repository, thereby maximizing open access.

How to deposit?

19. “In case of IRs, the IR administrator (and his/her team) will deposit the material on behalf of the authors. If one wants to deposit the material in the central repository, the author (or one of the authors in case of many) should forward the material to the administrator of the central repository. Those who want to self-archive in an IR may obtain the credentials from the administrators.”

19.1. The clause prescribes the methods prescribed in the Policy to deposit a paper.

19.2. However, CIS believes that depositing papers in the Central repository should be mandatory, since tie-ups with the institutional repositories may fail or get delayed. The Policy should aim at reducing administrative barriers in interest of making papers open access in the least amount of time.

Copyright

20. “In case the scientist produces research as part of her employment with a government body, the copyright vests in the government body, unless otherwise agreed upon to the contrary. Therefore, if the copyright continues to vest in the Government, transfer of rights would have to be by the Government, or by the scientist after prior permission from the Government. If the research has been produced by the scientist in the course of her employment with any institution, copyrights vests in the institution concerned, unless otherwise agreed upon to the contrary. The institution should retain the right to make the articles freely available gratis, whether the journal is open- access or subscription-based.”

20.1. CIS strongly supports the Policy in regard to informing the author about their ownership rights in the research.

20.2. CIS strongly supports a legal arrangement whereby the author is transferred complete copyright in his/her work; and the Government retains a non-exclusive, irrevocable and perpetual licence to disseminate the work publicly for the purposes of this Policy.

20.3. In furtherance of the preceding comment, the clause may be amended as follows:

“In case the scientist/researcher produces research as part of her employment with a government body, the copyright legally vests in the government body, unless otherwise agreed upon to the contrary. In the interest of the authors, the Government will transfer copyright in the work to the author, subject to reservation of certain rights. The Government should retain the right to reproduction of works, to issue copies of the works freely available gratis, whether the journal is open- access or subscription-based.”

21. “The DBT/DST recommend/s that all authors receiving funds from DBT/DST should, at the time of returning the copyright transfer form, inform the publisher that they would retain the right to place the full-text of the final author version in the institution’s IR and DBT/DST Central. This can be achieved by attaching to the copyright transfer agreement the DBT/DST author addendum.”

21.1. CIS strongly supports the pre-condition to be placed by the authors before the publisher before permitting publication of their papers.

21.2. It is submitted that retaining the right to deposit papers in the appropriate repositories shall ensure open access to research produced by the authors, and place a legal obligation on the publisher to honour the principle of open access by virtue of the copyright transfer agreement.

IV. CONCLUDING OBSERVATIONS

22. The Centre for Internet and Society welcomes the opportunity to comment on the proposed Open Access Policy of the Department of Biotechnology and Department of Science and commends the Ministry of Science and Technology, Government of India for its initiative in seeking inputs from the stakeholders.

23. To that end, reiterating its commitment to the values of access to knowledge, openness, freedom of information, protection of general public interest and safeguarding various stakeholders’ interests and rights, the Centre for Internet and Society presents the following concluding observations:

a. That the Policy uses the phrase “made publicly available as soon as possible, subject to limitations prescribed under Indian laws” to adequately convey its purposes.

b. That the Policy may create various mechanisms for underwriting reasonable publication charges for articles written by its faculty and published in fee-based open-access journals and for which the respective institutions would not be expected to provide funds. The mechanisms are as follows:

(i) DST/DBT may insert a provision to factor Article Processing Charges into the researcher’s grant; or

(ii) DST/DBT may establish an OA Publishing Fund. Funding may emerge from potential sources such as the institutional research division responsible with tracking and managing grant funding.

(iii) DST/DBT may purchase an institutional membership with OA publishers.

c. That the Policy should clearly distinguish between journal impact factors and title of the journal in respect of assessing the quality of the publication

d. That to ensure that ends of open access completely meet; the papers should be mandatorily deposited in a central online repository (established by DBT/DST) which is freely accessible to the public i.e. following the Green OA route in toto.

e. That non- peer reviewed works produced at DBT/DST, in addition to peer reviewed works also be deposited by the authors and therefore be included in the appropriate clause.

f. That to ensure that the full-text, meta data and supplementary material is deposited in a machine readable format thereby permitting accurate search across the open access infrastructure; The policy may develop a more rigorous plan for creating adequate infrastructure to ensure interoperability.

g. That the Policy may consider using DOI to establish a robust infrastructure.

h. That the manuscript may be mandatorily deposited a central online repository, in addition to the grantee’s own institution’s interoperable institutional repository to ensure that ends of open access are met.

i. That the copyright should vest with the author and the Government may retain rights to reproduction of the work in order to issue free copies of the work to the public.

j. That certain sentences be suitably modified, as discussed in the preceding sections of these comments.

k. That the Policy fails to establish a target timeline to achieve the objectives and setting up of required infrastructure, thereby rendering the collaborative obligations and duties of various stakeholders undefined. The Policy may insert a clause for the same as follows:

“Targets of the DST-DBT Open Access Policy Implementation (broadly):

Conclude the final terms and conditions of the Policy by <insert date>.
Create a central online repository for authors to submit their material by <insert date>.¹⁷
Encourage institutions to create respective institutional repositories.
Create a website with a user-friendly interface to enable access to the public by <insert date>”

That the Policy fails to address the remedies for non-compliance of its terms and condtitions by any party i.e Government, institution, researcher/scientist. A clause may be inserted as follows:

“Compliance

Researcher/scientist

1. In the event of the researcher/scientist entering into an agreement with a journal publisher, which stipulates unreasonable conditions on the accessiblity, thereby being incompatible with the Policy, the terms of the Policy shall have an overriding effect with regard to making the material publicly accessible.

Institution

2. The insititution shall faciliate and assist the author in depositing the required material in the central online repository.

Government

3. The Government shall enter into a copyright transfer agreement with the author contemporaneously alongwith the conclusion of the employment agreement, and agree to transfer the copyright to the author whilst reserving a non-exclusive, irrevocable and perputal right of reproduction and dissemination of the material deposited. In the absence/violation of a copyright transfer agreement, the Policy grants the researcher/scientist the copyright in the material so authored.”

24. The Centre for Internet and Society would be willing discuss these submissions with the Ministry of Science and Technology, Government of India; and supplement these with further submissions if necessary, and offer any other assistance towards the efforts at developing an open access policy for the DBT/DST.

CIS Signs MOU with TISS, Mumbai

The Access to Knowledge (A2K) team from the Centre for Internet and Society (CIS) has signed a MOU with the Tata Institute of Social Science (TISS), Mumbai.

Institutional partnerships (especially in the higher education context) is a cross-cutting activity across A2K's various language plans and also the pilot project. A2K Team is happy to share with you an important outcome on this front.

CIS-A2K has signed a MoU with TISS as part of which we will collaboratively work towards building Digital Knowledge Partnerships with select higher education institutions. The objective is to enhance digital literacy in the Indian languages and facilitate collaborative knowledge production and free dissemination. A2K along with TISS will co-design and jointly implement relevant training programmes to achieve this. Further, within TISS campuses we will endeavour to bring teaching-learning processes onto free and open digital platforms, including Indian language Wikipedias. The A2K team would like to acknowledge the pivotal role played by our Adviser Dr. Tejaswini Niranjana in buildig this collaboration.

We'll keep you posted as and when new developments shape up and would like to actively involve Mumbai Wikipedians in planning, designing and rolling out Wikipedia training programmes.

CIS Signs MoU with Mysore University

CIS-A2K signed a memorandum of understanding (MoU) with the University of Mysore for converting to Unicode and re-releasing their encyclopaedia under Creative Commons License. Dr. U.B. Pavanaja on behalf of the CIS-A2K team signed the MoU.

Registrar and VC Prof. K.S. Rangappa was present on the occasion. The signing of the MoU took place on February 22, 2014. As part of the MoU CIS will convert and upload the encyclopaedia into Kannada Wikisource and then it will be moved to Kannada Wikipedia.
