Welcome to the Centre for Internet and Society newsletter! In this issue we bring you the updates of our research, events, media coverage and videos of the events organized by us during the month of February 2012!

Accessibility

Around 70 million disabled persons in India are unable to participate in information societies as lack of compliance with accessibility standards make interfaces impossible to use, and retrograde copyright and patent policies make it impossible to access knowledge. Accessibility is denied in banking services, web and mobile interfaces, etc. Material for the disabled therefore needs to be converted into accessible formats. The programme has resulted in outputs such as Web Accessibility Policy Making, Making Mobile Phones and Services Accessible for Persons with Disabilities, Accessibility Policy Making: An International Perspective, e-Accessibility Policy Handbook for Persons with Disabilities, Universal Service for Persons with Disabilities: A Global Survey of Policy Interventions and Good Practices, etc.

Featured Research

Web Accessibility Policy Making: An International Perspective: G3ict and the Centre for Internet and Society are pleased to announce the publication of a new, improved edition of the Web Accessibility Policy Making: An International Perspective. The report published in cooperation with the Hans Foundation provides an updated synopsis of the many policies that governments have implemented around the world to ensure that the Internet and websites are accessible to persons with disabilities.

Event

ITU Tutorial on Audiovisual Media Accessibility (India International Centre,New Delhi, March 14 to 15, 2012): At the invitation of the Centre for Internet and Society, in cooperation with the ITU-APT Foundation of India, International Telecommunication Union is organizing a two-day Tutorial on Audio Visual Media Accessibility. The Tutorial will be preceded by the fourth meeting of the Focus Group on Audio Visual Media Accessibility on March 13, 2012. The meeting will take place in the same venue and will be hosted by the Centre for Internet and Society in cooperation with the ITU-APT Foundation of India.

Access to Knowledge

With the emergence of digital technologies and the unprecedented growth of the Internet and other related technologies, intellectual property rights (IPRs) the questions of ownership and control of information have become crucial. The programme focuses on the inequitable distribution of IPR, royalty, outflows, and beneficiaries of intellectual property regimes, the lack of balance in current IPR regimes [local, national and international] between consumer rights and IPR-owners’/corporation’s rights. The programme has produced analyses such as WIPO Treaty for the Print Disabled, WIPO Broadcast Treaty, Copyright Amendment Bill and Parallel Importation of Books.

Recently, the Centre for Internet and Society organised a public lecture in its office, the video is now online.

Gandhi, Freedom, and the Dilemmas of Copyright: (Centre for Internet and Society, Bangalore, January 30, 2012). Prof. Shyamkrishna Balganesh from the University of Pennsylvania gave a lecture on Gandhi, Freedom, and the Dilemmas of Copyright.

Openness

The advent of the Internet has radically defined what it means to be open and collaborative. Even the Internet is built upon open standards and free/libre/open source software. The broad rubric of the ‘Openness’ programme focuses to provide evidence based research that will help inform policy and practice of the local, national, regional, bilateral and international policies and practices around Open Government Data, Open Access to Scholarly Literature, Open Access to Law, Open Content, Open Video, Open Standards and Free/Libre/Open Source Software. The programme has resulted in reports such as Open Government Data Study, Online Video Environment in India, a reader on the Wikipedia titled Critical Point of View: A Wikipedia Reader and a film titled People are Knowledge – Experimenting with Oral Citations on Wikipedia.

Event Report

Francis Bags EPT Award for Open Access in Developing World, (Sambasivan Auditorium, MS Swaminathan Research Foundation, Chennai, February 14, 2012). The award function was organized by the Electronic Publishing Trust for Development and the Centre for Internet and Society. Prof. Subbiah Arunachalam gave the welcome address. Free Arduino Workshop (For Beginners): (Centre for Internet and Society,Bangalore, March 3, 2012). The Centre for Internet and Society organised the Arduino workshop in Bangalore.

Internet Governance

Governments and private corporations are engaging in human rights violations online. Many different rights are impacted by internet governance policy changes. The growing phenomenon of illegal electronic surveillance by state and non-state actors and censorship of speech online are some specific problems that the Internet Governance programme seeks to address by providing evidence based research that will help inform policy and practice of the local, national, regional, bilateral and international privacy regime in the interests of the public in sectors key to information societies with a particular focus on information technology, privacy and freedom of expression. The programme has resulted in outputs such as Banking, Telecommunications, Consumer Protection, IT Act, Limitations, Copyright, Internet Protocol, Media, Sexual Minorities, UID and policy submissions such as, NIA Bill, IT Act, National Policy on Electronics, Cyber Café Rules, Security Practices Rules, and Intermediary Due Diligence Rules.

Privacy India in partnership with Privacy International, UK, the Centre for Internet and Society, Bangalore, and Society in Action Group, Gurgaon is pleased to bring you the draft chapters of its book on Privacy in India. The High Level Privacy Conclave (Paharpur Business Centre, Nehru Place Greens, New Delhi, February 3, 2012): India is in dire need of privacy law; experts say government is ironically creating huge national security risks in attempts to prevent crime and terrorism. The event was organized by Privacy India in partnership with the International Development Research Centre, Canada, Privacy International, UK and Society in Action Group, Gurgaon. Sunil Abraham was a Conclave Advisor and the moderator for the session on Internet and Privacy, Malavika Jayaram moderated in the panel on National Security and Privacy, and Elonnai Hickok spoke in the session "The Way Forward".

All India Privacy Symposium: (India International Centre, New Delhi, February 4, 2012): Experts gathered in Delhi for a public symposium on privacy, transparency, e-governance and national security in India. The event was organized by Privacy India in partnership with the International Development Research Centre, Canada, Privacy International, UK, Commonwealth Human Rights Initiative and Society in Action Group, Gurgaon. The webcast of the event is online. Sunil Abraham was a Symposium Advisor and moderated in the panel on Privacy and Transparency. Elonnai Hickok gave the welcome address and spoke in the session, “The Way Forward”. Prashant Iyengar was the moderator for the panel on Privacy and Banking. Malavika Jayaram spoke in this panel.

Privacy Matters — Analyzing the "Right to Privacy Bill", (Indian Institute of Technology, Bombay). Privacy India in partnership with International Development Research Centre, Canada, Indian Institute of Technology, Bombay, the Godrej Culture Lab, Tata Institute of Social Sciences, Mumbai and the Centre for Internet and Society organised this event.

Free Speech Online in India under Attack?, (Centre for Internet and Society, Bangalore, December 22, 2011). The event was co-organised with the Internet Democracy Project. Achal Prabhala, Lawrence Liang and Anja Kovacs gave a lecture on freedom of expression online in India.

Telecom

The growth in telecommunications in India has been impressive. While the potential for growth and returns exist, a range of issues need to be addressed for this potential to be realized. One aspect is more extensive rural coverage and the second aspect is a countrywide access to broadband which is low at about eight million subscriptions. Both require effective and efficient use of networks and resources, including spectrum. The programme has resulted in reports such as India's untapped potential: Are a billion people losing out because of spectrum?, India Study Tour - Report: The South African Telecommunications Sector: Poised for Change and the Unlicensed Spectrum-Policy Brief for Government of India NTP '11.

Unlicensed Spectrum-Policy Brief for Government of India NTP '11 by Satyen Gupta, Sunil Abraham and Yelena Gyulkhandanyan: The research paper aims to recommend unlicensed spectrum policy to the Government of India based on recent developments in wireless technology, community needs and international best practices, and seeks to demonstrate the need for and importance of unlicensed spectrum as a medium for inexpensive connectivity in rural/remote areas, as well as catalyzing innovation by being a barrier-free and cost-effective platform for the testing and implementing of new technologies.

An Interview with Stephen Song: Yelena Gyulkhandanyan interviewed Stephen Song, the founder of Village Telco, an initiative to bring practical and inexpensive communication network infrastructure to rural and remote areas. He spoke about factors that catalyzed the initiative, the benefits of the network, some challenges, and the Mesh Potato.

Digital Natives with a Cause?

Digital Natives with a Cause? is a knowledge programme initiated by the Centre for Internet and Society, India and Hivos, Netherlands. It is a research inquiry that seeks to look at the changing landscape of social change and political participation and the role that young people play through digital and internet technologies, in emerging information societies. The programme has resulted in a four-book collective titled Digital AlterNatives with a Cause? and reports such as Digital Natives with a Cause? A Report and Digital Natives with a Cause? Thinkathon: Position Papers.

Events

Digital Natives Video Contest: Twenty-one candidates have been shortlisted, videos will be online soon. Voting begins from March 10, 2012. The Centre for Internet and Society is co-organising the video contest with Hivos, Netherlands.

Essay Review: Digital AlterNatives with a Cause: The monthly essay review for the four book collective of Digital AlterNatives with a Cause? was held from February 17 to February 26, 2012. The Centre for Internet and Society co-organized the “Essay Review” with Hivos, Netherlands.

FUEL Kannada - Workshop on Kannada Computing Terminology: A two days workshop on the standardization of Kannada computing terminologies was organized on January 28 and 29, 2012 at the Centre for Internet and Society, Bangalore under the FUEL project. The workshop was organised by Sanchaya and sponsored by Red Hat.

Will open access replace costly commercial publishing models?: “Most scientists in India are forced to work in a situation of information poverty. Others are unable to access what Indian researchers are doing, leading to low visibility and low use of their work. Thus, Indian work is hardly cited. Researchers@Work

RAW is a multidisciplinary research initiative. CIS believes that in order to understand the contemporary concerns in the field of Internet and society, it is necessary to produce local and contextual accounts of the interaction between the Internet and socio-cultural and geo-political structures. To build original research knowledge base, the RAW programme has been collaborating with different organisations and individuals to focus on its three year thematic of Histories of the Internets in India. Digital Natives

CIS has interest in developing Digital Identities as a core research area and looks at practices, policies and scholarships in the field to explore relationships between Internet, technology and identity. Accessibility

Estimates of the percentage of the world's population that is disabled vary considerably. But what is certain is that if we count functional disability, then a large proportion of the world's population is disabled in one way or another. At CIS we work to ensure that the digital technologies, which empower disabled people and provide them with independence, are allowed to do so in practice and by the law. To this end, we support web accessibility guidelines, and change in copyright laws that currently disempower the persons with disabilities.

Intellectual Property

CIS believes that access to knowledge and culture is essential as it promotes creativity and innovation and bridges the gaps between the developed and developing world positively. Hence, the campaigns for an international treaty on copyright exceptions for print-impaired, advocating against PUPFIP Bill, calls for the WIPO Broadcast Treaty to be restricted to broadcast, questioning the demonization of 'pirates', and supporting endeavours that explore and question the current copyright regime. Internet Governance

Although there may not be one centralised authority that rules the Internet, the Internet does not just run by its own volition: for it to operate in a stable and reliable manner, there needs to be in place infrastructure, a functional domain name system, ways to curtail cyber crime across borders, etc. The Tunis Agenda of the second World Summit on the Information Society (WSIS), paragraph 34 defined Internet governance as “the development and application by governments, the private sector and civil society, in their respective roles, of shared principles, norms, rules, decision-making procedures, and programmes that shape the evolution and use of the Internet.” CIS involvement in the field of Internet governance has taken the following shape:

CIS is doing a project, ‘Privacy in Asia’. It is funded by Privacy International (PI), UK and the International Development Research Centre, Canada and is being administered in collaboration with the Society and Action Group, Gurgaon. The two-year project commenced on 24^th March 2010 and will be completed as agreed to by the stakeholders. It was set up with the objective of raising awareness, sparking civil action and promoting democratic dialogue around challenges and violations of privacy in India. In furtherance of these goals it aims to draft and promote over-arching privacy legislation in India by drawing upon legal and academic resources and consultations with the public.

FDC recognition for the Centre for the Internet and Society

The Wikimedia Foundation Board has published a resolution declaring the Centre for Internet and Society as eligible for funding through the Annual Plan Grants program.

The resolution was approved at the Board's November 2013 meeting.

Whereas, the Wikimedia Foundation (WMF) and the Centre for the Internet and Society (CIS) have engaged in a working relationship in support of the mission goals of the Wikimedia movement in India since September 1, 2012;

Whereas, the Board would like to ensure that the activities and initiatives of CIS and its grants and payments received from WMF in support of the mission goals of the Wikimedia movement are subject to the review and recommendations of the Funds Dissemination Committee (FDC) to ensure the best consideration and use of donor monies;

Whereas, the Board recognizes that the work of CIS is comparable to that of other Wikimedia-affiliated entities in support of the mission goals of the Wikimedia movement;

Resolved, that, for purposes of eligibility to submit funding requests to the FDC, the FDC should treat the CIS as it would treat an eligible Wikimedia-affiliated entity for the limited term of CIS’ agreement with WMF.

Father-son duo promote Punjabi online

A father-son duo has been working to include more information about Punjab and Punjabi on Wikipedia, the online encyclopaedia.

The article by Jatinder Preet was published in the Sunday Guardian on February 1, 2014.

Charan Gill and his son Satdeep Gill have written hundreds of articles in English, Hindi and Punjabi in both Shahmukhi and Gurmukhi scripts. The father-son duo recently represented Punjabi in the first ever Train the Trainer Program in India, held at the Centre for Internet and Society (CIS-A2K) in Bangalore. The four-day event was organised for capacity building amongst Wikimedia volunteers for effective and efficient outreach programs in their respective regions to expand the Wikimedia movement in India, informed Charan Gill.

Satdeep Gill, a graduate student at Punjabi University, Patiala was already a contributor to the Punjabi Wikipedia when he attended a workshop held by veteran Punjabi Wikipedian G.S. Guglani. Satdeep became quite active after the workshop and soon his father too joined in. Charan informs he has contributed around 2700 articles, while Satdeep who is one of the administrators, has written around 600 pages. When he started there were around 3000 articles and there were too many factual and other errors, said Charan. He started editing older articles and adding newer ones along with Satdeep. There were others who joined in and now it has around 8700 articles. "Our target is to reach 10,000 by April," said Charan.

Extending The Spectrum Of Openness To Include The Moral Right To Share

Prefixing concepts with the epithet "open" has become something of a fashion over the last decade. Beginning with open source, we've had open content, open access, open data, open science, and open government to name but a few. Indeed, things have got to the point where "openwashing" -- the abuse of the term in order to jump on the openness bandwagon -- is a real problem. But a great post by David Eaves points out that the spectrum of openness actually extends well beyond the variants typically encountered in the West:

While sharing and copying technologies are disrupting some of the ways we understanding "content," when you visit a non-Western country like India, the spectrum of choices become broader. There is less timidity wrestling with questions like: should poor farmers pay inflated prices for patented genetically-engineered seeds? How long should patents be given for life-saving medicines that cost more than many make in a year? Should Indian universities spend millions on academic journals and articles? In the United States or other rich countries we may weigh both sides of these questions -- the rights of the owner vs. the moral rights of the user -- but there's no question people elsewhere, such as in India, weigh them different given the questions of life and death or of poverty and development.

Consequently, conversations about open knowledge outside the supposedly settled lands of the "rich" often stretch beyond permission-based "fair use" and "creative commons" approaches. There is a desire to explore potential moral rights to use "content" in addition to just property rights that may be granted under statutes.

He then goes on to write about the ideas of Sunil Abraham, founder and executive director of the Centre for Internet & Society (CIS) in India. Abraham has created an interesting representation showing the extended gamut of openness, which reaches from proprietary to counterfeiting and false attribution:

Eaves's post examines some of the details of Abraham's map:

Particularly interesting is Sunil's decision to include non-legal "permissions" such as ignoring the property holders rights in his spectrum of openness. He sees this as the position of the Pirate Party, which he suggests advocates that people should have the right to do what they want with intellectual property even if they don't have permission, with the exception, interestingly, of ignoring attribution.

This is something that several Techdirt posts have touched on before. One of the most telling facts about unauthorized sharing online is that people preserve attribution -- there's no attempt to hide who made the song or film. That's probably why survey after survey shows that sharing materials online increases their sales -- something that would be unlikely if attribution were stripped from files. Eaves notes that this aspect ties into a particularly hot topic at the moment -- surveillance:

To Sunil, the big dividing line is less about legal vs. illegal but around this issue of attribution. "This is the most exciting area because this (the non-attribution area) is where you escape surveillance," he declares.

"All the modern day regulation over IP is trying to pin an individual against their actions and then trying to attach responsibility so as to prosecute them," Sunil says. "All that is circumvented when you play with the attribution layer."

This matters a great deal for individuals and organizations trying to create counter power -- particularly against the state or large corporate interests. In this regard Sunil is actually linking the tools (or permissions) along the open spectrum to civil disobedience.

It's a fascinating piece that brings some fresh ideas to an area that has been steadily gaining in importance for some time. I hope that Abraham builds on these thoughts, and publishes some more extended and worked-out explorations of them -- ultimately, perhaps, as a book.

Expanding the World of Telugu Wikipedia – CIS-A2K and ALC join hands

Students and faculty of Andhra Loyola College in Vijayawada aim to enhance Telugu Wikipedia through increased contributions to Wikipedia and make it available under free license.

The Access to Knowledge (A2K) programme of the Centre for Internet and Society (CIS) in its quest to catalyze the growth of open knowledge movement in Indic languages recently added another feather to its cap by signing a memorandum of understanding (MoU) with Andhra Loyola College (ALC) in Vijayawada on August 14, 2014 to work collaboratively to improve Telugu Wikipedia and Telugu Wikisource. College Principal Fr. G.A.P. Kishore, Vice-Principals Fr. P. Anil Kumar and Fr. Rex Angelo, correspondent Fr. Raju signed the agreement with CIS-A2K programme director T. Vishnu Vardhan.

The MoU signed with ALC is for a period of five years and encompasses four activities: Open knowledge creation in Telugu across various disciplines on Telugu Wikipedia: ALC faculty and students will be trained by CIS-A2K staff and interested Telugu Wikimedians to understand the principles that govern Wikipedia in order to generate quality entries. Faculty from Botany, Physics, Statistics, Ethics, Religion, Telugu Literature, and Music will work with CIS-A2K. Each of the faculty in the coming months will come up with a plan to generate open knowledge in Telugu in their respective disciplines. Content donation and digitization on Telugu Wikisource: ALC through its networks will help CIS-A2K to bring Telugu content under CC-BY-SA 4.0 license. The Telugu department of the college expressed keen interest to work with CIS-A2K in digitizing historical Telugu content and to make it available on Telugu Wikisource. Various competitions will be planned in the future. Creating a free software environment at Andhra Loyola College: 400 machines within various labs on the campus will be converted into FOSS systems with free and open source software including support for Telugu and other Indic languages. It should be noted that all the existing computers of ALC are run on proprietary software. As a pilot initiative CIS-A2K has already converted 30 systems in a lab and named it as Loyola FOSS Lab. CIS-A2K to revise the FIT (Fundamentals in Information Technology): A mandatory course for all undergraduate students which will introduce students to FOSS, Openness and Wikipedia. This is an outcome of the FOSS orientation done by T. Vishnu Vardhan and Rahimanuddin Shaik during the two workshops that were held at ALC.

CIS-A2K will put every effort to involve Telugu Wikimedians and FOSS community in taking this collaboration with ALC forward. CIS-A2K will also create a project page on Telugu Wikipedia to actively document and publicly share the detailed plans and progress. More updates will also be shared on this website.

Envisioning the Role of Open Knowledge in the Implementation of the National Education Policy 2020

Wikimedia initiatives have already been successfully integrated into various higher education institutions, such as Christ University and Goa University, where students engaged in writing and editing Wikipedia articles as part of their coursework. These experiences illustrate how open knowledge platforms can cultivate essential skills such as research, writing, and digital literacy among students.

The NEP 2020 encourages the use of open knowledge systems to support interdisciplinary learning and creativity. By leveraging platforms like Wikipedia, educators can facilitate collaborative learning and critical thinking, aligning with NEP's goals of fostering cognitive and emotional competencies. The report identifies key areas where Wikimedia can contribute, including the development of multilingual content and the enhancement of digital skills.

Engaging on the Digital Commons

We at the Centre for Internet and Society are very glad to be able to participate in the 13th Biennial Conference of the International Association for the Study of the Commons (IASC). Our interest in the conference arises mainly from our work in the areas of intellectual property rights reform and promotion of different forms of ‘opennesses’ that have cropped up as a response to perceived problems with our present-day regime of intellectual property rights, including open content, open standards, free and open source software, open government data, open access to scholarly research and data, open access to law, etc., our emerging work on telecom policy with respect to open/shared spectrum, and the very important questions around Internet governance. The article by Sunil Abraham and Pranesh Prakash was published in the journal Common Voices, Issue 4.

Our work on intellectual property reform are proactive measures at effecting policy change that go towards protecting and preserving an intellectual, intangible commons. We have opposed the Protection and Utilization of the Public-funded Intellectual Property Bill (an Indian version of the American Bayh-Dole Act) which sought to privatise the fruits of publicfunded research by mandating patents on them. We are working towards reform of copyright law which we believe is lopsided in its lack of concern for consumers and that its current march towards greater enclosure of the public domain is unsustainable. Believing that not all areas of industry and technology are equal, and that patent protection is ill-suited for the software industry, we have worked to ensure that the current prohibitions against patenting of software are effectively followed.

Defensively—that is working within the existing framework of intellectual property law—we seek to promote the various forms of copyright and patent licensing that have arisen as reactions to restrictive IP laws. Free/open source software and open content have arisen as a reaction to the restrictive nature of copyright law, such as the presumption under copyright law that a work is copyrighted by the mere fact of it coming into existence. (for instance, this was not so in the United States until 1989, till when a copyright notice was required to assert copyright). While earlier the presumption was that a work was to belong to the public domain, after the Berne Convention, that presumption was reversed. This led to the creation of the idea of special licences, by using which one could allow all others to share his/her work and reuse it. This innovation in using the law to promote, rather than restrict, what others could do with one’s works has enabled the creation and sharing of everything from Wikipedia, to Linux (which powers more than 85 percent of the world’s top 500 supercomputers) and Apache HTTP server (more than 60 percent of all websites). The advent of the Internet has allowed the creation of intangible digital commons.

We are also starting to engage with the question of telecom policy around spectrum allocation, and believe that promotion of a shared spectrum would help make telecom services, including broadband Internet, available to people at reasonable prices. We also believe that Internet governance should not be the prerogative of governments, and should not happen in a top-down fashion.

Comparisons between tangible commons and intangible commons have been made by people like Elinor and Vincent Ostrom, who in 1977 contributed to our understanding of subtractability and public goods. James Boyle has written about the expansion of copyright law as “the second enclosure movement”, following in the footsteps of the first enclosure movement against the take-over of common land which stretched from the fifteenth century till the nineteenth. Yochai Benkler, has written extensively on commons in information and communication systems as well as on spectrum commons. Just as Elinor Ostrom’s work shows how Garrett Hardin’s evocative ‘tragedy of the commons’ and the problems of free-riding are very often avoided in practice, Michael Heller’s equally evocative phrase ‘gridlock economy’ shows that ‘over-propertisation’ of knowledge can lead to a ‘tragedy of the anti-commons’.

Through this conference we wish to learn of the lessons that academic writings on tangible commons have to impart to intangible commons which are configured very differently (in terms of subtractability, for instance). Ostrom’s work shows how individuals can, in a variety of settings, work to find institutional solutions that promote social cooperation and human betterment. As part of her nine design principles of stable local common pool resource management, she lists clearly defined boundaries for effective exclusion of external unentitled parties. How does that work, when even the existing mechanisms of boundary-definition in intellectual property, such as patent claims, are often decried as being ambiguous thanks to the legalese they are written in? What of traditional knowledge for which defining the community holding ownership rights becomes very difficult? As Ostrom and Hess note, “the rules and flow patterns are different with digital information”, but how do these differences affect the lessons learned from CPR studies? How do Ostrom’s pronouncements against uniform top-down approaches to resource management affect the way that copyright and patents seek to establish a uniform system across multiple areas of art, science and industry (musical recordings and paintings, pharmaceuticals and software)? And how can Ostrom’s work on management of natural resources inform us about the management of resources such as spectrum or the Internet itself? These are all very interesting and important questions that need to be explored, and we are glad that this conference will help us understand these issues better.

It is imperative to make efforts to develop encyclopaedias in all vernacular languages, S. Rehmanuddin, programme officer, Centre of Internet Society - Access To Knowledge, said.

In a guest lecture on Telugu Wikipedia organised by the Computer Science department in JNTU College of Engineering, Pulivendula, he explained the way Wikipedia works - the wiki model and the Wiki mark-up language.

Students were also told about the workings of the media wiki framework, which forms the backend of Wikipedia and several similar projects.

Head of Computer Science, A. Suresh Babu, explained that the guest lecture was organised to enlighten CSE students about Wikipedia, the largest encyclopaedia ever.

It is the biggest multilingual textual source with over three crore articles in 287 languages including Telugu, students were told.

It has over four million articles on various topics ranging from arts to mythology and science to advanced computing, he added.

He explained to the participants about Media wiki API that would help them understand web services and create applications based on the API data.

IT will help them to create data-driven projects in future, he said.

Automation of tasks in the form of running bot scripts were also demonstrated during the lecture.

Editor Growth & Contribution Program on Telugu Wikipedia

Nitika Tandon tells us about the Editor Growth & Contribution Program on Telegu Wikipedia, how it will run, its necessity and the future steps.

What is Editor Growth & Contribution Program on Telugu Wikipedia?

Editor Growth & Contribution Program is an online outreach program that will help raise the number of active editors on Telugu Wikipedia. The program will provide an entrance point for newcomers to Wikipedia, enabling them to contribute to its contents and share the knowledge they possess, while participating and communicating with existing Wikipedia community members. Such a program will serve as a compliment to off-wiki outreach activities already underway.

Some of the Telugu Wikipedians like Arjuna, Dr. Rajshekhar, Sujatha are in the initial stage of discussing the possibility and ways of running an Editor Growth & Contribution Program on Telugu Wikipedia.

How will the program run?

The idea is to run outreach banners using the local site notice on Telugu Wikipedia for three consecutive months. These banners will be in the form of short bios/stories of Telugu Wikipedians who agree to be featured in the editor campaign. Most Wikipedia visitors are unaware of the fact that regular folks write articles on Wikipedia and not scholars or paid writers. These personal stories from active Wikipedians could feature their motivation to contribute, their passion for building and developing Wikipedia, their early experience with Wikipedia as an editor, their invitation to site visitors to become Wikipedia editors, etc. Such personal stories will add a human touch to Wikipedia and will help new visitors related to real life stories.

Each of these banners will link to a landing page. The landing page will start with a question at its top saying “What would you like to do in Wikipedia?” followed by six buttons each listing an answer to this question, and linking to the corresponding tutorial page. These six buttons will be: create your username, create your userpage, edit an existing article (fix a typo), add a reference, create a new article, and send a message.

Landing page will be designed in a simple way to avoid any visual distraction for the visitor. Each button will provide a detailed graphical explanation on how to perform each of those actions. Why Telugu Wikipedia?

As per Wikimedia Stats Telugu speaking population is around 8 crore. Telugu Wikipedia has about 18 lakh page views per month and 21 active editors (5+ edits in a month). In a community with such large numbers of speakers but extremely low number of Wikipedia editors, there seems to be a lot of scope and opportunity to increase Wikipedia's reach and awareness amongst Telugu speaking population and more so amongst reader of Telugu Wikipedia to start improving and expanding Wikipedia articles and foster the growth of Telugu Wikipedia community.

Number of speakers of other Dravidian languages like Kannada, Malayalam and Tamil is relatively low but have higher number of page views and active editors as compared to Telugu as seen in the table on the right. KA, ML and TA Wikipedia communities have run different programs over time to increase it's reach, spread more awareness and invite new editors. Some of these programs were TamilWiki Media Contest, Tamil Wikipedia Contribution Campaign, Malayalam Wikipedia Education Program, Kannada Medical Project, etc. Telugu Wikipedia requires a similar high impact project that can help them grow their community.

Cross pollinating ideas

Tamil and Arabic Wikipedia communities have already experimented with Editor Growth & Contribution Program and have produced amazing results. Ravi from Tamil Wikipedia and Haitham from Arabic Wikipedia were actively involved in running the contribution programs on their respective language Wikipedias and have offered help to run similar project on Telugu Wikipedia and provide regular guidance and support.

Next steps ahead

Strong community support will be required to run such a program. The larger Telugu Wikipedia community will plan a meet up sometime in October in Hyderabad to take this program forward. Special thanks to Dr. Rajshekhar who has offered to organise this meet-up.

The event is designed for two main purposes:

Help newcomers learn about Konkani Wikipedia
Give established Konkani Wikipedians a chance to work together and showcase their language on the Internet

What?: A one-day event for everyone to come together to edit and create Konkani Wikipedia pages. Help increase web presence of Konkani language and culture! You could write about Konkani language, writers, folklore or Goan culture, history, food or anything that interests you.

Wikipedia provides enough and more space for ALL scripts - so feel free to write in which ever script you're most comfortable with. We'll have:

Wikipedia Training - Training session to become a Wikipedia content contributor
Wikipedia Games & Quiz - Participate in Wikipedia games and quiz and win Wikipedia swags

Who?: Anyone who can or wants to contribute to Konkani Wikipedia. Join us if you want to showcase your language on a global platform. We will have people on hand to help you with Wikipedia editing and technical aspects.

Economic, Social and Cultural Rights in India: Opportunities for Advocacy in Intellectual Property

Centre for Internet & Society worked on a three part case study. The first case study on digital protection of traditional knowledge was published by GIS Watch in December 2016. The other two case studies along with the synthesis overview has also been published.

The rights established in the International Covenant on Economic, Social and Cultural Rights (ICESCR) are socioeconomic rights and are easily mapped onto rights to education, work, science and culture. These rights, however, are not as easily mapped onto intellectual property rights. This three-part case study contemplates the ICESCR through aspects of intellectual property in India, namely, mobile patents, free and open source software (FOSS), and India’s Traditional Knowledge Digital Library. Through these, it demonstrates the potential of these technologies in realising ESCRs.

A distinguishing factor of the ICESCR is the emphasis on the progressive realisation of rights within the Covenant, which indicates the necessity of parties to take steps for the realisation of ESCRs to the best of their ability given the resources available, with a view to fully realising these rights in the long term. This is particularly relevant in India, where the large population and scarcity of resources require gradual realisation and sustained planning. This case study advocates for the progressive realisation of the rights outlined below, and sheds light on the current state of progress in India, as well as providing an overview of the framework within which these rights will be realised.

Although these three case studies focus on distinct areas – mobile patents, FOSS and open standards, and traditional knowledge – they can also be understood as tied together through the central theme of a mobile phone. The first case study on mobile patents deals with the hardware of the phone, the second deals with the software in discussing open software and standards, and the third case study on traditional knowledge focuses on the person holding the phone who consumes information-embedded products such as traditional foods and medicines.

The report on digital protection of traditional knowledge was published by GIS Watch earlier and the rest of the reports have been published by the Association for Progressive Communications.

E-Governance Interoperability Framework — Meeting in Iraq

A meeting to create a plan of action for the development of e-Governance Interoperability Framework (e-GIF) in Iraq and include formulation of an e-GIF policy and technical document within the larger framework of public sector modernization, was held from 25 to 27 January 2011. Sunil Abraham was the main resource person for this meeting.

Mr. Abdul Kareem Al-Samaraii, Minister of Science and Technology and Mr. Peter Bachelor, Deputy Country Director, UNDP gave the opening remarks.
