Follow up to Wikipedia Introductory Session at Bharati Vidyapeeth — More Interested and More Involved Participants

A Wikipedia introductory session was organised at Bharati Vidyapeeth Engineering College in Delhi early this year and a follow up session was organised by CIS on November 19, 2012. About 12 to 15 participants attended the follow up session. Although most of the participants had attended the introductory session there were a few who were coming over for the first time.

Many participants had already tried some wiki editing (such as correcting grammar, spellings, punctuations, etc.) after the introductory session but had several queries with respect to advance editing such as wiki markup, adding references, adding wiki interlinks and so on.

The main aim to conduct a follow up session was to clear these editing doubts, provide editing support and more importantly make these new editors feel a part of the wider Wikipedia community. This session gave us a brilliant opportunity to inform and encourage the participants to be part of Wikipedia mailing lists, talk page discussions, Facebook pages, current Wikipedia projects and Wiki meet ups. Participants were taught difference between article and user talk pages, leaving messages on various talk pages, how to add wiki markups, add references, add inter wiki links, send private mails to other users, page view stats, etc. The good part of organizing a session with second time participants was that they were already familiar with the workings of Wikipedia from the introductory session. They had more intelligent queries especially around editing. In addition, another big advantage was the surety that only those participants will return who are genuinely interested in wiki editing and are not just attracted towards Wikipedia brand or swags.

Albeit being a short two-hour session, the workshop provided a good platform for getting in touch with participants, helping them to gain confidence and edit Wikipedia articles, informing them of different ways in which they could be more involved.

Hopefully, next year we could revisit each of the institutions where we'd organised an introductory Wikipedia session in 2012. Though the number of participants for a follow up session might be small but it definitely guarantees more interested and more involved participants.

First Urdu Wikipedia Workshop at Maulana Azad National Urdu University, Hyderabad

During the second week of February, Centre for Internet and Society (CIS), Bangalore received a call from Dr Faheemuddin, Assistant Professor, Department of Translation Studies, Maulana Azad National Urdu University, Hyderabad requesting an Urdu Wikipedia Workshop in University. We were informed of special interest of Dr Zafaruddin , Head, Department of Translation studies in holding the event as any effort aimed at expanding the Urdu Wikipedia will benefit the Urdu language community across the world.

The event was covered by Taemeer News, Aalami Akhbar, and Firokhabar on March 5, 2014.

During the course of discussion and further communication, CIS agreed to hold a day-long workshop for about 20-30 students. The day-long workshop was scheduled on March 4, 2013 for 28 students. These students came from different levels such as MA, M Phil and Ph D offered by the Department of Translation Studies. All the participating students had opened their accounts on Urdu Wikipedia prior to the event. They were well-versed in the Unicode typing for Urdu.

Prof. Mohammed Zafaruddin said during the inaugural session that the Dept. of Translation Studies wants its students to impart training for writing material for Urdu Wikipedia so that Urdu could be made compatible with the modern technology. Later, Mr. Vishnu Vardhan, Director, Access to Knowledge, addressed the students through Skype. He told that Wikipedia has become an important source of communicating information. Millions of people throughout the world are getting information through Wikipedia in 287 languages. Urdu is an important language of the world, the speakers of which are spread all over the world. In view of its importance, it is obligatory on the part of Urdu speakers to preserves their language and culture by using and contributing to Urdu Wikipedia.

The initial session of the workshop included a general introduction to Wikipedia, the encyclopaedic content it showcases and the ways in which the students can contribute. This was followed by a practical demonstration round. For this purpose, the students witnessed the creation of the article on the famous Urdu poet and Bollywood lyricist Kaif Bhopali. It was pointed out that while the English Wikipedia already had article on the poet, Urdu Wikipedia got its version only during the current workshop. The students were later surprised to see that in the context of many Urdu poets, more content was available on Wikipedia in English than in Urdu. In the case of some of the famous poets, even an article entry is missing in the Urdu Wikipeda while English Wikipedia has full length articles.

During the hands-on session, each of the students was given a bitly link of an Urdu Wikipedia article. The students were asked to edit the article and expand the content. The students enthusiastically participated in the event with some of them creating their own articles. They also asked questions pertaining to an advanced level of editing such as uploading images. A student named Mohammed Asif had taken pictures of the event which he later uploaded on Wikimedia Commons (http://bitly.com/urduworkshop).

The departmental staff present on the occasion included Dr. Mohammed Khaled Mubbashir-Uz-Zafar, Associate Professor, Dr. Mohammed Junaid Zakir, Dr. Khakashan Lateef (Asst. First Pune Odia Wikipedia Workshop Organized!

The first Pune Odia Wikipedia workshop was organized in Pune on October 27, 2012. Subhashish Panigrahi recollects his experience about the events through this report.

Recently Odia Wikipedia (http://or.wikipedia.org) crossed 3000 articles. After being dormant for 8 long years, Odia Wikipedia emerged as one of the active South Asian wikipedias. I visited Pune on October 27, 2012 to participate in an Odia Wikipedia workshop celebrating this success with the wikipedians and also attend the WikiWomenDay 2012.

Over the last few months Odia Wikipedia has seen many active faces. One of them is Suratha Parhi, a very active Odia wikipedian. Suratha reached out to his friends, colleagues and existing wikipedians staying in Pune to celebrate the success with an Odia Wikipedia workshop. As it was after Durga Puja only a few Odia people in the city were there to attend. We saw a gathering of 10 people at PAI International Learning Center for this workshop. Abhishek Suryavanshi from Wikipedia Club Pune extended his support for organizing the venue for us.

Prior to the workshop I interacted with the participants to understand their interests and efficiency with Odia typing. To my surprise two of the participants were good in typing in phonetic and Inscript. Suratha took the audience through a presentation about Odia Wikipedia explaining the history of Odia language, importance of Wikipedia, how to contribute to Wikipedia, manual of style for writing articles, dos and do nots, rules and regulations and validating articles by adding sources. After the preliminary sessions participants started asking questions about numbers of readers, how to type in Odia, use of Odia Wikipedia and various such questions. Suratha answered their questions with examples and illustrations.

To demonstrate editing on Odia Wikipedia we invited one of the participants. We helped her to create her user account and others also created their user accounts on Odia Wikipedia. Then we invited Sudhir Patel, a type designer and technologist working with CDAC, Pune to introduce Odia typing and how to type easily in Odia. After a small hands-on training for typing, all of the participants were able to start searching for articles they wanted to edit. Some of them created new articles and some edited existing articles. At the end of the session we shared our contacts to stay in touch. We also showed them Chatasabha, a friendly desk on Odia Wikipedia and demonstrated how they can ask questions and see the answered questions. New wikipedians will be also connected to the facebook group to be updated about events and activities. New Wikipedians have decided to meet once again in November for a Odia Wikipedia meetup. Sudhir and Suratha are also planning to organize a introductory session on Odia Wikipedia during the cultural gathering organized by Odia communities.

First Odia Wikipedia Education Program to be Rolled Out

Odia Wikipedians gathered at the Indian Institute of Mass Communication (IIMC), Dhenkanal on November 8, 2012 to start the first Odia Wikipedia Education Program. This program aims to bring students edit articles on Odia Wikipedia through a series of assessments by professors. The local community members from Nalconagar would be supporting the four month program.

Since March 2011, Odia Wikipedia has started growing in terms of readers, editors and content. Last few months have seen many new faces added to the community who are willing to take part in both offline and online outreach. Though many of the community members are staying out of state, there are community clusters in three different places: Cuttack, Nalconagar and Bhubaneswar. We approached many institutions from these three places and some of them showed interest for an Odia Wikipedia workshop to assess and evaluate students for the education program. We conducted workshops in some of those institutions in the initial level. After successive workshops and meeting with the faculty members, some of the potential institutions were chosen for the education program. One of those colleges was the IIMC in Dhenkanal. We had a meeting with the professor of this organization along with teaching associates and a visiting professor and a full day workshop on editing wikipedia. Odia wikipedians, Mrutyunjaya Kar, Manoranjan Mallick, Srikant Kedia and Kamalakanta Nayak supported for organizing the event.

IIMC, Dhenkanal is one of the six IIMCs of India and a pioneer in the field of Mass Communication. We met Professor Mrinal Chaterjee along with teaching associates, Sucharita and Bhagaban Sahu, retired professor of Revenshaw University and visiting professor of IIMC. The college is home to 83 students across India. Students enroll for a one year diploma program for Journalism and Mass communication in Odia and English.

The full day session was made to two separate sessions: an introductory session and one hands-on training on editing. Prof. Chaterjee introduced the agenda of the session and why it is needed for the students from a student's point of view. I continued the discussion and presented the key points of wikipedia editing and details of the education program, why and how we are going to start it focussing on the key roles of students and the institution and how it will help them. We announced about the hands on training session post lunch for the interested students. Twenty one students gathered for the second session. Interestingly all of the Odia department students were present and there was one student from English department. Students were briefed about editing. During the workshop we found that majority of them knew a typing layout called "Modular layout" which is used by non-unicode ISCII/ASCII typing softwares like Leap office, I-Lipi, Shreelipi, etc. As this layout is yet to be enabled for Odia we continued explaining about typing using the default typing scheme.

After the end of the workshop we had another meeting with the professor and other faculty members to assess and discuss about the further steps. IIMC has a very close student-teacher relation which we observed from the beginning of the workshop. Students were really keen and patient to learn and all of the students who attended the hands-on training session stayed back till the end of the session. Apart from their regular assignments and projects, students also publish a daily bilingual newspaper, "The Reporter".

"Writing is a part of their their study and we emphasize much on getting the most of their short program. If Wikipedia could give them a global platform to and larger audience for their work to be read, reviewed and enhanced then why not adding it to their task list?", expresses Prof. Chatterjee. The only hurdle which students are going to face in the initial phase is typing in Odia. So, modular layout needs to be added in "Narayam", the typing tool integrated in Odia Wikipedia. To begin with this program an Odia Wikipedia club was formed at Nalconagar which would primarily support this program at the ground level.

First Odia Wikipedia Education Program concludes at IIMC, Dhenkanal

The first Odia Wikipedia Education program ended yesterday at Indian Institute of Mass Communication (IIMC), Dhenkanal with distribution of certificates to the participants.

Odia Wikipedia (or.wikipedia.org) is a free online encyclopedia in Odia language which everyone can edit. It is an open source project and the content is available online for free. This three month education program included three workshops to educate students of IIMC about typing in Odia, collecting sources to write articles, writing the articles on Odia Wikipedia and then geting them evaluated by faculty members and wikipedians.

The program was initiated in November and run until January end. During this time 16 students took part and wrote about 12 articles on various topics, starting from the articles of local importance to eminent personalities.

We are very keen on getting more students on board to edit Wikipedia which they read and use everyday. This could be one opportunity for them to showcase their writing abilities and documentation skill. I'd like to invite the Wikipedia team to help us install Odia Unicode fonts and continue such a program for the students again”, says Professor Mrinal Chatterjee.

This program was supported by Centre for Internet and Society, a grantee of Wikimedia Foundation.

“This was the first pilot Education Program ever done for Odia Wikipedia and I'm overwhelmed with the kind of support from the college faculty and the enthusiasm of the students will bring us back soon,” expresses Subhashish Panigrahi, Programme Officer , Centre for Internet and Society. “This was a great learning experience for us and I'd surely continue contributing to Odia Wikipedia. Had it been little longer I could have contributed more on Mass Communication and Journalism.

Odia Wikipedian Mrutyunjya Kar who took a central part in organizing the project and conducting workshops in the institute calls it a great start and a stepping stone for a long term program. Odia Wikipedians Manoranjan Behera, Srikant Kedia and Dr. Subas Rout were part of the education programme as resource persons.

First ever Train-the-Trainer Program in India

Access to Knowledge Programme at the Centre for Internet & Society (CIS-A2K) organized the first ever Train the Trainer Program in India. 20 Wikimedians from 8 different language communities and 10 different cities across India attended CIS-A2K’s Train the Trainer (TTT).

The residency program was spread over four days. The event was represented by Wikimedia communities including Bengali, Gujarati, Sanskrit, Malayalam, Hindi, Marathi, Telugu and Odia. The event was organized to help build capacity amongst Wikimedia volunteers to conduct effective and efficient outreach programs in their respective regions in an effort to expand the Wikimedia movement to reach the nooks and crannies of a large nation like India. CIS-A2K realizes that with a small team of five it cannot cover all communities. This program would create leadership, which in turn will hopefully take the movement forward.

Hari Prasad Nadig, one of TTT’s resource persons and sysop on both Kannada and Sanskrit Wikipedia, said, “I think the training program was in the right direction. In fact I thought it was a very good idea.

It falls in-line with what is needed to be done with utmost importance for the Indian Wikipedia community – creating more trainers/mentors who can bring in editors to Wikipedia or guide the existing ones.”

Post-Event Survey & Report

CIS-A2K conducted a post-event survey to evaluate TTT program and also review individual training and development activities organized during the four-day workshop. The main aim of the survey was to understand how the attendees perceived the event and help CIS-A2K plan a more successful and well-attended event in the future.

Including a variety of questions ranging from likert scale questions, drag and drop list, paragraph text, multiple choices, provided an interactive and systematic way to gather participant’s feedback. The survey questions were also designed to cover different aspects of the event including attendee’s opinions of the sessions, as well as what they learned. Results and findings will be used to refine and improve the next TTT program.

CIS-A2K’s Findings I

Overall Rating – The event scored an average of 8.3 when participants were asked to rank the overall effectiveness of TTT on a scale of 1 to 10. Survey respondents found value in the program and felt the event met their expectations. A vast majority (83 percent) said they would recommend TTT to fellow Wikipedians. “The overall experience of the TTT program was quite satisfactory. What I liked about it was the timely flow of the entire planned schedule and the preparedness of CIS – A2K team,” said Rangilo Gujarati, a Gujarati Wikipedian.

Inspirational Factor – One of the questions: “After the workshop, how inspired do you feel to strengthen your Wikipedia community and project?” received an anonymous reply: “It was really a nice time with you all. I got to learn many new things. Thanks for giving me an opportunity to attend this workshop. I’m inspired and looking forward to using my skills and conduct an edit-a-thon in my language community soon.”

“The overall experience of TTT program was quite uniquely satisfactory.” said Rangilo Gujarati.

Participants gave an above average rating of 8.25 on a scale of 10. We believe this high number indicates that CIS-A2K’s was able to inspire more volunteers to conduct online and offline outreach activities to grow their Wikimedia communities.

New Learnings – “It was a good experience for me. I learned a lot of things by interacting with so many TTT participants from different communities. The sessions were extremely useful and informative”, said Pranayraj1985, an active Telugu Wikipedian. Most participants got to learn new things during the course of four day workshop. The question ‘Do you feel you got to learn new things from TTT workshops?’ got an average rating 8.58.

Feedback on various sessions – One of the participants said “All workshops were excellent. The event managed to cover different aspects such as crowdsourcing, copyright, social media, digitization, media wiki etc. There was bit of everything to match everyone’s taste. Each one of the sessions gave a lot of energy to Wikipedians. These types of programs should be conducted often. Thanks for giving us the opportunity.”

Presenting with Impact I & II was the most liked session according to feedback. DIY digitization led by Malayalam Wikipedian Vishwa Prabha and Odia Wikipedian Subhashish Panagrahi also received a high ranking. This was followed by Copyright CC and Wikimedia led by Achal Prabhala.

Sessions such as Spectogram, Accessing Media Wiki Data, Wikimedia India Chapter – History & Present were found to be less useful. This could be due to the fact that some of the participants already had sufficient knowledge about the topic or were simply not interested in the topic.

“It was a good experience for me. The sessions were extremely useful and informative”, said Pranayraj1985

Follow up Session – 92 percent of the participants recommend CIS-A2K organize a follow-up session for them in the coming months. Eight percent of them did not think it’s required. One of the resource persons from Malayalam community, Vishwa Prabha, offered to organize the follow-up meet in Kerala. He said, “December would be a good time for a follow-up meet, I would like to suggest Alappuzha (Kerala) as a venue. This could be scheduled just before or just after the WikiSangamotsavam, which is being planned by the ML community. This could also be a great opportunity for TTT members to interact with the ML community, one of the most vibrant wiki communities in Asia.”
Recommendation to other Wikimedians – 83 percent of the participants said that if another TTT program was t be organized they will recommend it to their fellow Wikimedian volunteers; while 17 percent of them won’t.

CIS-A2K’s Findings II

All participants unanimously suggested that CIS-A2K continue this program in the future and offered suggestions to improve it next time:

Organize more ice-breaking activities – Even after a four day workshop a lot of participants thought they didn’t get enough time to get to know volunteers from other language communities. This was owing to the fact that participants had relatively little free time. Communication in a multilingual environment was also rather difficult for some.

Provide longer breaks – Some participants complained that the length of breaks were too short. “While trying to stuff in so many topics (all of them being quite essential and worthy) within such a short time, the breaks seemed too short,” said one participant.

Organize parallel and optional sessions – There were some participants who were not interested in technical aspects of Wikimedia projects such as Python or MediaWiki and would have liked the option of attending a parallel non-technical session. One of the participants said “Let us say for example, not everyone is interested in knowing how to access media wiki data using XML, so why force the participants to attend, even if they don’t want to. What could have been done is, some other kind of session/talk or extension of any previous session in parallel so folks uninterested in XML can attend that.” If scale permits, CIS-A2K will aim to organize parallel sessions so that the participants can choose the session they’d like to attend.

Provide ideas and action points – Providing a report and case study on how TTT participants can infuse the lessons learned into their outreach and community activities would have been helpful. CIS-A2K was informed that the participants were highly encouraged and motivated to strengthen their language communities but didn’t know where to start or whom to reach out for help.

Create Wiki Projects for TTT participants – One of the attendees suggested that we should initiate some intra-community collaboration projects (like railway network, Bibliography database, taxonomy database, reusable standard templates among Indic communities etc) and ask participants to volunteer on these projects with a common goal. This will help break barriers as well as help volunteers get to know each other better. Another attendee said, “Another way could be to ask them to work towards creating a repository of outreach material (coursebooks, presentation modules, standards/workflows, PR, media, publicity and courses) for each Indian language community.”
Organize advanced technical sessions – A few participants would have liked more technical sessions such as bat running, edit tools, web linkups etc. CIS-A2K got requests to invite experts and organize more advanced technical sessions.

Conclusion

Overall, the participants and resource persons were satisfied with India’s first ever Wikimedia Train the Trainer Program. Fifty-fourth Bangalore Wikimedia Meet-up at IIM, Bangalore

The 54th Wikimedia meet-up in Bangalore was held at the Indian Institute of Management on February 25, 2013. The event was planned and organized by Radhakrishna Arvapally, SIG (Special Interest Group) Chair, Bangalore (a part of the Wikimedia India Chapter) with support from Solutions IQ, Wikimedia India Chapter and CIS.

The proposed agenda was as follows: an introduction to Wikimedia projects by Sudhanwa Jogalekar, President of Wikimedia India Chapter, a talk on accessibility and knowledge by T. Vishnu Vardhan, Programme Director, Access to Knowledge, followed by a session on WikiSpeed – extreme manufacturing of high speed cars by Joe Justice and Vibhu Srinivasan from Solutions IQ. Mr K S Viswanathan, Vice President (NASSCOM) was the chief guest. He spoke to the participants about the importance of developing a digital hub of free knowledge.

Sudhanwa gave a brief introduction to the world of Wikimedia including projects like Wikipedia, Wiktionary, Incubator, MediaWiki and more. He also explained how one could contribute to each of these projects. He mentioned two upcoming projects – Wikivoyage and Wikidata. He answered a few questions after his session and encouraged participants to become members of the Wikimedia India Chapter and get involved in Wikimedia activities in India. Here are the details to become a member.

Vishnu’s talk was about understanding why Wikipedia and what is the importance of enabling access to knowledge resources. He took the example of older technologies and what propelled their invention. In the interactive session, we explored our relationship with knowledge resources, how happy we are with the knowledge we get and how we can make the access better and wider. The discussion also touched upon knowledge resources in Indian languages in the digital domain and the problems associated with them. Participants noted some challenges like affordability, awareness, fonts, low visibility in search etc. They also agreed that given the multilingualism, machine translations are not the solution to knowledge gaps in Indian languages in the digital domain. Another question was about awareness versus access to existing knowledge.

We also discussed how audio technologies could help the cause of Indian languages in education. Radhakrishna coordinated the sessions and answered questions related to content on Wikipedia, authenticity of knowledge on Wikipedia.

In the next session, Joe Justice and Vibhu Srinivasan spoke about WikiSpeed cars, a DIY project to make high-speed cars by harnessing work methods from the Open Source movement. Joe spoke of Kanban and agile engineering. He also explained how the car uses Arduino circuit boards and this project is being scaled so that people across the world can make functional cars collaboratively. He also invited the participants to WikiSpeed event in Bangalore.

Mr Viswanathan then spoke about TEQIP (Technical education and Skill Development Cycle), a program devised to ensure industry exposure and experience to students in technical fields. He also mentioned how the curriculum would be freely available online for all to use. Radhakrishna made the concluding remarks and thanked all the participants and guests for attending.

Feedback on the Framework on OSS Adoption in E-Governance Systems

CIS gave its feedback to the Department of Electronics and Information Technology (DeitY) on the Framework on Open Source Software Adoption in E-Governance Systems on October 26, 2013.

In September, 2013, the DeitY invited comments on the Framework on the proposed adoption of Open Source Software in E-Governance Systems (available at https://egovstandards.gov.in/Public_review_Framework_on_oss).

The Framework, published in September, 2013, provides a set of recommendations and procedures to encourage, manage and increase the adoption of Open Source Software in E-Governance systems. Further, the Framework goes on to discuss various important issues, including the deployment of unified software for all major devices, with the utilization of a standards based web browser, the integration of OSS with other on-going initiatives, and the development of an eco-system consisting of institutions, industry, academia and other key stakeholders to promote and adopt OSS. The envisaged Centre of Excellence on OSS to realize this Framework is noteworthy.

CIS commends the DeitY for this initiative, and appreciates the opportunity to provide feedback on the Framework.

The text of CIS Feedback is reproduced below:

PRELIMINARY

This submission presents comments from the Centre for Internet and Society[1] on the Framework on Open Source Software Adoption in ‘E-Governance’ (“Framework”), published by the Department of Electronics and Information Technology, Ministry of Communications and Information Technology, Government of India (DeitY).[2]

The Framework, published in September, 2013, provides a set of recommendations and procedures to encourage, manage and increase the adoption of Open Source Software in E-Governance systems.[3] Further, the Framework goes on to discuss various important issues, including the deployment of unified software for all major devices, with the utilization of a standards based web browser, the integration of OSS with other on-going initiatives, and the development of an eco-system consisting of institutions, industry, academia and other key stakeholders to promote and adopt OSS. The envisaged Centre of Excellence on OSS to realize this Framework is noteworthy.

CIS commends the DeitY for this initiative, and appreciates the opportunity to provide feedback on the Framework. CIS’ comments are as stated hereafter.

COMMENTS

Scope and Applicability

In the section pertaining to Scope and Applicability, the Recommendation proposed is to give priority to preferred areas for the adoption of this Framework.[4]

It is suggested that the preferred areas alluded to aforesaid be identified and disclosed. It is further suggested that the Framework identify a timeline for operationalization of all of the proposed recommendations, including the identification of the preferred areas and the adoption of the Framework in these areas. It is also suggested that a time frame be provided for the implementation of the Framework to all other areas, besides the preferred ones.

Preamble

In the section titled Preamble, the Recommendation proposed is to consider OSS along with Closed Source Software.[5] considering the socio- economic and strategic benefits provided by OSS.[6]

CIS appreciates the welcome measure in considering OSS alternatives along with CSS. While viewing this as indeed the first step in the right direction, CIS would suggest the development of a mechanism and the adoption of further measures in order to migrate entirely to an entirely OSS based system; with preference being given to OSS between OSS and CSS.

Factors Influencing the Adoption of OSS in Government

In the section dealing with Factors Influencing the Adoption of OSS in Government, the Framework states that the influencing factors are to be prioritized on the basis of feedback from managers/users.[7]

CIS proposes that it may be clarified who the managers/users being spoken of are, and what is the type and manner of feedback expected for the evaluation of influencing factors. CIS suggests that feedback also be sought in a more inclusive and holistic manner, after seeking consultation from other stakeholders as well.

Device Drivers

Under the section dealing with Device Drivers, the onus to ensure availability of device drivers for GNU Linux Operating Systems has been placed on the users.[8]

CIS strongly suggests that this be modified to state that the availability of device drivers for GNU Linux Operating Systems must be assured by vendors as a part of procurement requirements.

Procurement Guidelines

Under the section dealing with Procurement Guidelines, it has been recommended that vendors must provide justifications for excluding OSS in their response to proposals.[9]

CIS suggests that vendors be given a time frame within which to ensure compliance with the Framework, and thereafter be required to include OSS in their response to proposals, post which justifications ought not to be considered, as a matter of policy, but could be on an exceptional case to case basis.

CONCLUDING OBSERVATIONS

CIS welcomes the initiative of the DeitY towards the adoption of OSS in E-Governance Systems. This Framework, while indeed addressing the important issues associated towards the end of adoption of OSS in E- Governance, would be further strengthened by addressing the concerns enumerated above.
CIS is thankful to the DeitY for the opportunity to provide feedback on this Framework. As a non-governmental research organization working in the areas of Openness[10] and Access to Knowledge.[11] CIS appreciates this effort by the DeitY, and would be privileged to work with the Government on this and other matters in these areas.

Highlights

We published revised chapters for the states of Mizoram, Dadra and Nagar Haveli, Himachal Pradesh and Haryana, as part of our National Resource Kit project.
In the concluding blog post of a three-part study Ananth Padmanabhan looks at the Indian law in the Copyright Act and the Information Technology Act, and concludes that both those laws restrain courts and private companies from ordering an ISP to block a website for copyright infringement.
Telugu Wikipedia celebrated its 10^th anniversary. An event was co-organized in Vijaywada to celebrate the same.
The second Institute on Internet and Society was held in Pune from February 11 to 17. The proceedings from the workshop are captured in a blog post.
CIS announced an Open Call for Comments for the latest draft of the Privacy Bill, 2013 prepared by Bhairav Acharya.
Forbes India published its “30 Under 30 List”. Pranesh Prakash is featured in the list.
As part of the Making Change Project, Denisse Albornoz wrote a blog post that compares the production behind a performance with the process of storytelling.

In this issue we bring you an overview of our research programs, updates of events organised by us, events we participated in, news and media coverage, and videos of some of our recent events.

Memorial

Rahul Cherian, an expert and policy activist in disability law, intellectual property and technology law passed away due to an illness while on a visit to Goa on February 7, 2013. Rahul was the founder of the Inclusive Planet Centre for Disability and Policy, and a fellow at CIS. He was also a partner at IndoJuris Law Offices in Chennai and was one of the experts who drafted the Treaty for the Visually Impaired currently being negotiated at the World Intellectual Property Organization. The Hindu (February 8, 2013), First Post (February 8, 2013), Legally India (February 7, 2013), and Bar & Bench (February 8, 2013) covered this story. Lawrence Liang wrote an obituary page, A Lightness of Spirit (The Hindu, February 9, 2013) and Nishant Shah wrote a column One For All (Indian Express, February 17, 2013).

National Resource Kit for Persons with Disabilities

Anandhi Viswanathan from CIS and Manojna Yeluri from the Centre for Law and Policy Research are working in this project. Draft chapters have been published. Feedback and comments are invited from readers for the chapters on Bihar and West Bengal:

The Bihar Chapter (by Manojna Yeluri, February 14, 2013): The state of Bihar is in the process of formulating a comprehensive state policy on disability. The Bihar State Policy on Disability is an extension of the National Policy for Persons with Disabilities and is currently in a draft form awaiting government approval and notification.
The West Bengal Chapter (by Anandhi Viswanathan, February 28, 2013): The state of West Bengal has issued the West Bengal Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1999 to implement the provisions under the central Persons with Disabilities (Protection of Rights, Equal Opportunities and Full Participation) Act, 1995.

Access to Knowledge

The Wikimedia Foundation awarded CIS a two year grant of INR 26,000,000 to support and develop the growth of Indic language communities and projects by community collaborations and partnerships. This is being carried out by the Access to Knowledge team based in Delhi. CIS is also doing a project (Pervasive Technologies) on examining the relationship between production of pervasive technologies and intellectual property. The project researches upon the noteworthy opportunities of the new types of low cost mobile devices, content and services as available in the market.

Wikipedia

Beginning from September 1, 2012, Wikimedia Foundation awarded CIS a two-year grant of INR 26,000,000 to support and develop free knowledge in India. The A2K team consists of four members based in Delhi: T. Vishnu Vardhan, Nitika Tandon, Subhashish Panigrahi and Noopur Raval, and one new team member Dr. U.B. Pavanaja who works from Bangalore office.

New Team Member

Dr. U.B. Pavanaja joined the A2K team as Programme Officer, India Language Initiatives on February 19, 2013. Dr. Pavanaja holds a Master’s degree from Mysore University and Ph.D. from Mumbai University. He was a scientist at Bhabha Atomic Research Centre, Mumbai, for about 15 years. He is one of the earliest editors of Kannada Wikipedia. He has to his credit many firsts, viz., first Kannada website, first Kannada online magazine, first Indian language (Kannada) website to receive Golden Web Award, first Indian language (Kannada) editor for Palm OS, first Indian language (Kannada) editor for WinCE device (HP Jornado 720), first Indian language version (Kannada) of universally popular Logo (programming language for children) software, etc. His Kannada logo won the Manthan Award for the year 2006. He was a member of the technical advisory committee setup by the Govt. of Karnataka for Standardization of Kannada on Computers (2000). He is also a member of the Kannada Software Committee of Govt. of Karnataka (2008-current).

Internet Access – Knowledge Repository

CIS in partnership with the Ford Foundation was executing the telecom knowledge repository project which included producing and disseminating modules on various aspects of telecommunications including policy, regulations, infrastructure and market. However, from November 2012 there was a change in the mandate of the project. The new repository will cover the history of the internet, technologies involved, principle and values of internet access, broadband market and universal access. It will also touch upon various polices and regulations which has an impact on internet access and bodies and mechanism which are responsible for formulation policies related to internet access. The blog posts and modules will be published in a new website: www.internet-institute.in.

Upcoming Event

We are hosting an “Institute on Internet and Society” in collaboration with the Ford Foundation India, which is to be held from June 8, 2013 to June 14, 2013. Call for registration and relevant details will be announced soon on our website.

Telecom

While the potential for growth and returns exist for telecommunications in India, a range of issues need to be addressed. One aspect is more extensive rural coverage and the other is a countrywide access to broadband which is low. Both require effective and efficient use of networks and resources, including spectrum:

CIS was registered as a society in Bangalore in 2008. As an independent, non-profit research organisation, it runs different policy research programmes such as Accessibility, Access to Knowledge, Openness, Internet Governance, and Telecom. The policy research programmes have resulted in outputs such as the e-Accessibility Policy Handbook for Persons with Disabilities with ITU and G3ict, and Digital Alternatives with a Cause?, Thinkathon Position Papers and the Digital Natives with a Cause? Our Policy Director, Nirmita Narasimhan won the National Award for Empowerment of Persons with Disabilities from the Government of India and also received the NIVH Excellence Award.

Welcome to the Centre for Internet and Society newsletter! In this issue we bring you the updates of our research, events, media coverage and videos of the events organized by us during the month of February 2012!

Accessibility

Around 70 million disabled persons in India are unable to participate in information societies as lack of compliance with accessibility standards make interfaces impossible to use, and retrograde copyright and patent policies make it impossible to access knowledge. Accessibility is denied in banking services, web and mobile interfaces, etc. Material for the disabled therefore needs to be converted into accessible formats. The programme has resulted in outputs such as Web Accessibility Policy Making, Making Mobile Phones and Services Accessible for Persons with Disabilities, Accessibility Policy Making: An International Perspective, e-Accessibility Policy Handbook for Persons with Disabilities, Universal Service for Persons with Disabilities: A Global Survey of Policy Interventions and Good Practices, etc.

Web Accessibility Policy Making: An International Perspective: G3ict and the Centre for Internet and Society are pleased to announce the publication of a new, improved edition of the Web Accessibility Policy Making: An International Perspective. The report published in cooperation with the Hans Foundation provides an updated synopsis of the many policies that governments have implemented around the world to ensure that the Internet and websites are accessible to persons with disabilities.

ITU Tutorial on Audiovisual Media Accessibility (India International Centre,New Delhi, March 14 to 15, 2012): At the invitation of the Centre for Internet and Society, in cooperation with the ITU-APT Foundation of India, International Telecommunication Union is organizing a two-day Tutorial on Audio Visual Media Accessibility. The Tutorial will be preceded by the fourth meeting of the Focus Group on Audio Visual Media Accessibility on March 13, 2012. The meeting will take place in the same venue and will be hosted by the Centre for Internet and Society in cooperation with the ITU-APT Foundation of India.

Access to Knowledge

With the emergence of digital technologies and the unprecedented growth of the Internet and other related technologies, intellectual property rights (IPRs) the questions of ownership and control of information have become crucial. The programme focuses on the inequitable distribution of IPR, royalty, outflows, and beneficiaries of intellectual property regimes, the lack of balance in current IPR regimes [local, national and international] between consumer rights and IPR-owners’/corporation’s rights. The programme has produced analyses such as WIPO Treaty for the Print Disabled, WIPO Broadcast Treaty, Copyright Amendment Bill and Parallel Importation of Books.

Openness

The advent of the Internet has radically defined what it means to be open and collaborative. Even the Internet is built upon open standards and free/libre/open source software. The broad rubric of the ‘Openness’ programme focuses to provide evidence based research that will help inform policy and practice of the local, national, regional, bilateral and international policies and practices around Open Government Data, Open Access to Scholarly Literature, Open Access to Law, Open Content, Open Video, Open Standards and Free/Libre/Open Source Software. The programme has resulted in reports such as Open Government Data Study, Online Video Environment in India, a reader on the Wikipedia titled Critical Point of View: A Wikipedia Reader and a film titled People are Knowledge – Experimenting with Oral Citations on Wikipedia.

Internet Governance

Governments and private corporations are engaging in human rights violations online. Many different rights are impacted by internet governance policy changes. The growing phenomenon of illegal electronic surveillance by state and non-state actors and censorship of speech online are some specific problems that the Internet Governance programme seeks to address by providing evidence based research that will help inform policy and practice of the local, national, regional, bilateral and international privacy regime in the interests of the public in sectors key to information societies with a particular focus on information technology, privacy and freedom of expression. The programme has resulted in outputs such as Banking, Telecommunications, Consumer Protection, IT Act, Limitations, Copyright, Internet Protocol, Media, Sexual Minorities, UID and policy submissions such as, NIA Bill, IT Act, National Policy on Electronics, Cyber Café Rules, Security Practices Rules, and Intermediary Due Diligence Rules.

The event was organized by Privacy India in partnership with the International Development Research Centre, Canada, Privacy International, UK, Commonwealth Human Rights Initiative and Society in Action Group, Gurgaon. Unlicensed Spectrum-Policy Brief for Government of India NTP '11 by Satyen Gupta, Sunil Abraham and Yelena Gyulkhandanyan: The research paper aims to recommend unlicensed spectrum policy to the Government of India based on recent developments in wireless technology, community needs and international best practices, and seeks to demonstrate the need for and importance of unlicensed spectrum as a medium for inexpensive connectivity in rural/remote areas, as well as catalyzing innovation by being a barrier-free and cost-effective platform for the testing and implementing of new technologies.

Digital Natives with a Cause?

Digital Natives with a Cause? is a knowledge programme initiated by the Centre for Internet and Society, India and Hivos, Netherlands. It is a research inquiry that seeks to look at the changing landscape of social change and political participation and the role that young people play through digital and internet technologies, in emerging information societies. The programme has resulted in a four-book collective titled Digital AlterNatives with a Cause? and reports such as Digital Natives with a Cause? A Report and Digital Natives with a Cause? Thinkathon: Position Papers.

Digital Natives Video Contest: Twenty-one candidates have been shortlisted, videos will be online soon. Voting begins from March 10, 2012. The Centre for Internet and Society is co-organising the video contest with Hivos, Netherlands.

Researchers@Work

RAW is a multidisciplinary research initiative. CIS believes that in order to understand the contemporary concerns in the field of Internet and society, it is necessary to produce local and contextual accounts of the interaction between the Internet and socio-cultural and geo-political structures. To build original research knowledge base, the RAW programme has been collaborating with different organisations and individuals to focus on its three year thematic of Histories of the Internets in India. Estimates of the percentage of the world's population that is disabled vary considerably. But what is certain is that if we count functional disability, then a large proportion of the world's population is disabled in one way or another. At CIS we work to ensure that the digital technologies, which empower disabled people and provide them with independence, are allowed to do so in practice and by the law. To this end, we support web accessibility guidelines, and change in copyright laws that currently disempower the persons with disabilities.

Internet Governance

Although there may not be one centralised authority that rules the Internet, the Internet does not just run by its own volition: for it to operate in a stable and reliable manner, there needs to be in place infrastructure, a functional domain name system, ways to curtail cyber crime across borders, etc. The Tunis Agenda of the second World Summit on the Information Society (WSIS), paragraph 34 defined Internet governance as “the development and application by governments, the private sector and civil society, in their respective roles, of shared principles, norms, rules, decision-making procedures, and programmes that shape the evolution and use of the Internet.” CIS involvement in the field of Internet governance has taken the following shape:

CIS is doing a project, ‘Privacy in Asia’. It is funded by Privacy International (PI), UK and the International Development Research Centre, Canada and is being administered in collaboration with the Society and Action Group, Gurgaon. The two-year project commenced on 24^th March 2010 and will be completed as agreed to by the stakeholders. It was set up with the objective of raising awareness, sparking civil action and promoting democratic dialogue around challenges and violations of privacy in India. In furtherance of these goals it aims to draft and promote over-arching privacy legislation in India by drawing upon legal and academic resources and consultations with the public.

The growth in telecommunications in India has been impressive. While the potential for growth and returns exist, a range of issues need to be addressed for this potential to be realized. One aspect is more extensive rural coverage and the second aspect is a countrywide access to broadband which is low at about eight million subscriptions. Both require effective and efficient use of networks and resources, including spectrum. It is imperative to resolve these issues in the common interest of users and service providers. FDC recognition for the Centre for the Internet and Society

The Wikimedia Foundation Board has published a resolution declaring the Centre for Internet and Society as eligible for funding through the Annual Plan Grants program.

The resolution was approved at the Board's November 2013 meeting.

Whereas, the Wikimedia Foundation (WMF) and the Centre for the Internet and Society (CIS) have engaged in a working relationship in support of the mission goals of the Wikimedia movement in India since September 1, 2012;

Whereas, the Board would like to ensure that the activities and initiatives of CIS and its grants and payments received from WMF in support of the mission goals of the Wikimedia movement are subject to the review and recommendations of the Funds Dissemination Committee (FDC) to ensure the best consideration and use of donor monies;

Whereas, the Board recognizes that the work of CIS is comparable to that of other Wikimedia-affiliated entities in support of the mission goals of the Wikimedia movement;

Resolved, that, for purposes of eligibility to submit funding requests to the FDC, the FDC should treat the CIS as it would treat an eligible Wikimedia-affiliated entity for the limited term of CIS’ agreement with WMF.

Father-son duo promote Punjabi online

A father-son duo has been working to include more information about Punjab and Punjabi on Wikipedia, the online encyclopaedia.

The article by Jatinder Preet was published in the Sunday Guardian on February 1, 2014.

Charan Gill and his son Satdeep Gill have written hundreds of articles in English, Hindi and Punjabi in both Shahmukhi and Gurmukhi scripts. The father-son duo recently represented Punjabi in the first ever Train the Trainer Program in India, held at the Centre for Internet and Society (CIS-A2K) in Bangalore. The four-day event was organised for capacity building amongst Wikimedia volunteers for effective and efficient outreach programs in their respective regions to expand the Wikimedia movement in India, informed Charan Gill.

Satdeep Gill, a graduate student at Punjabi University, Patiala was already a contributor to the Punjabi Wikipedia when he attended a workshop held by veteran Punjabi Wikipedian G.S. Guglani. Satdeep became quite active after the workshop and soon his father too joined in. Charan informs he has contributed around 2700 articles, while Satdeep who is one of the administrators, has written around 600 pages. When he started there were around 3000 articles and there were too many factual and other errors, said Charan. He started editing older articles and adding newer ones along with Satdeep. There were others who joined in and now it has around 8700 articles. "Our target is to reach 10,000 by April," said Charan.

Extending The Spectrum Of Openness To Include The Moral Right To Share

Prefixing concepts with the epithet "open" has become something of a fashion over the last decade. Beginning with open source, we've had open content, open access, open data, open science, and open government to name but a few. Indeed, things have got to the point where "openwashing" -- the abuse of the term in order to jump on the openness bandwagon -- is a real problem. But a great post by David Eaves points out that the spectrum of openness actually extends well beyond the variants typically encountered in the West:

While sharing and copying technologies are disrupting some of the ways we understanding "content," when you visit a non-Western country like India, the spectrum of choices become broader. There is less timidity wrestling with questions like: should poor farmers pay inflated prices for patented genetically-engineered seeds? How long should patents be given for life-saving medicines that cost more than many make in a year? Should Indian universities spend millions on academic journals and articles? In the United States or other rich countries we may weigh both sides of these questions -- the rights of the owner vs. the moral rights of the user -- but there's no question people elsewhere, such as in India, weigh them different given the questions of life and death or of poverty and development.

Consequently, conversations about open knowledge outside the supposedly settled lands of the "rich" often stretch beyond permission-based "fair use" and "creative commons" approaches. There is a desire to explore potential moral rights to use "content" in addition to just property rights that may be granted under statutes.

He then goes on to write about the ideas of Sunil Abraham, founder and executive director of the Centre for Internet & Society (CIS) in India. Abraham has created an interesting representation showing the extended gamut of openness, which reaches from proprietary to counterfeiting and false attribution:

Eaves's post examines some of the details of Abraham's map:

Particularly interesting is Sunil's decision to include non-legal "permissions" such as ignoring the property holders rights in his spectrum of openness. He sees this as the position of the Pirate Party, which he suggests advocates that people should have the right to do what they want with intellectual property even if they don't have permission, with the exception, interestingly, of ignoring attribution.

This is something that several Techdirt posts have touched on before. One of the most telling facts about unauthorized sharing online is that people preserve attribution -- there's no attempt to hide who made the song or film. That's probably why survey after survey shows that sharing materials online increases their sales -- something that would be unlikely if attribution were stripped from files. Eaves notes that this aspect ties into a particularly hot topic at the moment -- surveillance:

To Sunil, the big dividing line is less about legal vs. illegal but around this issue of attribution. "This is the most exciting area because this (the non-attribution area) is where you escape surveillance," he declares.

"All the modern day regulation over IP is trying to pin an individual against their actions and then trying to attach responsibility so as to prosecute them," Sunil says. "All that is circumvented when you play with the attribution layer."

This matters a great deal for individuals and organizations trying to create counter power -- particularly against the state or large corporate interests. In this regard Sunil is actually linking the tools (or permissions) along the open spectrum to civil disobedience.

It's a fascinating piece that brings some fresh ideas to an area that has been steadily gaining in importance for some time. I hope that Abraham builds on these thoughts, and publishes some more extended and worked-out explorations of them -- ultimately, perhaps, as a book.
