    <title>Konkani Wikipedia next?</title>

&lt;p style="text-align: justify; "&gt;This article by Diana Fernandes was &lt;a class="external-link" href="http://www.epaperoheraldo.in/Details.aspx?id=10085&amp;amp;boxid=173254781&amp;amp;uid=&amp;amp;dat=7%2f28%2f2013"&gt;published in OHeraldO&lt;/a&gt;, the largest circulated English daily in &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Goa"&gt;Goa&lt;/a&gt;, on July 27, 2013. T. Vishnu Vardhan is quoted.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;a class="external-link" href="https://en.wikipedia.org/wiki/Konkani_language"&gt;Konkani&lt;/a&gt; has never had its own Wikipedia site like Hindi (&lt;a class="external-link" href="http://hi.wikipedia.org"&gt;hi.wikipedia.org&lt;/a&gt;) or Sanskrit (&lt;a class="external-link" href="http://sn.wikipedia.org"&gt;sn.wikipedia.org&lt;/a&gt;). So the good news is that efforts are underway since 2006, the bad news is it hasn’t made any progress in the last seven years.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;a href="https://cis-india.org/" class="external-link"&gt;The Centre for Internet and Society&lt;/a&gt; (CIS) is however hoping to change this. As part of the project being funded by the &lt;a class="external-link" href="https://wikimediafoundation.org/wiki/Contact_us"&gt;Wikipedia Foundation, San Francisco&lt;/a&gt;, CIS through their &lt;a class="external-link" href="https://meta.wikimedia.org/wiki/India_Access_To_Knowledge/Programme_Plan"&gt;Access to Knowledge&lt;/a&gt; (A2K) programme plan to bring to life a full fledged Konkani Wikipedia site with the &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Devanagari"&gt;Devanagari script&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But &lt;a href="https://cis-india.org/a2k/blog/t-vishnu-vardhan.pdf" class="external-link"&gt;Vishnu Vardhan&lt;/a&gt;, programme director, is quick to add, "This is no way trying to resolve the script issue. We are simply creating a place where people from the Konkani speaking community can contribute as well as read Konkani online."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Considering the complexity of the language, which is also written in &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Kannada_language"&gt;Kannada&lt;/a&gt;, &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Malayalam"&gt;Malayalam&lt;/a&gt; and &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Persian_alphabet"&gt;Perso Arabic&lt;/a&gt;, Konkani has many obstacles to over come before this project reaches fruition.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A balanced and practical approach of developing the content on the Konkani Wikipedia will be focused upon, say the organisers. For this, the A2K will look at generating content and build a community around the official Konkani script — Devanagari. Though they will also accept any other script, which will either be translated into the Devanagari script or remain as it is.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Speaking about the workshop, Vardhan says Goa was the perfect launch pad for the project. Among the 24 lakh Konkani speaking population around the world, Goa accounts for 6 lakh, the highest.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The CIS plans to have free lectures around the state to any interested group of people to spread the news of contributing articles related to famous personality, place, a cultural aspect, religion, history or sociology. But then comes the task of which script do people contribute in.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The current incubator has 52 Devanagari, 32 Romi and 2 Kannada articles. The project received its maximum number of edits in 2007 08 and has been reducing over the subsequent years.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The aim of the project is to get more articles. "Presently, we are telling people to simply contribute articles, whether in Devanagari or Romi. But since Devanagari is the state approved script, it is preferred in that script."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Vardhan believes that removing it from the incubation stage and having a live Wikipedia site will be a start. But for which he says, a community is necessary.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Wikipedia is a community website and without one, there would be no exchange of information," he says. At present, the incubator has 86 articles but the aim is to increase this number with as many articles as possible.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Once armed with enough articles to go live, Vardhan says, the engineering department at Wikipedia can be approached about creating a multiple script converter that converts any of the scripts into any other desired one. The problem however is that there isn’t enough motivation and interest in the language itself.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Only if the team at Wikipedia (US) sees the demand for different scripts in Konkani will they consider the multiple script converters," says Vardhan.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A similar challenge was faced by other wikis, like the &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Kashmir"&gt;Kashmiri Wikipedia&lt;/a&gt;, which used &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Pashto_language"&gt;Pashto&lt;/a&gt;, &lt;a class="external-link" href="http://en.wikipedia.org/wiki/%C5%9A%C4%81rad%C4%81_script"&gt;Sharada&lt;/a&gt; and Devanagari scripts. Punjabi had the &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Gurmukh%C4%AB_alphabet"&gt;Gurmukhi script&lt;/a&gt; used in India and the &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Shahmukh%C4%AB_alphabet"&gt;Shahmukhi script&lt;/a&gt; that’s used in Pakistan. Solutions to them included an automatic converter, multiple writing system and creating separate wikis for each script.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;CIS has also organised a &lt;a href="https://cis-india.org/openness/events/kannada-wikipedia-workshop-udupi-april-29-2013" class="external-link"&gt;Kannada workshop in Udupi&lt;/a&gt; for a Kannada Wikipedia. The other languages that the Wikipedia Foundation has asked them to work on are Telugu, Odia, and Bengali.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;ସମ୍ବଲପୁରର ବୁର୍ଲାଠାରେ ଥିବା ‘ବୀର ସୁରେନ୍ଦ୍ରସାଏ ବୈଷୟିକ ବିଶ୍ୱବିଦ୍ୟାଳୟ(ଭିସୁଟ)’  ର ଗୋଲ୍ଡ଼େନ ଜୁବୁଲୀ ସେମିନାର ହଲ ପରିସରରେ ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆ ସମ୍ବନ୍ଧରେ ଏକ  କର୍ମଶାଳା ଅନୁଷ୍ଠିତ ହୋଇଯାଇଛି । ବିଶ୍ୱବିଦ୍ୟାଳୟର ୧୦୦ରୁ ଉର୍ଦ୍ଧ୍ୱ ଛାତ୍ରଛାତ୍ରୀ  ଏହି କର୍ମଶାଳାରେ ଭାଗ ନେଇ ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆ ବ୍ୟବହାର ସଂପର୍କରେ ଜ୍ଞାନ ଅର୍ଜନ  କରିଥିଲେ । ବିଶ୍ୱବିଦ୍ୟାଳୟର ପୁରାତନ ଛାତ୍ର ତଥା ସକ୍ରିୟ ଓଡ଼ିଆ ଉଇକିଆଳି ଗୋର୍ବାଚୋଭ  ପୋଥାଳଙ୍କ ତତ୍ୱାବଧାନରେ ଏହି କର୍ମଶାଳା ଆୟୋଜିତ ହୋଇଥିଲା ଏବଂ ଉପସ୍ଥିତ ସମସ୍ତଙ୍କୁ  ଉଇକିପିଡ଼ିଆ ସଂପର୍କରେ ସବିଶେଷ ବିବରଣୀ ପ୍ରଦାନ କରାଯାଇଥିଲା । ସେ କହିଥିଲେ ଯେ,  ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆ ଓଡ଼ିଆ ଭାଷାରେ ଇଣ୍ଟରନେଟ୍‌ରେ ଉପଲବ୍ଧ ଏକ ଖୋଲା ଜ୍ଞାନକୋଷ ।  ଏହାକୁ ବ୍ୟବହାର କରି ଜଣେ କିପରି ନିଜର ଗବେଷଣା ଦକ୍ଷତା ବିକାଶ ଓ ମାଗଣା ଜ୍ଞାନର  ବିତରଣ କରିପାରିବ, ସେହି ବିଷୟରେ ଆଲୋଚନା କରିଥିଲେ । ଏହା ବ୍ୟତୀତ ଓଡ଼ିଆ  ଉଇକିପିଡ଼ିଆର ଇତିହାସ, ଆଭିମୁଖ୍ୟ, ଉଇକିପିଡ଼ିଆରେ ବର୍ତ୍ତମାନ ଚାଲୁଥିବା ବିଭିନ୍ନ  ପ୍ରକଳ୍ପ ବିଷୟରେ ସବିଶେଷ ଆଲୋଚନା କରିଥିଲେ ଓ କହିଥିଲେ ଓଡ଼ିଆରୁ ଦୂରେଇ ଯାଉଥିବା  ଲୋକଙ୍କୁ ଓଡ଼ିଆମୁଖୀ କରାଇବାର ଏହା ଅନ୍ୟତମ ପ୍ରଚେଷ୍ଟା । ଶ୍ରୀ ପୋଥାଳ ନିଜର ବକ୍ତବ୍ୟ  ଦେଇ ସାରିବା ପରେ ଉଇକିପିଡ଼ିଆ ସମ୍ବନ୍ଧରେ ଛାତ୍ରଛାତ୍ରୀଙ୍କର ବିଭିନ୍ନ ପ୍ରଶ୍ନର  ଉତ୍ତର ଦେଇଥିଲେ । ଏହା ପରେ କର୍ମଶାଳରେ ସେ ଉଇକିପିଡିଆରେ ନୂତନ ପ୍ରସଙ୍ଗ ଲେଖିବା,  ସମ୍ପାଦନା କରିବା, ଆଧାର ଦେବା ଇତ୍ୟାଦିର ପ୍ରଶିକ୍ଷଣ ଦେଇ ଏକ ଗଣ-ସମ୍ପାଦନା ଆୟୋଜନ  କରିଥିଲେ । କର୍ମଶାଳାରେ ବିଶ୍ୱବିଦ୍ୟାଳୟର ପ୍ରାଧ୍ୟାପକ ଡ. ଅମରନାଥ ନାୟକ, ଡ଼ ବିଭୂତି  ଭୂଷଣ ପାଣି, ଡ଼. ଅକ୍ଷୟ କୁମାର ପଟ୍ଟନାୟକ, ଡ. ଜ୍ୟୋତି ରଞ୍ଜନ ମହାନ୍ତି ପ୍ରମୁଖ  ଉପସ୍ଥିତ ଥିଲେ । କର୍ମଶାଳାର ସଫଳ ପରିଚାଳନା ପାଇଁ ଛାତ୍ର ପ୍ରତିନିଧି ଅବିନାଶ କୁମାର  ପୁହାଣ, ସୁପ୍ରଜ୍ଞାନ ପଟ୍ଟନାୟକ, ସୁଭମ ସାହୁ, ସୋମ୍ୟଶ୍ରୀ ଋତୁପର୍ଣ୍ଣୋ ସାହୁ, ଅନନ୍ୟା  ସୃଷ୍ଟି ଶତପଥୀ ସାହାଯ୍ୟ କରିଥିଲେ ।&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;br /&gt;ସମ୍ବଲପୁରର ବୁର୍ଲାଠାରେ ଥିବା ‘ବୀର ସୁରେନ୍ଦ୍ରସାଏ ବୈଷୟିକ ବିଶ୍ୱବିଦ୍ୟାଳୟ(ଭିସୁଟ)’  ର ଗୋଲ୍ଡ଼େନ ଜୁବୁଲୀ ସେମିନାର ହଲ ପରିସରରେ ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆ ସମ୍ବନ୍ଧରେ ଏକ  କର୍ମଶାଳା ଅନୁଷ୍ଠିତ ହୋଇଯାଇଛି । ବିଶ୍ୱବିଦ୍ୟାଳୟର ୧୦୦ରୁ ଉର୍ଦ୍ଧ୍ୱ ଛାତ୍ରଛାତ୍ରୀ  ଏହି କର୍ମଶାଳାରେ ଭାଗ ନେଇ ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆ ବ୍ୟବହାର ସଂପର୍କରେ ଜ୍ଞାନ ଅର୍ଜନ  କରିଥିଲେ । ବିଶ୍ୱବିଦ୍ୟାଳୟର ପୁରାତନ ଛାତ୍ର ତଥା ସକ୍ରିୟ ଓଡ଼ିଆ ଉଇକିଆଳି ଗୋର୍ବାଚୋଭ  ପୋଥାଳଙ୍କ ତତ୍ୱାବଧାନରେ ଏହି କର୍ମଶାଳା ଆୟୋଜିତ ହୋଇଥିଲା ଏବଂ ଉପସ୍ଥିତ ସମସ୍ତଙ୍କୁ  ଉଇକିପିଡ଼ିଆ ସଂପର୍କରେ ସବିଶେଷ ବିବରଣୀ ପ୍ରଦାନ କରାଯାଇଥିଲା । ସେ କହିଥିଲେ ଯେ,  ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆ ଓଡ଼ିଆ ଭାଷାରେ ଇଣ୍ଟରନେଟ୍‌ରେ ଉପଲବ୍ଧ ଏକ ଖୋଲା ଜ୍ଞାନକୋଷ ।  ଏହାକୁ ବ୍ୟବହାର କରି ଜଣେ କିପରି ନିଜର ଗବେଷଣା ଦକ୍ଷତା ବିକାଶ ଓ ମାଗଣା ଜ୍ଞାନର  ବିତରଣ କରିପାରିବ, ସେହି ବିଷୟରେ ଆଲୋଚନା କରିଥିଲେ । ଏହା ବ୍ୟତୀତ ଓଡ଼ିଆ  ଉଇକିପିଡ଼ିଆର ଇତିହାସ, ଆଭିମୁଖ୍ୟ, ଉଇକିପିଡ଼ିଆରେ ବର୍ତ୍ତମାନ ଚାଲୁଥିବା ବିଭିନ୍ନ  ପ୍ରକଳ୍ପ ବିଷୟରେ ସବିଶେଷ ଆଲୋଚନା କରିଥିଲେ ଓ କହିଥିଲେ ଓଡ଼ିଆରୁ ଦୂରେଇ ଯାଉଥିବା  ଲୋକଙ୍କୁ ଓଡ଼ିଆମୁଖୀ କରାଇବାର ଏହା ଅନ୍ୟତମ ପ୍ରଚେଷ୍ଟା । ଶ୍ରୀ ପୋଥାଳ ନିଜର ବକ୍ତବ୍ୟ  ଦେଇ ସାରିବା ପରେ ଉଇକିପିଡ଼ିଆ ସମ୍ବନ୍ଧରେ ଛାତ୍ରଛାତ୍ରୀଙ୍କର ବିଭିନ୍ନ ପ୍ରଶ୍ନର  ଉତ୍ତର ଦେଇଥିଲେ । ଏହା ପରେ କର୍ମଶାଳରେ ସେ ଉଇକିପିଡିଆରେ ନୂତନ ପ୍ରସଙ୍ଗ ଲେଖିବା,  ସମ୍ପାଦନା କରିବା, ଆଧାର ଦେବା ଇତ୍ୟାଦିର ପ୍ରଶିକ୍ଷଣ ଦେଇ ଏକ ଗଣ-ସମ୍ପାଦନା ଆୟୋଜନ  କରିଥିଲେ । କର୍ମଶାଳାରେ ବିଶ୍ୱବିଦ୍ୟାଳୟର ପ୍ରାଧ୍ୟାପକ ଡ. ଅମରନାଥ ନାୟକ, ଡ଼ ବିଭୂତି  ଭୂଷଣ ପାଣି, ଡ଼. ଅକ୍ଷୟ କୁମାର ପଟ୍ଟନାୟକ, ଡ. ଜ୍ୟୋତି ରଞ୍ଜନ ମହାନ୍ତି ପ୍ରମୁଖ  ଉପସ୍ଥିତ ଥିଲେ । କର୍ମଶାଳାର ସଫଳ ପରିଚାଳନା ପାଇଁ ଛାତ୍ର ପ୍ରତିନିଧି ଅବିନାଶ କୁମାର  ପୁହାଣ, ସୁପ୍ରଜ୍ଞାନ ପଟ୍ଟନାୟକ, ସୁଭମ ସାହୁ, ସୋମ୍ୟଶ୍ରୀ ଋତୁପର୍ଣ୍ଣୋ ସାହୁ, ଅନନ୍ୟା  ସୃଷ୍ଟି ଶତପଥୀ ସାହାଯ୍ୟ କରିଥିଲେ ।&lt;/p&gt;

    <title>A Kannada Wikipedia Workshop at Hubli</title>

        &lt;b&gt;On Sunday, July 21, 2013, a day-long Kannada Wikipedia workshop was conducted at Hubli  by the Centre for Internet and Society's Access to Knowledge (CIS-A2K) team. This blog post throws more light on the workshop.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;On June 13, 2013, a Kannada news channel, &lt;a href="https://cis-india.org/news/suvarna-news-june-13-2013-wiki-rahasya-panel-discussion" class="external-link"&gt;Suvarna News 24x7, telecasted a panel discussion on Kannada Wikipedia&lt;/a&gt;. I participated as a panelist in the programme along with &lt;a class="external-link" href="http://en.wikipedia.org/wiki/User:M_G_Harish"&gt;M.G. Harish&lt;/a&gt;, who is an admin of Kannada Wikipedia. In the panel discussion, the anchor Shetty asked us whether we conduct workshops to help people edit Wikipedia? I said yes, and also confirmed that if people (from whichever place they may hail from) want training on editing Wikipedia then I am willing to travel to that place and do a workshop.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One week after the programme was telecasted, one V S Hiremath called me from Hubli and requested me to conduct a Kannada Wikipedia workshop at Hubli. Many rounds of discussions took place. One condition that I had put forward was that participants should come with their own laptops and internet connections like data cards, dongles, etc., for the workshop. Unfortunately, majority of the people willing to participate in the workshop didn't have laptops albeit having desktops and internet connections in their homes. So we had to make alternative arrangements and the workshop was conducted at the computer lab of  &lt;a class="external-link" href="http://www.kleimsrhubli.org/"&gt;KLE Society's Institute of Management Studies and Research&lt;/a&gt;. The logistics were arranged by V. S. Hiremath of UNV Associates.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The programme was scheduled to start at 10 a.m. Due to the monsoon season, it was raining heavily.  People started to come in a bit late. Hiremath had scheduled an  inauguration and media briefing for the workshop. &lt;a class="external-link" href="http://www.kleimsrhubli.org/Prppdagi.pdf"&gt;Dr. Prasad  B.Roodagi, Director of IMSR&lt;/a&gt;, presided over the function. The  inauguration was done by Sheelavantar of &lt;a class="external-link" href="http://www.hosadigantha.in/epaper.php?edition=hubli"&gt;Hosa Digantha&lt;/a&gt;. Since Dr. Prasad B.Roodagi came almost one hour late, the workshop began late.&lt;/p&gt;
&lt;p&gt;The actual hands-on workshop started after the tea-break at 11.30 a.m.  People were very eager to learn about editing Wikipedia. There were 22  participants.&lt;/p&gt;
&lt;p&gt;Wikipedia has a condition that only 6 new editors can  register per day  for a given IP address. The lab had static IP address. Once, 6 participants  had registered, the remaining couldn't register.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;So the rest  registered using my  laptop during lunch break. I taught them the features of  Wikipedia, searching  for a topic, posting new articles, formatting,  inserting links, images, references, etc. Participants got to know all of these by  using their  respective sandboxes. Towards the end, I also showed them  Kannada  Wiktionary, Kannada Wikiquote and Kannada Wikisource.&lt;/p&gt;

    <title>Telugu Wiki Academy at Centre for Good Governance</title>

        &lt;b&gt;An account of the Telugu Wiki Academy organized for the staff of Centre for Good Governance, Hyderabad on April 9, 2013 at their Jubilee Hills premises.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;This was planned as a pre-event to &lt;i&gt;Telugu Wiki Mahotsavam 2013&lt;/i&gt;. Senior Wikipedian and administrator on &lt;a class="external-link" href="http://te.wikipedia.org"&gt;Telugu Wikipedia&lt;/a&gt;, &lt;a class="external-link" href="http://te.wikipedia.org/wiki/%E0%B0%B5%E0%B0%BE%E0%B0%A1%E0%B1%81%E0%B0%95%E0%B0%B0%E0%B0%BF:Arjunaraoc"&gt;Arjuna Rao Chavala&lt;/a&gt; had built a useful contact with a staff at &lt;a class="external-link" href="http://www.cgg.gov.in/"&gt;Centre for Good Governance (CGG)&lt;/a&gt;, Hyderabad. Once Arjuna had planned to come for the Telugu Wiki Mahotsavam, he touch based with CGG and explored the possibility of organizing a Wiki Academy for their staff in Hyderabad. CGG primarily works with government departments and other stakeholders on issues of governance, identifying solutions, help government in developing actionable plans and support the implementation of these plans. CGG has majorly worked as a think tank for the government of Andhra Pradesh, since its inception and has also worked with other state governments in India and brings together the power of knowledge, technology and people. Arjuna, &lt;a class="external-link" href="http://te.wikipedia.org/wiki/%E0%B0%B5%E0%B0%BE%E0%B0%A1%E0%B1%81%E0%B0%95%E0%B0%B0%E0%B0%BF:%E0%B0%B0%E0%B0%B9%E0%B1%8D%E0%B0%AE%E0%B0%BE%E0%B0%A8%E0%B1%81%E0%B0%A6%E0%B1%8D%E0%B0%A6%E0%B1%80%E0%B0%A8%E0%B1%8D"&gt;Rahmanuddin Shaik &lt;/a&gt;(Telugu SIG Chair) and &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/User:Visdaviva"&gt;T. Vishnu Vardhan&lt;/a&gt; (from &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge"&gt;CIS-A2K&lt;/a&gt;) undertook this Academy and another Wikipedian &lt;a class="external-link" href="http://en.wikipedia.org/wiki/User:Pavithrans"&gt;Pavithran&lt;/a&gt; joined the event&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Karthik Subramanian, Programme Officer at CGG had organized for meeting with the Assistant Director of the CGG. During the meeting with the Assistant Director, we explained to him about the many possibilities of using Wikipedia as an open knowledge and information platform in Indian languages and how even CGG can put up its work on it to share with larger public. He raised questions about the authenticity of information on Wikipedia and the wiki model was explained to him. Following this, the Wiki Academy began with 20 participants. The Academy was mainly lead by Arjuna and Rahmanuddin.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;As many people did not turn up with laptops it was not possible for all the participants to practically use Wikipedia. Rahmanuddin helped various participants in creating User names on Wikipedia. Simultaneously during the hands-on session a discussion on various aspects of Wikipedia was held with some of the participants, who were senior retired officers from the Government of Andhra Pradesh. This was anchored by Arjuna and Vishnu. Other than the usual questions of how to ensure authenticity of contributions and vandalism to articles, the group offered suggestions on collaborating with various government departments in putting out relevant information on various aspects on Telugu Wikipedia.&lt;/p&gt;

    <title>Indian Language Wikipedia Statistics (September 2012 – April 2013)</title>

        &lt;b&gt;The Access to Knowledge team carried out a quantitative analysis to identify trends and growth patterns in Indian Language Wikipedias over the time period from September 2012 to April 2013.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;It is difficult for the &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge/Programme_Plan"&gt;CIS-A2K programme&lt;/a&gt; to either take direct credit for the growth or direct blame for the lack of it in the Indian language &lt;a class="external-link" href="http://www.wikimedia.org/"&gt;Wikimedia&lt;/a&gt; projects. However, we believe that we have been one of the factors — and sometimes a key factor — in impacting the growth of the Wikimedia projects and communities in India since the commencement of the project.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;In addition to this based on the various outreach work done by A2K we have attempted to present an analysis of direct new Wikipedia users that have emerged in languages impacted by the A2K programme, keeping in mind that community mobilisation will always be an autonomous activity to some extent.&lt;/p&gt;

&lt;li style="text-align: justify; "&gt; The growth momentum in Indian languages over the eight month period from September 2012 to April 2013 looks healthy.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Some language Wikipedias have been growing at a phenomenal rate than others in terms of percentage change since September 2012.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Assamese, Punjabi, Kannada and Odia Wikipedias have a growth rate of 58 per cent, 55 per cent, 30 per cent and 26 per cent respectively. These were the top four Indian language Wikipedia projects during the eight month period.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;In terms of absolute number of articles, &lt;a class="external-link" href="http://ta.wikipedia.org/wiki/%E0%AE%AE%E0%AF%81%E0%AE%A4%E0%AE%B1%E0%AF%8D_%E0%AE%AA%E0%AE%95%E0%AF%8D%E0%AE%95%E0%AE%AE%E0%AF%8D"&gt;Tamil&lt;/a&gt;, Malayalam, Kannada and Hindi Wikipedias have grown by about 4,200; 3,600; 3,300; and 2,300 articles respectively.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;However, given the small size of the Wikipedia communities in Assamese, Punjabi, Kannada and Odia (as given in Graph 2 below) the growth achieved by them is much commendable and all efforts have to be put to ensure that this momentum continues by strengthening these communities and also expanding them.&lt;/li&gt;

&lt;li style="text-align: justify; "&gt; There is a fluctuation in the number of active editors in majority of the Indian language Wikipedias, except for Punjabi Wikipedia, which has seen a consistent growth. Starting from July 2012, the Wikimedia India Programs Team began working with the Punjabi community, an activity which we have continued at the A2K programme.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The active editors on Hindi, Marathi and Sanskrit Wikipedias have been consistently coming down, which is a cause of concern. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;It is important to note that Kannada and Telugu Wikipedias where the number of Active Editors were in a declining trend as of September 2012 have shown a remarkable turnaround. The A2K programme has spent the last 3-4 months working closely with both the Kannada and Telugu communities.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Overall the active editors on Malayalam Wikipedia have crossed the 100 mark numerous times, making it the first Indian language Wikipedia to reach this benchmark. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Looking at the trends Tamil Wikipedia may soon reach the 100 active editor mark. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Even Bengali Wikipedia community could cross 100 active editors if concerted efforts are put in. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The Assamese Wikipedia, which received support from A2K programme until January 2013, had a consistent active editor population which was around 20 people. However, once the support from the A2K programme dwindled a declining trend (since February 2013) has set in. This is worrying as it gives rise to the possibility of building dependencies through the A2K programme. Going forward we need to address this and rectify by creating self-sustaining momentum in our outreach work that lasts beyond our involvement.&lt;/li&gt;

&lt;li style="text-align: justify; "&gt;Bengali, Hindi, Malayalam and Tamil Wikipedias have consistently seen more than 10 new editors joining every month. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Assamese, Odia and Sanskrit Wikipedias did have many new editors joining. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;A total of 673 new people have become editors for Indian language Wikipedia since September 2012. &lt;/li&gt;

&lt;li style="text-align: justify; "&gt;Overall the “Page View” trends of Indian Language Wikipedias look positive.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Bengali, Odia and Punjabi Wikipedias have shown the highest percentage growth in page views since August 2012. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;In absolute numbers Bengali Wikipedia has seen a spectacular growth of 14,00,000  page-views, Marathi and Tamil Wikipedias witnessed a growth of about 10,00,000 and 8,00,000  page-views respectively. &lt;/li&gt;
&lt;li&gt;These clearly indicate the demand for knowledge and information in Indian languages on the internet.&lt;/li&gt;
&lt;/ol&gt;
&lt;p style="text-align: justify; "&gt;In the below given Graph 5, we have also looked at the direct impact the A2K programme had in cultivating new editors on Indian language Wikipedias through various outreach programmes conducted during September 2012 to April 2013.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It should be noted that a total of 1,275 participants were reached out by the A2K programme. However, the username data for more than 700 participants could not be ascertained, due to inefficient data collection and input. This includes participants giving wrong usernames, trouble with the handwriting  of some of the participants, etc. We have already taken note of this issue and have put in measures to efficiently capture the new user data. Hence, we have only presented an analysis of 558 participants, whose usernames are valid.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Of this it can be noted that more than 120 users have done more than 5 edits, which is 21 per cent of the participants. Further, 24 participants have done more than 100 edits on English and various Indian language Wikipedias, which constitutes 4 per cent of the total participants that the A2K programme has reached out to.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The Centre for Internet &amp;amp; Society (CIS) welcomes you to the sixth issue of its newsletter for 2013. Hivos published a White Paper by Nishant Shah titled &lt;a href="https://cis-india.org/digital-natives/blog/hivos-knowledge-programme-june-14-2013-nishant-shah-whose-change-is-it-anyway"&gt;Whose Change is it Anyway?&lt;/a&gt;, which attempts to reflect critically on existing patterns of making change and its implications for the future of citizen action in information and network societies. The Access to Knowledge team carried out a &lt;a href="https://cis-india.org/a2k/blog/indian-language-wikipedia-statistics"&gt;quantitative analysis to identify trends and growth patterns in Indian Language Wikipedias&lt;/a&gt; from September 2012 to April 2013. CIS drafted the &lt;a href="https://cis-india.org/internet-governance/blog/privacy-protection-bill-2013-with-amendments-based-on-public-feedback"&gt;Privacy Protection Bill&lt;/a&gt; and amended it as per feedback gained from the New Delhi, Bangalore, and Chennai Privacy Roundtable Events. CIS made &lt;a href="https://cis-india.org/a2k/blog/cis-closing-statement-marrakesh-treaty-for-the-blind"&gt;closing statement on the Treaty for the Blind&lt;/a&gt; at the WIPO Diplomatic Conference which was concluded with the adoption of the &lt;a href="http://www.wipo.int/meetings/en/doc_details.jsp?doc_id=241683"&gt;Marrakesh Treaty to Facilitate Access to Published Works for Persons who are Blind, Visually Impaired, or otherwise Print Disabled&lt;/a&gt;. In a &lt;a href="https://cis-india.org/a2k/blog/patent-pools"&gt;research paper&lt;/a&gt; Nehaa Chaudhari gives an analysis of patent pools, Sameer Boray gives an &lt;a href="https://cis-india.org/a2k/blog/the-right-way-to-fight-video-piracy"&gt;analysis of video piracy&lt;/a&gt; and Pranav Menon &lt;a href="https://cis-india.org/a2k/blog/india-eu-fta-issues-surrounding-data-protection-and-security"&gt;gives an analysis of India-EU FTA and issues surrounding data protection and security&lt;/a&gt;. In this period we organised the &lt;a href="https://cis-india.org/telecom/knowledge-repository-on-internet-access/institute-on-internet-and-society"&gt;Institute on Internet and Society&lt;/a&gt; with support from the Ford Foundation at Golden Palms, Bangalore from June 8 to 14, 2013.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Celebrating 5 Years of CIS&lt;/b&gt;&lt;br /&gt;CIS is now 5 years old and we just celebrated this by holding an open exhibition in our offices in Bangalore and Delhi from May 20 to 23, showcasing our work and accomplishments over the period. We had about 170 visitors from the general public coming in to our office.     <title>Bangalore RHoKed to Create 8 Apps for a Better World!</title>

        &lt;b&gt;The Centre for Internet and Society (CIS) on June 1 and 2, 2013 hosted a Random Hacks of Kindness (RHoK) event at its office. Yogesh Londhe shares with you a post-event report.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Bangalore joined 41 cities around the world to host the RHoK hackathon. RHoK is a growing community of innovation building usable open technology solutions to real world problems. This is made possible by hosting weekend hackathons twice a year where experts from development areas pitch real world problems to the hackers/tech-experts and then hackers form teams choose their problems and hack over the weekend to create a proof of concept to solve part of the problem with technology.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On May 31 an RhoK reception was hosted at CIS. The reception was attended by 40 people including many registered hackers. The reception program was series of keynotes on various themes of RHoK vision and work. There were keynotes ranging from user experience to agile planning to experiences in Himalaya to philosophy of social impact of technology. Of course the major attraction of the evening was the keynote by Jacob Appelbaum of Tor project. He spoke about tor, ooni-tor and some other technologies in encryption that can help human right and environment activists. The audience got a real treat when he took up questions from the audience and spoke in details about each question. Apart from the keynotes there was a successful launch of 'Project Bachchao' at the reception. This was very special because 'Project Bachchao' started as a hack (led by Chinmayi) at the June 2012 RHoK Bangalore, travelled to Grace Hopper Women's hackathon in Bangalore, got incubated by Geeks without Bounds and came as a first release of first product to launch at RHoK reception. Everyone congratulated Project Bachchao team on the launch!&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Hackathon&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;The RHoK hackathon in Bangalore attracted 40 hackers on day 1, who took up 9 challenging hacks, after 2 reviews on day 1 and idea exchanges, eventually 8 hacks came out at the end of day 2.&lt;/p&gt;
&lt;p&gt;There were 7 problem statements pitched at the Bangalore RHoK!&lt;/p&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Accessibility cloud &lt;/b&gt;by Voice Vision (accessibility to web surfing for visually challenged)&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Green Trails Project &lt;/b&gt;by India Hikes(a reward system to encourage cleaning up of Himalayan treks)&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Disaster Recovery and You D-R-Y &lt;/b&gt;(online knowledge-base of disaster scenarios with solutions that worked before-during-after the disaster to save/protect lives and property)&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Season Watch &lt;/b&gt;by Nature Conservation Foundation(visualization of data about blossoming/fruiting/seeding patterns of trees to watch effect of climate change on seasons and patterns in trees)&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Bangalore Green Cover &lt;/b&gt;(an app to map and track trees around the Garden City &amp;lt;aka Bangalore&amp;gt; with an aim to make people fall in love with trees)&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Missing Children &lt;/b&gt;(a mobile app to create open database of children seen begging at signals/stations that will allow searching by facial recognition in case people wish to search for missing child)&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;NGO accelerator &lt;/b&gt;by Saket of myshareplex.com(a match making for NGOs and volunteers to appeal for/donate time/materials)&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;The teams took up some of those and few of their own problem statements and presented following hacks at the end of the hackathon:&lt;/p&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Glow Green &amp;amp; Save Life&lt;/b&gt;: This is simulation of traffic situation where Ambulance needs to get priority right of way to be able to reach nearest Hospital in shorted time. Satvik &amp;amp; Akash took up this project and developed a simulation using Google Maps and Java Script. This nice simulation shows how the traffic signals will be controlled for letting the Ambulance pass on priority basis. &lt;br /&gt;&lt;br /&gt;The project is completed and can be extended to add other traffic and more number of ambulances.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Season Watch&lt;/b&gt;:  This is a data visualization hack. A data set of 60,000 trees from one state of India was given to this team and the team built and app to visualize the data on various parameters, including Google map visualization of the trees. This app allows users to upload current photos of the trees, data related to the tree like blossom, fruits, types of insects, birds, animals eating leaves/fruits, growth of the tree, etc. It was a lot of work and the team took up all of it enthusiastically, eventually they were able to finish most of the work of data visualization and the representative of NCF was very happy to get the results of the work.&lt;br /&gt;&lt;br /&gt;The project is almost completed. The team is mostly students who will be busy with their examinations this month, so they will coordinate with NCF in July and finish the work. Meanwhile NCF may use some of their work in their existing website.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Green Trail Project&lt;/b&gt;: This problem statement was repeated in this RHoK hackathon from last one. One team, mostly students of IIT-Kanpur took this up and started working on it. They worked closely with a representative of India Hikes and they were successful in building the framework and most of the functionality visualized by IndiaHikes.&lt;br /&gt;&lt;br /&gt;The project is almost completed and the team has discussed with India Hikes about meeting over next 2 weekends and finishing the work and launch and test it. India Hikes is willing to take the team to Himalaya for a trek to test this project.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Non-Profit Accelerator&lt;/b&gt;: Saket Bhushan of myshareplex.com brought this problem statement himself and worked on this problem statement alone. This app is online match making app for NGOs and volunteers. The NGOs using this app will be able to post their requirements in terms of volunteers and material. The volunteers will be able to contribute by their time and material. No money donations are managed by this system at this stage. This app is part of a whole NGO management (mini-ERP for NGOs) system developed by Saket &amp;lt;myshareplex.com/np&amp;gt;&lt;br /&gt;&lt;br /&gt;This project is finished and will be implemented by Saket very soon.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Talking LCD &lt;/b&gt;(assistive technology for visually challenged): this problem statement was derived from  a problem statement defined by Voice Vision of Mumbai. Mr. Muthu of Enable India took this problem statement and made some changes to it. He eventually decided to make a screen reader for LCD/LED screens that can help visually challenged employees to work with the screens (e.g. Visually challenged gas station attendant). The team planned to work with Raspberry pi hardware to prototype the LCD screen reader for faster and cheaper prototype.&lt;br /&gt;&lt;br /&gt;The team was able to finish coding proof of concept and Mr. Muthu plans to take this forward as problem statement owner.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Missing Children&lt;/b&gt;: Problem statement taken from last RhoK hackathon. The team worked on Windows phone app that will allow the users to take photos of children begging at signals/railway stations. The photos will be uploaded to online photo database (flickr/google/picasa/...) with location and time data. The people searching for missing child will then upload a photo, the app will use facial recognition software on server side and give suggestions matching the photo with location and time, thus helping the search.&lt;br /&gt;&lt;br /&gt;This project is almost finished and can be implemented soon. Android / iPhone version need to be developed.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Bangalore Green Cover&lt;/b&gt;: Problem statement presented and hacked by Chinmayi and team. This team worked on an Android app that will allow users to take photos of trees around Bangalore city. The app will then map the tree on Google map and create a dedicated page for the tree. The user can then keep posting updates about the tree regularly. The aim of this project is to make people fall in love with trees.&lt;br /&gt;&lt;br /&gt;The team finished the project and aims to launch this project soon.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Frequent traveler miles for bus commuter&lt;/b&gt;: Problem statement presented by Emaad, Rachee, Bhuvanesh and hacked by them. They developed an Android app that allows user to take a photo of their local bus ticket, the app will upload it to their profile on the server and give them few credit points based on the distance traveled/value of the ticket. The users can accumulate the points and hopefully some company / local transport authorities will then reward the traveler for the points. The aim is to encourage people to take public transport.&lt;br /&gt;&lt;br /&gt;The app is almost ready to be launched.&lt;/li&gt;

    <title>A 'Kannada' Wikipedia Workshop for Bloggers </title>

        &lt;b&gt;On Sunday, June 23, 2013, a day-long Kannada Wikipedia workshop was conducted at Suchitra, Bengaluru for Kannada bloggers by the Centre for Internet and Society's Access to Knowledge (CIS-A2K) team. This blog post gives a report on the workshop. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;There was a demand from Kannada bloggers that they need some orientation  on editing Kannada Wikipedia. There were informal talks on this since the last 2-3  months on when and how the event should be organised. &lt;a href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge"&gt;CIS-A2K&lt;/a&gt; collaborated with Suchitra Film and Cultural Society, Bengaluru and  Avadhi. G N Mohan of Avadhi and Prakash Belavadi of Suchitra helped in  getting the conference room of Suchitra available for the workshop.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Announcement was made in the KannadaWikipedia group of Facebook. This  group has more than 2000 members. One member even sent a message  questioning the wisdom of inviting everyone for the workshop. He asked, "can we  accommodate all the people if they turn up?" However, I was quite sure that not  more than 25 will turn up. The reason being the condition that participants should come with their own laptops and internet connections. As the workshop date neared, more and more people began registering for participation.  The number reached 56 on the previous night. I sent a message requesting  people to reconfirm the participation as the conference room could  accommodate 25 people only. Few people withdrew and only 13 persons  reconfirmed.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;June 23, being a Sunday, the personnel at Suchitra came to open the  room only at 9.50 a.m. Myself and some participants were there at 9.20 a.m.  itself. Once everyone settled down, there was an issue with the  projector. My ultrabook has only a mini HDMI port. I keep an  HDMI-to-VGA converter and have been using it from the last 2-3 workshops. It  worked well at those places. But on June 23, it refused to work. I then exchanged my ultrabook with another participant and the  presentation and workshop begun. I had sent some tutorial files to all  those who confirmed participation. All of them came and surprisingly, there were two more participants, who hadn't confirmed their participation. That  accelerated the participation by them. This itself was very encouraging.  That means the participants who came that day were really serious of  editing Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The workshop was conducted intermixing  presentation and hands-on. By evening everyone had learnt how to edit  Wikipedia, how to create headings, sub-headings, bulleted lists, text,  numbered text, how to insert Wiki links as well as external links, etc.  People picked up inserting reference as well quite quickly. Since majority of  them were bloggers, they already knew the concepts but wanted to know the  Wiki syntax which they picked up by the end of the workshop.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Harish M G, who is an admin with Kannada Wikipedia joined the workshop and helped in clearing many advanced doubts.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The result of the workshop is quite encouraging. Most of them have added contents and edited some existing pages as well. Thanks are due to Suchitra for sponsoring the venue and to Avadhi for co-organising this event.&lt;/p&gt;

    <title>Big Data, People's Lives, and the Importance of Openness</title>

        &lt;b&gt;Openness has become the buzzword for everything in India right now. From the new kids on the block riding the wave of Digital Humanities investing in infrastructure of open knowledge initiatives to the rhetoric of people-centered open government data projects that are architected to create 'empowered citizens', there is an inherent belief that Opening up things will make everything good. &lt;/b&gt;
        &lt;hr /&gt;
&lt;p&gt;This blog post was &lt;a class="external-link" href="http://dmlcentral.net/blog/nishant-shah/big-data-peoples-lives-and-importance-openness"&gt;published in DML Central&lt;/a&gt; on June 24, 2013.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;I am not an Open-data party pooper. In fact, I firmly believe that  opening up data – through hardware, through software, through  intellectual property regimes on content – and enabling access to  information and data is one of the most basic needs of the information  age. I also advocate for strong policies that curb corporate and  government control and monopolies over data and information. Along with  my colleagues at the &lt;a href="https://cis-india.org/"&gt;Centre for Internet and Society&lt;/a&gt;,  and the many networks we work with, I have thought of myself as an open  data advocate and have worked towards examining openness not only at  the level of content, but also openness in infrastructure and conditions  of access, distribution and storage. More than ever, it is necessary to  build systems of Open Data that not only have distributed, collective  and ethical ownership but also ensure the fair use and integration of  information in our everyday life – especially given the sinister age of  relentless remembering, as lives get incessantly archived through  ubiquitous and pervasive technologies of portable computing.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Having said that, there is a strange thing happening around Openness  right now. Openness seems to have been separated from the fact that it  is a response to things being gated and closed. Openness, as it is being  deployed right now, in e-government initiatives or rapid digitization  processes in university libraries, seems to suggest that Openness is  merely about making things in the physical format available in the  digital medium. Hence, for example, the National Mission for Education  through Information and Communication Technologies, India’s largest  flagship government initiative to build learning conditions of the  future, is investing almost all of its budget on digitizing historical  and local language material in digitally intelligible and legible  records that can be easily distributed. While the effort at building the  infrastructure and preserving this material is absolutely worth  supporting, making it the be-all and end-all of Open data initiatives is  symptomatic of what I call the ‘politics of the benign’. We need to  realize that Openness is not merely about making already available  content in physical formats in the digital domain. Openness is about  battles with Intellectual Property Regimes, which charge an  extraordinary amount of money for high-value knowledge to anybody who  wants to access it. In other words, openness is not about digitizing our  grandparents’ pictures; it is about claiming access to knowledge and  information hidden behind paywalls and gateways that is often produced  using public resources.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As you can imagine, the perpetuation of this politics of benign fits  many agendas; there are numerous stakeholders and actors who seek to  neuter the radical nature of demands made by the Openness movements  while retaining the vocabulary of political change. And that is why, if  you look at the ways in which openness debates have changed, they get  immediately deflected to questions around infrastructure, access,  last-mile, etc. – which are all presented to us as the infrastructure of  being political and being open. In the last few years, especially with  Digital Humanities emerging as the playground where politics is not  allowed, I find too many instances where the Humanities and Social  Sciences questions get morphed into similar sounding questions that  pretend to be the same but dislocate the political content and intention  from the engagement.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the ways this works really well is by a separation of data from  the lived reality of people. Data is seen as something that is out there  – something that is &lt;i&gt;about&lt;/i&gt; the real rather than &lt;i&gt;the&lt;/i&gt; real. It is seen as an abstraction, which, when it further enters the  circuits of pretty visualizations and graphic representations, becomes  so entrenched in questions of reading and coding that it often becomes a  surrogate for the larger realities that it is supposed to intervene in.  So, for example, in India, the concerns around agriculture  infrastructure and conditions of the farmers have easily been replaced  by agriculture informatics – leading to a strange paradox where the  states with the highest community informatics infrastructure also have  the highest &lt;a href="http://en.wikipedia.org/wiki/Farmers%27_suicides_in_India"&gt;incidences of farmer suicides&lt;/a&gt;.  I am not suggesting there is a cause-and-effect relationship here.  However, it is a telling story that the community informatics  infrastructure which was supposed to change the bleak realities of  agriculture and farming in India has definitely not changed the nature  of the reality it set out to solve.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Or in a similar vein, the ways in which the landscape of education is  changing in the country, because of the emergence of the digital as the  new organizing principle and in some instances, the &lt;i&gt;raison de etre&lt;/i&gt; for building education infrastructure also needs to be examined. So,  for instance, India has seen a rapid improvement of the Gross Enrollment  Ratio in education that measures the annual intake and successful  completion of education programs by students in the country. The GER  shows that with remote education processes, the attempts at building  distributed learning environments and the building of digital  infrastructure has led to more students in different parts of the  country getting enrolled in formal education systems. There is a  celebration that more children are entering schools and colleges and are  also in a state of socio-economic mobility. There is a clear causal  relationship established in producing digital infrastructure and greater  access to education and learning resources for an emerging information  society like India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, this particular mode of looking at education, through the lens  of access and inclusion, is no longer able to reflect on the core  concerns that education institutions in the country were historically  supposed to address. If the primary function of education was to address  the questions of inequity, uneven modernity, disparate wealth  distribution, and widespread socio-cultural conservatism, these are no  longer questions that are featured in the Data-Technology driven  education programs. These problems, which have been at the center of  education debates in the country – leading to widespread affirmative  action and violent resistance to it – have now been reformulated around  quantifiable parameters of intake, credits, employability,  affordability, accessibility, merit, etc. So there is silence about the  nature of the students who enter education. There is an implicit push  for the disinvestment of the state from education resources in favor of  privatization. We remain enamored by the numbers joining the system,  without worrying about the categories of discrimination – caste, gender,  sexuality, language, location – that have affected the quality,  intention and function of education. These issues have become moot  points, to be replaced by visualizations and data sets that remain  opaque in looking at the negotiations of identity politics and the need  to embed education processes in lived realities of the students who  enter formal education.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These problems are not new. And the intention of this articulation is  not to deny the power of digital technologies or the opportunities they  produce. Instead, it is a call to say that we need to stop thinking of  data – an abstraction, an artifact, a manual product – as a natural  state of being. We need to remind ourselves that engagement with data is  not a sterile engagement, rendered beautiful through visualizations and  infographics that can make reality intelligible. It is perhaps time to  realize that Data has replaced People as the central concern of being  human, social and political. Time to start re-introducing People back  into debates around Data, and acknowledging that Data Informatics is  People Informatics and data wars have a direct effect on the ways in  which people live. And Die.&lt;/p&gt;
