On Talking Back: A Report on the Taiwan Workshop: What does it mean to Talk Back? Who do we Talk Back against? Are we alone in our attempts or a part of a larger community? Attentional Capital in Online Gaming: The Currency of Survival
This blog post by Arun Menon discusses the concepts of production, labour and race in virtual worlds and their influence on the production of attention as a currency. An attempt is made to locate attentional capital, attentional repositories and attention currencies within gaming to examine 'attention currencies and its trade and transactions in virtual worlds. A minimal collection of attention currencies are placed as central and as a pre-requisite for survival in MMOs in much the same way that real currency become a necessity for survival. The approach is to locate attentional capital through different perspectives as well as examine a few concepts around virtual worlds.

Or Why Clicktivism May Not Be Ruining Left Activism in India, At Least for Now: In a recent piece in the Guardian titled “Clicktivism Is Ruining Leftist Activism”, Micah White expressed severe concern that, in drawing on tactics of advertising and marketing research, digital activism is undermining “the passionate, ideological and total critique of consumer society”. Enabling Access to Education through ICT - A Conference in Delhi: The Centre for Internet and Society (CIS), Bangalore in cooperation with the Global Initiative for Inclusive ICT (G3ICT), a flagship advocacy organization of the UN Global Alliance on ICT and Development (UN-GAID), the International Telecommunications Union (ITU), UNESCO, Digital Empowerment Foundation, Society for Promotion of Alternative Computing and Employment and the Deafway Foundation is organizing an international conference, Enabling Access to Education through ICT in New Delhi from 27 to 29 October 2010. Pre-grant Opposition Filed for a Software Patent Application by Blackberry Manufacturers: A pre-grant opposition was filed against a software patent application filed in the patent office by Certicom, a wholly owned subsidiary of Research in Motion (RIM), manufacturers of Blackberry. The opposition was filed on August 31, 2010 by the Software Freedom Law Centre which has recently expanded its operations to India. This exciting development was announced by Mishi Choudhary from SFLC on the lines of the seminar on “Software Patents and the Commons” organised on 1 September 2010 in Delhi jointly by SFLC, the Centre for Internet and Society, the Society for Knowledge Commons and Red Hat. Filing more such oppositions to software patents in India was in the pipeline and this is just the beginning of a movement to take on monopolisation of knowledge and ideas through patenting software, the organisers said.

First Post-Bilski Decision - Software Patent Rejected: In the first decision post-Bilski, the Board of Patents Appeals and Interferences (BPAI) rejected a software patent claimed by Hewlett-Packard. The ruling in this case has buttressed the fact that the Bilski decision furthered the cause of narrowing the patentability of software even though the Supreme Court of the United States totally avoided mentioning software patents or the applicability of the machine or transformation test for software patents in its decision.

The Bilski Case - Impact on Software Patents: The Supreme Court of the United States gave its decision in Bilski v Kappos on 28 June, 2010. In this case the petitioners’ patent application sought protection for a claimed invention that explains how commodities buyers and sellers in the energy market can protect, or hedge, against the risk of price changes. The Court in affirming the rejection by the Court of Appeals for the Federal Circuit also held that the machine- or-transformation test is not necessarily the sole test of patentability. The Court’s ruling of abstract ideas as unpatentable and its admission that patents do not necessarily promote innovation and may sometimes limit competition and stifle innovation have provided a ray of hope. In the light of the developments, the Bilski decision as far as patentability of software is concerned may not be totally insignificant, says Krithika Dutta Narayana.

Moldova Online: An Interview with Victor Diaconu: In this interview for Russian Cyberspace, set up with the help of Sunil Abraham (Executive Director at the Centre for Internet and Society in Bangalore, India), computer software professional Victor Diaconu explains the nature of Internet use, state control and the development of blogging and social media platforms in Moldova. Victor works at Computaris in Chisinau. He is Moldova educated, and has travelled to several western countries (including lengthy stays to US, UK) to learn about and understand what there is to be done in Moldova. Presentation of the UID project by Ashok Dalwai – A Report: On Tuesday, 7 September 2010, Ashok Dalwai, the Deputy Director General of the Unique Identification of India (UIDAI), gave a lecture at the Indian Institute for Science in Bangalore. Representing the UID Authority, his presentation explained the vision of the project and focused on the challenges involved in demographic and biometric identification, the technology adopted, and the enrolment process. Beyond Access as Inclusion: On 13 September, the day before the fifth Internet Governance Forum opens, CIS is co-organised in Vilnius a meeting on Internet governance and human rights. One of the main aims of this meeting was to call attention to the crucial, yet in Internet governance often neglected, indivisibility of rights. No UID Campaign in New Delhi - A Report: The Unique Identification (UID) Bill is not pro-citizen. The scheme is deeply undemocratic, expensive and fraught with unforseen consequences. A public meeting on UID was held at the Constitution Club, Rafi Marg in New Delhi on 25 August, 2010. The said Bill came under scrutiny at the meeting which was organised by civil society groups from Mumbai, Bangalore and Delhi campaigning under the banner of "No UID". The speakers brought to light many concerns, unanswered questions and problems of the UID scheme.

Seminar on Open Access in Research Area: A Strategic Approach

The Energy and Resources Institute (TERI), Delhi, is organising a seminar on open access in research on Tuesday, December 22, 2015. The seminar will focus on: 1) wider access to scientific publications and research data, 2) access to scientific information, and 3) challenges and opportunities of research data. The Centre for Internet and Society is supporting the event as a Knowledge Partner.

Background

Open Access has become central importance to advancing the interests of researchers, scholars, students, business, and the public as well as librarians. Increasingly, research institutions require researchers to publish articles that report research findings openly accessible in open domain.

Open Access pursues to yield scholarly publishing to spread knowledge and allow that knowledge to be built upon. Price barriers should not stop researchers from getting access to research data. Open Access, and the open availability and search ability of scholarly research that it entails, will have a significant positive impact on everything from education to the research practice in various fields.

To explore why Open Access is so important to a number of groups, TERI Library along with The Centre for Internet & Society (CIS) as Knowledge Partner is organizing a half day seminar on Open Access in Research Areas: a Strategic Approach on December 22, 2015 at TERI Seminar Hall, IHC, Lodhi Road, New Delhi.

The Seminar will focus on:

challenges and opportunities of research data.

Seminar on Odia Language in New Delhi by the Intellects

Recently the Odia Language has been accorded classical status by the Government of India. It has increased the responsibility of all Odias to protect, promote and propagate the Odia literature at this digital age while the next gen Odias are moving away from their mother tongue.

The event report was published in Odisha Samachar on April 24, 2014. Subhashish Panigrahi participated in the event.

It is now important for all the scholars, writers, intellectuals and students of Odia literature to shoulder the responsibility to carry forward the legacy of the language while confronting the challenges. On this issue a brain storming seminar has organized by a New Delhi based progressive forum of intellectual Odia people; THE INTELLECTS at Tyagaraj Nagar Jaggnath Mandir, New Delhi. Odia Intellectuals stresses on need for revival of Bhagabat Tungi in Odisha villages as knowledge hub. The conference was about the discussion over creative platform for future development of Odia language and literature. Selection of Programme Officer — Pilot Projects, CIS-A2K

The Centre for Internet & Society (CIS) opened applications for the post of Programme Officer, Pilot Projects for its Access to Knowledge (A2K) Programme on 17th April 2013. The vacancy and call for applications was shared on all Indian language mailing lists, city mailing lists as well as Village Pumps.

Last date of submitting applications was 30th April which was later extended for another week. By the first week of May we had received 35 applications.

First level of shortlisting
Applicants were given an assignment where they had to write at least one new article on their respective language Wikipedia projects (though we encouraged them to write more than one article if they liked). Asking them to write new articles on Wikipedia was a way to assess their seriousness and level of commitment towards this job. Applicants who failed to submit their written assignment were outright rejected in this level. Amongst the ones that did complete the assignment were assessed on the basis of their relevant work experience and skills that matched requirements of the job profile. CIS-A2K assessed these applicants on different parameters such as:

Exposure to digital domain
Exposure in community driven projects
Exposure of working with schools of performing arts or cultural departments
Prior experience of working in multi-cultural environment
Prior experience in program design and management
Exposure to Wikimedia projects and community
Technical work experience

In this level, 9 applicants were rejected due to failure of completing the assignment and 1 applicant pulled out. Out of the remaining 25 applicants, CIS-A2K shortlisted 15.

Second level of shortlisting
Vishnu and Nitika conducted one hour Skype interviews with each of the shortlisted candidates. CIS-A2K tried to assess candidates on their:

Understanding and passion for Wikimedia movement and projects

Level of understanding of the job profile

Level of understanding of open source, open access, open standards.

Clarity of thinking and communication skills

Ability to work with teams and communities

Experience / understanding of community mobilisation & outreach

Skills in project management

Comfort with working in unstructured environments

Ability to learn new things and approach unfamiliar situations

Personal passions and interests

On the basis of Skype conversations, CIS-A2K shortlisted 6 candidates out of 15 for the next level.

Third level of shortlisting
At this stage one more applicant pulled out and remaining 5 were called for personal interviews to our Bangalore office. All participants were requested to come prepared to present on the topic of 'Performing Arts and Wikipedia' for 10 mins. Each interview lasted for approximately an hour. Towards the closure of the day all participants were requested to gather where each one of them showcased their presentations. This further led to an interesting group discussion.

CIS-A2K had requested Wikimedia India to select someone from the Chapter who could be involved in the selection process and we're glad that Sowmyan Tirumurti, Executive Manager of Wikimedia Chapter could join us for a little while on the day of personal interviews.

Final Selection
Based on all the parameters and levels of interviews, CIS-A2K decided to extend the offer to Syed Muzammiluddin for the position of Programme Officer - Pilot Projects. Muzammil's experience, skills and interest matched our requirements the best and we look forward to a long and successful relationship with him.

Security of Open Source Software : A Survey of Technical Stakeholders’ Perceptions and Actions

Open-source software (OSS) components are largely assumed to be secure due to their open nature. However, that is not always the case. Of late, there has been an increased incidence of software supply-chain issues, with some industry reports estimating a 300% increase in attacks that exploit existing vulnerabilities between 2020 and 2021.
This report by Centre for Internet and Society surveys technical stakeholders to determine how they select OSS components to use in their projects and how they think broadly about the security of the projects they create.

Highlights:

90% of respondents work in companies with a dedicated team responsible for the security of software. 80% of them do not carry out any further security checks on an OSS once it has been approved for use by their security teams.
80% of respondents see comprehensive documentation as an important factor when selecting an OSS for use.
70% of respondents report validating dependencies in their selected open-source software component.
50% of respondents consider how actively an open-source software is maintained before selecting it for their projects.
40% of respondents do not anticipate accidental exploitation of vulnerabilities or expect malice from bad actors when they create software.
30% of respondents report not doing any post-release maintenance on the OSS component used and deployed.

Securing Our Dependence on Code Reuse in Software

Dividing and breaking up a software project into smaller modules with functionality that can be reused to build other software is an increasingly common practice in software development today. We examine our infrastructural dependence on reuse of open-source software (OSS) components, examine the unique security risks posed by the widespread reuse of code, and survey systemic solutions to securing code reuse.

Dividing and breaking up a software project into smaller modules with functionality that can be reused to build other software is an increasingly common practice in software development today. Much of this reuse happens in the form of open-source software (OSS) packages, i.e. software whose source code is openly available on the internet with a permissive licence which allows for its reuse and modification. A study that analysed the composition of over 2400 commercial software applications from seventeen industries found that, on average, 78% of the code used to build them was open-source software – indicating that code reuse is not merely supplemental, but foundational to software development processes today. Relying on domain experts to build and maintain the functionality that is ancillary to a software application’s primary purpose saves effort and allows application developers to focus on their own work domains. For instance, a developer building a video conferencing application – such as Zoom – may reuse an open-source library called ffmpeg to encode and decode video streams, or another open-source component, OpenSSL, to encrypt and decrypt the encoded streams as they are transmitted over the internet, rather than reimplementing this functionality from scratch.

Despite the well-known practical benefits of code reuse and its prevalence in all of the digital products and services our society relies on, several security incidents in widely used OSS projects have shown that such projects are often underfunded and under-maintained. The ‘Heartbleed’ vulnerability most clearly illustrates this. In 2014, a security vulnerability in the OpenSSL software library – which is widely used to encrypt web traffic – affected about one-fifth of the servers on the internet. Malicious actors could have exploited this vulnerability to decrypt all of the data that these servers handled and even impersonated them.

In this report, we examine our infrastructural dependence on reuse of OSS components and develop an understanding of the security risks posed by the widespread reuse of code that is developed and maintained by untrusted individuals and organisations that have no obligation to provide these services or any subsequent support.

We present an analysis of common security issues in OSS packages, with a focus on the unique security issues that arise in the tooling and processes used to store, distribute and operate reused code. Finally, we survey solutions and frameworks which seek to address some of these issues on a systemic level.

This report is primarily aimed at regulators, technical decision-makers and organisations invested in furthering research in this area. It can also serve as a starting point for software developers who want to learn about the common security pitfalls of using OSS components and how they can avoid them.

Second Draft of Open Access Policy of the Department of Biotechnology and Department of Science released

The Department of Biotechnology and the Department of Science, Ministry of Science and Technology, Government of India drafted an Open Access Policy (“Policy”) in consultation with several open access experts, government officials and CIS. The second draft of the Policy released last week and is open for comments till 17th November, 2014.

The Centre for Internet and Society (“CIS”) commends the efforts of the Ministry of Science and Technology, Government of India to make scientific research publicly available by developing an open access policy. The first and second drafts of the Policy may be accessed here. The following part highlights the changes inserted in the second draft of the Policy.

Second draft of the Department of Biotechnology and the Department of Science Open Access Policy

The second draft has been titled “Policy on open access to DBT and DST funded research.” At the outset, the second draft reflects that the Policy is voluntary and not mandatory in nature. To reiterate this, the Department of Biotechnology and the Department of Science (“DBT-DST”) acknowledge and respect right of researchers to publish their work in a journal of their choice in the Policy. However, the DBT-DST maintains that it will not underwrite article processing charges. In addition, the Policy respects the limitations placed on research outputs under Indian law and intellectual property policies of the respective institutions.

The Policy lays out that the process for making a research output openly accessible will start at the institutional level, and it has been made mandatory for institutions which receive core funding from DBT-DST to set-up an Institutional Repository(“IR”). The DBT-DST will provide adequate assistance to set up institutional repositories. For other institutions, it is strongly suggested that they set up an IR. Meanwhile, institutions can submit their work in the central repository created by the DBT and DST (dbt.sciencecentral.in and dst.sciencecentral.in). The Ministry of Science and Technology will set up a central harvester (www.sciencecentral.in) that will harvest the full text and metadata of these publication.

The recommended deposit period of the works has been extended to two weeks after the acceptance by the journal, and the recommended embargo period is less than a year. Depositing in a suitable repository has been made mandatory for all research outputs. CIS strongly recommended an embargo period of one year, and making deposits in repositories mandatory, regardless of the open access routes ( Gold OA or Green OA) adopted by the scientist.

The draft makes it clear that the Policy does not intend to override the agreements between the researchers and publishers, however, it recommends the authors to bring to the notice of publishers their obligations under the Policy.

In furtherance of creating awareness of open access, the DBT-DST intend to celebrate “Open Access Day” during the International Open Access Week (http://www.openaccessweek.org/) by organizing sensitizing lectures, programmes, workshops and taking new OA initiatives.

The second draft successfully addresses concerns raised by scientists and publishers on the first draft. The comments on the first draft may be accessed here. In the comments, the scientific community requested clarification on the mandatory nature of the policy. It also raised the issue of impeding career advancement in view of limited number of open access journals and the dependence on publications in certain noteworthy journals while hiring. Therefore, the second draft of the Policy makes it voluntary to publish open access, however, depositing in repositories has been made mandatory.

Further, concerns about IRs and central repository have been addressed in the second draft with the DBT-DST committing to assist institutions in setting up IRs.

Some publishers raised concerns about the stipulated embargo period, and suggested it be extended to a variable of 12-24 months, instead of the 12 months period recommended in the Policy. However, the second draft retains the embargo period of one year because scientific research moves at a fast pace, and locking crucial research for more than one year runs the risk of rendering the research outdated.

About the Policy

CIS has been assisting the DBT-DST on developing the Policy since June 2014. The Policy document was drafted by the Open Access Policy Committee. I blogged about the exercise undertaken to emerge with the first draft which was followed by a round of comments from the public. After releasing the first draft, the Open Access Policy Committee convened a meeting to review the Policy in light of the feedback received. CIS was invited to participate in the meeting and I attended it in furtherance of the submissions made by CIS previously. The second draft is the outcome of the Open Access Policy Committee meeting.

Science Gallery Workshop @ Srishti

Srishti School of Art, Design and Technology is organizing a workshop to discuss the exciting potential of envisaging a Science Gallery in Bangalore as a part of the Global Science Gallery Network. Sunil Abraham is participating in this workshop.

Srishti is hosting this first workshop in collaboration with the Science Gallery at Trinity College Dublin, which is spearheading this initiative across six cities worldwide on November 23, 2012.

Shristi is inviting multiple stakeholders in the city, including scientists, technologists and artists, to begin discussions and collaborations to conceptualize the Science Gallery in Bangalore. The Science Gallery will explore intersections of art, science and technology, through public engagement particularly the youth, to make science accessible and inspirational to all.

Scholarly Communication in the Age of the Commons

One-day conference on Open Access Organised by National Aerospace Laboratories (as a part of their Golden Jubilee celebrations), Indian Academy of Sciences and Centre for Internet and Society

Background

Open-access (OA) literature is digital, online, free of charge, and free of most copyright and licensing restrictions. OA removes price barriers (subscriptions, licensing fees, pay-per-view fees) and permission barriers (most copyright and licensing restrictions) and ensures free availability and unrestricted use.

In today’s knowledge-based society, the advent of the Internet and widespread and easy access to scientific information are facilitating research and innovation. Open Access is not only changing the nature of scholarly communication but even the way research is carried out. Indeed Open Access is the bedrock on which the emerging Global Research Library initiative is being built.

Scientists and scientific institutions in India - some of them, to be precise - have moved up in the value chain in that they access information and disseminate their findings often through barrier-free electronic channels. Out of about 3,900 open access journals, India accounts for 108 titles as seen from the Directory of Open Access Journals. The major Indian publishers of OA journals are Indian Academy of Sciences, Indian National Science Academy, MedKnow Publications and National Informatics Centre. According to the Registry of Open Access Repositories there are 40 open access repositories in India including those at Indian Institute of Science, National Aerospace Laboratories, National Institute of Oceanography, Raman Research Institute, National Institute of Technology - Rourkela, and Indian Institutes of Technology. Prof. Samir Brahmachari, Director General of CSIR, has initiated the Open Source Drug Discovery programme as an alternative to the traditional patent-driven model of drug research. Recently CSIR has adopted an open access policy. Indian National Science Academy is one of the early signatories to the Berlin Declaration.

Thus Open Access - both for accessing worldwide information and for making our own research more visible - is not new to India. But one must admit that considering the size of India's research and higher education enterprise what we have achieved so far is utterly inadequate and incommensurate with our ambition to become a knowledge power. We have a long way to go. And the first step is to adopt open access nationwide.

This one-day “Conference on Scholarly Communication in India in the Age of the Commons” is organized to take stock of the current developments in Open Access and to highlight the issues that would need to be addressed to enable a wider access to scientific knowledge and to enhance the visibility of research performed in India.

Sanskrit Wikiquote — Now Available!

The Access to Knowledge team at the Centre for Internet & Society (CIS) is happy to celebrate the availability of Sanskrit wikiquote.

"The project is a store house of Subhashitas extracted from different scriptures like the Vedas, Upanishads Puranas, Ramayana, Mahabharatam, etc., categorised and based on the topics with explanations. It contains idioms and phrases, witty puzzles, sayings of great people, Chitrakaavyam, etc., everything in Samskrit. It is to be noted that all these, in a single webpage is not available anywhere else in such an easily available form." says Dr. Sumana, Wikipedia Wing, Samskrita Bharati.

Sangeet Baithak: A Hindustani Music Resource Donation Event in Mumbai

The Access to Knowledge team from the Centre for Internet and Society (CIS-A2K) and Khayal Trust is organizing a music event on October 7, 2014 in Shivaji Park, Dadar, Mumbai. T.Vishnu Vardhan and Tejaswini Niranjana will be participating.

Neela Bhagwat will donate her comprehensive textual compilation of Gwalior Gharana bandishes. Gwalior Gharana is one of the old traditions of Hindustani gayaki and like other gayaki's the tradition has been passed on orally in the guru-shishya parampara. Pt. Neela Bhagwat has over a period of 30 years (of learning and teaching music) meticulously compiled most of the Gwalior Gharana bandishes with notations and notes. This comprehensive collection which will be scanned and hosted on Wikisource and made available under CC-BY-SA 4.0. license.

Samskrita Vaibhavam (Sanskrit Wiki Outreach Program)

To celebrate the revival of Sanskrit language, the Bangalore chapter of Samskrita Bharati organised a two-day mega event "Samskrita Vaibhavam" at VSR Kalyan Mantapa in Bangalore on August 9 and 10, 2014.

Competition, Conference & Exhibition

The theme of the event was promotion of Sanskrit. It offered an encapsulation of the culture and heritage woven into Sanskrit. No wonder, the event attracted more than thousand samskrita premis or Sanskrit enthusiasts, who actively participated in the proceedings.

As is well known, Samskrita Bharati with a missionary zeal, is engaged in popularising Sanskrit language and demonstrating to the world that Sanskrit cannot only be easily learnt by anyone but also by those who can easily speak in Sanskrit and transact daily activities too. Samskrita Bharati organises Samskrita Shibirams through which these concepts are popularised.

Notable during the event was a seminar on "Why Samskrit". Dr. Chamu Krishna Shastry, Samskrita Bharati; Dr. Srinivas Varkhede, Karnataka Samskrit University; Dr. Ramachandra Bhat, Veda Vignyana Gurukulam; Dr. Balachandra Rao, mathematecian and astrophysicist; Dr. VR Anil Kumar, Kalpa Heritage Trust; and Uttara Nerurkar, Vedic scholar, were the expert speakers.

Additionally, an exhibition was also organised. Here, there was a stall on "Samskrita Wikipedia" (Sa.Wikipedia). This was a grand attraction for visitors as Sanskrit Wikipedia showed that (Sanskrit) knowledge can be accessed in a split second with a click on a computer.

The Sanskrit Wikipedia wing of Samskrita Bharati is thankful for the timely support from CIS-A2K, which was used for designing and printing handbills and brochures about Sanskrit Wikipedia. The brochures, which were distributed among participants, were well appreciated as it helped them connect with Sa.Wikipedia, and the myriad possibilities available to them by learning Sanskrit.

The entire event was of great significance in the promotion of Sanskrit language.

Sambad 100 Women Edit-a-thon

A two-day 100 Women Edit-a-thon was held on March 18 and 19, 2017 in collaboration with Odisha’s biggest newspaper publisher Sambad. The event was inspired by BBC’s 100 Women series and edit-a-thons with the same name in December 2016. More than 20 female journalists participated and registered as new Odia Wikipedians. The event served as a highlight of the Women’s History Month in Indian language Wikipedias as well as in the global movement.

The name 100 Women was coined for BBC’s annual series featuring inspirational women from around the globe. In December 2016, in coordination with the broadcast of the program, an edit-a-thon of the same name was conducted at the headquarters of BBC, including at its Delhi office in India. The edit-a-thons aimed to create and edit biography articles of notable women on Wikipedia(s) to address the under-representation of women online and on Wikipedia - what we call the “Wikipedia gender gap.”

In March, Sambad became the first major news publisher after BBC to pick up the initiative and the first to hold a 100 Women edit-a-thon for Odia Wikipedia, commemorating International Women’s History Month. Sambad, an Odia daily, is among the most widely circulated papers in the state of Odisha. Ms. Tanaya Patnaik, Director of Eastern Media (Sambad’s parent company) had enthusiastically agreed to the collaboration in December 2016:

"This is the first 100 Women Editathon in India in collaboration with a media house. We are really proud to host it. A few days ago, I attended a fellowship event on ending gender violence against women, where I spoke about this editathon, and people were excited to know about this event and how we are taking such initiatives to make information about women accessible on the Internet. We will organise such events regularly and will follow up with the journalists to achieve the target of writing 100 articles about Odia Women."

The edit-a-thon was held at the Sambad headquarters in Bhubaneswar with over 20 female journalists attending the event. The event commenced on March 18, Saturday, with a half-day workshop and introduction session to Wikipedia and the topic of bridging the gender gap. Soumya Ranjan Patnaik, founder of the Sambad group, said at the event:

"Technology is always considered an enemy of language. Now is the time for language and technology to collaborate. New technologies have been developed over the last couple of years. If we can implement these technologies in our own language and accept it as a friend, we can take our language ahead. With the help of Odia Wikipedia, people using smartphones and other smart devices can access the information in their own language."

After a round of participants’ self-introduction, Sailesh Patnaik, Community Advocate, CIS-A2K introduced Odia Wikipedia, Odia input tools and how to edit. Some participants were able to create their Wikipedia accounts on the first day. CIS-A2K Research Intern, Ting-Yi Chang, highlighted in her presentation, the reasons for and significance of the Wikipedia gender gap. The event is an important effort to help Odia Wikipedia and its readers combat the gender bias in knowledge creation.

On March 19, Sunday, participants began hands on editing with the help of local Wikimedians from the Bhubaneswar Tungi community. Each participant had chosen a female achiever in advance and had prepared citable sources from the Sambad publications. The chosen figures are influential and important women in Odisha history and society, such as Kalpana Dash, the first Odia mountaineer to scale Mt. Everest, Parbati Ghosh, an accomplished Odia film-maker, Shyamamani Patnaik, a famous Odishi singer,among others. In total, 23 female biography articles were created and improved during the edit-a-thon. In an anonymous survey conducted during the event, over three-quarters of the participants said that they do not find editing difficult and over 80 percent of the participants express interest in writing about women or women-related subjects on Wikipedia.

However, since all the participants were first-time Wikipedians, the edit-a-thon was not without its challenges. Some participants had trouble getting used to the Unicode input method for the Odia script. Many of them are familiar with Shree lipi, an older input method that is not supported by Unicode interfaces such as Wikipedia. Luckily, a Shree lipi-to-Unicode conversion application was available on the computers at the venue; however, the conversion is not always perfect and the process can make editing more time consuming. A handout was given to the participants to help familiarize themselves with the new input method. Additionally, the organizers discovered the need to elaborate on what is considered a reliable source for reference. Participants were reminded during the event that in addition to the sources available at the Sambad office, they can also use other news articles on the Internet as long as they are published by credible news publishers.

Despite its challenges, the Sambad 100 Edit-a-thon was able to stand out and succeed because of a combination of the global initiative and a localized focus, the abundance of reliable resources available for editing, support from the Odia Wikipedia community, and the post-event media exposure. For example, the event was inspired by the BBC 100 Women global edit-a-thon series but was planned and carried out in the Odisha context - using Odia script, Odisha figures, and sources in Odisha’s most prominent newspaper. That being said, the existence of verifiable citation is often more crucial than one’s editing skills or writing style in determining the fate of a new article on Wikipedia. Holding the event in the Sambad office in Bhubaneswar not only ensured the availability of necessary facilities but also equipped us with abundant sources that can be cited in the articles.

The event also served as an example of regional community collaboration. Thanks to the strong support team from the Bhubaneswar WikiTungi community, participants were able to consult (both male and female) tutors throughout the event when questions emerged. The new Wikipedians were invited to join future monthly WikiTungi meetups in the city.

Finally, it is worth noting that a significant part of event was its reach. Sambad helped the event and the movement tremendously not only with their support in event planning and execution, but also with media exposure. Although the event could only accommodate around 20 participants, raising public awareness through mass media could help more people know about the existence of Odia Wikipedia and the issue of gender gap within.

Rootconf 2019

Karan Saini participated in the annual Rootconf conference held by HasGeek on June 21 and 22, 2019. This conference was held at the NIMHANS Convention Centre in Bangalore, India.

Apart from being responsible for reviewing proposals for security-related talks for Rootconf, Karan also moderated a 'Birds of a Feather’ session with Vandana Verma and Shubham Mittal wherein participants discussed the various offensive and defensive security applications of open source intelligence. Right to Information Act and Open Data Policy in India

Sumandro led a knowledge sharing session at this event organized by Myanmar ICT Development Organization (MIDO) on May 14, 2015.

The session focused on the making of the global open data movement, the open data policy in India and its linkages with the Right to Information Act, the experience of the making of the Right to Information Act in India and its implementational challenges, the emerging open data activities in India and its opportunities and challenges. The issue of Myanmar’s decision to become part of the Open Government Partnership was discussed. The initiative started during Barack Obama's visit in Myanmar in 2012.

The NGOs in Myanmar since then have boycotted talks with the government regarding this topic, as they have felt that the government did not involve them in the decision in the first place. The Myanmar government has promised to be part of OGP by 2016. The NGOs in Myanmar has started to engage with the OGP process on their own. This is being led by the Myanmar Alliance for Transparency and Accountability, or MATA. MIDO is a member of the Alliance. Also, Nwezin Win of National NGO Network of Myanmar has also become a civil society member of the OGP Steering Committee during the rotation of the committee in 2014.

In a brief discussion regarding how open data can be part of the OGP conversations in Myanmar, and the role that MIDO can play in this, Sumandro suggested that MATA focuses both on articulating a demand for open data and information from the government, and on increasing the capacities to work with data among its members. MIDO has critical roles to play in both the demand and supply side of open data and information, especially since ICT capabilities of NGOs in Myanmar are often not sufficient, and it is very important to raise general awareness about technical qualities of open data and information impact the way such data and information can be used in transparency and accountability initiatives.
