LIANZA Otago Southland are delighted to announce our speaker, Subhashish Panigrahi (@subhapa), from the Centre for Internet and Society’s Access To Knowledge programme, will be tuning in via the interwebs from India to share his vision of Guerilla GLAM, describe case studies of these initiatives in India, as well as touching on the creation of documentaries, learning resources and promotional material from acquired content.

Open Access Week (19-25 October) is fast approaching and we have a number of events in store – one I’m keen to tell you about now is a webinar we have planned entitled, “How to do Guerilla GLAM”.

Abstract
Building partnership with galleries, libraries, archives and museums (collectively known as GLAM institutions) is a great way of funneling the cultural content acquisition and bringing open access to such valuable data. But it is not that easy given the complications each country has in terms of formal agreement, organizational framework, etc. This presentation will detail about the learning curve of institutional partnership building, leveraging personal contacts in small scale GLAM projects and bringing in several indie-projects to cut implication cost, and execute low-cost models.

During this presentation I will present two case studies of contrasting nature: India’s first GLAM project at the National Crafts Museum, New Delhi, and various small-scale collaborative projects. Where the first one would have learning from the six months long project, the second one will draw inspirations from many initiatives that have really no cost or low cost implication and less implementation time involved.

At times, institutional collaborations become liabilities and labor intensive with low Return on Investment. Training staff and implementing GLAM projects are not always easy and retaining contributors is a challenge. Alternatively Guerrilla GLAM could be thought of when having a Wikimedian-in-Residence is not feasible. This presentation will be useful for those who can mobilize a small team of volunteers equipped with digital camera, access to local cultural institutions and some level of expertise of curating data.

Making documentaries and building narratives based on acquired content to creating learning resources and promotional materials will be another aspect of this presentation. Building partnerships with many federal or private institutions also needs sustained long-term engagement and volunteer time is not always enough to devote for a long term GLAM project. This presentation will detail about going the guerrilla way to acquire data from GLAM institutions. This will involve low cost models, leveraging various factors, and getting the most out from cultural institutions where collaboration and long term engagement has high cost and time implications.

Subhashish Panigrahi is an India based educator, author, blogger, Wikimedian, language activist and free knowledge evangelist. Earlier with Wikimedia Foundation’s India Program and currently at the Centre for Internet and Society‘s Access To Knowledge program, Panigrahi works on building partnership with universities, language research and GLAM (Gallery, Library, Archive and Museums) organizations for bringing more scholarly and encyclopedic content under free licenses, designing outreach programs for South Asian language Wikipedia/Wikimedia projects and communities.

The other hats he wears are as the Editor for Global Voices Odia, Community Moderator of Opensource.com, and Ambassador for India in OpenGLAM Local, Juror of 2015 American Alliance of Museum Muse Awards, and member of OER 2016 Standing Committee. He has presented in various Indian and international conferences on the free knowledge, GLAM and Open Access movement. India and France to Digitise Manuscripts, Artworks & Archives

The Indian and French governments have signed a memorandum of understanding (MoU) which will assist in technical knowledge sharing, competency, skill building and cultural exchange between the two countries, as per a PIB release.

This was published by Medianama on October 29, 2015. CIS memorandum of understanding (MoU) with Goa University was mentioned.

The MoU will assist a program on digitisation of old manuscripts and documents, which began in France 7 years ago. The Ministry of Culture will benefit from this and build a national virtual library in India, which will store and share manuscripts, archives and artworks. This library will also link and share all knowledge resources from various Indian and French government institutes and organisations.

The French government is also keen on sorting and deciphering its collection of thousands of Indian documents in Sanskrit, Tamil and other Indian languages with the help of the Indian government, which also incidentally includes correspondence between Rabindranath Tagore and French scholar Sylvan Levin.

NMM digitised over 30 lakh manuscripts last year
In March, we reported that the 12 year old government body National Mission for Manuscripts (NMM) had digitised over thirty lakh manuscripts and 18,588,390 pages in all as of 31 December 2014. Mahesh Sharma, Union Minister of State for Culture, Tourism & Civil Aviation said that the National Archives of India (NAI) was set to digitise another 1,100,000 historic records.

Previous digitisation initiatives:

In November 2014, around 55 books written by the Indian author and activist Niranjana in Kannada would be digitized and made available on Kannada Wikisource, allowing Kannada speakers to access these books easily.
In October 2014, the Ministry of Culture launched a national portal for museums. Collections in all museums under its control and those under the Archaeological Survey of India (ASI) will be digitized and presented on this portal.
In July 2014, the Department of Biotechnology and Department of Science and Technology released the draft of Open Access Policy under the Ministry of Science and Technology.
In September 2013, Goa University entered into a 3 year MoU with the Centre for Internet and Society for building the Konkani Wikipedia.
In June 2013, Tata Communications Media Services planned to digitize documents of historical and cultural significance such as films and documentaries from the archives of Doordarshan and Films Division of India which go back to 1947 including speeches of India’s first Prime Minister Jawaharlal Nehru and other leaders.
In May 2013, Punjabi Sahitya Akademi Reference Lab scanned and saved around 1,000 manuscripts, stone-printed scripts, poetry books on computer hard discs, adding that the digitized editions will be available across the globe through the internet.

Digitisation of O Bharat, a bilingual biweekly published in Goa from 1912 to 1949

The digitization project of O Bharat, a historic biweekly published between 1912 to 1949 in Goa was completed through collaboration of different organizations. The trustees of Bharatkar Hegde Desai Trust initiated the project in collaboration with Marathi department of Goa University, Bhakti Dnyan Marg Sanstha and Goa Central Library. The Centre for Internet and Society's Access to Knowledge Programme facilitated the project with technical and financial assistance. Two local students scanned 12000 pages in 8 days. The year wise volumes of O Bharat are now freely available on Wikimedia Commons in the form of archive.

Context

It all started like this. During the Wikimedia session at Goa University in October 2021, it was realised that there is very little documentation about the ‘Goa Liberation Struggle’ on Wikimedia projects. So, in the meeting Prof. Vinay Madgaonkar from the Marathi language department took the lead to develop a project around this theme.

The exhaustive list of freedom fighters, major incidents in history, the places related with struggle, monuments and memorials was prepared. The next day, to have a glimpse of the situation on ground, we toured a few places and monuments in South Goa. As we were shocked to see the sorry state of the memorials, we came across a monument of Govind Pundalik Hegde Desai known as Bharatkar (an editor of O Bharat), in a lush green forest near Quepem village. Being curious to know about the history of O Bharat publication, Prof. Vinay introduced us to the grandson of Bharatkar, Adv. Khagendra Desai who founded Bharatkar Hegde Desai Trust, non-profit organisation in Goa to archive the works of Bharatkar.

As both of us share the same vision, CIS-A2K partnered with Bharatkar Hegde Desai Trust, to relicense and digitise freedom fighter Bharatkar’s ‘O Bharat,’ a Marathi-Portuguese bilingual weekly, currently housed at Goa Central Public Library.

About the 36 Year Run of ‘O Bharat’ upto India’s Independence

Freedom fighter, social reformer and journalist 'Bharat'kar Govind Pundalik Hegde Desai, (7th Nov 1885 - 15th Aug 1949), started 'O Bharat' (in Portuguese) or 'Bharat' (in Marathi) on 6th November 1912. For 36 years thereafter, Bharatkar courageously protested the Portuguese occupation, relentlessly advocated radical and progressive social reforms and doggedly championed the cause of an independent and sovereign Indian Goa.

Partnerships

The partnerships with various stakeholders were developed after a series of discussions and official communications. The Bharatkar Hegde Desai Trust obtained official permissions from the State Government departments for the access of O Bharat volumes in the library. Goa Central Public Library provided access to the bound volumes of O Bharat and permission to scan them. Another local organisation, Bhakti Dnyan Marg Sanstha in association with Goa University Marathi Department identified few students for the digitisation.

Digitisation process and launch on Wikimedia Commons

The trustees of Bharatkar Hegde Desai Trust relicensed the two volumes of selected editorials published in 2018 and the whole O Bharat issues into CC-BY-SA 4.0. We conducted digitisation training with Prof. Vinay Madgaonkar and students, Shravani Parab and Shridhar Raut, from Goa University to scan 12000 pages in 8 days. The officials of Goa Central Public Library cooperated in access to original volumes and in the process of digitisation. The Chief Minister of Goa inaugurated the project on Wikimedia Commons on India’s 75th Independence day, 15 August 2022. The year wise volumes of ‘O Bharat’ are now freely accessible to anyone in the world at any time anywhere. The uploading of the volumes is in progress.
