Software Freedom Pledge

On September 19, 2015, celebrated globally as Software Freedom Day, a number of enthusiasts got together and collectively took a pledge.

We, who have gathered together for Software Freedom Day 2015, believe that software freedom is both a matter of ethical principle as well as a matter of pragmatism, and is necessary for a democratic, open society.

We believe that it is desirable that all people, but especially governments, use, contribute to, and spread open standards, free/libre/open source software, open APIs, openly-licensed content (including open data, open access, and open education resources), leading to a vibrant public domain, and ensure that all of the above are accessible for all, including persons with disabilities and other marginalised sections of society.

Given that, we pledge to:

use and spread free software amongst our family, friends, and neighbours, both in person and virtually.
demand that services we use in turn use open standards and open APIs, and thus be available for all using free/libre/open source software, without the payment of any royalties.
raise the issue of software freedom with our democratic representatives, to seek that they in turn respect and promote these principles.
as far as possible, making our own work openly available, and seek to convince our employers, publishers, producers, and other persons who might be in a position to restrict
work against any laws, policies — corporate or governmental — or technical restrictions that seek to prevent people from full exercise of their rights, and which are contrary to the above principles.

Seminar on Open Access in Research Area: A Strategic Approach

The Energy and Resources Institute (TERI), Delhi, is organising a seminar on open access in research on Tuesday, December 22, 2015. The seminar will focus on: 1) wider access to scientific publications and research data, 2) access to scientific information, and 3) challenges and opportunities of research data. The Centre for Internet and Society is supporting the event as a Knowledge Partner.

Background

Open Access has become central importance to advancing the interests of researchers, scholars, students, business, and the public as well as librarians. Increasingly, research institutions require researchers to publish articles that report research findings openly accessible in open domain.

Open Access pursues to yield scholarly publishing to spread knowledge and allow that knowledge to be built upon. Price barriers should not stop researchers from getting access to research data. Open Access, and the open availability and search ability of scholarly research that it entails, will have a significant positive impact on everything from education to the research practice in various fields.

To explore why Open Access is so important to a number of groups, TERI Library along with The Centre for Internet & Society (CIS) as Knowledge Partner is organizing a half day seminar on Open Access in Research Areas: a Strategic Approach on December 22, 2015 at TERI Seminar Hall, IHC, Lodhi Road, New Delhi.

The Seminar will focus on:

wider access to scientific publications and research data
access to scientific information, and
challenges and opportunities of research data.

Security, Governments, and Data: Technology and Policy

The Centre for Internet & Society and the Observer Research Foundation invite you to a one day conference on January 8, 2015 in New Delhi.

About the Conference

The conference will focus on the technologies, policies, and practices around cyber security and surveillance. The conference will reach out to a number of key stakeholders including civil society, industry, government, and academia and explore the present scenario in India to reflect on ways forward.

Conference Context

Ensuring the security of the India’s cyber space is a complex, challenging, and ever changing responsibility that the government is tasked with. Doing so effectively requires a number of factors to come together in a harmonized strategy including: laws & policies, technical capabilities, markets, and a skilled workforce. It also requires collaboration on multiple levels including with foreign governments, domestic and foreign industry, and law enforcement. The first of these is particularly important given the ability of attackers to penetrate across borders and the global nature of data. Any strategy developed by India must be proactive and reactive – evolving defences to prevent a potential threat and applying tactics to respond to a real time threat. To do so, the government of India must legally have the powers to take action and must have the technical capability to do so. Yet, many of these powers and technical capabilities require a degree of intrusion into the lives of citizens and residents of India through means such as surveillance. Thus, such measures must be considered in light of principles of proportionality and necessity, and legal safeguards are needed to protect against the violation of privacy. Furthermore, a principle of optimization must be considered i.e, how much surveillance achieves the most amount of security and how can this security be achieved with the optimal mix of technology, policy and enforcement.

Panel Descriptions

Challenges & Present Scenario

Protecting and enhancing the cyber security of India is a complex and dynamic responsibility. The challenge of securing cyber space is magnified by the demarcated nature of the internet, the multiplicity of vulnerabilities that can be exploited at the national level, the magnitude of infrastructure damage possible from a cyber attack, and the complexity of application of a jurisdiction’s law to a space that is technologically borderless. A comprehensive ‘cyber security’ ecosystem is required to address such challenges – one that involves technology, skills, and capabilities – including surveillance capabilities. The Government of India has taken numerous steps to address and resolve such challenges. In July 2013, the National Cyber Security Policy was published for the purpose of creating an enabling framework for the protection of India’s cyber security. In February 2014, the 52^nd Standing Committee on Information Technology issued a report assessing the implementation of this policy – in which they found that a number of areas needed strengthening. The Government of India has also proposed the establishment of a number of centres focused on cyber security – such as the National Cyber Coordination Center and the National Critical Information Infrastructure Protection Centre. CERT-IN, under the Department of Electronics and Information Technology is presently the body responsible for overseeing and enforcing cyber security in India, while other bodies such as the Resource Centre for Cyber Forensic and TERM cells under the Department of Telecommunications play critical roles in overseeing and undertaking capabilities related to cyber security.

Law & Policy

India has five statutes regulating the collection and use of data for surveillance purposes. These laws define circumstances on which the government is justified in accessing and collecting real time and stored data as well as procedural safeguards they must adhere to when doing so. The Department of Telecommunications has also issued the Unified Access License which, among other things, mandates service providers to provide technical support to enable such collection. The Indian judicial system has also provided a number of Rulings that set standards for the access, collection, and use of data as well as defining limitations and safeguards that must be respected in doing so. The draft Privacy Bill 2011, released by the Department of Personnel and Training, also contained provisions addressing surveillance in the context of interception and the use of electronic video recording devices. In the Report of the Group of Experts on Privacy, the AP Shah Committee found that the legal regime for surveillance in India was not harmonized and lacked safeguards. Furthermore, in the era where the direct collection of large volumes of data is easily possible, there is a growing need to re-visit questions about the legitimate and proportionate collection and use (particularly as evidence) of such data. Questions are also arising about the applicability of standards and safeguards to the state. At a global level, catalyzed by the leaks by Edward Snowden, there has been a strong push for governments to review and structure their surveillance regimes to ensure that they are in line with international human rights standards.

Architecture & Technology

India is in the process of architecting a number of initiatives that seek to enable the collection and sharing of intelligence such as the CMS, NATGRID, and NETRA. At a regional level, the Ministry of Home Affairs is in the process of implementing ‘Mega Policing Cities’ which include the instalment of CCTV’s and centralized access to crime related information. Globally, law enforcement and governments are beginning to take advantage of the possibilities created by ‘Big Data’ and ‘open source’ policing. The architecture and technology behind any surveillance and cyber security initiative are key to its success. Intelligently and appropriately designed projects and technology can also minimize the possibility of intrusions into the private lives of citizens. Strong access controls, decentralized architecture, and targeted access are all principles that can be incorporated into the architecture and technology behind a project or initiative. At the same time, the technology or process around a project can serve as the ‘weakest link’ – as it is vulnerable to attacks and tampering. Such possibilities raise concerns about the use of foreign technology and dependencies on foreign governments and companies.

International and Domestic Markets

Globally, the security market is growing – with companies offering a range of services and products that facilitate surveillance and can be used towards enhancing cyber security. In India, the security market is also growing with studies predicting that it will reach $1.06 billion by 2015. Recognizing the potential threat posed by imported security and telecom equipment, India also develops its own technologies through the Centre for Development of Telematics –attached to the Department of Telecommunications, and the Centre for Development of Advanced Computing – attached to the Department of Electronics and Information Technology. At times India has also imposed bans on the import of technologies believed to be compromised. Towards this end, the Government of India has a number of bodies responsible for licensing, auditing, and certifying the use of security and telecommunication equipment. Though India has recognized the security vulnerabilities posed by these technologies, as of yet it has not formally recognized the human rights violations that are made possible. Indeed, though India has submitted a request to be a signing member of the Wassenaar agreement, they have yet to be accepted.

Security and Surveillance: A public discussion on Optimizing Security while Safeguarding Human Rights

The Centre for Internet and Society (CIS) invites you to a public discussion on optimizing security and safeguarding human rights at its Bangalore office on Friday, December 19th, 2014, 16:00 to 18:00.

The Centre for Internet and Society, in collaboration with Privacy International UK, has undertaken exploratory research into surveillance, security, and the security market in India.

Through this research, we hope to understand and document policy and law associated with security, surveillance, and the security market in India and learn about the regulation of security and related technologies such as encryption, filtering, monitoring software, and interception equipment. We also hope to understand the import and export policy regime for dual use technologies.

Such findings will be critical in creating evidence based research to inform security policy and regulation in India and work towards enabling regulatory frameworks that optimize the nation’s security while protecting the rights of citizens.

Second Maps for Making Change Workshop: Using Geographical Mapping Techniques to Support Struggles for Social Justice in India

The second workshop of the Maps for Making Change project will take place at the National Institute of Design in Ahmedabad, from 1 until 3 February 2010. The workshop will allow a select group of activists and supporters of social movements and campaigns in India to start developing digital maps that they can use in their advocacy work, under the expert guidance of international digital mapping rights activists, Indian mapping experts, design professionals and techies with an interest in activism. The workshop is organised by the Centre for Internet and Society and Tactical Tech, in cooperation with MediaShala at NID.

The aims of the workshop are to:

explore in depth tools and techniques for mapping
assist participants in starting to develop their own maps in the context of the projects that they have suggested
help participants identify important design concerns and elements of their project that require attention at an early stage if they are to communicate effectively

By the end of the workshop, the participants will be able to:

identify which mapping tools best suit their project
identify additional data required to complete their mapping project
make informed choices about issues relating to privacy, licensing, etc
independently continue to develop their own maps using the tools they have explored during the workshop
apply core concerns of information design to their mapping project to maximise its effectiveness and impact

Neela Bhagwat will donate her comprehensive textual compilation of Gwalior Gharana bandishes. Gwalior Gharana is one of the old traditions of Hindustani gayaki and like other gayaki's the tradition has been passed on orally in the guru-shishya parampara. Pt. Neela Bhagwat has over a period of 30 years (of learning and teaching music) meticulously compiled most of the Gwalior Gharana bandishes with notations and notes. This comprehensive collection which will be scanned and hosted on Wikisource and made available under CC-BY-SA 4.0. license.

Roundtable on Enhancing Indian Cyber Security through Multi-Stakeholder Cooperation

A closed door round-table on enhancing Indian cyber security is being organized on 4 November 2017 at Indian Islamic Centre, Lodhi Road in New Delhi.

With the proliferation of digital technologies and the central role they play in national infrastructure and governance, security of systems and services is fundamental to the economic, political, and social development and success of a nation. Digital India, the National Payments Corporation of India, IndiaStack, and the Aadhaar ecosystem are just a few examples of such digital infrastructure. Yet the digital realm is increasingly becoming more complex and difficult to secure and monitor for vulnerabilities, threats, breaches, and attacks. The responsibility of identifying and monitoring such vulnerabilities can be spearheaded by designated governmental bodies like CERT-IN and NCIIPC, but for effective identification of threats and vulnerabilities, collaboration is needed across stakeholder groups including security researchers, industry, and government bodies. Transparency about breaches and attacks is also key in enabling consumer awareness and building trust with the public. Examples of such mechanisms include bug bounty programs and breach notification frameworks.

This closed door roundtable will seek to bring together government, industry, civil society, academia, and security researchers to identify different areas and tools of collaboration between stakeholders towards enhancing Indian cyber security. It will broadly focus on vulnerability identification and reporting and vulnerability/breach notification. This will include a reflection on:

Existing frameworks, forms of collaborations, policies and practices in India.
Practices, standards, certifications, and programmes adopted in other jurisdictions.
The way forward for India addressing issues like establishing trust, harmonization and communication across stakeholders and sectors, and ensuring quality and response.

Roundtable on Cyber-security and the Private Sector

The Centre for Internet & Society (CIS) invites you to a roundtable discussion on cyber-security and the private sector. The event will be held at Omidyar Network office in Bangalore from 10.00 a.m. to 4.00 p.m.

An increased proliferation of cyber attacks from multiple vectors and a variety of actors has necessitated a multi-stakeholder response to cyber-security that requires private sector involvement, both at the policy and technical fields. This contribution has come in the recent past not only through active involvement at the domestic levels but also through norm-setting in the international arena.

This symposium seeks to discuss the various cyber-security concerns in the Indian private sector and maps initiatives being undertaken by various actors towards furthering cyber-security in an attempt to identify challenges, points of tension, brainstorm solutions-thereby mapping the way forward through engagement not only with private sector actors but also in dialogue with civil society and policy-makers. CIS has undertaken some preliminary research in this area to further discussion in this area and serve as a forum for sharing perspectives for various stakeholders.

The symposium will be divided into three sessions, broadly in the form of a roundtable with different modus operandi in each session.

Roundtable on Artificial Intelligence & Healthcare

Centre for Internet & Society (CIS) is organizing a roundtable on artificial intelligence (AI) and healthcare at 'The Energy and Resources Institute' (TERI) in Bengaluru on November 30, 2017 from 2 p.m. to 5 p.m. The roundtable seeks to discuss the various issues and challenges surrounding the implementation of AI and related technologies in the Indian healthcare sector.

The Indian healthcare industry, powered by Artificial Intelligence, is moving into a new era of increased innovation and independence. With multiple new healthcare start-ups and large ICT companies such as Microsoft, IBM, and Google offering AI solutions to healthcare challenges in the country, it is evident that AI is attempting to enhance the accessibility, affordability, quality and awareness of healthcare in India. Major target areas sought to be enhanced by use of AI in healthcare include addressing the uneven ratio of skilled doctors to patients and making doctors more efficient at their jobs, delivery of personalized and high-quality healthcare to rural areas, and training doctors and nurses in complex procedures.

Through the application of machine learning, data mining, natural language processing (NLP), and advanced analytics, AI can help doctors in speedy diagnosis of diseases. AI is also mobilised as ‘smart advisors’ or virtual humans who are capable of making informed decisions by better comprehending data and information through sensing interfaces and analytics, in various forms.

Some of these forms include ‘customer service agents’ that can expedite simple tasks like appointment scheduling, or more complex decisions like selecting health plan benefits, ‘clinicians’ that can help with primary screening in understaffed rural areas possibly substituting for human labour, and ‘cognitive agents’ that can efficiently manage existing clinical knowledge alongside physicians, nurses and researchers, thereby reducing the cognitive load on humans. AI based Indian healthcare start-ups such as SigTuple, Aindra, Ten3T, Touchkin and many others are offering a range of solutions including automation of medical diagnosis, automated analysis of medical tests, detection and screening of diseases, wearable sensor based medical devices and monitoring equipment, patient management systems, predictive healthcare diagnosis and disease prevention.

However, AI in healthcare raises many potential concerns, a common one being the lack of comprehensive, representative, interoperable, and clean data - a challenge that is beginning to be addressed through the Electronic Health Records Standards developed by the Ministry of Health and Family Welfare in 2016 by the Ministry of Health and Family Welfare. Other major challenges include patient adoption and the need for personal interaction with doctors, concerns over mass-scale job losses, distrust in technology, and ethical concerns.

It is imperative to note that implementing AI in healthcare, which is bound to disrupt it, does not imply replacing doctors but augmenting their efforts to create a more efficient healthcare landscape in the country. A harmonious collaboration of man and machine is expected to bring about a meaningful and long-lasting impact and stakeholders should be prepared to adapt to this change and the challenges that come with it.

Roundtable on AI and Finance in India

Centre for Internet & Society (CIS) will hold a roundtable on artificial intelligence and finance in India on Wednesday, February 7, 2018 in association with HasGeek and the 50p Conference. The roundtable will take place from 2 p.m. to 5 p.m at TERI (The Energy Resources Institute) in Domlur, Bengaluru.

We invite you all to participate in this roundtable to share and build knowledge about trajectories of AI deployment across sub-sectors of banking in India and the emergent regulatory and public policy concerns.

The objective of the roundtable is to bring together various actors active across the fields of artificial intelligence, machine learning, cognitive computing, financial technologies,and big data credit scoring and online lending, to discuss pressing public policy issues in regards to the utilisation and implementation of AI in the banking and finance sectors of India.

These sectors currently find themselves at the early stages of AI adoption. Such technologies are being implemented to facilitate both front-end and back-end processes by a variety of players with the aim of improving the accessibility, customised user engagement, and quality of current financial services. Leading commercial banks in India have all been working to develop and deploy AI technologies either in house or in partnership with small and large-scale tech companies. Such initiatives have seen the deployment of numerous chatbots and humanoid robots for the purposes of customer service. More significant, however, is the use of such technology by banks and fintech actors to facilitate decision making behind the scenes, on a variety of financial issues including but not limited to credit-worthiness, fraud detection, and investments.

While these sectors are no strangers to the use of big data analytics and similar technologies in aiding with financial decision making and daily operations, the deployment of technologies such as machine learning and natural language processing is still very new. Due to the nascent nature of this phenomenon, little is known about the details of their implications for both producers and consumers. Furthermore, concerns regarding data ownership, liability, and consumer rights have all been raised in light of AI adoption. This roundtable will present us with an opportunity to discuss such issues and begin to fill this knowledge gap.

Roundtable on A.I. and Manufacturing and Services

The Centre for Internet and Society (CIS), Bangalore is organizing a roundtable on ‘A.I. and Manufacturing and Services’ on the 19th of January, 2018 from 2 to 5 pm at ‘The Energy and Resources Institute’ (TERI) Bangalore. The Roundtable seeks to discuss the various issues and challenges surrounding the implementation of AI and related technologies on manufacturing processes and services.

Since the Industrial Revolution machines have substituted human labour and helped industries save time and money. This was succeeded by the advent of computers and technology which helped in completing tasks with better speed and accuracy than the human brain. The emergence of machine-learning technology and artificial intelligence has now made machines capable of doing work that was earlier considered to be something that could only be done by humans. From the use of AI in understanding customer shopping trends to its use in making automobiles, AI is becoming more of a norm than an exception. The analytics of how customers shop is now helping companies forecast their manufacturing needs. The synergy of technology and machines i.e. smart manufacturing, not only changes manufacturing and shipping but also improves worker safety. Different forms of smart manufacturing are also starting to come up in India: Wipro and Infosys have launched AI platforms, and the Indian Institute of Science is developing a smart factory with support from Boeing Company and General Electric. Infosys has also released an AI platform, ‘Nia’, which is programmed to forecast revenue and understand customer behaviour.

The instances of use of machines to substitute human workforce, in some cases, has brought about a sense of worry. Recent trends in factory hiring show that jobs are being lost to automated forms of labour, further evidenced by a report from the research firm HorsesforSources, which predicts that India is set to lose 640,000 low-skilled job positions to automation by the year 2021.The IT sector in India is also under risk from the use of AI. Reports have also found that the rising unemployment in the IT sector has led to increased pressure on labour regulators.

Although there are some studies that state that the use of AI would bring about a market for people who would need to work along with AI, the FICCI and EY’s 2016 Report on the Future of jobs and its implication on Indian higher education suggests that one of the ways to combat the loss of jobs was reskilling and upskilling the labour force. India has taken the first step towards this by launching the National Skill Development Mission.

From the use of neural networks to monitor steel plants for packing and shipping groceries, the use of intelligent machines has begun disrupting traditional business models in the industry. However, these advancements raise questions around labour, ethics, liability, and machine-human cooperation. Dialogue and debate are needed to understand how AI is being used in manufacturing, the potential benefits, and challenges of the same, and a way forward that optimizes innovation and protects human rights.

The RAW Lectures series was initiated by the Researchers at Work (RAW) programme to take stock, reflect, and chart courses into the studies of Internet in/from India. The lectures address the experiences and practices of Internet in India as plural and intertwined with longer-duration processes. The lectures also critically respond to the questions around the methods of studying Internet in/from India, and the opportunities and challenges of studying Indian society on/through the Internet.

Undermining the Tyrant’s Protocols: Speculative Fiction and Freedom

Story-telling, like the internet, depends on the existence of fixed protocols between the sender and the receiver. However, by manipulating ambiguity and contexts, speculative fiction constantly creates new and ever-changing protocols of reading. This makes it hard to define what exactly speculative fiction is. Spec-fic may be described as a catch-all term to describe genres such as magic-realism, fabulist fiction, slipstream, science-fiction, fantasy and various fusions thereof. In my talk, I will outline the history of spec-fic on the subcontinent, and show how it was used by authors such as Kylas Chundar Dutt to undermine imperialist narratives. In the last decade, the internet, which may be conceived as a speculative network, has emerged as another such tool. Internet access in India is growing at an extraordinary rate, but less well-known is the fact that Indian spec-fic is also undergoing a rather remarkable renaissance. I will show that these two threads of development are related, mutually reinforcing, and point to an interesting metaphor of speculative sovereignity, perhaps unique to India, and that serves to undermine any would-be tyrant’s protocols.

Anil Menon

Anil Menon’s research work has appeared in peer-reviewed journals such as Intl J. of Neural Networks, Neural Proc. Letters, IEEE Trans On Evolutionary Computation, Foundations of Genetic Algorithms, British J. of the History of Science, and Small Business Economics. His short fiction has appeared in a variety of magazines and anthologies including Interzone, Interfictions, Strange Horizons, Jaggery Lit Review, and Lady Churchill’s Rosebud Wristlet. His stories have been translated into German, French, Chinese, Romanian and Hebrew. His debut novel The Beast With Nine Billion Feet (Zubaan Books, 2010) was short-listed for the 2010 Vodafone-Crossword award and the Carl Brandon Society's 2011 Parallax Award. Along with Vandana Singh, he co-edited Breaking the Bow (Zubaan Books 2012), an international anthology of speculative fiction inspired by the Ramayana epic. His most recent work is the novel Half Of What I Say (Bloomsbury, 2015).
