Between 25 January and 31 January 2016, CIS-A2K is organizing an edit-a-thon to celebrate India's republic day. The goal of this edit-a-thon is to create and improve Geographical Indications articles.

Expectations

We expect that if you participate in this edit-a-thon, you'll create or expand at least 3 articles. However you may work on as many as articles you want.

Rules

For an article to be considered as part of this Geographical Indications in India Edit-a-thon, it must adhere to the following rules

Gender, Health, & Surveillance in India - A Panel Discussion

Women and LGBTHIAQ-identifying persons face intensive and varied forms of surveillance as they access reproductive health systems. Increasingly, these systems are also undergoing rapid digitisation. The panel was set-up to discuss the discursive, experiential and policy implications of these data-intensive developments on access to public health and welfare systems by women and LGBTHIAQ-identifying persons in India. The panelists presented studies undertaken as part of two projects at CIS, one of which is supported by Privacy International, UK, and the other by Big Data for Development network established by International Development Research Centre, Canada.

Gender Equality in the Workplace

The workshop was conducted by Samvada at the Centre for Internet & Society's office in Bengaluru on November 15, 2017.

Why is it important for a workshop on sexual harassment to address the larger question of gender equality in the workplace? And how does an understanding of equality help prevent and address sexual harassment?

At this moment in time, we are witnessing an unprecedented “outing” of incidents of sexual harassment and the men who are responsible for them. The worlds of filmmaking and academia are reverberating with discussions on the nature of the workplace and what women have had to suffer in silence because of the ways in which power is distributed between genders.

Now more than ever it’s important for us to understand what sexual harassment is, the structures that support it, the experiences that surround it, and ways of addressing it within our workplaces, so that we don’t lose ourselves in the following: a) a flattened and ahistorical idea of how power functions within our daily work; b) polarisations between men and women that denies all dialogue and self-reflection; and c) purely legalistic ideas on what harassment is and how to deal with it. The 1-day workshop will do the following:

Encourage the staff of CIS to understand how power functions in relationships within the organisation
Offer historical, social and legal understandings of sexual harassment at the workplace
Set up participatory discussion on the experiences of both men and women within the workplace
Help carve out a way forward in both prevention and redressal of SH

The sessions will take the form of participatory discussions and activities, that will draw on the experiences, opinions and histories of the CIS staff.

Anita Ratnam is the Founder and Executive Director of Samvada (Bangalore), an organisation that has been working with youth on issues of social justice and sustainability since 1990. The organisation runs 6 Youth Resource Centres/Yuva Samvada Kendras in different parts of Karnataka, and also established Baduku Community College in Bangalore in 2007, as an effort to build alternative livelihoods for youth. She is also Co-founder and Partner at Anekataa, an organisation that works on gender diversity at the corporate workplace. In the last 30 years she has written and taught on a range of issues related to youth rights, gender justice, crafts and traditional occupations, communalism and pluralism, and sustainable development. Her publications include “Traditional occupations in a modern world: Career Guidance, Livelihood Planning, and Crafts in the Context of Globalization”, in Handbook of Career Development: International Perpsectives (eds. Gideon Arulmani, Anuradha J Bakshi, Frederick TL Leong and AG Watts) and a host of media publications on issues ranging from garment industries, caste and development, the ban on night shift work for women, sex education, racism and rape, and gender and religion. She has also contributed to and helped shape the emergence of many organisations that work on human rights-related issues in Karnataka and elsewhere in India.

Nitya Vasudevan is currently working at Baduku Community College (Samvada) as Convener of Centre for Wellness and Justice. She also co-coordinates the project on “Strengthening Gender and Sexuality Education” (AJWS) within Samvada, and conducts workshops with students on gender, marriage, relationships and sexuality. Her publications include “The State of Desire and other flights of fantasy: Sexuality, Pornography, Technology”, in Law Like Love: Queer Perspectives on Law (co-authored with Namita Aavriti, eds. Arvind Narrain and Alok Gupta), “’Public Women’ and the ‘Obscene’ Body: An Exploration of Abolition Debates in India”, in The Sexual History of the Global South: Sexual Politics in Africa, Asia and Latin America (eds Saskia Wieringa and Horacio Sivori), “Between Ooru, Area and Pettai: The Terms of the Local in Tamil Cinema of the 21^st Century”, in the journal Positions (Rice University, upcoming issue); and a set of columns for TimeOut Bengaluru. She is also a co-organiser of the Bangalore Queer Film Festival along with a team of eight others who work on the festival simply out of a mad love for good cinema, performance and art.

Together, both have coordinate and conducted (along with other Samvada staff) a series of workshops at all the offices of Greenpeace India International, on “Gender Sensitivity and Diversity at the Workplace” (2016).

Smari McCarthy

Smari McCarthy is an information activist, free software developer and author. He has worked globally on issues of democratic participation, information security, access to information, civil liberties, and social and economic justice. He is a founder and a board member of the International Modern Media Institute (IMMI), founder of the Shadow Parliament Project, co-founder of the Icelandic Digital Freedoms Society, the Constitutional Analysis Support Project (CAST) and the Icelandic Pirate Party. He has worked on developing and spreading digital fabrication technology through Fab Labs and Hacker Spaces. As of August 2013, he lives in London where he works with Thoughtworks on decentralization of the Internet and counter surveillance measures for the public.

Freedom Song: Film Screening and Discussion

Freedom Song, a documentary film produced by the Public Service Broadcasting Trust and directed by Paranjoy Guha Thakurta and Subi Chaturvedi will be screened at the IIHS Bangalore City Campus on March 21, 2013, from 5 p.m. to 7 p.m., followed by discussions. Paranjoy will be present for the screening and will answer questions from the participants.

Discussions and arguments on freedom of expression and what should or should not be censored are as old as civilization itself, across the world and in India. In recent years, these debates have acquired new dimensions with the growth of the mass media -- especially the internet. Maintenance of public order, national security, religious tolerance, blasphemy, libel, defamation, invasion of privacy, artistic licence, pornography, obscenity, copyright and other intellectual property rights have all become issues linked to freedom of expression, often under highly contentious and controversial circumstances. Whereas Article 19(1)(a) of the Constitution of India guarantees freedom of expression as a fundamental right of all citizens, Article 19(2) imposes "reasonable restrictions" on the exercise of such freedom. There is no consensus on what constitutes "reasonable" restrictions and/or who or which body should determine what is or should be "reasonable" restrictions on freedom of expression.

The 52-minute-long documentary film entitled Freedom Song produced by the Public Service Broadcasting Trust and directed by Paranjoy Guha Thakurta and Subi Chaturvedi seeks to examine issues relating to freedom of expression in a contemporary Indian context. The film raises a number of questions. Has Indian society as a whole become more or less tolerant to dissent even as sections of the population have apparently become increasingly vociferous in protesting against what is considered offensive? Are vocal minorities drowning out the voices of passive majorities in issues pertaining to artistic freedom and independence of expression? Where does one draw a dividing line between an individual's right to offend and her or his obligations towards maintenance of social harmony?

The film includes examples of alleged violations and transgressions of the fundamental right to free expression in contemporary India. Such examples include incidents and episodes relating to why Salman Rushdie’s video conference at the Jaipur Literary Festival had to be called off, the banning of books by Taslima Nasreen by the West Bengal government, controversial paintings by the late Maqbool Fida Hussain, the chopping of the hand of professor of Malayalam T.J. Joseph in Ernakulam, Kerala, the arrest of professor Ambikesh Mohapatra in Kolkata for circulating an e-mail lampooning West Bengal Chief Minister Mamata Banerjee and the controversy surrounding a cartoon first published in 1949 which depicts India’s first Prime Minister Jawaharlal Nehru and the architect of the country’s Constitution B.R. Ambedkar.

These examples are juxtaposed with the views of a cross-section of Indians from different walks of life: lawyers, creative artistes, journalists, politicians, social activists and ordinary individuals.

Paranjoy Guha Thakurta

Paranjoy Guha Thakurta is an independent journalist and an educator. His work experience, spanning more than 35 years, cuts across different media: print, radio, television and documentary cinema. He is a writer, speaker, anchor, interviewer, teacher and commentator in three languages: English, Bengali and Hindi. His main areas of interest are the working of the political economy and the media in India and the world, on which he has authored/co-authored books and directed/produced documentary films. He lectures on these subjects to general audiences and also trains aspiring – and working -- media professionals. He participates frequently in and organizes seminars/conferences, is a regular contributor to newspapers, magazines and websites and is featured on television channels and radio programmes as an anchor as well as an analyst and commentator.

Born on October 5, 1955 and educated at St. Stephen’s College, University of Delhi (1972-75) and at the Delhi School of Economics (1975-77) in the same university from where he obtained his Master’s degree in economics, he started his career as a journalist in June 1977 and has been employed with various media organizations including companies bringing out publications such as Business India, BusinessWorld, The Telegraph, India Today and The Pioneer. He worked with Television Eighteen (now Network 18) for almost six years between 1995 and 2001 when he anchored a daily discussion programme called “India Talks” on the CNBC-India television channel -- nearly 1,400 half-hour episodes were broadcast. From March 2007, he has been anchoring two one-hour-long weekly programmes for Lok Sabha Television (the channel owned and operated by the lower house of the Parliament of India) – a panel discussion called “Talktime” (earlier “Headstart”) and an interview called “1-on-One”. He has anchored programmes for other television channels.

He is (or has been) a visiting faculty member at over a dozen reputed educational institutions including the Indian Institutes of Management at Ahmedabad, Bangalore and Kolkata, Jawaharlal Nehru University, Jamia Millia Islamia, Jamia Hamdard University (both in Delhi), the Asian College of Journalism, Chennai, the Indian Institute of Technology, Kanpur, the Film & Television Institute of India, Pune, the Lal Bahadur Shastri National Academy of Administration, Mussoorie and the Indian Institute of Foreign Trade, New Delhi. In September 2010, he became a visiting professor in the Department of Political Science, Faculty of Social Sciences, University of Delhi, teaching M.Phil students.

He served as a member of the Press Council of India nominated by the University Grants Commission between January 2008 and January 2011. In April 2010, as a member of a two-member sub-committee of the Council, he co-authored a 36,000-word report entitled “Paid News: How Corruption in the Indian Media Undermines Democracy”.

He is a media trainer and a consultant/adviser on India’s political economy. He was the founder director of the School of Convergence (SoC). He has been a consultant at the Institute of South Asian Studies, National University of Singapore, making presentations and writing papers on Indian politics. He has been associated with a number of projects of the United Nations Development Programme and the International Labour Organization (ILO). He moderated two panel discussions at the International Labour Conference at Geneva, Switzerland, in June 2009 and at the ILO’s Asia Pactific Regional Meeting in Kyoto, Japan, in December 2011. He is currently president of the Foundation for Media Professionals, an independent, not-for-profit organization. He has advised various organizations, including corporate bodies (Indian, foreign and multinational), government agencies (including India’s Ministry of Information & Broadcasting) and civil society organizations.

He is a director/producer of documentary films. One entitled “Idiot Box or Window of Hope” which examines the impact of television on Indian society – was produced by the Public Service Broadcasting Trust (PSBT) in 2003 and was broadcast on Doordarshan. In 2006-07, he produced and directed a five-part documentary series in partnership with the PSBT entitled: “Hot As Hell: A Profile of Dhanbad”, different versions of which have been broadcast on various television channels including Doordarshan and NDTV 24x7. In 2007, he directed a documentary film “Grabbing Eyeballs: What’s Unethical About Television News in India” for PSBT that was followed up by another entitled “Advertorial: Selling News or Products?” in 2009. In 2010, he produced and directed a three-part documentary film series entitled “Blood & Iron: A Story of the Convergence of Crime, Business and Politics in Southern India” on the political, economic and ecological consequences of iron ore mining in Bellary (Karnataka) and Ananthapur (Andhra Pradesh). The film has been translated into six Indian languages and broadcast on different television channels. In 2011, he produced and directed a documentary film entitled: “The Great Indian Telecom Robbery”. (He was one of the first journalists to write about the telecommunications spectrum scandal in November 2007 and was one of the petitioners in public-interest litigation petitions on the subject in the Supreme Court of India.) In 2012, he co-directed a film entitled “Freedom Song” that examines freedom of expression in a contemporary Indian context. He has produced/directed a number of other documentary films.

He has co-authored a book with Shankar Raghuraman entitled: “A Time of Coalitions: Divided We Stand”, published by Sage Publications India in March 2004. The book was able to anticipate the outcome of the 14th general elections in India, the results for which came out in May that year. A substantially revised, updated and enlarged version of the book titled “Divided We Stand: India in a Time of Coalitions” was published in December 2007. He has written “Media Ethics: Truth, Fairness and Objectivity, Making and Breaking News” published by Oxford University Press India in March 2009 – the second enlarged edition of the book was published in December 2011. He has contributed articles and chapters to books (including “Realizing Brand India” edited by Sharif D. Rangnekar [Rupa, 2005] and “India: The Political Economy of Reforms” edited by Bibek Debroy & Rahul Mukherji [Bookwell, 2004]).

He is currently engaged in authoring/co-authoring other books and producing/directing documentary films. He has travelled widely in India and across the world. He is a partner of Media Network of India, a firm engaged in designing and creation of content for all media, contract publishing, media training, establishment of radio stations and business development.

Freedom of Expression in a Digital Age: Effective Research, Policy Formation & the Development of Regulatory Frameworks in South Asia

International Frameworks and Freedom of Expression

Freedom of expression-an important fundamental right in itself, is also critical for defending and upholding other freedoms and rights. We exercise this right in our day-to-day lives, through the exchange of ideas, opinions and information. Understanding the means and structures of communication, and the regulation of environments that facilitate such exchange therefore become crucial for those seeking to realize freedom of expression.

Freedom of expression is enshrined in Article 19 of both theUniversal Declaration of Human Rights (UDHR) and the International Covenant on Civil and Political Rights (ICCPR). The UDHR holds that " everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers" . The ICCPR holds that, " everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice".

Freedom of expression has also been enshrined in regional conventions and charters, for example the European Convention for the Protection of Human Rights and Fundamental Freedoms, the American Convention on Human Rights4, and the African Charter on Human and Peoples' Rights ("Banjul Charter") .

The former UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, Frank La Rue, highlighted in his 2013 report report that these frameworks are applicable to actions that take place online.6 While there may be no disagreements on freedom of expression as a legal right, it is important to bear in mind that it is not a non-derogable right, and may therefore be limited subject to safeguards indicated, for example, in Article 19(3) of the ICCPR.

While there may be limitations are placed on the exercise of freedom of expression, there is limited clarity on when and how freedom of expression can be legitimately circumscribed. There have been attempts by civil society groups to articulate more clearly the specific conditions when freedom of expression may be derogated, most notably the Siracusa Principles on the Limitation and Derogation Provisions in the International Covenant on Civil and Political Rights ("Siracusa Principles" ), and the Johannesburg Principles on National Security, Freedom of Expression and Access to Information ("Johannesburg Principles").

Freedom of Expression and Communications

Over the years, the norms and standards required for freedom of expression in the traditional media world have received much attention. When regulating communication, some restrictions upon freedom of expression have been regarded necessary and are enforceable by national or international courts. Such restrictions have been defined in international human rights laws and cover issues such as defamation, incitement to violence and hate speech. While these restrictions are not affected by the introduction of new means of communication, the proliferation of digital communications does warrant the recognition that there are new forms of censorship, unsettled questions of jurisdiction, and the need to develop new norms and standards that can keep pace with the myriad forms of expression and information sharing.

Communication in the digital age has led to the evolution of the Internet as a medium that has revolutionised largely local capacity for communication into a worldwide phenomenon that encompasses everything from personal one-to-one emails, social networks and reaching out to large audiences globally. The proliferation of digital technologies has not only fostered unprecedented access to information; the very environment stands transformed by the introduction of new kinds of information from voice, sound, image, text and code, that are accessible on a range of devices and across several types of technologies.

These networks and services democratized communication by lowering barriers to access and creating new space for publishing and peer-to-peer collaboration. Bypassing traditional gatekeepers of other forms of media, users can take on the role of writers, broadcasters or publishers on the Internet thus creating limitless possibilities for producing, sharing and exchanging all kinds of content. From this view, the Internet has sprung up as a globally accessible means of communication that is free from traditional restraints on free speech and expression. However, there are other unintended consequences that the Internet has had on both forms of power and control in the regulation of content, as online content has become increasingly contested, enclosed in a nationalized sphere challenging the free flow of information and freedom of expression.

Freedom of Expression in South Asia

As a network of networks, the internet has no overarching jurisdiction and with no single entity governing the totality of the internet, there exists a jurisdictional vacuum over content on the web. Further, there are no means of regulating content internationally or even a broad consensus on the norms that should be applied for restricting freedom of expression either on traditional or modern media. This has led to adverse consequences such as states adopting arbitrary actions and standards or companies exercising private censorship with content online.

South Asia has an important role in global development, with its share of the world's largest working-age population, a quarter of the world's middle-class consumers, the largest number of poor and undernourished in the world, and several fragile states of global geopolitical importance. With inclusive growth, South Asia has the potential to change the global order and communications and technology continue to play a critical role in realising the region's potential. Unfortunately, the history of colonial rule, authoritarian governments and a turbulent geo-political landscape have resulted in a tendency to over-regulate speech. Governments have construed the advent of the Internet as a challenge to their authority and their anxiousness to restrict use of the medium by citizens has resulted in often regressive and sometimes draconian laws such as Myanmar's Electronic Transactions Law, India's IT Act and Pakistan's Prevention of Electronic Crimes Act.

As the Internet expands and provides greater access, it also places censorship and surveillance capacities in the hands of states and corporations. It is therefore crucial that there exist strong protections of the right to freedom of expression that balance state powers and citizen rights. While the Internet has thrown up its own set of challenges such as hate speech, the verbal online abuse of women and the use of the Internet to spread rumours of violence, the regulation of content is a question that is far from being settled and needs our urgent attention. What role can and should the law play? When is it justified for the government to intervene? What can be expected from intermediaries, such as social networks and ISPs? And what can users do to protect the right to free speech - their own and that of others?

Balancing freedom of expression with other rights is further complicated by the challenges of fast paced and changing regulatory environment. By highlighting these challenges and questioning the application of existing frameworks we aim to contribute to further promoting and strengthening the right to freedom of expression, in India and beyond.

Introduction to panel and conference:

This is the context in which the Centre for Internet and Society, the Observer Research Foundation, the University of Pennsylvania's Internet Policy Observatory, and the Programme for Comparative Media Law and Policy at Oxford University are coming together to organise an event under the title 'Freedom of Expression in a Digital Age'. The event is a discussion and deliberation on 'Effective Research, Policy Formation, & the Development of Regulatory Frameworks in South Asia', aimed at bringing together policymakers, researchers, experts and civil society in discussing some of the most crucial issues in this space. About the Organisers

The Center for Global Communication Studies at the Annenberg School for Communication at the University of Pennsylvania-has created the Internet Policy Observatory (IPO) to research the dynamic technological and political contexts in which these Internet governance debates take place. The IPO serves as a platform for informing relevant communities of activists, academics, and policy makers, and for displaying collected data and analysis. The Observatory encourages and sponsors research and studies ongoing events, key decisions and proposals, on Internet policy. The IPO seeks to deepen understanding of the evolution of mechanisms and processes that affect domestic Internet policies in key jurisdictions and the legal, political, economic, international and social factors that influence the implementation, or non-implementation, of such policies.The IPO also seeks to understand the relationship between national efforts and international policy formations and the role of civil society in domestic Internet policy processes and control.

The Centre for Internet and Society (CIS)-is a non-profit research organization working to explore, understand and affect the shape and form of the Internet and its relationship with the political, cultural, and social milieu of our times. Feminist Information Infrastructure Workshop with Blank Noise and Sangama

Akriti Bopanna, Swaraj Paul Barooah and Ambika Tandon as part of the project on Feminist Information Infrastructure, conducted a full-day workshop with Sangama and Blank Noise on August 8, 2018 at CIS, Bangalore.

The workshop focused around fleshing out the research projects that interns at Blank Noise and Sangama will be undertaking, and going over ethical guidelines for feminist research for interviews.

There will be three projects across the two organizations, looking at

The identification process and challenges therein for the trans community,
The impact of mobile phone usage on sex work, and
Impact of social media on the lives of sexual minorities (specifically gay men), focusing on pleasure, social interaction, safety, and peerveillance.

Exposing the Invisible is Tactical Tech's series of short films examining some inspiring and provocative investigative cases, those that go beyond traditional journalistic investigations. CIS is pleased to invite you to a special screening of two of the films on 9th December, 6pm, at the CIS venue.

Exposing the Invisible is Tactical Tech's series of short films examining some inspiring and provocative investigative cases, those that go beyond traditional journalistic investigations.

In the past decade, the work of investigators has undergone a significant transformation due to the rapid development of new technologies, the ubiquity of the Internet, and new possibilities in working with evidence, data and visualisation. The stories in the film illustrate this evolution as activists take advantage of this new wave of opportunities, while remaining aware of the dangers they expose themselves to.

Episode one, Our Currency is Information, introduces the work of a team of investigators led by Romanian reporter Paul Radu, investigating organised crime. The film takes you to the heart of Radu’s investigations, where the power of criminals, corporations and governments overlap in chilling cases.

Episode two, From Our Point of View, profiles three individuals from the UK, Lebanon and Israel, non-specialists who have taken it upon themselves to use information in innovative and varies ways to shed light on Syria's 'YouTube conflict', the theft of Lebanon's seashore, and house demolitions in East Jerusalem.

Episode three, Unseen War, touches on the issues of US drone strikes in Pakistan.

Event Report: Community Discussion on Open Standards

This community discussion organised by HasGeek was held at the office of the Centre for Internet and Society in Bangalore, India on June 20, 2019.

Open standards are important for the growth and evolution of technology and practices for consumers and industries. They provide a range of tangible benefits, including, for instance, a reduction in cost of development for small businesses and organizations, facilitation of interoperability across different technologies in certain cases, and encouragement of competitiveness in the software and services market. Open standardization also encourages innovation, expansion in market access, transparency — along with a decrease in regulatory rigidity, as well as volatility in the market, and subsequently the surrounding economy, as well.

The importance of open standards is perhaps most strikingly evident when considering the ardent growth and impact the Internet — and the World Wide Web in particular — have been able to enjoy. The modern Internet has arguably been governed, at least for the most part, by the continuous development and maintenance of an array of inventive protocols and technical standards. Open standards are usually developed in a public-consultancy process, where the standards development organizations (“SDOs”) involved follow a multi-stakeholder model of decision-making. Multi-stakeholder models like this ensure equity to groups with varying interests, and also ensures that any resulting technology, protocol or standard which is developed is in accordance with the general consensus of those involved.

This event report highlights a community discussion on the state of open standardization in the age where immediately accessible cloud computing services are readily available to consumers — along with an imagined roadmap for the future; one which ensures steady ground for users as well as the open standards and open source software communities. Participants in the discussion focused on what they believed to be the key areas of open standardization, establishing a requirement for regulatory action in the open standards domain, while also touching upon the effects of market forces on stakeholders within the ecosystem, which ultimately guide the actions of software companies, service providers, users, and other consumers.

Emerging Issues in the Internet of Things

Andrew Rens will give a talk about research that he is doing at the Internet Governance Lab on October 23, 2017 at the Centre for Internet & Society in Bengaluru.

It seems almost anything can be connected to the Internet: 3D printers, cars, traffic lights and even toasters. This proliferation of Internet enabled devices, the Internet of Things (IoT), raises a cloud of complex problems, of ownership and control, privacy and surveillance, ubiquity and network fragility. IoT doesn't just promise efficiency; cheap sensors and printers might put scientific research and customized manufacturing in the hands of millions more people. The governance of the IoT, exhibits the same super complexity as Internet governance generally; with multiple sites of governance and actors operating across legal borders. Legal regulation, standards and the architecture of technology determine how the IoT is configured and how it will be reconfigured in response to these problems. Where is the technology governance of the IoT currently taking shape? What forces will likely bear on the governance of the IoT? What role will permissionless innovation play, and what its limits? How will intellectual property laws complicate the IoT?"

The event, overall, is expected to be a thought provoking one for discussion on things related to IoT.

Elements of a Decentralized Web

Gene Kogan will deliver a talk on the elements of a decentralized web at the Centre for Internet (CIS) office in Bengaluru on December 11, 5.30 p.m. to 7.30 p.m.

The internet is broken. Straying far from the original vision of democratizing access to knowledge, large tech companies now resemble the industrial barons of the 19th century, presiding over what many scholars regard as a public utility but nevertheless unregulated. As machine learning has entered the picture, the usual suspects like Facebook, Reddit, and Quora, have begun training sophisticated algorithms on personal data to route traffic in order to maximize attention, leading to a web which is more atomized, addictive, and anxiety-inducing.

In response to this, some have begun writing about, conceptualizing, and implementing the open-source protocols of what they consider the future web 3.0. Cryptocurrency enthusiasts have expanded their focus to more generalized blockchains which enable trust in decentralized platforms, while initiatives like IPDB and IPFS ambitiously promise to make hosting, storage, database querying, and even computation itself possible inside of peer-to-peer networks. But all is not well in this techno-utopia -- as the speculative bubble around this "internet of money" grows, so too does interest from the very institutions these new initiatives seek to overcome. The landscape is beginning to look like Silicon Valley of the 1990s and the threat of a crash looms. It's up to us to determine which way this one will play out.

Gene Kogan is an artist and a programmer who is interested in generative systems, computer science, and software for creativity and self-expression. He is a collaborator within numerous open-source software projects, and gives workshops and lectures on topics at the intersection of code and art. Gene initiated ml4a, a free book about machine learning for artists, activists, and citizen scientists, and regularly publishes video lectures, writings, and tutorials to facilitate a greater public understanding of the subject.

Edit-a-thon to improve Kannada-language science-related Wikipedia articles

A three-day Kannada Wikipedia edit-a-thon was conducted for science lecturers of institutions who gathered at the District Institute of Education and Training (DIET), Bengaluru this August 18. The idea of this event was to improve science-related articles that are part of the Government of Karnataka's high school syllabus.

During the span of three days the lecturers were taught about basics of Kannada Wikipedia, editing policies, Kannada input, creating and editing articles on Kannada Wikipedia, and they all participated in contributing to about 20 articles science-related article based on topics listed in the high school syllabus (as per the Karnataka state syllabus). Some of the lecturers who were first-timers faced problems with Kannada typing where most others took some time to understand the Wikipedia markup and citations. As this was the first iteration of the project, two more edit-a-thons will follow; one in November 2015 and another one in February 2016. We invite all Kannada Wikimedians to join and mentor these new Wikimedians.

Dr. Prerna Prabhakar - Impact of Digitisation of Land Recods in Rural India (Delhi, July 07, 5 pm)

It is our priviledge to annouce that Dr. Prerna Prabhakar will be the speaker for the July #FirstFridayAtCIS event. Dr. Prabhakar is an Associate Fellow with the National Council of Applied Economic Research (NCAER). She is involved in a project that looks at the digitisation of land records in India and its impact on land ownership across the country. In the talk, she will evaluate the impact that digitisation of land records has had in parts of rural India. Dr. Prerna Prabhakar

Associate Fellow, National Council of Applied Economic Research (NCAER)

Dr. Prabhakar's primary research area is in International Economics. She has done extensive work on trade and primarily the linkages between trade and environment and regional trade integration for developing economies. She has a MSc in Economics from TERI University and a PhD from the Department of Business, University of Delhi. Her PhD thesis was on international trade, environment and regional integration. She has also worked in a South Asian Network for Development and Environmental Economics (SANDEE) funded Project titled “Carbon Embodied Trade and Trade Resistances: Evidence from South Asian Countries”. Earlier, she worked as a Research Assistant with Dr. Ram Upendra Das at Research and Information System for Developing Countries (RIS).

Domestic Work in the ‘Gig Economy’

Over the last few months, the Centre for Internet and Society, India (CIS) and the Domestic Workers’ Rights Union (DWRU) have been doing research on the platformisation of domestic work in India. In the first phase of the research, we gathered data through interviews with several stakeholders. We now find ourselves in the second phase of the research in which we have prepared a preliminary report and are seeking feedback and inputs from experts. For this, we invite you to a roundtable discussion on domestic workers in the ‘gig economy’.

The participants at the roundtable will comprise of representatives from key stakeholder groups including platform workers (i.e. domestic workers sourcing jobs through platforms), platform companies, domestic workers organisations, civil society researchers and the state labour department.

The event will begin with a presentation of the project and our initial findings. The rest of the time is set aside for a semi-moderated discussion between all participants. To ensure a focused discussion, we are also limiting participation to 30, and are hoping to have a good mix across stakeholder groups.
