    <title>CIS Statement (on Technological Measures of Protection) at 27th SCCR on Limitations and Exceptions for Libraries and Archives </title>

        &lt;b&gt;The 27th Session of the WIPO Standing Committee on Copyright and Related Rights is being held in Geneva from April 28, 2014 to May 2, 2014. Nehaa Chaudhari, on behalf of CIS made the following statement on May 2, 2014.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;This statement was in response to       the Chairperson seeking NGO inputs specifically on "Technological       Measures of Protection", which is topic 9 of &lt;a href="https://cis-india.org/a2k/blogs/sccr-26.pdf" class="internal-link"&gt;Working Document SCCR 26/3&lt;/a&gt;.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Thank you, Mister Chair.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We believe that in an environment where much of the preservation and dissemination of knowledge by libraries and archives is in the digital format, having a limitation and exception provision as regards this particular provision of TPMs in this international instrument is integral; and we echo the Canadian Library Association and The Charted Institute of  Library and Information Professionals among others on the need for such an exception.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;TPMs have the potential to override any fair use or fair dealing exceptions in copyright; and would render much of the discussion that we have been having over the past two days and at earlier sessions of this Committee, redundant,  were where such an exception not to be talked about along with other exceptions that we are discussing for libraries and archives. TPMs may prevent end users from using works in ways that are allowed under fair use or fair dealing provisions- permitted exceptions in copyright law. If for instance, TPMs were in place on master copies of files that were obtained by libraries and archives, these institutions would not be allowed to carry out basic preservation activities such as file format migration which in turn would limit the life span of the master files in question and also render access to these files difficult (if that's the word that I could use); which in turn defeats the very purpose of preservation and access to knowledge by libraries and archives.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Therefore Mr. Chair, we think that the suggestion echoed — that the suggestion made by KEI earlier, that Article 7 of the Marrakech Treaty that deals with TPMs would be a logical — could be a logical step forward, and we think that there is merit in that statement, and we would like to align ourselves with that statement.&lt;/p&gt;

        &lt;p style="text-align: justify; "&gt;This statement was in response to the Chairperson seeking NGO inputs specifically on "Orphan Works, Retracted and Withdrawn Works, and Works Out of Commerce", which is topic 7 of &lt;a href="https://cis-india.org/a2k/blogs/sccr-26.pdf" class="internal-link"&gt;Working Document SCCR 26/3&lt;/a&gt;.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Thank you very much, Mister Chair.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Mister Chair, we will be addressing this topic on two levels:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;i&gt;First&lt;/i&gt;, the need for limitations and exceptions for libraries and archives for orphan, retracted and withdrawn works and works out of commerce.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;i&gt;Second&lt;/i&gt;, the need for these limitations and exceptions to be a part of an international legal instrument.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On the first level, Mr. Chair- we are of the opinion that this limitation and exception is necessary for libraries and archives to be able to perform their key functions- the preservation and dissemination of knowledge.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This exception speaks to a very complex environment- One where  the owner of a work cannot be located despite an exhaustive search and therefore digitazation cannot take place because to do so would be copyright infringment; one where the volumes of works that we’re speaking of are anywhere between 10 and 70 percent of the collections of some libraries (these figures are based on  reports released by various libraries, library associations and others, that are available online); one, where rights information of works is lacking; and an environment where works have been withdrawn for a variety of reasons. The outcome which commonly arises as a result of all of these is that works are not available to the public, in turn affecting access to and the dissemination of knowledge and information, which is one of the basic purposes of copyright. Any interpretation or understanding of copyright ought to be one that aids in the achievement of this purpose, as opposed to deviating from it.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On the second level, Mr. Chair- we believe that there is a need for an international legal instrument to govern these limitations and exceptions.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We have heard the statements made to this Committee by various Hon’ble delegations today and at earlier sessions of this Committee. What emerges, as KEI said earlier, is that there is a lack of uniformity in national legislations and approaches in addressing this issue. What also emerges is that the current copyright framework in some developing and least developed countries does not adequately address these issues. Therefore, Mr. Chair, as we have stated at earlier Sessions of this Committee- to be able to harmonize these limitations and exceptions, to ensure that these limitations and exceptions have a cross border effect, and hopefully to have discussions that we have here are influence national law making and state practice (also, as KEI said earlier), we believe that an international legal instrument that deals with among others the exception we are discussing in Topic 7, is very important.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;That’s all we have to say at the moment, Mr. Chair. Thank you very much.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;We have published a compilation of the various central government schemes in a blog post as part of our National Resource Kit project.&lt;/p&gt;

&lt;li&gt;The 27&lt;sup&gt;th&lt;/sup&gt; session of the WIPO Standing Committee on Copyright and Related Rights (WIPO-SCCR) was held in Geneva from April 28 to May 2, 2014. Nehaa Chaudhari participated in the event. CIS made its statements on Technological Measures of Protection on Limitations and Exceptions for Libraries and Archives, Orphan Works, Retracted and Withdrawn Works, and Works out of Commerce on Limitations and Exceptions for Libraries and Archives, and on the WIPO Proposed Treaty for the Protection of Broadcasting Organizations. &lt;/li&gt;
&lt;li&gt;CIS signed a memorandum of understanding (MoU) with Mysore University for converting to Unicode and re-releasing their encyclopaedia under Creative Commons License. Dr. U.B. Pavanaja on behalf of the CIS-A2K team signed the MoU.&lt;/li&gt;
&lt;li&gt;A two-day global stakeholder meeting on future of internet governance (NETmundial) was organized by the Brazilian Internet Steering Committee in partnership with /1Net at Sao Paulo in Brazil on April 23 and 24, 2014. Achal Prabhala participated in the event. As part of its research to enable productive discussions of the critical internet governance issues at the meeting and elsewhere CIS published a total of 16 blog entries. &lt;/li&gt;
&lt;li&gt;We conducted an empirical study of five separate and diverse banks (State Bank of India, Central Bank of India, ICICI Bank, IndusInd Bank, and Standard Chartered Bank) to gain a practical perspective on the existing banking practices and policies in India, and published a Banking Policy Guide. &lt;/li&gt;
&lt;li&gt;As part of the Making Change project Denisse Albornoz interviewed Tuhin Paul, an artist and storyteller behind Menstrupedia, an India-based social venture creating comics to shatter the myths and misunderstandings surrounding menstruation around the world.     <title>Report on the WIPO Director General’s Meeting with NGO’s</title>

        &lt;b&gt;The Director General’s meeting with NGO’s was held on March 25, 2014. This is an annual meeting where accredited NGO’s have an opportunity to have a one on one discussion with the Director General on issues that concern them.&lt;/b&gt;

&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;This year’s meeting featured queries on a whole range of issues from mainstreaming the development agenda recommendations to the number of WIPO meetings. The Director General engaged in a frank exchange of views with NGO representatives and stressed the importance of NGO’s in WIPO’s work.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Opening Statement&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The meeting kicked off with a statement by the Director General. He reported that the demand for IP titles was greater than the world economy- citing the growing number of patent and trademark applications. He also commended the SCCR in concluding the Marrakesh Treaty and said that the engagement and alignment of civil society actors was crucial to the signing of the Treaty. He also noted the role of the World Blind Union and the publishing community in supporting the Treaty.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Director General also had updates on the work of various committees for the 2014-15 biennium. With respect to the Design Law Treaty in the SCT, he stated that the US and Canada had accepted the possibility of an article on technical assistance but not as a condition to convene a diplomatic conference. On the Broadcast Treaty in the SCCR, he said that a lot of work needs to be done and that the SCCR needs to decide if a Treaty with a narrower scope is feasible and if a Diplomatic Conference has to be convened in September. On the IGC, he stated that this committee was WIPO’s greatest political risk and that the Committee must find a way to deliver on a project that has been on since 2001.On the Lisbon Agreement, the Director General stated that 28 States had agreed to renew the agreement and the new agreement would cover GI and Appellations. He noted that this was a huge step forward as GI’s become more and more valuable.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In addition, he noted three areas of interest for the future work of the WIPO:&lt;/p&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt;Balance between collaboration and competition: The Director General noted that there should be greater emphasis on collaboration and competition at the WIPO. He called for emphasis on cooperation, open innovation in global value chains. At the same time he stated that IP also creates competition. He stated that the tension between competition and collaboration should be under consideration in the future as it is growing into a major geopolitical issue.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Digital Economy: The Director General said that Member States should engage on the impact of an increasingly digital world on the environment. While this issue has been under discussion since the 90’s, there have been new developments that need further consideration. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Appropriate Technology: The Director General commented on the passive transfer of technology and said that there is a knowledge gap between having technology and knowing how to use it, and this should be kept in mind in future wok.&lt;/li&gt;
&lt;/ol&gt;
&lt;h3 style="text-align: justify; "&gt;Q&amp;amp;A&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Following the opening statement, the Director General fielded questions from NGO representative. Below is a summary of a few notable responses from the Director General.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On a question regarding the mainstreaming of the Development Agenda, the Director General said that it is up to the Members to decide how to make the Development Agenda normative. But he pointed out that both the Beijing and Marrakesh Treaties refer to the Development agenda in their text.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In response to a question on future plans and projects on public health and IP, he said that the WIPO is encouraging research projects on the issue. He also pointed out that the WTO, WIPO and WHO are engaged in an active collaboration on this issue and had also organised a seminar on it. He also said that the three Director Generals had published studies on the topic.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;MSF made a number of interventions on the issue of public health. They argued that ongoing WIPO research did not meet the needs for medical innovation and that there was need for serious rethink on how to make it work better. They also said that the focus of WIPO research was currently only on LDC’s and this left out developing countries and consequently a large number of people.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In response the Director General said that the WIPO could only “build with what it’s got” and said that they should engage with more parties and with what they do. He also said that they are beginning to engage with middle income countries. He also said that WIPO research was free and that it could be easily shared and the fee was only if there was a sale.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;MSF also called for a change on the nature of technical assistance as there were repeated seminars on anti-counterfeiting measures with little or no focus on the quality of medicines. On this, the Director General agreed with MSF and said that the larger problem was quality assurance which needed to be addressed, but he also pointed out that WIPO as an IP agency could not get into the issue of quality assurance.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;He also fielded a question from the author on making WIPO sessions more accessible with the possible use of remote participation in the future. The Director General said that this was a good idea, but he pointed out that this was up to the Members to consider and possibly implement. He also noted that it was only recently that WIPO started webcasting meetings and that there would be issues of time management with remote participation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On a question about the increasing number of meetings at the WIPO, the Director General acknowledged that this was a problem and that the respective Committees had to decide if it was essential to convene a meeting ever so often. But he also pointed out that the Secretariat cannot interfere in such matters and could only facilitate discussion on these issues. He also said that it might be better if experts met regularly to discuss technical issues and negotiators met only when an issue had matured.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On a further question on the number of documents being released for every meeting and their increasing length, the Director General joked that it was unlikely that anyone under the age of 30 would read all the documents. He said that this is an issue that should be looked into.&lt;/p&gt;

    <title>CIS Statement at 27th SCCR on the WIPO Proposed Treaty for the Protection of Broadcasting Organizations</title>

        &lt;b&gt;The 27th Session of the WIPO Standing Committee on Copyright and Related Rights is being held in Geneva from April 28, 2014 to May 2, 2014. Nehaa Chaudhari, on behalf of CIS made the following statement on April 29, 2014.&lt;/b&gt;
        &lt;p&gt;This statement was in response to the Chairperson seeking       NGO inputs specifically on the Scope of the Treaty and the Rights       of Broadcasting Organizations. The statement makes references to a       specific Working Document &lt;a href="https://cis-india.org/a2k/blogs/sccr-27-cis-wipo.pdf" class="internal-link"&gt;available here&lt;/a&gt;. CIS statement is quoted in &lt;a class="external-link" href="http://keionline.org/node/1994"&gt;Knowledge Ecology International&lt;/a&gt; on April 29, 2014 and in the &lt;a class="external-link" href="http://www.ip-watch.org/2014/05/01/at-wipo-authors-civil-society-watchful-of-rights-for-broadcasters/"&gt;Intellectual Property Watch&lt;/a&gt; on May 1, 2014.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Thank you, Mister           Chair.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We have some           concerns regarding the intended scope and language of Article           9 in Working Document SCCR/27/2 Rev. We believe that this           expands the scope of this proposed treaty and is likely to           have the effect of granting broadcasters rights over the           content being carried and not just the signal.  On this issue, we have two           brief observations to make:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;First- Article 9           envisages fixation and post fixation rights for broadcasting           organizations- for instance among others, those of           reproduction, distribution and public performance This, we           believe is not within the mandate of this Committee, being as           it is, inconsistent with a signal based approach.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Second- we express our         reservations on the inclusion of “communication to the public”         reflected in Article 9 Alternative B, which also relates to the         definition of communication to the public under alternative to d         of Article 5 of this document. Communication to the public is an         element of copyright and governs the content layer, as distinct         from the “broadcast” or “transmission” of a signal. Therefore,         attempts to regulate “communication to the public” would not be         consistent with a signal based approach, which we believe is the         mandate binding on this Committee. &lt;br /&gt; &lt;br /&gt; That is all, Mr. Chair. Thank you very much.&lt;br /&gt; &lt;br /&gt; In response to CIS' statement, the Chair had this to say:&lt;br /&gt; &lt;br /&gt; &lt;i&gt;Thank you,           CIS,. That was a very clear statement and gave us a very clear           explanation of the situation.     <title>Report on the 31st Session of the Standing Committee on Trademarks</title>

        &lt;b&gt;Puneeth Nagraj reports about the 31st Session of the Standing Committee on Trademarks (SCT) that he attended.&lt;/b&gt;
        &lt;p&gt;The 31st meeting of the SCT was held from March 17 to 21, 2014.&lt;a href="#fn1" name="fr1"&gt;[1]&lt;/a&gt;The meeting was important as Members sought to finalise the issues in the Design Law Treaty (DLT) before the Diplomatic Conference. The session also saw proposals by the delegations of Jamaica, the United States and Hungary.[&lt;a href="#fr2" name="fn2"&gt;2&lt;/a&gt;].&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Adil El Maliki of Morocco was elected Chair, and Mr. Imre Gonda of Hungary and Ms. Günseli Güven of Turkey were elected Vice-Chairs of the 31&lt;sup&gt;st&lt;/sup&gt; session. The Session was dominated by negotiations around the DLT and very little time was devoted to the Plenary attended by this observer.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Design Law Treaty&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The 31&lt;sup&gt;st&lt;/sup&gt; session had a mandate from the WIPO General Assembly to finalise the text of the DLT before the Diplomatic Conference. However, disagreements over the technical assistance and capacity building provisions threatened to delay the process further. While Developing Countries preferred a provision in the Treaty on technical assistance, developed countries were against a binding provision and were in favour of a resolution on the issue.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Members of the African Group insisted that a Diplomatic Conference would be convened only if the Treaty included a provision on Technical Assistance and Capacity Building. The Delegate of Kenya said that the adoption of this treaty would require significant changes in the national IP systems of developing countries which are likely to go beyond the capacity and ability of individual countries to implement the treaty. The Delegate then emphasised the need for such a provision in upgrading their national IP system to conform with and to implement the treaty. The stance of the Kenyan delegate was further supported by Brazil, the GRULAC and Bangladesh in addition to other DAG members.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The delegate of Japan on behalf of Group B said that the text of the designs law treaty aimed to streamline and enhance design law formalities and would benefit all countries irrespective of their status of development. The delegate also stated that the issue of technical assistance should not stop the convening of a Diplomatic Conference. The EU on a similar note said that the convening of a Diplomatic Conference should be priority outcome of the 31&lt;sup&gt;st&lt;/sup&gt; Session.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Proposals&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The delegate of Jamaica submitted a proposal for the protection of country names.&lt;a href="#fn3" name="fr3"&gt;[3]&lt;/a&gt;The proposal sought to establish a coherent and consistent framework to deal with trademark cases which deal with country names. The proposal received support from some delegations in addition to suggestions to revise it. Switzerland emphasised the need for “pragmatic affordable way to protect country names” and to ensure that product names were used only for countries that produce such products. The EU also noted that this issue has been under discussion since 2009 and called for an awareness mechanism to ensure refusal of trademarks for products with country names. The US raised many doubts as to whether such a proposal would be feasible arguing that the government would have to act as a brand owner like others and that this was not a historical role that governments have played. The US also stated that not all countries shared an interest in protecting such rights and that it was premature to initiate text based questions on the proposal. Instead, the delegate called on the chair to conduct research on whether a system to protect country names could exist. In response to suggestions, the delegation of Jamaica offered to consider them and present a revised proposal at the next session.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There were also two proposals on Geographical Indications. The US submitted a proposal to suggest a work plan for the reform of the GI filing system.&lt;a href="#fn4" name="fr4"&gt;[4]&lt;/a&gt; While some delegations supported this proposal, others expressed opposition. The delegation of Hungary submitted a joint proposal to conduct a study concerning the protection of geographical indications in the domain name system. Again opinion on this proposal was divided- with some asking for more time to consider the proposal since it was submitted late. The Chair cited the lack of agreement on these proposals to put off further discussions until the next session.&lt;/p&gt;

The Odia Wikimedia community celebrated these two  occasions on March 29 in &lt;a href="https://en.wikipedia.org/wiki/Bhubaneswar"&gt;Bhubaneswar&lt;/a&gt; with a gathering of 70 people. Linguists, scholars and journalists  discussed the state of the Odia language in the digital era, initiatives  for its development and steps that can be taken to increase  accessibility to books and other educational resources. 14 copyrighted  books have been re-licensed under the Creative Commons license and the  digitization project on &lt;a href="https://wikisource.org/wiki/Main_Page/%E0%AC%93%E0%AC%A1%E0%AC%BC%E0%AC%BF%E0%AC%86"&gt;Odia WikiSource&lt;/a&gt; was formally initiated by an indigenous educational institute, the  Kalinga Institute of Social Sciences (KISS). Professor Udayanath Sahu  from Utkal University, The Odisha Review’s editor Dr. Lenin Mohanty,  Odisha Bhaskar’s editor Pradosh Pattnaik, Odia language researcher  Subrat Prusty, Dr. Madan Mohan Sahu, Allhadmohini Mohanty, Chairman  Manik-Biswanath Smrutinyasa and trust’s secretary Brajamohan Patnaik  along with senior members Sarojkanta Choudhury and Shisira Ranjan Dash  spoke at the event.&lt;/p&gt;

&lt;p&gt;Eleven books from Odia writer Dr. Jagannath Mohanty were re-released under Creative Commons Share-Alike (CC-BY-SA 3.0) license by the “Manik-Biswanath Smrutinyasa” trust,  a trust founded by Dr. Mohanty for the development of the Odia language. Allhadmohini Mohanty formally gave written permission to Odia Wikimedia to release and digitize these books.&lt;/p&gt;
&lt;p&gt;The community will be training students and a group of six faculty members at KISS who will coordinate the digitization of these books.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;“Collaborative efforts and open access to knowledge repositories will enrich our language and culture,” said linguist Padmashree Dr. Debiprasanna Pattanayak as he inagurated the event. Dr. Pattanayak and Odia language researcher Subrat Prusty from the Institute of Odia Studies and Research also re-licensed three books (Two Odia books; “Bhasa O Jatiyata“, “Jati, Jagruti O Pragati” and an English book “Classical Odia”) based on their research on Odia language and cultural influence of the language on other societies under the same license. KISS is going to digitize some of these books and make them available on Odia Wikisource.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;An OpenType Odia Unicode font, “&lt;a href="http://www.odialanguage.com/Odia_fonts.html"&gt;Odia OT Jagannatha&lt;/a&gt;” designed by Sujata Patel from &lt;a href="http://odialanguage.com"&gt;Odialanguage.com&lt;/a&gt; was released under the OFL license. This is the first Odia OpenType  font that the community actively tested. A new Odia offline input tool  called &lt;a href="https://github.com/majnun1337/jquery.ime-Offline-input"&gt;“TypeOdia”&lt;/a&gt; by Wikipedian &lt;a href="https://or.wikipedia.org/wiki/User:TWO%5E0"&gt;Manoj Sahukar&lt;/a&gt; was also released for public distribution. DVDs containing the font,  the input tool, Odia language dictionaries, offline Odia Wikipedia in &lt;a href="https://en.wikipedia.org/wiki/Kiwix"&gt;Kiwix&lt;/a&gt;, &lt;a href="https://commons.wikimedia.org/wiki/File:Odia_Wikipedia_learning_guide.pdf"&gt;Wikipedia editing guide&lt;/a&gt;, ISCII to Unicode font converter, various free and open source software packages and &lt;a href="https://en.wikipedia.org/wiki/Ubuntu_%28operating_system%29"&gt;Ubuntu operating system&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Active Odia Wikipedian and Admin &lt;a href="https://meta.wikimedia.org/wiki/User:MKar" title="User:MKar"&gt;Mrutyunjaya Kar&lt;/a&gt; gave the inaugural speech. &lt;a href="https://meta.wikimedia.org/wiki/User:Psubhashish" title="User:Psubhashish"&gt;Subhashish Panigrahi&lt;/a&gt; from the &lt;a href="https://cis-india.org/"&gt;Center for Internet and Society&lt;/a&gt; read the annual report and vision of Odia Wikipedia. Chief guest Dr.  Debiprasanna Pattanayak discussed about the efforts put forth that  brought the Odia language as the sixth Indian classical language. A  large majority of Odia publications are not available on the internet  and readers are devoid of easy accessibility. He further discussed the  process of digitization for preserving valuable books that are out of  print and the old palm leaf manuscripts. The Odia community  is excited to see or.wikisource.org go live. A few Wikipedians are even  interested in typing their favorite free licensed books to make them  available on Wikisource. I believe it’ll be challenging to train the  KISS students to type and proof-read the written texts. In the CISA2K’s &lt;a href="https://meta.wikimedia.org/wiki/India_Access_To_Knowledge/Draft_Work_plan_July_2014_-_June_2015/Odia_Wikisource_as_OER" title="India Access To Knowledge/Draft Work plan July 2014 - June 2015/Odia Wikisource as OER"&gt;draft plan&lt;/a&gt;,  the goal to have the number of editors seems overestimated. The  students need to have some knowledge about Wikimedia and how it works in  general before they start working. We hope that the books will be  digitized properly and in coming days more users will join us in the  process as we will have more free books in Odia Wikisource. I appeal to  the Odia people to be a part of the Odia Wikimedia community and make  Odia Wikisource a successful project, we need all the time you can  devote. :-)&lt;/td&gt;

        &lt;b&gt; The Intellects, a Delhi based organisation of Odia intellectuals, and Shree Jagannath Mandir and Odisha Art and Cultural Center held a seminar on “Relevance of Bhagabat Tungi in the evolution of Odia language from Buddha era to digital age” on the occasion of one year celebration its mission ‘Asa Sikhiba Amari Bhasa’. The initiative is to spread and promote Odia language and literature in New Delhi.

The Odia  intellectuals stresses on the need for revival of Bhagabat Tungi in  Odisha villages as knowledge hub.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Prusty was felicitated with The Intellects Award-2014 for his  contribution to Odia language, while Ramachandra Nath was felicitated  for his Pallibani mission in New Delhi.&lt;/p&gt;

Reportedly, the Marrakesh Treaty was signed by over fifty       countries on       the final day of the Diplomatic Conference held to finalize this       treaty, in       late June, last year.&lt;/li&gt;
&lt;li&gt;We are given to understand that reportedly&lt;a href="#fn3" name="fr3"&gt;[3] &lt;/a&gt;the Union Cabinet had in its meeting held at the end of last year       cleared the       Marrakesh Treaty for both, signature and ratification.&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;A. Radha Krishna is an Architect working in Alcatel-Lucent with 15 years of experience in embedded, consumer electronics, and telecom domains. He is also a long time Wikimedian and acted as Wikimedia Bangalore SIG chair for about 1.5 years. He is also part of NASSCOM initiative to reduce the gap of skills of Engineering students to Industry need. He is working on a Telecom course which could be part of curriculum in Engineering colleges all over India from 2015.&lt;/p&gt;

        &lt;b&gt;Recently the Odia Language has been accorded classical status by the Government of India. It has increased the responsibility of all Odias to protect, promote and propagate the Odia literature at this digital age while the next gen Odias are moving away from their mother tongue.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;The event report was &lt;a class="external-link" href="http://eodishasamachar.com/en/seminar-on-odia-language-in-new-delhi-by-the-intellects/"&gt;published in Odisha Samachar&lt;/a&gt; on April 24, 2014. Subhashish Panigrahi participated in the event.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;It is now important for all the scholars, writers, intellectuals and students of Odia literature to shoulder the responsibility to carry forward the legacy of the language while confronting the challenges. On this issue a brain storming seminar has organized by a New Delhi based progressive forum of intellectual Odia people; THE INTELLECTS at Tyagaraj Nagar Jaggnath Mandir, New Delhi. Odia Intellectuals stresses on need for revival of Bhagabat Tungi in Odisha villages as knowledge hub. It should be noted that The Intellects a Delhi based organization of Odia intellectuals and Shree Jagannath Mandir &amp;amp; Odisha Art And Cultural Center have come together to organize aseminar on the subject “Relevance Of Bhagabat Tungi In The Evolution Of Odia LanguageFrom Budha Era To Digital Age” on the occasion of one year celebration its mission ASA SIKHIBA AMARI BHASHA which is an initiative to teach Odia language in New Delhi.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The conference was about the discussion over creative platform for future development of Odia language and literature. Delegates were drawn from diverse areas to provide more interdisciplinary insight in to issues and challenges that are in from of Odia language to march ahead in the new age of computer.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The seminar was attended by Rajya Sabha MP Baisnab Parida, Dr. Subash Pani, Dr. Bhagaban Prakash, researcher Subrat Prusty, writer and lawyer Biraja Mohapatra, journalist and Odiakart.com founder Sahasranshu Mahapatra, Subhashish Panigrahi- Programme Officer at the Centre for Internet and Society, Kamdev Biswal of Tyagraj.&lt;/p&gt;

The program was attended by who is who of Delhi Odias like Dr. Anita Panda, Prof. Saudamini Barik, Jayaram Samal, Indubhushan Lenka, OdiaRadio Founder, Sitanshu Mohapatra, Journalist Asit Ranjan Mishra, OdishaDiary (www.orissadiary.com) founder Prachee Naik, Rashmi Ranjan Parida,The Intellects members Sangram Dhar, Smrutidhara Rout, Anasuya Sahoo, Aditya Mohanty, Nirmal Dhal, Sanjaya Parida,Pankajamala Sarangi, Premanda Swain, lawyer Sanjeeb Kumar Mohanty, Tarun Samantray, and others.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This program was attended by nearly 600 Odias living across the national capital region. The Intellects also organsing 7-days BHAGABAT SANDHYA will also be organized at the premises of Shree Jagannath Mandir, Tyagraj Nagar, New Delhi from 21st April to 27 April 2014 in an effort to spread the noble principles of the SHREEMAD BHAGABAT .&lt;/p&gt;
