The Reader was edited by Nishant Shah, P.P. Sneha, and Sumandro Chattapadhyay with support from  Anirudh Sridhar, Denisse Albornoz, and Verena Getahun.&lt;/li&gt;&lt;/ul&gt;
&lt;ul style="text-align: justify;"&gt;
&lt;li&gt;The &lt;a class="external-link" href="http://cis-india.org/raw/civil-society-organisations-and-internet-governance-in-india-open-review"&gt;pre-publication drafts of two sections&lt;/a&gt; written by Sumandro Chattapadhyay for the third volume (2000-2010) of the &lt;em&gt;Asia Internet History&lt;/em&gt; series edited by Prof. Kilnam Chon have been posted for open-review process.&lt;/li&gt;
&lt;li&gt;As part of the 'Studying Internets in India' series, RAW published blog entries on &lt;a href="http://cis-india.org/raw/blog_governing-speech-on-the-internet"&gt;Governing Speech on the Internet&lt;/a&gt; and &lt;a href="http://cis-india.org/raw/blog_mock-calling"&gt;Mock-Calling - Ironies of Outsourcing and the Aspirations of an Individual&lt;/a&gt;. &lt;/li&gt;&lt;/ul&gt;
&lt;ul style="text-align: justify;"&gt;
&lt;li style="text-align: justify;"&gt;NVDA team &lt;a href="http://cis-india.org/accessibility/blog/training-in-e-speak-hindi"&gt;conducted a workshop&lt;/a&gt; at Jeevan Jyoti School for the Blind, Varanasi from August 26 to 28,  2015. Eighty five students and 13 teachers took part in the training  programme. NVDA team had conducted another &lt;a href="http://cis-india.org/accessibility/blog/report-on-training-in-espeak-marathi"&gt;workshop&lt;/a&gt; earlier in Nashik. The workshop was conducted in June. A batch of 17  Special Educators and teachers of the blind attended the workshop.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Maggie Huang, Arpita Sengupta and Paavni Anand as part of the Pervasive Technologies project 	&lt;a href="http://cis-india.org/a2k/blogs/comparative-transparency-review-of-collective-management-organisations-in-india-uk-usa"&gt; co-authored a research paper &lt;/a&gt; that seeks to compare the publicly available information on the  websites of music collective management organizations ("CMOs") operating  within India, the 	United States, and the United Kingdom.&lt;/li&gt;
&lt;li style="text-align: left;"&gt;
Amulya Purushothama, Nehaa Chaudhari and Varun Baliga in a blog entry have delved into the question of
what the mandate of the &lt;a class="external-link" href="http://cis-india.org/a2k/blogs/national-ipr-policy-series-what-have-sectoral-innovation-councils-been-doing-on-ipr"&gt;Sectoral Innovation Council&lt;/a&gt; is, what its activities are, and what vision for IPR development in India has it put forth. An RTI Application has been filed by CIS to attain information on these issues.&lt;/li&gt;&lt;/ul&gt;
&lt;ul style="text-align: justify;"&gt;
&lt;li style="text-align: justify;"&gt; &lt;a href="http://cis-india.org/a2k/blogs/mhrd-ipr-chair-series-introduction"&gt;In a blog post&lt;/a&gt;, Amulya Purushothama announced our new MHRD IPR Chair Series and has  charted the sequence of events, starting from the establishment of MHRD  IPR Chairs, to discussions surrounding their purpose and functioning,  to concerns surrounding the lack of information about the IPR Chairs,  the first round of RTIs that CIS had filed in regard to this and the responses it solicited. &lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Subhashish Panigrahi &lt;a href="http://cis-india.org/openness/blog-old/kisorachandrananachampu-on-odia-wikisource"&gt;interviewed Prateek Pattanaik&lt;/a&gt;.  		Prateek has not just digitized as many as 54 Odia-language poetry  dating early 18th century but has also annotated, both poetic and  prosaic translation 		in his blogs "Sri Jagannatha" and "Utkal Sangeet".  He has also published a complete book "Kisora chandranana champu" on  Odia Wikisource. A recent entrant 		into the Odia Wikimedia community,  Prateek is also the youngest Odia Wikimedian.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Rohan George and Elonnai Hickok in a blog post &lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/are-we-throwing-our-data-protection-regimes-under-the-bus"&gt;analyzed consent, big data and data protection&lt;/a&gt; that examines in detail why the principle of consent is providing us increasingly less of an aegis in protecting our data.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Elonnai Hickok, Vipul Kharbanda and Vanya Rakesh on behalf of CIS submitted a	&lt;a href="http://cis-india.org/internet-governance/blog/cis-comments-and-recommendations-to-human-dna-profiling-bill-2015"&gt;clause-by-clause comments&lt;/a&gt; on 	the Human DNA Profiling Bill that was circulated by the Department of Biotechnology on June 9, 2015.&lt;/li&gt;
&lt;li&gt;Sunil Abraham, Elonnai Hickok and Tarun Krishnakumar co-authored an article titled &lt;a href="http://cis-india.org/internet-governance/blog/security-privacy-transparency-and-technology"&gt;Security: Privacy, Transparency and Technology&lt;/a&gt;. The article was published by Observer Research Foundation, Digital Debates 2015: CyFy Journal Volume 2.&lt;/li&gt;
&lt;li&gt;Elonnai Hickok in a blog post titled &lt;a href="http://cis-india.org/internet-governance/blog/review-of-policy-debate-around-big-data-and-internet-of-things"&gt; A Review of the Policy Debate around Big Data and Internet of Things &lt;/a&gt;has done an analysis as to how regulators and experts across jurisdictions are reacting to Big Data and Internet of Things.&lt;/li&gt;
&lt;li&gt;The Supreme Court of India has deemed it fit to refer the question  of the very existence of a fundamental right to privacy to a  Constitution Bench to finally decide the matter, and define the contours  of such right if it does exist. Vipul Kharbanda analyses this in a &lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/right-to-privacy-in-peril"&gt;blog entry&lt;/a&gt;. &lt;/li&gt;
&lt;li&gt;Experts and regulators across jurisdictions are examining the impact  of Big Data practices on traditional data protection standards and  principles. 	This will be a useful and pertinent exercise for India to  undertake as the government and the private and public sectors begin to  incorporate and rely on 	the use of Big Data in decision making  processes and organizational operations. Elonnai Hickok has &lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/big-data-and-information-technology-rules-2011"&gt;provided an initial evaluation of how Big Data could impact India's current data protection standards&lt;/a&gt;. &lt;/li&gt;&lt;/ul&gt;
&lt;ul style="text-align: justify;"&gt;
&lt;li&gt; Elonnai Hickok &lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/comparison-of-the-human-dna-profiling-bill-2012-with-cis-recommendations-sub-committee-recommendations-expert-committee-recommendations-and-the-human-dna-profiling-bill-2015"&gt;has provided a comparison of Human DNA Profiling Bill 2012 vs. the Human DNA Profiling Bill 2015&lt;/a&gt;,  CIS's main recommendations vs. the 2015 Bill, Sub-Committee  Recommendations vs. 		the 2015 Bill, and the Expert Committee  Recommendations vs. the 2015 Bill. &lt;/li&gt;
&lt;li&gt; CIS &lt;a href="http://cis-india.org/internet-governance/blog/cis-submission-to-unga-wsis-review"&gt;submitted its comments&lt;/a&gt; to the non-paper on the UNGA 		Overall Review of the Implementation of  the WSIS outcomes, evaluating the progress made and challenges ahead.&lt;/li&gt;
&lt;li&gt;In a policy brief, Vipul Kharbanda &lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/policy-paper-on-surveillance-in-india"&gt;has  analyzed the different laws regulating surveillance at the state and  central level in India and calls out ways in which the provisions are  unharmonized&lt;/a&gt;. The brief then provides recommendations for the harmonization of surveillance law in India. &lt;/li&gt;
&lt;li&gt;Hardnews interviewed Sunil Abraham about the future of the internet in India. The &lt;a class="external-link" href="http://cis-india.org/internet-governance/news/hardnewsmedia-august-10-2015-abeer-kapoor-net-neutrality-india-is-a-keybattle-ground"&gt;article was published in their August edition&lt;/a&gt;.&lt;/li&gt;&lt;/ul&gt;

    <title>Conflict of interest cloud over CCI chief</title>

        &lt;b&gt;The chairperson of the Competition Commission of India (CCI) and three of the six commission members are participating in a conference organised by Assocham and sponsored by private companies like Ericsson, trade associations and two legal firms specialising in intellectual property cases. This, civil society organisations argue, raises issues of conflict of interest in a quasi-judicial body like CCI participating in a conference organised by private parties that have cases before the commission. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The article by Rema Nagarajan was &lt;a class="external-link" href="http://timesofindia.indiatimes.com/business/india-business/Conflict-of-interest-cloud-over-CCI-chief/articleshow/48383890.cms"&gt;published in the Times of India&lt;/a&gt; on August 7, 2015.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;&lt;span id="advenueINTEXT"&gt;For instance, the event partner Ericsson is facing CCI investigations on matters related to  &lt;a href="http://timesofindia.indiatimes.com/topic/standard-essential-patents"&gt;standard essential patents&lt;/a&gt; (SEPs), one of the conference topics, and issues related to licensing of technologies on fair and equitable terms.&lt;br /&gt; &lt;br /&gt; The vice president and head of the legal section of Ericsson also has a  speaking slot in the inaugural event. The brochure clearly states that  the event partner on payment of Rs 5 lakh gets several privileges  including a speaker's slot in the inaugural and business sections. &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span id="advenueINTEXT"&gt;Several civil society  organisations including Alternative Law Forum, Centre for Internet and  Society and IT for Change from Bangalore, Knowledge Commons Collective,  National Working Group on Patent Laws, and Software Freedom Law Centre  from Delhi have written to the CCI protesting against its participation  in the conference. &lt;br /&gt;&lt;br /&gt; In their letter to CCI chairperson Ashok  Chawla, they pointed out that the day-long conference titled Interface  between Intellectual property (IP) and Competition Law, being held in a  five star hotel on August 7, was focusing on issues being adjudicated by  CCI. While Chawla is listed in the brochure as giving the inaugural  address, CCI members GP Mittal and MS Sahoo are chairing two technical  sessions and a third member SL Bunker is giving a special address at the  valedictory function. &lt;br /&gt;&lt;br /&gt; Other speakers include Rajiv Aggarwal,  Controller General of Patents, Designs and Trademarks, representatives  of Google, Intel, Microsoft, the UK IP Office, senior advocates from  three Indian law firms specialising in IP and representatives of  international law firms and consultancy firms. &lt;br /&gt;&lt;br /&gt; "It is a  well-set precedent that judicial and quasi-judicial bodies never  directly or indirectly discuss matters pending before them. The  conference is centred on discussing issues that are currently under the  investigation of CCI along with commercial entities, including one which  is facing the investigation," stated the letter adding that all the  judicial or quasi-judicial bodies were expected to avoid not only actual  conflict of interest but also perceived conflict of interest. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span id="advenueINTEXT"&gt;The civil society  signatories pointed out that the event was not an academic event but a  commercial one organised by a chamber of commerce along with the  industry with clear commercial objectives. "The participation of CCI in  the event would compromise the credibility and independence of CCI.  Therefore, CCI as a guardian of public interest should not be subject to  the lobbying efforts of IP owners. Providing privileged access to  lobbying efforts of private enterprises like Ericsson, Qualcomm,  Microsoft and Intel would cast a dark shadow on the neutrality of CCI,"  stated the letter requesting Chawla not to participate in the conference  and to direct CCI members and CCI staff involved in investigations to  avoid participation. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

According to the letter sent by the &lt;a class="st_tag internal_tag" href="http://www.tehelka.com/tag/civil-society/" rel="tag" title="Posts tagged with civil society"&gt;civil society&lt;/a&gt; addressed to the CCI chairman, which is in possession of &lt;span&gt;&lt;b&gt;&lt;span&gt;&lt;a href="http://www.livelaw.in" target="_blank"&gt;LiveLaw.in&lt;/a&gt;&lt;/span&gt;&lt;/b&gt;&lt;/span&gt;, two concerns were raised primarily demanding CCI to stay away from the conference scheduled to take place on 7th July at New &lt;a class="st_tag internal_tag" href="http://www.tehelka.com/tag/delhi/" rel="tag" title="Posts tagged with Delhi"&gt;Delhi&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“The  participation of CCI at this conference raises serious concerns  of  conflict of interest,” read the letter. The primary concern cited was   involvement of Ericsson in the conference. “CCI’s sharing of platforms   with private actors would compromise the credibility and independence of   CCI.  As you know the event partner i.e. Ericsson is currently facing   three CCI investigations on matters related to SEPs and issues related   to licensing of technologies on fair and equitable terms.  Ericsson is   not only an event partner but also giving a speech at the inaugural   session.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Secondly, the  focus of the conference, which happens to be currently  part of CCI  investigation, has ruffled some feathers. The letter states:  “The  themes of the conference clearly fall under the on-going  investigations  of CCI against Ericsson.  Participation of CCI in any  form in a  conference organised by the financial support of Ericsson,  which is  facing three CCI investigations, would clearly send out a very  wrong  message regarding the integrity and independence of CCI.”&lt;/p&gt;

&lt;p class="Textbody" style="text-align: justify; "&gt;&lt;b&gt;Prof. Eben Moglen on FOSS and entrepreneurship&lt;/b&gt;&lt;/p&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt;The culture of business in the 21&lt;sup&gt;st&lt;/sup&gt; century needs open source software or free software because there is one Internet governed by one set of rules, protocols and APIs that make it possible for us to interact with each another. The Internet made everybody interdependent on everybody else. Startup culture needs free and open source software (FOSS) because startups are an insurgency, a guerrilla activity in business. The incumbents in a capitalistic world dislikes competition and detests that existing resources, such as FOSS, enable insurgents to circumvent some of the steep curve that they had to climb in order to become incumbents.&lt;/li&gt;
&lt;li&gt;Hardware is developing in ways that make the idea of proprietary development of software obsolete. There is no large producer of proprietary software that isn't also dependent on FOSS. Microsoft Cloud is based on deployments that do not use Windows but are based on FOSS. The era of Android as a semi-closed, semi-proprietary form of FOSS is over. Big and small companies around the world are exploiting the open source nature of Android. &lt;/li&gt;
&lt;li&gt;&lt;b&gt;Free software is a renewable resource not a commodity. &lt;/b&gt;Management is needed to avoid over-consumption or destruction of the FOSS ecosystem. Software is to the 21&lt;sup&gt;st&lt;/sup&gt; century economic life what coal, steel, and rare earth metals were at the end of the previous century.&lt;/li&gt;
&lt;li&gt;FOSS turned out to be about developing human brains. It turned out to be about using human intelligence in software better. Earlier universities, engineering colleges and research institutions were the greatest manufacturers and users of FOSS. Now businesses of all sizes are.&lt;/li&gt;
&lt;li&gt;When Richard Stallman and Prof. Eben Moglen set out to make GPL free, they initiated a large public discussion process, the primary goal of which was to ensure that individual developers have as much right to talk and to be heard as loudly as the largest firms in the world. At the end of the negotiation process, 35 or 36 of the largest patent holders in the IT industry accepted the basic agreement to be a part of the commons. --- Incumbents like people to pay for a seat at the table. Paying to have an opinion is a pretty serious part of the landscape of the patent system.&lt;/li&gt;
&lt;/ul&gt;
&lt;p class="Standard" style="text-align: justify; "&gt;&lt;b&gt;Prof. Eben Moglen on Digital India&lt;/b&gt;&lt;/p&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt;&lt;b&gt;Every e-governance project that the Indian government buys should use FOSS.&lt;/b&gt; The very nature of the way the citizens and governments interact can come to be mediated by software that people can read, understand, modify, and improve. An enormous ecosystem will come up -- a kind of public–private partnership (PPP) in the improvement of governance and government services, which is far more useful than most other forms of PPP conceptualised in the developed world in the 20&lt;sup&gt;th&lt;/sup&gt; century.&lt;/li&gt;
&lt;li&gt;Everybody has a stake in the success of this policy. Several corporations are working against this policy as they once stated that they do not need FOSS.&lt;/li&gt;
&lt;li&gt;The biggest market for both making and consuming software in the world is in India, because the science done here will dominate global software making, which in turn will define how the Internet works, which in turn will define society. One can't develop the largest society on earth by reinventing the wheel. &lt;b&gt;The government is going to understand that only the sharing of knowledge and the sharing of forms of inventing would enable the largest society in the world to develop itself freely and take its place in the forefront of digital humanity.&lt;/b&gt;&lt;/li&gt;
&lt;li&gt;If every state government's data centre across India is going to be turned into a cloud, one state might have VMWare, another might have AWS, and so on, it would be disastrous. To prevent this, &lt;b&gt;all e-governance activities of every state government and federal agency in India could be conducted in one, big, homogeneous Indian cloud. &lt;/b&gt;This would enable utility computing across the country for all citizens, which would also make room for citizen computing to happen. When one moves towards architectures of omnipresent utility computing with large amounts of memory flatly available to everybody, one is going to be describing a national computing environment for a billion people. We can't even begin to model it until we start accomplishing it.&lt;/li&gt;
&lt;li&gt;Prof. Eben Moglen's ambition is that there comes a time not very long from now when basic data science is taught in Indian secondary schools. The software is free and all the big data sets are public. A nation of a 100 million data scientists rules the world.&lt;/li&gt;

&lt;p class="Standard" style="text-align: justify; "&gt;&lt;b&gt;Keith Bergelt on the Open Invention Network&lt;/b&gt;&lt;/p&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt;Over the past 10 years, Open Invention Network (OIN) has emerged as the largest patent non-aggression community in the history of technology. It has around 1,700 participants and is adding almost 2 participants every day. In the last quarter, OIN had approximately 200 licensees.&lt;/li&gt;
&lt;li&gt;There is now a cultural transformation where companies are recognising that where OIN members collaborate, they shouldn't use patents to stop or slow down progress. Where members compete, they choose to invent while utilising defensive patents publications. What we are doing is a patent collaboration and a technical collaboration that exists in major projects around the world.&lt;/li&gt;
&lt;li&gt;OIN has been making a major effort since January 2015 to spend more time in India and China to be able to ensure that the technological might and expertise represented in the two countries can be a part of the global community, and that global projects can start here. &lt;i&gt;“We can expect to leverage the expertise of the community to be able to drive innovation from here [India and China]. It's not about IBM investing a billion dollars a year since 1999 and having some birthright to driving the open source initiatives around the world or about Google or Red Hat or anyone else. You have the ability to impact major changes and we want to be able to support you in the name of freedom of action as participants.”&lt;/i&gt;&lt;/li&gt;

&lt;li&gt;In the past 5 to 7 years, patent wars in the handset segment of the information technology (IT) market have wasted tens of billions of dollars on litigation, and on raising the price of patent armaments. This patent litigation was purely an economic loss to the IT industry and it contributed nothing. If the patent system strangles invention, non-profit groups, non-commercial bodies, free software makers, and start-ups cannot invent freely.&lt;/li&gt;
&lt;li&gt;Defensive patent publications, such as those made by IBM, lead to the gross underestimation of the inventive power and output of the company. People are struggling to find something to evaluate the productive output of an entity – startup, micro-industry or macro-industry. Patents are being used inappropriately and it's part of the corruption of the patent system. Any venture capitalist (VC) who believes that either the innovative capacities or the potential success factors of a start-up are tied to its patents should know that there are only a minuscule number of cases where patents are the differentiator. The differentiators required in order to sustain business are how smart the people are, how quickly they innovate, and how quickly they are able to adapt to complex situations. We see a trend in the US of not equating patents with innovation. The core-developer and hacker communities are largely anti-patent.&lt;/li&gt;
&lt;li&gt;However, the flip side is that if the FOSS communities do not patent defensively, i.e., acquire and publish patents for their inventions in order to prevent others from getting patents in one jurisdiction or another, patent trolls will eventually encroach on the communities' inventive output. The only people making money out of this whole process are lawyers. It is slowing down the uptake of technology by creating fears and doubts in the system.&lt;/li&gt;
&lt;li&gt;FOSS communities didn't qualify everything produced in the 23 years of (Linus') Linux, which would have let the service serve as stable prior art, preventing other people from filing patents. We can debate what is patentable subject matter in general or whether software should be patentable, but in the meantime &lt;b&gt;if we can be proactive and file everything that we have in defensive publications and make it accessible to the patent and trademark offices here and around the world, we will have far fewer patents.&lt;/b&gt; &lt;b&gt;We need to be activists in making sure that people can't file patents that are representative of the creativity of a community.&lt;/b&gt;&lt;/li&gt;
&lt;li&gt;The Chinese government has instituted a programme designed to produce defensive publications in order to capture all the inventiveness across their industries, to be able to ensure that the quality of what ultimately gets patented is at least as high.&lt;/li&gt;
&lt;li&gt;The US has a massive repository called ip.com, which is with every patent examiner of the USPTO.&lt;/li&gt;
&lt;li&gt;India does not grant software patents as per section 3(k) of the Indian Patents Act, but that doesn't mean that no software patents are being granted. One of the empirical studies conducted by the Software Freedom Law Centre (SFLC) in India shows that 98.3% of the [telecom and computing technology] patents granted till 2013 went to multinational corporations. Almost none of the assignees are Indian.&lt;/li&gt;
&lt;li&gt;In the context of the ongoing patent infringement law suits filed in the Delhi High Court by Ericsson [&lt;a href="http://cis-india.org/a2k/blogs/compilation-of-mobile-phone-patent-litigation-cases-in-india"&gt;link&lt;/a&gt;]: The Delhi High Court has had a reputation of being very pro-intellectual property from the beginning.&lt;/li&gt;
&lt;li&gt;Also, there is pressure from trade organisations. In August 2015, Ericsson along with ASSOCHAM invited the Director General of the Competition Commission of India to present a paper about why patents are good. It is essential to determine how the rules of conflict of interest apply here. This is exactly what the pharmaceutical industry would do. The only bodies who would object are Doctors Without Borders (MSF) or some local organisations who realise that high priced patented drugs is not what India needs and that we do not need to have the same IP policy as the US or Japan. We only need a different policy.&lt;/li&gt;
&lt;li&gt;The Special 301 Report of the United States Trade Representative (USTR) is a big sham, and it suggests that India doesn't have strict enforcement of IP law. India does, unlike China.&lt;/li&gt;
&lt;li&gt;&lt;b&gt;Accenture has been granted a software patent in India.&lt;/b&gt; The patent is about an expert present in a remote location transferring knowledge to somebody who is listening in another location. Universities offering MOOCs, BPOs, and many other services would fall under such a patent. SFLC spent four years trying to fight this patent. The first defence of Accenture's battery of lawyers was that they won't use the patent.&lt;/li&gt;
&lt;li&gt;&lt;b&gt;Patents of very low quality are being bought at very high prices. &lt;/b&gt;The tax system or the subsidy system for innovation regards all patents as equal. This is a pricing failure and that should be corrected by other forms of intervention. The pendulum has already begun to swing the other way. Alice Corp was the third consecutive and unanimous ruling by the US Supreme Court that abstract ideas are not patentable. Patent applications pertaining to business methods and algorithms are increasingly being rejected by the USPTO after the ruling.&lt;/li&gt;
&lt;/ul&gt;
&lt;p class="Standard" style="text-align: justify; "&gt;&lt;b&gt;Prof. Eben Moglen on Facebook:&lt;/b&gt;&lt;/p&gt;
&lt;p class="Standard" style="text-align: justify; "&gt;Facebook is a badly designed technology because there is one Man in the Middle who keeps all the logs. The privacy problem with Facebook is not just about what people post. It's about surveillance and data mining of web reading behaviour. It is a social danger that ought not to exist. I have said since 2010 is that we can't forbid it; let's replace it. It means bringing the web back as a writeable medium for people in an easy way. What I see as next-generation architecture could just as well be described as Tim Burners Lee's previous generation architecture.&lt;/p&gt;
&lt;p class="Standard" style="text-align: justify; "&gt;You have to be able to trust the Internet. If you can't, you are going to be living in the shadow of govt surveillance, corporate surveillance, the fear of identity theft, and so on. We need to be able to explain to people what kind of software they can trust and what kind they can't. Distributed social networking will happen; it's not that difficult a problem.&lt;/p&gt;
&lt;p class="Standard" style="text-align: justify; "&gt;An example of federated networking is &lt;b&gt;Freedombox&lt;/b&gt;, a cheap hardware doing router jobs using free software in ways that encourage privacy. The pilot project for Freedombox has been deployed in little villages in Andhra Pradesh and Karnataka. These routers don't deliver logs to a thug in a hoodie in Menlo Park.&lt;/p&gt;

    <title>Edit-a-thon to improve Kannada-language science-related Wikipedia articles</title>

        &lt;b&gt;A three-day Kannada Wikipedia edit-a-thon was conducted for science lecturers of institutions who gathered at the District Institute of Education and Training (DIET), Bengaluru this August 18. The idea of this event was to improve science-related articles that are part of the Government of Karnataka's high school syllabus.
&lt;/b&gt;
        
&lt;p id="docs-internal-guid-02799d05-975b-5a5b-76ff-0de8ae8101e7" dir="ltr"&gt;During the span of three days the lecturers were taught about basics of &lt;a href="https://kn.wikipedia.org/"&gt;Kannada Wikipedia&lt;/a&gt;, editing policies, Kannada input, creating and editing articles on Kannada Wikipedia, and they all participated in contributing to about 20 articles science-related article based on topics listed in the high school syllabus (as per the Karnataka state syllabus). Some of the lecturers who were first-timers faced problems with Kannada typing where most others took some time to understand the &lt;a href="https://en.wikipedia.org/wiki/Help:Wiki_markup"&gt;Wikipedia markup&lt;/a&gt; and &lt;a href="https://en.wikipedia.org/wiki/Wikipedia:Citing_sources"&gt;citations&lt;/a&gt;. As this was the first iteration of the project, two more edit-a-thons will follow; one in November 2015 and another one in February 2016. We invite all Kannada Wikimedians to join and mentor these new Wikimedians.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;ಬೆಳ್ತಂಗಡಿ: ವಿಕಿಪಿಡಿಯಾ ಎಲ್ಲರಿಗೂ ಎಲ್ಲಾ ಕಾಲಕ್ಕೂ ಲಭ್ಯ ಇರುವ ಸ್ವತಂತ್ರ ಹಾಗೂ ಮುಕ್ತ ವಿಶ್ವಕೋಶವಾಗಿದೆ. ಉಪಯುಕ್ತ ಬರವಣಿಗೆಗಳ ಕೋಶವನ್ನು ಹೊಂದಿದ ಇದನ್ನು ಯಾರು ಬೇಕಾದರೂ ಮುಕ್ತವಾಗಿ ಬಳಸಬಹುದು ಎಂದು ಪತ್ರಿಕಾ ಅಂಕಣಕಾರ ಬೆಂಗಳೂರಿನ ಡಾ. ಯು. ಬಿ. ಪವನಜ ಹೇಳಿದರು.&lt;br /&gt;ಅವರು ಗುರುವಾರ ಉಜಿರೆ ಎಸ್.ಡಿ.ಎಮ್. ಸ್ವಾಯತ್ತ ಕಾಲೇಜಿನಲ್ಲಿ ಪತ್ರಿಕೋದ್ಯಮ ವಿಭಾಗದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ವಿಕಿಪಿಡಿಯಾ ಬರವಣಿಗೆ ಬಗ್ಗೆ ಮಾಹಿತಿ ನೀಡಿ ಮಾತನಾಡಿದರು.&lt;br /&gt;&lt;br /&gt;2001ರಲ್ಲಿ ಅಮೇರಿಕಾದಲ್ಲಿ ಪ್ರಾರಂಭಗೊಂಡ ವಿಕಿಪಿಡಿಯಾ ಪ್ರಪಂಚದ 290 ಭಾಷೆಗಳಲ್ಲಿ ಲಭ್ಯ ಇದೆ. ದೇಶದ 20 ಭಾಷೆಗಳಲ್ಲಿ ಲೇಖನಗಳನ್ನು ಒಳಗೊಂಡಿದೆ. 2003ರಲ್ಲಿ ಕನ್ನಡದಲ್ಲಿಯೂ ವಿಕಿಪಿಡಿಯಾ ಬರವಣಿಗೆ ಪ್ರಾರಂಭವಾಗಿದೆ. ಕೇವಲ 20 ಸಾವಿರ ಲೇಖನಗಳು ಇದೆ. ಬೇರೆ ಭಾಷೆಗಳಿಗೆ ಹೋಲಿಸಿದರೆ ಕಡಿಮೆ ಅನ್ನಿಸುತ್ತದೆ. ಕನ್ನಡದಲ್ಲಿ ಪ್ರಬುದ್ಧತೆಯ ಬರವಣಿಗೆ ಶೈಲಿಯನ್ನು ಸುಧಾರಿಸಿಕೊಳ್ಳಲು ಇದೊಂದು ಸುಲಭದ ಮಾಧ್ಯಮ. ವಿದ್ಯಾರ್ಥಿಗಳು ಸಂಶೋಧನಾ ಪ್ರವೃತ್ತಿ ಮತ್ತು ಕೌಶಲ ಬೆಳೆಸಿಕೊಳ್ಳಬೇಕು ಎಂದರು.&lt;br /&gt;&lt;br /&gt;ವಿಕಿಪಿಡಿಯಾ ಬಳಕೆಯಿಂದ ನಮ್ಮ ಭಾಷೆ ಮತ್ತು ಶೈಲಿ ಸುಧಾರಣೆಯಾಗುತ್ತದೆ. ಮಾಹಿತಿ ಸಂಗ್ರಹದೊಂದಿಗೆ ಕ್ರೋಢೀಕರಣ ಮತ್ತು ಉಲ್ಲೇಖವೂ ಅಗತ್ಯ. ಗೂಗಲ್‍ನಲ್ಲಿ ಯಾವುದೇ ಮಾಹಿತಿ ಇರುವುದಿಲ್ಲ. ಮಾಹಿತಿ ಎಲ್ಲಿ ಸಿಗುತ್ತದೆ ಎಂದು ಮಾತ್ರ ಅದು ಸೂಚಿಸುತ್ತದೆ. ಯಾವುದೇ ಪ್ರಕರಣ ಘಟಿಸಿದ ತಕ್ಷಣ ವಿಕಿಪಿಡಿಯಾದಲ್ಲಿ ಅದು ನವೀಕರಣ ಆಗುತ್ತದೆ. ಪತ್ರಕರ್ತರು ನಿರಂತರ ಅಧ್ಯಯನಶೀಲರಾಗಿ ಮಾಹಿತಿ ಸಂಗ್ರಹಿಸಬೇಕು. ಭಾಷೆ ಬಳಸಿದಾಗ ಅದು ಬೆಳೆಯುತ್ತದೆ ಹಾಗೂ ನಮ್ಮ ಸಂಸ್ಕೃತಿ ಉಳಿಯುತ್ತದೆ ಎಂದರು.&lt;br /&gt;&lt;br /&gt;ಕಾಲೇಜಿನ ಪತ್ರಿಕೋದ್ಯಮ ವಿಭಾಗದ ಮುಖ್ಯಸ್ಥ ಪ್ರೊ. ಭಾಸ್ಕರ ಹೆಗ್ಡೆ ಉಪಸ್ಥಿತರಿದ್ದರು. ವಿದ್ಯಾರ್ಥಿಗಳಾದ ಅರಹಂತ ಸ್ವಾಗತಿಸಿ, ಚೇತನ್ ಕಾರ್ಯಕ್ರಮ ನಿರ್ವಹಿಸಿದರು.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;ವಿಕಿಪಿಡಿಯಾ ಬರವಣಿಗೆ ಬಗ್ಗೆ ಮಾಹಿತಿ&lt;br /&gt;&lt;br /&gt;ವಿಕಿಪಿಡಿಯಾ ಎಲ್ಲರಿಗೂ ಎಲ್ಲಾ ಕಾಲಕ್ಕೂ ಲಭ್ಯ ಇರುವ ಸ್ವತಂತ್ರ ಹಾಗೂ ಮುಕ್ತ ವೀಶ್ವಕೋಶವಾಗಿದೆ. ಇದನ್ನು ಯಾರು ಬೇಕಾದರೂ ಸ್ವತಂತ್ರವಾಗಿ ಬಳಸಬಹುದು ಎಂದು ಪ್ರಜಾವಾಣಿ ಪತ್ರಿಕೆಯ ಅಂಕಣಕಾರ ಬೆಂಗಳೂರಿನ ಡಾ. ಯು.ಬಿ. ಪವನಜ ಹೇಳಿದರು.&lt;br /&gt;&lt;br /&gt;ಉಜಿರೆಯಲ್ಲಿ ಎಸ್.ಡಿ.ಎಮ್. ಸ್ವಾಯತ್ತ ಕಾಲೇಜಿನಲ್ಲಿ ಗುರುವಾರ ಪತ್ರಿಕೋದ್ಯಮ ವಿಭಾಗದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ವಿಕಿಪಿಡಿಯಾ ಬರವಣಿಗೆ ಬಗ್ಗೆ ಮಾಹಿತಿ ನೀಡಿ ಅವರು ಮಾತನಾಡಿದರು.&lt;br /&gt;&lt;br /&gt;ಗೂಗಲ್‍ನಲ್ಲಿ ಯಾವುದೇ ಮಾಹಿತಿ ಇರುವುದಿಲ್ಲ. ಮಾಹಿತಿ ಎಲ್ಲಿ ಸಿಗುತ್ತದೆ ಎಂದು ಮಾತ್ರ ಅದು ಸೂಚಿಸುತ್ತದೆ. ಯಾವುದೇ ಪ್ರಕರಣ ಘಟಿಸಿದ ತಕ್ಷಣ ವಿಕಿಪಿಡಿಯಾದಲ್ಲಿ ಅದು ನವೀಕರಣ ಆಗುತ್ತದೆ.&lt;br /&gt;&lt;br /&gt;2001ರಲ್ಲಿ ಅಮೇರಿಕಾದಲ್ಲಿ ಪ್ರಾರಂಭಗೊಂಡ ವಿಕಿಪಿಡಿಯಾ ಪ್ರಪಂಚನದ 290 ಭಾಷೆಗಳಲ್ಲಿ ಲಭ್ಯ ಇದೆ. 2003ರಲ್ಲಿ ಕನ್ನಡದಲ್ಲಿಯೂ ವಿಕಿಪಿಡಿಯಾ ಬರವಣಿಗೆ ಪ್ರಾರಂಭವಾಗಿದೆ. ವಿದ್ಯಾರ್ಥಿಗಳು ಸಂಶೋಧನಾ ಪ್ರವೃತ್ತಿ ಮತ್ತು ಕೌಶಲ ಬೆಳೆಸಿಕೊಳ್ಳಬೇಕು ಎಂದು ಸಲಹೆ ನೀಡಿದ ಅವರು ವಿಕಿಪಿಡಿಯಾ ಬಳಕೆಯಿಂದ ನಮ್ಮ ಭಾಷೆ ಮತ್ತು ಶೈಲಿ ಸುಧಾರಣೆಯಾಗುತ್ತದೆ. ಮಾಹಿತಿ ಸಂಗ್ರಹದೊಂದಿಗೆ ಕ್ರೋಢೀಕರಣ ಮತ್ತು ಉಲ್ಲೇಖವೂ ಅಗತ್ಯ ಎಂದು ಅವರು ಹೇಳಿದರು.&lt;br /&gt;&lt;br /&gt;ಪತ್ರಕರ್ತರು ನಿರಂತರ ಅಧ್ಯಯನಶೀಲರಾಗಿ ಮಾಹಿತಿ ಸಂಗ್ರಹಿಸಬೇಕು. ಭಾಷೆ ಬಳಸಿದಾಗ ಅದು ಬೆಳೆಯುತ್ತದೆ ಹಾಗೂ ನಮ್ಮ ಸಂಸ್ಕøತಿ ಉಳಿಯುತ್ತದೆ ಎಂದು ಅವರು ಅಭಿಪ್ರಾಯಪಟ್ಟರು.&lt;br /&gt;&lt;br /&gt;ಕಾಲೇಜಿನ ಪತ್ರಿಕೋದ್ಯಮ ವಿಭಾಗದ ಮುಖ್ಯಸ್ಥ ಪ್ರೊ. ಭಾಸ್ಕರ ಹೆಗ್ಡೆ ಉಪಸ್ಥಿತರಿದ್ದರು.&lt;/p&gt;

    <title>National IPR Policy Series: What Have the Sectoral Innovation Councils Been Doing on IPR</title>

        &lt;b&gt;In this post, Nehaa Chaudhari and Varun Baliga delve into the question of what the mandate of the Sectoral Innovation Councils is, what its activities are, and what vision for IPR development in India has it put forth. An RTI Application has been filed by CIS to attain information on these issues.&lt;/b&gt;

&lt;hr style="text-align: justify; " /&gt;
&lt;p style="text-align: justify; "&gt;The National Innovation Council [“NIC”] was constituted by the Prime Minister’s Office “to create a roadmap for innovation for the ‘Decade of Innovation - 2010-2020’ focussing on five key parameters namely Platform, Inclusion, Eco-system, Drivers and Discourse”.&lt;a href="#_ftn1" name="_ftnref1"&gt;[1]&lt;/a&gt; Pursuant to the creation of the NIC, Sectoral Innovation Councils [“SIC”]&lt;a href="#_ftn2" name="_ftnref2"&gt;[2]&lt;/a&gt; were established in order to promote innovation in particular sectors.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The focus of this post is on the SIC established by the Department of Industrial Policy and Promotion [“DIPP”] – a 12 member body on Intellectual Property Rights [“IPR”]. What is the mandate of this body? What have been its activities over the few years of its existence? What vision does it have of the development of IPR in India over the course of this critical decade?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In 2012, the body drafted a strategy document that did three things: an overview of the contemporary IP system, stakeholders’ involved in the protection and commercialization of IPRs and recommendations for an IPR Strategy.&lt;a href="#_ftn3" name="_ftnref3"&gt;[3]&lt;/a&gt; This ambitious document merits significant work in order for actionable recommendations that will form the basis for a coherent IPR Strategy. The body has the burden to show how its work will be consistent with that of the IPR Think Tank and the National IPR Policy. In light of the circulation of the 2012 first draft of the strategy, Ajay Dua, former Secretary of the DIPP commented that the strategy would help in improving trade and capital flows. CIS has noted the increasingly trade-oriented approach to IPR in a previous comment on the US 301 Report.&lt;a href="#_ftn4" name="_ftnref4"&gt;[4]&lt;/a&gt; However, the work and action that the SIC has taken does not reflect any of these ambitious documents or statements. In limbo for the past three years, we know very little about its functioning.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;i&gt;First&lt;/i&gt;, we know the Terms of Reference of the SIC.&lt;a href="#_ftn5" name="_ftnref5"&gt;[5]&lt;/a&gt; The SIC has the mandate to formulate the National IPR Strategy to “address key concerns of sustainable development, inclusive growth and food security”. Further, formulation of medium term policy objectives that would provide the proper context to the strategy itself. Significantly, the SIC is required by the Terms of Reference to submit a roadmap within six months of its establishment.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The IPR Think Tank constituted by the DIPP also has a similar mandate, in so far as the Terms of Reference for the IPR Think Tank includes tasks such as drafting the National IPR Policy, identifying areas in IPRs that require further studying, creating views on the implications of demands by various negotiating partners, keeping the government informed about developments in IPR law, advising the government on best practices to be followed in different government offices that work with IPRs, advising the Ministry on solutions to any anomalies in IPR legislation, examining issues raised by industry associations and those that may have appeared in the media and providing suggestions to the Ministry on the IPR issues of the day.&lt;a href="#_ftn6" name="_ftnref6"&gt;[6]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This raises questions of whether the SIC is required at all and what if any purpose it serves that is not already covered by the National IPR Think Tank.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;i&gt;Second&lt;/i&gt;, we know the minutes of the meeting of the SIC on IPRs dated 30 April 2013.&lt;a href="#_ftn7" name="_ftnref7"&gt;[7]&lt;/a&gt; No further information of any other meetings, if any, is provided by the DIPP or the NIC. The minutes are an insightful window into the functioning of this body. Of the 12 members of the SIC, only 6 were present at the meeting. Of these 6 individuals, 2 – Mr. Sushil Kumar Jain and Professor Surendra Prasad – were not present in person but sent representatives instead. This was noted in a slightly disapproving tone by the body: “It was agreed that in future since members have been nominated by name, they may not send representatives and may instead provide their valuable views in the meeting”. We do not know whether future meetings, if any, witnessed better attendance.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In conclusion, the dormant nature of the SIC can only be probed further using the tools of the Right to Information Act [“RTI”]. What, however, is the harm of an institution like the SIC that is doing nothing. At a pragmatic level, it is a drain on public resources and time. More egregiously, on a principled level, such bodies serve to only legitimize contemporary trends in IP discourse. We have explored some of these trends in past blog posts.&lt;a href="#_ftn8" name="_ftnref8"&gt;[8]&lt;/a&gt; Whether it is its trade-oriented nature or the undue emphasis on rights-holders, bodies like the SIC serve to entrench the alienation of the &lt;i&gt;raison d’etre&lt;/i&gt;, the founding principles, of IP – innovation and creativity for &lt;i&gt;all&lt;/i&gt;.&lt;/p&gt;

    <title>MHRD IPR Chair Series: Introduction</title>

        &lt;b&gt;In this blog post, Amulya Purushothama announces our new MHRD IPR Chair Series and charts the sequence of events, starting from the establishment of the MHRD IPR Chairs, to discussions surrounding their purpose and functioning, to concerns surrounding the lack of information about the IPR Chairs, the first round of RTIs CIS had filed in regard to this and the responses received. This series will document and analyze further RTIs filed and responses received in this regard.

&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;&lt;i&gt;Special thanks to CIS Intern Aditya Garg for his research and support on this.&lt;/i&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Genesis of MHRD IPR Chairs&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Intellectual Property Education, Research and Public Outreach (IPERPO) scheme (Scheme) was set up by the Ministry for Human Resources and Development (MHRD) to encourage study of IP rights and research and create awareness about IP matters. The Scheme was also supposed to develop specialized courses, train enforcement personnel, organize seminars and workshops on IPR matters, develop inputs, awareness on WTO matters and evolve strategies of regional co-operation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It was under this scheme that the MHRD-IPR Chairs were set up. These IPR Chairs were set up in 20 Universities and Institutes across India including 6 in Universities, 6 in IITs, 5 in National Law Universities and 3 in IIMs.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Performance of MHRD IPR Chairs&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;CIS had reported that the Planning Commission and the MHRD in 2014 organized a stakeholders consultation where they discussed India’s National Program on Intellectual Property Management. Apart from &lt;a href="http://cis-india.org/a2k/blogs/mapping-institutions-of-intellectual-property-part-a"&gt;discussing&lt;/a&gt; the need to revisit the purpose behind the MHRD IPR Chairs program, One of the documents &lt;a href="http://cis-india.org/a2k/blogs/mapping-institutions-of-intellectual-property-part-b"&gt;discussed&lt;/a&gt; in the context of evaluating how the IPR Chairs function was the &lt;a href="http://cis-india.org/a2k/blogs/report-of-the-evaluation-committee.pdf"&gt;Report of the Evaluation Committee on Continuation of the Scheme of IPERO in the XII Five Year Plan Period 2012-2017&lt;/a&gt; (Evaluation Committee Report).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Evaluation Committee Report among other things noted that many IPR Chair positions are left vacant, that there is no explicit mandate for the activities to be undertaken by the MHRD IPR Chairs, that most of the Chairs only organize a few workshops and deliver lectures and as a consequence the research outputs produced by the Chairs have been very weak. This leads to underutilization of funds available under the scheme.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Evaluation Committee Report stated that the IPR Chairs were not performing well due to a number of reasons such as: inability to find a suitable Professor level person to occupy the IPR Chair, absence of qualification-criteria for the IPR chair in the Scheme, lack of focus on research, development of human resource and teaching, non-appointment of adequate staff by IPR Chairs, flow of funds to the IPR Chair being interrupted due to lack of proper documentation, uncertainty about the continuation of IPR Chairs etc.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Informational vacuum around MHRD IPR Chairs&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The MHRD launched the &lt;a href="http://www.mhrdiprchairs.org/Home.aspx"&gt;MHRD IPR Chair Gateway&lt;/a&gt; recently. It was developed by the IPR Chair of NALSAR to serve as a forum where the information about the team of the MHRD IPR Chair, research work done by them, events hosted by them and degrees offered by them are available in one common platform. This gateway is a definite improvement when compared to the website of the &lt;a href="http://copyright.gov.in/frmlistiprchair.aspx"&gt;Copyright Office&lt;/a&gt; which was the central host for the MHRD IPR Chairs earlier.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, the website is difficult to navigate through and even though the design of the gateway is comprehensive, the information is uploaded by the individual IPR Chairs themselves. The information about some MHRD IPR Chairs is up to date, while some others. None of the Chairs seem to have uploaded the mandated Annual Report of their work.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As CIS has &lt;a href="http://cis-india.org/a2k/blogs/mhrd-ipr-chairs-underutilization-of-funds-and-lack-of-information-regarding-expenditures"&gt;reported&lt;/a&gt; earlier there exists an informational vacuum around the activities of the MHRD IPR Chairs, the funds allocated to them and accounts of utilization of these funds. Most of the information that is available can only be found in pieces and fragments. The last near comprehensive account of allocation and expenditure of funds with regard to all the IPR Chairs is the Evaluation Committee Report that dates back to 2013.&lt;/p&gt;

The MHRD Chair at IIT Kanpur was last active over five years ago in June 2010. Out of the twenty, 11 IPR Chairs either do not have a website or redirect to a broken link. Out of the 20, fifteen do not provide any information or only provide for outdated information. Only one of the twenty, the IIT Madras Chair, has provided the mandated Annual Report for 2014-2015.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;RTIs and Responses&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;CIS has filed several RTIs before the IPR Chairs asking for information regarding allocation of funds and utilization of funds.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The first round of RTIs filed in November 2014, elicited adequate &lt;a href="http://cis-india.org/a2k/blogs/rti-responses-mhrd-ip-chairs-details-of-funding-and-expenditure"&gt;responses&lt;/a&gt; from seven out of twenty IPR Chairs. Among the rest, the IPR Chairs at Jawaharlal Nehru University, Delhi University, Delhi School of Economics, Tezpur University and CUSAT Kerala did not provide information. And IIT Kharagpur sought exemption from providing this information under Section 8(1) (d) of the RTI Act, 2005.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Of those who did respond favorably to the RTI and had received money (five in number), three institutions, NLU Jodhpur, NALSAR University of Law, Hyderabad and IIT Bombay had underutilized the funds allocated to them. NLSIU, Bangalore had spent more than the allocated funds and IIM, Bangalore had spent the entire amount allocated.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;MHRD IPR Chair Series &lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We have since followed up with the IPR Chairs with further RTI applications and received responses for the same. Updates on the same will now be part of our MHRD IPR Chair Series. Watch this space.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;span id="advenueINTEXT" style="float:left; "&gt;This,  civil society organisations argue, raises issues of  conflict of  interest in a quasi-judicial body like CCI participating in a   conference organised by private parties that have cases before the   commission. &lt;br /&gt;&lt;br /&gt; For instance, the event partner Ericsson is facing   CCI investigations on matters related to standard essential patents   (SEPs), one of the conference topics, and issues related to licensing of   technologies on fair and equitable terms. The vice president and head   of the legal section of Ericsson also has a speaking slot in the   inaugural event. The brochure clearly states that the event partner on   payment of Rs 5 lakh gets several privileges including a speaker's slot   in the inaugural and business sections. &lt;br /&gt;&lt;br /&gt; Several civil society   organisations including Alternative Law Forum, Centre for Internet and   Society and IT for Change from Bangalore, Knowledge Commons Collective,   National Working Group on Patent Laws, and Software Freedom Law Centre   from Delhi have written to the CCI protesting against its  participation  in the conference. &lt;br /&gt;&lt;br /&gt; In their letter to CCI  chairperson Ashok  Chawla, they pointed out that the day-long conference  titled Interface  between Intellectual property (IP) and Competition  Law, being held in a  five star hotel on August 7, was focusing on  issues being adjudicated by  CCI. While Chawla is listed in the brochure  as giving the inaugural  address, CCI members GP Mittal and MS Sahoo  are chairing two technical  sessions and a third member SL Bunker is  giving a special address at the  valedictory function. &lt;br /&gt;&lt;br /&gt; Other  speakers include Rajiv Aggarwal,  Controller General of Patents, Designs  and Trademarks, representatives  of Google, Intel, Microsoft, the UK IP  Office, senior advocates from  three Indian law firms specialising in  IP and representatives of  international law firms and consultancy  firms. &lt;br /&gt;&lt;br /&gt; "It is a  well-set precedent that judicial and  quasi-judicial bodies never  directly or indirectly discuss matters  pending before them. The  conference is centred on discussing issues  that are currently under the  investigation of CCI along with commercial  entities, including one which  is facing the investigation," stated the  letter adding that all the  judicial or quasi-judicial bodies were  expected to avoid not only actual  conflict of interest but also  perceived conflict of interest. &lt;br /&gt;&lt;br /&gt; The civil society signatories  pointed out that the event was not an  academic event but a commercial  one organised by a chamber of commerce  along with the industry with  clear commercial objectives. "The  participation of CCI in the event  would compromise the credibility and  independence of CCI. Therefore,  CCI as a guardian of public interest  should not be subject to the  lobbying efforts of IP owners. Providing  privileged access to lobbying  efforts of private enterprises like  Ericsson, Qualcomm, Microsoft and  Intel would cast a dark shadow on the  neutrality of CCI," stated the  letter requesting Chawla not to  participate in the conference and to  direct CCI members and CCI staff  involved in investigations to avoid  participation.&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;span class="p-content"&gt;An upcoming conference on intellectual property has triggered a  controversy, as a section of the civil society has urged the Competition  Commission of India (CCI) not to participate in the event, sponsored by  Swedish multinational Ericsson, alleging it would be a conflict of  interest since the watchdog is investigating cases against the telecom  company on the very same issues that will be discussed in the function.&lt;br /&gt; &lt;br /&gt; CCI Chairman Ashok Chawla is the key speaker of the conference,  organised by industry chamber Assocham with Ericsson being the event  partner. The conference scheduled for Friday also has three CCI members  as participants, according to the event brochure.&lt;br /&gt; &lt;br /&gt; In a letter, signed by six civil society organisations, argued that the  participation of CCI in any form in a conference organised with the  financial support of Ericsson would question the integrity and  independence of CCI.&lt;br /&gt; &lt;br /&gt; On the issue, Chawla said, "I am not aware of the point raised. (I) will see and take a position."&lt;br /&gt; &lt;br /&gt; "The participation of CCI at this conference raises serious concerns of  conflict of interest. Further, CCI's sharing of platforms with private  actors would compromise the credibility and independence of CCI," said  the letter sent to Chawla and also marked to Prime Minister Narendra  Modi, the Chief Justice of India and several other ministries.&lt;br /&gt; &lt;br /&gt; Ericsson is currently facing three CCI investigations on matters related  to Standard Essential Patents and licensing of technologies on fair and  equitable terms.&lt;br /&gt; &lt;br /&gt; "Ericsson is not only an event partner but also giving a speech at the  inaugural session," says the content of the letter. "We understand that  the focus of the event is on two issues viz. Standard Essential Patents  (SEPs) and the competition aspects of licensing agreements," the group  has argued.&lt;br /&gt; &lt;br /&gt; A CCI member on the condition of anonymity said, "As per the competition  Act, 2002, it is our responsibility to raise awareness regarding  competition issues. At such forums, the discussions which happen are of  conceptual level only. No specific cases are ever discussed." "We have  not got the letter as yet. We will take a decision as soon as we receive  it," he added.&lt;br /&gt; &lt;br /&gt; Unless there is an interaction, how can there be awareness about these issues faced by the country, asked Assocham.&lt;br /&gt; &lt;br /&gt; D S Rawat, the chamber secretary general, said, "This is not the first  time that Assocham is organising a function on the very same subject. It  has in the past organised six-seven such functions, where CCI had  participated."&lt;br /&gt; &lt;br /&gt; CCI will give its view points and others including Ericsson will also  give their view points, which will not have an impact on the watchdog's  decisions on specific cases, he said.&lt;br /&gt; &lt;br /&gt; "There will always be these disgruntled people who instead of  contributing positively to the society, take negative stance," he added.&lt;br /&gt; &lt;br /&gt; When contacted, an Ericsson spokesperson declined to comment on the issue.&lt;br /&gt; &lt;br /&gt; Alternative Law Forum (Bengaluru), Centre for Internet and Society  (Bengaluru), IT for Change (Bengaluru), Knowledge Commons Collective  (New Delhi), National Working Group on Patent Laws (New Delhi) and  Software Freedom Law Centre (New Delhi) are the six non-governmental  organisations who have collectively raised the issue.&lt;br /&gt; &lt;br /&gt; The letter argued that all the judicial or quasi judicial bodies are  expected to avoid not only actual conflict of interest but also the  perceived conflict of interest.&lt;br /&gt; &lt;br /&gt; "As you know, the conflict of interest arises when there is an actual or  perceived threat of the primary interest of the organisation (CCI)  being influenced by the interest of another organisation/s (Ericsson),"  it said.&lt;br /&gt; &lt;br /&gt; It also pointed out that the issue of SEPs and licensing practices was  an important public interest issue and the restrictive conditions and  barriers to access SEPs would affect the technological and industrial  development of India. Further, it would affect the consumers by creating  economic barriers to access the benefits of communication technology  equipment such as mobile phones.&lt;/span&gt;&lt;/p&gt;
