From a few hundred articles in 2002 to over 10,600 articles on various aspects of Odisha today, Odia Wikipedia has certainly made a mark as far as promotion of the language is concerned. Wikipedia, the volunteer driven web-based multilingual encyclopedia project, is an important reference source on the Internet for all kinds of information.

Recently, Odia Wikipedia (https://or.wikipedia.org) celebrated its 14th anniversary in Bhubaneswar where the focus was on capacity building of Wikipedia contributors, volunteers and enhancing the content.

While the event brought all the active contributors under one roof, it also provided a platform to new users to learn the basics of Wikipedia editing, technical aspects, uploading and adding images to articles and dealing with copyright issues on Wikipedia.

Odia Wikipedia is free for anyone to create articles on notable topics related to Odisha, edit and enhance them. Topics covered so far are varied, from elaborate rituals in Jagannath temple of Puri to medical science.

Sister Projects

Currently, there are two sister projects of Odia Wikipedia - Odia Wikisource (an online library that already has over 300 volumes of text) and Odia Wiktionary, an online dictionary that has over one lakh entries in the language.

With these two projects, the community is bringing a digital revolution in Odia by sharing valuable content online and many language tools. Odia Wikipedia, the flagship project was started as one of the first four Indian language Wikipedias along with Assamese, Malayalam and Punjabi Wikipedia in 2002, a year after the English Wikipedia went live.

The project remained dormant for more than nine years till a group of youths revived it in 2011. Subsequently, the project became popular among Odias and they joined in writing and editing articles on different subject areas in the language.

"Odia Wikipedia is part of the 292 language Wikipedia family and a larger global family of hundreds of other free knowledge projects that are collectively known as Wikimedia projects," said Mrutyunjaya Kar, one of the administrators of the project, during the event.

Tools for Writers

Apart from writing and editing articles, the Wikipedia contributors have created several tools and resource manuals over the years. The script encoding converters that they have built is helping online users to share their Odia writings.

"Before these converters were built, people were stuck with outdated encoding systems like Shreelipi and Akruti," says Subhashish Panigrahi, Wikipedian, and Programme Officer at the Centre for Internet and Society, Bengaluru.

New Projects

"The next big goal is to enhance the quality of the existing articles by adding more images, references from external sources and expanding small articles by adding more information," said a contributor, Shitikantha Dash. Dash, who is also an administrator of Odia Wiktionary said, "It is important that more people contribute to the Odia Wiktionary so that words of all genres, especially the technical and burrowed words, make their way into this free multilingual dictionary. A 10-day campaign will be organised soon to celebrate the 11th anniversary of Odia Wiktionary. "This time, our focus will be that every Wikipedia editor adds at least one word to the Odia Wiktionary. We are also using these words to create a spell check facility in Odia Wikipedia that will be freely available for everyone to use," he added.

Online bid for Science in Marathi

Pune scientists hold a workshop with Marathi Vishwakosh to thrash out how to provide more vocabulary for scientific discourse in the language, to cater to a vast majority that is not comfortable looking up info in English.

City scientists have teamed up with the makers of the Marathi Vishwakosh and other organisations to promote the usage of the Marathi language for scientific discourse. Most of the scientific material available on the internet is in English. Thus, readers who wish to read this material in Marathi have fewer options. A workshop for the scientific scholars and authors was organised last week to urge them to write in Marathi. It was a joint effort by the Marathi Vishwakosh, Rawat’s Nature Academy, Centre for Internet Society and the Inter-University Centre for Astronomy and Astrophysics (IUCAA).

Mahtigar, the system operator of the Marathi Wikipedia, shared, “The number of scientists and scholars writing in Marathi has increased manifold, but there is still a long way to go as the number of Marathi readers are also increasing by the day. Also, I feel that even though the internet is a ready search tool, information is not that easy to avail of for the simple reason that it is not available in a layman’s language. For instance, if a person from the rural areas wishes to read and get information about the crops or agriculture, not much information is available in the language of his preference.”

He continued, “I still feel that initially, a bit of leniency to use technical words in English while writing scientific articles in Marathi should be given, since it will be easier to understand the material. Eventually, we can move on to using the technical Marathi words in articles.” It is being expected that by 2021, the number of Marathi readers of scientific journals will see a prominent incline. According to the KPMG and Google report, 80 per cent people in India will be using Indian languages to get information off the internet. Also, by 2021, around five crore of the Marathi population would prefer to operate the internet in Marathi only. Thus, efforts should be made to provide the material in the language.

Subodh Kulkarni, Marathi advocate from the Centre for Internet and Society, told Mirror,“The field of science is continuously expanding and evolving; the language has to do the same to stay on a par with it. Thus, continuous efforts have to be made to keep updating the dictionary and thesaurus of local languages. Supporting this cause, prominent scientist Jayant Narlikar among others has agreed to put his book on astrophysics on Wiki Source without copyrights. The book has been written in Marathi.” It has often been debated that usage of the internet is more in urban areas compared to villages. Surprisingly, on the contrary, the rural areas use the internet for 530 minutes per week, whereas city dwellers use only around 487 minutes per week.

Underscoring the immediate need for scientific content in Marathi, Pradip Rawat, director of Rawat’s Nature Academy, stressed, “Out of 12 crore Marathi speakers, only around 50,000 know English. What about the rest? Scant information is available for Marathi readers. Even though the fisherman and labourers have access to the internet via the smartphone, they can’t really decipher the information owing to the language barrier. The Marathi encyclopedia will now be linked to the Marathi Wikipedia, so that more and more information is available for the people. I think it is a watershed moment. During the workshop, we also discussed about a comparative chart of where the other Indian languages stand. We have to strengthen Marathi on the internet. This way we will be able to approach the commonest person of the country.”

Ongoing Proof-reading Effort by ALC Student Wikimedians in Telugu Wikisource

Student Wikimedians at Andhra Loyola College, Vijayawada formatted and proof-read more than 1,900 folios in Telugu Wikisource during the last few weeks of November (2016). Each day, a group of twenty students uses the lab facility provided by the college after regular classes to make necessary formatting changes and fix spelling mistakes in the folios of books available in Telugu Wikisource. Till date, the student Wikipedians have proofread eight books.

The work was initiated and supported by CIS-A2K members who organized a proofreading workshop of the Bible Bhashya Samputavali Volume 06 on Telugu Wikisource in Andhra Loyola College during 18 to 20 November 2016. During the workshop, Telugu Wikimedian Gullapalli Nageswara Rao (User:Nrgullapalli), along with CIS-A2K community advocate Pavan Santhosh helped students to learn about the process of digitizing book in Telugu Wikisource and other formatting aspects involved. In this event, nearly twenty students picked up the skills required to proof-read a book as well as the formatting techniques in Telugu Wikisource. Some students had also started to proof-read three other books that are currently available in Telugu Wikisource.

This event also marked great effort and accomplishment of promoting gender balance and diversity in local community events — as the organizers and institution successfully assured a minimum 50% female participation rate throughout the three days. CIS-A2K member Ting-Yi Chang also gave a short introduction to the participants about the issue in Wikipedia (media) Gender Gap. Students who had previous Wikipedia editing experience at the ALC were also invited to the session, rendering around thirty female audience. The presentation included small brainstorm activities for students to discuss reasons behind the gender asymmetry online and on Wikipedia/media projects, as well as how we as community members can make a difference to help women feel more welcomed.

A follow-up Wikisource session was conducted on 25 and 26 November 2016 for students to learn about the remaining steps in digitization and the OCR tool. Thanks to encouragement and motivation given by Principal Rev. Fr., Dr. Peter Kishore, staff members Prof. Siva Kumari, and Dr. K. Sekhar, the student Wikipedians had started to contribute to Wikisource after class for at least a couple of hours every day. These events and accomplishments show remarkable efforts and dedication from both student Wikimedians and the institutional partner.

One reason startups are moving out of India

Prime Minister Narendra Modi says Make in India. But anyone who wants to, finds that their intellectual property is valued much more if the patent is filed in the US, or anywhere else, but India.

Take the case of BITS Pilani graduate Sriram Kanuni, for instance, who decided to come back to India after spending 12 years with SAP in Germany. His family thought he was out of his mind, but he wanted to work for India and primarily serve Indian clients.

His core vision hasn't wavered five years down the line, but he has been forced to move a large part of his company's intellectual property (IP) to the US, just to get a better valuation for his next round of funding. And his is not an isolated case.

"Global investors seem to value companies with patents in the US much higher. Therefore, it makes more sense to shift patents out of India, in case you're looking to raise money or exit the company," Kanuni, who is the CEO and co-founder of Arteria Technologies, said.

Major Indian startups such as Flipkart, Myntra and ZipDial, which have either raised over a billion dollars or exited, already have their IPs outside the country. Experts say that is one of the reasons that attracted investors.

"If a company with its IP in India is acquired by an international firm, and post acquisition the buyer wishes to transfer the IP to a different jurisdiction, such transfer would need to be at a fair value decided by the government and the company is taxed at the rate of 34% on that," one of the bankers who was part of a large exit told ET.

"For tech-centric companies where the value of IP would comprise over 70-80% of their value, such high taxes can possibly make them unattractive for potential investors," they added.

With better valuation and exits in mind, startups are moving out their innovation to countries such as Singapore and the US, leaving behind very little intellectual property that the country can proudly call its own.

"You would want to incorporate somewhere with a respected reputation for maintaining legal protection when it comes to copyright and trademarks, especially with global licensees or partners," said Sharad Devarajan, co-founder and CEO of character entertainment company Graphic India, which is incorporated in Singapore.

"Incorporation in a country like the US where potential for M&A is higher, especially for core technology startups, will generally make it more attractive to potential buyers as it avoids a lot of legal and financial paperwork," said Brij Bhasin, India investment lead of Japanese venture capital firm Rebright Partners.

Investor concerns over IP are well founded. "Indian courts aren't uniform when it comes to developing jurisprudence around copyright and patent infringement," explained Sunil Abraham, executive director of Bengaluru-based research organization Centre for Internet and Society.

"There is a high chance that a judge who doesn't understand the details would give an injunction. Then the loss of six months, etc, can be quite expensive, because in six months' time your competitor might eat into all of your market," he said.

On the Unfortunate Rise of the Indian SLAPP Suit

It is not news in this country when the law or other institutions of the state, are used as tools by which to threaten or intimidate citizens into submission to a particular course of action or to a particular point of view. Unfortunate as that is, today’s post will deal with the rising incidence of SLAPP suits, an abuse of the adjudicatory process that is also a feature in a number of jurisdictions elsewhere.

Our interest in them arises from two sources. The first is the particular damage that this device is able to do free speech. Its effects were quite picturesquely described in the following terms by the Delhi High Court in M/S. Crop Care Federation Of India v. Rajasthan Patrika (Pvt) Ltd. “Short of a gun to the head, a greater threat to First Amendment expression can scarcely be imagined.” [Rajasthan Patrika in turn borrowed this language from Gordon v. Marrone, a case in the New York Supreme Court.] The second is this piece of news.

About the Phenomenon
The term “Strategic Lawsuits Against Public Participation” is rather self-explanatory. Nevertheless, some of its features bear the explicit articulation:

First, there is always, and necessarily, a power imbalance between the parties in such cases: the plaintiff or complainant will always have greater and often disproportionately greater access to the resources necessary to enter and sustain a litigation, in addition to social, political or corporate power. A simple shorthand for SLAPP suits will always be Deep Pockets v. Free Expression. And so it has been in India, as this article evidences.

Second, there is always one object: to intimidate a target into silence or apology by way of legal action or the threat of it. SLAPPs are a win-win play for those that employ them: targets are likely to bow to the pressure given that they will not have access to the resources to mount a legal defense. Even where the defendants’ (relatively scarce) resources are diverted to the defense of their speech, even assuming that the threat and costs of litigation, the civil damages and/or penal consequences do not intimidate them, their opportunity cost will be considerably higher than that of the other party. Given the ordinary rigours of the adjudicatory process and the ubiquitous delays associated with it in India, however, the harassment function of the SLAPP is always achieved.

Third, SLAPP suits are always characterized by a flimsy, frivolous or even non-existent cause of action. They will have done their damage irrespective of, and before, the outcome of the suit is decided. The question of legal tenability, and in these cases, its absence is really not one of any relevance. The real damage is done by forcing defendants to bear the trouble (monetary and otherwise) with preparing and mounting the legal response/defense itself, rather than by the litigation’s ultimate success or failure. A little amusing then that in the latest instance, which I describe later in this post, it is a law student, presently in law school and writing for a legal blog who finds herself on the receiving end of such threats.

Defamation SLAPPs
Defamation is a classic tool by which contrary opinions are sought to be silenced by those in (political, social or corporate) power. Rajeev Dhavan argues here that defamation is becoming an increasingly popular tool by which the “politics of exposé” and whistleblowers participating in it are being threatened. [SLAPPs in India have arisen on the back of other causes of action as well. See, for instance, the case of S. Khushboo v. Kanniammal and Frontline discussing it.] Lawrence Liang details a number of older instances in which defamation has been used in Indian courts to silence speech here.

Much more recently, Tata Sons Ltd. v. Greenpeace International, involved intellectual property and defamation claims in a game designed to bring attention to the threat to Olive Ridley turtles from developmental activity in Orissa. The IIPM saga that rose to prominence in February this year is another instance of such litigation. It is also one that carries the added ignominy that a university, whose function one would presume is to foster critical thinking and the ability to constructively respond to criticism, would sue for defamation against criticism and use the state apparatus to employ opaque means by which to silence the allegedly offending content online [see here and here]. IIPM also demonstrates how SLAPPs will involve what have been called “creative ways” to abuse of process: more than one suit can be filed, and they can be filed in more than one jurisdiction or in jurisdictions in which it is difficult for the target of the suit to appear or defend him or herself.

On Attempts at Silencing Academic Opinion
While the Activist v. Corporation trope is by now a tired one, it appears that the incidence of SLAPP proceedings, both civil and criminal, against commentators and academics are on the rise:

Ajay Shah’s case has been a well-documented one [see here and here], and one in which the Bombay High Court did not appear to appreciate the SLAPP dynamic. Closer to home, Shamnad Basheer [see here and here] a professor at NUJS and founder of SpicyIP saw a defamation SLAPP suit for what appears to be an exercise in only academic analysis.

As of the 21^st of this month, it was reported that a student contributor at the same blog, Aparajita Lath faces similarly suspect allegations of defamation from a newspaper [see here and here]. Here is a case not of Activist v. Corporation or Whistleblower v. Government, but of Academic Opinion v. Press. There is a special and truly unfortunate irony in the press having recourse to tools like the defamation suit, and even more egregiously, the criminal complaint.

Why We Worry
A number of rights of the target are ordinarily affected by SLAPP suits. In what was a significant case for the United Kingdom involving a defamation suit brought by McDonald’s against two authors of a pamphlet criticizing it, the European Court of Human Rights (‘ECtHR’) recognized in Steel and Morris v. United Kingdom a number of the following rights:

First, there is the right to free expression itself. Violations of this right would arise on two levels, although the second may not be actionable. First, there is the right of the defendant to the SLAPP suit. Steel and Morris affirmed that the fact that the defendants to the defamation suit were not journalists did not mean that the scope of their free speech protection would differ [¶89]. Instead, it held that “the limits of acceptable criticism” where “large public companies” were concerned was wider than those that would otherwise apply [¶ 94]. India’s Supreme Court has, in one notable instance, disagreed on the proposition that bloggers should have similar rights to journalists. Next, there is the chilling effect: others placed similarly to the targets of SLAPP suits would self-censor to avoid legal retaliation for their views and the significant cost of defending themselves.

The importance of Steel and Morris however comes from this latter set of holdings. The ECtHR found that the right to fair trial, in civil and criminal cases, which included the right of access to court and to justice presumed an “equality of arms” as between contesting parties [¶ 59]. It held to this effect on the understanding that European Convention on Human Rights, the underlying rights instrument, was a guarantee of practical and effective rights. In the circumstances of that case, it found that since the financial disadvantage of the defendants in the defamation suit disallowed them the opportunity to mount an effective defence, there was a clear inequality of arms with McDonalds that rendered the trial unfair for the purpose of Convention Article 6 (1) [¶72].

The IIPM blocks add a further dimension to the problem. When the content complained against is online, India’s lack of clear legal principles to determine, and more crucially limit, where the cause of action will have arisen and can be tried will only exacerbate the blogger’s situation, given the arguably global spread of an audience for online content.

A final point about this trend, particularly as it relates to silencing academic comment, is that it is a dangerous one, and one against which we must all speak out: these cases, in which the challenged content offers studied comment against the powers that be, will be a good acid test for the strength of our speech protections as they fall squarely within the class of speech which constitutional protections seek to maximize and disinhibit. It should be the very minimum that the Article 19(1)(a) guarantee entails.

Health Minister Dr. Damodar Rout, Revenue Minister Surjya Narayan Patro and Energy and IPR Minister Arun Sahoo presented this award to the the Odia Wikipedians in a function in Jayadev Bhawan, Bhubaneswar.

Odia Wikipedia (http://or.wikipedia.org) is a web based free encyclopedia in Odia language. Odia Wikipedia is flagship project of Wikimedia Foundation, a non-profit organization based in the US. The content of Wikipedia are crowd sourced from the voluntary contributors across the world. English Wikipedia being the 5th popular website on internet Odia Wikipedia is the most visited website with more than 4.7 lakh unique visitors every month and the largest website in Odia language with more than 3100 articles. Currently more than 25 editors are contributing in this project.

Odia Wikipedia aims to provide free encyclopedic content in Odia language which could be accessed online and used for academic, research and expanding someone's own knowledge base. The interesting part of wikipedia is the openness for giving the freedom to users to edit and enhance an article. Most of the articles on Wikipedia start from scratch, small articles.

Over the period of time many readers find more information and start adding them on it and that is how articles grow in quality and content. Most people end up thinking that Wikipedia articles are written by paid editors just like any other newspapers and journals. But surprisingly, any person can who notices a factual mistake can correct it and add more information to enhance the articles. Contributing to Odia Wikipedia will not only create more free content online in Odia language, but also will bring more academicians and intellectuals together to a common platform.

At the same time students and academicians who are seeking information in Odia language can make use of it without even buy volumes of books and spending time in library. “We are receiving this award for all the Odias, who has contributed a bit for the language. Everyone here is welcome to join us and be a part of this family”, said Subhashish Panigrahi, Programme Officer of Centre for Internet Society, a grantee of Wikimedia foundation while receiving the award. Odisha: Wikipedia workshop at IIMC, Dhenkanal

Wikipedia workshop was held at the Indian Institute of Mass Communication, Dhenkanal, on Monday. The workshop was inaugurated by Head of IIMC, Dhenkanal, Dr Mrinal Chatterjee.

Inaugurating the workshop, Dr Chatterjee said, “We are always sourcing knowledge from Wikipedia. So now it becomes our duty to enrich it by writing articles for Wikipedia.”

He specifically asked Odiya Journalism students to write more in Odia Wikipedia as there is less content in Odia as compared to other Indian languages.

Subhashish Panigrahi, Program Officer, Access to Knowledge, Centre for Internet Society, coordinated the entire event along with members of Odia Wikipedia, Dr Subas Chandra Rout, Mrutyunjaya Kar and Sasanka Sekhar Das. They provided hands-on training about editing, styles and techniques of writing on Wikipedia to the students.

“Anybody can write and edit available articles on Wikipedia,” Panigrahi said while encouraging students to volunteer for Wikipedia.

Not only Odiya and English, students were also encouraged to contribute articles in various other Indian languages. Students of both Odiya and English Journalism were present during the day-long workshop.

Odiya Wikipedia team are planning to organise a series of workshop with IIMC, Dhenkanal in coming months.

Odisha: Odia Wikipedia reaching 5000 article mark!

Many are not aware of the existence of Odia Wikipedia and other Indian language Wikipedias. But Odia Wikipedia has been growing gradually all these years and has become the most searched website and largest online encyclopedia in Odia language.

Initiated in 2002 Odia Wikipedia saw its first edit in 2004 and suffered from low contribution for almost seven years. But slowly the gloomy scene changed with the first workshop in Bengaluru which started initiating more consecutive Wikipedia training workshops in Bhubaneswar, Cuttack, Nalconagar, Baleswar, Dhenkanal and many other cities. Over these years after many outreach workshops individuals who are experts in different subject areas and organizations and institutions like Indian Institute of Mass Communication, Dhenkanal and KIIT University have been associated with the Odia Wikipedia editor community.

After Gopal Chandra Praharaj's Purnachandra Ordiya Bhashakosha and Binod Kanungo's Jnanamandal no such progressive encyclopedic compilation was done in Odia. Where the encyclopedias take years for reprinting which is also negligible in regional languages Odia Wikipedia articles get revised every now and then. “This has been possible because of the collaborative writing mechanism of Wikipedia All of us keep editing the articles that refine the content and make it free from biased and incorrect facts.”, says Mrutyunjaya Kar, one of the very active Wikipedians. Some time ago noted linguists like Natabara Satpathy and Deepak Kanungo raised questions about the authenticity and writing standards of the articles on Odia Wikipedia.

"But I think we have overcome those issues of poor quality content. And the very thing Wikipedia got is the gradual growth of articles in terms of amount of information and accuracy. Something that attracted me to Odia Wikipedia is the way one liner stub articles grow to good quality articles in few days", says Subhashish Panigrahi, Programme Officer to Centre of Internet and Society's Access To Knowledge program that is working for the growth of Indian languages. Many of the valuable aspects of Odisha's history, diverse languages, cultural heritage and tourism are being documented and shared for free on the internet which otherwise would not ever come to the limelight.

Available in 286 world languages Wikipedia is edited by more than 77,000 contributors across the world. Odia Wikipedia has only a small community consisting handful of contributors. We aim to reach out to more people to spread the sum of the entire knowledge in our own language, says another active contributor Shitikantha Dash. Odisha: KISS to create tribal languages and heritage repository

World' largest tribal residential institute Kalinga Institute of Social Studies (KISS) is going to initiate a project in collaboration with Centre for Internet and Society's Access To Knowledge program (CIS-A2K) to gather academic and research resources on tribal languages and diverse cultural heritage.

Kalinga Institute of Social Sciences (KISS) is the largest tribal residential institution in the world. It is home to over 20,000 tribal students from 64 tribes living in Eastern and North-Eastern parts of India that not only provide them accommodation, food, and free education from kindergarten to post graduation but also provide them 24/7 health care in the in-house hospital and many vocational trainings to empower them as able citizens of this nation ensuring their successful future. UNICEF in association with KISS has established a Children Development Resource Centre (CDRC) as part of the larger UNICEF-KIIT University joint initiative for the Centre for Children Studies (CCS) that aims in promoting evidence-based policy making by building a knowledge base thorough research and other development programmes on children's issues focusing on the state of Odisha.

KISS in collaboration with Bernard van Leer Foundation is currently devising education systems in native tribal languages that even do not have scripts. With over 17 Memorandum of Understanding (MoU)s and many more in process. KISS is bringing up a new stream of sustainable growth for tribals below poverty line by educating them and imparting knowledge in their own languages.

UNICEF, UNESCO, UNFPA, College of Charleson (USA), Bernard van Leer Foundation, Vedanta Foundation, NALCO Foundation, English Access Micro-Scholarship Program (Federal Govt.), Tata Institute of Social Sciences (TISS), Oracle Educational Foundation, Intel Technology, CPU Joint Volunteers (South Korea) are some of the organisations that KISS is working in tandem with to take the Indian tribal cultural diversity and heritage to the outside world by giving the aboriginal natives their space in this world.

Centre for Internet and Society is a Bangalore based Non profit organization which works primarily in the broader domains ofinternet and policy research, accessibility, open knowledge and open education. Its Access To Knowledge program is funded by the Wikimedia Foundation and works in fostering the volunteer Wikimedia community that contributes in enhancing Wikipedia and other Wikimedia projects. Its primary mandate is upbringing Wikipedia editors by outreach, creating primary resources for sources of reference in multiple ways that lead to enrich Wikipedia.

This collaboration will bring detailed research and multilingual documentation about several aspects of tribals of India and would work as an Open Education Resources (OER) for academicians and researchers. This event is organized on 11th January 2014 atKalinga Institute of Social Studies premises at 11 am. KIITUniversity's Founder-Chairman Dr. Achyuta Samanta is going to inaugurate this project formally on this occasion.

Odisha Dibasa 2014: 14 Books Re-released under CC License

Odisha became a separate state in British India on April 1, 1936. Odia, a 2,500 year old language recently gained the status of an Indian classical language. The Odia Wikimedia community celebrated these two occasions on March 29 in Bhubaneswar with a gathering of 70 people.

Linguists, scholars and journalists discussed the state of the Odia language in the digital era, initiatives for its development and steps that can be taken to increase accessibility to books and other educational resources. 14 copyrighted books have been re-licensed under the Creative Commons license and the digitization project on Odia WikiSource was formally initiated by an indigenous educational institute, the Kalinga Institute of Social Sciences (KISS). Professor Udayanath Sahu from Utkal University, The Odisha Review’s editor Dr. Lenin Mohanty, Odisha Bhaskar’s editor Pradosh Pattnaik, Odia language researcher Subrat Prusty, Dr. Madan Mohan Sahu, Allhadmohini Mohanty, Chairman Manik-Biswanath Smrutinyasa and trust’s secretary Brajamohan Patnaik along with senior members Sarojkanta Choudhury and Shisira Ranjan Dash spoke at the event.

Eleven books from Odia writer Dr. Jagannath Mohanty were re-released under Creative Commons Share-Alike (CC-BY-SA 3.0) license by the “Manik-Biswanath Smrutinyasa” trust, a trust founded by Dr. Mohanty for the development of the Odia language. Allhadmohini Mohanty formally gave written permission to Odia Wikimedia to release and digitize these books.

The community will be training students and a group of six faculty members at KISS who will coordinate the digitization of these books. “Collaborative efforts and open access to knowledge repositories will enrich our language and culture,” said linguist Padmashree Dr. Debiprasanna Pattanayak as he inagurated the event. Dr. Pattanayak and Odia language researcher Subrat Prusty from the Institute of Odia Studies and Research also re-licensed three books based on their research on Odia language and cultural influence of the language on other societies under the same license. KISS is going to digitize some of these books and make them available on Odia Wikisource.

An OpenType Odia Unicode font, “Odia OT Jagannatha” designed by Sujata Patel from Odialanguage.com was released under the OFL license. This is the first Odia OpenType font that the community actively tested. A new Odia offline input tool called “TypeOdia” by Wikipedian Manoj Sahukar was also released for public distribution. DVDs containing the font, the input tool, Odia language dictionaries, offline Odia Wikipedia in Kiwix, Wikipedia editing guide, ISCII to Unicode font converter, various free and open source software packages and Ubuntu operating system.

Active Odia Wikipedian and Admin Mrutyunjaya Kar gave the inaugural speech. Subhashish Panigrahi from the Center for Internet and Society read the annual report and vision of Odia Wikipedia. Chief guest Dr. Debiprasanna Pattanayak discussed about the efforts put forth that brought the Odia language as the sixth Indian classical language. A large majority of Odia publications are not available on the internet and readers are devoid of easy accessibility. He further discussed the process of digitization for preserving valuable books that are out of print and the old palm leaf manuscripts. Professor Udayanath Sahu presented on the process, progress and implementation of machine translation project in Utkal University.

Experienced Wikimedians conducted an advanced Wikipedia workshop on the second day of event at KIIT University, Bhubaneswar. It was attended by a majority of the existing Wikimedians from the community including new Wikipedians who signed up for the Odia Wikipedia Education Program at the Indian Institute of Mass Communication, Dhenkanal. Mrutyunjaya Kar presented on WikiData and various tools for linking and accessing information in multiple languages on various Wikimedia projects. Ansuman Giri discussed advanced technical aspects such as the use of various gadgets, proper categorization, how to use subpages, how to auto-list archive pages, customizing WikiLove feature, user rights modification, including how important it is to cite biographies of living persons with secondary sources, etc. Shitikantha Dash discussed copyright and issues regarding uploading images and other media files on Wikimedia Commons. Dr. Subas Chandra Rout presented on “notability, referencing and creating citations for the notable topics.” Subhashish Panigrahi discussed the work plan for the year, failure of program projects, collective learning and the dos and don’ts of community building.

We hope that more authors will come forward and re-release their books under CC-BY-SA license. The Odia community is excited to see or.wikisource.org go live. A few Wikipedians are even interested in typing their favorite free licensed books to make them available on Wikisource. I believe it’ll be challenging to train the KISS students to type and proof-read the written texts. In the CISA2K’s draft plan, the goal to have the number of editors seems overestimated. The students need to have some knowledge about Wikimedia and how it works in general before they start working. We hope that the books will be digitized properly and in coming days more users will join us in the process as we will have more free books in Odia Wikisource. I appeal to the Odia people to be a part of the Odia Wikimedia community and make Odia Wikisource a successful project, we need all the time you can devote. :-) Ansuman Giri, Odia Wikipedian
