        &lt;b&gt;This post provides a factual description about the operation of Ministry of Human Resource Development IPR Chair’s Intellectual Property Education, Research and Public Outreach (IPERPO) scheme in Tezpur University. The author has analysed all the data received under various heads such as income, grants from MHRD, planned and non planned expenditure, nature and frequency of programmes organised and the allocation of funds for the same.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Throughout the course of observation and presentation of the analysed data, the author seeks to trace the presence of unjustified underutilisation of funds by the aforementioned university as provided by the MHRD during the period 2013-2014.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;To collect the information for the given study, an RTI application was filed to the Tezpur University on 16/01/2015 by the Centre for Internet and Society. &lt;ol style="text-align: justify; "&gt; &lt;/ol&gt;
&lt;p style="text-align: justify; "&gt;Reply: Tezpur University has submitted detailed documents for the period 2013-2014 in order to highlight various activities undertaken by the University to implement the IPERPO scheme. This information is sent to CIS through summary documents, notices and newsletters.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;2. &lt;/strong&gt;&lt;strong&gt;Documents detailing the release of grants to the MHRD IPR Chairs under the IPERPO Scheme&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Reply: The University received a grant of Rs.25,00,000 from MHRD under the IPERPO scheme for the period 2013-2014.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;3. &lt;/strong&gt;&lt;strong&gt;Documents relating to receipts of utilisation certificates and audited expenditure statements and matters related to all financial sanctions with regard to funds granted to the MHRD IPR Chair established under the IPERPO scheme at Tezpur University&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Reply: The University has submitted the utilisation certificate for the period 2013-2014 along with the expenditure statement.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;4. &lt;/strong&gt;&lt;strong&gt;Documents regarding all matters pertaining to finance and budget related the MHRD IPR Chair under the IPERPOs scheme established at Tezpur University&lt;/strong&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Reply: As per the documents submitted to CIS, the proposed budget for the period 2013-2014 is not submitted by the University. However, the budget for the period 2014-2015 is submitted and the sum of Rs. 49,79,231 is proposed by the University.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;2.0 Comparative Analysis between University Response and the guidelines of MHRD Scheme Document&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Scheme Document of MHRD (&lt;a href="http://copyright.gov.in/Documents/scheme.pdf"&gt;&lt;span&gt;http://copyright.gov.in/Documents/scheme.pdf&lt;/span&gt;&lt;/a&gt;) is a comprehensive document which consists of guidelines regarding Intellectual Property Education, Research and Public Outreach. It talks about a list of objectives, purposes, conditions and eligibility criteria for a University to ensure in order to implement IPERPO in a truest sense. This document provides the procedural as well as qualifying conditions for an Institute to ensure or fulfil before applying for the MHRD grant. Some of these conditions include maintenance of utilization certificates, audit reports, expenditure statements and event information which would be open to access on demand by MDHR or Comptroller and Auditor General of India.&lt;/p&gt;
&lt;ol style="text-align: justify; "&gt; &lt;/ol&gt;

&lt;div style="text-align: justify; "&gt;Eligibility&lt;/div&gt;
&lt;ol style="text-align: justify; "&gt; &lt;/ol&gt;
&lt;p style="text-align: justify; "&gt;Tezpur University is recognized by the University Grants Commission. Therefore, it fulfils the eligibility criteria mentioned in the scheme document.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;3.0 Financial Analysis&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Tezpur University received grants in two instalments for the same financial year (2013-2014). The first instalment was sanctioned on 19&lt;sup&gt;th&lt;/sup&gt; August 2013 and the second instalment was sanctioned on 26&lt;sup&gt;th&lt;/sup&gt; March 2014.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Financial Year 2013-2014&lt;/p&gt;

    <title>Summary of CIS Comments to DIPP’s Discussion Paper on SEPs and their availability on FRAND terms</title>

        &lt;b&gt;This blog post summarises CIS’ responses to DIPP’s Discussion Paper on SEPs and their availability on FRAND terms. The response made specific recommendations regarding adequacy of Indian law to determine SEP litigation, remedies for FRAND assured SEPs, FRAND royalty rates, SSO’s policies, parties’ non-disclosure agreements and transparency, and essentiality of SEPs and their declassification. &lt;/b&gt;
        
&lt;p&gt;&lt;span id="docs-internal-guid-667bbb2d-526e-1e2f-19c3-bceb0be39562"&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p dir="ltr"&gt;&lt;strong&gt;On April 22nd, 2016, CIS filed a comment with the &lt;a href="http://cis-india.org/a2k/blogs/dipp-comments.pdf"&gt;Department for Industrial Policy and Promotion (DIPP), regarding Standard Essential Patents(SEPs) in India and their availability on FRAND terms.&lt;/a&gt; A TL;DR version of the comment follows. &amp;nbsp;&amp;nbsp;&lt;/strong&gt;&lt;/p&gt;
&lt;h2 style="text-align: justify;"&gt;Whether IPR and antitrust legislations should be amended&amp;nbsp;&lt;/h2&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;CIS submitted that no amendments to either the Patents Act, 1970 or the Competition Act, 2005 may be preferred. The changes that need to be brought forth are the adoption of a balanced National IPR Policy, and a National Competition Policy - both of which have been in the works for a while. Further, we urge the government to not enter into FTAs like the Regional Comprehensive Economic Partnership.&lt;/p&gt;
&lt;h2&gt;&lt;span style="text-align: justify;"&gt;IPR Policies of SSOs, and prescribing Guidelines for their functioning&lt;/span&gt;&lt;/h2&gt;
&lt;p dir="ltr"&gt;&lt;span style="text-align: justify;"&gt;CIS recommended that, first, Indian SSOs adopt an IPR Policy factoring in “India specific requirements”; second, on TSDSI’s IPR Policy (and DOSTI, GIFSI), certain changes be made to the policy to a) require the members to refrain from seeking injunctive relief b) delete the condition where FRAND negotiations may be subject to a condition of reciprocity; (c) to identify in detail the procedure to be followed in case of patent ‘hold­ups’ and patent ‘hold­outs’; (d) to identify in detail the procedure to be followed in case of refusal to license by TSDSI members, and, non­members, both; and, (e) to include a detailed process on the declassification of a standard or technical specification. Further, SSOs may consider recommending the use of royalty-free licenses, in tune with the W3C and Open Mobile Alliance.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;The government should prescribe Model Guidelines that may be adopted by Indian SSOs (incorporating the suggestions above), in view of increasing complexity of SEP litigation, and potential abuse of FRAND process. The Model Guidelines may additionally cover (a) the composition of the SSO; (b) the process of admitting members; (c) the process of the determination of a standard or technical specification; (d) the process of declassification of a standard or technical specification; (e) the IPR Policy; (f) resolution of disputes; (g) applicable law.&lt;/p&gt;
&lt;h2 style="text-align: justify;"&gt;Royalty Rates&amp;nbsp;&lt;/h2&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;The government should also intervene in the setting of royalties and FRAND terms, in light of severe inadequacies in the SSOs’ IPR policies. CIS suggested that the government should initiate the formation of a patent pool of critical mobile technologies and apply a compulsory license with a five per cent royalty. Also, payment of royalties on SEPs should be capped by fixing a limit by the DIPP.&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;Further, royalty rates for SEPs should be based on the smallest saleable patent practising component.&amp;nbsp;&lt;/p&gt;
&lt;h2 style="text-align: justify;"&gt;Non-Disclosure Agreements and Transparency&amp;nbsp;&lt;/h2&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;On the use of Non-Disclosure Agreements in SEP/FRAND litigation, CIS submitted that . pending a final determination by the CCI (and subsequent appeals) it would be premature to &amp;nbsp;make an absolute claim on whether the use of NDAs results in an abuse of dominant position in all instances.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;On making the practices of cross-licensing and patent pooling transparent, CIS strongly urged the DIPP to strictly enforce the compliance of Form 27s by patentees. Availability of Form 27s will critically enable willing licensees to access patent working information in a timely manner. The Form 27 template may be modified to include more details, including patent pool licenses, with an explicit declaration of the names of the licensees and not just the number.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;Further, guidelines may be drawn up on whether it was discriminatory to charge no royalties (whether on the SSPPU or on the whole device) for a patent holder in a cross ­licensing arrangement with another, when it charges royalty on the selling price of the device from a non­ cross­-licensor.&lt;/p&gt;
&lt;h2 style="text-align: justify;"&gt;Remedies for FRAND- assured SEPs&amp;nbsp;&lt;/h2&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;CIS recommended that courts adopt a more cautious stance towards granting injunctions in the field of SEP litigation, because a) injunctions may deter willing licensees from agreeing to the FRAND commitment, and also harm them b) accurately proving irreparable damage is difficult to establish in the Indian context for smartphone manufacturers c) there exists ambiguity in Indian jurisprudence to determine the conduct of an unwilling licensee, inter alia.&lt;/p&gt;
&lt;p dir="ltr"&gt;&lt;span style="text-align: justify;"&gt;In CIS’ opinion, there is no need for an independent expert body to determine FRAND terms for SEPs and devising the methodology for such a purpose. The existing legal and regulatory framework is reasonably equipped to determine FRAND terms. Analytical frameworks may be studied in American jurisprudence to determine reasonable royalty rates, and patent damages.&lt;/span&gt;&lt;/p&gt;
&lt;h2 style="text-align: justify;"&gt;Essentiality of SEPs and their declassification&amp;nbsp;&lt;/h2&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;To determine whether a patent declared as SEP is actually an Essential Patent, CIS submits that various methodologies have been used by studies to analyse the same. Goodman and Myers led a study on the subject in 2005; and additionally, laboratory tests and expert opinions can be taken into account to determine the essentiality.&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;Lastly, CIS suggested that Indian SSOs maintain a publicly accessible database of SEPs found to be invalid or non-essential in India. Such a record will assist the process of declassifying SEPs timely.&lt;/p&gt;

        &lt;b&gt;The First Annual Roundtable on Innovation, Intellectual Property and Competition was organized by the recently established Centre for Innovation, Intellectual Property &amp; Competition (CIIPC) at the National Law University, Delhi. Dr. Arul George Scaria and Prof. Yogesh Pai are the co-directors of this Centre. The event was held on April 1 and 2, 2016 at India Habitat Centre, New Delhi. Nehaa Chaudhari and Anubha Sinha participated in the event.&lt;/b&gt;
        
&lt;p style="text-align: justify;"&gt;The round-table offered&amp;nbsp;a unique forum for academia, policy makers, industry stakeholders and academically-minded practitioners on emerging issues at the interface of innovation, intellectual property &amp;amp; competition law and policy.         &lt;b&gt;A survey conducted by the Odia Wikipedia community and the Centre for Internet and Society reveals that the online presence of Odia language is gradually increasing.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;The survey, conducted last month, found nearly 61 per cent online users active on social media to be using the universal web-compatible Unicode font for Odia. Using the Unicode ensures it is searchable, sharable and reusable on the Internet, thus making its presence bigger.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The survey results show that more people are typing in the native script. And the use is increasing at a fast pace," said Subhashish Panigrahi, the programme officer at the Centre for Internet and Society, adding that there had been a 20 per cent rise in the number of Unicode users for Odia over the past two years.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Most people share quotes, personal opinions and news on social media in Unicode. In the first phase, the survey was conducted among 500 active social media users. More such surveys will be conducted within six months. The survey was conducted on Facebook, Twitter and some other popular social networking sites.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The survey results are particularly significant since the two other fonts used for writing Odia in the computer - Akruti and Sreelipi - are not compatible for use on the Internet.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Based on these survey responses, we will customise several projects so that more people join in this free and collaborative knowledge sharing movement," said Mrutyunjaya Kar, an administrator of the Odia Wikipedia Community.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Unicode font for Odia was introduced in 1991. Earlier, many people were not even aware of its existence in their personal and office computers. Unicode-compliant fonts now come preloaded in all computers across Linux, Windows and Mac operating systems. And many mobile companies also have Unicode fonts installed, especially in systems such as Android 5.0 and later versions."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Medical student Nasim Ali said: "Apple iOS devices have Odia support to the display level where one needs to download apps to type in Odia."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The survey also mentions that around 30.4 per cent use the Latin script to write Odia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, while explaining why there was not much Odia content on the Internet, Kar said: "There is no government initiative to promote Unicode in Odia. There is a need for more initiative to implement Unicode at all levels, such as government websites, web versions of school textbooks, government circulars and other publications."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"We have written several letters to the state government requesting them to start using Unicode while uploading documents in government websites. But, there has been no response or action from the government's side," Kar added.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Culture secretary Manoranjan Panigrahi, however, said: "We are taking a lot of initiatives to promote Odia language at the international level. We are trying to make use of technology to make sure that its presence increase on the web platform."&lt;/p&gt;

        &lt;b&gt;The Department of Industrial Policy and Promotion (DIPP), Government of India, requested comments through its "Discussion Paper on Standard Essential Patents and Their Availability on FRAND Terms" on March 1, 2016. This post is a compilation of various comments submitted in response to it.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The Centre for Internet &amp;amp; Society (CIS) commends the DIPP for its efforts at seeking inputs from various stakeholders on this important and timely issue. CIS is thankful for the opportunity to put forth its views. The submission is divided in 3 main parts.     <title>Celebrating the 13th anniversary of Kannada Wikipedia</title>

        &lt;b&gt;The Kannada-language Wikipedia, arguably the largest online encyclopedia in Kannada language, celebrated its 13th anniversary on February 14, 2016 in Mangalore.&lt;/b&gt;
        
&lt;p id="docs-internal-guid-f8142534-c87e-3859-9966-b4739a2a351e" dir="ltr"&gt;To celebrate the journey of the project and the community, Kannada Wikipedians gathered at St. Aloysius College Mangalore, Karnataka. The larger Kannada Wikimedia community including long time Wikipedians and new members like the students, faculty involved in &lt;a href="https://outreach.wikimedia.org/wiki/Education"&gt;Wikipedia Education Programs&lt;/a&gt; gathered, participated in a day long edit-a-thon and chalked out plans for the future. The event is organised by the Kannada Wikimedia community and Dr. Vishwanatha Badikana, Wikipedian and Assistant Professor of Kannada department at St. Aloysius College coordinated the event locally.&lt;/p&gt;
&lt;p dir="ltr"&gt;117 people gathered in the event out of which 96 were active editors of the Kannada Wikipedia community. Noted Kannada-computing researcher Kinnikambla Padmanabha Rao (widely known as KP Rao) addressed the public event and engaged with the audience about defining Kannada Wikipedia’s role a large role in widening Kannada’s presence on the Internet. The local organisers also took the event participants through a heritage walk in the heritage village of Pilikula Nisarga Dhama, an open library of the rich cultural heritage of Karnataka. The heritage walk resulted in over 300 image uploads on Wikimedia Commons ranging from the life and culture of coastal Karnataka to select rich heritage of the state. 20 new editors also participated in the event and they were oriented on basics of Wikipedia editing and &lt;a href="https://creativecommons.org/licenses/"&gt;Creative Commons licenses&lt;/a&gt;.&lt;/p&gt;
&lt;p dir="ltr"&gt;Triveni.K, one of the participants who is now pursuing her MSc. at Christ University, explains this event as a great learning platform for even core Wikipedia policies in details apart from many other Wikipedia policies she learnt here. “I’m little occupied for my exams but when it is over, I will be back on Wikipedia”, shares Triveni.&lt;/p&gt;
&lt;p dir="ltr"&gt;Prior to the event, four edit-a-thons were organised in four different cities of Karnataka. Themes chosen for the cities were &lt;a href="https://en.wikipedia.org/wiki/Kannada_literature"&gt;Kannada literature&lt;/a&gt; in Mysore, Mechanical Engineering in Sagara, Science-related articles in Bangalore and article on notable female of the coastal Karnataka region in Mangalore. Follow up edit-a-thons were organised after the anniversary celebration with the same themes that were there in the previous session for the first three places where the follow up edit-a-thons in St. Aloysius College and St. Agnes College were both on medicinal plants.&lt;/p&gt;
&lt;p dir="ltr"&gt;The&lt;a href="https://kn.wikipedia.org/wiki/?diff=1"&gt; first ever edit&lt;/a&gt; on Kannada Wikipedia was made on 12 June 2003 with a message “Kannada Vishwa Koshakke Suswaagatha!” (meaning “Welcome to the Kannada encyclopedia” in Kannada). However it took over a year -- on July 12, 2004 the first article about a city&lt;a href="https://en.wikipedia.org/wiki/Shimoga"&gt; Shimoga&lt;/a&gt;&lt;a href="https://kn.wikipedia.org/w/index.php?title=%E0%B2%B6%E0%B2%BF%E0%B2%B5%E0%B2%AE%E0%B3%8A%E0%B2%97%E0%B3%8D%E0%B2%97&amp;amp;oldid=1463"&gt; was created&lt;/a&gt;. Over the last decade Kannada Wikipedia has been a great gamechanger for the&lt;a href="https://en.wikipedia.org/wiki/Kannada"&gt; Kannada language&lt;/a&gt; where the Wikipedians have played a great role in making it a household name -- needless to say that &lt;a href="https://commons.wikimedia.org/wiki/File:Kannada_Wikipedia_stats_%28December_2015%29.png"&gt;705,199 unique visitors&lt;/a&gt; read the articles every month as per the December 2015 statistics. The annual average of active editors for last year was 48, 91 (February) being the highest and 22 (May) the lowest and 80 being the count in last December. The peaks and valleys also signify that major outreach like&lt;a href="https://outreach.wikimedia.org/wiki/Education/Countries/India/Christ_University/CUWEP2015_NOVEMBER"&gt; Wikipedia Education Program at Christ University Bengaluru&lt;/a&gt; could have boosted the total number of editors during the months when the program was being rolled out. The project since its inception has gone through many ups and downs over time, the major one being a small community to edit and curate such a high level task of creating new articles in Kannada, editing and enriching them with more information and citations, and cleaning up many articles. The biggest hurdle, as&lt;a href="http://www.hpnadig.net/blog/2011/10/22/how-google-irreparably-wounded-kannada-wikipedia/755"&gt; explained&lt;/a&gt; by Wikimedian&lt;a href="https://kn.wikipedia.org/wiki/User:HPNadig"&gt; Hari Prasad Nadig&lt;/a&gt;, has been cleaning up the articles created by paid translations of Google when Kannada Wikipedia along with many other Indian language Wikipedias were used as testing grounds for improving&lt;a href="http://translate.google.com/"&gt; Google Translate&lt;/a&gt;, a multilingual machine translation tool.&lt;a href="https://kn.wikipedia.org/wiki/User:VASANTH_S.N."&gt; Vasanth S.N.&lt;/a&gt;, a Kannada Wikipedian who has cleaned up over 60 such articles prefers to use an existing good quality encyclopedia like the 14 volume Kannada Vishwakosha, published by Mysore University and&lt;a href="http://cis-india.org/openness/blog-old/university-of-mysore-releases-kannada-vishwakosha-under-cc-license"&gt; relicensed&lt;/a&gt; under&lt;a href="https://creativecommons.org/licenses/by-sa/3.0/us/"&gt; CC-BY-SA 3.0&lt;/a&gt; by the university, as a resource to create and improve articles.&lt;/p&gt;

        &lt;b&gt;One of the key mandates of the Access to Knowledge (A2K) program at the Centre for Internet and Society (CIS) is to work towards catalyzing the growth of the free and open knowledge movement in Indic languages. CIS has been a steward of the Wikimedia movement in India since December 2008. Since September 2012, we at CIS-A2K, have been actively involved in growing the movement in India through (i) a grant received from the Wikimedia Foundation (WMF) for the period September 2012 - June 2014, (ii) the FDC Grant received for the period July 2014 - June 2015 and (iii) the FDC Grant received for the period July 2015 - June 2016. Based on the productive experience of working with various Indic Wikimedia communities, CIS-A2K has developed this work plan for July 2016 to June 2017.&lt;/b&gt;

&lt;p style="text-align: justify;"&gt;We have revised the work plan template taking into account the changed proposal plan sent out by WMF and in light of the feedback that we have received from FDC assessment during last proposal application. The FDC feedback is taken into account at the level of design, RoI and ensuring quality for all our activities.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;CIS-A2K responses towards Indic communities concerns&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;During the last plan period CIS-A2K received the following complaints, suggestions, and feedback. We have attempted to address the concerns under redesigned CIS-A2K 2.0. This table was first prepared during our progress report for the current grant and A2K would like to acknowledge the learnings derived out of the suggestions and feedback it received during the last plan. &lt;h3 style="text-align: justify;"&gt;&lt;strong&gt;Background to CIS-A2K Program&lt;/strong&gt;&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;CIS-A2K is working with the Indic Wikimedia communities since December 2008, when Jimbo Wales came to India and visited Bangalore. In mid-2012 CIS-A2K received a financial grant from the Wikimedia Foundation (WMF) and since then it has been actively involved in growing the Wikimedia and free knowledge movement in India. Following a grant received from WMF for the period September 2012 to June 2014, CIS-A2K received FDC Grant for the periods July 2014 to June 2015 and July 2015 to June 2016. Based on the 41-month experience of working with various Indic Wikimedia communities, CIS-A2K has prepared this year's work plan for July 2016 to June 2017.&lt;/strong&gt;&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;&lt;strong&gt;Objective&lt;/strong&gt;&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;CIS-A2K is committed to improve Wikimedia movement in India by supporting Indic Wikimedia communities and working on Wikimedia projects and collaborating with FOSS and other like minded movement partners. It also strives to catalyse the growth of open and free knowledge movement in South Asia and especially in India. Our main objectives are:&lt;/strong&gt;&lt;/p&gt;

&lt;h3 style="text-align: justify;"&gt;&lt;strong&gt;Context&lt;/strong&gt;&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;CIS-A2K has focussed on creating sustainable programmes and capacity development for communities in the last few years. CIS-A2K intends to continue its work during the proposed grant period and would continue to focus on the following Indian language Wikimedia projects: Kannada, Konkani, Marathi, Odia, Telugu (Focus Language Areas, FLA). In order to achieve higher RoI, A2K will be including Tulu in its language plan from this plan period.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;CIS-A2K will continue to provide general support and service to all other Indian language Wikimedia communities for all Wikimedia projects as necessary and as requested by the communities or individuals from the community through its request page and needs assessment workshops.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Community strengthening initiatives will be prioritised in order to address the poor participation of Wikimedians from Indian sub continent in particular and global south in general. CIS-A2K has rolled out initiatives such as Train the Trainer and MediaWiki training, focused edit-a-thons and GLAM activities.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;CIS-A2K and Indian language Wikimedia communities would greatly benefit from collaborating with these initiatives and CIS-A2K during this grant period would attempt to bring these communities closer with a series of interactions, hack-a-thons and training sessions.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Our institutional partnerships have played a very important role in content donation, generation of content, attracting new readers and editors and collaborating opportunities with existing community members. They have provided much needed press coverage towards Indian language Wikimedia projects. The institution partnerships and WEP have been redesigned as per community suggestions.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Methodology&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;This work plan has been prepared based on an extensive engagement with various Wikimedia movement participants and enthusiasts in India. These include:&lt;/p&gt;

&lt;p&gt;CIS-A2K has put in significant efforts across four focus language areas Kannada, Konkani, Odia and Telugu during the previous work plans. CIS-A2K proposed and initiated Marathi as a focus language project during the last proposal plan. As A2K's strategy of working with FLA has resulted in community building and sustainable outreach efforts, we intend to work with the nascent Tulu community towards making Tulu Wikipedia live.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The &lt;a title="CIS-A2K/Work plan July 2016 - June 2017/Tulu" href="https://meta.wikimedia.org/wiki/CIS-A2K/Work_plan_July_2016_-_June_2017/Tulu"&gt;Tulu Wikipedia&lt;/a&gt; plan is a 'minimal cost program' and is not budgeted same as the other FLA. A2K has been able to build a strong community in Mangalore for the Kannada and Konkani Wikimedia projects. Tulu community draws its editor base and institutional support from Mangalore, hence A2K's plans towards Kannada and Konkani Wikimedia projects can also have the added dimension of Tulu Wikipedia incubation activities.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Some of the key factors that determined the July 2016-June 2017 work plan:&lt;/strong&gt;&lt;/p&gt;
&lt;ol style="text-align: justify;"&gt;
&lt;li&gt;&lt;strong&gt;Development of Focus Language Area Plan:&lt;/strong&gt; A2K's strategy of building a plan along with the consultation of the community and further customised as per the feedback received by communities and FDC Staff have resulted well across five languages. CIS-A2K is pleased to inform that during July 2015-June 2016 it engaged with all the five focus language area plans as it has been able to recruit program officers and program associates for the vacant positions. It is important to note that while we are engaging with Tulu Wikipedia community with intentions of making Tulu Wikipedia live, it is also a 'minimal cost' program. It helps A2K in acheiving higher RoI for monetary resources and optimisation of staff and volunteer expertise.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;A2K 2.0 as a response to FDC and Indic Wikimedians' Feedback:&lt;/strong&gt; As a learning derived out of FDC, WMF Board and Indic Wikimedians suggestions, CIS-A2K has revised its program structure and composition of work. Please find details of revised divisional of responsibilities of A2K team.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Partnership and networking with institutions and groups:&lt;/strong&gt; CIS-A2K has had the privilege of partnering with educational institutions and developmental organisations. These partnerships and collaborations not only resulted in significant quality-content contributions, but also lead to the diversification and expansion of that particular language Wikimedia community. In order to strengthen the communities, increase participation and conduct GLAM activities and attract content donation A2K would look out for possible institutional partnerships.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Providing sustainability and developing leadership skills:&lt;/strong&gt; A2K has always worked towards enabling Indian Language Wikimedia communities to achieve sustainability and visibility amongst the global communities. We have been greatly privilege to work with the Focus Language Communities and would like to pass on our learning through collaborations with other language communities, while exiting few of our current FLA programs. Through our skill building initiatives such as Train-the-Trainer, Media Wiki Training and Train-a-Wikipedian A2K has also been able to support growth of a new community of volunteers to support the existing community.&lt;/li&gt;&lt;/ol&gt;
&lt;h3&gt;&lt;span id="Community_Strengthening_Initiatives" class="mw-headline"&gt;Community Strengthening Initiatives&lt;/span&gt;&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;&lt;span id="Community_Strengthening_Initiatives" class="mw-headline"&gt;&lt;strong&gt; &lt;/strong&gt;&lt;/span&gt;&lt;span class="mw-headline"&gt;CIS-A2K started two community strengthening initiatives— &lt;a title="TTT" class="mw-redirect" href="https://meta.wikimedia.org/wiki/TTT"&gt;Train-the-Trainer&lt;/a&gt; and &lt;a title="MWTTT" class="mw-redirect" href="https://meta.wikimedia.org/wiki/MWTTT"&gt;MediaWiki Training&lt;/a&gt; to grow and strengthen the Indic Wikimedia projects and the associated communities, both qualitatively and quantitatively. The earlier iteration of these two programs played an important role in connecting the Indian language Wikimedia communities and fostering multi-lingual projects. This year also CIS-A2K proposes to undertake these two successful community strengthening initiatives. In mid-March 2016, CIS-A2K conducted a 2-day-long nationwide Wikipedia Education Program review workshop that brought students and faculty members from institutions that are running WEP in partnership with CIS-A2K and several important topics such as structural challenges such as academic schedule, institutional interest, faculty buy-in and more importantly response by the students were discussed. This year also CIS-A2K proposes to conduct such a workshop.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;span id="Creating_Movement_Resources" class="mw-headline"&gt;Creating Movement Resources&lt;/span&gt;&lt;/h3&gt;
&lt;p&gt;&lt;span id="Creating_Movement_Resources" class="mw-headline"&gt; &lt;/span&gt;CIS-A2K has been creating resources to help Indic Wikimedia communities. All the resources are created after assessing the communities' need assessment and close interactions with many of the active community members.&lt;/p&gt;
&lt;p&gt;CIS-A2K proposed to create the following resources (this also include printed resources):&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Wikipedia editing tutorials&lt;/li&gt;
&lt;li&gt;PEG and IEG application handbooks;&lt;/li&gt;
&lt;li&gt;Handbook on how apply for various WMF scholarships;&lt;/li&gt;
&lt;li&gt;Handbook on best practices for Wiki-events, workshops, meetup, outreach and other programs;&lt;/li&gt;
&lt;li&gt;FAQ for content donors –give this job to a law school intern. No need of this handbook to be translated to Indian languages.&lt;/li&gt;
&lt;li&gt;Bookmarks creation to increase awareness about Indian Wikimedia Projects;&lt;/li&gt;&lt;/ul&gt;
&lt;h3&gt;General Support and Service to the Movement&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;CIS-A2K regularly supports Indic-language Wikimedia communities to conduct workshops, edit-a-thons and events to improve their projects. All these requests are placed at &lt;a title="Talk:CIS-A2K/Requests" href="https://meta.wikimedia.org/wiki/Talk:CIS-A2K/Requests"&gt;CIS-A2K request page&lt;/a&gt; and fulfilled after extensive community discussion and needs assessment.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Currently CIS-A2K is working on a program named &lt;a title="CIS-A2K/Train-a-Wikipedian" href="https://meta.wikimedia.org/wiki/CIS-A2K/Train-a-Wikipedian"&gt;Train-a-Wikipedian&lt;/a&gt; (TAW) to identify enthusiastic Indic Wikipedians and train and groom them to develop their editing skills. We'll continue empowering Indic Wikimedia community members through this program.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Learning and Evaluation&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;Following the &lt;a title="Grants:Learning &amp;amp; Evaluation/Global metrics" href="https://meta.wikimedia.org/wiki/Grants:Learning_%26_Evaluation/Global_metrics"&gt;Global metrics&lt;/a&gt; and discussions some members of the Wikimedia community, the A2K program had put together some evaluation tools to assess the impact of its work during the last year. We have included some more metrics for evaluation this year.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;CIS-A2K will undertake monthly and annually review of our work using the above evaluation tools. CIS-A2K report activities and progress to Wikimedia foundation in monthly meetings.&lt;sup&gt;&lt;a href="https://meta.wikimedia.org/wiki/CIS-A2K/Work_plan_July_2016_-_June_2017#cite_note-1"&gt;[1]&lt;/a&gt;&lt;/sup&gt; CIS-A2K team will also report the successes and learnings to the Wikimedia India &amp;amp; the Global Community. CIS-A2K team will actively review progress of each language area plan in collaboration with the respective Wikimedia community. Currently CIS-A2K is conducting monthly learning sessions to critically reflect on the successes and failures of our work internally. The learnings are shared with Wikimedia Foundation for their feedback and suggestion. We'll continue conducting monthly reviews and learnings and progress will be shared with Wikimedia Foundation. We will try to share the same the Wikimedia India members.&lt;/p&gt;

&lt;p&gt;This dataset contains a landscape of 23,569 patents and patent applications registered in India and relevant to the domain of mobile technology. These patents and patent applications are held by 50 Indian and non-Indian companies operating in the country. The patent landscape has been released under the Creative Commons-Attribution-Share Alike 4.0 (CC-BY-SA 4.0) License as a part of the ongoing Pervasive Technologies research project.&lt;/p&gt;

&lt;h3&gt;Using this dataset:&lt;/h3&gt;
&lt;p&gt;&lt;b&gt;Assignee:&lt;/b&gt; The assignee is one of 50 companies specified in&lt;a class="external-link" href="http://cis-india.org/a2k/blogs/fifty-companies.pdf"&gt; Annexure 4&lt;/a&gt; of the methodology document. Where two assignees are mentioned, the patent was transferred from the second assignee to the first on account of sale of the patent, company merger, etc. For example, "Huawei|NEC" indicates that a patent that belonged to NEC was transferred to Huawei.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Patent Number:&lt;/b&gt; This column contains the patent number in the case of granted patents and the application number in case of patent applications. Patent numbers have been coded in the Thomson Reuters database as IN&amp;lt;6 digit number&amp;gt;B. For example, the patent number 247760 in the Indian Patent Office database is coded as IN247760B in this dataset. The application number is coded as well. However, there is a separate column (Column R) for the application number as given in the Indian Patent Office database.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Level 1: &lt;/b&gt;Patents and patent applications in the landscape have been categorised into: Body Design, Communication, Connectable Interfaces, Display, Energy Storage, Memory, Operational Blocks, Sensors, Software, and Sound, image and video.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Level 2: &lt;/b&gt;Almost all categories have further been divided into sub-categories, i.e., Level 2 categories.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Infrastructure/ UE: &lt;/b&gt;Refers to whether the patent pertains to infrastructure and the user equipment (IUE) or only the user equipment (UE).&lt;/p&gt;

        &lt;b&gt;The V Annual IP Teaching Workshop- 2016 was organised by the Centre for Innovation, Intellectual Property and Competition (CIIPC), at National Law University Delhi in association with National Academy of Law Teaching, NLU-D, on March 31 and April 1, 2016 in Delhi. Nehaa Chaudhari was a speaker.&lt;/b&gt;
        &lt;h3 style="text-align: justify; "&gt;Concept Note&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The annual IP teaching workshops have previously been hosted in association with University of Washington School of Law, Seattle. In 2012, the first such workshop identified several broad challenges faced by teachers of intellectual property law in India. In 2013, the second IP teaching workshop focussed was on IP teaching techniques, use of information and communications technology in IP teaching, research and publication. The third workshop in 2014 discussed various issues initiating IP clinics in India.  In 2015, the IV annual IP Teaching workshop focused on diverse issues involving curriculum development, student participation in IP activities, empirical research in IP, academic contributions to IP policy-making, and IP teaching beyond law schools. All workshops have had key speakers and resource persons from India and abroad.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;By bringing together a select gathering of IP teachers and scholars from different corners of India, the 2016 workshop in its fifth edition aims to focus on developing a thematic research agenda on contemporary legal issues involving “IP interfaces”. The general approach to the study and teaching of intellectual property in India tends to look at intellectual property in isolation to other areas of law. However, many scholars and teachers of intellectual property have in the past and present eschewed such an approach since it fundamentally limits critical thinking and holistic appreciation of intellectual property law, both in theory and in practice. Recent scholarship has focussed on the overlapping nature of issues within intellectual property. However, teachers and scholars of intellectual property do regularly encounter deeper and intricate questions involving IP interfaces in terms of their symbiotic relationship shared by IP with other areas of law, both- domestic and international law.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;IP interfaces looks into the complex web of legal relationships and contestations between intellectual property law in India and other areas of law viz., the law of property, constitutional law, law of contracts, tort law, criminal law, international trade law, international investment law,  competition law, technology and regulatory laws. Briefly, these areas of law pose important challenges in the development of IP law, which often have specific legal consequences. Taking recourse to the study of interfaces shared by IP with other areas of law may help us in placing decisive legal limits or in advancing potential legal interpretations that may have teleological consequences for various stakeholders implicated by the IP system. These key areas of law identified above are only indicative, and hence non-exhaustive.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The academic community is invited to contemplate on the theme of the conference by framing specific and focused research questions in different areas of IP law that raise legal implications in their interaction with other areas of law. To specifically scope the thematic discussions during the workshop, we look forward to research proposals that avoid pure policy questions that may govern such interfaces. The workshop aims to focus on legal argumentation, articulation and outcome by working on specific legal questions on IP interfaces. The aim to develop a concrete research agenda in order to discern legal principles that guide such legal relationships in terms of their conflicts, complementarities and contestations of IP interfaces. This is with an exclusive focus on several key areas of Indian/international law in its interaction with intellectual property law in India, as governed by different statutes, case-law jurisprudence and common law principles.&lt;/p&gt;

        &lt;b&gt;The 4th edition of the Global Congress 2015 was organized at the National Law School of India University in New Delhi from 15 - 17 December 2015. The largest ever in Asia, the Global Congress was jointly organized by the Centre for Internet &amp; Society (CIS) in association with National Law University, Delhi, Open A.I.R., CREATe, Columbia University and American University. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The Global Congress on Intellectual Property and the Public Interest was one of the most significant events on the calendar for scholars and policy advocates working on intellectual property from a public interest perspective.  This year, the discussions included attention to broad perspectives on clarifying the meaning and reality of open collaborative innovation, as well as significant focus on the sub-themes of economic development (innovation and software patents, clean technologies, climate change and green patenting, issues of branding and plain packaging); sustainable development (agriculture and geographic indicators [GI]); policy, law and regulation (role of governments, patenting, compulsory licensing [CL], global institutions [particularly WTO, WIPO and WHO] and national institutions [particularly patent offices]). Trade dominated the discussions across the IP and Dev track, including the TPP and other issues, reflecting the strong global trade agenda.&lt;/p&gt;

    <title>Patents and Mobile Devices in India: An Empirical Survey</title>

        &lt;b&gt;Though India has the second-largest wireless subscriber base in the world, with more than 150 mobile device vendors, it has, until recently, remained relatively unaffected by the global smartphone wars. Over the past three years, however, a growing number of patent enforcement actions have been brought by multinational firms against domestic Indian producers. These actions, which have largely resulted in judgments favoring foreign patent holders, have given rise to a variety of proposals for addressing this situation. 
&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;In order to assess the potential impact of patents on the mobile device market in India, and to assist policy makers in formulating and implementing regulations affecting this market, we have conducted a comprehensive patent landscape analysis of the mobile device sector in India using public data relating to Indian patent ownership by technology type, nationality, and industry classification. Our results illuminate a number of important features of the Indian mobile device market, including the overwhelming prevalence of foreign patent holders, the rate at which foreign and domestic firms are obtaining patents, and how these patent holdings are likely to shape industrial dynamics in the Indian market for mobile devices, as well as the availability of low-cost mobile devices that can significantly enhance public health, agriculture, safety and economic development throughout India.&lt;/p&gt;
