    <title>Announcement of a Three-Region Research Alliance on the Appropriate Use of Digital Identity</title>

        &lt;b&gt;Omidyar Network has recently announced its decision to invest in establishment of a three-region research alliance — to be co-led by the Institute for Technology &amp; Society (ITS), Brazil, the Centre for Intellectual Property and Information Technology Law (CIPIT) , Kenya, and the CIS, India — on the Appropriate Use of Digital Identity. As part of this Alliance, we at the CIS will look at the policy objectives of digital identity projects, how technological policy choices can be thought through to meet the objectives, and how legitimate uses of a digital identity framework may be evaluated.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;As governments across the globe are implementing new, digital foundational identification systems or modernizing existing ID programs, there is a dire need for greater research and discussion about appropriate design choices for a digital identity framework. There is significant momentum on digital ID, especially after the adoption of UN Sustainable Development Goal 16.9, which calls for legal identity for all by 2030. Given the importance of this subject, its implications for both the development agenda as well its impact on civil, social and economic rights, there is a need for more focused research that can enable policymakers to take better decisions, guide civil society in different jurisdictions to comment on and raise questions about digital identity schemes, and provide actionable material to the industry to create identity solutions that are privacy enhancing and inclusive.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;...In the absence of any widely-accepted thinking on this issue, we run the risk of digital identity systems suffering from mission creep, that is being made mandatory or being used for an ever-expanding set of services. We believe this creates several risks. First, people may be excluded from services if they do not have a digital identity or because it malfunctions. Second, this approach creates a wider digital footprint that can be used to create a profile of an individual, sometimes without consent. This can increase privacy risk. Third, this approach increases the power of institutions versus individuals and can be used as rationale to intentionally deny services, especially to vulnerable or persecuted groups.&lt;/p&gt;
&lt;p&gt;Three exceptional research groups have undertaken the effort of answering this complex and important question. Over the next six months, these think tanks will conduct independent research, as well as involve experts from across the globe. Based in South America, Africa, and Asia, these institutions represent the collective wisdom and experiences of three very distinct geographies in emerging markets. While drawing on their local context, this research effort is globally oriented. The think tanks will create a set of recommendations and tools that can be used by stakeholders to engage with digital identity systems in any part of the world...&lt;/p&gt;
&lt;p&gt;This research will use a collaborative and iterative process. The researchers will put out some ideas every few weeks, with the objective of seeking thoughts, questions, and feedback from various stakeholders. They will participate in several digital rights and identity events across the globe over the next several months. They will also organize webinars to seek input from and present their interim findings to interested communities from across the globe. Each of these provide an opportunity for you to provide your thoughts and help this research program provide an independent, rigorous, transparent, and holistic answer to the question of when it’s appropriate for digital identity to be used. We need a diversity of viewpoints and collaborative dissent to help solve the most pressing issues of our times.&lt;/p&gt;

    <title>An Odia Wikipedia Workshop at KMBB College, Bhubaneswar</title>

        &lt;b&gt;The Centre for Internet and Society along with Odia Wikipedians in Bhubaneswar organized an Odia Wikipedia workshop on November 18, 2012. It was held in KMBB College of Engineering. Odia Wikipedia is a free encyclopedia in Odia language which everyone can edit. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Odia Wikipedians gathered in the temple city of Bhubaneswar on November 18, 2012 to organize the third &lt;a href="http://or.wikipedia.org/s/c8x"&gt;Odia Wikipedia workshop&lt;/a&gt; in &lt;a href="http://www.kmbb.in/"&gt;KMBB College of Engineering&lt;/a&gt;. KMBB College of Engineering is a BPUT affiliated engineering college supported by Ama Odisha, an organization working for media, communication and development of Odia language. &lt;a href="http://kmbb.academia.edu/DhanadaMishra"&gt;Dr. Dhanada Mishra&lt;/a&gt;, Director-Academics, KMBB and a veteran educationalist and open source source enthusiast supported this event. Forty-five students from KMBB attended this workshop. The agenda for the two-and-a-half hour session was to educate students about open source movement, journey of Wikipedia and how to contribute to Odia Wikipedia and how it would help them. Nine active Odia Wikipedians joined to support this event.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Dr. Mishra began the session by introducing Odia Wikipedians to the students. He spoke about Open source movement, how the community supports various open source projects, how Wikipedia was started and how it is essential for students to take part in such activities. Subhashish Panigrahi briefly spoke about the history of Odia wikipedia, how it grew up in the recent years to its present state. Odia Wikipedian &lt;a href="http://or.wikipedia.org/wiki/User:ManXiii"&gt;Manoranjan Behera&lt;/a&gt; discussed about how everyone can contribute to the Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;To explain the easiness of typing in Odia, some of the students were invited to write text on a board and test the typing tool on Odia Wikipedia. A new article about the college was created and one of the students wrote few sentences. Wikipedians explained the importance of creating user accounts and demonstrated how to search an article, how to create an article and the basics of editing an article. A Question and Answer session was held for students to put their queries. At the end of the session, contact details were shared with the students and the Facebook group (&lt;a class="external-link" href="https://www.facebook.com/groups/OdiaWiki"&gt;https://www.facebook.com/groups/OdiaWiki&lt;/a&gt;) of Odia Wikipedia was shown so that students could continue editing and remain in touch with fellow wikipedians.&lt;/p&gt;

    <title>An Odia Wikipedia Workshop at Academy of Media Learning</title>

        &lt;b&gt;Odia Wikipedians were invited to Academy of Media Learning (AML), Bhubaneswar for a guest lecture and a workshop on contributing to Odia Wikipedia. The event was organised by the Centre for Internet &amp; Society on November 10, 2012. This is a report about the activities in AML.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Soon after &lt;a href="http://facebook.com/groups/OdiaWiki"&gt;Odia Wiki community&lt;/a&gt; got &lt;a href="https://cis-india.org/news/orissa-diary-november-23-2012-pravuprasad-routray"&gt;felicitated by OdishaDiary.co&lt;/a&gt; for Youth Achievement Award for their outstanding contribution for Odia language many institutions have started taking the work of the wikipedians with more seriousness. To empower the community with more activities active members took part in a discussion to start more long term projects like "education programs". In early November, a couple of meetups and workshops were organized in different institutions in Odisha. One of those institutions in &lt;a href="http://www.aml.edu.in/"&gt;Academy of Media Learning&lt;/a&gt;. It is a budding institution for journalism and digital media in the city of Bhubaneswar. The institute is led by the Founder-CEO of this institution &lt;a href="http://nilambarrath.com/"&gt;Nilambar Rath&lt;/a&gt;, a veteran journalist and news producer and Saumya Parida, Executive Editor and journalist in the Odia media circle. Subhashish Panigrahi of CIS was invited to AML along with other fellow Wikipedians for a guest lecture and workshop about "Contibution to Wikipedia and its Benefits for Students".&lt;/p&gt;
&lt;p&gt;Odia wikipedians like &lt;a href="http://or.wikipedia.org/wiki/User:Ansumang"&gt;Ansuman Giri&lt;/a&gt;, &lt;a href="http://or.wikipedia.org/wiki/User:ManXiii"&gt;&lt;span&gt;Manoranjan Behera&lt;/span&gt;&lt;/a&gt; and &lt;a href="http://or.wikipedia.org/wiki/User:Guguly18"&gt;Diptiman Panigrahi&lt;/a&gt; also came over for the event.&lt;/p&gt;
&lt;h3&gt;Meeting with Nilambar Rath and Saumya Parida&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Prior to the lecture and workshop, wikipedians discussed about the education program with the faculty members on how it is essential to engage students in such a program. &lt;span&gt;Subhashish explained the older education programs for other language and the recent Odia Wikipedia Education Program initiated at the Indian Institute of Mass Communication, Dhenkanal. During this meeting Mr. Rath also suggested to include more linguists and Odia language professors in the community who would guide on standards of language, writing style and grammar as Odia Wikipedia is being accessed more on a daily basis by the main stream media. &lt;/span&gt;&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Workshop&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;There were a small set of enthusiast communication students gathered for the event. Subhashish took them through a presentation explaining about Wikipedia, how people like them contribute to Wikipedia and make it grow day by day and how Odia Wikipedia was started. The participants were surprised to see Odia Wikipedia for the first time! Even being communication students and working closely with Odia media they have never came through it. After the presentation he emphasized about the reason why we are focusing on long term support programs like "education program" and how it would be beneficial for students. Students were given a small break for asking queries before a training workshop on editing Odia Wikipedia. One of the students was invited to create his user account. Wikipedians explained how to type in Odia using the typing scheme. Few of the students were invited to edit and make small changes in various articles. Going forward, students were shown Chatasabha and the facebook group page to ask queries online.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The Odia language traces its roots back to 4th Century BC. Odisha was the first state to be carved out as a separate state on the basis of the language. The dawn of 20th February 2014 was a proud moment for all Odias as Odia language was accorded the ‘Classical language’ status of our country and occupied the 6th position. This achievement was due to the relentless effort of many scholars and activists. Now it becomes the responsibility of all the Odias to preserve, propagate and carry forward the legacy of the Odia language which is spoken by around 40 million people in India and around 45 million people globally. We will see that a day will come when it will be used as the first language in all government offices for official communications.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;THE INTELLECTS, a forum of progressive individuals and intellectuals in Delhi, believes it as an utmost duty and responsibility to promote Odia identity in India and abroad. In its bid to impart our language to Pravasi Odias living in and around Delhi, THE INTELLECTS is on a missionary zeal. It has started its mission called “ASA SIKHIBA AMARI BHASHA” in National Capital region.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And now, the forum in association with SHRI JAGANNATH MANDIR, TYAGRAJNAGAR is organizing a two days conclave, on 20th &amp;amp; 21st February 2015, to celebrate the 1st anniversary of Classical status to Odia language &amp;amp; the World Mother tongue Day with a special focus on our mother tongue Odia.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;The Event&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;International Conclave of Odia Language&lt;/b&gt;:&lt;br /&gt;The event will be a two days festival showcasing the Odia identity in the national Capital and bringing some best minds of the country to discuss on various issues of immense need on language and culture of Odisha. Around 200 eminent people from across the world including many renowned experts from various walks of life are the invited speakers.&lt;/p&gt;

        &lt;b&gt;Rare Odia books that are out of print and not easily accessible on the internet, will now be available at the click of the mouse. In a bid to make them available online, the Odia Wikipedia community last week launched WikiSource, an Odia e-library and a sister project of Odia Wikipedia that has been trying to popularise use of Odia language on the Internet since 2002.&lt;/b&gt;

&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;The online library has 69 books by authors Jagannath Mohanty, Upendra  Bhanja, Fakir Mohan Senapati, Gopabandhu Das, Baladeva Rath and Ram  Das. Besides, the complete volume of Bhagwad Gita in Odia language is  available on WikiSource.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The project has been implemented by  Bangalore-based Centre for Internet and Society’s Access to knowledge  programme. Odia Wikipedian Subhashish Panigrahi, also a programme  officer of the Centre for Internet and Society, said work on  digitisation of the books was started in April this year by a team of 12  Wikipedians, comprising mostly students and working professionals.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Apart  from them, 50 tribal students and nine faculty members of Kalinga  Institute of Social Sciences (KISS) helped them with the digitisation  job. As most of the books were typed in Akruti font - a proprietary  Indian Script Code for Information Interchange (ISCII) compliant font -  the font was converted to Unicode text type to make the books searchable  and accessible universally in all mobile and web platforms.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In  the first phase, 11 books focusing on children’s literature, travelogue  and biographies of noted people from Odisha by eminent Odia author  Jagannath Mohanty were digitised. Subsequently, works of other authors  were added to the e-library and made available on the internet with open  access through free licence.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Subhashish said the WikiSource  project was started in 2013 as an incubator project. It went through a  tough process of being accessed by the Wikimedia Language Committee and  Wikimedia Foundation’s board before being released last week. “There are  several precious books that are out of print and not easily accessible  on the internet. So we thought of digitising them and taking them to the  masses. Apart from the 69 books, 81 of seven Odia authors that were  already scanned and digitised by Bhubaneswar-based voluntary  organisation, Srujanika, have been re-licensed and added to the  library,” he said. Srujanika has digitised 740 old Odia magazines and  books so far.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Generally a technique called Optical Character  Recognition (OCR) is used for digitising scanned books, which currently  is in testing phase in Odia. “Faculty member of ITER in Bhubaneswar Ajit  Nayak along with his students have rectified the bugs and made  character recognition more accurate.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But because of problems with  OCR, the books had to be re-typed by the students of KISS on Odia  Wikisource, Subashish added.  Old books apart, books by contemporary  authors like Debiprasanna Pattanayak, Ramakrushna Nanda, Subrat Prusty,  Bharat Majhi and Nirmala Kumari Mohapata, and many other authors have  been taken up for digitisation by Odia WikiSource team. Odia WikiSource  is now live at or.wikisource.org.&lt;/p&gt;

        &lt;p style="text-align: justify; "&gt;Over 100 students are expected to participate in this workshop. The primary aim of the workshop is to educate them about Wikipedia in Indian languages and tell them how they can contribute to Wikipedia.&lt;/p&gt;

It encompasses all the world information in a nutshell with special emphasis and detailed information on Goa, Konkani, Goan culture, folklore, history, geography, etc. By releasing Vishwakosh under Creative Commons license, Goa University is making it freely available to public and giving them the right to share, use and even build upon the work that has already been done.         &lt;b&gt;The Access to Knowledge (Wikipedia) newsletter for the month of October 2013: &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;&lt;b&gt;Train the Trainer Program&lt;/b&gt;&lt;br /&gt;Wikipedians, about 20 of them, from 10 different cities, speaking 8 different languages, joined together for the first ever four days "Train the Trainer Program" organised by the Centre for Internet and Society's Access to Knowledge (CIS-A2K) team in Bangalore from October 3 to 6, 2013. CIS-A2K organised the residency training program to build capacities amongst different language Wikimedia communities. A good diversity of Wikipedians from various language communities such as Bengali, Gujarati, Sanskrit, Malayalam, Hindi, Marathi, Telugu, Odia, came over for the event. Two prominent reasons identified for organizing the event were the limitations of a virtual sphere and the limited number of Wikipedians leading outreach activities. It examines projects and  activities and its impact and outcomes over a period of the initial Ten  months of the Grant.         &lt;b&gt;This is the third Access to Knowledge newsletter from the CIS team in Delhi! This issue gives a summary of the first Odia Wikipedia education program, workshops organised in Bhubaneswar and Delhi, a meet-up held in Kolkata, hackathons held in Delhi and Hyderabad, and news and media coverage during the month of November.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;&lt;span&gt;Beginning  from September 1, 2012, Wikimedia Foundation has awarded CIS a two-year  grant of upto INR 26,000,000 to support and develop free knowledge in  India. The Wikimedia Foundation’s India Program has become the &lt;a href="https://cis-india.org/a2k/access-to-knowledge-program-plan"&gt;&lt;span&gt;Access to Knowledge (A2K) program&lt;/span&gt;&lt;/a&gt; of the Centre for Internet &amp;amp; Society (CIS). In this issue we bring  you updates from the Kolkata wiki community, the Odia wiki community, a  report of a workshop organized exclusively for women in Mumbai,  Wikipedia hackathon organised in Delhi and Hyderabad, and the recent  news and media coverage. Wikipedians from various communities can  request for outreach programs, technical bugs, logistics-merchandize and  media, public relations and communications at &lt;a href="http://bit.ly/TOcXId"&gt;&lt;span&gt;http://bit.ly/TOcXId&lt;/span&gt;&lt;/a&gt;.&lt;/span&gt;&lt;/p&gt;

Both the positions will be voluntary.&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;Wikimedia Foundation has funded A2K to anchor the growth of Wikimedia  movement in India. The A2K team consists of six members, four based in  Bangalore: T. Vishnu Vardhan, Dr. U.B. Pavanaja, Subhashish Panigrahi  and Rahmanuddin Shaikh. One team member Nitika Tandon is based in Delhi.  We also have one Advisor Dr. Tejaswini Niranjana working with us.         &lt;b&gt;In this issue of our newsletter for 2013, we are pleased to bring you updates about the open exhibition held at our office for celebrating five years of our existence, Access to Knowledge work plan (2013-14), and the revised budget (September 2012 - February 2013).&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Wikimedia Foundation, beginning from September 1, 2012, awarded the Centre for Internet &amp;amp; Society (CIS) a two-year grant of INR 26,000,000 to support and develop free knowledge in India. Consequently, Wikimedia Foundation’s India Program became the &lt;a href="https://cis-india.org/a2k/access-to-knowledge-program-plan" target="_blank"&gt;Access to Knowledge (A2K) program&lt;/a&gt; of CIS. In this newsletter, we are pleased to bring you updates about the recently concluded exhibition organised in our offices in Bangalore and Delhi and share with you the feedback to the Access to Knowledge work plan from the wikipedia community.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The &lt;a href="http://meta.wikimedia.org/wiki/Access_To_Knowledge/Team" title="Access To Knowledge/Team"&gt;A2K team&lt;/a&gt; consists of three members based in Bangalore: &lt;a href="https://cis-india.org/about/people/our-team"&gt;T. Vishnu Vardhan&lt;/a&gt;, &lt;a href="https://cis-india.org/about/people/our-team"&gt;Dr. U.B. &lt;p style="text-align: justify; "&gt;&lt;a href="https://cis-india.org/internet-governance/events/celebrating-5-years-of-cis"&gt;&lt;strong&gt;Celebrating 5 Years of CIS&lt;/strong&gt;&lt;/a&gt;&lt;br /&gt;CIS is now 5 years old and we recently celebrated this by holding an open exhibition in our offices in Bangalore and Delhi from May 20 to 23, showcasing our work and accomplishments over the five year period. We had about 170 visitors coming in to our office. Renowned artists like Tara Kelton, Kiran Subbaiah, Navin Thomas, Abhishek Hazra and Sharath Chandra Ram exhibited their work.
