Wikipedia initiative - Celebrating legacy of Bangalore Blue grapes online

Black is beautiful, and it can go places if it is well researched. When HL Omshivaprakash wrote a Wikipedia article about Karnataka's bidriware, the metal handicraft where gleaming black bowls and hookahs are dotted with delicate silver strips, he didn't expect it to be picked up by the French and Swedes.

Read the article published in the Times of India here. Subhashish Panigrahi gave inputs.

His article has now been translated into their languages. Though it might not lead to more money for the struggling artists of Bidar, they might get an edge while marketing their wares, says Omshivaprakash. This is the advantage that a week-long editathon hopes to achieve. Editors of the online encyclopaedia are celebrating Republic Day by encouraging people to upgrade and contribute articles on those arts, crafts and goods unique to various parts of India. "People are already working on 15 products from Kashmir, Andhra Pradesh, Assam and West Bengal," says Subhashish Panigrahi, Wikipedian and language activist.

India has 213 goods and crafts with geographical indication (GIs) tags. The GI mark is a kind of trademark, which indicates that a product's reputation is linked to its origins in a particular area. Of 213 GI tags, only 70 have English entries. So while intricacies of Muga silk-making in Assam and cultivating Bangalore Blue grapes are explained in detail in English, Alleppey coir has only a sketchy Malayalam entry.

"People should know the history of each item. For example, they should know how Kondapalli toys from near Vijayawada are made,"says Nageswara Rao Gullapalli.

Omshivaprakash, who created a signboard outside Bidar Fort last year, with a QR code that allows users to read the relevant wiki entry on their mobile phones, says a change in design can make a difference."The QR code was etched in bidri to create a socio-economic link between readers and artisans. Though the art is expensive, the artists are not paid well,"he says.

It is this desire to unearth new facts that will see Santosh Shinga, an IIT-B researcher, delving deep into Nagpur oranges, Nashik grapes and Mahabaleshwar strawberries. "I am from Nagpur and interested in fruits,"says Shinga, who knows a bit of orange farming. The only exception in his list is Puneri pagadi, the elaborate headgear recently spotted on actor Ranveer Singh in Bollywood movie 'Bajirao Mastani'.

Panigrahi hopes to finish the edits in English by January 30, right in time when the event wraps up by January 31. Karnataka, which tops the list with 30 GI goods, has only a handful of articles and images, says Panigrahi.

It also brings the parallel of Airtel Zero and Free Basics with the Grameenphone project by Mozilla in Bangladesh and the worldwide Wikipedia Zero projects.

Why It's Essential To Grow Indian-Language Wikipedias

On 15 January, Wikipedia, the free online encyclopaedia celebrated its 15th birthday, meeting this milestone with 36 million articles in more than 290 languages (the English-language Wikipedia alone has crossed the 5-million article mark). But here I want to address some major questions that we need to ask as Indians.

This was published by Huffington Post on January 25, 2016. Also mirrored on Global Voices on February 26, 2016. The post was translated into Greek by Maria Souli. It was translated into Spanish by Daniela Diaz and into Russian by GV Russian

First, what is the state of Indian-language Wikipedia projects? What does India have to take from and give to Wikipedia?

With the growth of free and open source software in India, people are equipped with more freedom than ever. Especially with the recent federal policy-level changes, the nation is enjoying better collaboration with people of different cultures speaking different languages.

According to UNESCO, 197 of the total of 1652 Indian languages are dying despite having a long literary and linguistic heritage.

However, there is a huge gap in the access to knowledge on the internet domain. Of a population of about 1.26 billion only about 15-18% people are connected online, largely from mobile devices. A tiny fraction of this population comprises the technical community. It would be useful to have a metric on the percentage of this community's contribution to grow the languages of this country and its cultural heritage.

Wikipedia as a family

Wikipedia is not just an encyclopaedia. It is also a "family" of several other Open Knowledge members. Wikipedia itself is available in over 290 languages, but it also has other multilingual sister projects such as Wikisource (an online library of many public domain and other important texts), Wikimedia Commons (the world's largest repository of media files and documents), Wikibooks (a free library of educational textbooks), Wikivoyage (a free and open travel guide) and Wiktionary (a database of various languages).

These projects don't just house millions of images, videos, documents and texts, but allow anyone to contribute their knowledge to this ever deepening pool of information. Four Indian languages made an early entry to the Wiki-world back in 2002 -- Assamese, Malayalam, Odia and Punjabi.

Language neutrality

According to UNESCO, 197 of the total of 1652 Indian languages are dying despite having a long literary and linguistic heritage. It's quite shocking. In a blog post on content localisation, social entrepreneur Rajesh Ranjan asks if free and open source software can help save these dying languages. In the context of Wikipedia, there are already 23 South Asian-language projects. Out of these 20 are languages listed in the 8th schedule of the Constitution of India. Many might not have noticed that the "en" in the URL of Wikipedia that denotes the language code of English could be altered with "or" for Odia Wikipedia or "pa" for Punjabi Wikipedia.

Most Wikipedia projects in Indian language projects are relatively small compared to their counterparts. But the Wikimedia communities are thriving.

There are a fairly large number of native speakers waiting out there to access knowledge in their own languages.

When only parts of government websites are available in Hindi, the Hindi Wikipedia has crossed 10 million articles already. The Tamil and Malayalam Wikipedia communities have played a central part in implementing Wikipedia basics learning in the state-run school syllabus. Needless to say that these communities have played a significant role in implementing several free and open source software by pushing for policy-level change. Many Indian languages are in the pipeline to become active Wikipedia projects under the scope of the Wikimedia Incubator.

Maithili Wikipedia and Goan Konkani Wikipedia are the two Indian-language Wikipedias that have gone live in recent years. The world has seen how digital activism has brought a new life to the Hebrew language. There are a fairly large number of native speakers waiting out there to access knowledge in their own languages. Wikipedia could be a great tool for digital activism with openness and sharing.

Addressing gender bias in Wikipedia: Implications for India

India tops South Asia in the gender inequality index in the entire South Asia. The female literacy rate is an alarmingly low 65.46% as compared to 82.14% for men. This disparity is evident in many other sectors as well as in politics.

Digital India aims at digital literacy and availability of digital resources/services in Indian languages. This is closely aligned with the Wikimedia movement's goal....

But gender bias is not just a problem in India. The global free and open source software (FOSS) community has always been worried about the low presence of women contributors -- in the range of 2-5% range. Wikimedia Foundation's former executive director admitted that Wikipedia, like many other collaborative and open projects, does not have a conducive environment for women. But the Wikimedia community and Wikimedia Foundation are both working on improving this state of affairs. Indian-language Wikipedia projects are directly impacted by this global drive, be it the Women's History Month edit-a-thon where Wikipedia content largely related to women are improved every year or the Lilavati's Daughters project where biographies of Indian women scientists were created and enriched in Wikipedia projects.

Complementing Digital India

With a population of over 354 million netizens India still has a long way to go in increasing Indian language content on the web. The Government of India's new campaign Digital India aims at digital literacy and availability of digital resources/services in Indian languages. This is closely aligned with the Wikimedia movement's goal to provide free access to the sum of all human knowledge. In addition to Wikipedia, many other open educational resources and free knowledge projects that are not already a part of the Digital India campaign signal the need for the federal-run campaign to be more collaborative and open. Community-government collaborations like the NROER project to make NCERT books under Creative Commons licenses and IT@School project in the state of Kerala to provide education using free and open tools have gained massive traction and helped more Indian language content come online.

Digital Futures of Indian Languages - Notes from the Consultation

A consultation on 'digital futures of Indian languages' was held at the CIS office in Bangalore on December 12, 2015, to generate ideas and structure the Indian languages focus area of the CSCS Digital Innovation Fund (CDIF). It was led by Dr. Tejaswini Niranjana, Centre for the Study of Culture and Society (CSCS), and Tanveer Hasan, A2K programme at CIS; and was supported by CDIF. Here are the notes from the Consultation.

The group that gathered at CIS on Dec 12, 2016, brought a wealth of digital Indian language experience to the meeting, including database creation, working to develop wikimedia, TEI initiatives, digital glossary creation, localisation and standardisation, development of open platforms and content management systems for teaching-learning, font development, and optical character recognition (OCR).

There was a detailed discussion of existing digital projects in Indian languages, and presentation of a few new ideas for development of applications that would strengthen digital infrastructure for research and teaching in social sciences and humanities. Among the proposed ideas were:

concept-clustering tool for multiple language comparisons,

semantic mapping tool or data visualisation tool that connects concepts to exisiting wikipedia entries,

online interactive bank of questions, to convert learnables into material that can be grasped conceptually,

annotation tool that aggregates tagged material across databases, eg. Shodhganga, Digital South Asia Library, Digital Library of India (Hindi example), and

gamifying as a way of enhancing teacing-learning as well as research process.

The participants agreed that increased archiving and digitisation, and annotation of digitised material, was a priority for Indian language work. Alongside the curation of the material to be thus processed – whether as an archive or a database, it was important also to develop better OCR systems, fonts and typefaces, DIY scanners, tagging and annotation tools.

CDIF would like proposals that might further some of these objectives. Priority will be given to those projects for which there is no funding already potentially available from other sources. Wherever possible, CDIF will try to synergise its work with existing efforts taken up by the government, or by platforms such as Wikimedia. CDIF will see its primary role not as a funding body but as an incubator of new ideas, and to this end will seek to provide technical support and other expertise apart from seed money.

Participants

Many would be searching for Odia-language books on the internet. Many would feel like correcting typos and other mistakes when found while reading a book, even online. Odia Wikisource is as a platform all those book lovers who want to read Odia books online and want to make more books available online.

Read Bengali, Malayalam classics online as free Wiki libraries grow

Content Includes Classics In Malayalam, Bengali.

The article by Sandhya Soman was published in the Times of India on January 10, 2016.

It was a hunt that took Shiju Alex to many places. Finally, his quest ended at Dharmaram College library in Bengaluru as Alex got hold of a copy of the firstever printed book in Malayalam. He scanned it promptly and volunteers uploaded the text on to Malayalam Wikisource, one of the free online libraries run by Wikipedia. Nasim Ali returned to Wikipedia editing only because fellow Odias were reaching out on social media to help upload the 13-volume Bhagavata Mahapuranam. Now, the entire work is available for free at Odia Wikisource.

Actions speak louder than words when it comes to preserving books in regional languages. Indian versions of Wikisource have more than 1 lakh pages of classic epics, philosophical tracts, and novels and poems in 10 languages. And the num bers are growing. “These are the books that we grow up with and connect emo tionally. Most of us would like to see them online,“ said Subhashish Panigrahi, Wikipedian and programme officer at the Centre for Internet and Society .

As Wikipedians come together in Bengaluru on Sunday to celebrate 15 years of editing and curating the encyclopedia in India, more such stories will be told. The growth has been tremendous in Indian language content creation, especially when it comes to setting up Wikisources, said A Ravishankar, programme director at the Wikimedia India chapter. Malayalam has 26,332 pages, including around 200 of the seminal books in the language. While Telugu has 29,039 pages, Bengali has around 11,000. Sanskrit, Tamil, Kannada, Oriya, Marathi, Gujarati and Assamese libraries are also getting bigger. The content ranges from religious texts such as Ramayan and Bible to first-ever printed literary works.

“Most of these are books in the public domain or the ones relicensed with Creative Commons licences. This allows anyone to edit or make a copy of the work, making it reusable,“ said Panigrahi. Some of the relicensed works include the Kannada Vishwakosha brought out by University of Mysore.

It isn't easy to get works online. Alex finds it difficult to procure the original texts to create their PDF versions. “Every time I go to Kerala, I look for old books,“ said Alex, who uploads the PDFs on a public domain for others to upload them. Editors are also not easy to come by . Panigrahi took to social media to find a new set of editors when he was trying to upload the Bhagavatha volumes. “Wiki's volunteer-editors have their hands full. So we appealed on social media and many people signed up,“ he said.

But the effort is worth it, said Alex. Every time he unearths an old book and posts the link on his Facebook page, the reactions are full of surprise. “Many from the younger generation don't know that Samkshepa Vedartham (the first printed work in Malayalam) was printed in Rome. Also, researchers write to me saying they are happy to see the old books online,“ he said.

Students Pitch In

The Wikimedia Foundation has tied up with various colleges to help with typing and proof-reading. Around 120 students of Kalinga Institute of Social Sciences in Bhubaneswar typed stanzas from the Bhagavata while Christ University students from Bengaluru uploaded chunks of the Kannada Vishwakosha as part of their curriculum.

Tech Hurdle

Though the project started in 2006 with Malayalam Wikisource, it spread to other Indian languages around five years ago. The biggest hurdle remains technology as the open source optical character recognition (OCR) software isn't compatible with many Indian languages. “Google's OCR that was launched last year is much better as it works with most Indian languages,“ said Ravishankar. The new software “extracts text from images of any printed text -and sometimes even handwriting, which opens the door to old texts, manuscripts, and more,“ reads Panigrahi's blog post.

The 4th edition of the Global Congress themed around "Three Decades of Openness, Two Decades of TRIPS" was organized in New Delhi from December 15 - 17, 2015. The largest ever in Asia, the Congress was jointly organised by CIS, NLU-D, Open A.I.R., CREATe, Columbia University and American University.

Nehaa Chaudhari summarized the developments of the 4th Global Congress on IP and the Public Interest in a blog post that was originally published on the Global Congress blog.

Sunil Abraham wrote a blog entry stating the	institutional position of CIS on the Net Neutrality discussion going on in India.

Catch News interviewed Sunil Abraham about the recent advertisement by Facebook titled "What Net Neutrality Activists won't Tell You or, the Top 10 Facts about Free Basics" . Sunil argued against the validity of all the 'top 10 facts'.

Odia author and cultural historian Jagannath Prasad Das has recently permitted 30 volumes of his notable works to be re-license under an open license (Creative Commons Share-Alike 4.0 or CC-BY-SA 4.0) . Subhashish Panigrahi wrote a blog post on this in Discover Bhubaneswar, a web portal in Odisha.

CIS has established institutional partnerships with University of Mysore and Guru G Learning Labs for furthering Wikipedia growth. Tanveer Hasan analyses the developments and lists out the possible future plans in this regard.

Today the quantity of data being generated is expanding at an exponential rate. From smartphones and televisions, trains and airplanes, sensor-equipped buildings and even the infrastructures of our cities, data now streams constantly from almost every sector and function of daily life, stated Scott Mason in a blog post.

The Government of India is in the process of developing 100 smart cities in India which it sees as the key to the country's economic and social growth. Vanya Rakesh gave an overview of the Smart Cities project currently underway in India in a blog post.

For the second part of the Smart City podcast series, Sruthi Krishnan and Harsha K from Fields of View spoke with Sumandro Chattapadhyay on data, people, and smart cities.	Fields of View has produced and shared the recording.

An extended survey of digital initiatives in arts and humanities practices in India was undertaken last year. The 'mapping digital humanities in India' enquiry began with the term 'digital humanities' itself, as a 'found' name for which one needs to excavate some meaning, context, and location in India at the present moment. P.P Sneha published the third, fourth, and	fifth sections of the study this month.

The RAW programme has initiated a new annual conference series titled Internet Researchers' Conference (IRC). The	first edition of the Conference, organised around the theme of "studying internet in India" will be held in Delhi in February 2016

Odia Wikipedia workshop in Puri, Odisha sparks creation of informal Wikipedia group WikiTungi

The first ever Odia Wikipedia workshop in Odisha's historic town of Puri finally shaped in on this December 20. With 25 participants contributing to Odia Wikipedia this day, more Wikipedia outreach in the city were planned.

Organised at the Premier Institute of Computer Studies (PICS), this workshop saw many students from technical background including four female participants. The Google Local Guides group of Bhubaneswar collaborated with us in organising this workshop. Thanks to long time Odia Wikimedian Dr Subas Chandra Rout to spare time and taking pain in coming all the way from Bhubaneswar to mentor the new editors. Only 10-12 participants could sign up on the spot because of IP address throttle that we could not fix beforehand. Otherwise the event went well and after a week, many of the participants have turned out to be active on Odia Wikipedia which is pretty exciting.

We planned to organise a meetup once in two month at Puri with the focus on improving at least 20-25 articles related to to the city and district during the meetup. There was a three-minute coverage of the workshop on Odisha Television (OTV) and a brief report of the workshop was published on Odisha Reporter.

As part our effort in chronicling the voice of the Wikipedia community in the WikipediansSpeak series, we reached out to Wikimedians Dr. Subas Chandra Rout and Snehasish Nayak after the workshop. Dr Rout shares his interactions and future plans to expand the Odia Wikimedia community:

Subhashish Panigrahi (SP): Thank you so much for mentoring these new Wikimedians! How was your overall experience working with them?
Subas Chandra Rout (SRR): The participants were, indeed, very enthusiastic. They not just were good listeners when we were presenting but contributed well after we demonstrated.

SP: How often do you think we should come back here and work with the same set of participants?
SRR: I think one more visit to ensure that they feel more integrated with the larger Odia Wikimedia community and help them contribute more. Face-to-face interaction will also help them feel more comfortable to share the kind of problems they might have been facing.

SP: What kind of problems did they face during the workshop? How did you help them with those problems?
There were certain technical/logistics problems which kind of made us keep the workshop limited to more demonstration by us and less practice by them. Sailesh seems be following up with them as some of them have already started editing Wikipedia actively.

Snehasish Nayak, organiser of the event and a new active Wikimedian of the Odia community—it is worth mentioning that Snehasish has 360 edits on Odia Wikipedia already—shares more about himself, his interests and ideas for future projects:

Subhashish Panigrahi (SP): How and when you got introduced to Odia Wikipedia? Did you know about it before or heard from someone before you formally got an orientation?
Snehasish Nayak (SN): The first time I got to know
about Odia Wikipedia was during the Google I/O 2015 event. It was Sailesh
Pattnaik who introduced me to Odia Wikipedia. My Wikipedia journey
started in December 2015, when Sailesh asked me for some help to
conduct a Odia Wikipedia in my hometown Puri.

SP: You graduated as an engineer. Many engineers in India do not even contribute much to language related work, especially the ones that are not paid for. What drives you to contribute so much that you have crossed 360 edits in just three weeks?
SN: From my school days, Wikipedia
has been good friend to me. I don’t remember in how many projects Wikipedia has come to my rescue. And in return Wikipedia never asked for anything. I felt it would be the best platform to share free knowledge across the globe.Odia being my native language and it being a very old language needs contribution from the youth like me. In the era of digital revolution Odia Wikipedia has the potential of empowering every single Odia with the sum of the world's knowledge any time of in any place. If anyone asks me about what I am getting in return because of my contribution, my first answer would be "knowledge". I have learnt quite a lot after I started contributing to Odia Wikipedia. And after each contribution, it gives me a great feeling that I have done something useful for the world”. It inspires me to contribute more and more...

SP: You have recently started working and promoting about WikiTungi Puri. Can you share little more about it? What it will do? How it will benefit the Odia language?
SN: With the coming of our group, WikiTungi Puri, we are going
to organize more workshops, meetups and other outreach programs in and around Puri. But the work will never be limited only to the city. We are always ready to collaborate with the global community. At Puri, We
have plans to design thematic outreach activities in some of the educational
institutions of Puri and we would like to invite them to be part of WikiTungi
Puri. We have plans to bring the "Odia
Wikiquote" live out of the Incubator wiki. We have started working on designing of training materials for the new editors. I have a great feeling
that we are going to have more and more active contributors joining us in the
near future.

From the place where see it from, Odia Wikipedia is becoming a pioneer of bringing digital technology for taking our language to a whole new level!

Odia newspaper Sambad carried this featured column of mine yesterday in their Sunday supplement "Sambada Rabibara" on December 6, 2015.

It sheds light on how important it is to digitize published work and make them available in open standard. Odia Wikisource, a sister project of Odia Wikipedia and a free and open online library, is growing up with more and more Odia books every day. With a vast majority of the native language speakers seeking knowledge online, useful content like available online is going to pay a very crucial role. Be it popular literature or popular science writings, Odia Wikisource is growing up with books of various genre and helping preserve old published works.

As the Maharashtra Granthottejak Sanstha (MGS) celebrated its 121st anniversary recently, the organization re-licensed 1000 books under the CC BY-SA 4.0 license so that the books could be digitized and be made available on the Marathi Wikisource for millions of Marathi readers.

This was published in Wikimedia Blog on December 3, 2015.

As the Maharashtra Granthottejak Sanstha (MGS) celebrated its 121st anniversary recently, the organization re-licensed 1000 books under the CC BY-SA 4.0 license so that the books could be digitized and be made available on the Marathi Wikisource for millions of Marathi readers.[1]

MGS is a non-profit organization working for the preservation of Maharashtra’s linguistic and cultural heritage. It was founded in Pune, India in 1894. Being an important archive for the preservation of many hundreds of years old manuscripts and historical artifacts from the Peshwa era, the institution is open to public for study and research.

During the four-day anniversary celebration, the Centre for Internet Society’s Access to Knowledge program (CIS-A2K)—an organization that supports the Wikimedia movement in India—opened a Wikipedia stall there where Marathi Wikimedians were present. Around 600 people visited the stall and learned about the news of MGS’s book donation.

Many active and new Marathi Wikimedians were present at the exhibition stall along with Abhinav Garule from the CIS-A2K program to share the incredible work Marathi Wikipedia and Wikimedia community at large are doing. Autographs of eighteen notable writers who received awards from Sanstha for different genres of writings were collected for uploading to the Wikipedia pages about them. While meeting the authors, Wikimedians also approached them to relicense some of their works under Creative Commons licenses so that they could be digitized on Wikisource and/or enrich Wikipedia—and some of the authors expressed a good deal of interest in opening up their books for Wikisource.

Some of the major books donated are Peshwa Rojnishi (diary of Peshwa), Benjamin Franklin Charitra (The Autobiography of Benjamin Franklin), Kekavali, S M Paranjape Charitra (autobiography), Letters Exchanged between the Sanstha and the British Government, Shinde Gharanyacha Padmamay Itihas (manuscript), and Marathwadyatil Arvachin Marathi Vangmay (modern Marathi literature from Marathwada, a region in Maharashtra) are some of the popular books read by Marathi speakers that are going to be part of the books donated by the organization.

We reached out to Avinash Chaphekar, the joint secretary of the organization, to know more about the state of book publication and readership.

Subhashish Panigrahi (SP): Could you share your ideas of opening these invaluable books for Wikisource? How they are going to be useful for the online readers to learn about the Peshwas?

Avinash Chaphekar (AC): These books are of historical importance and contain information that needs to reach more people; they cover topics that are rarely covered well anywhere else. Right after India’s Prime Minister Narendra Modi recommended the autobiography of Benjamin Franklin, as it contains a lot of messages for a common person, a lady walked up to and asked if she could read it in Marathi. Be it such autobiographies or a poetry book like “Kekavali”, such books that were published by the MGS should not be kept closed—many readers are searching for them. We donated 800 of these old books to the Marathi Wikisource because we don’t have large presence in the media or the Internet, so how would any reader who does not know us buy a book? If these books are available online, they can at least find and read them.

SP: Where do you think there is gap between publishers and readers today? Many Marathi books get published every year and if you search on the Internet, which many people today do, you would hardly find much.

AC: Online readership is increasing every day, but when you look at Marathi readers, the majority of them are still buying books. During the exhibitions here (even this year!), there is always quite a rush to buy books. Only the youth and tech-savvy people read online. But most people we meet say that they feel more comfortable holding and reading physical books. Moreover, there is no concrete research validating that most of the youngsters here are accessing information only online. I still feel reading books in a conventional way by holding books in your hands will continue to exist as there is some kind of satisfaction that lies in it.

SP: Did you know that we are going to get these books retyped, meaning that readers will not just be able to read them in their smartphones or computers but they could use the text for republishing the same books in the future? How do you think such a model will be useful for publishers?

AC: At the MGS, we don’t have funds to republish these books, and publishers are not ready to do it no matter how historically valuable the books are—even an incredibly valuable reference book called Marathi Grantha Nirmiti Watchal (the history of creation of Marathi books in Marathi), authored by SG Tulpule and published by us in 1973. This book has detailed information about Marathi publications, even those that existed before printing technology existed. As many such books are not being reprinted, we cannot leave the remaining few copies to perish. Let them go online and reach millions of people.

Talk on bringing 1000 books about the culture of Maharashtra on Marathi Wikipedia

Maharashtra Granthottejak Sanstha, a Pune based non-profit that was founded in Justice Mahadev Govind Ranade and colleagues in 1894, has recently announced to digitise their 1000 volumes of books centred around Peshwa culture. A discussion about digitising these books and making them available online on Marathi Wikisource is being organised on December 1 at the Energy Resources Institute(TERI), Bengaluru. Avinash Chaphekar, Joint Secretary of MGS will be addressing this talk.

Books published by Maharashtra Granthottejak Sanstha (MGS) vastly cover the Peshwa culture of Maharashtra apart from many other significant aspects of the history of Maharashtra. The books will be digitised on the Marathi-language Wikisource (mr.wikisource.org) by the Marathi Wikimedia community. Marathi Wikisource is a sister project of Marathi Wikipedia and is a free online Marathi-language library. Started in 2012, it currently houses about 800 volumes of Marathi books.

MGS was founded in Pune by Justice M. G. Ranade, Dr. Ramkrishna Bhandarkar and Lokamanya Tilak in 1894. Earlier known Deccan Vernacular Translation Society, it was renamed as Maharashtra Granthottejak Sanstha in 1948. The Society has a collection of invaluable literary treasure like 100 yrs old rare literary work and manuscripts, Peshwa diaries and records, Justice Ranade's correspondence, 30 thesis on various subjects and many different domains. These collections make the institution a great place for study and research. Maharashtra Granthottejak Sanstha (MGS) celebrated its 121st anniversary recently at Pune, MGS donated 1000 books for Marathi Wikisource so that the books could be digitised and be made available for millions of Marathi readers. Avinash Chaphekar, Joint Secretary of the organisation who will be addressing the talk that is being organised by the Centre for Internet and Society, Bengaluru.

November 2015 Bulletin

Our newsletter for the month of November 2015 is below:

The Centre for Internet & Society (CIS) is happy to share the eleventh issue of CIS newsletter (November 2015). Previous editions of the newsletter can be accessed at	http://cis-india.org/about/newsletters.

-------------------------------
Highlights
-------------------------------

The Internet Governance Forum was held at Jao Pessoa in Brazil from November 10 to 13, 2015. The theme for IGF 2015 was Evolution of Internet Governance: Empowering Sustainable Development. Sunil Abraham, Pranesh Prakash and Jyoti Panday participated. Overall CIS spoke in 10 panels. Jyoti Panday has	summarized the developments.

Draft Outcome Document of the UN General Assembly's Overall Review of implementation of WSIS Outcomes was released on 4 November 2015. Comments were sought on the Draft Outcome Document from diverse stakeholders. CIS responded to the call .

The first draft of the National IPR Policy was released last December. Comments and suggestions were submitted to the DIPP on this. Akshath Mithal	in his blog post analysed the comments available online and the trends that he was able to find.

Ramya Chandrasekhar wrote a blog post that has deconstructed and explained some aspects of the various proposals to enhance ICANN's accountability.

Mangalore based cultural centre Maand Sobhaann recently relicensed 3 of their publications under a free license so that the books could be digitised on Konkani Wikisource and enrich Konkani Wikipedia. Rahmanuddin Shaik and Tanveer Hasan have captured the development in a blog post.

Japreet Grewal in a blog post has attempted to understand the domain in which censorship laws are penetrating today giving the example of the role of group admin in Whatsapp.

Elonnai Hickok in a policy brief has reviewed different oversight mechanisms from the US, UK, and Canada and provides recommendations for ways in which India can strengthen its present oversight mechanisms for state surveillance and the intelligence community.

Rohan George has reviewed the literature surrounding big data and predictive policing and has provided an analysis of the legal implications of using predictive policing techniques in the Indian context.

Large blocks of underused spectrum lie tantalizingly out of reach, waiting for enabling regulation, administration, and to some extent technology, to accelerate our move towards Digital India, according to Shyam Ponappa's column published in the Business Standard.

CIS in collaboration with T.A.J. Residency & SKE Projects and or-bits.com developed	Silicon Plateau Vol-1. This book marks the beginning of an interdisciplinary artistic project, Silicon Plateau, the scope of which is to observe how the arts, technology and society intersect in the city of Bangalore.

P.P. Sneha has outlined a few questions/conflicts that the digital practitioners in arts and humanities disciplines are grappling with in the first among seven sections that has been published.

Centre for the Study of Culture and Society and CIS	has set up the CSCS Digital Innovation Fund. The objective is to encourage, host, and provide seed funding for the development of digital tools and infrastructure for arts, humanities, and social science research in India. The fund will be administered by the RAW programme at CIS.

The first one (Pervasive Technologies) under a grant from the International Development Research Centre (IDRC) is for research on the complex interplay between pervasive technologies and intellectual property to support intellectual property norms that encourage the proliferation and development of such technologies as a social good. The second one (Wikipedia) under a grant from the Wikimedia Foundation is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.
