    <title>Konkani Vishwakosh Encyclopedia released under Free License</title>

        &lt;b&gt;Upon Centre for Internet &amp; Society’s Access to Knowledge Programme (CIS-A2K)‘s explicit request, Goa University has approved the re-release of Vishwakosh under Creative Commons License (CC-BY-SA 3.0) to make it freely available to public, giving them the right to share, use and even build upon the work that has already been done. This is a huge step to help preserve Konkani language and culture in the digital era.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;Konkani Vishwakosh is a four-volume hard copy encyclopedia (3632 pages) published by &lt;a href="http://en.wikipedia.org/wiki/Goa_University"&gt;Goa University&lt;/a&gt;;  a work that took over 14 years to develop. It encompasses the world’s  information in a nutshell with special emphasis and detailed information  on Goa, Konkani, Goan culture, folklore, history, geography etc. The  encyclopedia is written in &lt;a href="http://en.wikipedia.org/wiki/Konkani"&gt;Konkani&lt;/a&gt;,  a language spoken primarily by people living in Goa and in the  neighboring states on the western coast of India (also known as the  Konkan belt) – some pockets in Maharashtra, Karnataka and Kerala. The  Vishwakosh serves as a primary source of information and one of the most  important documented texts for a community of nearly 2.5 million  Konkani speakers spread across India and worldwide.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Goa University is the first ever Indian University to relicense its  copyrighted content under CC-BY-SA 3.0 so that the knowledge that they  have painstakingly put together is made available freely to all Konkani  speakers across the world through Wikipedia and other digital platforms.  By doing this Goa University has set a precedent for other public  sector institutions in India — such as universities and government  departments — to follow. Citing this instance, the Tamil Wikipedia  community has begun a negotiation with the Tamil Nadu government to  release the Tamil Encyclopedias under CC license. It should be noted  that majority of the knowledge production through the 20th century in  Indian languages was mostly funded by the State. This victory with Goa  University can bring out much more knowledge in the Indian languages  into the open and could significantly benefit the Indic Wikimedia  projects. CIS-A2K is also leveraging this instance in getting other  public institutions in India to re-release the content under appropriate  CC licenses.&lt;/p&gt;

&lt;p&gt;To celebrate and further the movement of open knowledge and open access  Goa University (GU) in collaboration with CIS-A2K organized an event on  26th September 2013 at 10am at the Goa University Conference Hall. The  event had significant attendance, including &lt;a href="http://www.unigoa.ac.in/contentarticledisp.php?id=3"&gt;Dr. Satish Shetye&lt;/a&gt; (Vice Chancellor of GU), Mr. V.P. Kamat (Registrar of GU), &lt;a href="https://meta.wikimedia.org/wiki/User:Visdaviva" title="User:Visdaviva"&gt;Mr. T. Vishnu Vardhan&lt;/a&gt; (Programme Director CIS-A2K), close kin of Late. Manoharrai Sardesai  (writer of the encyclopedia), Tanaji Halarnkar (editor of the  encyclopedia and a long time associate of Konkani Literary movement),  Goa University’s staff, faculty and students, members of Konkani  speaking community and press. About 250 people attended this event,  which received major media attention.&lt;/p&gt;
&lt;p&gt;During the event GU Vice-Chancellor Satish Shetye said, “the Konkani  Vishwakosh covers all realms of knowledge like any other encyclopedia.  The Konkani Wikipedia will act as a digitized repository of knowledge  for future generations and Konkani speakers across the world. I look  forward to the pleasure of going to the internet and clicking away to  access a Konkani Wikipedia.”&lt;/p&gt;

    <title>Konkani Vishwakosh Digitization Project</title>

        &lt;b&gt;Goa University in collaboration with the Centre for Internet &amp; Society’s   Access to Knowledge Programme (CIS-A2K) is digitizing Konkani Vishwakosh. In this project CIS-A2K will work with group of individuals who will help digitize the encyclopedia in a time bound manner. All 3632 pages of Konkani Vishwakosh will be digitized.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;On September 18, 2013, CIS-A2K opened the registrations for Konkani Vishwakosh Digitization Project. As a part of the registration process interested candidates were required to fill out a form detailing their name, motivation to be a part of the program, comfort level with Devanagari typing, etc. The form can be &lt;a class="external-link" href="https://docs.google.com/forms/d/1dI4Mx2QhUDO4gzPqr_h4EytVj3YdSvaX0H90cGgjp0o/viewform"&gt;viewed here&lt;/a&gt;. CIS-A2K also prepared a &lt;a class="external-link" href="https://commons.wikimedia.org/wiki/File:CIS-A2K_Konkani_Vishwakosh_Digitization_Project_Brochure.pdf"&gt;brochure&lt;/a&gt;, for the program which was used as an invitation to call out for registrations. The invite was sent through various channels; such as:&lt;/p&gt;

&lt;li&gt;No. of people who didn't know typing = 5&lt;/li&gt;
&lt;li&gt;No. of people who knew a bit of typing but were not comfortable = 2&lt;/li&gt;
&lt;li&gt;No. of people from Goa University = 18 students &lt;/li&gt;
&lt;li&gt;No. of people who are Goa University alum = 4&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;&lt;span style="text-decoration: underline;"&gt;&lt;b&gt;Scheduling initial orientation workshop&lt;/b&gt;&lt;/span&gt;&lt;br /&gt;CIS-A2K wanted to organise the initial orientation workshop on October 12 and 13. However, due to Dussehra festivities the date had to be postponed and finally the workshops were organised the following weekend on October 19 and 20. Forty participants were broken down into 2 different groups of 20 each; while the first group attended the workshop on October 19, the second group attended on October 20 from 9 a.m. to 4 p.m. on both the days. Details of the participants can be&lt;a class="external-link" href="https://meta.wikimedia.org/wiki/India_Access_To_Knowledge/Events/Konkani_Vishwakosh_Digitization"&gt; found on meta-wiki&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span style="text-decoration: underline;"&gt;&lt;b&gt;Scanning of Vishwakosh&lt;/b&gt;&lt;/span&gt;&lt;br /&gt;CIS-A2K got the Vishwakosh book scanned in a PDF document. It is an 861 MB file constituting of all 4 volumes.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span style="text-decoration: underline;"&gt;&lt;b&gt;Organising initial orientation workshop&lt;/b&gt;&lt;/span&gt;&lt;br /&gt;Out of 40; 37 participants attended the workshop over 2 days. Several aspects were covered during the workshop including introduction to Wikipedia, Konkani Vishwakosh, digitization process, typing in Devanagari for those who were not comfortable; allocation of pages from Vishwakosh to the participants etc. Each participant has been allocated approx 100 pages to be digitized over a period of next 2 months. List of participants usernames and pages allotted for them to digitize can be&lt;a class="external-link" href="https://meta.wikimedia.org/wiki/India_Access_To_Knowledge/Events/Konkani_Vishwakosh_Digitization#List_of_Participants"&gt; found on program page&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span style="text-decoration: underline;"&gt;&lt;b&gt;Plans ahead (for Nov)&lt;/b&gt;&lt;/span&gt;&lt;br /&gt;CIS-A2K will organise open house Skype/Google hangout to help resolve any problems that the participants might face during digitization. One month after; on 20th November CIS-A2K will organise a follow up session to clarify any doubts that the participants may have. This will also serve an opportunity for CIS-A2K to schedule a mid-program review of all the work done by participants. CIS-A2K will produce a mid-program report in Nov that can be shared with all.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span style="text-decoration: underline;"&gt;&lt;b&gt;Challenges&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Quality check&lt;/b&gt;: Participants are currently digitizing Vishwakosh but there are ought to be spelling mistakes or grammatical errors. CIS-A2K wants to make sure that the digitized product is of best quality and would want involve few resource persons to proof-read the final product. Finding resource people has been a challenge so far.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Compiling work&lt;/b&gt;: Vishwakosh is a huge book with about 3600 pages. All 37 participants are doing their bit to digitize 100 pages each. Compiling all these efforts to finally produce 1 book seems to be a challenge. However details of this could be spelt only once the process starts.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Adding tables and equations&lt;/b&gt;: Participants have been facing trouble to add tables and equations. They have been asked to park these issues and make a note so that we could discuss it in the follow up session in Nov.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;span style="text-decoration: underline;"&gt;&lt;b&gt;Successes&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;CIS-A2K received high number of registrations (40) in just about two and a half weeks.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Out of 40 registrations; 37 of them attended the orientation workshop; with only a 7.5% drop out.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The orientation workshops were organised successfully.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Scanning of Vishwakosh was done efficiently and in high quality.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Division of work amongst the participants was done methodologically and fairly. &lt;/li&gt;
&lt;/ul&gt;

&lt;p style="text-align: justify; "&gt;&lt;b&gt;GLAM&lt;/b&gt; is an acronym for Galleries, Libraries, Archives and Museums. It also incorporates other cultural institutions such as theatres, zoos, botanical gardens, public broadcasters, etc.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The &lt;b&gt;GLAM-WIKI&lt;/b&gt; project supports GLAMs and other institutions who want to work with Wikimedia to produce open-access, freely-reusable content for the public.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Why contribute?&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Every cultural institution has an abundance of resources to share. A partnership with Wikimedia is a low cost, high-impact way for them to disseminate their resources to a global audience.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;How to contribute?&lt;/h3&gt;

&lt;h3&gt;How does it help the GLAM institution?&lt;/h3&gt;
&lt;p&gt;Here are a few reasons:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;It fits in closely with the core mission of the cultural institution of preserving heritage and history.&lt;/li&gt;
&lt;li&gt;It step jumps the GLAM institution’s reach by increasing potential audiences.&lt;/li&gt;
&lt;li&gt;Footfalls to the GLAM institution are likely to increase through greater awareness of the institute’s collection and knowledge.&lt;/li&gt;
&lt;li&gt;It will provide a well-tested platform for the digitization efforts of the GLAM institution. Staff will find it satisfying given its global reach and impact.&lt;/li&gt;
&lt;li&gt;There is a strong likelihood of higher public relations coverage of the GLAM institute because of Wikipedia’s goodwill.&lt;/li&gt;
&lt;li&gt;Wikimedia Foundation and Creative Commons are nonprofit organizations.&lt;/li&gt;
&lt;/ul&gt;
&lt;p style="text-align: justify; "&gt;Different GLAMs have different needs and goals for their projects, and this seminar will educate the audience on how GLAM-WIKI fits these with Wikimedia's goals of free knowledge. From existing partnership programs Wikimedia India will present a few global projects, and examples on how they've worked in practice and benefited every one including the GLAM institutions.&lt;/p&gt;
&lt;h2 style="text-align: justify; "&gt;Creative Commons&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;Creative Commons is a nonprofit organization that enables users to share their knowledge and creativity through free legal tools. They develop, support, and steward legal and technical infrastructure that maximizes digital creativity, sharing, and innovation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Copyright laws were developed in a previous era where in protection was given to artists, authors, and other creators as a default. In this situation sharing requires a deliberate prior permission. In the internet era, so much of sharing of digital media is happening online, and these require tools that ensure prior permission, and control the level of use. The legal tools of Creative Commons enable controlled sharing.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Creative Commons licenses are not an alternative to copyright. They work alongside copyright and enable users to modify their copyright terms to best suit their needs.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;What will users learn?&lt;/h3&gt;
&lt;p&gt;In this part of the seminar users will learn about:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Creative Commons as an organization&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;The speakers from Creative Commons have a long experience of discussing CC with GLAM institutions.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;CC licensing also works for many other applications such as music, video, writing, and many other creative works. Open Education Resources, and Public Data are also some of the domains. The focus of the presentation will be on GLAM. However, people interested in other applications may also be able to take the opportunity to have discussions after the main presentation.&lt;/p&gt;

    <title>Know your Users, Match their Needs!</title>

        &lt;b&gt;As Free Access to Law initiatives in the Global South enter into a new stage of maturity, they must be certain not to lose sight of their users’ needs. The following post gives a summary of the “Good Practices Handbook”, a research output of the collaborative project Free Access to Law — Is it Here to Stay? undertaken by LexUM (Canada) and the South African Legal Institute in partnership with the Centre for Internet and Society.&lt;/b&gt;
        
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;Almost ten years have passed since the Montreal Declaration on
Free Access to Law (FAL) was signed by eight legal information institutes and other
FAL initiatives. Today, the Free Access to Law Movement (FALM) is growing with over 30 initiatives having signed onto the Declaration and providing free, online
access to legal information. While the movement continues to gain momentum, the
big question no longer remains &lt;em&gt;why&lt;/em&gt; we need
free access to law, but instead &lt;em&gt;how&lt;/em&gt; FAL initiatives can continue to do so sustainably in the long-term. The principles of access
and justice underpinning the FALM have been well-argued and few would dispute the
notion that citizens ought to have access to the laws under which they are
governed. As the Montreal Declaration states: "Public legal information from
all countries and international institutions is part of the common heritage of
humanity…Maximizing access to his information promotes justice and the rule of
law" (2002).&lt;/p&gt;
&lt;p&gt;Regardless of legal system or political context, the
importance of securing free online access to the law has been recognized from a
variety of perspectives. Whether FAL is considered a critical democratic
function or simply an essential efficiency within any legal system, it is
difficult to contest that the internet has increased the accessibility of and
ease with which legal information is being published and shared online. Setting
the ideological and practical foundations of the movement aside, effectively
demonstrating the impact of FAL initiatives and to secure their sustainability in
the long-term remains the next big challenge for the FALM. Today, there is a
growing necessity for grounded and realistic indicators that can validate some
of the long-held assumptions around the impacts and outcomes of FAL initiatives.
Furthermore, and perhaps more importantly, there is also a need for a more
nuanced understanding of the factors that influence the sustainability of FAL
initiatives— particularly in resource-scarce and often nebulous legal systems of
the Global South.&lt;/p&gt;
&lt;p&gt;This blog post provides some insight into the questions
above through a brief summary of the results of the study &lt;a class="external-link" href="http://crdi.org/ar/ev-139395-201-1-DO_TOPIC.html"&gt;Free Access to Law—Is
it Here to Stay?&lt;/a&gt; This global comparative study was carried out by LexUM (Canada)
and the South African Legal Institute in partnership with the Centre for
Internet and Society. The project set out to begin providing answers to some of
these critical questions around the impacts and sustainability of the FALM. It
was initially hypothesized in the study that the sustainability of a FAL
initiative rests upon a particular string of contingent factors. To begin, a particular
condition would incentivize the creation of the FAL initiative — more often than
not meeting the unmet needs of those requiring access to legal information.&amp;nbsp; Next, if the FAL initiative is able to provide
the service within a favourable context, it was suspected that it would produce
favourable outcomes for both users and society at large. In turn, if the FAL
initiative was able to provide benefits to users, it was theorized that these benefits
would then stimulate reinvestment into the FAL initiative — forming a positive
and sustainable feedback loop.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;As the &lt;a class="external-link" href="http://www.informationjuridique.ca/docs/a2k/Best%20Practices%20Hand%20Book_03sept11.pdf"&gt;Good Practices Handbook&lt;/a&gt; highlights, the research
hypothesis provided an accurate reading of what the sustainability chain of a
FAL initiative might look like in&lt;em&gt; practice&lt;/em&gt;.
If unable to keep up with the evolving information requirements of their users,
this study suggests that FAL initiatives run the risk of FAL becoming outdated
and even outperformed by either government-based or private sector
initiatives.&amp;nbsp; This is why FAL initiatives
must continue to be innovative and find new ways to meet users’ needs. Approaches take my include keeping their
collections up to date, fine-tuning their services or even reinventing
themselves through the provision of value-added services. Gathered from the
experiences of the eleven countries across Africa and Asia examined in this
study, the following is a brief summary of the nine “Good Practices” that emerging
FAL initiatives can consider:&lt;/p&gt;
&lt;ol&gt;&lt;li&gt;&lt;strong&gt;The FAL initiative
should establish clear objectives&lt;/strong&gt;: Before doing anything, the FAL initiative
should decide what exactly it’s setting out to do…critical components such as
content selection, targeted audience, expected reach, search functionalities
and other website features help determine priorities and evaluate capacity to
achieve these objectives.&lt;/li&gt;&lt;li&gt;&lt;strong&gt;How to be small and
do big things&lt;/strong&gt;: Most of the FAL initiatives studied as part of this project
were formed of small teams (often less than five individuals). Initially, this may
appear to pose a risk for sustainability. However, we saw a number of ways in
which small teams have proven to be innovative, flexible, and able to thrive in
environments of scarcity. However, as much as small teams can be seen as a
source of innovation, they may also pose a risk in the medium to long-term.&amp;nbsp;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;FAL initiatives
require expertise in both IT and legal information&lt;/strong&gt;: Legal information management
experts understand how the law is applied, how different texts and parts of
texts speak to one another, and how these documents are used. IT experts can
imagine a variety of ways to address these needs. If both forms of expertise is
not available within the team of a FAL initiative, institutional partnerships
provide promising sites for collaborative support. For example, the FALM
constitutes a rich source of expertise and has proven to be a site of
collaboration between established and emerging FAL initiatives. Further,
universities have proven to be a significant source of human and financial
resources for several FAL initiatives.&lt;/li&gt;&lt;li&gt;&lt;strong&gt;FAL initiatives
should look to where they are headed (but not too far ahead)&lt;/strong&gt;: Because the
purpose of a FAL initiative is to provide free online access to the law, it
must secure access to this data for regular publication. How will legal
information be received and organized by the initiative? In what format will it
be published in? Early on, FAL initiatives need to develop both internal and
external workflow processes to ensure that the initiative is able to provide regular
access to updated information. Furthermore, an important finding of the study
suggests that context plays a much larger role in a project’s sustainability. Consideration
should be given to a country’s ICT infrastructure, the transparency of a
government and their access to information regimes, and the nature of the legal
information market when designing the workflows of an FAL initiative.&lt;/li&gt;&lt;li&gt;&lt;strong&gt;FAL initiatives
should work with the ICT infrastructure in place&lt;/strong&gt;: The quality and
consistency of internet access varies across countries in the Global South. FAL
initiatives should remain aware of how stakeholders and users are accessing the
internet and develop their service accordingly. Considering the often
intermittent nature of internet connectivity in the Global South, providing
users with offline access to databases is a practical alternative.&lt;/li&gt;&lt;li&gt;&lt;strong&gt;FAL initiatives
should use Free and Open Source Software&lt;/strong&gt;: FAL initiatives should maximise
their use of FLOSS. All FAL initiatives use FLOSS to some extent and without
these flexible and cost-effective alternatives, it would be safe to infer that
the FALM would have grown as quickly as it has.&lt;/li&gt;&lt;li&gt;&lt;strong&gt;FAL initiatives
should be sensitive to culture&lt;/strong&gt;: FAL initiatives rely on stakeholders and
communities of users. Staying mindful of the professional and organizational
cultures within a country may provide the initiative with a source of community
support which may become a sustainability strategy.&amp;nbsp; Further, integrated or parallel social
networking platforms can play an essential role in community-building around
the FAL initiatives and can also serve as another source of content in
resource-scarce environments.&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Find your users,
match their needs&lt;/strong&gt;: Project goals and appropriate strategies should be based
on an in-depth understanding of the needs of those using the FAL initiative. As
the sustainability chain suggests, when FAL initiatives produce positive
outputs and outcomes, stakeholders will reinvest in the initiative to ensure
its sustainability. If a user’s needs are effectively met by an FAL initiative,
this group can provide either the resources or impetus for its continued
success. Identifying who your users are and staying aware of their needs is a
good way to secure reinvestment into the project.&lt;/li&gt;&lt;li&gt;&lt;strong&gt;FAL initiatives
should diversify funding sources&lt;/strong&gt;: This may be easier said than
done — reinvestment can be the most challenging aspect of sustaining a FAL
initiative. Early on, initiatives that receive donor-based funding benefit
substantially upon investment. However, these initiatives are put at
significant risk once initial seed funding has been depleted. Similarly, FAL
initiatives that partnerships with other during their start up phase face
similar fates as securing long-term service delivery can become a challenge.
Possible funding sources included throughout the study include, among others:
government, international development agencies or NGOs, the judiciary, law
societies and the sale of value-added services.&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In addition to these good practices, this study has emphasized
the role the that the FALM has played in helping redefine online legal information as a public good. Each
of the case studies demonstrates in a unique way the value openness plays in a
legal information ecosystem, and how a robust digital legal information commons can be of
benefit to users. Traditionally, the legal information market has been dominated by a select
number of commercial players. In response, the FALM has created an important
transnational space within which conversations around the provision of and
access to legal information as a political right &lt;em&gt;rather&lt;/em&gt; than a commodity to be bought and sold
can take place. Encouragingly, governments in the Global South are catching and FAL initiatives from the South have proven to be immense sources of innovation in their own right. In Indonesia, for example, FAL initiatives have laid the
groundwork for emerging government initiatives that are now&amp;nbsp; prioritizing the provision of free, online access to legal and other government information. Today, I believe that we are witnessing an important paradigm
shift as governments are beginning to recognize that “access” to legal information is a
right to be held by the public.&lt;/p&gt;
&lt;p&gt;Despite such headway, it is needless to say that FAL initiatives in the Global South
continue to face immense sustainability challenges. However, it is hoped that this
study can provide some practical insights for emerging initiatives
and partnerships. However, as more FAL initiatives begin entering into the next
stage of maturity and growth, it is more important than ever that they are
able to adapt to adverse environmental changes and form
long-lasting partnerships with information sources within government. Most
importantly, FAL initiatives must remain dynamic and responsive to users’
needs. To do so, they must be able to tailor and expand their services, offerings
and user-base. To secure their sustainability and relevance in the long term, they must also be continuously strengthening their ties and maintain open communication flows with
users. &amp;nbsp;If FAL initiatives are able to successfully make the
transition from being supply side initiatives to becoming demand driven services,
the FALM will be well-positioned for another decade of sustainable growth.&amp;nbsp;&lt;/p&gt;

Its primary mandate is upbringing Wikipedia editors by outreach, creating primary resources for sources of reference in multiple ways that lead to enrich Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;From a technical institution, Kalinga Institute of Industrial Technology has grown to a multidisciplinary world class University. KIIT University is a world class university spread over 25 sq. km. of land accommodating 20 sprawling wi-fi campuses with 10 million sq.ft. built up area. The university has 25 constituent schools offering more than 100 programmes. Being accredited by NAAC of UGC and NBA of AICTE, KIIT has 20,000 students pursuing under graduate and post graduate studies in the fields of Engineering, Computer Application, Management, Rural Management, Law, Biotechnology, MBBS, M.D., BDS, Nursing, Fashion Technology, Cinema &amp;amp; Media Studies and Languages. But on the other side students ofter access and use Wikipedia for their assignment work despite of the non acceptance of Wikipedia content by the teacher community. The primary reason of Wikipedia's factual errors in many Indic related articles being Wikipedia's low contribution from the global south needs more contribution. Academicians and subject experts who are in charge of building the infrastructure of providing free knowledge to everyone often were stuck because of this setback.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This led to an conjugation of subject experts and Wikimedia contributor communities to set up a system called Wikipedia Education Program (WEP) where editing, correcting and enhancing Wikipedia articles become part of the curriculum.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;To begin with the students in different schools at KIIT University the local Wikipedia community with the support from CIS-A2K is going to conduct classroom Wikipedia workshops to pilot Wikipedia contribution. KIIT University would be one of world's few universities to pilot student Wikipedia contribution as part oftheir curricula in any regional language.&lt;/p&gt;

&lt;p&gt;A Kannada Wikipedia orientation workshop was held at the&amp;nbsp;Entrepreneurship Centre, SID, Indian Institute of Science, Bengaluru on 26 November, 2017. The day long event was aimed at adding content to Kannada Wikimedia projects on topics such as ecology, environment, wildlife and sciences of Karnataka. The event was organised by&amp;nbsp;Gubbi Labs in conjunction with CIS-A2K. Gubbi Labs is a research collective and social collective run by environmental scientists. The event was attended was attended by 8 participants of which one member was female.&lt;/p&gt;
&lt;p&gt;The participants created six articles and expanded one article. The impact of this workshop was the fact that participants were made aware of the importance of open access data. It helped initiate another similar workshop in Mysuru. Upon sharing the idea for projects like Wiki Loves Butterfly Idea, a participant was interested in starting a project titled 'Wiki Loves Spiders'. We are hoping to take this project forward on Kannada Wikipedia.&lt;/p&gt;

        &lt;b&gt;In Sagara, Karnataka, a Kannada Wikipedia edit-a-thon is being planned to be organised during January 26-27.&lt;/b&gt;
        
&lt;p&gt;Kannada Wikipedia has turned 13 this year. Started in June 2003, the 
free Kannada-language online encyclopedia is one of the major resources 
in the language on the Internet. With over 19700 and even with many 
broader topics like art, literature, politics, science and culture 
covered in Kannada Wikipedia, there is significantly low content about 
Mechanical Engineering. Mechanical Engineering enthusiasts of the city 
are coming together to bridge this gap by creating and enhancing content
 in Kannada on the internet. Out of the three days, the whole day of the
 25th is dedicated for clicking pictures of historical places of the 
city which will additionally contribute to articles related to the city.
 The event is being organised by the Kannada Wikimedia community that 
voluntarily contributes to grow Kannada Wikipedia and several other 
Kannada Wikimedia projects, and the Centre for Internet and Society's Access to Knowledge programme. The edit-a-thon will
 include demonstration and practice sessions of input in Kannada script,
 basics of Wikipedia editing and its policies and guidelines, searching 
for references from various journals and notable books, and translation

The Pervasive Technologies project,                  conducted under a grant from the International                  Development Research Centre (IDRC), aims to conduct                  research on the complex interplay between low-cost                  pervasive technologies and intellectual property, in                  order to encourage the proliferation and development of                  such technologies as a social good. The Wikipedia                  project, which is under a grant from the Wikimedia                  Foundation, is for the growth of Indic language                  communities and projects by designing community                  collaborations and partnerships that recruit and                  cultivate new editors and explore innovative approaches                  to building projects.&lt;/p&gt;

&lt;li style="text-align: justify; "&gt;The Task Force on Artificial Intelligence was established by the Ministry of Commerce and Industry to leverage AI for economic benefits, and provide policy recommendations on the deployment of AI for India. Sneha &lt;a class="external-link" href="https://cis-india.org/raw/new-contexts-and-sites-of-humanities-practice-in-the-digital-paper"&gt;was published in Summer Hill, a journal published by Indian Institute of Advanced Study&lt;/a&gt;. In the essay, edited by Dr. Bindu Menon, Sneha draws upon excerpts from a study on the field of digital humanities and related practices in India, to outline the diverse contexts of humanities practice with the advent of the digital and explore the developing discourse around digital humanities in the Indian context. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The &lt;a class="external-link" href="https://cis-india.org/raw/dhai-inagural-conference-2018-puthiya-purayil-sneha-keynote"&gt;inaugural conference of the Digital Humanities Alliance of India &lt;/a&gt;(DHAI) was held at the Indian Institute of Management (IIM), Indore on June 1-2, 2018. &lt;li&gt;A &lt;a class="external-link" href="https://cis-india.org/a2k/marathi-wikipedia-symposium-at-gokhale-institute-of-politics-economics"&gt;strategic symposium&lt;/a&gt; on Marathi Wikipedia and its sister projects was conducted in April 2017. Subodh Kulkarni has shared the developments in a report.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Compiled a &lt;a class="external-link" href="https://cis-india.org/internet-governance/blog/cybersecurity-compilation-indian-context"&gt;compendium on cyber security&lt;/a&gt; from the Indian context. The document is a comprehensive source compiling all the cyber-security related regulations, policies, guidelines, notifications, executive orders, court rulings, etc. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;CIS &lt;a class="external-link" href="https://cis-india.org/internet-governance/blog/comments-from-the-centre-for-internet-and-society-on-renewal-of-net-registry-agreement"&gt;commented on the renewal of the .NET Registry Agreement&lt;/a&gt;. &lt;li style="text-align: justify; "&gt;The Telecom Regulatory Authority of India (TRAI) held a consultation on Free Data. &lt;span&gt;&lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/cis-submission-trai-consultation-free-data"&gt;CIS sent its comments to the 4 questions&lt;/a&gt;&lt;/span&gt; that TRAI posed: (a) need to have TSP agnostic platform to provide free data or suitable reimbursement to users; (b) whether such platforms need to be regulated by TRAI; (c) whether free data to users should be limited; and (d) any other issue related to the matter of consultation. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;IANA transition is a sham since it doesn't address the most important question - that of jurisdiction. &lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/jurisdiction-the-taboo-topic-at-icann"&gt;Pranesh Prakash has explored&lt;/a&gt; why the issue of jurisdiction is the most important question and why it remains unaddressed.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;On April 20, 2016, DNA carried a report on &lt;a href="http://www.dnaindia.com/india/report-pil-seeks-police-action-against-website-ads-on-escort-services-2204362"&gt;a PIL seeking action against advertisements for prostitution in newspapers and on websites&lt;/a&gt;. The report noted that the Mumbai Police had obtained an order from a magistrates court to block 174 objectionable websites. The Mumbai Police has not proceeded against any of the people who run these websites. CIS in a blog post &lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/list-of-blocked-escort-service-websites"&gt;has listed out 239 websites that were blocked by the government&lt;/a&gt;.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Wikipedia is the source for different kinds of knowledge for any one starting-off in a particular field of study. Indian languages are the default languages for study in classroom in India. In this light strengthening the quality of material available on Indian language Wikipedias is certain to have widespread tangible and intangible impact &lt;a class="external-link" href="http://cis-india.org/a2k/blogs/beyond-editor-count-assessing-quality-on-wikipedia"&gt;according to Tejaswini Niranjana&lt;/a&gt;. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;An extended survey of digital initiatives in arts and humanities practices in India was undertaken during the last year. Provocatively called 'mapping digital humanities in India', this enquiry began with the term 'digital humanities' itself, as a 'found' name for which one needs to excavate some meaning, context, and location in India at the present moment. &lt;a class="external-link" href="http://cis-india.org/raw/digital-humanities-in-india-concluding-thoughts"&gt;The final section has been published&lt;/a&gt;.&lt;/li&gt;

&lt;li&gt; As part of its project on mapping cyber security actors in South Asia and South East Asia, CIS conducted a series of interviews with cyber security 	actors. 	&lt;a href="http://cis-india.org/internet-governance/blog/desi-sec-cybersecurity-and-civil-society-in-india"&gt; The interviews were compiled and edited into one documentary &lt;/a&gt; . The film was produced by Purba Sarkar, edited by Aaron Joseph, and directed by Oxblood Ruffin features Malavika Jayaram, Nitin Pai, Namita Malhotra, 	Saikat Datta, Nishant Shah, Lawrence Liang, Anja Kovacs, Sikyong Lobsang Sangay and, Ravi Sharada Prasad. &lt;/li&gt;
&lt;/ul&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt; CIS conducted a 		&lt;a href="http://cis-india.org/accessibility/blog/report-on-training-using-espeak-tamil-with-nvda-training-tirunelveli"&gt; training on eSpeak Tamil Computing with NVDA in Tirunelveli &lt;/a&gt; in the month of June. Sixteen delegates attended the event.&lt;/li&gt;
&lt;li&gt;The 30th Session of the World Intellectual Property Organization's ("WIPO") Standing Committee on Copyright and Related Rights ("SCCR") was held 	from June 30 to July 3, 2015. CIS was unable to attend the meeting. However, CIS had 	&lt;a href="http://cis-india.org/a2k/blogs/statement-by-the-centre-for-internet-and-society-india-on-the-broadcast-treaty-at-sccr-30"&gt; a statement to make on negotiations on the Proposed Treaty for Broadcasting Organizations &lt;/a&gt; .&lt;/li&gt;
&lt;li&gt;The Ministry of Information and Broadcasting, Government of India had called for comments on the technical background paper prepared by the WIPO Secretariat in relation to the Broadcast Treaty.	&lt;a href="http://cis-india.org/a2k/blogs/comments-on-the-protection-of-broadcasting-organizations-technical-background-paper"&gt;CIS submitted its comments&lt;/a&gt; .&lt;/li&gt;
&lt;li&gt;Rohini Lakshané in a blog post &lt;a class="external-link" href="http://cis-india.org/a2k/blogs/joining-the-dots-in-indias-big-ticket-mobile-phone-patent-litigation"&gt;analysed&lt;/a&gt; the commonalities in 	big-ticket patent infringement lawsuits pertaining to mobile devices. &lt;/li&gt;
&lt;/ul&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt; Sumandro Chattapadhyay 		&lt;a href="http://cis-india.org/openness/blog/open-data-intermediaries-in-developing-countries"&gt; co-authored a report on open data intermediaries in developing countries &lt;/a&gt; . The report concluded by saying that consideration needs to be given to the presence of multiple intermediaries in an open data ecosystem, each of whom may 		possess different forms of capital to enable the use and unlock the potential impact of open data.&lt;/li&gt;
&lt;li&gt;Odia language Wikipedia has grown to 800k page views in a month. The Odia Wikipedia community gathered in Bhubaneswar on June 3 to celebrate Odia 	Wikipedia's 13&lt;sup&gt;th&lt;/sup&gt; anniversary. Subhashish Panigrahi &lt;a class="external-link" href="http://cis-india.org/openness/blog/opensource-subhashish-panigrahi-may-31-2015-odia-language-wikipedia-page-grows-to-800k-page-views-a-month"&gt;wrote about this&lt;/a&gt;.&lt;/li&gt;
&lt;li&gt;Sunil Abraham in an article titled 	&lt;a href="http://cis-india.org/internet-governance/blog/livemint-june-22-2015-sunil-abraham-the-generation-of-e-emergency"&gt; "The generation of e-Emergency" &lt;/a&gt; published by Livemint on June 22 argued that the next generation of censorship technology is expected to be 'real-time content manipulation' through 	ISPs and Internet companies.&lt;/li&gt;
&lt;li&gt;In two separate blog entries, Jyoti Panday provided insights into IANA Transition Stewardship &amp;amp; ICANN Accountability. The first part gives a 	&lt;a href="http://cis-india.org/internet-governance/blog/iana-transitition-stewardship-icann-accountability-1"&gt; background to the IANA transition and updates on the ensuing processes in an attempt to familiarise people with the issues &lt;/a&gt; at stake and the second part 	&lt;a href="http://cis-india.org/internet-governance/blog/iana-transition-stewardship-and-icann-accountability-2"&gt; provides an overview of submitted proposals and highlights the areas of concern that will need attention moving forward &lt;/a&gt; . &lt;/li&gt;
&lt;/ul&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt; Sumandro Chattapadhyay 		&lt;a href="http://cis-india.org/openness/blog-old/workshop-on-open-data-for-human-development-2015-06"&gt; co-designed and co-facilitated a workshop for government officials &lt;/a&gt; from Bhutan, Maldives, Meghalaya, Sikkim, and Tripura, on open data policy and implementation, organised by UNDP India. &lt;/li&gt;
&lt;li&gt; Shyam Ponappa in his 		&lt;a href="http://cis-india.org/telecom/blog/organizing-india-blogspot-shyam-ponappa-june-4-2015-unfettering-stranded-capacity"&gt; monthly column published in the Business Standard &lt;/a&gt; stated that government can't control market forces but can and must fix regulatory issues. &lt;/li&gt;

&lt;p style="text-align: justify; "&gt;Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and 	programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the 	National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The publication has been finalised and is being printed. The draft chapters and the quarterly reports can be accessed on the	&lt;a href="http://cis-india.org/accessibility/resources/national-resource-kit-project"&gt;project page&lt;/a&gt;. The second project is on developing text-to-speech software for 15 Indian languages. &lt;li style="text-align: justify; "&gt;Nehaa Chaudhari participated in a Stakeholders Consultation organized by the Planning Commission and the Ministry of Human Resource Development in New Delhi, February 21, 2014, on Mapping Institutions of Intellectual Property. She blogged about the outcome in a two-part series. The first part discusses establishment of a National Institute of Intellectual Property Rights and the second part deals with the documents introduced at the Stakeholders’ Consultation for India’s National Programme on Intellectual Property.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;For the first time in the history of Indian books, 10 Telugu books by a single author were released under Creative Commons license (CC-BY-SA 3.0). These books will be uploaded on Telugu Wikisource and converted into Unicode (searchable) text. This will ensure that these books are freely read, both online and offline in various formats like PDF, epub, mobi, text, etc. This is a major milestone initiative by CIS-A2K to make the sum of all knowledge in Telugu freely available to all Telugus over the internet.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;ICANN published a call for public comments on "Enhancing ICANN Accountability" in the wake of the IANA stewardship transition spearheaded by ICANN and related concerns of ICANN's external and internal accountability mechanisms. CIS submitted its comments.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;ICANN sought comments on the existing barriers to Registrar Accreditation and operation and suggestions on how these challenges might be mitigated. CIS sent its comments.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Vodafone, the world’s second largest mobile carrier released a report disclosing to what extent governments can request their customers’ data. Joe Sheehan analyses the report to tell us that if more companies were transparent about the level of government surveillance their customers were being subjected to then the public would press the government for stronger privacy safeguards and protections.&lt;/li&gt;

&lt;h2 style="text-align: justify; "&gt;&lt;a href="https://cis-india.org/accessibility"&gt;Accessibility and Inclusion&lt;/a&gt;&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India. We compiled the National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). We will be publishing this soon. The draft chapters along with the quarterly reports can be accessed on the &lt;a href="https://cis-india.org/accessibility/resources/national-resource-kit-project"&gt;project page&lt;/a&gt;. The second project is on developing text-to-speech software for 15 Indian languages.
