    <title>A Dialogue on "Zero Rating" and Network Neutrality</title>

        &lt;b&gt;Internet Governance Forum (IGF) 2015 will be held at Jao Pessoa in Brazil from November 10 to 13, 2015. The theme of IGF 2015 is Evolution of Internet Governance: Empowering Sustainable Development. The workshop on Zero Rating and Network Neutrality will be held on November 12, 2015 at IGF 2015. &lt;p style="text-align: justify; "&gt;Overview:&lt;br /&gt;The objective of this session is to provide the global Internet  community, and policymakers in particular, with an informed and balanced  dialogue on the complex Internet policy issue of “&lt;a href="https://en.wikipedia.org/wiki/Zero-rating" target="_blank"&gt;zero-rating&lt;/a&gt;.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The purpose of the session is to help others, in their respective  countries and locales, in their own analyses of Zero-Rating (ZR). The  session will promote access to expert insight and multistakeholder  community discussion. We encourage remote and in-person participation  and aim for complete diversity across stakeholder groups and  perspectives. As a main session, translation will be available in the  official UN languages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There are many different viewpoints on ZR, with some stakeholders  being completely against the practice to others being fully supportive.  In the open discussion leading up to this session, it has become  apparent that some stakeholder approaches to ZR are more nuanced and  varied than “for or against.” The session will consider the full  spectrum of views.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the case where ZR is advanced as a means to drive Internet access  and narrow the digital divide, this session will also explore  alternative approaches, such as the use of community networks.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Agenda:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The agenda is currently being developed between organizers and  moderators. Based upon list discussion to date, the session will involve  the following elements:&lt;/p&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt;
&lt;p&gt;Introduction and Opening - After a brief introduction by the session  organizers, the lead moderator will ask expert speakers to provide a  brief description of how they view ZR.&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt;
&lt;p&gt;Multistakeholder, expert dialogue - A moderated discussion on  zero-rating amongst experts holding different positions and  perspectives. The discussion will be based upon policy questions  contributed from the community.&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt;
&lt;p&gt;Community questions and discussion - Remote and in-person  participants will be invited to pose questions to the experts, as well  as to engage in guided discussion on topics raised.&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt;
&lt;p&gt;Alternatives - Alternatives to zero-rating as a means to advance  access, such as community networks, will be explained and illustrated.&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt;
&lt;p&gt;Contributions from relevant IGF workshops - A handful of workshops at  this year’s IGF will consider zero-rating. Organisers or participants  from these workshops will be invited to contribute a readout to the  session.&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
&lt;p style="text-align: justify; "&gt;Policy Questions:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Based upon submissions from the community, below are examples of the policy questions that will be addressed during the session:&lt;/p&gt;
&lt;ol style="text-align: justify; "&gt;
&lt;li&gt;
&lt;p&gt;Please describe ZR as you see it in 90 seconds.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;Under what circumstances are there benefits of ZR? What are the  benefits? Under what circumstances are there detriments from ZR? What  are the detriments?&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;Is all zero-rating bad? Or are there business models of ZR that are  good? Should the bad models be regulated? should the good models be  regulated? How?&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;Is ZR an anti-competitive business practice, or does ZR enhance competition?&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;Does a focus on Zero-Rated Internet access in developing countries  divert government attention and investment away from other efforts to  enhance access?&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;In those countries which have banned zero rating, what has been the impact?&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;Does ZR limit or skew end-user behavior? If so, how? Is this effect  different from that of other free offerings over the Internet?&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;
&lt;p&gt;What are your thoughts,, for example, the following hypothetical:  Imagine that Developer says to Consumer, "Send me your Internet bill at  the end of the month. If you are being charged $Y/MB, and you consume Z  MB of our service, we will send you a check for $Y*Z or simply reduce  your bill with us by that amount.&lt;/p&gt;
&lt;/li&gt;
&lt;/ol&gt;&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;How should regulators / governments address the potential tension  between expanding Internet connectivity and the desire for “pure net  neutrality?”&lt;/p&gt;
&lt;/li&gt;
&lt;/ol&gt;

Participant  interventions in the session will consist of questions, at two  structured points in the session. Floor moderators will collect the  questions, and will consult with the panel remote moderator to ensure  that remote questions are considered, as the moderators select for  stakeholder balance and remote representation. Remote participant  questions will be read into the session in English or Spanish by the  remote moderator, to avoid 'transaction cost' (time and possible  connection difficulties).&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;Available online at or.wikisource.org, it not just provides readers to free and open access to text that are out of copyright or available under free license, but also allows them to contribute in either digitizing copyright-free text or correcting mistakes made by others.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;"Last year the Wikimedia community in Odisha did a remarkable job in bringing as many as 141 books by multiple authors relicensed under free licenses like CC-BY/CC-SA", said Centre for Internet and Society's Programme Officer Subhashish Panigrahi.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;In a  nutshell, it not just provides free and open access to readers to access  text that are out of copyright or available under free license, but  also allows them to contribute in either digitizing copyright-free text  or correcting mistakes made by others. All the contributors to the  project are volunteers and are fondly called "uikiali" in Odia. These  volunteers follow certain guidelines to check through the content  digitized by others to make sure there is no copyrighted text posing  copyright violation, correct typos and other grammatical mistakes and  incorrect attribution. Authors and copyright holders are also encouraged  to provide permission in re-licensing their work under free licenses  like CC-BY/CC-by-SA licenses so that some of their content becomes  available online and fill the large gap of the Odia books online to some  extent. "Last year, the Wikimedia community in Odisha did a remarkable  job in bringing as many as 141 books from multiple authors relicensed  under the above mentioned licenses" said the Centre for Internet and  Society's Programme Officer Subhashish Panigrahi. "Where we, as an  institution, could play a role in reaching out to many authors and  convincing them for a small contribution to the society" added  Panigrahi.&lt;/p&gt;

I try  to buy some time from personal and office time to continue my  contribution. Afterall, I started from an all time Odia classic  “Cha'mana Athaguntha” by Fakir Mohan Senapati”. Many important books  that are out of copyright are making their appearance on the Odia  Wikisource. “Wikisource is different than Wikipedia as the former &amp;nbsp;is  published writing reublished online where on Wikipedia it is more of  aggregating information published elsewhere in an encyclopaedic manner”,  says Dr. Subas Chandra Rout, a long time Wikimedian.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Odia Wikisource's administrator Mrutyunjaya Kar welcomes everyone  taking interest in Odia library movement in particular and Odia language  in general to join this event that is being held at the Institute on  Management of Agricultural Extension (IMAGE), Siripura, Bhubaneswar at 5  pm tomorrow.&lt;/p&gt;

    <title>India and France to Digitise Manuscripts, Artworks &amp; Archives</title>

        &lt;b&gt;The Indian and French governments have signed a memorandum of understanding (MoU) which will assist in technical knowledge sharing, competency, skill building and cultural exchange between the two countries, as per a PIB release. &lt;/b&gt;
        
&lt;p&gt;This was &lt;a class="external-link" href="http://www.medianama.com/2015/10/223-india-france-manuscript-digitisation/"&gt;published by Medianama&lt;/a&gt; on October 29, 2015. CIS memorandum of understanding (MoU) with Goa University was mentioned.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify;"&gt;The MoU will assist a program on digitisation of old manuscripts and documents, which began in France 7 years ago. The Ministry of Culture will benefit from this and build a national  virtual library in India, which will store and share manuscripts,  archives and artworks. This library will also link and share all  knowledge resources from various Indian and French government institutes  and organisations.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The French government is also keen on sorting and deciphering its  collection of thousands of Indian documents in Sanskrit, Tamil and other  Indian languages with the help of the Indian government, which also  incidentally includes correspondence between Rabindranath Tagore and  French scholar Sylvan Levin.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;NMM digitised over 30 lakh manuscripts last year&lt;br /&gt; &lt;/strong&gt;In March, we &lt;a href="http://www.medianama.com/2015/03/223-goi-body-national-mission-for-manuscripts-has-digitised-3-million-manuscripts/"&gt;reported&lt;/a&gt; that the 12 year old government body &lt;a href="http://www.namami.org/"&gt;National Mission for Manuscripts&lt;/a&gt; (NMM) had digitised over thirty lakh manuscripts and 18,588,390 pages  in all as of 31 December 2014. Mahesh Sharma, Union Minister of State  for Culture, Tourism &amp;amp; Civil Aviation said that the &lt;a href="http://nationalarchives.nic.in/"&gt;National Archives of India&lt;/a&gt; (NAI) was set to digitise another 1,100,000 historic records.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Previous digitisation initiatives:&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify;"&gt;In November 2014, around 55 books written by the Indian author and activist Niranjana in Kannada &lt;a href="http://www.medianama.com/2014/11/223-55-books-by-kannada-author-niranjana-being-digitized-released-on-kannada-wikisource/"&gt;would be digitized&lt;/a&gt; and made available on Kannada Wikisource, allowing Kannada speakers to access these books easily.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;In October 2014, the Ministry of Culture &lt;a href="http://www.medianama.com/2014/10/223-digital-repository-for-indian-museums/"&gt;launched a national portal&lt;/a&gt; for museums. Collections in all museums under its control and those under the &lt;a href="http://asi.nic.in/"&gt;Archaeological Survey of India&lt;/a&gt; (ASI) will be digitized and presented on this portal.&lt;/li&gt;
&lt;li&gt;In July 2014, the Department of Biotechnology and Department of Science and Technology &lt;a href="http://www.medianama.com/2014/07/223-government-open-access-policy/"&gt;released the draft of Open Access Policy&lt;/a&gt; under the Ministry of Science and Technology.&lt;/li&gt;
&lt;li&gt;In September 2013, Goa University &lt;a href="http://www.medianama.com/2013/09/223-goa-university-partners-cis-india-to-build-konkani-wikipedia/"&gt;entered into a 3 year MoU&lt;/a&gt; with the Centre for Internet and Society for building the Konkani Wikipedia.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;In June 2013, Tata Communications Media Services &lt;a href="http://www.medianama.com/2013/06/223-tata-communications-to-digitise-historical-documents-in-india-report/"&gt;planned to digitize documents&lt;/a&gt; of historical and cultural significance such as films and documentaries  from the archives of Doordarshan and Films Division of India which go  back to 1947 including speeches of India’s first Prime Minister  Jawaharlal Nehru and other leaders.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;In May 2013, Punjabi Sahitya Akademi Reference Lab &lt;a href="http://www.medianama.com/2013/05/223-punjabi-sahitya-akademi-digitizing-old-manuscripts-for-online-archival/"&gt;scanned and saved&lt;/a&gt; around 1,000 manuscripts, stone-printed scripts, poetry books on  computer hard discs, adding that the digitized editions will be  available across the globe through the internet.&lt;/li&gt;&lt;/ul&gt;

There have been crucial public debates on the violation of digital privacy of individuals and institutions, discussions on India’s national policy on access to knowledge rights, and re-examination of bans on access to internet services imposed by various state governments in India. CIS kept itself engaged with research on these topics from a public interest perspective. &lt;li&gt;NVDA team &lt;a href="http://cis-india.org/accessibility/blog/report-on-use-of-espeak-bengali-with-nvda"&gt;conducted a training programme&lt;/a&gt; in West Bengal in the month of September. Fourteen delegates attended the programme. Nirmal Verma was the trainer.&lt;/li&gt;
&lt;li&gt;Nehaa Chaudhari &lt;a href="http://cis-india.org/a2k/blogs/national-ipr-policy-series-quick-observations-on-the-leaked-draft-of-the-national-ipr-policy"&gt;authored an article&lt;/a&gt; that provides insights into the final draft of India’s National IPR Policy.&lt;/li&gt;
&lt;li&gt;Odia Wikisource celebrated its first anniversary in Bhubaneswar. The  event was prominently covered in various news channels. Subhashish  Panigrahi &lt;a href="http://cis-india.org/a2k/blogs/mybhubaneswar-october-25-2015-subhashish-panigrahi-odia-wikisource-celebrates-its-first-anniversary-in-bhubaneswar"&gt;wrote a blog post&lt;/a&gt;.&lt;/li&gt;&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;In 2013, the interview project “WikipediansSpeak” was launched in  response to observations that many noteworthy Wikimedians were being  underrepresented both locally and globally. For improving their  visibility and reach, CIS-A2K &lt;a href="http://cis-india.org/a2k/blogs/wikimedia-blog-october-9-2015-subhashish-panigrahi-telugu-library-catalog-project-wikipedians-speak"&gt;interviewed Telugu Wikimedian Viswanadh B.K&lt;/a&gt;.&lt;/li&gt;&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;CIS &lt;a href="http://cis-india.org/internet-governance/crowdsourcing-incidents-of-communication-privacy-violation-in-india"&gt;initiated an effort&lt;/a&gt; to crowdsource incidents of violation of digital, online and telephonic  privacy of persons and organizations in India and shared the full list  of public incidents under CC-BY-SA international license.&lt;/li&gt;&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;Sunil Abraham &lt;a href="http://cis-india.org/internet-governance/blog/the-week-november-1-2015-sunil-abraham-connected-trouble"&gt;wrote a column in the Week&lt;/a&gt; telling readers that internet of things phenomenon is based on a  paradigm shift from thinking of the internet merely as a means to  connect individuals, corporations and other institutions to an internet  where all devices in (insulin pumps and pacemakers), on (wearable  technology) and around (domestic appliances and vehicles) humans beings  are connected.&lt;/li&gt;&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;Pranesh Prakash, Padmini Baruah and Jyoti Panday &lt;a href="http://cis-india.org/internet-governance/blog/do-we-need-a-unified-post-tranistion-iana"&gt;wrote a blog post&lt;/a&gt; that questions the division of the three IANA functions — names,  numbers and protocols — given that there is no no real technical  stability to be gained from a unified Post Transition IANA.&lt;/li&gt;&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;CIS &lt;a href="http://cis-india.org/internet-governance/blog/global-multistakeholder-community-neither-global-nor-multistakeholder"&gt;analysed five main mailing lists&lt;/a&gt; where the IANA transition plan was formulated. The research found that  the discussions around IANA transition have not been driven by the  “global multi-stakeholder community”, but mostly by males from industry  in North America and Western Europe.&lt;/li&gt;&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;In recent months, there was a spree of bans on access to Internet  services in Indian states, for different reasons. State governments  relied on Section 144 of Criminal Procedure Code for imposing the bans.  Geetha Hariharan and Padmini Baruah in a &lt;a href="http://cis-india.org/internet-governance/blog/the-legal-validity-of-bans-on-internet-part-i"&gt;blog post&lt;/a&gt; argued that Section 69A of the Information Technology Act, 2000 should  be evoked if necessary and not that of the Criminal Procedure Code.&lt;/li&gt;
&lt;li&gt;Zero Draft of the UN General Assembly's Overall Review of implementation of WSIS Outcomes was released on October 9. CIS &lt;a href="http://cis-india.org/internet-governance/blog/comments-on-the-zero-draft-of-the-un-general-assembly2019s-overall-review-of-the-implementation-of-wsis-outcomes-wsis-10"&gt;responded to the call with its comments&lt;/a&gt;.&lt;/li&gt;
&lt;li&gt;Shyam Ponappa’s &lt;a href="http://cis-india.org/telecom/blog/business-standard-october-1-2015-shyam-ponappa-digital-india-now-to-work"&gt;monthly column published in the Business Standard&lt;/a&gt; talks about Digital India and the Prime Minister’s visit to the Silicon Valley.&lt;/li&gt;&lt;/ul&gt;

&lt;li&gt;CIS has announced the Internet Researchers’ Conference (IRC 2016), an annual conference series.         &lt;b&gt;Mangalore based cultural centre Maand Sobhaann has recently relicensed 3 of their publications under a free license so that the books could be digitised on Konkani Wikisource and enrich Konkani Wikipedia.&lt;/b&gt;
        
&lt;p&gt;&lt;a class="external text" href="http://www.manddsobhann.org/" rel="nofollow"&gt;Mannd Sobhaann&lt;/a&gt;,
 a private organisation working for unification of Konkani people around
 the world, preservation and promotion of Konkani language and culture, 
has recently relicensed 3 of their published books under a &lt;a class="external text" href="https://creativecommons.org/licenses/by-sa/4.0" rel="nofollow"&gt;CC-by-SA 4.0&lt;/a&gt;
 license. Erik Ozario, founder of the organisation has kindly permitted 
to open these books under free license so they get digitised on &lt;a class="external text" href="https://wikisource.org/wiki/Main_Page/Konkani"&gt;Konkani Wikisource&lt;/a&gt; and contribute in enriching the &lt;a title="w:gom:मुखेल पान" class="extiw" href="https://en.wikipedia.org/wiki/gom:%E0%A4%AE%E0%A5%81%E0%A4%96%E0%A5%87%E0%A4%B2_%E0%A4%AA%E0%A4%BE%E0%A4%A8"&gt;Goan Konkani Wikiepdia&lt;/a&gt;. Thanks to Wikimedian &lt;a title="en:User:Outofindia" class="extiw" href="https://en.wikipedia.org/wiki/User:Outofindia"&gt;Harriet Vidyasagar&lt;/a&gt; for her help in acquiring these books. The three books that are relicensed are Konkani pustakaam, a compilation of Konkani books published for last century; Prabhaav, compilation of Konkani stories and writers; and another book containing compilation of songs in praise of Jesus.&lt;/p&gt;
&lt;p&gt;Mannd Sobhaann as an organisation has been quite instrumental in 
taking Konkani language to masses. They have opened up a space called 
Kalangan in Mangalore for Konkani speakers to gather and organise 
various language and cultural celebrations. They have published 13 books
 and 23 music albums on Konkani language and culture. Their publication 
and association of them will hopefully lead to better the Konkani 
Wikimedia projects and unite the Konkani speakers in Mangalore and Goa 
to grow the Wikimedia community.&lt;/p&gt;
&lt;p&gt;CIS-A2K's work with the Konkani Wikipedia received a boost when two prominent organisations working for popularisation and conservation of Konkani culture, Maand Sobhaan and World Konkani Centre decided to join hands with us. They have agreed to not only host GLAM (unleashing cultural data by institutional partnership with galleries, libraries, archives and museums) activities at their premises and the proposed museum at Maand Sobhaan but by donating three invaluable books to be released under CC-BY-SA license have paved the way for introduction of new content and also provided sources for citation and reference.&lt;/p&gt;
&lt;p&gt;These organisations have worked relentlessly in their own capacity to spread the Konkani language, culture, aspects of life and introduce prominent personalities that have worked to promote Konkani language. Their association with the Konkani Wikimedia projects is a sure way of not only addition of content but leads to the definite possibilities of increase in readers, increase in editors. A2K has proposed to digitise their archives which contains invaluable resources (audio, video and text) that shall be of immense help in growing Konkani Wikimedia projects.&lt;/p&gt;
&lt;p&gt;By securing the help of these organisations, CIS-A2K has been able to spread the utility and functionality of Konkani Wikipedia from Goa to Mangalore. CIS-A2K is also considering to conduct and organise events that bring in institutions and organisations from different Konkani speaking parts of India together.&lt;/p&gt;

        &lt;b&gt;Here is a round-up of events held at the University of Otago over Open Access Week. Subhashish Panigrahi made a presentation for the staff members of libraries across New Zealand. The event was organised by the University of Otago.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;From 3-4pm&amp;nbsp;Subhashish Panigrahi [&lt;a href="https://twitter.com/subhapa"&gt;@subhapa&lt;/a&gt;], based in Bangalore, described the concept of &lt;a href="https://blogs.otago.ac.nz/openotago/2015/10/06/how-to-do-guerilla-glam/" target="_blank"&gt;How to do Guerrilla GLAM&lt;/a&gt;.&amp;nbsp;&amp;nbsp;Given the emergence of Wikipedian in Residence projects overseas and at particular institutions in NZ&amp;nbsp;(see a &lt;a href="https://www.youtube.com/watch?v=3b8X2SQO1UA&amp;amp;index=1&amp;amp;list=PLitfMzpMy7R93xPXqURuog_ahAwTq8hQO" target="_blank"&gt;recent panel at NDF 2015&lt;/a&gt;), we were intrigued by what he had to say.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;It was an interesting session which generated much discussion. For  those of us in NZ where we are fortunate to have institutions where  there is a relatively high rate of access to collections – I’m thinking  even at the library catalogue level – the thought that&amp;nbsp;guerrilla  activity may be necessary to surface collection items without the  intervention of institution staffers may be&amp;nbsp;surprising and possibly  confronting! Subhashish&amp;nbsp;did stress this guerrilla activity in no way  violates copyright or licencing agreements,&amp;nbsp;but seeks&amp;nbsp;to make cultural  items in GLAMs openly available to the public, where possible by  partnering with institutions. The fact that many institutions do not  have the resources to digitize cultural items, he posits, leaves the  door open for guerrilla activity by skilled volunteers.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;One participant in the&amp;nbsp;session succinctly described Guerrilla GLAM as  being&amp;nbsp;self-authorizing activity vs institutional authorizing activity. I  understand&amp;nbsp;this to mean that rather than institutions engaging their  own staff or volunteers, or crowd sourcing new volunteers to digitise  their content, the Guerilla GLAMers come to them.&amp;nbsp;There may well be  communities in NZ or small GLAMs that have no digital record of their  collections. Communities and institutions in this situation may well  find it helpful to engage some interested Guerrilla GLAMers to help them  out.&lt;/p&gt;

        &lt;b&gt;The Centre for Indian Languages in Higher Education (CILHE) is conducting a two-day workshop on Digital Annotation and Content Generation with research scholars at KSP Women’s Studies Centre, Pune on October 30-31, 2015.&lt;/b&gt;
        
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Day 1:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;As part of this&amp;nbsp;workshop, we will be working
 with &lt;a class="external-link" href="http://www.annotationstudio.org/"&gt;Annotation Studio&lt;/a&gt;&lt;span class="_Tgc"&gt;, &lt;/span&gt;a set of collaborative web-based and open source
annotation tools that allows users to share texts and annotate them 
simultaneously. For the educator, it enables tracing points of 
engagement with the text, identifying which paragraphs generate most 
interest and why, and learn how readers understand the argument of the 
text based on marking of tags. For the student, digital annotation is an
 interesting exercise in close analytical reading, responding to 
feedback, and building an argument.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Day 2:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The second day will be spent in understanding about generating
 encyclopedic content on Wikipedia. We will engage the participants in annotating key
 Women’s Studies texts and create well-referenced entries on various Indian language Wikipedia projects.&lt;/p&gt;

        &lt;b&gt;Odia Wikisource, a sister project of Odia Wikipedia and a free online Odia-language library is celebrating its first anniversary in Bhubaneswar tomorrow i.e., 25th October, 2015. &lt;/b&gt;

&lt;p style="text-align: justify;"&gt;Available online at &lt;a href="https://or.wikisource.org/"&gt;or.wikisource.org&lt;/a&gt;, the project finally went live in last year on October 20 after being incubated over two years.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In a nutshell, it not just provides free and open access to readers  to access text that are out of copyright or available under free  license, but also allows them to contribute in either digitizing  copyright-free text or correcting mistakes made by others.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;All the contributors to the project are volunteers and are fondly  called “uikiali” in Odia. These volunteers follow certain guidelines to  check through the content digitized by others to make sure there is no  copyrighted text posing copyright violation, correct typos and other  grammatical mistakes and incorrect attribution.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Authors and copyright holders are also encouraged to provide permission in re-licensing their work under free licenses like &lt;a href="https://creativecommons.org/licenses/by/2.0/"&gt;CC-BY&lt;/a&gt;/&lt;a href="https://creativecommons.org/licenses/by-sa/3.0/us/"&gt;CC-by-SA&lt;/a&gt; licenses so that some of their content becomes available online and fill the large gap of the Odia books online to some extent.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;img src="https://cis-india.org/home-images/copy_of_OdiaWikisource.jpg/@@images/adc19f07-3071-4965-bd45-41802a86f038.png" alt="null" class="image-inline" title="Odia Wikisource" /&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Last year, the Wikimedia community in Odisha did a remarkable job in bringing as many as 141 books from multiple authors relicensed under the above mentioned licenses where we, the Centre for Internet and Society’s Access To Knowledge program, as an institution, could play a role in reaching out to many authors and convincing them for a small contribution to the society.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Pankajmala Sarangi, the most active contributor to the project  elaborated saying, there is a great dearth of Odia books online. I try  to buy some time from personal and office time to continue my  contribution. After all, I started from an all-time Odia classic “&lt;a href="https://or.wikisource.org/wiki/Index:Chha_mana_atha_guntha.pdf"&gt;Cha’mana Athaguntha&lt;/a&gt;” by &lt;a href="https://or.wikipedia.org/wiki/Fakir_Mohan_Senapati"&gt;Fakir Mohan Senapati&lt;/a&gt;”.&lt;/p&gt;
&lt;p style="text-align: justify;" class="callout"&gt;“The Odia language classics could now be read from phones, tablets and of course from computers”&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Many important books that are out of copyright are making their appearance on the Odia Wikisource. “Wikisource is different than Wikipedia as the former is published writing republished online whereas on Wikipedia it is more of aggregating information published elsewhere in an encyclopaedic manner”, says Dr. Subas Chandra Rout, a long time Wikimedian.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Odia Wikisource’s administrator Mrutyunjaya Kar welcomes everyone taking interest in Odia library movement in particular and Odia language in general to join this event that is being held at the Institute on Management of Agricultural Extension (IMAGE), Siripura, Bhubaneswar at 5 pm tomorrow.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;"On 19 October 2015, over 50 experts from foreign and Indian think tanks, business leaders from India, and government representatives from the G20 countries will gather at Gateway House in Mumbai to discuss issues of global economic governance and foreign economic policy at India’s first Think20 (T20) meeting. The keynote address for the meeting, “Global Economy and Challenges for Multilateral Policies” will be delivered by Dr. Raghuram Rajan, Governor, Reserve Bank of India. This is a Think-20 (T20) regional consultation meeting. The G20 is a multilateral forum comprising the world’s 20 major economies, and is recognized as the “premier global economic governance platform”. This year, Turkey is the president of the G20 forum (2015). The T20 is an official sub-forum of the G20 process, responsible for contributing ideas and research to the G20 on global economic issues.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The T20 Mumbai event will be co-hosted by Gateway House, in collaboration with the leading Turkish think tank – Economic Policy Research Foundation of Turkey (TEPAV). TEPAV is the official Turkish Think Tank responsible for coordinating the activities of the T20 in 2015 with think tanks from all the G20 member countries.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;India will join the T20 group for the first time, by hosting the meeting in Mumbai, and Gateway House is honoured to initiate this select event. Observations and recommendations from the dialogue will be officially submitted to the Turkish G20 presidency, and incorporated into the discourse for the G20 Leaders Summit scheduled for 15-16 November, 2015, Antalya, Turkey."&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;This meeting is significant for India: it reinforces India’s role as a key participant in multilateral economic fora and contributor of solutions for global economic issues...&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Participants will include Gateway House members comprising business leaders and individuals from India. The Indian government will be represented by the Ministry of Finance, Ministry of External Affairs, the Reserve Bank of India, and EXIM Bank. Diplomatic representation is expected from G20 countries, SAARC countries and several multilateral financial institutions.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The sessions will commence with a keynote by Dr. Raghuram Rajan, Governor, Reserve Bank of India, followed by a joint think tank and business session on the impact of geopolitics and business. Starting at noon will be five working sessions for the think tank experts to discuss a range of global economic issues under the G20 mandate such as global trade and investments, inclusive business models, financing sustainable infrastructure and building skills for a technology and services-driven economy."&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;The problem of creating meaningful and sustainable employment opportunities in today's technology­-mediated global economy is not simply one of skill­-enabling the existing and emerging workforce to take part in the growing service sector.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;It is crucial to recognise that the contemporary growth of service sector in economies across countries is being fundamentally shaped by access to technology, and access to information and services via technological devices and networks.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;A key barrier to effective access to technology in the developing world is the rent­-seeking business strategies that permeate global technological industries: from technologies of communication, to those of agriculture, to those of medicine.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Apart from removing such barriers, global and national strategies towards skill development for achieving meaningful and sustainable employment must focus on two things: 1) enabling self-­learning through open educational resources, and  public infrastructures supporting the same, and 2) a broad­-based national innovation system that incentivises businesses to create and effectively use intellectual properties, as appropriate for the local context.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Skill­-enabling of new entrants to the labour market (or existing one) must not be understood in terms of special purpose vocational training, that is narrow education for presently existing job opportunities. Neither can online self­-learning programmes succeed without building public infrastructures for social learning.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Various recent commentators, most famously The Economist, have flagged the ineffectiveness, and even negative impacts, of the global intellectual property rights regime. An effective and democratic national innovation system must neither treat innovation in a sector­-specific manner, nor as a general strategy driven by the needs of particular industries in a particular stage of their development of operations and IP ownership.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Skilling of the existing and emerging workforce must enable them to take part in the global knowledge economy, and its technological basis, in a holistic way.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Openness in policy-­making and collaborative implementation, not only between public and private agencies but also between public agencies, are absolutely essential for the success of any such initiative to develop skills of the national workforce.&lt;/li&gt;&lt;/ul&gt;
