Subhashish Panigrahi (@subhapa) is an educator, author, blogger, Wikimedian, language activist and free knowledge evangelist based in Bengaluru (often called Bangalore), India. After working for a while at the Wikimedia Foundation’s India Program he is currently at the Centre for Internet and Society‘s Access To Knowledge program. He works primarily in building partnership with universities, language research and GLAM (Gallery, Library, Archive and Museums) organizations for bringing more scholarly and encyclopedic content under free licenses, designs outreach programs for South Asian language Wikipedia/Wikimedia projects and communities. He wears many other hats: Editor for Global Voices Odia, Community Moderator of Opensource.com, and Ambassador for India in OpenGLAM Local. Subhashish is the author of a piece “Rising Voices: Indigenous language Digital Activism” in the book Digital Activism in Asia Reader.

Google’s OCR and its use by Wikimedians in South Asia

Some time back on the OCR project support network, Google had announced that the Google drive could be used for Optical Character Recognition (OCR). The software now works for over 248 world languages (including all the major South Asian languages). Though the exact pattern of development of the software is not clear, some of the Wikimedians reported that there is improvement over time in the recognition of their native languages Malayalam and Tamil. The recent encounter has been with a simple, easy to to use and robust software that can detect most languages with over 90% accuracy.

The OCR technology extracts text from images, scans of printed text, and even handwriting to some extent, which means that the text can be extracted pretty much from any old book, manuscript, or image. This certainly brings hope to most Indian languages as there is a lot to digitize. Most of the major Indian languages have plenty of non-digitized literature and the existing OCR systems are not as good as Google when so many languages are concerned as a whole.

Google’s OCR engine is probably using aspects of Tesseract, an OCR engine released as free software, or OCRopus, a free document analysis and optical character recognition (OCR) system that is primarily used in Google Books. Developed as a community project during 1995-2006 and later taken over by Google, Tesseract is considered one of the most accurate OCR engines and works for over 60 languages. The source code is available on GitHub.

The OCR project support page offers additional details on preserving character formatting for things like bold and italics after OCR in the output text.

When processing your document, we attempt to preserve basic text formatting such as bold and italic text, font size and type, and line breaks. However, detecting these elements is difficult and we may not always succeed. Other text formatting and structuring elements such as bulleted and numbered lists, tables, text columns, and footnotes or endnotes are likely to get lost.

The user-end interaction of the OCR software currently is rather simple. The user has to upload an image of the scan in any image format (.jpg, .png, .gif, etc.) or PDF to the Google Drive. Upon completion of the uploading, opening the file in Google Drive shows both the image and the converted text in the same document.

One of the most popular free and open digitization platforms, Wikisource currently hosts hundreds or thousands of free books which are either out of copyright or under Creative Commons licenses (CC-by or CC-by-SA) allowing users to digitize.

While OCR works quite well for Latin based languages, many other scripts do not get OCRed perfectly. So, the Wikisourcers (Wikisource contributors) often have to type the text.

Thus the new Google OCR might be useful both for the Wikisource community and many others who are in the mission of digitizing old text and archiving them.

NVDA e-Speak Text-to-Speech Project Update (March 2014)

CIS in partnership with the Daisy Forum of India is engaged in a project supported by The Hans Foundation to develop enhancements to the open source screen reader for Windows NVDA (Non Visual desktop Access) and e-Speak text-to-speech synthesiser in 15 Indian languages.

Under the NVDA project, we have been working in the past year on issues relating to Excel, Power Point and MS Outlook. The issues which have been fixed are:

3680 : Read all formula in excel sheet (NVDA+f7).
3681 : Read all comments in excel sheet (NVDA+f7).
Finished implementation for 'viewing modes' supported like Cells-Flat, Row-Cells, Column-Cells, etc.
Pressing NVDA+f7 will print a dialog box. This has a choice to show cells with comment or formula. Pressing 'Enter' at any selection in the tree will close dialog and select cell or area.
3231: NVDA incorrectly speaks previously entered but later deleted characters when the space bar is pressed in PowerPoint.
#3538: Office 2010, NVDA now reads the selected symbols in the insert|symbols dialog box in Word and Excel 2010.
#2921: In Excel, NVDA will say 'has comment' if the cell has a comment in it.
#3043 : In Excel, Ctrl+A doesn't notify the change in selection.
#1938 : In word 2007 and 2010, NVDA does not automatically speak the error text in the spell checker dialog after the first time the dialog is launched if the focus is already in the error text field.
Ctrl + Up and Down arrows in Word now skip blank paragraphs.
#3431: Spell check in Word 2010 now reads the correct context error text instead of reading all bolded text in the context.
#3290: Bulleted text is now correctly read with Ctrl+Up and Down arrows.
#1686: Protected documents are now read in Word 2010.
#649: Status bar in Word Office 2010 is now read.
#2816: Auto complete suggested contacts in Outlook 2010 are now read.
2047: Language detection in Word is available now.

Some of these fixes are available in NVDA and can be downloaded from www.nvaccess.org. The info about these fixes can be checked in what’s new section of the application at the website.

We have also been working on some documentation for the project, primarily FAQs to cater to the community’s needs for users switching from Jaws to NVDA which is available at http://code.google.com/p/saksham-projects/wiki/Tutorials.

We are also working on the development of e-speak text-to-speech synthesisers for the following languages:

They are all in different stages of development. We are near to closing our work on Gujrati this month. The issues which we have worked on are:

Introduction of Gujarati in e-speak.
The following issues were identified by the reviewer and closed:

Character support for Gujarati language was introduced.
Introduced rules for Gujarati language.
Gujarati numbers have been introduced and set according to the feedback received.
Several other changes made.
Fixed the R sound which was sounding inappropriate when at the end of a word.Fixed the number sound 200 according to the feedback received.
Problems with half characters where the half characters come before the same full character have been fixed.
e-Speak could not join sounds of these two characters: ka, ch, tta, ta.
The character name of the character [anna] has been modified according to the feedback received.
Number 2 has been modified when it comes as the third character from the right.
The name of two characters: [Hnna], [ ણ ], [adda] [ ડ઼ ] was modified according to the feedback received.
The phoneme sound of letter [Gnna] [ જ્ઞ ] has been modified according to feedback received.
Phoneme [ra] [ર] has been improved because at the end of a Word it was pronounced wrongly.
When [Va] [વ] comes at the end of the word the matra was sounding wrong. This has been fixed.
Incorrect pronnounciations: All words which ended with "Va" like Sarva Maanava Daanava Sarva Kharava Jakhava, etc., have been fixed.

NTP 2011 Objective: Broadband

The Indian government has to choose between accessible, affordable services and short-term revenue, writes Shyam Ponappa in this article published in the Business Standard on June 2, 2011.

Apart from the scams, confused ideas are roiling India’s telecom sector. One instance is the finance ministry urging spectrum auctions to collect Rs 30,000 crore to help bridge the fiscal deficit. Another is the Ashok Chawla committee recommending spectrum auctions for transparency, making transparency the criterion for managing spectrum. The committee apparently does not mention the disastrous US auction, and attributes the UK fiasco to extraneous reasons; presumably, they knew the facts. Such issues need logical and systematic remedies. Otherwise, the success of the telecom sector will degenerate into yet another failure.

Objectives: the transaction should be structured in the public interest;
A life-cycle analysis of costs and benefits, and not just windfall revenues (since short-term cash drives the finance ministry’s concerns, it is important for the ministry and the government to step back and consider alternatives, such as the sale of BSNL’s vast real estate. If the goal is ubiquitous and affordable broadband, this would be much less damaging to the public interest than spectrum auctions); and
End-to-end solutions are required from an integrated systems perspective.

The New Telecom Policy ’11

For the New Telecom Policy 2011 (NTP ’11), the first requirement is to define convergent goals. We could take a leaf from countries with excellent broadband that built high-quality next generation networks. While the US and UK have strong initiatives, Japan, Sweden, South Korea and Finland have highly rated broadband. Australia and Singapore are now building next-generation networks. Both are common-access, open-to-all service providers.

Spectrum Management

In India we must begin with unravelling the mess of spectrum management. There are two separate skeins. Legacy issues of irregularities and scams form one stream, to be dealt with by the process of law. On the other hand, policies for next-generation networks need a process of stakeholder workouts to deliver services. Broadly, there are two ways of approaching spectrum management. One is to allocate specified bands for exclusive use, as was customary until now. An alternative is to create a common spectrum pool for use by all service providers. In other words, any provider can dynamically access spectrum for carrying voice, image and/or data. This method of dynamic spectrum access is now feasible, and the US is starting off with TV white space. The Federal Communications Commission has appointed nine companies including Spectrum Bridge and Google as database administrators; a tenth, Microsoft, is under consideration. India could start out on this if the government chooses the objective of accessible and affordable services.

Network vs Revenue

The choice is between building/configuring a high-quality, least-cost network and high short-term government collections. Over a longer period, a restrained approach emphasising networks and services is likely to be superior to aggressive government fees, as we found with NTP ’99 — revenue sharing resulted in explosive growth together with higher collections than the amount foregone from licence fees (see data from the Telecom Regulatory Authority of India and the Comptroller and Auditor General2).

How can the government evaluate this trade-off? The diagram below outlines alternative approaches to spectrum allocation and the likely outcomes. The outcomes should be evaluated as public interest costs and benefits.

The first step is to choose between exclusive spectrum use and common access. Exclusive use entails allocation through auctions; methods like first come, first served (FCFS); or “beauty contests”, for example, the evaluation of stipulated criteria such as technology, financial capacity and so on. Auctions are transparent. Common access, too, is completely transparent, provided the usage and payment systems have integrity.

If there are few operators (three or four), each can be allocated 20 MHz or more for exclusive use. In such circumstances, the relative merits are not obvious. However, in an emerging economy like India – without a ubiquitous network and with too little spectrum distributed among many operators – the logical choice for efficient spectrum management is common access.

Auctions often lead to service deprivation because of high costs (the “winner’s curse”). However, there are exceptions, where bidding is kept reasonable, as in Finland, or France because of its timing, after the fiasco of the European auctions. The other alternatives, FCFS or beauty contests, can result in low or high costs depending on government policies. High fees ratchet up costs with windfall gains to government in the short term, but users are deprived of these funds for networks and services. For example, in India, while the government collected nearly Rs 1,03,000 crore for 3G and broadband wireless access auctions, new facilities and services have been slow. Instead, this spectrum is largely used to support 2G users.

Low fees would have improved the odds of high-quality and low-cost facilities, affordable pricing, and better coverage. The government, however, would have lost its short-term windfall gains.

Once the government sets the objective of affordable, high-quality services, the next steps will be:

Spectrum allocation and management

The decision criteria are:

Technology: The rationale for optimal channel width is that with lower capital cost there is greater throughput with a 20 MHz band than with several smaller bands.
Economics: The capital cost of shared facilities through common access is far lower than if each operator invested in separate access networks.
Practical results: High-quality broadband in countries like Japan, Sweden and South Korea was built without spectrum auctions.
Carbon footprint and resources: Both are minimised with shared facilities, such as towers and equipment.

These reasons make common spectrum the logical choice, as against auctions for exclusive allocations.

Common network

A common network is, therefore, a logical and environmentally sound choice. The question is how best to own and operate it.

Now, Christ students will contribute to Wikipedia

The department of languages at Christ University has set a precedent by including contribution to Wikipedia as a part of the undergraduate course work.

The article by H.M.Shruthi was published in the Deccan Herald on August 5, 2014.

Introduced last year on a pilot basis, the programme is all set to get a new outlook this year.

As a part of the initiative, students are required to submit an article to Wikipedia in an Indian language (the second language subject chosen). The languages offered are Kannada, Hindi, Urdu, Sanskrit and Tamil.

Earlier, much to the chagrin of lecturers, students were most often found rehashing material online for their assignments. On the contrary, the students will now be contributors for online content. But this is just one of the outcomes. Through this, the department has not only set out to enrich the regional language resources online, but has also turned students into knowledge producers.

Speaking about the initiative, Kannada Department HoD, Y S Shivaprasad, finds that students have become passionate about digital resources. “There are at least 500 students. In the first two years of the undergraduate degree, students study second language. Even if 10 per cent of them take it forward later, we can enrich our online Kannada resources.”

Since it was the first time last year, the faculty made a list of topics for inclusion in Kannada Wiki. “We were able to bring out 25 good quality articles. Interestingly, this turned out to benefit rural students, as they took a lot of interest in it,” Shivaprasad said, adding that RBI, Yakshagana, poet Raghavanka and Kuppalli were some of the topics covered.

Redesign this year
As per the redesigned format this time, in their first semester, students will digitise one page of an existing piece of literature in the Indian language concerned. This has been included to help them gain typing skills, apart from strengthening vocabulary.

In the second semester, students will be digitising four or five pages of literature. In the III semester, they will have to write one assignment in the second language of their choice and the fourth semester will be dedicated to an article (in Indian language) on the theme of their choice from any core subject.

T Vishnu Vardhan, Programme Director, Access to Knowledge at Centre for Internet and Society (the university is implementing the programme in coordination with this organisation), sees this as an initiative for production of knowledge in Indian languages. “From the past several years, there have been talks about how there is no production of knowledge in Kannada (or other regional languages). This is a step towards it.”

“Adding fun to the otherwise hectic course work, the Wiki assignments helped us acquire editing skills and strengthen vocabulary in Kannada,” said Tejas N K, a final year science student at Christ University.

Having found his love for it, he has decided to contribute articles even in his final year, though it is not part of his course work this time. “It presents a challenge of learning something new and thinking creatively. More over, it is satisfying to know that the information we compile is of use for people seeking online resources in regional language.”

Transformation
Sharing similar enthusiasm is Komal K J, a final year BCom student, who hopes to contribute articles even after completing her degree. She sees a significant transformation: “Earlier, we were collecting information from Wikipedia. Now, we are contributing for it,” the student said.

She has submitted an article to Sanskrit Wikipedia. From formatting the article to inserting images and learning to attribute sources to the information uploaded on Wiki, she takes pride in the responsibility. “It is open for people across the globe to read. Hence, it is a huge responsibility. We have to make sure the information is authentic.”

Highlights for November 2019
If you think that Indian languages are as important as international languages, like English, then, you are on the same page with this article. Suswetha Kolluru and Nitesh Gill explains this in their blog posts published in multiple languages: English, Punjabi, Hindi and Telugu. Gurshabad Grover was nominated through the Bureau of Indian Standards (BIS) to be a member of the Advisory Group AG) on Open Source Software for ISO/IEC JTC 1. CIS is a partner on the project 'Gender, Health Communications and Online Activism in the Digital Age'. The project is lead by Dr. Carolina Matos, Senior Lecturer in Sociology and Media in the Department of Sociology at City University. Ambika Tandon, Policy Officer at CIS, conducted fieldwork for the project in May and June 2019 as a research assistant. Dr. Carolina Matos's presentation can be accessed here. The need for intervention in the cybersecurity imagery in media publications was realised during a brainstorming workshop that was conducted by CIS with illustrators, designers, and cybersecurity researchers. Towards this CIS compiled a handbook introducing Cybersecurity Visuals Media. CIS, along with Design Beku launched the Cybersecurity Visuals Media Handbook. This handbook has been conceived to be a concise guide for media publications to understand the specific concepts within cybersecurity and use it as a reference to create visuals that are more informative, relevant, and look beyond stereotypes. Anusha Madhusudhan authored a research paper titled "Blockchain: A primer for India". The paper aims to provide a comprehensive review of existing research and major debates surrounding Blockchain technology and its developments in select jurisdictions with a specific focus on India. Vipul Kharbanda authored a research paper titled Draft Security Standards for The Financial Technology Sector in India. This document includes draft information security standards, which seek to ensure that not only the data of users is dealt with in a secure and safe manner but also that the smaller businesses in the fintech industry have a specific standard to look at in order to limit their liabilities for any future breaches. Pukhraj Singh, a cyber threat intelligence analyst who has worked with the Indian government and security response teams of global companies authored a guest blog post titled "Before cyber norms, let’s talk about disanalogy and disintermediation". Pukhraj looks at the critical fissures – at the technical and policy levels – in global normative efforts to secure cyberspace. CIS was acknowledged in the final report of the Global Commission on Stability of Cyberspace.

The Tunis Agenda of the second World Summit on the Information Society has defined internet governance as the development and application by governments, the private sector and civil society, in their respective roles of shared principles, norms, rules, decision making procedures and programmes that shape the evolution and use of the Internet. As part of internet governance work we work on policy issues relating to freedom of expression primarily focusing on the Information Technology Act and issues of liability of intermediaries for unlawful speech and simultaneously ensuring that the right to privacy is safeguarded as well.

Telecom

The growth in telecommunications in India has been impressive. While the potential for growth and returns exist, a range of issues need to be addressed for this potential to be realized. One aspect is more extensive rural coverage and the second aspect is a countrywide access to broadband which is low at about eight million subscriptions. Highlights

CIS has published a statement on its website in response to the serious allegations against CIS members and the CIS workplace on social media. CIS has taken note of the concern raised on a social platform, and its Internal Committee (IC), constituted as per the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, has taken some critical steps. CIS has engaged POSH at Work to review the case and make recommendations to the Executive Director of CIS.
Anubha Sinha attended the 37th meeting of WIPO SCCR held in Geneva in the month of November 2018. During the week she made two statements on behalf of CIS and participated in a panel discussion and a closed door meeting to brief government delegates from the Asia pacific region on the WIPO limitations and exceptions agenda. CIS made statements on limitations and exceptions and the proposed treaty for the protection of broadcasting organizations. Transcript of her talk can be accessed here.
A memorandum outlining India's strategy to global cyber norms formulation processes authored by Elonnai Hickok and Arindrajit Basu and edited by Aayush Rathi and Shruti Trikanad. The memorandum seeks to summarise the state of the global debate in cyberspace; outline how India can craft it’s global strategic vision and finally, provides a set of recommendations for the Ministry of External Affairs as they craft their cyber diplomacy strategy.
The institution of open standards is as a formidable regulatory regime governing the Internet while facilitating its growth as a network of networks. As a nation digitising rapidly and facing concerns in cybersecurity and Internet governance, there is a need for the Government of India to meaningfully participate at standards development organisations to represent the interests of the Indian populace and become a voice for the global South. Authors Aayush Rathi, Gurshabad Grover and Sunil Abraham examine this in a policy brief.
The Convention on Cybercrime adopted in Budapest (“Convention”) is the first and one of the most important multilateral treaties addressing the issue of internet and computer crimes. Vipul Kharbanda has analyzed this in his research paper titled Budapest Convention and the Information Technology Act.
Amber Sinha was one of the stakeholders who provided inputs to the Danish Expert Group on Data Ethics in June 2018 during their visit to New Delhi. The Expert Group has prepared and submitted its final report.

Access to Knowledge

Our Access to Knowledge programme currently consists of two projects. The Pervasive Technologies project, conducted under a grant from the International Development Research Centre (IDRC), aims to conduct research on the complex interplay between low-cost pervasive technologies and intellectual property, in order to encourage the proliferation and development of such technologies as a social good. The Wikipedia project, which is under a grant from the Wikimedia Foundation, is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

DataMeet and CIS have collaborated on identifying and addressing the challenges to open up and integrate data and information in the water sector. CIS commented on the Consultation Paper on Privacy, Security and Ownership of Data in Telecom Sector published by the Telecom Regulatory Authority of India on August 9, 2017. CIS published a report that compares laws and regulations in the United Kingdom and India to see the similarities and disjunctions in cyber security policy between them. India has an estimated 70 million persons with disabilities who don't have access to read printed materials due to some form of physical, sensory, cognitive or other disability. As part of our endeavour to make available accessible content for persons with disabilities, we are developing a text-to-speech software in 15 languages with support from the Hans Foundation. The Centre for Internet and Society (CIS) is a non-profit organisation that undertakes interdisciplinary research on internet and digital technologies from policy and academic perspectives. The areas of focus include digital accessibility for persons with disabilities, access to knowledge, intellectual property rights, openness (including open data, free and open source software, open standards, open access, open educational resources, and open video), internet governance, telecommunication reform, digital privacy, and cyber-security. The academic research at CIS seeks to understand the reconfigurations of social and cultural processes and structures as mediated through the internet and digital media technologies.

Welcome to the November 2016 newsletter of the Centre for Internet and Society (CIS).

Dear readers,

As we bring in the new year here at CIS, we thank you for your continued interest and support.

Over the course of the previous year, government services and functions became more dependent on information technologies, concerns over cybersecurity and the vulnerability of electronic infrastructure grew, and new developments and challenges arose in the fields of Internet governance and free speech and expression.

In the wake of this major year of developments, the work that CIS does is even more important. We look forward to engaging with these and other emerging issues, in 2017 and beyond.

Highlights
Geethanjali Jujjavarapu and Udbhav Tiwari undertook a high-level literature review of the most commonly used technological tools and processes in the big data life cycle. In the research paper the authors have argued that big data life cycle is a conceptual construct that can be used to study the various stages that typically occur in collecting, storing and analysing big data, along with the principles that can govern these processes. Nirmita Narasimhan in a blog post published by Your Story has thrown light on the various challenges which persons with disabilities have to overcome. She has stressed that promoting use of technology and open source software and imparting training at an early age will go a long way in making students with disabilities self-sufficient and independent. Government of India's work is not available under free and open licenses as is the case in various other nations. Tito Dutta has called upon the Indian government to make its work freely licensed, wherever possible and applicable. The 33rd WIPO-SCCR was held in Geneva from November 14 - 18, 2016. Anubha Sinha attended the meeting. CIS made its statements on the GRULAC Proposal for Analysis of Copyright in the Digital Environment and the Proposed Treaty for the Protection of Broadcasting Organizations. What if our phones were to go silent? Would you be able to deal with the silence? Nishant Shah has explored this in an article published in the Indian Express. In a consolidated compilation titled Privacy after Big Data we have put together a series of articles that we have developed as we explore the impacts – positive and negative – of big data. This is a growing body of research that we are exploring and is relevant to multiple areas of our work including privacy and surveillance. CIS has called for comments for this compilation. The second Internet Researchers' Conference (IRC17) is scheduled to take place in Bengaluru between March 3 - 5, 2017. From the 23 submitted session proposals CIS will select 10 to be part of the final Conference agenda. The selection will be done through votes casted by the teams that have proposed the sessions. This will take place in December 2016.

Highlights
-------------------------------

The Internet Governance Forum was held at Jao Pessoa in Brazil from November 10 to 13, 2015. The theme for IGF 2015 was Evolution of Internet Governance: Empowering Sustainable Development. Sunil Abraham, Pranesh Prakash and Jyoti Panday participated. Overall CIS spoke in 10 panels. Jyoti Panday has summarized the developments.
Draft Outcome Document of the UN General Assembly's Overall Review of implementation of WSIS Outcomes was released on 4 November 2015. Comments were sought on the Draft Outcome Document from diverse stakeholders. CIS responded to the call .
The first draft of the National IPR Policy was released last December. Comments and suggestions were submitted to the DIPP on this. Akshath Mithal in his blog post analysed the comments available online and the trends that he was able to find.
Ramya Chandrasekhar wrote a blog post that has deconstructed and explained some aspects of the various proposals to enhance ICANN's accountability.
Mangalore based cultural centre Maand Sobhaann recently relicensed 3 of their publications under a free license so that the books could be digitised on Konkani Wikisource and enrich Konkani Wikipedia. Rahmanuddin Shaik and Tanveer Hasan have captured the development in a blog post.
Japreet Grewal in a blog post has attempted to understand the domain in which censorship laws are penetrating today giving the example of the role of group admin in Whatsapp.
Elonnai Hickok in a policy brief has reviewed different oversight mechanisms from the US, UK, and Canada and provides recommendations for ways in which India can strengthen its present oversight mechanisms for state surveillance and the intelligence community.
Rohan George has reviewed the literature surrounding big data and predictive policing and has provided an analysis of the legal implications of using predictive policing techniques in the Indian context.
Large blocks of underused spectrum lie tantalizingly out of reach, waiting for enabling regulation, administration, and to some extent technology, to accelerate our move towards Digital India, according to Shyam Ponappa's column published in the Business Standard.
CIS in collaboration with T.A.J. Residency & SKE Projects and or-bits.com developed Silicon Plateau Vol-1. This book marks the beginning of an interdisciplinary artistic project, Silicon Plateau, the scope of which is to observe how the arts, technology and society intersect in the city of Bangalore.
P.P. Sneha has outlined a few questions/conflicts that the digital practitioners in arts and humanities disciplines are grappling with in the first among seven sections that has been published.
Centre for the Study of Culture and Society and CIS has set up the CSCS Digital Innovation Fund. The objective is to encourage, host, and provide seed funding for the development of digital tools and infrastructure for arts, humanities, and social science research in India. The fund will be administered by the RAW programme at CIS.

Access to Knowledge

As part of the Access to Knowledge programme we are doing two projects. The first one (Pervasive Technologies) under a grant from the International Development Research Centre (IDRC) is for research on the complex interplay between pervasive technologies and intellectual property to support intellectual property norms that encourage the proliferation and development of such technologies as a social good. The second one (Wikipedia) under a grant from the Wikimedia Foundation is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

Internet Governance

As part of its research on privacy and free speech, CIS is engaged with two different projects. The first one (under a grant from Privacy International and International Development Research Centre (IDRC)) is on surveillance and freedom of expression (SAFEGUARDS). The second one (under a grant from MacArthur Foundation) is on studying the restrictions placed on freedom of expression online by the Indian government.

►Internet Governance Forum

IGF 2015 was held at Jao Pessoa in Brazil from November 10 to 13, 2015. The theme for IGF 2015 was Evolution of Internet Governance: Empowering Sustainable Development. Sunil Abraham, Pranesh Prakash and Jyoti Panday participated. Overall CIS spoke in 10 panels.

The Social Role of the Communications and the Strengthening of the Freedom of Expression Panel - "Cultural Diversity and Freedom of Expression" (Organized by Ministry of Culture and the Ministry of Communications of Brazil; Jao Pessoa, Brazil; November 9, 2015). Sunil Abraham was a panelist. Thirty-three participants took part in this pre-event.
Open Forum - DINL, Digital Infrastructure Association (Organized by Digital Infrastructure Netherlands Foundation; Jao Pessoa, Brazil; November 10, 2015). Jyoti Panday was a speaker at this workshop. CIS participated in the open forum to discuss the increase in government engagement with "the internet" to protect their citizens against crime and abuse and to protect economic interests and critical infrastructures. Thirteen participants attended the open forum.
Sustainable Development Goals (SDGs) and Internet Economy (Organized by Multistakeholder Advisory Group; Jao Pessoa, Brazil; November 11, 2015). Sunil Abraham was a panelist. Fifty five delegates attended the event. CIS participated in the discussions focusing on internet economy and internet role in sustainable development goals.
Cases on the right to be forgotten, what have we learned? (Jao Pessoa, Brazil; November 11, 2015). Jyoti Panday attended the event. CIS took part in the event to understand arguments, scope, discussions and current situation of the Right to be Forgotten outside the EU and around the world in rulings and legislations. Fifty four participants attended the event.
The Benefits and Challenges of the "Free Flow" of Data (Organized by Public Knowledge; Jao Pessoa, Brazil; November 12, 2015). Sunil Abraham was a panelist. Twenty-four delegates attended the event. CIS was part of the panel which discusssed the many benefits and challenges of the free flow of data. The workshop fostered a discussion of the ways in which stakeholders could address the underlying reasons for data flow restrictions.
Encryption and Anonymity: Rights and Risks (Organized by ARTICLE 19 and Privacy International; Jao Pessoa, Brazil; November 12, 2015). Pranesh Prakash was a speaker. CIS participated in the roundtable that discussed recommendations and the latest challenges to the protection of anonymity and encryption. Sixty three delegates attended.
A Dialogue on "Zero Rating" and Network Neutrality (Organized by Chalmers & Associates; Jao Pessoa; Brazil; November 12, 2015). Pranesh Prakash was a speaker. CIS took part in the discussion to promote access to expert insight and multi-stakeholder community discussion. Eighty five delegates attended the session.
Empowering the next billion by improving accessibility (Organized by Dynamic Coalition on Accessibility and Disability and Global Initiative for Inclusive ICTs; November 13, 2015). Sunil Abraham was a panelist. Pranesh Prakash participated in the discussions. CIS took part in the discussions that examined the technological and programmatic solutions available today for an effective removal of such barriers, potentially bringing a considerable number of new users to the Internet.
FOSS & a Free, Open Internet: Synergies for Development (Organized by Civil Society; Jao Pessoa, Brazil; November 13, 2015). Sunil Abraham and Pranesh Prakash spoke at the event. CIS took part in the discussions that explored links between the Free and Open nature of the Internet and the Free and Open Source Software through a series of experience sharing among the speakers as well as audiences.
Transnational Due Process: A Case Study in MS Cooperation (Organized by Internet & Jurisdiction Project; Jao Pessoa; November 13, 2015). Sunil Abraham was a panelist. The tension between the cross-border nature of the Internet and diverse national jurisdictions is a prime concern. The round-table described the method employed to develop this framework, challenges encountered and solutions found as well as the potential distribution of roles among the respective stakeholders in the operation of the diverse framework components. Twelve delegates attended this workshop.

Highlights

On 13 November, 2014, the Department of Industrial Policy and Promotion had released a Call for Suggestions for India's proposed National IPR Policy. CIS sent its comments.
As part of the Pervasive Technologies we published four methodology documents: Rohini Lakshané wrote on Patent Landscaping for the Indian Mobile Device market ; Anubha Sinha wrote on Intellectual Property in Mobile Application Development in India ; Maggie Huang wrote on Access to Music through the Mobile; and Nehaa Chaudhari wrote on Sub Hundred Dollar Mobile Devices and Competition Law .
Odisha's most circulated newspaper Sambad has collaborated with CIS-A2K to relicense 19 books published by its sister concern "Ama Odisha".
Vipul Kharbanda in a blog entry examines the relationship between privacy and transparency in the context of the right to information in India .
Geetha Hariharan in a blog entry explores what India's ITU proposal means for Internet Governance.
Pranesh Prakash wrote an article in the Economic Times exploring net neutrality.
In her final blog post on the mapping exercise undertaken by CIS-RAW, P.P.Sneha summarises some of the key concepts and terms that emerged as significant in the discourse around Digital Humanities in India.

►Job

Programme Officer (Access to Knowledge - Institutional Partnerships): CIS is seeking applications for the post of Programme Officer for its Access to Knowledge (A2K) Programme. The position will be based in its Bangalore office. Programme Officer will collaboratively work with the A2K Team and would report to the Programme Director, Access to Knowledge at CIS.

Accessibility and Inclusion

Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The publication has been finalised and is currently in the process of being printed. The draft chapters and the quarterly reports can be accessed on the project page. The second project is on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed here.

Access to Knowledge

As part of the Access to Knowledge programme we are doing two projects. The first one (Pervasive Technologies) under a grant from the International Development Research Centre (IDRC) is for research on the complex interplay between pervasive technologies and intellectual property to support intellectual property norms that encourage the proliferation and development of such technologies as a social good. The second one (Wikipedia) under a grant from the Wikimedia Foundation is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

Highlights

CIS is pleased to announce the second "Institute on Internet and Society" to be held in Yashada, Pune from February 11 to 17, 2014. Any members from the civil society (students, research scholars, academicians, scientists, legal professionals, etc.) who engage in issues concerning Internet and Society are encouraged to apply.
The National Resource Kit team is pleased to bring you its research for the states of Tripura, Nagaland and Chattisgarh.
CIS-A2K team signed a memorandum of understanding (MoU) with Christ University in Bangalore to introduce Wikipedia in classrooms.
The Access to Knowledge narrative report capturing the work done by CIS-A2K team in the first ten months of the grant along with its strategy for the next 1 year is published.
Last month we organised the Seventh Privacy Round-table in collaboration with FICCI, DSCI, and Privacy International in Delhi. The developments are captured in a report by Elonnai Hickok.
Along with Wikimedia India and Acharya Narendra Dev College, we organised the Relaunch of Creative Commons in India. Dr. Shashi Tharoor was the chief guest.

Accessibility and Inclusion

CIS is doing a project (under a grant from Privacy International and International Development Research Centre (IDRC)) on conducting research on surveillance and freedom of expression (SAFEGUARDS). So far we have organised seven privacy round-tables and drafted the Privacy (Protection) Bill. This month we bring you a report from the seventh privacy round-table held in Delhi, and an analysis on why Facebook is more dangerous than government spying. As part of its project (funded by Citizen Lab, Munk School of Global Affairs, University of Toronto and support from the IDRC) on mapping cyber security actors in South Asia and South East Asia we did an interview with Namita A Malhotra, a researcher and lawyer from Alternative Law Forum. Telecom While the potential for growth and returns exist for telecommunications in India, a range of issues need to be addressed. Digital Natives Digital Natives with a Cause? examines the changing landscape of social change and political participation in light of the role that young people play through digital and Internet technologies, in emerging information societies. About CIS CIS was registered as a society in Bangalore in 2008. As an independent, non-profit research organisation, it runs different policy research programmes such as Accessibility, Access to Knowledge, Openness, Internet Governance, and Telecom. The policy research programmes have resulted in outputs such as the e-Accessibility Policy Handbook for Persons with Disabilities with ITU and G3ict, and Digital Alternatives with a Cause?, Thinkathon Position Papers and the Digital Natives with a Cause?
