I was hired on a year ago to do film and  commercials for them as they expand into advertising and video coverage  of events. We only have about 3 employees including myself, working out  of our homes. We recently acquired a space to open a studio and retail  location downtown where we live. We use Facebook, blogs, and viral  marketing all the time to get our name out there. Our account executive  is constantly monitoring our Facebook for client orders and bookings. We  are beginning to use twitter to provide information more fluidly to  people. We believe this might be a year of growth for our small company,  as we are becoming able to provide much higher quality content. We're  fully digital; constantly updating our websites and blogs, and I believe  we would be able to tell a great digital story. We submit numerous  small films and skits; we cover awesome concerts, and rely so heavily on  the digital world to show our content. Through this they have  been able to highlight and raise awareness about the challenges the  community faces. She developed an interest in  American Avant-Garde film and  eventually got an MFA in Film and Media  Arts from Temple University,  Philadelphia (1999).     <title>Digital Native: The e-wasteland of our times</title>

&lt;p style="text-align: justify; "&gt;Digitise Everything” is the mantra of the day. Offices take pride in being paperless, hot-desking because our laptops and mobile computing devices have, more or less, become our workspaces. Governments are investing heavily in digitising archives, putting faith in the notion that digital preservation is the way forward for the future. Magazines and newspapers have had no alternative but to move into the digital realm to keep up with the new information ecosystems. Various campaigns make us believe that to be smart we need to be digital, and that it is more sustainable to have digital real estate which enables ease of access and reduced travel time and energy in engaging with different information systems.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The digital infrastructure is often presented as green, sustainable and efficient. These claims might have had some merit in the early days when computing was still exclusive and open only to a select few. The classic example that would be given within the research circles in the late ’90s would be, that in order to do historical archival research from India, a researcher would have to travel all the way to the archives of the British Library in England. The costs of travel, the energy required for the overseas journey, the finances of access that would be required to complete such research were characteristic of the pre-digital era. Now, a historian looking at the same archives through a simple broadband connection, can access this information at a fraction of the cost, speed and time.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, it is difficult to take at face value the fact that this efficiency is sustainable in any form. As we go increasingly digital in almost all our devices, there are three massive environmental costs which are often made invisible. The first is in the sheer amount of electricity that our digital ecosystems consume. We all know the frustration that arises out of batteries dying and phones not carrying enough charge is, indeed, a harrowing experience. But at the back-end of it is an enormous power surge. The large network of service providers, surveys, information storage and distribution consumes an extraordinary amount of energy which is, generally, still dependent on fossil fuels. It is estimated that one hour of cellphone usage with data connection uses the same amount of energy that a family house uses in an entire day. Because while your device might be energy compliant and very low in emissions, the large array of the Internet of Things that needs to be in place to support your device, is an invisible energy cost that takes its tolls on the environment.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Even more than active usage, it is the storing of everything on the cloud that is, perhaps, more problematic. As we stream everything on Netflix, Spotify and YouTube, we have to realise that all this information is being stored in huge data centres powered by massive electricity sources to keep it all alive. The energy cost of our digital histories is almost impossible to compute in environmental measures.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The third big problem that we often don’t recognise is our obsession with updating our devices. We throw and exchange our electronic devices at the blink of a trend. Mostly, older phones and laptops are not recycled but broken down into e-waste. Huge landfills are now the graveyards of old electronics which have components that cannot be recycled, and have elements that are no longer useful. Most of these electronic devices are made with metals and precious components that are mined at huge environmental costs.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I was recently at a conference where we were given books as mementos. One of the delegates jokingly exclaimed, “Why am I being given a dead-tree object?” referring to the pages of the book and the trees that must have been felled to make the book. It was telling that he didn’t realise that his ebook, loaded on his tablet, probably killed more trees than that one physical book, which will lend itself to recycling more easily than his tablet would.&lt;/p&gt;

    <title>Digital native: Our lonely connected lives</title>

&lt;p style="text-align: justify; "&gt;It is time for us to introduce the idea of Schrodinger’s Loneliness. Because one of the biggest threats and promises of digitally-networked lives is loneliness. When you are online, you are connected and alone at the same time. Technology utopias are premised on the idea that greater connectivity will lead to greater collectivity, and time and again, they have been proven right. New forms of socially mediated communication and technologies have led to the formation of unprecedented communities and networks at personal and global scales. For voices, identities, and bodies who were always silenced, discriminated against or punished, the digital web has found a space of respite, of belonging, and of organising. We have witnessed more acts of speaking up, calling out, and resistance across the globe as old voices find new channels of communication and find solidarity in their coming together.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Technology dystopias, simultaneously, have also painted terrifying pictures of human loneliness amplified by the digital isolation that often gets celebrated as personalisation. Stories emerge of people being bullied, silenced, and excluded from the digital webs, often ending in fatal consequences as the final promise of the web as an emancipatory space fails. The Black Mirror-like predictions show that under the aegis of anonymous action and alienated interaction, some of the darkest and most depraved human actions and fantasies emerge. We have now seen that those who cannot bear the burden of the digital lightness of being often find themselves burdened under the heavy cloaks of loneliness. And this loneliness often gets exacerbated because so many of our digital interactions which give the impression of connection, are actually transactions supported and fueled by shallow, illusionary intimacy.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Even as the UK last month announced the appointment of Minister of Loneliness, which sounds more like the title of the next Arundhati Roy novel, it is worth examining why we are so alone in the age of hyperconnectivity. In his provocative science fiction series called the Three Body Problem, Chinese author Cixin Liu had proposed a sociology for the cosmic worlds. Liu suggested that the universe is such a dark space of competing resources that loneliness — the hiding from others, and not letting them know that you exist — is a primary survival instinct. To connect is to bear the risk of attack, infection, and annihilation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Liu’s science fiction proposition might only bear corroboration at the moment of extra terrestrial interaction in some unforeseen future, but it does open up an interesting proposition: When we choose to be alone and celebrate loneliness as our default. It is an indication not just of a personal choice or problem but a symptom of the fact that increasingly we are building hostile and dark societies where the best survival option is to disconnect. Perhaps, the digital solitude that we seek and the networked loneliness that we seem to be sliding into, is not just about the temptations and seductions of living with algorithms and interfacing with virtual reality. Maybe, it is also a sign that the digital worlds that we are building are a response to the increasingly difficult universes that we live in.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Despite the emergence of the global web and the promises of equity, equality, fairness, and justice that have long been mounted on technologisation, we do witness a world where the predators and hunters far outnumber the hunted. While digital networks have brought out a fascinating possibility of organised solidarity, they have also created alarming expressions of anger, hatred and xenophobia around the world. In the supreme moment of fake truth politics enabled by the filter bubbles of manipulative algorithms owned by profiteering companies and governments, the world seems to be balanced on the sine curve of a silicon chip. Across the world, we see the rise of fascist governments and expressions of hatred, where people are lynched to death by power hungry vigilantes, and communities are dislocated by resource-hunting corporations. Global populations are experiencing poverty, hunger, and an erosion of foundational human rights even as they get unfettered access to digital technologies. As IT companies surpass the economic and political strengths of nation states, we see new violations and new strategies of manipulation without accountability and safeguards.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The rise of the digital has not just been the moment of resistance, it has been a coup. The world as we know it has not only changed, but it has been replaced, and in this new version of the rebooted world, the user is perhaps the most disenfranchised and precarious. It is not really a wonder that being disconnected might be the last chance for survival.&lt;/p&gt;

    <title>Digital Native: On mute, the Voice of the People</title>

&lt;p style="text-align: justify; "&gt;The first time I encountered an internet shutdown was in 2009. I was a  visiting researcher at the Shanghai University and I received a  computer which had default web-filtering software installed on it. My  already restricted access to the web was intensified by the Chinese  government shutting down the internet as a response to riots in the  north-western province of Xinjiang. My connections to friends and  families back home were disrupted. It took me three days to figure out  how to circumvent the ban using proxy-servers and anonymisers, which  cloaked my physical location. I could then send out a message that  reassured everyone that all was fine.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;During those two weeks of shutdown, I realised, for the first time,  how fragile our digital ecosystems are and how completely without  ownership our digital transactions. We are at the mercy of trigger-happy  governments and profit-hungry corporations that hold our digital lives  ransom. They have the capacity to censor, contain, control and eradicate  all our digital data without our consent and without repercussions. In  those romantic days, when I still believed that the digital promise of  connectivity implied free and open public spaces for different voices to  be heard and counted, it came as quite a shock to realise that the web  is a contested and a controlled space. During my stay in China, once I  figured out the work-arounds for these shutdowns, I spent the rest of my  research time volunteering to create safe, open networks that allowed  people in Shanghai, especially my students, to access the digital space.  I used to take pride in the fact that, despite all our troubles in  India, the internet shall remain free and that the Indian government  would not compromise what is a constitutional right for free speech and  expression. I remember joking that in India, the only reason I had  internet shutdown was because of power outage or the incompetency of my  service provider.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, the last few years, and especially 2017, have taken away  that false sense of faith and pride I had in our nation’s commitment to  securing public voices of dissent, protest, and expression. The Human  Rights Watch has reported that while we are just half-way into the year,  the state governments in India have imposed 20 temporary internet  shutdowns so far. These arbitrary, unplanned, ad hoc and reactive  shutdowns have been marked as violations of India’s obligations under  the international human rights law. The right to be connected is one of  the new generation of basic rights available to citizens in a  functioning democracy. While one can partially sympathise with the  state’s argument that the shutdown was intended to crack down on rumours  and hate speech instigating violence, there is no denying that these  draconian measures cannot be justified by this empty rhetoric of  security.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;If anything, research has shown that shutting down communication  channels in times of conflict encourages speculation and rumour because  people no longer have access to verifiable news sources. When an  internet shutdown is imposed, speculation, rampant misinformation, and  credible untruths can contribute to a feeling of insecurity, danger, and  knee-jerk action, which can precipitate mass violence. Especially for  people who are already living precarious lives, the condition of being  disconnected is severe because if they do come under attack, they no  longer have any respite for urgent and immediate help. Analysis, over a  period of time, has shown that the shutdown of the internet is not in  the interest of keeping people safe but in the service of keeping  authorities unaccountable for their actions. A suspension of all  telecommunication services essentially provides the authoritarian powers  an escape valve, where they are able to continue their actions, often  violent, with impunity and without a sense of responsibility.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Internet shutdowns are not just about means of control but about  exercising power, reminding the people in the digital commons who is in  charge. It is also a sign of a crumbling apparatus of democracy, where  the voice of the citizen, instead of being celebrated in the public, is  seen as a problem which has to be solved. Internet shutdowns also have a  clear identification of which kinds of voices should not be heard and,  indeed, what can and cannot be said under restrictive conditions.  Eventually, they discriminate against specific kinds of bodies — marked  by identity characteristics — and leads to pathologisation and  punishment of people who question the status quo. It is shameful for us  that even as we dream digital, we are inching closer to the side of  undemocratic demagogues rather than building robust telecommunication  networks that enable the true potential of public participation and  democratic governance.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Emoticons, or if you prefer the original Japanese word emojis, are  everywhere. We are used to emoticons in all shapes and sizes — from  animated gifs jumping out at us on our social media feed to yellow-faced  smileys that we use to add tone and feeling, nuance and layers to our  text-heavy conversations in the digital world. For many of the current  users of digital communication, emoticons are pre-defined pictures that  they select from a menu that gives them access to add a wink, a nod, a  smiling or sad face to their messages. However, there are power users  who, I am sure, still remember the times when emoticons were things that  you created.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Before the emergence of the Graphical User Interface (GUI) that  turned the computer into a box of cuteness, turning all of us into  eternal children playing with the friendly faces of the digital  platforms, the digital world was flat and largely textual. Emoticons  were first proposed in 1982 to take away the density and the unforgiving  monotone of text-based conversations on digital platforms. From that  first proposal of a : ) and : ( sign to indicate the mood of a text,  emoticons have had a fascinating history of evolution. Following the  proposal of the basic emoticons by Scott Fahlman, a variety of early  adopters of the web came up with a wide range of options. The smiley  became a grin with : D and the sad face was made to weep with : ‘ (. The  face became mischievous and winked with a ;) and swooned in love with a  &amp;lt;3. It became silly with its tongue poking out :p and sprouted devil  horns to show its inherent wickedness with &amp;gt;:D.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Early users will remember how, from that first explosion, the  emoticons grew into forming extremely intricate art forms. In the world  of text-based virtual realities, the shrugging emoticon was my constant  companion when giving up on futile internet arguments : ¯\_(?)_/¯ . From  there, we were only one step away from complex ASCII (American Standard  Code for Information Interchange) art forms that made punctuation and  critical marks the new tools for emerging artists to play with. The  ASCII characters were keyboard symbols, letters and numbers mixed  together to produce images ranging from flowers and animals to the globe  and human bodies. In fact, ASCII became such a huge rage that there  were special forums where people submitted their ASCII art. Even though  we have now achieved high visual fidelity with our powerful computing  devices, the ASCII messages still continue on our WhatsApp groups and  discussion forums. So that we still tell people we love them in ASCII&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;(¯`v´¯)&lt;br /&gt; `·.¸.·´ I Love&lt;br /&gt; ¸.·´¸.·´¨) ¸.·*¨)&lt;br /&gt; (¸.·´ (¸.·´ .·´ You… or pledge friendship in punctuation&lt;br /&gt; (‘,’)/\(‘,’)&lt;br /&gt; &amp;lt;) )—( (&amp;gt;&lt;br /&gt; _\\__//_&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the lesser known histories of emoticons and ASCII, however,  has been forgotten in the gentrified, cute and commodified mass produced  usage that we have put them to. In many cultures and spaces in those  early days of the web, emoticons were also ways of resisting censorship  and circumventing supervision. As the web became more open and more  people started signing up for digital conversations, there was also an  increase in the monitoring and surveillance of things online. In more  conservative cultures, there were immediate bans on conversations that  were considered pornographic or obscene. In stricter work places, the  system administrators were trying to filter messages which might have  certain words or images in their content. ASCII and emoticons came to  the rescue, because, using these characters which the computer only read  as punctuation marks without content, people were able to communicate  sexual content without the fear of censorship.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the late ’90s, there were graphic and explicit ASCII images that  were circulated, so that the content filters would not detect them, and,  using just the characters, the earliest internet porn, or Pr0n as it  was tagged, came into being. The emoticon-filled messages were not just  about nodding and winking at each other but also a way for people to  question authority and to find new modes of expression. Since those days  of subversion, emoticons have come a long way, becoming appropriated in  our everyday practice — they have been tamed and made mainstream.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I am sure that the ubiquity of the emoticons produces a sense of  irritation sometimes, and you want to send a slapping emoticon when you  find a work email with a smiley face at the end. But before you announce  the death of the emoticon, you might want to know that digital natives  are experimenting with the radical power of these emoticons. They are  developing an entirely new language filled with exploding bananas,  pulsating aubergines, peeking monkeys, dancing unicorns, and victorious  roosters to communicate in ways that are not accessible to the parents,  teachers and authority figures around them. The repurposing of emoticons  by young users to chat, express, flirt, tease and engage with each  other in ways that defy all conventional sense. I find this fascinating  because it gives me hope that the web is not going to just produce all  users as cheap copies of each other.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;span&gt;One fine day, we all woke up and were told that &lt;/span&gt;&lt;a href="http://indianexpress.com/about/facebook/"&gt;Facebook&lt;/a&gt;&lt;span&gt; sold our data to Cambridge Analytica and then they made dastardly profiles of us to target us with advertisement and political propaganda, so, we made a beeline for #DeleteFacebook. The most surprising part about the expose is how much of a non-event it is. We have been warned, at least since the Edward Snowden revelations, if not earlier, that our data is the new oil, coal and gold. It is being used as a resource, it is being mined from our everyday digital transactions, and it is precious because it can result in a massive social engineering without our consent or knowledge. Ever since Facebook started expanding its domain from being a friends-poke-friends-with-livestock website, we have been warned that the ambition of Facebook was never to connect you with your friends but to be your friend.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;Time and again, we have been told that the sapient Facebook algorithm remembers everything you say and do, anticipates all your future needs, and listens to the most banal litany of your life. More than your mom, your partner or your shrink, it’s the Facebook algorithm which is interested in all your quotidian uselessness. It is not the stranger who accesses your post that should worry you. The biggest perpetrator of privacy violations on Facebook is Facebook itself. There is good reason why a company that offers its prime products for free is valuated as one of the richest corporations in the world. The product of Facebook – it has always been known – is us.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Why, then, are we suddenly taken aback at the fact that Facebook sold us? And while we are sharing our thoughts (ironically on Facebook) about deleting our profiles, the question that remains is this: How much of your digital life are you willing to erase? Because, and I am sorry if this pricks your filter bubble, Facebook’s problem is not really a Facebook problem. It is almost the entire World Wide Web, where we lost the battle for data ownership and platform openness more than two decades ago. Name one privately owned free service that you use on the internet and I will show you the section in its “terms and services” where you have surrendered your data. In fact, you can’t even find government services, tied up with their private partners, where your data is safe and stored in privacy vaults where it won’t be abused.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;It is time to realise that the popular ’90s meme “All your base are belong to us” is the lived reality of our digital lives. As we forego ownership for convenience, as our governments sold our sovereignty for profits, and as digital corporations became behemoths that now have the capacity to challenge and write our constitutional and fundamental rights, we are waking up to a battle that has already been fought and resolved. A large part of our physical hardware to access the internet is privately owned. This means that almost all our PCs, tablets, phones, servers are owned and open to exploitation by private companies. Every time your phone does an automatic update or your PC goes into house-cleaning mode, you have to realise that you are being stored, somewhere in the cloud in ways that you cannot imagine.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;It is tiring to hear this alarm and panic around Facebook’s data trading. Not only is it legal, it is something that has been happening for a while, most of us have been aware of it, and we have resolutely ignored it because, you know, cute cats. If somebody tells you that they are against privately owned physical property and are going to start a revolution to take away all private property and make it equally shared with the public, you would laugh at them because they are arriving at the battle scene after the war is over. This digital wokeness trend to #DeleteFacebook is the digital equivalent of that moment. If you want to fight, fight the governments and nations who can still protect us. Participate in conversations around Internet governance. Take responsibility to educate yourself about the politics of how the digital world operates. But stop trying to feel virtuous because you pulled out of a social media network, pretending that that is the end of the problem.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

    <title>Digital native: Control A, Backspace</title>

&lt;p style="text-align: justify; "&gt;I remember the first time I made an edit on Wikipedia — it was almost 10 years ago, and it was a heady feeling, to realise that here is a global encyclopaedia being written, and that I could be a part of it. It felt strange, because I was brought up to believe that authors are special people with specialised knowledge, which can only be validated from special institutions, and that authorship required years of practice and perseverance.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, a historic experiment by Nature magazine showed, that despite the average age of the then Wikipedia editor as somewhere in the late teens, articles in Wikipedia were not any more prone to error than in other established, institutionalised fountains of knowledge like the Encyclopaedia Britannica. In fact, not only were the non-specialised editors of Wikipedia spot on with their knowledge outputs, but that because of its iterative nature, errors, once spotted on Wikipedia could be immediately corrected, thus leading to a more robust source of knowledge.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Two key principles helped Wikipedia establish this process of reliable and resilient knowledge systems — neutrality of viewpoint, and evidence-based knowledge. In the largely free and open space of Wikipedia editing, the one thing that remained constant is neutrality. Editors, despite their own biases, locations, contexts, experiences or embodied knowledges, could not introduce their opinions or original research into the Wikipedia articles. This necessarily meant that every truth and knowledge claim made in a Wikipedia article needs to be verified through a source. This source could come from different spaces and different formats, but it serves as objective evidence for the information being provided there. In instances — and there are thousands of them, if not more — where two editors disagreed on how to interpret an event, or how to describe a person or a thing, the edit-war was fuelled not by the I-said-You-said never-ending rhetoric, but by relying on the soundness of research conducted by external sources.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For some years now, Wikipedia has become the de facto global reference system, which still relies on volunteers and non-specialised editors to contribute to complex, complicated and very specialised domains of human knowledge production. Even when the editors are experts or scholars, their contribution has value and merit, only when it is supported by externally verifiable source that supports their view points.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Wikipedia has become one of the foundational models of the information web, that makes it clear that knowledge can be freely produced, consumed and circulated, and more importantly, it can be negotiated and contested, thereby making our scientific research practices relevant and pertinent beyond the hallowed and often closed halls of the university. Wikipedia became a prime example of how information can be revised, changed, mutated, updated, upcycled, and subjected to deep scrutiny as long as it is informed by an alignment towards neutrality and supported by evidence produced through research.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I invoke these principles that have fostered one of the most magnificent pieces of collaborative human effort because it directly puts into contrast the revisionist, biased, authoritative and closed practices by which the Indian educational councils seem to be editing textbooks. The removal of the names of historical figures, the rewriting of history to reflect a biased, narrow and unsubstantiated narrative, the erasure of alternative histories and voices of protest and dissent, and the false planting of information which is grounded in the school of “People say” and the university of “I have heard” is an alarming development. Many people unfortunately think of this political revisionism as mimicking the wisdom of the crowds recounting and contestation of information on spaces like Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It is important to note that these attempts at revising known facts and of producing religious histories of exclusion and violence are not the digital mode of information upcycling. These revisions are firmly rooted in a political agenda that seeks to sanctify the discriminatory violences of our neo-authoritarian governments. They remain challenged by the scholars in the field who have enough evidence — of archives, of tracts, of data, and of information — that show that this information is false. They are entrenched in the politics of power that insist that this is the only true account of things, excluding public discourse, and performing acts of censorship that discourage all access to scientific learning.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The proponents who want to Make in India, cannot limit their rhetoric only to economic production, but have to extend collaborative and connected making to knowledge and information production. And this entails the unmaking of these authoritarian and fascist attempts at justifying rumours as information, hate speech as free speech, and revisions as conversations.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;span&gt;The afternoon of the first Friday of April was a telling statement on India's biggest nightmare — a digital meltdown. It was so glaring that the National Media Centre in the capital Delhi was abuzz with media persons seeking to ascertain the news of around 10 government websites, including those of the Ministry of Defense and the Ministry of Home Affairs, was hacked and the government seemed clueless. No government official was ready to speak, prompting the day's headlines to thrive on speculations with television channels running news flashes attributing the mischief to a "Chinese" hacker. &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;The Defense Ministry website was showing Mandarin characters in an error message which further gave strength to the conspiracy theory. In panic, the Ministry of Home Affairs shut down its portal, creating further speculations.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;In the absence of an official statement, the press based their news reports on a tweet by Defense Minister Nirmala Sitaraman which confirmed the alleged hack. A sense of a massive cyberattack engulfed the air.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The general sense was that it was a digital offensive targeted against India and perpetrated by none other than its neighbor China. There was a sudden outrage among social media users who accused the government of failing to protect the nation's digital assets and letting India be vulnerable to cyber threats.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;"There is no hacking or coordinated cyberattack on the website of central ministries. There was a hardware failure in the storage network system at the NIC which resulted in a number of government websites being serviced by that system going down. We are working to replace the hardware and these websites will be up soon," Rai said in a statement putting to rest all speculations.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The National cybersecurity head, who directly works under th&lt;span&gt;Experts also blame the lack of a clear commitment on the part of the government as a reason for loopholes in India's cybersecurity net, calling for greater participation of the individual and private institutions in the country's digital preparedness.&lt;/span&gt;e supervision of Indian Prime Minister Narendra Modi, also confirmed that a total of ten websites, including that of the Central Bureau of Investigation, the Central Vigilance Commission, the e-gazette of India, and the websites of the Ministries of Law, Civil Aviation, Defense, Home Affairs, Labor, Water Resources and Science &amp;amp; Technology suffered due to the hardware failure. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Nevertheless, experts say that India needs a robust framework not only to protect the cyber assets, but also quickly assess threats in view of the experience.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;"Technical glitches happen, especially when you have so many hardware and software products connected online. The immediate reaction of the hack (on Friday, 6&lt;/span&gt;&lt;span&gt;th&lt;/span&gt;&lt;span&gt; April 2018) was in haste and caused all the confusion but no such hack took place. We need to have a more robust framework for response, reporting, and reaction," cyber expert Rakshit Tandon told Sputnik.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Last year, the Home Ministry websites had to be temporarily shut down following a cyberattack. This was in close heels to a hack of the website of the elite Indian special force National Security Guard (NSG) by a suspected Pakistan based group. In 2016, data from Indian missions in Africa and Europe were hacked and posted online by unknown hackers. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The Indian Computer Emergency Response Team (CERT-In), the premier cyber security agency of India had stated in a reply in Parliament that until June 2017 India had more than 27,000 cyberattacks of all levels and cost the economy around $4 billion.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The Hindustan Times in a report predicts that with India embarking on an ambitious digitalization mode, the total losses from cybersecurity threats for the country could touch $20 billion over the next ten years.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Experts also blame the lack of a clear commitment on the part of the government as a reason for loopholes in India's cybersecurity net, calling for greater participation of the individual and private institutions in the country's digital preparedness.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;"We have a national cybersecurity policy but we don't have a clear commitment from the government when it comes to financial allocations. The government must fund small and medium-sized enterprises to produce innovative cybersecurity products and services. Separately, the government must fund research by corporations, civil society organizations, educational organizations, and individuals which should be published in peer-reviewed open access journals and also presented at national and international cybersecurity academic conference," Sunil Abraham, executive director, Centre for Internet and Society told Sputnik.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;"India has the best minds when it comes to hacking. In fact, a majority of the top hackers in the world are Indians but they are not part of India's security apparatus and not in the country's service," Rizwan Shaikh, ethical hacker and one of the youngest information security consultants in South Asia told Sputnik.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;Rizwan was in the news recently when he drew the attention of the government about the severe lacuna in the Indian Railway system which is called the backbone of Indian economy employing around 1.3 million people and running 13,000 passenger trains daily.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The ethical hackers cannot sustain in the government ecosystem, they need patronage and incentives in terms of recognition, but the government of India lacks any such program. There was a program launched recently by the Ministry of Information Technology but it has failed to attract good minds due to its lack-luster management. In India, even if I find a loophole, there is no reporting system to intimate and no proper heads to initiate action, Rizwan added.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The Indian government has multiple stakeholders to monitor and report on digital emergency situations. The plethora of agencies begin with the nodal agency of the Ministry of Electronics and Information Technology, there is a hub called the National Critical Infrastructure Information Protection Center, then there is the interior security ministry of Home Affairs which is the oversight authority over all investigative agencies in the country and there is a new institution by the name national Cyber Coordination Centre created recently. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Rakshit Tandon says that "a sudden spurt in online transactions especially after demonization (in October 2016), coming of 4G mobile networks, cheaper smartphones, and the prestigious vision of 'Digital India' have made the country and its population more prone to cyber threats."&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Moreover, with the controversy of the British political consulting firm Cambridge Analytica allegedly using personal details of Indian social media users has created a sense of insecurity among the online population of the country.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;In view of the threat to personal and national digital security, Sunil Abraham calls for an approach to a complete upheaval the country's cyber laws to combat the threat. He says simply user behavior change is not sufficient for keeping Indians safe from digital harm.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The need for a data protection law was triggered by the debate on individual privacy. However, the importance of this data for national security must not be overlooked. The solution lies in localizing the sensitive data of Indian citizens within the boundaries of India. While currently the infrastructure for this may not exist, it would come up if the data controllers wish to continue to take advantage of the size of the Indian market, he added.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Rajan feels that data protection for India is vital as it is on the cusp of a major technological advancement and has opined that the country needs to put in place legal stipulations on data transfers.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;"The advent of the IoT (Internet of Things technology) would exponentially increase the volume of data being generated. Any new infrastructure being created for IoT should also make arrangement for data to be stored in India. We understand that cross-border flows of data cannot be completely stopped. However, no sensitive personal data should be permitted to go outside the country. There should be legal restrictions on the transfer of data to controllers who have no presence in India," Pavithran Rajan told Sputnik.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;The earliest technology-based law in India was the Indian Telegraph Act of 1885 which is still operational and encompasses the telephone services as well. With the advent of the digital age, India brought in the Information Technology Act in the year 2000 and lastly, a National Cybersecurity Policy was drafted and presented for action 2013, but its actual implementation has not yet taken place. With the fast changing digital ecosystem, India, the largest democracy in the world, struggles to keep pace with the threats it faces and the dangers seem imminent.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;MORE than two months after demonetising an overwhelming proportion of the currency in circulation, the Narendra Modi government now appears to have settled on its key objective for setting out on the unprecedented economic adventure. After shifting the goalposts several times—initially it was a means of combating terrorism and fake currency, later it was a war on black money and still later it was to forcibly march the country towards a “cashless” future, which was then modified to a more reasonable “less cash” society—the government now ostensibly has the road map to undertake the hazardous journey to an age when cash will no longer be king.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There is no better and time-tested means for a government bent on carrying out its whims than to appoint a committee headed by a former bureaucrat to give it the report that would justify what it has already decided to do. In August 2016, months before demonetisation, it constituted the Committee on Digital Payments, chaired by Ratan P. Watal, Principal Adviser, NITI Aayog, and former Secretary, Ministry of Finance. The committee dutifully submitted its report in double quick time on December 9, which was approved by the Finance Ministry on December 27.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The haste with which the committee has gone about its business is evident throughout the report. The committee’s slant is also evident in its approach, especially the reverence with which it welcomes the demonetisation move, even though it was commissioned before November 8, and its recourse to suspect data from private industry and multinational companies even when better quality data were available from official sources such as the Reserve Bank of India (RBI). The report’s lack of rigour, especially in tackling the substantive issues pertaining to monetary policy, was also hindered by the fact that not a single economist of worth, not even a specialist in monetary economics, was present in the committee.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Reckless rush&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;However, to blame the committee alone would be futile. The government, by pursuing an ambitious and reckless push towards “less cash” before setting out a regulatory framework governing digital payments, in effect, placed the cart before the horse.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The report reveals not just the haste with which the Watal Committee has pursued its mission with evangelical zeal but its utter lack of respect for conceptual issues. Nowhere is this more evident than in its recommendation that the regulatory responsibilities for governing the digital payments system be distanced from the RBI. This not only is out of tune with global practices, but it reveals the committee’s sheer inability to understand the fact that although payments account for just a small fraction of what a banking system does, they impinge on modern banking and monetary policy in crucial ways.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In a modern economy, currency creation by the central bank through fiat money is not the only means by which money is created. Deposits with banks, for instance, which provide the base for credit creation, are a means by which banks “create” money. From this perspective, a mobile wallet service provider also acts like a bank; even the users’ monies are held only for a brief period until transactions happen.&lt;br /&gt;&lt;br /&gt;Thus, it appears fit and proper that such services are also governed by the central bank. However, the Watal Committee has recommended that they be supervised by an entity that has a measure of independence from the RBI. This suggestion is dangerous because such entities can potentially pose a systemic risk, which is a key responsibility of a central bank. There is also the risk of regulatory capture of the suggested body, the Payments Regulatory Board (PRB), if sections of the payments industry exercise their newly acquired clout.&lt;br /&gt;&lt;br /&gt;The committee’s enthusiastic acceptance of the “go cashless” mantra is also evident in the data it has sourced. A good example of how it cherry-picked data is its use of a highly dubious (or at the very least, utterly misplaced) dataset to make the point that India is far too dependent on cash. It points to data sourced from the International Monetary Fund (IMF) and other sources to claim that India’s cash-GDP (gross domestic product) ratio is 12.04 per cent, much higher than countries such as Brazil, Mexico and South Africa.&lt;br /&gt;&lt;br /&gt;However, this much-abused dataset, quoted widely by advocates of demonetisation, is an inaccurate measure because it only captures the extent of physical currency in circulation and ignores short-term deposits, which are defined as “broad money”. Logically, these deposits must be included because they are virtually on call by depositors and are, therefore, liquid. Secondly, the fact that such deposits have been increasing as a proportion of the currency in circulation, aided by the spread of banking in India, makes them particularly relevant in the Indian context. The committee, in its bid to justify sending the nation on a cashless path, proceeds to evaluate the “high” costs that cash imposes on the Indian economy. It quotes from McKinsey and Visa, both of which may have a vested interest in India’s mission to go cashless, to drive home the point that going digital would result in huge savings. It quotes McKinsey to claim that “transitioning to an electronic platform for government payments itself could save approximately Rs.100,000 crore annually, with the cost of the transition being estimated at Rs.60,000-70,000 crore” and a Visa report that claims a total investment of Rs.60,000 crore over five years towards creating a digital payments ecosystem could reduce the country’s cost of cash from 1.7 per cent of the GDP to 1.3 per cent.&lt;br /&gt;&lt;br /&gt;Even while pushing the benefits of going cashless, the committee does admit that the transition to digital payments “cannot be agnostic to the actual costs incurred by the end customers, the reasons for preferring cash, and the factors inhibiting the uptake of existent channels of digital payments”.&lt;br /&gt;&lt;br /&gt;A large part of the Indian economy is its “black” counterpart, estimated at about 60 per cent of the legitimate part of India’s national income. Since a significant portion of the currency in circulation caters to the demand from the shadow economy, apart from the huge segment that is engaged in legitimate but informal economic activity, these estimates miss a significant chunk of the economy and its need for cash. Conceptually, to that extent, they significantly overstate the extent of cash relative to real GDP, including the portion missing from official data.&lt;br /&gt;&lt;br /&gt;The naive assumption that digitalised financial transactions are scale-neutral and costless, painless and efficient lies at the heart of the Watal Committee’s report. This has obvious implications for India’s large informal economy, which the Modi government is pushing, under pain of death, towards formality through digital channels. For instance, basic data on the usage of debit cards show how skewed the demand for cards is in India. In August 2016, cash withdrawals at ATMs accounted for 92.28 per cent of the value of all debit card transactions in the country. Thus, less than 8 per cent of the total value was made at point-of-sale (PoS) terminals.&lt;br /&gt;&lt;br /&gt;This statistic is a clear indication of a divide that mirrors the income and consumption divide in Indian society. When banks issue cards (debit, credit or any other), card payment system companies such as Mastercard and Visa provide an interface with the customer for which the issuer pays a fee, which is, in any case, recovered from customers. According to a recent study by Visa, the penetration of PoS terminals has slowed down significantly since 2012, when the RBI set limits on what the card companies could charge as merchant discount rate (MDR), the amount charged from sellers. This reveals that card companies may have been slowing down penetration in order to bargain for a bigger slice of the transaction fee. Although the rates apply not just to card-based purchases but to cash withdrawals too (and have been waived or lowered in the wake of demonetisation on a purely temporary basis), there is no guarantee that they will not increase once the situation returns to normal. This is aggravated by the fact that the government may have little or no control, or the will, to prevent banks and card issuers from charging higher rates later. This has been demonstrated in the past with, for example, ATM-based withdrawals, for which customers have to pay a fee after a minimum number of transactions.&lt;br /&gt;&lt;br /&gt;The flat fee (as a percentage) is regressive, especially because it punishes smaller sellers. It is in this sense that finance, digital or otherwise, is never scale-neutral. The fact that the immediate victims of demonetisation are small-scale producers and retailers implies that the balance has been tilted against them and in favour of larger producers and retailers after November 8. By skewing the field against small and tiny enterprises, demonetisation has been the vehicle for a massive and unprecedented transfer of incomes and wealth from the poor to the rich.&lt;br /&gt;&lt;br /&gt;There is also a fundamental asymmetry in the use of technology in the financial services industry. ATMs, which have been around for decades, were originally touted as a technology that increases efficiency in the use of cash; you only need to withdraw as much as you need, so there is no motive to hoard cash. But that was not the motive for introducing ATMs; the real reason was that they enabled banks to reduce their workforce to cut costs. As ATMs became more ubiquitous, banks started moving from cost cutting to profit-seeking by levying a fee for every transaction above a minimum threshold. In effect, the gains from technology are boosting the profitability of banks while the wider systemic benefits made possible by the same technology have been sacrificed, as the imposition of fees above a minimum threshold actually drives people to hoard cash.&lt;br /&gt;&lt;br /&gt;A study by Visa in October 2016, titled Accelerating The Growth of Digital Payments in India: A Five-Year Outlook, reveals that a one percentage point reduction in cash in circulation as percentage of GDP would require digital transactions of personal consumption expenditure to multiply ninefold. In other words, Visa suggested that digital transactions as a percentage of personal consumption expenditure would need to increase from 4 per cent to 36 per cent if the cash-GDP ratio has to reduce from 11 per cent to 10 per cent.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Security concerns&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Apart from these weighty economic issues, which are central to the move towards digital financial transactions, there are other critically important issues that the committee has either ignored or swept under the carpet. The question of privacy and security was a central issue at a recent conference on digital payments organised by HasGeek, a platform for software developers, in Bengaluru. Several experts, including some from the payments industry, pointed out the serious security and privacy issues that are being ignored in the rush to go digital. For example, an expert on data security warned that the mindless rush to mobile-based transactions was especially scary because most Android phones are vulnerable because they leak data. In fact, he noted that it may be safer for Android mobile users to perform digital transactions using desktop browsers.&lt;br /&gt;&lt;br /&gt;But what is more scary is the manner in which Aadhaar is being touted by the committee as the magic wand by which the digital era can be ushered in quickly. It recommends that mobile number-based and Aadhaar-based “fully interoperable payments” be prioritised within 60 days and that the National Payments Corporation of India (NPCI) be responsible for ensuring this.&lt;br /&gt;&lt;br /&gt;There has been significant resistance to the idea of an Aadhaar-enabled service for digital transactions, primarily because of security and privacy concerns. Entities such as the Centre for Internet and Society have warned against linking Aadhaar to the financial inclusion project because it violates the Supreme Court stricture against making Aadhaar mandatory. Kiran Jonnalagadda of HasGeek pointed out that the Aadhaar system offered only “single factor authorisation”. He said in a recent tweet that Aadhaar involved only a permanent login ID without “a changeable password”, which, from a systemic point of view, made it open to abuse.&lt;br /&gt;&lt;br /&gt;Longstanding critics of the Aadhaar project have pointed out the launch of such a countrywide programme at a time when a regulatory regime is not even in place, and when India does not have privacy protection laws, is dangerously misplaced. They have pointed to the fact that unlike in the case of a debit or credit card, which can be replaced when its integrity has been compromised, the theft of biometric characteristics of a user implies that they are compromised forever. This is not science fiction but a very real possibility as has been demonstrated across the world.&lt;br /&gt;&lt;br /&gt;There are also serious worries that the high failure rate of biometric verification would hurt the poor, supposedly the main target group of the Aadhaar project; the large-scale denial of services such as access to the public distribution system has already been documented across the country. Extending a failed system to real-time financial transactions, thus, appears to be dangerously misplaced. The fundamental issue is this: can a digital mode of payment effectively provide the same level of trust between the transacting parties that is central to a cash-based transaction? The answer to that depends critically on whether the digital mode provides the same level of convenience, cost, predictability and certainty.&lt;br /&gt;&lt;br /&gt;The Watal Committee has produced a report that the political masters sought. Its lack of appreciation of the economic issues underpinning financial transactions and of the wider economic processes in the Indian economy are obvious. Effectively, it has delivered what the Modi government asked for—an impossible road map to a cashless nirvana for a people already suffering the effects of demonetisation.&lt;/p&gt;

    <title>Digital Humanities in India?</title>

        &lt;b&gt;An extended survey of digital initiatives in arts and humanities practices in India was undertaken during the last year. Provocatively called 'mapping digital humanities in India', this enquiry began with the term 'digital humanities' itself, as a 'found' name for which one needs to excavate some meaning, context, and location in India at the present moment.  Instead of importing this term to describe practices taking place in this country - especially when the term itself is relatively unstable and undefined even in the Anglo-American context - what I chose to do was to take a few steps back, and outline a few questions/conflicts that the digital practitioners in arts and humanities disciplines are grappling with. &lt;h2&gt;Background&lt;/h2&gt;
&lt;p&gt;It has only been a couple of years since I began hearing the term Digital Humanities (henceforth, DH) being uttered quite prominently, though mostly in academic circles. For the uninitiated, it almost sounds like an oxymoron. After all, for most practical purposes the digital and humanities have always been seen almost as contradictory terms, existing in distinct silos.  A couple of workshops and conferences, one national-level consultation, three new centres, and two academic courses later the term still needs a definition in India, if not also in other parts of the world. But what was by then, and even now, is interesting is the emergence of pockets of work in India either claiming to be DH or even remotely related to it, and the interest in the term, either as one full of a seemingly diverse, innovative, and generative potential for interdisciplinary work in academia and practice, or as something that is just a reinvention of old questions that have been the focus of humanistic enquiry for several decades now.&lt;/p&gt;
&lt;p&gt;The enquiry for this mapping began with the term itself, as a 'found' name for which I needed to excavate some meaning, context and location in India at the present moment. A consultation on Digital Humanities for Indian Higher Education organised in Bangalore in July 2013 &lt;strong&gt;[1]&lt;/strong&gt; and a proposed short course in ‘Digital Humanities and Cultural Informatics’ &lt;strong&gt;[2]&lt;/strong&gt; at Jadavpur University, Kolkata, were some of the early prominent instances of the use of the term. I later learnt from one of the people interviewed for this study that DH was already discussed in academic workshops as early as 2010 &lt;strong&gt;[3]&lt;/strong&gt;. The general interest in the term has steadily picked up in the last couple of years however, albeit in specific pockets of the country, and it would be safe to say that it has been approached in markedly different ways by several institutions.&lt;/p&gt;
&lt;p&gt;The source of the term itself is the history and body of literature around humanities computing in the UK and US, which essentially explores the use of computational methods in humanities research and practice. Roberto A. Busa (2010) describes it as “… precisely the automation of every possible analysis of human expression (therefore, it is exquisitely a "humanistic" activity), in the widest sense of the word, from music to the theater, from design and painting to phonetics, but whose nucleus remains the discourse of written texts”. However, locating such a history in India seems not only to be a difficult project, but largely a futile one. It seemed irrelevant to import a concept or discourse that in itself was (and still is to some extent) relatively unstable and undefined even in the Anglo-American context, and then try to locate it here. Instead, what I chose to do was to take a few steps back - firstly to outline a couple of questions/conflicts that seemed to be troubling about this concept to begin with:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Are ‘digital’ and ‘humanities’ really two contradictory terms that are being bridged together?  Is this a reiteration of the ‘two cultures’ (Snow 1990) debate?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;What are the changes in the object(s) of enquiry in humanities disciplines due to the advent of the internet and digital technologies?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;What methods are to be used to study and work with digital objects? How are these affecting the traditional methods of the humanities?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;  
&lt;li&gt;Is DH a fringe academic phenomena, and can it be related to academic disciplines only? With several groups of practitioners engaging with questions and methods akin to DH outside universities, how do we define its institutional boundaries?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt; 
&lt;li&gt;What are the new skills and tools emerging with, and in turn defining, DH practices in India?&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Context&lt;/h2&gt;
&lt;p&gt;An immediate context for the growth of DH has been the steady debate around a ‘crisis’ of the disciplines, the humanities in particular, and how DH in a strange paradox, seemed to be both the phenomenon posing this question and offering an answer to it. Particularly in the Anglo-American context, while there has been a sustained decline in funding for the arts, especially post the global recession in the late 1990s, the Science, Technology, Engineering and Math (STEM) and other disciplines in natural sciences still seem to be on a steady footing. The ‘crisis’ here exists here at several levels - budgetary cuts across universities for liberal arts and humanities programmes, a steep fall in gainful employment for graduates (whose numbers are much more than the jobs available in the market, the adjunct system that has become popular in the US, which has resulted in reduced full-time employment and poor compensation for faculty, and in general a lack of opportunities and resources for research in the arts and humanities. The problem however, of which these are only the symptoms, lies much deeper, at the heart of what is seen as the lack of interest due to the diminishing practical value of the humanities, which further makes them seem most dispensable in a moment of economic crisis. Martha Nussbaum calls this a ‘silent crisis’, spurred by the growth of a profit-driven model of education, which has led to an increased focus on science and technology programmes, and emphasized the fostering of certain specific skills in these domains much to the detriment of arts and humanities programmes at every level of formal education, thus also doing away with “cultivated capacities of critical thinking and reflection, which are crucial in keeping democracies alive and wide awake.”&lt;/p&gt;
&lt;p&gt;Gary Gutting on the other hand sees this definition of crisis in terms of numbers itself as misleading, but proposes that this decline also as a result of a cultural and economic system that is inhospitable to the humanities in general, and the ‘cultural middle class’ in particular. He writes:&lt;/p&gt;
&lt;blockquote&gt;Our economic system works well for those who find meaning in economic competition and the material rewards it brings. To a lesser but still significant extent, our system provides meaningful work in service professions (like health and social work) for those fulfilled by helping people in great need. But for those with humanistic and artistic life interests, our economic system has almost nothing to offer. Or rather, it has a great deal to offer but only for a privileged elite (the cultural parallel to our economic upper class) who have had the ability and luck to reach the highest levels of humanistic achievement. If you have (in Pierre Bourdieu’s useful term) the “cultural capital” to gain a tenured professorship at a university, play regularly in a major symphony orchestra or write mega bestsellers, you can earn an excellent living doing what you love. Short of that, you must pursue your passion on the side. (Gutting 2013)&lt;/blockquote&gt;
&lt;p&gt;Paul Jay and Gerald Graff locate the problem within the notion of the humanities as being inherently averse to a market-driven, utilitarian form of education, which emphasises only credentials, thus rendering the field esoteric and lacking when it comes to solving problems in the ‘real world’. Instead they favour the approach of humanities students developing diverse skill sets, in addition to traditional skills of their disciplines, and being open to engage with opportunities in the larger marketplace outside of academy as well. As the essay states:&lt;/p&gt;
&lt;blockquote&gt;We believe it is time to stop the ritualized lamentation over the crisis in the humanities and get on with the task of making them relevant in the 21st century.  Such lamentation only reveals the inability of many humanists to break free of a 19th-century vision of education that sees the humanities as an escape from the world of business and science. As Cathy Davidson has forcefully argued in her new book, Now You See It, this outmoded way of thinking about the humanities as a realm of high-minded cultivation and pleasure in which students contemplate the meaning of life is a relic of the industrial revolution with its crude dualism of lofty spiritual art vs. mechanized smoking factories, a way of thinking that will serve students poorly in meeting the challenges of the 21st century. (Jay and Duff 2002)&lt;/blockquote&gt;
&lt;p&gt;While many of the traditional humanities scholars may still look at this as the result of a certain techno capitalistic impulse - wherein a new research regime based on knowledge creation to fulfil corporate interests emerges – it is prudent to examine how and why fields like the digital humanities have now emerged around the time of such a crisis, as they seemingly fit well within this nebulous space, and what are their implications for the humanities, education and research at large.&lt;/p&gt;
&lt;p&gt;In the India, the context is a rather chequered one – with most conversations around the internet and digital technologies located within the domain of the development of Information and Communication technologies for Development (ICT4D), in sectors ranging from education to governance. The introduction to the digital has been in multifarious ways for countries in the global south, largely through rhetoric about its potential to address and even resolve social and economic problems, so much so that, as several of the people interviewed in this study also mentioned, now anything digital automatically translates to ‘good’ and ‘beneficial’. Addressing the digital divide has been a mandate of all stakeholders, whether the state and policy-makers, private organisations, NGOs or academia. With around 300 million internet users and counting, India has the second largest internet user base in the world. However, the conditions and quality of access to the internet and other digital technologies, and who is using these and for what purposes continue to remain a bone of contention. The ambitious Digital India initiative of the current government is the latest in a slew of measures undertaken to address some of these concerns in the last several years, and it proposes to do so by tackling three key areas – digital infrastructure, governance and services on demand, and empowerment of citizens through increased digital literacy &lt;strong&gt;[4]&lt;/strong&gt;. As such it seeks to resolve some of the challenges of last mile connectivity that have forever been an issue with many ICT4D initiatives, particularly with countries in the Global South. The advent of a techno-democracy or a model of governance that successfully integrates technology within a framework of rights and social development seems to be larger vision of these proposed initiatives.&lt;/p&gt;
&lt;p&gt;The ICT-fication of education has been a major objective and challenge within this larger vision, specifically with respect to the problem of access, and more importantly quality of access which stands out as pertinent, again a problem attributed to the lack of last mile connectivity. In 2009, the MHRD launched the ambitious National Mission in Education and Information and Communication Technologies (NMEICT) programme &lt;strong&gt;[5]&lt;/strong&gt;, which along with the National Commission for Higher Education and Research (NCHER) Bill &lt;strong&gt;[6]&lt;/strong&gt; and the recommendations of the Yashpal Committee report &lt;strong&gt;[7]&lt;/strong&gt;, was expected to address some long-standing concerns in making higher education more accessible and hospitable to students, particularly those from underprivileged backgrounds. Ashish Rajadhyaksha (2011) argues that the last-mile problem is a more of a conceptual or cultural problem than merely a technological one. This is illustrated in the manner of implementation of several projects under the NMEICT, particularly in the imagination, as Rajadhyaksha says, of technology as neutral and therefore capable of addressing issues of democratisation within higher education.&lt;/p&gt;
&lt;p&gt;Following the NMEICT, several initiatives such as the National Programme on Technology Enhanced Learning (NPTEL) &lt;strong&gt;[8]&lt;/strong&gt; programme, and the use of low-cost devices such as the Aakash tablets &lt;strong&gt;[9]&lt;/strong&gt; were also field tested to get a better understanding of how digital technologies could be integrated seamlessly into classroom instruction. The Indira Gandhi National Open University (IGNOU) &lt;strong&gt;[10]&lt;/strong&gt; and Information and Library Network (INFLIBNET) &lt;strong&gt;[11]&lt;/strong&gt;, and more recently the National Knowledge Network (NKN) &lt;strong&gt;[12]&lt;/strong&gt; are some of the more established efforts in distance education and open courseware. Digitisation initiatives were also launched on a large scale in the last decade, some notable ones being National Mission for Manuscripts &lt;strong&gt;[13]&lt;/strong&gt;, Digital Library of India &lt;strong&gt;[14]&lt;/strong&gt;, and National Library of India &lt;strong&gt;[15]&lt;/strong&gt;, among many others. There is also a growing number of closed/commercial archives, some examples being the South Asia Archive &lt;strong&gt;[16]&lt;/strong&gt; and Asia Art Archive &lt;strong&gt;[17]&lt;/strong&gt;.  Digitisation, while being taken up in the interest of preservation and record, also brought with it a number of challenges, particularly with respect to the manner in which the projects were implemented. Whether with regard to preservation of the original material, problems with copyright or defining metadata standards, digitisation has never been an easy process. The Google Books library project is an example of this, where many books were damaged and had to be discarded in the process of digitisation, and the project itself came under criticism for several copyright violations, errors produced due to conversion of scanned texts using Optical Character Recognition (OCR) software and incorrect or unavailable metadata.&lt;/p&gt;
&lt;p&gt;The move towards digitisation also provided the much needed impetus for archival practice to make a transition to the digital space, this has been an inevitable but rather fraught endeavour to begin with, as some of the observations made in the later chapters will illustrate. The emergence of independent, private online archives, often seen as a fallout of the hegemony of state-funded archives is an important development of this time. An influx of funding from government and private donors, has led to a lot of work in media and communication technologies getting concentrated in so-called ‘alternative’ spaces outside the university. The growth of these in between spaces has been an interesting phenomenon, particularly with respect to the possibilities offered for different kinds of research and other creative practices that are often unable to find a space within the confines of a university or other large, established knowledge institutions.&lt;/p&gt;
&lt;p&gt;In the last decade or so, DH seems to have become one of the most highly funded areas in humanities research and practice. While this has seemingly helped to either save and/or reinvent some the humanities programmes, a lot of traditional humanists also view the field and the term with scepticism – as a threat to more traditional forms of humanities pedagogy and practice. Whether such a context exists in India and is still a matter of question, and hinges largely on how we understand the digital itself - as an object, concept or space. For that seems to be where the questions about the field, its emergence and its epistemological concerns lie.&lt;/p&gt;
&lt;p&gt;This report, therefore, takes a slightly broader look, somewhat like a scoping exercise to see what some present concerns are and what could be the possibilities of DH in India. The areas of focus are few – the notion of crisis, and disciplines, the archive and so forth which form the crux of the debate in India. It also looks at changes that have come about, and are imminent with the ‘digital turn’, from the perspective of selected disciplines, and practices of knowledge-making. More importantly, it tries to extrapolate, from the common issues and conflicts traced across several conversations, larger questions of a conflict of authority that disciplines in the humanities have come to undergo, and whether the digital has amplified of tried to resolve the same. The conflict is tied to questions of ownership/authorship and authenticity that emerge with new collaborative modes of knowledge production, and the politics of circulation. It is reflected in the shift from more traditional spaces of knowledge-making to newer methods, objects, figures and processes in the online world, which seem to at one level replace older ones. This perceived threat of irrelevance or obsolescence is one of the manifestations of this conflict of authority. The Wikipedia is one example of this conflict, wherein the authenticity and authority of its content and recognition as scholarship has been intensely debated owing to, among other things, the fact that it cannot be attributed to any single author. In the ways in which the digital now mediates such activities, what has become the space and understanding of the digital in our lives, in the ways we consume and produce information and knowledge, and increasingly become uneven stakeholders in a dynamic knowledge economy, are some of the questions explored therein.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Methodology&lt;/h2&gt;
&lt;p&gt;With few 'digital humanists' (a term many DH scholars in India have consciously chosen to stay away from) and DH centres around, and the discourse being far from stable in India, the best way to explore this supposedly new phenomenon then seemed to be to understand some of the immediate problems and questions with the notion of the ‘digital’ itself. This approach was not just the result of constraints of the immediate context, but also turned out to be a productive methodological gesture, as it widened the scope of this mapping exercise to include several proto/perhaps-DH initiatives that have come up around the same time, or been in existence for a while and have been trying to work around similar questions. The mapping did not begin with an assumption of a field called DH as being extant in India, and therefore as an examination of its challenges and possibilities, but rather to understand how DH-like practices have evolved and converged at the moment under what appears to be like a place-holder term, and the implications of this for research and learning. Being located in India, it also provided a good vantage point to reflect on some of the literature and discourse around the term being produced in the Anglo-American context. 
The consultation on Digital Humanities for Indian Higher Education held in July 2013 was helpful in bringing together a number of people and key questions of what was then understood as something of a field. It is largely from the discussions at this consultation that this report approaches the term and what it may offer for humanities and related interdisciplinary research in India; somewhere it also hopes to serve as a point of departure. A major concern then was the lack of a proper definition of the field, and its instability, which continued to be a recurrent topic in my discussions with people as part of this exercise. However, the merits of embarking upon an exercise to ‘define DH in India’ were highly contentious, so the mapping took a more descriptive route, and did a discursive analysis of work in DH and allied fields and what people were saying about it in India. What I found were a range of views, some informed by practice and scholarship, others based on conjecture and some purely non-committal. As one of the people interviewed for this mapping pointed out, there is something provisional about which, if I may add, also inhibits us from saying anything definitive about it, just yet.&lt;/p&gt;
&lt;p&gt;Given that the lack of a definition of the field remained one of the main issues, I went into conducting the mapping with a working definition/assumption that DH ‘is an interdisciplinary area of research, practice and pedagogy that looks at the interaction of digital tools, methods and spaces with core concerns of humanistic enquiry’. This definition was developed based on a review of existing literature in the Anglo-American context on DH, and deliberately made expansive enough to include within its fold, the different kinds of practices that had already chosen to adopt the term, and others which seemed to be inclined towards similar theoretical and practical concerns. Another useful definition, from the Digital Humanities Quarterly useful was the following:&lt;/p&gt;
&lt;blockquote&gt;Digital humanities is a diverse and still emerging field that encompasses the practice of humanities research in and through information technology, and the exploration of how the humanities may evolve through their engagement with technology, media, and computational methods. (Digital Humanities Quarterly 2010)&lt;/blockquote&gt;
&lt;p&gt;Deliberating on the interaction between humanities and technology, Susan Schreibman, in one the earliest books on DH describes the 'field' as follows:&lt;/p&gt;
&lt;blockquote&gt;The digital humanities, then, and their interdisciplinary core found in the field of humanities computing, have a long and dynamic history best illustrated by examination of the locations at which specific disciplinary practices intersect with computation. (Schreibman et al 2004)&lt;/blockquote&gt;
&lt;p&gt;One of the popular and most quoted definitions, however, is an early one that appeared in the Digital Humanities Manifesto 2.0 (Institute for the Future of the Book 2009). This describes DH as &lt;em&gt;an array of convergent practices&lt;/em&gt;, and is also reproduced in the book &lt;em&gt;Digital Humanities&lt;/em&gt; (Burdick et al 2012):&lt;/p&gt;
&lt;blockquote&gt;Digital Humanities refers to new modes of scholarship and institutional units for collaborative, transdisciplinary, and computationally engaged research, teaching, and publication. Digital Humanities is less a unified field than an array of convergent practices that explore a universe in which print is no longer the primary medium in which knowledge is produced and disseminated. (Ibid., 122)&lt;/blockquote&gt;
&lt;p&gt;The notion that DH is a “less a unified field than an array of convergent practices” seems to be the most useful way to describe the observations and more so the conditions that led to this mapping exercise, which also seeks to outline some kind of a trajectory of practices that converge at this contemporary moment to engender new meanings of and around the digital, rather than produce a conceptual history of the term in the Indian context or even imagine an extant field of some sort.  This notion of a convergence, as stated in the last definition, although not apparent or expressed by anyone in India, seems to be the best possible way to describe the manner in which certain practices and a discourse has grown around the intersection of humanities and digital technologies in India. This rather organic growth of DH projects, practices and coursework in the absence of a meta-theory that would drive its epistemological concerns is an important conceptual question for the field itself, and a challenge for the study. Thus while the broader conversation around DH spans everything from instructional technology, new media and art practices, integrated science education to cultural analytics, the core concerns often remain the same, that of the intersection of previously separate domains of knowledge that are now coming together, and the crucial role played by the internet and digital technologies in bringing them together.&lt;/p&gt;
&lt;p&gt;Further, three immediate experiences in engaging with digital technologies and questions of knowledge production in India shaped the intellectual concerns of this study. The first of these is the series of monographs produced as part of the ‘Histories of Internets in India’ project at the Researchers at Work (RAW) programme in CIS, during 2008-2011. A key point foregrounded in these monographs was the critical need to approach the internet, as a plural technology, available in and actualised through different forms, practices, and experiences. The second one was the collaborative project on the quality of access to higher education in undergraduate educational institutions at the Higher Education Innovation and Research Applications programme at the Centre for the Study of Culture and Society, Bangalore.The project was conducted in nine undergraduate institutions across three states in India, and included interaction with students and teachers through workshops and campus projects.The experience of working with students – who ranged from those who could barely use a computer to students proficient with the latest software, multimedia tools and internet applications – led to many insightful learnings about the teaching-learning environment, and prevalence of digital technologies and the internet in these spaces. The third one, of course, is the consultation on DH held in Bangalore, which provided an immediate set of questions and a network of people to begin the mapping with.&lt;/p&gt;
&lt;p&gt;In this study, the fieldwork consisted of in-depth and semi-structured interviews with key people involved in the DH-like initiatives in India, and allied areas such as media, archives, art, and higher education. The sample size being small, the conversations were by no means exhaustive, but they were insightful in terms of the present nature of practice and the questions that they further pointed towards. The interviews were largely open-ended conversations focussing on, where possible, questions about DH: its emergence, theory, practice and pedagogy, but emphasising the notion of the ‘digital’ and is diverse perception and formulations. With respondents who were not from an academic space or not involved with DH directly, the questions were more related to the nature of changes that the digital has brought about in their practice, specifically the shifts in content and method. The crisis of disciplines and the move away from more traditional concerns of humanistic enquiry were also discussed. Issues of access, exclusivity and the move towards collaborative spaces of knowledge production and the democratic potential of the internet and digital technologies also came up quite prominently as points of discussion.&lt;/p&gt;
&lt;p&gt;The fieldwork tried to cover not just a range of people from different disciplines and areas of practice, but also institutions: Prof. Amlan Dasgupta, Prof. Sukanta Chaudhuri and Purbasha Auddy, (School of Cultural Texts and Records and Dept. of English), Dr. Moinak Biswas and Dr. Madhuja Mukherjee (Media lab and Dept. of Film Studies); Dr. Abhijit Roy (School of Communication and Culture) at Jadavpur University, Kolkata; Dr. Souvik Mukherjee (Dept. of English) and Dr. Milinda Banerjee (Dept. of History) at Presidency University, Kolkata; Abhijit Bhattacharya (Media Archives) at Centre for the Studies in Social Sciences, Kolkata; Dr. Ravi Sundaram (the Sarai Programme) at Centre for the Study of Developing Societies, New Delhi; Dr. Indira Chowdhury and Dr. Padmini Ray-Murray (Centre for Public History) at Srishti School of Art, Design and Technology, Bangalore; Dr. C. S Lakshmi at the Sound and Picture Archives for Research on Women, Mumbai; Shaina Anand, Namita Malhotra, Lawrence Liang, Jan Gerber, Sebastian Lutgert and Ashish Rajadhyaksha, who have all worked with CAMP, Mumbai and are part of the team behind Indiancine.ma and Pad.ma; Vikram Vincent at the Indian Institute of Technology, Mumbai and S.V. Srinivas, Azim Premji University, who was previously associated with the Centre for the Study of Culture and Society. The individuals and institutions mentioned here have been engaged with these concerns within their respective fields of research and practice. Three institutions - Jadavpur University, Presidency University and the Centre for Public History – have actively adopted the term DH for some of the work they have been doing, whereas the remaining have been working with digital technologies as part of research, pedagogy, and practice. The report presents some part of these conversations and in doing so provides a snapshot of the operational context of the term ‘DH’ in India as well. The attempt was to understand the nature of existing and possible institutional investment in the term, as well as digital technologies (beyond tools, platforms and processes) and their stake in taking these questions further.&lt;/p&gt;
