CIS signed an MoU with Goa University for digitizing Konkani Vishwakosh under Creative Commons license.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;The four volumes of encyclopaedia work, initially started by prominent  Goan writer and academician late Manoharrai Sardessaiat of Goa  University, will now be accessed in digitized format, alongside forming a  base for a Konkani Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As mentioned by officials, the Konkani Wikipedia is to be ready to  access within upcoming six months. With this, Goa University has turned  out to be the first varsity in the nation to enter into a creative  commons licence that will permit copyrighted produced data by an Indian  university accessible to internet users and open to modification (wiki),  making Goa University a victory of sorts of free information.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The university has signed a three-year MoU (Memorandum of Understanding)  with the Centre for Internet and Society's Access to Knowledge  Programme. This centre represents Wikipedia in India, and now also the  Konkani Wikipedia project.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;After Google, Facebook and Yahoo, Wikipedia is the fourth most used  asset on the internet which operates as an internet based encyclopaedia.  Over Wikipedia, any of the users can upload new information and can  also update or amend an existing topic. The Konkani Wikipedia is also  planned to offer similar privileges to its users. GU's Konkani  department and the centre will manage the development from the  university campus.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The Konkani vishwakosh covers all realms of knowledge like any other  encyclopedia. The Konkani Wikipedia will act as a digitized repository  of knowledge for future generations and Konkani speakers across the  world. I look forward to the pleasure of going to the internet and  clicking away to access a Konkani Wikipedia," GU vice-chancellor Satish  Shetye said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Shetye told, GU is delighted to relate with Wikipedia, which has become a  global trend breaking the monopoly of publishers and transforming the  way of sharing of knowledge into a democratic process.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;GU registrar Vijayendra Kamat mentions, "At present, it takes time for a  page with information in a regional language to download because they  are usually found in the form of scanned pages, which are accessible as  images and not text. The Konkani Wikipedia will make the text accessible  as is the case of any English text on the internet”.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Konkani vishwakosh, containing four large volumes of total of 3,632 pages, is  a work of period of 14 years. It was edited by late Manoharrai  Sardessai followed by the editor Tanaji Halarnkar. For the compilation  process, GU Staff members, Ranjan Naik, Kalpana Naik, Kanchan Mordekar,  Surekha Naik, Mukesh Thali and Shailendra Mehta contributed to it.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Konkani vishwakosh or encyclopedia covers, concisely presented world  information with special weight given on information on Goa, Konkani,  Goan culture, folklore, history, geography etc. The Wikipedia is offered  in 20 Indian languages that includes Telugu, Assamese, Marathi, but not  in language Konkani so far.&lt;/p&gt;

    <title>The Indian Council of Agricultural Research Adopts an Open Access Policy</title>

        &lt;b&gt;In this blogpost, Nehaa Chaudhari discusses the newly adopted Open Access Policy of the Indian Council of Agricultural Research.
&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Earlier this month, the Indian Council of Agricultural Research (ICAR) adopted an Open Access Policy. &lt;i&gt;Inter alia, &lt;/i&gt;this policy requires each ICAR institute to set up an Open Access Institutional Repository (OAIR), with the ICAR to set up a central harvester to harvest the meta data and full text of all the records from the Open Access (OA) repositories so set up. What is interesting from the IPR perspective is that the meta-data and other information of these repositories is copyrighted with the ICAR and has been licensed for research and academic purposes, for using, re-using and sharing. Commercial and other reuse would require the written permission of the ICAR. In a nod to the increasing importance of social media, ICAR’s Open Access Policy encourages its institutes to share their works on public repositories and social networking sites, besides adopting the mandate to have all publications, including its journals placed under Open Access. What might be harder to realize, however, is the publication of their research by scientists and other researchers across ICAR institutes or elsewhere, with publishers that allow self archiving Open Access Institutional Repositories. The ICAR Open Access Policy is available &lt;a href="http://icar.org.in/en/node/6609"&gt;here&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In May, earlier this year, the ICAR had released a &lt;a href="http://www.icar.org.in/files/Draft%20ICAR%20Open%20Access%20Policy%20for%20Comments.pdf"&gt;draft version&lt;/a&gt; of this policy, inviting comments. &lt;a href="https://cis-india.org/openness/blog-old/comments-on-draft-icar-open-access-policy"&gt;CIS’ comments&lt;/a&gt; had lauded the Policy as being comprehensive, detailed, and as being a positive step in the right direction, and had suggested some possible changes to the same.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It is observed that the adopted Open Access Policy (OAP) differs from the Draft Policy (DP) in certain respects, some of which are a cause for concern, whereas a few others expand the scope of the OAP. &lt;i&gt;First, &lt;/i&gt;while the OAP requires that Institutional Repositories be established; the requirement contained in the DP to use Free and Open Source Software which was OAI-MHP compliant has been removed. Given that this is an endeavour to foster openness, requiring the use of Open Source Software was definitely a welcome step sought to be adopted by the ICAR, and its elimination renders the OAP lacking in the spirit of openness to its greatest realizable extent. Further, compliance with OAI-MHP would have ensured interoperability, as noted by us in our comments to the DP, and a failure to utilize this would reduce the accessibility and impact of archived materials. &lt;i&gt;Second, &lt;/i&gt;the OAP requires that authors of scholarly articles deposit both, preprints and post-prints of their papers accepted for publication in the OAIR. This is a departure from the position in the DP, which required only preprints be deposited. Given that there is likely to be a difference in content and form of the article between the preprints and post-prints (which are after peer review), the inclusion of both preprints and post-prints in the OAIR is seen to be a beneficial move. &lt;i&gt;Third,&lt;/i&gt; the period of embargo while signing copyright agreements with publishers had been envisaged to be six months in the DP, whereas the OAP extends the same to twelve months. It is felt that scientific writing is likely to be time sensitive, and twelve months might be an inordinate delay for its availability in the public domain, possibly reducing its applicability and relevance. Therefore, it is suggested that the earlier embargo period of six months might be the better alternative between the two. &lt;i&gt;Fourth, &lt;/i&gt;the OAP incorporates an End Note, that was absent in the DP, which stipulates the time period of three years for compliance with the Open Access initiative, and recognizes the OAP as the first stage of a larger process. Both, the time period for compliance, and the recognition that the adoption of the OAP is but the first stage, are appreciated.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In sum, the OAP of the ICAR, while addressing some of the issues associated openness does leave room for desirability. Besides the suggestions that we had made &lt;a href="https://cis-india.org/openness/blog-old/comments-on-draft-icar-open-access-policy"&gt;earlier&lt;/a&gt;, other concerns include those reflected in this blog post, particularly regarding the departure from the DP in certain specific instances. Nonetheless, the adoption of the OAP by the ICAR is a welcome move- one that would hopefully be followed by other Government agencies such as the Department of Atomic Energy, the University Grants Commission, the Department of Biotechnology, etc.&lt;/p&gt;

&lt;p class="body" style="text-align: justify; "&gt;The Goa University has re-launched a four-volume Konkani Vishwakosh  (Konkani encyclopaedia) and announced its plan to upload the same on  Wikipedia so as to build the Konkani Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The project is seen as a major stride in Konkani learning, research and  production of books. The project, which will involve 42 students of the  Konkani Department of Goa University including four designated as  Ambassadors of Konkani, will turn students into producers of knowledge  rather than mere consumers of knowledge. The University has signed a  three-year memorandum of understanding (MoU) with the Centre for  Internet and Society (CIS) for building up the Konkani Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;“Wikipedia is a global phenomenon and a platform to bring people  together for making creative activities possible, which in fact, has  challenged the monopoly of publishers and created a movement in order to  put together knowledge, further making it accessible to public,” said  Satish Shetye, Vice-Chancellor of Goa University, speaking at the launch  of the project.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Narrating how the project began, Registrar of Goa University V. P. Kamat  explained that Mr. Satish Shetye, who took over as Vice-Chancellor over  a year ago, happened to notice the huge piles of hardbound volumes of  the Konkani encyclopaedia stacked in the Goa University library and  wished to digitise the manuscripts and re-launch the encyclopaedia. The  idea to upload the whole content on Wikipedia was thus born.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The work for the Konkani encyclopaedia project was commissioned during  the tenure of the first Vice-Chancellor B. Sheik Ali. The project was  seen as a historical step to document the identity of the State and its  people and the history of Goa for posterity. University insiders,  however, said that no serious efforts were made to take the invaluable  research work undertaken beyond the University. Secondly, because of the  lack of human resource and funds, no initiative was taken so far to  update these volumes.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;&lt;b&gt;Initiative&lt;/b&gt;&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Prof. Shetye took a proactive initiative and tied up with Access to  Knowledge Programme of the CIS. The four volumes of the 3,632 page  Konkani encyclopaedia are being released under Creative Commons License  CC-BY-SA 3.0 to support the movement of open knowledge and open access.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Programme Director at CIS’s Access to Knowledge Programme Vishnu Vardhan  said that the process of uploading the four volumes of Konkani  encyclopa edia on Wikipedia would be completed in six months’ time. He  also stressed on the need to rewrite some of the articles in the  encyclopaedia so as to make the content more relevant.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Students of the University involved in digitisation work and rewriting  the content see this as an opportunity to learn about digitisation and  to write Konkani of global standard, said Madhavi Sardesai, Professor,  Department of Konkani at the University. Mr. Vardhan also disclosed  plans for a relevant training programme specially co-designed by the CIS  as well as the University to put up the content on Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;He said that the Goa University is the first in the country to  re-license copyright of its content and hailed the initiative towards  open knowledge. Though the MoU signed last month would be initially  valid for three years, Mr. Vardhan is optimistic that it would go beyond  the launch of the Vishwakosh volumes.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Mr. Halarnkar, associated with the Konkani literary movement, who was  present at the launch as the editor of the original volumes, welcomed  the process of digitisation as relevant, historical and need of the  hour. However, he stressed on supervision over the accuracy and  accountability while digitising original data and regular updating of  the content in the context of the Konkani language, its history and  movement.&lt;/p&gt;

&lt;p&gt;The university has entered into a 3-year memorandum of understanding with the Centre for Internet and Society (CIS), for building up the Konkani Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Vice Chancellor of Goa University Dr Satish Shetye, speaking during the event held at the university said that Wikipedia is a global phenomenon and a platform to bring people together for making creative activities possible, which in fact, has challenged the monopoly of publishers and created a movement in order to put together knowledge, further making it accessible to public.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“This platform will bring together Konkani speaking people of the world, besides providing an opportunity to learn about digitisation, and write Konkani of global standard.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Dr Shetye, who incidentally noticed large number of volumes of the Konkani encyclopedia stacked in the Goa University premises, decided to take them to maximum people through their re-launch and upload on the Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The work for the Konkani encyclopedia project was commissioned during the tenure of vice chancellor Prof B Sheik Ali, and was carried out by various people from Dr Manoharrai Sardesai to Dr Tanaji Halarnakar, with the aid of the Konkani department at the university.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The four volumes of the 3,632 page Konkani encyclopedia are being re-released under Creative Commons License CC-BY-SA 3.0 to support the movement of open knowledge and open access. The programme director for the Access to Knowledge Programme of the Centre for Internet and Society, Vishnu Vardhan, speaking on the occasion said that the process of uploading the four volumes of Konkani encyclopedia on the Wikipedia would be complete in six months time, and includes processes like scanning, digitisation and creating articles as per the requirement of Wikipedia. He also stressed on the need to rewrite some of the articles in Konkani encyclopedia so as to contemporarise their contents.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Vardhan also informed that relevant training programme would be specially co-designed by the CIS as well as the university to put up the content on the Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Goa University is the first university in the country to re-license copyright of its content, and hence can be termed as the ‘Champion of open knowledge’, he observed. The Konkani Wikipedia will act as a digitized repository of knowledge  for future generations and Konkani speakers across the world.     <title>Open Access: An Opportunity for Scientists around the Globe</title>

        &lt;b&gt;Researchers face two problems related to information access: making their own research more visible to researchers elsewhere and making worldwide research readily available to them. Open access (OA) can solve both of them. &lt;/b&gt;

&lt;p&gt;This article by Prof. Subbiah Arunachalam was &lt;a class="external-link" href="http://euroscientist.com/2013/09/open-access-an-opportunity-for-scientists-around-the-globe/"&gt;published in Euro Scientist on September 25, 2013&lt;/a&gt;.&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Open  access is particularly important in developing countries, where the  research and higher education budgets are nowhere near those in advanced  countries.  For example, libraries in most universities in sub-Saharan  Africa subscribe at best to only a few journals, and are thus forced to  do research literally in a literature vacuum.&lt;/p&gt;
&lt;p&gt;Elsewhere like in India, some institutions such as the &lt;a href="http://www.iisc.ernet.in/" target="_blank"&gt;Indian Institute of Science&lt;/a&gt;,  Bangalore, subscribe to a few thousand journals. But many of them go  unused. Thus this approach results in non-productive investment of  scarce resources. In addition, when developing country  scientists publish their work in expensive journals, then all too often  it goes unnoticed by other researchers in their own country.&lt;/p&gt;
&lt;p&gt;To make OA more widespread, there are two possible routes: OA  journals and OA archives. OA journals and archives help to integrate the  work of scientists everywhere into the global knowledge base, reduce  the isolation of researchers, and improve opportunities for funding and  international collaboration. OA, if adopted widely, can raise the  profile of an entire nation’s research output.&lt;/p&gt;
&lt;h3&gt;&lt;b&gt;OA journals&lt;/b&gt;&lt;/h3&gt;
&lt;p&gt;For now, there are already many successful OA journals initiatives in the developing world.  &lt;a href="http://www.bioline.org.br/" target="_blank"&gt;Bioline International&lt;/a&gt; ,  for example, hosts electronic OA versions of more than 35 peer reviewed  bioscience journals from 17 developing countries. It is backed, among  others, by the &lt;a href="http://www.epublishingtrust.org/" target="_blank"&gt;Electronic Publishing Trust for Development&lt;/a&gt; (EPT),  established in 1996. EPT promotes open access to the world’s scholarly  literature, and provides an annual award for the best contribution to  the advancement of OA in the developing world.&lt;/p&gt;
&lt;p&gt;Other worldwide OA initiatives include the African Journals Online (&lt;a href="http://www.ajol.info/" target="_blank"&gt;AJOL&lt;/a&gt;),  which provides free online access to 462 African journals. Latin  American initiatives– some of which have overlapping content—include &lt;a href="http://www.scielo.br/" target="_blank"&gt;SciELO &lt;/a&gt;with 1,013 Iberoamerican OA journals, &lt;span&gt;&lt;a href="http://www.redalyc.org/" target="_blank"&gt;RedALyC &lt;/a&gt;&lt;/span&gt;,&lt;b&gt;&lt;i&gt; &lt;/i&gt;&lt;/b&gt;&lt;i&gt;which&lt;/i&gt; supports 809 OA journals and &lt;a href="http://www.latindex.unam.mx/" target="_blank"&gt;Latindex&lt;/a&gt;,  with more than 4,600 OA journals.  In parallel, India alone publishes  more than 400 OA journals. For example, the ten journals of the &lt;a href="http://www.ias.ac.in/" target="_blank"&gt;Indian Academy of Sciences&lt;/a&gt; and the 17 journals published by the Council of Scientific and Industrial Research are OA. &lt;b&gt; &lt;/b&gt;&lt;/p&gt;
&lt;p&gt;With the emergence of OA, many new commercial publishers have  sprouted recently. They are publishing OA journals largely to earn  through Article Processing Charges (APC). So much so India is considered  a leader in publishing predatory OA journals.&lt;/p&gt;
&lt;p&gt;Not all commercial publishers are predatory, though. For example,&lt;a href="http://www.medknow.com/" target="_blank"&gt;Medknow Publications&lt;/a&gt;,  a commercial publishing company founded by a paediatrician based in  Mumbai, has helped more than 100 OA medical journals make the transition  from print to electronic open access. In doing so, they realised that  most of them are now doing much better  than before in terms of  readership, print subscription, quality of editing and production,  and  as a result a major multinational STM publishing company acquired the  company from the founder a few years ago.&lt;/p&gt;
&lt;h3&gt;&lt;b&gt;OA archives&lt;/b&gt;&lt;/h3&gt;
&lt;p&gt;The trouble is that a lot remains to be done in extending open  access. Indeed, there are about a hundred functioning academic papers  repositories in India. However, only two of them are backed by a  mandate.  The Indian Council of Agricultural Research (ICAR), for  example, recently came up with an &lt;a href="http://aims.fao.org/community/open-access/blogs/icar-adopts-open-access-policy" target="_blank"&gt;OA mandate&lt;/a&gt; for  research performed in its own research institutions and for research it  funds, but its implementation may take a while. The Indian Academy of  Sciences, Bangalore, has a &lt;a href="http://repository.ias.ac.in/" target="_blank"&gt;repository&lt;/a&gt; for  all papers by all its Fellows, both living and deceased. This is the  only science academy in the world to have such a repository. The Academy  was also the first in India to adopt OA for its journals. For instance,  its physics journal, &lt;a href="http://www.ias.ac.in/pramana/"&gt;Pramana&lt;/a&gt;, became OA as far back as 1998.&lt;/p&gt;
&lt;p&gt;To extend open access further, the archives route appears to be  particularly appealing in developing countries. Setting up institutional  archives does not cost much. The software needed is absolutely free and  the technological infrastructure, such as the server and the internet  connectivity, is already available in most institutions.&lt;/p&gt;
&lt;p&gt;About a decade ago, I thought that the scarcity of computers and high  bandwidth access in many developing countries would put them at a  disadvantage. But now prices are falling and the situation has improved.   Thus, OA archiving is even more promising than OA journals. It is less  expensive, allows faster turnaround, and is compatible with publishing  in conventional journals.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;FemTechNet bills itself as the first “distributed online  collaborative course.” In their beta outing, students applied feminist  texts to labor, digital art, and archives, drawing connections between  the dichotomies of software/hardware and feminism/masculinity. They  edited Wikipedia, created sculptures and images and held dialogues with  others of diverse backgrounds. The course is expanding globally.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Jaaga Study&lt;/b&gt; &lt;a href="http://jaaga.in/study" target="_blank"&gt;jaaga.in/study&lt;/a&gt; | Archana Prasad, Freeman Murray, India&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Jaaga is a multidisciplinary creative hub in Bangalore, India. They  are piloting informal learning programs leveraging MOOC resources with  volunteer facilitators in a face to face community setting, with the  goal of creating market-ready computer programmers.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Photography BA Hons and Phonar-Ed&lt;/b&gt; &lt;a href="http://www.phonar.covmedia.co.uk" target="_blank"&gt;www.phonar.covmedia.co.uk&lt;/a&gt; | Jonathan Worth, Matt Johnston, Shaun Hides, Jonathan Shaw, Coventry University, UK; David Kernohan, JISC, UK&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These free and open photography classes are available in app form and  deal directly with the nature of the photographer as publisher.     <title>CIS and International Coalition Calls upon Governments to Protect Privacy</title>

        &lt;b&gt;The Centre for Internet and Society (CIS) along with the International Coalition has called upon governments across the globe to protect privacy.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;On September 20 in Geneva, CIS joined a huge international coalition in calling upon countries across the globe, including India to assess whether national surveillance laws and activities are in line with their international human rights obligations.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Centre for Internet and Society has endorsed a set of international principles against unchecked surveillance. The 13 Principles set out for the first time an evaluative framework for assessing surveillance practices in the context of international human rights obligations.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A group of civil society organizations officially presented the 13 Principles this past Friday in Geneva at a side event attended by Navi Pillay, the United Nations High Commissioner for Human Rights and the United Nations Special Rapporteur on Freedom of Expression and Opinion, Frank LaRue, during the 24th session of the Human Rights Council. The side event was hosted by the Permanent Missions of Austria, Germany, Liechtenstein, Norway, Switzerland and Hungary.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Elonnai Hickok, Programme Manager at the Centre for Internet and Society has noted that "the 13 Principles are an important first step towards informing governments, corporates, and individuals across jurisdictions, including India, about needed safeguards for surveillance practices and related policies to ensure that they are necessary and proportionate."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Navi Pillay, the United Nations High Commissioner for Human Rights, speaking at the Human Rights Council stated in her opening statement on September 9:&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;"Laws and policies must be adopted to address the potential for dramatic intrusion on individuals’ privacy which have been made possible by modern communications technology."&lt;/blockquote&gt;
&lt;p style="text-align: justify; "&gt;Navi Pillay, the United Nations High Commissioner for Human Rights, speaking at the event, said that:&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;"technological advancements have been powerful tools for democracy by giving access to all to participate in society, but increasing use of data mining by intelligence agencies blurs lines between legitimate surveillance and arbitrary mass surveillance."&lt;/blockquote&gt;
&lt;p style="text-align: justify; "&gt;Frank La Rue, the United Nations Special Rapporteur on Freedom of Expression and Opinion &lt;a href="http://www.google.com/url?q=http%3A%2F%2Fwww.ohchr.org%2FDocuments%2FHRBodies%2FHRCouncil%2FRegularSession%2FSession23%2FA.HRC.23.40_EN.pdf&amp;amp;sa=D&amp;amp;sntz=1&amp;amp;usg=AFQjCNEwtpzwnl_1_j_UoSnoE048kX-LYA"&gt;made clear &lt;/a&gt;the case for a direct relationship between state surveillance, privacy and freedom of expression in this latest report to the Human Rights Council:&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;"The right to privacy is often understood as an essential requirement for the realization of the right to freedom of expression. Undue interference with individuals’ privacy can both directly and indirectly limit the free development and exchange of ideas. … An infringement upon one right can be both the cause and consequence of an infringement upon the other."&lt;/blockquote&gt;
&lt;p style="text-align: justify; "&gt;Speaking at the event, the UN Special Rapporteur remarked that:&lt;/p&gt;

        &lt;p&gt;The re-release  is an initiative by the Goa University to strengthen the Konkani  community and language. Information from the Vishwakosh will be used to  write the articles on Konkani Wikipedia.&lt;/p&gt;
