&lt;p style="text-align: justify; "&gt;&lt;i&gt;The Internet Governance Forum 2013 is being held at Bali from October 22 to 25. The overarching theme for the 2013 IGF meeting is: "Building Bridges"- Enhancing Multistakeholder Cooperation for Growth and Sustainable Development".&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt; &lt;/i&gt;&lt;/p&gt;
&lt;h2 style="text-align: justify; "&gt;Theme: The Internet as an Engine for Growth and Advancement&lt;/h2&gt;
&lt;p class="western" style="text-align: justify; "&gt;Free and Open Source Software (FOSS), once limited to advanced users, now attracts average users.  Countries have adopted FOSS for its social, economic and political benefits. Russia has started to shift government to Linux by 2015 and  plans to build a national repository of Open Source Software. China is teaming up with Canonical to develop an open source operating system for Chinese users called Ubuntu Kylin.  According to &lt;i&gt;Black Duck Software&lt;/i&gt;&lt;b&gt; &lt;/b&gt;and &lt;i&gt;North Bridge Venture Partners Open-Source Survey, &lt;/i&gt;Open Source Software is helping improve enterprise networking, smartcars, and academia.  InformationWeek’s survey “Open Source Software Use Joins The Mix,” confirms that FOSS “is believed to create more opportunities for innovation than commercial or proprietary software.”&lt;/p&gt;
&lt;p class="western" style="text-align: justify; "&gt;This workshop emphasizes three main issues: 1) Innovative FOSS technologies, 2) Capacity building in FOSS, and 3) Women as FOSS users and developers. It will discuss benefits, costs and implications of choosing FOSS; highlight the representation, role and achievements of women from the Central and South Asian region; and, guide recommendations to build capacity of women in utilizing FOSS for education, health, governance, and civil society.&lt;/p&gt;
&lt;p class="western" style="text-align: justify; "&gt;&lt;b&gt;Why FOSS?&lt;/b&gt; FOSS fosters education for the persons contributing to it and for those using it. In addition to learning new skills, FOSS developers can help solve real-life problems. Irrespective of geographic location, volunteers work collaboratively to develop software. This creates a sense of community ownership of their technology and enhances employment, employability and increases local innovation.  FOSS reduces deployment costs making it a smart choice by developing countries. FOSS is affordable, stable, reliable, and free of virus.&lt;/p&gt;
&lt;p class="western" style="text-align: justify; "&gt;&lt;b&gt;What are innovative FOSS technologies?&lt;/b&gt; This workshop will showcase some of the most innovative Open Source Software technologies. It will highlight the fact that most servers are based on open source, and now common users, governments and businesses around the world are transitioning to FOSS.&lt;/p&gt;
&lt;p class="western" style="text-align: justify; "&gt;&lt;b&gt;Why Capacity Building?&lt;/b&gt; Capacity building in computer education should teach students concepts, ensure that students learn through hands on experience using a variety of tools, and leave students the choice of which tool to use to create virtual worlds.  Students should be given responsibilities, including helping run IT systems. For example, students of higher classes could build or modify software for lower classes.&lt;/p&gt;
&lt;p&gt;Organized by Open Source Alliance of Central Asia (OSACA), this workshop will explore whether the requirements to be a FOSS contributor prevent women from doing so and what it will take for women in Central and South Asia, to become valuable contributors.&lt;/p&gt;

    <title>Bengali eSpeak Aids in Disaster Management</title>

        &lt;b&gt;Software developed on the eSpeak was deployed in Bangladesh and helped its citizens for disaster management.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The Bangla e-Speak text to speech synthesizer which was developed as part of a project funded by The Hans Foundation and executed by CIS in partnership with other partner organizations from the Daisy Forum of India was recently deployed in Bangladesh during cyclone Mahasen to read out messages which were sent during the emergency. A lot of organizations are working on TTS and their usefulness has already been established by Mahiti when they developed the Bangla Bol eSpeak. The text-to- speech (TTS) software is a very important technology for the visually impaired in that it gives a voice to text, enabling access to a whole host of information.&lt;a href="#fn1" name="fr1"&gt;[1]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Currently, a lot of proprietary TTS programmes are available like Balabolka, and Ultra Hal TTS reader but this TTS is an inexpensive alternative for the visually impaired.&lt;a href="#fn2" name="fr2"&gt;[2]&lt;/a&gt; This is because eSpeak is an open source compact software speech synthesizer. It is currently not available in many local Indian languages but it is possible to add new languages and even new dialects. The Bangla TTS project converted speech into Bengali.&lt;a href="#fn3" name="fr3"&gt;[3]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This programme was used in an innovative and useful way by applying it in disaster situations. In the case of a disaster, whether natural or national security related, the news media do not provide information in an accessible format. It is extremely important in these situations for the visually impaired to have clear access to ongoing events, get updates about things like rescue plans. The main work in order to be useful in these scenarios involved integrating national Geographic Information System (GIS), mobile phone networks and fax for the different stakeholders that need to interact before the disaster and for the responses after the disaster.&lt;a href="#fn4" name="fr4"&gt;[4]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Bangla TTS was also integrated into the National Disaster Response system in Bangladesh, a country that is geographically vulnerable to many natural disasters like floods.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In order to integrate the TTS into the National Disaster Response system of Bangladesh, within the framework of the established philosophy, the entire disaster management system was built on an open-source stack. The automated bulk outward calling provision that was built for alerting people about an impending disaster had to broadcast the messages of which the text-to-voice conversion also had to be automated. During the process, many open source tools were tried but eSpeak was finally tried as it has a really low memory footprint and is very efficient for a large scale of operation. During the cyclone Mahasen, this proved decisive as the call volumes were very high and eSpeak scaled to meet the huge demand. All the pre-emptive alerts that were sent through the disaster management system were sent through this TTS. The programme helped a large size of the population and a diverse demographic. The Entire coastal Bangladeshi population benefited from the system. During the peak load, the system handled 27,000 calls, which shows that it has the capacity to deliver in the most difficult situations.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Mahiti,along with a partner in Bangladesh, was the organization responsible for developing this software. There are currently a few Bangla Text to Speech softwares on the internet like Kathak TTS but the Bangla Bol has some unique features.&lt;a href="#fn5" name="fr5"&gt;[5]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It’s an eSpeak Bangla language support which is open-source and is based on the”formant synthesis" method. This method enables the integration of many languages without modifying the underlying framework. It also enables language experts with even no programming knowledge to add or improve the language supported in eSpeak which is the most important feature of eSpeak. eSpeak was not just chosen because of its technical strengths, but also because it’s a part of a project to develop and integrate into a Non-Visual Desktop Access (NVDA) open-source project which aims to enable computer desktop accessibility (screen reader functionality) to the blind. This is so that it can be used in many local Indian languages. Bangla was part of the first set of four languages that was completed by Mahiti (Hindi, Telugu and Malayalam were the remaining three). Therefore, while the far reaching consequences of the development work under this project being carried on in India to benefit its own marginalized populations and that of neighboring countries was never in doubt, this recent usage in Bangladesh adds fresh impetus to the work and underscores the criticality of this work.&lt;/p&gt;

    <title>Making Wikipedia Better</title>

        &lt;b&gt;It wasn’t something that we set out to do when we started working on The Ballot, but one of the most satisfying unintentional side-effects of the project has been the chance to correct facts and figures, and remove inappropriate content from entries related to India and its politics on Wikipedia.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The &lt;a href="https://twitter.com/anexasajoop/status/366516008577544193"&gt;first oddity we spotted&lt;/a&gt; was way back in August, the day we announced The Ballot to the world.  The Hindi word “bewajah” (which means “without reason”) was cropping up  all over the wiki entry on the United Progressive Alliance (UPA).  Nirbheek &lt;a href="https://en.wikipedia.org/w/index.php?title=United_Progressive_Alliance&amp;amp;diff=prev&amp;amp;oldid=568335332"&gt;restored this entry&lt;/a&gt;. When we were putting together our &lt;a href="http://theballot.in/women-15th-lok-sabha/"&gt;post about the representation of women in the Lok Sabha&lt;/a&gt;,  we noticed errors in the census figures on Wikipedia. Once we had  extracted the right numbers from the data available on the census  portal, not only did we use them in our post, but we also corrected them  in the &lt;a href="https://en.wikipedia.org/w/index.php?title=2011_census_of_India&amp;amp;diff=prev&amp;amp;oldid=569835227"&gt;wiki&lt;/a&gt; &lt;a href="https://en.wikipedia.org/w/index.php?title=2011_census_of_India&amp;amp;diff=prev&amp;amp;oldid=569836241"&gt;entry&lt;/a&gt;.  More recently, some missing information in the info-boxes in the  entries on a handful of Indian states gave Pooja the opportunity to make  &lt;a href="https://twitter.com/anexasajoop/statuses/383090454314504192"&gt;her first ever edits&lt;/a&gt;!&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These, of course, are just the tip of the iceberg. We have a longer  list of issues to fix, and an even longer one for potential  improvements. If only we could spare more time and involve more  collaborators, a real difference could be made to the quality of  Wikipedia entries on Indian politics.&lt;/p&gt;

Besides their weekly efforts towards &lt;a href="http://theballot.in/"&gt;The Ballot&lt;/a&gt;, Pareidolic also released a free and open source &lt;a href="http://bharati-braille.pareidolic.in/"&gt;Devanagari to Bharati Braille Converter&lt;/a&gt; this year, which is on its way to supporting several other Indian languages.&lt;/p&gt;

The huge interest in and success of the first two awards makes it clear that such international recognition acknowledges the very real efforts being made by many individuals throughout the world, and accelerates the development of models for achieving the open and free transfer of essential information for the progress of research.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Announcement&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The Electronic Publishing Trust&lt;a href="#fn*" name="fr*"&gt;[*]&lt;/a&gt; is pleased to announce that it is offering its third annual award for individuals in developing and transition countries&lt;a href="#fn**" name="fr**"&gt;[**]&lt;/a&gt; who have made significant advances to the cause of open access and the free exchange of research findings. &lt;p style="text-align: justify; "&gt;Nominations are sought for the award. Individuals may be nominated by themselves or others or by organisations, sending a statement using the attached form to the chair of the EPT Board, (d.law@strath.ac.uk) outlining the achievements of the individual. Please find the nominations form below.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Nominations should be received by 30th November 2013. Selection of a winner will be made by a panel of EPT Board Members which will be chaired by Dr Patrick Corran, and will include Leslie Chan, Subbiah Arunachalam,  Barbara Kirsop, co-founder of the charity, and Judy Ugonna.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The result will be announced in January 2014 and it is intended that a presentation will be made at a location convenient to the winner.     <title>Alliance aimed at reducing internet cost launched</title>

        &lt;b&gt;A number of government bodies, non-government organizations and private players have joined hands to create a coalition aimed at reducing the cost of internet access worldwide. The coalition -- Alliance for Affordable Internet (A4AI) -- will advocate policy and regulatory reforms to push down the cost of bandwidth in developing and poor countries, where cost of internet access remains very high.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;This article was &lt;a class="external-link" href="http://articles.timesofindia.indiatimes.com/2013-10-07/internet/42793468_1_affordable-internet-alliance-international-telecommunication-union"&gt;published in the Times of India&lt;/a&gt; on October 7, 2013. Sunil Abraham is quoted.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;"By advocating for open, competitive and innovative broadband  markets, A4AI aims to help access prices fall to below 5% of monthly  income worldwide, a target set by the UN Broadband Commission. Reaching  this goal can help to connect the two-thirds of the world that is  presently not connected to the internet and make universal access a  reality," the alliance said in a press note, citing figures provided  International Telecommunication Union (ITU).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;According to ITU, by  2012, fixed-broadband prices represented 1.7% of monthly gross national  income in developed countries. In developing countries, the cost of  broadband connection accounts for 30.1% of average monthly income.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The A4AI has the backing of World Wide Web Foundation, which was started by the inventor of the web, &lt;a href="http://timesofindia.indiatimes.com/topic/Tim-Berners-Lee"&gt;Tim Berners-Lee&lt;/a&gt;.  Sonia Jorge, executive director of the Alliance for Affordable Internet  told TOI, "The Web Foundation hosts the A4AI's secretariat and both  teams collaborate to benefit from natural synergies among the  programmes."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Berners-Lee explained, "The reason for the alliance  is simple - the majority of the world's people are still not online,  usually because they can't afford to be. In Mozambique, for example, a  recent study showed that using just 1GB of data can cost well over two  months' wages for the average citizen... The real bottleneck now is  anti-competitive policies that keep prices unaffordable. The alliance is  about removing that barrier and helping as many as possible get online  at reasonable cost."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The global sponsors of the A4AI are Google,  UK Department for International Development, US Agency for International  Development and Omidyar Network, an firm that often invests in  non-profit entities. But &lt;a href="http://timesofindia.indiatimes.com/topic/Intel"&gt;Intel&lt;/a&gt;, Microsoft, Facebook, Cisco, Commonwealth Telecommunications Organisation, the &lt;a href="http://timesofindia.indiatimes.com/topic/US-State-Department"&gt;US State Department&lt;/a&gt; and several other regional and international bodies are also members of A4AI.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;From India, Bangalore-based Centre for Internet and Society (CIS) is  part of the alliance. Sunil Abraham, director of CIS, told TOI his group  "hopes to learn from policy work carried out by the alliance and apply  the lessons in India where access to good quality broadband services  remains prohibitively expensive".&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For now there are not many  details on how the A4AI is going to achieve its goals. Sonia said it had  two telecom companies -- Digicel and Main One - as its members and  talks were going on with some other telecom firms for their involvement.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The alliance will begin in-country engagements with three to four  countries by the end of 2013, expanding to at least 12 countries by the  end of 2015. "We would be very glad to have the opportunity to engage  and work in collaboration with the government of India," said Sonia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A4AI will also produce an annual 'affordability report'. The first edition is expected to come out in December 2013.&lt;/p&gt;

        &lt;b&gt;Goa University re-released Konkani Vishwakosh under Creative Commons License CC-BY-SA 3.0. To celebrate and further the movement of open knowledge and open access Goa University in collaboration with Centre for Internet &amp; Society's Access to Knowledge Programme (CIS-A2K) organised an event on September 26, 2013 at 10 a.m., at the Goa University Conference Hall.&lt;/b&gt;
        &lt;h3&gt;Introduction&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Konkani Vishwakosh is a four-volume encyclopedia  published by Goa University. It encompasses all the world information  in a nutshell with special emphasis and detailed information on Goa,  Konkani, Goan culture, folklore, history, geography, etc. By releasing  Vishwakosh under CC (Creative Commons) license Goa University is making  it freely available to public and giving them the right to share, use  and even build upon the work that has already been done.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Goa  University and CIS-A2K have signed an MoU to work together to digitize  “Konkani Vishwakosh” under Creative Common license and build a Digital  Knowledge Partnership in order to enhance digital literacy in the  Konkani language and facilitate collaborative knowledge production and  disseminate the same free of cost through Kokani Wikipedia (currently  under incubation). Gos University and CIS-A2K will co-design and jointly  implement relevant training programmes to achieve this objective during  the months of Oct-Dec 2013. Information from the Vishwakosh will also  be used to write articles on Konakni Wikipedia by the volunteers.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;CIS-A2K  is grateful for the support and encouragement received from the Goa  University Vice-Chancellor Dr. Satish Shetye; Prof. Alito Siqueira;  Prof. Priyadarshini Tadkodkar; Dr. Madhavi Sardesai; Dr. Gopakumar; and  other faculty of Goa University.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We are  also equally grateful to Wikipedians Harriet Vidyasagar and Frederick  Noronha who have engaged with CIS-A2K team and been a constant source of  support.&lt;/p&gt;

&lt;li style="text-align: justify; "&gt;“Wikipedia  is a global phenomenon and a platform to bring people together for  making creative activities possible, which in fact, has challenged the  monopoly of publishers and created a movement in order to put together  knowledge, further making it accessible to public,” said Satish Shetye,  Vice-Chancellor of Goa University, speaking at the launch of the  project.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;"Professors,  students and anyone with expertise or love for Konkani can come forward  to help with the project for which training will be provided.  Information in the Konkani vishwakosh will also be updated as per the  current developments," said Vishnu Vardhan from Access to Knowlesge  Programme.&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;The Access to Knowledge team at CIS is working on &lt;a class="external-link" href="http://bit.ly/SPqFOl"&gt;expanding the Indic language Wikipedia in partnership with the Wikimedia Foundation&lt;/a&gt;&lt;a href="http://bit.ly/SPqFOl"&gt;&lt;/a&gt;. As &lt;a class="external-link" href="http://bit.ly/X80ELd"&gt;part this project&lt;/a&gt;, we held seven Wikipedia workshops. Our project on Pervasive Technologies examines the relationship between production of pervasive technologies and intellectual property and we have produced a column in EuroScientist as part of our efforts of promoting openness including open government data, open standards, open access, and free/libre/open source software:&lt;/p&gt;

CIS signed an MoU with Goa University for digitizing Konkani Vishwakosh under Creative Commons license.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;The four volumes of encyclopaedia work, initially started by prominent  Goan writer and academician late Manoharrai Sardessaiat of Goa  University, will now be accessed in digitized format, alongside forming a  base for a Konkani Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As mentioned by officials, the Konkani Wikipedia is to be ready to  access within upcoming six months. With this, Goa University has turned  out to be the first varsity in the nation to enter into a creative  commons licence that will permit copyrighted produced data by an Indian  university accessible to internet users and open to modification (wiki),  making Goa University a victory of sorts of free information.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The university has signed a three-year MoU (Memorandum of Understanding)  with the Centre for Internet and Society's Access to Knowledge  Programme. This centre represents Wikipedia in India, and now also the  Konkani Wikipedia project.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;After Google, Facebook and Yahoo, Wikipedia is the fourth most used  asset on the internet which operates as an internet based encyclopaedia.  Over Wikipedia, any of the users can upload new information and can  also update or amend an existing topic. The Konkani Wikipedia is also  planned to offer similar privileges to its users. GU's Konkani  department and the centre will manage the development from the  university campus.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The Konkani vishwakosh covers all realms of knowledge like any other  encyclopedia. The Konkani Wikipedia will act as a digitized repository  of knowledge for future generations and Konkani speakers across the  world. I look forward to the pleasure of going to the internet and  clicking away to access a Konkani Wikipedia," GU vice-chancellor Satish  Shetye said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Shetye told, GU is delighted to relate with Wikipedia, which has become a  global trend breaking the monopoly of publishers and transforming the  way of sharing of knowledge into a democratic process.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;GU registrar Vijayendra Kamat mentions, "At present, it takes time for a  page with information in a regional language to download because they  are usually found in the form of scanned pages, which are accessible as  images and not text. The Konkani Wikipedia will make the text accessible  as is the case of any English text on the internet”.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Konkani vishwakosh, containing four large volumes of total of 3,632 pages, is  a work of period of 14 years. It was edited by late Manoharrai  Sardessai followed by the editor Tanaji Halarnkar. For the compilation  process, GU Staff members, Ranjan Naik, Kalpana Naik, Kanchan Mordekar,  Surekha Naik, Mukesh Thali and Shailendra Mehta contributed to it.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Konkani vishwakosh or encyclopedia covers, concisely presented world  information with special weight given on information on Goa, Konkani,  Goan culture, folklore, history, geography etc. The Wikipedia is offered  in 20 Indian languages that includes Telugu, Assamese, Marathi, but not  in language Konkani so far.&lt;/p&gt;

    <title>The Indian Council of Agricultural Research Adopts an Open Access Policy</title>

        &lt;b&gt;In this blogpost, Nehaa Chaudhari discusses the newly adopted Open Access Policy of the Indian Council of Agricultural Research.
&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Earlier this month, the Indian Council of Agricultural Research (ICAR) adopted an Open Access Policy. &lt;i&gt;Inter alia, &lt;/i&gt;this policy requires each ICAR institute to set up an Open Access Institutional Repository (OAIR), with the ICAR to set up a central harvester to harvest the meta data and full text of all the records from the Open Access (OA) repositories so set up. What is interesting from the IPR perspective is that the meta-data and other information of these repositories is copyrighted with the ICAR and has been licensed for research and academic purposes, for using, re-using and sharing. Commercial and other reuse would require the written permission of the ICAR. In a nod to the increasing importance of social media, ICAR’s Open Access Policy encourages its institutes to share their works on public repositories and social networking sites, besides adopting the mandate to have all publications, including its journals placed under Open Access. What might be harder to realize, however, is the publication of their research by scientists and other researchers across ICAR institutes or elsewhere, with publishers that allow self archiving Open Access Institutional Repositories. The ICAR Open Access Policy is available &lt;a href="http://icar.org.in/en/node/6609"&gt;here&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In May, earlier this year, the ICAR had released a &lt;a href="http://www.icar.org.in/files/Draft%20ICAR%20Open%20Access%20Policy%20for%20Comments.pdf"&gt;draft version&lt;/a&gt; of this policy, inviting comments. &lt;a href="https://cis-india.org/openness/blog-old/comments-on-draft-icar-open-access-policy"&gt;CIS’ comments&lt;/a&gt; had lauded the Policy as being comprehensive, detailed, and as being a positive step in the right direction, and had suggested some possible changes to the same.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It is observed that the adopted Open Access Policy (OAP) differs from the Draft Policy (DP) in certain respects, some of which are a cause for concern, whereas a few others expand the scope of the OAP. &lt;i&gt;First, &lt;/i&gt;while the OAP requires that Institutional Repositories be established; the requirement contained in the DP to use Free and Open Source Software which was OAI-MHP compliant has been removed. Given that this is an endeavour to foster openness, requiring the use of Open Source Software was definitely a welcome step sought to be adopted by the ICAR, and its elimination renders the OAP lacking in the spirit of openness to its greatest realizable extent. Further, compliance with OAI-MHP would have ensured interoperability, as noted by us in our comments to the DP, and a failure to utilize this would reduce the accessibility and impact of archived materials. &lt;i&gt;Second, &lt;/i&gt;the OAP requires that authors of scholarly articles deposit both, preprints and post-prints of their papers accepted for publication in the OAIR. This is a departure from the position in the DP, which required only preprints be deposited. Given that there is likely to be a difference in content and form of the article between the preprints and post-prints (which are after peer review), the inclusion of both preprints and post-prints in the OAIR is seen to be a beneficial move. &lt;i&gt;Third,&lt;/i&gt; the period of embargo while signing copyright agreements with publishers had been envisaged to be six months in the DP, whereas the OAP extends the same to twelve months. It is felt that scientific writing is likely to be time sensitive, and twelve months might be an inordinate delay for its availability in the public domain, possibly reducing its applicability and relevance. Therefore, it is suggested that the earlier embargo period of six months might be the better alternative between the two. &lt;i&gt;Fourth, &lt;/i&gt;the OAP incorporates an End Note, that was absent in the DP, which stipulates the time period of three years for compliance with the Open Access initiative, and recognizes the OAP as the first stage of a larger process. Both, the time period for compliance, and the recognition that the adoption of the OAP is but the first stage, are appreciated.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In sum, the OAP of the ICAR, while addressing some of the issues associated openness does leave room for desirability. Besides the suggestions that we had made &lt;a href="https://cis-india.org/openness/blog-old/comments-on-draft-icar-open-access-policy"&gt;earlier&lt;/a&gt;, other concerns include those reflected in this blog post, particularly regarding the departure from the DP in certain specific instances. Nonetheless, the adoption of the OAP by the ICAR is a welcome move- one that would hopefully be followed by other Government agencies such as the Department of Atomic Energy, the University Grants Commission, the Department of Biotechnology, etc.&lt;/p&gt;

&lt;p class="body" style="text-align: justify; "&gt;The Goa University has re-launched a four-volume Konkani Vishwakosh  (Konkani encyclopaedia) and announced its plan to upload the same on  Wikipedia so as to build the Konkani Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The project is seen as a major stride in Konkani learning, research and  production of books. The project, which will involve 42 students of the  Konkani Department of Goa University including four designated as  Ambassadors of Konkani, will turn students into producers of knowledge  rather than mere consumers of knowledge. The University has signed a  three-year memorandum of understanding (MoU) with the Centre for  Internet and Society (CIS) for building up the Konkani Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;“Wikipedia is a global phenomenon and a platform to bring people  together for making creative activities possible, which in fact, has  challenged the monopoly of publishers and created a movement in order to  put together knowledge, further making it accessible to public,” said  Satish Shetye, Vice-Chancellor of Goa University, speaking at the launch  of the project.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Narrating how the project began, Registrar of Goa University V. P. Kamat  explained that Mr. Satish Shetye, who took over as Vice-Chancellor over  a year ago, happened to notice the huge piles of hardbound volumes of  the Konkani encyclopaedia stacked in the Goa University library and  wished to digitise the manuscripts and re-launch the encyclopaedia. The  idea to upload the whole content on Wikipedia was thus born.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The work for the Konkani encyclopaedia project was commissioned during  the tenure of the first Vice-Chancellor B. Sheik Ali. The project was  seen as a historical step to document the identity of the State and its  people and the history of Goa for posterity. University insiders,  however, said that no serious efforts were made to take the invaluable  research work undertaken beyond the University. Secondly, because of the  lack of human resource and funds, no initiative was taken so far to  update these volumes.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;&lt;b&gt;Initiative&lt;/b&gt;&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Prof. Shetye took a proactive initiative and tied up with Access to  Knowledge Programme of the CIS. The four volumes of the 3,632 page  Konkani encyclopaedia are being released under Creative Commons License  CC-BY-SA 3.0 to support the movement of open knowledge and open access.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Programme Director at CIS’s Access to Knowledge Programme Vishnu Vardhan  said that the process of uploading the four volumes of Konkani  encyclopa edia on Wikipedia would be completed in six months’ time. He  also stressed on the need to rewrite some of the articles in the  encyclopaedia so as to make the content more relevant.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Students of the University involved in digitisation work and rewriting  the content see this as an opportunity to learn about digitisation and  to write Konkani of global standard, said Madhavi Sardesai, Professor,  Department of Konkani at the University. Mr. Vardhan also disclosed  plans for a relevant training programme specially co-designed by the CIS  as well as the University to put up the content on Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;He said that the Goa University is the first in the country to  re-license copyright of its content and hailed the initiative towards  open knowledge. Though the MoU signed last month would be initially  valid for three years, Mr. Vardhan is optimistic that it would go beyond  the launch of the Vishwakosh volumes.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Mr. Halarnkar, associated with the Konkani literary movement, who was  present at the launch as the editor of the original volumes, welcomed  the process of digitisation as relevant, historical and need of the  hour. However, he stressed on supervision over the accuracy and  accountability while digitising original data and regular updating of  the content in the context of the Konkani language, its history and  movement.&lt;/p&gt;
