Google Policy Fellowship

Intermediary Liability in India: Chilling Effects on Free Expression on the Internet
Rishabh Dara, Google Policy Fellow
CIS in partnership with Google India conducted the Google Policy Fellowship 2011. This was offered for the first time in Asia Pacific as well as in India. Rishabh Dara was selected as a fellow. He researched upon issues relating to freedom of expression. The results of the paper demonstrate that the ‘Information Technology (Intermediaries Guidelines) Rules 2011’ notified by the Government of India on April 11, 2011 have a chilling effect on free expression.

Announcement

The Centre for Internet & Society Joins the Global Network Initiative
CIS officially joined the Global Network Initiative. CIS would bring to GNI in-depth expertise on global internet governance as well as online freedom of expression and privacy in India. GNI Executive Director Susan Morgan said “We are delighted to add our first member based in India and welcome CIS’s engagement in support of transparency and accountability in technology.”

Chilling Effects and Frozen Words (Lawrence Liang, Hindu, April 30, 2012): “What if the real danger is not that we lose our freedom of speech and expression but our sense of humour as a nation?...One hopes that our lawmakers, even if they are averse to reading the Indian Constitution, will be slightly more open to the poetic licence granted by Kautilya.”

The All India Privacy Symposium (India International Centre, New Delhi, February 4, 2012): The symposium was organised around five thematic panel discussions: privacy and transparency, privacy and e-governance initiatives, privacy and national security, privacy and banking and health privacy. Privacy India in partnership with CIS, International Development Research Centre, Privacy International, Commonwealth Human Rights Initiative and Society in Action Group organised this event.
The High Level Privacy Conclave (Paharpur Business Centre, Nehru Place Greens, New Delhi, February 3, 2012): The conclave was organised around two panels: national Security and privacy and internet and privacy. Malavika Jayaram moderated the first panel discussion on national Security and privacy. Sunil Abraham moderated the second panel discussion on internet and privacy. Privacy India in partnership with CIS, International Development Research Centre, Privacy International, Commonwealth Human Rights Initiative and Society in Action Group organised this event.

Resisting Internet Censorship: Strategies for Furthering Freedom of Expression in India (Bangalore International Centre, TERI Complex, Domlur, April 21, 2012): CIS co-organised this event with the Foundation for Media Professionals. Members of Parliament, P. Rajeeve and Rajeev Chandrashekar and Member of Legislative Council, Karnataka, V.R. Sudarshan participated in the event.
Konkan Corridor Project — A Lecture by Vasant Gangavane (Ashoka Innovators for the Public, Bangalore, April 16, 2012): Well known social worker Vasant Gangavane gave a lecture.
Braitenberg Cybernetic Vehicles: Workshop, Film Screening & Discussion (Metaculture Media Lab, CIS, Bangalore, April 14, 2012): There was a short presentation about Braitenberg vehicles.

Events Participated

GIGA International Conference Series - 1 (NALSAR University of Law, Justice City Campus, Shameerpet, Hyderabad, April 5 and 6, 2012): The Institute of Global Internet Governance and Advocacy and Department of Electronics and Information Technology organised the conference. Sunil Abraham gave a lecture on Digital Natives vs. Digital Naivety in the session on Internet Governance & Society.
Expert-Group on Privacy Issues (New Delhi, April 13 and 14, 2012): The Planning Commission constituted this expert group under the chairmanship of Justice AP Shah. Sunil Abraham participated in the first meeting of the sub-group on privacy issues.

Privacy International's Trip to Asia (by Emma Draper in Privacy International blog): In February 2012, the Privacy International team travelled to India, Bangladesh and Hong Kong to meet with local partners in the region and speak at four conferences they had organized. The team got a chance to interview its partners in India and Bangladesh on the privacy issues facing them at the moment. This is captured in a video about contemporary privacy issues in India and Bangladesh.

Digital Natives

Digital Natives with a Cause? is a research inquiry that looks at the changing landscape of social change and political participation and the role that young people play through digital and Internet technologies, in emerging information societies. Consolidating knowledge from Asia, Africa and Latin America, it builds a global network of knowledge partners who critically engage with discourse on youth, technology and social change, and look at alternative practices and ideas in the Global South:

ITU Tutorial on Audiovisual Media Accessibility (India International Centre, New Delhi, March 14 – 15, 2012): CIS in cooperation with the ITU-APT Foundation of India organised a two-day tutorial on Audio-Visual Media Accessibility. Sunil Abraham was the Master of Ceremony on Day 1. Ravi Shanker, Administrator, Universal Service Obligation Fund, Dr. Govind, CEO, National Internet Exchange of India, Swaran Lata, Director and Head of Department, TDIL Programme, DIT, R.N. New Fellow at CIS

Rahul Cherian joins CIS: Disability policy activist, lawyer and co-founder of Inclusive Planet, Rahul Cherian has joined CIS as a Fellow. Rahul will be working on disability policy reform and advocacy.

2012 Global Congress on Intellectual Property and the Public Interest (FGV Law School, Rio De Janeiro, Brazil, December 15 – 17, 2012): We are pleased to announce the Second Global Congress on Intellectual Property and the Public Interest. The theme for this year’s Congress will be “Setting the positive agenda in motion,” and will have a special focus on developments and opportunities in the so-called “BRICS” group of emerging economies. CIS is one of the six members of the Global Congress Planning Committee..

Hejje — Together with Kannada & Technology (Bangalore, January 22, 2012): The event marked the first step to bring everyone working in Kannada in the IT field to brainstorm the ideas for future steps, and create a space for technological collaboration in Kannada. CIS co-organised the event with Sanchaya.net, Vishwakannada.com and Chanda Pustaka.

Bangalore Meet-up for the Open Government Partnership Brasilia (CIS, Bangalore, April 17, 2012): Ananya Panda and Pranesh Prakash participated in the first annual meeting of Open Government Partnership remotely.
Design!PubliC – Event in Delhi (New Delhi, April 19 and 20, 2012): The event was co-organised by Centre for Knowledge Societies in partnership with IBM, Bill & Melinda Gates Foundation, Google, HeadStart, India@75, LiveMint and CIS.
International Space Apps Challenge (CIS, Bangalore, April 21 and 22, 2012): An international codeathon-style event took place in seven continents, CIS organised the event in Bangalore.

Telecom

While the potential for growth and returns exist for telecommunications in India, a range of issues need to be addressed. One aspect is more extensive rural coverage and the other is a countrywide access to broadband which is low. Both require effective and efficient use of networks and resources, including spectrum:

About CIS

CIS was registered as a society in Bangalore in 2008. CIS is an accredited NGO at WIPO and has given policy briefs to delegations from various countries, our Programme Manager, Nirmita Narasimhan won the National Award for Empowerment of Persons with Disabilities from the Government of India and also received the NIVH Excellence Award.

Welcome to the Centre for Internet and Society newsletter! In this issue we bring you the updates of our research, events, media coverage and videos of the events organized by us during the month of February 2012!

Accessibility

Around 70 million disabled persons in India are unable to participate in information societies as lack of compliance with accessibility standards make interfaces impossible to use, and retrograde copyright and patent policies make it impossible to access knowledge. Accessibility is denied in banking services, web and mobile interfaces, etc. Material for the disabled therefore needs to be converted into accessible formats. The programme has resulted in outputs such as Web Accessibility Policy Making, Making Mobile Phones and Services Accessible for Persons with Disabilities, Accessibility Policy Making: An International Perspective, e-Accessibility Policy Handbook for Persons with Disabilities, Universal Service for Persons with Disabilities: A Global Survey of Policy Interventions and Good Practices, etc.

Web Accessibility Policy Making: An International Perspective: G3ict and the Centre for Internet and Society are pleased to announce the publication of a new, improved edition of the Web Accessibility Policy Making: An International Perspective. The report published in cooperation with the Hans Foundation provides an updated synopsis of the many policies that governments have implemented around the world to ensure that the Internet and websites are accessible to persons with disabilities.

ITU Tutorial on Audiovisual Media Accessibility (India International Centre,New Delhi, March 14 to 15, 2012): At the invitation of the Centre for Internet and Society, in cooperation with the ITU-APT Foundation of India, International Telecommunication Union is organizing a two-day Tutorial on Audio Visual Media Accessibility. The Tutorial will be preceded by the fourth meeting of the Focus Group on Audio Visual Media Accessibility on March 13, 2012. The meeting will take place in the same venue and will be hosted by the Centre for Internet and Society in cooperation with the ITU-APT Foundation of India.

Access to Knowledge

With the emergence of digital technologies and the unprecedented growth of the Internet and other related technologies, intellectual property rights (IPRs) the questions of ownership and control of information have become crucial. The programme focuses on the inequitable distribution of IPR, royalty, outflows, and beneficiaries of intellectual property regimes, the lack of balance in current IPR regimes [local, national and international] between consumer rights and IPR-owners’/corporation’s rights. The programme has produced analyses such as WIPO Treaty for the Print Disabled, WIPO Broadcast Treaty, Copyright Amendment Bill and Parallel Importation of Books.

Openness

The advent of the Internet has radically defined what it means to be open and collaborative. Even the Internet is built upon open standards and free/libre/open source software. The broad rubric of the ‘Openness’ programme focuses to provide evidence based research that will help inform policy and practice of the local, national, regional, bilateral and international policies and practices around Open Government Data, Open Access to Scholarly Literature, Open Access to Law, Open Content, Open Video, Open Standards and Free/Libre/Open Source Software. The programme has resulted in reports such as Open Government Data Study, Online Video Environment in India, a reader on the Wikipedia titled Critical Point of View: A Wikipedia Reader and a film titled People are Knowledge – Experimenting with Oral Citations on Wikipedia.

Free Arduino Workshop (For Beginners): (Centre for Internet and Society,Bangalore, March 3, 2012). The Centre for Internet and Society organised the Arduino workshop in Bangalore.

Internet Governance

Governments and private corporations are engaging in human rights violations online. Many different rights are impacted by internet governance policy changes. The growing phenomenon of illegal electronic surveillance by state and non-state actors and censorship of speech online are some specific problems that the Internet Governance programme seeks to address by providing evidence based research that will help inform policy and practice of the local, national, regional, bilateral and international privacy regime in the interests of the public in sectors key to information societies with a particular focus on information technology, privacy and freedom of expression. The programme has resulted in outputs such as Banking, Telecommunications, Consumer Protection, IT Act, Limitations, Copyright, Internet Protocol, Media, Sexual Minorities, UID and policy submissions such as, NIA Bill, IT Act, National Policy on Electronics, Cyber Café Rules, Security Practices Rules, and Intermediary Due Diligence Rules.

The High Level Privacy Conclave (Paharpur Business Centre, Nehru Place Greens, New Delhi, February 3, 2012): India is in dire need of privacy law; experts say government is ironically creating huge national security risks in attempts to prevent crime and terrorism. The event was organized by Privacy India in partnership with the International Development Research Centre, Canada, Privacy International, UK and Society in Action Group, Gurgaon. Sunil Abraham was a Conclave Advisor and the moderator for the session on Internet and Privacy, Malavika Jayaram moderated in the panel on National Security and Privacy, and Elonnai Hickok spoke in the session "The Way Forward".

All India Privacy Symposium: (India International Centre, New Delhi, February 4, 2012): Experts gathered in Delhi for a public symposium on privacy, transparency, e-governance and national security in India. The event was organized by Privacy India in partnership with the International Development Research Centre, Canada, Privacy International, UK, Commonwealth Human Rights Initiative and Society in Action Group, Gurgaon. The webcast of the event is online. Sunil Abraham was a Symposium Advisor and moderated in the panel on Privacy and Transparency. Elonnai Hickok gave the welcome address and spoke in the session, “The Way Forward”. Prashant Iyengar was the moderator for the panel on Privacy and Banking. Malavika Jayaram spoke in this panel.

Free Speech Online in India under Attack?, (Centre for Internet and Society, Bangalore, December 22, 2011). The event was co-organised with the Internet Democracy Project. Achal Prabhala, Lawrence Liang and Anja Kovacs gave a lecture on freedom of expression online in India.

Telecom

The growth in telecommunications in India has been impressive. While the potential for growth and returns exist, a range of issues need to be addressed for this potential to be realized. Unlicensed Spectrum-Policy Brief for Government of India NTP '11 by Satyen Gupta, Sunil Abraham and Yelena Gyulkhandanyan: The research paper aims to recommend unlicensed spectrum policy to the Government of India based on recent developments in wireless technology, community needs and international best practices, and seeks to demonstrate the need for and importance of unlicensed spectrum as a medium for inexpensive connectivity in rural/remote areas, as well as catalyzing innovation by being a barrier-free and cost-effective platform for the testing and implementing of new technologies.

An Interview with Stephen Song: Yelena Gyulkhandanyan interviewed Stephen Song, the founder of Village Telco, an initiative to bring practical and inexpensive communication network infrastructure to rural and remote areas. He spoke about factors that catalyzed the initiative, the benefits of the network, some challenges, and the Mesh Potato.

Digital Natives with a Cause?

Digital Natives with a Cause? is a knowledge programme initiated by the Centre for Internet and Society, India and Hivos, Netherlands. It is a research inquiry that seeks to look at the changing landscape of social change and political participation and the role that young people play through digital and internet technologies, in emerging information societies. Digital Natives Video Contest: Twenty-one candidates have been shortlisted, videos will be online soon. Voting begins from March 10, 2012. The Centre for Internet and Society is co-organising the video contest with Hivos, Netherlands.

Digital Natives with a Cause?

Digital Natives with a Cause? is a knowledge programme initiated by CIS, India and Hivos, Netherlands. It is a research inquiry that seeks to look at the changing landscape of social change and political participation and the role that young people play through digital and internet technologies, in emerging information societies. The major outputs have been a four book collective asking questions about theory and practice around 'digital revolutions' in a post MENA (Middle East - North Africa) world, a position paper, a scouting study and three international workshops.

Alternative Approaches to Social Change

Accessibility

India has an estimated 70 million disabled persons who are unable to read printed materials due to some form of physical, sensory, cognitive or other disability. This includes persons with blindness, learning disabilities such as dyslexia, cerebral palsy and persons who do not have full control over their limbs. For these people, the material needs to be converted into alternate formats such as Braille, audio or video or electronic formats (text document, word document or PDF) which they can access using assistive technologies. Our key research has focused on a submission to amend the Indian Copyright to the HRD Ministry, publishing a policy handbook on e-accessibility, research on accessible mobile handsets in India and an analysis of the Working Draft of the Rights of Persons with Disabilities Act, 2010.

Featured Research

Making Mobile Phones and Services Accessible. CIS researched, edited and published this report in partnership with G3ict and ITU. The report contains a foreword, eleven chapters, a bibliography and glossary with contributions from Deepti Bharthur, Nirmita Narasimhan and Axel Leblois.

Upcoming Event

ITU Tutorial on Audiovisual Media Accessibility, organized by the International Telecommunication Union, India International Centre, 14-15 March 2012. CIS is hosting the meeting. The Tutorial will be preceded by the fourth meeting of the Focus Group on Audio Visual Media Accessibility (FG AVA) on 13 March 2012. This meeting will take place at the same venue and will also be hosted by CIS, in cooperation with the ITU-APT Foundation of India.

Access to Knowledge

Access to Knowledge is a campaign to promote the fundamental principles of justice, freedom, and economic development. It deals with issues like copyrights, patents and trademarks, which are an important part of the digital landscape. We prepared the India report for the Consumers International IP Watchlist, made submission to the HRD Ministry on WIPO Broadcast Treaty, questioned the demonization of pirates, and advocated against laws (such as PUPFIP Bill) that privatize public funded knowledge.

Gandhi, Freedom, and the Dilemmas of Copyright: To commemorate Mahatma Gandhi's death anniversary, CIS organised a public lecture. Prof. Shyamkrishna Balganesh of the University of Pennsylvania gave a lecture.

Openness

The advent of the Internet has radically defined what it means to be open and collaborative. Even the Internet is built upon open standards and free/libre/open source software. CIS has been committed and actively campaigned for promotion of open standards, open access and free/libre/open source software.

Summary of the Minutes of the Workshop on Biodiversity Informatics, organized by the Western Ghats Portal team to explore the contemporary state of biodiversity informatics at Ashoka Trust for Research in Ecology and Environment (ATREE), Bangalore on 25 November 2011.
Design!PubliC — Innovation and the Public Interest: On the 14th of October, 2011, the Center for Knowledge Societies organized the second edition of the Design Public Conclave, a conversation on how innovation can serve the Public Interest. The conclave was held at the National Gallery of Modern Art in Bangalore.
Report on the 'Open Access to Academic Knowledge' workshop: On Wednesday the 2nd of November, during Open Access Week, the Indian Institute of Science in conjunction with the Centre for Internet and Society held a workshop on Open Access at the National Centre for Science Information, in Bangalore. We recorded the meeting and published it online.

Internet Governance

The Tunis Agenda of the second World Summit on the Information Society has defined internet governance as the development and application by governments, the private sector and civil society, in their respective roles of shared principles, norms, rules, decision-making procedures and programmes that shape the evolution and use of the internet. CIS partnered with Privacy International and Society in Action Group which has produced outputs in banking, telecommunications, consumer rights, etc., submitted open letters to Parliamentary Committee on UID, feedbacks on NIA Bill, and IT Rules.

It was the sixth conference organised in the series of regional consultations held as “Privacy Matters”. The present conference analyzed the Draft Privacy Bill and the participants discussed the challenges and concerns of privacy in India.

Future of Integrated Science Education in Higher Education in India
The Higher Education Innovation and Research Application (HEIRA) at the Centre for the Study of Culture and Society (CSCS) and the Centre for Contemporary Studies (CCS) at the Indian Institute of Sciences (IISc) hosted a two day workshop on 2 and 3 January 2012 on the Future of Integrated Science Education in Higher Education in India at the Centre for Contemporary Studies, IISc. Telecom

The growth in telecommunications in India has been impressive. While the potential for growth and returns exist, a range of issues need to be addressed for this potential to be realized. One aspect is more extensive rural coverage and the second aspect is a countrywide access to broadband which is low at about eight million subscriptions. National Telecom Policy 2012 — Issues and Concerns

Snehashish Ghosh throws light on some of the issues and concerns surrounding the recently passed National Telecom Policy 2012.

The National Telecom Policy, 2012 (NTP’ 12) was approved by the Cabinet on May 31, 2012.[1] The primary objective of the Policy is to provide reliable and affordable converged telecommunication services, across the whole nation. It aims at transforming mobile devices into instruments of social empowerment by implementing e-governance and m-governance, and has emphasized on security of networks and secure services to consumers.

The Positives

The Policy has exempted additional frequency bands from licensing for public use. It aims to provide small chunks of frequency bands for the purpose of research and development of indigenous technologies and products. NTP’12 further seeks to promote use of white spaces with low power devices, without causing harmful interference to the licensed applications in specific frequency bands by deployment of software defined radios, cognitive radios, etc.
On the issue of transforming mobile devices into instruments of social empowerment, the Policy aims to encourage development of mobile phones based on open platform standards.
The Policy also wishes to implement measures to include disputes between consumers and telecom service providers within the jurisdiction of Consumer Forums.
The NTP '12 will allow spectrum pooling, sharing and later trading of spectrum under the supervision of appropriate regulatory authority. The Policy also dictates regular spectrum audit to ensure efficient and optimum use of spectrum.

Despite the above mentioned positives, the NTP’ 12 has certain issues.

Access to Telecom Services including Broadband

The Policy has ambitious goals with respect to telecommunication coverage throughout India. It aims to increase the teledensity in rural and remote areas from 39 to 70 in the next five years and 100 by the year 2020. In case of broadband, it wishes to provide affordable and reliable broadband-on-demand by 2015 and 175 million broadband connections in the next two years at a minimum speed of 2 Mbps and 600 million by 2020. However, the policy fails to mention any framework for implementation of such policy mandate. Formerly, the National Broadband Plan, 2004 [2] aimed at providing broadband (minimum speed of 256 Kbps) to 20 million households by 2010 but only 13 million households have broadband connectivity as on May, 2012. The target which the policy wishes to achieve is commendable. But the previous experience with such policy implementation could have been taken into consideration before setting such targets.

The World Trade Organization (WTO) mandates national treatment wherein a member country cannot discriminate between domestic and foreign products.[3] The Draft Policy ran into conflicts with this particular WTO obligation with regards to giving preference to domestically manufactured telecom products and equipments. However, this has been revised and now the policy only seeks to prefer indigenous telecom equipment in case of government and place where national security is involved. This is a good move as it provides better security in case of confidential government communication. However, it fails to give any directive as to production of such secure telecom equipment as well as security standards of such equipment. Moreover, we don’t have any uniform security standards in place.[4]

The NTP’12 aims at transforming India into a ‘global manufacturing hub’. However, it neither mentions deadlines for achieving such goals nor it lays down any framework to achieve such goals.

Unified Licensing Regime

The NTP’12 aims at moving towards unified licensing regime. Under unified licence, the licensee has the right to provide converged services. But if a service provider wishes to render any specific service only (for example internet service providers), then such service provider does not have any option but to procure licence for converged services i.e. a unified licence. In order to implement such unified licensing regime, the Policy needs to further clarify the terms and conditions of such licence.[5] A better approach would be to provide unified licence as well as licence for specific independent services, so that a service provider has the option to provide converged services or selected services

Concerns regarding Security and Privacy of the Consumers

Implementation of voice over protocol (VoIP) is one of the policy directives of NTP ’12. VoIP can be used for anonymous communication which poses a threat to security of the State. The Policy has been criticised by the Home Ministry on this ground and the Ministry asked the Department of Telecom to consult with them before implementing such policy.

The Policy wants to mandate and enforce telecom service providers to take adequate measures to ensure security of the communication sent or received through the networks. The Policy dictates that this will be achieved through ‘contemporary security standards’. The term ‘contemporary security standards’ has not been defined in the Policy. The Policy might have referred to any of the International Telecommunication Union (ITU) approved standards to define 'contemporary security standards'.

Another concern with security and privacy is that the Policy mentions that Unique Identification (UID) will become an integral part of electronic authentication framework. UID has been widely criticised on various grounds including privacy. It is important to note that UID can be easily misused, and therefore it should be avoided for authentication purposes.

Missed Opportunities

NTP’12 does not include any policy mandate for providing accessibility for person with disabilities. The Policy should mandate implementation of systems that would enable better accessibility for persons with disabilities. This could have included formulation of a Code of good practice for manufactures and service providers, conduct surveys and gather statistics on use of telecommunication services by persons with disabilities, etc.

Conclusion

The NTP’12 is an ambitious policy, it would be a daunting task for the Government of India to fulfill the objectives within the deadline prescribed by it.

Alan is founder of World of Avatar and CEO of Mxit, Africa’s largest social network. Between 2003 and 2006, Alan co-founded five companies in the mobile services sector. In 2006, he was appointed managing director of iBurst, a broadband network operator in South Africa. In April 2008, he published Don’t Panic, a best selling book aimed at persuading emigrant South Africans to return home. In June 2008, he founded The Trust, an NGO focused on assisting charities access skills and capital. In 2009, he was named as a Young Global Leader by the World Economic Forum. In June 2012 he published Mobinomics, the story of Mxit and mobile in Africa. Alan is a qualified Chartered Accountant (SA).

The Story of MXit

MXit (pronounced "mix it") is a free instant messaging application developed by MXit Lifestyle (Pty) Ltd. in South Africa that runs on multiple mobile and computing platforms. According to a 2011 study by consultancy World Wide Worx, MXit currently has about 10 million active subscribers, making it the largest mobile social network in Africa.

MXit allows users to send and receive one-on-one text and multimedia messages to and from other users, and in general chat rooms. MXit also supports gateways to other instant messaging platforms such as MSN Messenger, ICQ and Google Talk.

On 1 April 2009, MXit released an open-source plug-in for the libPurple library. This allows applications using the libPurple library such as Pidgin and Adium to connect to the MXit network. This coincided with the release of the MXit Developer Zone web-site and documentation on the MXit client protocol. MXit has been included as a standard protocol in Pidgin since version 2.6.4.

Centre for Internet & Society Annual Report 2014-15 CIS in partnership with the Office of the Chief Commissioner for Persons with Disabilities and the Centre for Law and Policy Research compiled the National Compendium of Laws, Policies, Programmes for Persons with Disabilities. During the year CIS signed memorandum of understandings with Mysore University (for converting to Unicode and re-releasing their encyclopaedia under Creative Commons License); Shri Dharmasthala Manjunatheshwara College (to introduce Indian Language Wikipedias in the Indian Under-Graduate and Post Graduate Classroom); Andhra Loyola College (for 5 years to enhance Telugu Wikipedia through increased contributions to Wikipedia and make it available under free license); and Nirmala Institute of Education, Goa (to enhance digital literacy in Konkani in the education sector across Goa). CIS also conducted an empirical study of five separate and diverse banks (State Bank of India, Central Bank of India, ICICI Bank, IndusInd Bank, and Standard Chartered Bank) to gain a practical perspective on the existing banking practices and policies in India, and published a Banking Policy Guide. Further CIS took part in the WIPO-SCCR meetings. India became the first country to ratify the Marrakesh Treaty and the Accessible Books Consortium was launched. Centre for Internet & Society Annual Report 2013-14 CIS celebrated five years of existence with an exhibition showcasing its works and accomplishments since it was founded in 2008. Along with CLPR, CIS published a report on making the General Elections of 2014 participatory and accessible for voters with disablities. CIS signed a memorandum of understanding with Christ University, Bangalore, Tata Institute of Social Sciences, Mumbai, KIIT University and Kalinga Institute of Social Sciences for furthering the growth of Indian languages on Wikipedia. CIS is working with Privacy International on the Surveillance and Freedom: Global Understandings and Rights Development (SAFEGUARD) project and as part of the work drafted the Privacy Protection Bill. CIS hosted the second Institute on Internet and Society at Pune from February 11 to 17, 2014. The Knowledge Repository was compiled and presented to the participants. Centre for Internet & Society Annual Report 2012-13 CIS is working on two projects: Creating a National Kit of Laws, Policies and Programmes for Persons with Disabilities and Developing an open source screen reading software solution “NVDA” to handle Indian languages and text-to-speech software in 15 Indian languages with the Hans Foundation. CIS published a report on Accessibility of Government Websites in India with the Hans Foundation and the Consumers International IP Watchlist 2012 — India Report with Consumers International. Wikimedia Foundation awarded a two-year grant to support and develop free knowledge in India and consequently, CIS got a new office in Delhi. Pranesh Prakash's preliminary analysis on blocked websites was featured in leading publications like Wall Street Journal, Hindu, Outlook, etc., and as part of the Google Policy Fellowship, brought out a report on Intermediary Liability in India, and initiated a project on The Internet Institute with the Ford Foundation. 'Anonymous' hackers to protest Indian Internet laws

Global hacking movement Anonymous has called for protesters to take to the streets in 16 cities around India on Saturday over what it considers growing government censorship of the Internet, writes Pratap Chakravarty.

The call for demonstrations by the Indian arm of the group follows a March 29 court order issued in the southern city of Chennai demanding 15 Indian Internet providers block access to file-sharing websites such as Pirate Bay.

The order has resulted in access being denied to a host of websites that carry pirated films and music among other legal content, including www.isohunt.com and www.pastebin.com.

On Wednesday, the Anonymous forum fired an opening shot by attacking the website of state-run telecom provider MTNL, pasting the logo of the group -- the mask of 17th century revolutionary Guy Fawkes -- on www.mtnl.net.in.

In an open letter the same day, the group accused the government of trying to create a "Great Indian Firewall" to establish control on the web and issuing a "declaration of war from yourself... to us."

Internet users and supporters have been asked to join peaceful rallies in cities including the capital New Delhi and the tech hub of Bangalore, with detailed instructions issued online to participants.

Tech website www.pluggd.in reported the demonstrators have been asked to wear Guy Fawkes' masks, download a recorded message to play to police, and are to chant "United as one! Divided as zero! We are Anonymous! We are legion!"

Concerns about Internet freedom in India go beyond the court order in Chennai, however, and stem from an update to India's Information Technology Act that was given by the IT and communications ministry in April last year.

The new rules regulating Internet companies -- providers, websites and search engines -- instruct them that they must remove "disparaging" or "blasphemous" content within 36 hours if they receive a complaint by an "affected person".

Groups such as the Center for Internet and Society, a Bangalore-based research and advocacy group, have waged a year-long campaign for amendments to the rules, which were quietly released in April.

Industry groups have also objected, saying they are unclear on the changes which are in any case impossible to implement when it comes to acting on individual complaints about specific content.

"A lot of education is required in this field," secretary of the Internet Service Providers Association of India S.P. Jairath told AFP.

The government has also become embroiled in a row with social networks after Telecoms Minister Kapil Sibal held a series of meetings with IT giants Google, Yahoo! and Facebook last year to discuss the pre-screening of content.

The minister was said to have shown Internet executives examples of obscene images found online that risked offending Muslims or defamed politicians, including his boss, the head of the ruling Congress party, Sonia Gandhi.

Since these meetings, 19 Internet firms including Google, Yahoo! and Facebook have been targeted in criminal and civil cases lodged in lower courts, holding them responsible for content posted by users of their platforms.

Anonymous is a secretive "hacker-activist" network and is thought to be a loosely knit collective with no clearly defined leadership structure.

It has claimed dozens of online attacks on sites ranging from the Vatican to Los Angeles Police Canine Association, but is increasingly the target of law enforcement agencies who have arrested dozens of members.
