Praja - Enhancing Democracy Through Access to Open Data: What Are the Roles of Government and Civil Society? (Delhi, Sep 08)

Open Government Data (OGD) is widely seen to be a key hallmark of contemporary democratic practice and is often linked to the passing of freedom of information legislation. OGD is a philosophy—and increasingly a set of policies—that promotes transparency, accountability and value creation by making government data available to all. Public bodies produce and commission huge quantities of data and information. By making their datasets available, public institutions become more transparent and accountable to citizens. By encouraging the use, reuse and free distribution of datasets, governments promote business creation and innovative, citizen-centric services. Praja is organising a symposium on "open data and civil society" on Friday, Sep 8, which is supported by European Union and Friedrich Naumann Stiftung fur die Freiheit. Sumandro Chattapadhyay (Research Director) will take part in this event as a speaker in the session on "data centric approach and role of stakeholders in the urban governance ecosystem."

Objectives

To study the intersectionality between transparency, accountability and consumption of data by stakeholders.
To explore opportunities for the civil society to simplify governance through access to data, privacy of stakeholders and to address challenges faced in data collection and analysis.

Outcomes

The takeaway from the seminar should be to develop the idea of achieving data literacy. The presenters after a detailed interaction should take away the following from the event:

Reflections on the use of Internet and technology as tools for better governance
Balance the development of open data and the strategies to use this data in terms of ownership and replication of data
Identify data sets which should be prioritised for release in order to maximise public value
Data Accessibility: Capitalize on the demand for democracy and transparency by making open data more accessible to the larger public

Mrutyunjay is a recognised expert in data-driven decision-making and a leading commentator on Indian consumer behaviour. At Juxt Smart Mandate he oversees key account management, custom solution development, new product development, alliances, and ready-to-go market initiatives.

In his career spanning more than 20+ years, Mrutyunjay co-founded JuxtConsult and successfully merged it with Smart Mandate. Prior to that, he worked in a number of leading organisations including IMRB International (Kantar, WPP), IDC India (IDG Group), Convergys India Services, Annik Systems (Quatrro) and ASHA (a rural development NGO).

At various points in his career, he headed large volume data analytics, consumer research, strategic business research, quality projects, usability studies and change management projects. He has had considerable exposure to projects in a diversity of domains – ICT, media, Banking, Financial Services and Insurance (BFSI), fast-moving consumer goods (FMCG), pharma, healthcare, consultancy services, government, social development and public administration. He boasts functional consulting experience in implementing dashboards and reporting solutions in enterprise resource planning (ERP) environments.

He is involved in other compelling initiatives around analytics-driven health solutions, learning over education, digital marketing, and sustainable livelihood. P. Vigneswara Ilavarasan (PhD - IIT Kanpur) researches and teaches about production and consumption of information and communication technologies (ICTs) with a special focus on India. His specific research interests are Information and Communication Technologies & Development (ICTD); Indian IT industry; and Social Media. He is an active contributor to the international journals and conferences of repute.

Dr. Ilavarasan has been a Visiting Research Fellow at United Nations University - School of Computing and Society (Macau). He is a recipient of the Outstanding Young Faculty Fellowship Award at IIT Delhi and Prof. M.N. Srinivas Memorial Prize of the Indian Sociological Society. He is also a Research Fellow at LIRNEasia, a regional ICT policy and regulation think tank. He has received large research grants from IDRC (Canada), Govt. of India, Oxford Analytica (UK), IPTS (European Commission) and IdeaCorp (Philippines).

SoI’s Open Series Maps Fails to Implement Public Sharing of Govt Data

Although it has made the topographic maps or the Open Series Maps available to general public, Survey of India’s (SoI) Nakshe portal will have to go through a variety of litmus test, as the initiative fails to implement the mandates of public sharing of government data using open standards and open license as put forward by the NMP 2005 and NDSAP 2012, says Sumandro Chattapadhyay, Research Director, The Centre for Internet and Society. What are your views on the Nakshe Portal initiative from Survey of India?

It is a most welcome initiative by the Survey of India to realize the mandate of the National Map Policy (NMP) 2005 to publicly distribute “Open Series Maps of scales larger than 1:1 million”. The Survey of India has also drawn from and implemented the mandate of the National Data Sharing and Accessibility Policy (NDSAP) 2012 to make available the shareable and non-sensitive Open Series Maps documents without any necessary fees to access and use them.

The initiative, however, fails to achieve the goal of of public sharing of government data using open standards and open license as put forward by the NMP 2005 and NDSAP 2012. This substantively raises the barrier to access the Open Series Maps data and reduces its possibilities of reuse, especially for commercial innovation, in a very serious way. This undermining of the open data agenda is not only a concern for the Nakshe portal in particular, but also sets a dangerous precedent for future open government data initiatives in India.

What is your view on the data provided and its usability?

The Nakshe portal has created several barriers to access and use of the Open Series Maps data, all of which are in violation of the NMP 2005 and NDSAP 2012:

NDSAP 2012 mandates that shareable and non-sensitive government data (such as Open Series Maps) are made public through the data.gov.in portal created under the guidance of the NDSAP 2012. Survey of India may of course decide to publish the Open Series Maps data on the Nakshe portal along with on the data.gov.in portal. Publishing of the data only through the Nakshe portal not only violates the mandate of NDSAP 2012, they make such data much less discoverable.
NDSAP 2012 allows for “registered access” to open government data. That is, it allows for data to be shared only with users who have registered with the data publishing portal. Making registration only possible via Aadhaar number, however, significantly limits the number of users who can access this data. For example, non-Indian researchers form an important potential sub-section of users of Open Series Maps but they will not be able to access the data. The website neither has a privacy policy that clarifies how these submitted Aadhaar numbers will be stored, protected, and shared (if at all) by the Survey of India.
NMP 2005 instructs Survey of India to “allow a user to add value to the maps obtained (either in analogue or digital formats) and prepare his own value-added maps”. The Government Open Data License has been recently notified under NDSAP 2012 to guide permitted uses of open government data in India.

The very restricted approach to permitted end-uses of Open Series Maps by the Survey of India neither follow the NMP instruction, nor adopt the Government Open Data License. Data available from Nakshe portal cannot be exported (which is technically an absurd demand due to globally distributed nature of servers), commercialized, or altered. This creates a most serious barrier to using the Open Series Maps data available via the Nakshe portal.
The Nakshe portal has published geospatial data in PDF format. This is a clear violation of open data practices globally and the NDSAP Implementation Guidelines more specifically, which states that open geospatial data standards, like GML and KML, should be used).

Does this fall in line with the larger government aim of having open and accessible data? If not why?

In a nutshell, the Open Series Maps data being published on the Nakshe portal is neither open (as it does not use open standards to share the data and does not share the data under an open licenses) nor universally accessible (due to the requirement for registration via Aadhaar number).

What improvements do you suggest in the approach of SoI about the portal?

I have listed four major conflicts that the Nakshe portal has with the directives and guidelines offered by the NMP 2005 and NDSAP 2012. I sincerely hope that the Survey of India and the Department of Science and Technology will address them soon, as they significantly limit the ability of users to access and use the Open Series Maps data.

These changes will make the Open Series Maps data open, and ensure that the data can be accessed and innovated with by various stakeholders.

Amutha Arunachalam entered the Indian Government service as an Intelligence Officer in Ministry of Home Affairs in 1988 after working at the Indian Institute of Technology Madras in Fibre Optic communication Laboratory. She later moved to the Council of Scientific and Industrial Research in the field of Information Technology. She managed the IT infrastructure of the CSIR lab (Central Road Research Institute) till 2006 and moved to CSIR Head Quarters and contributed in the ICT refurbishment drive, mainly in the IT with a major contribution in establishing DATA Centre, implementing network security, linking CSIR HQ to the National Knowledge Network facility extended by National Information Centre(NIC) before joining UIDAI.

In UIDAI (National Identity Project) she managed the Data Center operations that includes critical CIDR (Central Identification Repository) and was responsible for setting up Infrastructure to roll out Disaster recovery centre, Aadhaar Enrolment Service, Benchmarking of UIDAI Enrolment , Authentication Applications and setting up of Backend infrastructure of the Authentication Service for Roll out to citizens. After the five year Deputation at UIDAI (Feb 2016), she is currently posted in the Council of Scientific and Industrial Research working in the Area of Policy in Cyber Security for CSIR, Enhancing Research with collaborative, networking and Building unified CSIR Ecosystem with Enterprise platform.

Exploring Big Data for Development: An Electricity Sector Case Study from India

Abstract

This paper presents exploratory research into “data-intensive development” that seeks to inductively identify issues and conceptual frameworks of relevance to big data in developing countries. It presents a case study of big data innovations in “Stelcorp”; a state electricity corporation in India. In an attempt to address losses in electricity distribution, Stelcorp has introduced new digital meters throughout the distribution network to capture big data, and organisation-wide information systems that store and process and disseminate big data.

Emergent issues are identified across three domains: implementation, value and outcome. Implementation of big data has worked relatively well but technical and human challenges remain. The advent of big data has enabled some – albeit constrained – value addition in all areas of organisational operation: customer billing, fault and loss detection, performance measurement, and planning. Yet US$ tens of millions of investment in big data has brought no aggregate improvement in distribution losses or revenue collection. This can be explained by the wider outcome, with big data faltering in the face of external politics; in this case the electoral politics of electrification. Alongside this reproduction of power, the paper also reflects on the way in which big data has enabled shifts in the locus of power: from public to private sector; from labour to management; and from lower to higher levels of management.

A number of conceptual frameworks emerge as having analytical power in studying big data and global development. The information value chain model helps track both implementation and value-creation of big data projects. The design-reality gap model can be used to analyse the nature and extent of barriers facing big data projects in developing countries. And models of power – resource dependency, epistemic models, and wider frameworks – are all shown as helping understand the politics of big data.

With great pleasure we announce the second edition of the Internet Researchers' Conference (IRC), an annual conference series initiated by the Researchers at Work (RAW) programme at CIS to gather researchers, academic or otherwise, studying internet in/from India to congregate, share insights and tensions, and chart the ways forward. The Internet Researchers' Conference 2017 (IRC17) will be held at the International Institute of Information Technology Bangalore (IIIT-B) campus on March 03-05, 2017. It is being organised by the Centre for Information Technology and Public Policy (CITAPP) at IIIT-B and the CIS.

IRC17: Key Provocations

Two critical questions that emerged from the conversations at the previous edition of the Conference (IRC16) were about the digital objects of research, and the digital/internet experiences in Indic languages. As we discussed various aspects and challenges of 'studying internet in India', it was noted that we have not sufficiently explored how ongoing research methods, assumptions, and analytical frames are being challenged (if at all) by the becoming-digital of the objects of research across disciplines: from various artifacts and traces of human and machinic interactions, to archival entries and sites of ethnography, to practices and necessities of collaboration.

We found that the analyses of such digital objects of research often tend to assume either an aesthetic and functional uniqueness or sameness vis-à-vis the pre-/proto-digital objects of research, while neither of these positions are discussed in detail. Further, we tend to universalise the English-speaking user's/researcher's experience of working with such digital objects, without sufficiently considering their lives and functions in other (especially, Indic) languages.

These we take as the key provocations of the 2017 edition of IRC:

How does the becoming-digital of the research objects challenge our current research practices, concerns, and assumptions?
How do we appreciate, study, and theorise the functioning of and meaning-making by digital objects in Indic languages?
What research tools and infrastructures are needed to study, document, annotate, analyse, archive, cite, and work with (in general) digital objects, especially those in Indic languages?

This conference series is specifically driven by the following interests: 1) creating discussion spaces for researchers studying internet in India and in other comparable regions, 2) foregrounding the multiplicity, hierarchies, tensions, and urgencies of the digital sites and users in India, 3) accounting for the various layers, conceptual and material, of experiences and usages of internet and networked digital media in India, and 4) exploring and practicing new modes of research and documentation necessitated by new (digital) forms of objects of power/knowledge.

About the IRC Series

The Researchers at Work (RAW) programme at the Centre for Internet and Society (CIS) initiated the Internet Researchers' Conference (IRC) series to address these concerns, and to create an annual temporary space in India, for internet researchers to gather and share experiences.

The IRC series is driven by the following interests:

creating discussion spaces for researchers and practitioners studying internet in India and in other comparable regions,
foregrounding the multiplicity, hierarchies, tensions, and urgencies of the digital sites and users in India, accounting for the various layers, conceptual and material, of experiences and usages of internet and networked digital media in India, and
exploring and practicing new modes of research and documentation necessitated by new (digital) objects of power/knowledge.

The first edition of the Internet Researchers' Conference series was held in February 2016. It was hosted by the Centre for Political Studies at Jawaharlal Nehru University, and was supported by the CSCS Digital Innovation Fund. The Conference was constituted by eleven discussion sessions (majority of which were organised around presentation of several papers), four workshop sessions (which involved group discussions, activities, and learnings), a book sprint over three sessions to develop an outline of a (re)sourcebook for internet researchers in India, and a concluding round table. The audio recordings and notes from IRC16 are now being compiled into an online Reader. A detailed reflection note on IRC16 has been published.

CBGA - Consultation on Opening Up Access to Budget Data in India (Delhi, January 27)

Open Budgets India, a comprehensive and user-friendly open data portal to provide free, easy, and timely access to relevant data on budgets, has been developed by the Centre for Budget and Governance Accountability (CBGA) in collaboration with a number of other organisations. CBGA is organising a Consultation on “Opening Up the Access to Budget Data in India” on Friday, January 27, 2017, to launch the beta version of the portal. Sumandro Chattapadhyay will be a speaker in the panel discussion that will follow the launch.

The Centre for Financial Accountability is organising a seminar on "Understanding Financial Technology, Cashless India, and Forced Digitalisation" on Tuesday, January 24, at YWCA, Ashoka Road, New Delhi.
