Sequoia India’s Designathon 2016

Along with their annual hackathon, Sequoia India organised a designathon in Bangalore on September 10-11, 2016. The participants picked one of three tracks - gamification, information visualisation, and smart acceleration - and developed an interface design or clickable prototype or a demo video. Sumandro Chattapadhyay was invited to participate as a mentor for the information visualisation track.

Seminar on Open Access in Research Area: A Strategic Approach

The Energy and Resources Institute (TERI), Delhi, is organising a seminar on open access in research on Tuesday, December 22, 2015. The seminar will focus on: 1) wider access to scientific publications and research data, 2) access to scientific information, and 3) challenges and opportunities of research data. The Centre for Internet and Society is supporting the event as a Knowledge Partner.

Background

Open Access has become central importance to advancing the interests of researchers, scholars, students, business, and the public as well as librarians. Increasingly, research institutions require researchers to publish articles that report research findings openly accessible in open domain.

Open Access pursues to yield scholarly publishing to spread knowledge and allow that knowledge to be built upon. Price barriers should not stop researchers from getting access to research data. Open Access, and the open availability and search ability of scholarly research that it entails, will have a significant positive impact on everything from education to the research practice in various fields.

To explore why Open Access is so important to a number of groups, TERI Library along with The Centre for Internet & Society (CIS) as Knowledge Partner is organizing a half day seminar on Open Access in Research Areas: a Strategic Approach on December 22, 2015 at TERI Seminar Hall, IHC, Lodhi Road, New Delhi.

The Seminar will focus on:

wider access to scientific publications and research data
access to scientific information, and
challenges and opportunities of research data.

Sean McDonald - Ebola: A Big Data Disaster

We are proud to initiate the CIS Papers series with a fascinating exploration of humanitarian use of big data and its discontents by Sean McDonald, FrontlineSMS, in the context of utilisation of Call Detail Records for public health response during the Ebola crisis in Liberia. The paper highlights the absence of a dialogue around the significant legal risks posed by the collection, use, and international transfer of personally identifiable data and humanitarian information, and the grey areas around assumptions of public good. The paper calls for a critical discussion around the experimental nature of data modeling in emergency response due to mismanagement of information has been largely emphasized to protect the contours of human rights.

Preface

This study titled “Ebola: A Big Data Disaster” by Sean Martin McDonald, undertaken with support from the Open Society Foundation, Ford Foundation, and Media Democracy Fund, explores the use of Big Data in the form of Call Detail Record (CDR) data in humanitarian crisis.

It discusses the challenges of digital humanitarian coordination in health emergencies like the Ebola outbreak in West Africa, and the marked tension in the debate around experimentation with humanitarian technologies and the impact on privacy. McDonald’s research focuses on the two primary legal and human rights frameworks, privacy and property, to question the impact of unregulated use of CDR’s on human rights. It also highlights how the diffusion of data science to the realm of international development constitutes a genuine opportunity to bring powerful new tools to fight crisis and emergencies.

Analysing the risks of using CDRs to perform migration analysis and contact tracing without user consent, as well as the application of big data to disease surveillance is an important entry point into the debate around use of Big Data for development and humanitarian aid. The paper also raises crucial questions of legal significance about the access to information, the limitation of data sharing, and the concept of proportionality in privacy invasion in the public good. These issues hold great relevance in today's time where big data and its emerging role for development, involving its actual and potential uses as well as harms is under consideration across the world.

This study offers an important perspective for us at the Centre for Internet and Society, and our works on Privacy, Big Data, and Big Data for Development, and very productively articulates the risks of adopting solutions to issues important for development without taking into consideration legal implications and the larger impact on human rights. We look forward to continue to critically engage with issues raised by Big Data in the context of human rights and sustainable development, and bring together diverse perspectives on these issues.

Right to Food Campaign, Ranchi Convention, 2016

The Right to Food Campaign held its 2016 Convention in Ranchi during September 23-25, 2016. While three years have elapsed since the passage of the National Food Security Act, despite improvements in the Public Distribution System (PDS), large implementation gaps remain. This is what the Convention focused on, and gathered researchers and campaigners from across the country to share experiences and case studies on effectiveness and exclusions from the PDS. Sumandro Chattapadhyay took part in a session of the Convention to discuss how UID-linked welfare delivery is being rolled out across key programmes like provision of pension and rationed distribution of essential commodities, and their impact on people's right to welfare services.

The researchers@work programme at the Centre for Internet and Society produces and supports pioneering and sustained trans-disciplinary research on key thematics at the intersections of internet and society; organise and incubate networks of and fora for researchers and practitioners studying and making internet in India; and contribute to development of critical digital pedagogy, research methodology, and creative practice.

The researchers@work programme at the Centre for Internet and Society undertakes and supports research, incubation, and pedagogic works at the intersections of internet and society.

We take ‘internet’ as a shorthand for the unevenly implemented and governed global communication system that uses internet protocol suite (including TCP/IP and others) for networking devices and networks worldwide, and the ecosystem of socio-technological practices, institutions, and industries that constitute it.

We undertake grounded investigations and strategic interventions to document, analyse, and respond to transforming social realities and challenges emerging from entanglement of digital devices, data, and networks with various aspects of everyday lives.

We are interested in producing local and contextual accounts of interactions, negotiations, and resolutions between internet and digital technologies on one hand, and socio-material and geo-political structures on the other.

Research

Our research engagements are structured through five clusters:

Incubation

We recognise the urgent need do imagine and organise networks of people and groups toward forming enabling organisational structures and mobilising resources for practice-oriented research, archival, and creative works. We are committed to explore and realise possibilities of incubating new formations and practices of collaborative critical research, as well as strategic groupings to undertake applied research on urgent socio-technical concerns.

Pedagogy

Questions of pedagogy in the digital era on one hand, and those of learning about the digital on the other, are of key interest to the researchers@work programme. Our pedagogic engagements have two focus areas:

Creating communities and fora for research and teaching about topics related to internet and digital media
Creating free, open, multilingual, and reusable resources for teaching and learning about such topics

Towards operationalising the first area of focus, we have initiated an annual conference series - titled Internet Researchers' Conference - to create an annual temporary space (across India) for internet researchers to gather and share their works and experiences. We have also launched a Medium-based blog - r@w blog - to serve as a publishing venue for short- and long-form reflections on internet and society, as well as of critical media works and recordings of presentations and discussions.

Concept Note

Digital technologies involve, accompany and provoke changes in the structuring of industrial sectors. How are they more particularly transforming the creation, production, distribution processes in cultural and creative industries? What are reconfigurations and challenges associated with the rise in power of actors from the industries of communication and information? What are the new stakeholder strategies, economic models and power relationships involved? Does digital have the effect of empowering the smallest actors / self-employed / freelancers or on the contrary does it allow large players to relieve themselves of the promotion, production costs on individual creator?

A growing interest in fields such as digital humanities, new media, digital cultures and the Galleries, Libraries, Archives and Museums (GLAM) sector is another important development here. The rise of a number of digital initiatives in arts and humanities practice, research and teaching has also brought up significantly the question of new skills or expertise required in these fields. The need for digital literacy and ‘re-skilling’ to adapt to new forms of arts and humanities practice in a digital environment has often come with much criticism, as it is viewed as an effort towards vocationalisation and professionalization of these disciplines, a result of the changing mandates of the university and higher education in general. How do we then productively engage with these questions of skill, expertise and labour that goes into the building of new digital industries, which are often located within and at the periphery of academia and creative practices? Importantly, how can concerns about a perceived conflict of creativity and industry be addressed as these transformations take place rapidly with the advent of the digital is an important point of focus.

A critical exploration of the prevalent discourse around creative industries would offer ways of identifying what could be the different forms of digital creative and cultural industries developing in India, and how they problematize for us questions of cultural expression, knowledge production, creativity and labour. The conflation and overlap of both ‘cultural’ and ‘creative industries’ and the location of these terms within a larger discourse around policy, economic development, livelihoods and rights, takes on different dimensions post the digital turn. In the context of initiatives like Digital India, and efforts to consolidate an IPR regime, the implications of policy reforms for creative work, especially that performed within informal/underground economies and in the cultural heritage sector are many. These discussions would inform and draw from the ongoing efforts in fostering of a digital economy in India, and the many ways in which it determines cultural production in the rest of the world.

Topics that will be addressed at the symposium include, but are not restricted to:

- Digital turns and transformations in cultural and creative industries

- Media infrastructure, digital platforms, and changing landscape of actors

- Digital transitions in the Indian news industry

- Online/offline lives of creative industries and media consumption

Presented by the Labex ICCA and the Center for Internet and Society (CIS), the symposium will gather Indian, French, and international specialists in the cultural industries, new media and technology, information and communication sciences, and social sciences but also professionals and industrial actors in the cultural and artistic sectors. The event is driven an ambition to promote the creation of an interdisciplinary and inter-institutional Franco-Indian research network to initiate, develop and share research on cultural industries in India and more widely in South Asia.
