    <title>WIPO Director General Pledges Support for India’s Visually Impaired Community</title>

&lt;p&gt;WIPO Director General Francis Gurry met representatives of India’s visually impaired (VIP) community at a conference on the “Right to Read of persons with print disabilities and copyright challenges” organized by the VIP community in cooperation with the Government of India in New Delhi on November 11, 2009, and reaffirmed WIPO’s commitment to supporting international attempts to improve access to copyright protected works by visually impaired persons (VIPs).&amp;nbsp; “Let me assure you that this is a priority area for the World Intellectual Property Organization,” Mr. Gurry said.&lt;/p&gt;
&lt;p&gt;More than 314 million blind or visually impaired people around the world stand to benefit from a more flexible copyright regime adapted to current technological realities. Individuals with reading impairment often need to convert information into Braille, large print, audio, electronic and other formats using assistive technologies.&amp;nbsp; It is estimated that only 5% of published books in developed countries are converted into formats accessible to the reading impaired.&amp;nbsp; In India, however, only 0.5% of works are published in accessible formats.&amp;nbsp; This has an adverse impact on the educational and employment opportunities of the country’s nearly 70 million reading impaired citizens.&lt;/p&gt;
&lt;p&gt;While, today, sighted individuals enjoy unprecedented access to copyright-protected content, in some contexts, social, economic, technological and legal factors, including the operation of copyright protection systems, can combine to seriously impede access to such works by the blind or other reading impaired persons.&amp;nbsp; Widespread use of digital technologies, in particular, has prompted reconsideration of the question of how to maintain a balance between the protection available to copyright owners, and the needs of specific user groups, such as reading impaired persons. During the meeting, members of the Indian VIP community endorsed WIPO’s role in steering the VIP Initiative at the international level.&amp;nbsp; Mr. Gurry reaffirmed his personal commitment to the specific needs of this community, particularly in developing and least-developed countries:&amp;nbsp; He said innovation and affordability are key considerations when addressing the specific requirements of the VIP in developing countries.&lt;/p&gt;
&lt;p&gt;To move forward on these questions, Mr. Gurry noted, we will need to take join ranks with UN partners, namely the World Health Organization (WHO), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the International Telecommunication Union (ITU), the Office of the United Nations High Commissioner for Human Rights (OHCHR), among others, to make best use of the expertise and skills that are available.&amp;nbsp; The ITU for example, is particularly well placed to provide important technological inputs in the field of telephony and communications and to foster public-private partnerships in this area.&lt;/p&gt;
&lt;p&gt;Mr. Gurry welcomed India’s readiness to test the prototype guidelines for trusted intermediaries recently adopted by the WIPO Stakeholders’ Platform.&amp;nbsp; The Director General said that WIPO was ready to explore options to support training/capacity building activities in India for VIPs within the framework of the VIP initiative.&lt;/p&gt;
&lt;p&gt;The New Delhi meeting reviewed a series of operational arrangements that could enable fast track access to certain copyright-protected works, particularly educational materials, in local Indian languages.&amp;nbsp; It also focused on the need to incorporate the necessary flexibilities in the Indian Copyright Act 1957 for the benefit of print impaired persons.&lt;br /&gt;Representatives of key organizations such as the National Institute for the Visually Handicapped (NIVH), the Regional Resource Centre of the Digital Accessible Information System (DAISY), the Centre for Internet and Society and the Federation of Publishers’ &amp;amp; Booksellers’ Associations in India presented their views and concerns on the subject.&amp;nbsp; The meeting was opened to a larger audience of authors, publishers, collective management organizations and librarians, among others.&amp;nbsp; India’s former Ambassador of India to the United Nations in Geneva, Mr. Swashpawan Singh, honorary advisor on the VIP Initiative to the Director General of WIPO, also participated in the discussions.&lt;/p&gt;
&lt;h3&gt;Background&lt;/h3&gt;
&lt;p&gt;In its May 2008 session, the WIPO’s Standing Committee for Copyright and Related Rights (SCCR) acknowledged the special needs of VIPs and stressed the importance of dealing, without delay and with appropriate deliberation, with the needs of the blind, visually impaired, and other reading-disabled persons, including discussions at the national and international level on possible ways and means of facilitating and enhancing access to protected works.&lt;/p&gt;
&lt;p&gt;In this context, WIPO is currently hosting a global Stakeholders’ platform to explore the specific needs, and concerns, of both copyright owners and reading impaired persons.&amp;nbsp; The aim of the platform is to explore and identify possible operational arrangements to make published works available in accessible formats to the VIP community and within a reasonable time frame.&amp;nbsp; The Platform has recognized the importance of building trust among all parties and has agreed on a first set of principles to facilitate the cross border transfer of published works to print-disabled people, particularly among charities. A draft treaty on the visually impaired persons and for other people with reading disabilities was put forward by the delegations of Brazil, Ecuador and Paraguay in May 2009.&amp;nbsp; This, together with other possible proposals and contributions by the members of the SCCR, will be discussed at the 19th Session of the SCCR in December 2009, with a view to establishing a multilateral legal framework in the field of limitations and exceptions for the benefit of VIPs.&lt;/p&gt;

organized a workshop on web accessibility for web developers from the
public and private sector on September 25 to 26, 2009. The workshop
took place at &lt;strong&gt;Christ Nagar International School&lt;/strong&gt;,
Kowdiar, Thiruvananthapuram.&lt;/p&gt;
&lt;h3&gt;About the
Host Organizations&lt;/h3&gt;
&lt;p&gt;&lt;em&gt;&lt;a href="https://cis-india.org/"&gt;The Centre for Internet
and Society&lt;/a&gt;&lt;/em&gt; &lt;br /&gt;The Centre for Internet and Society (CIS) is
a Bangalore based non-profit, bringing together a team of
practitioners, theoreticians, researchers and artists to work on the

of Alternative Computing and Employment&lt;/a&gt;&lt;/em&gt; &lt;br /&gt;Society For
Promotion of Alternative Computing and Employment (SPACE) is a
registered society that has members from academia, the IT industry,
professional societies such as IEEE and Computer Society of India,
and the IT Administration of the Government of Kerala. The vision of
SPACE is to promote the use of Free and Open Source Software (FOSS)
in academics, governance, corporate and individual use, and to
support the use FOSS for employment generation in Kerala. The primary
thrust are of the intervention are:&lt;/p&gt;

&lt;p&gt;Promote the use of FOSS in the
	public, private, and governmental sectors as well as for
	personal/home use&lt;/p&gt;

	the development of essential prototypes that bridge existing gaps in
	software, so as to enable widespread use of FLOSS&lt;/p&gt;

&lt;p&gt;Ensure that Kerala is able to develop sufficient numbers of
	high-quality human resources in the FLOSS domain&lt;/p&gt;

&lt;p&gt;Kerala State Information Technology Mission (KSITM) is a Society
registered under the Travancore Cochin Literary Scientific &amp;amp;
Charitable Societies Registration Act. It is an autonomous nodal IT
implementation agency for Department of Information Technology,
Government of Kerala which provides managerial support to various
initiatives of the Department.&lt;br /&gt;&lt;/p&gt;
&lt;h3&gt;About the
Resource Persons&lt;/h3&gt;
&lt;p&gt;&lt;strong&gt;Rahul Gonsalves&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;Rahul has
been building accessible websites since 2005 (sample work at
&lt;a href="http://rahulgonsalves.com/projects/"&gt;http://rahulgonsalves.com/projects/&lt;/a&gt;
[1] ). He has been activiely involved in promoting web and
accessibility standards. He spoke at the first international
accessibility and technology conference in India, Techshare 2008,
where he made out a case for accessibility and conducted a workshop
on retrofitting accessibility to existing websites, a concern for
most large institutions with an existing online presence (slides

&lt;p&gt;In September 2008, he presented a paper examining ways in
which People with various impairments - both physical and mental -
engage with online content, and demonstrated practical ways in which
authors can make online content accessible at the National Conference
on ICT for Differently Abled People. He is a supporter of the push
for having a national policy for governing electronic accessibility
in India.&lt;strong&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;Srinivasu
Chakravartula&lt;/strong&gt;&lt;br /&gt;Srinivasu Chakravarthula - graduated in
Computer Science and is certified in 'assistive technologies'. He
started his career as Head of the Braille Production Unit at National
Association for the Blind, Bangalore. He then moved on and taught
Computer Science at the Manik Public School, Bidar and also set up
the Computer Training Centre at Hyderabad and Maniknagar, Bidar.&lt;/p&gt;
&lt;p&gt;In the year 2005, he began to specialize in accessibility and
started working for Net Systems Informatics and its subsidiary -
BarrierBreak Technologies, Mumbai. During his stint at Net Systems,
he was instrumental in setting up an accessibility process, imparting
accessibility training to Corporates, creating awareness about
accessibility and assistive technologies. Srinivasu played an
innovative role in organizing Techshare India 2008 - India's 1st
Accessibility and Assistive Technologies Conference and Exhibition.
He was also Program Coordinator for Magazine, a3 that talked about
Ability, Accessibility and Adaptability.&lt;/p&gt;
&lt;p&gt;Srinivasu is currently working for Yahoo! India as Accessibility
Manager and is responsible to lead and evangelize accessibility and
its initiatives across Yahoo! India and South East Asia. He is also a
member of the core committee for Yahoo! Employee Foundation India
(YEFI). Srinivasu is associated with the social sector through the
National Association for the Blind, India; Enable India, Shri Manik
Prabhu Sikshan Samiti and Success World. His hobbies include
blogging, tweeting, listening to classical music, playing chess and

    <title>Right to read for the print impaired and copyright challenges</title>

        &lt;b&gt;The National Institute for the Visually Handicapped (NIVH), Daisy Forum of India (DFI) and Centre for Internet and Society (CIS) together organised an event titled “Right to read for the print impaired and copyright challenges” on behalf of the Visually Impaired (VIP) community of India in New Delhi on 11th November. &lt;/b&gt;
        &lt;p&gt;  &lt;/p&gt;
&lt;p&gt;The "Right to read for the print impaired and copyright challenges" event was held in honour of the visit of the Director General of the World Intellectual Property Organisation (WIPO) to India. The main agenda of the meeting was to draw attention to the pressing problems faced by the print impaired community in developing countries such as India.&lt;/p&gt;
&lt;p&gt;The meeting began with a welcome address and background to the meeting given by Nirmita. This was followed by two presentations by Dr.Sam Taraporewala from XRCVC and Ms.Shalini Khanna representing NAB India. The focus of these presentations was to brief the guests from the WIPO as well as the representatives from different stakeholder groups in the audience about the present position in India with regard to the availability of books in accessible formats for the visually impaired and the severe barrier posed by the Indian Copyright Act 1957 which impacted the lives of millions of print impaired persons on an everyday basis. These presentations highlighted the fact that barely half a percent of books were made available in different accessible formats in India and that these were mostly study materials for school children. Most of these were also conversions obtained without the permission of copyright holders and organisations in India were stressed in terms of finances and infrastructural support to cater to the needs of a large number of blind persons in India. As a result of this, blind persons have limited or no access to information and cultural content in accessible formats and even the few materials which are available on the internet are not necessarily to persons using screen readers. Consequently persons with print impairments are excluded from participating in the cultural, social and economic life of the country and from becoming creative and productive members of society.&lt;/p&gt;

&lt;p&gt; &lt;/p&gt;
&lt;p&gt;This was followed by two presentations from members of the publishers’ community, namely Mr.Vivek Mehra, MD and CEO of Sage India and Mr.Manish Arora, Chairman of the Copyright Committee of the Federation of Publishers and Booksellers Association Of India. Both the speakers expressed their willingness to provide books to persons with print impairments, provided that their concerns of leakage and piracy could be adequately addressed. Earlier in a smaller meeting before the event, Mr.Manas Saikia, MD of Cambridge University Press India Pvt Ltd, had made a similar statement and had also announced that CUP India had finally worked out a format for a contract which would be mutually acceptable to both publishers as well as the community and that CUP would be using this contract globally in all countries. He suggested that this contract could be used as a basis by all publishing houses to enter into agreements with the community to facilitate equitable access to blind persons in India.&lt;/p&gt;
&lt;p&gt;After this, Dr.Francis Gurry (DG) briefed the audience about the Treaty for the Blind, visually impaired and other reading disabled which is presently tabled before the WIPO by Brazil, Ecuador and Paraguay and the establishment of a stake holders platform as a parallel process to provide a speedy and feasible solution to both the blindness and publisher communities, until such a time that a consensus was reached and an internationally binding agreement in the form of a treaty was arrived at. He expressed a desire to know about the problems being faced by the VIP community in India and to offer assistance from WIPO in any manner which may help to tackle the problems in an interim manner. Some of the ways in which help was solicited was in the manner of financial aid to fund capacity building and other projects and a recommendation was made that WIPO should consider India as a possible location for the pilot project of trusted intermediary soon to be undertaken. It was stressed by the community that India was home to nearly 70 million print impaired persons, had the institutional infrastructure to carry such a project through and could act as a resource to other developing countries.&lt;/p&gt;
&lt;p&gt;The community also appraised the DG of an attempt to create a stake holders platform at a national level, which complemented the efforts being undertaken at the international level and asked that India should be kept informed of all developments which took place on this issue in WIPO. The DG in his opening remarks observed that India seemed to be a country which was extremely good at making “frugal innovations” and cited the Nano car as one of many examples. He expressed his belief that India could go a long way in creating cost effective and workable technology solutions for publishers and that it would certainly be worth exploring for WIPO to fund such projects in India.&lt;/p&gt;
&lt;p&gt;The VIP community in India had prepared a &lt;a href="https://cis-india.org/accessibility/publications/submission%20to%20the%20DG%20clean%20Nov11th.pdf/at_download/file" class="internal-link" title="Submission"&gt;submission document&lt;/a&gt; to the WIPO on the concerns and needs of India in this matter, which was handed over to the DG by Mr.Dipendra Manocha.&lt;/p&gt;
&lt;p&gt;The meeting concluded with a Q&amp;amp;A session facilitated by Ambassador Swashpawan Singh (Special advisor to the DG on the VIP issue) and a vote of Thanks by Ms.Anuradha Mohit.&lt;/p&gt;
&lt;h3&gt;Background to the event&lt;a name="OLE_LINK1"&gt;&lt;/a&gt;&lt;/h3&gt;
&lt;p&gt;The Right to read is a fundamental human right for all persons in the Information age.&lt;/p&gt;
&lt;p&gt;  &lt;/p&gt;
&lt;p&gt;The ability to seek, receive and impart information and ideas is vital to ensuring that all persons are able to participate productively in the cultural, scientific and economic life of the society.&lt;/p&gt;
&lt;p&gt;However, despite the undisputed recognition of the importance of this right by countries across the globe, persons who are unable to access printed materials, whether due to a visual, physical or cognitive disability, continue to be starved of knowledge and information which is available to the general public.&lt;/p&gt;
&lt;p&gt;For persons who cannot read print, information has to be converted into formats such as Braille, large print, audio, electronic and other formats which they can access using assistive technologies. The World Blind Union estimates that barely 5% of books which get published in developed countries get converted into accessible formats. In developing countries such as India this estimate gets reduced even further to a bare 0.5%. This results in reduced educational and employment opportunities for the nearly 70 million print impaired persons in India, since the lack of information and public communication material severely restricts their socio-cultural involvement. To add to this, materials which are available in electronic formats on web sites are also very often inaccessible due to the failure of web designers and developers to adhere to principles of universal access while creating web sites and content on web sites.&lt;/p&gt;
&lt;p&gt;The Copyright laws of countries are responsible for determining whether such conversions for the benefit of visually impaired persons are possible without seeking permissions from copyright holders. Under the Indian Copyright Act 1957, there is no provision under the fair dealing clause which expressly permits conversions into accessible formats for persons who cannot read print. Consequently it is illegal for these persons to scan a book into a computer and read it using a screen reader and to share the same with other blind persons. In effect, this is a curtailment of their fundamental right to read, since they cannot read books in their original printed form and have to necessarily convert them into other formats.  While there are nearly 124 countries which have restrictive copyright laws like India which do not make provisions for conversion by the blind, there are about 54 countries including both developed and developing countries which have enabled the necessary legal framework for persons with print impairments to convert and read books. Blind persons in these countries, in addition to converting books for their own use within their country, can also share books with each other. Hence libraries for the blind in these countries constantly circulate materials in accessible formats amongst themselves. Blind persons living in countries like India on the other hand, are unable to undertake conversion or take advantage of already available accessible materials in other countries.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;Recognising that this problem needs to be addressed urgently once and for all and that such a solution should come at an international level, the World Blind Union in November 2008, proposed a Treaty before the Standing Committee on Copyright and Related Rights (SCCR) of the World Intellectual Property Organisation (WIPO) titled “the Treaty for the Blind, visually impaired and other reading disabled persons”, which sought to harmonise exceptions and limitations for the visually impaired in the copyright laws of countries across the world so that there could be a free and unimpeded exchange of knowledge across borders. This Treaty is currently proposed by three Latin American Countries- Brazil, Ecuador and Paraguay and is to be discussed at the next meeting of the SCCR in December. At the same time, stakeholders in the treaty (disability organizations and publisher groups) are also trying to address this issue through a stakeholders platform constituted especially for this purpose.&lt;/p&gt;
&lt;p&gt;In the light of the ever growing magnitude of this problem in India and the implications that such an international Treaty could have for a country like India, urgent action is required at two levels:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;We need to amend the Indian Copyright Act 1957 and incorporate the necessary flexibilities required for print impaired persons to undertake and share accessible books- this will serve to bring the Act in line with the provisions of the Indian Constitution and the UNCRPD (United Nations Convention on Rights of Persons with Disabilities) to which we are a signatory;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;India should support the Treaty efforts at the WIPO to harmonise copyright laws at a global level.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;The Visually Impaired Community (VIP Community) of India has been fighting this battle for many years and yet blind children are being deprived everyday of vital information which would enable them to pursue education and employment. The community has recently launched a nation wide Right to Read (R2R) Campaign to raise awareness on this issue amongst the public and policy makers.&lt;/p&gt;
&lt;h3&gt;The Present Event:&lt;/h3&gt;
&lt;p&gt;The Director General of the WIPO Mr.Francis Gurry, visited India between 11th-13th November , and kindly consented to attend a special event titled, The Right to Read for persons with print impairment and Copyright Challenges” being organized by the VIP community in India in his honour. This meeting intended to serve as a platform for the community to express its views on the Treaty negotiations at the WIPO and to brief the Director General about the efforts being undertaken at the national level to tackle this problem. Attendees were members from different stakeholder communities such as disability organizations, publishers and the government and they all had an opportunity to present their points of view.&lt;/p&gt;

        &lt;b&gt;USA might have ceded the control of the Internet, but only partially - An article by Pranesh Prakash in Down to Earth (Issue: Nov 15th ,2009)&lt;/b&gt;
        
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;After dominating operations of the Internet for decades Washington has said it will relinquish some control. On September 30, the US department of commerce decided to cede some of its powers to the Internet Corporation for Assigned Names and Numbers (icann), the body which manages the net’s phone book—the Internet’s Domain Naming System (dns).&lt;/p&gt;
&lt;p&gt;The system deals with online addresses: human understandable names (like google.com) are made to work with computer understandable names (81.198.166.2, for example). Managing this is critical because while Madras can be a city in both Tamil Nadu and Oregon, everyone wishing to go to madras.com must be pointed to the same place. For the Internet to work, everyone in the world must use the same telephone directory.&lt;/p&gt;
&lt;p&gt;The Internet is not a single network of computers, but an interconnected set of networks. What does it mean, then, to control the Internet? For those wishing to access YouTube in late February 2008, it seemed as though it was controlled by Pakistan Telecom—the agency had accidentally blocked access to YouTube to the entire world for almost a day. For Guangzhou residents, it seems the censor-happy Chinese government controls the Internet. And for a brief while in January 1998, it seemed the net was controlled by one Jon Postel.&lt;/p&gt;
&lt;p&gt;Postel was one of the architects of the Internet involved from the times of the net’s predecessor arpanet project, which the US department of defence funded as an attack-resilient computer network. He was heading the Internet Assigned Numbers Authority (iana), an informal body in de facto charge of technical aspects of the Internet, including the domain network system. But iana had no legal sanction. It was contracted by the department to perform its services. The US government retained control of the root servers that directed Internet traffic to the right locations.&lt;/p&gt;
&lt;p&gt;On January 28, 1998, Postel got eight of the 12 root servers transferred to iana control. This was when the defence department was ceding its powers to the commerce department. Postal soon received a telephone call from a furious Ira Magaziner, Bill Clinton’s senior science adviser, who instructed him to undo the transfer. Within a week, the commerce department issued a declaration of its control over the dns root servers—it was now in a position to direct Internet traffic all over the world.&lt;/p&gt;
&lt;p&gt;Soon after, the US government set up icann as a private non-profit corporation to manage the core components of the Internet. A contract from the department of commerce gave the organization in California the authority to conduct its operations. iana and other bodies (such as the regional Internet registries) now function under icann.&lt;/p&gt;
&lt;p&gt;Right from the outset, icann has been criticized as unaccountable, opaque and controlled by vested interests, especially big corporations which manipulated the domain name dispute resolution system to favour trademarks. Its lack of democratic functioning, commercial focus and poor-tolerance of dissent have made icann everyone’s target, from those who believe in a libertarian Internet as a place of freedom and self-regulation, to those (the European Union, for instance) who believe the critical components of the Internet should not be in the sole control of the US government.&lt;/p&gt;
&lt;p&gt;The department of commerce has from time to time renewed its agreement with icann, and the latest such renewal comes in the form of the affirmation of commitments (AoC). Through the AoC, the US government has sought to minimize its role. Instead of being the overseer of icann’s working, it now holds only one permanent seat in the multi-stakeholder review panel that icann will itself have to constitute. But two days after the AoC, icann snubbed a coalition of civil society voices calling for representation; the root zone file remains in US control. It is too early to judge the AoC; it will have to be judged by how it is actualized.&lt;/p&gt;

&lt;p&gt;Kolkata: For the 12 lakh-odd visually challenged and dyslexic persons in the state, access to good Indian literature in Braille or audio format is a challenge. Obtaining copyright to convert books into special format is the biggest hindrance, say activists working for disability rights.&lt;/p&gt;
&lt;p&gt;“Even the National Library does not have any Braille or audio books. Authorities argue that the number of such special books is too less to create full-fledged sections,” said Shampa Sengupta of Sruti. When it comes to audio-version, the scenario is worse, says Lina Bardhan from Noble Mission that works with the mentally challenged.&lt;/p&gt;
&lt;p&gt;City Braille publishers say legal formalities prove to be an obstacle. “We believe that as a humanitarian gesture, the Copyright Act of 1957 should be relaxed for books meant for the differently-abled,” said Amiyo Biswas of Blind Persons’ Association, one of the three Braille publishers in the city.&lt;/p&gt;
&lt;p&gt;In April 2008, UK-based Sight Savers International urged the UN to sign a treaty so that persons with disabilities can access books and documents easily.&lt;/p&gt;
&lt;p&gt;Now, Centre for Internet and Society (CIS) has carried out campaigns in Mumbai, Bangalore and Chennai. On Saturday, Seminar will be held in Kolkata. “We want to organize a pan-India movement and amend the Copyright Act to establish the Right to Read,” said CIS programme manager Nirmita Narasimhan.&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;

&lt;p&gt;In communications services, the high demand for spectrum compared with limited supply is well established. The Telecom Regulatory Authority of India (Trai) estimates demand in five years at 580 MHz, with current assignment to commercial operators at about 160 MHz. In this limited amount, fragmented spectrum holdings reduce efficiency, and broadband&lt;br /&gt;growth and availability have been abysmal. Therefore, the policy alternatives evaluated should include ways to maximise utility through conserving resources and facilitating broadband Internet. The Empowered Group of Ministers (EGoM) needs this analysis to make informed decisions. The related issue of maximising utility from facilities, i.e., sharing networks for maximum benefit while conserving capital, thereby resulting in lower prices, likewise deserves serious consideration. For this, they need inputs on the benefits and costs of coordinated policy reform to promote broadband through incentives and penalties.&lt;/p&gt;
&lt;p&gt;Having said that, it is for the officials providing support to the EGoM to structure, analyse and prioritise issues and provide the requisite information to facilitate informed decisions on complex choices. This requires appropriate inputs on technology as well. Efforts on all these aspects seem inadequate, with the EGoM being simply not adequately informed.&lt;/p&gt;
&lt;p&gt;Trai recently began a consultation process, addressing a host of issues relating to 3G, Broadband Wireless Access (BWA) and licensing. A major deficiency is that no purposive goals and objectives are indicated, nor is there a facilitating logic to the structuring of issues (57 wide-ranging questions, with roughly three weeks for comments).&lt;/p&gt;
&lt;p&gt;This is because Trai has posed issues built up over the years in one burst, resulting in the equivalent of a “flash flood”. Instead, structured consultations on discrete sets of questions, as in the indicative example below, are likely to yield better results. However, given where we are — the usual how-far-to-go-in-how-little-time — an organised, logical presentation with relevant inputs would improve the chances of good decisions and outcomes. Here is a suggested road map.&lt;/p&gt;
&lt;p&gt;GOALS &amp;amp; OBJECTIVES&lt;br /&gt;The first requirement for the consultation process is clear objectives based on needs. As Trai has not provided this, here are indicative constructs:&lt;/p&gt;
&lt;p&gt;Our policies for infrastructure should be in public interest. In communications, these are:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Ready access anywhere in the country to: (a) good services and (b) at reasonable prices.&amp;nbsp;&amp;nbsp;&lt;/li&gt;&lt;li&gt;The services can be thought of as “Broadband Internet” and “Voice and SMS”.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;(Note: There are very different objectives for broadcasting, which is outside the scope of these comments.)&lt;/p&gt;
&lt;p&gt;DECISION TREES &amp;amp; ISSUE MAPS&lt;/p&gt;
&lt;p&gt;A decision tree is an alternative to wading through a welter of unstructured questions, starting with fundamental objectives, using a logical decision map/issue map as a framework (see graphic). This requires judgment in selecting, organising and prioritising issues. The example assumes that the least capital and operating costs (while maintaining high quality) are appropriate criteria for services in public interest.&lt;/p&gt;
&lt;p&gt;These decisions will determine how issues of licensing and consolidation/acquisitions pan out. Questions on pricing remain, e.g., per cent of revenues for licences and spectrum charges, and the timing of fees (i.e., cash flow from a fiscal perspective). If the decision is to pool spectrum, there are critical questions on Administered Incentive Pricing. The same principles of concessions and incentives (i.e., subsidies) as for sectors like power and highways need to be applied. Finally, there needs to be rationalisation in non-commercial uses, e.g., governance and defence.&lt;/p&gt;
&lt;p&gt;SPECTRUM &amp;amp; NETWORK EFFICIENCY=LOWER COSTS&lt;/p&gt;
&lt;p&gt;Given our fragmented spectrum holdings, perceived scarcity and economic efficiencies of limited competition in networks, there is reason to explore an approach to conserving spectrum and consolidating facilities. Spectrum can either be given or licensed for exclusive use in bands to separate operators as is done now, or be made available in large (at least 20 MHz) blocks to all operators for common use. Alternatively, operators can be given incentives to pool licensed spectrum to create a common capacity. The same approach can be explored for networks (facilities that use spectrum); these too can be pooled and shared if individually owned. Operators do this in a limited way, e.g., sharing towers, but pooling can be organised and extended much further.&lt;/p&gt;
&lt;p&gt;Ill-considered policies that increase competition for its own sake because of the predominance of doctrinaire “free-market” notions have displaced more appropriate market structures. In India, this has resulted in 12-14 operators per service area, compared with the global average of three-five. The economics of networks favour limits to competition, because networks lend themselves to a limited-player (monopolistic or oligopolistic) market.*&lt;/p&gt;
&lt;p&gt;Interestingly, an economist at the US Federal Communications Commission has this to say: “…For what should competition be promoted? Promoting competition for particular services can have major implications for the evolution of regulation and the long-term competitive structure of the industry. Unfortunately, the ‘competition for what?’ question has not received adequate consideration.”**&lt;/p&gt;
&lt;p&gt;The benefit of using contiguous bands of spectrum is that costs could be significantly lower for equivalent voice and data capacity because of less advanced technology and less density of towers and equipment. Likewise for shared networks. With competition and good regulation, the likely result is lower costs, both for Broadband Internet and for Voice and SMS.&lt;/p&gt;
&lt;p&gt;CONCLUSION&lt;/p&gt;
&lt;p&gt;An inter-disciplinary consultation with stakeholders and specialists is essential to consider spectrum and sharing of facilities. Companies like Ericsson, Nokia, Motorola and Qualcomm as well as Google, Intel and possibly cable companies (Liberty Global?) should be invited. The EGoM’s goal should be nothing short of a broadband revolution. We need this for&lt;br /&gt;education and vocational training, health care, governance and economic productivity across the board.&lt;/p&gt;

    <title>IPv6: The promises and challenges</title>

&lt;h2&gt;What is IPv6?&lt;/h2&gt;
&lt;p&gt;Internet Protocol version 4 (IPv4) is a standard defined in 1981, which is central to the Internet, allowing vastly different computers on vastly different kinds of networks to communicate with each other.&amp;nbsp; (Think of how diplomatic protocols enables diplomats from vastly different cultures to communicate effectively by agreement on certain common minimums (such as a handshake, etc.).)&amp;nbsp; IPv4 was defined when there were relatively few computers, and even fewer connected to networks.&amp;nbsp; Many things have changed since then, with one of the most important change being the burgeoning of the Internet and the World Wide Web.&amp;nbsp; Each computer on the Internet has something known as an IP address.&amp;nbsp; Each 'packet' of data transmitted over the Internet must have associated from and to IP addresses (which can sometimes be ranges of addresses).&amp;nbsp; IPv4 can accommodate 4,294,967,296 (2^32) unique IP addresses, whereas IPv6 can handle 340 undecillion (2^128) unique addresses.&amp;nbsp; When you consider that every device with Internet connectivity has an IP address (from laptops to Blackberries to even alarm clocks), a lot of IP addresses are required.&amp;nbsp; Since the early 1990s, people have been talking about some of the limitations of IPv4, the primary one being the lack of expandability of IPv4.&lt;/p&gt;
&lt;h3&gt;Benefits of IPv6&lt;/h3&gt;
&lt;ol&gt;&lt;li&gt;Greater number of computers on the Internet, as it uses more&lt;/li&gt;&lt;li&gt;Better reliability and security, as IPSec, a protocol for authenticating and securing all IP data, is built into IPv6 as a default.&lt;/li&gt;&lt;li&gt;More efficient and thus faster than IPv4.&amp;nbsp; Despite carrying much more data, IPv6 packets are simpler to route (just as addresses with pincodes are easier for post offices to handle).&lt;/li&gt;&lt;li&gt;More features can be added more easily.&amp;nbsp; If at a later point of time more features are required, those can be added without a whole new protocol being designed.&lt;br /&gt;&lt;/li&gt;&lt;/ol&gt;
&lt;h3&gt;What all does the shift to IPv6 require?&lt;/h3&gt;
&lt;ol&gt;&lt;li&gt;IPv6-capable Internet Service Providers providing consumers IPv6 addresses&lt;/li&gt;&lt;li&gt;IPv6-capable networking hardware (modems, routers)&lt;/li&gt;&lt;li&gt;IPv6-capable operating systems on consumer devices (smartphones, computers, etc.)&lt;/li&gt;&lt;li&gt;IPv6-capable websites, which depends on (1)&lt;br /&gt;&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;Apart from IPv6 capability, at some point the shift to IPv6 must happen, since IPv4 and IPv6 are not compatible.&amp;nbsp; Translators, which allow an IPv6 address to be understood by a computer using IPv4, do exist, but they are quite expensive to deploy.&amp;nbsp; Currently, it is estimated that around 1% of the world's Internet traffic is conducted using IPv6.&amp;nbsp; The most successful example of IPv6 being used on a large scale was the 2008 Olympics where all network operations (from security camera transmissions to a special IPv6 website).&amp;nbsp; So why haven't more ISPs shifted to IPv6?&amp;nbsp; Because of network externalities.&amp;nbsp; While telephones make sense, being the only person in the world with a telephone doesn't.&amp;nbsp; Similarly, while IPv6 is the way for the future, it only makes economic sense for ISPs to shift (or even prepare for the shift, by using translators) when there are plenty of others using IPv6.&amp;nbsp; While some ISPs (like Sify) are already prepared for the shift, others need to gear up.&amp;nbsp; Importantly, the government step in to encourage (and, perhaps, at some point, mandate) this transition. Following the governments of the US, EU, and China, the Indian government too sees the immensity of this shift, and has tasked the Telecommunication Engineering Centre (TEC) of the Department of Telecommunications to take the lead in this.&amp;nbsp; The TEC has convened meetings with experts, and thus India seems to be on the right track.&lt;/p&gt;
&lt;h3&gt;What does all this mean for you?&lt;/h3&gt;
&lt;p&gt;Perhaps a lot or not very much, depending on how you look at things.&amp;nbsp; Most modern modems and routers (which are usually provided by your ISP) support IPv6, but are, by default, configured for IPv4.&amp;nbsp; Many smartphones don't work on IPv6, but generally phones have a shorter shelf life and chances are that market forces will goad manufacturers to support IPv6 by the time the IPv6 Internet becomes more popular.&amp;nbsp; Thus, while IPv4 addresses might be find themselves near the end of their natural life within one to three years, they will live on thanks to various mechanisms that translate IPv4 to IPv6 (which won't work well with certain applications such as peer-to-peer file-sharing).&amp;nbsp; Eventually, even those translators will have to be abandoned if we are to embrace a brave new Internet.&lt;/p&gt;

GCOS '09 was organized by AOSI (Asosiasi open Source Indonesia) and was supported by the State Ministry of Research and Technology and the Ministry Communication Information Technology. The Global Conference on Open Source was held on 26th and 27th of October, 2009 at the Shangri-La Hotel, Jakarta, Indonesia.&lt;/b&gt;
        
&lt;p&gt;Hal itu dinyatakan Menteri Komunikasi dan Informatika Tifatul Sembiring saat memberi sambutan pada Global Conference on Open Source (GCOS) yang dihadiri sejumlah pakar open source dari berbagai negara di Jakarta, Senin (26/10).&lt;/p&gt;
&lt;p&gt;Menurut Tifatul, Free Open Source Software (FOSS) diadopsi dan dimanfaatan pemerintah bukan saja karena model bisnis alami FOSS yang gratis untuk digunakan, bebas sumber kode-nya untuk dimodifikasi dan disebarkan tetapi juga karena kemandirian yang ditawarkan FOSS.&lt;/p&gt;
&lt;p&gt;Bagi pemerintah, FOSS juga mengalihkan masyarakat Indonesia dari masalah pembajakan software (perangkat lunak) karena sifatnya yang gratis, sementara software berlisensi (proprietary) seringkali tak terjangkau masyarakat.&lt;/p&gt;
&lt;p&gt;Ia menyatakan bangga bahwa perangkat lunak sumber kode terbuka ini tumbuh sangat cepat meskipun sempat mengalami banyak hambatan dalam implementasinya. Banyaknya pakar dari berbagai negara yang hadir dan bertukar pengalaman dalam GCOS ini, lanjut dia, diharapkan mampu menghilangkan segala hambatan dalam implementasi FOSS di Indonesia.&lt;/p&gt;
&lt;p&gt;Sementara itu, Ketua Asosiasi Open Source Indonesia (AOSI) Betti Alisjahbana mengharapkan FOSS bisa sukses diimplementasikan di Indonesia dengan memperkuat komunitas open source.&lt;/p&gt;
&lt;p&gt;"Kami berharap Indonesia bisa mengambil manfaat maksimum dari FOSS yang semakin berkembang di dunia untuk kemajuan TIK Indonesia dan pertumbuhan ekonomi umumnya," kata Betti. Menurutnya, sejak Indonesia Go Open Source (IGOS) dideklarasikan pada 30 Juni 2004 Indonesia sudah muncul menjadi pemimpin dalam gerakan open source.&lt;/p&gt;

&lt;p&gt;Open Source Cegah Pembajakan Dorong Kemandirian&lt;/p&gt;
&lt;p&gt;KabarIndonesia - Free Open Source Sofware-FOSS akan menghapus jejak Indonesia dari ranah pembajakan software propriety yang dari pengguna komputer di Indonesia diperkirakan hanya 4% menggunakan software legal.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"Dari kreatifitas para pengembang software, tak hanya kebutuhan office dan grafis saja, namun kedepan akan sangat memungkinkan bahwa hanya dengan FOSS keseluruhan pekerjaan bidang multimedia dan animasi bisa dikerjakan dengan berkualitas" kata Andi S. Boediman, pendiri International Design School sambil memberikan contoh bahwa film animasi&lt;br /&gt;Big Bug Bunny adalah salah satu animasi yang dibuat dengan software open source blender.&lt;/p&gt;
&lt;p&gt;Senada dengan Andi S. Boediman, adalah Gustaff Hariman Iskandar, pendiri komunitas kreatif Commonroom Bandung, Open source adalah solusi bagi pembajakan software propriety. Meskipun Gustaff juga memberikan catatan, bahwa jika open source mau jadi tuan rumah di Indonesia, maka harus ada peningkatan kecepatan akses internet, karena dalam pemakaian software open source, dibutuhkan koneksi internet yang stabil untuk mengupdate program yang dipakai.&lt;/p&gt;
&lt;p&gt;Gustaff&amp;nbsp; memberikan pandangan, bahwa di kalangan komunitas kreatif di Bandung, pemakaian software bajakan sudah lumrah terjadi meskipun kini sudah banyak yang menggunakan sofware asli ataupun memanfaatkan FOSS. Dan ajang global Conference on Open Source-GCOS adalah salah satu program yang menurutnya harus menjadi momentum untuk 'membebaskan' masyarakat dari 'penjajahan' dominasi software berlicensi yang tentunya mahal bagi UKM.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;GCOS-Global Conference on Open Source yang digelar 26-27 Oktober lalu, mendapat apresiasi laur biasa dengan mendatangkan tamu dan pembicara dari berbagai negara. &lt;a href="https://cis-india.org/about/people/staff/staff#sunil-abraham" class="internal-link" title="Staff"&gt;Sunil Abraham&lt;/a&gt; misalnya, pembicara pada asal India untuk sesi Making Opensource The Driver for Development, merasa terkesan dengan sambutan masyarakat dan pemerintah Indonesia yang luar biasa, bahkan telah terbentuk komunitas open source di Indonesia yang cukup besar sehingga dapat menyelenggarakan GCOS. Sunil, juga bangga dapat berbicara di forum internasional bersama pembicara lain yang menurutnya seperti berbicara di India, karena disini juga berhadapan dengan problem dan karakteristik masyarakat yang hampir sama, butuh software murah untuk saving cost.&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Open Source adalah sebuah fenomena, yang menurut Direktur Aptel ICT Depkominfo, Amalia Abdulah, bukan lagi alternative tapi pilihan. Dan kepentingan pemerintah adalah memfasilitasi, mendorong pemakaian software legal yang sesuai kemampuan daya beli masyarakat, bahkan gratis seperti free opensource software-FOSS.&lt;/p&gt;
&lt;p&gt;Pasca surat edaran Menpan bulan maret 2009 lalu, sudah ada sekitar 100 lebih pemerintah daerah yang mengajukan permohonan untuk menggunakan open source dan Depkominfo Bersama KNRT [Kementerian Negara Riset dan&lt;br /&gt;Teknologi] mengadakan pelatihan SDM mulai dari mengoperasikan software untuk perkantoran, sesuai kebutuhan administrative pemerintahan.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Apa yang dilakukan dalam sinergi Depkominfo, KNRT, Depdiknas, Men PAN adalah sebuah komitmen, bahkan tertuang dalam program dimana pada Desember 2011 ditargetkan pengaplikasian open source di seluruh jajaran instansi dapat terwujud. Keinginan pemerintah tersebut bukan pula tanpa dasar, dengan isu utama dalam open source adalah low cost, mencegah&lt;br /&gt;terjadinya pembajakan software, dan mampu memberikan keuntungan bagi Negara. KNRT misalnya yang secara bertahap mengaplikasikan open source sejak 2005, telah menghemat biaya pembelian licensi sebesar 40% dan bisa ditingkatkan menjadi 60%.&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Ternyata tak hanya menjawab kebutuhan kalangan UKM yang ingin berhemat memangkas biaya operasional namun tetap berada pada jalur legal, ternyata juga memberikan kontribusi penghematan anggaran bagi pemerintah Negara berkembang seperti Indonesia.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Dengan memanfaatkan software open source yang bersifat terbuka dan bebas untuk dikembangkan, seharusnya juga menjadi motivasi bagi bangsa indonesia untuk menjadi pemain utama dalam pengembangan software yang dibutuhkan dunia teknologi informasi, yang apada akhirnya dapat mencerdaskan kehidupan bangsa.&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Pemerintah yang telah memulai aplikasi open source meski hanya berbekal surat edaran Men PAN, mungkin perlu meningkatkan komitmen dan dedikasinya dengan penerbitan regulasi lebih mengikat dan ’memaksa’ yang didalamnya tak hanya berisi himbauan, namun juga proteksi.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Dan jika Depkominfo dan Depdiknas dapat bersinergi melalui program pendidikan open source, akan menjadi awal yang baik memperkenalkan dan mengajarkan open source sebagai sebuah wujud kemandirian bangsa yang tak lagi terjajah secara teknologi.&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Betty Alisjahbana dari AOSI [Asosisi Open Source Indonesia] dan Lolly Amalia selaku Direktur Sistem Informasi Ditjen Aptel Depkominfo, kedua belah pihak telah saling bertemu visi dengan 'keroyokan' melaksanakan GCOS secara bersama-sama, diantara kedua pihak telah ada kesepakatan saling membantu aplikasi Open Source di seluruh Indonesia.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Untuk mengatasi kendala profesionalitas AOSI dalam memberikan layanan sebagaimana tuntutan kebutuhan saat ini, Betty bahkan sedang dalam proses mengorganisir kekuatan-kekuatan di dalam AOSI untuk bernaung didalam sebuah payung badan usaha profesional, jadi bukan lagi komunitas penghobi open source saja.&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Lebih jauh pandangan Onno W Purbo, penggiat open source, free open source software [FOSS]&amp;nbsp; harus menjadikan Indonesia sebagai 'Knowledge Based Society', menggunakan pengetahuannya untuk bisa berkarya. Dari pihak pemerintah, telah dicontohkan oleh Kementrian Riset dan Teknologi (KNRT) dalam penerapan eGovernment secara menyeluruh dalam rangka&lt;br /&gt;meningkatkan kualitas layanan publik secara efektif dan efisien untuk meminimalisir korupsi di lingkungan pemerintahan.&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Dalam bincang-bincang dengan Ditjen Aplikasi dan Telematika Depkominfo Ashwin Sasongko, ia mengandaikan Free Open Source Software seperti air mineral yang bisa diambil gratis dari pegunungan, tapi distribusi dan pengemasannya bayar.&lt;/p&gt;
&lt;p&gt;Sun Microsystems melaporkan&amp;nbsp; perkembangan potensi pengguna FOSS, sejak tahun 2008 telah terjaring komunitas OSS dari Java dengan lebih dari 15.000 pengguna dan hampir 10.000 pengadopsi pemula penggunaan OSS dari 150 perguruan tinggi serta 70 sekolah menengah. Tampaknya, aktifitas AOSI yang menyebarkan ribuan komputer dengan aplikasi FOSS ke&lt;br /&gt;sekolah-sekolah mulai terlihat hasilnya.&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;FOSS hadir menjadi solusi di tengah upaya menekan pembajakan software proprietary dengan memasyarakatkan software legal ,di sisi lain juga membangun susasana kompetitif di tengah usaha untuk membangun kemandirian bangsa. &amp;nbsp;&lt;/p&gt;

        &lt;b&gt;Exploring Research Questions, Frameworks, and Methods - Presentation by Minna Aslama, at CIS, on Nov 23rd @ 4.30pm , Bangalore.&lt;/b&gt;
        
&lt;p&gt;The early and mid 1990s witnessed a surge of academic thinking and public debates around the democratizing power of the Internet. The most hopeful utopias of deliberative online communication and formation of active ‘subaltern counter-publics’ (Fraser 1992/1997) were countered with fears ranging from trivialization, fragmentation, even disappearance of widely and commonly shared issues, to viral distribution of non-democratic, ‘harmful’ content. Now the same debates are re-emerging once again in era that is witnessing the explosion of ‘social production’ in a multitude of digital platforms.&lt;/p&gt;
&lt;p&gt;The recent examples of the elections in two very different societies, the United States and Iran, provide just two cases where information production by non-professional individuals and loose associations, distributed via informal networks including social networking sites and microblogging, has played a major role in democratic processes (e.g., Williams &amp;amp; Gulati 2007; Keim &amp;amp; Clark 2009).&lt;/p&gt;
&lt;p&gt;A question remains: do social networks facilitate platforms for democratic debate and participation in our ‘post-broadcast’ democracies (Prior 2007) characterized by ‘a networked information economy’ (Benkler 2006)? And further, is or can there exist such a phenomenon as a ‘Citizen 2.0’ who actively participates in democratic processes (issue driven and/or local, regional, national, transnational) via digital media? So far academic scholarship has focused on theorization rather than empirical analyses (e.g., Gripsrud 2009), has tended to emphasize activities of social justice movements that are by default networked and proactive (Aslama &amp;amp; Erickson 2009), and thus have ‘romanticized’ the participatory and democratizing nature of the Internet, web 2.0 and mobile communications (while most quantitative indicators tend to point towards concentrated and elite communication, and while digital divide still clearly exists, Hindman 2009). Needless to say, much of the hopeful theorization is European / Anglo-American, and there seems to be relatively little cultural sensitivity in grand visions of global public spheres (c.f., Castells 2008).&lt;/p&gt;
&lt;p&gt;The talk will not claim to provide answers to these paramount questions. Instead, Minna wishes to raise more questions about (1) what should be researched about mediated democracy and citizenry in our time; what should we know? (2) How could we frame that research theoretically and conceptually? And (3) what kinds of methodological solutions might be useful in this context. Rather than presenting a comprehensive research agenda, Minna will suggest some ideas that would broadly connect to macro, meso and micro-level view of media, power and citizenship (c.f. Clegg 1989), and will illustrate those ideas with some empirical examples of her current pilot work for a planned multi-country study on the theme. Minna hopes to provoke a lively discussion, or, rather, a brainstorming session amongst us who care about the possibility of Citizen 2.0.&lt;/p&gt;

&lt;p&gt;Minna Aslama’s Bio:&lt;br /&gt;Minna Aslama is a researcher and a lecturer at Fordham University, New York, and the University of Helsinki. She holds a Ph.D. from the University of Helsinki and has taken part in several international research activities including The Media Between Culture and Commerce Project by the European Science Foundation, and the research-advocacy project on Global Media Monitoring of news media (GMMP, 1995, 2000, 2005, 2009). From 2008-2009, she served as the Program Officer for the Necessary Knowledge for a Democratic Public Sphere program at the Social Science Research Council. &lt;br /&gt;Prior to her academic career, she worked at the Division of Advancement for Women of the UN Secretariat and at the Finnish Broadcasting Company in the research, training and development unit. She has also served as a consultant for various national and international organizations on research and training, especially with regard to issues of media and gender.&amp;nbsp; &lt;br /&gt;Her recent/ongoing research work includes new conceptualizations of media audiences and the concept of ‘participation’, public service media and content diversity in the digital era, and media policy flows in the globalizing media environment. In addition, she is especially interested in new forms of collaboration emerging in relation to the media justice and reform movements.         &lt;b&gt;CIS in collaboration with NEWS announces an open call for proposals to explore the use of natural-language search algorithms that are able to find people and activities that embody the self-understanding of the kind of art we are seeking without specifically using the word art or a related vocabulary.&lt;/b&gt;
        
&lt;p&gt;In particular this search engine would allow prospectors in the world of information and databases to discover ‘shadow art activities’ that are partially hidden, off-the-radar, stealthy.&lt;/p&gt;

        &lt;b&gt;The nationwide Right to Read campaign which began with its first road show at Loyola College, Chennai is now having its second road show at the West Bengal National University of Juridical Sciences, Kolkata. There will be half day events with publicity. Events shall comprise presentations, debates and demonstrations, book reading sessions and stalls where various accessibility tools will be demonstrated. &lt;/b&gt;

&lt;p&gt;Problem Statement&lt;/p&gt;
&lt;p&gt;Millions of Indians are unable to read printed material due to disabilities. There are technologies available which can help them read print if the material is converted into an alternate format such as large print, audio, Braille or any electronic format. While the Indian constitution guarantees the “right to read” as a fundamental right, the copyright regime does not permit the conversion of books into accessible formats for the benefit of persons with print impairment, as a result of which a “book famine” is created. International conventions that India is a party to specifically require India to amend its copyright laws for the benefit of persons with disabilities and to make available information and material to persons with disabilities on an equal basis as others. Publishers also do not make books available in accessible formats as a result of which less than 0.5% of books are available in accessible formats in India. As a result persons with print impairments get excluded from the education system and it impacts their career choices.&lt;br /&gt;In addition to this, there are no national Policies or action plan to ensure that publications in accessible formats in all Indian languages are available to persons with print disabilities all over the country.&lt;/p&gt;
&lt;p&gt;Objectives of the Right to Read Campaign&lt;/p&gt;
&lt;p&gt;To accelerate change in copyright law &lt;br /&gt;To raise public awareness on the issue &lt;br /&gt;To gather Indian support for the Treaty for the Blind proposed by the World Blind Union at the World Intellectual Property Organisation (WIPO).&lt;/p&gt;
