ଗତକାଲି ଭୁବନେଶ୍ବରସ୍ଥିତ କଳିଙ୍ଗ ଇନଷ୍ଟିଚ୍ୟୁଟ ଅଫ ସୋସିଆଲ ସାଇନ୍ସେସ (କିସ) ପରିସରରେ କିଟ ବିଶ୍ବବିଦ୍ୟାଳୟ ସହିତ ବେଙ୍ଗାଳୁରୁର ସେଣ୍ଟର ଅଫ ଇଣ୍ଟରନେଟ ଏଣ୍ଡ ସୋସାଇଟି-ଆକ୍ସେସ ଟୁ ନଲେଜ ପ୍ରୋଗ୍ରାମ ଏକ ମେମୋରାଣ୍ଡମ ଅଫ ଅଣ୍ଡରଷ୍ଟାଣ୍ଡିଂ (ଏମ ଓ ୟୁ)ରେ ଦସ୍ତଖତ କରିଛନ୍ତି । କିସଠାରେ ଆଦିବାସୀ ପିଲା ଓ ଅଧ୍ୟାପକମାନଙ୍କୁ ନେଇ ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆକୁ ସମୃଦ୍ଧି କରିବା ତଥା ଆଦିବାସୀ ଭାଷାରେ ଉଇକିପିଡ଼ିଆର ବିକାଶ ନିମନ୍ତେ ନୂଆ କାର୍ଯ୍ୟକ୍ରମମାନ ଆରମ୍ଭ କରାଯିବ । ଆଦିବାସୀମାନଙ୍କର ଭାଷା, ସଂସ୍କୃତି, କଳା ଓ ଜନଜୀବନର ଅନେକ ଉପାଦେୟ ବିଷୟ ଆଜି ବି ଜନସାଧାରଣଙ୍କ ଅଗୋଚରରେ ରହିଛି ।

ଏହି ବିବିଧ ବିଷୟରେ ବୁଦ୍ଧିଜୀବୀ, ଗବେଷକ ଓ ମାନବବିଦମାନେ ଅଧିକ ଗବେଷଣା ପାଇଁ ଏହି ମିଳିତ ପ୍ରଚେଷ୍ଟା ବିଶ୍ବର ଏକ ନୂଆ ଯୁଗର ଆରମ୍ଭ କରିବ ବୋଲି ଏହାକୁ ଉଦଘାଟନ କରି କିସ ଓ କିଟର ପ୍ରତିଷ୍ଠାତା ଡଃ ଅଚ୍ୟୁତ ସାମନ୍ତ କହିଛନ୍ତି । ଏଥିରେ ଯୋଗଦେଇ ଇଣ୍ଟରନେଟ ଏଣ୍ଡ ସୋସାଇଟି-ଆକ୍ସେସ ଟୁ ନଲେଜ ପ୍ରୋଗ୍ରାମର ପ୍ରୋଗ୍ରାମ ଅଫିସର ତଥା ଏହି ଦୀର୍ଘସୂଚୀ କାର୍ଯ୍ୟକ୍ରମକୁ କାର୍ଯ୍ୟକାରୀ କରୁଥିବା ଶୁଭାଶିଷ ପାଣିଗ୍ରାହୀ ଏହା ଆଦିବାସୀଙ୍କର ଜୀବନକୁ ବିଶ୍ବସ୍ତରରେ ପରିଚିତ କରାଇବ ତଥା ଆଦିବାସୀ ଭାଷାସମୂହର ନଥିକରଣରେ ସହାୟକ ହେବ ବୋଲି ମତବ୍ୟକ୍ତ କରିଛନ୍ତି । ଏହି ଉତ୍ସବରେ କିଟ ତରଫରୁ ରେଜିଷ୍ଟ୍ରାର ଡଃ ସସ୍ମିତା ସାମନ୍ତ, କିସ ତରଫରୁ ସୂର୍ଯ୍ୟକାନ୍ତ ମହାନ୍ତି ଓ ସେଣ୍ଟର ଅଫ ଇଣ୍ଟରନେଟ ଏଣ୍ଡ ସୋସାଇଟି ତରଫରୁ ଟି ବିଷ୍ଣୁବର୍ଦ୍ଧନ ଏହି ମିଳିତ ଏମ ଓ ୟୁରେ ଔପଚାରିକ ଭାବେ ଦସ୍ତଖତ କରିଥିଲେ ।

ଆଗାମୀ ପାଞ୍ଚ ବର୍ଷ ନିମନ୍ତେ କିଟ ଓ କିସରେ ବହୁବିଧ କର୍ମଶାଳା ଓ ସଚେତନାମୂଳକ ଆଲୋଚନାଚକ୍ର ମାଧ୍ୟମରେ ଶିକ୍ଷକ ଓ ଛାତ୍ରମାନଙ୍କୁ ଇଣ୍ଟରନେଟ ମାଧ୍ୟମରେ ଗବେଷଣାତ୍ମକ ନଥିକରଣ ଓ ଉଇକିପିଡ଼ିଆ ଭଳି ମୁକ୍ତ ଜ୍ଞାନକୋଷରେ ପ୍ରସଙ୍ଗମାନ ଲେଖି ଓ ସମ୍ପାଦନା କରି ନିଜ ଜ୍ଞାନର ବିକାଶ କରିବା ସଙ୍ଗେସଙ୍ଗେ ଅନ୍ୟମାନଙ୍କ ନିମନ୍ତେ ମଧ୍ୟ ମୁକ୍ତଜ୍ଞାନ ବିତରଣ କରିପାରିବେ । ଏଥିସହିତ ବିଶ୍ବର ବାକି ଦେଶମାନଙ୍କରେ ଥିବା ଅନେକ ଛାତ୍ରଛାତ୍ରୀ ଓ ଗବେଷକମାନଙ୍କ ସହ ଭାଗନେଇ ନୂତନ ଦିଗନ୍ତମାନ ଉନ୍ମୋଚନ କରିପାରିବେ ।

ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆ ଯାହା ୨୦୧୧ ମସିହା ପରଠାରୁ ଅନେକ ସମ୍ପାଦକଙ୍କ ଦ୍ବାରା ସମ୍ପାଦନା ହେବାକୁ ଲାଗିଲା, ଏବେ ଓଡ଼ିଆ ଭାଷାରେ ଉପଲବ୍ଧ ବିଶାଳତମ ଅନଲାଇନ ଜ୍ଞାନକୋଷ ଓ or.wikipedia ରେ ସମସ୍ତେ ଏହାକୁ ପଢ଼ିପାରିବେ ତଥା ଏଥିରେ ଅଧିକ ତଥ୍ୟ ଯୋଡ଼ି ଏଥିରେ ଥିବା ପ୍ରସଙ୍ଗସବୁକୁ ଅଧିକ ତଥ୍ୟପୂର୍ଣ୍ଣ କରିପାରିବେ । ଏଠାରେ ଥିବା ଆଦିବାସୀ ପିଲାମାନେ ନିଜେ ଉଇକିପିଡ଼ିଆ ଭଳି ଏକ ବିଶ୍ବସ୍ତରୀୟ ଜ୍ଞାନକୋଷରେ ଜ୍ଞାନଦାନ ଓ ଗ୍ରହଣ କରି ବାକିମାନଙ୍କ ପାଇଁ ଅନେକ ସହଜ ଶିକ୍ଷଣ ତିଆରି କରିପାରିବେ ବୋଲି ବିଶ୍ବାସ ରଖନ୍ତି ଓଡ଼ିଆ ଉଇକିପିଡ଼ିଆର ସକ୍ରିୟତମ ସଦସ୍ୟ ଶିତିକଣ୍ଠ ଦାଶ । ବୃତ୍ତିରେ ଇଞ୍ଜିନିୟର ହୋଇ ଯଦି ନିଜେ ଅନ୍ୟମାନଙ୍କ ପାଇଁ ପାଠପଢ଼ାର ସାଧନକ୍ଷେତ୍ର ଉଇକିପିଡ଼ିଆକୁ କିଟର ଛାତ୍ରମାନେ ଉନ୍ନତ କରିପାରିବେ ବୋଲି କହନ୍ତି ଉଇକିପିଡ଼ିଆର ଆଉଜଣେ ସ୍ବେଚ୍ଛାସେବୀ ସଦସ୍ୟ ଜ୍ଞାନରଞ୍ଜନ ସାହୁ ।

ଆଗାମୀ କିଛିମାସ ଭିତରେ କିସଠାରେ ଅନେକ ପୁସ୍ତକ, ଜର୍ଣ୍ଣାଲ, ଅନଲାଇନ ଗବେଷଣା ନଥିଆଦି ଅଣାଯାଇ ଏକ ଭିତ୍ତିଭୂମିର ବିକାଶ କରାଯିବ । ଏହା ଛାତ୍ରଛାତ୍ରୀ ତଥା ଶିକ୍ଷକମାନଙ୍କୁ ଅଧିକ ଜ୍ଞାନ ଆହରଣର ସୁବିଧା ଯୋଗାଇବ । ଏହି ପରୋକ୍ଷରେ ଅଧିକ ଛାତ୍ରଙ୍କୁ ପରୋକ୍ଷରେ ସ୍ବାଭାଲମ୍ବୀ କରାଇବା ସଙ୍ଗେସଙ୍ଗେ ସେମାନଙ୍କୁ କମ୍ପ୍ୟୁଟର ମାଧ୍ୟମରେ ଜଗତସାରା ଲୁକ୍କାୟିତ ଜ୍ଞାନର ବିତରଣରେ ସହାୟକ ହେବ । ଏହି ତୃଣମୂଳ ସ୍ତରର ପରଖ କିଟ ତଥା ଅନେକ ଅନ୍ୟାନ୍ୟ ଶିକ୍ଷାନୁଷ୍ଠାନରେ ଏହିପରି ବିଭିନ୍ନ କାର୍ଯ୍ୟକ୍ରମ ପାଇଁ ବାଟ କଢ଼ାଇବ ।

Noted Odia-language author and art historian Dr Jagannath Prasad Das has donated 30 volumes of his books under CC-by-SA 4.0 so that the books could now be digitised in Odia Wikisource.

Earlier Bhubaneswar based non-profit Srujanika had donated over 700 books. Two hundred and nineteen books including entire Odia Bhagabata and many other classics have already been digitised on Odia Wikisource. The collection is growing slowly with more books being digitised by volunteer Wikisourcers.

Ayodhya trending on Twitter sparks censorship concerns

On the 20th anniversary of the Babri Masjid demolition, the ShauryaDiwas, Ayodhya and Babri Masjid hashtags were trending on Twitter all day, with almost 2,500 messages sent over 48 hours.

The tag ShauryaDiwas was used by supporters of the demolition and was used in half the total number of tweets.

Experts said the public display of extreme views on a social networking platform has the potential to create social unrest, leaving the government with few options but to regulate content, in turn fuelling the Internet censorship debate further.

A senior government official said that in a situation in which there are serious national security implications, the government has no option but to "block content" in order to stop communal sentiment from flaring up.

According to social web analytics firm Social Hues, the tweets reached an audience of 456,000 followers. However, according to Vinita Ananth, chief executive of Social Hues, there were also messages that "condemned the call for ShauryaDiwas” tagging it ShameDiwas. "New platforms like Twitter are providing real-time feedback on public sentiment, which is unprecedented."

Ashis Nandy, political and social analyst, said that even though very few Indians are on platforms such as Twitter, communications over them give a hint of what a certain section of the society is thinking about.

"It is a small representation of the middle class, which is driven by ideology and some of the people with extreme opinions may also belong to this group, so perhaps it could have some security implications," he said.

Fringe groups such as those above tend to take extreme positions to get attention, said Sunil Abraham, executive director of Bangalore-based research organization, the Centre for Internet and Society.

Having learnt their lessons after the recent Assam-related panic, intelligence agencies are now keeping a close watch on the Internet, another government official said.

"If necessary, posts will be removed through legitimate ways," the official said, adding that a debate was underway about how to strike a balance between freedom of speech and the lawful requirement of agencies. "Mischief by a few people creates nuisance in society. The government is now looking for ways through which it can regionally block or remove inflammatory tweets. We don’t want to curb freedom of speech and the government doesn’t have any such intentions either," the official said.

Hate messages on social media had sparked a panic exodus of people from the north-east from cities such as Bangalore, Pune and Chennai in August.

Autonomy, Access, Infrastructure and Future — A Discussion with C S Lakshmi on the SPARROW Archive

What does it take to build an archive? Why build archives in the first place? What kind of challenges do archives created through independent initiatives face in terms of infrastructure, autonomy, access and futures? On Thursday, November 29, 2012, the Centre for Internet and Society and HasGeek present a Q&A session with Dr. C S Lakshmi, founder of SPARROW in Mumbai.

Set up in 1988 as a trust, SPARROW is a repository of narratives, diaries and documentation of women's stories, struggles, movements and trajectories. This session is an attempt to understand the process of building archives and who has access to these archives. How is sensitive information — gender, in this case — interpreted and reproduced from SPARROW archives? What kind of challenges does SPARROW face in terms of infrastructure and sustenance?

C. S. Lakshmi (Ambai), born in 1944 in Tamil Nadu, is a distinguished fiction writer in Tamil. Her works are characterized by her passionate espousal of the cause of women, humor, a lucid and profound style, and a touch of realism. She is one of the most important Tamil writers today. She is the only Tamil writer to have been included in the recently published Picador Book of Modern Indian Literature edited by Amit Chaudhuri. Most of her stories are about relationships and they contain brilliant observations about contemporary life. Exploration of space, silence, coming to terms with one's body or sexuality, and the importance of communication are some of the recurring themes in her works.

A Doctorate from Jawaharlal Nehru University in the 1970's, she is presently the Director of Sound & Picture Archives for Research on Women (SPARROW) in Mumbai. She is a recipient of Narayanaswamy Aiyar Prize for her fiction. Among her works are Sirakukal muriyum, Vittin mulaiyil oru camaiyalarai and The Face behind the mask : Women in Tamil literature. Many of her stories have been translated into English. The Library of Congress holds five of her writings in its collection.

This discussion is hosted as part of the Online Open Access Debates week, and HasGeek's IDRC project on "Examination of Open Data Initiatives in India".

Highlights for August 2019
The Oxford Internet Institute and CIS are creating a State of the Internet’s Languages report, as baseline research with both numbers and stories, to demonstrate how far we are from making the internet multilingual. The call is available in Arabic, Brazilian Portuguese, English, IsiZulu, Spanish, and Tamil. CIS invites friends and communities to translate the call into other languages. CIS's Access to Knowledge (A2K) team is conducting a free knowledge movement and as part of this initiative it is inviting contributions from the Wikipedia community. Photos, media, content or archives donated by community members would be used worldwide to disseminate information. The content you are donating must be under Creative Commons Share-like content. You must have the copyright of the content under CC licenses. Over the last few years, several digital identity schemes have been initiated in different countries across the world. There has been significant momentum on digital ID, especially after the adoption of UN Sustainable Development Goal 16.9, which calls for legal identity for all by 2030. Authors, Amber Sinha and Pooja Saxena, explore about the uses and design of digital identity systems and ask two core questions a) What are appropriate uses of ID?, and b) How should we think about the technological design of ID? Together with the Institute of Technology & Society (ITS), Brazil, and the Centre for Intellectual Property and Information Technology Law(CIPIT), Kenya, CIS participated at a side event in RightsCon 2019 held in Tunisia, titled Holding ID Issuers Accountable, What Works?, organised by the Omidyar Network. A report of the event is published here. As governments across the globe implement new, foundational, digital identification systems (“Digital ID”), or modernize existing ID programs, there is dire need for greater research and discussion about appropriate uses of Digital ID systems. At RightsCon 2019 in Tunis, we presented working drafts on appropriate use of Digital ID by the partner organisations of this three-region research alliance - ITS from Brazil, CIPIT from Kenya, and CIS from India. CIS gave its comments to the ID4D Practitioners’ Guide: Draft For Consultation released by ID4D in June, 2019. The submission is divided into three main parts. The first part (General Comments) contains the high-level comments on the Practitioners’ Guide, while the second part (Specific Comments) addresses individual sections in the Guide. The third and final part (Additional Comments) does not relate to particulars in the Practitioners' Guide but other documents that it relies upon. The Ministry of Health and Family Welfare had released the National Digital Health Blueprint on 15 July 2019 for comments. CIS submitted its comments. CIS notes that the nature of data which would be subject to processing in the proposed digital framework pre-supposes a robust data protection regime in India, one which is currently absent. Accordingly, it urges the ministry to cease the implementation of the framework until the Personal Data Protection Bill is passed by the Parliament. Aayush Rathi , Vedika Pareek , Divij Joshi and Pranav Bidare co-authored a research paper 'Future of Work in the ASEAN'. The authors reveal that the future of work will be mediated through region and country specific factors such as socioeconomic,geopolitical and demographic change. The report was edited by Elonnai Hickok and Ambika Tandon with research assistance by Sankalp Srivastava and Anjanaa Aravindan. The research is supported by Tides Foundation.

Internet Governance

The Tunis Agenda of the second World Summit on the Information Society has defined internet governance as the development and application by governments, the private sector and civil society, in their respective roles of shared principles, norms, rules, decision making procedures and programmes that shape the evolution and use of the Internet. Highlights

India houses the second largest population in the world at approximately 1.35 billion individuals. In such a diverse and dense context, law enforcement could be a challenging job. Elonnai Hickok and Vipul Kharbanda throw light on the CLOUD Act and its implifications for India in a blog post.
On August 9, 2018, the DNA Technology (Use and Application) Regulation Bill, 2018 was introduced in the Lok Sabha. CIS had commented on some key aspects of the bill in many forums earlier. Elonnai Hickok and Murali Neelakantan in an article published by Bloomberg Quint have voiced their opinion on the bill.
Murali Neelakantan, Swaraj Barooah, Swagam Dasgupta and Torsha Sarkar in an Op-ed in Bloomberg Quint have examined the National Health Stack, an ambitious attempt by the government to to build a digital infrastructure with a “deep understanding of the incentive structures prevalent in the Indian healthcare ecosystem. The authors have argued that collection of health data, without sensitisation and accountability, has the potential to deny healthcare to the vulnerable.
An article titled India's Contribution to Internet Governance Debates, co-authored by Sunil Abraham, Mukta Batra, Geetha Hariharan, Swaraj Barooah and Akriti Bopanna, was published in the NLUD Student Law Journal, an annual peer-reviewed journal published by the National Law University, Delhi.
IT/IT-eS Sector and the Future of Work in India was organized at Omidyar Networks’ office in Bangalore, on June 29, 2018. Torsha Sarkar, Ambika Tandon and Aayush Rath co-authored a report.
Swaraj Barooah and Gurshabad Grover co-authored an article in Livemint that examines a few problematic provisions in the proposed Anti-trafficking Bill. The authors say that it may lead to censorship.
The Researchers at Work programme of CIS had invited abstracts for essays that explore dimensions of offline lives. Selected authors are expected to submit the first draft of the essay (2000-4000 words) by Friday, October 5, 2018.

Access to Knowledge

Our Access to Knowledge programme currently consists of two projects. The Pervasive Technologies project, conducted under a grant from the International Development Research Centre (IDRC), aims to conduct research on the complex interplay between low-cost pervasive technologies and intellectual property, in order to encourage the proliferation and development of such technologies as a social good. The Wikipedia project, which is under a grant from the Wikimedia Foundation, is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

Internet Governance

As part of its research on privacy and free speech, CIS is engaged with two different projects. The first one (under a grant from Privacy International and IDRC) is on surveillance and freedom of expression (SAFEGUARDS). The second one (under a grant from MacArthur Foundation) is on restrictions that the Indian government has placed on freedom of expression online.

The Researchers at Work (RAW) programme is an interdisciplinary research initiative driven by an emerging need to understand the reconfigurations of social practices and structures through the Internet and digital media technologies, and vice versa. It aims to produce local and contextual accounts of interactions, negotiations, and resolutions between the Internet, and socio-material and geo-political processes:

Welcome to the August 2016 newsletter of the Centre for Internet and Society (CIS).

Dear readers,

Thank you for reading the Centre for Internet and Society's August newsletter. The past month for us was a very exciting one. We supported and attended Wiki Conference 2016 in Chandigarh, which was a great opportunity to see the variety and scope of various Wiki projects across the country. The Tulu language Wikipedia also went live during this period, making it the 23^rd Wiki in a South Asian language.

We continued our work on telecom with our submission to TRAI on broadband proliferation across the country. We also continued to provide inputs to the media on a range of issues related to UIDAI and online streaming and piracy, e-accessibility and our continuing Wiki work.

We also published two articles on the inaccessibility of public and private phone apps, and the social impact of this, in FactorDaily. I was also honoured to receive the NCPEDP-Mphasis Universal Design Awardin the "Persons with Disabilities" category.

All in all, a very productive month. We at CIS look forward to many more to come.

Shri Krishan Pal Gurjar, Hon'ble Minister of State for Social Justice and Empowerment presided over the event, in the presence of Som Mittal, Jury Chair and Chariman, NCPEDP, Dr. Meenu Bhambhani, VP & Head - Corporate Social Responsibility, Mphasis Ltd, and Javed Abidi, Honorary Director NCPEDP, several corporates and winners. Tulu language Wikipedia became the latest entrant in the family of 294 world-language Wikipedia projects after the project went live from Wikimedia Incubator earlier this month. The project waited as long as eight years in the Incubator before becoming the 23rd South Asian language Wikipedia. Wiki Conference India 2016, the largest gathering of contributors to Wikipedia and its sister projects in South Asia was held in Chandigarh from August 5-7, 2016. CIS supported this event. Sunil Abraham was a panelist. Information Technology, Electronics & Communications Department of the Government of Telangana released the first public draft of the Telangana State Open Data Policy 2016, and sought comments from various stakeholders in the state and outside. CIS submitted its comments. CIS wrote an article analyzing India’s alignment with the recommendations of the report of the Group of Governmental Experts. This policy brief attempts to articulate the major policy actions that may be considered by India to further incorporate and implement the principles enunciated in the Report. CIS submitted comments to TRAI Consultation on Proliferation of Broadband through Public WiFi Networks. The comments were prepared by Sunil Abraham, Sharath Chandra Ram, Vidushi Marda, and Thejaswi Melarkode.Shyam Ponappa and Arjun Venkatraman provided advice. As part of the 'Studying Internet in India' series, Abhimanyu Roy has explored the curious interplays between the arranged marriage market in India the rise of matrimonial sites such as Jeevansathi.com and Shaadi.com.

India has an estimated 70 million persons with disabilities who don't have access to read printed materials due to some form of physical, sensory, cognitive or other disability. As part of our endeavour to make available accessible content for persons with disabilities, we are developing a text-to-speech software in 15 languages with support from the Hans Foundation. The Centre for Internet and Society (CIS) is a non-profit organisation that undertakes interdisciplinary research on internet and digital technologies from policy and academic perspectives. The areas of focus include digital accessibility for persons withdisabilities, access to knowledge, intellectual property rights, openness (including open data, free and open source software, open standards, open access, open educational resources, and open video), internet governance, telecommunication reform, digital privacy, and cyber-security. The academic research at CIS seeks to understand the reconfigurations of social and cultural processes and structures as mediated through the internet and digital media technologies.

Highlights

Researchers at Work programme has published a book titled Digital Activism in Asia Reader exploring in detail digital activism in Asia. The Reader was edited by Nishant Shah, P.P. Sneha, and Sumandro Chattapadhyay with support from Anirudh Sridhar, Denisse Albornoz, and Verena Getahun. The pre-publication drafts of two sections written by Sumandro Chattapadhyay for the third volume (2000-2010) of the Asia Internet History series edited by Prof. Kilnam Chon have been posted for open-review process. As part of the 'Studying Internets in India' series, RAW published blog entries on Governing Speech on the Internet and Mock-Calling - Ironies of Outsourcing and the Aspirations of an Individual. NVDA team conducted a workshop at Jeevan Jyoti School for the Blind, Varanasi from August 26 to 28, 2015. Eighty five students and 13 teachers took part in the training programme. NVDA team had conducted another workshop earlier in Nashik. The workshop was conducted in June. A batch of 17 Special Educators and teachers of the blind attended the workshop. Maggie Huang, Arpita Sengupta and Paavni Anand as part of the Pervasive Technologies project co-authored a research paper that seeks to compare the publicly available information on the websites of music collective management organizations ("CMOs") operating within India, the United States, and the United Kingdom. Amulya Purushothama, Nehaa Chaudhari and Varun Baliga in a blog entry have delved into the question of what the mandate of the Sectoral Innovation Council is, what its activities are, and what vision for IPR development in India has it put forth. An RTI Application has been filed by CIS to attain information on these issues. In a blog post, Amulya Purushothama announced our new MHRD IPR Chair Series and has charted the sequence of events, starting from the establishment of MHRD IPR Chairs, to discussions surrounding their purpose and functioning, to concerns surrounding the lack of information about the IPR Chairs, the first round of RTIs that CIS had filed in regard to this and the responses it solicited. Subhashish Panigrahi interviewed Prateek Pattanaik. Prateek has not just digitized as many as 54 Odia-language poetry dating early 18th century but has also annotated, both poetic and prosaic translation in his blogs "Sri Jagannatha" and "Utkal Sangeet". He has also published a complete book "Kisora chandranana champu" on Odia Wikisource. A recent entrant into the Odia Wikimedia community, Prateek is also the youngest Odia Wikimedian. Rohan George and Elonnai Hickok in a blog post analyzed consent, big data and data protection that examines in detail why the principle of consent is providing us increasingly less of an aegis in protecting our data. Elonnai Hickok, Vipul Kharbanda and Vanya Rakesh on behalf of CIS submitted a clause-by-clause comments on the Human DNA Profiling Bill that was circulated by the Department of Biotechnology on June 9, 2015. Sunil Abraham, Elonnai Hickok and Tarun Krishnakumar co-authored an article titled Security: Privacy, Transparency and Technology. The article was published by Observer Research Foundation, Digital Debates 2015: CyFy Journal Volume 2. Elonnai Hickok in a blog post titled A Review of the Policy Debate around Big Data and Internet of Things has done an analysis as to how regulators and experts across jurisdictions are reacting to Big Data and Internet of Things. The Supreme Court of India has deemed it fit to refer the question of the very existence of a fundamental right to privacy to a Constitution Bench to finally decide the matter, and define the contours of such right if it does exist. Vipul Kharbanda analyses this in a blog entry. Experts and regulators across jurisdictions are examining the impact of Big Data practices on traditional data protection standards and principles. This will be a useful and pertinent exercise for India to undertake as the government and the private and public sectors begin to incorporate and rely on the use of Big Data in decision making processes and organizational operations. Elonnai Hickok has provided an initial evaluation of how Big Data could impact India's current data protection standards. Elonnai Hickok has provided a comparison of Human DNA Profiling Bill 2012 vs. the Human DNA Profiling Bill 2015, CIS's main recommendations vs. the 2015 Bill, Sub-Committee Recommendations vs. the 2015 Bill, and the Expert Committee Recommendations vs. the 2015 Bill. CIS submitted its comments to the non-paper on the UNGA Overall Review of the Implementation of the WSIS outcomes, evaluating the progress made and challenges ahead. In a policy brief, Vipul Kharbanda has analyzed the different laws regulating surveillance at the state and central level in India and calls out ways in which the provisions are unharmonized. The brief then provides recommendations for the harmonization of surveillance law in India. Hardnews interviewed Sunil Abraham about the future of the internet in India. The article was published in their August edition. Shyam Ponappa in an Op-ed published by Business Standard has given an analysis on the reasons of the number of dropped calls on our mobile phones.

Accessibility and Inclusion

Under a grant from the Hans Foundation we are doing a project on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed here. The project on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India got over and the compilation has been printed.

Access to Knowledge

As part of the Access to Knowledge programme we are doing two projects. The first one (Pervasive Technologies) under a grant from the International Development Research Centre (IDRC) is for research on the complex interplay between pervasive technologies and intellectual property to support intellectual property norms that encourage the proliferation and development of such technologies as a social good. The second one (Wikipedia) under a grant from the Wikimedia Foundation is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

Highlights

CIS published a policy guide on Privacy in Healthcare that seeks to understand the legal regulations governing data flow in the health sector - particularly hospitals, and how these regulations are implemented.
Nehaa Chaudhari wrote two articles on the Karnataka Goondas Act in Spicy IP. The first one is an overview on the various provisions of the law and discusses the potential impact of the amendment . The second one is a note on legislative competence .

Andhra Loyola College and CIS entered into a memorandum of understanding (MoU) to steward the growth of Telugu Wikipedia and to make available free knowledge in Telugu to all Telugus across the globe.
In July 2014, the Department of Biotechnology and the Department of Science, Ministry of Science and Technology, Government of India released a draft Open Access Policy. CIS participated in discussions along with experts brought on board by the Drafting Committee to develop and review the open access policy. As a follow-up, CIS prepared comments to the draft Policy .

Anandini K. Rathore wrote a report on the second privacy and surveillance roundtable held in New Delhi at the India International Centre on July 4, 2014.
As part of its project on mapping cyber security experts in Asia with funding from Citizen's Lab, CIS interviewed Tibetan monkGyanak Tsering and Saumil Shah, security expert.

Published a white paper on content removal best practices and put it up for feedback. The draft paper has been created to frame the discussion towards the creation of a set of principles for intermediary liability in consultation with groups of Internet-focused NGOs and the academic community.
Shyam Ponappa's monthly column Transformation, or Drift? published in Business Standard and Organizing India Blogspot was mirrored on the CIS website.
P.P. Sneha blogged on the emergence of the phenomenon of the alt-academy in the West and the nuances and possibilities of such a space in the Indian context .

Accessibility and Inclusion

Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The updated draft is being reviewed by the Office of the Chief Commissioner for Persons with Disabilities. The draft chapters and the quarterly reports can be accessed on the project page. The second project is on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed here.
