'Map for making change' is a project using geographical mapping techniques to support struggles for social justice in India

As we go around living our lives, living in a city that is transforming, it is interesting to know that there are people interested in mapping the changing face of, not just the city, but the changing country.

The invite read ‘Map for making change’, elaborating that the project explored the potential of geographical mapping techniques to support struggles for social justice in India. Stepping inside the CIS workspace in Domlur, the large screens and tiny laptops projected maps of India, with dots that intrigue and piqued the onlooker. Maps that reflected pavement dwellers in Mumbai and problems of their eviction and rehabilitation, of mining areas from Goa to Madhya Pradesh, to the ‘hunted’ Chattisgarh, to maps that pointed heritage sites in Cochin and Ahmedabad you could explore using the GPRS on your mobile or demolished building in Kolkatta.

The idea was mapping the changing face of the country. The 25 participants were a mix of activists, researchers, artists and techies. The brain behind the project, researcher Anja Kovacs, explains the idea behind the project: “The idea took seed two years ago in 2007, when, as a trained sociologist I realised that anthropologists around the world were studying cyber-anthropology and I didn’t even know about social media sites like Facebook or Orkut.”

Hit by an idea, she says, “I realised that as activists, we tend to make a mistake by ignoring the technological changes happening around us, since technology, no doubt is transforming our lives.” More importantly, she made a connect: “I realised that we as activists could use it to our favour.”

Her first thoughts were maps. She explains her choice: “Maps were used in colonial times and maps affect the lives of those who do not use them the most.” She pointed out how “even to this day maps are used for governance and by policy makers. In that sense they can be really important”.

The map is a powerful medium to convey information in an innocent manner, she says. “When the land in a map is hid behind dots, one knows there is a problem,” she says matter-of-factly.

Currently a fellow with Centre for Internet and Society (CIS), she co-coordinated and organised the project and says the last five months the selected participants have had several workshops, one of them she mentions was of them learning the “whole mapping exercise”.

A work-in-progress is what all these projects are, and Kovacs says, after an intense five months, they are also looking at answering the “what next”, for now, however, she is happy, “to have begun tracing the transformation”.

‘UID is being forced’

CIS feels that the UID project is forced on the citizens.

The Centre for Internet and Society on Wednesday said the UID project — Aadhaar — is being forced on the citizens. Speaking to reporters, the centre’s executive director Sunil Abraham said: “The 16-digit UID number will be mentioned on the driver’s license, PAN card, ration card and voter’s identity card with other important data. It is not transparent. Since the UID database is available online, hackers can easily obtain vital information.’’

ID programme faces first challenge over privacy, data

The government is looking to the ID programme to help ensure that various welfare programmes reach the poor

In the first significant challenge to the government’s ambitious programme to give more than one billion Indians a unique identification number, a group of NGOs (non-governmental organizations) are planning to take the government to court over a range of issues, including concerns over privacy and the safety of information.

About 100 NGOs, including Alternative Law Forum, Centre for Internet and Society, People’s Union for Civil Liberty and Slum Jagathu, have come together to oppose the implementation of the project in its current form, Mathew Thomas, general secretary of Citizens’ Action Forum, said in Bangalore on Wednesday.

The Unique Identification Authority of India (UIDAI) “is not a statutory body, not having been created by any Act or under any law, but by executive fiat”, he said. “It is set up as an appendage to the Planning Commission. It cannot be scrutinized either by Parliament or the Comptroller and Auditor General.”

In what had been expected to become a hurdle to the project, those against it are citing data protection and privacy, factors that led to the failure of a similar initiative in the UK.

“The government could not prevent recent cyber attacks by Chinese hackers on its own websites. What guarantee is there that a centralized database would be safe?” said Sunil Abraham, executive director of Centre for Internet and Society, one of the groups opposed to the ID programme, which has been named Aadhaar. “Also, data collected might be misused to discriminate against minorities and other vulnerable sections of society.”

R.S. Sharma, UIDAI director general, declined to comment in detail.

“Everything is transparent. Whatever we have been doing, we have been putting it on our website,” he said. “As to their specific complaints, I will not be able to respond over the telephone.”

The NGOs are also questioning the cost of the project and why no feasibility study was conducted. UIDAI is headed by Nandan Nilekani, co-founder and former chief executive of Infosys Technologies Ltd, India’s second largest software firm.

“First, the government has to respond how the chairman was chosen and appointed,” Thomas said. “Would the same person in his earlier organization authorize a project involving thousands of crores without a preliminary project report on feasibility? Public money is being spent without accountability.”

Nilekani wasn’t reachable for comment.

The government is looking to the ID programme to help ensure that various welfare programmes reach the poor. This objective would be difficult to achieve, the NGOs said.

“In a country with 48% illiteracy, a 12-digit card might prove to be a handicap instead of help,” they said in a release. “The project in its present form must be scrapped.”

The NGOs also said that projected savings from the stemming of leakages owing to the ID programme were not authenticated or backed by independent data. “It’s surprising that the project is being implemented with no discussion in Parliament nor consultation with other political parties,” they said.

Scrap UID project, say people's organisations

Representatives of people's movements, mass organisations and institutions on Wednesday said the unique identification number (UID) project is being executed without any legislative or parliamentary sanction and demanded an end to it.

Sunil Abraham, executive director of the Centre for Internet and Society told press persons here that neither the launch of the UID project nor the constitution of the Unique Identification Authority of India (UIDAI) had any legislative sanction. Nothing is known of how the chairperson of the authority is selected, while the project proposes finger-printing of the entire population and storing of biometric and personal data of every person throughout his life and thereafter.

“Although the scheme is to only provide verification of identity, it is unclear what safeguards would prevent third parties from handling, sharing and utilising the data for any purpose,” he said. The UIDAI has agreed to use the services of foreign companies, their software and hardware. It appears that no thought has been give to the perils of placing in the hands of foreign companies data pertaining to the entire population of the country, Mr. Abraham felt. About the claims that the UID project will save crores of rupees by preventing misuse of various welfare schemes, Mr. Abraham questioned whether any feasibility study had been made in this regard.

The UID, the National Population Registry and the NATGRID, once combined and connected, pose grave concerns pertaining to civil liberties and fundamental rights.

Public organisations, NGOs and concerned citizens feel UID may become an easy database for anti-social elements.

The Unique Identification number (UID) could become an easy database for anti-social elements, according to public organisations, NGOs and concerned citizens. They felt that the UID should be discouraged till more transparency and accountability was introduced in the system.

They were speaking during a discussion on the UID here on Wednesday.

"Including so many details of individuals into a Central database could be dangerous," said Sunil Abraham, executive director, the centre for internet and society. He said various users of the data such as banks, telecom companies, government departments could potentially make it dangerous.

There are concerns that this will also lead to a police raj in the state. "As it is now there are so many anti-establishment movements, it will become very easy for the cops to arrest people and put them behind bars on the pretext of biometric mismatch. And nobody can question the technology," said Jagadish Chandra.

The unique identification project drew flak from civil liberties activists in the city on Wednesday. "Unique identification is an encroachment of privacy. With the new technology, it will be easy to track people," members of Citizens Against UID / Aashar, a forum floated by those opposing the project, including PUCL and SICHREM, said. They said the project should not be implemented until people's participation was ensured.

Citizens' forums want UID project scrapped

Citizens’ forums and groups have stepped up their attack on the Unique Identification Project calling for the complete scrapping of the project.

Addressing the media persons on Wednesday, Thomas Matthew of Citizens’ Action Forum said all the transactions undertaken by the UID project should be scrutinised under an accountable public body policy.

“The State government should make the financial and technological implications and costs incurred so far, including details of contracts awarded with respect to the UID project,” he said.

One of the main concerns of the groups has been the lack of public discussion on the feasibility or desirability of the project.

“It was launched as an ID card for citizens, but was later changed to a number for all citizens. UID claims that there are several benefits of possessing a number, but passes on the responsibility to Registrars,” Matthew said.

While UIDAI Chairperson Nandan Nilekani announced that the number was voluntary, the need to have such a number for obtaining any other form of service including bank accounts, would force a person to get an ID number, he added.

Executive Director of The Centre for Internet and Society, Sunil Abraham said even though the scheme is supposed to only provide verification of identity, there was no guarantee of safeguard against its misuse by potential third party users like telecom companies, banks and government departments.

“Though claims have been made of huge savings as the UID will stem leakages from welfare schemes, such as employment guarantee scheme, PDS and the LPG subsidy, but no feasibility studies have been conducted to assess the veracity of such a claim,” Sunil said.

Disability rights groups oppose changes to Copyright Act

Disability rights groups are up in arms against a Bill proposing an amendment to the Copyright Act, 1952, reports Aarti Dhar in an article published in the Hindu on April 23, 2010.

Disability rights groups are up in arms against a Bill proposing an amendment to the Copyright Act, 1952, that prevents non-governmental organisations, educational institutions and persons with disabilities from converting reading material including textbooks and reference material into audio, digital and other formats that can be used by differently-abled persons.

The amendment Bill, introduced in the Rajya Sabha this week, if passed in its current form, will prevent over 70 million people with disabilities in India, including persons with visual impairment, dyslexia, and cerebral palsy, from exercising their Right to Education and other fundamental rights, according to the National Access Alliance, a group of organisations and leading professionals working for the benefit of the print-disabled in India.

Licensing procedure

The extremely “cumbersome, restrictive and lengthy” licensing procedure proposed by the government for conversion to these formats will mean that students with print disabilities will be deprived of their Right to Education which has now become a fundamental right.

Members of the Alliance have been campaigning for the amendment to be re-worded to ensure that the conversion of books into all formats is allowed, all stakeholders, including organisations, educational institutions and persons with disabilities, are allowed to undertake the conversion; and the conversion should not be subject to red tape which will lead to delay. The campaigners had met Human Resource Development Minister Kapil Sibal who assured them that the interests of persons with disabilities would be addressed. However, the amendment proposed by the Minister does more harm than good, Rahul Cherian and Nirmita Narasimhan, both members of the Alliance, told The Hindu.

Seeking support

The Alliance is now meeting members of Parliament from across the political parties to seek support. The Bharatiya Janata Party, the Left parties and the Nationalist Congress Party have already extended support to them and assured that their cause would be taken up.

According to CPI (M) MP Brinda Karat, the present amendment lacked concern for the disabled people. “Their cause is genuine and it needs to be addressed,” she told The Hindu, adding that the matter would be taken up once the Bill comes to the Standing Committee.

Members of the Alliance will continue their nationwide mass mobilisation for the cause to bring more attention to the plight of persons with print disabilities in relation to the lack of reading material in accessible formats.

The job profile is as follows:

Coordinating activities for the generation of e-content ( in the form of digital course modules) to be offered at the Master’s level;

Unique Identity (UID) Project: A Debate on Fundamental Rights

A half day workshop on unique identity number and fundamental rights is being held on Friday, 16 April, 2010 at the Institute of Agricultural Technologists in Bangalore. The event is being co-organised by Citizen Action Forum, People's Union for Civil Liberties - Karnataka, Slum Janandolana – Karnataka, Alternative Law Forum and the Centre for Internet and Society.

In the past eight to ten months, there has been much talk about the introduction of the Unique Identification for all Indian residents, i.e., the UID. The scheme proceeds from the standpoint that solving the problem of identity will result in the fixing of many other social and economic problems. However, seen against the backdrop of work on a National Population Registry, the National Intelligence Grid and other schemes that focus on the collection of data on individuals, the potential dangers to privacy and other civil liberties need to be discussed along with the stated benefits of the UID project. Given that the key laws relating to the project are not yet enacted, this is a timely exercise and an opportunity to influence change.

While the project has been hailed as a 'gamechanger' and a welfare measure, many have expressed growing concerns about the UID and its implications for ordinary citizens. Many questions are being asked about the nature, status and aims of the scheme and its implementing authority. Countries such as the UK, Australia and the USA have found similar measures unworkable with serious probability of abuse. The cost of the UID scheme is estimated at several thousand crores of rupees. Given the risks that plague identity schemes generally, we felt the need to engage the larger public in an open debate about the UID and its proposed scope, implementation, benefits and risks. The UID would affect every citizen. How it would affect each individual is something everyone should consider before deciding how to engage with the government on this issue. With the viewpoint of different panelists, we hope to provide as much information as is available now to you and take the debate forward to make the spectrum of issues transparent. The organizers listed below would like to provide a platform to kickstart a healthy, open discussion about the potential benefits and pitfalls of the scheme. Digital Natives Research Project Coordinator

The Centre for Internet and Society, Bangalore, in collaboration with Hivos Netherlands, is looking for a Research Project Coordinator to help develop a knowledge network and coordinate international workshops for the project "Digital Natives with a Cause?"

The job profile is as follows:

Coordinating international workshops in liaison with regional partners to produce content for a book mapping technology mediated interventions by young people in different parts of the world.
Developing a knowledge network of stakeholders in emerging Information Societies in the Global South, to document debates, discussions and ideas in the field of Digital Natives.
Working closely with academic researchers, scholars, and practitioners in the development sector to develop content for an international website on Digital Natives.
Supervise and coordinate the production of the Digital Natives research in print and digital content.
Strategise and execute dissemination, design and collaboration strategies for developing the Digital Natives research areas.
Supervising intellectual and financial logistics for the project.

The candidate should be below 35 years of age and have fluent familiarity with digital platforms, trends, fashions and activities. Excellent communication and planning skills and the ability to work sensitively with partners in different countries and contexts are expected.

Candidates with an advanced degree in Sociology, Culture Studies, Communication and Management, with experience in international programme/project management within the development sector or those working in the field of youth-politics/youth-technology with experience in international collaborative projects will be given preference.

The job is based in Bangalore but requires a fair amount of international travel for logistical and substantial coordination. The position will open in May and is full-time. The position will be supported by two Project Associates who shall be selected in consultation with the Research Project Coordinator.

Consolidated consultation fees will be in the range of 34,000 -- 45,000 Rupees per month commensurate with experience. International travel and per diem will be provided based on established CIS standards.

Expel or not? That is the question

The decision of an international school to expel 14 students for their alleged ‘promiscuous’ behaviour has led to much debate and discussion.

The International School Bangalore (TISB) said the students were caught in ‘compromising positions’ on several occasions. They did not heed the school’s repeated warnings to desist from such behaviour, school authorities said.

The authorities said they had enough ‘evidence’, collected from social networking sites, to support their claim. The students would not be allowed on the campus anymore. They would, however, be allowed to take the exam in May, the authorities said.

The students have denied the charges. Many boarding institutions said that policing students was not the right approach.

Some of the widely used measures to keep a check on students include monitoring social networking sites, banning laptops on campuses, not allowing students to lock room doors, having security guards patrol campuses and insisting on house masters accompanying students to any part of the campus or hostel after school hours.

“There is no point in expelling students for such an activity,” M Srinivasan, principal, GEAR School, said. “If the students had been indulging in such activities often, what were the school authorities doing till now? There is no point making rules if you cannot enforce them. Clearly, there was a lacuna in the system,” he said.

Many schools said they keep a tab on the online activities of students. “The IT department at the school tracks the Facebook accounts of students,” Bishwajeet Bhattacharya, public relations officer, Trio World School, said. “Trio also has a presence on Facebook. The administration has appointed officials to monitor what is being posted online regarding Trio,” he said. The officials also look for objectionable materials.

Authorities, however, admitted that it was difficult to check all the online activities. “It is impossible to monitor all the social networking sites. You can use evidence from online sites, but why go to that extreme? The children are on your campus, their behaviour on campus is what you should be concerned about,” Srinivasan said.

“At the hostel, dorm wardens conduct room checks every hour,” Chenraj Jain, chairman, Jain Group of Institutions, said. “We don’t police the students. Instead, we adopt a more holistic approach,” he said.

The grey area

The International School Bangalore (TISB) said it had expelled the 14 students after collecting “enough evidence”
from social networking sites about their inappropriate behaviour. The question is: does online content have
legal validity?

Experts believe it falls in the grey area. “India does not have any specific law that restricts users from joining social networking sites just because they are below a certain age,” Sunil Abraham, executive director of the Centre for Internet and Society, Bangalore, said. “Many other countries have such laws,” he said.

“If the pictures said to be posted by the students were legal (devoid of vulgarity) and were just posted on a personal profile and not on a college group, then the school was not right in expelling them,” he said. “Students are entitled to privacy and schools shouldn’t be intruding into their privacy. If the school had used snooping software to monitor the students’ online activities, then that is also wrong,” he said. “It’s a different story if one of their classmates had forwarded the pictures to the teacher,” he added.

Nokia eyes GeNext to tap mobile email mkt

Finnish handset giant banks on youth to be in the technology race

In a booming market, the rich as well as the poor might like to shrink the Internet--at least while on the go.

To woo 20-something, jet-set executives and the man on the street with no computer, cellphone firm Nokia has begun to boost its mobile email market.

By targeting business users, in competition with other handheld service providers like BlackBerry, Nokia's 'all-new' E63 model has a whole range of business and personal mail and media options built in, said Viral Oza, the Finnish firm's India head of media and online marketing on Tuesday.

Unrelated, earlier mobile operator MTS launched a prepaid service with free surfing for websites like Yahoo and Wikipedia.

Airtel and BSNL also have introduced affordable Internet plans.

Oza said his company targets people aged below 25, a population segment expected to grow from the current share of 47 per cent to 55 per cent by 2016. "It is a generation that has grown with technology, entering professions, at the same time wanting to keep in touch with their friends," he said. So they get corporate mail, personal media and chatting in future. The firm is set to launch its instant messaging, Ovi Chat, in India soon, he added.

Meanwhile, there are also downloadable free email solutions, including 'pushmail', which are compatible with scores of other models, Oza said.

Pushmail that allows real-time delivery without logging in and collecting (pulling) mail manually is a boon to executives on the move. You can get icons for your Microsoft Exchange, Gmail and Yahoo on your handset--and even link your mobile to your office mail server.

At the same time, first-time email user can register with the free Ovi Mail--without using a computer. Ovi--meaning door in Finnish--is Nokia's Internet services brand that covers games, music, maps and messaging.

Observers see this as part of the technology trend in the country. Mobile email users are growing at 96 per cent a year to cross 50 million by 2014, experts note. Only six per cent of the mobile users have email access on their handsets, while 78 per cent would like to have it, Oza pointed out.

"For most of our people mobile phone will be the only way to access the Internet," said Sunil Abraham, executive director of the Centre for Internet and Society here. As opposed to personal computers, cellphones are cheap, sharable, portable and are easily chargeable.

However, Abraham noted that Nokia, a pioneer in userfriendly and innovative cellphone interfaces, now has lagged behind in the tech race and has to catch up with better and more creative features.

"You have to make it all simple and accessible," he said.

Growing from its device market, Nokia is now moving more into the Internet arena in direct competition with players like Microsoft, Yahoo, Google and Apple. Experts note that the battle among handset makers, portals and mobile telephony operators will intensify this year as economies are recovering after the slowdown.

The First IJLT-CIS Lecture Series on Jurisdictional Issues in Cyberspace

The IJLT-CIS Lecture Series will be held at the National Law School of India University in Bangalore on 3 April, 2010.

The Indian Journal of Law and Technology (IJLT) is the law and technology journal of the National Law School of India University, Bangalore. The Centre for Internet and Society (CIS) is a leading research organisation devoted to the study of the Internet and its interface with the society. The IJLT-CIS Annual Law Lecture Series is an effort to promote a better understanding about crucial legal issues pertaining to the Internet and other emerging technologies.

The core theme of the lecture is Jurisdictional Issues in Cyberspace. Hon'ble Dr. Justice S. Muralidhar (Judge, Delhi High Court) shall be the Chief Guest and the first speaker. The other speakers are Amit Sachdeva (Advocate, Delhi High Court), Aditya Sondhi (Advocate, Karnataka High Court) and Dr. Lorna E. Gillies (Lecturer in Law, University of Leicester).

The Lecture Series is open to all law students and the general public. There are no charges or fees applicable to participants. However, all participants are requested to register through an e-mail to “editorialboard@ijlt.in”. All student participants shall be provided certificates of participation.
