Internet Researchers' Conference 2018 (IRC18): Offline - Call for Sessions

Does being offline necessarily mean being disconnected? Beyond anxieties such as FOMO, being offline is also seen as disengagement from a certain milieu of the digital (read: capital), an impediment to the way life is organised by and around technologies in general. However, being offline is not the exception, as examples of internet shutdown and acts on online censorship illustrate the persistence and often alarming regularity of the offline even for the ‘connected’ sections of the population. The *offline* is the theme of the third Internet Researchers' Conference (IRC18). We invite teams of two or more members to submit sessions proposals by Sunday, November 19 (final deadline). The session selection process is described below. The Conference will be hosted by the Sambhaavnaa Institute of Public Policy and Politics (Kandbari, Palampur, Himachal Pradesh) on February 22-24, 2018.

IRC18: Offline

State and commercial providers of internet and telecommunication services work in tandem to produce both the “online” and the “offline” - through content censorship, internet regulation, generalised service provision failures, and so on. Further, efforts to prioritise the use of digital technologies for financial transactions, especially since demonetisation, has led to a not-so-subtle equalisation of the ‘online economy’ with the ‘formal economy’; thus recognising the offline as the zones of informality, corruption, and piracy. This contributes to the offline becoming invisible, and in many cases, illegal, rather than being recognised as a condition that necessarily informs what it means to be digital.

Who is offline, and is it a choice? The global project of bringing people online has spurred several commendable initiatives in expanding access to digital devices, networks, and content, and often contentious ones such as Free Basics / internet.org, which illustrate the intersectionalities of scale, privilege, and rights that we need to be mindful of when we imagine the offline. Further, the experience of the internet, for a large section of people is often mediated through prior and ongoing experiences of traditional media, and through cultural metaphors and cognitive frames that transcend more practical registers such as consumption and facilitation. How do we approach, study, and represent this disembodied internet – devoid of its hypertext, platforms, devices, it's nuts and bolts, but still tangible through engagement in myriad, personal and often indiscernible ways.

For the third edition of the Internet Researchers’ Conference (IRC18), we invite participants to critically discuss the offline. We invite sessions that present or propose academic, applied, creative, or technical works that explore social, economic, cultural, political, infrastructural, or aesthetic dimensions of the offline.

For example, the sessions may explore one or more of the following themes:

Geographies of internet access: Infrastructural, socio-political, and discursive forces and contradictions
Terms, objects, metaphors, and events of the internet and their offline remediation and circulation
Minimal computing, maker cultures, and digital collaboration and creativity in the offline
Offline economic cultures and transition towards less-cash economy
Offline as democratic choice: the right to offline lives in the context of global debates on privacy, surveillance, and data justice
Methodologies of studying the *offline* at the intersections of offline and online lives

Please note that the above are not sub-themes or tracks under which a session should be proposed, but are illustrations of possible session themes and concerns.

Call for Sessions

We invite teams of two or more members to propose sessions for IRC18. All sessions will be one and half hours long, and will be fully designed and facilitated by the team concerned, including moderation (if any). Please remember this when planning the session. Everything happening during the session, except for logistical support, will be led and managed by the session team.

The sessions are expected to drive conversations on the topic concerned. They may include presentation of research papers but this is not mandatory.

We look forward to sessions that involve collaborative work (either in groups or otherwise), including discussions, interactions, documentation, learning, and making, are most welcome.

We also look forward to sessions conducted in Indic languages. The proposing team, in such a case, should consider how participants who do not understand the language concerned may engage with the session. IRC organisers and other participants shall help facilitate these sessions, say by offering translation support.

The only eligibility criteria for proposing sessions are that they must be proposed by a team of at least two members, and that they must engage with the *offline*.

The deadline for submission of sessions proposals for IRC18 is Sunday, November 19 (final deadline).

To propose a session, please send the following documents (as attached text files) to raw@cis-india.org:

Title of the Session: The session should be named in the form of a hashtag (check the IRC17 selected sessions for example).
Context of the Session: This should be a 300 words note discussing the context, the motivations, and the expectations behind the proposed session.
Session Plan: This should describe the objectives of the session, what will be done and discussed during the session, and who among the people organising the session will be responsible for what. This note need not be more than 300 words long. If your session involves inviting others to present their work (say papers), then please provide a description and timeline of the process through which these people will be identified.
Session Team Details: Please share brief biographic notes of each member of the session team, and contact details.

There is no registration fee for the Conference, but participants are expected to pay for their own travel and accommodation (to be organised by CIS) expenses. Limited funding will be available to support travel and accommodation expenses of few participants who are unemployed or under-employed.

Session selection process:

November 19: Deadline of submission of session proposals.All submitted sessions will be posted on the CIS website, along with the names and details of the session team members.
November 20 - December 17: Open review period. All session teams, as well as other interested contributors, are invited to review and comment upon each other's submitted proposals and revise their own. Read the proposed sessions here: Conference Website.
December 18-31: The selection process takes place. All session teams will select 10 sessions to be included in the IRC18 programme. The votes will be anonymous, that is no session team will know which other sessions have voted for their session.
January 08: Announcement of selected sessions.

Gender, Health, & Surveillance in India - A Panel Discussion

Women and LGBTHIAQ-identifying persons face intensive and varied forms of surveillance as they access reproductive health systems. Increasingly, these systems are also undergoing rapid digitisation. The panel was set-up to discuss the discursive, experiential and policy implications of these data-intensive developments on access to public health and welfare systems by women and LGBTHIAQ-identifying persons in India. The panelists presented studies undertaken as part of two projects at CIS, one of which is supported by Privacy International, UK, and the other by Big Data for Development network established by International Development Research Centre, Canada.

Domestic Work in the ‘Gig Economy’

The CIS and Domestic Workers’ Rights Union (DWRU) are hosting a discussion on the ‘gig economy’ and domestic work on Saturday, November 16 at Student Christian Movement of India, Mission Road, Bangalore. Over the last few months, the Centre for Internet and Society, India (CIS) and the Domestic Workers’ Rights Union (DWRU) have been doing research on the platformisation of domestic work in India. In the first phase of the research, we gathered data through interviews with several stakeholders. We now find ourselves in the second phase of the research in which we have prepared a preliminary report and are seeking feedback and inputs from experts. For this, we invite you to a roundtable discussion on domestic workers in the ‘gig economy’.

The participants at the roundtable will comprise of representatives from key stakeholder groups including platform workers (i.e. domestic workers sourcing jobs through platforms), platform companies, domestic workers organisations, civil society researchers and the state labour department.

The event will begin with a presentation of the project and our initial findings. The rest of the time is set aside for a semi-moderated discussion between all participants. To ensure a focused discussion, we are also limiting participation to 30, and are hoping to have a good mix across stakeholder groups.

Digital Natives with a Cause?— Workshop in South Africa—FAQs

The second international Digital Natives Workshop "My Bubble, My Space, My Voice" will be held in Johannesburg from 7 to 9 November 2010. Some frequently asked questions regarding the upcoming workshop are answered in this blog entry.

1. When and where is the workshop going to be held?

The workshop will take place over three days from 7 to 9 November 2010, in Johannesburg, South Africa.

2. Who should apply?

The organizers, The African Commons Project, Hivos and the Centre for Internet and Society are interested in hearing from young people, who utilize digital technologies to create social change in their societies or social circles.

Further, the regional focus of the workshop is on Africa, hence, only African citizens or those in an African setting should apply.

3. How can I apply?

4. What is Digital Natives with a Cause?

"Digital Natives with a Cause?" is an international, collaborative research project which aims to increase the current understanding of Digital Natives (there is not one single definition, that’s why we’re doing this project! – but it could be understood as people who interact naturally with digital technologies) and their role in their particular societies.

5. What are the objectives of Digital Natives with a Cause? How does this workshop fit in?

"Digital Natives with a Cause?" aims to incorporate a first-person narrative of the use of technology by youth for social change into the ongoing dialogue. To do this, several case studies of varying cultural backgrounds and diverse methodologies will be compiled into a book. The case studies will be the result of three-day workshop conducted across the developing world. Last summer the Asian workshop happened in Taiwan. Next spring the South American workshop will take place in Chile.

"Digital Natives with a Cause?" also aims to incorporate the participants into a broad network of Digital Natives from around the world, with similar methodology and approach. Through this network, Digital Natives will be able to express concerns, share resources, stay connected with peers and learn from each other.

6. OK, so what can I expect from this workshop?

You can expect an informal setting where interactive methods of communication help you gain a better understanding of the context of your project. For example, you will get to meet and interact with the participants of the previous workshop in Taipei. You can expect to reflect about your project: Your motivation, methodology, focus, and context, to name a few, and to draw parallels into other projects in the region. You can expect to interact with a varied and diverse group of young people from around Africa, who like you, use technology for social causes. Overall, you can expect to gain a new perspective about yourself, and the importance of your work.

7. Will I learn any new skills in this workshop?

The short answer is no. The "Digital Natives with a Cause?" project does not aim to train or to build existing capacities among youth users of technology. That said, you will definitely gain a lot of perspective on your individual project and you will learn how it relates to ongoing development processes in the region. You will also meet, interact and hopefully befriend other young users of technology like yourself, enlarging your scope and enriching your experience.

8. Will expenses be covered?

Yes. Expenses associated with the workshop (travel and accommodation) will be provided for selected participants.

9. When is the last date to apply?

The third and final workshop of the Digital Natives with a Cause? research project will take place in Santiago, Chile, from 8 to 10 February 2011. Below are some frequently asked questions.

The event is not public in nature, only those who fit the criteria and are selected will be invited to participate. However, there might be a larger public event associated with the workshop.

Consultation on Figures of Learning in the Digital Context

The Centre for Internet and Society welcomes you to a consultation on new figures of learning in the digital context at its office in Bangalore on September 22, 2014 from 2 p.m. to 6 p.m.

The increasing prevalence of the internet and digital technologies today has engendered a new kind of learning environment, which is connected and collaborative, yet also focussed on the individual, with an emphasis on practice. The pervasive influence of technology in teaching-learning practice has also resulted in new tools, processes and platforms, which have added dimensions to learning, and led to the creation of new bodies of knowledge in the digital context. These new figures, spaces, objects and processes, often challenge and inflate given notions of expertise and authority, increasingly locating them outside the familiar framework of the university and a traditional classroom-based approach to learning.

While the processes of knowledge production have been rapidly changing in the last couple of decades, some examples being data mining, distant reading, cultural mapping and design thinking as new ways of parsing, organising, curating and processing information or knowledge, traditionally the point of reference for authoritative ‘figures’ of learning remains the same. These are that of the teacher, facilitator, reader, student, participant etc. However, with the emergence of such new processes of knowledge-making which are largely located in the digital context, one can see the presence of some non-traditional figures of knowledge as well – such as the geek, hacker, blogger, story-teller, worker, designer, activist etc. There are figures which, consciously or unconsciously subvert and redefine certain conventions of knowledge-making practices, by inventing new terms or redefining old ones. More importantly, the emergence of this nomenclature is symptomatic of a change in the predominant discourse that constitutes a particular kind of ‘digital subject’ or entity that inhabits the digital in a particular way.

The present consultation is an exercise to map these concepts and changes around a set of figures of learning, old and new, to understand the discursive shifts that produce them and locate them in the contemporary moment. Participants from diverse areas of research and practice would be invited to make a short ten minute presentation on one such figure, drawn from their area of interest and work, and examine the concepts or notions behind them. This will be followed by group discussions and a 30 minute writing sprint at the end of the consultation to consolidate the discussion.

#MappingDigitalLabour - Panel discussion on platform-work in Mumbai and New Delhi

With the rise and popularity of app-based platforms such as Ola, Uber, Swiggy Zomato, and others, there are growing public conversation about regulation of such 'gig-work' platforms and the work conditions of people who work for them. The Centre for Internet and Society (CIS) invites you to a panel discussion on Friday, July 19 in our Bangalore office, where the researchers associated with the project will present preliminary findings, and ethical and methodological challenges of studying app-based platform-work in India. Panelists Anushree Gupta, Rajendra Jadhav, Sarah Zia and Simiran Lalvani, who have conducted field studies of ride-hailing and food-delivery work in Mumbai and New Delhi, will share their preliminary field insights along with reflections on what it meant to do such studies, how they went about studying gig-work, and challenges that arose in their work. The discussion will be moderated by Noopur Raval who co-led the project. We invite scholars, journalists, and all interested members of the public to join us for the event. Tea and snacks will be served at 5 pm.

This project is supported by research assistance from the Azim Premji University.

Speakers and Moderator

Anushree Gupta is a Research Associate at Tandem Research. She is interested in studying the embeddedness of technology in society, with a focus on technical workers. Her research interests include technology mediated work, digital technologies and labour sociology. Her masters thesis examined the structure and dissemination of training in vocational education institutes (ITIs). Anushree has worked professionally on software development projects, including game development and social media analytics. She holds an MA in Development Studies from the Tata Institute of Social Sciences, Mumbai and a B. Tech. (ICT) from DA-IICT, Gandhinagar.

Anushree studied dimensions of platform-work among taxi drivers in Mumbai for this project.

Rajendra Jadhav is working as a research consultant, research fellow, researcher and research mentor with various non government organisations and academic institute for last 12 years. Rajendra has worked with Tata Institute of Social Sciences Mumbai as a Research Officer, as Program Director for PUKAR’s Youth Research Fellowship Program, and with National Dalit Watch - NCDHR, New Delhi as a National Coordinator for Research and Advocacy. Rajendra has pursued MA in Media and Cultural Studies from Tata Institute of Social Sciences, Mumbai.

Rajendra studied dimensions of platform-work among food delivery persons in New Delhi for this project.

Sarah Zia is an education reporter working with Live Mint, and has previously worked with the Times of India and has undertaken an independent study of mobility and transport in Delhi (focusing on paratransit in Delhi and the Delhi Ring Railway). Sarah has pursued MA in Mass Communication from AJK Mass Communication Research Centre, Jamia Millia Islamia, Delhi.

Sarah studied dimensions of platform-work among taxi drivers in New Delhi for this project.

Simiran Lalvani is currently working as a Consultant at Microsoft Research on a Future of Work project. She has an MA in Development and Labour Studies from the Centre for Informal Sector and Labour Studies, Jawaharlal Nehru University (JNU), New Delhi.

Simiran studied dimensions of platform-work among food delivery persons in Mumbai for this project.

Noopur Raval is a PhD researcher at the University of California Irvine where she studies issues of labor technology. She has also worked with the Wikimedia Foundation and Microsoft Research in the past. She is interested in questions of intersectionality, and is an avid consumer of popular culture and food.

Noopur is a co-principal investigator of this project (along with Sumandro).
