&lt;p&gt;In an attempt to initiate a conversation around #LoSHA, a group of more than twenty students of Ambedkar University, Delhi, organised a series of events in April 2018, under the campaign &lt;a href="https://www.facebook.com/events/2039293892992857/"&gt;‘Questioning The Silence’&lt;/a&gt;. While the primary focus of the initiative was to point to the cultures of sexual harassment in academia, concerns were also raised around the immediate reception of the LoSHA. What the crowdsourced LoSHA by Raya Sarkar, a law student and an Ambedkarite feminist, triggered were a series of responses, including the &lt;a href="https://kafila.online/2017/10/24/statement-by-feminists-on-facebook-campaign-to-name-and-shame/"&gt;Kafila statement&lt;/a&gt;; the second list which was made public on Facebook under the pseudonym Malati Kumari, and later deleted; followed by other lists and sexual harassment accusations in different workspaces; institutional backlash, as the LoSHA accused ‘trusted’ men in positions of power in academic spaces. Many also questioned the credentials of the list or chose to remain silent altogether.&lt;/p&gt;
&lt;p&gt;Coming from an experience of institutionally engaging with the #LoSHA through the #questionthesilence campaign, we propose to conduct a session that seeks to theorize the ‘list’ as a document, the particularity of its form, and list as a medium and a message. What goes into the making of a list, and what are the kind of subjectivities produced through it? How does social media as an internet platform, in the preparation and circulation of the list, determine the discourses that emerge from it? Further, we want to explore the various possibilities of solidarity networks and feminist practices that have emerged post-LoSHA. Given the possibilities of new intimacies and relationships that liberal spaces open up, how have the debates around the LoSHA questioned the contemporary feminist understanding of sexual harassment and violation in these spaces? How has the existing imagination of gender justice been challenged by the LoSHA?&lt;/p&gt;
&lt;p&gt;In an attempt to address these questions, we propose a session with three components. The first part will be a paper presentation which will theoretically engage with the concept of a list. It will explore whether ‘list’ as a medium can define the message, and perhaps mark its limits. It will critically engage with the LoSHA in the larger background of #MeToo with respect to questions around scope for subjectivity in list-making, its potential in questioning power and the ‘due process’ in place, politics around its making, and some of its limitations in addressing the issue of sexual harassment. The second part entails a curated panel discussion with the session organizers as panelists, wherein we will thematically engage with the responses to the #LoSHA, as crowdsourced through our social media accounts on Facebook and Twitter in the month of December. Speaking about the shortcomings of our past engagement, we see a need to approach the LoSHA from different vantage points. The third part of the session will be a poster exhibition, partly curated during the campaign itself, that seeks to demonstrate the kind of problematic remarks normalised under the garb of progressive pedagogy in liberal academic spaces.&lt;/p&gt;
&lt;h4&gt;Session Team&lt;/h4&gt;
&lt;p&gt;&lt;strong&gt;Anannya Chatterjee&lt;/strong&gt; is a trained Bharatnatyam dancer, a Hindustani classical singer and a theatre artist. She is a part of Sar-e-raahguzar, an endeavour to talk about love, resistance, hate crimes and freedom on the streets by employing the art forms she practices. She holds a Masters degree in Gender Studies from Ambedkar University, Delhi, and has written her Masters’ dissertation titled &lt;em&gt;Love, Passion, Peril: A Feminist Understanding of Abuse in Heterosexual Romantic relationships in India&lt;/em&gt;. She has also been a member of &lt;em&gt;Pinjra Tod - Break the Hostel Locks&lt;/em&gt;, and believes in bringing together her art with her feminist politics.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Arunima Singh&lt;/strong&gt; holds a Bachelors deree in History form Lady Shri Ram College for Women, and a Masters degree in Gender Studies from Ambedkar University, Delhi. She has worked as a freelance writer, model, game show host, and is currently working with Swiggy in Sales and Accounts Management. She is a member of &lt;em&gt;Pinjra Tod - Break the Hostel Locks&lt;/em&gt;. She also plans to one day follow her dream of becoming the Jon Stewart of India. She worked on the figure of Bharat Mata for her MA thesis titled: &lt;em&gt;Clothing Womanhood - meanings of modesty and tradition: from colonial modernity to the contemporary&lt;/em&gt;, and wishes to work on studying and deconstructing the discourses around oppression and modesty in her future studies.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Bhanu Priya Gupta&lt;/strong&gt; is an M.Phil. student in Women and Gender Studies at Ambedkar University, Delhi, and Centre for Women’s Development Studies (CWDS), who has been invested in issues of gender, sexuality and mental health. She has previously worked with Indian Social Institute on social conflict among dalit women in rural Haryana. She is a freelance facilitator on gender, violence and identity formation, with People for Parity, and has conducted gender and capacity building workshops in urban and rural Rajasthan with adolescent school children, middle-aged women and village stakeholders. She has also attended training programmes on gender, sexuality and rights, at Crea and TARSHI. She is currently working on physical disability, sexuality and the emergence of disability life writing in India.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Renu Singh&lt;/strong&gt; is a doctoral candidate in Women and Gender Studies Program at Ambedkar University, Delhi, and Centre for Women’s Development Study (CWDS). She holds an M.Phil. degree in Public Health from Jawaharlal Nehru University. Her interdisciplinary training has allowed her to work in the development sector for eight years, while she has also been associated with sexual harassment complaints committees at some of the academic institutions she has been a part of. She is involved with the women’s movement for almost 15 years, especially in Delhi, on issues around social reproduction, affect and care, gender &amp;amp; sexuality, intimacy, love and interpersonal lives. She has also been involved in student politics and is an active member of New Socialist Initiative (NSI) and &lt;em&gt;Stree Mukti Sangathan&lt;/em&gt;. She is currently working on higher education, young women’s aspirations and interpersonal ties in the backdrop of liberalization.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Rhea Bose&lt;/strong&gt; did her Bachelors in Political Science from Lady Shri Ram College for Women, and holds a Masters’ degree in Gender Studies from Ambedkar University, Delhi. Until recently, she was working at Centre for Social Research, Delhi. Her interest in the field of gender has manifested in different ways, including participation in the Indian Association of Women’s Studies (IAWS) where she presented a paper on women in global politics, conducting workshops on gender sensitization in schools as a part of an initiative called &lt;em&gt;Khalbali&lt;/em&gt;.&lt;/p&gt;

&lt;p&gt;Lists are empowering; they offer a method of curating—things, experiences, people, events. As elements of an archive, they are a powerful tool for including and marking something as important. A list is not a neutral collection of objects; it comes into being within a specific logic, an articulated or unseen/unspecified rules, or criteria by which these objects are either included or excluded. In the context of the #MeTooIndia movement, lists have been weaponized by survivors of sexual abuse or harassment, serving to call out behaviours that for many years had been normalized, accepted, or simply ignored, but a patriarchal system. The list, in this instance, becomes a means around which survivors can rally and find support, while also being a tool for punitive action of various kinds, from legal to administrative to social. While “naming and shaming” (or naming to shame) was the purpose that gained currency in the popular discourse, we would like to explore the multiple meanings and experiences that underlie and are implicated by the act of listing. With specific but not exclusive attention to the list that is commonly referred to as LoSHA, the papers on this panel approach the logic and culture of lists and listing as modalities of feminist action.&lt;/p&gt;
&lt;p&gt;To begin with, &lt;strong&gt;Usha Raman&lt;/strong&gt; looks at calling out through listing as a meaning making, legitimating, even therapeutic act for those who participate in the creation of the list as well as those who engage with it in different ways. &lt;strong&gt;Radhika Gajjala&lt;/strong&gt;, along with &lt;strong&gt;Riddhima Sharma&lt;/strong&gt; and &lt;strong&gt;Tarishi Varma&lt;/strong&gt; then go on to discuss the role of feminist digital narratives as evidence and the ways in which they could transgress and rupture institutional/legal/academic institutions and infrastructures. Following this, &lt;strong&gt;Pallavi Guha&lt;/strong&gt; discusses the #MetooIndia movement as the second wave to #LoSha movement, which started in 2017, and points to who and what is still left out of the online narrative of sexual harrassment. &lt;strong&gt;Sai Amulya Komarraju&lt;/strong&gt; applies Sara Ahmed’s ideas about affective economies to look at the responses of feminists and feminist organizations to the two waves of #metoo in India and at the responses of the state and the judiciary following incidents of sexual harassment at work. Finally, &lt;strong&gt;Sugandha Sehgal&lt;/strong&gt; asks, in the context of #LoSHA and #MeTooIndia, how the digital list as spreadable and replicable social media content proliferates online, while also exploring the opportunities digital listing as a form of activism offers to contemporary feminist praxis in the Global South.&lt;/p&gt;

&lt;p&gt;2017 saw the sudden emergence of the hashtag #metoo, both in India and across the world. This has impacted not just the general public of the internet, but also the global movement women's rights movement and feminist discourse around sexual assault, gender and consent. #MeToo allowed (female) survivors of harassment to resort to social media platforms such as Twitter and Facebook as a tool to accuse powerful men of sexual harassment. In 2017, we saw this with Rose McGowan who tweeted about Harvey Weinstein or Raya Sarkar who released #LoSHA, which further erupted in late 2018 into a larger wave of ‘outing’ of Indian perpetrators in media, politics, and other areas of work.&lt;/p&gt;
&lt;p&gt;With #LoSHA and the 2018 wave of #metoo in India, there have been a gamut of responses, even some amount of polarisation, especially among Indian civil society. During #LoSHA, we observed resistance from traditional legal and Human Rights activists and practitioners against acknowledging the unique impact of ‘survivors’ testimonies on social media’ for fear of validating a method that lies outside of ‘due process’ and ‘fair trial’. They reason that due to the ungoverned nature of social media, its platforms are without checks and balances and therefore cannot regulate arbitrary misuse. However, one can argue that social media platforms are indeed regulated by the service providers who have the ultimate power to censor complainants by simply suspending or expelling them from the platform altogether. This became evident when Twitter silenced Rose McGowan and Facebook, Raya Sarkar, promptly after their testimonies began to gather accelerated traction. Thus, the accused may always appeal to the ultimate gatekeepers, the platform providers themselves. It is precisely due to the above stated reasons, that the 2017-2018 wave of social media testimonies has garnered considerable support from a typically contemporary civil society, who recognise the disruption as powerful despite the gaps in the methodology.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Our Proposal&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The tentative proposal is for our team of 2 researchers to carry out a 15-20 minute lightning talk (a conversation or debate) providing a landscape analysis of #metoo, raising specific points of discussion and interest. Following this, we will open up the discussion with the audience in the form of multiple roundtable conversations, which will seek to address the following 2 questions:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;If survivors of sexual harassment are resorting to social media as a ‘means’, or their choice of instrument, what does this imply about the existing fora for due process?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;New and emergent imaginaries/perspectives around the end of ‘justice’ that may lie outside the contours of conventional legal frameworks i.e. to what ‘end’ are these survivors disposed?&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;Our session aims at working towards the following outcomes:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;A comprehensive analysis of the advantages and disadvantages of phenomenon of social media - mediation of justice&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;A current and expanded understanding of 'justice' that is not bound by legal recourse&lt;/li&gt;&lt;/ol&gt;
&lt;h4&gt;Session Team&lt;/h4&gt;
&lt;p&gt;&lt;strong&gt;Esther Anne Victoria Moraes&lt;/strong&gt; (Communications Manager, The YP Foundation) is a feminist activist and researcher who is passionate about expanding the discourse on the evolving forms of rights-based movements. At TYPF, Esther works on building feminist leadership through on-ground programming and on research on youth movements. Esther also works with on communication and public advocacy around issues of health, rights and youth leadership with a focus on young girls and adolescents. She coordinates online and on-ground public advocacy on sexual and reproductive health and rights and access to information through TYPF's national-level campaign, Know Your Body, Know Your Rights.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Manasa Priya Vasudevan&lt;/strong&gt; (Programme Manager, The YP Foundation) is a feminist activist researcher who is passionate about the theory and praxis of social justice in an increasingly internet-mediated world, especially in the context of urbanization and datafication. She has undertaken research and advocacy on issues at the intersections of information communication technologies and social justice, primarily in the area of internet governance. She has actively engaged with international multi-sectoral movement building and strategy, both online and offline. At TYPF, she manages the Know your body know your rights programme. Prior to this, she worked at IT for Change in Bengaluru.&lt;/p&gt;

&lt;p&gt;Digital platforms have been in the news for quite a few years now in India. Some of the most prominent sectors which has seen platforms flourish are transportation, e-commerce, education and social media. But platforms are taking root in other sectors as well, with the potential to disrupt existing businesses.&lt;/p&gt;
&lt;p&gt;The session proposes to examine the attributes of digital platforms, particularly with reference to the quality and regulatory aspects of platforms. Quality influences regulation and vice versa. Depending on the context and type of platform, both of these aspects need to be comprehensively listed and defined to enable platform stakeholders like platform and service providers, users, and regulatory authorities ensure proper and successful conduct of businesses so as to benefit all the stakeholders.&lt;/p&gt;
&lt;p&gt;The session hence deals with the "list" as a taxonomy of attributes. The session is envisaged to consist of two parts. The first part will draw from previous research work by the team on quality attributes of digital platforms and will illustrate the methodological reasoning and some of the challenges faced in the endeavour. This part leans towards an academic contribution to the conference. The second part will focus on the platform attributes important from regulatory perspectives, and will seek to crystallise the emergent attributes in juxtaposition to the quality attributes identified already, with the ultimate goal of identifying a checklist of regulatory attributes for digital platforms which will be of interest to policy planners. The entire exercise is also a step towards establishing a comprehensive taxonomy of platform attributes as a superset of attributes from different perspectives.&lt;/p&gt;
&lt;h4&gt;Session Team&lt;/h4&gt;
&lt;p&gt;&lt;strong&gt;Nandakishore K N&lt;/strong&gt; is a Master of Science by Research student in the IT and Society domain at the International Institute of Information Technology Bangalore (IIIT-B). His recently completed thesis was on design of a Quality of Service framework for digital platforms. Nandakishore joined IIIT-B with an experience of 20+ years in the IT industry, the last decade of which was in project and quality management roles, and includes an 18-year stint with TCS.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Dr. V. Sridhar&lt;/strong&gt; is Professor at the Centre for IT and Public Policy at the International Institute of Information Technology Bangalore (IIIT-B). He is a prolific writer on matters related to telecom regulation and policy in India, with two books and contributions to peer-reviewed leading telecom and information systems journals and prominent business newspapers and magazines. He is a member of GoI committees on Telecom and IT. Dr. Sridhar has taught at many Institutions in the USA, Finland, New Zealand and India, and was the recipient of Nokia Visiting Fellowship. Prior to joining IIIT-B Dr. Sridhar was a Research Fellow at Sasken Communication Technologies. Dr. Sridhar has a Ph.D. from the University of Iowa, U.S.A., Masters in Industrial Engineering from NITIE, Mumbai, and B.E. from the University of Madras, India. &lt;h4&gt;Session Plan&lt;/h4&gt;
&lt;p&gt;All our tangible history can be attributed to our records-making going back to when the records were literally set in stone, so to say, archived using human digits (digital heritage!). Oral traditions such as songs, stories and recitals, performative traditions, arts and other cultural expressions that reaffirm of our collective experiences remain intangible. Stories create Legends, Rituals physically embody the legends through performances, Records attempt to freeze time at a moment. Thereby characterizing culture and memories of a community. Our effort here is to visit and discuss who creates the records, discuss the affordance of lists as an information artefact for exchange, facilitating dialogue and collective meaning-making. We peek at the traditional community of Helavaru as map and genealogy tellers, their legends, rituals / performances and the cultural economy involved in making and circulating the archives of cultural memories in contrast with the technology driven formulation of lists that are founding the Internet culture. Allegorically, if the memory of stone as a medium of a message is still alive in us, how are people included and who all are excluded from our “memories”.&lt;/p&gt;
&lt;p&gt;Our session would be a performative through experimental list artefacts that intend to make visible the interplay between the form of the information artefact and the content. How do we perceive information when the form of the list changes. The implicit structure of lists is suggestive of a certain order, priority and disconnected connections. We intend to play with those structures, breaking them and making new ones in the process. What do we call a list? and what does it do?&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Priyanka and Aditya will bring "poetic" list artefacts that juxtapose traditional aspects of list making and lists as a dynamic phenomenon on the internet (ex. #Metoo).&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Bhanu will introduce the traditional storytelling community of Helavaru as list performers.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Aishwarya will bring in the current context of social auditing and the stories from the ground today, from a rural context.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Dinesh will illustrate 3 ways list are formulated today mathematically, socially and technologically.&lt;/li&gt;&lt;/ul&gt;
&lt;h4&gt;Session Team&lt;/h4&gt;
&lt;p&gt;&lt;strong&gt;Priyanka&lt;/strong&gt; is a new media artist-researcher, currently engaged with Microsoft as an interaction designer. While at Microsoft she solves design problems for the browser, her personal inquiries run deep into understanding people’s lives on the internet, nature of the digital-materiality and its affordances for expression and exchange in networked societies.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Aditya&lt;/strong&gt; is a designer and an entrepreneur always thinking of ways to display information beautifully. Lately he has been working on interfaces for lists to provide a clear stream of reason to anyone through simple model(s) of visualisation of information and, therefore attempt to make knowledge more accessible.&lt;/p&gt;
&lt;p&gt;Priyanka and Aditya intends to play with the form of lists to investigate its effect on narrative construction. They will bring in “poetic-lists” - experimental list artefacts that probe into the implicit order and biases that lists bring to the act of meaning making, especially in the context of a collective audience.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Bhanu Prakash GS&lt;/strong&gt; - As Web application developer at Servelots(.com), he contributes to the open and free software, and has been working on developing tools for delivering visual stories from archives. He has worked with the NCBS@25 project titled “13 Ways” where stories from the history of National Centre for Biological Sciences, Democracy Archives for University of Gottingen, and also on methods to render the folk stories of Vijayadashami rituals into visual stories on the Web.&lt;/p&gt;
&lt;p&gt;Bhanu introduces the ways the Helavaru community, in the pre-internet era, created, “circulated” and mutated Lists of names, facts and events forming the information networks of communities, castes,  jaatis, clans, tribes. The Helavas are a nomadic community visible around Karnataka and Andhra who deck up their bullocks and carts, set out to the villages of their patrons to sing praises of great deeds of their forefathers and the genealogy of the families with great detail, and end their performance with a ritual Harike - a wish for the well being of their patrons. In return they are paid for their services with grains, clothes, goat, sheep, cow, bullocks and money as much as one can afford.&lt;/p&gt;
&lt;p&gt;Their story is an indicator of the cultural economy, of interweaving a web of communities, their systems of socio-political-cultural organisation by developing competence in data indexing, backups and restores, dealing with identity and authentication, conflicts and negotiations and more from generation to generation. The Helavaru claim that each family recorded genealogy of at least 3 lakh families, and passing it on, and also losing in some cases is fascinating.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Aishwarya&lt;/strong&gt; is a Communication Strategist at the Society for Social Audit, Accountability and Transparency (SSAAT) - Andhra Pradesh, Department of Rural Development, Government of Telangana. SSAAT has been set-up with a vision to uphold the concept of eternal vigilance by the people, facilitated by social activists and Government acting in conjunction.&lt;/p&gt;
&lt;p&gt;A social audit is a standardised way of facilitating people to critique the implementation of a welfare scheme, and demand accountability from the government. It is a powerful tool which enables people to come forward, demand information, question officials, and fight for their rightful deliverables of a government scheme. This mechanism ensures transparency in the way a government functions, and has helped recover a lot of money lost to corruption.&lt;/p&gt;
&lt;p&gt;In India, a Supreme Court mandate made the social audits of MGNREGS compulsory in all states. However, Social Audit units have been successful in empowering the people only in a few states. While the SAU facilitates an audit, it is conducted by people from the families of the beneficiaries. One social audit is a 15-day process of record verifications, door-to-door verifications, awareness rallies, a Gram Sabha and a Public Hearing. While a social audit ensures accountability, it lacks the guarantee of enforcement. The different layers of bureaucracy often swallows the essence of public participation and grievance redressal does not have follow-ups.&lt;/p&gt;
&lt;p&gt;All grievances are recorded in the form of paras in the social audit database. While our on-ground social auditors may be socially and politically aware enough to observe and call out patterns in caste and gender discrimination, the results remain, but in a list on the MIS.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Dinesh&lt;/strong&gt; is part of Janastu team - a non-profit group. The team is eager to help address Web content accessibility for the low-literate using social semantic web concepts and are also looking at 3D methods for spatial navigation, location interpretation and storytelling.  Janastu engages with software commons by developing and supporting open source social platforms.&lt;/p&gt;
&lt;p&gt;Dinesh, with a Computer Science background, will bring list comprehension to this platform using map/reduce, monads, and blockchain as the technical formalisms that make the Internet work and how people are made to toe these invisible lines. Then initiate discussions on Machine Learning within the history of page ranking and how the who, where, what of lists manifest. This will be contextualized with the traditional, the social and the new media social networks and processes that nurture community memory by tuning the semantic distance needed for privacy and by making room for forgetting in ways that communities heal from trauma.&lt;/p&gt;

&lt;h4&gt;For the fourth edition of the Internet Researchers’ Conference (IRC19), we invite papers that engage critically with the form, imagination, and politics of the *list* - to present or propose academic, applied, or creative works that explore its social, economic, cultural, material, political, affective, or aesthetic dimensions.&lt;/h4&gt;
&lt;p&gt;Paper abstracts (of not more than 500 words) are to be submitted by &lt;strong&gt;Sunday, December 23&lt;/strong&gt; via email sent to &lt;strong&gt;raw@cis-india.org&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;Authors of selected paper abstracts will be informed by Monday, December 31, and will be expected to present the full paper (either in person, or remotely) at the IRC19 - #List, to be held in Hyderabad during Jan 31 - Feb 2, 2019.&lt;/p&gt;
&lt;p&gt;Selected paper authors, who are unemployed or underemployed, will be offered support to cover travel expenses fully/partially.&lt;/p&gt;
&lt;p&gt;The only eligibility criteria for submitting papers is that they must engage with the thematic of the conference - *list*.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;IRC19: List&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;For the last several years, #MeToo and #LoSHA have set the course for rousing debates within feminist praxis and contemporary global politics. It also foregrounded the ubiquitous presence of the list in its various forms, not only on the internet but across diverse aspects of media culture. Much debate has emerged about specificities and implications of the list as an information artifact, especially in the case of #LoSHA and NRC - its role in creation and curation of information, in building solidarities and communities of practice, its dependencies on networked media infrastructures, its deployment by hegemonic entities and in turn for countering dominant discourses. Directed by the Supreme Court, the Government of India has initiated the National Register of Citizens process of creating an updated list of all Indian citizens in the state of Assam since 2015. This is a list that sets apart legal citizens from illegal immigrants, based on an extended and multi-phase process of announcement of draft lists and their revisions. NRC is producing a list with a specific question: who is a citizen and who is not? UIDAI has produced a list of unique identification number assigned to individuals: a list to connect/aggregate other lists, a meta-list.&lt;/p&gt;
&lt;p&gt;From Mailing Lists to WhatsApp Broadcast Lists, lists have been the very basis of multi-casting capabilities of the early and the recent internets. The list - in terms of list of people receiving a message, list of machines connecting to a router or a tower, list of ‘friends’ and ‘followers’ ‘added’ to your social media persona - structures the open-ended multi-directional information flow possibilities of the internet. It simultaneously engenders networks of connected machines and bodies, topographies of media circulation, and social graphs of affective connections and consumptions. The epistemological, constitutive, and inscriptive functions of the list, as Liam Young documents, have been crucial to the creation of new infrastructures of knowledge, and to understand where the internet emerges as a challenge to these.&lt;/p&gt;
&lt;p&gt;As a media format that is easy to create, circulate, and access (as seen in the number of rescue and relief lists that flood the web during national disasters) or one that is essential in classification and cross-referencing (such as public records and memory institutions), the list becomes an essential trope to understand new media forms today, as the skeletal frame on which much digital content and design is structured and consumed through.&lt;/p&gt;

    <title>The Many Lives and Sites of Internet in Bhubaneswar</title>

        &lt;b&gt;This post by Sailen Routray is part of the 'Studying Internets in India' series. Sailen is a researcher, writer, editor and translator who lives and works in Bhubaneswar. In this essay, he takes a preliminary step towards capturing some of the experiences of running and using internet cafes, experiences that lie at the interstices of (digital) objects and spaces, that are at the same time a history of the internet as well as a personal history of the city.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;The Cybercafé in Bhubaneswar: A Very Personal Introduction&lt;/h2&gt;
&lt;p&gt;Till about ten years back perhaps, mustard-yellow coloured STD booths were as common a part of the Indian urban ecosystem as the common crow. But, as of the middle of 2015, the apparently ever ubiquitous STD booth seems to have gone the way of the sparrow, not yet extinct, but rare enough to evoke a visceral pang of nostalgia whenever one comes across a straggling specimen. But nostalgia is perhaps the wrong word to describe the emotion of ‘missing’ a STD booth in a city like Bhubaneswar.&lt;/p&gt;
&lt;p&gt;The emotion that such urban change evokes in one is perhaps better described by the Odia word moha-maya (which is a combination of two words – maya and moha) which can connote everything from pity to longing to irrational attachment that causes pain. For this writer, more than the STD booth, what causes the most serious pang of moha-maya are the rapidly disappearing cybercafes, although the latter have not quite evaporated so completely as the STD booth.&lt;/p&gt;
&lt;p&gt;This might not sound like too much of a loss for those on the right side of thirty. But to some of us (belonging to what Palash Krishna Mehrotra categorised as ‘The Butterfly Generation’ in the eponymous book) inching towards our first hiccups of an early middle age, this will be just another wry reminder of mortality; all things will fade away, including yours truly.&lt;/p&gt;
&lt;p&gt;I do not remember the first day I accessed the internet. Perhaps the experience was not very startling; I like many others in my generation, I lie between the two Indian extremes to technological innovations – the blind fascination welded with incompetence that characterises so much of the generation of the midnight’s children, and the blind acceptance of all technological innovations by the generation born in the 1990s and 2000s. I, for example, also do not remember the first time I used a telephone. But I do remember for sure, that it was at our Sailashree Vihar home (in Bhubaneswar), to which we shifted in October 1992; because, one remembers for sure that one did not have a telephone connection before then.&lt;/p&gt;
&lt;p&gt;Similarly, I remember where I accessed the internet for the first time, although the details of that first interface escape me now. It was a place called PAN-NET (or was it PLANNET? I can’t be sure; my memory, unfortunately, is like a bamboo sieve; it holds things, but not too much and not for very long) on the edge of the IMFA park in Shahid Nagar. Within a year of this, at least three cybercafés had opened shop near my house in Sailashree Vihar in the Chandrasekharpur area in North Bhubaneswar.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;The Semi-Public Internet&lt;/h2&gt;
&lt;p&gt;Thus, my first experience of accessing the internet, like the majority of Indians of my generation perhaps, was at a ‘public’ place, a cybercafé. What happened as a result, was that the idea of accessing the internet, and not only its usage, as a communal exercise, got embedded deeply inside one’s mind; one saw the internet as a public utility and its usage as public/semi-public acts.&lt;/p&gt;
&lt;p&gt;Sasikanta Bose (name changed), a student of philosophy, feels in a similar way. He learnt to use computers and the internet in cybercafés in the Jagamohan Nagar area, near his college in Bhubaneswar. As a regular writer for webzines earlier, he could not have functioned without these. Although now he accesses the internet through a cable connection and a laptop at home, he still uses cybercafés for taking printouts and for scanning. Over the last few years, Facebook is an additional reason for him to be on the World Wide Web, and he is more comfortable accessing Facebook at home, rather than in a cybercafé. But his primary reason for accessing the net remains to access webzines and reading material on the internet, and he feels this is done much more efficiently at a cybercafé since there is an immediate monetary pressure to get the most returns on the money that one is spending. The cybercafé that he uses the most is EXCEL in Sailashree Vihar.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;The Case of ‘EXCEL’&lt;/h2&gt;
&lt;p&gt;EXCEL is a cybercafé established in the year 2001. Mr. Susant Kumar Behera and Mr. Sukant Kumar Behera (two brothers) are the proprietors. It is located on the ground floor of a house in the sixth phase of Sailashree Vihar. It must be mentioned here in passing that Sailashree Vihar is a strange new locality in Bhubaneswar initially planned and constructed by the Odisha State Housing Board; strange, like a lot of other things that came into being in the 1980s. It has only two ‘phases’, phase six and phase seven; I do not think even the Housing Board knows where the other five phases have meandered off to.&lt;/p&gt;
&lt;p&gt;EXCEL is located on a service road parallel to the main arterial road of Sailashree Vihar that divides the sixth and the seventh phases. When Excel opened, it was opened primarily as a communication center with the cybercafé and the STD-PCO booth as the mainstays of the family concern. The STD booth reached its peak in 2004 and was almost dead by 2006-2007; the increasingly ubiquitous mobile phone effectively killed the PCO business. A coin-operated system was operational till very recently; it was discontinued in 2013. With the death of the PCO booth, EXCEL moved into the mobile voucher business for pre-paid mobiles; but with only two percent commission being offered by most service providers, this is a high-turnover but low-profit business for the shop, and has not been able to replace the revenues and profits of the PCO business.&lt;/p&gt;
&lt;p&gt;Mr. Susant Behera (Bunu bhai to most of his customers and to me as well; and he also happens to be a close friend of one my closest schoolmate’s family friend), says that when they started the cybercafé business, they were very anxious to be a ‘different’ kind of player. Most cybercafés in Bhubaneswar, then offered primarily the illicit joys of pornography as their primary attraction. This was reflected in the very design of the cybercafés; most cybercafés were designed in the form of small cabins with often curtains on their small doors, and the computer screens faced the wall. Therefore, when EXCEL opened shop, I remember it being a refreshingly new kind of cybercafé. All the monitors were placed on reverse ‘U’ shaped tables with the backs of the monitors facing the wall, and the monitor screens facing out towards everyone; there was thus, no privacy. But this completely removed the sleaze that was then associated with cybercafés and the internet, and made the cybercafé popular with new social groups using the internet, such as single young women. EXCEL was and still remains popular with young women as a node for accessing the internet.&lt;/p&gt;
&lt;p&gt;Now EXCEL is a very different kind of space from the time I remember it from my college days (1999-2002). It was, even then, popular with the young. But now it is much more of a safe hang-out place for college going young adults and those who have newly joined the work force, with fast moving snacks items such as puffs (called ‘patties’ in Bhubaneswar) and rolls, and ice cream being sold at the shop. It is much more of tuck shop now, with national and international brands of packaged food such as Haldiram and Nestle fighting for rack space. This transformation started in 2003 itself, two years into the opening the business; but whereas earlier EXCEL was primarily a PCO booth and cybercafé where one could get something to eat, it is primary a tuck shop these days. The shop also functions as a travel agent now, and books all kinds of bus, train and flight tickets.&lt;/p&gt;
&lt;p&gt;The cybercafé still remains important for this family business and contributes around 20% of its total profits; but this is down from an all-time high of 50-60% in 2006-07 and from 30% when the business started in 2001. In the last ten years, the capacity of the café has come down by ten computers, and now it operates with only six systems; till 2010, the café had 20 systems, and by 2012, the number had decreased to 14. A large part of the revenue is now from the ancillary services provided by the cybercafé, such as scanning and printing; data does not drive the business any longer. Even the six systems now operational in EXCEL stay unused for some parts of the day; it operates at full capacity only in the evenings. During the day, often half of the systems lie idle and unused. But the cybercafé in EXCEL has other roles in the family business; it often provides an entry into other services such as ticketing that are offered; often a customer who steps into the shop to take printouts in the cybercafé, ends up buying a recharge voucher for her pre-paid mobile connection, or picks up a family pack of ice-cream for her home.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Imagining a World without Cybercafés&lt;/h2&gt;
&lt;p&gt;Ajay Kumar Puhan (28, from Jajpur district), who works at EXCEL, feels that cybercafés in their present form will survive only for another three to four years. After that period of time they just might survive as glorified ‘printout and scanning’ cafes. He has worked for around nine years at Excel, across the last ten years, since he was 18 years old. Now he is simultaneously studying and is in the final stages of finishing his diploma in mechanical engineering. According to him, the customer profile has drastically changed over the last ten years; only those who cannot and/or do not access the internet through mobile devices come to the cybercafé for their browsing needs. Students also drive demand for the café with their needs for filling up forms. He feels that the situation is very similar in his village as well, with almost everyone who can afford a smart phone has one with an internet pack.&lt;/p&gt;
&lt;p&gt;This decline in the cybercafé component of the family business in EXCEL is reflective of a larger churning in the business. Ten years back there were around ten cybercafés in the greater Sailashree Vihar area. Now only three survive, of which EXCEL is one. Elsewhere in Bhubaneswar, the story is a similar one; often cybercafés have added additional services such as photocopiers or have transformed into gaming stations to survive as businesses. This change has been driven by fundamental transformations in the ways in which the internet is accessed in the country and in the city. Mobile phones have become the dominant device for accessing the internet in Bhubaneswar (and in India), and this has had significant effects on cybercafés in the city. The gentrification of many parts of the city and the consequently increasing rents for commercial property, and increases in wages of attendants at the cafes, are the other reasons why cybercafés are increasingly going the way of PCO-STD booths in the city.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Now, the Semi-Private Internet&lt;/h2&gt;
&lt;p&gt;Rahul (name changed) uses EXCEL very infrequently. But when he was a student in a big engineering college four years back, he used to sometimes go to the bunch of cyber cafes dotting the area surrounding his college in South-west Bhubaneswar. His visits were infrequent; he would go to a cyber café for some project related work, to quickly check his Facebook account, or to get his fix of porn. Even when internet was available at home, the cybercafés offered a sense of freedom because of the anonymity of the interface.&lt;/p&gt;
&lt;p&gt;There was very little regulation of the cybercafés a few years back, and one could get a cabin and access the net without any identity proof. One could have anonymous chats, browse for pornography and watch it in the semi-privacy of a cubicle, or get one’s dose of social networking sites (sometimes registered in a fake name) without the usual fears when one does these from one’s private connecting devices.&lt;/p&gt;
&lt;p&gt;But his accessing the internet through the cybercafés was more often than not a very hesitant activity. Quite a few times there would be people making out in the next cabin; more often than not, these would be seniors or batch-mates from his college. In those days cybercafés were infamous for being places where girls and boys, often college students, with no other place to hang out in, would indulge in some heavy duty necking and petting. The owners of the cafes were aware of what was happening. But they would not interfere, as that would mean turning away customers. Raul did not have a problem with people making out in a cabin that shared the same partition as his cubicle; but, he would feel odd and get a nagging feeling as if he was intruding.&lt;/p&gt;
&lt;p&gt;For Rahul. The semi-publicity of the cyber-café was manifested by its obverse – semi-privacy. He sometimes misses the hothouse atmosphere of the cybercafés of yore, when you could slice the sexual charge in their atmosphere with a scythe, and reap private moments in ‘public’ places. He has not searched for a cybercafé with any urgency in a long time, because he does not need them for his project work; and his smart phone answers his social networking needs. But he feels a certain moha-maya for the semi-privacies of the internet that existed outside the fully private smartphone and the laptop.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Conclusion&lt;/h2&gt;
&lt;p&gt;Moha in sankrit means everything from infatuation, delusion, lack of discrimination, ignorance and falling into error, that are captured in the Odia word as well. The word maya also captures all these meanings in both English and Odia. And moha is a vice, for both Shankara and Buddha. It is a vice for Odia saints such as Achyutananda Das and Arakkhita Das as well, spanning the whole pre-modern experience from the 16th to the 19th centuries. Moha-maya is a feeling, a condition that one has to overcome to arrive at true knowledge – knowledge that simultaneously provides insights into the self and the world. Hence, to be free from moha-maya one needs to stay in the moment; any moha-maya for the past therefore, is supposed to be spiritually debilitating. Therefore, the Odia relationship with the past is a complicated one. One has to honour tradition; yet, one has to be free of moha-maya of the particular, peculiar, material manifestations of the tradition, of the past. This applies as much to dead relatives, as to disappearing socio-technological forms such as the STD booth and the cyber-cafes.&lt;/p&gt;
&lt;p&gt;With the attack on the cybercafé continuing in all these various fronts, it is highly unlikely that it will survive into the third decade of the twenty-first century. But like other attacks on communally shared, semi-public/semi-private social spaces, these attacks of ‘inevitable’ forces of technology and market need to be resisted. But there are no easy answers as to how to go about doing it. As for me, even though I have a laptop and a couple of data cards (one personal, and the other official) through which I access the internet, even when I do not have the need to scan or print, I pay a routine weekly visit to the neighbourhood cybercafé. Token gesture, I know; but when one is fighting forces that are infinitely larger than oneself, one perhaps has to resort to all kinds instruments of resistance, including the token, ‘weapons of the weak’. One cannot eliminate death, but one can definitely prolong life. Especially, when the final moha-maya is for life itself.&lt;/p&gt;

    <title>The Leap of Rhodes or, How India Dealt with the Last Mile Problem - An Inquiry into Technology and Governance: Call for Review </title>

        &lt;b&gt;Re-thinking the Last Mile Problem research project by Ashish Rajadhyaksha is a part of the Researchers @ Work Programme at the Centre for Internet and Society, Bangalore. The ‘last mile’ is a communications term which has a specific Indian variant, where technology has been mapped onto developmentalist–democratic priorities which have propelled communications technologies since at least the invention of radio in the 1940s. For at least 50 years now, the ‘last mile’ has become a mode of a techno-democracy, where connectivity has been directly translated into democratic citizenship. It has provided rationale for successive technological developments, and produced an assumption that the final frontier was just around the corner and that Internet technologies now carry the same burden of breaching that last major barrier to produce a techno-nation. The project has fed into many different activities in teaching, in examining processes of governance and in looking at user behaviour.

&lt;p&gt;Laying out a theoretical review of the history of technologies of archiving in the country, the project aims at building case studies of public and private archives in the country and the needs for a local capacity building network of historians, archivists, technologists and state bodies which exploits the digital and Internet technologies for building new archives of Indian material.&lt;/p&gt;
&lt;p&gt;The monograph has emerged out of the "Rethinking the Last Mile Problem" project that was initiated in September 2008.         &lt;b&gt;The Institute on Internet and Society organized by the Centre for Internet and Society (CIS) with grant supported by the Ford Foundation took place from June 8 to 14, 2013 at the Golden Palms Resort in Bangalore.&lt;/b&gt;
        
&lt;p style="text-align: justify;"&gt;A total of 20 participants spent the seven days in a residential institute, learning about the fundamental technologies of the Internet and topics on which CIS has expertise on such as Accessibility, Openness, Privacy, Digital Natives and Internet Governance.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The participants belonged to various stakeholder groups and it provided a common forum (first of its kind in India) to discuss and share ideas. Twenty-four expert speakers from various domains came to share their knowledge and speak about their work, so as to encourage activity in the field and supply resources from which participants could learn to increase their accessibility, range and funding possibilities, as well as network with the speakers and amongst themselves.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The Institute has triggered a&amp;nbsp; number of follow-up events — those that the participants organized themselves with the help of CIS staff, including Crypto Parties in Bangalore, Delhi and Mumbai, that taught netizens to keep their online communication private. In addition to that, the CIS Access2Knowledge (A2K) team could rope in eight new Wikipedians who will contribute to Wikipedia in Indic languages.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The day wise talks and activities that took place are listed below:&lt;/p&gt;

&lt;h2 style="text-align: justify;"&gt;Day 1: June 8, 2013&lt;/h2&gt;
&lt;p style="text-align: justify;"&gt;The seven day residential Institute began on Saturday, the 8th of June with a warm welcome by Dr. Ravina Aggarwal and Dr. Nirmita Narasimhan. They outlined the purpose of the residential institute and briefly went over the topics which would get covered over the week long duration. This was followed by each of the participants introducing themselves briefly and also stating their expectations from the Institute, why they were attending the same and what they hope to get at the end.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;The Institute proceedings kicked off with the first session, &lt;strong&gt;History of the Internet&lt;/strong&gt; by Pranesh Prakash and Bernadette Längle. Participants learned where the Internet originally came from and how it is organized, as well as different technologies surrounding the Internet. Pranesh Prakash and Bernadette Längle set the start point of the Internet in the late 50's when the Russians send the first satellite in space (Sputnik) and the US founded the DARPA(&lt;em&gt;Defense Advanced Research Projects Agency&lt;/em&gt;), a research agency that was tasked with creating new technologies for military use. DARPA is credited with development of many technologies which have had a major effect on the world, including computer networking, as well as NLS, which was both the first hypertext system, and an important precursor to the contemporary ubiquitous graphical user interface (GUI). A few years later the first four computers were connected to a network.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;After the Network Control Protocol (NCP, later replaced by the TCP/IP)  was invented in 1970, the first applications were made: email  (connecting people), telnet (connecting computers) and the file  transport protocol (FTP) (connecting information) — all of these are  still in use today. Participants were surprised to learn that the Web,  most commonly used today, known to be invented by one single person in  the 90's, actually existed for a long time prior to the '90s.&lt;/p&gt;

&lt;h3 style="text-align: justify;"&gt;Session 2: Domestic Bodies and Mechanisms&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;(by Pranesh Prakash)&lt;br /&gt;After lunch, Pranesh Prakash led the second session about Domestic Bodies and Mechanisms and he started with some of the problems associated with the Domestic Regulatory Bodies:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Lack of coherence and consistency in Internet related policies&lt;/li&gt;
&lt;li&gt;Rather than co-operating, the different agencies compete with each other.&lt;/li&gt;
&lt;li&gt;Communication with the public is of different degrees and openness of different agencies varies.&lt;/li&gt;&lt;/ol&gt;
&lt;ul&gt;
&lt;li style="text-align: justify;"&gt;Department of Electronics and Information Technology (DEITY), is one of the most important public agencies &amp;amp; the CERT-in focuses on issues like malware and content regulation. There is also the STQC (Standard Setting and Quality Setting Body).&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;The work of these organizations is to govern the Internet, bring about better privacy policies and ensure freedom of speech.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Other governing bodies include DOT (Department of Telecommunications) which governs the telecom and internet policies of India. In India, certain content regulation takes place under a notification as part of the IT Act, 2003.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;TRAI (Telecom Regulatory Authority of India) also looks into the tariff, interconnections and quality of telecom sector, spectrum regulation and so on.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;The USOF (Universal Service Obligation Fund) seeks to provide funds for setting up telecom services in rural areas.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Ministry of Information and Broadcasting (MIB) has been extending copyright restrictions to online publications.&lt;/li&gt;&lt;/ul&gt;

&lt;p&gt;(by Nandini C and Vir Kamal Chopra)&lt;br /&gt;&lt;strong&gt;Emerging Trends in Internet Usage with specific focus on BSNL offerings&lt;/strong&gt; (by Vir Kamal Chopra)&lt;br /&gt;Some of the salient points discussed were:&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify;"&gt;In 1995, the VSNL provided internet in 4 metros of India, by 1998 DOT had provided internet in 42 cities.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Some of the facilities internet provides include Tele-education, Tele-medicine, mobile banking, payment of bills via mobile internet, etc.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; BSNL has got maximum broadband market share in India.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Present Scenario, there are 900 million mobiles in India, 430 million wireless connections with capability to access data.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; The total broadband connections are 15 million in country, 10 million provided by BSNL.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Total internet users are 120 million with a growth rate of 30%.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Public access is not only about network intermediaries but about info-mediaries who understand internet.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; BSNL lost Rs 18,000 crores from 3G license.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; 2G to 3G shifting is not seamless and leads to lot of packet loss, and 3G coverage is not as extensive as 2G. Thus 3G is not efficient however; the government has made a lot of money from selling 3G licenses.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Future trends include technology trends for internet access, optical fiber technologies, fiber to the curb, fibre to the home, metro Ethernet, etc. &lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Internet has created an online Public sphere.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; In 2000 Parliament passed the Information Technology Act 2000 and the dot.com boom is seen.&lt;/li&gt;&lt;/ul&gt;

&lt;li style="text-align: justify;"&gt; Relationship b/w women and internet in India&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; 8.4% of women in India have access to internet in India and 43% of women using internet in India perceived it as being an important part of their life.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Some area of concerns include ensuring adequate access of internet for the women, entrenched patriarchies, contextual relevance, the imaginary of ‘public access’.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;The importance of an existing strong social support network, ITC itself cannot open up economic/social empowerment opportunities for women&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; ICT-enabled micro-enterprises may also force the burden of double work on women, who undertake both productive activities for the micro-enterprise and re/productive activities for the household.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; The Internet today has created an online public sphere.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Countering the threat of online violence.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Censorship and content regulation.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Women’s rights and the spaces of internet governance.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Arbitrary censorship and self-regulation by the corporate and slide towards an illusory freedom; state is used as a bogeyman by corporate to create an online culture that is suitable to the corporate values.&lt;/li&gt;&lt;/ul&gt;

The goal of the game was to teach the participants the concept of "Handshake" in Internet terms and why it is important to make sure that integrity of data transferred is maintained.&lt;/div&gt;

&lt;p style="text-align: justify;"&gt;The focus of the second day was more on the nuts and bolts behind the working of the Internet by Dr. Nadeem Akhtar, Wireless Technologies and a case-study in Air Jaldi by Michael Ginguld, Collaborative Knowledge base building by Vishnu Vardhan and Affordable Devices on the Internet by Ravikiran Annaswamy.&lt;/p&gt;

&lt;li style="text-align: justify;"&gt;Data Networks comprise of set of nodes, connected by transmission links, for exchange of data between nodes. &lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Some of the key principles which underpin data networks include digital transmission, multiplexing and data forwarding/routing.&lt;/li&gt;&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;Data networks through ownership include public and private networks.&lt;/li&gt;
&lt;li&gt;Data networks through coverage include local area networks (small area), metro area networks (may comprise of a city) and wide area networks (wide geographic area across cities).&lt;/li&gt;
&lt;li&gt;Protocols include:&lt;br /&gt;

&lt;li style="text-align: justify;"&gt;Open systems interconnection (OSI) model divides a communication system into smaller parts. Each part is referred to as a layer. Similar communication functions are grouped into logical layers.&lt;/li&gt;

&lt;li&gt;All about transmission waves and there are both advantages and disadvantages of the same:&lt;br /&gt;
&lt;ol&gt;
&lt;li style="text-align: justify;"&gt;Pros: higher reach for lower price, overcomes topographic challenges, lower maintenance, less to damage/lose&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Cons: limited resources, maintenance (energy), physical limitations to transfer rates.&lt;/li&gt;&lt;/ol&gt;
&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Satellite/VSAT is a very small aperture tech: a small satellite dish that connects to a geo-static satellite.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Strength: globally usable, can connect from anywhere.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Weakness: signal problems, relatively high installation charge, upstream connection is lower than the downstream, transmitter on satellite is extremely expensive, hence limitation on transmission capacity of the satellite.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; VSATs are not scalable. It is a dead-end tech for usages where data transmission volume is expected to grow.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; 2G Technology for mobile connection.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Limitation in transfer of data, due to technology and encryption limitations but great availability and reasonable price.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;3G Technology has a problem in India; low uptake, leading to low investment, leading to low speed, leading to low uptake. The technology allows for high-speed data transfer but the market condition in India still does not make adequate infrastructural support feasible.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;4G license auction.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;A company bought the country-wide 4G license in the auction. Mukesh Ambani bought the company after some days.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;The present legislation does not allow for VoIP-based Telco operation but that is expected to change soon.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Wifi technology is wireless technology. It is low cost wireless transfer of data.&amp;nbsp; The Public dissemination of the ranges in which data transfer using the WiFi protocol can take place.&amp;nbsp; It was made public in India in January 2005.&lt;br /&gt;
&lt;ol&gt;
&lt;li&gt;Limitations: needs line of sight, limit to data transfer.&lt;/li&gt;
&lt;li&gt;Strength: cheap, de-licensed spectrum usage, easily deployable. &lt;/li&gt;&lt;/ol&gt;
&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; 2G spectrum, 3G spectrum and now 4G spectrum all are part of the wireless technology.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Air Jaldi started in Dharamshala; building wifi connection spanning campuses.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Three types of consumer categories: (1) no coverage, (2) under-served, and (3) ‘deserving clients’. #2 is the most common group. #3 are people who should be served but cannot pay fully for the service, hence are cross-subsidised by group #2.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Deployed and managed by local staff, trained by AirJaldi.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Customer premise equipment: Rs. 3-4k.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; User charges: Rs 975 per month for 512 kbps, Rs 1500 per month for 1 mbps.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Content: by and large, AirJaldi brings infrastructure on which content can ride on, teams with various content providers (like e-learning, rural BPOs, local e-banking etc) for the content side. The biggest drivers are local BPO, banking and retail. The next big driver coming up is entertainment.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; WiMax includes 4g spectrum. &lt;/li&gt;&lt;/ul&gt;

One group was left to itself while the other had some expert inputs from Vishnu Vardhan on how to collaborate and organize the data. After the activity, both teams presented the information that they had collected on "Water".&lt;/p&gt;
&lt;p&gt;The benefits of collaborative authoring such as "everyone's voice  is heard", "various inputs leading to a multi-dimensional thinking" etc  were evident as against a single dimensional thought process that was  seen from the group that was un-assisted.&lt;/p&gt;

&lt;li style="text-align: justify;"&gt;Building a mass knowledge platform is the need of the hour.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;The platform should be user friendly, easily available and adoptable; offline outreach is key to effective use of online platforms.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;The programme&amp;nbsp; should have feedback loop key, behavior statistics data, reinvent and replicate the programme, multi-channel awareness, ‘user connect’ programmes.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;The people should communicate knowledge sharing objectives, make knowledge sharing fun, appoint ambassadors; virtual volunteer community building looks simple but its complex and leads to failure.&lt;/li&gt;&lt;/ul&gt;

This was followed by a site visit in the afternoon to MapUnity. &lt;strong&gt;MapUnity&lt;/strong&gt; develops technology to tackle social problems and&amp;nbsp;development challenges. Their GIS, MIS and mobile technologies are&amp;nbsp;used mostly by government departments and civil society&amp;nbsp; organisations and in the R&amp;amp;D initiatives of commercial ventures.&lt;/p&gt;

&lt;p&gt;Ethernet:&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify;"&gt; A family of computer networking technologies for LANs which was Invented in 1973 and commercially introduced in 1980.&amp;nbsp; The systems communicating over ethernet divide a stream o data into individual packets called frames. Each frame contains source and destination addresses and error-checking data so that damaged data can be detected and re-transmitted.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Ethernet, by definition, is a broadcast protocol&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Any signal can be received by all hosts&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Switching enables individual hosts to communicate&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Digital subscriber line (DSL):&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify;"&gt; DSL uses existing telephone lines to transport data to internet subscribers and the term xDSL is used to refer to a number of similar yet competing forms of DSL technologies which includes ADSL, SDSL, HDSL, HDSL-2, G.SHDL, IDSL, and VDSL.&amp;nbsp; DSL service is delivered simultaneously with wired telephone service on the same telephone line and this is possible because DSL uses higher frequency bands for data.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Asymmetric DSL (ADSL):&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt; ADSL is the most commonly installed technology and an&amp;nbsp;ADSL tech can provide maximum downstream speeds of up to 8 mbps.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Modem and router:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt; Modem is specific to a technology&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Modem is de/modulator, it takes bits coming from one protocol/technology, demodulates it (converts it into original data), and re-modulated the original data to another protocol/technology.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Router allows creation of a local area network, allowing multiple devices to connect to the network and access internet together through the router. It has very high bitrate DSL (VDSL) and goes up to 52 mbps downstream and 16 mbps upstream. The length of the physical connection is limited to 300 meters and the second generation VDSL (CDSL2) provides data rates up to 100 mbps simultaneously in both direction, but maximum available bit rate is still achieved about 300 meters.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Cable:&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify;"&gt; Cable broadband uses existing CATV infrastructure to provide high-access internet access; uses channels specifically reserved for data transfer&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Support simultaneous access to broadband and TV programs&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Cable access tech is built for one-way transmission; hence some congestion takes place for bi-way data transfer, leading to much lower upstream connection relative to downstream connection for data.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Fiber:&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify;"&gt; It is a generic term for any broadband network architecture using optical fiber; fiber to the neighborhood; fiber to the curb;&amp;nbsp; the street cabinet is much closer to the user’s premises, typically within 300m, thus allowing ethernet or radio-based connection to the final users; fiber to the basement; fiber to the home (BSNL already providing); fiber to the desktop&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Passive optical networks (PON)&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Advantages of fiber:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt; Immunity to electromagnetic interference.&lt;/li&gt;
&lt;li&gt; Provides very high data rates at long distances.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; When network links run over several 1000s of meters (e.g., metro area networks), fiber significantly outperforms copper.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Replacing at least part of these links with fiber shortens the remaining copper segments and allows them to run much faster.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; The data rate of a fiber link is typically limited by the terminal equipment rather than the fiber itself.&lt;/li&gt;&lt;/ul&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Assignment&lt;/strong&gt;&lt;br /&gt;Participants were given two options for an assignment to work on in the coming days and they could choose either one.&lt;/p&gt;
&lt;p&gt;Assignment A&lt;br /&gt;The Universal Service Obligation Fund of India has put out a Call for Proposals under two schemes:&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;Tuesday revolved around questions of access and openness. The day kicked off with Archana Gulati, a policy expert in access to ICTs for people with disabilities talking on &lt;strong&gt;Universal Access&lt;/strong&gt;.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt; &lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Ms. Gulati stressed the importance of ICTs for social development. ICTs are a necessary aid in development structures including education, health and increased citizen participation in national affairs &amp;amp; they provide crucial knowledge inputs into productive activities. However, even with the Telecom boom, there still exists an access gap in India, which cannot be covered by commercially viable systems.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;/table&gt;
&lt;p style="text-align: justify;"&gt;This 'actual access gap' exists because of geographic (scattered population, low income, low perceived utility of service, lack of commercial/industrial customers, lack of roads, power, difficult terrain, insurgency), economic (urban poor) and social inequality (gender, disabilities) differences. To achieve Universal Access or Universal Service, additional efforts must be made, so as to include these groups. However, Universal Access and Universal Service, while they may imply the same thing, are very different approaches to deal with the problematic access gap.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Universal service, a term coined by Theodore Vail, president of AT&amp;amp;T in 1906, argued that the government should enforce the usage of only one network. This approach suggests a monopolization of the market and goes against the liberal market principle.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Universal access on the other hand suggests cross-subsidizing the low and no profit service areas by high profit service areas. However, this results in the urban population to get over-charged while the rich rural areas benefit from rural subsidizing.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;So how do we enable a fair and inexpensive network to be able to create access for a large number of people equally? &lt;br /&gt;Ms. Archana Gulati went on to introduce the Sanchar Shakti scheme as a contribution to national access in India. It was initiated with the objective of improving rural SHG access skills, knowledge, financial services and markets through mobile connections and involved several stakeholders like NABARD, handset/modem manufacturers, DoT USOF, Mobile VAS Providers, Lead NGOs, Mobile Service Providers.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;This scheme shows how important is, for the commercial, private and public sector to work together on obtaining accessibility to ITCs.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Session 2: Free and Open Internet&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;(by Pranesh Prakash) &lt;br /&gt;The following session by Pranesh Prakash on &lt;strong&gt;Free and Open Internet&lt;/strong&gt; showed how the internet can still be a restrictive place which does not allow for internet equality. His talk focussed on the concepts of free and open Internet. Prakash started by stating the Freedom of Speech and Expression Article of the Indian Constitution and in an interactive round it was discussed, how these articles are fundamental for securing other basic human rights. This was demonstrated by an example in which the distribution of food did not proceed equally, as misinformation and restrictions led to an inappropriate hoarding of goods. Therefore, it is important for everyone to have that right. In fact, the Indian constitution formulates Article 19 in a positive way, implying not only everyone should have that right, but that the government must promote the upholding of these rights.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;However, in the case of Article 66a, the law actually caused a problem with freedom of speech in itself, as it penalizes sending false and offensive messages through communication services. This is a massive impediment on free speech, as outsiders decide upon what is offensive and what is false.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The other side of freedom of speech and expression is censorship. Online, the removal of websites and editing of content often happens quietly and obscures the fact that someone or something is being censored. Unlike book burnings in the past, which were always made a big political spectacle, often websites are simply removed without a trace, or one is faced with a 404 error, when trying to access it. Because of the offensive content law, journals and magazines are quick to remove supposedly offensive content, as it seems more difficult to engage in argument with the people claiming offense. The CIS proposed a counter-law to secure for this to happen less, as freedom of speech includes the freedom to receive that speech.&lt;/p&gt;

Sunil  Abraham, CIS executive director, stated the importance of free software  and open access of data, as they ensure what he called the four freedoms  of internet usage, namely the freedom to use for any purpose, the  freedom to study, to modify and to share (freely or for a fee).  Proprietary software imposes on these freedoms, as it only has  restrictive use and a strong copyright. However, there are alternatives  that have moderate copyrights, or so-called copy centred perspectives,  or even copyleft, including the above mentioned rights into the terms of  the software usage.&lt;/p&gt;

However, the government of India is doing exactly that and needs to interlink questions of access with copyright law.&lt;/p&gt;

The participants had good ideas. One&amp;nbsp;group placed their mobiles and laptops into the network to&amp;nbsp;have them as nodes. The other group implemented the re-routing around&amp;nbsp;censorship.&lt;/p&gt;

&lt;li&gt; Web Content Accessibility is operable and easily understandable. &lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Accessibility standards include; Daisy (6 types of books including audio and text books) is all about marking up the documents. Really a good way to read but is expensive and time consuming, also need Daisy tools and player to make it work.&lt;/li&gt;
&lt;li&gt; In 1808 the first typewriter was developed to help the blind.&lt;/li&gt;
&lt;li&gt; Considerations involved in Web Accessibility &lt;/li&gt;
&lt;li&gt; Overlap b/w mobile accessibility and web accessibility.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt; Example- Raku Raku phone captured 60% of market share in Japan. It has many assistive features.&lt;/li&gt;

Nonetheless it was important to stress that technology should not be alienated in the process of this separation but seen as an integral part of it, as the digital is as much part of reality as any other technology and has become essential as a technology of change that it brings about not only in scientific but also in social development. Quoting Michel Foucault, Shah argued that technology becomes influential when it changes life, labour and language, which is why research in the field should involve critical ways of thinking about body, space and community.&lt;/td&gt;

Technology does not necessarily taint or corrupt the body, but can also be a way to escape its confines. To put it to a point, we are all born into technology and cannot free ourselves from them, as for example pregnancy already starts with nutritional supplements, regulatory diets and exercise and essentially ends with birth technologies that do not necessarily involve only the digital - we must remember, speech is one of the oldest technologies available today.&lt;/p&gt;

&lt;li style="text-align: justify;"&gt;Strengths: Wide reach, Freedom of speech, Data collection is made easy, Issues can be tackled swiftly, Global communities, singular identities have lot of power. Eg: 190 Million people stood up against Poverty; this kind of mobilization impossible without internet.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Besides local issues even Global issues are addressed an collection of funds becomes easy. Onion.com once a struggling publication in U.S., but now with a global audience it is thriving and it has a healthy reader base today. &lt;/li&gt;
&lt;li style="text-align: justify;"&gt;The Earth Hour helps people connect across space and time.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Weakness: More popularity, more attention; Traditional/Real Protest has become rare and a threat; There is no real action beyond internet, threat of movement is low, there is no real commitment involved in digital activism and just one click is enough to make one ‘feel good’.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Opportunities: Recruitment of protestors for real protests. Diff. b/w real and virtual blurred; anything that affects the mind space is real. The intersection is interesting.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Threats: Total removal of privacy, Government intervention in private issues and there could be misinterpretation of people’s thoughts by certain people.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Traditional vs Digital activism: Traditional fails to provide results whereas clicking a button is as easy as wearing a badge.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Facebook activism: ‘Like Buttons’, People moving away from reading emails, a shift towards use of facebook; creates a sense of belongingness which the traditional activism failed to achieve.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;India against Corruption: used mobile phone effectively.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Social Media has changed the way protests happen globally and in India, one example is Twitter. Change.org is a website which gives freedom to anybody to start a petition without any external source; Awaaz.org another such petition website.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Green Peace launched a Green peace X which was a runaway success. YouTube is another platform for the masses. People today are more interested in watching rather than reading.&lt;/li&gt;

    <title>Not a Goodbye; More a ‘Come Again’: Thoughts on being Research Director at a moment of transition</title>

        &lt;b&gt;As I slowly make the news of my transition from being the Research Director at the Centre for Internet and Society, Bangalore, to taking up a professorship at the Leuphana University, Lueneburg, Germany, there is a question that I am often asked: “Are you going to start a new research centre?” And the answer, for the most part, is “No.”&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Not because I don’t see the value of creating institutional spaces like these or that starting and running CIS has been anything short of a dream, but because I don’t how to. When I tell people I don’t know how CIS came into being, they suspect that I am being either facetious or dismissive. But I am not. If somebody asked me to write an Origin Story for CIS, I would be baffled – or probably sum it up by saying that it happened. There was the germ of an idea, a whole lot of people who responded to it, and like the great Tolkienian epic, it was a story that grew in its telling.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I was 27, when Sunil Abraham, the now Executive Director and I met together in New Delhi, to talk about what a research organisation that represents the public interest at the intersections of Internet &amp;amp; Society would look like. We spent three days in the Delhi heat, coming up with the most fantastic ideas about methods, structures and core areas of interest. It was one of those divine exercises where you build the template for your dream work and then, like a fairy-tale, we had incredible people who came and supported us to make that dream a reality. In six months of that first conversation – I had just turned 28 and was completing the last drafts of my Ph.D. dissertation – CIS got officially registered and with some of the most incredible people, who have been with us, both in their generous affective investment as well as in their intellectual and professional support, we kicked-off a research centre, that has become not only hard to ignore but also significantly important in bringing about scholarly and practice based research around the different facets of how the emergence and widespread reach of the Internet is changing the ways in which we become human, social and political in emerging information societies of the Global South.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the 7 years since that first conversation started, I have learned so much from CIS and the networks that built around it, that it would be impossible to write an exhaustive account of it. However, as I now take up a new position at the CIS as a member of its board, and continue to collaborate with the on-the-ground teams intellectually, from my new position as a Professor, there are five things I want to dwell upon, more to remind myself of important lessons learned, but also as approaches that the new director and team might want to reference:&lt;/p&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Research cannot be individually focused&lt;/b&gt;&lt;br /&gt;One of the things that academic training does is that it promotes the idea of an individual researcher. We write, publish, seek grants and present our work, taking individual credit and building a body of work that is centred on us. True, we collaborate and we participate and we are opening up more distributed modes of learning and research, but at the end of the day, there is still an imagination of a research community that is built of individual scholars who work in a happy symbiosis and synthesis.&lt;br /&gt;&lt;br /&gt;The biggest lesson I learned with the CIS was that research requires collectives – peers, supporters, and critics – that can help materialise a vision. Instead of trying to do ‘my’ research, it was the first time that I was enabling others’ research. I had a say in building the research vision, and establishing protocols of rigour and review, but to have a dream, and then to share it with others, so that it becomes a collective dream was an incredible experience. It was the beginning of a method that I hope informs all my work, where research methods are constantly going to accommodate for and be shaped by collective visions and approaches rather than just the individual as a lone warrior. More than anything else, it reassures us that we are not alone, either in our triumphs or our road-blocks, and it builds a community of thinkers that is more important than just the single authored outputs that we bring out.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Research requires infrastructure&lt;/b&gt;&lt;br /&gt;Institutions are infrastructure. However, our jobs are so segregated, that we don’t always realise the incredible effort that goes into building such institutions and then making them work as efficient infrastructure to support research. It is very rare, in research publications that we thank our everyday office staff, the accounts team that processes the complicated bureaucracies of research funding, the programme managers who create networks and evaluation formats, or the numerous people who perform ‘non-research’ jobs so that we can do the research. &lt;br /&gt;&lt;br /&gt;I had worked in project and programme manager positions before CIS. I had also worked as an independent researcher and consultant before that. But this was the first time I actually took the dual responsibility of not only initiating research but also providing the infrastructure for it. And I know that I am a wiser person for it. The intricate world of fund-raising, managing and developing networks, of implementing and monitoring research projects and contracts, and the need to constantly find sustainable options for the research programmes is something that requires an incredible amount of effort and resources. The researchers often are kept away from this world, or we often just ignore the intense quotidian activities that give us the privilege of doing our work, and my time with CIS taught me not only to appreciate this, but also to recognise these tasks as research.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;All research must try and answer the ‘So What?’ question&lt;/b&gt;&lt;br /&gt;Within academic circles, research has inherent value. We do have the freedom to develop new frameworks and ideas that might not have any immediate relevance and might in fact even fail without seeing the light of day. Academia is privileged because as long as we perform our pedagogic tasks, we have the space to experiment and often work on areas that might not benefit anybody outside the disciplines that we are located in.&lt;br /&gt;&lt;br /&gt;At CIS, working at such close quarters with colleagues who are experts in policy and regulation, research became critical for me. It wasn’t research for research’s sake. It was research with a cause. At the same time, making the research relevant was not an exercise in dumbing it down so that it can be reduced to easy implementation. The effort required at making academic and intellectual research accessible, while still retaining its complexity has been a heady experience for me. Since CIS, I have tried to make sure that all research is able to answer the ‘So What?’ question, and every time, it has made the research more robust, more rigorous and having a greater audience and impact than it would otherwise have. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;To be a research organisation is to be unafraid&lt;/b&gt;&lt;br /&gt;One of the most fantastic things about being a young research organisations was that we were not afraid to voice our opinions and voice them loud. In the last 6 years, CIS has evolved into a strong voice that is not unanimous, but is still clear. We have had disagreements with established research and policy actors. We have critiqued decisions taken by policy and development institutions when we felt that they were flawed. We have provided a critical commentary to different instruments of law and regulation when necessary. We have challenged academic researchers in their methodology as well as in their disconnect from the ‘real world’. And we did it, because early on, the people who guided us, taught us, that research organisations have to be unafraid. &lt;br /&gt;&lt;br /&gt;Unafraid, not just to ask tough questions of those outside, but also of asking tough questions internally. The team, as it has grown, has been a smorgasbord of disciplinary and stakeholder locations. We don’t necessarily speak the same language. We don’t also, agree on many critical points. But we never tried to be a consensus generation institute. Instead, we learned to coexist and even collaborate in our differences – it was something that external partners often had problems with. How can one set of people work towards critically opposing a phenomenon when others might actually write in favour of some of the aspects of that same phenomenon? How is it possible that some in the institute have great collaborations with a network that the others critique persistently in their work? These tensions, for me, have been generative and I hope that they continue, both in the institution but also in my future work.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Researchers are people too&lt;/b&gt;&lt;br /&gt;This is one of the strangest things to realise, but it is a good lesson to remember. Academia and research work through abstractions. At some point, the researchers become names. They become only a body of work, a certain number of words. But dealing with researchers is to deal with human beings. We have to remember that researchers, while they are often driven and passionate and unable to extricate their lives from their work, do have lives and bodies and socialities that need to be managed. Institutions often get driven by matrices of measurement and politics of promotion and evaluation, at the neglect of the people who actually build it. The constant push at CIS was to recognise that we are all too human in our everyday lives. And to build work environments, relationships and spaces that nurture the people we work with is the primary responsibility of all research. &lt;br /&gt;&lt;br /&gt;These points are probably too vague, but this blog post is already too long. I just wanted to take this opportunity to write some ‘Notes to the self’ about things that have been the most important to me in being the co-founder and Research Director at the Centre for Internet and Society. And now, it is time for me to move on. I want to place myself in an academic setting where I learn, I get some headspace to think and write, and do the one thing that I enjoy the most – teach. Starting 1st October 2014&lt;a href="#fn*" name="fr*"&gt;[*] &lt;/a&gt;I am stepping down as the Research Director and taking up a professorship in a new and exciting university, designing courses and research agendas at the intersections of internet studies, media studies, culture studies and aesthetic studies, bringing together some of my most passionate areas of interest. However, I continue to be interested and invested in CIS’ institutional growth. I shall be a part of the search committee as we invite a new Research Director in the Bangalore office, I shall be a part of the Board that governs the CIS, and I shall always think of CIS as my home, continuing mentoring and implementing existing collaborations but also building more, especially towards the pedagogic and knowledge production side of things.&lt;br /&gt;&lt;br /&gt;When the final decisions about this transition were made last week, I had thought I would be emotional and heart broken. Instead, I only feel excited. I have a wonderful set of colleagues in Bangalore, and they, in turn, are at the centre of networks of support, love, empathy and trust. CIS will benefit from having a new Research Director who will bring new visions, new methods, new processes and infrastructure to the table, and I hope that as my own academic career grows, I shall find myself returning to CIS in different capacities and roles, both for what I could contribute to it, but also for what I continue to learn from the rich range and variety of activities that it anchors.&lt;/li&gt;

&lt;p dir="ltr"&gt;The ‘home’ has been a key line of defence in efforts to curtail the spread of COVID-19. Public health recommendations and governmental measures have enforced numerous restrictions on daily living, including physical distancing and isolation, home confinement, and quarantining. These mandates to be at home have relied on the construction, and assumption, of home as a familiar, stable and safe space.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;However, home has always been a site of intense political contestation—be it through the temporal frames of belonging, ideas of citizenship and regionalism, role in the reproduction of capital accumulation, or as material signifiers of social status. Over the past 2 years, digital infrastructures have played an intensified role in the meaning making of the home. Coming to terms with the pandemic entailed an accelerated embedding of digital systems in many of our relationships. Be it with the state, educational institutions, workplaces, or each other. Solutions to the many challenges of infrastructure and mobility emerging over the last year have been sought in digital technologies. The digital mediation of the pandemic has ushered in visions of the ‘new normal’ as situated wholly in the digital.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;While the initial anxieties of living through the pandemic may have now eased, and we make forays into a changed world, the spectre of the ‘next normal’ awaits. As we continue to come to terms with, and find ways to reorient the disruption of life, being at home has acquired many new meanings. What has it meant to be at home, and what is home? What is and has been the role of the internet and digital media technologies in navigating the contours of a changing ‘normal’? How have/can digital technologies help overcome, or exacerbate existing social, economic and political challenges during the pandemic? What forms of digital infrastructure—tools, platforms, devices and services—help build, sustain and alter the notion of home?&lt;/p&gt;
&lt;p dir="ltr"&gt;For IRC22, we invited sessions across a range of formats and themes to explore and challenge conceptions of the home. Different people imagine and experience the home in various ways—as a space of refuge and comfort, but also as one of violence, care, labour and/or movement-building. We invited contributions that speak to these provocations through one or more of the above thematic areas. A set of 12 sessions were finalised for the conference (including 4 individual presentations), based on peer selection by teams and presenters who proposed sessions as well as an external review.&lt;/p&gt;

&lt;h3&gt;&lt;strong&gt;About the IRC Series&lt;/strong&gt;&lt;/h3&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;Researchers and practitioners across the domains of arts, humanities, and social sciences have attempted to understand life on the internet, or life after the internet, and the way digital technologies mediate various aspects of our being today. These attempts have in turn raised new questions around understanding of digital objects, online lives, and virtual networks, and have contributed to complicating disciplinary assumptions, methods, conceptualisations, and boundaries.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;The&amp;nbsp;researchers@work&amp;nbsp;programme at the Centre for Internet and Society (CIS) initiated the Internet Researchers' Conference (IRC) series to address these concerns, and to create an annual temporary space in India, for internet researchers to gather and share experiences.&lt;/p&gt;
&lt;p dir="ltr"&gt;The IRC series is driven by the following interests:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;creating discussion spaces for researchers and practitioners studying internet in India and in other comparable regions,&lt;/li&gt;
&lt;li&gt;foregrounding the multiplicity, hierarchies, tensions, and urgencies of the digital sites and users in India,&lt;/li&gt;
&lt;li&gt;accounting for the various layers, conceptual and material, of experiences and usages of internet and networked digital media in India, and&lt;/li&gt;
&lt;li&gt;exploring and practicing new modes of research and documentation necessitated by new (digital) objects of power/knowledge.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;span id="docs-internal-guid-e32d113c-7fff-b48f-7af4-0a47077cf4a6"&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;The&lt;a href="https://cis-india.org/raw/irc16"&gt; first edition of the Internet Researchers' Conference&lt;/a&gt; series was held in February 2016. It was hosted by the&lt;a href="https://www.jnu.ac.in/SSS/CPS/"&gt; Centre for Political Studies&lt;/a&gt; at Jawaharlal Nehru University, and was supported by the CSCS Digital Innovation Fund. The&lt;a href="https://cis-india.org/raw/irc17"&gt; second Internet Researchers' Conference&lt;/a&gt; was organised in partnership with the&lt;a href="http://citapp.iiitb.ac.in/"&gt; Centre for Information Technology and Public Policy&lt;/a&gt; (CITAPP) at the International Institute of Information Technology Bangalore (IIIT-B) campus on March 03-05, 2017. The&lt;a href="https://cis-india.org/raw/irc18"&gt; third Internet Researchers' Conference&lt;/a&gt; was organised at the&lt;a href="http://www.sambhaavnaa.org/"&gt; Sambhaavnaa Institute&lt;/a&gt;, Kandbari (Himachal Pradesh) during February 22-24, 2018, and the theme of the conference was *offline*. The&lt;a class="external-link" href="https://cis-india.org/raw/irc19-list"&gt; fourth Internet Researcher's Conference &lt;/a&gt;was held at&amp;nbsp;&lt;a class="external-link" href="https://digital.lamakaan.com/"&gt;Lamakaan, Hyderabad&lt;/a&gt; from January 30 - February 01, on the theme of the 'list'.&lt;/p&gt;
