Right to Read Campaign - Kolkata

The nationwide Right to Read campaign which began with its first road show at Loyola College, Chennai is now having its second road show at the West Bengal National University of Juridical Sciences, Kolkata. There will be half day events with publicity. Events shall comprise presentations, debates and demonstrations, book reading sessions and stalls where various accessibility tools will be demonstrated.

Problem Statement

Millions of Indians are unable to read printed material due to disabilities. There are technologies available which can help them read print if the material is converted into an alternate format such as large print, audio, Braille or any electronic format. While the Indian constitution guarantees the “right to read” as a fundamental right, the copyright regime does not permit the conversion of books into accessible formats for the benefit of persons with print impairment, as a result of which a “book famine” is created. International conventions that India is a party to specifically require India to amend its copyright laws for the benefit of persons with disabilities and to make available information and material to persons with disabilities on an equal basis as others. Publishers also do not make books available in accessible formats as a result of which less than 0.5% of books are available in accessible formats in India. As a result persons with print impairments get excluded from the education system and it impacts their career choices.
In addition to this, there are no national Policies or action plan to ensure that publications in accessible formats in all Indian languages are available to persons with print disabilities all over the country.

To gather Indian support for the Treaty for the Blind proposed by the World Blind Union at the World Intellectual Property Organisation (WIPO).

The Right to Read Campaign - Chennai

A nationwide Right to Read campaign began with road shows in the four metro cities of India and was then carried on in other cities. The events comprised of presentations, debates and demonstrations, book reading sessions and setting up of stalls where various accessibility tools were demonstrated. The first road show was held in Loyola College, Chennai on 26th September, 2009.

The Problem Statement

Millions of Indians are unable to read printed material due to disabilities. Technologies are in place which can help them read printed matter if the material gets converted into alternate formats such as large print, audio, Braille or other electronic formats. Whereas the Constitution of India declares “right to read” a fundamental right, the provisions of the Indian Copyright Act, 1957 does not permit conversion of books into accessible formats for the benefit of persons with print impairment, as a result of which a “book famine” is created. International conventions to which India is a signatory to specifically requires it to amend its copyright laws for the benefit of persons with disabilities and make available information and materials to persons with disabilities on an equal basis as others.

Publishers too do not make books available in accessible formats as a result of which less than 0.5 per cent of books are available in accessible formats in India. As a result, persons with print impairments get excluded from the education system and this has a big impact on their career choices. Further, there are no national policies or action plans to ensure that publications in accessible formats in all Indian languages are made available to persons with print disabilities all over the country.

Web Sites Accessibility Evaluation Methodologies: A New Imperative for State Parties to the Convention on the Rights of Persons with Disabilities

W3C-WAI, G3ict and CIS are joining hands to organise the 20th International World Wide Web Conference in Hyderabad, India on March 30, 2011 at the Hyderabad International Convention Centre, Room H-01.

While web accessibility principles and guidelines have already become well known and been adopted by many countries, measuring the accessibility of web sites for users living with different types of disabilities remains a complex endeavor subject to a number of possible methodological challenges. Yet, with web accessibility policies and programs increasingly implemented around the world as a result of the ratification of the Convention on the Rights of Persons with Disabilities (98 countries representing over 75 per cent of the world population), policy makers, organizations of persons with disabilities, web site owners and courts when legal action is taken will inevitably need to rely on well-defined evaluation methodologies and benchmarks.

The panel, which will take place during the first day of the W3C Track with focus on web accessibility and discuss current accessibility evaluation methodologies and their challenges, policy makers requirements, current plans of the W3C-WAI, and practical technical survey methodologies alternatives.

Workshop for Web Developers on Web Accessibility

Solution Exchange, an initiative of the United Nations Agencies in India, and the Centre for Internet and Society are organizing a workshop on web accessibility for web developers from organizations in the public and private sector, with the support of The National Internet Exchange of India (NIXI). The workshop will be held in Delhi from February 16^th-18^th, 2009. CIS' media partner for the event is Disability News India.

This workshop, which will feature seven trainers and about thirty participants, is the first one of its kind, bringing together practitioners from NIC and other government departments, as well as from small and medium enterprises across the country. The primary aim of this workshop is to demonstrate the importance of creating accessible web sites and to educate the developers of government and private web sites on how to incorporate accessibility features into new as well as existing web sites.

The training will comprise both theory-oriented and practical sessions. The trainers will be specialists in various aspects of web accessibility. The main focus will be on WCAG 2.0 guidelines. The participants will be persons already involved in developing web sites with good knowledge of HTML, XML, CSS, etc. The workshop will in a sense not only help in training web developers in accessibility, but will also attempt to increase capacity building by training potential accessibility trainers. There will also be a session where key persons involved in the working groups on accessibility, e-governance architecture and open standards will share the National Informatics Centre perspective.

Many of the sessions will be documented as lessons on accessibility and put up on the CIS web site. As part of the outcome of the workshop, five inaccessible government web sites will be identified and taken up for retrofitting with accessibility features within the next few months.

In its move to support web accessibility, NIXI has already undertaken the translation of the WCAG 2.0 standards into Hindi--the first translation of the WCAG into any Indian language. This is intended to aid web developers in the need for creating accessible web sites.

Privacy Matters — Analyzing the "Right to Privacy Bill"

Privacy India in partnership with International Development Research Centre, Canada, Indian Institute of Technology, Bombay, the Godrej Culture Lab, Tata Institute of Social Sciences, Mumbai and the Centre for Internet and Society, Bangalore is organising "Privacy Matters", a public conference at IIT, Bombay on 21 January 2012.

The conference will focus on the questions and dilemmas posed by privacy in India today, with a concentration on the "Right to Privacy Bill". The right to privacy in India has been a neglected area of study and engagement. Although sectoral legislation deals with privacy issues, India does not as yet have a horizontal legislation that deals comprehensively with privacy across all contexts. The absence of a minimum guarantee of privacy is felt most heavily by marginalized communities, including HIV patients, children, women, sexuality minorities, prisoners, etc. — people who most need to know that sensitive information is protected.

Privacy India was established in 2010 with the objective of raising awareness, sparking civil action and promoting democratic dialogue around privacy challenges and violations in India. One of our goals is to build consensus towards the promulgation of comprehensive privacy legislation in India through consultations with the public, legislators and the legal and academic community.

The event will focus on discussing the challenges and concerns to privacy in India. We invite you to attend the meeting and contribute your views. His presentation will look at the trajectory of privacy through the years from a legal perspective.

Her presentation will define the scope of Article 21 under the Indian Constitution, which protects the right to privacy.

His presentation will focus on the limits of a privacy right when it competes and conflicts with the freedom of speech and expression. He will examine certain provisions of the Draft Privacy Bill questioning how privacy arguments may be used to stifle debate or disclosure made in the public interest.
14:45- 15:30	Sexuality Minorities and Privacy Danish Sheikh graduated from Nalsar University of Law with a B.A., LL.B. (Hons.). Currently, he is a researcher at the Alternative Law Forum in Bangalore. He will examine the status of sexual minorities in the light of privacy framework in India. Culling out some real life examples based on various studies, media reports and judgments from the Supreme Court and the High Courts of Delhi and Allahabad, he will bring to light the privacy violations being committed by both individuals as we all state authorities.

She will discuss the relationship between national security and privacy, from the perspective of surveillance by the state etc.

National IG Mechanisms – Looking at Some Key Design Issues

Concise Description of Workshop:

Such is the unique nature of the Internet that its governance often calls for institutional innovations. The proposed workshop will look at a range of national level IG mechanisms across the world. While the discussion will refer to good models and practices in different countries, it will not be organized around simple show-casing of different national IG mechanisms. The discussion will centre around key contexts, requirements, challenges and possibilities. It will be directed towards examining key institutional design issues, functions and outcomes with regard to national level IG mechanisms with the purpose to help countries make appropriate decisions in their specific contexts. Some of these are; - How should the national commons of Internet resources be managed?- What kinds of mechanisms are appropriate for technical matters, what for those that are partly technical and partly social, and what for larger public policy matters, requiring more political responses? - Should there be a common single mechanism to address all the above kinds of issues, or different ones? How to coordinate different mechanisms, and different parts of the national governance machinery dealing with different aspects or kinds of IG issues? - How to ensure meaningful participation of all stakeholders in a manner that focuses on public interest?- How can the surplus from domain name registration fees etc collected by national IG agencies be employed for public interest purposes, especially, for taking up Internet related research.

International Space Apps Challenge

The International Space Apps Challenge is an international codeathon-style event that will take place over a 48 hour period in cities on all seven continents – and in space – on the weekend of April 21-22, 2012. The event embraces collaborative problem solving with a goal of producing solutions to global challenges. The Centre for Internet & Society is organising the event in Bangalore.

Background

On September 20, 2011, President Obama, together with other heads of state, endorsed the principles of the Open Government Partnership – a new multilateral initiative to promote transparency, participation and collaboration between governments and citizens. Since then, 52 countries have joined the global partnership.

NASA is working with organizations around the world on the International Space Apps Challenge as part of the United States’ domestic commitment to the Open Government Partnership.

How it Works?

Participants such as concerned citizens, discipline experts, engineers, scientists, and software code developers attend events hosted in cities around the world. At these events, individuals collaborate with others by forming teams focused on solving a particular challenge. The teams compete with other teams around the world to utilize publicly available data to design innovative “solutions” to a pre-determined series of global “challenges.” The challenges are collected prior to the event from supporting organizations.

What is the International Space Apps Challenge?
The International Space Apps Challenge is a 2 day technology development event during which citizens from around the world will work together to solve current challenges relevant to both space exploration and social need.
When will it take place?
The International Space Apps Challenge will take place on all seven continents – and in space - on 21-22 April 2012.
Who is leading the Challenge?
On September 20, 2011, President Obama, together with other heads of state, endorsed the principles of the Open Government Partnership – a new multilateral initiative to promote transparency, participation and collaboration between governments and citizens. Since then, 52 countries have joined the global partnership. NASA is working with other organizations around the world on the International Space Apps Challenge as part of the United States’ domestic commitments to the Open Government Partnership.
Who can participate in the Challenge?
Anyone can participate in the International Space Apps Challenge. It requires individuals with a broad range of skills. We are looking for engineers, technologists, scientists, designers, artists, educators, students, entrepreneurs – anyone who has a passion for changing the world and is willing to contribute.
Why should I participate in the Challenge?
You should participate in the Challenge because the toughest challenges of the world are not one nation’s alone, and this is a unique opportunity to develop technology to reach the human race and make the world a better place. Additionally, the Challenge is an opportunity to:
1. Demonstrate a commitment to the principles of the Open Government Partnership.
2. Exercise a government’s interest in using open data and technology, in partnership with others, to address global needs.
3. Engage citizens in countries with little or no investments in space exploration to contribute to space exploration through open source, open data, and code development.
4. Promote Science, Technology, Engineering and Mathematics (STEM) education by encouraging students from around the world to utilize open technology for solutions to global challenges.
5. Encourage international partnership and mutual understanding.
What challenges will be addressed at the event?
Challenges are in development from a wide variety of sources inside and outside of NASA. An initial set has been posted on the site and the community is invited to help develop them collaboratively there. New challenges will continue to be added on a weekly basis in anticipation of the event. To discuss contributing additional challenges or datasets, contact alicia.llewellyn-1@nasa.gov.
Where will the Challenge take place?
Locations in which events are currently planned to be held include San Francisco, US; Tokyo, Japan; Melbourne and Canberra, Australia; Jakarta, Indonesia; Exeter and Oxford, UK; Nairobi, Kenya; Sao Paulo, Brazil; Santo Domingo, Dominican Republic; and McMurdo Station, Antarctica. There will be additional events throughout the world and participation by astronauts on the International Space Station.
What is a codeathon?
A codeathon is a unique event that brings together citizens interested in collaborating on the development solutions that address critical challenges. A codeathon celebrates software development in its most positive context—using minimal resources and maximum brainpower to create outside- the-box solutions in response to interesting problems. Codathons are technology development marathons, drawing on the talents and initiative of the best and the brightest software developers, engineers, designers and technologists from around the world, who volunteer their time to respond to real- world problems with solutions than can have immediate impact. The International Space Apps Challenge is a “codeathon-style” event.
Is the event limited to just software development?
No! Participants in the event will collaborate to build software, open hardware, data visualization, and citizen science platform solutions that contribute to space exploration and solve global challenges that focus on improving life on earth.
What happens at the event?
At the events, individuals collaborate with others by forming teams focused on solving a particular challenge. The teams compete with other teams around the world to utilize publicly available space and data to design innovative “solutions” to a pre- determined series of global “challenges.”
What about licensing and IP rights?
All solutions built at the event must be submitted under a license that permits the free and open dissemination of the work. NASA and the other supporting organizations do not own the rights to nor are committed to utilize any solution developed during the event.
Who organizes the events in each city?
Each event is led as a collaboration between organizations who work together to host an event, mobilize the developer community and contribute to the overall success of the International Space Apps Challenge.
How can organizations get involved?
There is still an opportunity to participate in the International Space Apps Challenge and contribute to an event in your country. We are looking for organizations who are interested in supporting events in cities around the world, as well as for subject matter experts who can share their expertise at the event, either in person or remotely. Essay Review: Digital AlterNatives with a Cause

Hivos and the Centre for Internet & Society (CIS) are pleased to announce the monthly essay review event. It starts from the midnight of February 17 and ends on the midnight of February 26. Hurry! Pick any essay from the four book collective of Digital AlterNatives with a Cause? and send us your reviews.

Hivos and CIS have consolidated their three year knowledge inquiry into the field of youth, technology and change in a four book collective “Digital AlterNatives with a cause?”.

This collaboratively produced collective, edited by Nishant Shah and Fieke Jansen, asks critical and pertinent questions about theory and practice around 'digital revolutions' in a post MENA (Middle East - North Africa) world. It works with multiple vocabularies and frameworks and produces dialogues and conversations between digital natives, academic and research scholars, practitioners, development agencies and corporate structures to examine the nature and practice of digital natives in emerging contexts from the Global South.

The event invites readers from around the world to pick any one essay from the books and review it in the week of 17-26 February 2012.

Cartonama Workshop

HasGeek presents an intensive, hands-on training for managing and building location based services at the Centre for Internet & Society (CIS), Bangalore on 2nd and 3rd March, 2012. CIS is a partner for this event.

About the Workshop

Around 95% smartphone users around the world - which translates to about 468 million people - are using Location Based Services to look for points of interests, ATMs, restaurants, hotels and many other services. They are checking traffic status, and sharing locations and check-ins with friends on various social networks. In the last four years, this industry has grown six times, to a whooping $6 billion.

Cartonama Workshop will provide developers, neo-geographers and entrepreneurs working on location based services with hands-on training on advanced tools to manage and represent their geographic data.

The trainers will help participants to learn use of tools such as databases, tile servers, tile studios, Geocoding APIs, search APIs and JavaScript libraries through an application building exercise. The learning process is interspersed with lectures and discussion sessions on issues such as quality of geographic data, commercialization, licensing and privacy. Speakers

Schuyler Erle
Free Software developer and evangelist for over fifteen years. He was a co-author of 'Mapping Hacks' and 'Google Maps Hacks'. He was also a co-founder of the OpenLayers and TileCache projects, and is a charter member of the OSGeo Foundation. He also works in the fields of wireless networking, intelligent search engines and the Semantic Web and was the lead developer of NoCatAuth which is an open source wireless captive portal. He built geocoder.us, which is an open source United States. address geocoder. More recently, Schuyler helped found the Humanitarian OpenStreetMap Team and serves on its Board of Directors. He currently resides in San Francisco.

Mikel Maron
Programmer and geographer working for impactful community and humanitarian uses of open source and open data. He is co-founder of Ground Truth Initiative, and of the Map Kibera project. He’s on the Board of the OpenStreetMap Foundation, and President of the Humanitarian OpenStreetMap Team, having helped to facilitate the OSM response to the Haiti earthquake. He’s travelled widely, organizing projects in India, Palestine, Egypt, Swaziland, and elsewhere. Previously, he co-founded Mapufacture and worked on collaborative platforms, and geoweb standards, with a wide spectrum of organizations from UN and government agencies to anarchist hacker collectives.

In 2008, Mikel Maron and Schuyler Erle conducted a series of workshops in India. From Delhi to Ludhiana, Pune, Mumbai, Kerala and Bangalore. The workshop series poked people like Arun Ganesh and inspired them to map and build applications. Arun and his friends mapped Chennai extensively and created beautiful maps. They also put the data together into busroutes.in

. BusRoutes.in remains as one of the best examples of using crowdsourced geographic information to create applications that are useful.

Why You Should Attend the Workshop?

The workshop is only open to 30 participants. This is to ensure that the trainers can pay individual attention to each participant.

The workshop will train you with both back-end as well as front-end tools necessary for developing functional location based services and will enable you to build maps which can be used on devices ranging from phones to tablets to computers. It is aimed at teaching you the entire technology stack, right from managing the data to deploying the data on the server, and finally presenting it to your end user. During the hands-on sessions, you will develop web-based location services and learn how to manage your geographic data by creating interactive maps.

Mikel and Schuyler have extensive experience working with interactive maps, open data, Open Street Maps (OSM) and diverse communities on the ground. Participants will benefit immensely from the knowledge, experience and expertise of the trainers.

Tickets are priced at Rs. 10,000. Participants can register through the DoAttend portal. Or, you can pay offline through cheques and DD. Your ticket price covers workshop facilities and the facilitators' travel to India. The Centre for Internet and Society (CIS) has sponsored part of the workshop expenses.

The Centre for Internet & Society

The Centre for Internet and Society (CIS) is a Bangalore-based independent, non-profit research organisation. CIS is primarily involved in research on the Internet and its relationship to society. Through its academic and research programmes, campaigns, and advocacy, CIS brings together scholars, academics, students, programmers and scientists to engage in a large variety of issues concerning the Internet: from histories of the Internet to enhancing accessibility for persons with disabilities, openness, telecom and Internet governance, among others.

HasGeek

HasGeek was initiated in September 2010 to create discussion spaces for developers around emerging technologies. Our events are developer-focused. We began by organizing five editions of the DocType HTML5 conference in Bangalore, Chennai, Pune, Hyderabad and Ahmedabad.

In 2011, we organized a series of events in Bangalore starting with the Android Camp in April, PHP and Cloud Computing in June, JSFoo in October, and Droidcon India in November. Each of these events had an open talks submission and voting system, which made every event more participant-focused.

In 2012, we are attempting to reach out to a wider audience of developers, entrepreneurs and students, across large and small Indian cities, by addressing interesting technology problems such as UI Engineering, Data Science, SMS and email notifications, among others.
