&lt;p&gt;A tentative schedule of the event in three parts:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;&lt;b&gt;A short presentation about Braitenberg Vehicles :&lt;/b&gt;&lt;br /&gt;It is based on a thought experiment by Italian cyberneticist, in his book : ''&lt;i&gt;Vehicles: Experiments in Synthetic Psychology&lt;/i&gt;'' where 'vehicles' with simple sensorimotor capabilites display interesting life-like behaviour WITHOUT the need for internal memory, representation of the environment, or inference. (Basically none of the task based hyper robotic coding/processing) Read more about it here on the wiki page : &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Braitenberg_vehicle"&gt;http://en.wikipedia.org/wiki/Braitenberg_vehicle &lt;/a&gt; &lt;/li&gt;
&lt;li&gt;This will be followed by a &lt;b&gt;quick Hands-on-proactive-workshop&lt;/b&gt;, where we will build some&lt;b&gt; simple&lt;/b&gt; Braitenberg &lt;b&gt;Vehicles, using common motors, wheels, and light sensors, and watch them interact and play with each other&lt;/b&gt;.&lt;br /&gt; 
&lt;ul&gt;
&lt;li&gt;&lt;i&gt;The Technically inclined might ( Well If you don't know electronics,  the block digram will be self explanatory anyway) have fun teaching  eachother how to couple motors with light sensors. Designers can also  contribute to the interaction paradigm/visuals. While others may chill  in the shady part of the lawn with juice, until the vehicle action  starts) &lt;/i&gt;&lt;/li&gt;
&lt;/ul&gt;
&lt;/li&gt;
&lt;li&gt;Finally, a &lt;b&gt;film screening&lt;/b&gt; followed by a short discussion about it ,  revisiting our ideas about &lt;b&gt;robots&lt;/b&gt;, &lt;b&gt;autonomous vehicles&lt;/b&gt;, &lt;b&gt;transport&lt;/b&gt;, &lt;b&gt;society&lt;/b&gt; and &lt;b&gt;policy&lt;/b&gt;, possibly &lt;b&gt;moderated&lt;/b&gt; by &lt;b&gt;volunteers/students/citizen researchers in this field, in a dialogue with the rest of the audience&lt;/b&gt;.  &lt;br /&gt;&lt;br /&gt;Additionally , if anyone  want to build their own vehicles to take home, please email  &lt;a class="external-link" href="mailto:yelena@cis-india.org"&gt;yelena@cis-india.org&lt;/a&gt; (by April 10) for instructions on what to pick up from SP Road&lt;i&gt;.&lt;/i&gt;&lt;/li&gt;

        &lt;b&gt;HasGeek is organising a Cartonama Conference on September 22, 2012 at the TERI Complex in  Bangalore, from 9.30 a.m. to 6.00 p.m.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Cartonama conference is centered around geospatial data, mapping and location based services. It deals with two primary themes: infrastructure for managing geospatial data including mapping software, cartographic techniques and tools; and application of geospatial data, primarily location-based services. Cartonama is open to entrepreneurs, developers, individuals and institutions working with GIS and cartographic techniques, advocacy groups, among others.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We will also host four workshops which will provide hands-on training about tools for managing geospatial data and how to build location-based services. &lt;p&gt;Access India is an informal mailing list for the visually impaired
community in India, in which subscribers primarily discuss technology
and various aspects of its accessibility. Although the Access India
mailing list, originally started in 2002, was intended to be a forum for
discussing technology-related issues for the blind, it has over the
years expanded to cover a whole range of social, educational, cultural,
political
and other issues of significance to the visually impaired community in
India. It is one of the largest mailing
lists of blind persons in India and has roughly 500 members from all
over the
country. Members of the Access India community in various cities hold
informal gatherings from time to time. An annual national meeting of
Access India members is also held, where various issues affecting the
community are discussed in detail.&amp;nbsp;&lt;/p&gt;

        &lt;b&gt;The Centre for Internet and Society (CIS) and Society for Promotion of Alternative Computing and Employment (SPACE) are organizing a workshop on web accessibility for web developers from the public and private sector from September 25th to 26th, 2009. &lt;/b&gt;
        
&lt;p class="MsoPlainText"&gt;The workshop seeks to bring together practitioners from Government Departments, as well as from small and medium enterprises across the country. The primary aim of this workshop is to demonstrate the importance of creating accessible web sites and to educate the developers of government and private web sites on how to incorporate accessibility features into new as well as existing web sites.&lt;/p&gt;
&lt;p class="MsoPlainText"&gt;The training comprises both theory-oriented and practical sessions. The trainers are specialists in various aspects of web accessibility. The main focus will be on WCAG 2.0 guidelines. The workshop is for persons already involved in developing web sites with good knowledge of HTML, XML, CSS, etc. In addition to training web developers in accessibility, the workshop will also serve as a platform for capacity building by training potential accessibility trainers.&lt;/p&gt;
&lt;p class="MsoPlainText"&gt;The programme is supported by Kerala State IT Mission, which runs INSIGHT - ICT Centre for the differently abled in association with SPACE.&lt;/p&gt;
&lt;p&gt;The workshop will take place at Christ Nagar International School, Kowdiar, Thiruvananthapuram, between 09:30-17:30 hours each day.&lt;/p&gt;

        &lt;b&gt;Campaigners for Inclusion is organising an awareness raising event on Right to Read at the Kolkata International Book Fair on February 6, 2010. &lt;/b&gt;
        
&lt;p&gt;Campaigners for Inclusion (a voluntary citizen group imitative of
Sruti Disability Rights Centre &amp;amp; CRY) had introduced the Right to
Read Campaign in Kolkata last November. The programme was hosted by &lt;a class="external-link" href="http://www.nujs.edu/"&gt;National University of Juridical Sciences&lt;/a&gt;
(NUJS) where Nirmita Narsimhan from CIS and Rahul Cherian of Bookbole
were present. Senior academicians like Dr. S. Das, Vice chancellor, &lt;a class="external-link" href="http://www.caluniv.ac.in/"&gt;University of Calcutta&lt;/a&gt;,
Senior Journalists from The Telegraph as well as the Principal of Blind
Boys Academy participated in a panel discussion and interacted with the
audience which comprised of BPOs, DPOs, NGOs and students.&lt;/p&gt;
&lt;p&gt;In continuance with the programme, an awareness raising event is
being organised in the famous Kolkata International Book Fair on 6
February 2010. The volunteer group will be meeting in front of the
Publishers Guild office at 2 p.m. Different Disability groups are
expected to join them there—they will tour the entire Book Fair
complex, with posters and leaflets, and end the tour in front of the
Publishers Guild Office.&amp;nbsp; The campaigners will then give a memorandum
to the officials of the Guild.&lt;/p&gt;
&lt;p&gt;More than one lakh people visit Kolkata Book Fair every day, so
please join us to bring in awareness on non- availability of books for
the print impaired.&lt;/p&gt;

&lt;p&gt;Bookshare.org is an
online digital library with over 7,500 books in English in accessible formats
for people with print disabilities.&amp;nbsp;
Members can read books using any assistive technology such as DAISY, BRF
and text file for only &lt;strong&gt;Rs. 400 per year&lt;/strong&gt;.&lt;strong&gt; &lt;br /&gt;&lt;/strong&gt;&lt;/p&gt;

    <title>ICT, transaction cost and development: The flip side</title>

        &lt;b&gt;A presentation by Prof. Pradoshnath at CIS, Bangalore on Nov 25th, 2009 from 3.30pm to 5pm&lt;/b&gt;
        &lt;h3&gt;Abstract&lt;/h3&gt;
&lt;p&gt;The main observation is that the connectivity matters if and only if it connects the right way. The danger of being at the flip side looms large, if connected wrong way.&lt;/p&gt;
&lt;p&gt;The conclusion is based on a rigorous theoretical understanding of the role of network technology in general and ICT in particular for augmenting the process of social and economic transformation. The theoretical framework also allows us to discover the danger of flip side of the network technology, and tells us that it is not always hunky-dory between ICT (or any network technology for that matter) and social and economic backwardness. Colonial plundering was possible through the adoption of network technologies in colonies.&lt;/p&gt;
&lt;p&gt;ICT is believed to contribute to economic development by reducing the transaction and information cost associated with any economic activities. Transaction cost arises when transactions are made away from the market. There are two streams of arguments here; one, that suggests minimisation of transaction cost as means towards economic efficiency, and the other that considers the act of transactions away from the market is actually the process of value creation of a capitalist enterprise. We argue that both the arguments can be synchronised by partitioning the transaction costs in two broad components of production activities, namely, production (the value creation component, where in lies profit) and procurement. It is in the latter component where transaction cost can be minimised for efficiency, whereas in case of former transaction cost is created by a value creating capitalist enterprise. In reality both the processes are concurrent, and one complements the other.&lt;/p&gt;
&lt;p&gt;It is this comprehensive perspective that enables us a fresh look at the ongoing programmes, and, therefore a general observation that ICTisation in less developed economies in effect make market operations friendlier for the capitalist ventures or inroads in the marginal economies, and create new varieties of distortions in the system. We call this distortion – the flip side of ICTisation, because in the absence of factors that enable make use of connectivity for economic and social gains, the marginalised population of a marginal economy runs the risk of falling in to a new dynamics of exploitation.&lt;/p&gt;
&lt;h3&gt;Profile of Prof. Pradosh Nath&lt;/h3&gt;

&lt;p&gt;An economist working on issues related to applications of science and technology for social and economic development. He is a scientist at National Institute of Science Technology and Development Studies (NISTADS), New Delhi. At present affiliated to the Centre for Culture Media and Governance, Jamia Millia University, New Delhi as Senior Research Fellow, ICSSR, New Delhi. His present research interest is in the area of application of ICT for social and economic development of the marginal economies.  He has published widely in both national and international journals. He has co-authored two books and edited another. He has worked as consultant for IDRC, Canada, WAITRO, Copenhagen, Denmark, and ITU, Geneva. He has been the coordinator of the WAITRO sponsored international programme on ‘Knowledge management for R&amp;amp;D organisation’ conducted in different countries in Asia and Africa.&lt;/p&gt;

are organizing a workshop on web accessibility for web developers from the
public and private sector from June 5 to 7, 2009. The workshop will take place at the Centre for Internet and Society office on Cunningham Road, Bangalore, between

&lt;p style="text-align: justify;"&gt;The
training will comprise both theory-oriented and practical sessions. The
trainers will be specialists in various aspects of web accessibility. The main
focus will be on WCAG 2.0 guidelines. The participants will be persons already
involved in developing web sites with good knowledge of HTML, XML, CSS, etc.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In
addition to training web developers in accessibility, the workshop will also
serve as a platform for capacity building by training potential accessibility
trainers. Many of the sessions will be documented as lessons on accessibility
and put up on the CIS web site.&amp;nbsp; As part
of one of the outcomes of the workshop, five inaccessible government web sites
will be identified and taken up for retrofitting with accessibility features
within the next few months.&lt;/p&gt;

of the primary endeavors of several disability organizations around the country
is to have a national policy which governs electronic accessibility in India. CIS has
been a forerunner in advocating for the policy and is actively working with the
government in formulating the policy. As part of its advocacy efforts, CIS is
also involved in capacity building through organizing workshops and awareness
spreading in the private and public sectors.&lt;/p&gt;

has been building accessible websites since 2005 (sample work at &lt;a href="http://rahulgonsalves.com/projects/"&gt;http://rahulgonsalves.com/projects/&lt;/a&gt;). He has been actively involved in promoting web and accessibility standards.
He spoke at the first international&amp;nbsp; accessibility and technology
conference in India,&amp;nbsp; Techshare 2008,
where he made&amp;nbsp; a case for accessibility and conducted a workshop on
retrofitting accessibility to existing websites, a concern for most large
institutions with an existing online&amp;nbsp; presence (slides available at &lt;a href="http://www.barrierbreak.com/events-conference/techshare_presentations2008.php#track3"&gt;http://www.barrierbreak.com/events-conference/techshare_presentations2008.php#track3&lt;/a&gt;)&lt;/p&gt;
&lt;p align="left" style="text-align: justify;"&gt;In September 2008, he presented a paper examining ways in which people with
various impairments - both physical and mental – engage with online content,
and demonstrated practical ways in which authors can make online content
accessible at the National Conference on ICT for Differently Abled People. He
is a supporter of the push for having a national policy for governing
electronic accessibility in India.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;em&gt;Dinesh Kaushal&lt;/em&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;/p&gt;
&lt;p align="left" style="text-align: justify;"&gt;Dinesh has been involved in
the area of accessibility, specifically product development throughout his
career. He started with developing SAFA (Screen Access for All), which is the
first Indian language screen reader. He worked independently on this for a
year, during which time he&amp;nbsp; got a good
understanding of the complete software development life cycle. SAFA was
envisioned to facilitate reading and&amp;nbsp; writing in Indian languages at
affordable cost, with a view to enabling &amp;nbsp;better jobs and education for persons with blindness
and low vision. SAFA is a unique software as it has to interact with other applications
to get information and present this information to the users in the format
convenient for them. SAFA is currently being used by blind persons in their
jobs, for their studies, and even for their exams and is available in 11 iIdian
languages for which text to speech synthesizers are available. His subsequent
work involved leading a team to develop a Daisy book player. Daisy books are
xml based marked-up digital books which provide efficient access to the
information for persons with blindness. His responsibilities were team
coordination, software requirement specification, design specification, and
monitoring testing. He is presently working with Code Factory as Lead Developer (Braille) for screen readers for the windows mobile platform. This software
enables persons with blindness to get access to mobile phones and PDAs, making
it possible to access information at par with their sighted colleagues. His role
is to provide this information via Braille displays. The Braille display allows
blind persons to read SMS, work with contacts and documents, navigate
with the help of GPS,&amp;nbsp; etc using electronic Braille. This product is available
for more than 20 languages and is available all over the world.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;em&gt;Ajay
Kolhatkar&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;
Dr. Ajay Kolhatkar co-leads the web usability and accessibility research at 
the Web 2.0 Research Labs at SETLabs.&amp;nbsp; Presently he manages the 
evangelization of Web Accessibility Assessment and Remediation product 
called Infosys iProwe developed by their lab. Ajay has a PhD in technology 
marketing from IIT Bombay. His research there focused on Consumer's 
Acceptance of Technology Based Services. The key research problem was 
modeling the attitude-behaviour linkage for technology acceptance and the 
critical role played by personality factors and situational factors. The 
context for the study was Automated Teller Machines. Presently his research 
interests include usability of self-service channels; technology adoption; 
consumer behaviour in technology interfaces etc. An electrical engineer from 
the College of Engineering, Pune and an MBA in Marketing from Symbiosis

&lt;p&gt;The management, staff and students of Loyola College &amp;nbsp;and the Centre for Internet and Society (CIS), Bangalore (in association with department of IT, Government of India and pioneers in educating differently abled and professional bodies like NASSCOM, CSI-Chennai chapter), are proud to announce that we will be hosting a national level conference on the use of Information and Communication Technology for the differently abled / under privileged community in education, employment and entrepreneurship. This conference which will be a momentous occasion will be held from the 1&lt;sup&gt;st&lt;/sup&gt; to the 3&lt;sup&gt;rd&lt;/sup&gt; of December and will be attended by individuals from all walks of life including representatives of the differently abled and under privileged community, government officials, educationalists, researchers, program managers, representatives of international business missions, NGOs and students etc.&lt;/p&gt;
&lt;p&gt;The main aim of this conference is to devise a successful formula through which the lesser privileged people of our society can be provided the opportunity to use the Information and Communication Technology to grow on par with the modernized world. The program will be a three day event ending on the 3&lt;sup&gt;rd&lt;/sup&gt; which happens to be e-accessibility day and the World Disability Day and hence in addition to the specific topics with the opinions, ideas and criticisms of each and every individual which will be heard, discussed and analyzed carefully, we will also be recognizing the many individuals who have contributed their tireless efforts in making Information and Communication technology accessible to all.&lt;/p&gt;
&lt;p&gt;Some of the main aims and themes of this conference would be the Institutional and national responses to technological change, the intersections of Political economy and educational technology. The architecture of learning, Pedagogy in the evolving tech environment, Informal and formal adult education, Multi-grade education, Instructional design and delivery, evaluation and assessment, Strategies and tools for teaching and learning, simulations and gaming, Effects on training institutions and industry, Impacts on educational institutions: effects on faculty, staff, administration, and students; curriculum and program development Intellectual property, Building communities of teachers/educators, e-governance and leadership and so on.&lt;/p&gt;
&lt;p&gt;The focus would be on the various problems faced by the differently abled and the under privileged people in our society especially with respect to education and the use of Information and Communication Technology for their development and tools for language learning especially English, Tamil and Hindi. During the conference, discussions would be made on the ways to implement data mining in such a way that it includes multimedia facilities such as voice over, Globalization and ICT in the labour market, ICT applications and systems contributing to desirable goals, learning, knowledge growth and career patterns in ICT, leadership roles, human needs, skills and competencies needed for proper growth and its effects, etc. These problems and solutions would be discussed on every possible front including the political, the educational the financial level with its usefulness and effects on the under privileged in mind.&lt;/p&gt;

        &lt;b&gt;The nationwide Right to Read campaign which began with its first road show at Loyola College, Chennai is now having its second road show at the West Bengal National University of Juridical Sciences, Kolkata. There will be half day events with publicity. Events shall comprise presentations, debates and demonstrations, book reading sessions and stalls where various accessibility tools will be demonstrated. &lt;/b&gt;
        &lt;p&gt;&lt;img src="https://cis-india.org/home-images/right%20to%20read%20artwork.jpg/image_preview" title="Right to Read" height="387" width="400" alt="Right to Read" class="image-inline" /&gt;&lt;/p&gt;
&lt;p&gt;Problem Statement&lt;/p&gt;
&lt;p&gt;Millions of Indians are unable to read printed material due to disabilities. There are technologies available which can help them read print if the material is converted into an alternate format such as large print, audio, Braille or any electronic format. While the Indian constitution guarantees the “right to read” as a fundamental right, the copyright regime does not permit the conversion of books into accessible formats for the benefit of persons with print impairment, as a result of which a “book famine” is created. International conventions that India is a party to specifically require India to amend its copyright laws for the benefit of persons with disabilities and to make available information and material to persons with disabilities on an equal basis as others. Publishers also do not make books available in accessible formats as a result of which less than 0.5% of books are available in accessible formats in India. As a result persons with print impairments get excluded from the education system and it impacts their career choices.&lt;br /&gt;In addition to this, there are no national Policies or action plan to ensure that publications in accessible formats in all Indian languages are available to persons with print disabilities all over the country.&lt;/p&gt;
&lt;p&gt;Objectives of the Right to Read Campaign&lt;/p&gt;
&lt;p&gt;To accelerate change in copyright law &lt;br /&gt;To raise public awareness on the issue &lt;br /&gt;To gather Indian support for the Treaty for the Blind proposed by the World Blind Union at the World Intellectual Property Organisation (WIPO).&lt;/p&gt;

    <title>The Right to Read Campaign - Chennai</title>

        &lt;b&gt;A nationwide Right to Read campaign began with road shows in the four metro cities of India and was then carried on in other cities. The events comprised of presentations, debates and demonstrations, book reading sessions and setting up of stalls where various accessibility tools were demonstrated. The first road show was held in Loyola College, Chennai on 26th September, 2009. &lt;/b&gt;
        
&lt;h2&gt;The Problem Statement&lt;/h2&gt;
&lt;p&gt;Millions of Indians are unable to read printed material due to disabilities. Technologies are in place&amp;nbsp; which can help them read printed matter if the material gets converted into&amp;nbsp; alternate formats such as large print, audio, Braille or&amp;nbsp; other electronic formats. Whereas the Constitution of India declares “right to read”&amp;nbsp; a fundamental right, the provisions of the Indian Copyright Act, 1957 does not permit&amp;nbsp; conversion of books into accessible formats for the benefit of persons with print impairment, as a result of which a “book famine” is created. International conventions to which India is a signatory to specifically requires it to amend its copyright laws for the benefit of persons with disabilities and&amp;nbsp; make available information and materials to persons with disabilities on an equal basis as others.&lt;/p&gt;
&lt;p&gt;Publishers too do not make books available in accessible formats as a result of which less than 0.5 per cent of books are available in accessible formats in India. As a result, persons with print impairments get excluded from the education system and this has a big impact on their career choices. Further, there are no national policies or action plans to ensure that publications in accessible formats in all Indian languages are made available to persons with print disabilities all over the country.&lt;/p&gt;
&lt;h3&gt;Objectives of the Right to Read Campaign&lt;/h3&gt;
&lt;ul&gt;&lt;li&gt;&amp;nbsp;To accelerate change in copyright law;&lt;/li&gt;&lt;li&gt;To raise public awareness on the issue; and&lt;/li&gt;&lt;li&gt;To gather Indian support for the Treaty for the Blind proposed by the World Blind Union at the World Intellectual Property Organisation (WIPO).&lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;

&lt;p&gt;While web accessibility principles and guidelines have already become well known and been adopted by many countries, measuring the accessibility of web sites for users living with different types of disabilities remains a complex endeavor subject to a number of possible methodological challenges. Yet, with web accessibility policies and programs increasingly implemented around the world as a result of the ratification of the Convention on the Rights of Persons with Disabilities (98 countries representing over 75 per cent of the world population), policy makers, organizations of persons with disabilities, web site owners and courts when legal action is taken will inevitably need to rely on well-defined evaluation methodologies and benchmarks.&lt;/p&gt;
&lt;p&gt;The panel, which will take place during the first day of the W3C Track with focus on web accessibility and discuss current accessibility evaluation methodologies and their challenges, policy makers requirements, current plans of the W3C-WAI, and practical technical survey methodologies alternatives.&lt;/p&gt;

participants, is the first one of its kind, bringing together
practitioners from NIC and other government departments, as well as
from small and medium enterprises across the country.  The
primary aim of this workshop is to demonstrate the importance of
creating accessible web sites and to educate the developers of
government and private web sites on how to incorporate accessibility
features into new as well as existing web sites. &lt;br /&gt;&lt;/p&gt;
&lt;p align="justify"&gt;&lt;br /&gt;&lt;/p&gt;
&lt;p&gt;The
training will comprise both theory-oriented and practical sessions.
The trainers will be specialists in various aspects of web
accessibility. The main focus will be on WCAG 2.0 guidelines. The
participants will be persons already involved in developing web sites
with good knowledge of HTML, XML, CSS, etc. The workshop will in a
sense not only help in training web developers in accessibility, but
will also attempt to increase capacity building by training potential
accessibility trainers. There will also be a session where
key persons involved in the working groups on accessibility, e-governance architecture and open standards will share the
National Informatics Centre perspective. &lt;/p&gt;

&lt;p&gt;Many of the sessions will be documented as
lessons on accessibility and put up on the CIS web site.  As part of
the outcome of the workshop, five inaccessible government web
sites will be identified and taken up for retrofitting with
accessibility features within the next few months. &lt;/p&gt;
&lt;p&gt;&lt;br /&gt;&lt;/p&gt;
&lt;p&gt;In its
move to support web accessibility, NIXI has already undertaken the
translation of the WCAG 2.0 standards into Hindi--the first translation of the WCAG into any Indian language. This is
intended to aid web developers in the need for creating accessible
web sites. &lt;/p&gt;
