        &lt;b&gt;The second workshop of the Maps for Making Change project will take place at the National Institute of Design in Ahmedabad, from 1 until 3 February 2010. The workshop will allow a select group of activists and supporters of social movements and campaigns in India to start developing digital maps that they can use in their advocacy work, under the expert guidance of international digital mapping rights activists, Indian mapping experts, design professionals and techies with an interest in activism. The workshop is organised by the Centre for Internet and Society and Tactical Tech, in cooperation with MediaShala at NID. &lt;/b&gt;
        
&lt;p&gt;
	
	
	&lt;strong&gt;The
aims of the workshop are to: &lt;/strong&gt;&lt;/p&gt;
&lt;p align="LEFT"&gt;&amp;nbsp;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;
&lt;p align="LEFT"&gt;explore
	in depth tools and techniques for mapping&lt;/p&gt;
&lt;/li&gt;&lt;li&gt;
&lt;p align="LEFT"&gt;assist
	participants in starting to develop their own maps in the context of
	the projects that they have suggested&lt;/p&gt;
&lt;/li&gt;&lt;li&gt;
&lt;p align="LEFT"&gt;help
	participants identify important design concerns and elements of
	their project that require attention at an early stage if they are
	to communicate effectively&lt;/p&gt;
&lt;/li&gt;&lt;/ul&gt;
&lt;p align="LEFT"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p align="LEFT"&gt;&lt;strong&gt;By
the end of the workshop, the participants will be able to:&lt;/strong&gt;&lt;/p&gt;

	which mapping tools best suit their project&lt;/p&gt;

        &lt;b&gt;The third and final workshop in the Maps for Making Change project will take place at Visthar, in Bangalore, from 26 until 28 April.  During this workshop, participants will fine-tune and polish their maps; explore ways to connect with broader movements and disseminate their maps among target audiences; and reflect on their own experiences so as to distill learnings that can help us decide where to go from here. While participation in the workshop is closed, the workshop will end with a public event at the CIS office on 28 April, from 4 pm onwards, open to everybody (more information to follow soon).  If you, too, share our interest in mapping for social change, then do join us there.&lt;/b&gt;
        
&lt;p&gt;&lt;strong&gt;The
aims of the workshop are to: &lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;
&lt;p&gt;give
	participants an opportunity to fine-tune and polish their maps, with
	the assistance of others where needed, so that they can be shared
	with a wider audience;&lt;/p&gt;
&lt;/li&gt;&lt;li&gt;
&lt;p&gt;explore
	campaigning tools and strategies for disseminating the maps produced
	among target audiences, including other movements and activists;&lt;/p&gt;
&lt;/li&gt;&lt;li&gt;
&lt;p&gt;distill
	the learnings participants have made from this project, both
	individually and as a group, and prepare a plan to build upon these
	in the future.&lt;/p&gt;
&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;By
the end of the workshop, participants will be able to:&lt;/strong&gt;&lt;/p&gt;

	informed decisions about every step of the design and implementation
	process of a mapping project.&lt;/p&gt;

participants and organisers will be able to:&lt;/strong&gt;&lt;/p&gt;

	the political and ethical challenges of mapping, in particular as

	better the particularities of online activism and ways in which it
	can connect better with activism on the ground in the country;&lt;/p&gt;

	and function as a point of contact for other activists for a network

&lt;p&gt;"Digital Natives with a Cause?" aims to incorporate a first-person narrative of the use of technology by youth for social change into the ongoing dialogue. To do this, several case studies of varying cultural backgrounds and diverse methodologies will be compiled into a book. The case studies will be the result of three-day workshop conducted across the developing world. Last summer the Asian workshop happened in Taiwan. Next spring the South American workshop will take place in Chile.&lt;/p&gt;
&lt;p&gt;"Digital Natives with a Cause?" also aims to incorporate the participants into a broad network of Digital Natives from around the world, with similar methodology and approach. &amp;nbsp;Through this network, Digital Natives will be able to express concerns, share resources, stay connected with peers and learn from each other.&lt;/p&gt;

Overall, you can expect to gain a new perspective about yourself, and the importance of your work.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;ଭୁବନେଶ୍ୱରସ୍ଥିତ ଆଦିବାସୀ ଆବାସିକ ଅନୁଷ୍ଠାନ KISS (କଳିଙ୍ଗ ଇନଷ୍ଟିଚୁଟ ଅଫ ସୋସିଆଲ  ସାଇସେନ୍ସ)ଠାରେ ଏଠାକାର ଶିକ୍ଷକ ଓ ସ୍ନାତକୋତ୍ତର ଛାତ୍ରଛାତ୍ରୀମାନେ ଆଦିବାସୀମାନଙ୍କର  ଭାଷା, ଚଳଣି ଓ ଜନ‌ଜୀବନ ବାବଦରେ ଅନେକ ଗବେଷଣାଭିତ୍ତିକ ପ୍ରସଙ୍ଗ ଏକାଧିକ ଭାଷାରେ  ଲେଖିବାର ଏକ ପ୍ରକଳ୍ପ ଆରମ୍ଭ କରାଯାଇଛି । ପ୍ରାରମ୍ଭିକ ପର୍ଯ୍ୟାୟରେ ଏହି ନ‌ଥିକରଣ  ତିନୋଟି ଭାଷାରେ (ଓଡ଼ିଆ, ଇଂରାଜୀ ଓ ହିନ୍ଦୀ)ରେ କରାଯାଇ KISS ୱେବସାଇଟରେ ଉପଲବ୍ଧ  କରାଯିବ । ଏହି ପ୍ରସଙ୍ଗସମୂହ ଜ୍ଞାନ‌କୋଷ ପରିସରରେ ଥିବାରୁ ଏସବୁକୁ ଉଇକିକରଣ କରି  ଉଇକିପିଡ଼ିଆର ପ୍ରସଙ୍ଗସବୁକୁ ସମୃଦ୍ଧ କରିବା ନିମନ୍ତେ ଏହି ଏହି କର୍ମଶାଳାର ଆୟୋଜନ  କରାଯାଇଛି । ନ‌ଭେମ୍ବର ୧୪ (ଗୁରବାର‌) ଦିନ ସକାଳ ୧୧:୦୦ ରେ ଅନୁଷ୍ଠିତ ହୋଇ ଥିବା &lt;a href="https://or.wikipedia.org/wiki/%E0%AC%89%E0%AC%87%E0%AC%95%E0%AC%BF%E0%AC%AA%E0%AC%BF%E0%AC%A1%E0%AC%BC%E0%AC%BF%E0%AC%86:%E0%AC%95%E0%AC%B0%E0%AD%8D%E0%AC%AE%E0%AC%B6%E0%AC%BE%E0%AC%B3%E0%AC%BE/%E0%AC%AD%E0%AD%81%E0%AC%AC%E0%AC%A8%E0%AD%87%E0%AC%B6%E0%AD%8D%E0%AD%B1%E0%AC%B0/%E0%AD%AD" title="ଉଇକିପିଡ଼ିଆ:କର୍ମଶାଳା/ଭୁବନେଶ୍ୱର/୭"&gt;ପ୍ରଥମ କର୍ମଶାଳାରେ&lt;/a&gt; ଯୋଗଦେଇଥିବା ଶିକ୍ଷକ ଓ ସ୍ନାତକୋତ୍ତର ଛାତ୍ରଛାତ୍ରୀମାନଙ୍କ ନିମନ୍ତେ ଏହା ଏକ ଉନ୍ନତ  କର୍ମଶାଳା । ଏଥିରେ ସେମାନଙ୍କୁ ଦିଆଯାଇଥିବା ପ୍ରସଙ୍ଗଗୁଡ଼ିକୁ ସେମାନେ ସମ୍ପାଦନା କରି  ସେଥିରେ ଅଧିକ ତ‌ଥ୍ୟ ଯୋଡ଼ି ତାହାକୁ ଉନ୍ନ୍ତ କରିବେ । ସମ୍ପାଦନା ପରେ ଆଗାମୀ ଯୋଜନା  ବଆବଦରେ ଆଲୋଚନା କରାଯିବ ।&lt;/p&gt;

        &lt;b&gt;The Access to Knowledge team from the Centre for Internet and Society in collaboration with HEIRA-CSCS, Tumkur University, CILHE-TISS and CCS (IISc) is hosting a one day Digital Humanities consultation on July 13, 2013 at the Indian Institute of Science in Bangalore.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;Note: Following is a draft text which will be updated soon.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;The digital age has had a huge impact on higher education in the last decade, transforming the modalities of both teaching and research. Consequently the very foundations of the systems of knowledge production and dissemination are being re-examined. This is due to the impact that the digital turn has had on already established systems, and to the exciting possibilities that it offers for radically transforming these systems. In tertiary education for instance, one of the ways in which the digital impact has made itself felt is to move the classroom online or to make resources freely available online, thereby providing access for new constituencies.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For researchers, digital archiving and digital publishing has made possible the same widening of access, while also enabling innovative ways of reading traditional objects of inquiry through the use of computational methods. While these developments are not confined to a specific domain of knowledge, the term most often used to reference them has been ‘Digital Humanities’. The term has gained currency worldwide perhaps because of the seeming incongruity of the relationship between the conventional humanities disciplines and what is deemed a technological development. This is a relationship that has not only produced new approaches to old material, but perhaps — even more significantly — reconfigured the objects and domains of inquiry themselves, and re-tooled the modes by which we conduct our research.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The five host institutions have engaged with each other in different collaborative initiatives over the years. Most significant among them have been (a) the exploration of integration, inter-disciplinarity and dialogue between the natural sciences and the social sciences/humanities; and (b) the production and deployment of critical resources in Indian languages in the higher education sector. We seek to bring these interests together in the proposed consultation aimed at setting agendas for digital humanities in India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Exploring the possible connections between the human sciences and the digital domain could throw up many productive directions for the higher education system. One of the biggest challenges facing the system in India today is the issue of access and the quality of that access. In the coming decade, Indian higher education is estimated to achieve a Gross Enrolment Ratio of at least 20% (from the existing 12%). This immense new inflow into the education system poses significant institutional and pedagogic challenges. With English emerging as the global language for knowledge production, there is pressure on the Indian higher education system to move towards English-based teaching and learning. Simultaneously, here is a cognitive issue: of effective comprehension. Students who are first-generation learners are finding it increasingly difficult to negotiate with the English-only curriculum that presents itself to many as an insurmountable hurdle.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A new set of possibilities could open up if one were to examine this issue from the perspective of the Indian languages. For over 150 years these languages have been used in all modern institutions and practices (from banking to statecraft) and have developed their own concept ecologies and rich traditions of public intellectual discourse. Currently these languages and practices are being thrust into the background by the globalization of higher education. Re-inserting them into our classrooms and institutional arrangements would be crucial from two perspectives: a) providing newer avenues for students to re-negotiate curricular content which is predominantly in English and b) infusing new source materials into social, political, economic and cultural research on India, thereby increasing the relevance and dynamism of Indian social sciences and humanities. Needless to say, technology will play a major role in this context. Not only will technology figure prominently in addressing the question of access, equity and outreach, it will also help in bringing hitherto inaccessible intellectual resources into easily available and distributable forms. Also crucial to the question of access is the scalability that digital technology offers.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Through this interdisciplinary consultation, we hope to chart out the possible directions for digital humanities in India, which would include, among others, a strong engagement with Indian languages as well as a rethinking of how the sciences and the humanities could intersect. All of this is likely to hold paradigm-changing consequences for higher education: involving for example online learning, technologically enhanced learning, archival practices, new research methodologies, and the production of new and locally relevant knowledges.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We invite participants to make short presentations of 15 minutes each reflecting on the questions raised in this note, and bringing to the table issues raised by the initiatives in which they have taken part so far.&lt;/p&gt;

&lt;p&gt;Does being offline necessarily mean being disconnected? Beyond anxieties such as FOMO, being offline is also seen as disengagement from a certain milieu of the digital (read: capital), an impediment to the way life is organised by and around technologies in general. However, being offline is not the exception, as examples of internet shutdown and acts on online censorship illustrate the persistence and often alarming regularity of the offline even for the ‘connected’ sections of the population.&lt;/p&gt;
&lt;p&gt;State and commercial providers of internet and telecommunication services work in tandem to produce both the “online” and the “offline” - through content censorship, internet regulation, generalised service provision failures, and so on. Further, efforts to prioritise the use of digital technologies for financial transactions, especially since demonetisation, has led to a not-so-subtle equalisation of the ‘online economy’ with the ‘formal economy’; thus recognising the offline as the zones of informality, corruption, and piracy. This contributes to the offline becoming invisible, and in many cases, illegal, rather than being recognised as a condition that necessarily informs what it means to be digital.&lt;/p&gt;
&lt;p&gt;Who is offline, and is it a choice? The global project of bringing people online has spurred several commendable initiatives in expanding access to digital devices, networks, and content, and often contentious ones such as Free Basics / internet.org, which illustrate the intersectionalities of scale, privilege, and rights that we need to be mindful of when we imagine the offline. Further, the experience of the internet, for a large section of people is often mediated through prior and ongoing experiences of traditional media, and through cultural metaphors and cognitive frames that transcend more practical registers such as consumption and facilitation. How do we approach, study, and represent this disembodied internet – devoid of its hypertext, platforms, devices, it's nuts and bolts, but still tangible through engagement in myriad, personal and often indiscernible ways.&lt;/p&gt;

&lt;p&gt;The Researchers at Work (RAW) programme at the Centre for Internet and Society (CIS) initiated the &lt;a href="https://cis-india.github.io/irc/index.html"&gt;Internet Researchers' Conference (IRC)&lt;/a&gt; series to address these concerns, and to create an annual temporary space in India, for internet researchers to gather and share experiences.&lt;/p&gt;
&lt;p&gt;The IRC series is driven by the following interests:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;creating discussion spaces for researchers and practitioners studying internet in India and in other comparable regions,&lt;/li&gt;
&lt;li&gt;foregrounding the multiplicity, hierarchies, tensions, and urgencies of the digital sites and users in India, accounting for the various layers, conceptual and material, of experiences and usages of internet and networked digital media in India, and&lt;/li&gt;
&lt;li&gt;exploring and practicing new modes of research and documentation necessitated by new (digital) objects of power/knowledge.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;The &lt;a href="https://cis-india.org/raw/irc16"&gt;first edition of the Internet Researchers' Conference&lt;/a&gt; series was held in February 2016. It was hosted by the Centre for Political Studies at Jawaharlal Nehru University, and was supported by the CSCS Digital Innovation Fund. The &lt;a href="https://cis-india.org/raw/irc17"&gt;second Internet Researchers' Conference&lt;/a&gt; was organised in partnership with the Centre for Information Technology and Public Policy (CITAPP) at the International Institute of Information Technology Bangalore (IIIT-B) campus on March 03-05, 2017.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;Recent years have seen a resurgence of popular interest in machine learning and artificial intelligence, as emerging methods have set new scientific benchmarks and introduced classes of neural networks capable of imitating human behavior, among other impressive feats. More importantly, the study of these algorithms is rapidly crossing over into mainstream culture and industry as AI applications begin to inhabit more of our daily lives. Numerous initiatives have appeared, attempting to demystify and make these previously obscure research tracks more accessible to the public. Open source software like Torch, Theano, and TensorFlow have equipped amateurs with the same software which is achieving state-of-the-art results in industry and academia.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;This talk will examine the most recent wave of artistic projects applying these methods in various cultural contexts, producing troves of machine-hallucinated text, images, sounds, and videos, demonstrating a previously unseen capacity for imitating human style and sensibility. These experimental works attempt to show the capacity of these machines for producing aesthetically meaningful media, yet challenging and subverting them to illuminate their most obscure and counterintuitive properties.&lt;/p&gt;

&lt;h3&gt;Undermining the Tyrant’s Protocols: Speculative Fiction and Freedom&lt;/h3&gt;
&lt;p&gt;Story-telling, like the internet, depends on the existence of fixed protocols between the sender and the receiver. However,  by manipulating ambiguity and contexts, speculative fiction constantly creates new and ever-changing protocols of reading. This makes it hard to define what exactly speculative fiction is. Spec-fic may be described as a catch-all term to describe genres such as magic-realism, fabulist fiction, slipstream, science-fiction, fantasy and various fusions thereof.  In my talk, I will outline the history of spec-fic on the subcontinent, and show how it was used by authors such as Kylas Chundar Dutt to undermine imperialist narratives. In the last decade, the internet, which may be conceived as a speculative network, has emerged as another such tool. Internet access in India is growing at an extraordinary rate, but less well-known is the fact that Indian spec-fic is also undergoing a rather remarkable renaissance. I will show that these two threads of development are related, mutually reinforcing, and point to an interesting metaphor of speculative sovereignity, perhaps unique to India, and that serves to undermine any would-be tyrant’s protocols.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Anil Menon&lt;/h3&gt;
&lt;p&gt;Anil Menon’s research work has appeared in peer-reviewed journals such as &lt;em&gt;Intl J. of Neural Networks&lt;/em&gt;, &lt;em&gt;Neural Proc. Letters&lt;/em&gt;, &lt;em&gt;IEEE Trans On Evolutionary Computation&lt;/em&gt;, &lt;em&gt;Foundations of Genetic Algorithms&lt;/em&gt;, &lt;em&gt;British J. of the History of Science&lt;/em&gt;, and &lt;em&gt;Small Business Economics&lt;/em&gt;. His short fiction has appeared in a variety of magazines and anthologies including &lt;em&gt;Interzone&lt;/em&gt;, &lt;em&gt;Interfictions&lt;/em&gt;, &lt;em&gt;Strange Horizons&lt;/em&gt;, &lt;em&gt;Jaggery Lit Review&lt;/em&gt;, and &lt;em&gt;Lady Churchill’s Rosebud Wristlet&lt;/em&gt;. His stories have been translated into German, French, Chinese, Romanian and Hebrew. His debut novel &lt;em&gt;The Beast With Nine Billion Feet&lt;/em&gt; (Zubaan Books, 2010) was short-listed for the 2010 Vodafone-Crossword award and the Carl Brandon Society's 2011 Parallax Award. Along with Vandana Singh, he co-edited &lt;em&gt;Breaking the Bow&lt;/em&gt; (Zubaan Books 2012), an international anthology of speculative fiction inspired by the Ramayana epic. His most recent work is the novel &lt;em&gt;Half Of What I Say&lt;/em&gt; (Bloomsbury, 2015).&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;Over 20 Wikipedians from various corners of India are participating  for a public gathering that is planned on June 3 at the Institute of  Physics at 5 pm.         &lt;b&gt;The Centre for Internet &amp; Society (CIS-A2K) team is organizing the Train the Trainer programme at its office in Bengaluru from June 15 to 17, 2016. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;After two successful iterations of Train the Trainer in 2013 and 2015, CIS-A2K is planning to organize the third iteration of the program. The exact dates and venue of the event have not been decided still, but like our previous iterations, this year also be a 3-days' residential program.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;What's new in TTT 2016&lt;/h3&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li style="text-align: justify; "&gt;&lt;strong&gt;Extensive feedback gathering:&lt;/strong&gt; The planning of TTT 2016 started in mid-April when we started contacting TTT 2015 participants for their ideas and suggestions to design this year's Train-the-Trainer program. We asked them a number of questions such as "what could be improved in the last TTT?, how can be improve this year's TTT etc." We'll reach mailing lists and village pumps for for further inputs. Based on all these suggestions and feedback, this year's TTT will be designed.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;strong&gt;MWT session:&lt;/strong&gt; Based on the feedback we have received, it seems the participants are interested to learn some topics which were previously discussed during MWT. So, MWT sessions many be included in this year's program.&lt;/li&gt;

        &lt;b&gt;The Centre for Internet &amp; Society (CIS) invites you to a discussion on a set of recommendations for Ethical Tech, a report on human rights and private online intermediaries which describes key areas where such actors have responsibilities. The event will be held at CIS office in Bangalore on June 15, 2016 from 5 p.m. to 7 p.m.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The discussion intends to launch a report on human rights and private online intermediaries, which describes key areas where such actors have responsibilities and provides a detailed set of recommendations for Ethical Tech. This work is the culmination of a year long research project led by the Centre for Law and Democracy (CLD), in collaboration with the Arabic Network for Human Rights Information (ANHRI), the Centre for Internet and Society (CIS), Open Net Korea, the Center for Studies on Freedom of Expression and Access to Information at the University of Palermo (CELE) and researchers with the University of Ottawa and the Munk School of Global Affairs at the University of Toronto. The key themes for discussion would include:&lt;/p&gt;
