<p dir="ltr"><strong>CIS : What are the methods or workflow you follow to contribute to your language Wikisource?</strong></p>
<p dir="ltr"><strong>Hrishikes:</strong> <em>Method: I work slowly; try to give meticulous attention. Don't skip pages usually. Work page-by-page upto the last, even if a page is problematic. Come back to previously worked pages time and again, and correct any mistake.</em></p>
<p dir="ltr"><strong>CIS : How is the awareness about Wikisource in your language Wikimedia community?</strong></p>
<p dir="ltr"><strong>Hrishikes:</strong> <em>Awareness is present in the community, but there is disinclination to work in Wikisource, because of templates and other formatting issues</em>.</p>
<p dir="ltr"><strong>CIS : We see there’s a growth in Indic Wikisource movement (showing Amir’s stats), what kind of help does the community need to grow?</strong></p>

<p dir="ltr"><strong>Hrishikes:</strong><em><strong> </strong>I like this project. Main issue is getting the time: extracting time from real life commitments. I have not been active in author/publisher liaison.</em></p>
<p dir="ltr"><strong>CIS : How would you describe the future of Wikisource? What are your personal goals for it?</strong></p>
<p dir="ltr"><strong>Hrishikes:</strong><em>The main problem is: everybody wants to download books and read them offline. Hardly anyone wants to read online. That attitude is going to stay. So we need to concentrate on giving this to the customers. Books downloaded from our site (transcribed books, not scans) should be of very high quality. If we can achieve this, the future may be good.</em></p>

Wikipedia looks to ramp up its Indian language content

<b>Wikipedia is generating more content in major Indian languages with the help of Bengaluru-based Centre for Internet and Society.</b>

<p style="text-align: justify; ">Hundreds of people from across the country are generating online content in local <a href="https://tech.economictimes.indiatimes.com/tag/indian+languages">Indian languages</a> and are even competing in ‘editathons’ that pit contributors of different languages against each other.</p>
<p style="text-align: justify; ">While online encyclopedia <a href="https://tech.economictimes.indiatimes.com/tag/wikipedia">Wikipedia</a>’s content might be exhaustive in English, its content in Indian languages is limited. Keeping this in mind, Wikipedia’s parent organization Wikimedia roped in Bengaluru-based Centre for <a href="https://tech.economictimes.indiatimes.com/news/internet">Internet</a> and Society (CIS) in 2017 and started ‘<a href="https://tech.economictimes.indiatimes.com/tag/project+tiger">Project Tiger</a>’ aimed at generating more content in Indian languages.</p>
<p style="text-align: justify; ">A pilot project was held from December 2017 to May 2018 and another phase of the competition is set to begin next month. The project has generated content in major languages such as Kannada, Tamil, Telugu, Malayalam, Hindi, Marathi, Punjabi, Bengali, Urdu, Odiya and Gujarati.<br /><br />The contributors are from varied age groups, some are also from remote, rural areas and they worked from different cities across the country. Two years ago, Durga Prasanna, a journalism student at Alva’s college in Karnataka’s Dakshina Kannada district, joined a group of contributors to Wikipedia as part of a requirement from the college.</p>
<p style="text-align: justify; ">She got an opportunity to participate in ‘Project Tiger’ last year. She generated Wikipedia entries in Kannada and also in the regional languages of Tulu and Konkani. Apart from Durga, seven other students of her college together contributed over 70 articles in Kannada, and a few in Tulu and Konkani, during the ‘editathon’. “We were provided a long list of topics on which not much literature existed in the local languages and among them, we chose topics based on our interests. For example, I wrote articles on ‘psychologist’ and ‘medicinal plants’,” she said.<br /><br />Another participant, Charan Gill, a 65-year-old former social worker from Patiala, Punjab, was the top contributor in Punjabi. “I wrote 432 articles in a span of two-and-a-half months. However, contributing is not new to me as I have written over 10,000 Wikipedia entries in Punjabi since 2012,” he says.<br /><br />Gill now works with another Wikimedia project, translating literary classics into Punjabi. He is currently translating some works of 19th century Russian author Ivan Turgenev. Thanks to Gill’s contributions, the Punjabi community of contributors won the prize for producing the most articles — 1,320. In Tamil, 1,241 articles were contributed. A total of 78 articles were produced in Kannada by eight members.</p>
<p style="text-align: justify; ">A Gopalkrishna, community advocate for Kannada language, CIS, said all written articles were evaluated by a Wikimedia team to check if they fulfilled all criteria before being uploaded on Wikipedia. “The main idea was to create content in Indian languages. The things most Indian contributors required were internet and hardware support. So participants who had made significant contributions prior to the competition were provided internet connections or laptops,” he said.</p>

Digital Humanities for Indian Higher Education

<b>The Access to Knowledge team from the Centre for Internet and Society in collaboration with HEIRA-CSCS, Tumkur University, CILHE-TISS and CCS (IISc) is hosting a one day Digital Humanities consultation on July 13, 2013 at the Indian Institute of Science in Bangalore.</b>

<hr />
<p style="text-align: justify; ">The digital age has had a huge impact on higher education in the last decade, transforming the modalities of both teaching and research. Consequently the very foundations of the systems of knowledge production and dissemination are being re-examined. This is due to the impact that the digital turn has had on already established systems, and to the exciting possibilities that it offers for radically transforming these systems. In tertiary education for instance, one of the ways in which the digital impact has made itself felt is to move the classroom online or to make resources freely available online, thereby providing access for new constituencies.</p>
<p style="text-align: justify; ">For researchers, digital archiving and digital publishing has made possible the same widening of access, while also enabling innovative ways of reading traditional objects of inquiry through the use of computational methods. While these developments are not confined to a specific domain of knowledge, the term most often used to reference them has been ‘Digital Humanities’. The term has gained currency worldwide perhaps because of the seeming incongruity of the relationship between the conventional humanities disciplines and what is deemed a technological development. This is a relationship that has not only produced new approaches to old material, but perhaps — even more significantly — reconfigured the objects and domains of inquiry themselves, and re-tooled the modes by which we conduct our research.</p>
<p style="text-align: justify; ">The five host institutions have engaged with each other in different collaborative initiatives over the years. Most significant among them have been (a) the exploration of integration, inter-disciplinarity and dialogue between the natural sciences and the social sciences/humanities; and (b) the production and deployment of critical resources in Indian languages in the higher education sector. We seek to bring these interests together in the proposed consultation aimed at setting agendas for digital humanities in India.</p>
<p style="text-align: justify; ">Exploring the possible connections between the human sciences and the digital domain could throw up many productive directions for the higher education system. One of the biggest challenges facing the system in India today is the issue of access and the quality of that access. In the coming decade, Indian higher education is estimated to achieve a Gross Enrolment Ratio of at least 20% (from the existing 12%). This immense new inflow into the education system poses significant institutional and pedagogic challenges. With English emerging as the global language for knowledge production, there is pressure on the Indian higher education system to move towards English-based teaching and learning. Simultaneously, here is a cognitive issue: of effective comprehension. Students who are first-generation learners are finding it increasingly difficult to negotiate with the English-only curriculum that presents itself to many as an insurmountable hurdle.</p>
<p style="text-align: justify; ">A new set of possibilities could open up if one were to examine this issue from the perspective of the Indian languages. For over 150 years these languages have been used in all modern institutions and practices (from banking to statecraft) and have developed their own concept ecologies and rich traditions of public intellectual discourse. Currently these languages and practices are being thrust into the background by the globalization of higher education. Re-inserting them into our classrooms and institutional arrangements would be crucial from two perspectives: a) providing newer avenues for students to re-negotiate curricular content which is predominantly in English and b) infusing new source materials into social, political, economic and cultural research on India, thereby increasing the relevance and dynamism of Indian social sciences and humanities. Needless to say, technology will play a major role in this context. Not only will technology figure prominently in addressing the question of access, equity and outreach, it will also help in bringing hitherto inaccessible intellectual resources into easily available and distributable forms. Also crucial to the question of access is the scalability that digital technology offers.</p>
<p style="text-align: justify; ">Through this interdisciplinary consultation, we hope to chart out the possible directions for digital humanities in India, which would include, among others, a strong engagement with Indian languages as well as a rethinking of how the sciences and the humanities could intersect. All of this is likely to hold paradigm-changing consequences for higher education: involving for example online learning, technologically enhanced learning, archival practices, new research methodologies, and the production of new and locally relevant knowledges.</p>
<p style="text-align: justify; ">We invite participants to make short presentations of 15 minutes each reflecting on the questions raised in this note, and bringing to the table issues raised by the initiatives in which they have taken part so far.</p>

<b>Time Out finds out what Wikipedia’s doing to turn the info mammoth Kannada friendly</b>

<p style="text-align: justify; ">Some Wikipedia numbers: Two hundred and eighty-six languages, 42 lakh articles in English. 2.6 crore articles totally. One lakh articles in Hindi, 50,000 in Telugu and Tamil each. Forty thousand in Marathi; 30,000 in Malayalam; 14,000 articles in Kannada. Number of Kannada Wikipedia contributors: 25. Kannadaspeaking population: 47 million. “That’s half a person working to build this public knowledge repository for every million Kannada speakers,” said Vishnu Vardhan, who directs the Access for Knowledge programme in India, a programme that is anchored by the Centre for Internet and Society. “While Hindi Wikipedia gets 60 lakhs page views per month, Kannada gets nine lakh eyeballs monthly.”</p>
<p style="text-align: justify; ">Vardhan and his team do outreach programmes, training college studentsin Karnataka on Wikipedia and encouraging them to contribute to its growing body of knowledge in Kannada. So far they’ve had 16 programmes and reached out to 2,500 people. Vardhan admits that there’s a mixed response. “It’s not a labour of love for everyone. Some people are excited to contribute, others feel it’s too much work.”<b> </b></p>
<p style="text-align: justify; ">But he believes it’s important to get across the main message: that Wikipedia is a public knowledge infrastructure for the future. “In our minds libraries, books, newspapers, archives are knowledge repositories,” he said. “But the book is a relatively recent phenomenon, only about a hundred years old. And now everything is becoming the Internet. What is going to happen to our language or culture in the digital era?” Vardhan explains to people that this is the gap they could be filling by taking part in Indian language Wikipedia.<b> </b></p>
<p style="text-align: justify; ">On the agenda for the coming year is growing the content in five Indian language Wikipedias, including Kannada. It’s a gargantuan task. Nobody gets paid to write on Wikipedia and there are technical challenges: you need browser support, Kannada fonts, and most keyboard layouts are in English. But as Vardhan says the Kannada font can be downloaded for free.<b> </b></p>
<p style="text-align: justify; ">But free knowledge communities in each language have to overcome hurdles if there’s to be a valuable repository of knowledge for the public in Indian languages. “We are all netizens. We are all educated, metro people. We’re comfortable accessing the Internet but how many of us use it in our own language? Do we type in Kannada or write in Kannada? <p style="text-align: justify; "><b>Could you tell us about a little about yourself?</b> <br /> I worked as a scientist at Bhabha Atomic Research Center (BARC) in Mumbai for 15 years before getting into the emerging field of computers and Indian languages. I started the first Kannada website, and the first Kannada online magazine. I also created the first Indian language version (Kannada) of Logo software, a popular programming language for children and advised the Government of Karnataka on standarising Kannada on computers. I now work with the Centre for Internet and Society as part of the Access to Knowledge team.</p>
<p style="text-align: justify; "><b>How has Kannada changed in the past two decades?</b> <br /> There have been lots of changes. It is mostly Kanglish now, no more Kannada. Most people have replaced common Kannada words like “appa”, “amma”, “anna”, “akka”, “chikkappa”, “atte”, with dad, mom, bro, sis, uncle, aunty. Nobody uses Kannada numbers. Go to any shop and the shopkeeper will give you the price in English and not in Kannada. Even the display boards in shops are now in English. Common vegetables and fruits names are now displayed in English. I don’t know the names of common vegetables and fruits in English so I can’t rely on the boards for information. I either know the vegetable by looking at it or I don’t. If the price board is moved slightly, then I won’t know the price of the vegetable. For example, in Reliance Fresh, they write “coccinea” for our common vegetable which we know as “tondekaayi”. Let them write coccinea in English script. But why do they write that in Kannada script?<b> </b></p>
<p style="text-align: justify; "><b>How have information and communication technologies influenced Kannada language over the years? </b>About ten or 15 years ago when developments in IT were rapid, the implementation of Kannada in IT was not keeping pace with time. Hence people thought it was not possible to use Kannada in IT. But that has changed now. Whatever is possible with English in IT is now possible with Kannada also. But people lack awareness and willingness to adopt it. Wherever there is computerisation, it is automatically in English and not Kannada. For, example, the online booking of tickets by KSRTC is in English only. Technically it is now possible to develop a data-driven website in Kannada. But KSRTC is not willing to do so.<b> </b></p>
<p style="text-align: justify; "><b>Any Kannada lingo that didn’t exist two decades?</b> <br /> There are many. Some samples: “message maadu”, “delete maadu”, “missed call kodu”, “update maadu”, “copy maadu”. Most of them are derived from using technology.<b> </b></p>
<b>What have been the biggest influences on the Kannada language in recent times?</b> <br /> Mobile phones, smart phones, FM radio, TV channels, and movies.</td>

WIPO reaches agreement on treaty for blind

<b>Officials at the World Intellectual Property Organisation have reached an agreement to provide wider access to books for the visually impaired in different countries, a long-pending demand of the World Blind Union and activist groups. </b>

<p style="text-align: justify; ">If officially approved, the treaty will help distribution of specially formatted books for the blind and visually impaired in different countries by removing copyright law hurdles. For instance, US-based Bookshare, which is an online library for people with sight disabilities, has about 200,000 books in its collection, but only about 75,000 of them can be distributed in the UK because of copyright restrictions.</p>
<p class="mceContentBody documentContent" style="text-align: justify; ">According to the Intellectual Property Watch website that track international policy on the subject, the agreement was reached over the weekend in Marrakesh, Morocco, where a conference to facilitate access to published books for people with sight disabilities is being held.</p>
<p class="mceContentBody documentContent" style="text-align: justify; ">“The text, which has not been presented to the conference plenary, nor adopted yet, also addresses the issue known as ‘the Berne gap’, which refers to countries which are not part of international treaties governing copyright, such as the Berne Convention for the Protection of Literary and Artistic Works, the World Trade Organization Agreement on Trade-Related Intellectual Property Rights (TRIPS), and the WIPO Copyright Treaty,” the website said in a report on 24 June.</p>
<p class="mceContentBody documentContent" style="text-align: justify; ">According to the World Health Organisation (WHO), India has 63 million visually impaired people, of whom about 8 million are blind.</p>
<p class="mceContentBody documentContent" style="text-align: justify; ">Experts such as <span class="person"><a href="http://www.livemint.com/Search/Link/Keyword/Sunil%20Abraham">Sunil Abraham </a></span>of the Centre for Internet and Society said Indian negotiators played a crucial role in pushing for these amendments.</p>
<p class="mceContentBody documentContent" style="text-align: justify; ">“India’s copyright law after the latest amendment has a very robust exception for the disabled. It is disability neutral and works neutral. We must applaud the Indian negotiators for exporting Indian best practice to global copyright policy. India continues to be a leader in WIPO when it comes to protecting the public interest and facilitating access to knowledge,” said Abraham.</p>
<p class="mceContentBody documentContent" style="text-align: justify; ">The treaty, which promotes sharing the books in any format for the blind or visually impaired, is expected to alleviate the “book famine” experienced by many of the WHO-estimated 300 million people suffering from such disability in the world, Intellectual Property Watch said.</p>
<p class="mceContentBody documentContent" style="text-align: justify; ">“The treaty however is both disability specific, i.e. the visually impaired, and works specific, mostly targeted at ending the book famine,” Abraham said.</p>

Governance in the Age of the Internet and Free Trade Agreements

<p style="text-align: justify; ">In the age of accelerated international trade and the promotion of free flowing cross-border data transactions, countries and regions are working towards forming a commonly agreed modus operandi and protocols. These protocols seek to facilitate the growth of e-trade, ensure a secure data flow(economic transactions) and protection of its data in the network. In the recent, there has been strong attention by consumers and businesses with the growing scope and content of these agreements addressing Intellectual Property (IP). Emerging trend studies show that there is a growing practices to incorporate mutually exclusive arrangements without involving other stakeholders which happens in closed door negotiations i.e. government to government.</p>
<p style="text-align: justify; ">For instance, the European’s Anti-Counterfeiting Trade Agreement (ACTA) proposal and the U.S. Trans-Pacific Partnership Agreement (TPP).</p>
<p style="text-align: justify; ">The bigger concern raised by other stakeholders has been the secrecy of these arrangements and the insufficient protection of consumers and citizens rights in its consideration. So far, the lack of legitimacy and proportionality of legal policy measures has created unintended consequences and collateral damages in far reaching manners whether socially, economically or technologically. Citing practices of filtering technology, deep packet inspection, and Internet cut-off, are introduced by internet service providers to meet legal requirements. Activities in question may vary from country to country, some focus on violations of intellectual property, some on the control of political voices.</p>
<p style="text-align: justify; ">Notably, list of concerns have been raised explicitly by UN Special Rapporteur to adhere to the promotion and protection of the right to freedom of opinion and expression were recommended.</p>
<p style="text-align: justify; ">This workshop is aim to create discussion on the related topics among stakeholders both in Thailand and in the region of the direct and indirect implications of various developments.</p>
<p style="text-align: justify; "><b>Target:</b> Regulators, consumer rights, human rights activities, Lawyers</p>
<p><b>Expected Outcomes</b></p>
<ul>
<li style="text-align: justify; ">Understanding the dynamics of free trade agreements (i.e. APEC, TPP, and ACTA) and its implications on Internet regulations, national sovereignty, and civil rights from various perspectives. (Big picture)</li>
<li style="text-align: justify; ">Basic understanding of how various policy and technology related measures or solutions (i.e. digital rights management technology and deep-packet inspection) are used to address Intellectual Property (IP) and how it directly impacts freedom of expression and individual privacy.</li>
<li style="text-align: justify; ">Looking Ahead: The developments and upcoming legislations/regulation challenges in both Thailand and the region i.e. new draft of Computer-related Crime Act, new draft of Copyright Act, and the Personal Data Protection Bill.</li>

Nichole Saad from the Wikimedia Foundation visits Christ University

<p dir="ltr">Nichole Saad, Program Manager, Wikipedia Education Program, Wikimedia Foundation visited Christ University, Bengaluru to conduct a periodic review of the Wikipedia Education Program. The meeting was conducted along with CIS-A2K and Department of Language faculty: Dr. Mallika Krishnaswami, Dr. K.A. Sebastian, Dr. Rathi and Dr. Shivaprasad.</p>
<p><strong id="docs-internal-guid-49701e61-659a-cb4a-79c1-b0c9232d01b5"><br /></strong></p>
<p dir="ltr">The review kicked off with an introduction to Ms. Saad regarding the work that has been going on at the University. Registrar, Dr. Anil Pinto addressed the gathering of faculty of the Department of Languages and CIS-A2K team members. Student representative Shamama was also present.</p>
<p><strong><br /></strong></p>
<p dir="ltr">Upon giving an introduction to the University itself, Dr. Pinto spoke about the genesis of the Program which was, at its heart, a loss of interest in languages. He spoke of the various ways in which the program has engaged with language: promoting science in regional language, publishing Christ University books on Wikisource, digitising old/ rare books, in addition to editing of articles, creating articles and creating articles in their specialities. On the future of the program, he felt that moving ahead to asking "faculty member in other disciplines if they can accept assignments submitted in languages other than English(despite the fact that the medium of instruction is English)” would be a good way forward. Dr. Pinto continued, “Wikipedia is the best tool available to us to go digital. We are happy that Wikipedia builds in the process and our students also learn.” He said that there were also plans to get all PhD students to go through a Wikipedia workshop to create knowledge specific to their subject.</p>
<p><strong><br /></strong></p>
<p dir="ltr">Speaking next, Tanveer, Program Manager, CIS-A2K, expressed his gratitude to Christ University for enabling CIS-A2K to conduct the Wikipedia Education program at the University. He pointed out that even before the WMF started thinking about the New Readers program, CIS-A2K had engaging students at Christ University who had not previously engaged with Wikipedia. This marked a shifting away from digital learning to critical thinking in knowledge production and creation.</p>
<p><strong><br /></strong></p>
<p dir="ltr">Just as in other WEP programs, there has been an inclination towards a specific topic. For example, Pune University has been working on gender. When this all comes together, it gives a composite view of knowledge production in indian language. There is also the need to escalate the discussion to a core academic level- a fruitful engagement mode with different points of view.</p>
<p><strong><br /></strong></p>
<p dir="ltr">CIS-A2K’s WEP interventions have also been offering certificate courses for students as well as internships in order to understand a) the work their peers have done and b) the value addition they can do. This is exciting because this results in a large outreach and lends to learn and thinking on our feet constantly. As with every intervention, there are challenges that astonish that we need to think about and integrate into our work. In conclusion, he pointed out that the WEP at Christ is a challenge that CIS-A2K relishes.</p>
<p><strong><br /></strong></p>
<p dir="ltr">The attendees further discussed the need to not only keep the community abreast of WEP activities but to also acknowledge and understand the feeling of ownership that comes with working on Wikimedia projects. Another commendable feature of the WEP at Christ remains the fact that students take on the role of campus ambassadors. The outcomes of the program have been documented in the Kannada media with a paper presentation as well. The attendees discussed possible research outputs as well.</p>
<p><strong><br /></strong></p>
<p dir="ltr">Finally, Ms. Saad spoke of the importance of sharing wisdom and experiences in review meetings like these. She said that the focus of the Wikimedia movement is to go to places where people don’t have access and go to marginalised communities and make education accessible to them. This has the potential to change people’s lives as they will get access to information and skills to navigate a digitally literate world. Ms. Saad also spoke about using Wikimedia projects in classrooms. She said, “it can’t happen overnight, can’t become familiar with it right away or comfortable with it. However with pioneers like Christ University in this space, who areopen minded to it, the impact is greater than just number and statistics."</p>

Kannada Wikipedia Orientation Workshop at IISc, Bengaluru

<p>A Kannada Wikipedia orientation workshop was held at the Entrepreneurship Centre, SID, Indian Institute of Science, Bengaluru on 26 November, 2017. The day long event was aimed at adding content to Kannada Wikimedia projects on topics such as ecology, environment, wildlife and sciences of Karnataka. The event was organised by Gubbi Labs in conjunction with CIS-A2K. Gubbi Labs is a research collective and social collective run by environmental scientists. The event was attended was attended by 8 participants of which one member was female.</p>
<p>The participants created six articles and expanded one article. The impact of this workshop was the fact that participants were made aware of the importance of open access data. It helped initiate another similar workshop in Mysuru. Upon sharing the idea for projects like Wiki Loves Butterfly Idea, a participant was interested in starting a project titled 'Wiki Loves Spiders'. We are hoping to take this project forward on Kannada Wikipedia.</p>

Submission to DIPP at Meeting with IP Stakeholders

<p style="text-align: justify; "><strong>Centre for Internet and Society, India’s (CIS) Submission to the Department of Industrial Planning and Promotion (DIPP) at Meeting with IP Stakeholders on 07 December, 2017</strong></p>
<ol style="text-align: justify; ">
<li>As the DIPP is aware, the Indian mobile device manufacturing industry is mired in issues related to licensing of standard essential patents (SEPs). Disputes have resulted in imposition of heavy interim royalty rates on Indian manufacturers, payable to foreign SEP holders. Section 146(2) of the Patent Act, 1970 mandates patentees to provide information on working of patents, which is crucial for willing licensees to access patent working information in a timely manner. This requirement, that the details of patent working be disclosed by patentees supports the goal of making unworked patents available for compulsory licensing in India, both to promote economic development and public access to patented products. Penalties for failing to furnish such information (via Form 27) are steep, potentially resulting in fines or imprisonment.</li>
<li>We note that in 2009, 2013 and 2015 the Controller issued public notices calling on patent owners to comply with their obligations to file statements of working on Form 27. Further, on February 12, 2013, the Indian Patent Office (IPO) announced plans to make Form 27 submissions for the year 2012 available to the public via the IPO website.</li>
<li>We commend the efforts of the IPO, however, our empirical research on ICT innovations<a name="_ftnref1"></a> as well as by Prof. Shamnad Basheer (on ICT and pharmaceutical sector)<a name="_ftnref2"></a> reveals that there are serious lapses as far as compliance and enforcement of statutory provisions mandating filing of Form 27 are concerned.</li>
<li>In the past year, we studied data available from 2009- 2016 for the mobile device sector, and could only identify and access 4,916 valid Forms 27, corresponding to 3,126 mobile device patents, leaving 1,186 Indian patents for which a Form 27 could have been filed, but was not found.<a name="_ftnref3"></a>  For a surprising number of Form 27s (3%) the working status of the relevant patent was not designated.<br /><br />Even among the Form 27s that had been obtained, almost none contained useful information regarding the working of the subject patents or fully complying with the informational requirements of the Indian Patent Rules. Many patentees simply omitted required descriptive information from their forms without any explanation.<a name="_ftnref4"></a><br /><br />Via our research we also gathered complaints raised by patentees and industry observers regarding the structure of the Form 27 requirement itself. For example, patents covering complex, multi-component products that embody dozens of technical standards and thousands of patents may not necessarily be amenable to the individual-level data requested by Form 27.</li>
<li>Regardless, we submit that these technical difficulties should not hinder the critical statutory requirement placed on patent holders to diligently comply with Form 27 compliance. In the context of licensing of SEPs, several stakeholders recently suggested solutions as revealed from our study of the submissions made to the TRAI Consultation on Promoting Local Telecom Manufacturing<a name="_ftnref5"></a>:<br /><br />Two industry associations, namely Telecom Equipment Manufacturers Association of India  (TEMA) and Telecom Equipment & Services Export Promotion Council (TEPC) and a telecommunication enabler Vihan Network Limited recommended that a modified and longer version of Form 27 (Form 27S) may be designed for SEP holders that should apply right at the filing stage. Section 159 of the Patent Act, 1970 empowers the central government to make such modifications to the form, as necessary.<a name="_ftnref6"></a><br /><br />Further, Prof. T Ramakrishna (MHRD Chair on Intellectual Property Rights) at NLSIU, specifically recommended that Form 27 may be amended to include a new column, which may require the patent holder to declare if their patent forms a part of any standard and in case of affirmative answer – the name of the Standard Setting Organisation and corresponding standard of which it is a part.</li>
<li>Further, we would like to draw attention to how our study was limited by the technical capabilities of the Indian Patent Office’s online Form 27 repository, such as<a name="_ftnref7"></a>:</li>
</ol>
<ul>
<li>IPAIRS returned either a 404 error or Connection Time Out ("site is taking too long to respond") <a href="http://ipindiaonline.gov.in/patentsearch/search/index.aspx">http://ipindiaonline.gov.in/patentsearch/search/index.aspx</a>. In our opinion, it could be redirected to InPASS as it uses the same search engine as InPASS. Â Further, <a href="http://ipindia.nic.in/patsea.htm">http://ipindia.nic.in/patsea.htm</a> returned a 404 error.</li>
<li>Some PDFs of the forms comprise scanned image files without OCR of the text. This makes them inaccessible to the visually impaired, and prevents search and discoverability of their content. This also makes them less usable by preventing copying and selection of text.</li>
<li>In some cases, it was difficult to identify which one in the list of documents associated with a patent is Form 27, because of obscure filenames. </li>
<li>For example, for Patent Number 262228, Form 27 was named 68.262228.pdf, as found on IPAIRS.</li>
<li>For Patent number 260603, the filename for Form 27 was "ipindiaonline.gov.in_epatentfiling_online_frmPreview.asp.pdf" on IPAIRS.</li>
<li>Inconsistency in search results found on IPAIRS. Searching for the peripheral documents of the patents, returned the results, "No PDF found" for one full week. The next week, the documents started showing. Some searches returned results for an entirely different patent number.</li>
<li>Sometimes, Form 27 found on InPASS was not found on IPAIRS and vice versa.</li>
<li>Runtime errors occur due to browser caching.</li>
</ul>

Meeting with IP Stakeholders

<b>Anubha Sinha attended a DIPP meeting with stakeholders on December 7, 2017 in New Delhi. The meeting was organized by the Government of India. </b>
<p>Anubha made submissions pertaining to CIS' study on lack of compliance and enforcement in respect of filing statements of working of patents:</p>
<ul>
<li>Large percentage (~ 20%) of patents' Form 27s were found to be missing (dataset of approx 5000 patents);</li>
<li> 3% of the patents did not mention status on working of patents;</li>
<li> Almost none of the available Form 27s provided any useful information - patentees did not bother filling out several parts of the Form.</li>
</ul>
<p>In addition, I sent a brief on the issue drawn from Prof. Contreras' and Rohini's paper, and Rohini's older email to the IPO describing issues with the website.</p>

Train the Trainer 2018

<b>We are delighted to inform that the Train-the-Trainer (TTT) 2018 programme organised by CIS-A2K will be held from 26-28 January 2018, in Mysore, Karnataka, India.</b>
<p style="text-align: justify; ">CIS-A2K believes that in every experienced Wikimedian, there is a trainer. A trainer is like a candle that can light up many other candles. (S)he can inspire many other Wikimedians. The workshop attempts to groom such trainers. After three successful iterations of <strong>Train the Trainer</strong> in 2013, 2015, 2016, and 2017, CIS-A2K is going to organize the fifth iteration of the program on 26-28 January 2018 (note 25 January is day zero).</p>
<p style="text-align: justify; "><strong>What is TTT?<br /></strong><span class="gmail-m_1881025737862796104gmail-il">Train</span> <span class="gmail-m_1881025737862796104gmail-il">the</span> <span class="gmail-m_1881025737862796104gmail-il">Trainer</span> or TTT is a residential training program. <span class="gmail-m_1881025737862796104gmail-il">The</span> program attempts to groom leadership skills among <span class="gmail-m_1881025737862796104gmail-il">the</span> Indian Wikimedia community (including English) members. Earlier TTT have been conducted in 2013, 2015, 2016 and 2017.</p>

<div class="gmail_default">An editor who is interested to conduct real-life and online Wiki-events such as outreach, workshop, GLAM, edit-a-thon, photowalk etc.</div>

The Wikipedia project, which is under a grant from the Wikimedia Foundation, is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.</p>
