Meeting of the two Sub-Groups on Privacy Issues under the Chairmanship of Justice AP Shah in Delhi

The next meeting of the two Sub-Groups on privacy issues under the Chairmanship of Justice A.P. Shah, former Chief Justice of Delhi High Court is scheduled to be held on June 27, 2012 at 11.00 a.m. in the Committee Room No. 228, Yojana Bhawan, Planning Commission.

Meeting of the Network of Internet & Society Centers

The Berkman Center for Internet & Society at Harvard University together with the Alexander von Humboldt Institute for Internet & Society in Berlin, in collaboration with the Centre for Internet and Society Bangalore, the Center for Technology & Society at the Fundação Getulio Vargas (FGV) Law School, KEIO University SFC, the MIT Media Lab, the MIT Center for Civic Media, and the NEXA Center for Internet & Society, will host a highly interactive and participatory meeting of representatives from these and other research centers focused on Internet and society issues.

Taking place on December 6-8 in Cambridge, Massachusetts, this gathering will serve as the inaugural event for a nascent global network and create an opportunity for participants to scope and identify mechanisms for collaboration, research, and informal coordination.

Theme

Internet-driven Developments: Structural Changes and Tipping Points As a starting point, the December meeting will focus on the theme of “Internet-driven Developments: Structural Changes and Tipping Points,” provoking both substantive questions to facilitate ideas for collaboration, as well as process-oriented questions regarding the structure, governance, and composition of the network of centers. This topic is intended to provide a conceptual lens for the meeting itself, and to enable myriad connections to the diverse research areas and interests of the participating organizations; however, it is not meant to frame the thematic areas of the network writ large. Rather, we hope that the theme stimulates conversations about future areas of collaboration within and beyond the topic areas outlined in this concept note.

With this goal in mind and building upon the research interests of the participants, the two proposed overarching “horizontal” questions of the meeting are:

What are the structural changes (as opposed to hype, fashion, spikes, etc.), from societal, economic, legal, and educational perspectives, promoted by the Internet and related technological advancements? What do we know about these tectonic shifts and where are knowledge gaps? How do these shifts compare to earlier changes facilitated by new technologies? What further changes do we anticipate?
2 What are the forces and tipping points that have catalyzed these structural changes— including the actions of individuals (such as users, citizens, and individual activists) and institutions (such as government, business, and civil society)? Where do we currently see or anticipate tipping points? As a research community that seeks to inform advocacy efforts, policymaking, civic discourse, and other societal interests, how can these concepts inform or drive our activities?

We hope to discuss these guiding (“horizontal”) questions in the context of exploring two areas of research or use cases (“verticals”), which might inspire future activities of the network itself as well as collaboration among participants:

Political participation: Various research efforts over the past decade have focused on the question of if and how the Internet changes political participation, from new forms of electronic voting to the broader question of potential changes in political discourse in the digitally networked public sphere. During the meeting, we will take stock of the current landscape, with a particular focus on recent elections and political movements around the globe, and explore open questions, future research directions, questions, emerging tools and methodologies.

Production modes: Digital technologies in general and the Internet in particular have changed the ways in which goods are produced and services provided. Within this context, new modes of production — most prominently “peer-based” models — have emerged, accompanied by innovative organizational models and set-ups. Questions we hope to explore include: How relevant are these shifts from an economic, organizational, societal, business, and creative perspective? Has recent empirical research confirmed the theory of commons-based peer production, or challenged it? What conditions facilitate new modes of Internet-based production and what are the benefits and challenges from a public policy perspective? What do interesting case studies in the field, from collaborative online journalism to crowd-funding, tell us about the direction of this trend?

In a number of learning calls leading up to the meeting, we hope to further specify the proposed substantive areas, identify core issues of mutual interest for discussion, nominate speakers and rapporteurs, and learn about each other’s work in respective areas.

Key Objectives

The meeting will not only focus on substantive issues within the proposed themes, but also seek to provide a foundation for discussions regarding structural and process-oriented objectives for the network.

Substantive goals include: based on the proposed themes and topics, becoming familiar with each other’s work; facilitating the exchange of information regarding current and future projects, research areas, and innovative methods; identifying connection points, concrete ideas for initial and continued institutional collaborations on projects, and tools to support sustained and future efforts; and building a shared vocabulary and structure for collaboration among Internet & society centers, including existing and potential actors in the Global South.

Structural/process-oriented objectives include: defining the scope and core DNA of the network; exploring initial structures for governance, shared research, exchange programs, and mechanisms for collaboration; and identifying tools and practices for communication among teams, within the network, and externally.

From Ideas to Action

Using the substantive discussion as a jumping-0ff point, we will collectively explore how to apply lessons learned from the process of conducting interdisciplinary and international research into a network that embodies those same values. What analytical frames and empirical indicators can researchers offer to better inform policy makers and citizenry? How can we make public debates more rational and informed? What are methodological and data issues we should consider in research projects? What role do we envision for advocacy and broader communication for greater societal impact? How do these discussions inform and scope the potential areas of activity of the network? Through what specific mechanisms, such as research, tool development, convenings, or teaching, will Centers address these challenges? Invited colleagues, collaborators, and guests will provoke discussions and pose questions that challenge current assumptions and encourage experimentation.

Mode of Engagement

We are committed to leveraging the tremendous diversity of the participants to develop novel understandings — and approaches to reaching them — by actively embracing differences in geography, discipline, organizational approach, culture and context, among many other facets. Not only must we consciously address the more straightforward challenges of translation (language and discipline), but we must proactively develop ways to meaningfully and efficiently engage the deeper divisions we identify among us. Allowing differences to become splits would be unfortunate, but more importantly, it is at precisely these gaps where new perspectives are possible, and great gains are within reach.

Fulfilling this commitment will be a real challenge because it requires behavior change on our part. We must avoid or explain terms of art, make explicit and explore our assumptions, explain our methods, perform necessary translations, and otherwise take steps to maximize hospitality and genuine understanding. Because this work is interactive in nature, it is essential that we are economical in our group discussion, leaving as much time for the interactions that will highlight and address gaps, rather than making extended monologues that risk losing other participants and sacrifice the provocative stimuli offered by our diversity. In short, let us be clear, brief and to the point. Let us listen to each other closely and encourage new voices, rather than inadvertently privileging only a few dominant ones. Let us be aware that participants will have different styles of engagement, and that we need to collectively find ways to embrace them, even as they adapt to this special environment. Above all, let us have enjoy this rare opportunity to gather and engage on issues we care about with this unique group of colleagues.

3:00 Opening Exercise: Mapping Collaboration The opening session of the symposium on “Structural Changes and Tipping Points” will include participants of the Cyberscholars forum, and will highlight the landscape of existing collaborations among researchers, as well as generate ideas for new modes and methods for collaboration to be considered over the course of the meeting. This early convening will allow the opportunity for representatives to bring the unique strengths of their institutions to the table and consider ways we can take advantage of coordinated efforts.

9:15 Foundations: Key Ingredients for Structural Change in the Digital Ecosystem: Data, Algorithms, Intermediaries This opening session will set the stage by exploring the key elements that facilitate current and the next generation of structural shifts in the digitally networked information ecosystem and discuss both drivers and inhibitors of change from social, economic, legal, and educational perspectives. Instead of providing a holistic overview of all factors that are in play, the session will focus on three particularly important elements: the power of “big data”, the importance of algorithms, and the role of new intermediaries. Beyond phenomenological stock-taking, the participants will discuss the next generation of legal, ethical, economic and other issues that arise in the context of these key elements and the need for collaboration - and potentially intervention – with regard to these and related factors of change. The discussion will help orient the relationship between structural change and associated tipping points, and will be further explored throughout the day via participant-organized breakout sessions and use case discussions.
10:15 Use Case #1 Political Participation: New Orders, Democracy, Governance, and Civic Engagement Various research efforts over the past decade have focused on the question of if and how the Internet changes political participation, from new forms of electronic voting to the broader question of potential changes in political discourse in the digitally networked public sphere. During the meeting, we will take stock of the current landscape, with a particular focus on recent elections and political movements around the globe, and explore open questions, future research directions, questions, emerging tools and methodologies. Examples we could examine, and potentially consider as “tipping points,” may range from SOPA, PIPA, and ACTA to the Arab Spring and the post-election crisis in Kenya in 2008 to many other major political events. These examples may also highlight the limits, challenges, and dangers of the new media environment.

Additionally, participants will brainstorm and propose sessions to lead during the unconference sessions in the afternoon, with a preference for more exploratory topics. Meeting of Information Systems Security and Biometrics Sectional Committee

Gurshabad Grover attended the 14th meeting of the Information Systems Security and Biometrics Sectional Committee (LITD 17) of the Bureau of Indian Standards (BIS), which was held at the BIS office in New Delhi on 14 September 2018.

This was Gurshabad's first LITD 17 meeting. The committee noted my co-option in the committee and registration in Working Group 1 (Information security management systems) and WG5 (Identity management and privacy technologies) of ISO JTC 1 / SC 27 / “IT Security Techniques”. Some of the items discussed included proposed standards for biometric information protection, mobile phone security, and data privacy engineering & management practices.

Meeting of Coalition for an Inclusive Approach on the Trafficking Bill

Gurshabad Grover attended a meeting of the Coalition for an Inclusive Approach on the Trafficking Bill at the Alternative Law Forum, Bangalore on May 3, 2018.

The coalition is working on a report highlighting the various concerns in the recently Cabinet-approved Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2018.

Swaraj Barooah had written a blogpost about some provisions in the Bill that could potentially impact freedom of expression. These inputs have been incorporated into the report the Coalition is preparing.

Clarification (18th August, 2018): A letter sent to the Ministry of Women and Child Development mentioned the Centre for Internet & Society as instituionally endorsing a critique of the The Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2018. We seek to clarify that the Centre for Internet & Society did not endorse the letter to the Ministry.

Privacy India in partnership with the Indian Network for People living with HIV/AIDS, Centre for Internet & Society, IDRC, Society in Action Group and Privacy International is organising an event on Medical Privacy at Yashwantrao Chavan Academy of Development Administration, Rajbhavan Complex, Baner Road, Pune on June 30, 2012, from 9 a.m to 5 p.m.

Confidentiality and privacy are essential to all trusting relationships, such as that between patients and doctors. Moreover, in a healthcare context, patient confidentiality and the protection of privacy is the foundation of the doctor-patient relationship. Medical confidentiality promotes the individual's medical autonomy, by sheltering those seeking morally controversial medical care from outside criticism and interference with decisions.[1]Patients must feel comfortable sharing private information about their bodily functions, physical and sexual activities, and medical history.[2] This will make them more willing to seek information and support to fully understand and evaluate their options so that they can make the most informed medical decisions.

The disclosure of personal health information has the potential to be embarrassing, stigmatizing or discriminatory. Furthermore, various goods such as employment, life, and medical insurance, could be placed at risk if the flow of medical information were not restricted.[3]

This workshop will explore the various types of medical privacy including: informational privacy (e.g., confidentiality, anonymity, secrecy and data security); physical privacy (e.g., modesty and bodily integrity); associational privacy (e.g. intimate sharing of death, illness and recovery); proprietary privacy (e.g., selfownership and control over personal identifiers, genetic data, and body tissues); and decisional privacy (e.g., autonomy and choice in medical decision-making).[4]

The right to privacy in India has been a neglected area of study and engagement. Although sectoral legislation deals with privacy issues, India does not as yet have a horizontal legislation that deals comprehensively with privacy across all contexts. The absence of a minimum guarantee of privacy is felt most heavily by marginalized communities, including HIV patients, children, women, sexuality minorities, prisoners, etc. - people who most need to know that sensitive information is protected.

Since June 2010, Privacy India in collaboration with Privacy International, based in London, has been conducting workshops and engaging in public awareness. Participants include policy makers, researchers, sectoral experts, NGOs, and the public to discuss and deliberate different questions of privacy, its intersections and its implications with our everyday life.

The discussions have ranged from topics of online privacy to minority rights and privacy, and consumer privacy. The workshops have been organized in different cities - Bangalore, Guwahati, Mumbai, Delhi, Kolkata, Chennai, Goa, etc.

MediaNama roundtables on intermediary liability rules

MediaNama hosted one policy round-table on Intermediary Liability protections in Bangalore and another round-table in New Delhi, to discuss inputs sought by MEITY on the amendments to Safe Harbor for platforms (payments services, content services, ISPs, etc.) in India. Centre for Internet & Society is a community partner for the event.

One round-table was held at St. Mark's Hotel in Bangalore on January 25, 2019 and the next one will be held at India Habitat Centre in New Delhi on February 7, 2019. Gurshabad Grover participated in the meeting held on January 25, 2019. Participants discussed the draft amendments to the intermediary liability rules (under Section 79 of the IT Act) and recommendations stakeholders could respond with. For more info click here.

The Centre for Internet and Society (CIS) and the Global Disinformation Index (GDI) are launching a study into the risk of disinformation on digital news platforms in India, creating an index that is intended to serve donors and brands with a neutral assessment of news sites that they can utilise to defund disinformation.

Introduction

The harms of disinformation are proliferating around the globe—threatening our elections, our health, and our shared sense of facts.

The infodemic laid bare by COVID-19 conspiracy theories clearly shows that disinformation costs peoples’ lives. Websites masquerading as news outlets are driving and profiting financially from the situation.

The goal of the Global Disinformation Index (GDI) is to cut off the revenue streams that incentivise and sustain the spread of disinformation. Using both artificial and human intelligence, the GDI has created an assessment framework to rate the disinformation risk of news domains.

The GDI risk rating provides advertisers, ad tech companies and platforms with greater information about a range of disinformation flags related to a site’s content (i.e. reliability of content), operations (i.e. operational and editorial integrity) and context (i.e. perceptions of brand trust). The findings in this report are based on the human review of these three pillars: Content, Operations, and Context.

A site’s disinformation risk level is based on that site’s aggregated score across all of the reviewed pillars and indicators. A site’s overall score ranges from zero (maximum risk level) to 100 (minimum risk level). Each indicator that is included in the framework is scored from zero to 100. The output of the index is therefore the site’s overall disinformation risk level, rather than the truthfulness or journalistic quality of the site.

Key Findings

In reviewing the media landscape for India, the assessment found that:

Nearly a third of the sites in our sample had a high risk of disinforming their online users.

Eighteen sites were found to have a high disinformation risk rating. This group includes sites that are published in all the three languages in our scope: English, Hindi and Bengali.
Around half of the websites in our sample had a ‘medium’ risk rating. No site performed exceptionally on all fronts, resulting in no sites having a minimum risk rating. On the other hand, no site performed so poorly as to earn a maximum risk rating.

Only a limited number of Indian sites present low levels of disinformation risks.

No website was rated as having a ‘minimum’ disinformation risk.
Eight sites were rated with a ‘low’ level of disinformation risk. Seven out of these websites served content primarily in English, one in Hindi.

The media sites assessed in India tend to perform very poorly on publishing transparent operational checks and balances.

Over one-third of the sites in our sample published little information about their ownership structure, and also failed to be transparent about their revenue sources.
Only ten of the sites in our sample publish any information about their policies on how they correct errors in their reporting.

Association with traditional media did not play a significant factor in determining risk of disinformation.

On average, websites associated with TV or print did not perform any differently when compared to websites that solely serve digital content.

The findings show that on the whole, Indian websites can substantially increase their trustworthiness by taking measures to address these shortfalls in their operational checks and balances. For example, they could increase transparency on the structure of their businesses and have clear policies on how they address errors in their reporting. Both of these measures are in line with universal standards of good journalistic practices, as agreed by the Journalism Trust Initiative.

For the success of an online campaign, the power of the message also counts

CHENNAI: Sit-ins and police arrests. Placards hoisted high and slogans rippling through the crowds. Pamphlets distributed at the dead of night. It was called activism and is still called that — just that the cat and mouse game with the Big Brother has a binary code underlying it.

Social activism in the world of Web 2.0 follows most of the rules of the real world. But the nature of the medium does have an impact on the message, and the jury is still out on how effective activism is online.

After the Iran elections, social networking sites are being used extensively by supporters of Mir Hossein Mousavi, who has challenged the validity of the elections. As the Iranian government has placed restrictions on the traditional media, the supporters have sought refuge in the electronic world.

If you search for #IranElection, which is the tag on Twitter, a messaging service, for any update related to the Iran elections, there are minute-by-minute posts by users around the globe. The effects of this decentralised campaign are manifold.

“This raises the awareness of the issues among the people who may not have been exposed to these issues because of the space constraints of traditional media,” says Sunil Abraham, director-policy, Centre for Internet and Society, Bangalore. “It encourages activists on the ground in Iran because it clearly demonstrates global solidarity.” The increased transparency also has a pre-emptive effect by making it more difficult for states and corporations to engage in repressive activities without attracting international condemnation.

But there are forms of social activism online, which are not looked upon favourably.

Campaigns urging you to ‘Click on this link and eradicate world hunger’ lead to an oxymoronic state of sedentary activism or ‘slacktivism.’ Evgeny Morozov, a fellow at the Open Society Institute at New York, has coined this term to describe “feel-good online activism” that has no political or social impact. On the one hand, it will be easy to dismiss the click-to-participate campaigns as being useless. But they could attract people who would have normally not bothered with the issue. Mr. Morozov concludes that the only way to resolve the debate is by surveying campaigns to analyse impact.

“As far as I know, there are no such studies. But there is anecdotal evidence that clicks on a Web 2.0 system can lead to deeper engagement with social campaigns,” says Mr. Abraham. He cites the example of Michael Geist of the University of Ottawa, who was able to get some members of the Fair Copyright for Canada Facebook group (with over 90,000 members) to raise questions during open houses called by Canadian Members of Parliament. Thanks to this campaign, the government backed down from legislating anti-consumer intellectual property laws, he says.

For the success of an online campaign, the power of the message also counts. Here, Mr. Abraham refers to the Pink Chaddi campaign. “It did not directly respond to the arguments of the Ram Sene. It used humour to mock the fundamentalists into irrelevance.”

Though there is no clear path to an effective online campaign, the successes have demonstrated the potential of the medium that promises to connect millions with a click. But just as a message can grow stronger as it reaches more people, it can also be spread wafer-thin and lose significance.

Highlights for May 2019

Omidyar Network is investing in in establishing a three-region research alliance co-led by the Institute for Technology & Society, Brazil , the Centre for Intellectual Property and Information Technology Law, Kenya, and the Centre for Internet & Society (CIS), India on appropriate use of Digital Identity. CIS will look at the policy objectives of digital identity projects, how technological policy choices can be thought through to meet the objectives, and how legitimate uses of a digital identity framework may be evaluated. The term Fintech is generally used to describe innovative technology and technological processes being used in the financial services sector. Vipul Kharbanda has presented a detailed analysis of RBI’s Draft Framework on Regulatory Sandbox for Fintech. Centre for Internet & Society's 'Access to Knowledge' wing (CIS-A2K) signed a MoU with PAH Solapur University, Maharashtra to promote content generation in Wikimedia projects among the institutions under University affiliation and develop a platform in the university for outreach programs on digital knowledge, language and technologies, FOSS, unicode, etc. Timely and affordable access to scientific research remains a problem in this digital day and age. Most countries including India, continue to struggle with implementing open access. The latest international initiative (created in Europe) to remedy this problem is Plan S. This has been positioned as a strategy to implement immediate open access to scientific publications from 2021 which India is considering adopting. Anubha Sinha in an article unpacks the disorderly growth of open access in India, and discusses the gap between the Plan's vision and current Indian scenario in some respects Shweta Mohandas was nominated to curate Genderlog's Twitter handle (@genderlogindia). She tweeted about topics related to gender and data, more specifically around AI, big data, privacy and surveillance. Sumandro Chattapadhyay and Tim Davies co-authored a chapter titled Open Data and Land Ownership in State of Open Data book which was recently launched at World Bank. The authors have thrown light on how the lessons from the land ownership field highlight the political nature of data, and illustrate the importance of politically aware interventions when creating open data standards, infrastructure, and ecosystems. The Bodies of Evidence collection, edited by Bishakha Datta and Richa Kaul Padte, is a collaboration between Point of View and CIS as part of the Big Data for Development Network supported by International Development Research Centre, Canada. Our Access to Knowledge programme currently consists of two projects. The Pervasive Technologies project, conducted under a grant from the International Development Research Centre (IDRC), aims to conduct research on the complex interplay between low-cost pervasive technologies and intellectual property, in order to encourage the proliferation and development of such technologies as a social good. The Wikipedia project, which is under a grant from the Wikimedia Foundation, is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

The Centre for Internet & Society (CIS) has published a collection of stories of the impact of internet shutdowns on people's lives in the country. The stories were provided by 101 Reporters. The project was funded by Facebook and MacArthur Foundation. The report edited by Debasmita Haldar, Ambika Tandon and Swaraj Barooah can be accessed here. Anubha Sinha on behalf of CIS participated in the 36th Session of WIPO SCCR at Geneva from May 28 to June 1, 2018. CIS made statements on Draft Action Plan for Educational and Research Institutions and Persons with Other Disabilities, Draft Action Plan for Libraries, Archives and Museums, Limitations and Exceptions Agenda, and Proposed Treaty for the Protection of Broadcasting Organizations. CIS was one among the 14 NGOs which circulated a letter that raised concerns about the draft Broadcasting Treaty. India's Department of Telecommunications released a draft new telecom policy, titled ‘Draft National Digital Communications Policy 2018’. Anubha Sinha wrote an analysis on this in the Wire on May 6, 2018. Singapore based Asian Business Law Institute published a compendium on “Regulation of cross-border transfer of personal data in Asia”. The compendium contains 14 detailed reports. The chapter titled Jurisdictional Report India was authored by Amber Sinha and Elonnai Hickok. The purpose of privacy notices and choice mechanisms is to notify users of the data practices of a system, so they can make informed privacy decisions, wrote Saumyaa Naidu in a blog post which was edited by Elonnai Hickok. Divij Joshi wrote a report that assesses the compliance of the Indian intermediary liability framework with the Manila Principles on Intermediary Liability, and recommends substantive legislative changes to bring the legal framework in line with the Manila Principles. The report was edited by Elonnai Hickok and Swaraj Barooah. Data is potentially a toxic asset, if it is not collected, processed, secured and shared in the appropriate way wrote Amber Sinha in an article published in the Economic & Political Weekly. Saman Goudarzi, Elonnai Hickok and Amber Sinha wrote a report titled AI in the Banking and Finance Industry in India which seeks to map the present state of use of AI in the banking and financial sector in India. The report was edited by Shyam Ponappa. Mapping was done by Shweta Mohandas. Pranav M Bidare, Sidharth Ray, and Aayush Rathi provided research assistance in preparing this report. The National Register of Citizens (NRC) exercise in Assam focuses on updating the list of Indian citizens in the state. Khetrimayum Monish Singh and Nazifa Ahmed wrote a research paper that has provided a discourse analysis of media content and user opinions on Facebook, and media responses on the NRC official website. Access to Knowledge

Our Access to Knowledge programme currently consists of two projects. The Pervasive Technologies project, conducted under a grant from the International Development Research Centre (IDRC), aims to conduct research on the complex interplay between low-cost pervasive technologies and intellectual property, in order to encourage the proliferation and development of such technologies as a social good. The Wikipedia project, which is under a grant from the Wikimedia Foundation, is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

Highlights
CIS compiled a report that highlighted four government projects run by various government departments that have made sensitive personal financial information and Aadhaar numbers public on the project websites. Article 19 had put out a call for applications for its Internet of Rights Fellowship in February 2017. Vidushi Marda was selected for Internet of Rights Fellowship. CIS gave inputs on a document on implementing digital accessibility to Ministry of Electronics and Information Technology on May 2, 2017. The 34th session of the Standing Committee on Copyright and Related Rights (SCCR) was held in Geneva from May 1 to 5, 2017. Anubha Sinha participated in the event and a summary report is available here. She made statements on behalf of CIS on the Discussion on Limitations and Exceptions for Libraries and Archives and on the Proposal for Analysis of Copyright Related to the Digital Environment. CIS-A2K’s widely well-regarded flagship skill building program, Train The Trainer and MediaWiki Training was conducted in Kolkata earlier this year. Tito Dutta captured the developments in a blog post. Although it has made the topographic maps or the Open Series Maps available to general public, Survey of India’s (SoI) Nakshe portal will have to go through a variety of litmus test, as the initiative fails to implement the mandates of public sharing of government data using open standards and open license as put forward by the NMP 2005 and NDSAP 2012, said Sumandro Chattapadhyay in an interview with Geospatial World on May 02, 2017. In an interview with nettime.org, Geert Lovink discussed with Ramesh Srinivasan Tech Anthropology Today and "how can we embrace the realities of communities too-often relegated to the margins". In an article published in the Business Standard on May 3, 2017, Shyam Ponappa examined whether policies can be better framed to harness the market potential. India has an estimated 70 million persons with disabilities who don't have access to read printed materials due to some form of physical, sensory, cognitive or other disability. As part of our endeavour to make available accessible content for persons with disabilities, we are developing a text-to-speech software in 15 languages with support from the Hans Foundation. The progress made so far in the project can be accessed here.

The Centre for Internet & Society (CIS) welcomes you to the fifth issue of its newsletter for 2013. We bring you an overview of our research, report of events held by us and announcement of upcoming ones, events we participated in, and recent media coverage.

Celebrating 5 Years of CIS
CIS is now 5 years old and we just celebrated this by holding an open exhibition in our offices in Bangalore and Delhi from May 20 to 23, showcasing our work and accomplishments over the period. We had about 170 visitors from the general public coming in to our office. Renowned artists like Tara Kelton, Kiran Subbaiah, Navin Thomas, Abhishek Hazra and Sharath Chandra Ram exhibited their work. The four day event attracted press coverage: Bangalore Mirror (May 18, 2013), DNA (May 19, 2013), Hindu (May 22, 2013), Prajavani (May 23, 2013), Udayavani (May 25, 2013) and Bangalore Mirror (May 31, 2013). Google Policy Fellowship
CIS is inviting applications for the Google Policy Fellowship programme. Google is providing a USD 7,500 stipend to the India fellow who will be selected by July 1, 2013. The Fellowship focus areas include Access to Knowledge, Openness in India, Freedom of Expression, Privacy, and Telecom. Send in your applications for the position by June 15, 2013.

Accessibility

CIS is doing two projects in partnership with the Hans Foundation. One is to create a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India and another for developing a screen reader and text-to- speech synthesizer for Indian languages. CIS is also working with the World Blind Union and other similar organisations to develop a Treaty for the Visually Impaired helped by the WIPO:

National Resource Kit for Persons with Disabilities
Anandhi Viswanathan from CIS and Manojna Yeluri from the Centre for Law and Policy Research are working in this project. Draft chapters have been published. Feedback and comments are invited from readers for the chapters on Sikkim and Odisha:

Banking Accessibility

Survey on Banking Accessibility (by Vrinda Maheshwari, May 30, 2013). G3ict is a survey on accessibility of financial services in banks for persons with disabilities around the world. The survey is available here.

Access to Knowledge and Openness

The Wikimedia Foundation awarded CIS a two year grant of INR 26,000,000 to support and develop the growth of Indic language communities and projects by community collaborations and partnerships. This is being carried out by the Access to Knowledge team based in Delhi. CIS is also doing a project (Pervasive Technologies) on examining the relationship between production of pervasive technologies and intellectual property. CIS also promotes openness including open government data, open standards, open access, and free/libre/open source software through its Openness programme.

Access to Knowledge (Wikipedia)
Beginning from September 1, 2012, Wikimedia Foundation awarded CIS a two-year grant of INR 26,000,000 to support and develop free knowledge in India. The A2K team consists of three members based in Bangalore: T. Vishnu Vardhan, Dr. U.B. Pavanaja and Subhashish Panigrahi and one team member Nitika Tandon who is working from Delhi office. Noopur Raval, Programme Officer has left the organisation. April 24, 2013 was her last working day.

Announcements

Access to Knowledge Work Plan (April 2013 - June 2014): CIS has announced its detailed plan detailed plan with projection of outcomes and expected impact of the A2K programme activities. The document has been made in consultation with various stakeholders and keeping in mind the objectives, opportunities and challenges faced by each of the Indian language Wikimedia projects. Feel free to share any feedback.
WMF-A2K Revised Budget (draft) and Utilization (Sept 2012 - Feb 2013): In our effort to increase transparency with the working of CIS-A2K programme, we are sharing with you the A2K Programme Budget along with the Utilization for the period Sept. 2012 to February 2013. The proposed revisions to the budget along with some notes are here.
WMF-A2K Grant Budget and Utilization (Sept 2012 – February 2013): CIS has given an open disclosure of the Access to Knowledge budget to Wikimedia India and the global community.
CIS Signs MOU with TISS, Mumbai: has signed a MoU with TISS as part of which we will collaboratively work towards building Digital Knowledge Partnerships with select higher education institutions.

Internet Governance

The Internet Governance programme conducts research around the various social, technical, and political underpinnings of global and national Internet governance, and includes online privacy, freedom of speech, and Internet governance mechanisms and processes. We began two new projects earlier this year. The first one, with Privacy International, London to facilitate research and events around surveillance, and freedom of speech and expression and the second one with Citizen Lab, Munk School of Global Affairs, University of Toronto on mapping of cyber security actors in South Asia and South East Asia:

Knowledge Repository on Internet Access
CIS in partnership with the Ford Foundation is executing a project on Internet Access. It covers the history of the internet, technologies involved, principle and values of internet access, broadband market and universal access and will touch upon various polices and regulations which has an impact on internet access and bodies and mechanism which are responsible for formulation policies related to internet access. The blog posts and modules will be published in a new website: www.internet-institute.in.

CIS is involved in promoting access and accessibility of telecommunications services and resources and has provided inputs to ongoing policy discussions and consultation papers published by TRAI. It has prepared reports on unlicensed spectrum and accessibility of mobile phones for persons with disabilities and also works with the USOF to include funding projects for persons with disabilities in its mandate:
